The Capital Development Authority (CDA) is seeking approval of its four mega development projects from the Ministry of Interior.

The four projects include Zero Point Interchange, three under-passes, Master Plan of Zone-IV of Islamabad Capital Territory (ICT) and extension of Blue Area.

The construction of Zero Point Interchange and three under-passes, to be constructed at Faisal Avenue, F-7 Avenue and China Chowk, would cost CDA around Rs 1.8 billion and could be seen on Islamabad’s map in at least three years time.

The Mott McDonald Pakistan (MMP) has already submitted its recommendations to the CDA regarding the master plan for Zone-IV of ICT which falls between Lehtrar Road and Rawal Lake. The consultant company has suggested development of model towns in this zone. The CDA has also proposed extension of Blue Area up to sector G-11 in which the extended commercial area would include high-rising buildings. "The extension of Blue Area is already provided in first master plan of CDA," Lashari.

(CDA) is working on a project to expand the Marghazar Zoo and the famous Japanese Children Park at the foothills of Margallas on the Khayaban-e-Iqbal (Margalla Road).

Director (Environment) told ‘The News’ that the process for launching these projects are in ‘advanced stage’ as over the next couple of weeks reputable architecture firms would be invited for a briefing and would be asked to submit master plans for the expansion, renovation and rehabilitation of the two public facilities in the federal capital.

Aulia Khan said both the Marghazar Zoo and the Japanese Children Park are spread over an approximate area of 25 acres of land each and both would be further expanded by 10 acres each in the northern side towards Margalla hills.

This would provide us with quite a lot of space to add some more attractions and facilities to attract people and children. At the same time the existing facilities would be improved and rehabilitated as well under the same plan.

He said after completing all the formalities the physical work on both the projects is likely to start somewhere early next year and the time of completion of these projects is estimated to be 18 months or two years.

Meanwhile, he said, two more attractions, one crocodile and one turtle ponds have already been completed in the Marghazar Zoo and now correspondence is on with the Sindh Wildlife Department which would provide the two species to be introduced in the federal capital.

Another addition to the zoo is the duck and geese pond and again negotiations are on with the Sindh and NWFP Wildlife Departments as well as with the Lahore and Karachi zoo managements for acquiring new species of water fowls here.

He said at present the main attractions in the Marghazar Zoo are lion, leopard, elephant, yak, blue bull and different species of dears. There are more then 20 species of birds and pheasants as well.

He said the CDA also had a very successful experiment of raising ‘black buck’ in the special enclosures created in the green belt along the Faisal Avenue between sectors F-7/2 and F-8/3. "We brought two pairs of black buck here some 13, 14 years ago. They multiplied in numbers and at this stage we have sold more then 20 pairs to the Wildlife Department of the NWFP and some to the animal breeders in the private sector.

"We have shifted some to the Marghazar Zoo as well while we are still in possession of some 20 to 25 in the enclosure along the Faisal Avenue which are very comfortable and breeding more," Aulia Khan said.

About the expansion and improvement of the Japanese Children Park, he said the new master plan is in the offing and this park will also be expanded towards the Margalla hills on the northern side by another 10 acres of land.

"We are aware that there is an urgent need for repairs and rehabilitation of various children playing and amusement facilities in the park at present which require urgent attention. We are working on it and once the expansion and improvement plan, which is being finalised now, is implemented, it would become a big attraction for the children," the Director (Environment) said.

Being a resident over here, i know what is the situation of the traffice during the peak hours and it surely is a mess. Blue Area road certainly needs to be put into major attention. Underpasses at these points:Faisal Avenue, F-7 Avenue and China Chowk along with expansion of road must be done soon keeping in mind the traffic load that is going to be experienced in the next 20-30 years.

I had heard from some architects working at CDA that these underpasses were part of the master plan long long ago but due to financial reasons as usual the underpasses importance was neglected.

CDA is Rs1.55 billion richer
Civic body receives first instalment of commercial land cost for construction of shopping mall in Blue Area

ISLAMABAD: The Capital Development Authority (CDA) Tuesday received an amount of Rs1.55 billion as first instalment of cost of commercial land for the construction of a shopping mall in Blue Area.

The Pak-Gulf Construction (private) Limited and CDA also signed an agreement regarding development of shopping mall that would include a five-star hotel and other allied facilities. "This is the highest ever one-time transaction in the CDA’s account from the private sector," a CDA official told ‘The News’ after signing of the agreement.

The Pak-Gulf Construction (private) Limited — a joint venture of the Al Timimi Group of Saudi Arabia and Sardar Builders of Pakistan — purchased a 6.6-acre plot from the CDA for Rs6.6 billion after an open auction to construct a multi-purpose complex, first of its kind in Pakistan.

The remaining 75 per cent cost of the land would be deposited in the CDA’s kitty within three years. "The project would not only give a boost to the construction and business activity in the metropolis but the amount received as cost of the land would also help the CDA in completing its self-funded projects," a CDA official said.

Sardar Tanvir Ilyas, chief executive of the Pak-Gulf Construction (private) Limited, signed the agreement on behalf of the company. "The shopping complex would comprise high-rise office and apartment towers, a shopping complex and a 5-star deluxe hotel. The total project cost is expected to be around $250 million," Sardar Tanvir said.

He said that through this project, they would open up job opportunities while thousands of workers would be involved in the construction process. "The construction activity is expected to take three years and sales shall commence by the end of the year," he said.

The project is ideally situated in the heart of Jinnah and Faisal avenues. It would be a monument in itself with exceptional design features, state-of-the-art recreational and entertainment facilities, high-tech space for offices and apartments offering an exceptional living experience with breath-taking view.

Furthermore, the project offers a first of its kind an inward looking shopping mall. The sponsors plan to have in place an experienced project management team to implement the project. They have shortlisted renowned architects from Malaysia, Pakistan and the UK, one of which is Atkins who designed the Jumeriah Beach Hotel and the Burj-Al-Arab in Dubai, the only seven-star hotel in the world.

The federal capital would see two hotels and a 20-storey shopping mall after three years. The other five-star hotel would be constructed by the BNP Group of Faisalabad on 13 acres of land, adjacent to the Jinnah Convention Centre. They have already paid 15 per cent (Rs730 million) of total cost of land last month.

"The first installments received from two companies are sufficient to meet the cost of Zero Point Interchange, three underpasses at Jinnah Avenue and some other projects," a senior CDA official said.

The Project Management Office (PMO) of the CDA, headed by Dr. Faisal Awan, has been supervising these two projects on behalf of the civic body.

$20mn Modern flyover for capital city ( Islamabad )

August 17, 2005 ISLAMABAD: Pakistani capital Islamabad is all set to have an impressive international standard flyover at the entrance to the city at a cost of $20mn, official sources said here yesterday.

The consultant hired by the Capital Development Authority has finalized a design for the construction of the much awaited Zero Point Interchange to be undertaken at a cost of Rs1bn to address the long standing problem of traffic jam in the federal capital.

Currently, the design is being reviewed by CDA, which would be sent to the Planning Division for active consideration.

According to CDA Member Engineering Brig (retd) Ghulam Akbar Bukhari, a Karachi-based firm, Loya Associates, has prepared the final design for Zero Point Flyover that will be presented to the CDA Development Working Party (CDAWP) after being approved by the Planning Division.

He said that Loya Associates made several designs for this project during the last one year, of which the final plan has been selected.

All the financial resources will be provided by the CDA budget for the construction of interchange and no funds to be demanded from the Federal Government, Bukhari said.

He was of the view that for the first time the CDA history, the government has given financial autonomy to civic authority under which the CDA would be able to under take all mega development schemes through its own financial resources.

The CDA has announced a Rs2bn development oriented budget according to which all the funds will be generated by CDA through own resources.

He said that the modern flyover that would cater to all movements of Islamabad or vehicular traffic coming outside.

It is expected that the Planning Division may okay the interchange design in the current month, he said, adding the total cost of the project could also be reduced with the better management of Engineering Wing.

To a question, Brig. Bukhari said that there is no shortage of funds with CDA and construction of Zero Point flyover would be completed in three years.

Referring to the salient features of the project, the CDA Member Engineering said that there would be no traffic signal at the flyover.

There will be separate and in-dependent routes for all and the traffic coming from Motorway, Islamabad Highway and Jinnah Avenue would pass through the interchange without any interruption, he informed.

It will provide a safe passage and junction for drivers and commuters, he added.

To another question, Brig Bukhari said that Zero Point Interchange would be different and modern than the Faizabad flyover a short distance away at the mouth of Rawalpindi city, which would at large facilitate the general public and commuters.

if u have seen the CITIBANK plaza on the BLUE AREA AVENUE.....the new building is going to be constructed in the DIAGNOL direction, infront of F-8/4 Blue Area Zone.

ISLAMABAD: The Capital Development Authority (CDA) has mobilised its machinery to prepare Fatima Jinnah Park in Sector F-9 for the gigantic development work.

"We have moved heavy machinery to the F-9 Park for levelling the surface. The park would be spruced up. It would have recreational facilities for the general public," a CDA official told ‘The News’ Thursday.

The CDA Board had already approved the revised master plan of the park prepared by renowned architect Nayyar Ali Dada. It would be implemented with an estimated cost of Rs3.5 billion.

CDA Director General Environment Mazhar Hussain, however, said that the actual cost of the mega project would be known after 15 days after submission of the PC-1 by the consultants to the CDA. "After getting a ‘green signal’ from the CDA Board, the PC-I will be sent to the CDA Working Party for its final approval," he said.

