Brad alcogoodwin March 8th, 2010, 10:03 AM Philippines Freight Transport Report 2010 In January 2010, the Philippine Ports Authority (PPA) awarded a 25-year contract to Asian Terminals Inc (ATI) for upgrading, managing and operating Container Terminal ‘A-1’ in phase II of the Port of Batangas. Under the terms of the contract, the company will pay US$125mn to the authority over the contract period. ATI also operates Phase I of the Batangas port. The port aims to be an attractive alternative to the Manila harbour for shipping lines. BMI believes the development of the Batangas Container Terminal will help boost the country’s trade, which has been hampered by a lack of investment in its ports sector. A number of ports in the Philippines are suffering from congestion. We are more optimistic over the Philippines’ macroeconomic prospects, compared to our last quarterly report. While we reduced 2009-estimated GDP growth to 0.8% (down from 1.5%), we have boosted the forecast for 2010 to 4.4% (up from 2.6%). The outlook for the five-year forecast period from 2010 to 2014 is for average GDP growth of 4.1% per annum, which is, however, below the 4.4% rate achieved in 2005-2009. This would give freight a reasonable platform for development, although companies may face greater pressure on their margins than before. Our predicted tonnage growth of 4.4% will be just ahead of the average expansion of GDP over the next five years. While in many developing economies freight growth usually exceeds GDP growth by a significant margin, this relatively smaller gap between the two rates in the Philippines shows the extent to which the transport sector is failing to live up to its full potential. The airfreight sector is expected to experience the most significant growth rate, averaging 5.4% y-o-y, and taking into account cooling demand. Next in importance will be rail freight, growing by 5.0% from a low base as a result of the Northrail and Southrail projects. We see shipping growing by 4.3% as the sector emerges from the 2009 recession. One constraint facing the industry is the environment in which it operates. Comparatively speaking, the Philippines’ BMI freight rating is relatively disappointing in relation to regional peers, with an overall score of 48.4 (out of 100). Under most categories, the national industry received a medium to low score. Freight and infrastructure growth rates, together with the transport intensity index (a measure of the dynamism of foreign trade) are all at the lower end of the scale. For the 2010-2014 forecast period, we expect the transport and communications sector to lead the economy as a whole, as far as value of output is concerned. It will achieve average annual growth of 4.3%, versus 4.1% for overall GDP. Again, the gap between these two rates is narrower than experienced in many other emerging economies. If so this would be ideal for restoration since most likely most of its part are still intact. Are this the type of loco that were once used in PASUDECO (pamapanga sugar development company)? As they are the gauge is to narrow, but it may likely be an easier task to regauge than to rebuild the ones outside Tutuban. Parts were missing, but she certainly is in better condition. The operational and near operational ones at La Carlota on Negros would be the best option - but I couldn't raise much interest. I tried to get a group effort between the societies going when I first found out about the sale, however there was little interest and I gave up. Since then I have been aproached by someone, on behalf of someone else it seems, who wants to buy one or two. This person come from, wait for it, here in Australia. It would not be the first Philippine steam locomotive to end up here. Although the official PRHS stance is that we would like to see them preserved in their own country, we would rather see them overseas somewhere than be scrapped. All the diesels are up for sale as well. The answers to your questions are no and no. No #1 - The track clips are all gone from here (not stolen, just utilised elsewhere) so the tracks would just collapse. This will all be restored at the time of the Travesia bridge. Work on which was seen continuing. No #2 - Ondoy caused some washouts north of Sipocot, while track is missing and falling apart in at least Plaridel. Lots of work to do before it gets back to Lucena, but once it gets there it should be able to get to at least Tiaong, if not just south of Los Banos. Unless there is further damage where I didnt visit, Padre Burgos being a distinct possibility. It is time for evryone to move past the political aspirations of the past team and help Alberto with the huge job of saving what little is not left. Please take a little time out of your life to join RIHSPI and perhaps lend a little bit of elbow grease to the projects they are doing, even if just once a month. The work Alberto is doing is so very important. Today we posted the PRHS's official letter to the new president regarding our earlier discussed