The schedule of activities for the 61st Calbayog Charter Day Anniversary is
out. The 5-day celebration will commence on October 12, 2009 with the Opening Salvo at 6:00 pm.

Here's a detailed list of Activities:

October 12, 2009
6:00 pm: Opening Salvo. To include the opening of the Fun Center, Agri-Fair, Food Booths, Beer Plaza and Tiangge-kiosks.
8:00 pm: Street Beat Party Mix with International DJ, Strakatz and Voyztag Bands.
October 13, 2009

5:00 pm: Tinapa Foodfest
6:00 pm: PBA Legends vs. Calbayog Selections. Expected to participate are Nelson Asaytono, Benjie Paras, Noli Locsin, Rey Evangelista, Ronnie Magsanoc, Alvin Patromonio and Allan Caidic.
8:00 pm: PBA Legends photo ops / clinic
October 14, 2009

9:00 am: Math Olympiad / Quiz Bee
7:00 pm: AEGIS Live in Calbayog

October 15, 2009

9:00 am: Medical / Dental Mission
7:00 pm: Sabado Boys Live in Concert

Ang balita ko nastop muna ang construction ng building kasi contractor din ang mayari nabaling daw doon sa mga government contracts ngayon ang time ng mayari pati ang kanyang mga workers. Flooding kasi ang infrastructure projects ngayon dito sa ist and 2nd dist ng N. Samar dahil nga sa fortcoming elections mas malaki kasi ang income doon ng mga contractors siguro after elections itutuloy na yon total nasakanila naman siguro ang franchise

Ah talaga? good news yan! Sa Borongan din yung branch nila dati Borongan Branch lang nakalagay pero recently pinalitan na nila ng Borongan-Anacta Branch, so i was thinking baka magkaroon na sila ng 2nd branch kasi natatalo na sila ng Rose pharmacy na nasa tapat lang nila. At malaki yung Rose pharmacy at may groceries din unlike sa existing Mercury sa Borongan na wala. Pero hindi ko natanong sa mga kaibigan ko sa Borongan kung magkakaroon na nga talaga ng 2nd branch ng Mercury, naisip ko lang din. Hopefully magkaroon din.

Napag-usapan yan during our meeting. It will be temporary from September 15 to October 22. Parang nauna na ang Virac, San Jose tapos kasabay ng Calbayog ang Busuanga. Sa Cebu hub ang Dipolog and i think Ozamis yata. During these period na suspended ang flights they will be conducting maintenance checks ng aircrafts dahil frequent na daw ang sira ng Q400. Out of their 5 Q400, 3 lang ang nagagamit. In fact they are planning daw to switch to ATR like Ceb pac dahil malaki na losses nila to pay sa mga pasahero na cancelled ang flights. Just dont know paano nila pinili yung mga destinations na mauuna. Pero sabi nila all destinations will experience the same unless daw earlier they switch to another aircraft.

FYI pala. Baka ibalik ng PALEX ang Airphils brand.Ill update you with this.

^^ Sana mag-Daily na rin ang Zest Air sa Calbayog at sa Catarman, lalo na this Christmas season.. para lahat na ng 3 airlines daily na, hehe... and what more kung matapos na ang rehabilitation ng Calbayog Airport runway to 2100 meters to accomodate bigger jet aircrafts. masaya yun para may Airbus nang bumabyahe sa Samar hehe:D

Last year ko pa nadidinig sa kanilang mga employees nahihirapan lang sila humanap kasi gusto nila sa kanila talaga yung lupa. At magpapatayo sila ng sariling building nila. Di tulad sa branch na ito na nagrerent lang sila sa building na ito.

The home of the mouthwatering roasted chicken, is at the left corner of this old building in downtown Catarman. . . . I've seen its branches in Calbayog and Catbalogan may be in Borongan too.

Gin re-rehabilitate yung roads. Di ko alam kung tapos na ba. But one thing is for sure. Pag nasa Tacloban ka at papunta kang Catarman di na sasakit ulo mo dahil sa mga daanan. Naka aspalto na kasi ang road from Tacloban-Calbayog. Ewan ko lang kung ganun din ba papuntang Catarman.

