TKC Steel Corp., is planning to raise as much as $1 billion to establish the largest integrated steel manufacturing facility in the country in the 20-hectare complex formerly owned by National Steel Corporation in Iligan City.
From news reports, TKC Steel has appointed Pricewaterhouse Coopers Financial Advisors Inc. as financial adviser to help raise the funds.
Pricewaterhouse will identify prospective strategic partners and investors and prepare a work program, including the acquisition of mining interests related to iron ore.
TKC Steel will use the raw material feedstock for the blast furnace project of subsidiary Treasure Steelworks Corp., which is nearing completion in Iligan City.
The blast furnace would be operational within the next few weeks. The facility is expected to double the company’s billet annual production to 600,000 metric tons from the current level of 300,000 MT.
This is very good news for the Cagayan-Iligan Industrial Corridor…

the power curtailment will surely affect the operation of the Billet Shop, as its furnaces are power monsters. the other mills will certainly not be spared the effects of these power cuts.:ohno:

I heard that Global Steel employees staged a strike and are picketing the gates. can anyone confirm and take pics (from afar, making sure no faces are identifiable). what are their issues?
I emphatize with these guys. they've been suffering so long, and yet management seems to be just interested in making money and forget about employees' welfare. that's just a gut feeling, BTW.
makes one think about the "debt-to-equity" option with regards to what Global owes the city government. perhaps that is one real option that the city's leadership should consider, if only to help the thousands of employees in that apparently still-unhealthy company.
that would practically reverse the privatization, and will require the city government to put up a special industrial committee to oversee this business, and the people would have a voice in the company's board.

Strike stops work at Global Steel
Work at the Iligan City facility of Global Steel Philippines Inc. (GSPI) was disrupted following a lightning strike of some employees in the company.
Employees of the plant are seeking a wage increase.
An official said GSPI is seeking the intervention of the Department of Labor and Employment (DOLE) to resolve the matter.
Some 15 people picketed GSPI’s gate, causing work disruption.
The official said the employees’ actions are illegal.
The official added that the company could not agree on the workers wage plea since their rates are 2.3 times more than the mandated wages under the law.
No details were given.
GSPI has barely come out of the slump in 2009 due to the financial crisis.
GSPI was to augment production of flat products up to 80,000 MT during this quarter from the previous quarter’s 46,000 MT.
In the early part of 2009, Global Steel was operating on orders only and on rotation after demand dropped in the last quarter of 2008.
Demand picked up in the middle of the year such that it started importing slabs in August.
Global Steel, the country’s biggest domestic manufacturer and exporter of flat steel products, has an installed capacity of 1.2 million MT for hot rolled coils; 900,000 MT for cold rolled coils and 300,000 MT for hot rolled plates. - Irma Isip

It is clear that GSPI doesn't know what to do for the good benefit of NSC. They are just utilizing the plant to control the steel industry here in Southeast Asia. Remember the time that TKC expressed interest of acquiring the plant (NSC) when GLOBAL was in limbo in their operations? When they heard reports regarding TKC's plan, they then promised to invest in capacity upgrading but still they use the plant as a dummy plant.
Good thing that TKC is planning an integrated steel plant just beside GLOBAL so the operators of the latter will feel "goosebumps".

GSPI's intent of acquiring NSC is clear as daylight, i.e., to control the steel market all over the world. this group is of the same family as MITTAL, and the man is the metal monster, continually gobbling up steel factories all over the world, in an apparent effort of global domination. TKC has taken the right move of challenging the giant. TSK is the David in this story, and like the Bible character, may they be able to win this battle, at least in the Philippines, so we can be self-sufficient when it comes to steel.
bearing in mind that all progress is dependent on steel, he who controls steel, controls progress, anywhere. may the Philippines regain its former economic status in Asia! :cheers2:

Apparently, my father is lucky to have TKC instead of Global Steel to manage the billet shop. Besides, he is very experienced on electrical maintenance at the said billet shop. He worked the same plant when it was under National Steel.

DAVAO CITY, Philippines –The “wild cat” strike of some 500 workers of Global Steel Philippines, Incorporated (GSPI) in Iligan City entered its first week Sunday with the protesters calling on President Macapagal-Arroyo to step in and help resolve their differences with management.
Elmer Nelson Nayon, president of the Global Steel Labor Union, said the steel workers walked out from their posts last February 15, following a mediation conference with management done by personnel from the Department of Labor and Employment (DOLE).
The walkout paralyzed the operation of the steel plant, which the Indian-owned Global Steel Holding Co. bought from the bankrupt National Steel Corporation (NSC) some six years ago. At the time of the acquisition, the NSC was under receivership.
Nayon said the conference was called to resolve the following issues raised by the workers; The failure of the management to comply with the collective bargaining agreement (CBA); unpaid salaries and wages; failure to pay the workers' 13th month benefits for 2009; failure to remit workers premiums for Social Services System (SSS), Philhealth and Pag-ibig; failure to comply with safety standards; non-payment of overtime premiums for six months; and failure to comply with environmental standards on industrial waste disposal that has threatened the health of workers and allegedly caused fish kills in Iligan Bay.
In trade unionism, a wild cat strike is known as an action, often an instantaneous reaction of aggrieved workers, taken without the authorization of union officials.
Nayon said that what turned out later to be a mass action was an individual decision of the workers and it snowballed among other workers, who wanted management to address their grievances now.
Since walking out of their posts on February 15, the 500 workers divided themselves into two ‘protest shifts’ to maintain the mass action round-the-clock.
They have been staying in front of the plant’s gates 1, 3, and 4, said Juanito Enriquez of the Civil Society Organizations Forum for Peace which is assisting the protesting workers.
During the mediation conference, Nayon said, the GSPI management refused to commit to any action that would meet the demands of the workers.
The workers, he added, have been working in dangerous workplace conditions inside the plant with poor maintenance and safety provisions.
Enriquez said a dialogue was called by Iligan City Mayor Lawrence Cruz on February 16 between GSPI management and the workers but nothing happened.
Nayon said the intervention of President Arroyo might help resolve the labor dispute.

The provincial government is making available this computer skills program to the employees to further increase the efficiency of the provincial government in the delivery of basic services.
Gov. Khalid Q. Dimaporo said knowledge and skills in computer is a vital tool in keeping everyone abreast of the latest trends and advances in technology.
He said computer knowledge is also very crucial as the province is making wave in the industrial market, sports, agriculture, tourism and fishing business.
“One does not have to be a computer genius to learn the basics of computer since computer nowadays are already designed to be user-friendly," he noted.
The computer literacy program of the provincial government also seeks to provide the employees with the basic knowledge and skill on computer use through introducing them to common computer softwares.
Through this program, the participants were exposed to the hows of computer work and operation, added Gov. Dimaporo.
The program is in line with the Provincial Government’s Vision 2020 which aims to develop Lanao del Norte into a globally competitive province.
Trainings such as the computer literacy program were conceptualized by the visionary governor of Lanao Del Norte who is in full support of the human development programs of the province. (PNA)

I wonder how difficult it would be even to just run a wire from one of the other buildings to the Tourism Office. They should really have something in there. A wire thru the trees too unsightly ? Maybe a nearby wireless router in one of the other buildings then. WiFi anyone ?

