Well, I think there are updates and discussions here everyday...

Ako minsan, di ko feel magpost dito. But araw araw my updates and informations, dun ako naeexcite lagi. Kahit 1 squatter lang matanggal everyday ok na yun... :lol:

Basta malapit na ung araw na todo todo ang mga post dito pag operational na ang PNR. Sa ngayon, tayo tayo pa lang, malay natin lahat na pala ng mga pasahero na nakasakay ng bagong DMU tren ay magcomment positively dito. Wow! at may halong mga pictures pa at videos. he he he he...

"BUT" budget is the problem.. at alam mo na pag gov't project, bibihira ang bongga tlga.. remember ung Cebu convention center? ganda sana eh. kaya lang may kulang pa din sa design at ayon tinadtad ng corruption.. as well as NAIA 3.. mganda na rin eh.. based on what is see in technical pero still lacks some amenities,at corruption again..

Nathan, gawa ba sa Autocad yan? Yung kay Cheever ang ganda naman na pagkakagawa nya nung tren kasit sa MS Paint lang. Ako di ko masyadong alam yung tecniques ng MSPaint.

Kahapon, ginagawa ko yung sarili kong version ng For Bonifacio Central Terminal ng Northrail, Southrail, MRT3 Airport Extension at nung Clark Rapid. Ang hirap palang iconcept. Pati yung sa viaduct, mahirap ding i-3D.

Sir, pagkanatapos na pla yung rehab ng BICOL Lines, it means any passenger bound to Lucena (Lucena Proper) would find it riding PNR train more confortable than Bus. Bus no longer pass to City Proper but instead to the Grand Terminal. PNR has an edge to that because the PNR Lucena Station is right exactly at the city center.

Maintenance of tracks & rolling stock is one thing... the stations is another...

Well maintained facilities and equipment will entice more passengers, making them feel safe and cozy. So let us keep things simple for now.

You are correct! Even in Japan, most of the stations are so simple in design. Infact their floorings are made of asphalt though they have tiled markers for platforms. Covered areas are only in a small portion.

Same thing with NS Link Stations, can be easy to maintain. We have guards round the clock. We can avoid unecessary things at midnight. This are usually the pointers seen by a potential PNR passenger.

Ahah! That is exactly the challenges we need to face. To conviced passengers very much loyal to bus ride to take another plunge... he he he...

Better not to extend SLEX to Lucena para matrapik at matagal ang biyahe sa bus. Tren ka na lang. :lol:

Question lang po...ilang trips na lang po ba ang Southbound trains?

nagpunta kasi ako ng blumentritt station para sumakay ng tren na 3:45 ang arrival time, pero pag dating ko... walang tao at ng nagtanong ako, ang sabi sa akin ng isang tambay 5:30 daw ang dating ng 407 na train southbound. Pero dati naman meron akong nasakyan ng 3:45 pm. Bakit ngayon wala na?

Welcome ADDDA, new here? PNR Caloocan to Alabang line is currently under construction and we cant really expect that they would follow usual schedules posted. Infact they are no longer use it. They have to cancel trips due to the repair and construction of the tracks. We have only one track running from Tayuman to Espanya. Better take a bus muna para di you na maghintay dyan. They only serve one train ride in the morning from Tayuman to Binan and vice versa.

In Lucena, PNR is a given, while we still have to fight for SLEx. So I think SLEx should be given more emphasis than PNR!

Welcome ADDDA, new here? PNR Caloocan to Alabang line is currently under construction and we cant really expect that they would follow usual schedules posted. Infact they are no longer use it. Good thing, kasama talaga yung TR4 sa contract, mabagal lang kasing gumawa yung contractor. But it doesnt mean, they can't award this to others. At least for now, wala nang ibang sunod na gagawin sa SLEX pagkatapos ng Phase III, kundi yung Sto.Tomas to Lucena na.