Ok na ang Calbayog Via Lope De Vega road mga 2 years nang tapos. Not asphalted but smooth concrete road. maganda at quality ang pagkagawa kasi foreign contractor din ang guamawa (China Estate). Alam nyo naman sa atin foreiogn contractors na lang ang mapagkakatiwalaan pag dating sa government infra. Yung sa Oquendo - Calbayog na lang ang medyo nererepair old road pa kasi yun pero ok pa sana kaya lang gusto seguro ng government na bago lahat ang Calbayog via Lope de Vega road kaya nereconstrauct din a ng portion na yun. Bale Calbayog to Catarman 1 hour na lang ang travel time. Or a total of 5 to 5 and 1/2 hours na lang ang Tacloban-Catarman travel time sa ngayon.

Ok na ang Calbayog Via Lope De Vega road mga 2 years nang tapos. Not asphalted but smooth concrete road. maganda at quality ang pagkagawa kasi foreign contractor din ang guamawa (China Estate). Alam nyo naman sa atin foreiogn contractors na lang ang mapagkakatiwalaan pag dating sa government infra. Yung sa Oquendo - Calbayog na lang ang medyo nererepair old road pa kasi yun pero ko pa sana kaya lang gusto seguro ng government na bago lahat ang Calbayog via Lope de Vega road kaya nereconstrauct din a ng portion na yun. Bale Calbayog to Catarman 1 hour na lang ang travel time. Or a total of 5 to 5 and 1/2 hours na lang ang Tacloban-Catarman travel time sa ngayon.

Maganda yan. Noon kasi nung 2004 ata eh 7 hours pa ang travel time from Tacloban-Catarman.:lol:

Baka sinasadya ng may ari na hindi paandarin kapag mga ordinary days lang at ginagamit lang pag kapyestahan New year at pasko na maraming tao at maraming mamimili. Hindi kasi biro ang mag maintain ng escalator gumagamit yan ng malaking koryente.

When we were in Borongan in 2007 hindi rin gumagana ang escalator. Baka sinasadya ng may ari na hindi paandarin kapag mga ordinary days lang at ginagamit lang pag kapyestahan New year at pasko na maraming tao at maraming mamimili. Hindi kasi biro ang mag maintain ng escalator gumagamit yan ng malaking koryente.

That's my elementary and high school alma mater. Pre-law i went to UST. Law proper, i went to San Beda and Arellano Law School.

ang alam ko araw-araw naman ata nilang pinapaandar yung escalator.

Oo nga naman. Baka nagkakataon lang na nung nandoon tayo pinagpapahinga din yung escalator. Kasi tulad nang ibang electronic equipments kailangan din pagpahingahin baka mag overheat. Kahit sa mga SM malls kung minsan pinagpapahinga din nila ang mga escalators nila. He he he.

:):):)I agree, RCBC is the oldest Bank in Catarman Northern samar and my family will get from here my money remittance from Saudi arabia. And infront of this is the Development Bank of the Philippines.RCBC is one of the oldest and biggest private commercial banks in town

:):):)At the top floor of this Building(NSPCCI) I remember before when I was a Board of Director of Saint jhon the Baptist Multi-purpose Cooperative our Annual Board Assembly will alwasy held in this Building.(Kingdom of Saudi Arabia)The home of the mouthwatering roasted chicken, is at the left corner of this old building in downtown Catarman. . . . I've seen its branches in Calbayog and Catbalogan may be in Borongan too.

Guiuan Mayor Annaliza Gonzales-Kwan said commercial flights would start next month after the completion of the P155-million Guiuan Airport Development Project.

In an interview on Sunday, Kwan said that she had talked with Philippine Airlines and Cebu Pacific Air officials about her request for flights to and from Guiuan.Airlines and Cebu Pacific Air officials about her request for flights to and from Guiuan.

Cebu Pacific promised to start flights in November, she said, while the PAL manager in Tacloban had "endorsed favorably" the plan to the airline's head offices in Manila.

The project included a new apron and taxiway, a passenger terminal building, a fire department building and perimeter fence, as well as the installation of a single-phase electrical line and asphalt overlay of the runway, Kwan said.

The mayor also disclosed that the P38-million water system project in Calicoan Island had already been completed. "In the past, many investors in Calicoan had backed out because of lack of potable water," she said.

Potable water will be supplied to seven of the town's villages, including four in Calicoan - Pagnamitan, Baras, Ngolos, and Sulangan.

Kwan said two major telecommunication companies had also put up towers in Calicoan, allowing people to use their cellular phones.

Guiuan has a big tourism potential because of its natural wonders and rich heritage, said Presidential Assistant for Eastern Visayas Cynthia Nierras, who was in Guiuan to attend the inauguration of the town's Tourism Information and Pasalubong Center on Saturday.

