P51-m feasibility study on railways project done (http://www.goldstardailynews.com/content.php?id=7834)
By CRIS DIAZ - Business Editor Updated November 25, 2009 12:00 AM

A FEASIBILITY study for the construction of the ambitious P2-billion Mindanao railways project has been completed, Guiling Mamondiong, transportation undersecretary for rails and special action officer of the Mindanao Railway Project, said Monday.

He said the feasibility study which officially started two years ago cost P51 million after Rep. Rufus Rodriguez of the 2nd District of Cagayan de Oro City, filed a resolution creating the Mindanao Railway Corp. in 2008.

“It was House Speaker Prospero Nograles who ordered the release of the P51 million for the railway’s feasibility studies that would cover some 124-kilometers from Cagayan de Oro City to Iligan City with 22 railway stations along the way,” Mamondiong said.

Mamondiong said the first phase of the project would be from Jasaan in the eastern coast of Misamis Oriental toward the province’s west coast of Laguindingan where a newly constructed airport is expected to be operational in 2012.

According to Mamondiong, the government has already allocated some P100 million for payment and expropriation of “right of way” where the railway is expected to pass through.

He said expropriation proceedings, in cooperation with local government units, where the proposed railway is going to pass, would commence soon, This would be undertaken by the railway management office in Cagayan de Oro City.

Rodriguez said he filed House Bill 1855 creating the Mindanao railways in 2008 prescribing its powers, duties, functions and providing for the necessary funds for its operation.

He said the release of P51 million to finance the just completed Mindanao railway feasibility study was in consonance with the provision of HB 1855.

good morning, Pinoy railfans! i hope that all of us here will have a great day today. :)

i saw the train from Biñan arriving at Buendia PNR Station on my way to the office earlier. how come Blue Whale 919 was the one pulling the COMMEX coaches? is Blue Whale 902 in some bit of trouble again?

Hi Sir Mansion House, Blue whales 902 and 919 do hauling jobs for T-402 / T-403. They alternate daily so if you ride 902 in the morning surely 919 will be your host for the evening trip :) (except when there is engine trouble)

I miss 915, during times when 902 and 919 as well with 5009 are busy doing demolition and clearing missions, it is only 915 who is 100% dedicated to haul the the Biñan-Tutuban commex train. Blue Whale 915, get well soon!

^^ thank you for clarifying that one, Sir D.C.. let's say that i've gotten used to seeing Blue Whale 902 pulling the COMMEX coaches on a daily basis, both in the morning and in the afternoon, which is why i was worried when i saw that it was Blue Whale 919 that hauled the COMMEX coaches today.

i got corrected this time. :D

oh, what happened to Blue Whale 915? is she still down? :(

Hello,

I am interested in the progress of the railroad to Legazpi. From which point of time the rain will run? Maybe someone has pictures?

Nice greetings bigeaagle198

There are a few more typhoons predicted, so I imagine these will cause at least some rain to run in Bicol :)

Joke mate :)

Still doing a bit of work. No date set for trains getting back to Legaspi.
Indeed, when asked about it recently, a society member was told "if" rather than "when", which does not bode well :ohno:

i am still appalled by the fact that the contractor in-charge of the modernization of the Northrail-Southrail Link, Hanjin, bungled big time in building the stations. however, i am just curious as to whether or not PNR officials even bothered to visit the stations to check on the progress of the modernization..

I noticed on one station, can't remember which now, that the railcars were extremely close to the pole barriers (for want of a better name) at the end of a platform.
This is OK if the railcar is slowing down and about to stop, but if express services are introduced, the likely sway could collect these and potentially be fatal to passengers standing next to it.

IS MICHAEL DEFENSOR TO ABANDON PNR? ~~

As many know, my love of the Philippines extends beyond just the railways and transportation. I also take a keen interest in all the news that happens there, being somewhat the supplier of news to all our local community.

Today I came across the story that Michael Defensor may be running for Sonny Belmonte's current position as QC Mayor.
This would no doubt lead to his ending his time at PNR, the position likely going to a supporter of the Nonoy/Mar team (yeah I already expect them to win).

I think most of us here, myself included, are very grateful for what has occured under his time as PNR chairman.
Equally, I think most of us should now be worried about the future if the railways under a different chairman, or more concerningly, under a different government.