Here I am in the Iligan City Dept. of Tourism discussing how I found Iligan ( or, how it found me ) on the Internet. I also discussed the merits of the primary internet websites that captured my attention to Iligan which are www. Mindanao.com, " Skyscrapercity.com ILIGAN THREAD " www.msu-iit.edu and www.iligan.gov.ph .

While at the Iligan City Department of Tourism I was given some brochures. Upon my return home after one of my visits I gave one of those brochures to one of New Yorks well known veteran travel agents Mr. Barry Hyatt of Air and Marine Travel along with a couple of discs loaded with pics of Iligan. Some of those pics were taken from SSC-Iligan.
For many years the internet has become an integral part of Travel and Tourism, after all, if it were not for the Internet I probably would have never found Iligan, or, it would have never found me from half way around the world.
I am thinking now if maybe in addition to being equipped with Internet facilities, maybe the Tourism office should have its own web site as well to more prominently feature it on major search engines such as Google and Yahoo etc. as well as the thousands of travel oriented web searches and websites.
Possibly on a map site such as www.wikimapia.com the distance from the Municipal Building or Cith Hall could be calculated to see if only a cat-5 type cable could be run between the buildings without too much cost or effort.

Thanks for the kind words but it is really the People of Iligan City I find to be its greatest promoters through their continued posting of the pride they have of where they live and their willingness to share it with the rest of the world.
It is things like this that give me the ideas of thisgs I want to see and places I want to go on future visits. The videos of the " Award Winning Iligan City Jail " have prompted my interest in something I would like to see.

DAVAO CITY -- Power shortage in Mindanao has doubled in just one day as two hydro-electric plants in the island have reduced their capabilities and two more have become unavailable.
In a power system update of the National Grid Corporation of the Philippines (NGCP), the generation deficiency in Mindanao as of Tuesday is at 358 megawatts (MW), a marked increase from Monday's deficit of 183 MW.
Also on Tuesday, there had been an 80 percent and 60 percent reduction in the available capabilities of Agus and Pulangi Plants, respectively.
Reduction in the capabilities of these two plants on Monday was at 70 percent.
Agus Plant is now running at 120 MW out of total rated capacity of 727 MW, while Pulangi is running at 100 MW out of total rated capacity of 255 MW.
These two power plants reduced their generation capacity as the water level of Lake Lanao on Wednesday morning has gone down to 699.16 meters.
Also contributing to the power deficiency is the non-availability of Iligan Diesel Power Plant (IDPP) (35 MW) and the planned outage of Power Barge 117 (50 MW).
It was the National Power Corporation (NPC)-Central Office that recently ordered the IDPP to temporarily stop its operations due to heavy budgetary constraints, particularly on fuel consumption.
Engineer Manuel Cabatingan, IDPP plant manager, said the plant needs at least P60 million fuel budget cost per month aside from the rental.
"We are waiting for an order from NPC when to resume operation so that the IDPP can support the needs amid power crisis being experienced in Mindanao," Cabatingan said.
With this development, Davao Light and Power Company (DLPC), the power service provider of this city and parts of Davao del Norte, has changed the scheduled 30-minute rotational power interruption to one hour "effective immediately."
NGCP said the continuing generation deficiency will result in the curtailment of power load transmitted to Mindanao grid users.
Customers are advised to coordinate with distribution utilities or electric cooperatives in their area for information on the schedule and areas to be affected by the power interruptions.
With 662 MW of reserves, the Luzon grid, meanwhile, remains stable and under normal status. It is already exporting up to 20 MW to augment the available capacity of Visayas.
Like Mindanao, the Visayas islands will continue to experience generation deficiency. Geothermal plants, which comprise around 70 percent of Visayas grid’s power source, have a total available capacity of 730 MW out of the total rated capacity of 936 MW.
Some areas in the Davao Region have already been experiencing brownouts that lasted for as long as six hours.
Amid the uncertainty spawned by the power shortage, Presidential Adviser for Mindanao Jesus Dureza is set to meet with key stakeholders of the Mindanao power industry to discuss updates on energy situation and map out steps to avert power problems.
"There is an urgent need to address the situation and find solutions as soon as possible considering that the energy sector is vital to continuing growth and progress," said Dureza.
The government also announced Wednesday that two foreign investors groups have expressed interest to construct a nuclear plant in the country to address the power shortage.
Froilan Tampinco, president of National Power Corp. (Napocor), said the two companies include the South Korea-based Korea Electric Power Corp. (Kepco) and a French company he declined to name.
Kepco was commissioned by Napocor to study the possible rehabilitation of the 620-MW Bataan Nuclear Power Plant (BNPP).
Tampinco said they have already identified possible sites for nuclear plant, including the BNPP location.
“Remember, (the BNPP compound) is good for two units. When the BNPP was constructed, they had also laid the foundation for a second unit. They were anticipating another 620-MW nuclear power plant,” Tampinco explained.
He said the government should start making preparations as early as now to ensure that all the necessary policies and infrastructures are in place since it takes as long as 10 years to put up a nuclear facility.
The Department of Energy noted that the first 600-MW nuclear power plant of the country should be in place by 2025. This is expected to contribute 0.885 million ton oil equivalent (MTOE) to the projected energy mix and reach up to 3.54 MTOE by 2035.
Analysts, meantime, said that if not quickly addressed, the current energy problem brought about by supply shortages could be compounded by rising generation cost for fuel-run power plants and the effects of El Niño dry spell for hydro-power plants. (With Richel V. Umel )

ILIGAN CITY -- National Power Corporation (NPC)-Central Office recently ordered the Iligan Diesel Power Plant (IDDP) to temporarily stop its operations amid the Mindanao power crisis.
Engineer Manuel Cabatingan, IDPP plant manager, said the standing order was issued first week of February and was duly signed by the NPC senior vice president.
He said the temporary stoppage was due to heavy budgetary constraints, particularly on fuel consumption. The plant needs at least P60 million fuel budget cost per month aside from the rental.
"We are waiting for an order from NPC when to resume operation so that the IDPP can support the needs amid power crisis being experienced in Mindanao," Cabatingan said.
Pedro Ambos, officer-in-charge of NPC’s Operations, Planning and Maintenance department based in Ditucalan here, told Sun.Star in a phone interview Wednesday that the IDPP-1 would generate 35 megawatts (MW) while the IDPP 2, which has 54-MW capacity, is still on standby awaiting for commissioning.
Ambos said the two IDPPs are owned by Psalm operated by NPC and recently claimed by the City Government of Iligan to be its property by virtue of auction for non-payment of taxes.
He said as of Wednesday, the National Grid Corporation of the Philippines (NGCP) started imposing a 24-load curtailment in the entire Mindanao.
The water level of Lake Lanao on Wednesday morning has gone down to 699.16 meters, forcing hydro electric power plants 1 to 7 within the Agus complex to reduce its generation capacity.
The HEPP Agus 1 and 2 are now using only one unit each instead of two units each plant, while the NPC reduced the unit of Agus 4 to just one instead of three units since the mud from the man-made lake might enter into the turbine and other water inlets.
Agus 6 to 7 were also reduced from five units to one each, while Agus 5 is reduced from five to two units.
Ambos said the Agus HEPP complex power generations totaled to 150 MW generated from Agus 1-7, while the Pulangi grid generates only up to 122 MW.
He also said there are two diesel power plants sold to Aboitiz Group of Companies -- the PB 118 located in Nasipit, Butuan City that was turned over on February 5 and the IDPB 117 located at Maco, Compostela Valley that would be turned over on February 28.
Meanwhile, Presidential Adviser for Mindanao Jesus Dureza is set to meet with key stakeholders of the Mindanao power industry Thursday to discuss updates on energy situation and map out steps to avert power problems.
Heads and representatives of various power providers, electric cooperatives, as well as officials from the Department of Energy, NPC and NGCP are expected to convene at the Mindanao Economic Development Council (Medco) conference room.
Dureza has called for a meeting of the Mindanao power sector stakeholders on instructions of President Gloria Macapagal-Arroyo in the light of energy woes now being experienced across the country.
“The President has given orders to ensure that the current energy problem is addressed jointly by the government and the private sector to avert possible worsening of the situation,” Dureza said in a statement to media.
He added the current curtailment of power in Mindanao, wherein rotational brownouts have been experienced in some areas, is everyone’s concern.
“There is an urgent need to address the situation and find solutions as soon as possible considering that the energy sector is vital to continuing growth and progress,” he said.
Mindanao, which has the lowest power rates compared to Luzon and the Visayas, now has a supply shortage of 159 MW with generation capacity pegged at 1,151 MW as against demand of 1,210 MW as of February 18.