Portuguese navigator Ferdinand Magellan, sailing under the flag of Spain, first set foot on Philippine soil in Homonhon Island, which is a part of Guiuan, on March 16, 1521.

Good for Guiuan and Eastern Samar. Mas practical nga siguro kung sa Guiuan ang airport kesa Borongan kasi yung mga taga northern part of E Samar has no choice but to go to Guiuan which is nearer thatn Tacloban. Whereas Kung sa Borongan ang airport those from the southern part of E. Samar may opt to rather go to Tacloban which has relatively the same travel time. Definitley I think they can't have both airports operational during this time. Kailangan isa lang para masustain ang volume of passengers.

Nag file noon pang time ni Cory or FVR nung si Daza ang Congressman. Pero nung mag refile ang Borongan at Catbalogan lately, Hindi sumabay ang Congressman ng Ist District of Northern Samar kasi sa tingin ko political. Ang Congressman naman kasi noon si Abayon ay hindi kaalyado ang Mayor noon na si Rosales. Alam kasi nila na pag naging City ang Catarman lalaki ang IRA at dadami ang projects. At kung marami ang projects ang Mayor hindi na nila matatalo ang mga Rosales. Lagi kasing personal interest ang nasa isip ng mga politico dito sa Northern Samar. Kaya ganun hindi man lang nakatikim ng pagiging city ang Catarman kahit dalawang taon lang.

Southern Leyte has so much to offer for tourism, says Palace official

Maasin City (9 October) -- The province of Southern Leyte has so much to show, sell, and has many opportunities to develop and enhance its tourism potentials.

Thus spoke Cynthia Nierras, the Presidential Assistant (PA) for Eastern Visayas, during the opening remarks which ushered in the two-day Tourism Value Chain workshop held at Maasin Country Lodge here yesterday.

"Tourism is experience -- a good experience," Nierras stressed, adding that tourists usually share with others the exciting adventures (s)he had been into along with the warm reception, which impact with the economic activity in the locality.

Earlier, Provincial Board member Albert Esclamado, chair of the Sangguniang Panlalawigan committee on tourism, and in behalf of Gov. Damian Mercado, hinted that local government units have been encouraged to undertake income-generating ventures to augment their internal revenue allotment (IRA) shares, and prospects for tourism may as well answer this need.

For his part, City Councilor Nestor Sy, in behalf of Mayor Maloney Samaco, said he felt there was a missing link in the city's tourism program, adding that such a gap can be addressed by the two-day gathering.

Sure enough, as a direct response to the two leaders hints, PA Nierras declared that the expected output of the two-day workshop, which continues and ends today, would be the preparation of a doable provincial tourism development action plan.

She called on the participants, composed mostly of municipal tourism officers from the 18 towns and one city of the province and their respective planning officers, to revisit the tourism plan crafted in a workshop in Ormoc in December, 2005, start from there, make essential changes to update with the times, and have an action plan for 2010.

Since then, at least three big developments happened in the province that can certainly boost tourism, such as the concreting of major national roads through the 23rd yen loan project, the construction of the Agas-Agas bridge which goes on record as the country's highest bridge perfect for extreme sports, and the building of a new ferry terminal at barangay Benit, San Ricardo.

Nierras, formerly the Regional Director of the Department of Trade and Industry (DTI) who took the PA post eleven months ago, said that the tourism initiatives undertaken by the Regional Development Council (RDC) was in line with the Department of Tourism's (DOT) Super Region Tourism Development Strategy as articulted by President Arroyo in one of her State of the Nation Address (SONA) a few years back.

She said the idea was to bring down the tourism framework plan to provinces, break it into clusters, and match it with the Super Region strategy.

To make things going, the RDC created the Regional Tourism Coordinating Committee (RTCC) whose specific assignment was to initiate activities to attract tourists at the municipal level.

She was optimistic such a challenge can be addressed after the two-day workshop. (PIA-Southern Leyte)

Maybe you mean Capital towns. Kasi if you mean muniicipalitiy marami pang municipalitis sa Region 8 ang hindi pa masyadong developed kahit sa Leyte na pinaka progressive province marami pa ring municipality ang di gaanong developed. Kung sa Capital towns. Catarman may not be far behind than the other Capital towns in the Region. Konting improvement na lang ng mga streets at drainage sa downtown area magiging mas maganda pa ang Catarman. Maraming business establishments na rin ang nagopen dito. Catarman has even more banks than Calbayog City. Sana lang magkaroon na ng Congressman at Mayor na iisa ang partido kasi ang Congressman ay katuwang ng Mayor sa paghahanap ng funds para sa infrastructures nito. For a very long time now (12 YEARS) na ang elected Mayor ng Catarman ay hindi kaprtido ng Congressman. Kaya mahina ang assistance from the national government when it comes to infra. Kung meron mang infra project ang Mayor itoy galing lang sa 20% EDF ng LGU.

sana nga ganun, unfortunately hindi, usually sinasama talaga ang IRA sa computation ng income ng isang LGU pero sa pag-apply ng cityhood hindi siya kasama. kasi kung ksama ang IRA sa income requirement ng cityhood, pasado na yung 16 na naging city nung 2007.wala na sanang habol yung LCP kasi yun lang naman talaga yung prinotesta nila laban sa Leauge of 16. according dun sa RA 9009 yung amendment ng local government code yung 100M should be internally or locally-generated income kaya hindi kasama ang IRA. kasi kung kasama ang IRA sa requirement, maraming municipality ang aabot ng 100M ang income. like in the case of Borongan, nung 2007 ata nasa mga 60-70M yung local income niya plus yung IRA na more or less 70M din so aabot sana siya ng more or less 140M. pero prinotesta parin ng LCP ang cityhood niya kasi ang pinagbabasehan lang is the local income.

There's a glitch in the negotiation with Gaisano created by narrow minded and corrupt politicians of Calbayog. Well that includes the Mayor.:bash:

^^ Bakit ganun sila?hehe napapansin ko rin ang kurapsyon sa Calbayog..... ang tagal na nyang City pero ang bagal ng asenso..:ohno: ngayon lang paunti-unti... Pero tingnan natin sa Borongan at Catbalogan, ilang taon lang sila naging city pero madami agad ang nagawang projects...although may mga kurapsyon din sa kanila hehe....

That I dont agree. You check all these places kung sino ang infrastructurically developed, tingnan mo kung sino ang may maayos na kalsada within the place, drainage system, port, airport, terminals, sports complex etc. Anong place ang di binabaha. The same expectation should also be raised against Borongan and Catbalogan kasi mas matagal na rin silang provincial capitals. Calbayog may not look urban to you pero look at the planning at ang income niya is the biggest amongst all places in Samar. Anyways, all urban centers in Samar mabagal talaga ang progress, take for example Catarman or even Catbalogan and Borongan, kelan pa sila Capital? By now dapat sobrang progressive na rin sila. Remember that these capital towns attract more people than a city which is not a capital because of the offices present in these places. FYI lang.

Guiuan airport project nears completion

TACLOBAN CITY —The Guiuan Airport Development Project, a major airport rehabilitation project in the region, is nearly completed, Guiuan Mayor Annaliz Kwan informed.

Kwan, in a recent interview, said that the project, which is key to the coming of tourists to the island paradise of Calicoan and other tourist sites in her municipality, is almost finished.

“The rehabilitation is 90 percent complete. Major rehabilitation works like the construction of the perimeter fence, asphalt overlay of runway, and the installation of single phase electrical line have already been completed,” she disclosed.

“Only a little work is needed to be done before the project is 100 percent finished. The newly-rehabilitated air facility could be re-opened by November,” added Kwan.

Once the rehabilitation and upgrading work is completed, Kwan stressed that she expects a tourism boom for Guiuan.

“There could be a deluge of visitors and tourists to Calicoan and other tourist spots from near and far. Their coming here could be facilitated by the opening of several air routes to and from the Guiuan Airport,” she said.

Kwan disclosed that the Guiuan LGU is negotiating with several airline companies for the opening of Manila- Guiuan and Cebu Guiuan air routes once the airport is re-opened

“Philippine Air Lines (PAL) and Cebu Pacific officials have told me that their companies are ready to fly and serve air routes to and from the Guiuan Airport once its rehabilitation and upgrade is completed,” she revealed.

The Guiuan Airport Development Project has a cost of P150 million. Around P20 million was allocated in 2006 and 2007 for the construction and concreting of Apron and Taxiway and rehabilitation of the Passenger Terminal Building.

Some P130 million was earmarked for the construction of the perimeter fence, site acquisition and construction of access road, completion of apron and taxiway and asphalt overlay of runway.

