alcogoodwin September 19th, 2007, 10:19 PM Yes, that's unfortunate, because they often have deadlines to meet, and the truth gets left behind in the rush. One needs to keep a discerning attitude when reading the news.
Some years ago I was involved in a group who were trying to get light rail (MRT/LRT) reinstated to Sydney streets.
We would have occasional marches etc and the journalists would be there. They were often rude and arrogant, but the worst thing was then they print stuff that wasn't even said and didn't bare much resemblence to the fact.
I'm often concerned about everything I read in the newspaper. If they can get something as simple as railways wrong, how much of what we are fed about the country, the war etc is actually true?
If I was to listen only to what the newspapers say I would have been to scared to come to my second home, the Philippines.

Perhaps they can show even older footage, say the 70s, and see how well PNR is doing with all that freight and passenger traffic

Here is my opinion on this. The truth will never get behind unless it is intentionally left behind. :)

Distortion of the truth? What else is new with these people? Basta Negative, Patok! They even hardly touch the Positive news. Yung positive news eh yung nababalik yung wallet ng nakaiwan! dyosmiyo! Yes it is positive but still self-serving! They will report it because the one who got the wallet will go to their station. :bash:
Probably and Possibly the good thing with PGMA and as Mon Tulfo said in his inquirer column, PGMA is callous with the mediamen/mediawomen's reports. :D

icarusrising September 20th, 2007, 08:44 AM Yes, that's unfortunate, because they often have deadlines to meet, and the truth gets left behind in the rush. One needs to keep a discerning attitude when reading the news.
I believe it's not the case of rush here. It's about how they play up or downplay an issue. It's how the media, the gatekeepers of information angles it. It's sensationalism. What's controversial sells.
Now that the ZTE broadband deal of the government is under media fire, it is to be expected that other government dealings would be under media scrutiny too. Of course we need the media for good governance. Mass communication and journalism students know that the press is referred to as the "fourth estate" which means it is a vital compliment for the check and balance of a democratic society.
But too much democracy or the misuse of it can be bad. I've always believed that the truth can set as free. However as regards mass media in this society that we have, things just get muddled more and more instead of arriving at a crystal clear truth. I often end up lost or confused with the often conflicting, hodge podge of messages the media offers.
In a magazine interview, Lee Kuan Yew once said that leaders in a Chinese or Malay society need some form of stature in order to lead effectively. By caricaturizing our leaders, I think the media has diminished their efficacy and made them inutile. The kind of democracy we have just isn't fit for our society.

kaelthas18: wow.. I was.. speechless.. The good thing is *from what I know* PNR does not have a problem like that. Railway that transforms into a Wet Market. Amazing!

Have seen photos of this sort of thing in Indonesia and Vietnam as well. The building of structures awfully close to tracks is quite common unfortunately.

Back in 2004 (didn't look this time) but markets existed on the trackage immediately south of the crossing at Alabang station.
Seemed they were of a construction that could easily be packed up in a hurry. Not unlike the adult video ones in Quiapo that disappear on pushbikes within 20 seconds

the PNR also have 1 like that, after Bicutan Station along the level crossing at Gen. Santos Ave, in Parañaque.. there are many vendors there, there is also a wet market, and "many sabungeros" or cock fighting along the rail tracks.. , also after alabang station, it is also crowded...and very muddy tracks..cos theres no drainage

chito September 22nd, 2007, 04:51 AM hi people (at this time hi guys seems inappropriate! :D)
is there any substantial construction going on for the Northrail? from what i understand from the said news, the construction is somewhat halted? I'm a bit troubled with the news by GMA7 but of course sometimes their news is sensationalized and they focus more on the ratings rather than the facts. An update (video or picture) about the Northrail would surely wipe out the notion that the project is "reported" to be delayed!
thanks!

I did some digging! and found this! but of course this is just a report. It would be really nice if we can have pictures! *wish*
Northrail project gets back on track; new head appointed
http://business.inquirer.net/money/topstories/view_article.php?article_id=88707

MANILA, Philippines -- The Department of Transportation and Communication (DOTC) on Friday said the north rail extension project will get back on track with a new officer appointed to replace the late Transport Undersecretary Jose Cortes Jr. as chair of the Northrail Corp.
DOTC said Malacañang has appointed former Bases Conversion and Development Authority chairperson Arsenio M. Bartolome III as president, CEO and chair of Northrail.
Bartolome said that when the rail project is finished, it would link Metro Manila with the rest of Luzon by extending the existing route of the Philippine National Railways, boosting trade and tourism.
Only last July, Cortes, the late head of the Northrail Corp., briefed President Macapagal-Arroyo on plans to resume full blast the construction of an 80.2-kilometer railway between Manila and Bulacan in January 2008.
On Aug. 4, Cortes succumbed to a heart attack.
With a new head onboard, the DOTC said it would keep to its timetable, which means construction is still set from February 2007 to February 2010 for Section 1. Section 2 is scheduled for completion a year later.
The 80.2-kilometer railway line will extend from the old Tutuban Philippine National Railways (PNR) station in Manila to Malolos in Bulacan.
The $1.126-billion Northrail project’s first section spans Caloocan City, Valenzuela City and five towns of Bulacan, including Meycauayan, Marilao, Bocaue, Guiguinto and Malolos.

alcogoodwin September 23rd, 2007, 11:43 PM Can anyone tell me what is at Daet to warrant a proposed line?
The map Nathan put up is interesting. It appears to be an old map that has been updated.
It is young enough to show the MLN as being all closed, but while it shows most long closed lines it dosen't show a number of them (inc the balance of the Antipolo extention).
Is the line to Daet actually a thought in their current planning, or was this a proposed line from earlier in the 1900s?
While the map appears to show closed lines and most of the plan rebuild ones, it must omit planned ones that were never built and have now been forgotten by those who aren't interested in rail history. This alone would suggest there is someting in this Daet line being mentioned.
Cheers

