Lanao NGOs sign Peace Declaration
Written by Violeta M. Gloria/MindaNews
Wednesday, 06 December 2006 09 51 44

ILIGAN CITY (MindaNews)—- “We call for peaceful resolution to conflicts… we ask that the government and the MILF sincerely continue the peace talks and come up with a strategic comprehensive development plan for the Moro communities and for Mindanao.”

These are the two of 11 points stated in a Peace Declaration signed by a hundred multi-sectoral and inter-religious participants during a Peace Summit Monday at the Elena Tower Inn. The summit is one of the activities lined up for the annual Mindanao Week of Peace which ends December 6.

Juanito Enriquez Jr., president of the Civil Society Organization-Forum for Peace (CSOFP) said the Summit led to the crafting of a Peace Declaration by villagers of conflict-affected areas to encourage the government and Moro Islamic Liberation Front (MILF) peace panel to continue the negotiations.

The summit’s theme was “sincere dialogue is the way to lasting peace.”

Among the participants were leaders of internally displaced villagers, farmers, fisherfolk, urban poor, religious and traditional leaders, women, youth, local officials, academe and professionals, non-governmental, and civic organizations in Lanao provinces and the cities of Iligan and Marawi.

The participants declared that “peace is a fundamental human right” and “peace is essential for the development of our communities and for our lives.”

The Peace Declaration said government “must prioritize the delivery of basic social services such as education, health, shelter, livelihood, roads, and infrastructure projects among others in conflict areas; ensure that all interventions to address the physical, emotional, psychological and social rehabilitation of conflict areas be implemented, enhanced and sustained; advocate to mainstream peace and development to include traditional structures among Moro and indigenous communities; implement the integration and institutionalization of peace education in our curriculum; promote information dissemination on the present status of peace negotiations between GRP and MILF at the grassroots level.”

The Peace Declaration also made a call for disarmament; for support to legislation that will resolve conflicting laws such as Indigenous Peoples Rights Act (IPRA) and the Mining Law; for the promotion of transparent and consultative peace process and governance for the total development of tri-people communities in Mindanao; and advocate for peace journalism.

In the workshop during that summit, sectors revealed varied conflict situations in their respective places. But they share common past, fears, anxieties and anxiety over “rumored attacks.”

A barangay official stood to ask guests from the Office of the Presidential Adviser on the Peace Process (OPAPP) and Coordinating Committee for the Cessation of Hostilities (CCCH) to assure them that no war will happen again in Lanao.

The copies of the signed Peace Declaration will be given to government and MILF peace panels, peace networks in Mindanao and of the country, government officials, traditional and religious leaders.

Representatives from OPPAP, CCCH, Catholic Relief Services (CRS) and Bishops-Ulama Conference (BUC) also graced the occasion.

Earlier, on November 27, an Ulama Forum was conducted in Marawi while civil society organizations in Lanao del Norte held a Peace caravan from Iligan City to Tubod, Lanao Norte were peace-related materials were distributed to town officials.

Musa Sanguila of Pakigdait and Kapamagogopa said “participants of the caravan manifested their commitments for peace by marking their hands on a peace monument” as tribal leaders of Subanon community do when resolving land conflicts in Zamboanga provinces.

Members of the non-governmental Disaster Management Committee in Lanao del Norte had a three-day seminar on Disaster Preparedness and Management on November 28 to 30 in this city.

At the Mindanao State University campus in Marawi City, peace advocates held an “Exercise for Peace” activity at the oval on December 2 and a concert on December 3.

On December 9, singer-composer Gary Granada, a Mindanawon, will have a peace concert at Iligan Capitol College.

Reconciliation Initiatives for Development and Opportunities (RIDO), a newly-organized non-governmental organization, will also conduct peace education for Maranao women this month.

Some non-governmental organizations in Lanao and Iligan City will also join the Peace Caravan towards a Peace Summit in Lamitan, Basilan. They will leave Iligan on December 10, hold rallies in identified stopover towns in Zamboanga peninsula and end with a Peace Summit in Basilan on December 16.

VSO Peace Mindanao, European Union, British Embassy, CAFOD and others assisted in helping make possible a meaningful Mindanao Week of Peace.

