yes it does. it got decent height, and looks massive when u stand in front of this. Area it covers can accommodate two saudi pak towers. As compared to pix it looks even huge and beautiful in real..

Thais is indeed a nice building. Its a normal mid rise structure. You cant compare it with Saudi pak towers.

would be nice if the stores in Jinnah market tranfer inside that way some more newer things can be built at the current jinnah market

Malpensa believe it that it is huge in actual look, in fact I got impressed by the way they have constructed it. I have not seen construction of this level for such sized Mall.

CDA will approve Rs 50m for Marghazar Zoo after Eid

The cash-strapped Capital Development Authority (CDA) is likely to approve Rs 50 million for construction work at Marghazar Zoo after Eidul Azha, it has been learnt.

A senior CDA official told Pakistan Today that the CDA had been facing severe financial crisis due to which it could not upgrade the Marghazar Zoo project in a single phase, so it had decided to upgrade the zoo in separate packages. He said that in this regard the CDA would approve Rs 50 million under package-B within two weeks. The official added that the proposal had been sent to the finance wing and it would approve funds for the project within a few weeks, adding the construction work would also hopefully be started in December.

The official said the funds would be utilised on the construction of animal enclosure, pavements, lights and others. The project of the Marghazar Zoo had faced many hurdles due to the financial crunch, he said. He added the cost of the three-year expansion project which kicked off in August 2008 was Rs 1407.8 million. The aim behind the construction of the zoo was to provide a semi-natural environment for the animals and enhance the experience of the visitors through an efficient designing.

Under the plan of the Capital Development Authority (CDA) mentioned on the official website, the proposed zoo was going to be extended to over an area of 82 acres, including 20 acres of the current facility. Similarly, 200 different species of animals were going to be added to the current flock. It was also proposed that in the upgraded zoo, the animals would be kept in open areas and the visitors would use elevated walkways to view them.

The Marghazar Zoo houses around 77 mammals of 17 species, 569 birds of 45 species and 13 reptiles of three species. Unfortunately, most of these are also being kept in an unsuitable atmosphere.

The official said that each enclosure covered one acre and consisted of ponds, keepers’ area, fans, water connection and food storage area. He added the CDA had planned to construct another six enclosures for two African lions, three black bears, two brown bears, three blue bulls, cheetahs and four sambar deer.

The project includes an amphitheatre, two restaurants and separate entrances for commoners and VIPs. As per the PC-1, the zoo will also have a nocturnal enclosure (for animals that appear in the night), dolphin enclosure and a butterfly park.

The butterfly park would be covered by a net and butterflies of various species would be kept there; however, arrangements would be made to stop visitors from touching them, he said. Three aviaries have been planned that will be segregated keeping in view the kinds of birds; one for heavy birds, another for parrots and sparrows and the third one for wild birds.

FIA holds probe into 34 mega projects

The Federal Investigation Agency (FIA) is probing into alleged irregularities in 34 projects of the Capital Development Authority (CDA), some of which have been inaugurated by Prime Minister Yousaf Raza Gilani. And it is feared that there are some grave wrongdoings in some other projects as well, although that are not included in the list.

“Some of the development projects being probed into by the FIA are launched during the tenure of the present government. Ironically, the FIA investigators were not allowed to probe or has turned blind eyes to some other mega development projects, including Faisal Avenue Flyover and 9th Avenue, due to political pressure,” a source told Pakistan Today.

He said out of the 34 projects include Zero Point Interchange, the agro-farms allotment case, Kuri village land scam, award of tender for Kashmir Highway project, leasing out of Monal Restaurant at Pir Sohawa, Sewage Treatment Plant (STP) project in I-9, the sale of plots for construction of a hotel and apartment complex near Jinnah Convention Centre and Centaurus at F-8, renovation of CDA’s existing building, development of F-9 park, renovation of Parliament Lodges, appointments in CDA and Lake View Park project. “Most of these projects are either completed or near to completion,” he added.

The source said some of these projects were being investigated by the National Accountability Bureau (NAB), including Zero Point Interchange. The NAB found no major irregularities during the probe.

The FIA had also arrested eight CDA officials in Kuri land scam case, he said, adding that the arrested persons included a former director.

The arrests have been made in the land deal under which 4,000 plots were allotted to the locals of Kuri village as compensation against their land acquired by the authority for a housing project.

It is learnt that the FIA is also investigation the Rs 2 billion treatment plant installed in Sector I-9, which was inaugurated by the prime minister. The FIA is also investigating a deal between the CDA and a consortium for the sale of a plot, worth Rs 4.7 billion for the construction of a hotel.

The source said the National Assembly Standing Committee on Cabinet recently took the issue of the inquiries and asked the FIA officials not to harass the employees of the civic agency, especially those who were innocent.

CDA Chairman Imtiaz Inayat Elahi informed the committee that the FIA’s junior officials misbehaved with the senior officers of his organisation.

Kashmir Expressway project falling way behind schedule

The Kashmir Expressway, a major development project which also has a Public Sector Development Programme (PSDP) share in it, being executed by the Capital Development Authority (CDA), is labouring hard on its way up the completion scale.

The work on the project started after much ado in February 2011. So far, the contractors engaged by the CDA — M/s Ayub Brothers and Arif and Co working jointly — have managed to complete only about 12% of work. The scheduled completion of the project is February 2013 at a cost of Rs2.2 billion approximately, which by the way the things are moving, seems a difficult task to accomplish unless some extraordinary efforts are put in.

The construction activity has already started reflecting adversely on the condition of the existing Kashmir Highway because evidently the original plan of first completing one side and then launching the other has been set aside because of intervention by the Planning Commission and patches have been scrapped, roughened up and excavations have been done on both sides of the existing road.

This construction activity, which is moving at a snail’s pace, has already started hampering the flow of traffic, especially beyond the H-11/G-11 traffic signals and the traffic flow on both sides of this around four-kilometre patch or a little more, up to Golra roundabout, has become a test of skills and patience for the drivers.

The CDA decided to start the project in the fiscal year 2009-2010 under which the existing two-lane, one-way Kashmir Highway was to be converted into five-lane, one-way Kashmir Expressway. The objective was mainly to cater to the ever-increasing load of traffic on the road as it is the only link with the Grand Trunk (GT) Road, the M-1 and M-2 of Motorway as well as it is going to be the main link for the under-construction Islamabad International Airport near Fatehjang, which is likely to be completed and opened for air traffic in a couple of years or a little more.

According to the original plan, it was also decided that the 8-1/2 km stretch of Kashmir Expressway would be ‘traffic signal-free’ from the 9th Avenue intersection at Peshawar Morr right up to the Golra Toll Plaza with overhead bridges or underpasses at important junctures.

The work on the Kashmir Expressway project was scheduled to start towards the end of 2009, but it continued to be delayed for one reason or the other and even the issue of award of contract to a particular construction firm, which the CDA was forced to cancel and go into a review.

CDA Member (Engineering) Syed Abrar Shah, when contacted, told this scribe that the delay in release of funds by the government out of its allocated share of Rs300 million for the fiscal year 2010-2011 reflected adversely on the progress of the project.

“So far, we have received only Rs60 million out of the allocated Rs300 million for the project, which certainly is not enough to keep up the pace of work on the project at the required levels. However efforts are being made to keep the work continuing, even if at a slower pace as we hope that with the release of required amount of funds will help speed up work on the project,” he added.

He said that according to the original plan, it was decided to first complete five-lane one side of the project, starting from the 9th Avenue intersection on the Kashmir Highway right up to the Golra Toll Plaza, divert the whole load of traffic by dividing it into two lanes and then start work on the other side.

“However, the Planning Commission directed the CDA to launch the work on both sides simultaneously and that is what we have done. We have taken all precautionary measures to prevent any accident where there are excavations being done on sides of the existing road in two directions,” he said.

He also claimed that the CDA is monitoring the condition of the existing road and wherever needed it is carrying out the necessary patchwork to maintain the condition of the road. However, the situation on ground is quite adverse as signs of heavy wear and tear on the existing Kashmir Highway between G-11/H-11 traffic signal up to the Golra Toll Plaza have appeared, which are causing serious trouble to motorists.

Capital skyline likely to get a new look


ISLAMABAD, Nov 22: With the expected amendments to the building code being considered by the Civil Aviation Authority (CAA), the federal capital is likely to have some highrise buildings whose construction had previously been stalled due to their proposed height crossing the permissible limit.

The CAA is pondering over reducing the aerodrome limit from 15km to almost 8km and allowing construction of highrise towers in densely populated areas above the limit of 500 feet, Dawn has learnt.

An aerodrome or airfield is a location from where flight operations take place.

Sources said the decision in this regard was being taken with a view to encouraging investment in the federal capital and boosting business activities particularly in the construction sector.

A document made available to Dawn related to the minutes of the meeting in which the building control department briefed the CAA officials about the highrise buildings in the areas having more air traffic or located near the airports claiming that it would not affect the air traffic.

“The move is aimed at providing more space to the developers for highrise buildings and a likely change in the policy will have countrywide impact and provide more opportunities to the investors,” observed an official close to the developments.

He said if the current move was approved by the federal government, the building code relating to aerodrome limits and highrise buildings of the Civil Aviation Authority would be changed.The official said once the approval was given by the CAA, the builders of Grand Hyatt, an incomplete hotel in the capital, would also benefit from the policy.

The builders of Grand Hyatt, a five-star 37-storey hotel near Jinnah Convention Centre, had already moved the court claiming Rs6.5 billion in damages as, according to them, the civic authority was not ready to remove the hurdles in the way to complete the project.

