One of which is the lone Municipality of Lapinig others are in Brgy Magta-on, Mapanas town; Brgy Cabadiangan, Laoang town; and Brgy San Antonio, Biri town. Air Philippines operates turboprop fleet
(The Philippine Star) Updated October 28, 2009 12:00 AM
MANILA, Philippines - Air Philippines will operate eight Bombardier turboprop aircraft leased from Philippine Airlines (PAL) effective Oct. 27, 2009.
The turboprop fleet will fly to 19 towns and cities, operating out of two hubs - Manila and Cebu. The airline will follow a new business model focusing on delivering safe, affordable and quality service.
A new management team was appointed to implement the airline’s new business model. David Lim, Air Philippines’ new president, and Cesar Chiong, EVP and COO, were tasked to fasttrack the airline’s conversion to a low-cost business model using a leaner work force.
The turboprop fleet consists of the state-of-the-art Canadian-built Bombardier Q-series that boasts of the latest in noise and vibration reduction technology. The 50-seater Q300 and 76-seater Q400 aircraft offer generous legroom and a very quiet cabin. “Q” stands for “quiet”.
Air Philipines serves the following destinations out of its hub in Manila: Tuguegarao, San Jose (Mindoro Occidental), Naga, Virac, Busuanga, Catarman, Calbayog, Ormoc and Surigao. From Cebu, Air Philippines flies to Kalibo, Iloilo, Bacolod, Tacloban, Butuan, Ozamiz, Cagayan de Oro, Gen. Santos, Zamboanga and from Zamboanga to Davao.
Operations to Caticlan for Boracay traffic will resume as soon as runway improvements are completed. Additional cities in Luzon, Visayas and Mindanao are being evaluated for future operations.
All Air Philippines flights are code-shared with Philippine Airlines with the latter as the marketing carrier. Tickets issued by PAL will be accepted for carriage.
For more information and booking requirements, visit www.airphils.com or call (02) 855-9000.

calbayognon October 27th, 2009, 08:26 PM Napag-usapan yan during our meeting. It will be temporary from September 15 to October 22. Sa Cebu hub ang Dipolog and i think Ozamis yata. During these period na suspended ang flights they will be conducting maintenance checks ng aircrafts dahil frequent na daw ang sira ng Q400. Out of their 5 Q400, 3 lang ang nagagamit. In fact they are planning daw to switch to ATR like Ceb pac dahil malaki na losses nila to pay sa mga pasahero na cancelled ang flights. Just dont know paano nila pinili yung mga destinations na mauuna. Pero sabi nila all destinations will experience the same unless daw earlier they switch to another aircraft.
FYI pala. Baka ibalik ng PALEX ang Airphils brand.Ill update you with this.
It's official back na ang Airphils. This is what we discussed during the meeting in Cebu with Palex and Airphil reps.
borongan October 28th, 2009, 01:25 AM hmn, now I have forgotten my lust for tarukog. It is now replaced with my longing for this hehehe. Salamat, borongan, for conjuring lots of happy childhood memories through this picture.
Same here :) it really feels good when you see something that reminds you of your childhood. hehehe :)
One time kasi umuwi ako galing manila by bus, cutting trip.
Yun yung dati sabi nila, I don't know what happened kung bakit hindi natuloy yun. This is the building that the person you spoke with is reffering to:
http://i872.photobucket.com/albums/ab288/markphilip_alegre/sawang/09072009257.jpg?t=1256686227
yun yung 3-storey na building sa left side which is right across the Borongan Pilot Elem. School whi ch is now known as ESDPES or Eugenio S. Daza Salazar Pilot Elem. School. Eugenio is one of our local heroes. actually yung building na yun ay isa lang siyang local restaurant tsaka may school and office supplies...
Actually early 2000 plang may bali-balita ng magkakaroon na ng Jollibee sa Borongan, dati yung unang sinabi nila na magiging site ng Jollibee was the 3rd or fourth floor ata ng Grandmart. Ito yun:
http://i872.photobucket.com/albums/ab288/markphilip_alegre/sawang/09072009172.jpg?t=1256686781

Sana bumili sila ng bagong aircraft as in brand new...hehehe.