The construction of the Apron and Taxiway was completed in September of 2007. Additional concreting of Apron and Taxiway was completed in January of 2008 while the Passenger Terminal Building was completed in August of 2008.

Guiuan Airport , which was originally a United States Navy air base in World War II has a runway length of 2,094 meters. Prior to upgrading efforts, the airport servicing light private planes, chartered cargo and military planes.

The asphalted runway of said airport has a length of 2.7 kilometers. As such, it is considered the longest runway of a domestic airport in Region 8 and will be able to accommodate big commercial airplanes like Boeing 737’s.

The multi-million project is a thrust in line with the present administration’s super region concept of development where Region 8 is part of the Central Philippines Super Region envisioned to be the tourism center of the country.

Calicoan is one of the islands in Guiuan town. It boasts of miles of white sand beaches. The place has been identified as surfer’s paradise with its powerful swells rolling in from the Pacific over the 10,000 meters Philippine deep. The season for the best waves is generally from October to March.

In the middle of the island are six lagoons ringed by forest, the largest being 30 hectares in size. At the cliffside margin of Calicoan’s forests are dozens of caves. On the northern tip of Calicoan are wetlands like the Everglades, teeming with fish, shrimp, and crabs.

Another important tourist site in Guiuan is Tubabao Island where 6,000 Russian refugees temporarily settled from 1949-1951. (Jose Rodriguez T. Señase)

Sorry for disagreeing with you but I dont think Catarman has more banks than Calbayog.The latter has nine (9) banks, two more banks are about to open, Chinabank and BDO.FYI lang.

Sorry Calbayognon! I didnt intend to compare Catarman and Calbayog. Neither I intended to downplay the City which I consider my second home. I made only as a reference Calbayog City becasue its the nearest urban center and the only city in Samar island today. I wanted only to inform anyone else the things that Catarman has as what other urban centers in the Region have. Again Sorry but my statement and figures are true and correct. I personnally checked out my data with from officemates from Calbayog. I my self worked in Calbayog between 2003-2005 so I personnaly knew the info that Catarman has more commercial Banks than Calbayog. Anyway Catarman's and Calbayog's economies compliment each other. bioth are major trading partners to each other. For Exampe Catarman imports substantial amount of sea products from Calbayog. While SAMAR COCO OF Calbayog has a buying station in Catarman which is processed into oil in Calbayog. The seaport of Calbayog is also an important factor to many businessmen from Catarman.

Sorry Calbayognon, never heard pa kasi ako na meron OKBANK sa Calbayog. kahit yung mga ka officemates ko na taga Calbayog, hindi nila alam na meron ganon bank doon. Gayon pa man kahit na nagooperate sila as a bank malamang na yung first 5 lang ang maaring matawag na commercial banks sa Calbayog, in the real sense. At yung first 7 naman sa Catarman, kaya nasabi ko na mas marami ang existing commercial banks ng Catarman. Sorry ulit.

I never thought na isa lang pala me-ari ng OK Bank & Taytay sa Kauswagan because we both have those in Ormoc. :)

Yup, the same owner nila. Nagmerge ang Opportunity Bank and Kauswagan Bank. Its branch in Calbayog is a full banking branch. It is located at the Grd. floor of Lumibao Bldg. (2nd floor is Tayatay sa Kauswagan) along Navarro St.,beside Justmar Supermarket.

The proclamation cited October 16, 2009 being the 61st Charter Day anniversary of Calbayog and that it is but fitting that the people of the City of Calbayog be given full opportunity to celebrate the occasion with appropriate ceremonies.

Calbayog became a city after R.A. 328 was passed on October 16, 1948.

Calbayog rose to political and religious prominence toward the end of the American occupation in the country. It became the seat of Roman Catholicism in Samar, Leyte and the Marianas when the Diocese of Calbayog was erected on April 10, 1910.”

Calbayog City marks today its 61st Charter Day celebrations

TACLOBAN CITY- The City of Calbayog will mark its 61st Charter Day today with the aim to make the city as a model in advancing unity in leadership and implementation of government programs.

City Mayor Mel Senen Sarmiento said in a phone interview that the celebration of this year’s Charter Day is simple but it will foster a sustainable unified effort in their city and in the whole province.

“We have challenges but we can overcome this if we are one in achieving goals and we can do so much,” Sarmiento told Leyte Samar Daily Express.