The Special Committee on Southern Tagalog Development (COMSTAD) of the House of Representatives passed a resolution proposing amendments to the contract between the Republic of the Philippines and the South Luzon Tollway Corporation (SLTC), reducing it from P11 Billion to P7 Billion. SLTC is the joint venture corporation between Philippine National Construction Corporation (PNCC) and a Malaysian company, MTD Capital Berhad. COMSTAD, chaired by Rep. Hermilando I. Mandanas, noted the delay in the construction of the Alabang viaduct and the improvement of South Luzon Expressway (SLEX). Rep. Proceso Alcala presented the motion to reduce the contract by removing the Calamba-Lucena Section. SLTC has failed to begin the construction, which is estimated to cost another P4 Billion. The Toll Regulatory Board (TRB) itself noted that SLTC has failed to complete the project as scheduled. TRB oversees the construction works on SLEX.

Based on a Supplemental Toll Operating Agreement signed by SLTC and TRB in February 2006, the rehabilitation of SLEX has four segments: TR1, retrofitting and widening of the old Alabang viaduct; TR2, widening of the Alabang-Calamba segment; TR3, Calamba-Sto. Tomas segment, and TR4, extension of the highway from Sto. Tomas to Lucena City. However, because of delays since the beginning of the project in May 2006, TR1, TR2, and TR3 remain uncompleted, to the prejudice of the general public.

According to Rep. Alcala, TR4 should be removed from the contract with SLTC because of its failure to finish the project on time. The members of the Committee agreed with him. Rep. Mandanas directed the president of SLTC and the Executive Director TRB, Manuel G. Imperial to explain the delays and submit pertinent documents on the project.

The cheapest ride that can bring you to Alabang. Medyo crowded po yung tren na biyaheng Binan. Most of them, galing sa trabaho pauwi na. Sabi nga ni Daily Commuter, buhusan na lang sila ng arina, eh.... sinapot na sila.:lol: sa dami ng pasahero.

The amount of Php4B might not be enough for SLEx to Lucena. I dont think the ROW is already secured.

I would rather spend the Php4B in constructing simple local train stations and additional 2 tracks from existing (Calamba-Lucena), and have a local train ply the route (say, in every 10 minute interval).

Project for this has government counterpart by way of securing right of ways. This is usually included in the budget and I think they're working on it now in advance to prevent delays. (Screwed up once in ROW acquision between Calamba and Sto. Tomas)

Mahal na reyna, they just said it, nabasa ko siya sa isang news web site (Inquirer yata) few months ago. Ako naman, I don't care much about what they say, what is important is to build that railway and finish it on time. Mabuti nga kamahalan gumagalaw na siya.

Last time I was there it was just a dirt patch with a nearly totally demolished Caloocan station.
Has anything changed?

The Tayuman Caloocan Line is ongoing clearing. We have here photos of happsssai of Tondo portion cleared from squatters from Solis St. to Caloocan Manila boundary. We don't have latest Caloocan update for now.

we should organize and recruit more.. tpos gmwa tyo ng pondo para sa monthly or weekly newsletter that will be available to all PNR stations. magkaroon din sana ng special advertisement sa tv..kahit hindi primetime.. parang mga Superferry at cebu pacific commercials.

Recruiting people to help is a problem, I have trouble getting written contributions from here.
Thankfully photographic stuff is regular from my dear friends JC, Happosai, Mr Commuter and others.
Am currently redesigning said newsleter into A4 size to cope with growing information.

Marco, yung umbok pala ng lupa (embankment) dun sa may malapit sa veritas ay trial and this would be the test site. All embankment will be supported by gravel pile. It may take a little bit longer to put pile gravel but once in place, it will be easy to dump it with soil. Though time is nemisis for this, but settlement for the soil is early thus they could still be able to follow the timelines. When I went to Malolos, pile graveling extends about 1 km from that umbok going to Guiginto. After the umbok, everything will be under pile bored.

