Along Da Riles - FREE E-Zine Trial

Hi everyone,
At the request of Rodney and a few others we are going to trial a free e-zine subscriber listing to see if sending the magazine out free via the internet has enough support to make it viable.
If there is enough interest for free electronic versions it will start with issue #7.

I still prefer the paper based publication, but time marches one and you can't deny that technology is changing the way we do things.
Paper copies will still be available (A$4) for readers who wish them, while free ones will continue to go to libraries, archives and interest groups worldwide. However the e-zine idea would certainly cut costs with the growing amount of readers and a desire to expand beyond the current size.

I am a little torn, I am so happy to see the old logo come back, I was certainly one of those who thought it was a mistake when they removed it.

However the new livery really suited the old logo.

However you can still have a nice modern livery with the old logo representing a link to greater times past and greater times ahead.

At the moment I am trying to contact my friend in Laguna who is planning to copy a stack of them.
Worryingly, he has not been heard of since his initial arrival in the Philippines and, quite frankly, I am worried for his welfare there at the moment.
If all goes to plan there will be numerous copies available of this one, all based at Paco for picking up. But still this is an unknown until I contact him.

From issue #7, as mentioned above, if there is enough interest in the idea there will be an ezine version of each issue. This will probably contain more photographs than the paper based version, and occasionally larger on the news as well.
So far in the last three days we are up to 17 free subscribers which is an incredible start.

Not a good look at a time they are fighting for more funding from the government, damaging the ones that were just funded.

Ombudsman Drops Graft Raps on Ex-PNR Officials

MANILA, Philippines – The Office of the Ombudsman (OMB) has finally dismissed the graft and corruption and grave misconduct charges filed against 14 former top officials of the Philippine National Railways (PNR) on the negotiated sales of its lot in Dagupan City in 2002, it was learned Monday.

In dismissing the complaints, the anti-graft body reversed its earlier decision finding the officials guilty of both criminal and administrative complaints, ordering their immediate ouster from the service.
In a seven-page decision, Overall Deputy Ombudsman Orlando Casimiro said the sale of the property at P2,800 per square meter, or for a total sum of P30.5 million, was not disadvantageous to the government.
He noted that two private appraising companies placed the value of the property at P2,300 and P2,500 per square meter.
"These facts negate corruption, bad faith or improper motive on the part of the respondents in approving the sale of the property," Casimiro said.
"Hence, there is likewise no ground to hold the respondents guilty of grave misconduct or any other offense as there was no transgression of some established rule of action, unlawful behavior or gross negligence committed by them," he added.
The respondents were all former senior management officials of the PNR and members of the board.
They were identified as Jose Ma. Sarasola, II, Jose Cortez, Primitivo Cal, Felipe Siapno, Waldo Flores, Antonio Bernardo, Dionisio Ramos, Omar Roque, Rafael Mosura, Nick Fernandez, Bonaparte Roque, Josefina Santos, Cecile Coquia, and Jose Varquez, Jr.
At the time the case was filed, Sarasola was then the president and chief executive officer of the PNR. Cortez was the chairman while Flores was then the senior deputy executive representing the office of the President. Bernardo was Finance Undersecretary. Cal and Siapno were former directors and the rest of the respondents were senior officials of the PNR.
The OMB admitted that it was not aware of the prevailing situation at that time warranting the immediate sale of the said PNR property such as the Asian financial crisis in 2002 and that the PNR needed the money to pay its maturing obligations.

Arrgggg... delimmaa in the making. No more Naga Ligao trains since they brougth back DMU2 to Manila. :ohno: Popularity of PNR begins to fall after train operation halted.

^^ The PNR though is less of a threat than the LRT or MRT precisely because in comparison to the latter, the former has significantly less traffic.

I think da best is the big 3 they are the Sy Family, Ayala, and Pangilinan who have vision for a bullet train here in the Philippines should invest for a new railway system that will link the North and South with branch line and the concept is elevated railway and no more epal goverment leader o walang paki alam sa riles ang eepal di ba.:)

sa kuala lumpur din eh...may prawn farm pa nga na malapit sa mall nila...so clean and their infrastures are first world class...very convenient...may gardens sa frontage ng mga townhouse nila...puro lettuce pa...pipitasin na lang at lagyan mayonaise salad na hahaha...wala gaano pollution tapos ang dami pa small lakes at may subrang laking crater na ginawa nilang to

Gumaca's railroad is not yet done compare to Plaridel. Most of the ties in Gumaca are still the same. Old and rotten wooden ties. No concrete ties visibility on the area. The same situation is applied in Calauag railroad crossing along Maharlika highway.

Goodness, I wouldn't take the contents of these anywhere near a steam locomotive - twould be a mini Mayon.

If they still carry fuel I guess it would be road hauled in and stored into the remaining tankers, of which I think there are 5 fuel and 1 water surviving.

There used to be a branchline in there.
You can see the ROW between station and bridge.
Some street directories still show it.

i'm just wondering as to how those ex-JR East 203 series EMUs will be converted to DMUs once they are transferred to the PNR. are they going to become somewhat similar to the Hyundai Rotem DMUs that the PNR already has or are they going to become mere coaches that will be pulled by the Blue Whales?