The BNP Group, a consortium of three construction firms, in 2007 purchased land for the hotel for Rs4.88 billion but could not start work because of height restriction imposed by the Civil Aviation Authority (CAA).

The proposed height of the Grand Hyatt was around 708 feet and the CAA raised an objection over the building plan as it would be, if constructed, in violation of the height restriction of 500 feet.

“Once the approval is given, the expansion of Blue Area is likely as it would have new towers taller than those in other cities of the country,” said a CDA official.

I took some pics as still it's under construction. with stairs and a huge block of marble tiles with their names. Workers were away for prayer so i entered the area and took pics. Appreciate this work.

Development work in Sector I-16 in last phase: CDA

The Capital Development Authority (CDA) has completed more than 90 percent of the development work in Sector I-16 and the allottees have started construction of their houses in the area, said CDA Chairman Imtiaz Inayat Elahi on Thursday.

He was briefing members of Senate Standing Committee headed by Senator Kulsoom Parveen during their visit to inspect the development work in the Sector I-16 on Thursday.

Member Engineering, Syed Ibrar Hussain Shah, Member Estate, Khalid Mehmood Mirza and other senior officers of the authority were also present on the occasion along with worthy officials of other relevant government departments including IESCO and SNGPL.

The chairman apprised the members of standing committee that development works including road infrastructure, water supply, sewerage and other allied facilities were in progress simultaneously and would be completed within six months.

He said CDA had completed the lying of water supply lines within the sector in addition to the rapid progress on the Shah Allah Ditta Water Supply Project. He said CDA would install three news tube wells in the sector in addition to the water supply to be provided from the Khan Pur Dam. He said a vast majority of people had already been given possession of the plots in this sector and construction of the houses has commenced.

Elahi said that CDA was focusing on the development of the stalled sectors in addition to launching new housing projects to overcome the shortfall of the residential units in the federal capital. He said that they had revisited the priorities for development and focus was being given to addressing the basic issues of the residents. He apprised the senators that despite the financial constrains, effort was being made for early completion of the projects.

The members of the standing committee appreciated the efforts of CDA and directed to further expedite the development work to facilitate the allottees of Sector I-16. The senators appreciated the efforts of CDA Chairman and his team for completing the development schemes and launching new housing sectors in city.

That height restriction amendment is great news, I hope they finalize that change soon! :banana:

I also hope its a countrywide CAA rule amendment, and that they remove height restrictions from buildings outside the 8km range entirely. It would be shame to simply increase the height restriction by say 500ft to 1000ft.

Sources said this matter came under discussion in the meeting of central development working party that IJ Principal road is not worn out from GT road to Faizabad fly over but traffic flow has also increased over it.

Sources said decision has been taken to expand the road into 8 lanes road. 2 lanes will be allocated to ease general traffic on both sides and two lanes for plying heavy vehicles. Interchange will also be built on two places over IJ Principal road. One interchange will be built at Pir Wadhai More and second will be constructed at intersection connecting stadium road to sixth road.

O my God. That will be amazing. interchanges at pirwadahi & stadium road will transform the look of the road a the border of Islamabad - Pindi. :)
But this will take a long time.

CDA Park Enclave project to be completed in 18 months

Capital Development Authority (CDA) Chairman Imtiaz Inayat Elahi has said that the civic body’s Park Enclave project is progressing smoothly and it will be completed in 18 months in accordance with its schedule.

The launch of the first-ever housing project by the CDA in Zone-IV of the federal capital was formally announced by Prime Minister Syed Yusuf Raza Gilani on July 5, 2011, at a function to inaugurate the Zero Point Interchange.

“The Park Enclave is an important project for us (CDA) as the credibility of the civic authority depends on its timely completion. It will give a big boost to the confidence of public in the capabilities of the CDA,” the CDA chairman said while talking to ‘The News’.

He said that the contract for work on the project is being awarded on design & build basis, which, he said, would help expedite work as the contractors will be working in accordance with their own plans and will not be required to wait for another party to complete their part of the project and then they may start beyond that.

To a question that there were allegations about the pressure on the CDA from the ‘top level’ to include a certain construction company in the bidding process, the CDA chairman denied all such rumours as ‘baseless’ and ‘unfounded’.

“The whole process is fair and transparent. A total of 24 well-reputed firms applied for award of work contract on the CDA’s Park Enclave project. Out of these 24, only four (4) were short-listed in a fair and transparent manner. Instead of getting involved in the scrutiny and short-listing process, we (the CDA) hired country’s leading engineering company, Nespak, for the process of scrutiny of all these firms which applied. And it was the Nespak, which short-listed the four leading construction firms without any interference from our side,” he added.

About the delay in allotment of plot numbers to the successful allottees of plots in the Park Enclave, the CDA chairman told this scribe that the process is being withheld till the time the layout plan is prepared and approved by the winner of the contract for carrying out development work on the project.

When asked as to how far it is true that some plots of prime locations have already been allocated to the VVIPs, the CDA chairman refuted the allegation and said that there was not a spec of truth behind this.

“I hope we will be seeing the prime minister performing the computerised balloting of plots. We will also invite all allottees of plots in the Park Enclave to be there on the occasion and watch for themselves that the whole process is done in a clear, fair and transparent manner,” he added.

according to the original master plan both sides of blue should had been highrises, i just hope that in further expansion of blue area they apply it according to plan.

CDA yet to hire contractor for Park Enclave scheme

While keeping alive its tradition of slow development in the residential areas, the Capital Development Authority (CDA) has yet to complete the process of selecting the right firm for the development of Park Enclave housing scheme despite a delay of over six months since its launch. “As many as 15 construction firm had applied for prequalification, of which the authority short listed four firms. The authority had decided that financial and technical bids of the project would be opened on 8 October but the date was later extended until January, due to a delay in documentation process”, an official source told Pakistan Today.

The source said the delay in documentation process for the selection of the firm could delay the development work since the same had been witnessed in other residential sectors being developed by the CDA. That delay, he said, would discourage the potential investors. The former CDA chairman, Imtiaz Inayat Elahi, had said that the CDA would complete the project in ‘a record period of time’ at the launch of the scheme.

He said the CDA’s plan to combining development and designing of the project could also affect the quality of the work since they were two totally different areas of expertise. Under that plan, the contractor would have to prepare the project’s design according to their own construction model.

The official said the Park Enclave housing project would involve the construction of 700 houses in phase-I and another 600 houses in phase–II of the scheme.

Under that plan, he added, the scheme would be developed in two phases. In Phase-I, a gated housing society comprising about 700 houses would be developed.

The cash-starved CDA has offered just 700 & 500-square yards residential plots in the first phase of the project. This is the first sector that the CDA has launched for private citizens in decades. For many years, the authority has been giving plots in sectors like I-8, G-13 and G-14 only to government employees, hence barring the citizens from applying for those schemes.

The official said the CDA planned to sell 600 plots in the second phase of the Park Enclave project after a few months of the completion of the project, which would finally touch the Park Road. Hence, he said, the price of the plots would be much more than those completed in the first phase.

In the first phase, he said, the CDA had failed to sell all the plots and they could sell only 600 plots despite extending the date of application.

The scheme is located just only 4 km from Islamabad Club, near the intersection of two 600-foot wide roads, and it would be accessible from all major roads such as Kashmir Highway, Park Road, Lehtrar Road, Kuri Road and Islamabad Highway.

Service Road from Sector I-10 to I-11 inaugurated

Timely completion of the development projects must be ensured to reap their early benefits and overcome the threats of cost escalation, said Capital Development Authority (CDA) Chairman Farkhand Iqbal, while inaugurating the dualization of Service Road (North) from I-10 to I-11 on Wednesday.

He said project comprises of 2.1 kilometers road with width of 24 feet with allied infrastructure including 200 feet bridge, four spans of 50 feet each, culvert and replacement of the drainage system. The cost of the project is Rs 85.24 million.

More than 20 % physical work has been executed and the project would be completed by the end of April 2012. The scope of the work also includes removal of 56 electric poles from the right way and construction of 22 feet wide green belt along the road.

CDA to join hands with ADB for rapid transit system

The Capital Development Authority (CDA) is likely to sign an agreement with the Asian Development Bank (ADB) on the feasibility study of Bus Rapid Transit (BRT) service.

“The authority has drafted the agreement under which, the ADB will bear 80 percent cost of the designing of the feasibility study of the project and CDA will bear 20 percent cost”, an official source told Pakistan Today here on Friday. Under the 20 percent cost of the designing, the civic body would not make any payment but they will pay it in the form of transport and offices space for the ADB’s experts, he added.

He said the ADB and CDA might sign the agreement within the next few days. In the feasibility study, the ADB would identify routs across the city for the BRT, conduct passenger count and also devise plan to install automatic traffic signals on the designated routs of the BRT and improve the existing infrastructure, he said. The official said the feasibility would suggest separate “right-of-way” for the bus on the existing infrastructure or a bus lane would spare to allow the bus to operate separately, without interference from other modes of traffic. Under the designing of the feasibility study they would study different factors to such as to either share existing roadways with other traffic, or use bus lanes that restrict other traffic from a portion of the roadway, he said.

CDA PR Deputy Director Ramzan Sajjid, when contacted, said the work was underway on the expected agreement between the ADB and CDA. “Under the agreement the ADB would design feasibility study of the BRT project but ADB and CDA have, so far, fixed no date for signing of the agreement. He said that the Sui Northern Gas Pipelines Limited (SNGPL) would provide gas needed for the project. Some source said that earlier the SNGPL had refused to provide the CNG for the project owing to gas shortage. They said the CDA has demanded 25,000 cubic feed per day (CFD) uninterrupted supply of gas from the SNGPL for the project.

