ILOILO CITY—The Visayas can wait.

The government’s priority on railway systems is Luzon, according to President Benigno Aquino during his visit to Capiz on Tuesday.

Mr. Aquino said a proposal to revive the railway system that connects Panay to Iloilo has not been discussed.

The focus of the new leadership of the Department of Transportation and Communications (DOTC), under defeated vice presidential candidate Manuel Araneta Roxas III, are the SouthRail railway system from Manila to Legazpi City and the controversial NorthRail system from Metro Manila to central and northern Luzon.

But while the President said the Panay-Iloilo railway system hasn’t been discussed, he raised doubts whether it was feasible to revive it.

Mr. Aquino said he believed it would be more economical to use trucks if the distance was less than 300 kilometers.

He said funds that would be spent for the railway project might be better used on roads.

The rehabilitation of the historic Panay railway system is among the major infrastructure projects being pushed to boost the island’s economy.

In a meeting held in April in Capiz, the home province of Roxas, the Regional Development Council (RDC) of Western Visayas approved the P15-billion proposed project.

The railway system will connect the cities of Iloilo and Roxas spanning 170 kilometers and will include access routes to the international port in Iloilo City and airport in Cabatuan town in Iloilo.

The project is the first phase in the revival of the Panay railway system. The second phase involves reviving the railway system between Roxas City to Caticlan in Aklan, the jump-off point to Boracay Island.

Iloilo City Mayor Jed Patrick Mabilog, chair of the RDC’s infrastructure development committee, earlier said the project has been endorsed by government units of Roxas and Iloilo cities, the provinces of Capiz and Iloilo and the municipal governments of areas along the railway system.

Ro-Ann Bacal, regional director of the National Economic and Development Authority, said the revival of the railway system will significantly increase access to goods and services and help ease traffic on national highways.

Jerry Adevoso, president of Panay Railways Inc. (PRI) which is pushing for the project, said DOTC studies have shown that the project is economically feasible.

The project, he said, could be put under the public-private partnership scheme of the Aquino administration.

“Private, local or foreign investors will foot the entire bill. No government funds, loans, guarantees or subsidies are being required,” Adevoso told the Inquirer in a phone interview on Thursday.

He said at least three foreign and one local investor have given unsolicited offers to invest in the project.

“If there is an investor, what is objectionable about this? And why can’t it be done immediately?” Adevoso said.

not trying to extinguish your burning hearts here.. but isn't it nice if we give Pnoy some more time first? at least in manila there are passenger trains running..unlike here in cebu. there is NONE at all!



and he has done such a good job thus far....

Lets remember that the trains running in Manila had nothing to do with him and the expansion north to Caloocan appears to have come to a grinding halt since he came into power.
Had the semi-rebuild of the Bicol line not already been in full swing, I doubt we would have seen it started in the current government.

Recommendation:
pag-aralan muna ng mabuti ang project bago magsalita ng kung anu-ano para hindi sila mag mukang tanga at hindi handa.

But while the President said the Panay-Iloilo railway system hasn’t been discussed, he raised doubts whether it was feasible to revive it.

Mr. Aquino said he believed it would be more economical to use trucks if the distance was less than 300 kilometers.

He said funds that would be spent for the railway project might be better used on roads.

Part 2: Riding the New Shanghai - Beijing High Speed Line （高铁）

This was one of the highlights of my trip to China. My Chinese friend was able to reserve second class tickets for us. Each ticket was 555 yuan or about 85 USD for the five hour trip.

Highest speed I saw was 310kph but average speed was from 297 to 306 (the train was supposedly delayed 9 minutes)

Note: I didn't take pictures of the interior because I was actually down with a fever that day and just sat in my seat.

The trip was definitely very smooth and more reliable than the airlines (so says my friend)

Yes, ayan po ang config ng B.E. ngayon habang kasama sa byahe ang isa sa mga car series. at Oo mas magaan ngayon ang pag hila ni 918 dahil isang sleeper coach lang them the NR + CAR na.:)

Tsaka minsan di skatong 6:15 umaalis sa tutuban minsan ahead mga 6:09 or 10 kasi befor 6:15 nakadaan na nang blumentriit.

Hi everyone,

It is with much regret I have to announce the passing of another one of the hobbies greatest helpers, and long time contributer to the PRHS internet chat forum.

Graham Holt (or bigrabbits) passed away suddenly from a heart attack late last month, a day after his final posting to our PRHS chat forum, of which he has been a member for many years.

To say that his passing will leave a huge hole in the hobby of Philippine railway history would be an understatement, he was more often than not the one person who kew all the tough answers, especially regarding the less researched industrial railways.

Graham and I locked horns on numerous occasions. Being a very serious man, the Aussie humour did not always sit well, however I have much to thank him for, especially in the days following the death of my dear friend Bill, also due to heart attack.