A while ago I mentioned Mar Roxas Facebook site and asked everyone to go there and promote railways with questions etc.
Sadly nobody did this besides me and my initial question about it was removed (why I wonder?).

I have asked yet again on the Facebook site and would plead to all PNR fans to do the same. Make the railway lobby be heard.

Railway squatters get TRO from court
October 31, 2009 22:09:00

ROXAS CITY, Philippines—Squatters on land formerly owned by the Panay Railway Inc. got a reprieve from eviction after the Court of Appeals (CA) in Cebu City granted their request for a 60-day temporary restraining order (TRO) against the scheduled demolition of their houses.

In a three-page resolution dated Oct. 28, the CA’s 19th Division noted that it found the petitioners’ prayer for the issuance of a temporary restraining order to be meritorious.

The squatters, through lawyer Ely Azarraga, claimed that they were lessees of the PRI lots.

Azarraga said most of the squatters have made improvements, with some costing millions of pesos, in their homes.

On Monday, authorities had to defer the demolition to prevent bloodshed after the squatters, who were armed with stone, steel and pieces of wood, put up barricades using tires and trucks. Felipe V. Celino, Inquirer Visayas

Another very good point.
I talked to some ladies at Roxas City station in 2007 and even then they were expecting to be moved way back then. Ironically, I was also told the tracks had been removed in the last 12 months.
The ROW from the station to the very terminus at Cassandra Crossing was tight with squatters, but still quite visible. My niece lives right at the end of the trackage and talked to me about the locomotives running around.
Oooohhh if only they had camera phones way back then :-)

The PRHS has also made an offer to donate some money from a fund raising drive in January, assuming we are particularly successful with the fund drive :-) Awaiting a yes/no after their next meeting.
Otherwise we are looking at helping our Naga chapter to get going and the restoration of a old Philippine bus.

Since PNR is becoming very strict with passengers chasing trains, and because a passenger was caught chasing CX110 at Vito Cruz earlier today (and he made quite a ruckus), I just had to make this sign.

And speaking of signs, stations today were given a prohibited items sign (the list is exactly the same as the one used on the LRT) printed on tarp. I'm remaking the sign since it does not look very pleasing to the eye.

Hi Sir Mansion House, good morning to you also :)

2. Hindi nagsuklay
3. Hindi nagsepilyo
4. Mga Badjao na sumasakay sa commex
atbp... kayo na lang nag magdagdag

They've finally installed the crossbeam for two piers and awaiting for the curing period. The incharge engineer says the steel girders are on the way as it is prefabricated at its laguna main fabrication plant. The same way is expected for the San Cristobal Bridge. But he says the latter will be completed first before this Guinobatan Bridge.

Railway project awaits RDC approval (http://www.sunstar.com.ph/cagayan-de-oro/railway-project-awaits-rdc-approval)

By Annabelle L. Ricalde

THE city has moved closer to having a modern railway system as the feasibility study of the P2 billion Mindanao Railway System project (MRS) is nearing completion, a top official of the Department of Transportation and Communications (DOTC) said Monday.

DOTC undersecretary for Rails Guiling Mamondiong made the statement during a briefing with local officials Monday on the Cagayan de Oro-Iligan-Corridor (CIC) railway project.

"The Manny Pacquiao Blog". Click here for stories and updates on the Filipino boxing champ.

“We are looking at the approval of the Regional Development Council (RDC) before it will be submitted to NEDA in Manila,” Mamondiong said.

Present during the briefing were Cagayan de Oro 2nd District Representative Rufus Rodriguez, Mayor Constantino Jaraula and some municipal mayors whose areas will be covered by the railway system.

Both Rodriguez and Jaraula has vowed to find ways for the success of the Mindanao Railway System project which will link the city Laguindingan, Misamis Oriental, site of the nearly completed international standard airport.

Rodriguez said the planned mass transit system will be a more efficient mode of transportation to and from Laguindingan and will solve not only traffic congestion but will also boost tourism and business along its route.

Rodriguez in 2008 had filed House Bill 1855 which created the Mindanao Railways Corporation.

“We already have P10-Million budget for the office of the MRS,” Rodriguez said.