Original report at The Manila Standard
http://www.manilastandardtoday.com/?page=business4_sept20_2007
The Luzon Urban Beltway, one of the five super regions created by President Gloria Macapagal Arroyo, has identified 20 more infrastructure projects that will be implemented in Luzon until 2010.
Edgardo Pamintuan, chairman of the Subic-Clark Alliance for Development Council and the Luzon Urban Beltway, said this brought to 44 the number of infrastructure projects that the LUB would implement in Central Luzon, Metro Manila, Calabarzon, and the provinces of Mindoro and Marinduque.
These projects were among those mentioned by President Arroyo in her State-of-the-Nation Address in July.
“All in all, there are 44 projects now under LUB. We have 14 roads and bridges, 8 railways, 5 seaports and RoRo [roll-on roll-off] ports, 4 power and electrification projects, 3 water projects, 2 airports, 2 hospitals, 1 irrigation project, 1 flood control project, and 1 housing project,” Pamintuan said.
He said they include six major road projects: Metro Manila Skyway Stage 2 (Bicutan-Alabang, Muntinlupa), North Luzon East Expressway (Bulacan, NCR and Nueva Ecija), North Luzon Expressway Phase 2 (C-5 to McArthur Highway), South Luzon Expressway Extension (Alabang-Calamba), Tarlac-La Union Toll Expressway Phase 1 (Tarlac-La Union), and Tarlac-Nueva Ecija-Aurora-Dingalan Road (Tarlac-Nueva Ecija-Aurora).
Four rail projects have also been identified, namely Light Rail Transit Line-1-Ninoy Aquino International Airport Connector (Baclaran LRT1-NAIA), LRT Line-2 Phase-2 (Santolan LRT-2-Masinag, Antipolo), Mainline South Railway Project Phase 1A (Laguna, Quezon), and Metro Rail Transit-3 capacity expansion (Edsa).
The additional projects also include two port projects—Batangas Port in Batangas and Port of Real in Quezon.
Several water, irrigation and energy projects will be implemented, including the Laiban Dam project in Rizal province, Barangay Electrification Program, National Electrification Administration Subsidy Program for electric cooperatives on rural electrification, Bataan liquefied natural gas terminal, Bataan-Manila pipeline project, Biñan-Sucat 239 KV Transmission Line Project, Small Irrigation Project, and Kamanava Flood Control Project (Kalookan-Malabon-Navotas-Valenzula).
Other projects were the Women’s Medical Center and upgrading of the National Kidney Transplant Institute and other government hospitals, and low-cost housing program for resettled families.
“The projects that are to be implemented or being implemented nationwide will be supervised by the LUB together with other super regions concerned that have territorial jurisdiction over them,” Pamintuan said.
“The LUB is tasked to orchestrate and fast-track the delivery of these projects at a very least cost to the government and in full transparency,” he said. “This means synergizing all the elements necessary and getting together all the players and stakeholders to be, if necessary, single-minded in the agreed overall goal of achieving more developments.”

^^ ^^ I really don't much about the proposed DAET LINE. Maybe it was planned back in times during the construction of railways here in Sipocot. The sees that a line could probably be more viable if a spur line would be constructed to Daet. Il check it on the PNR to verify this... It really seems that constructions during that time are a lot more easier to implement..

Hopefully, passengers from Bicol can dropped at Lucena and take a train to access different locations in Manila..... while progress is currently undertaken at the Lucena to Naga to Legazpi and eventually to Matnog...

In regards to replying in shops.
I found people loved to watch me when I was replying to emails.
In Roxas City this young guy kept sitting next to me reading my email. I asked him to go away and he just kept laughing (he likely didn't understand). I left and went to another place when the owner wouldn't do anything.
Another time I was at Evers Commonwealth in QC and doing my email at the front of a shop. Two girls came up to the window and was trying to read my email. I looked at them and started making kissing faces to them through window. They got embarrased and ran away

wheel of steel September 24th, 2007, 05:25 AM here's a map of all PNR routes
this is a map that shows the whole PNR main and branch lines and also the proposed lines. This is very interesting to study especially for PNR fans, and railway lovers, and historians and also for a student like me..
thanks to all PNR staffs ,station heads, ticket collectors and dispatchers, engineers, officials, security guards and rail police, they are very kind.
^^ Thanks Nathan for this wonderful stuff.... I think PNR redrawn this very recently for those who want's to know more about PNR... Guys, this is so important that we used this plan to analyze what exactly made Northrail 1 more expensive.. Atually Northrail Line would have to be designed together with the proposed Cagayan Valley Railways.. Both the two will use the line fro m Tutuban to Balagtas I guess.. they splits into two... Of course Northrail1 will assume of all railway developments and clearing operation costs, (since they are the first) and they will surely be much vigilant that squatter will no longer get back... Very recently they decided to widen the tracks up to Malolos.. I guess they are anticipating already future expansion....

^^ Yup, Pio Duran is the coastal town of Albay, and next to that is Donsol already but in Sorsogon Province, Pilar is also next... In Pioduran there is no regular boat going there but in Pilar, there is.. Donsol, betterly known as the whale shark capital of the world!!!! :)
By Bus from Manila, you can dropped at Ligao City and take a 1hour jeepney ride to Pioduran and from Pioduran, you can hire a small boat... But I really recommend the one in Pilar...

It would be far more economical to just do some rust work.
Some of those locos are as yound as 1992 and the remaining fleet is much younger than many things we use here in daily service. Considering also that the short distance they run compared to here, scrapping them would be a horrendous waste of funds. Even a major rebuild would be more viable.

^^ Wow!!! ha ha ha!!! Ang tindi ng riles.. I like the Muntinlupa section, despite all of the facts the railway remains intact... I expect that crossties that will be installed would be more sturdy than this.. I guess, with the replacement of the rails from 32kg/m to 50kg/m, that would totally void the use of current one....
wheel of steel September 25th, 2007, 04:41 AM ^^ It seems that we could have no problem relocating these people into the relocation site since most of their houses are only made by woods.. Concrete are a lot of difficult to be demolished...But anyway, I heard the news that the government is planning to construct relocation site inside the triangular shape crossing near Tayuman.. I suspect that this site was intended for those squatters near to it in the vicinity of Tayuman, Blumentrit and portions of Caloocan.