The official said the CDA Project Management Office (PMO) has prepared major terms and conditions for the launch of BRT under which they would purchase 32 buses worth Rs 256 million.

The civic authority has constituted a committee, consisting of representatives of the Islamabad Traffic Police (ITP), Islamabad Transport Authority, the CDA engineering wing, National Transportation Research Center (NTRC) and other related departments, he said.

He said that the committee would decide about the specifications of buses such as purchasing low-floor buses or high-floor buses and after the approval from the committee, the CDA would purchase the buses, he added. The official said that BRT is a term applied to a variety of public transportation systems using buses to provide faster, more efficient service than an ordinary bus line. This is achieved by making improvements to existing infrastructure, vehicles and scheduling, he said.

He said the CDA allocated Rs10 million for the project in the budget 2010-11. Currently, the private transport sector is a major source of mobility between two cities with around 1,800 minibuses plying on 16 routes.

Kurri Road Housing Scheme from March 2012

The much-awaited development activities at Kurri Road Housing Scheme will start from March next year and completed by April 2014, an official of Ministry of Housing and Works said on Friday.

He told APP that physical possession of 90.8 acres land had been taken over and an amount of Rs 445 million was already paid to the Capital Development Authority (CDA) as a cost of land.

He further said the design consultant had been appointed on August 3, who was working on the detailed specifications, layout, design, elevations and cost of the project.

To a question, he said devastating earthquake of October, 2005 established a need for revision of Building Code to make the building earthquake resistant. He said Ministry of Housing in consultation with experts revised the code and prepared Building Code of Pakistan (Seismic Provisions-2007 which was now a mandatory reference for Engineers and Architects.

All attached departments of Ministry of Housing and Works, Pakistan-PWD FGE Housing Foundation and Pakistan Housing Authority have already adopted this code, he said adding all buildings are designed and constructed in conformance to Seismic Provision 2007 since then.

CDA asked to launch LED lights pilot project

The Central Development Working Party (CDWP) has asked the Capital Development Authority (CDA) to first launch a pilot project of street lights based upon Light Emitting Diode (LED) technology in the city to assess whether the new expensive technology will help achieve the objectives.

An official source said the directives were given to the CDA, as there were some concerns in the official circles about the huge cost of the project. However, he said some of the influential people were interested to get the project as technology was readily available from China.

The source said the LED lights consumed minimum electricity, but it gave less light compared to conventional sources, due to which the CDWP had asked CDA to install it on trial basis.

The official said the estimated cost of the project was over Rs 6 billion and it
would cause a huge lose to the national exchequer, in case of a failure. He also said some high-ups of CDA also showed concern about the maintenance of LED light because the similar problem in other projects. “Currently, the CDA electrical maintenance wing has no technical staff to for the purpose,” he said.

He said the CDA was paying an amount of around Rs 120 million per month on electricity bills and unable to disburse the overdue amount to the Islamabad Electric Supply Company (IESCO). “The IESCO has several time disconnected power supply of the CDA due to huge overdue bill,” he said.

The official said the cost for running and maintaining the streetlights had increased by 30 to 40 per cent in the last couple of years, and these figures did not include the salary of the 400 employees, who were part of the electrical maintenance wing. The non-development expenditure crossed Rs 6 billion while the authority earned only Rs2 billion through taxes, due to which the CDA is coping with severe financial crises.

The official said the CDA plan not only included to replace the conventional lights with the LED lights but also plan to install the solar geezers in the government accommodations, Parliament House, President House and other major buildings of the city.

CDA to construct parking plazas at shopping centres

Capital Development Authority (CDA) would establish multi purpose parking plazas at the busy shopping centres and all the major markets of the city would have separate parking places to facilitate traders and the visitors.

Prime Minister Task Force on Islamabad Chairman Fasial Sakhi Butt inaugurating a separate parking for Aabpara Market adjacent to the Khayaban-e-Suharwardy here Monday, said that government wants sustainable solution to the problems of the residents and traders of the capital city and all possible measures would be taken to make Islamabad model for the other cities of the country. Faisal said the government would specially focus on provision of specious parking along the markets, improving the sewerage, cleanliness and environment of the city. He called upon the residents of the city to fulfill their civic responsibilities by protecting the facilities especially in the form of beautiful environment and lush green parks provided by the civic agency.

CDA Chairman Engr Farkhand Iqbal speaking on the occasion said that CDA was working on a comprehensive plan to build multipurpose parking plazas in the busy shopping centres on public private partnership basis to overcome the problems of traffic mess in the city.

The civic body would remove the encroachments and provide parking facilities in the markets. He said that 50-year-old sewerage system of the pioneer market of Islamabad, Aabpara would be revamped and the issues of cleanliness, landscaping and footpaths would be resolved without delay.

CDA starts development work of Sector I-11

Capital Development Authority (CDA) on Wednesday kicked of development work in Sector I-11 after getting the land in sector vacated.

A meeting to this effect was held at CDA headquarters on Wednesday, which was presided by the CDA Chairman Engineer Farkhand Iqbal. The affectees of the area and senior officers of the authority participated in meeting.

The Chairman said on this occasion that CDA had formulated a strategy to get the land under adverse possession vacated and carry out the development in the stalled sector. He said genuine demands of affectees had been met and due compensation had been paid to resolve the chronic problems of adverse possession in the Sector I-11. He said the engineering wing of the authority had formally started development work. He said the development work in the sector would be carried out at the first phase to facilitate the allottees as they were facing problems since many years.

He said that he was committed to get all the CDA land vacated from the adverse possession in an amicable way. He said the development process of the other sectors including I-15, D-12 and E-12 would be expedited.

Iqbal said the development of the stalled sector would not only solve the problem of shortage of housing units in the Capital but also establish the writ of the authority. He said a constant monitoring of the land vacated from adverse possession would be carried out and pickets would be established in the area. He said he would soon visit the stalled sectors and would take up the issues with the affectees of the areas to find out the amicable solution. He said CDA had faced no resistance in development work of Sector I-11 and had resolved the chronic issue.

CDA may launch bus rapid transit service next month

The Capital Development Authority (CDA) is likely to start bus rapid transit (BRT) service as a pilot project on two routes in the capital city in the mid of the next year.

“The CDA’s project management office (PMO) has prepared PC-1 worth Rs 800 million for the pilot project. Under the PC-1, the CDA would purchase 32 buses, construct terminals and service stations besides providing other necessities for the project,” an official source told Pakistan Today.

The source said the CDA’s BRT pilot project would be launched on two routes — from Faizabad to Secretariat and Faizabad to Sector G-11. According to a survey, conducted by National Transport Research Centre (NTRC), 26,000 people daily use public transport from Faizabad to Secretariat and 1,600 travel through public transport daily from Faizabad to Sector G-11, he said.

The official said the PMO would assess whether the BRT project could achieve its objective or not. “BRT is a term applied to a variety of public transportation systems using buses to provide faster and more efficient service than an ordinary bus line. This is achieved by making improvements in the existing infrastructure, vehicles and scheduling,” he said.

He further said the CDA’s PMO was also going to sign an agreement with the Asian Development Bank (ADB) for designing feasibility study of the BRT project. The CDA and the ADB would sign the accord in a few days, he said.
He said that under the agreement, the ADB and the CDA would bear 80 percent and 20 per cent cost of the designing of feasibility study of the project, respectively. The civic body would not make any case payment, but would pay the cost in the shape of transport and offices for the ADB’s international experts, he said.

He revealed the CDA had allocated Rs10 million for the project in the current financial year 2010-11. Currently, private transport is the major source of mobility between the twin cities while 1,800 minibuses, including Mazda, Toyota Hiace and Suzuki vans are plying on 16 routes within and between Islamabad and Rawalpindi.

The present population of Islamabad is 1.124 million and both the cities are accommodating over 2.78 million people. With present growth trend, it is expected that it would rise to seven million in next 25 years.

Steps towards self-sufficiency: CDA to generate 22MW electricity from waste

* Chairman says LED lights will be installed to save energy and cut electricity bill

* 50 percent cut in non-development expenditures

Capital Development Authority (CDA) has decided to produce its own electricity for getting rid of power outages and financial burden, CDA Chairman Farkhand Iqbal said on Tuesday.

Talking to media persons at Convention Centre, he said up to 22MW electricity would be produced from the hospital and domestic waste of the city to make it self-sufficient in energy. He said the project would also help decrease financial burden of CDA, which is paying Rs 120 million as monthly electricity bills.

LED lights: He said CDA in collaboration with Asian Development Bank (ADB) would install LED lights in the city to save maximum energy. Iqbal said ADB would finance 75 percent cost of the project. According to ADB survey, LED lights if installed across the country could save up to 3000MW electricity, he said.

Cut on expenditures: It has been decided to reduce up to 50 percent non-development expenditures of CDA to overcome severe financial crunch, said the chairman, adding, a 50 percent cut on vehicle expenditures would also be imposed. He said the CDA file work would be computerized to ensure transparency.

CDA would be made financially stable to carry out the development activities at faster pace and the available resources would be utilized in efficient manner in addition to exploiting the potential for foreign investment, said the chairman. Pakistan is being considered the gateway for the future world trade activities, he said, adding, promotion of economic activities in the Federal Capital is need of the hour.

CDA has devised several plans to achieve self-sufficiency, he said, adding, Blue area would be expanded up to F-10. Moreover, building code is being changed to ensure the construction of state of the art buildings in the capital, he added.

Parking plaza: He said a new parking plaza would be constructed in Jinnah Super market to resolve the congestion issue. The chairman said various shopping malls would be constructed in the capital and mega projects in collaboration with private sector would be initiated after getting approval of the higher authorities. A City Centre would also be constructed in the city to provide shopping facility to the people under one roof, he informed the media.