The director-general environment said that both master plans designed by Japan International Cooperation Agency (JICA) and revised plan prepared by Nayyar Ali Dada have been displaced at the two main gates of F-9 Park to seek public opinion.

The CDA official informed that the civic body has also planned to hire a project director to monitor and supervise the mega project, the work on which is likely to commence within two months.

CDA Director Environment Malik Oliya Khan said that under the revised plan, the F-9 Park would be divided into different zones with the general park covering an area of 746 acres. The other zones would include a zoo and a safari park, a cultural zone and a sports zone

Malik Oliya Khan said that along with levelling the earth, they would also plant sapling during the ongoing monsoon season.

The revised master plan is different from the JICA’s plan as it does not include any exclusive area like a club with less construction plan and a major portion has been dedicated for open area of general public park.

DG Environment said that the project would be completed with the public-private partnership saying that the CDA was expecting investment from private parties.

He said that they were also considering to advertise both plans in newspapers and hold a public convention inviting people from all walks of life to hear their views. "We will accommodate valid views of people in the development of F-9 Park," the official said.

Itz not cool spot, its 'HOT SHOTS'. Yes it is still there like old times. And there hasnt been any other development in the park except for some jogging tracks added, tennis courts, cricket ground and practicing net established over the last few years.

The design of the Zero Point Interchange is complete. The Kashmir Highway is going to be widened to 8 lanes from Convention Centre to Zero Point while the Suharwardhy Road is going to be used as a service lane. The project is being handled by a Karachi-based firm, Loya Associates.

Margalla Tunnel Project (Islamabad-Haripur)

The Capital Development Authority will discuss the proposed Margalla Tunnel Project at a meeting of its board scheduled for next week, CDA Chairman Kamran Lashari said Wednesday. The Board decides to start feasibility work then a consultant would be hired for the purpose," he told APP. Lashari said the CDA Board would evaluate the different aspects with particular focus on environment, cost, engineering, and social and economic impacts of the project.

The sources in the CDA said various options about the project have been studied and the technical experts would be consulted if the Authority decided to start work on the gigantic project.

An estimated amount of two billion rupees would be required to build the half-kilometer-long tunnel through the Margalla hills, the sources said.According to the proposed plan the tunnel would link the federal capital with Haripur in NWFP expanding the Capital city in the north. The Board meeting would also take into account a report on the revised master plan for the capital prepared by a London-based consultant firm, Mott McDonald Pakistan.

The sources said the Authority had carried out a study on environment-related issues with reference to the project and reports in this connection would be presented before the Board.

According to the original CDA master plan for the Islamabad Capital Territory, the Margalla hills are a national park area since they are an extension of the Himalayan range and the northern boundary of the Potohar plateau. The area consists of 12,605 hectares of sub-Himalayan forest vegetation.

Medical University For The Capital

Government is planning to set up a Federal University of Medical Sciences at National Institute of Health Complex in Islamabad with a view to providing quality post-graduate medical education to medical and health care professionals, administrators and technologists. The proposal was mooted at a high level meeting chaired by Dr. M. Akram Sheikh, Deputy Chairman, Planning Commission at the National Institute of Health.

The Deputy Chairman, Planning Commission who also visited different blocks and disciplines of NIH observed that apart from housing public health laboratories, the institute had also allocated land for the under construction Health Services Academy and Pakistan Nursing Council.

It also had on its campus a College of Medical technology, he said and added those institutions could be affiliated with the proposed Federal University of Medical Sciences, which would impart training not only in various medical disciplines, but also offer affiliation to the medical teaching institutions in and around the federal capital.

A large area has already been earmarked by the NIH for the proposed University which will have residential facilities both for the students and the faculty, besides academic blocks and other ancillary facilities.

The Deputy Chairman directed that a PC-I for the project may be drafted in the shortest possible time in consultation with the Higher Education Commission.

Reviewing the various development projects of the NIH, the Deputy Chairman, Planning Commission directed efficient and timely execution of these programmes which would go a long way in meeting the demands of various kinds of vaccines in the country.

Dr. M. Akram Sheikh emphasized that provision of public health services including disease surveillance and disease prevention was the primary role of NIH and the government would provide every possible assistance to enable NIH it perform those responsibilities.

On the subject of vaccine production, the Deputy Chairman urged outsourcing and privatisation wherever possible to enable NIH to concentrate on its core functions.

38 Development Projects to be Completed in 2006

Some 38 development projects costing 13.8 billion rupees would be implemented in Islamabad in the current year with focus on improving the road network, the Capital Development Authority (CDA) Chairman announced.

The projects include construction of three underpasses and 15 playgrounds, four recreational centers and improvement in green belt areas, besides water supply schemes and an alternative site for Sunday Bazaar, he said.

Three alternative sites have been provided for existing playgrounds that were not in conformity with the master plan of the capital. One site is between Shalimar Cricket Ground and Margalla Hills, another along the Kashmir Highway in sector H-8 and the third in sector F-6/1. Lashari said talks were going on between the CDA the Pakistan Cricket Board on proposed construction of an international cricket stadium in Islamabad. He said a synthetic turf for hockey would be installed in F- 6 sector, while the weekly Sunday Bazaar would be shifted to a site between sector H-9/3 and Kashmir Highway and its development would cost 100 million rupees.

The new Bazaar site -- 1,450 feet in length and 450 feet wide -- would have proper sewerage and drainage systems, footpaths, public toilets, security pickets, waiting areas, prayer arrangements, a car parking area, public transport loop, water tanks and five main gates. The Authority would also build 2,950 stalls with its own resources in the Sunday Bazar. Answering a question he said the case of proposed mini golf course in sector F-7 was in the court and the Authority would act according to the judicial verdict.

"All these projects would be funded by CDA from its own resources," Kamran Lashari told a news conference. Lashari said the focus would be on carpeting and repairing roads and providing dual-lane arteries.

Lashari said a ladies club would be built on two acres at in G-10 Markaz area along with four citizen clubs and community sports centres. He said the Authority would establish 11 cricket and four hockey grounds in different parts of the federal capital.

The Chairman said the work was already underway to build Faisal Avenue, circular service road, Nazimuddin road, Shahra-e- Jamhuriat and 4th Avenue. All these roads would be developed on gridiron pattern with a green belt separating each road from the other, he said, adding that the PC-1 of the underpass near Kulsoom Plaza would be prepared in a month after which the construction work would be started.

you go anywhere in the world and you'll find most of the electrical line on the ground. underground electrical system is only used in particular areas where it is urgently required. underground gridding cost way too much.
you can have electric supply system above ground and that too done decently if you plan things properly.

Yes, according to a interview on Geo those are old lines running to the town to provide electricity for now. Later after the highway is completed everything will be underground.

Islamabad to have a high-rise 38-storey building
ISLAMABAD: The race for the construction of high-rise state of the art buildings seems to have taken over this capital city of Pakistan with the announcement of the construction of a 38-storey towering building here, following the mega-metropolis city Karachi taking the lead abounding in sky-scrappers, like the MCB’s 24-storey and Habib Bank’s 23-storey buildings ranking top-two in the country.

This envisaged Islamabad’s 38-storey building, surpassing all others, at least in Pakistan, is being built in the heart of this scenic valley city near Faisal and Jinnah Avenue at a site bought by Al Tamimi Group by bidding highest at Rs6 billion.

This building designed on the pattern of existing Dubai’s seven-star hotel Burj Al Arab would be completed in three years at a cost ranging between Rs15-18 billion.

The building has been so designed that it could easily sustain the earthquake tremors measuring up to 9.5 Richter scale.

Construction Company told that there would not be any danger to the building, as the underground condition of land in Pakistan was quite better. The Company claimed that this building would not only help activate business activities in Islamabad, but would also stimulate foreign investors in restoration of their confidence in Pakistan.

New Islamabad Airport: US firm appointed management consultant for Rs 30 billion project

RAWALPINDI (February 08 2006): The Civil Aviation Authority (CAA) has appointed a US firm, Louis Berger, as management consultant for Rs 30 billion new Islamabad International Airport (NIIA) construction project, while the appointment of design consultant is still awaiting.

The CAA has acquired about 30,000 kanals of land for construction of new Islamabad International Airport at Fateh Jang and payments were made to almost all the property owners in different phases, said a highly placed source in Islamabad Airport.

Talking to this scribe, the source said the process of land acquisition for the project had started in 1984 and the land acquired for the project fell in two districts Rawalpindi and Attock.

The tenders for construction of roads inside the boundary had been advertised in media, while the work on boundary wall and watchtowers was in final stage, said the sources. The work would commence after the groundbreaking ceremony by President General Pervez Musharraf, the source said, adding the project would be completed in four years.

To a question, the source said a new airline, the Etihad Airways of the United Arab Emirates (UAE) would start operation from February 12, while many airlines had shown their interest in starting operation from Islamabad.

ISLAMABAD: Islamabad, established under a master plan and once known for its scenic beauty, is now plagued by a series of problems such as water scarcity, pollution, traffic congestion and poor town planning.

Initially, the city enjoyed a reputation of being one of the best and well-planned cities in the country, but now parts of the city are affected by problems typical of every Pakistani city.

The Capital Development Authority (CDA) has been neglecting the less affluent areas of Islamabad.

New housing schemes are being advertised daily. The CDA is issuing no-objection certificates to these schemes despite warnings issued by the Pakistan Environmental Protection Agency that the city is heading towards a water crisis.

Every summer the CDA has to resort to water rationing to meet the water needs of the city. Sources told Daily Times that CDA approved new private housing schemes on the condition that they would ensure water supply for the residents and lay down the sewerage system on their own.

The housing schemes are not in accordance with the original master plan. Sources said the CDA was jeopardising the city’s planning to appease
businessmen and to earn profits.