Misamis Oriental vs Gensan in Mindanao finals
by Glenda @ 11:32 am. Filed under News, Sports

ILIGAN CITY — This time the MP Warriors-GenSan made sure the outcome of the contest would be decided early as they erased the Iligan Archangels from the playoffs of the ML Kwarta Padala Mindanao Visayas Basketball Association (MVBA) Second Conference last Wednesday, 88-65, and advance to the Mindanao Division Finals for the second time in as many conferences.

The Warriors of boxing idol Manny Pacquiao and Coach Ramon Pido started slow by allowing the Archangels of Mayor Lawrence L. Cruz and Coach Ed Arugay to race to a 24-13 lead. Suddenly, the Warriors unloaded 16 unanswered points spanning the first and second quarters for a 29-24 tally and the Archangels never recovered. The Warriors went on to take the half, 48-36.

So dominating were the Warriors that the Archangels never came closer than 10 points from thereon, stretching their margin to as much as 27 markers, 86-59, late in the contest. This was a far cry from their two previous encounters that were decided only in the waning seconds both in the Warriors’ favor.

Up next for the Warriors in the best-of-three Mindanao Finals are the top seeded Holcim Pryce Pharma-MisOr of MVBA Chairman Governor Oscar Moreno and Coach Rex Salva¤a. MisOr eliminated the Lanao Royals of Governor Imelda Q. Dimaporo and Coach Angelito Quidlat last Tuesday, 72-61, at the Mindanao Civic Center.

Iligan DepEd sets disaster preparedness drills in schools

Cagayan de Oro City (8 December) -- The Department of Education (DepEd), Iligan City Schools Division Office conducted earthquake and fire drills in various schools in their area in response to the City"s disaster preparedness program.

According to Saire Maricha Bontuyan, Education Supervisor in Physical Education and Special Events, they have tapped the services of the Bureau of Fire and Protection (BFP) and the Iligan City Disaster Coordinating Council to help them conduct the drills.

Spill is coco oil: lab tests confirm
By Richel V. Umel
Lanao Correspondent

LUGAIT, Misamis Oriental -- Laboratory tests conducted by a cement corporation confirmed Friday that the reddish-black liquid substance that spread across the coastal waters of this town in Misamis Oriental since Tuesday came from the coconut oil illegally disposed in Iligan Bay.

Holcim Philippines vice president for operations Bobby Sajonia said in a phone interview that though the "spill affected the mangrove project" it did not damage the mangrove plants.

"The coco oil substance cannot kill the mangrove plants in three days," Sajonia added.

Earlier, fishers said the "spill" spread and killed several marine species within a three-kilometer area.

The community voiced alarm that its fishing livelihood will be affected.

Sajonia earlier said the sheen could not have come from the oil debris collected from the Guimaras spill, which the company converts and uses for fuel.

He said the oil spill didn't come from their cement plant because they are not using oil and added that they already checked their vessels to see if any oil was thrown into the sea.

The Department of Environment and Natural Resources-Environment Management Bureau (DENR-EMB) conducted a separate investigation and substance analysis but no results were released as of Friday. The source of the pollution cannot be identified.

Community Environment and Natural Resources Office information officer Jonalyn Poras, who's based in Iligan City, recalled that sometime in 2001, an oil spill killed hundreds of fishes in the coastal area of Dalipuga but no culprit was ever identified.

Iligan City, dubbed as industrial city of the south, hosts several industries like cement corporations, coco oil mills, flour and steel industries, chemical- producing industries, and oil depots.

More projects up in Iligan

Aside from the newly inaugurated Barangay Materials Recovery Facility in Del Carmen and the soon-to-commence Surveillance System Project, Mayor Lawrence Lluch Cruz has bared other developments to watch for in Iligan City. The DBP has approved the P445 million loan appropriation for the 15-year Comprehensive Program for the improvement of water supply. President Gloria Arroyo has directed the Regional Development Council–10 for the inclusion of the approval for the C3 or Circumferential Road Project, a matter of foremost priority for Iligan, in its December meeting line-up. Mayor Cruz has also cited the need for another highway from Linamon, Lanao del Norte to the hinterlands passing through Barangay Puga-an to Santa Filomena to cater to the needs of a growing population.