The lawmaker, together with House Speaker Prospero Nograles, is also working for the release of an additional P51-Million to move the project forward.
For his part, Jaraula said the Mindanao Railway System project is expected to spur economic development in the region saying the project will pave way for an efficient, cheap and reliable railway network, which will criss cross the length and breathe of the island.

The railway system is also expected to spur productivity as well as lure in additional investments, Jaraula said.

My recommendation to PNR: they should let the passengers use the white deluxe coaches from JR with NORTHRAIL livery.

Bahay_Kubo
November 27th, 2009, 01:51 AM
@ Sir D.C.: nasaan ba yung mga Northrail coaches na yun? i think that would be a much better idea given the state of disrepair that the COMMEX coaches are into right now. kung air conditioned nga yung Northrail coaches na yun, the better since willing naman magbayad ng medyo mahal na pamasahe ang commuters basta ba maayos yung coaches na gagamitin. :)

So pagsumakay ako from Buendia to Bicutan may lumang train ba ako na aabutan papuntang Alabang?

Anyway, the first batch of signs have now been printed. :D

I've prepared a sample package of some signs (hard copy only; soft copy to follow) for PNR management, and I am going to Tutuban along with the Vito Cruz station manager on December 8 (thank you, Immaculate Conception). I'm trying to finish all the signs so that if approval is obtained, I can begin printing for all stations and they can be erected ASAP.

By the way, the lanterns I bought for the platforms were too small.

as for the lanterns, well, as how we always put it, it's the thought that counts. :D

Update: November 26, 2009

Pi...

Ground sections like Sangandaan to before Valenzuela Viaduct.. I'ts all at grade and I think they've done on this section. Only laying of tracks and gravity wall. Between Valenzuela depot all the way to Marilao boundary.

I am greatly agree with you.

Yes that is very much expected.

Based on my previous research, we can really save much on the puchase of standard gauge rolling stocks than that of narrow guage. Even Japan Railways dont want to donate train coaches any more to PNR. This could be the saddest thing here. Improving world-class mass transit (http://balita.ph/2009/09/25/improving-world-class-mass-transit/)

September 25, 2009 9:41 am

By Lynda B. Valencia

MANILA, Sept. 24 — The Department of Transportation and Communications (DOTC) focused its attention to the country’s rail and railways system.

DOTC Secretary Leandro R. Mendoza said for this year, the department’s program for its railway operations and development has been in the expansion, extension, rehabilitation and construction.

For Line I North Extension Project, closing the Metro Rail Transit (MRT) 3 and Light Rail Transit (LRT I loop, the department has allotted some P6.32 billion.

The project involves the construction of a 5.71 kilometer elevated seamless line from Monumento station of Line 1 to North Avenue station of Line 3.

The department has secured from the Department of Public Works and Highways (DPWH) excavation and grounding permits with 32 tests pits excavated at Caloocan area and 34 bored piles done in Balintawak area.

Procurement process, at the same time, is ongoing for the electrical and mechanical systems for packages EMS-Package C (revised), EMS-1 (signal), MES-3 (automated fare collection), and EMS-4 (track works).

Mendoza said MRT 3 will not increase its fares to help commuters cope with the current economic but said the government is looking at buying decommissioned but available second-hand trains from Europe.

“The mass rail systems in Europe, particularly in Venice, Austria and Germany, had changed their trains and we are looking at buying the old trains,” he said.

DOTC is also looking at buying brand new trains. Industry pricing for brand new train couch is about US$ 3 million. “So if the government wants to buy 73 trains, then just multiply that by US$ 3 million and you get the price.”

At present, the government subsidizes the operations of the MRT with an average of P40 per passenger, who only pays P15 from Taft Avenue in Pasay City to North EDSA in Quezon City.

The Joint Foreign Chambers (JFC) of the Philippines has asked the government to implement the LRT 1 South extension project bidding in order to help business in the Cavite area.

JFC said “the project was conceived and has been under discussion for over a decade although the last two administrations were unable to implement it, the time is right for the Arroyo administration to do so, as part of the strong emphasis of the DOTC on modernizing and expanding rail transportation.”

For MRT 7 project, the department has allotted the amount of P61.75 billion. It is a 23-kilometer line and will be constructed at the North Avenue to San Jose del Monte, Bulacan.