also in my observation; the city tourism office is only active during fiestas and other occasions. promoting tourism is not just a walk in the park. it needs cooperation from different government departments and from private sectors and organizations. that is why i am thankful to resort owners and other establishments for being accommodating to our visitors.
I miss Iligan sooooooooooooo mucccccchhhhhhh :)
That's the major flaw of our tourism plan here. No consistency, only active during the fiesta celebration. I hope things will be better after NPC Nature's Park will be fully developed.

Alingatong (and those members working with the ICT of the city gov), what about the other "off-site" offices, especially the City Veterinarian's Office, City Agriculturist's, City Health, City Engineer's, EDMO, etc.? is it only the Tourism Office that has no connectivity?

i dont think the city tourism office needs internet connection..they should first manage or rehabilitate iligan's tourist spots..if we visit like mimbalut falls and dalipuga falls,look at it,its just a washing area and the bathroom of carabaos..i hope that our government will improve iligan's tourist spots to boost the economy in our city..i think this could be one best move in a way that iligan will be known all over the world..

I used to work with repeaters for Teletype circuits and also Radio signals but I am not that familiar with todays higher data rate as used in Internet and computer LAN systems. Can you imagine transferring data at a rate as low as 45.5 Baud ? thats right, thats Baud, Not Kilobaud ! I used to communicate all over the world that way with electromechanical Teletype Machines long before the advent of the PC and the Internet !

The famous Teletype Model 15 KSR teleprinter designed and manufactured by Teletype Corp in the USA many decades ago. Over 250,000 of these were manufactured and thouseand more by foriegn manufacturers under license from Teletype Corp. For many years these were the mainstay of local and worldwide printed communications all over the world.
I had several Model 15's and I used them to communicate all over the world long before the PC and the internet. Instead of having an ISP and a wired Internet connection ( they did not exist in the 1960's and 70's ) My machines connected to shortwave transmitters and receivers to get the signal from one part of the globe to the other, even all the way to The Philippines and beyond ! The Model 15 only had 3 basic electrical parts needed to function, a motor, an electromagnet and a 5 contact switch assembly for all of the keyboard keys ! The standard operating speed was 60 Words per minute ( 45.5 Baud, 5 level Baudot code ). Commercial press ran slightly faster at 66 WPM, 50 Baud . You just couldn't kill these machines. They were designed and built to operate full time 24/7 with occasional downtime only for preventive maintenance. As these machines began to be replaced with a newer faster model, thousands of these machines were sold off as surplus to developing countries who continued to use them for many decades. Thousands of others were given away to Amateur Radio operators with the provision that they never be returned to or be used for any commercial purpose. Some of the recipients of these surplus machines even enjoyed Free Delivery !

Teletype Model 28 ASR ( automatic send-receive )
This is the Deluxe version of what replaced the Model 15 series of Teletype machines. Faster, quieter with many new and at the time innovative features. Eventually these too were made available on the surplus market and I ended up with a pair of these machines as well. These could operate at speeds of 60, 66, 75 and 100 words per minute ( 45.5 through 74 Baud Baudot Code ). In those days this was considered to be " the Cadillac " of Teletype Machines . Data storage was on paper punch tape which could be punched ahead of time and then sent out at full speed. Incomming text could also be punched on tape as well as printed so information could be stored and re-sent at a later time.
In those days you could not buy a " Terminal Unit " ( modem ) for under $500 USD. Many individual users of these machines like myself built our own Terminal Unit for a fraction of that cost. It was all Vacuum Tube technology back then.
Thats enough of a history lesson for now, I just brought this up to give you an idea of where I am comming from as to how to get a LAN cable from one of the main buildings to the Dept of Tourism Building.

the original concept was to connect all the remote city gov offices onto a wireless metropolitan area network (because of the distance of the offices from Buhanginan hills).
it was to be the same wireless backbone that serves the surveillance cams' network.
I don't know at what stage of the project they're at now, neither do I know if they've pursued that plan, anyway.
if they take the cable approach, the telcos are willing to help them with that, too.
meanwhile, if the tourism office really badly needs connectivity, they should bring this need across to the mayor and/or someone from the city council who'll sponsor this matter so it can be properly appropriated for. perhaps a DSL subscription can temporarily help the office. :cheers2:

Yes sir. Those devices are called switches and hubs. Switches are ideal if there are more than one computer connected to it, since it does not divide the bandwidth as much as the hub does. The hub is a cheaper option though.
If they opt for a wireless connection, they could install a range expander. The CAT5 cable would be connecting the router and range expander, positioning the range expander in proximity of their WLAN enabled computer(s).