^^ they're digging for water pipes., maynilad. :)
wheel of steel September 25th, 2007, 05:05 AM ^^ From what I know, those fences in the Malolos and some part of the Northrail Phase 1 have been erected since Feb. 2007. To be exact, this was the date the gov't gave a go signal to start the project... In fairness, Northrail and Southrail is really the showcase of the Filipino railways... Its is very much different to the linkage project in which only the regrade and repair of railways and railways structures including stations.... Northrail is completely brand new envisioned to cater not only the current loads but for the future, their infrastructure preparation was large enough to handle future extensions and expansion....
wheel of steel September 25th, 2007, 05:10 AM ^^ they're digging for water pipes., maynilad. :)
^^ Ok! Thanks Richard, this was already mentioned during my research why the construction of Southrail was temporarily delayed... They want the Maynilad to come first since all of their mainline pipes as big as 1m in diameter will cut accross the PNR ROW... I guess, very nice agreement. Anyway it will not take any longer and while waiting for other relocates to transfer.. 4 more months of waiting is really nothing for as long as they could already start by Jan. 2008 together with Northrail and Southrail1a. I think the gov. is really doing well not make more traffic in this area....
My friend in NHA gave me details where the Southrail begins, he said upon completion of Maynilad works, definitely they will start in Sta. Mesa up to FTI in Alabang for starters...
wheel of steel September 25th, 2007, 05:12 AM ^^ they're digging for water pipes., maynilad. :)

I think these are actually concrete ties (I think ties are what we call sleepers) and they dont come much more sturdy than that nowdays.
Other types would be the age old timber sleepers and the far more rare, but still often seen, metal ones.
They just need to buried in a good pile of ballast :)

This is an interesting idea.
As it is already heavily built across I wonder if they will demolish it all and build some multi story apartments there. Imagine multi story apartments, small store, with nearby station serving south and north, fully landscaped with even a kids playground.
This triangle could become an oasis for residents if done properly and look really nice to.

The amount of clearance shown in the third video is awesome.
One section, wich appears to be as you come off the Pandacan bridge, is massive. The illegal places have just been decimated. Hard to believe this is the same place I was earlier in the year.

^^ Ahhh!!! I guess you're standing right exactly from your school campus.. Nice development.... Well hopefully, it is related to PNR preparation activities.... Actually they will use some space for their construction of mudular reinforced slabs and the bridge foundation... If there were no construction signboards in that vacant lot, probably related also to the MWSS pipe rechanneling....

^^ Its kind of really interesting because as of this moment very little developments are happening in the slums near triangular shape... In the google earth, we can clearly see that there is a well defined vacant lot inside the trianglular shaped lot..Probably this is what they call as the NHA relocation site.. But this was taken last 2006. I suspect that this is it, the relocation site for those houses near the triagulo....

if u pass by after bicutan station going to alabang , the whole stretch of the ROW precast fence most of them are destroyed. those squatters out there , they destroy that to serve as their entry to their houses at the back, which means the rails are their roads..
anyway , have u seen the videos of GMAtv "the number 1 very intrigue and awful station in the Philippines"...in the argument of Noli boy and the squatters at sta mesa..haha.. Squatters always reason out that they are POOR... alcogoodwin September 27th, 2007, 03:02 AM ^^ Actually Ive seen many wooden sleeper being used by JR in some lines... I guess wooden ties is not much noisier than concrete one...
The benefit of concrete ties is usually said to be longetivity of life and more environmentaly friendly.
For both reasons I suspect they will be all thats used.

alcogoodwin September 27th, 2007, 03:18 AM Howdee,
As a few of you know we have 'The Filipino Channel' on TV here in Sydney. Every day I watch your 'Mornings @ ANC' news program.
There is rarely any mention of the railway developments there, despite the importance of all the various projects.
So imagine my surprise when that maganda Gretchan (spell?) mentions that after the break they will show a piece about the extremes gone to to move some railway history.
I wait for the next ten minutes to see that it is about the moving of the signalbox 'here in SYDNEY'.
I was first surprised the this bit of railway info from Sydney made the news there, but then a little bit disappointed that they had gone to such effort here while Philippine rail history is undergoing the biggest changes since it was built and while its history is being raped and pillaged.
If anyone wants to take the time and join me in emails about the lack of concern please send emails to:
mornings@abs-cbn.com
Cheers

Scandals straining RP-China relations
By Francis Earl A. Cueto, Angelo S. Samonte And Darwin G.Amojelar Reporters
THE Chinese government is “unhappy” with the string of agreement suspensions by President Gloria Arroyo’s administration, warning that future loans for the Philippines from Beijing could be adversely affected.
On Saturday the government suspended the Cyber-Education Project and the national broadband deal, which was earlier halted by a restraining order by the Supreme Court. Then on Monday, the Department of Agriculture announced the suspension of two agreements with China for the lease of 1.4 million hectares of land in the Philippines.
As this developed, two of the country’s largest telecom companies said they are interested in taking over the broadband project, a deal worth $330 million given to the Chinese firm ZTE Corp.
An official from the Department of Foreign Affairs told The Manila Times that a Chinese diplomat told him relations between China and the Philippines are strained because of recent developments. The DFA official asked not to be named and declined to name his Chinese source.
“These series of problems that the Chinese government is having—from the product recall, to the ZTE and even those back with the railways project, and now this—is just too much for the Chinese government,” the Chinese diplomat told the DFA official.
“We are quite unhappy with these developments as our intentions of helping are noble [and] this is what we get in return,” the Chinese official said.
The Chinese official also hinted that Filipinos working in China may be affected. “You have quite a number of Filipinos in China. I hope these problems be resolved soon, otherwise [the] situations affect everything,” he told the DFA official.
Meanwhile, Malacañang is trying to salvage relations with China.
The Palace conducted internal investigations but were unable to affirm reports of any anomaly in the broadband and cyber-education projects, President Arroyo said in a statement Tuesday.
Despite the suspension, Mrs. Arroyo said her administration proceeded with the preliminary process regarding the project, “because we need to keep our good relations with China, even as we consulted with their highest authorities about a possible deferment.”
“We announced the deferment as soon as they indicated that they will try to understand our predicament,” she added.
Palace officials said that although the internal inquiry found no evidence of corruption, Malacañang’s position is to wait for the Supreme Court decision before moving ahead.
Cabinet Secretary Ricardo Saludo said, “We want to let the Court decide to thresh out legal issues. Despite the findings, we also want to give Congress an opportunity to do their own investigation.”
The President also announced Tuesday that she created a special panel that will oversee projects under China’s official development assistance.
The China Projects Oversight Panel will be headed by Trade Secretary Peter Favila as the overall coordinator of the Philippine-China framework agreement. Budget Secretary Rolando Andaya will be the chairman of the government procurement policy board.
Presidential Management Staff chief Cerge Remonde, on the other hand, will chair the pro-performance group. The government will invite a Church leader and a representative of the union of local authorities as members.
Remonde said the panel will review all China funded projects in the Philippines to ensure openness in the bidding and procurement process. “We have learned a lot from this controversy. The idea is to avoid another ZTE scandal.” But he clarified that other unaffected Chinese projects will push ahead.
However, the President admitted that the government suffered a setback with the suspension because it created a gap in the aspects of her administration’s 10-point economic development agenda.
The statement said that because of the scandal, the government might not realize its anticipated savings of P3 billion annually. That will put pressure on social services funding and will limit government communications between poor municipalities and public schools.
For this reason, the President said she has instructed Transportation and Communication Secretary Leandro Mendoza to talk to local private telecom companies so that the government could still save money despite the suspensions.
In a related development, two of the country’s largest telecom companies expressed capability and interest in taking over the broadband project.
Jones Campos, spokesman for Globe Telecoms, said his company may take a look at the broadband project. “Definitely, we are interested in the project. We are looking into that infrastructure business,” he added.
Globe has at least 6,000 cell sites across the country. Currently, the company plans to spend about $190 million for its broadband project expansion nationwide.
Likewise, Ramon Isberto, spokesman for Philippine Long Distance Telephone Co., said his company will first look at the requirements of the project to meet its capabilities. “We may have a meeting [with government officials] to see how to address the requirements,” he said.
PLDT earlier said it will be spending about $62 million to finance the construction of a cable landing station and submarine cable network in La Union in Northern Luzon, aimed at serving the rising demand for broadband bandwidth.
This project is expected to meet the forecasted explosive growth in the bandwidth requirements of the country for new and revolutionary broad*band applications, Isberto said.
alcogoodwin September 27th, 2007, 04:27 AM No sooner do I post about the lack of rail stuff, a little appears.
A question has been raised (The Senate NBN Deal Probe) as to why they accept the Northrail deal before even evaluating it.
I think the guy asking was the same one whinging on about it in one of the videos shown in this thread.
Was all very brief :(