Water and air pollution is also a matter of concern for the residents of Islamabad. Conservationists and civil society organisations have repeatedly warned of pollution in the city but the authorities concerned have paid no heed to the warnings.

Announcements to clean the environment are made frequently but these are not followed by practical steps.

Traffic jams in several parts of the city contradict government claims that the capital police has designed an exemplary system to regularise traffic. Police officials have said that lack of road sense is a major cause of traffic congestion.

A series of announcements have been made by the CDA on widening roads and constructing overhead bridges and underpasses but so far nothing has been done.

ISLAMABAD: The Islamabad Capital Territory Police will introduce an urban traffic control system that will help ensure smooth flow of traffic, Senior Superintendent of Traffic Police Sultan Azam Taimuri has said. Talking in ‘Face the Press’ programme organised by the Rawalpindi and Islamabad Union of Journalists, Taimuri said that more than one million vehicles entered the capital daily and the present road network was insufficient to handle the traffic load.

The police officer said initially the urban traffic control system would be installed on busy roads and later it would be extended to the remote areas of the city. Taimuri said the new system would detect traffic on both sides of the road and would regulate traffic lights accordingly. He said the Capital Development Authority had been directed to install the required traffic signals within two weeks.

Morgah Biodiversity Park opens for public

RAWALPINDI: The Attock Refinery Limited (ARL) formally announced the opening of Morgah Biodiversity Park for the general public as an Independence Day gift to them at a ceremony held here Sunday.

Before the opening ceremony, a flag-hoisting ceremony was held at the ARL, Morgah.

The Morgah Biodiversity Park, the first of its kind in Pakistan, is a brainchild of United Nations Economic & Social Commission for Asia and Pacific costing $1,55,000. The establishment of the park became possible with the financial support of the government of Netherlands, along with contributions from the Economic Affairs Division of the Ministry of Finance, ARL, the Pakistan Museum of Natural History and a couple of union councils adjoining the ARL.

Initially, the basic concept behind the establishment of the park, covering 28 acres of land, was conservation of flora and fauna in natural habitat of the Potohar region. Later, some unique features were introduced in the concept.

MBP Project Executive Tariq Khan told ‘The News’ that the project would make the local people aware of the importance of medicinal plants and herbs introduced in the park that were earlier taken by them as wasteland material. "We have Datura Innoxia Mill (Dhatura), Ricinus Communis (Arand), Peaganum Hargmala (Harmal), Aloe Vera L. (Kunwar Gandal) and Silybum Marianum (Kandyara) like herbs and shrubs in the park that are used for the treatment of fever to hepatitis B and C," he said.

The ARL official expressed the hope that the project would serve as a model for other countries to conserve and preserving the natural habitat under threat of extinction due to worsening of environmental conditions and increasing of population.

BANGKOK, 31 January (UN Information Services) -- The first biodiversity park of its kind in the world was officially opened today by representatives of the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP), the Government of Pakistan and the private sector in Morgah, Rawalpindi, Pakistan.



Participating in the launch was H.E. Ms. Hina Rabbani Khar, Minister of State for Economic Affairs, Government of Pakistan; Mr. Kim Hak-Su, UNESCAP Executive Secretary; Mr. Shuja Shah, Permanent Secretary, Economic Affairs Division, Government of Pakistan; Mr. Ziaul Haq, Additional Secretary, Economic Affairs Division, Ministry of Finance and Economic Affairs, Government of Pakistan and Chairman National Steering Committee of the Project; and Mr. M. Raziuddin, Chief Executive Officer, Attock Refinery Limited.



“In Asia and Pacific, conservation of biodiversity has assumed renewed importance after the recent tsunami which destroyed considerable parts of the region’s reserves of biodiversity such as forests, fish stocks, coral reefs and mangrove swamps”, Mr. Kim told the gathering. “Efforts like the one in Morgah can serve as models for restoring the biodiversity of devastated countries and help prevent further loss of the sustainable livelihoods of the people.”



The Morgah Biodiversity Park Project is the brainchild of the Bangkok-based United Nations Economic and Social Commission for Asia and the Pacific. It brings together participants from the private sector, national and local governments, and the local community. A part of UNESCAP's Pro-Poor Public-Private Partnership for poverty reduction, it is a follow-up of the World Summit on Sustainable Development, held in Johannesburg, South Africa in 2002.



Mr. Kim commended the Government of Pakistan and Attock Refinery Limited for the bold steps they had taken in pioneering this first public-private partnership in providing the poor with access to biodiversity. He also noted the commitments made by senior officials of the Economic Affairs Division, Pakistan Museum of Natural History, and other agencies of the Government in implementing this challenging and historic project.



“It is my firm belief that experiences from this UNESCAP project will make a very important contribution to achieving the objectives of Pakistan’s National Environmental Action Plan, namely that of improving the state of environment in Pakistan, to safeguard public health, promote sustainable livelihoods and enhance the quality of life of people”, he said. “I believe projects such as these are key to meeting the target of reversing losses of environmental resources by 2015, as set out in the UN Millennium Development Goals.”



In her remarks,Minister Hina Rabbani Khar noted that government resources alone are not sufficient to promote sustainable development and alleviate poverty. “This initiative of mobilizing private sector represents a flexible solution to delivery of basic services and provides an alternative to the budgetary constraints on the Government. We hope that the establishment of the Morgah Biodiversity Park, in partnership with linked institutions, will act as a major launching pad not only for conservation of species but also to create awareness on the important role stakeholders can play in protecting biodiversity resources in Pakistan in general and Potohar region in particular.”



She said the income generation activities created in the project through development of compost from organic waste and development of community gardens would go a long way in improving the income and environment of the two large villages, Morgah and Kotha Kalan, inhabited by 40,000 people.



Mr. M. Raziuddin, Chief Executive Officer, Attock Refinery Limited, said the MorgahBiodiversityPark is a living example that such diverse partners can work together efficiently. “It is also evidence that biodiversity conservation is both good business and solid contribution to nation-building by giving poor people access to basic services”, he said.

ISLAMABAD: The Capital Development Authority (CDA) has issued letters to four local and two international firms to submit plans on a proposed joint venture for development work in E-11 residential sector.

The CDA has earmarked 70 acres of land in the sector for apartment blocks and other facilities. A CDA official said that six firms, which were short-listed out of 36, would submit their plans by April 20. “The plans submitted by the firms will be evaluated in a month’s time after which letters of intent will be issued to all of them,” the official said.

Work on the project in E-11 is expected to start in August this year after finalising terms and conditions with the successful firm, he said. “The project will be assigned to a firm on the basis of skill and capital as well as overall capacity to carry out the project,” he said. While making the selection, the housing projects undertaken by the companies will also be scrutinised before concluding an agreement, he added.

The CDA intends to construct modern high-rise apartments with maximum height of upto 150 feet in the northern part of the sector, and facilities including a shopping centre, a community hall, two schools, a college, a mosque, several play fields and a health centre.

CDA to compensate D-12 affected people

ISLAMABAD, Pakistan: Capital Development Authority (CDA) will compensate D-12 affectees within the time limit of three months, CDA Chairman Kamran Lashari said, while signing agreement with the D-12 affectees and the Authority here Saturday.

The residential sector was acquired in 1989 and since then the allottees are waiting to construct their houses because the matter of compensation of affectees halted the development work.

CDA launched the D-12 about 8 years ago but due to some reasons the area of 244 kanals was left from acquisition that came to the knowledge of the Authority after the development work was started. Construction work was delayed as the affectees asked CDA to compensate them before the work started.

Lashari told reporters that CDA would provide alternate plots to the affectees as per agreement. Agreement describes that the person having a Built-up-Property on more than 300 square feet of land will be eligible for getting the plot against his land in D-12 sector. The rest will be paid the amount against their property as per the market value, he said. --APP

ISLAMABAD, Pakistan: The second phase of seismic survey conducted for the construction of the tallest skyscraper was completed that declared Islamabad Capital Territory ICT safe for mega-construction projects.
The seismic survey was conducted under the supervision of worlds third largest designing and construction British company W.S.Atkins which completed the second phase of the survey in three months time after it started soil testing back in December 2005.

According to details the survey is conducted in connection with the planned construction of the biggest Complex in the Federal Capital by Saudi Arabian Trading Group Al-Tamimi in collaboration with a Pakistani construction company Sardar group.

Renowned Chief Engineering Geologist Mr. Allen Smallwood oversaw the whole survey. Dr. James Apted, in charge Geological Technical Engineering, W.S.Atkins earlier supervised the first phase.

Digging up to 70 meters of depth was conducted for collecting soil samples, by the team that worked for three months for the survey, it was told. Initial results of the second leg of the three-phased tests show that the Capital’s soil is of such nature that it can sustain pressure of more than 50-storey tall skyscrapers.

Final results regarding the seismic strength of the capital’s soil will be available in April. The survey was necessitated as PGCL an umbrella organization of Sardar Group of Companies and Al-Tamimi Group is planning to construct a complex comprising of a 37-storey five-storey deluxe hotel, a business center, two residential apartments and a mega shopping mall of 22, 19 and 5 storeys respectively.

It was learnt that this will be the biggest ever investment of any consortium of Pak-Arab companies in the federal capital and the consortium plans to invest Rs 30 billion in the mega-project. The company was the highest bidder for the plot in march 2005 with a bid of Rs 6.6 billion.
The three year long project is expected to kick-start in April this year. It is said that the construction will be able to sustain shocks measuring 9.5 on Richter scale.

W.S.Atkins carries experience of designing Burj Ul Arab Hotel in Dubai along with many other mega projects in the Gulf.