As the sun sets over the Bay of Iligan City, the sky is transformed into a magical panorama of crimson and gold. A visual drama such as this usually lasts a good half hour before the sun retires in the horizon to make way for the arrival of night. Truly a sight to behold. As Mahatma Gandhi said, "When I admire the wonder of a sunset ... my soul expands in worship of the Creator."

Ang San Pedro duol sa pantalan (rotunda) ang pinaka maayo adtong diha pa ko.

Marawi, Iligan folks urge govt-MILF talks
By Lino dela Cruz
Iligan Correspondent

KAUSWAGAN, Lanao del Norte -- Hundreds of people from this town and nearby cities of Marawi and Iligan during the conclusion last week of the Mindanao "Week of Peace" urged the government and Moro Islamic Liberation Front peace panels to continue with the peace talks.

Convenor Juanito Enriquez of the Forum for Peace said during the start of the "Week of Peace" celebration last December 4, this year, the people urged the panels to "have a sincere dialogue as a way to peace."

Enriquez said the appeal was issued by participants composed mostly of farmers, fishers, urban poor, religious folks, women, youth, local officials, professionals and non-professionals from the former war affected areas in Lanao.

The peace movement is aimed at sustaining the prevailing peaceful situation in the provinces of Lanao del Norte, Lanao del Sur and the cities of Marawi and Iligan.

These areas were the hardest hit in the 2000 armed conflict between government forces and the MILF.

The government and the MILF eventually went to the negotiating table to forge a peace agreement, which is still being worked out until today.

The last round of peace talks held in Kuala Lumpur, Malaysia was suspended over discussions on the ancestral domain issue.

Both the government and the MILF panels proceeded with several rounds of exploratory talks and agreed to conduct more dialogues and consultations among the different sectors on the issue of ancestral domain.

According to Philippine Army Major General Ed Gurrea, head of the government's technical working group, they are reiterating their concern on having the peace talks proceed as scheduled.

Enriquez said the war-affected areas need government attention through delivery of basic services like education, health, shelter, livelihood and infrastructures.

A declaration of peace was signed by the people and a monument of peace was erected last Dec. 7 in this town, where the armed conflict started in 2000.

They were erected by the same people including their children who imprinted their palms on the moist cement of the peace monument.

A Muslim leader named Musa Sanguila said this is meant to deliver the message that peace is here to stay in these areas.

DAVAO CITY (MindaNews/11 December) – Celebrate Mindanao’s fiestas through “Fiesta sa Mindanao: The colorful festivals of Mindanao, Philippines,” a photo book by MindaNews’ Bobby Timonera. The 168-page, 8.50 x 8.50 inch book, actually began as an exhibit in September 2003 in Iligan City, bearing the same title. From Iligan, the exhibit was brought to Davao City in December that year, then to General Santos and Koronadal and to the Cultural Center of the Philippines in February 2004.
Timonera, a co-founder of the Mindanao News and Information Cooperative Center (MNICC) and one of the editors of MindaNews, has not only documented most of the fiesta celebrations in Mindanao’s 26 provinces and 27 cities, he has also compiled the photographs into a book.

A publication of www.mindanews.com, the book is printed in the United States by Lulu, described as “the web’s premier independent publishing marketplace for digital do-it-yourselfers.”

The book is now available for ordering under Lulu’s “Arts and Photography. The book costs US $39.95 from http://www.lulu.com/content/518604 but copies can be purchased in Mindanao’s Iligan and Davao cities for P2,000 each when the book is launched next month.

Enjoy with every turn of the page Regatta de Zamboanga; Araw ng Dabaw and Kadayawan sa Dabaw; Kalilangan and Tuna Festival in General Santos City; South Cotabato’s T’nalak and Helobung festivals; Hudyaka sa Lubi of Linamon, Lanao del Norte; Maguindanao’s Shariff Kabungsuan Festival; Bukidnon’s Kaamulan; Camiguin’s Lanzones festival; Araw ng Lanao del Sur, etc..

“Each photograph in this book captures a group of details which, taken together, conveys the spirit of the festival. From the wide angle view of a dance formation, to a close up of the participants’ expressions, these photographs have captured exuberance, humor, amazing feats and drama,” the blurb on the back cover says.
