Alingatong January 5th, 2010, 02:42 PM Lanao Norte gears up for Sinulog 2010 Iligan City (5 January) -- In a bid to finally capture the elusive championship in the biggest cultural stage of the Philippines-Cebu's Sinulog Festival, the provincial government of Lanao del Norte is again sending its own contingent in the much anticipated cultural competition. "This is the fulfillment to our promise to last year's winning group in the Municipal Festival contest during our Golden Araw Anniversary. And with their spectacular win, we are sending this year the Kapatagan National High School to the Sinulog to be our contingent," explained Governor Khalid Dimaporo. This is the second time that the provincial government is sending an official contingent in the Free Interpretation category where Lanao del Norte placed 4th over-all in a category that saw 25 groups compete. Last year, Lanao del Norte was also able to grab the coveted title of Best in Costume despite being a first-timer in the festival. "We are very thankful for the all-out support of Governor Dimaporo. We are inspired to reach for the top prize this time and bring home the trophy here in Lanao del Norte," said Tourism Officer Minda Regis. This year, the province's Sinulog contingent is composed of 95 dancers, 50 propsmen, 30 instrumentalists and 24 support group personnel. Lanao del Norte will also be sending 2 candidates in the prestigious Sinulog Queen Pageant, namely Emilyn Opada of Maranding, Lala and Lota Correos of Tubod. "This is another chance for us to showcase to the whole world that Lanao del Norte is indeed a beautiful and peaceful province where people live in unity and harmony with one another," said Information Officer Lyndon Calica. The Lanao Norte group will depart for Cebu on January 12 for early rehearsals, while the actual Sinulog competitions will be on January 17. Upon entering The Philippines at Manila when presenting my passport to Immagration and Passport Control officers, I have always been asked " Where in The Philippines are you going " . First of all, for those not familiar with International Travel, the last thing you ever want to do is to " wise off " ( be rude ) or otherwise play games with Imigration and Customs in a foriegn country or for that matter, even your own country upon your return. On my last visit, when the Filipina Immigration officer asked where I was going, I politely replied " Iligan City ". All of a sudden she appeared to me to have a strange look on her face and then in what sounded to me as a rather strange tone of voice she commented " and WHY are YOU going to Iligan City ! " . From previous experience, I came well prepared for a situation like this and politely replied " I have friends in Iligan City ", and with that I reached into my carry bag as I commented " And I also have a letter of invitation from Iligan City Hall office of Mayor Cruz to come and visit " . With that I handed the officer the original letter enclosed in its original postal envelope ( loaded with Philippine postage stamps and postmark ) . With that, the officer then began consulting with the officer next to her. I then commented to her about my affiliation with MSU-IIT and produced documentation confirming that and handed it to her. The officer looked at that and continued consulting with the officer next to her. At this point in time I am thinking to myself " Are we having a problem here ? " but I knew better than to open my mouth and say anything, you have to learn to keep your cool in a situation like this. After a few minutes the officer returns my documents to me, stamps my passport and returns it to me and says , " the reason we are asking is that we are from Iligan City. She then gave me her card and said " if you have any difficulty or problem at all please do not hesitate to call us right away, and wished me a pleasant time while visiting. On the visit prior to this last one, I was also questioned by an Immigration Officer why I was going to Iligan City and that officer also said he was from Iligan. I wonder if I said I was going to Cebu if they would do the same routine but say they are from Cebu ? Who knows. In my own mind however, what I really felt like saying when asked why am I going to Iligan City, was, " Why would I want to go to any place else ? " Iligan City Simply Amazing ! (FOR ACCOMMODATION OF FUTURE INDUSTRIES) new areas as future CBDs (they had this planned but still in the planning stage they haven't done some significant pre-requisites to realize a growth area for CBDs) 4. (FOR INDUSTRIES) Upgrading/Acquiring necessary infrastructures for easy industrial logistics. 5. (FOR FUTURE JOB GENERATION) searching and developing for areas so that other light/medium industries will be able to locate. 