Am quite worried about all the current terrorist threats against railway locations over there.
Please always be careful and always report the slightest little thing that seems out of the ordinary, especially bags left on trains etc.
Want to see all my railway friends safe and in one piece when I am next back in Manila. I do pray one day that my second home can live in peace, there is enough problems for people to face without this sort of scum causing this sort of havoc.

Take care all of you while riding the rails. Remember, railfans of all countries are the best eyes a rail operator can have.

The LRT/MRT do an amazing job when it comes to security. They check everyone totally, more so than has ever been done here. They feel you up and down and go through bags to a certain extent. Unlike supermarkets, I am happy to see they treat me the same in these inspections, as a loonatic does not have to look like a local.
The LRT/MRT almost borders on paranoia, but it should work. Although when they ban photography you have to wonder if they have much faith in this security. Photography is no use if you can't do anything about it later.

The PNR sadly would be an easier target without the same bag checks of the LRT/MRT. Though such bag checks, admitedly, would be harder for this operator.

So PNR should increase bag checks etc, but keep the paranoia at bay.
LRT/MRT is doing fine, but could become a little more customer friendly and reduce the paranoia after the security checks.
You can't really clump them together in a singular vote.

Not yet. Rehabilitation/repair of the line is currently undergoing, especially in the Quezon - CamSur area. Though the Hokuriku Sleeper Coaches have already arrived in Tutuban.

IMO isa lang ang masasabi ko sa Rail Infra ng Pinas, mukang hindi talaga priority ng gobyernong ito ang Rail Infra development. Kung nakatutok eh di nakatukok, kung hindi ay hindi. Tayong mga railfans at concerned citizens ay matagal nang naghihintay sana dumating talaga na maisip nila na buhayin ang railway system.

Naalala ko nga pala, with the recent concerns sa pipeline around Makati sana kung buhay pa rin ang railway line from Batangas eh di puwedeng gamitin ang railways bilang secondary transporter ng krudo. Palagay ko second ito sa efficiency when it comes to moving crude oil and other petrolium products. Nag post na nga pala ako dati dito about the FPIC kasi ang father ko ay dating employee ng FPIC. Dati kasi noong early 90s sumasama ako sa kanya sa work nya doon. Ang pumping station #1 ng FPIC ay located sa Batangas city. Ang gate ng pumping station compound sits right next to the the old MRR ROW. Pero sa part na yun ng row ay natabunan na ng lupa ang riles, pero kung titingin pa sa malayo ay may makikitang riles ng nakalabas. Pati ang housing ng FPIC sa Batangas ay katabi rin ng ROW katulad ng sa amin dito sa Alabang. Sabi kasi ng Tatay ko na mayroong siyang boss na dating boss din sa PNR si late Colonel Villa.

Kahit din ang Sucat Power plant ay sineserbisyuhan ng FPIC dati noong kalakasan ng black oil line, kaso lumipat sa coal energy ang plant. Pero ngayon totally wala na itong Sucat Power plant. Oops OT na pala ako..

Iniimagine ka nga dati na sana kunin ng FPIC ang row ng PNR gamitin din sa pag transport ng petrolim products. Kulay green kasi ang tema ng FPIC kaya malamang green whale ang gamitin hehe. Kasi ang pumping station sa batangas ay akmang-akma para gawing yard.

Ang kailangan na talaga pondohan na ng national govt ang electrification system ang PNR Caloocan to alabang or next phase calamba.Talagang yun ang nasa plano ng DOTC.Issues talaga dyan yung Aircon, Electrical, Door Mechanism,Di namam pwede ibyahe na nakabukas ang pinto sa apaw pa naman ng passengers. Sa Dami ng 83 pieces ng 203 Ex JR Emu's baka iba lang dun matennga kasi 3 lang ang BW 900's at 2 P'Car lang operational 3 Out of 21 sets lang magamit na emu's na donated.

The locomotives are quite young.
We have locos between 50-60 years old hauling heavy freight trains, so it wont be to taxing on these locos to haul a few passenger cars.
The 5000s are only a 1992 build from memory, this being almost new in railway terms. Locos twice this age are on coal drag duties here.
In reality the locos are not aging so much as poory maintained due to lack of funding.

The PNR LRT MRT Facebook site. I have given up posting just to have them removed. A mate from western NSW even swore on there and it lasted longer than some of my relevant posts.
No great problem, I struggle to keep up with everything else, so the lessened burdon is always welcome :-)

I suppose the problem nowdays is that if they don't, and something did happen (despite being unlikely), people will blame them. In America they would likely try to sue them.

My advice to people I meet is to go to the Philippines and judge for themselves. The Philippines is a fantastic place, a place I never wish to leave. Australian's, or anyone, making a judgement without actually going are just being ignorant.