He said the green belt of the Aabpara Market was being transformed into parking lot, especially for the vehicles of shopkeepers to overcome traffic congestion. Work is continuing nowadays and after completion of the parking space - shopkeepers would be issued stickers to park their vehicles there, said Iqbal.

He said after completion of parking space any stickered vehicle hindering traffic flow would be fined up to Rs 10,000.

Development work: He said the development work at sector I-11 had been initiated while the work on sector I-15 will also be initiated soon. He said development activities in residential sectors I-14, I-16, E-12 and D-12 would be expedited while work on development of the Park Enclave would commence during the ongoing month.

The condition of capital’s parks especially Rawal Dam would be improved, he said, adding, a deputy director would be assigned to work as focal person in each sector and he would be responsible for any dilapidated condition of roads and footpaths, the chairman said. He said that anti-littering awareness campaign would be extended to the G and I Series Sectors along with the imposition of fine on violators.

Water supply: He said that the existing water supply network would be rehabilitated and efforts would be made for additional sources. Work on laying of pipeline from Tarbella Dam would be expedited so that the water problem could be resolved once for all, Iqbal said. staff report/agencies

PM orders strategy for new housing in capital

Prime Minister Yousaf Raza Gilani has entrusted the Task Force on Islamabad with the responsibility to chalk out a comprehensive strategy to open up new sectors and take immediate steps to start development work of the stalled sectors to overcome the shortage of housing units in the federal capital.

Task Force on Islamabad Chairman Faisal Sakhi Butt said this on Thursday while addressing at the groundbreaking ceremony held for the development of the sector I-11. He appreciated the efforts of the Capital Development Authority (CDA) chairman and his team for taking concrete measures for the development of the sector I-11 in a very short time, which was stalled since 1990. He congratulated the allottees and hoped that they would soon be able to construct their houses on the plots, which were allotted to them long ago.

The CDA Chairman, Engineer Farkhand Iqbal, said that one of the major responsibilities of the CDA, in addition to provision of basic amenities to the citizens, was to provide affordable housing to the citizens of Islamabad, for which, new sectors were being planned and a comprehensive policy had been made to start development of the stalled sectors on war-footing, so that the allottees could be handed over possession of their plots.

CDA will soon fulfil its commitment to the allottees by handing over possession of the plots to the allottees in other stalled sectors, like D-12, E-12, I-14 and I-15, he promised. He requested the allottees and the affectees for their cooperation in this regard because, he said, without the cooperation and help of the allottees, the CDA would face a lot of difficulties in getting possession of the sectors which were under illegal occupation. He said the development of the sector I-11 would be completed on fast track and within the stipulated timeframe. He requested the local people to join hands with the CDA in making Islamabad more clean, green and beautiful city.

Earlier, Syed Ibrar Hussain Shah, while briefing about the project said that there were 2000 plots in total, 1700 plots had been allotted to the CDA employees, and 300 plots to the affectees. The project for development of the sector I-11 would be completed in eighteen months with a total cost of Rs 186.928 million. All board members, CDA officers and a large number of allottees and local people were present on the occasion.

Kashmir Highway project delayed over non-payment of dues

Islamabad’s mega project of Kashmir Highway has come to a standstill over non-payment of dues by CDA to contractors.

Besides the sudden halt of the mega project, the vehicular traffic is facing severe problems due to the diggings on roadside.

Non-payment of Rs. 180 million on account of outstanding bills was the cause of this anomaly. The project was to be completed within two years but only 8 percent progress had been achieved against projected 40 percent progress so far due to delay in payment. Project was started in February 2011 and the work had been suspended for the last two months.

CDA to expedite development work in parks

Giving a new hope to the residents of several sectors of the capital city who were deprived of proper parks in their areas, Capital Development Authority (CDA) Chairman Farkhand Iqbal on Monday said the ongoing developments in the parks would be completed on a priority basis and immediately opened for the public. He issued these directives during his visit to Lake View Park.

The chairman was apprised about the development work on Phase-II of Lake View Park. He was informed that work on water sports and allied entertainment and recreational facilities was underway.

The chairman directed the officials concerned to ensure timely completion of development work as per international standards with assurance of all precautionary safety and environment-friendly measures, adding that all kind of encroachments should be removed. He ordered to complete development and maintenance work in all parks of the federal capital and open them for the public. He further directed the concerned formations to ensure maintenance and cleanliness in parks to avoid hindrance to the public visiting the parks.

He CDA said parks were the best source of healthy activities and the people throng into the parks for amusement, entertainment and recreational activities, adding that the CDA would take all-out measures to establish international standard parks.

“The civic body is facing financial crunch, however, we have chalked out a comprehensive plan to over come the financial problems to resolve the civic amenities on priority,” he added.

Farkhand Iqbal directed the officials to expedite work on Phase-II of the Lake View Park and ensure provision of modern facilities in the international standard park. He said such facilities played a great role in improving the health and well-being of citizens.

Park Enclave Housing Scheme: Senate body for timely completion of development work

Committee concerned over issues awaiting resolution since 1985

Senate Standing Committee on Cabinet Secretariat has directed Capital Development Authority (CDA) to complete the Park Enclave Housing Scheme-Zone IV within stipulated time.

The committee met under the chairmanship of Senator Shahid Hassan Bugti at CDA headquarters on Thursday to discuss the work progress of Park Enclave Sector E-12 and construction of offices of Senate and National Assembly standing committees chairmen. The committee was apprised that the development work was going on according to the layout plan and the authority was committed to completion of the project in time.

The committee showed concern over six months’ extension in time frame for completion of the project and directed that it should not be further extended. CDA officials informed the committee that they would complete the infrastructure work within a period of one year, however, the administrative work, like development of clubs, hospitals and mosques, would be completed in next six months.

The committee was informed that CDA had possession of the whole land in the scheme that comprised 650 one-kanal plots and 40 two-kanals plots, which would be fully developed. CDA Chairman Engineer Farkhand Iqbal assured the committee that Park Enclave would be developed as a model sector.

The allottees would be informed about the development work in the scheme and the concerned department had already been directed to issue letters to them about the development, delay or any problems in the work, Farkhand said. Reviewing the development work of Sector E-12, the committees showed concern, saying the affected were suffering since 1985, in spite of the inquiries conducted by various departments.

The CDA officials informed the committee that the occupants had taken stay order from Islamabad High Court (IHC) by misguiding it, as the Supreme Court of Pakistan had already given a verdict in favour of CDA. They said the court would withdraw stay order after hearing the point of view of CDA in this regard on January 21.

Although, CDA had no funds for development of E-12, but it was making efforts to generate revenue by cutting its non-development expenditure, like electricity bills, and by replacing bulbs with LEDs (Light Emitting Diode) and saving around 50 percent in electricity bills by using waste for production of electricity, said the officials.

Currently, 65,000 conventional lights were being used in parks, streets and markets, which cost Rs 1.2 billion as electricity bills annually, using 18 megawatts, however, LEDs would cost Rs 500-700 million, saving around nine megawatts, the CDA officials said. Senators Saeeda Iqbal, Kalsoom Perveen, Begum Najma Hameed and Ali Muhammad Badini and CDA officials were also present on the occasion.

They started construction of all 3 towers 2 years back but CAA jumped to create mess, then court case and issues with CAA were resolved but Grand Hyatt decided to NOT construct the 45Fl hotel instead they increased the height of 20X2 Residential to 25X2..

The roads are not the problem. It is how they are used that is resulting in the transportation issues being faced by Islamabadis.

The double-decker tour bus planned for picnic spots in the city has been shelved in favour of nothing.

The Capital Development Authority (CDA) simply has no money to take on such an “expensive” project, the authority told the shortlisted firm, according to official sources.

The CDA Board recently gave approval for the double-decker tour bus service, a brainchild of former CDA chairman Imtiaz Inayat Elahi, but incumbent CDA Chairman Engineer Farkhand Iqbal told the owner of the shortlisted firm that the CDA is not financially strong enough to back the project.

At present, most people rely on their own cars as there is no other reliable and family-friendly way to go up the Margalla Hills. Taxis are an alternative, which charge Rs300 for a one-way half-hour drive to Pir Sohawa. The last option is renting a car, but even this is an expensive arrangement, as the rental charges are at least Rs2,000 for the vehicle for the day, even if they need it for just a few hours.

Setting aside the prime minister’s instructions and ignoring the directions of a parliamentary panel, the CDA had already shelved its much-hyped Rapid Mass Transit System and opted instead for a CNG bus service, which is still in the planning phase.

The tourist bus has not been cancelled though. CDA Spokesperson Ramzan Sajid said that the CDA is “committed” to launching the service, and even though it has been delayed due to funds’ shortage, it remains a priority. “We are still seeking investors,” he said. According to Ali Autos, the shortlisted firm, the service would initially have had four to six buses.

The buses would have had wide windows so that passengers could also enjoy the view along the way, owner of the firm said. The service would eventually have expanded to other popular picnic destinations such as Lake View Park, Shakarparian and Daman-e-Koh, he added.

According to a study conducted by National Transport Research Centre of Ministry of Communication, “Islamabad is a planned city with an extensive road network laid out in a grid structure. Although there are several design shortcomings, the overall capacity of the system is not the basic problem.”

The roads, therefore, are not the problem. It is how they are used that is resulting in the transportation issues being faced by Islamabadis. A communications ministry official said that a mass transport system for twin cities was first proposed in 1995 by the ministry’s research arm, which predicted that traffic would become a “severe problem” by 2010.