This year’s Charter Day commemoration is anchored on the theme “Calbayog towards excellence in service and leadership.”

Highlighting today’s Charter Day is a Parade, Calbayog City Sport Center Inauguration; Awarding of The Most Outstanding Calbayognon, Pa-raffle sa Barangay and live concert with Renz Verano, May Rivera and Jackston Brothers.

Under the original plan, President Gloria Macapagal Arroyo was invited to grace the occasion as a gesture of appreciation for the projects implemented in Calbayog City under her administration.

The plan was changed as the national government is giving more attention to Luzon provinces hardly hit by Typhoon “Ondoy” and “Pepeng.”

Sarmiento expressed gratitude for local officials of Samar and residents of Calbayog for the support in pushing through development initiatives.

“If there is fighting (between political leaders), it will be detrimental to growth,” Sarmiento pointed out.

One of the developments mentioned by the city’s chief executive is the recent conversion of Tiburcio Tancinco Memorial Institute of Science and Technology in Calbayog City into NorthWest Samar State University.

Aside from the TTMIST bill, Arroyo has approved on Wednesday the conversion of the Naval State University in Biliran, Ifugao State University, Romblon State University and Bohol Island State University.

This year, the city is embarking on major projects such as the Calbayog City Sports Complex, new market, Convention Center, landfill and a new park.

In 2008, the Asian Institute of Management (AIM) cited Calbayog as one of the Most Competetive Small-sized Cities in the country.

Calbayog rose to political and religious prominence after the American era and became the seat of Roman Catholicism in Samar when the Diocese of Calbayog was created on April 10, 1910.

Republic Act No. 328 made Calbayog a City on October 16, 1948.

Sa Barangay Dalakit Yon near Catraman National High School and adjacent sa property ng proposed Dalakit parish Church (Mission Center}. But am not sure now if it was already a done deal. Or maybe Gaisano is just biding its time due to the economic crises situation in the country. Sana nga Matuloy na yon kasi I believe that it is ripe for Catarman to have a mall -tyoe of establishment.

Calbayog City says NO to House Bill No. 24

“The fight is not yet over”, or so said Calbayog City Mayor and League of Cities of the Philippines (LCP) Secretary-General Mel Senen Sarmiento in his message during the flag-raising ceremony last Monday, October 5, 2009. He was referring to the new campaign of the LCP against unwarranted cityhood bills that have long-term implications to cities all over the Philippines. This time it is with House Bill No. 24.

House Bill No. 24 authored by Representative Ann Hofer of Zamboanga Sibugay, seeks to exempt capital towns of provinces without cities from the requirements of cityhood specifically on the locally generated income of 100 million pesos. As per LCP memorandum sent to all City Mayors, the House Committee on Local Governments already ‘approved’ the said bill. And based on records, LCP was not invited to express its official position.

A simulation provided by the LCP Secretariat showed that should HB 24 make it as a law, it will mean a significant IRA reduction for all cities. And with the implementation of the Salary Standardization Law (SSL3), it will mean a retrenchment of approximately 20,023 LGU employees all over the country.

For the City of Calbayog, it will be a reduction of Php 121,044,496.07 from its present IRA of Php 621,444,233.00. And the implementation of SSL3 could lead to the retrenchment of 473 employees; and not to mention lesser funds for other basic services.

Mayor Sarmiento said that retrenchment is not something that he can imagine. He said that the same sentiment is shared by the other City Mayors all over the country. He urged everyone to continue the advocacy against undue conversion of cities. He urged the employees to write the Senators on the possible short term and long term effect of HB 24. Calbayog will also join other cities in writing their respective Congressmen requesting for the outright rejection of HB No. 24.

Mayor Sarmiento also reiterated his stand on cityhood and complying with what’s prescribed by the law. He is not against municipalities being converted into cities. As long as these municipalities are qualified especially about the requirement on the locally-generated income, then there would be no reason to oppose such moves.

It would be recalled that early last year, Calbayog joined the LCP in opposing the conversion 16 municipalities into cities. It was a legal battle that went all the way to the Supreme Court.