Preservation Congratulations
I was honoured to have been invited to Saturdays celebration for the return of SMR10 and SMR18 to East Greta Junction.
East Greta Junction is the junction from the government rails of the famous South Maitland Railways, the huge coal system these locomotives once called home.
It has been a long battle, but they finally came home and were in steam on Saturday for the big event.
Now they are home, they will be in the capable care of 'Friends of SMR' and will be steamed for special occasions.

Onya FoSMR, we are all very thankful for your efforts to bring these grand ladies home.

Can't the carriages be wired to run off the produced power from the locomotives without need for a powercar?
Same as a 7A, but perhaps in a better way?

sad to say sir the PNR locomotives doesn't have an HEP(head end power, that's a separate diesel engine) that supplies all the electrical needs of the carriages,
that's the reason why the commex coaches has only two lights per car during the night trip, those lights draw power from the locomotive's batteries that can only supply 64 volts, hardly enough to power up 10 fluorescent lights.

going back to your question sir, the carriages do really need a power car, because the PNR locomotives aren't specifically for passenger operation use, they don't have HEP and doesn't have space to put even a small generator in the locomotive's already cramped hoods, the only way to provide electrical power to the coaches is to use power cars.

it would be possible to revive the other 2 power cars(7C-115 and 7BP-7) just by simply installing new diesel generator sets inside them(that is, if their generator engines aren't repairable anymore..

i also saw a boxcar that is converted into a baggage car in tayuman yard. that car is coupled on to 7BP-7 and is painted blue, that car too can become a power car by installing a generator set inside of it.

in alaska railroad, they used locomotives instead of baggage cars as power cars. they converted their old EMD F40PH passenger locomotives into power cars by removing the diesel prime mover and replacing it with a huge diesel powered generator.

maybe our old locos can serve similar purposes in order to save them from being

yun nga lang po, may issue lang sa weight, bawal sa bridges ng pnr ang 2 magkatabing locomotives, pero kung gagawing purely power cars nalang naman ang isang locomotive, di na nya kailangan ng mga traction motors, air compressors, auxilliary generators at iba pang apparatus kaya gagaan na din sya, tapos sa cab lalagay yung controls ng generator.

why not? at least, some of the older locos that the PNR has can have a second lease in life as power cars. hopefully, the PNR would consider such an idea. :)

The Brits did something similar for electric train heating with a few old locomotives.
Actually I mean't purely from a power car point of view. If they wished for luggage car they could always string another BC for such purposes.
There used to be a BC laying around marked 'PASSENGER BAGGAGE' or similar. It has since been scrapped. I assume the idea of a BC for baggage has already been used with that car.
A BC painted in the new livery would look quite the part as part of a train consist and similar things have been used elsewhere.

Andal recently filed a petition for certiorari before the Supreme Court (SC) seeking to nullify President Benigno S. Aquino III’s EO 2 as well as the appointment of Junio M. Ragrario as the new PNR general manager.

He also sought the issuance of a temporary restraining order (TRO) enjoining Ragrario from performing the functions of and sitting as general manager of PNR and reinstating him to the office.

In a 24-page petition, Andal argued that EO 2 violated his constitutional right to security of tenure and due process of law.

Last March 5 or six days before the start of the constitutional ban on midnight appointments, then President Gloria Macapagal Arroyo appointed Andal to a six-year term on the PNR.

Since he was on official trip abroad at the time of his designation, Andal only took his oath on March 16. His appointment is supposed to expire in 2016.

But Andal claimed Undersecretary Glicerio V. Sicat of the Department of Transportation and Communications “illegally and unceremoniously removed” him from his post last September 7. On the following day, Sicat turned over the position to Ragrario.

In assailing EO 2, Andal said the presidential directive “was issued without jurisdiction, or with grave abuse of discretion amounting to lack or excess of jurisdiction” on three grounds.

Besides violating his right to security of tenure and to due process, Andal said EO 2 also unduly expands the ban on midnight appointments and usurps the power of judicial review.

Last October 12, the SC issued a status quo ante order enjoining Malacañang from removing Secretary Bai Omera Lucman of the National Commission on Muslim Filipinos.

Yes, I agree with you wholeheartedly on this. I personally know Mr. Andal (not because of PNR), and he has been in the GM post since last year. He has done far more accomplishments with PNR during his short stint compared to that of his predecessor, who lasted I think the whole 6 or so years of the previous term.

It's quite sneaky that the government is nailing him on a technicality, which is the date of his oath-taking and not the date he was officially appointed. BTW, Mr. Andal was the PNR Chairman before he took over the GM post vacated by Jose Sarasola and before he (Andal) was replaced by Mike Defensor for the chairman role, an obvious political accommodation of GMA.

Oh yeah. He was successful even before he got into government. But I think what he has done for PNR is something we haven't seen in the last decade. You got to give credit to him for starting something great...

As for Ragragio, it seems that he's following the track of Bertie Lim (DOT). At least they should have done something about the opportunities that were presented during the transition (like getting the rest of the Japan Railways sleeper train donations). If Ragragio doesn't act soon, those donations will soon become scrap iron:ohno:
