I was only ten years old the first time I visited Maasin in 1969. We also landed at Hilongos on a flight from Manila in a PAF C-47. Then it was a long drive from there to Maasin. Roger Mercado. In addition, Rep. Mercado reported that he had requested another P50 million for the construction of the airport terminal building, in which P10 million was already released. This was revealed by the Southern Leyteno solon in an informal chat with local mediamen at his District Office at Barangay Abgao recently. He said he had worked to source funds to extend the runway and have it listed in the DOTC’s 2008 budget, but DOTC Secretary Leandro Mendoza told him there was no more appropriation for that year. The DOTC secretary, however, assured him to program the airport runway extension project for the 2009 allocation, including an initial release for the terminal building. During the Provincial Development Council (PDC) meeting last month, Gov. Damian Mercado informed that SeaAir, a private airliner, had inspected the airport and requested for an additional 300-400 meters of runway. Gov. Mercado said funding for such an expansion had been secured, the project already bidded, coupled with an initial release for work on the terminal building. He said he was confident within the year or next year, SeaAir will open its route for a commercial flight at Maasin airport. Rep. Mercado echoed the confidence expressed by his younger brother. According to Danilo Gabin, owner/manager of Super JEED, mussel crackers producer based in Jiabong, Samar he has more outlets especially now that Robinsons Tacloban has opened. He shared that his first time earnings of P 15,000 at Robinsons is a welcome development for this small-time businessman. However, he lamented that mussels in his hometown Jiabong are scarce these days, though he tries very hard to contact mussel producers to sustain his business. It will be recalled that Jiabong's mussel farms have experienced a downfall in production where a bag of 50 kilos then was worth P200 last year, it is now pegged at P700.00. But despite the additional production cost, it has not generally affected him, and his business. Although some adjustments have to be made, he continues producing his mussel crackers not only for his family but for the families of his workers who rely on him for their income. The benefits although not comparable to the best productive years of Jiabong mussels, still tide them through and even yields some more. In fact, he said that he has started repairing his production center just adjacent to his home. He added that the Tacloban Airport 'Pasalubong Center' has been making orders on a regular basis. DTI recognizes the role of Gabin and others SMEs in providing livelihood opportunities for Samar's rural folks. Manzanares Catarman, Northern Samar (6 July) -- The distance between Cebu City and Catarman, Northern Samar could be poles apart but this does not pose as a problem to the Office of the Ombudsman for the Visayas which has now rightfully gained a new title as "Mobilizer" of social services. The determined staff of the Ombudsman have kept landline wires burning and mobile phones ringing for the past week to negotiate and coordinate the activities of the caravan participants. Their efforts have resulted with twenty five government agencies favorably responding to the call of the Office of the Ombudsman for "One Visayas Against Corruption". A great number of these agencies would still come from the regional offices in Tacloban City and all of them will troop to Catarman to participate in the said caravan of social services on July 8, Wednesday where the Province of Northern Samar will play host. It will be a one-day affair according to the information unit of the Office of the Ombudsman. There will be a one-hour opening ceremony at 8:30 AM to formally mark the start of the activities. And while the participating agencies will each provide their services to the public at the Sacred Heart Plaza, Deputy Ombudsman Pelagio S. Apostol will hold a dialogue-conference with Governor Raul Daza, Vice-governor Antonio Lucero, members of the Provincial Board and Northern Samar mayors at 10:00 AM at the Governor's Conference Room. Among the services that will be provided by the participating agencies are medical and dental services, skills demonstrations, licensing and permits, job opportunities and legal counselling. A Public Accountability Multi-Sectoral Forum is scheduled at 2:00 PM at the Ibabao Hall of the Provincial Capitol. Representatives from various sectors are expected to attend the said forum which aims to raise the awareness of the people about the ills of corruption. Deputy Ombudsman Pelagio S. Secretary Teodoro had arrived from Manila via an Army chopper that landed at the Maasin Pier around 3:30 p.m. He was invited by the Mercado brothers as the guest of honor and speaker of the Southern Leyte Beauty Pageant, which was participated in by 19 young ladies from 18 municipalities and one city. Maamo disclosed that the plan to have a new legislative building was at first just “a wishful thinking because we don’t have the necessary budget. So we did the construction phase by phase whenever we have the money.” With the support of the Governor Mercado and Congressman Mercado, he said, they were able to go on with the construction of the building until its completion. He expressed his profuse thanks to both of them for their financial support. The Congressman has given a total of P6 million, the Governor P5 million in behalf of the provincial government, while the office of the Vice-Governor has shelled out P5 million. The total amount of the building’s construction has reached to P19, 234,000 instead of P18 million as earlier stated by Eng, Fernando Moralde of the Provincial Engineer’s Office who supervised its construction. The new building, nestled in 800 square meters lot, is located just a few meters away from the Provincial Capitol Building . It is very near to the Capitol gymnasium that is