“[However,] the relevant departments did not take appropriate action,” he said, adding that the present public transport system is in a horrible shape, as illustrated by the fact that no white collar workers are willing to use it, and that the industry is dominated by the private sector.

A CDA planning wing official said that private transporters’ influence is “one of the main reasons a real public transport service was not initiated”.

The Capital Development Authority (CDA) chairman seems least interested in ensuring the timely completion of the Kashmir Highway project, which has almost come to a halt due to non provision of funds by the authority, Pakistan Today learnt.

The delay in construction of the Kashmir Highway has also been posing threats to the lives of those people who routinely travel on the under-construction Kashmir Highway.

According to sources, CDA has discontinued the funds for the construction project so the contractors have also slowed down the pace of the work. According to official CDA sources, less than half of the Kashmir Highway construction work has been done so far due to the lack of funds. Moreover, the developers have also been reluctant in continuing the work, causing delay in the mega project and nuisance to the commuters.

“Last week I was going to my home in Taxila when suddenly my cab went into a ditch on Kashmir highway, after which I lost control of my vehicle, which further hit a rock lying on the edge of the highway, resulting in great damage to my taxi,” said Ghulam Mahmood, a taxi driver. He said that his taxi was at the workshop and he had been unable to earn a livelihood for some days now , however what disturbed Mahmood the most was who was responsible for his loss.

Like the taxi driver, Ghulam Mahmood, there are many others who have been involved in similar incidents on the under-construction road, where many people have been injured and their vehicles damaged. However, the CDA has not taken any steps for the safety of the commuters and seems least bothered in expediting the construction work also. Therefore, the civic body’s negligence has been a cause of trouble to many commuters.

On Thursday night, another car faced a similar situation when the driver lost control of the vehicle and it hit a rock when passing by a CNG station on the highway. The police and emergency vehicles rushed to the spot. Fortunately, the driver’s life was safe, however the car was completely damaged.

Deep holes have been dug on the Kashmir Highway as part of the construction process, however the management has not placed any warning signs around such places, posing great risk to the commuters’ lives.

The Rs 3 billion dual carriageway project, under which the road will have five lanes on either side from Golra Mor to Peshawar Mor, is being constructed under the Public Sector Development Programme (PSDP). The Kashmir Highway is being widened mainly to provide fast access to the new airport being established in Fateh Jang, around 30 kilometres from the capital.

Nevertheless, the negligence of some concerned officials of the authority has created a number of hurdles in the timely completion of the project. The officials of the Civil Aviation Authority (CAA) and the CDA have dubbed the highway project the “future lifeline” of Islamabad as it will provide new links between the capital and the new airport and the Lahore and Khyber Pakhtunkhwa motorways.

A wholesale market has also been proposed in Sangjani, near the new airport, for trade activities in the northern region and Punjab. Under the plan, an interchange will be constructed at the Kashmir Highway – GT Road junction to divert traffic from the Kashmir Highway to the motorway and GT Road.

CDA to spend Rs 257 million on development of Ankara Park

The Capital Development Authority (CDA) would spend Rs 257 million on development of Ankara Park and is pursuing a comprehensive and integrated programme to upgrade and provide of quality entertainment facilities in other parks of the city as part of its efforts to improve environment of the city.

This was stated by CDA Chairman Farkhand Iqbal while apprising the Prime Minister’s Task Force on Islamabad Chairman Faisal Sakhi Butt during his visit of Ankara Park to inspect the development work being carried out by the authority, said a press release issued on Sunday.

The CDA chairman said that the ongoing development in the parks is being completed on priority basis and missing facilities, especially in small parks, are being provided.

The facilities under-development would soon be opened for the public to add colours to the beauty of the city. Prime Minister’s Task Force on Islamabad Chairman Faisal Sakhi Butt said, “Government is fully committed to making Islamabad a model metropolitan of the world and all out support would be extended to CDA for conserving the green character of the city.”

The CDA chairman apprised the task force that PC-I for the development and upgrading of the Ankara Park had been completed and work would soon commence on the improvement of different facilities in the park. It would be equipped with a beautiful and state-of-the-art dancing fountain to provide unprecedented entertainment to the residents and people visiting Islamabad from within the country and abroad.

He said that the upgrading, included establishment of gardens, soft landscaping and spacious parking facility.

He also said that 90 percent of the development work in Fatima Jinnah (F-9) Park had been completed and efforts had been geared up to complete the remaining work so that the residents could avail the facilities being developed for their entertainment.

He said that the authority had already directed for early completion of the ongoing development work in the Lake View Park, including an entertainment hub and water sports facility.

Faisal Sakhi asked the CDA to restore the natural and charismatic beauty of the natural streams and nullhas (canals) flowing through the city.

He said that these were once the hallmark of Islamabad but with the passage of time they had badly been polluted.

He said that different households and katchi abadis constructed along these ravines and natural streams channelled their sewage into these canals, which further deteriorated the situation.

He called upon the CDA to come up with some project for cleaning of these canals and restoring their beauty. The CDA chairman immediately directed the concerned authority to appoint an independent project director and actively pursue different measures being taken in this regard.

The task force chairman said that the prime minister had directed for development of entertainment facilities on modern lines, as per international standards with the assurance of all precautionary measures and environment friendly initiatives to provide quality entertainment to the people.

He said that all illegal connections of sewage being channelled into natural streams should be plugged and the process of upgrading of these streams and that of imposing fines for illegal connections should be proceeded.

He said that the park in G and I sectors should be provided all missing facilities to make them at par with the entertainment facilities in posh areas of the city.

‘Pak-China Centre to be made ‘self-sustainable’

The Pak-China Friendship Centre would be made “self-sustainable” by holding extensive cultural events to promote traditional heritage and soft image of the two countries, Capital Development Authority (CDA) Chairman Engineer Farkhand Iqbal said on Monday.

During his visit to the centre, he said the facility is the hallmark of Pak-China friendship and there is need to make it functional for cultural activities. “Such activities will enable the centre to generate its own resources to make it self-sustainable,” he added. Member Engineering Sanaullah Aman was also present.

The CDA chairman said that the authority would work on a comprehensive plan and would take all-out measures to make the centre operational and financially sound. He said that Pak-China Friendship Centre reflects traditional Chinese architecture, adding that it is a gift to Pakistani people. He directed CDA officials to come up with “fruitful” recommendations to operate it.

Farkhand Iqbal visited several facilities at the centre, including cafeteria, theatre hall and the residential compound. He ordered the officials to ensure cleanliness there, adding that security of costly equipment should be also ensured. He also called for landscaping of the centre with colourful flowers and plants.

Earlier, Farkhand Iqbal was briefed that the three-storey Pak-China Friendship Centre covers an area of 12 acres. The ground floor has been allocated for offices, a theatre hall and a cafeteria. The first floor houses study rooms, a library, committee rooms and an exhibition hall, while the third floor consists of a residential compound having 57 rooms.

The centre is centrally air-conditioned and equipped with a modern fire-fighting system. It also has a parking lot for 600 vehicles.

CDA finally decides to start work on Park Enclave from 16th

After facing criticism for ignoring the Park Enclave Project in favour of other projects, the Capital Development Authority (CDA) has finally decided to start work on the Park Enclave housing scheme from February 16, Pakistan Today learnt on Tuesday. The decision was taken during the CDA board members special meeting held on Tuesday. A source privy to the meeting, seeking anonymity, told Pakistan Today that various issues were discussed during the meeting, including setting the time for the development of the Park Enclave and floating the sectors acquired under the land sharing formula. The source said the reasons behind the project’s delay were also investigated.

CDA Chairman Farkhand Iqbal said 40 percent of the funds generated through Park Enclave would be spent on its own development. He also criticised the ‘tradition’ of spending the funds generated by one project on others and said the practice should end.

Sources in the CDA alleged that the funds generated through the Park Enclave had been spent on other projects, endangering the housing scheme. They said the CDA needed to execute the projects which can generate funds for the civic body. The CDA chief had also claimed in the past that the Park Enclave could generate billions of rupees for the authority.

CDA spokesman Ramzan Sajid told Pakistan Today that it was decided in the meeting that a focal person would be appointed for monitoring the complaint enquiries of the civic body. The board members had also highlighted the progress on the development of the previously stalled sectors. He added that the issue of resolving the problems of the slums also came under discussion.

CDA to resume construction on Potohari Village

The Capital Development Authority (CDA) decided on Wednesday that the Potohari Arts and Crafts Village would be made fully functional and its maintenance completed faster.

The decision was taken during a meeting regarding the village held at the CDA headquarters, presided over by the CDA chairman Farkhand Iqbal and attended by the CDA Board Secretary, Director Arts and Crafts Village, Indus Heritage (IH) representatives and other senior officials of the civic body. The controversial Arts and Craft village is not functional and investigation agencies have been looking into the anomalies in the project.

Former CDA chairmen, including Tariq Mahmood and Imtiaz Iniyat Elahi did not take much interest in the project which resulted in higher costs as compared to the original estimates.

The village was to be built near Shakarparian on 26 acres of prime land. It aimed to provide poor artisans a platform for displaying their work in cultural exhibitions. During the meeting various proposals came under discussion, including the constitution of a high level committee to be headed by the CDA Chairman and comprising of CDA and Indus Heritage representatives. Iqbal directed the committee to come up with a comprehensive plan to start arts and crafts activities in the village and to ensure that the necessary maintenance work was completed at a faster pace. He also directed the authority’s formations to complete the landscaping in the village.