Take your time Uncle Brad. At least, we will sure have updates from you. Thanks a lot. Much better if you go with happs and nathan. But I guarantee you at least they've partially cleared the right of ways going to Caloocan. :)

Can you give me an example? Is this the Peoples Journal is printed in?
A4 is the most common back home and easiest for us to copy, but this could be adapted for commercial printing needs here.

OT: She wants to initiate cha-cha but she is leaving this task to Congress. Its up to the Congress to explain to the public about cha-cha. Most of us here don't have idea about charter change. But it is just fair to allow them to tackle cha-cha so that we can have clear view of the amendments. The problem here is that most of the Filipinos have no idea with charter change.

Can you give me an example? Is this the Peoples Journal is printed in?
A4 is the most common back home and easiest for us to copy, but this could be adapted for commercial printing needs here.

A4: Yes, an inch longer than A4. This could be available on most printing shop. Our common paper here is the Letter (8.5inch x 11inch) and Long (8.5inch by 13inches).

Dito naman sa Blumentriit segment ay wala pa rin nabago sa kabilang riles na ginagawa at yun naman kabila ay inaayos nila ang graba kaya sabi ko nga ang pagkain ng riles ay ang mga graba na yan kaya dapat lang na nourish ang riles sa graba upang ito ay maging stabilize.

napanood ko pala kanina dito ung lumang palabas ng iwitness tungkol sa PNR, si vicky morales ung host... mga 2000 pa ata inere un kaya talagang puno pa ng squatters ung mga riles... there were footage of people throwing garbage at the container vans passing through, yes meron pang freight nuon ang haba haba pa...:D pinakita rin ung mga "bagong" JR airconditioned cars na dinonate nuong 2000 ang ganda pala at mukhang malinis...

Hi mga ka thread bigyan ko lang kayo ng update tungkol doon sa prototype coaches na ginagawa ng almosora sinabi ni Mr. Mosura na ang ayos ng air conditioned system raw nito ay may kanya kanyang unit bawat coach di na raw kailangan pang gumamit ng power car.

Dito naman sa Blumentriit segment ay wala pa rin nabago sa kabilang riles na ginagawa at yun naman kabila ay inaayos nila ang graba kaya sabi ko nga ang pagkain ng riles ay ang mga graba na yan kaya dapat lang na nourish ang riles sa graba upang ito ay maging stabilize.

Malolos is so beautiful that I thougt was still part of the Metro Manila. Very wide ang streets and infact if this heavy railway is done, you woudnt think youre already in the province.

1. Rail gauge is unified to standard gauge (4 ft, 8.5 in = 1435 mm). Our LRT/MRT lines are of standard gauge, while PNR is unfortunately of cape gauge (3 ft, 6 in = 1067 mm).
2. Tutuban yard is equipped with rectifiers for power, and the system the cars will run on are likewise fitted with the respective 750v DC overhead catenaries. (750v DC - I think - is the power rating on Yellow LRT; not sure though about Purple LRT and Blue MRT; presumably similar but I need info to verify that.)

Speaking of LRT/MRT, PNR, and Northrail integrations, no one I know has thought of this but: what do you think about extending the Purple LRT southward to reach Tutuban / Divisoria? I noticed that it currently ends at Recto / Carriedo, which is near Abad Santos - after crossing it, you're in Tutuban Centermall / Divisoria area. That would be a big convenience connecting from the LRT system to PNR: all you have to do is disembark at "Tutuban / Divisoria Station" (as it could be named); that in turn could connect by elevated walkway to some part of Tutuban Centermall, which you walk through, and minutes later, you're at the Tutuban PNR Terminal!

Inputs and thoughts, anyone?

Marco, yung photo no. 2, kaya naman pala tinadtad ng husto ng bored pile and footing ng bawat pyolons, eh napakahaba pala ng span ng viaduct na yan. 30m - 40m ang distance per pylon and alam ko sa design at parang nabago nila ng kaunti. Sa original design dalawa ang pylon at medyo maiksi ng konti yung span. :)

They will push through yung continuos girder. Style LRT2 viaduct, parang yung sa Airport Link ng Bangkok. Mayron akong sketch dito ng friend ko, pero iba, nabago kasi parang skyway pylon ang dating. I was surprised. Maganda kasing tingnan yung LRT2 viaduct style compara sa conventional pero same strength. Wow!