Like Bill, he hoped that negativity in the hobby would eventually subside and we would all work together on the important task of researching and learning history. I think most of us are also hoping the same thing will eventually occur.

Graham had been working on and off on a book of Philippine railway history. I am unsure how far this project has come along, but I sadly expect that it will never be published. One could only imagine what we could have learn't from it.

Both Karel and I have been talking about a area dedicated to Philippine railfans should a railway museum become a reality in Manila. Along with Bill, hopefully Graham's name will also be immortalised as part of such a section.

I may no longer be riding the rails that regularly due to my lack of free time alotted to adventure, but to show you guys I'm still around and still interested in PNR, I share with you an updated earwitness account on PNR's horn sounds - gathered from YouTube videos some of you uploaded, as well as from what I remember of the last times I've ridden on trips pulled by some of the locomotives I'll mention below. (Musical note proficiency courtesy of my music teaching American girlfriend, with whom I happily celebrate 5 years of dating!)

Why? Two reasons I give:
1. A prolonged overblow resulting in detached notes is evidently a sign of neglect and/or incompetent maintenance of the horn mechanism (my personal opinion).
2. As I said before, honestly, a "paos" horn sounds more like a comedy prop than a warning signal! If - Heaven forbid - I were to die being run over by a train, I wouldn't want the last sound I hear to be a warning signal that doesn't sound as serious as intended. (My sincere apologies to anyone who may be offended by this, BTW.)

Hope to ride the rails again someday, y'all....

25,000 state employees at risk of losing pensions

OVER 25,000 government employees may lose their pension and other benefits unless some government agencies and local government units pay P2.38 billion in contributions and loan payments, the pension fund said Thursday.

Some 287 government agencies and local government units were suspended at the end of June for not remitting their employees’ premiums, loan payments, and other compulsory contributions that had been withheld from their salaries, pension fund spokesman Margie Jorillo said.

As a result, she said, some 25,454 employees were ineligible to apply for loans or receive cash dividends.

Local government units account for a third of the delinquents in the GSIS list, and those include Caloocan City, which is P341 million in arrears. Its suspension is affecting some 1,600 GSIS members.

The others in the list are government-owned and -controlled corporations such as Philippine Postal Corp. and Philippine National Railways, line agencies, public schools and local water districts.

The GSIS has asked them to cooperate, saying they are responsible for ensuring that the pension fund’s members get what is due them.

“Suspended agencies can enter into a memorandum of agreement with the GSIS to settle their outstanding obligations,” pension fund president Robert Vergara said. Elaine Ramos-Alanguilan

Construction of monorail system pushed

MANILA, Philippines – The government is planning to construct an elevated and electric monorail system that will connect the Ninoy Aquino International Airport (NAIA) complex to the Light Rail Transit (LRT), Metro Rail Transit (MRT) and the Philippine National Railways (PNR) through public-private partnership (PPP).

After bidding out the concession of the Subic-Clark-Tarlac Expressway (SCTEx), the Bases Conversion and Development Authority (BCDA) said it is ready to take on a new project that will link Fort Bonifacio in Taguig City and Newport City in Villamor Air Base in Pasay City with the international and domestic airports in Parañaque City and the three major railway transit systems in Metro Manila.

“We would want the whole of Metro Manila connected through this elevated monorail system which will be operated using electricity,” BCDA chairman Felicito Payumo said during the sidelines of the agreement signing for the 33-year concession of SCTEx last Wednesday.

Payumo said the project planning is still in its initial stage and that the BCDA will need to coordinate with the Metro Manila Development Authority and the Department of Transportation and Communication as the project intends to benefit commuters from Makati, Pasay and Taguig. He said roughly 15 million commuters in all parts of Metro Manila will be connected once the electric monorail system is operational.

Payumo expressed confidence that the BCDA’s electric monorail project will be placed in the DOTC’s priority list of PPP projects since foreign and local interest on the project “is high.”

“I think it will be in the priority list because the interest on the project is very high. I’m sure there will be interested foreign proponents, who can take on the mechanical and electrical technology for the 40 percent foreign equity. And there are local firms interested to invest,” he said.

Manuel Pangilinan of the Metro Pacific Investment Corporation (MPIC), whose Manila North Tollways Corporation (MNTC) bagged the privatization bid for SCTEx, expressed interest in joining the bidding for the BCDA’s PPP project for the construction of the electric monorail system.

Payumo said there is no initial estimate on the cost of the infrastructure project yet, adding that “it is still in the conception stage. Everything is still rudimentary at the moment.”

“But we want it done before the term of President Benigno Aquino III ends in 2016,” he added. (Kris Bayos)

Why? Two reasons I give:
1. A prolonged overblow resulting in detached notes is evidently a sign of neglect and/or incompetent maintenance of the horn mechanism (my personal opinion).
2. As I said before, honestly, a "paos" horn sounds more like a comedy prop than a warning signal! If - Heaven forbid - I were to die being run over by a train, I wouldn't want the last sound I hear to be a warning signal that doesn't sound as serious as intended. (My sincere apologies to anyone who may be offended by this, BTW.)