The project involves the financing, design, construction, testing, commissioning and operate and maintain of an integrated transportation system consisting of Intermodal Transportation (ITT) and MRT system through Build Gradual Transfer and Maintain (BGTOM) arrangement. The BGTOM was signed on June 18, 2008.

Aside from the expansion of current services of the LRT, more are now being implemented. One of these is the Northrail Section I, Phase I project. It runs from Caloocan City to Malolos, Bulacan, along a 32.2 kilometer double track, at grade and elevated carriageway. It will be utilizing diesel-powered locomotives/rolling stocks, with project cost estimated at P27.667 billion (US$ 452.32 million) financed by China Export-Import Bank.

The second one is the Northrail-Southrail Linkage Project or the South Manila Commuter Railway Project which runs from Caloocan City to Alabang, Muntinlupa.

It seeks to rehabilitate the 34-kilometer line along its old route. It is estimated to cost US$ 50.42 million, and funded by Korean Import-Export Bank (KEXIM).

More projects are under evaluation and final approval by the National Economic and Development Authority (NEDA) and other concerned agencies.

These include the MRT 3 Capacity Expansion project, LRT Line I South Extension Project from Baclaran to Bacoor, Cavite, LRT Line 2 East Extension from Santolan Extension in Marikina City to Masinag in Antipolo City and LRT Line I Airport Extension Project from the Baclaran station to NAIA Terminal 3.

Plans are also afoot to implement the South Manila Commuter Railway Project that will extend from Alabang, Muntinlupa to Calamba, Laguna; and the Southrail and Sorsogon Extension Line-Phase I running from Calamba City, Laguna to Lucena City, Quezon Province.(PNA) LDV/LBV

So ang ibig sabihin, ang switch sa PRD ay after ng DMU platform?

Wow, thats shows that PNR used to be alive and busy.

Upon completion of Northrail, we expect more trips to come. But on starters using 4 sets of 4 Car Configuration, pwede na sa every 30min per direction.

Yes that is very much expected.

Based on my previous research, we can really save much on the puchase of standard gauge rolling stocks than that of narrow guage. Even Japan Railways dont want to donate train coaches any more to PNR. This could be the saddest thing here. Just like the KTM Malaysian Express Train order from Rotem, ang mahal ng pagkakabili nila... :ohno:

Regardless of gauge, rail operators worldwide prefer to earn money on anything withdrawn, rather than give donations.

good evening, Sir Brad! :)

i would love to see the PRHS, RIHSPI and the SSC boys joining forces in one particular project. hopefully, the PNR would be more appreciative of all of us here who love Philippine railways when that thing happens. :)

i am also hoping that the RIHSPI would say yes to PRHS' offer to help. i would really love to see the two Filipino railway societies joining forces on the make-over of the Solis(?) signal box. :)
:

We will sometime when the right project comes along.

At the moment we are also looking at helping the PRHS Naga Chapter get up and going and possibly a bus society in the Philippines to preserve a MALTC bus.

We are thinking of having a bit of a fundraiser in January (although it is getting a bit late now) but are still trying to find a project to direct it to.
Our Naga chapter wishes to launch a study into the history of the local railways which they need help with, this may be the second BUDA depending on a meeting there this weekend.
We have already allocated $60 to the RIHSPI for the second BUDA, so we are trying to help. Its just a shame railfans here are notoriously kuriput

good evening, Pinoy railfans, especially to Sir ayhan, Sir trainmaster and Sir Brad! :)

-----

To Sir Happy Happs, Sir Engleheart, Sir Adrian, Sir Edly, Sir Karel and a fellow railfan who came with his girlfriend (sorry. i forgot to ask for your name, Bro), thank you so much for the company. i had a great time meeting each one of you in person and in experiencing my very first "gimmick" as one of the SSC railfans. :)

what was initially planned as an RIHSPI re-painting activity on the Abad Santos signal box had turned out to become a walking tour of the Triangulo railway tracks, which included a visit to the Solis signal box; a visit to the Tutuban PNR hub; and the MOST EXTENSIVE TOUR of the PNR Caloocan Yard (thanks to Sir Karel). :)

hopefully, Sir Happy Happs and Sir Englehart will be able to share the photos that they took, especially those that were taken inside the PNR Caloocan Yard. :)

I've heard from the Vito Cruz crossing guards that a memo was released indicating a change in schedules. Other than the afternoon DMU trip replacing T-401/404 (I think), two trips will be added on in the morning (for a total of five trips using DMUs and one using locomotives) and one (or two, if T-401/404 is not included) in the afternoon. This should take place come December, but no definite date yet.