Iqbal said the CDA will invite artists and craftsmen from across the country to display their creations. He said the village would serve as a showcase for traditional crafts and handloom heritage, generate income and provide Islamabad with a unique shopping and entertainment experience. He said that the Potohari Village was constructed to promote indigenous arts and to enhance inter-provincial harmony. He said the exhibitions at the village would promote a softer image of the country as foreign diplomats and delegates would visit the village.

CDA revises controversial plan

The Capital Development Authority (CDA) on Friday revised and updated the PC-1 of the controversial Light Emitting Diode (LED) project which included the replacement of 65,000 old conventional street lights with LED lights. The revised plan has been submitted to the planning commission for further processing and approval.

This was stated in a written reply submitted to the Senate by the Cabinet Division Minister Incharge. He informed that the present version of the PC-1 of Rs 8 billion LED project was retracted and the CDA had submitted the upgraded version of PC-1 to the Central Development Working Party (CDWP). The CDWP also directed the Cabinet Division and the CDA to make a detailed presentation to the Planning Commission deputy chairman after seeking confirmation of funds from the Asian Development Bank (ADP). It also advised the CDA to invite the ADB to the presentation. The reply was given in response to Senator Hafiz Rashid Ahmad’ question about the LED lights installation.

Under the project, the old conventional street lights would be replaced with LED’s and ADB will provide the soft loan to the civic body to execute the project. The CDA officials say the project would help them save million of rupees in the form of utility bills. Concerns were raised by some CDA stakeholders about the appointment of former member engineer Ibrar Shah as engineering team member for the LED project. The fact, that he was an electrical engineer and not suitable for the post of member engineering, made the project controversial.

Transparency International (TI), Public Procurement Regulatory Authority (PPRA) and Senate Standing Committee on Cabinet Division also expressed concerns over the LED project tendering process. Even the Senate Standing Committee on Cabinet Chairman Shahid Bugti termed the project a ‘scam in the making’. TI also questioned CDA about the project’s tendering while PPRA also sought a report from the CDA on a same issue. A high level CDA committee of the CDA declared that the project not financially beneficial.

However, the CDA chairman Farkhand Iqbal was not ready to acknowledge any of the anomalies or losses in regard to the project. In a recent news conference the chairman said that installing LED Lights would save 52 percent of the CDA’s energy requirements, which will reduce 8.32 MW load on national grid. CDA believed the project was important and financially viable but has not awarded any contract for purchasing LED lights.

He said the CDA was managing 65000 conventional street lights which added a load of 16 MW on the national grid and incurred an annual expense of over Rs 1.2 billion. The National Energy Conservation Center approached the CDA to replace the conventional public lighting system with LED lighting in order to save energy consumption.

CDA directed to start development in Sector I-15

Prime Minister’s Islamabad Task Force Chairman Faisal Sakhi Butt in a recent meeting directed the Capital Development Authority (CDA) to submit a workable solution and a time frame for the development of Sector I-15 to overcome shortage of housing units in the federal capital.

The development of I-15 sector, which includes five to six Marla plot apartments, was announced in 2005 and also includes construction of 8,000 flats for low-income groups.

The amount of Rs 1.4 million per flat was fixed at the time of the project’s announcement but it was axed when it was later realised the amount was too low.

Around 8,000 allottees of the flats the CDA paid for their flats, only 2,700 have been reimbursed.

Butt said the government is committed to providing affordable housing, especially to those from low-income groups and added that Prime Minister Yousaf Raza Gilani has given special directions for development of low-income housing schemes.

He said development of the stalled sector must restart without any further delay and the allied road infrastructure consisting of other link roads to these sectors should also be constructed.

The opening of the residential units and new commercial centres will help discourage the trend of non-conforming use of residential buildings in developed sectors.

The CDA chairman, in a board meeting, has directed authorities concerned to form a committee to expedite work on the stalled sector and submit its report to the PM’s taskforce in a fortnight.

The Engineering Wing of CDA working on the project will decide whether the tender should be floated or develop the sector through a public-private partnership.

PHA’s Kurri Road Housing Scheme: PM to perform groundbreaking ceremony tomorrow

The Pakistan Housing Authority (PHA), under the dynamic leadership of Federal Minister for Housing and Works Makhdoom Syed Faisal Saleh Hayat, has translated federal government officers’ dream of having their own home at retirement into reality as Prime Minister Yousaf Raza Gilani is performing the groundbreaking ceremony of Kurri Road Housing Scheme on February 9.

The Housing Scheme at Kurri Road envisages provision of house to the federal government officers from grade 20 and above on their retirement, which is first of its kind for the civilian officers all over the country. The scheme has been launched on the approval of Gilani to provide the housing unit on the lines of Pakistan Army Welfare Directorate Scheme for the officers of Federally Constituted Occupational Groups (20-22), as well as civilian officers of Inter-Services Intelligence, Intelligence Bureau, National Assembly, Senate Secretariat and Supreme Court of Pakistan.

Apart from successfully accomplishing the task of constructing housing units for low paid federal government employees on ownership basis as well as for the poor and needy segment of the society, PHA acquired 90.8 acres of land from CDA to construct housing units for federal government officers Housing Scheme at Kurri Road Zone IV. The Kurri Road Housing Scheme comprises of three categories (I, II and III) of housing units specified for grade 22, 21 and 20, respectively at a very reasonable price. To ensure world-class standards and professional excellence, PHA housing programme is perceived by the leading designers and is being implemented through the most renowned engineering consultants and construction companies of Pakistan.

The minister a few days back visited the site of PHA’s Kurri Road Housing Scheme and directed the contractor as well as PHA authorities to complete the basic infrastructure development in one month’s time so that the construction of houses could be launched by March this year.

He also instructed the authorities to never compromise on quality and the Housing Scheme should become a model for others to be followed. PHA’s Kurri Road Housing Scheme, said Hayat would be a ‘landmark project’ in the country setting new standards of perfection in real estate world.

The minister said, “Materialising the vision ‘House for All’, the Ministry of Housing and Works and PHA have formulated a multi-pronged strategy, which includes the low cost housing for the poor and needy as well as provision of affordable residential facilities to the government employees so that a government employ may own a residential flat or a house on retirement.” Hayat expressed satisfaction on learning that the Kurri Road Housing Scheme was attracting a large number of serving and retired federal government officers due to its ideal location and affordable price.

Talking to media persons at the site, Ministry of Housing and Works Secretary Kamran Lashari and PHA Managing Director Rasool Bux Phulpoto said that under the dynamic leadership of Hayat, PHA was striving hard to support the cities to generate economic growth and develop the integrated development strategies for narrowing the housing demand and supply for government employees and general public.

They said that PHA had embarked upon a comprehensive and feasible plan with the help of all stakeholders for the implementation of Prime Minister’s Housing Programme. “PHA is determined to actively play its role for the acquisition of land, housing finance, and subsidy to the housing industry and incentives to the developers and investors, the officers added.

The Housing Scheme will contain all civic amenities required for a modern community living by providing reasonable open spaces and green patches to ensure a green habitat conducive to our environmental conditions. The infrastructure services like water supply, sewerage and drainage, road network, electricity, gas, etc will be connected to the main grids of Islamabad city, in accordance with CDA’s development programme. The gated-housing-scheme will also have all facilities like parks, schools, community centre, health club, mosque, commercial building, graveyard etc.

All civilian officers who were and are in service on January 1, 2008 to December 31, 2013 and have submitted option forms with Islamabad as first preference city shall be eligible for the allotment of the housing unit on age-wise seniority basis in relevant category. However, it was decided by the board that the date might be opened to accommodate all federal government officers in the scheme after assessment of the initial response from the eligible members and subject to availability of land at Kurri Road.

CDA approves construction of Jinnah Avenue in Zone-IV

The Capital Development Authority (CDA) has approved the construction of Jinnah Avenue in Zone 4.

With that the Bahria Town has taken in hand the construction project of the four-lane modern road that would link main Kurri Road to Kurri Model Village and would cost Rs220 million.

According to a CDA official, the authority has issued circular No CDA/PLW/Zone 4(11)2011/P/60 dated January 31, 2012 which says that in its meeting held on January 16, 2012, after deliberating over the issue, it allowed the Bahria Town to construct 150-foot-wide Jinnah Avenue free of cost.

According to terms and conditions, M/S BTPL will construct this road entirely at its own expense; the Jinnah Avenue will not be the property of Bahria Town but it will be a thoroughfare open to all the residents of the villages in the vicinity as they use other thoroughfares throughout the country.

The circular says that BTPL will also construct two link roads: one will be 3.5 kilometres long and begin from Kurri Model Village, while the other will be 1.5 kilometres long which will connect the avenue with agro farms/dumping site area. These roads will be the property of CDA which will also have the right of way. M/S BTPL and CDA will jointly develop signboards, billboards and signages for the roads. The expenditure on survey/alignments/cross-section and designing will be borne entirely by Bahria Town and it will be done with the approval already granted by CDA which will monitor the construction of the roads. These roads will always remain thoroughfares and Bahria Town will never have any right to their exclusive use nor will it have any claim of the roads as such. The BTPL will uplift the already existing main Kurry road at its own expense.

In the meanwhile, a senior official of Bahria Town said four years ago, Bahria Town spent a sum of Rs95 million for the construction of 3.5 kilometres long portion of Islamabad Highway between PWD Housing Society and Kak Pull, all in public interest. He further said that Bahria Town has set up a free dispensary in Kurri village where 125-150 patients are treated and given free medicines daily. The official further said for the convenience of thousands of residents of the surrounding villages Bahria Town constructed an asphalt road on the nine-kilometre Kutcha road only two months ago at a cost of Rs80 million. This has been widely welcomed by the people of the area.