FYI. Airphilippines never had an Airbus 320. What they were using was Boeing 737-200 which is a high fuel consuming aircraft. magrerefleeting pa lang sila and they are going to use A319/320s.

Anyway, looking at the picture of the arrival and departure area of Guian, I remembered having taken a shot of Catarman airport's arrival and departure area. Mukhang pareho ang itsura nilang dalawa ;)

Project Site
The site has two especially prominent features. Firstly, the site is located on the center portion of 5 kilometer white sand beach facing the Pacific Ocean with 450 meters (1476 feet) of ocean frontage.
Secondly, the site is approximately 15 minutes from the Guiuan Airport, which has an existing 2,134 meter (7,000 feet) of asphalt runway maintained by the Department of Transportation of the Philippine Federal Government. The approximate flying time to Guiuan utilizing a commercial passenger jet from Cebu-Mactan Airport would be about 20 minutes. And, the Cebu-Mactan Airport has numerous daily domestic and international arrivals. Therefore, the proposed development will be easily accessible to both domestic guests and those originating from international locations.
Development
The proposed development consists of a total of 550 residential and hotel units. Specifically, the development will have:
288 Condo Hotel Units
150 Time Share Units
120 Condominiums
60 Poolside Suites
18 Private Residence (Fractional Ownership)
636 Units+(40 to 48 Poolside Cabanas)
In addition to the Residential and hotel units, Calicoan Island Resort includes:
# Casino
# Spa and Sports Complex
# Medical Facility for tourism related medical treatments
# Various Restaurants and Bars
Development Schedule
The Calicoan Island Resort will be developed in two Phases.
Phase 1 is to be developed on approximately 3 hectares of the total 11 hectares and will contain the casino, the spa, a restaurant and corresponding hospitality units.
The hospitality units will be designed to provide hotel accommodations until the principal hotel is available (288 units), which is Phase 2 of the development. Once the principal hotel is opened, the initial Phase 1 hospitality units will be converted into the timeshare component.
The entire development will take about 3 years to build, where Phase 1 will be constructed in about 2 years with a scheduled completion date of December 2009.

THE SURF Camp on Calicoan Island features cottages inspired by Thai, Balinese and Filipino architecture. Photo by Tina Arceo-Dumlao