Sir, you probably has the great point here. A few more years would end the Tutuban Mall and the PNR for the lease of the PNR lot (Tutuban Central Terminal). That is a very good idea Sir. I thought it once but we can discuss it here. I show you later google maps. We will extend the line LRT2 and further more.

Actually, we have those in the Photography, Heritage and Architecture threads, I think they have some there and in this thread we have the endless rally of the people living home along da riles.

Seriously though, sometimes we risk our lives in taking these pictures and we risk our digital cameras being confiscated lalo na kung prohibited ang photography.

They want to change the constitution thru Constitutional Assembly or thru Charter Change. Specifically they want to change from Presidential form of Government to Parliamentary. But right now there is a Bill in Congress that wants to amend the Economic Provision on our Constitution (Read: Taking out the limit on Land foreign ownership.)

Many people, but I think not the majority, does not want this bill because they are fed by some militants and traditional politician and THE MEDIA, that if they will open the pandoras box (w/c is the constitution) for amendements, anything can happen including the extension on the term limits of the government official especially that of the President.

I see, now I know where exactly the first Pylon will start before the Malolos Center approach. I just forget the place becuase the corner where I am standanding was actually the first crossing before I reach Malolos Flyover. After than, no more bored piles. We can now conclude that viaduct will stretch up to Longos subdivisions.

OT: She wants to initiate cha-cha but she is leaving this task to Congress. Its up to the Congress to explain to the public about cha-cha. Most of us here don't have idea about charter change. But it is just fair to allow them to tackle cha-cha so that we can have clear view of the amendments. The problem here is that most of the Filipinos have no idea with charter change.

Returned to Caloocan today.
Work on the prototype carriage is concentrated on the interior. They are a bit behind,but expect to catch up.
No matter how many times you go to Caloocan,you always make new discoveries.
Today it was, what appears to be, a very VERY old luggage trolley.
My last railway event here is Tayuman and Tutuban on Sunday. If anyone is around,I would love to catch up with you there.
I dont wanna go home :-(

Crossectional Dimensions of Northrail Embankment (Guiguinto Malolos) portion. Because of the very soft soil in the area, embankment was supported by gravel piles to stable the formation of the embankment. Settlement of the soil is expected to be fast.

PNR is one of the owners of North Luzon Railways Corporation by it's right of way. The impmenting body is of course NLRC which is owned by BCDA. A separate entity.

That's really a good plan. In fact I think LRT 2 can be extended all the way to the Port Area. I really don't understand why the line currently does not end at Divisoria which has so many people. Our mass transit system is really suffering from poor planning. Just look at the ugly footbridges over the at grade sections of MRT. Tsk

Ang MacArthur Highway, nakikita ko na katabi ng Northrail... embankment design siya so it is only a matter of time before those things on the left of Northrail be blocked on view... anyway, ok lang as long as it is for the common good.

The only problem here is kung may madiskaril na tren, hindi kaya ito makadisgrasya sa mga katabing imprastraktura nito lalo na sa mga motorista sa MacArthur Highway?

That's really a good plan. In fact I think LRT 2 can be extended all the way to the Port Area. I really don't understand why the line currently does not end at Divisoria which has so many people. Our mass transit system is really suffering from poor planning. Just look at the ugly footbridges over the at grade sections of MRT. Tsk

Yes, this should be done. Currently, it will take you forever on a Jeepney to travel from LRT2 terminal to Tutuban.

Ang MacArthur Highway, nakikita ko na katabi ng Northrail... embankment design siya so it is only a matter of time before those things on the left of Northrail be blocked on view... anyway, ok lang as long as it is for the common good.