partly occupied by the DILG office. Defense Secretary Teodoro, whose arrival coincided in time for the blessing and inauguration of the new legislative building in the afternoon, said in his short speech that the construction of the new building is a visible sign of development of the province and that the investment on public structure is part of its modernization. The Bae 146 has four engines.FYI. pthfndr19 July 14th, 2009, 10:14 AM Trip To Samar Tourist Destination To Cease Being ‘Boring’ By Vicente Labro Philippine Daily Inquirer Basey, Samar For several years now, tourists going to the No. 1 tourist destination in Eastern Visayas, the 840-hectare Sohoton Natural Bridge National Park in Basey, Samar, have to take a “boring” two-hour trip to the park. But this “unexciting” trip to the nature park would soon be a thing of the past after about 20 residents of Barangay Inuntan, an upstream village 18 kilometers from the Basey town proper, banded together to provide services to tourists as a form of livelihood. Members of the Sohoton Services Association (SSA), a non-profit organization, would be providing caving guide, kayaking guide, food catering and other tourism-related services such as setting up souvenir shops and rest houses. In late July, the group received from the Department of Tourism a donation of six kayaks with paddles, life vests, uniforms, hard hats, head lamps, flashlights and medical kits. These gears would be used by guides and tourists in going to the Sohoton natural park, which was established in 1935 and is being managed by the Department of Environment and Natural Resources. The park boasts of an extensive cave system with unique rock formations. Tour guides in uniform During the “dry run” last July 24 shortly after the turnover ceremony, tourism and municipal officials, together with some visitors, went to Sohoton park, some using kayaks in the river cruise of over a kilometer. Wearing his new cave guide uniform with hardhat, head light, flashlight and rubber boots, Richard Alibado, the president of SSA, led the tour of the Sohoton cave. Alibado, in his mid-20s, first narrated the history of the place – which was inhabited as far back as the Stone Age and had been a burial place of early people, a Mecca for local shamans and a hideout of local revolutionaries. And as they walked on, he pointed to rock formations of different shapes and sizes while he told the tourists the name of each type of cave rock including how long it takes to form the rocks. “What they would be doing is not only to bring in tourists to Sohoton but to also explain to them what is inside the cave,” said director Rolando Cañizal of the Office of Tourism Development Planning, DOT central office. The renovation will be for the terminal building and not the runways. Although there might be some improvements of the runway but this will not affect the operation of the airport.With todays technology they can have the airport renovated and used at the same time. This is in addition to the fact that diverting the flights to Guiuan will be expensive to the government. I was connected with DOTC when the bidding for this project was made. In fact this was included in the SELECTED AIRPORT PROJECT together with Bacolod- Silay Airport. Unfortunately at that time the Peso counterpart of the project was not enough (this is a foreign assisted project), so they prioritized Bacolod. it is only now that they are implementing this because of fiscal improvements.FYI. This was revealed by Mayor Laureana D. Suan in an inclusive one on one interview with this writer. Mayor Suan said she was surprised when she was congratulated by her fellow local chief executives when they have met in one special occasion in Catarman town. Later, she learned that Allen has the highest standard of living in the entire province. Having two ferry terminals, the town of Allen is considered the gateway to Luzon and Mindanao and it is also the center of commerce in Balicuatro Area of this province. Moreover, this town was adjudged for two consecutive years as the most child-friendly municipality in Region 8. However, in spite of these good developments for Allen, there is one thing that is bothering the people here, especially Mayor Suan and that is this town is presently classified as “fifth class municipality.” The main reason, according to Mayor Suan, is that Allen is very small. It has a total land area of 47.6 square kilometers. Because of it, the income of Allen especially from real property tax is also very small. Allen became very small because two of its large barangays developed into two new towns – San Isidro and Victoria. The original land area of Allen was 490.2 square kilometers. When San Isidro became a town, 255.9 square kilometers were taken from Allen and when Victoria also became a town another 186.7 square kilometers were subtracted from the mother town. Only about 10 percent of Allen’s original land area remained as its present territory. Mayor Suan said in spite of the fact that Allen is very progressive and the recent survey that Allen has the highest standard of living in the entire province, it remains fifth class municipality and she admitted that it is very hard to change. She pointed out that Allen is really “wrongly classified.” She informed that she has been trying her best to change the classification of Allen. She has already gone to various offices like the Department of Budget and Management (DBM) and Department of Finance (DOF) and she has already consulted President Gloria Macapagal Arroyo about it. However, she added all her efforts have failed because the classification of towns is mandated by the Local Government Code which is a law. I am not aware of the real reason pero according to the agent of PAL who is also the agent in Catarman (EQV na rin sila) kulang daw ang Q400 nila dahil under repair ung dalawa. Pero sabi niya bumibiyahe daw Q400 pag Sundays and Fridays. Pero eventually daw babalik sa Q400.That's for both Calbayog and Catarman. |