THAT A top-class resort exists at all in the town of Guiuan at the southern tip of Eastern Samar causes many a raised eyebrow.
Guiuan, after all, is not exactly at the top of the list of favorite destinations of business and leisure travelers. The distinction still belongs to such cities as Baguio in the north, Cebu in the Visayas and Davao in Mindanao.
Lawyer Manuel Go of Cebu, however, firmly believes that it will only be a matter of time before the secrets of this quiet, laid back second class municipality are revealed and it gets its fair share of visitors.
This explains why he and some partners decided to invest in the multi-million The Surf Camp on Guian’s Calicoan Island, which is bounded on the east by the Pacific Ocean and Leyte Gulf on the west.
The Surf Camp on Calicoan’s ABCD Beach opened its large wooden doors to the public in 2006 and the exclusive resort –easily the best in Eastern Visayas – was designed with relaxation and romance in mind.
There are only seven cottages set far enough from each other to ensure utmost privacy, and these spacious and tastefully appointed villas inspired by Thai, Balinese and Filipino architecture are equipped with required modern conveniences such as a television, hot shower and air conditioner.
Complementing the topnotch accommodations are the high quality of service and the acceptable range of food and beverages.
Guests can choose to have their hot meals and snacks brought to their villas, or they can enjoy the company of their fellow guests at the main cottage. And if they feel like throwing a party for family and friends, The Surf Camp staff is ready and willing to prepare a feast.
But the real attraction of The Surf Camp is its access to the best waves in this part of the Philippines, which are perfect for novice and experienced surfers alike.
Summer months are ideal for beginners training on gentle two-to-three-foot waves, while the more seasoned surfers can come during the latter months of surfing season that runs from April to November for the bigger, more challenging waves.
Visitor arrivals reach their peak in October because of the Eastern Samar Surfing Crown, a competition first held in 2005.
Backing the competition, which is part of the Philippine Surfing Circuit, are the Department of Tourism, the provincial government of Eastern Samar, the municipal government of Guiuan and the Philippine Surfing Federation.
Many of The Surf Camp’s guests, however, prefer to just sit back and relax on their lounge chairs facing the sea. The sound of silence is just too soothing to be ignored.
Among the first visitors of The Surf Camp are honeymooners from Korea who are only too happy to take either the commercial flight to Tacloban and then the two-hour shuttle service to Calicoan or The Surf Camp’s private plane from Cebu to the Guiuan airport, which once saw the landing of bombers during World War II.
These days, The Surf camp is hosting more company outings and reeling in an increasing number of corporate travelers yearning for a break from their routine.
It is this anticipation of more travelers going to the Surf Camp and Guiuan that prompted Smart Communications Inc. to invest in the upgrade of the telecommunications system in the area so that visitors would still be able to stay in touch with their office or families through their mobile phone or laptops.
Smart already boasts of the most extensive mobile phone coverage for basic services such as text messaging and phone calls, thus its next step is to expand its mobile broadband services.
“We realize that many tourists and travelers are only able to go on vacation if they get to stay in touch, like check their email,” says Smart spokesperson Ramon Isberto,” That is why we are improving not just our GSM network but also our broadband services in tourist destinations like Guiuan.”
This should give travelers one more reason to get off the beaten path and take a break in rustic Guiuan.

Baka gusto niyo mag-invest, this is the right time na...hehehe:lol:
Condominium / Time Share Units
http://www.cirdc.com/images/ownership1/timeshare.jpg
CONDOMINIUM UNITS (120 Units)
These full-ownership units most likely will be the last component of the overall development to be sold. Accordingly, these units will not be available for at least 18 months from construction commencement and will be sold mostly in the last year of the development process, most likely, three to four years after the project launches.
TIME SHARE UNITS (150 Units)
The sales will commence before construction and it is anticipated that all 150 Units (representing perhaps as many as 7,500 individual sales) will be completed within 3 years.
Condo-hotel Units & Poolside Suites
http://www.cirdc.com/calicoan_rendering2a_large.jpg
CONDOHOTEL 288 UNITS and POOLSIDE SUITES 60 UNITS (Total: 348 Units):
The condo hotel units, including the poolside units, will be sold as investments and are being offered as pre-construction units. A buyer of a condo hotel unit is required to make a down payment, either in 1 pay, or over 24 months or 36 months, depending on the investment package selected by the purchaser. The developer, CIRDC, will either carry or arrange to be carried a mortgage for the majority (up to 70%) of the purchase price.
The condo hotel will be operated as a traditional hotel and since the revenue stream is payable to the unit owners, after all operational costs and fees are paid, it is the intention that the income stream will be sufficient to amortize the mortgage (principle and interest). The condo hotel buyer will be permitted to use his/her unit for 2 weeks (14 consecutive days) per year. Therefore, the sale will be geared toward those individuals desirous to have a beach front units to personally use for two weeks each year for vacations, and, at the same time are looking for a real estate investment. A buyer can own a condo hotel unit with a pre-sale price as low as USD 170,000.
Private Residence / Fractional Ownership
http://www.cirdc.com/images/ownership1/private_residence_pic.jpg
FRACTIONAL OWNERSHIP & PRIVATE RESIDENCE (18 Units)
Fractional Ownership is another specialized type of sale. Calicoan Island Resort offers a select number of Second Homes for Members to occupy for several weeks annually. Each Residence will have master suites and features an open floor plan that will afford stunning views of the surrounding ocean and mountains. Residences will be luxuriously furnished and appointed throughout with gourmet kitchens, designer bathrooms, state-of-the-art entertainment systems and private lanais.
During their stays, Fractional Owners will enjoy all of the services and privileges afforded to residents of Calicoan Island Resort.
Deeded Fractional Ownership of a Calicoan Island Resort Residence secures the right for Members and their guests to spend a guaranteed number of days in residence each year. Residences are maintained in the Members absence, prepared for their arrival and serviced daily.
Since ownership is deeded, it is not only our Members to enjoy for a lifetime – it is theirs in perpetuity and, as such, may be bequeathed to their heirs.