Sources said that four or five years back CDA had initiated construction of Kurri Model Village Road which is part of CDA’s master plan. The road was still half way when funds for the project were consumed. Bahria Town made an offer to CDA that it was prepared to complete the remaining part of the road entirely free of cost and at its own expense. The offer was made for general welfare of thousands of the residents on the outskirts of the road, and also in view of the fact that after about four to five years, residents of Bahria Enclave too would use it. The road will neither be the property of Bahria Town, nor will it impose any tax nor will it be transferred in the name of Bahria Town. CDA has now given approval to the proposal on the condition that crores of rupees to be spent on the construction of the road will be paid by Bahria Town.

CDA to open water sports facility at Lake View Park

The Capital Development Authority (CDA) is taking steps to upgrade recreational facilities in the federal capital and introduce water sports facility at Lake View Park, promoting healthy activities among the people, especially youth.

An official of the CDA told APP that the authority is considering different options to revamp sports facilities and upgrade sports grounds with the assistance of the private and corporate sector.

Under the ongoing development work at the Lake View Park Phase-II, the work on water sport facility and allied entertainment or recreational facilities would be completed on priority basis, the official said.

The authority is preparing a comprehensive plan to upgrade the sports centre in line with international standards. "Islamabad is one of the beautiful cities in the world and all-out efforts would be made for provision of international standard sports facilities. Youth is the real asset of a society and sports activities would keep them away from all kinds of negative activities and lead to a healthy society," the official said.

The sports grounds consisting football ground, basketball court, and badminton court with a walking track in various sectors would be developed in a short period of time, he added.

Parks add value and pride to a city and play a major role in improving the quality of life of residents and the authority would ensure timely completion of development work as per international standards with assurance of all precautionary safety and environment-friendly measures.

All kinds of encroachments would also be removed, besides completing development and maintenance work at all parks and opening them for the public. Maintenance and cleanliness would also be ensured to avoid hindrance to public, the official said. The civic body is facing a financial crunch, however, a comprehensive plan is being devised to overcome problems.

Blue Area extension plan to be revived

The civic agency has decided to revive the Blue Area extension plan apparently to generate funds by auctioning commercial plots there.

The revival plan of the commercial hub is likely to be approved by the Capital Development Authority (CDA) board in its meeting on Wednesday.

“I hope that not only Blue Area extension plan but also other proposed projects will be approved in the meeting,” said CDA chairman Farkhand Iqbal.

He said a number of commercial plots would soon be auctioned to private companies for construction of high-rise plazas in Blue
Area.

“Under the plan, less than 20 storey buildings will be allowed in the area so that the trend of box-like two to four storey buildings could be changed,” he said.

An insider said the cash-strapped CDA was eyeing costly commercial plots in the area to generate funds.

The plan to extend the commercial area was made several years back. According to the proposal, initially Blue Area will be extended to Sector F-10 and later it will be stretched up to F-14.

The extension of the commercial centre was also a demand of the traders’ community. “It will boost commercial activities in the city,” said senior office-bearer of Blue Area Traders Association, Sohail Malik.

A separate proposal will also be discussed in the meeting regarding establishment of a media city and apartments in Diplomatic Enclave.

“High-rise media towers will be established in Diplomatic Enclave which will house all media groups, TV channels and newspapers. Besides, restaurants, hotels and commercial centres have also been proposed in the scheme,” the chairman said.

The CDA required three to four fund-generating schemes for handing over to the banks for launching municipal bonds. The project of media towers is one of such schemes.

The CDA had announced three years ago that it would launch municipal bonds to improve its financial health. A low income housing scheme in Zone-IV has also been planned and the proposal will also be discussed in the board meeting.

Other items to be discussed in the meeting include naming of a road after former minister for minority affairs Shahbaz Bhatti, allotment of residential plots as compensation for the built-up property of residents in I-10, issues pertaining to the claims of Multi-Professional Cooperative Housing Society in Northern Strip and construction of an aviary at Lakeview Park.

Restriction on building height: CDA to seek one-time waiver


ISLAMABAD, Feb 16: The city managers have decided to seek one-time waiver in height restriction for two under-construction hotel/apartment complexes in Islamabad.

“We are writing a letter to the Ministry of Defence for relaxation in the height restriction imposed by the Civil Aviation Authority (CAA),” said Murtaza Malik, the director general of building control section of the CDA, while talking to Dawn. Prime Minister Yousuf Raza Gilani has the powers to give one-time waiver in the height restriction and, therefore, the defence ministry can refer the case to him.

Meanwhile, the Federal Investigation Agency (FIA) is probing how the CDA could allow construction of “unlimited number of storeys” in the hotel/apartment complex near the Convention Centre and the Centaurus in Sector F-8. “Some of our officials were called to the FIA headquarters and questioned about violation of the CAA height restriction,” confirmed a senior CDA official. Before the projects got underway, buildings up to 20 storeys were permitted in the capital city.It is said that former Prime Minister Shaukat Aziz had directed the CDA in January 2007 not to put any limit on the storeys the builders of the complexes wanted to raise.

According to the documents seen by Dawn, the then management of CDA did not impose the height restriction on the builders of the latter project, with one official remarking, ‘sky is the limit.’ The BNP, a consortium of three companies, which is executing the project, planned to go up to 37 storeys. Same relaxation was granted to the builders of the Centaurus residential-hotel complex. As their work progressed, and the investors’ interest increased in the projects, the builders of the complexes changed their designs to more than 40 storeys. However, the CAA clipped their upward flight by barring them from going beyond 30 storeys.

The CAA rules do not allow buildings rising higher than 300 feet within the 15km radius of the airport. The CDA official said the builders of the complexes had stopped installments of cost of the land they got in the ever highest bids linking it with removal of difficulties they were facing, including the height restriction and non-provision of services by the civic agency.

He said the builders of the complex near Convention Centre – BNP Group – had filed a suit against CDA, claiming Rs6.5 billion damages for not removing what they called ‘hurdles’ in the way of their project. The group claimed that the civic agency did not provide the facilities it promised while selling the land to it for Rs4.88 billion in an auction in 2007. The Centaurus builders got their land for Rs6.5 billion in the same auction.

I saw some big project(s) under construction about 4 months back on the road that goes to Murree. I think it was about 20-minutes drive away from the city. Looked like residential buildings (U/C). And nearby there was a housing community U/C as well.

Anyone have any idea of it?

Yes i saw that, it's in bahra koh. Al-Mustafa apartments some 8-9 floors were there.

No they are talking about plazas in other lane of savour food (crown plaza lane). At the first level the green belt right in front of centaurus will be auctioned to construct high-rise plazas (between 5-20 floors). bcoz in that lane no one construct more than 4-5 floors (trend of 3-4 floor boxes in savour, crown plaza lane).
More than 20 floor buildings are allowed in the other lane having telecom, stock exchange, centaurus etc.

I'm not a fan of CAC at all. Same temperature in every room isn't very satisfying especially if there are other people living in the same home. Also, central air-conditioning units also consist of an outdoor component that is not hidden.

‘Park Enclave project to be ready in 18 months’

Capital Development Authority (CDA) Chairman Engineer Farkhand Iqbal said on Monday that the Authority was committed to the development of Park Enclave within 18 months as the CDA had 100 percent possession of the land on which the Park Enclave Housing Scheme had been envisaged.

He said that each and every penny on account of land acquisition and compensation for the built-up-property had been paid and nothing was pending with the CDA regarding Park Enclave.

Talking to the media after the inaugural ceremony, the CDA chairman said that the entire area of the Park Enclave has already been demarcated and work for development of the scheme would be awarded in a week’s time. He said that the CDA administration organised an event to inaugurate the development work; however, some people tried to disturb the development process unlawfully and shouted slogans.

The CDA chairman said that no one in these people belonged to the Park Enclave Housing Scheme rather they were from Kuri Village and other adjacent areas. He said that the law and order situation should have to be taken care of by the police and local administration as the area magistrate had been assigned the task.

Engineer Farkhand Iqbal said immediate steps would be taken to resolve the issues of the people regarding the development of the stalled sectors.

He said Park Enclave is a unique housing project and the whole project’s land was in CDA’s possession and the issues raised by the locals mainly pertained to Kuri Village and other areas. He assured the residents that they would be taken on board on all developments in this regard.

The chairman apprised the journalists that Park Enclave is an eco-friendly housing scheme, and the first of its kind in the vicinity.

He said the area where the Park Enclave has been envisaged is under the CDA’s possession and development work on the scheme would not be halted.

The chairman said he had already directed the member estate to resolve the issues of the built-up property in the areas of Park Enclave Phase-II, which the CDA was contemplating to launch with a view to provide housing facility to the low-income class. Apprising about the development process of Park Enclave, the chairman said development work on the project would be completed within 18 months.

He said the Park Enclave would have underground utilities, water treatment plant, rainwater harvesting mechanism, open air restaurants, club house and controlled access at the main gate.

Talking to the media, Prime Minister’s Task Force on Islamabad Chairman Faisal Sakhi Butt on Monday resolved to initiate a new era of development activities in the federal capital with the development of residential sectors as a priority.

CDA to replace old streetlights with LEDs

* CDA’s technical and financial teams short-list three firms for project implementation

The Capital Development Authority (CDA) has recently got a project approved to replace the city’s conventional lights with Light Emitting Diodes (LEDs).

Besides the project for a free dispersal of 30 million Compact Fluorescent Lamps (CFLs), commonly known as energy savers, the government is contemplating to immediately introduce the new technology, LEDs, to fight energy crisis across the country.

Experts say 50 percent energy consumption of big and small cities can be saved by installing LEDs in place of conventional streetlights. They say CFLs can cause serious health hazards, including cancer, if they are disposed of or mixed with the garbage without adopting a proper procedure. Whereas LEDs are more economical and environment-friendly, experts say.