ISLAMABAD: The sprawling Fatima Jinnah Park, for long a tranquil haunt for couples and walkers and joggers alike, is slowly being transformed from a vast barren tract of land into a truly attractive park.

Just over six months from now, at least one portion of the park, complete with landscaping, flowers and pottery pools, will be ready to greet regular visitors.

“Soon there will be more than just fresh air,” promises Mian Faizaullah, the official managing the Rs 230 million project. “The area we are working on will be a model for the rest of the park’s development,” he says.

Setting the tone for things to come are big machines developing 40 acres of land -- about 80 percent of earthwork is complete. “Plants, flowers and grass are to be planted in late March to make everything presentable and inviting,” said Faizullah.

The Japan International Cooperation Agency (JICA) had prepared the master plan of the 760 acre park, but renowned architect Nayyar Ali Dada later revised it.

The development of the entire park, one of the Capital Development Authority’s mega projects, is to cost Rs 5 billion and is due for completion by the fall of 2009. However, the focus now is on the E-9 Gate where work on the first phase has begun.

Developed on modern lines, the venue will have infrared and moisture detectors, making it the first park in the country to have such facilities.

“The infrared detectors will help prevent fire on the lawns, while the other ones will detect low moisture content that will automatically put the sprinklers into action,” said Faizullah while pointing out that installation of such automatic equipment would reduce costs in the long run.

The first phase that is due to be completed three months before the given deadline of November this year will also have an amphitheatre, three pottery pools, walking and jogging tracks and an improved parking lot with a 450 car capacity. The CDA is also thinking of adding dancing fountains and has plans to utilise solar energy for the park to run on.

Talks are underway with the Alternate Energy Development Board and if everything works out, it will mean no running costs. There are also plans for lakes, another two amphitheatres, sunken lawns, a rock garden, kiosks and an artificial hillock as part of the park’s overall development.

“The hillock will be so designed that it will serve as the park’s viewpoint,” said Faizaullah. But he made it clear that there would be no visible brick structures. “Even the toilets will be made in a sunken area.”

Respecting people’s privacy, a plan to install security cameras has now been dropped by the CDA. “Our effort is to use less mortar and bricks, so that everything looks pleasing to the eye,” he said.

That would be a great idea... I personally like Pakistans parks, but they still need a lot of improving.. More trees etc.
It would be nice to have a small forest in the park with a trail and ponds.. Central Park and also the Brooklyn Prospect park, designed by the same guys both have beautiful forest areas.

CDA is now providing a proper exhibition infrastructure which could support a large exhibition, parking for visitors and smooth the whole exhibition events that will take place in future. I think right now the whole area is being compacted and it will be paved. Do not have the details of cutting trees yet.

ISLAMABAD, Jan 11: The Capital Development Authority (CDA) has planned to decorate the boundary walls on both sides of China Chowk underpass by displaying engraved local culture and traditions, a CDA official said here on Friday.

“Engraved displays will include prominent personalities, historical places, scenic landscape, traditional sports and other cultural features,” he said.

The authority will soon invite both local and international consultancy firms to carry out the project, he added.

The official said the consultancy firm to be selected would be asked to closely observe the artwork undertaken at the National Monument before preparing draft proposal for the project.

He said artwork would also be undertaken on other newly constructed underpasses to give an attractive look to the commuters.

According to the CDA, there are seven underpasses on different roads in the federal capital.

ISLAMABAD: The Capital Development Authority (CDA) has decided to close the main highway from Zero point to Faisal Mosque for general traffic.

The decision has been taken to dig land for the construction of an underpass on the Faisal Avenue, the source said.

The digging will start on Tuesday and for the purpose, a substitute election plan has been planned. Under the plan, traffic will be closed from Zarai Tarquiati Bank at Zero Point and it will pass through the Service Road.

The CDA official said that ninety percent work on walls of the underpass has been completed and now road digging is in progress. The official said that the service road would be linked with a greenbelt in the second phase.

The Capital Development Authority (CDA) would complete work on linking Kashmir Highway with Seventh Avenue next month.

As the civic body is preparing to start work on construction of Zero Point interchange, the bulk of traffic coming from Rawalpindi would be diverted to Murree Road and Kashmir Highway.

The link between Kashmir Highway and Seventh Avenue is being created as a temporary solution to avoid traffic jams during construction of the interchange.

“The traffic coming from Murree Road would reach Kashmir Highway to enter Seventh Avenue for further destinations in the federal capital,” a CDA official said.

The official that they have been expecting the number of vehicles on Murree Road would be doubled than the existing number of vehicles after start of work on the Zero Point interchange.

Meanwhile, work on carpeting of both sides of Ninth Avenue from Kashmir Highway to I J Principal Road is in fully swing. CDA officials hope that the road would be opened for traffic next month. I can imagine the mess at abpara chowk if this is not connected properly before the start of work on the zero point interchange.

But also the 9th avenue should help in this case to divert a reasonable portion of the traffic to pindi besides the kashmir highway for those residing near kohinoor mills and adjacent areas.

ISLAMABAD: The Capital Development Authority (CDA) has decided to construct an education sector on 350 acres of land in Sector H-17.

Out of the 350 acres of land, up to 70 acres would be utilised for the construction of roads while universities and colleges would be constructed on 280 acres.

About 40 percent land of the sector would comprise of green area while educational institutes and offices related to education sector will be constructed on the remaining 60 percent area. Sources said that three different plans have been devised while final approval would be given by CDA board during the meeting.

Development takes toll on once green Islamabad

ISLAMABAD, Jan 16: Islamabad is seeing a development boom which is threatening its environment. Many development schemes like 7th Avenue, underpasses and flyovers, hotels, a new international airport, housing schemes and the General Headquarters (GHQ) have been planned without considering their “severe” environmental impacts.

This conclusion was drawn in a meeting held here on Wednesday, prompting the Ministry of Environment to initiate the Islamabad Green City Programme (IGCP).

The caretaker minister for local government and rural development, Dr Syed Wajid Hussain Bukhari, decided on an uphill task to make country’s major cities environmentally clean and green, starting with Islamabad.

This, however, does not raise any hopes because the environment ministry, that has been a sore loser under successive leaderships, has slept over the problem of deteriorating environment of the federal capital.

The meeting observed that Islamabad was not meant to be what it is fast turning into - an ugly city.

Admired on one hand for its fusion of city life with nature, the capital’s beauty is unfortunately proving its worst enemy, attracting settlers like sugar attracts ants.

Designed to provide healthy climate, pollution-free atmosphere, plenty of water and lush green areas, Islamabad is no more isolated from the business and commercial activities.

No polluting industries were supposed to be located in the city but these have now been allowed.

Increase in economic activities and influx of people also attracted by its beauty have increased its population from 340,000 to 1.124 million in 25 years showing an over all increase of 230 per cent with average annual growth of six per cent.

Increase in population has given birth to high-rise buildings, residential apartments, housing schemes, educational institutions and industrial units, compelling the Capital Development Authority to alter Islamabad’s master plan and upgrade the physical structure, all at the cost of excessive environmental deterioration.

The meeting, which was briefed through a presentation, gave a perspective of the challenges to turn an urban ugly duckling into a swan.

Islamabad suffers the most at the hands of steel furnaces, steel melting, galvanising, marble cutting/grinding and other units that are causing excessive pollution.

Today, the industrial area houses eight steel furnaces, emitting one ton of particulate matter each day in violation of the CDA laws. The industrial area has no facility for wastewater treatment. Four cement plants located in Islamabad emit over 11,000 tons of particulate matter per year, shedding fine raw cement dust across several kilometres.

Some 90 brick kilns within and around Islamabad, spew out high concentration of black soot, polyaromatic hydrocarbons and other gases. The gases are not only deteriorating air quality of the area and degrading soil but also causing visibility problem and hazards to aircraft navigation, the presentation said.

There are no landfills or incinerators to dispose of 600-700 tons of city’s solid waste per day, the meeting learnt. The capital was fast losing its small and large rainwater streams passing through residential sectors because of discharge of domestic waste and leakages in municipal sewers.

Several development schemes, public and private, are being implemented in Islamabad without taking their environmental impacts into consideration, including the new 7th Avenue, underpasses and the flyover projects.

The meeting was briefed that an estimated 90,000 vehicles, half of them diesel trucks, passing through Kashmir Highway daily add 377 tons of particulate matter in air each year.

The meeting learnt that future trends in development spelt environmental disaster. An international airport, seven hotels including on seven-star, more roads, over 40 large and small housing schemes and the General Headquarters (GHQ) would not only impact on natural resources but worsen the pollution load.

Nonetheless, the ministry’s plan, which includes consultation and participation of concerned departments, agencies, citizens, and industry, includes various initiatives to promote city development in conformity with world recognised principles of sustainable development to keep Islamabad’s air, water and soil clean.

The plan begins with signing the UN Green Cities Declaration and Urban Environmental Accords 2006.

Energy conservation, solid waste reduction and management, water conservation, scrutiny of urban design, air quality management, seasonal fumigation, maintenance of parks and gardens, tree plantation and increasing grass cover, awareness campaigns, environment friendly mass transit system, and environmental complaint cell are also included in the Islamabad Green City Programme (IGCP) proposal.

i wish islamabad would build a tram system, and eliminate a lane of road and make it an exclusive tram-only lane. If the roads get jammed, then people will ride the trams, and eventually an equilibrium will be reached. And while the city is spread out, its not too spread out for a system such as this. Perhaps they could even create a commuter rail and have its stations intersect the tram lines, but of course, this is all just my dream.