Global Steel Philippines Inc.’s labor woes may almost be over but other problems continue to hound the Indian-owned company.
Rep. Vicente Belmonte of Lanao Sur said GSPI’s more than 100 suppliers from Iligan City, Cagayan de Oro and even Manila are up in arms against GSPI for non-payment of goods and services.
Belmonte said some of them, including contractors, truckers and office suppliers, have not been paid in full for the past two years.
Belmonte said GSPI has shifted to new suppliers.
Belmonte said GSPI is also facing environmental and safety issues, citing reports that its waste disposal system is no longer working.
Last Friday, GSPI vice president for corporate communications Sangram Mohanty issued a bulletin saying the strike in the plant is over after the National Labor Relations Commission’s 5th division in Cagayan de Oro ordered GSPI union leaders to call off the strike and restore normalcy in the plant.
But in an interview also last Friday, GSPI union leader Elmer Nelson V. Nayon had a different story for calling off the strike, saying GSPI management through its Flipino managers offered a P1,700 per month salary increase effective March across-the-board on condition that the striking employees return to work.
Nayon said the union accepted the offer.
The other demands in the proposed collective bargaining agreement (CBA) would be discussed on the negotiating table. These include payment of the 13th month pay for 2009 which management promised to pay 10 days after the return to work and prompt payment of salaries or at most a delay of three days.
Nayon said the Filipino managers presented the agreement to the Indian owners late Friday.
In the press bulletin, Mohanty quoted the NLRC as saying that "the strike will continue to cause irreparable damage to the GSPI if not restrained" and that the "strike is not based on either CBA deadlocks or unfair labor practices"
Nayon said the union agreed as management promised there will be no retaliation against workers who would opt to walk out anew from their job.
He said the P1,700 salary increase offer forms part of what the union has asked under CBA negotiations totaling P2,550 per month for a period of three years starting Feb, 15 2007 and ending February 2010 broken down into P40 per day in the first year in 2007, P45 in 2008 and P50 in 2009.
Nayon said management promised to pay the balance once the Court of Appeals decides on Global Steel’’s motion for reconsideration of a ruling favoring a pay hike.
Belmonte said the city government of Iigan is not earning from GSPI because it has not been paying real estate taxes.
The city government has been asking GSPI to pay the P2- billion obligations of the former National Steel Corp. (NSC) which owned the property but the Indian firm demanded for the land titles which it could use to mortgage the property.
GSPI said the creditor-banks of NSC violated the asset purchase agreement when they failed to deliver the land titles. The Indian firm has not been paying its annual payments to the creditors and took the creditors to a Singapore court for arbitration.

It may be possible that those in the Tourism office are not familiar with the promotional possibilities of becomming more directly involved with internet activity. There is a tourism link on the city website as well as many other websites that have been put up by individuals and independent groups. Entering " tourism Iligan " or Iligan Tourism " on the popular search engines brings up all kinds of things. I wonder if the Dept of Tourism has been asked if they think having internet connectivity would be helpful ? Possibly they feel they may just not have the need for it at this time as so much information is already on the city website. ?
I am still under the impression that people here on the forum are primarily thinking of domestic tourism ? I just happened to find Iligan by accident, I wonder how others find out about it ? For me, I never seem to run short of things that interest me there and things I want to see and do on a future visit.

Dimaporo, and fully supported by the Provincial Health Office (PHO) medical team, Provincial Community Affairs Office, Provincial Information Office and the Provincial Health Indigency Program team, said Provincial Information Officer lll Vincent Labial.

Hi Bob, I believe the tourism officers need to inform the mayor that they know what they could do with an Internet connection aside from surfing and chatting. if they can't convince the mayor of the urgency of that request, they won't get a request for a DSL connection approved, either.
but if the tourism officers were as zealous as you, they'd do exactly as you're pointing them out right now, that they can:
1. update the tourism section of the city's website,
2. post news that would attract tourists from all over the world
all those can be done through the city gov website, and with proper coordination with the website admin, such info will be available to the world in no time.
your posts in this forum should be a treasure trove of ideas already for the tourism office!

The assistance, to finance the development of the province’s mariculture and aqua tourism project, is in compliance with Republic Act 8550 or the Philippine Fisheries Code of 1998, which mandated the BFAR to help in the development, management and conservation of the fisheries and aquatic resources including the improvement and productivity of aquaculture within ecological limits.

The assistance, given through the effort of BFAR’s new regional director Visa Tan-Dimerin, would cover livelihood projects for the fishing communities in 10 identified coastal towns of Lanao del Norte, which include Sultan Naga Dimaporo, Tubod, Kolambugan, Maigo, Baroy, Lala, Kapatagan, Bacolod, Kauswagan and Linamon.
Tan-Dimerin said the livelihood assistance is the materialization of BFAR’s commitment to tie up with the local government units to effectively carry out its goal in providing and extending support to the fisheries communities throughout Lanao del Norte.
The establishment of the Lanao del Norte Mariculture and Aqua Tourism Project is an initiative of the province to provide support to the fisheries sector primarily the ordinary fisherfolk through appropriate technology and research and help them manage fisheries and aquatic resources in a manner consistent with the concept of an integrated coastal area management in line with the policies of the National Government.
The Provincial Government headed by Governor Khalid Dimaporo continues to be committed to the conservation and development of the province’s aquaculture resources and remains to be a strong ally of BFAR in the alleviation of the economic condition of the people living in coastal areas. This BFAR assistance is an adherence to the Republic Act 8550 known as the Philippine Fisheries Code of 1998 which mandated the BFAR for the development, management and conservation of the fisheries and aquatic resources including the improvement and productivity of aquaculture within ecological limits.
The Lanao del Norte LGU headed by Governor Khalid Dimaporo continues to be committed to the conservation and development of the province?s aquaculture resources and remains to be a strong ally of BFAR in the alleviation of the economic conditions in the coastal areas.

I am sure the power shortages and scheduled brownouts will hinder internet activity. I think it will also have quite a negative effect on the general economy as well. I wouldn't want to be an owner / operator of an Internet Cafe at this point in time.
I am sure ISP's , Servers at various places in the networks may also be affected unless they have good battery backups lasting the duration of the brownouts.

MALAYBALAY CITY (MindaNews/3 March) – Electric cooperatives in Mindanao have appealed to President Gloria-Macapagal Arroyo to use power barges in Navotas and a diesel plant in Iligan to help alleviate the power situation in Mindanao. The two proposals were among five pushed by the Association of Mindanao Rural Electric Cooperatives (AMRECO) in a resolution the group passed last Feb. 25 as they urged the President to “immediately intervene in the worsening power crisis in Mindanao.”
The five steps they are recommending, the general managers of Mindanao’s 21 electric cooperatives said, must be acted swiftly without delay of “buck-passing,” “fingerpointing” and “politicking.”
MindaNews was furnished a copy of the resolution on Tuesday by Juancho Chiong, of the Bukidnon Second Electric Cooperative (BUSECO).
Amreco “humbly” asked Ms Arroyo to order the Department of Energy and other power agencies to act on the immediate use of the power barges, which are reportedly located in Navotas that can supply a total capacity of 242 megawatts.
“If these barges are under litigation, the same agencies and other branches of government must coordinate and do something to attain this objective the soonest possible time,” their statement said.
The group also asked the President to order the National Power Corporation (NAPOCOR) and the Power Sector Assets and Liabilities Management (PSALM) to act on their commitment to immediately run the diesel plant in Iligan City with a capacity of 35 MW.
It was not the President’s but the commitment of the City Government of Iligan under Mayor Lawrence Lluch that led to the re-operation of one of the Iligan diesel plants by March 3. The plants have been unavailable since February 1 but by March 3, one plant had gone online, providing 35 mw to the grid.
Cruz had earlier said the city was open to reconsider the reoperationalization of the power plants which the local government confiscated due to unpaid taxes.
As of March 3, Mindanao’s available capacity is 808 megawatts to meet a peak load of 1,318 or a deficit of 510 mw, the National Grid Corporation of the Philippines (NGCP) said.
The shortage has more than tripled since Feb. 11, which was then at 156 MW.
AMRECO also asked the Arroyo administration to order the PSALM to ensure that the long overdue repair work on several generation facilities be acted upon immediately.
“How come they dragged on this maintenance work? If only they did this before, this (power crisis) could have been avoided,” Chiong said.
He added said it was also suspect why they only installed a metering facility in Iligan on March 2 when the crisis is already on going. “They could have done this before,” he said.
The dredging of the Pulangi River, he said, further exacerbates the problem.
The group also asked the President to order the provision of subsidies and use of calamity funds to address the operational cost of tapping other available sources.
They likewise asked Ms Arroyo to expedite hearings and investigations of the Joint Congressional Power Commission and other bodies called to find long term solutions to the power problem. They cited tapping renewable energy sources to increase capacity,
The group invoked that the power shortage in Mindanao is not simply a problem of lack of electricity.
“Stable and affordable electric power brings progress and is a major element in the attainment of lasting peace in Mindanao and vibrant economy in the country,” the group said.
In solving the power crisis, the cooperatives urged the President to use “whatever power bestowed to her by our Constitution and existing laws.”
They also warned that reliable power supply is needed to attain orderly, peaceful and credible elections in May. (Walter I. Balane / MindaNews)