6. (ANALYZING TAX PERKS AND INCENTIVES) re-designing existing tax ordinances other ordinances for up and coming commercial / industrial locators. After those are equally done, then, we can realize more developments for the city in the future. For now, I dont see that happening. But hopefully, our city mayor, for his last term, will be able to realize these things. Shopping malls and other commercial entities entail consumer spending and market base so that they will be sure of their profit in the city. Let us start with hosting light to medium industries so our graduates will be able to find jobs and our existing population will be able to uplift their purchasing power. It all starts in the consumers' pockets. No job means no money, no money mean no buying power. It's ok to encourage every citizen to engage in business but we cannot deny the fact that most people are not gifted in business. A huge percentage of the population are professionals and skilled workers. And besides, how would businesses thrive if the target consumers do not have the sufficient buying power? One lesson learned is from the closure of the NSC. Businesses in the city experienced a decline in profit because most of their target consumers had lost their buying power they once had before the closure of the city's largest plant. The people's pockets should be the first priority of the local government. It must encourage more local or foreign investors to open industries in city. Opposing to what we think as the most agreeable idea, our officials often think of "job generation" as jobs that the LGU gives. To think of it, most of those contractual employees are even working without an assurance that they get paid and re-hired after their term ends. Our city officials are working like snails in looking for ways to generate jobs in the city. They have not fully utilized some areas of the city that are feasible for industry hosting. They should act now. They are calling for IT/BPO industry and yet they haven't applied for any PEZA area in the city where IT and other light to medium industries can locate. They havent tapped our TELCOS if their capacities are okay for IT industries to use. There lots and lots of stones left unturned by our officials. Gabule Iligan City (12 January) -- Another group of pupils from the 5th and 6th grade levels of the Bagong Silang Elementary School in Iligan City, took their oath as Junior Heroes within their locality. The 4th barangay, this city, to have pupils pledged to be partners in the call for peace of the Iligan City Police Office-Philippine National Police (ICPO-PNP). "The Junior Heroes, a school-based program of the ICPO, allows grade schoolers to get involve in crime prevention within their community," expressed PO2 Musolini Fernan, Jr., Operations, Police Non-Commission Officer (PNCO) of ICPO, who represented PSINSP Ramil Lluisma, chief, ICPO's Police Community Relations (PCR). As junior heroes, the 200 pupils were given each a wrist band and t-shirt which symbolize their respect to one another, to do good in the school and in the community, as well. They were also provided crayon and a coloring book entitled, "Mundong Walang IED (A World without Improvised Explosive Devise [IED])." This is a description of a peaceful place, regardless of its culture and tradition, Christian and Muslim-alike, living in harmony. Further, the book differentiates types of IEDs that pupils should be aware of. As part of the junior heroes program, SPO2 Lyrma Cajegas disclosed the four (4) Rights of a Child, which are: a) Right to Live; b) Right to Play; c) Right to Education; and d) Right to be Protected. Their Right to Protection means for these children to be protected from harm due to terroristic acts using IEDs. The program is to prevent these children against drug menace to society, thus, SPO2 Cajegas reiterated, "As heroes, young as these pupils are, they will be part of the PNP's "No to Drugs" campaign. The policewoman encouraged the junior heroes to study hard and the PNP team shall visit them in school a month after, to check on what the junior heroes' been doing as model to the school and to their community. Complementing the PNP's program is the support provided by the U.S. Military Information Team headed by Sgt. Jade Rueda. Sgt Rueda disclosed that providing information materials such as the wrist band and the shirt marked ‘junior heroes,' crayons and coloring books, are their way of extending support to promote peace in the area. Richel Umel, chair of the NUJP’s Iligan City chapter, said it was “conduct unbecoming” when city councilor Chonilo Ruiz threw punches at DxRJ anchor Albert Loyola inside the announcer’s