Capital to have solar street lights



ISLAMABAD, Jan 17: The Capital Development Authority (CDA) has planned to install solar street lights in the Federal Capital replacing the existing ones, a CDA official said here Thursday.
The new system would help save energy as well as the maintenance cost, he said adding currently Capital Development Authority was in the process of inviting local and international firms for the project.

“The costs of trenching and installing underground wiring often make a solar street lighting system an economically feasible lower cost option,” These solar street lights would be installed at all main highways and avenues, residential areas, parking lots and parks, he said.

The official said the new system would also have the characteristics of energy saving and environment protection.

Solar low-pressure sodium light would be used for public lighting in residential area, parks, plaza and etc.

He said the solar street lights collect sunlight and convert it into electricity, which charges the maintenance-free batteries in the day time.

At night the light turns on automatically, using the electricity stored in the batteries during the day, he said and added that it requires no wiring, no utility bill to pay, with lighting option for 12 hours.

He said the authority is paying a huge amount to Wapda under the head of street lights bills monthly, and added that the poles of solar street light are durable and easy to install.— APP

The Capital Development Authority (CDA) has directed the construction company engaged at Citibank Chowk to undertake architectural work at the project site.

ÒWe want that the underpass-cum-interchange also gives a beautiful look whenever it is completed, a senior official of the CDA told The News on Friday.

The official said that the construction company would be responsible for beautification of the site by installing models or any other thing. ÒWe want the construction firm to hand over the project to the CDA complete in all respects. The company would have to hire a designer or architect for this purpose, he said.

Meanwhile, the one kilometre portion of Faisal Avenue is likely to be closed for traffic sometime during the next week.

The contractor wanted permission from Islamabad Traffic Police (ITP) officials to close down a portion of the busy Faisal Avenue to start excavation work for the 1,050-metre underpass.

A CDA official told The News that the construction company would be given permission to move its machinery to start excavation work on the mega project. ÒThe construction company has completed work on retaining walls on both sides of a portion of Faisal Avenue before starting the digging process, the official said.

SSP (traffic) Zubair Hashmi, when contacted by The News, said that they would allow excavation work once proper diversion road to save motorists from any inconvenience is completed.

The Capital Development Authority had given the deadline of June 30, 2008, for completion of work on the underpass-cum-interchange at the Citibank Chowk. The project would cost Rs817 million.

The SSP (traffic) said that they have chalked out a diversion plan for traffic during construction of an interchange at Zero Point, saying that there would be no problem to motorists when work on this project gets under way. ÒThe construction work on the project would start in March and we still have two months to further improve our traffic diversion plan, he said.

With regard to closing down of all turnings and crossing at Aabpara Chowk to make it signal-free, Hashmi said that it had proved quite successful as traffic flow had improved tremendously. Previously, traffic signals on both sides of Khayaban-e-Suhrwardy at Aabpara Chowk remained closed for two minutes thus causing wastage of time.

ISLAMABAD: Development work in newly opened Sector I-15 will start from the first week of April, aimed at meeting the citizens’ requirement of residential accommodation, said Capital Development Authority (CDA) Chairman Kamran Lashari while addressing a meeting on Friday.

According to a press statement, he urged the departments concerned to complete the development work in time. Lashari said Sector I-15 was launched for low-income people.

The chairman said that earlier development work could not start in Sector I-15 due to some reasons, but now further delay in it would not be tolerated. He said the infrastructure development of the sector would be completed on time and environmental study of the sector would be conducted by March. On this occasion, CDA Member Planning Brig (r) Nusratullah briefed the meeting about the project and said M/s Design Men would submit its report on the design work to the CDA on February 15.

He said the CDA would invite tender for the project after considering report on its design. The infrastructural development of the sector will be completed by April 2010, while construction of 8,000 flats will start in October.

ISLAMABAD: The Capital Development Authority (CDA) has become a punching bag for the critics but the good that it does barely gets a mention.

Pointing accusing fingers from the comfort of the armchair is all very well but the way the CDA has gone about developing this town surely deserves credit. From roads and bridges to parking lots, pavements, picnic resorts and public sit outs –all have been beautifully developed. In a few years, the metropolis has been developed a good deal. The critics might not agree but it is a fact that Islamabad is bracing for livelier and busier days ahead.

With its coffers overflowing with a surplus budget of almost Rs 25 billion, there is not a thing the CDA cannot achieve as it goes about planning and executing project after project. While the authorities are over and done with a string of them, there are many more coming up.

Following the completion last year of the marvellous 7th Avenue, the much-awaited 9th Avenue is due for opening next month, followed by construction of the 11th Avenue.

Work to build an interchange at the troublesome Zero Point Intersection and another one at Peshawar Morr is set to start in the near future as the Faisal Avenue underpass-cum-flyover slowly but surely nears completion.

The CDA has literally laid a web of roads over the past few years that has helped overcome traffic congestion at several spots including Kulsoom Plaza and China Chowk, where underpasses have been made.

While there are residents who feel the town was becoming crowded with too much traffic and its greenery being sacrificed in the name of projects, the CDA contends that development was imperative to keep pace with the growing population.

Surely projects coming up are aplenty with the CDA due to spend as much as Rs 300 million alone on making new pavements and rehabilitating existing ones.

“We want to ensure that the rights of pedestrians are respected and that people are encouraged to walk, and be able to do so in a safe manner,” said CDA Works Director General Abdul Jabbar Melano. “We have been encouraged by feedback from residents of the sectors where we recently provided walking tracks,” he said.

“The CDA chairman has directed that the sectors like I-9, I-10 and I-11 be given special attention and they be brought at par with the F series of sectors,” said the official. Away from the roads and pavements, two tourists’ resorts – Daman-e-Koh and Lake View Park - have been so immaculately developed that they could rival even the best elsewhere in the world. Similarly, the Fatima Jinnah Park in F-9 Park is currently undergoing tremendous development as is the Rose and Jasmine Garden in Aabpara. Other smaller parks too have been built and re-done while still more are being created.

CDA Parks Director Malik Abid said there were 174 parks in Islamabad,(I never knew they were so many of them) seven of which major sub-urban like the Rose and Jasmine Garden and the Lake View Park while four were main urban parks.

Signs of change are literally everywhere. Today new improved road and street signs have made locating a place or street much more easier. New streetlights line all of the main roads and playgrounds. What’s more? The main “marakaz” across the town were to be up graded, an Art and Craft Village is nearing completion and work on building an international bird aviary is on. There is so much going on, it is hard to believe it’s the good old CDA that’s doing it all. Any critics?

Three companies have submitted technical proposals to provide signal-free link to traffic coming from Rawalpindi, which would be using under construction 9th Avenue.

The sources in the Capital Development Authority (CDA) said CDA’s consultant engineering would give recommendations on better proposal for awarding the project.

A CDA official said they were considering to construct a flyover on I J Principal Road to link Rawalpindi’s Stadium Road with 9th Avenue, which was scheduled to be opened for traffic on February 14.

The technical proposals for two underpasses at Ibne Seena Road and Jinnah Avenue on 9th Avenue were also under consideration while the design of an interchange at Kashmir Highway had already been approved. However, a CDA official said there would be very little hindrance for traffic on 9th Avenue even before making the future signal-free arrangements.

Currently, the authority had provided three underpasses between Sectors I-8/I-9, H-8/H-9 and G-8/G-9 while there would also be some entry and exit points from service roads of the aforementioned sectors on both sides.

Meanwhile, the CDA has also okayed design and PC-1 of an overhead bridge linking 7th Avenue with Kashmir Highway and Garden Avenue. The project would cost Rs440 million and while passing over Kashmir Highway, the bridge would end at Garden Avenue. Two loops would be provided on the bridge linking it with Kashmir Highway.

The approval of design and PC-1 of project was given at a meeting chaired by Member Planning and Designs Brigadier Nusratullah.

ISLAMABAD: The final design of the much-awaited Zero Point Interchange, duly vetted by a consultant of the National Highway Authority (NHA) is to be submitted with the Capital Development Authority (CDA) next week, according to officials.

The design was discussed on Saturday in detail with Col (R) Iqbal Haq, a NHA expert hired by CDA, at a meeting held recently, which was also attended by Member Planning and Design, Brig Nusrat Ullah.

“The observations of the consultant were addressed and it was agreed that the final version would be presented on January 30,” said CDA Director General Works Abdul Jabbar Melano. He, however, pointed out that CDA’s planning and design wing was dealing with the matter at the moment.

Work due in March: The design phase has already taken up months although officials insist that work on the interchange would begin sometimes in late March. In October, the CDA bracketed the project among 15 that are to be executed on a priority basis.

As the CDA continues to consider the design, long queues of vehicles often seen stuck at Zero Point have begun to look ominous. It is a sight the motorists and the traffic police abhor, snarls that often stretch up to the I-8 Intersection, especially during the morning and afternoon rush hours. Once a sleepy point with only a few vehicles seen waiting at a red signal to cross through has now become a trouble spot of monstrous proportions and the continuing delay with the project design has generally angered people.

Melano said that once the design of the interchange was submitted after being cleared by Haq, the tendering process would be initiated. “The CDA is required to give 15-day time period to the bidders,” he said.

No completion timeframe: The CDA has pre-qualified firms for the project and is targeting March 23, being an auspicious occasion, as the tentative date for kicking off the project. However, the official was reluctant to commit on the completion timeframe of the interchange once work got under way. “It will be a realistic target,” he said.

Last year, several of the road projects fell behind schedule for a host of reasons promoting the CDA to serve notices on contractors and impose penalties.