The only problem here is kung may madiskaril na tren, hindi kaya ito makadisgrasya sa mga katabing imprastraktura nito lalo na sa mga motorista sa MacArthur Highway?


I don't think it would happen that way. Derails are very common in tracks that has soft soil foundations underneath it. Most of the derails happens with tracks misaligned becuase of the foundations instability. Thats why in order to avoid this, Northrail is impmenting soil treatment to make the base of the embankment more stable thus quick settlement of the embankment. Ung umbok, tinitest nila how many days it will reach its full strength. from the day of filling. Determining this would enable them to lay the rail ties and tracks after filling the embankment with soil.

Anyway, I was on board that train - Train 407 from Tutuban to Binan. My reason for taking the rare opportunity to ride the PNR was really to check out for myself the rehab work being done in and around the PNR System - including inside Tutuban Yard. (Of course, unless you're an employee of PNR or a member of RIHSPI, the only way to see what's inside the yard is to ride an outbound train - that's exactly what I did.) And by the way, while I was there, I saw a newly-arrived DMU inside the shed still wrapped in shipping shrink-wrap - but it was visually blocked from my view by another parked trainset.

I shot this video - using my cellphone (sorry for the bad quality) - immediately after I got off - at Buendia. Locomotive 915 is one of the older-built GE U14Cs in service with PNR - mostly built between 1978-79 (according to Philippine Fleetlist Blogspot), but those iron horses are still pretty tough and reliable (LOVE the sound of that horn, by the way)...

The tracks we see in Bicutan are the one built by John Holland several years ago. Around early 1990s, PNR had a major repair of the tracks from Espanya to as far as Calamba. It involves the replaement of wood ties to concrete and fencing of the lines toward Alabang.

This is great! PNR have these type of equipments. The job track constructions and rehabilitations will be done at great speed. :okay:

The laser receiver equipment is an option which is attach at either end of the tamper machine and has its own mini rail dolly. The laser is mounted on the rail gauge at a distance hook up at small portable power generator.

The gap should be no more than half inch to meet allowable safe passage. I think this track is not in service yet because the pair of 4 holes splice bars are not bolted together. The gap is caused by the temporary bolt of the splice bar for rail alignment purpose or let a work train to pass thru but not advisable.

That track is being used by PNR. Since its the only track left going to Tutuban. I also noticed that there is only one bolt attached to it.
As of this writing I can hear train siren passing thru that track.

It is waiting for an accident to happen. This will never be allowed in my job at the NYC transit.:ohno: Does PNR have track walkers doing visual inspection who walks in pairs. They alternate in watching for incoming train while carrying a jerry hammer and the other is carrying a track wrench. Every so often calls their office and train dispatcher on the line where they at,for their locations and head counts since a lot of people doing visual inspection.

This should be taken seriously. Even regular rail breaks at the middle. That is why there is 1.5 Volts AC or DC in both rails called track circuit so as to detect any broken rails and movements where they are at showing a moving red lights on the board.

LRTA is practicing that system. I don't know if PNR have an inspection team as well.You're right. PNR should impose a stricter rule for safety and security. No more "puwede na yan" mentality. Safety of the passenger is at stake if a train derailed at 80km/h.

They will have maintenance routine for their tracks. Thats for sure. Removing the squattes is just one of several options to safeguard the tracks. There are so many possible things to happen especially the tracks are lying at - grade. Necessary things should always be done to ensure that the tracks are in good condition.

A gap of 4" on a rail at a splice bar or joint is a red flag. That is an immediate stop and stay. Train that is caught in between station will have to wait for motor instructor in person to move forward or another train will couple to the train and do a reverse run back to the nearest station, discharge the passengers and close the track until the track rail gap is fixed. The track department will cut the rail back some more to a minimum of 9 feet or replace the whole rail itself. The procedure is the length of the rail between splice bars is no less than 9 feet. The reason is, no two axles of the shortest train in the system will be in the same rail.