booth on Wednesday morning while he was in the middle of his public affairs program. Interviewed by phone, Loyola recounted that he was discussing details of the city council’s budget both for 2009 and 2010 when Ruiz suddenly barged into the announcer’s booth around 7:50 a.m. and attacked him. “I am okay although my body still aches,” Loyola said, adding the station has a record of what transpired inside the booth during those moments. Loyola said he started discussing the city council’s budget back in November last year when he got hold of some documents. He said that subsequent investigations revealed there was “imbalance” in the way the local government’s money was appropriated. He cited examples such as the P6 million for medicines in the city hospital while the city council enjoys P9 million each for consultancy, janitorial, and general services. In addition, Loyola said he found out that the city council also has P14 million for committee services, which he said, Ruiz told him last December is being used to fund expenses for public hearings and consultations. But around mid-December, Loyola said he was told by assistant city budget officer Racel Balbutin that the fund for committee services, plus some P8 million unused funds for consultancy services, went to pay for casual workers. "This is the fulfillment to our promise to last year's winning group in the Municipal Festival Contest during our Golden Araw Anniversary. And with their spectacular win, we are sending this year to the Sinulog the Kapatagan National High School to be our contingent," explained Governor Khalid Dimaporo. This is the second time that the provincial government is sending an official contingent in the Free Interpretation category where Lanao del Norte placed 4th over-all in a category that saw 25 groups compete. Gabule Iligan City (15 January) -- Despite increasing trend on prices of other commodities, the price sold by the National Food Authority (NFA) to its accredited outlets remains stable. NFA Provincial Manager Edegary H. Roncal of Iligan City said that they have enough rice supply with an estimated 5,000 metric tons (MT) stored at their warehouses located in Bara-as, Iligan City and at Panguil, in Lala, Lanao del Norte. Roncal revealed that their local NFA office is programmed to receive some 27,000 MT imported rice from Misamis Oriental for the 2010 considered as the load port of NFA region 10. This imported rice will serve as the buffer stocks of the province aside from its local palay procurement which the agency can buy from the local farmers of the province. "To ensure that government subsidized rice channeled to its accredited outlets reaches to its intended beneficiaries, the local NFA intensifies its market monitoring and enforcement activities, enjoined by other agencies and the consuming public, for efficient implementation of our program," said Roncal. The near-perfect performance was enough to give the contingent their second consecutive 4th placed finish in the Free Interpretation Category that had 22 contingents competing. The Land of Beauty and Bounty also won 3rd place in the street dancing competition which was participated in by all contestants in the Sinulog. The showdown performance capped the 5.1 kilometer route of the Street Dancing Competition which tested the dancers' endurance as they performed their street dancing routine in seven (7) judging checkpoints along the route. "The main reason why we're joining the Sinulog is to be able to show to the entire country and those watching this festival around the world that Lanao del Norte is a peaceful province. And I believe that we have been able to do that here. This win is already a big bonus for us," Governor Khalid Dimaporo said. Tribu Himag-ulaw of Placer, Masbate took the 1st place in the Free Interpretation Category while the Sinanduloy Cultural Troupe of Tangub City is starting another winning streak in the Sinulog-based category after failing to grab their 4th straight grand prize in 2008. This year's contingent is composed of students from the Kapatagan National High School, the champion in the municipal festivals contest during the golden anniversary of the province. The consistent high-level performance of'The Land of Beauty and Bounty' contingent is fast making Lanao del Norte a crowd favorite in the annual spectacle. The contest is spearheaded by the National Commission on Culture and the Arts and Xavier University’s Center for Culture and the Arts. Contest organizer Hobart P. Savior, director of XUCCA, said during the awarding ceremony at SM City Cagayan de Oro last Tuesday that for this year’s Cinemagis, over 20 films were submitted for consideration, but only six were shortlisted.