CAGAYAN DE ORO CITY – The Bureau of Fisheries and Aquatic Resources (BFAR) has awarded a financial assistance worth P25 million to finance the implementation of the development of the province’s “mariculture” and “aqua” tourism projects in Lanao del Norte province, it was learned Thursday.
The financial assistance for the fishery projects is a big boost to the fishing industry in Lanao del Norte and also gives added income to local residents.
The awarding ceremony was held at the provincial capitol in Tubod town, the province’s seat of government, participated in by top provincial, agriculture and BFAR officials.
The BFAR assistance is in compliance with Republic Act 8550 known as the Philippine Fisheries Code of 1998 which mandated the BFAR to develop, manage and conserve the fisheries and aquatic resources including the improvement and productivity of aquaculture within ecological limits.
Lanao del Norte is now identified as the fishing capital province of Northern Mindanao.
The provincial government continues to be committed to the conservation and development of the province’s aquaculture resources and remains to be a strong ally of BFAR in the alleviation of the economic conditions in the coastal areas in this part of the region and neighboring areas, Gov. Khalid Q. Dimaporo said.
“My vision is to make this province to be globally competitive in aquaculture industry,” he said.
Furthermore, the establishment of the Lanao del Norte Mariculture and Aqua Tourism Project in the province is a government initiative to provide support to the fisheries sector primarily the ordinary fisherfolk through appropriate technology and research, manage fisheries and aquatic resources in a manner consistent with the concept of an integrated coastal area management in line with the policies of the national government, the provincial chief executive said.
BFAR as an implementing agency for fisheries through Northern Mindanao Regional Director Visa Tan-Dimerin of BFAR funded the livelihood projects for the fishing communities in the province.
Among the identified coastal towns in the province that are already engaged in fishing are Sultan Naga Dimaporo, Tubod, Kolambugan, Maigo, Baroy, Lala, Kapatagan, Bacolod, Kauswagan and Linamon.
The livelihood assistance is the materialization of BFAR’s commitment to tie up with the LGUs to effectively carry out its goal in providing and extending support to the fishing communities throughout Lanao del Norte.

If they cannot identify such implications, then, they should be axed from their posts. We need people who are competent in identifying future problems, who are able to read the numbers and the trend, and those who can plan out the needs of the future in those offices. Because if we keep these people on those companies, then, the majority of MIndanao's constituents are in jeopardy. We are not only paying them to work good in what we pay in exchange for electricity but we are also paying them to deliver quality service. And that quality service includes endless supply of electricity.

ZAMBOANGA CITY, March 5 (PNA) -- The National Grid Corporation of the Philippines (NGCP) announced Friday that three major power plants in Mindanao are back on line.
These are the STEAG Power Incorporated's coal-fired plant and the Aboitiz Power Corporation's Therma Marine Unit 2 that could generate 210-megawatt (MW) and 47-MW, respectively, of a total of 257-MW.
The third power plant back on-line is the Iligan Diesel Power Plant (IDPP) but operates only in the afternoon and in the evening.
The NGCP said the IDPP, which is owned by the National Power Corporation (Napocor) can generate 30-MW.
However, the NGCP said that the limited available capacity of 751-MW would still be insufficient to meet the peak demand of 1,451-MW even with the three major plants are already back online.
The NGCP said that the hydro-electric power plants, which provide the bulk of Mindanao's power requirements, still have very limited capabilities due to low water inflow to reservoirs.
The NGCP said that the water elevation at Lake Lanao as of Tuesday was at 699.06 meters, which is below the critical level of 699.15 meters. (PNA)

Aside of imposing Power Crisis in Mindanao, the President should order to investigate and sanctions NPC ang private company NGCP. Last year, they predicted that the looming power crisis will take effect on year 2014. But what is happening today is a sudden crisis like a tragic that no one knows when and how it happen. Like what you said @Tonzi, those people behind NPC and NGCP are futile and incompetent! Yes they are, they already know the siltation of Pulangi river many years ago but they never act on it. The problem of Agus plants are also rotten issues. In short they never acted those problems the way should be. If they blame El Nino, OMG that is a given circumstances!

Lake Lanao is a freshwater lake 702 meters above sea level.
All, well, nearly all, inland water bodies naturally flow towards the sea by reason of gravity.
Why should sea water be brought back to a freshwater lake?
Or, do you mean to ask if it's possible for the residents around the lake to use sea water instead of water from the lake? :?

short answer: no
long answer:
1. the Lake Lanao and the sea are natural formations which cannot be rearranged.
2. the sea is the lowest level to which all surface water flows into. it is called "sea level". seas all over the earth are of the same level.
3. there is no sea that is higher than a lake (an inland body of water, except for the Dead Sea, which is really a lake, and because it is situated lower than sea level, has no way of flowing into the sea).
therefore, it is not possible to channel sea water (which is lower) to flow into Lanao Lake (which is higher) to try to obtain an endless flow of water into the 7 hydro-electric plants. besides, if sea water was made to flow into the turbines, that would destroy the equipment.

ROMY S. DyPico did the unthinkable last Friday night. While attending the Rotary District Conference, Romy, the president of my club, the RC of Cebu West, scurried near the front stage and tiptoed to sit beside a lady for that one-click photo moment.
We were in Gen. Santos City along with 1,200 other Rotarians from District 3860 when President Romy posed beside Ms. Seductive. Who was she?