Yung open line na right of ways with sides are roads and sidewalks kahit wala na but make sure that there are barricades to block vehicles to enter at crossings. Yung may mga right of ways that is directly beside a private lots with lots of squatters, they need to fence it.

While I can't comment on testing proceedures, the PNR does have strict policies with the usage of this stuff nowdays.

Think if a driver is found pissed to the rafters on a service this week, he will be begging on the streets of Ermita next week.

These rules were implemented by the federal government and not by the transit. The transit gave a year notice before it was enforced to give time for the users to come clean. Then every single employees 34,000 hourly employees of the subway and surface bus drivers were given marching orders to the main clinic for urine collection, 5 persons per department per tour.
Akala ko may sale, dahil ang daming mga tao naka tayo sa labas which the reception room has 50 seats.:ohno: Well, at least naka overtime halos lahat dahil sa haba nang pila. They authorized the other 6 satellite clinics to do the urine collection, with some private medical group to assist and secure the samples.

I like the new trains the PNR are having. I hope it will be an 8 cars per train.

The magazine covers anything to do with rail in this country, whether that is PNR, Northrail, MRT/LRT, sugar/mining/timber railways or trams. We need any sort of info,photos,stories and documents on same.

The society itself will preserve history and examples of same where possible.

My dream is to have a database of everything in both chapter collections to assist researchers. ANZ will be moving toward7 cataloging ous archive shortly.

No, this was taken around in May. This was the first DMU set and already was painted with the new livery.

Also, what? bakit may 2 inch gap un rails? Sobrang rushed talaga ang pagkakabit ng riles :ohno:

ung 2 inch gap ,old rails pa yan, dpa yan ung mga bago.. papalitan din yan in the near future.. inuuna lang nila ung nasa kanan when you are facing towards tayuman st.

kelangan iherbicide ang lupa para di tubuan ng weeds..

^^Hindi puwedeng basta basta na lang tambakan ng graba. Masyado malambot ang lupa. Kailangan i bulldozer muna para maalis ang mga putik at malambot na lupa. Tsaka tambakan ng sub-ballast then lagyan ng ballast materials.

Di lang yan ang may gap sa riles. Marami kaming nakita na may gap din na ganyan. At yung iba mas malala pa dyan.

Is the test run be a combination of checking the train maximum attainable speed and emergency braking distance once the train brake is dump. This way they will be adjusting the brakes. Also are they letting the motormen get a hand of the train for familiarizations?

yup they are letting the Pinoy motormen drive the new DMU under the supervision and guidance of korean inspectors.. they also inspect the brakes,as well as the maximum speed of up to 80kph

tpos major problem dw when crossing the streets dhil daw ung mga nagbabantay at nagbaba ng lever post sa mga crossing eh kukupad kupad, palapit na ung tren di pa din binababa.. akala nila mabagal pa din ang DMU hahaha

good naman daw ang naging pag test run, wla naman nambato at namangha raw ang mga tao na nadaanan nito..

Tollways for progress

Philippine Daily Inquirer

WHEN President Gloria Macapagal-Arroyo and Metro Pacific Tollways Corp. (MPTC) chair Manuel V. Pangilinan recently unveiled the P38-billion MPTC road network project, they were celebrating not only Arroyo’s 62nd birthday but also the largest private toll road investment in the Philippines.

Confidence in the future. The MPTC project demonstrates a deep confidence in the resiliency of the economy and a vote of confidence in its future, even when the Philippines – to quote Romulo Virola, secretary general of the National Statistical Coordination Board – “is teetering into recession.”

Indeed, this infrastructure commitment will help spur the economy on the heels of a measly .4 percent GDP growth of our country during the first quarter of this year, the worst result – in seasonally adjusted terms – since the country’s downturn in decades. It will create 107,000 jobs during the five-year construction period.