I hope this means there will be a 7:00 pm train. :D

we have still a long way still before we could again claim the golden ages of Philippine railways.

we should gain the technology to make our own engine units and coaches, and buy our rails from the national steel co.

double track every line that have the potential for future traffic, and repair those ww2 era bridges that i think made by wooden trestles and bars.

put those units that can still be repaired into use, put some into a museum(and gain public attention and earn through entrance tickets), and scrap the others: melt them and recycle into rails, handrails, any thing that could be used related to the railroads, and make a plaque stating:

"This thing is made up of recycled parts of the trains in the past generation, the very train that have tried to put our country into prosperity; and even they may have not succeeded, their blood and spirit may remain in our hearts.

and most of all, careful financing and deciding would steer the new PNR off bankruptcy.

Maraming salamat for the fantastic selection of photos from Caloocan which has given so many updates.
I am stunned to see what appears to be half of the remaining 2500s being stripped and scrapped, along with 903, 904 and 909.
Goodness, 909 was operating when I was there in 2007 and now she is about to go to heaven. :ohno:

I wonder what they plan to run all their trains with

~~ OPERATION ADOBO #5 ~~

To be confirmed this week, but it now seems 99% likely I will be spending 'ALL' of February in the Philippines, mostly in Manila itself.
I can't wait to come back - its been way to long (6 months) since the last visit.

Look forward to organising a PRHS/SSC gathering day, hopefully at Pasay Road station or somewhere.
How many trains are running a day now? Is there still a loco hauled Alabang shuttle?
Hope to fill a few gaps in the DMU sets I need photos of.

Also still trying to get into LRT1 depot, but they are useless with correspondence so far. They keep demanding you seek permission, but never reply - my reasoning for breaking their rules.

Can't wait.

Howdee,
Subject to identifying an item requiring money for restoration, the 'Philippine Railway Historical Society' is going to launch a fund raising drive during January.
January is also membership renewal time for many of our formation members, which, renewals willing, will also help us to raise a little more to Philippine Railway preservation.
Anyone outside the Philippines that would like to help are invited to PM me. Even the smallest piece of Philippine history can take an aweful lot to restore to its former grandure.
We have made offers of assistance to a couple of rail and bus related interest socities in order to find who wishes funding help. Hopefully something will be identified shortly.

Confusing indeed. It should be based on the format that regular commuters are familiar with.

Sky Harbor
November 29th, 2009, 02:09 PM
^^ The regular format takes up too much space on a single sheet of paper, and even more so if stations plan to hand out small copies for passengers' perusal.

And actually, that's simplified. The actual version from Korea, at least online, looks like this: http://www.smrt.co.kr/Eng/Subway/Train/Timetable.jsp?station=0150 (best viewed using IE; the timetable looks screwy on Firefox).

double track every line that have the potential for future traffic, and repair those ww2 era bridges that i think made by wooden trestles and bars.

put those units that can still be repaired into use, put some into a museum(and gain public attention and earn through entrance tickets), and scrap the others: melt them and recycle into rails, handrails, any thing that could be used related to the railroads, and make a plaque stating:

"This thing is made up of recycled parts of the trains in the past generation, the very train that have tried to put our country into prosperity; and even they may have not succeeded, their blood and spirit may remain in our hearts.

and most of all, careful financing and deciding would steer the new PNR off bankruptcy.

Yes, the pics taken from the Caloocan yard is an eye opener.

The photos confirm that the PNR still have alot of assets that can be rehabilitated, repaired and re-used. And Im very positive, PNR does not need the same amount needed to buy just one DMU.

Anyway, I definitely agree with the highlighted statement. For us to make the railway system sustainable, we must reduce our over dependence on imported equipments, parts and aid.!!:cheers:

Ano kaya ang balak ng PNR sa caloocan shop may budget kaya sila rito to put all this thing better again we will see it.

If I get this printed and laminated tomorrow, expect this to be displayed starting Tuesday. The timetable design is based on Korean train timetables.