‘Environmental issues to be addressed’: The official said that all environmental aspects would be addressed before work on the interchange began. “We will fulfil all environmental obligations.” Melano said.

He said currently the environment in the vicinity of Zero Point was highly polluted. “There is high concentration of carbon and other toxic particles in the environment due to longer waiting time of vehicles.”

According to a traffic count, about 150,000 vehicles converge on the intersection in a single day with peak flow of 8500 vehicles per hour. “Because of this, smoke is being continuously pumped into the air which is injurious to human health,” he explained.

In this light, he stressed that construction of the interchange would not only ease flow of the traffic it would also help improve the environment in the area. “There would be no waiting of vehicles which would mean lesser smoke emission at this point,” he said.

He boasted that once complete, the interchange would be a landmark that would make Islamabad all the more beautiful.

Are Mehran Builders in Isb too? This shabby-looking underpass looks like their work. As for the maintenance, they are working on the drains. In Karachi, their underpasses have their drains repaired every month or so. They STILL haven't got them right after about 10-15 repairs.

ISLAMABAD: The Capital Development Authority (CDA) has decided to add a fourth lane on either side of the Islamabad Highway to ease traffic on the dual carriageway.

A senior CDA official told Daily Times that the stretch of the road from Faizabad to Koral would see two rigid lanes being reserved for heavy traffic and as many for light transport vehicles. Currently, the highway, which serves as one of the capital’s major and important roads, has three lanes on each side.

A groundbreaking for the widening and rehabilitation of this section is to be performed by CDA Chairman Kamran Lashari on Thursday (January 31), the official said.

An estimated 160,000 vehicles run the length of this portion of the road each day, making it the busiest in the Capital. “The traffic load has increased tremendously and it has now become imperative that it be widened,” he said.

Contract awarded: The contract for executing the project has been awarded to Macksons, the company, which was also involved in rehabilitation of highway’s Western carriageway from Rawat to Koral. Al-Khan Company, which was originally assigned the task, failed to complete work on time that resulted in the cancellation of its contract.

For the newest project, Macksons have been given eight months to complete work at a cost of approximately Rs 800 million. “The Faizabad-Koral section will have to be completed within that specified time because this is a road frequently used by VIPs,” the official said.

Heavy transport vehicles, mostly overloaded, have left some of the roads on the outer periphery of Islamabad furrowed that makes driving difficult, especially for smaller cars. Although the CDA plans to put in place a proper weighing system, no such facility exists at the moment. As it goes about improving the Islamabad Highway, the CDA for now has shelved plans to build underpasses along the road. “The matter did come up for discussions but I don’t think it is something that is immediately required,” said the official.

Meanwhile, work on extending Khayaban-e-Iqbal, which runs alongside the Margalla Hills, further up to Bari Imam has begun. “Once complete, it will serve as another point for going to Bari Imam,” he said.

Elsewhere, the CDA was given a presentation on the design of a proposed interchange at the 7th Avenue where it meets Khayaban-e-Suharwardy. As designs are discussed and planning done, the Authority is temporarily connecting the avenue with Kashmir Highway with the specific aim of reducing traffic congestion.

“This will help reduce traffic load at Zero Point as motorists will be able to reach Islamabad Highway through the Kashmir Highway in quick time,” the official said.

The consultants have also submitted a design for another interchange on the 9th Avenue where it touches the Kashmir Highway at Peshawar Morr. This project is among 15 the CDA has listed as priority projects.

The CDA has drawn public flak in recent months for failing to complete most of its road projects within the stipulated time. The Authority often passed the buck onto the contractors who in turn cited monsoon rains and problems in removal of underground service lines as the reason for the delay.

Planning director says construction work to start in current financial year
CDA building bylaws bind every builder to construct adequate car parking in buildings

ISLAMABAD: Parking problems in Blue Area are growing with every passing day, as the Capital Development Authority (CDA) has yet to materialise its plan to construct parking plazas in the city.

After receiving numerous complaints, the CDA Planning Wing started working on a plan two years ago to resolve the parking problem, but so far the authority has failed to construct parking plazas in Blue Area.

Construction work to start: A senior CDA official told Daily Times on Tuesday that according to the plan, the authority would construct-parking plazas in different phases in the current fiscal year. In the first phase, the authority will construct three parking plazas in different parts of the Blue Area, he said, adding that the proposed sites for the parking plazas included one near Muslim Commercial Bank, another near Savor Food and third near the mosque located at some distance from the Savor Food. Due to the shortage of proper parking place in Blue Area, people park their vehicles far away from their offices, which wastes their time. Most of the people park their vehicles on the roadsides that often result into traffic jam, he added.

During a visit to different parts of the city, Daily Times found that people were not only facing parking problems at Blue Area but also at Aabpara, Karachi Company, Supper, Jinnah Supper and many other markets.

CDA Bylaws: According to the CDA building bylaws, every builder is bound to construct adequate car parking in it’s building, said another official of the CDA. “The CDA is authorised to take action against those builders who fail to provide adequate parking area,” he added. However, he said the civic authority had so far failed to implement its own laws. Urban planning Director Sawar Sindhu said the CDA had expanded the plan and the authority would now construct seven parking plazas in various parts of the capital including Blue Area, G-9 Markaz and Mauve Area. The CDA has asked seven construction firms to submit financial bids till February 6 and after finalisation of required formalities it will start construction work in the current financial year, he added.

ISLAMABAD: Capital Development Authority (CDA) Chairman Kamran Lashari performed the groundbreaking of the Cultural Complex near Shakarparian on Wednesday.

Spread over an area of 28.5 acres, the complex will be completed in June 2010 with a cost of Rs 1.299 billion. The CDA has hired ACE consultants and a Builder’s Associate contractor for the project.

Speaking on the occasion, Lashari said the CDA was making its utmost efforts to develop Islamabad into a city of landscapes, convention centres and rich cultural heritage. In the past, the capital had only four to five places worth visiting and could hardly offer anything more than a two to three days package to tourists, said Lashari. He said that the CDA was striving to bring about a visible change in the city to develop it into a viable tourist area.

Role in country’s development: The convention centres and cultural complexes play an important role in the development of a country, he said. Lashari said the project would be fully funded by the CDA and would have many components, including auditoriums, amphitheatres, piazzas, exhibition halls, cinemas, administration blocks, conference and seminar halls, mosques, cafeterias and coffee shops.

The CDA chairman said the central hall of the complex would have 3,000 seats and the side hall 700 seats. He said that only roads and buildings could not make cities alive, rather art, drama, culture and literature infuse spirit and soul in them.

Urges artists to put life: The CDA chairman urged artists to put life in the complex after its completion. He said currently the CDA was working to upgrade the Rose and Jasmine Garden and the Fatima Jinnah Park. The authority had increased the area of the Rose and Jasmine Garden to 75 acres and its up gradation work would complete in the near future, he said. He added that the construction of the Fatima Jinnah Park had been completed and work had been started on the remaining 100 acres.

The CDA chairman said the CDA had also planned to construct a city club in the park in order to facilitate citizens. All CDA board members and other high officials attended the groundbreaking ceremony.

Director Lands and Rehabilitation Asadullah Faiz said the land would be acquired in accordance with the land sharing formula. He said Sector I-11 dwellers would be compensated and they would not be allowed to start any new construction.

ISLAMABAD: According to the Capital Development Authority (CDA), the Lake View Park will become the hub of the capital’s entertainment and recreational activities within the next two years.

Having developed the periphery of what was previously known as the Old Rawal Dam into a beautiful park over 100 acres, the authority has now added another 100 acres to it for creating an entertainment zone.

More attractive: A top CDA official told Daily Times, “We don’t want Islamabad to be branded as a dull city. We want to make it more attractive in terms of resorts and public places. Developing a complete entertainment zone at the lake will help erase the label of a dull city.”

The second phase of the park will have such facilities as beach volleyball, archery, remote control cars and a golf range. There are also plans to set up a dancing fountain and a water park. The major three-year final phase will see the development of a botanical garden, beaches, jogging tracks, a drive-in cinema and a mono-train system. The development will be around the perimeter of the lake.

The CDA official said that such places as Daman-e-Koh, Pir Sohawa and Rawal Lake were truly public places, for all kinds of people visited these places. He said that the second phase of the Lake View Park would be designed by the same man who worked on upgrading of Daman-e-Koh.

Fatima Jinnah Park: The CDA was also working on developing Fatima Jinnah Park in F-9 and an Arts and Craft Village in the vicinity of Shakarparian and Saidpur Village, he added. He said the Rose and Jasmine Garden was being renovated and its area was extended from 24 acres to 70 acres.

He said that the authority was planning to develop Shakarparian Hills, which would be converted into a complete park zone. The CDA official said that all the facilities that were under-construction would be of high standard.

The Capital Development Authority (CDA) and contractor of the project have focused all their attention to meet the deadline of February 14 for completion of the 9th Avenue project.

During his visit to the project site last month, CDA Chairman Kamran Lashari had directed the civic body’s engineering wing and construction company officials to make the road ready for traffic by February 15.

A hectic construction activity is being witnessed on 9th Avenue from I J Principal Road to Ibne Sina Road. As labourers are working day and night to complete laying of concrete on the road, tractors of the CDA are operating on roadsides to level the ground for greenbelts.

The construction company — ‘Maksons’ — has removed most of its offices which were established at roadside on temporary basis to allow preparation of greenbelts. The CDA had already completed work on greenbelts at some portions where pine saplings were planted during the last monsoon campaign.

A senior official of the CDA, when contacted by ‘The News,’ said that they were trying to meet the deadline of February 14 but there could be delay of three or four days as rains have badly affected the construction activity and landscaping of greenbelts.