The Discon was fun! Apart from attending the successful event (kudos to District Governor Tony Veneracion) and gorging on tuna in the Tuna Capital of the Philippines for four days until yesterday, we did one more act: we saw the empire of King Manny.
As soon as we landed in “Magandang Gensan” last Wednesday, our driver whisked us to see the city’s most publicized landmark: Pacman’s house.
House? Sorry. It wasn’t; it was a mansion, a castle, a palace equipped with a blue pool that’s shaped after his red glove.
We visited Robinson’s. After lunch at Grab-A-Crab, we strolled along the mall’s corridors. Together with my Rotary club’s past presidents, Wilton Uykingtian, Maxwell Ahyong and Ronnie Medalle, I toured the Food Court.
There, at the center, stood another landmark: Pacman Shawarma. Yes, like our beef-and-pita stands in Ayala and SM in Cebu, it was the same take-out food stall owned by a boxer who’s job is to take-out opponents.
Next, we entered TEAM PACQUIAO. It was a museum and souvenir shop bundled into one. The white pair of shoes Manny wore against Juan Manuel Marquez sat on the open shelf. Everything MP was found there: mugs, towels, CDs and DVDs priced P99 and P150, keychains, a pair of Nike shoes worth P8,000. Picture frames of MP adorned the walls. A pair of boxing gloves with his signature could be yours for P15,000. There sat trophies, jackets, T-shirts with the words “Now You Know.” A Victorinox watch was priced P30,000.
Right beside was Blue Gre Cafe. Known for its Durian Gatchpuccino, it’s owned by... now you know... Mr. and Mrs. Pacquiao.
Next, we toured the city. One building stood out. The two-story structure was colorful, eye-catching, modern and named JMP Building after the initials of its owners.
For here’s what I witnessed: Manny P. has transformed himself into more than just the world’s No.1 boxer. He’s a promoter. An actor. A singer. A Rotarian honorary member of the RC of Midtown Gen.San.
A congressman?
Most of all, he’s a businessman.
That’s what we saw, our group from the Rotary Club of Cebu West led by Past District Governor Toto Cupin, president Romy and his wife Julie, past president Ex Bollozos and his wife Cynthia, and our past president (and current District Trainer) Philip Tan.
Pacquiao has a myriad of ventures. There’s Pacman H20. Promoted as the “Pambansang Tubig,” Manny’s photo is on all the plastic water bottles.
At the KCC mall, Jinkee has two stores: a fashion boutique and a franchise of the beauty clinic, Flawless. They also own a gas station.
The JMP Bldg.? That’s Part One. There’s also JMP Bldg. 2 and, last Friday, after the dancing and revelry of the Rotary Discon party, we sojourned into the corner building along Aparente Avenue.
On the ground floor of JMP 2, a collection of Manny’s photos lined the walls. At the corner was “Pacman Sports Bar,” a venue to drink at while playing two of Manny’s favorite pastime games: billiards and darts.
JMix is on the second level and, complete with dancing lights and ear-splitting music, it’s the newest disco-bar Gensan hangout.
To top all these, when our Rotary group toured the Fishport two afternoons ago, we passed a construction site. Located in Tambler, it reportedly costs P20 million and will house four buildings including a covered basketball court and a world-class boxing facility. It’s called the JMP Multi-Purpose Gymnasium.
Now, imagine if, seven days from this morning, Manny beats Joshua Clottey and, later this 2010, gifts ‘Money’ Mayweather with his first loss? Manny and his money will own the city.

CAMP ALAGAR, Cagayan de Oro City – A president of the Association of Barangay Councils (ABC) in Lanao del Norte was gunned down by motorcycle-riding men in Sitio Mimbalot, Barangay Buruun, Iligan City, the police and military reported Sunday.
The Regional Police Command and Tactical Operation Center, here, reported that Ismael Macatoon, 42, barangay chairman of Tangklaw and ABC president of Pooana Piagapo town in Lanao del Norte, was killed around 9 p.m. last Friday.
The report said Macatoon had just left a birthday party in Linamon town and was traveling through Barangay Buruun – allegedly a known enclave of the Moro Islamic Liberation Front (MILF) – when he was attacked.
However, a separate report from the Armed Forces of the Philippines (AFP) based in Lanao del Norte, identified the victim as Salim Andang Limbona.
While the surrounding circumstances related to the two reports were nearly identical, the discrepancies in name as reported by the police and the military could not be independently verified as of press time.

BUTUAN CITY – The Agus hydroelectric power plant in Lake Lanao and the Pulangi plant in Bukidnon, major sources of the Mindanao grid, might be forced to shut down if their critical low water levels continue, raising the possibility of a Mindanaowide blackout, industry stakeholders said.
Mindanao is currently experiencing up to six hours of rotating brownouts as a result of a severe shortage in the grid, which has a peak demand of 1,470 megawatts. The Agus plant has a total rated power capacity of 727 megawatts while Pulangi has a rated power capacity of 225 MW.
Technical engineers from various electric cooperatives in Mindanao who personally visited the Agus and Pulangi plants said the water sources powering the two facilities are already in the critical stage.
“We are afraid of this situation because those power plants already suffered vibrations and this will further damage the turbines,” observed Agusan del Norte Electric Cooperative Manager Engineer Noli Namocatcat.
He said it would be dangerous once the water level in Lake Lanao, source of the Agus power plant, breaches the critical level of 699.15 meters. As of Saturday, the water level was at 700.04 meters.
The Pulangi plant is in the same situation as water reservoirs in Bukidnon that feed the Pulangi River continue to dry up due to the effects of the El Niño phenomenon.
To date, Pulangi plant is already producing 20 megawatts below its rated capacity, contributing to the increasing deficiency in the grid.
The development has prompted the Mindanao Chamber of Commerce to appeal to concerned government agencies, especially the national government, to act fast before the situation reaches its worst.
They said that once the Agus and Pulangi plants shut down, billions of pesos will be lost in terms of production and revenues while thousands of employees and workers might lose their jobs.
Meanwhile, the Oro Chamber of Commerce and Industry together with the PHIVIDEC Industries Association (PIE-MO) and the Cagayan de Oro Chamber of Industries have also voiced grave concerns.
The Cagayan de Oro groups filed a joint resolution addressed to the national government urging the Department of Energy, the National Power Corporation, the National Grid Corporation of the Philippines and the Private Sector Asset and Liabilities Management Corp. to act on the generation and transmission-related problems in the Mindanao grid.
Copies of the resolution were given to Energy Secretary Angelo Reyes by Oro Chamber Vice President for the Manufacturing and Industry Sector, Ghaye Alegrio.
Agriculture officials also said at least 14,000 hectares of farms were already severely affected by the continuing dry spell in Northern Mindanao, affecting the most the agricultural provinces of Bukidnon, Misamis Oriental and Misamis Occidental as well as parts of Lanao del Norte and Camiguin.
The Department of Agriculture in Northern Mindanao has reactivated the Regional Task Force on the El Niño phenomenon to alleviate the worsening situation.
The drought is feared to cause billions of pesos in agricultural losses, particularly in rice and corn production, said Region 10 Regional Executive Director Lealyn A. Ramos.
Ramos, who is also the task force chairperson, said cloud seeding operations by the Air Force’s 900th Air Weather Group will prioritize areas near the river basins of Lake Lanao and the Pulangi River in Bukidnon.
Farmers in Northeastern Mindanao, also called the Caraga Region, have also started to feel the effects of the dry spell.

My take is this was a two-lane road upon installation of the traffic lights (13 to 15 years ago, I guess) before it changed to single lane, but they failed to remove the lights.

As I understand it from reading on various other websites, there will be unscheduled brownouts in Iligan and CDO ( plus elsewhere in Mindanao ) in addition to the scheduled ones. Indications are that it will get worse before better and the possibility exists of a Mindanao-wide brownout.