Following the decisions of an energy summit in 2010 in Islamabad, the National Energy Conservation Centre (ENERCON) wrote a letter to the CDA, advising the authority to replace the city’s 65,000 conventional streetlights with LEDs. This would reduce Islamabad electricity expenditures by 50 percent, ENERCON said in the letter.

The letter says, “We believe that systems like HID/LED lights can save approximately 2MW-plus of electrical energy on an immediate basis in CDA’s streetlight load.”

At present, the CDA’s energy consumption results in an annual electricity bill of around Rs 1.2 to Rs 1.4 billion, which is increasing gradually.

After inviting bids, the CDA’s technical and financial teams short-listed three firms in accordance with the rules of Public Procurement Regulatory Authority (PPRA). The evaluation of technical and financial proposals of the firms and documents were also cleared by the Public Accounts Committee.

Of the total cost of Rs 6,524 million, the CDA would spend only Rs 1,631 million on the project while the rest of the expenditure (Rs 4,893 million) will be borne through less debt financing in 5-7 years – the money which will be saved through reducing the energy consumption in the city after installation of LED lights.

“The project cost will be substantially funded through the saving CDA makes in its electricity bill,” officials say.

The LED technology will substantially save the replacement cost of conventional lights as, at present, existing lights are replaced every one-and-a-half years on average. On the other hand, the life of LEDs is 20 years (80,000 hours). No maintenance is required as the system is maintenance-free and environment-friendly. With the replacement of existing conventional lights by LED lights, the cost of wiring in the new areas will be reduced by 60 percent due to reduced load and the line losses will be reduced because of the reduced flow of current. An inbuilt Intelligent Lighting Control System is present in the technology which saves over 70 percent electricity.

“If a similar project is implemented all over Pakistan for residential and public lighting purposes, it would save around 1600MW,” officials said.

After installation of LED lights in the city, a stock of 65,000 conventional lights will be sold to Afghanistan and the negotiations between the two countries are underway.

The decision was taken during a meeting regarding the village held at the CDA headquarters, presided over by the CDA chairman Farkhand Iqbal and attended by the CDA Board Secretary, Director Arts and Crafts Village, Indus Heritage (IH) representatives and other senior officials of the civic body. The controversial Arts and Craft village is not functional and investigation agencies have been looking into the anomalies in the project.

Former CDA chairmen, including Tariq Mahmood and Imtiaz Iniyat Elahi did not take much interest in the project which resulted in higher costs as compared to the original estimates.

The village was to be built near Shakarparian on 26 acres of prime land. It aimed to provide poor artisans a platform for displaying their work in cultural exhibitions. During the meeting various proposals came under discussion, including the constitution of a high level committee to be headed by the CDA Chairman and comprising of CDA and Indus Heritage representatives. Iqbal directed the committee to come up with a comprehensive plan to start arts and crafts activities in the village and to ensure that the necessary maintenance work was completed at a faster pace. He also directed the authority’s formations to complete the landscaping in the village.

Iqbal said the CDA will invite artists and craftsmen from across the country to display their creations. He said the village would serve as a showcase for traditional crafts and handloom heritage, generate income and provide Islamabad with a unique shopping and entertainment experience. He said that the Potohari Village was constructed to promote indigenous arts and to enhance inter-provincial harmony. He said the exhibitions at the village would promote a softer image of the country as foreign diplomats and delegates would visit the village.

Ankara to help Islamabad in rapid mass transit

The Greater Municipality of Ankara, the sister city of Islamabad, would extend its full cooperation to the Federal Capital of Pakistan, Islamabad, in the areas of rapid mass transit, solid waste management and development of ‘Ankara Park’ here.

This was decided in a meeting of Prime Minister’s Task Force on Islamabad Chairman Faisal Sakhi Butt and Mayor of Ankara Melih Gokcek held in Ankara, says message received here on Friday.

The two sides agreed to develop further cooperation on the issues of common interest including provision of decent public transport facilities, upgradation of the civic services and improvement of the cultural and recreational facilities in line with needs of the modern metropolitans around the world. The chairman PM Task Force on Islamabad invited Mayor of Ankara Melih Gokcek to Islamabad during which formal agreements to this effects are likely to be signed.

During the meeting the Mayor of Ankara said that it is indeed appropriate that our capital cities, Islamabad and Ankara, have already embarked on a long-term partnership to link municipalities, city governments, business and cultural communities and citizens.

“I believe that this Sister City relationship between Islamabad and Ankara will foster strong bonds across culture, politics and business. It is a relationship between cities, but more importantly, a relationship between the people of these cities,” said Melih Gokcek.

Gokcek said that he is happy to see that finally Islamabad is being represented by the resident of the city and assured that the Ankara Municipality would assist in running the decent transport facility to redesign and construct a modern park at the site as a gift to the people of Islamabad. He also offered architectural and technical assistance to the Capital Development Authority (CDA) to redesign and develop other parks and playgrounds in the capital city.

He said the exchange of technical experts and social and cultural delegations would cement the brotherly ties between the two countries.

Speaking on this occasion Prime Minister Task Force on Islamabad Chairman Faisal Sakhi Butt said that Pakistan highly values its relations with Turkey which are rooted in history and common culture. We consider ourselves as the same nation living in two different geographical regions. He said that primary purpose of my visit is to observe and admire Turkey’s glorious past, learn from its dynamic present and visualize its unlimited future. Its people are no longer satisfied with being merely rich and prosperous, but envision for their country a role and a mission in the region and far beyond. Consequently, Turkey is not only the envy of many of its neighbours, but has also become a beacon of hope and inspiration to many countries, particularly in the Islamic world.

He said that the concept of interactions between city managers across the globe has proved to be a wonderful idea to learn from each others’ success and failures beyond the diplomatic barriers. He said that he in the capacity of Chairman Prime Minister’s Task Force on Islamabad, carries the responsibility to make the federal capital a model city in every perspective and have embarked upon a gigantic programme to make Islamabad a model metropolis. Besides encouragement and support from my government, this visionary programme derives the basic impetus from indigenous resources through the citizens of Islamabad.

Butt also sought technical assistance from Turkey for improving the landscape of the metropolitan, building a slaughter hose in the federal capital, redesigning the parks and improvement of the civic services.

Islamabad and Ankara are sister cities since 1982. Old Rawal Park, situated on the main club road of Islamabad with an area of 33 acres of land, was named ‘Ankara Park’ in 2005 as a symbol of brotherhood between Pakistan and Turkey.

CDA to launch transport service within month

The Capital Development Authority (CDA) has expedited its efforts to launch a decent transport facility within a month for residents of the capital with the public private partnership.

A CDA official said on Sunday that the CDA was planning to run 30 buses on Faizabad-Islamabad route to ensure “economical and respectable” journey for commuters shuttling between Faizabad and different sectors of the city.

The project could not be executed earlier due to various reasons. However, on the directive of the Prime Minister’s Task Force, CDA is now working to launch the project at the earliest with the help of private sector.

The authority could not opt for the private partnership earlier in the wake of the CDA Ordinance. However, amendments, signed by the prime minister, have been proposed to the ordinance to start the project. A final nod of the cabinet is needed to approve the amendments, the official said.

Most of the paperwork has been completed, while routes for the bus service are being re-assessed.

To a query, the official said the CDA had earlier announced to launch bus service via “most feasible option”.

“Due to shortage of compressed natural gas (CNG), the CDA may run diesel buses. However, nothing has been decided so far,” the official said.

Commuters, particularly students in the capital, have been facing problems due to shortage of public transport on different routes in the city.

Residents have been calling for a better transport service. The workers who come to Islamabad from rural areas, have to change more than one van and pay extra fares to reach their destinations.

The city closest to Karachi in terms of size and similar background is Shanghai in China. They're roughly the same size and both have a British colonial history. Both are sea ports and industrial cities.

Believe it or not, but if you check out Shanghai's history then you'll see that just 20 years ago Karachi was probably more advanced than Shanghai. But Karachi has been going down, apart from a few years of Musharraf's rule, while Shanghai has become one of the greatest cities in the world.

Only Chinese companies have the experience of dealing with the size and scale of problems in a city the size of Karachi with a 20 million population and growing like crazy.

One day when Karachi is finally run by honest people from the city, and not corrupt feudals from interior Sindh, it will need to hook up with Shanghai.

Zardari abolished the elected city government of Karachi so it is now being run by the Sindh provincial government which mainly consists of PPP members from interior Sindh. That's why all development activity in Karachi has stopped.

Really? Floor limit of 10? I didn't know about that. Emigration tower on it's left is 10 also.
On the Mauve area (same belt) there is PTET tele tower with 13 Fl.

But I believe Istanbul is also a city with which Karachi can be compared with. Was there 3 months back and a lot of commonality in the cultures, people's behaviors and the fact that Istanbul also has a 15 million strong population as well. So I would say Karachi, along with Lahore, can learn something too from Istanbul.

according to the master plan of Mauve area it should have a floor limit of 10, but that great to hear that ptet tower is 13 and btw it looks really good! :) I hope ptet makes more towers after ptet tele tower and ptet telecom tower!

Mauve area n this area are growing well. I saw 2 more sites on mauve area with construction machinery 3 months back, more buildings coming there.

I have heard of this man in another context. He was made director of PTV's sports channel/ channel 3 or something like that. And he was at the centre of the controversy surrounding the non-renewal of GEO-sports license at the start of last year's World Cup. ATV (terrestrial) management was harassed beyond limit by this man to let the channel go, so PTV sports could be launch on that already popular channel.