He said that the road could be opened for traffic in a couple of days. However the chairman had directed that it should be opened only when the project is complete, including fixing of curve stones, lane-marking and installation of signboards and streetlights. “We are thankful to the residents for their wait and another three to four days does not matter,” he said.

The commuters travelling between twin cities have been anxiously waiting for the road to open, as there was always great rush at various points during peak hours. “The completion of this mega project would be a dream come true,” a man driving a car and stranded in a traffic jam at Sector I-9 crossing said.

The CDA official said that the civic body was also paying attention to improve condition of I-9 Service Road so that motorists could use both 9th Avenue and service road. On completion of 9th Avenue, motorists would cover the distance between I J Principal Road and Margalla Road in 20 minutes, which usually takes at least an hour now.

Meanwhile, the G-9 weekly bazaar would be shifted to its new site in Sector H-9 after general elections on February 18. The shifting was to start on February 10 but the activity could not start due to rains. “All arrangements to shift the bazaar are complete,” CDA sources said.

Capital to have solar street lights

ISLAMABAD, Jan 17: The Capital Development Authority (CDA) has planned to install solar street lights in the Federal Capital replacing the existing ones, a CDA official said here Thursday.
The new system would help save energy as well as the maintenance cost, he said adding currently Capital Development Authority was in the process of inviting local and international firms for the project.

“The costs of trenching and installing underground wiring often make a solar street lighting system an economically feasible lower cost option,” These solar street lights would be installed at all main highways and avenues, residential areas, parking lots and parks, he said.

The official said the new system would also have the characteristics of energy saving and environment protection.

Solar low-pressure sodium light would be used for public lighting in residential area, parks, plaza and etc.

He said the solar street lights collect sunlight and convert it into electricity, which charges the maintenance-free batteries in the day time.

At night the light turns on automatically, using the electricity stored in the batteries during the day, he said and added that it requires no wiring, no utility bill to pay, with lighting option for 12 hours.

He said the authority is paying a huge amount to Wapda under the head of street lights bills monthly, and added that the poles of solar street light are durable and easy to install.— APP

ISLAMABAD: The Capital Development Authority (CDA) is likely to start construction work on Rs 361.28 million 11th Avenue project next month, a senior CDA official told Daily Times on Tuesday.

In the first phase, the CDA would construct a four-kilometres road from Khayaban-e-Iqbal to the Kashmir Highway, he said, adding the 11th Avenue starts from IJ Principal Road and ends at Khayaban-e-Iqbal. “The project might be delayed as a shrine near Kazmi Chowk and two CDA’s tubewells may cause hindrance in the construction work. The CDA Road Directorate is planning to shift the shrine to some other place,” he added.

The CDA official said the authority would also construct five underpasses at different places, including the Kashmir Highway, F-10 and F-11, Nazim-ud-Din Road, Ibne Sena Road and Sohan Road. “The Authority has so far constructed six avenues in the capital.

As the contractor engaged by the Capital Development Authority (CDA) at Citibank Chowk has almost completed work on flyover-cum-underpass up to halfway mark, the architectural and beautification work at the site on Faisal Avenue would start by the end of this month.

The construction company namely ‘Matracon’ would give a presentation to the CDA Chairman Kamran Lashari and members of CDA Board today (Wednesday) at conference room of CDA headquarters.

The sources said learning from experience of some other development projects, Kamran Lashari had directed for beautification work at Citibank Chowk, which should be completed along with the mega project costing Rs870 million. The architectural work would include a fountain, hard and soft landscaping, a monument and some other features.

After completing two bridges on Jinnah Avenue, the work on raising pillars of flyover is also near completion. CDA management had allowed the construction company to use pre-cast technology for the first time in the federal capital.

“The use of this technology will save plenty of time without compromising on quality of material and standard,” an official of authority’s engineering wing said. The pre-cast slabs would be prepared near site of the project and would be fixed over pillars with the help of heavy machinery.

Meanwhile, the sources said the contractor was yet to fully start excavation work for over one kilometre long underpass on Faisal Avenue as from Islamabad Traffic Police (ITP) has not allowed closure of the road for traffic.

The retaining walls on both sides of Faisal Avenue where excavation work was to be started had already been completed. The sources said the ITP management wanted a feasible traffic diversion before allowing closure of road. “We are all set to divert traffic to alternate route once the excavation work kicks off,” an engineer present at site of the project said.

An official of ITP said they only want that commuters did not face any problem particularly during peak hours.

The work on the project was initiated about one year back and it is expected that it will be completed by the end of June this year. A roundabout would also be provided in between flyover and underpass and it would be used to disperse traffic in different directions.

ISLAMABAD: The Capital Development Authority (CDA) will announce the name of the selected firm at the end of the week, which will conduct feasibility study for Rapid Mass Transit System (RMTS) project, a senior CDA official told Daily Times on Wednesday.

“Five days ago three out of five international firms were selected after reviewing their technical and financial bids. The selected three firms are from Sweden, Malaysia and France,” the CDA official said.

The final selected firm, he added, would conduct feasibility study for the RMTS between the twin cities of Rawalpindi and Islamabad. The firm would complete the study within eight months after collecting and reviewing planning and transportation data of the twin cities and, he added.

“The main objective of launching this project is to overcome transport problems of the two cities. Currently private transport is the major mean of movement between the two cities, whereas 1,600 wagons and minibuses are plying on 16 routes within and between the two cities,” he said.

Project to curtail: The project, he said, would also help curtail traffic problems, as there was no organised bus service operating between Rawalpindi and Islamabad.

When contacted by Daily Times, a number of Islamabad residents supported the project and urged the CDA to launch it as soon as possible. “People are facing problems due to an un-organised transport system in the twin cities. The CDA, keeping in view the future needs of the transport system, must select a competent firm for the project,” they demanded. staff report

ISLAMABAD: The frustratingly slow pace of work on the China Chowk underpasses has belied the Capital Development Authority’s (CDA) claims that the project will soon be completed.

A string of deadlines have been set for the contractor to wind up work, yet none have been met and the area around the underpasses is in the same state that it was in months ago.

When the underpasses, which run underneath the Nazimuddin Road, Jinnah Avenue and Fazal-e-Haq Road intersections, were hurriedly opened on the eve of Eidul Azha in December, plenty of work still remained to be done.

Two months on there hasn’t been much progress, with the slip lanes not ready even at this late stage. A second round of carpeting is yet to be done, the lights are in the process of being put up, and the towering walls of the underpasses are an eyesore.

The CDA, it is understood, has plans to beautify the walls and the surrounding area; however even project officials were unsure as to when this will happen.

Work on the project, which the CDA claims was supervised by consultants, began in March 2007 and was due for completion in August the same year. However, the deadline was extended by another month, and even this could not be met.

March 31 deadline: Subsequent deadlines also passed with no signs whatsoever of the work ending. The contractors have now been given a March 31 deadline along with a notice to speed up. “Their progress is not satisfactory,” CDA Works Director General Abdul Jabbar Melano said on Wednesday.

Questions of poor workmanship have also been raised, which the CDA has promised to address. “We are conscious of that and have told the contracting firm to rectify all the flaws pointed out to them,” Melano said.

Flaws to be rectified: He, however, stressed that since the project was not fully complete, it was important to understand that flaws would be rectified in due course. “The road running under the underpasses is to have another coat of carpeting, and similarly there are other areas that will be fully taken care of,” he said.

The contractors on their part point to the monsoon rains, removal of underground service lines by the service providers, and an accident at the work site that killed two labourers, as some of the several obstacles the project has had to face.

In late January, the officials and the contractors cited removal of electricity lines by the Islamabad Electric Supply Company (IESCO) as the reason for the delay in carpeting the slip lanes. A month later, however, the slip lanes unfortunately remain much the same.

The CDA officials also point to shortage of products, which was another reason for its road projects being delayed. CDA Chairman Kamran Lashari told Daily Times in a recent interview that the authority, the consultants, and contractors all faced problems of capacity and capability.

“We have money but we can’t find bitumen and that delays our road projects,” he explained, adding that there are only two asphalt-making plants in Islamabad. “They are both engaged throughout the year so we have to wait for our turn,” he said.

ISLAMABAD: Capital Development Authority (CDA) officials said on Thursday that the opening of the 7th Avenue’s link to Kashmir Highway, expected on Monday, was set to significantly ease the load of traffic at Zero Point.

A senior CDA Works official told Daily Times that the opening of the short stretch of road would provide immediate relief to motorists. “The passage will enable people to access the Kashmir Highway and the Garden Avenue directly from the 7th Avenue,” he said.

Although the CDA plans to build an interchange at the same spot later, the road link has been built to reduce the rush of traffic at Zero Point where, too, a mega interchange is planned. Zero Point has become one of the big bottlenecks where queues of vehicles run for kilometres. According to a traffic count, about 150,000 vehicles converge on the intersection in a single day with peak flow of 8,500 vehicles per hour.

A good chunk of this load will now be reduced, as motorists coming from Rawalpindi via the Islamabad Highway will have the option of avoiding Zero Point and instead using the Garden Avenue to get to the 7th Avenue.

The 7th Avenue, which provides a signal-free corridor from Khayaban-e-Suharwardy to Khayaban-e-Iqbal with five underpasses, was inaugurated in August last year. Encouraged by its success in managing traffic load, the CDA has embarked upon building similar facilities, including interchanges, elsewhere.

More interchanges on the cards: The authority chairman, Kamran Lashari, said that while one interchange was being built at Faisal Avenue, another one was to be built at Peshawar Morr. But he said that a bigger interchange would be built at Zero Point.