I can't imagine what would need to be done to change things and make people a little bit more diciplined.
There was a bit about Singapore and how they changed things around and turned it into one of the most cleanest and liveable cities in the world. Strict rules with VERY harsh penalities seemed to be their answer.
Here in Australia we could also learn by the Singapore model. Cleaniness and a lot less crime (or so I am told) are both something that need to be achieved here as well.
It would certainly take a brave president there to make the huge decisions required to bring change there. :(

^^ In a religious country like ous, nobody would ever believe the Filipinos rights now despite of being hospible... I think government is doing already their best to unite us. But others takes advantage. Since Filipinos are very much like to watch TV, the media takes advantage of this by making them more vigilant to whatever they report and sure they can get a lot of symphathy from the viewers. This is exactly what is happening now, they are destroying the image of the government to make a bunch of reports for sale... Interviewing only one high ranking opposition in just a couple of minutes would cost a lot.. tssskkkk!!!! tsssskkkkk!!!! How do we call it again, Brad.... this _______________ journalism!!!! I certainly agree with you....

The NHA said this late September, they are already finishing the relocation site and they expect massive relocation from the areas of Taguig to Alabang Muntinlupa...:

flymordecai September 29th, 2007, 03:34 AM I was just watching Discovery HD channel and they had an episode of HD Traveler that features Thailand. They showed the railways of Thailand and a couple of the stations. There was a very beautiful station in Hua Hin which featured traditional Thai architecture. In one car there was a first class restaurant that offered Thai food while it rode past tropical scenery. It made me want to travel Thailand.
I hope PNR and Northrail will aim to match the quality of the Thai railways.

^^ I always believe that the Philippines can even surpass the quality of travel here with a lot better services than before.. With the relocation of of hundreds of thousands of families, it shows that the Philippines is indeed very much serious in rebuildings it old railway lines... Actually its a total brand new construction... Old rail lines were realigned and everything is new from railroad to railway structures including stations and other facilities.... The Philippines will definitely aim the best railway service it can afford. Another good reason is that all of the proponents wants to clear off the line from any mess before they can start the actual construction, a move and an initiative that has never been done before in our railway history.. This will assure the patronage of Filipino Riders because they will always see our railways at par with other improve countries....

22 - VP Noli oversees smooth transfer of families in Muntinlupa relocation site
http://farm2.static.flickr.com/1215/1460280909_74ad6e47dc_o.jpg
"Ganyan sila (Muntinlupa relocatees) ka-excited, binabantayan nila ang trabaho sa site. Imagine mo nga naman katabi natin dito ang mga high-end subdivisions," said Vice-President and Chairman of the Housing and Urban Development Coordinating Council (HUDCC) Noli ‘Kabayan’ De Castro after his inspection Friday of the in-city 50-hectare relocation site in the New Bilibid Prison for some 7,000 families in the Muntinlupa segment of the rail linkage project.
"I would like to commend Muntinlupa City Mayor Aldrin San Pedro and Congressman (Lone District of Muntinlupa) Rozanno Rufino ‘Raffy’ Biazon for their cooperation and commitment to address the priority requirements in the site, particularly schools for elementary pupils and high school students," he also said.
The National Government, through the National Housing Authority (NHA) will put up the elementary school building while the city government will finance the construction of the high school building.
Cong. Biazon, on the other hand, committed to facilitate the release of funds for the deployment of additional teachers in Muntinlupa to address the high teacher-to-student ratio there.
"Natutuwa ako at mismong si Mayor San Pedro ang nangako na mamamahala sa supply at pamamahagi ng patubig sa relocation site… isang bagay na palagi na lang issue sa bawat relocation community," said de Castro.
During the inspection, the Vice-President also met with various people’s organizations in the site including the Homeless People’s Federation, the Muntinlupa Alliance of Urban Poor in Danger Areas, the Federation of Urban Poor in Danger Areas, PEROKARIL and the Coalition of New Bilibid Prison who expressed satisfaction on the development of the relocation site.
Priority for relocation in the New Bilibid Prison will be given to on-site informal settlers estimated at around 350 families.
The relocation is expected to start middle of October 2007.
As of date, the government completed the relocation of some 36,620 families living along the rail right-of-way of PNR’s north and southrail lines.
“With the full support of the Muntinlupa local government, we will be able to do what has been an impossible dream until now*to clear the way for a modern commuter train service within Metro Manila and to the south and to put the 'riles' dwellers in better homes that they can actually own,” De Castro said. (PNA)
wheel of steel September 30th, 2007, 04:04 AM ^^ GOOD MORNING!!! ^^
Relocation of ‘home along the riles’ to start this month
From Manila Times
http://www.manilatimes.net/national/...70807met2.html
President Arroyo announced on Monday that the government would start relocating families living on railroad tracks in Muntinlupa this month as part of the Northrail-Southrail Linkage Project.
The President and Vice-President Noli de Castro, the chairman of the Housing and Urban Development Coordinating Council, visited Muntinlupa on Monday.
Mayor Aldrin San Pedro quoted the President as saying the families will be transferred to the 55-hectare low-cost housing project inside the New Bilibid Prisons.
While the transfer is a national government project, San Pedro assured the families that he will provide trucks to help them transfer their belongings to their new home.
De Castro earlier urged contractors to speed up the building of the NBP housing project after noting the slow pace of work.
The contractors hired for the housing project are HG3 Construction, R2 Builders, Lenvoisa Construction and Linear Construction Inc.
Rep. Ruffy Biazon of Mun*tinlupa City earlier said that the families should not be transferred unless the relocation site is 100-percent ready.
The linkage project, an activity of the Philippines and South Korea, aims to modernize the railway system from Caloocan City to Calamba, Laguna.
Phase 1 of the project involves the 32-km stretch from Caloocan to Alabang, Muntinlupa.
The project will upgrade the PNR facilities, including railroad tracks, stations and flag stops, and repair of bridges in Pandacan and Alabang. The cost of Phase 1 is pegged at $50.42 million.
Phase 2, from the stretch from Alabang to Calamba, Laguna, will double railroad tracks. Existing stations will be rehabilitated and new stations constructed.
wheel of steel September 30th, 2007, 05:43 AM ^^ This is how things are going in the Linkage Railway Relocation Program of the Cities of Paranague, Taguig and Muntinlupa Railway Sections. The Paranaque section is highlighted by the yellow thick line and mostly belongs to Brgy. San Martin de Porres (about 3 kms of 20m to 30m ROW) will be relocated to San Pedro Relocation Site. Taguig section which highlighted by the blue thick line (about 5kms of 30m or more ROW) will be transfered to Trece Martirez Relocation Site in the Province of Cavite. The Muntinlupa Section on the other hand which is the biggest section of Linkage Project Relocation Program will displace more than 10000 families and will be transfered to New Bilibid Prison Relocation Site.. Muntinlupa section is about 10kms of 30m or more ROW and enough to complete the 1st phase of the Linkage Project which is only up to Alabang... Muntinlupa relocation will exceed Alabang Station and will mark the start of the 2nd phase of the Linkage Relocation Project... All of these relocation will be conducted starting this month up to December...

^^ Nice Ed.. ha ha ha... hmm it all appears that San Pan Pablo isn't really a mess... Like here in Albay, but in Legazpi damn, the squatters were all allowed to built concrete houses... Many thanks el sa photos, more power to you and your work. If the Southrail begins constructions, we will have so many stories to share... Relax ka lang, marami tayong updates next week....
wheel of steel September 30th, 2007, 10:31 AM ^^ Magandang hapon mga babae!!!  Here's the situation of the Laon Laan to Espanya Sections were the affected families only moved out 5m from the outside rail of the railroad... We have no confirmation yet whether the theres already an agreement between them and the government.. But all I can say is that most of the line from Caloocan to Calamba except this section would have at least 20m and more ROW. Maybe for starters, they have agreed to be like this since most of the establishments are concrete and very hard to move out. Some of them have a business there...

In this way they could have much time to move out...
The vice president said during his visit at Paranaque Section of the railway last July that they are planning to expand the railways into 4 tracks. No confirmation yet as of this moment to where it could be laid off. It's very obvious that they are targeting 30m ROW. 15m easement is not enough for a double track since it would be needing at least 30m to lay those 4 tracks safely...

Lucentino September 30th, 2007, 03:06 PM Hi guys, been away for too long :) ... how is it going?
alcogoodwin October 1st, 2007, 05:52 AM Good morning ladies! It's been awhile since I last visited this thread. I was monitoring the investigations regarding the NBN fiasco. I was a bit worried about Sen. Santiago's (To be honest with you guys, She is one of my favorite senator.. :D) comments about the Chinese. Hopefully, it won't hurt the Northrail-Southrail project. I came across a blog site of *I guess* Brad's group. Very very informative! I learn a lot from it. :D
If it was a blog site it is probably the one done by a friend and fellow PRHS board member.

hehehehehehehe
I watched all this on ANC :)
Did they accept the apology? I can't understand these forced apologies ever being accepted. She must have mean't it to say it in the first place and if there was no outcry I bet she would not have taken it back.
Got to admit though, she has a lot of guts and is a tough Pinay to come out and say it.

wheel of steel October 1st, 2007, 11:55 AM I find it very hard to catch up with the discussions here...

^^ Relocation program of the squatters was already part of the Southrail Construction and infact the most important recipe for the success of this railway project... Remember, the contractors are very much eager to come up with the whole clearing of the line and they will only start the actual construction if the whole line was cleared. That's the bottom line here why we all find it hard to rebuilt our railways simply because if we can't clear the squatters, there would be no proponents that would willing to invest in the first place... And also this is the very main reason of the failure of PNR to come up with a healthy revenue. Passengers always complain about those squatters always and mostly are disregarded permanently.
I think the better way of approach here is to accept whatever accomplishment have been done so far. Weve seen it all already that major portions of Southrail was cleared and some only awaits the completion of their respective transfer places.
The government is very much serious about this and I see that they are doing it in a humane way. Let us give them a chance to finish their relocation activities and to finally start the actual construction of this railway. Let us not loose our hope because we've already seen sings of progress, at least bit by bit.

Yep thats our mate Jaime. He is an encyclopedia of Philippine history and knows so many people.
We found him by chance on the internet and he is a major part of our desire for the railway historical society. I have yet to meet him, but the other guys have.
He has done extensive mapping of the Philippine railways on Google, all of which can be seen on that site.
The site is so good that I pretty much removed most of the historical content from mine and now concentrate on the current and more recent stuff.

^^ The contractor did not agree to construct it portion by portion but instead wait to clear first the whole length of Caloocan to Alabang Segment..
Ahh... good news, a while ago a friend of mine from Cabuyao informed me that some of the houses their starts to move already... Likewise in the Paranaque Section just near the FTI Station... Another major relocation would be conducted this Middle October along the whole length of Muntinlupa portion of the railway including the Alabang Station. So we would be expecting massive relocation activities this month thereafter. Demolition in this areas will take about 1 month to finish.
With regards to Blumentrit-Tayuman and Blumentrit-Caloocan Station, a few developments are already happening but surely they are scheduled this November...