Why does Mayor Sarmiento keep on opposing the cityhood bills. He should have considered that 2 of those affected cities are located in Samar island - Catbalogan and Borongan. And the good future of Catarman depends on the success of the bills. House No 24 of Cong Hofer is very good. When a mucnicipaltiy is converted into a city it automatically turns into a growth center for the mother province simply because of the additional fund that it gets from the national government. The additional funds is spent in the locality through the different programs and projects of the LGU AND remain in circualtion in the locality which in turn creates instant livlihood to the poor constituents. Thus this lessen migration rates to big cities specially Manila. Or it helps dicongest Manila and other Big cities.The funds that is being deducted from existing cities and transferred to the newly converted cities is also a way of equitably distributing the nations wealth. Kasi nga Hindi na kailangan masyado ng IRA ang ibang cities dahil developed na sila at marami silang ibang source of income like business taxes. In cities located in metro manila for example ang IRA ay pang limang source of income na lang behind Business income, Real Property Taxes etc.

At bakit sinasabi pa ni Sarmiento na dapat qualified ang future city to be sa income requirement. Aba ang yabang lang nya. Kung tutuusin, kung totoong locally generated income ang required, hindi rin magka qualify ang Calbayog City kasi lampas lang ng P60M and internally generated collection ng Calbayog taon taon. Swerte nga lang at hindi na pwde iapply ang law sa kanila. At kung magiging city ang Catbalogan, Borongan at possible ang Catarman, lalong uunlad ang Samar Island. Dadami ang negosyo at sa kalaunan makakabuti rin sa Calbayog na isang major port city of the intire island.

Yung tinatanggap na IRA ng Calbayog na 600M plus ay sobrang napakalaki kaya hindi ako naniniwala na mkakaaffect ito sa salaries ng employees nila. Kilangan lang seguro good governance.

Again I am not triong to downplay Calbayog City. I Just want their Mayor to be considerate and be a little generous to thier neighbors.

Alam ko Yon! Kaya lang dapat hindi dapat sya ang masyadong vocal tungkol sa issues hinayaan na lang sana sila Sonny Belmonte ang mag salita ng salita kasi sila ang mas may karapatan na mag salita. Yap you are right there is a law. . . but the law seems not good enough. That's why some congressmen filed bills to at least ease the effect of that law. Unfortunately Mayor Mel keeps on opposing it. PGMA signs act transforming TTMIST into North West Samar State University

Catbalogan, Samar (16 October) -- President Gloria Macapagal-Arroyo signed Republic Act 9719 converting Tiburcio Tancinco Memorial Institute of Science and Technology (TTMIST) into North West Samar State University (NWSSU) on October 14, 2009.

This was bared by Dr. Socorro Bohol, TTMIST now NWSSU President.

Bohol said that the conversion will give more employment opportunities for the graduates.

"We expect an increase in our enrolment, because of the university status given to us," added Bohol.

Bohol also stressed that this will be a big but honourable task for them to ensure that the standard of being a university is sustained.

"The Commission on Higher Education (CHED) will expect nothing but a standard performance at par with leading universities in the country," Bohol stressed.

Come November, with their board meeting, they will decide an auspicious date to inaugurate and install the university's first President.

Bohol is honoured to be the first President of the university and also to be the first woman president. (PIA-Samar)

I dont think so na qualified ang Maasin. Kahit sa Population and Land area pa lang dahil alam ko na hindi gaano kalapad ang land area ng Southern Leyte. Ang 2 requirements na yan nasa original text pa yan ng Local Government Code of 1991. At kailan lang naging city ang Maasin.
Ang Population ng Maasin nasa 79,000plus lang as of 2007 census at ang requirement ng law is 150,000 samantala ang Catbalogan ay nasa 92,000 ang population.

Oops in fairness to Mel, siya talaga ang spokesperson kasi Secretary General siya. Definitely the President of LCP who is the Mayor of Iloilo Jerry Trenas is also outspoken about this opposition.

Please read in full the reason why the SC declared the law creating the 16 cities unconstitutional. Take note it's the SC that axed it. It is not the LCP. Right? And the reason by the SC in axing it, is because it violates the equal protection clause of the Constitution.

Applying the said SC decision to this new bill I am sure that the SC will not hesitate in axing it. Why? Lumping all capital towns and making them cities by exempting them from requirements, is not a valid and substantial classification under the equal protection clause. It necessarily disregard/disqualify other municipalities from becoming a city which is not a capital just because they are not the capital. Take the case of Allen, it is not a capital but its income, land area and population is more or less the same with that of Naval, the capital of Biliran.
Now, with this bill becoming a law, Naval is qualified to become a city because it is a capital town of a province which does not have a city, while Allen is not.

This is precisely what the SC has prevented in its previous decision.The creation of inequality amongst the municipalities.