offer of restore something for the society. We actually have preserved heritage engines working in main line running for stop gap measures, to keep up with demands of traffic. As for passenger rolling stock shortages, dont even go there..... Took an amazing 550 shots down there, but then there is so much to get. The amount of different designs on the buildings is just phenomenal Its hard to fathom how they had so many in such a small distance. Of all the stations, I think it was Ragay that really had the 'WOW factor'. I suspect the approaching rebuild will see it significantly changed, which is sad as the design is terrific. Took an amazing 550 shots down there, but then there is so much to get. The amount of different designs on the buildings is just phenomenal Its hard to fathom how they had so many in such a small distance. Of all the stations, I think it was Ragay that really had the 'WOW factor'. I suspect the approaching rebuild will see it significantly changed, which is sad as the design is terrific. Wasn't Ragay the terminus of the line for a while? Is Ragay a big fishing town? This would at least explain the sea theme. Ragay cold make do with some refurbishment to the main structures and a replacement awning. The palm tree posts need a little bit of work during the awning process as well, but its uniqueness would make it so very worthwhile. Ragay, as a town, was just a amazing. A lovely little town that, like magic, after driving through open rural area just appears as you pass through a deep, railway like, cutting. I would really love to know the reasoning behind the radical departure from more normal designs. Wasn't Ragay the terminus of the line for a while? Is Ragay a big fishing town? This would at least explain the sea theme. Ragay cold make do with some refurbishment to the main structures and a replacement awning. The palm tree posts need a little bit of work during the awning process as well, but its uniqueness would make it so very worthwhile. Ragay, as a town, was just a amazing. A lovely little town that, like magic, after driving through open rural area just appears as you pass through a deep, railway like, cutting. A double track line to Calamba would be able to handle far more trains than PNR is likely to run between Calamba and Manila with the right signalling. Actually, are they planning on signalling, or just that current train order system of working? I suppose any signalling would just be vandalised and stolen, so it may not be worth it. This would severely hinder PNR being able to utilize the track to its full potential, which could be a train every 2-5 minutes. Could have probably because of the recent feasibility study showing that the funds for Southrail is as good as building a brand new tracks with upgraded specs. Except for curves only where Southrail is planning to run it's alignment. Old curves cannot support the their specs of 160km/h line speed. So instead they will just build separate curves of radius 1500m. There has been some nice new awnings around and stations refurbed. I thought it was just part of the Southrail thing, but they may have been badly damamged during Reming. The Ragay awning is falling down in places, though this appears to be age more than Reming caused. Hopefully they will fix the awning - time will tell. Actual funds of Southrail is not yet commencing so any developments for Main LIne South including the refurbishing of Rolling Stocks, Tracks, Stations are part of the Short Term Goal. They want to start the Southrail this year. But the part of additional $120M fund from Korea Eximbank will be spent to the continuity of the project that was damaged by Reming. While we were in a bit of a hurry and may have missed it, I do not remember seeing a statue of any sort. It may appear in some photos, I shall check them out. Oo yes. I have to say I absolutely love that new livery on the Naga ones. I just hope than Manila ends up doing the same, although the more recently painted 5000 in Caloocan utilized the usual dark blue, but with a different red lining around the footplate. A PNR contact told me that 916 had been repainted. This was the case, but it was back in its usual dark blue. The new livery, along with the same on the Naga carriages, is certainly very eye catching around Bicol. PNR is certainly on a winner with that, as it sits very well with their new image. Ning tells me that a grotto there is a statue. While we were in a bit of a hurry and may have missed it, I do not remember seeing a statue of any sort. It may appear in some photos, I shall check them out. I took quite a few of the small town attached to the station, but it was getting late and we just took as much as we could and moved on. I hope you can post pics of Ragay Station when you have sorted your tons of pics. BTW, did you go to Los Baños during your visit here? For the record, just out of interest and of no relation, we occasionaly use the word grotto to describe a sort of slum area. Perhaps from the American term of ghetto.