This P38 billion will be used by MPTC, first, in building a P1.2 billion, toll-free, four-lane stretch to connect Mindanao Avenue in Quezon City to the North Luzon Expressway (NLEX) entry in Valenzuela City. Construction is on going and is expected to be finished in April 2010. Travel time from North Avenue, QC to Valenzuela will be cut to only 15 minutes. MPTC will not collect tolls for this segment in exchange for a seven-year extension of its NLEX franchise from 2030 to 2037.

Second, MPTC will construct a P10 billion, 3-kilometer turnpike connecting the NLEX to the MacArthur Highway in Valenzuela plus a 5-kilometer elevated extension to the Port Area in Manila, thereby facilitating people and cargo traffic between the Diosdado Macapagal International Airport and the pier area in Manila. Construction of this portion will begin in early 2010.

The third will be a P16-billion, 13-km, totally elevated skyway over the existing railway tracts, connecting the NLEx with the South Luzon Expressway (SLEx) in Buendia, Makati. A Memorandum of Agreement between the MPTC and the state-owned Philippine National Railways to allow the use of the airspace above the PNR rails was inked early this year. This NLEx-SLEx Skyway Connector will cut travel time between the two great highways to only 15 minutes.

Fourth, MPTC is now in final negotiation with Citra Metro Manila Tollways Corp. to increase its minority stake in the SLEx so it could help hasten the construction of the Skyway between Bicutan and Alabang, at an estimated cost of P10 billion.

NLEx and SCTEx. In August last year, Metro Pacific Investments Corp. (MPIC), the parent firm of MPTC, acquired a controlling 67 percent stake in the NLEx from the First Philippine Holdings Corp. and Benpres Holdings Corp. for P12.3 billion.

NLEx is the most modern tollway here, at par with international standards. Its 48 closed-circuit television (CCTV) cameras, strategically placed along its 92-km span, monitor traffic and detect over-speeding vehicles all the time. It also operates 381 CCTVs showing all transactions in all tollbooths 24 hours daily.

The NLEx connects with the new Subic-Clark-Tarlac Expressway (SCTEx) over which it has an operations and maintenance contract. The

SCTEx, in turn, links the modern Subic Bay International Container Port, which was finished in July 2007, and the Diosdado Macapagal International Airport in Clark into a logistical hub.

Other tollway projects being eyed by MPTC and other companies are the extension of the NLEx to La Union; the connection of the Star Expressway in Batangas to the SLEx and its extension to Bauan, Batangas; as well as the extension of the Coastal Expressway along Manila Bay, all the way to Nasugbu, Batangas, via the tourist havens of Hamilo Coast and Punta Fuego.

On a purely commercial basis, these long-term projects may not be viable due to insufficient motorist traffic. However, the Japan Bank for International Cooperation, which funded both the

SCTEx and the Subic Port, has shown willingness to finance the Tarlac to La Union expressway at the same concessionary terms. A private consortium of Filipino contractors has also expressed interest to finance, construct and operate it.

“Three wells” and “sp.” To show how serious MPTC is in modernizing Philippine highways, it has brought – in cooperation with its French partner, the Egis Group – the officers and board directors of its affiliates (Manila North Tollways Corp. and Tollways Management Corp.) to France to observe how super expressways are operated. Egis is one of the biggest expressway operators in Europe.

Led by MPTC president Ramoncito Fernandez, expressway enthusiasts – including me –saw how well engineered, well-constructed and well-maintained tollways result in safe and pleasurable motoring. More important, the “three wells” and the inseparable “sp” spread progress to the whole country. Tollways are the arteries of the nation. When healthy and smooth, they bring nutrients and strength to the body politic. But when neglected and clogged, they lead to decay and death.

From Paris non-stop to Lyon, we rode the TGV trains. At 350 km per hour (kph) cruising speed, they are the fastest things on wheels. (The Maglev in Shanghai, which zooms up to 501 kph, does not run on wheels; it levitates above its tracks.) We were whisked to Lyon (about the same distance as Manila to Laoag) in two hours. Indeed, MPTC should also invest in super trains to complement its tollways. But that’s another story deserving a full column someday.
