The focus of the new leadership of the Department of Transportation and Communications (DOTC), under defeated vice presidential candidate Manuel Araneta Roxas III, are the SouthRail railway system from Manila to Legazpi City and the controversial NorthRail system from Metro Manila to central and northern Luzon. But while the President said the Panay-Iloilo railway system hasn’t been discussed, he raised doubts whether it was feasible to revive it. Mr. Aquino said he believed it would be more economical to use trucks if the distance was less than 300 kilometers. He said funds that would be spent for the railway project might be better used on roads. The rehabilitation of the historic Panay railway system is among the major infrastructure projects being pushed to boost the island’s economy. In a meeting held in April in Capiz, the home province of Roxas, the Regional Development Council (RDC) of Western Visayas approved the P15-billion proposed project. The railway system will connect the cities of Iloilo and Roxas spanning 170 kilometers and will include access routes to the international port in Iloilo City and airport in Cabatuan town in Iloilo. Lets remember that the trains running in Manila had nothing to do with him and the expansion north to Caloocan appears to have come to a grinding halt since he came into power. Graham Holt (or bigrabbits) passed away suddenly from a heart attack late last month, a day after his final posting to our PRHS chat forum, of which he has been a member for many years. To say that his passing will leave a huge hole in the hobby of Philippine railway history would be an understatement, he was more often than not the one person who kew all the tough answers, especially regarding the less researched industrial railways. Graham and I locked horns on numerous occasions. Being a very serious man, the Aussie humour did not always sit well, however I have much to thank him for, especially in the days following the death of my dear friend Bill, also due to heart attack. Like Bill, he hoped that negativity in the hobby would eventually subside and we would all work together on the important task of researching and learning history. I think most of us are also hoping the same thing will eventually occur. Graham had been working on and off on a book of Philippine railway history. I am unsure how far this project has come along, but I sadly expect that it will never be published. One could only imagine what we could have learn't from it. Both Karel and I have been talking about a area dedicated to Philippine railfans should a railway museum become a reality in Manila. Along with Bill, hopefully Graham's name will also be immortalised as part of such a section. This time, though the rails are still there, the embankment is no longer visible and and intact, hence full of sand. There were also mini rivers that crosses the railway. From my observation, the track now really badly needed a brand new RECONSTRUCTION before it can finally be restored back to it's normal service. The PNR Management here also reported some damages between the portions of Ligao and Iriga. And somewhere in Pili and Naga.... Regrading the line even if is only a portion of the track will cost more, I think the installation of ditches and box drainage will temporarily solve the problem. If they plan to construct high embankment, I would rather wait for the implementation of Mainline South Upgrade. A part of the program of the Mainline Upgrade is not just construction of of brand new standard guage track parallel to the existing one, but to put the whole line into an all weather proof railway line.