Yeah this would make more sense, it ensures the shortest amount of disruption to rail services (such as they are) on the section.
If the tracks weren't in such bad condition they could theoretically run the current services on one line with crossovers, while the other line is rebuilt and then swapped over.
But with the whole formation in such a bad way it is just easier to close the lot.

ponso October 3rd, 2007, 09:43 PM Hi Nathan,
Thank you to you, Brad, @wheel_of_steel and everyone else for posting updates on Northrail - we are indeed all very excited that trains will soon run again north of Manila.
I am quite hopeful that in a few years, I will simply disembark at DMIA, take the train to Tarlac and be picked up at the station a few kilometers away from our house, without the hassle of having someone to pick me up deep into Manila's traffic -- like I would use the Heathrow Express and Gatwick Express to whiz me from central London to these airports in minutes.
I used to ride the train from Tarlac to Pangasinan in the early 1980s whenever my family visits my grandparents and I did get to be very excited about riding the trains, and about seeing lolo and lola.
And I still am excited about trains. In fact I commute daily between Twickenham station to London Waterloo plus a short tube ride to the City (parang Makati CBD or Wall Street ng London). Twickenham is located in what we call Zone 5 (out of 6), and about 25 kilometers away from the City, but my trip only takes 20 minutes on an express train!
And everyday, I never fail to be fascinated by the trains. London Waterloo is equally impressive - it has 19 platforms for local trains to Southwest England plus 5 more for the Eurostar - and it is truly amazing to use this station ten times a week.
I hope Filipinos will also be able to experience the efficiency and comfort of the railways. Having seen pictures of Malolos and Guiguinto stations, I share everyone's dream for a truly world class railway system for our country.
By the way, your videos are very interesting. The West Coast Main Line is used by Virgin Trains' Pendolino tilting trains which can reach speeds up to 125 mph / 200 kph.
In fact, next week, I am taking the Pendolino from London Euston station to Liverpool where will stay for a couple of days - 200 miles / 320 kilometers for just 2 hours 30 minutes. It's not as fast as the Eurostar or the French TGV, but it's still very fast, I think. It's not cheap though, my round-trip ticket costs GBP205 (about PHP19,000; it's for peak travel; off peak I think is only about GBP60) and that's just standard class, not first class - but of course it gets to the company credit card, not my own!
Again, maraming salamat and please keep the updates coming - they simply make my day!

^^ Bicutan developments have already begun in a slow process due to unfinished relocation sites.. Eventually they will all be evacuated in time for the massive relocation activities to be conducted by mid of October, as promised by the NHA. Further developments also noted along Southrail1A, where preparations for constructions are already on mainstreams such as the land acquisition and the approval of the squatters to be relocated. Construction can be easily facilitated even if there still squatters in the area since a lot of these houses are at a distance from the rails compared to Linkage ROW. Then relocation can be proceeded and expected to end before Southrail1A finishes.

^^ I think the fastest tilting train I know suitable for narrow gauge operation was the QR Tilting Train of Queensland, Australia where trains runs at max. speed of 160kph to 170kph. The trains was built by Hitachi Corp. Japan also operates lines with max speed of 150kph... Notable ones are the Super Hitachi, Fresh Hitachi, Super Hakucho Limited Express and a lot more commuter lines. In Taiwan also, their fastest one was Taroko Express with max speed of 140kph.
wheel of steel October 4th, 2007, 09:34 AM ^^ Possible outcome of the Linkage Project from Caloocan and Tutuban to Calamba, a 4 track railroad with 30m ROW and 7.5m safety buffer both sides of the outside tracks... The design came up based on how will this line will anticipate and eventually handle more trains in the near future...
Configuration:
From wall, 7.5m to the first track and 4m between tracks. Same on the other side and the center would have a 5m distance between the 2 inner tracks...

alcogoodwin October 6th, 2007, 01:41 PM Hi Nathan,
Thank you to you, Brad, @wheel_of_steel and everyone else for posting updates on Northrail - we are indeed all very excited that trains will soon run again north of Manila.
Hi ponso,
Great to hear from you.
I have long had a interest in the railways there in the UK, but mostly in the earlier diesel days.
Look forward to chatting with you.
Brad
alcogoodwin October 6th, 2007, 01:47 PM ^^ I think the fastest tilting train I know suitable for narrow gauge operation was the QR Tilting Train of Queensland, Australia where trains runs at max. speed of 160kph to 170kph. The trains was built by Hitachi Corp..
Actually built by EDI Rail in their Maryborough plant. Formerly the famous Walkers plant.
Brad
alcogoodwin October 6th, 2007, 01:56 PM are the trains and the interior for real?! if it is, then it is really more modern than all of the existing rail systems here in the philippines
The photos are real, but the trains are artists impressions.
The impressions don't show a DMU, however thats what they are supposed to be getting.
The longatudinal seating was the catalyst for the biggest arguement in PhilippineRailway Yahoogroup history :(

^^ The arrangement of the seatings was the extension of an LRT Service to Bulacan. Just like in Japan specifically along the Joban Line.. Mito is a city part of the line and is about 125km north or Tokyo but still being serve by a commuter train with a longitudinal seating arrangement. I think this is also adviable in places wherein there is really a substantial passenger potential. Northrail once operational is targeting as much as 40000 passenges per hour.
wheel of steel October 7th, 2007, 02:25 AM ^^ In Malaysia however, the KTMb from Kuala Lumpur to Rawang to Ipoh has a conventional seating arrangement. I guess not much passengers are taking this train. In the case of Indonesia, where trains run as far as 100km from the major cities of Jakarta, Bandung and Surabaya where train seating configuration remains longitudinal despite of the distance.
I think as far as the Manila to Clark route is concerned, most of the train really would have a longitudinal seating arrangement with exceptions to limited and express trains where passengers totally needs confort..

"Home Along The Riles" Residents Stage a Rally
By Online Staff
Posted : 8/15/2007
Squatters living along the railway tracks are against their relocation to relocation sites due to the impending Northrail and Southrail projects.
Muntinlupa Mayor Aldrin San Pedro together with Senator Rodolfo Biazon and Representative Ruffy Biazon inspected the relocation site at the New Bilibid reservation area and found out that there is no access road and no electricity which will make it hard for the relocated families to send their children to school, live in their new homes or earn a decent living.
San Pedro is asking the government to complete the facilities before relocating the families.
However, affected families in Caloocan City are far more lucky than their counterparts in Muntinlupa. The local government and the Urban Poor Affairs Office will be able to give them a relocation site in Bagumbong that is accessible to schools, hospitals, markets, terminals and main roads.
Meantime "riles" residents in Sampaloc, Manila are not complaining about the Northrail and Southrail projects but are complaining why they have to be relocated to sites that are far from where they work. The residents who have been living in the area for more than 30 years are saying that they are willing to pay for the allotment of the lot where they reside. There also residents complaining that their houses are built five meters away from the outer railway tracks but still are included in the demolition. ha ha ha ha ha ha!!!
Lucentino October 7th, 2007, 09:36 AM Good day guys!