“There are quite a few other interchanges – a couple of them on the Islamabad Highway. It is a heavy agenda and many of them are being designed while others are in the planning stage,” he said.

Recalling the decision to go ahead with the construction of 7th Avenue, he said that initially they were hesitant to have five underpasses on the avenue. “We thought there would be disturbance, increased workload and costs. However, we still went ahead and are happy that in the end we got value for money,” he said.

He termed the avenue a successful model and said that it was now being replicated on the 9th Avenue, a project which is due to be formally inaugurated later this month. “(The 9th) avenue should again have five points for underpasses, but we have built three at the moment while two are being designed,” he said.

The 9th Avenue runs from IJ Principal Road up to Khayaban-e-Iqbal. Officials believe that its opening will help ease traffic, especially the heavy transport vehicles heading towards the I-9 Industrial Area.

The Capital Development Authority (CDA) has finalised layout plan and estimated cost to be incurred on the construction of 11th Avenue.

Well-placed sources in the Capital Development Authority told ‘The News’ on Friday that the PC-1 of 3.75 kilometres long 11th Avenue from Kashmir Highway to Margalla Road would cost Rs362 million. It would be completed in one year.

Passing between sectors G-10 and G-11, it would be one of the major projects having four lanes on both sides.(yay!) “The road will help a lot in supplementing flow of traffic particularly coming from Sector G-11 and outside Islamabad,” a CDA official said.

The official said that the road-users would prefer to reach directly to Margalla Road to reach their workplaces in the centre of Islamabad.

Sources said that the CDA Works Directorate would shortly invite bids from interested construction companies, which are on the panel of the civic body. “We are expecting to start work on this project by the end of March,” the official said.

The 11th Avenue comprises five underpasses, which would be designed later. “We will hire reputed consultants to design and prepare the PC-1 of these underpasses, which would be wider than existing ones, in view of planned width of the avenue.

It has been learnt that the Capital Development Authority had also prepared the layout plan for Sixth Avenue. It would be constructed from Kashmir Highway to Margalla Road. But in the first phase, the CDA plans to complete it from Kashmir Highway to Parade Avenue near D Chowk.

The third road on priority list of the CDA is 10th Avenue. It would pass through sectors G-9 and G-10, starting from I J Principal Road. It would end at Margalla Road.

ISLAMABAD (APP) - The Capital Development Authority (CDA) has completed the shifting of G-9 weekly bazaar to Sector H-9/3 and opened this new and Asia’s first model weekly bazaar for the public.
Senior Director Sanitation Mustafain Kazmi Saturday said the G-9 weekly bazaar would now be held on its new location in Sector H-9/3.
He said the Authority has completed this model bazaar with all kind of modern and latest facilities including passengers waiting place, Mosque, clean water filtration plant, officers of Bazaar administration, better sewerage system, footpaths and latest lighting system at a cost of Rs 220 million.
Kazmi said the stallholders of G-9 weekly bazaar have been accommodated in H-9/3 and nobody has been deprived of his right.
The total number of stalls at H-9/3 weekly bazaar, which would do business three times a week, is 2,650, both for male and female stallholders, he added.
Chairman of CDA Kamran Lashari urged stallholders to ensure cleanliness and sell quality food items at reasonable rates.
He lauded the efforts of Senior Director Mustafain Kazmi who was the supervising the project, adding that due to his hard work the expensive project become a reality.
The chairman thanked the stallholders for their cooperation. Kazmi said the G-6 weekly bazaar would be opened within 15 days.

9th Avenue to be opened today

ISLAMABAD (APP) - The Capital Development Authority (CDA) is all set to open the much-awaited 9th Avenue to traffic today (Sunday) as the construction work on the road is almost over.
The eight-kilometre 9th Avenue starting from Khayaban-e Iqbal to IJP Road incurred the cost of Rs 1.3 billion that also covers the construction of three underpasses at H-8/H/9, I-8/I-9 and G-8/G-9.
“The carpeting of 9th Avenue is over as the contractor has almost completed laying of rigid lanes on both sides of the road,” a CDA official said Saturday.
After 7th Avenue, the 9th Avenue is the second major road in the federal capital, which would help the commuters plying between the twin cities of Islamabad and Rawalpindi. The road would also ease the traffic flow, particularly during the construction of Zero Point Interchange, likely to be started next month.
“The project would ease traffic flow on Islamabad Highway from Zero Point to Faizabad, especially during the peak hours as most of the commuters use this route for reaching their destinations,” he said.
The Authority has already opened some of its portion for the traffic while the construction of underpasses delayed the project.
The VIP movement on the road, heavy rains and shortage of asphalt are said to have caused the delay.
The road is termed as one of the second major road of the Capital as one of its ends also touches Rawalpindi
The CDA official said the project was to be completed this month but delayed due to relocation of G-9 weekly bazaar and recent rains.
“The landscaping work on both sides of the avenue is almost over and a large number of pine trees and other environment-friendly saplings have been planted on both sides of the road,” the official said.
He said after completion of the first phase of 9th Avenue, the Authority has planned to construct an interchange on Kashmir Highway and two flyovers on IJP Road respectively in the second phase.

The construction of 9th Avenue was completed by a group of contractors as the Authority has faced severe criticism for delaying the project for about six months.

4 lanes on 11th avenue is overkill. I travel to and from g-11/f-11 almost everyday and I dont see enough traffic to justify 4 lanes. Chopping down of trees for the additional two lanes is another issue that needs to be kept in mind. Moreover, CDA needs to look into making signal free roads that connect Blue Area with sectors like F-10, G-10 etc instead of just connecting the Margalla road with IJ principle road because thats what all these 7th, 9th, 10th and 11th avenue will essentially do.

These 4 lanes avenues were always part of Islamabad Master plan. And there are a lot of workers that live in pindi but work in islamabad as compared to people who live in F-10, F-11 and work in blue area. Btw, the Margalla road is a nice and easy approach for those people.

The 11 avenue will be necessary because of all the University campuses being built in the H sectors. Once universities like NUST shifts there, there would be loads of traffic on that route.

Work on second phase completed ahead of schedule - Tree plantation campaign kicks off today


ISLAMABAD: The Capital Development Authority has finally opened the long-awaited 9th Avenue in the capital city.

CDA Chairman Kamran Lashari Sunday formally inaugurated 9th Avenue recently renamed Agha Shahi Road. The ceremony was held near H-8, H-9 underpass. CDA Member Planning Brig Nusratullah, Member Engineering Moeen Uddin Kakakhel, Member Environment Mazhar Hussain, senior officials and chief executives of all the three construction companies Maaksons, Abdul Lateef and Sons and NPI attended the ceremony. Built at a cost of Rs 1.686 billion, the 8km long road has got three underpasses between sectors I-8 and I-9, H-8 and H-9 and between G-8 and G-9. Work on the second phase of Agha Shahi Road, starting from Ibn-e-Seena Road to IJP Road, began on November 4 last year. The project's stipulated time was six months but it was completed ahead of schedule. The section of the road from Kashmir Highway to IJP Road will be used by heavy traffic and the Kashmir Highway to Margalla Road section by light traffic.

Kamran Lashari, while addressing the inaugural ceremony, highlighted various aspects of the avenue and also figured out different issues that caused hurdles to the completion of the project. Lashari said that the road would be made a signal-free avenue and that work on two other underpasses would start in August. Lashari praised CDA officials and contractors for completing the second phase of the project ahead of schedule. Lauding workmanship of the contractors, he said, "Speed and quality makes a difference".

The CDA chairman also gave details of the master plan for the capital. He said avenues would be laid out between every two sectors. He said Constitution Avenue that was built in the late 1960s was expanded to Margalla Road in 2005. He said additional lanes had been laid out from Zero Point to Jinnah Avenue and work on Phase-II up to Faisal Masjid was in progress that would be completed by March 2008 at a cost of Rs 153.19 million.

Lashari said out of the 2239 trees the authority felled 858 were of mulberry, the main contributor to pollen allergy. He said the authority planted 6436 saplings of different species and the number would be increased to 14900 in the current spring season.

Lashari announced that construction of Zero Point interchange would start in one and a half months. The project will cost around Rs 2.273 billion. Lashari said work on Phase -I of 11th Avenue, from Kashmir Highway to Khayaban-e-Iqbalm would start in April 2008. "The 3.7-km long road will be completed at a cost of Rs 362 million," he added.

"Construction of the 2.6 km 6th Avenue from Kashmir Highway to Jinnah Avenue is likely to start in May this year", he said, adding the project would cost Rs 145 million.

He said Lehtrar Road from Tramri Chowk to PINSTECH would be made a dual carriageway at a cost of Rs 487.297 million and work would begin next month.

Widening of Garden Avenue would also be carried out in March this year and it would cost Rs 345.103 million, he added.

Lashari said the authority was ready for the tree plantation campaign and would plant 350000 trees this year. The tree plantation campaign will be kicked off today.

The 11th Ave. won't help ppl coming from Pindi at all because it begins and ends in Islamabad unlike 7th and 9th Avenues which connect Islamabad with IJ Principle Road.
Margalla road is not a nice and easy appracoh unless u live in F-8 or F-10. the traffic coming from G , H and I sectors still has to either use Kashmir Highway or some other road to connect to Blue Area, none of which is signal free

Which will be when? Why not spend the same money on Kashmir Highway? Make it signal free. And even if 11th Ave. has to be built, Kashmir Highway must get priority. It sees more traffic today than what 11th Ave. will presumably face with all the Uni. campuses in H sector. Assuming tht the Kashmir Highway won't face anymore traffic pressure with the opening of NUST campus in H-12 or whatever.