Isa ra na ka example. Naa pay uban intersections nga naay traffic lights installed or left to hang in the wrong direction. Ang isa pa jud kay at the intersection near Crown Paper Main.

in my book, elections have nothing to do with this problem.
it's when the city's employees do not do their jobs, and just sit content at shamelessly receiving their undeserved salaries every month for doing nothing!:ohno:
if these people had an ounce of "malasakit" for the city, it would not matter how bright or dull a mayor was, we'd still see improvements and progress.

Global Steel Philippines Inc.’s labor woes may almost be over but other problems continue to hound the Indian-owned company.
Rep. Vicente Belmonte of Lanao Sur said GSPI’s more than 100 suppliers from Iligan City, Cagayan de Oro and even Manila are up in arms against GSPI for non-payment of goods and services.
Belmonte said some of them, including contractors, truckers and office suppliers, have not been paid in full for the past two years.
Belmonte said GSPI has shifted to new suppliers.
Belmonte said GSPI is also facing environmental and safety issues, citing reports that its waste disposal system is no longer working.
Last Friday, GSPI vice president for corporate communications Sangram Mohanty issued a bulletin saying the strike in the plant is over after the National Labor Relations Commission’s 5th division in Cagayan de Oro ordered GSPI union leaders to call off the strike and restore normalcy in the plant.
But in an interview also last Friday, GSPI union leader Elmer Nelson V. Nayon had a different story for calling off the strike, saying GSPI management through its Flipino managers offered a P1,700 per month salary increase effective March across-the-board on condition that the striking employees return to work.
Nayon said the union accepted the offer.
The other demands in the proposed collective bargaining agreement (CBA) would be discussed on the negotiating table. These include payment of the 13th month pay for 2009 which management promised to pay 10 days after the return to work and prompt payment of salaries or at most a delay of three days.
Nayon said the Filipino managers presented the agreement to the Indian owners late Friday.
In the press bulletin, Mohanty quoted the NLRC as saying that "the strike will continue to cause irreparable damage to the GSPI if not restrained" and that the "strike is not based on either CBA deadlocks or unfair labor practices"
Nayon said the union agreed as management promised there will be no retaliation against workers who would opt to walk out anew from their job.
He said the P1,700 salary increase offer forms part of what the union has asked under CBA negotiations totaling P2,550 per month for a period of three years starting Feb, 15 2007 and ending February 2010 broken down into P40 per day in the first year in 2007, P45 in 2008 and P50 in 2009.
Nayon said management promised to pay the balance once the Court of Appeals decides on Global Steel’’s motion for reconsideration of a ruling favoring a pay hike.
Belmonte said the city government of Iigan is not earning from GSPI because it has not been paying real estate taxes.
The city government has been asking GSPI to pay the P2- billion obligations of the former National Steel Corp. (NSC) which owned the property but the Indian firm demanded for the land titles which it could use to mortgage the property.
GSPI said the creditor-banks of NSC violated the asset purchase agreement when they failed to deliver the land titles. The Indian firm has not been paying its annual payments to the creditors and took the creditors to a Singapore court for arbitration.

And that is exactly how I felt when I traveled half way around the world to visit Iligan. It was pictures like these that amoungst other things caught my attention ! When I arrived I did not feel like a stranger.

I agree that a bad city official can negatively affect the city's employees, and the inverse is also true.
on the other hand, we can't deny that although parents have a strong influence over their children, the children do not have to become exactly like their parents.
even if one were born to parents who are thieves, the children can still choose not to become a thief. that is my point about the city's employees. to become a good employee or not is their choice. that doesn't have anything to do with the elected officials.

Cagayan de Oro City (15 March) -- The province of Lanao del Norte is declared by the Regional Development Council (RDC) under NEDA region 10 as this year?s winner in the Search for Outstanding Local Project Monitoring Committees (LPMCs).
Also declared as winners are Gingoog City (city category) and tied for the top spot are Aloran (Misamis Occidental) and Malitbog (Bukidnon) in the municipality category.
All local LPMCs were evaluated on six (6) areas: organization, capability building, reporting on the status of programs and projects, information dissemination, NGO/PO participation in monitoring, and institutional arrangement for the operation of the Regional Project Monitoring and Evaluation System.
"We really don?t expect to receive this award because we were so focused on ensuring that all the projects earmarked for Lanao del Norte be implemented successfully," PPMC chairman Bal Zamora said.
Recognizing the important role of the local project monitoring committees, the RDC in region 10, through the Regional Project Monitoring Committee, instituted the Search for Outstanding LPMC at the province, city and municipal levels where the mayors are presidents of the league of municipalities. The search is conducted every three (3) years to coincide with the term of the local chief executive.
"We really could not have done it without the unwavering support of Gov. Khalid Dimaporo. With the support he has given us, we are all the more inspired to do our best," Zamora said.
The primary objective of the search is to motivate the LCEs and local development councils to facilitate project implementation, and heighten the advocacy on the systematic use of monitoring and evaluation information for decision-making.
The search was undertaken from November 24, 2009 to January 29, 2010, by members of the RPMC-10 and included field visits to the local government units. The RPMC-10 met en-banc last February 17, 2010 and after deliberation, decided to award those that scored more than 75% weighted average.
The following LGUs were declared winners: Lanao del Norte (Outstanding Provincial Project Monitoring Committee), Misamis Occidental (1st Runner-Up ? You kinda saw that coming, didn't you? I mean, it's obviously only a matter of time before The Daily 10 comes out with a halo-halo edition. It's a classic Filipino dessert-slash-snack and it's one of the best, if not the best, things to help us survive the heat. Everyone has their own favorite recipe—some like it with everything while others like it minimalist and still others simply aren't too fond with an ingredient or two. Well, fellow halo-halo lover, we got you hooked up. Here, according to wikipilipinas.org, are some of the top shaved-ice-milk-and-whatnot preparations in and around the city:
1. Razon’s—An almost all-yellow preparation, the halo-halo at Razon's is one of those that are considered minimalist. There's no colorful gulaman and sago. It's just saging na saba, macapuno and leche flan. Boring much? Definitely not! In fact, the subtle combination is a big hit all over town; many are actually calling it THE best.
2. Chow King—Ah, our very own localized version of Chinese cuisine in fast food form! Chow King's halo-halo is very Filipino but is distinguished to be one of the few that's served upside down. Traditional halo-halo has all the ingredients, save for the leche flan, ube and, when included, ice cream on top. But this one has everything on top, and by everything, we mean the works! And, they deliver right to your doorstep!
3. The Peninsula Manila—From WikiPilipinas: “The Peninsula Manila has a specialty called the Halo Halo Harana. Served in a large bowl, the halo-halo has gained fame after being featured in Time Magazine. It has the whole gamut of usual halo-halo ingredients, but in enormous and sometimes even excessive proportions. According to Time, the Peninsula Manila’s Halo Halo Harana is the top legal way to get high in Asia.”
4. Icebergs—The halo-halo variation from Icebergs makes use of food items you don't normally find in a halo-halo. They have peaches and cornflakes to substitute the regular ingredients. They call it Halo-Halo Parfait.
5. Milky Way—WikiPilipinas says that it's the perfect measurement of ingredients that make the Milky Way halo-halo a top contender. It's all about achieving the delicate balance of flavors, which, we have to admit, is not a consideration at all for many other vendors, especially those in your neighborhood street corner
6. Zoey Cafe—Located in Iligan City, this espresso place is, according to some sources, one of the best venues for halo-halo. If you're ever there, make a quick stop to see if you agree.
7. Dear Manok—A variety of bloggers confirm that Dear Manok's Buko Halo-Halo is a must-try. This chicken joint in Cagayan De Oro serves their halo-halo in a coconut, with the flesh intact. When you're done with all the sweetness, cap the meal by scraping off and munching on the fresh coconut meat.
8. Red Bean Halowich—This Boracay spot is famous for its gigantic Family Size Halowich Special—which, as the name explicitly states, is a huge (enormous, in fact) serving of halo-halo in an equally monstrous bowl. Five scoops of ice cream, mango puree, cornflakes, beans, mango, watermelon; it's a freaking adventure all on its own.
9. Katigbing—In Pampanga, the battle for halo-halo supremacy rages on everyday. Razon's always is top-of-mind, but Katigbing, Arayat's answer to Razon's, may have some aces up their sleeve. Kapampangan halo-halo prides itself in its simplicity and this one is no different. It contains nothing more than mashed white kidney beans, sweet corn kernels and carabao milk paste (haleyang gatas ng kalabaw).
10. Aling Taleng’s—This unassuming little place in Pagsanjan, Laguna has been in the business since 1933. The famous seven-ingredient recipe has been handed down through the generations. Their halo-halo has never changed the way it's made. And it still works.