I am kind of insecured here cause I havent posted yet a big contribution here actually taken by me. So I just keep on doing what is good for our thread. Kahit konting posts and goog news lang, ok na. Baka kasi mapabayaan natin, sabihin ng iba specially our foreign friends here na wala talagang tayong care and interest sa railway rehabilitation. tssskkkk... tsssskkkk.... Government is spending a lot of money for this project and we always have to appreciate it whatever moves they are doing.
alcogoodwin October 7th, 2007, 11:31 AM Howdee,
Believe San Mig Crp are building some towers of condos very near to Pasay Road station.
Am told that the commercial floors go up to the 7th, with the 8th onwards being available for condos.
With a little care in purchasing one could really have a nice PNR view huh. Would like to get one but a little to expensive for me sadly :-( Shame, would have been great for a PNR webcam to.

wheel of steel October 7th, 2007, 12:11 PM ^^ I really had a good feeling that Linkage Project would give substantial boost to PNR's revenue.. Remember, this time no more squatters. Having a lot of squatters before lost bunch of sentiments from riding public. This is our chance to improve our railway system.. Infact, I already imagine the railway being so clean and free from obstruction with modern and very fast express and commuter trains running at most 100 to 120kph.
wheel of steel October 7th, 2007, 12:19 PM ^^ Good News, the Philippine National Railways website is working now. But the contents are a little not updated. Check this out at www.pnr.gov.ph

Well I guess the "Pabahay Sa Riles" would be a cheaper alternative . I wonder if these structures would bother train operations in the future if left out.

I want to be as optimistic as possible about this Southrail project, but looking into the past 3 administrations (1992-Present), they have nothing to show in terms of large infrastructure project accomplishments for Quezon province and Bicol... Shame:ohno:

^^ I am positive that this "Pabahay Sa Rilest" would be again catasthropic event if left unresolved. Ramos administration have already implemented it before but was never a success since families residing in this Pabahay sa Riles abused their rights over what the government is supposedly agreed between them. I think effort of the government to clear first the squatters together with this existing pabahay sa riles before any actual constructions begin shows how the government is carefully following an super effective and humane but costly relocation that will solve our long squatter pandemic issue..
The proponent and the contractor is always right. Clear the line first before any implementation be done because this is also for us and for the success of the operation of our newly soon rebuilted railways system.

Actually, only this administration has a clear and step by step railway program in our country for the last 22 years since democracy was back. It is just a matter of funding why this project was long been delayed. If we could only get what amount we want, then there would be no problem at all. Thanks coz we have this proponent already to start the project. Only the clearing of the line is required to fully start the construction....

alcogoodwin October 8th, 2007, 09:53 AM Close this MANILA, Philippines--THE DEPARTMENT of Transportation and Communication (DOTC) is embarking on a project to interconnect the North and South rail lines by 2010.
In line with this target, Transport Secretary Leandro R. Mendoza has directed Philippine National Railways (PNR) general manager Jose Ma. Sarsola II and North Luzon Railway Corporation (NLRC) president Arsenio M. Bartolome, to conduct a study for the seamless operation and inter-operability of the North and South rail lines.
Mendoza said in a statement over the weekend that the establishment of seamless operation and inter-operability of the North and South rail systems will provide a fast, convenient and reliable transportation service, connecting the northern provinces of Luzon to the southern regions.
He expressed hope that the rail connection would spur trade in North and South Luzon, and provide more job opportunities, increase the income of producers, and stimulate social development opportunities in areas traversed by the rail systems.
He instructed PNR and NLRC to make sure that, once Phase 1 of the Northrail and Southrail projects are completed, seamless operation of the rail line will take place.
The Northrail-Southrail Linkage Phase 1 will traverse the cities of Caloocan and Muntinlupa, passing through the cities of Manila, Makati and Taguig. For Phase 2, the rail line will run from Alabang to the province of Calamba, Laguna.

Anyone?

To biggest question is owner of trackage/equipment and the interchangability.
Its all OK for the government to start asking for easy travel between the operators, but in reality it may be a little harder to achieve. From talks I had with them, I don't think the PNR will be to open to the idea of Northrail on their trackage.
This all assumes that the safeworking/electrical systems are compatable anyway.

^^ Definitely a correct analysis. In Thailand, seamless ride in SRT is achieve since only one company owns their railway system. Malaysia too and Indonesia. In the case of the Philippines, we have two different operators will come. I think the best way for this is an agreement between the two in which only trains that will serve the seamless ride will put in place. I mean, PNR will be renting the line of the Northrail. Failure to provide seamless train ride will be uncomfortable to all passengers. Remember, Clark International Airport and Subic Freeport by the time the Northrail becomes operational will be the center of all RPs logistic needs be it commercial and industrial.

^^ So in other words, Eureka... I already found the answer, Northrail Ph1 in which orginally from Caloocan only will now be from Tutuban to Clark. Likewise the Southrail starts also from Caloocan and Tutubanto Bicol and Sorsogon. What matter is that if PNR doesnt want to be open to Northrail Corp. to any line sharing, then I see a 4 track railroad from Caloocan to Tutuban. This is the most important reason why our government is doing its best to repossed and free all of its Right of Way from any obstruction to maximize its usage..
harley October 9th, 2007, 02:53 PM how are you guys doing? :)
if PNR will start from tutuban. how will they maximize connection of PNR to LRT Line 2 (Megatren) in Recto? Do you think the government will try to connect these two?
Will they also try to extend PNR upto the Port Area since it's just a few kilometers away from Tutuban?
bagel October 9th, 2007, 08:51 PM Hi folks. Good job on this, one of the most informative threads in these forums.
As I am a mass transit enthusiast, I'm always pleased to hear about these new workings on the rails. But I have a newbie question (I spent the past several hours catching up to all the posts on this thread and whoo! You guys are great.).
So as I understand it, heavy rail in the Luzon right now is the sole property of PNR. Northrail is heavy rail, done in cooperation with a Chinese company (the legality of this partnership is still in question) and is a wholly separate and semi-private entity from PNR? Southrail on the other hand is what we are calling PNR's southern Luzon operations?
So trackage from Tutuban going south belongs to PNR, while trackage from Tutuban going north belongs to Northrail? Who is leasing time from who and for which portions then? Or is Northrail operating under license from PNR, so PNR owns the ROW, but Northrail is operating the line?
Is this something similar to what we have going on in the California rail system where trackage belongs to Union Pacific (for freight) and Amtrak and CalTrain both lease time on the tracks? Like in the US east coast rail system, where at least on the Northeast Corridor line from Boston through New York to Washington DC, Amtrak owns the tracks, and all the smaller regional rail companies lease time from Amtrak?