Case investigator Senior Police Officer 3 Miguel Descalzo of the Makati police said that 1-year-old Jennabelle de la Cruz and her 2-year-old brother, Julius, were declared dead on arrival by doctors at Makati Medical Center where they were rushed for treatment.
The children’s mother, Luisa Glory, 21, remained under observation due to the seriousness of her injuries.
Her condition, however, was listed as stable.
Descalzo said the three were hit by a Philippine National Railways (PNR) train bound for Tutuban, Manila.
“Basically, the victims crossed the railroad tracks,” Decalzo told the Inquirer over the phone.
He added that the accident occurred a few minutes past noon near the Edsa PNR station in Magallanes.
Descalzo said it was unlikely that the train operator would be held liable for the accident since the area is off limits to pedestrians.
Perimeter fences have also been set up near the tracks to keep the area free of illegal settlers.

MANILA, Philippines — The government-run Philippine National Railways (PNR) has washed its hands off of liability over an incident involving one of its trains that sideswiped and killed two minors and their mother last Sunday in Makati City.

PNR spokesperson Paul de Quiroz said the victims — one-year-old Jennabelle de la Cruz, two-year-old Julius, and their 21-year-old mother Luisa Glory — were illegally crossing the PNR’s fenced rail tracks when the incident happened.

The children were declared dead on arrival when brought to the Makati Medical Center while their mother later died after enduring serious injuries.

Quoting police reports, De Quiroz said the minors were playing along the tracks and that their mother only attended to them upon hearing the Tutuban, Manila-bound train coming.

“But it was too late. There are instances that we can still apply the brakes of the train but there are instances that we cannot because of proximity. And that unfortunate incident is one of them,” De Quiroz said.

Huwag ka nang mainis para rin sa atin ang gagawin ng PNR at one month lang naman, then resume na ulit at malay natin sa pagbabalik ng B.E. sa september ay kasama na ang iba pang JR Coaches na darating.:)

The recently rehabilitated San Rafael embankement of PNR between Ligao and Guinobatan was once again washed away by the recent mud flooding by Typhoon Juaning. This time, though the rails are still there, the embankment is no longer visible and and intact, hence full of sand. There were also mini rivers that crosses the railway. From my observation, the track now really badly needed a brand new RECONSTRUCTION before it can finally be restored back to it's normal service.

The PNR Management here also reported some damages between the portions of Ligao and Iriga. And somewhere in Pili and Naga.... These somewhat caused the cancellation of the Bicol Commuter Service.

How sad naman nawala ulit ang pinaghirapang embankment sa san rafael, marahil kailangan na sigurong maging elevated ng railtrack dyan di man ganon kataas basta yung dina inaabot ng tubig, at sabi nga ng PNR ay di pa sigurado ang one month na nakalatag para sa pagsaayos ng linya, tentative ang september para muling magbalik byahe ang B.E.

I knew it wasn't going to last a long time, but had hoped it would be longer than this.
It saddens me to see the Philippines having to regularly suffer these set backs. The south line really needs to be made more weather proof - but that would mean big Pesos from President Noy.

Sorry to hear the news down your way.
Sounds like the damage is bad down the far end of the line. Just another pile of things to now contend with when aiming for a Legaspi opening.
Suppose its unlikely the target of years end will not be achieved.

Wish these flamin typhoons would leave the Philippines well alone - they have had more than their fair share :ohno:

^^ Riles28, your news is now official: PNR Bicol Express services suspended until August 31, 2011.

I just hope they can expedite construction on whatever they're going to do down there. But I'm really skeptical they can finish building a bridge in just one month.

i hope that the PNR will come up with permanent solutions to solve those problems in that part of the line towards Bicol. with the wet season now in full swing, the PNR cannot afford to allow such "natural occurrences" to wreak havoc on the Bicol Express and Bicol Commuter Train service.

Ang tanging kailangan riyan ay little bit elevation of the line sa mga bahain lugar at yung mga embankment dapat maraming graba para di kainin ng lupa ang riles. at marahil kailangan nilang komunsulta sa mga iba pang enginerring firm para ma advice sila sa mga kritikal na problema tulad ng flash flood at pag guho ng lupa.

Regrading the line even if is only a portion of the track will cost more, I think the installation of ditches and box drainage will temporarily solve the problem. If they plan to construct high embankment, I would rather wait for the implementation of Mainline South Upgrade. A part of the program of the Mainline Upgrade is not just construction of of brand new standard guage track parallel to the existing one, but to put the whole line into an all weather proof railway line. Being along side doesnt mean "beside" the track at all times.