It was on my last visit when I first tried the ( then ) new Chow King at Elena Towers Halo Halo was the first thing I asked for. It was that purple color ice cream that attracted my attention to it as I never saw ice cream of that color anywhere else.
Now that I know it is also available at Zoey Cafe I'll have to give their version a try, that is if I can keep myself away from the carrot cake long enough. With so many great eateries I have been enjoying in Iligan when I visit I think I am really going to have to try going on a diet before my next visit ! Take a look at this pic, don't you think all of those Jolli-Burgers, Calda & Iliganon Pizza, and those great meals I have enjoyed at Zoey Cafe are beginning to show ?

Can you really be half way around the world from where you live, walk into a place for lunch and feel as though you never left your own home town ? This is exactly how I felt the first ( and every ) time I have enjoyed going to Zoey Cafe. The place is clean and bright, a pleasant conversation with the owner / manager, an excellent variety of local and popular universally known items as well. The service was excellent, the home cooked style food was well prepared and attractively served. Out of the wide variety of deserts available I chose one of my favorites, Carrot Cake and was surprised at the generous slice I was served. That in itself was enough to make me a repeat customer ! It was also a surprise when one of the SSC-Iligan posters stopped by to say hello.
On the next visit I will certainly have to have a Zoey Cafe version on Halo Halo, and for me that is really something to look forward to.

Can you specify which place? I haven't seen anything under construction near the Cathedral. Anyways, this is still good news for Iliganons since we don't have to go to Gaisano anymore just to eat at McDonalds. :)

‘SugaTula’ was the exercise that allowed words to jump off the page onto the stage
THE INVITATION FOR the Integrated Performing Arts Guild (Ipag), resident company of the MSU-Iligan Institute of Technology, to represent Mindanao in the 4th iTanghal: National University and College Theater Festival, posed another opportunity for us to perform a production that was not the usual.
Through 33 years, Ipag has blended a theater that draws from immersions in North-Central Mindanao mixed with the currents of the region’s dance, music, literature and the visual arts. It scoops from both the indigenous and colonial banks.
Ipag presented a multimedia “SugaTula”—not the usual beginning-middle-end narrative. In fact, “SugaTula” was not a play at all, in the strict sense, but a collection of eight poems transplanted into performance.
This transplantation from one medium to another we call “transcreation.”
The outcome was more than what we expected: The performed poems drew two large audiences into the realm of the word.
Facets of lifestyles
The eight poems illustrated themes that revealed facets of Visayan and Mindanaon lifestyles.
We chose the poems through their variety and the moods they presented. The choice of using these poems was based on a bias: Poets of Manila and Cebu had the better chances of being known because they had the more numerous opportunities for publication and networking.
Not surprisingly, our Mindanao writers are unknown even to our readers because books here never carry our writers’ works or their names.
The production was a chance to portray Mindanao, in a sober light. Mindanao has too often conjured stock images of blood, Ampatuans, and clan war. The impression is unfair to the majority who live as normal Filipinos do.
The poems tackle such “normal” subjects as a poet’s angst, death, desire, love, homosexuality. Of course, there will always be a sprinkling of lumad and “exotica,” of lore and legend, and of ritual and prayer—all Mindanao mainstays.
“SugaTula” was the exercise that allowed words to jump off the page onto the stage. The production allowed us the venue to test how effective the magic of poetry can also become the magic of the stage.
Poems are “transcreated” to dance, music, chants and images—mediums that congeal a transfigured form to capture the original intent, insight and expressive content of the poem. This cross-media production explores the emotive power of the word in poetry as poetry is performed in another form.
In the crossroads of poetry and performance (thus, the Cebuano term sugat), the production brought to our audiences the exhilarating experiences of the poems of Christine Godinez-Ortega, Anthony Tan, Ralph Semino Galan, German Gervacio and Marjorie Evasco.
Popular attention
Much of our work of three decades have been transcreations as we have discovered epics, legends and lore from the founts of our cultural absorptions among the Muslims, lumads and settlers.
Our work in the theater has drawn popular attention to regional materials, particularly those produced by home-bred writers. Ipag plans to continue with the transcreation of more poems as we address the larger output of Bisaya (Waray, Hiligaynon, Cebuano) and indigenous poetry.
Local color, the provincial lifestyle, the tribesmen’s world, and violence under the faiths are only some of the subjects our poets’ writings deal with.
The process attempts to capture and freeze the evocative qualities of the poems. It draws out the literal and figurative meanings of the poems and their abstract and ethereal significances that are reshaped palpable to an audience.
The parameters a reader uses to study poems—persona, mood, tone, rhythm, music, theme—have complements in performance. These parameters in performance evoke the same emotive effects the original poems have on their readers.
Audience participation
The production made liberal use of projected digital images woven by short film clips, images, text projected between segments and between vignettes, and sounds. An actor, through his annotation, tied the segments and guided the audience to stay within the reinterpretation of the poems. Performers in the vignettes also annotated parts.
The production opened the participation of the audiences who interacted (thus, breaking the fourth wall) with the performance and the performers.
After each show, the featured poets and the performers engaged the audience in conversation. The poets talked about their poetry, poetics and creative process.
Enjoying poetry in different forms brought our audiences back to the power of the word. Feedback was that poetry pierced an impression on our mostly young audiences (majority of them students). Most treated poetry as an esoteric undertaking, a separate reality from the mundane and an idea that was only applicable in the classroom.
To the theater makers of Ipag, “SugaTula” was the most effective way our audiences got themselves acquainted with our writers and their works. To appreciate poetry, our audiences required an endearing experience as magical as the theater.