According to Gabby's Practical English-Filipino Dictionary by Luciano L. Gaboy (by far one of the most comprehensive Tagalog dictionaries that I have seen), the translation of "timetable" in Tagalog is palatakdaan. Now if it is talatakdaan, then I'll change it (after checking the dictionary, talatakdaan is "schedule", though it could be a simple typo, and I will fix the translation in the finished product.).

The numbers in the "Northbound" and "Southbound" columns indicate the train's arrival time. So a "45" (colored orange) under "Northbound" within row "7 am" would mean that the ordinary train bound for Tutuban will arrive at 7:45 am.

I do not work for PNR, and though I have a large library of signs, I can't put all of them up without approval, which I will try to get on December 8. I've been able to get some signs up though in Vito Cruz on the pretense that they are standard regulations which should be observed.

^^ It won't fit. Plus, southbound trains have three major stations of call: Bicutan (terminator service for all DMUs), Alabang and Biñan (terminator service for all locomotives). However, with the end of terminator service to Alabang, it's actually now just Bicutan and Biñan.

Ah... gets. It's a bit confusing though for commuters, I would assume, bilang hindi ako sanay makakita ng ganitong talatakdaan, kahit pa sabihing mas simple at mas kasya 'to in 1 page. =)

At easier on the eyes po siguro kung yung isang language (e.g. English) ay italicized. Opinyon ko lang naman po. =)

Ah, ayos! On the assumption that the government doesn't have enough money to cough up for these signs, the acting of a citizen endeavouring to carry this load on his shoulders is very enlightening indeed.

DIN 1451 is not designed to be italicized, and it looks very bad if you do italicize it. In addition, the lack of italics is a way to put Filipino and English on equal footing. Remember, we're trying to foster a culture of multilingualism where all languages are on equal footing (like Canadian multilingualism).

Well, anyway, it's your sign, it's your call.

Wheel.

http://i698.photobucket.com/albums/vv349/rodriguez428/DSC03590.jpg

Italics isn't good on normal DIN (which I use), but if you're willing to shell out the $915 needed for me to get FF DIN (an extended version of the typeface), then I'll see what I can do.

Rep. Rufus Rodriguez assures restoration of Mindanao Railways project office budget
(http://www.americanchronicle.com/articles/view/130577)

The budget for the Mindanao Railways Systems office in Cagayan de Oro will be fully restored to enable the project to move forward next year.

This was the assurance made by Rep. Rufus B. Rodriguez (2nd District, Cagayan de Oro) during a project presentation update hosted by the project office at a local hotel November 23.

"The biggest obstacle now facing this project is the budget for the project office," Rodriguez said. "But I am confident we can restore the full amount once we tackle the budget in detail later ."

Earlier, the Department of Budget and Management scratched the P13.2-million budget allocation for the 2010 operations Mindanao Railways System project office.

Rodriguez said he immediately went to see House Speaker Prospero Nograles and appropriations committee chair Rep. Junie Cua to urge them to officially write DBM to restore the amount.

The congressman is optimistic the entire amount will be restored to enable the project office headed by Dept. of Transportation and Communications Undersecretary for Rails Special Action Officer Guiling A. Mamondiong to pursue the railways project.

"The bill I filed in 2008 is House Bill # 1855, an act creating the Mindanao Railways Corporation prescribing its powers, frictions and duties, and providing for the necessary funds for its operation," Rodriguez said. "The P51-million that I and Speaker Nograles worked for the release to finance the just completed feasibility study is in consonance with that bill."

http://i698.photobucket.com/albums/vv349/rodriguez428/IAFE-1.jpg
http://i698.photobucket.com/albums/vv349/rodriguez428/IAFE2-1.jpghttp://i698.photobucket.com/albums/vv349/rodriguez428/CONSTRUCTION.jpg

You will noticed that the columns or piers of the Venezeulan Railway is much bigger than Northrail.... For IAFE columns is 4m x 5m in dimension while that of Northrail is 2.2m x 2.8m. This is because the loading gauge of IAFE is much heavier than Northrail though thay same similar standard gauge. They use locomotives with the same loading gauge as that of Amtrack. It is expected that their infratructures would be heavier. Ours could be somewhat more similar to that of Korea. Lighter but heavier than current narrow guage loading gauge.
