Sa Borongan din yung branch nila dati Borongan Branch lang nakalagay pero recently pinalitan na nila ng Borongan-Anacta Branch, so i was thinking baka magkaroon na sila ng 2nd branch kasi natatalo na sila ng Rose pharmacy na nasa tapat lang nila. At malaki yung Rose pharmacy at may groceries din unlike sa existing Mercury sa Borongan na wala. It will be temporary from September 15 to October 22. Parang nauna na ang Virac, San Jose tapos kasabay ng Calbayog ang Busuanga. Sa Cebu hub ang Dipolog and i think Ozamis yata. During these period na suspended ang flights they will be conducting maintenance checks ng aircrafts dahil frequent na daw ang sira ng Q400. Out of their 5 Q400, 3 lang ang nagagamit. In fact they are planning daw to switch to ATR like Ceb pac dahil malaki na losses nila to pay sa mga pasahero na cancelled ang flights. Just dont know paano nila pinili yung mga destinations na mauuna. Pero sabi nila all destinations will experience the same unless daw earlier they switch to another aircraft. FYI pala. Baka sinasadya ng may ari na hindi paandarin kapag mga ordinary days lang at ginagamit lang pag kapyestahan New year at pasko na maraming tao at maraming mamimili. Thus spoke Cynthia Nierras, the Presidential Assistant (PA) for Eastern Visayas, during the opening remarks which ushered in the two-day Tourism Value Chain workshop held at Maasin Country Lodge here yesterday. "Tourism is experience -- a good experience," Nierras stressed, adding that tourists usually share with others the exciting adventures (s)he had been into along with the warm reception, which impact with the economic activity in the locality. Earlier, Provincial Board member Albert Esclamado, chair of the Sangguniang Panlalawigan committee on tourism, and in behalf of Gov. Damian Mercado, hinted that local government units have been encouraged to undertake income-generating ventures to augment their internal revenue allotment (IRA) shares, and prospects for tourism may as well answer this need. For his part, City Councilor Nestor Sy, in behalf of Mayor Maloney Samaco, said he felt there was a missing link in the city's tourism program, adding that such a gap can be addressed by the two-day gathering. Sure enough, as a direct response to the two leaders hints, PA Nierras declared that the expected output of the two-day workshop, which continues and ends today, would be the preparation of a doable provincial tourism development action plan. She called on the participants, composed mostly of municipal tourism officers from the 18 towns and one city of the province and their respective planning officers, to revisit the tourism plan crafted in a workshop in Ormoc in December, 2005, start from there, make essential changes to update with the times, and have an action plan for 2010. Since then, at least three big developments happened in the province that can certainly boost tourism, such as the concreting of major national roads through the 23rd yen loan project, the construction of the Agas-Agas bridge which goes on record as the country's highest bridge perfect for extreme sports, and the building of a new ferry terminal at barangay Benit, San Ricardo. Nierras, formerly the Regional Director of the Department of Trade and Industry (DTI) who took the PA post eleven months ago, said that the tourism initiatives undertaken by the Regional Development Council (RDC) was in line with the Department of Tourism's (DOT) Super Region Tourism Development Strategy as articulted by President Arroyo in one of her State of the Nation Address (SONA) a few years back. She said the idea was to bring down the tourism framework plan to provinces, break it into clusters, and match it with the Super Region strategy. To make things going, the RDC created the Regional Tourism Coordinating Committee (RTCC) whose specific assignment was to initiate activities to attract tourists at the municipal level. The same expectation should also be raised against Borongan and Catbalogan kasi mas matagal na rin silang provincial capitals. Calbayog may not look urban to you pero look at the planning at ang income niya is the biggest amongst all places in Samar. Anyways, all urban centers in Samar mabagal talaga ang progress, take for example Catarman or even Catbalogan and Borongan, kelan pa sila Capital? By now dapat sobrang progressive na rin sila. Kwan, in a recent interview, said that the project, which is key to the coming of tourists to the island paradise of Calicoan and other tourist sites in her municipality, is almost finished. “The rehabilitation is 90 percent complete. Major rehabilitation works like the construction of the perimeter fence, asphalt overlay of runway, and the installation of single phase electrical line have already been completed,” she disclosed. “Only a little work is needed to be done before the project is 100 percent finished. The newly-rehabilitated air facility could be re-opened by November,” added Kwan. Their coming here could be facilitated by the opening of several air routes to and from the Guiuan Airport,” she said. The Guiuan Airport Development Project has a cost of P150 million. As per LCP memorandum sent to all City Mayors, the House Committee on Local Governments already ‘approved’ the said bill. And based on records, LCP was not invited to express its official position. A simulation provided by the LCP Secretariat showed that should HB 24 make it as a law, it will mean a significant IRA reduction for all cities. And with the implementation of the Salary Standardization Law (SSL3), it will mean a retrenchment of approximately 20,023 LGU employees all over the country. For the City of Calbayog, it will be a reduction of Php 121,044,496.07 from its present IRA of Php 621,444,233.00. And the implementation of SSL3 could lead to the retrenchment of 473 employees; and not to mention lesser funds for other basic services. Mayor Sarmiento said that retrenchment is not something that he can imagine. He said that the same sentiment is shared by the other City Mayors all over the country. And the good future of Catarman depends on the success of the bills. House No 24 of Cong Hofer is very good. When a mucnicipaltiy is converted into a city it automatically turns into a growth center for the mother province simply because of the additional fund that it gets from the national government. The additional funds is spent in the locality through the different programs and projects of the LGU AND remain in circualtion in the locality which in turn creates instant livlihood to the poor constituents. Thus this lessen migration rates to big cities specially Manila. Or it helps dicongest Manila and other Big cities.The funds that is being deducted from existing cities and transferred to the newly converted cities is also a way of equitably distributing the nations wealth. Take note it's the SC that axed it. It is not the LCP. Right? And the reason by the SC in axing it, is because it violates the equal protection clause of the Constitution. Applying the said SC decision to this new bill I am sure that the SC will not hesitate in axing it. Why? Lumping all capital towns and making them cities by exempting them from requirements, is not a valid and substantial classification under the equal protection clause. It necessarily disregard/disqualify other municipalities from becoming a city which is not a capital just because they are not the capital. Take the case of Allen, it is not a capital but its income, land area and population is more or less the same with that of Naval, the capital of Biliran. Now, with this bill becoming a law, Naval is qualified to become a city because it is a capital town of a province which does not have a city, while Allen is not.