^^ Yup, Northrail is the first private investor of PNR and their line once operational will only be exclusive for their use only. Originally planned was Northrail will originate only from Caloocan. They also see more revenues if they will extend their operations up to Tutuban in Manila. Finally, Northrail will be from Tutuban Central Station to Clark and Northwards while Southrail will take their original route which is from Caloocan Station Southwards.
bustero October 11th, 2007, 04:33 AM It's not a BOT project so as far as i know it's PNR which will own and operate this unless they bid this out the management which I've not heard off. This goes for South rail as well. It's a "gov't to gov't" transaction that's why there was no bidding for the line right! The debt will basically be GOP and will show up in National Accounts.

The Real Crossing is near the Majestic city hall of Calamba. The contractors won't any have problems in taking down the buildings around the rail line since there are only few of them. On the other hand, the Parian crossing is somewhat teeming with buildings/structure. The picture of it looks pretty good but it is not. :D

^^ Mag vitamins ka para maganda circulasyon... he he he!!! Ok, for Sta. Mesa, Paco, Pandacan, San Adres in Manila, Makati ang Canlubang all are relocated to Southville, Canlubang, Laguna. For those relocates in Taguig, Paranaque and Sampaloc, they are relocated in Southville, Trece Martirez, Cavite. For Muntinlupa relocates, the newly built mass housing inside the government property near New Bilibid Prison in Muntinlupa. For Binan, San Pedro, Carmona, Santa Rosa are all in Trece Martirez in Cavite.. For Los Banos, Alaminos, San Pablo thru Lucena, local government thru NHA has already provided in city relocation sites for their respectives relocates...
For the Batangas Line, I think only Malvar and Lipa have so far cleared the line because the NHA has given lots 10m along the side of the PNR ROW. They receive the CELA last April, 2007
About the Naga City relocation, the NHA has already conducted the census and ready for implementation. The PNR also might be looking for another alignment because the former depot is too small to hande the Southrail Operation.
wheel of steel October 11th, 2007, 11:28 AM ^^ For the Caloocan Relocates, they will relocated to Novaliches, Q.C. For the Tayuman, Tondo and Sta. Cruz, undertaking to transfer them to Rodriguez, Rizal or Trece Martirez, Cavite. In between Lucena and Naga City, the numbers are too small too provide a big relocation site so their local government with coordinationo to NHA will provide the lots.
About the Sta. Cruz line, I think its up to the LABART consortium. This company is planning to develop this railway..
From Naga to Legazpi, no move yet as far as NHA is concerned. From Cotmun, Daraga to Matnog, Sorsogon, I think PNR has already bought the land some years ago as plan of MTDP, and no more relocation will take place.
bagel October 11th, 2007, 06:28 PM I'm still unclear about the owning and operating of these lines. So Northrail and Southrail are both PNR. It's just that PNR is contracting with a state agency in China for the construction of the lines north of Manila? Is the Chinese company also contracted to operate?
Also for the relocation, are they being relocated to just empty land or is the relocation site full of low-cost government housing?

^^ Northrail owned by the BCDA thru the North Luzon Railway Authority and uses the PNR North alignment. This is an executive agreement by the Philippines and China and the contractor was CNMEG. The PNR however has no juridisction over the operation of North Rail. The PNR on the other hand wants to rehabilitate its Southern Main Line with a loan granted by Korea and China. Priorities on the list are the rehabilitation of the line from Caloocan to Bicol and Sorsogon and the commuter and container line to Batangas City. Once completed, PNR will privatize all of its completed projects.
The Philippine Government thru PNR cannot anymore guarantee that the new rehabilitated PNR will effectively generate revenue still with the presence of squatters. The proponents of this project promises to fully developed the PNR but with the condition of the total clearing of the line. This means a full absence of slums along it full length of the line. Another big reason why the PNR hasn't been able to come up with a better revenue for the past 30 years because of the weak patronage from the riding public.
There's no other big purpose why they are seriously clearing the whole line to come up with a 30m ROW but to provide us with the best service the PNR can afford.
el_dasik_oo1 October 12th, 2007, 08:03 AM WoS: ok. thanks sa info.. Sayang sana pala nakaluwas ako kahapon para makapagiscout ng progress sa tren.. at siyempre.. makita yung A380 :D
alcogoodwin October 12th, 2007, 03:21 PM ^^ Definitely a correct analysis.
The initial problem is the lack of real communication between the two operations. Advanced technology really renders many systems incompatible with each other, unlike the good old days of steam when anything could go anywhere that clearances and track weight allowed.
Through Clark-Calamba services and will we see them? Nope I don't think so, at least not in the early days. Still reliable cross platform connections would go a long way.

alcogoodwin October 12th, 2007, 03:36 PM ^^ So in other words, Eureka...
Interesting, I am curious to see how they will go about access into PNR's Tutuban yard and station.
To have their own lines seperate to PNR lands would mean even more house removal and we know how popular that would be. Perhaps there is some track access agreement afterall.
Some arrangement would likely be put in place where Northrail cannot pickup at Caloocan for Tutuban so as not to take PNR profits on their section.

alcogoodwin October 12th, 2007, 03:46 PM It's not a BOT project so as far as i know it's PNR which will own and operate this unless they bid this out the management which I've not heard off. .
No this isn't correct.
Northrail is not owned and operatoed by PNR.
PNR 'may' retain the land ownership (although I have had no proof of this being the case), but they can't excercise any running right on it during the contract period. Otherwise they would not be so angry about the whole thing.

D
Mate,
As you drive through Calmba and take a right hand turn (for us it was to go out to Pagsanjan Falls) you cross the railway line right near the junction of the former one to Batangas.
Walk back towards Manila.
It is a bit overgrown at first, then you come to a section with concret roadway and rather tidy.
Keep walking another few minutes and you will notice a point lever ahead and then the points it controls.
You will be approaching the station.
About a hundred metres back from the crossing where you started was the physical connection to the Batangas line and former main south. However there is little sign of that nowdays.