Catarman - Northern Samar (Operational - Commercial flights (PAL Express, Cebu Pacific, and Zest Airways))
Catbalogan - Samar Province (open for general aviation)
Calbayog City - Samar Province (Operational - (PAL Express, Cebu Pacific, and Zest Airways))
Borongan - Eastern Samar (once became operational for only few months by SEAIR)
Guiuan - Eastern Samar (open for general aviation)

An akon la concern, kunta diri magin kakakambal han commercialization and progress an pagka-damage han natural resources, parang yung mga corals sa Boracay na unti-unti nawala. I hope we learn from Palawan ;) They're really taking good care of their environment and at the same time booming din ang tourism industry nila.

It's on the list of airports in the Philippines ng ICAO. From what I know mga 90's plang ata existing na siya eh.Ito ang ICAO code niya- DOLORES,EASTERN SAMAR - RPVX

borongan October 29th, 2009, 05:59 AM Kumusta man an accommodation ha Calicoan yana nga waray pa it nga resort? Damo ba an mga inns didto? One of my travel buddies is asking.
An akon la concern, kunta diri magin kakakambal han commercialization and progress an pagka-damage han natural resources, parang yung mga corals sa Boracay na unti-unti nawala. I hope we learn from Palawan ;) They're really taking good care of their environment and at the same time booming din ang tourism industry nila.
may-ada na ngadto existing nga high-end resort. Surf Camp it ngaran.
Master-planned naman ata ang development ng Calicoan, so hopefully di maapektuhan ang natural resources niya with all the developments.
borongan October 29th, 2009, 06:07 AM PGMA wants completion of infra projects in EV before 2010 PA Nierras
10/29/09
KANANGA, Leyte — President Gloria Macapagal–Arroyo is focusing on improving the tourism potential of Eastern Visayas at par with her Super Regions. This was bared by Presidential Assistant Cynthia Reyes-Nierras during the Regional OTOP Congress held in Tacloban recently.
Nierras said that the President wanted to alleviate the plight of the poor and is pursuing on implementing various infrastructure projects especially roads and highways in Region 8, which comprises the Samar provinces, Biliran, Leyte and Southern Leyte. “How can you move people and products without these infrastructures?” asked PA Nierras.
The Presidential Assistant reported that the portion of the Maharlika Highway from Tacloban–Calbayog is already completed. “Ang kulang na lang is from Calbayog-Malaga up to Allen, ang di pa tapos” she said, and that the President is pushing Department of Public Works and Highways (DPWH) Secretary Hermohenes Ebdane Jr. to complete the project as soon as possible.
Aside from Maharlika Highway, work is also ongoing in connecting the towns of Laoang, Palapag, Lapinid to San Policarpo, and another project is connecting Northern Samar and Eastern Samar, which will start from San Policarpo to Taft-Borongan- Guiuan, in which the rehabilitation work is ongoing, Nierras explained.
Another development is the opening of Basey-Maydolong road, which is expected to shorten travel time from Borongan and Tacloban and vice versa. Basey-Maydolong road will have a shortcut or alternative route in going to Borongan, Eastern Samar. Another road project is from San Isidro going to Lope de Vega road, which has paved the way for the completion of Las Navas road. Another project is the Mondragon to Silvino Lobos connecting road. The airport in Guiuan, Eastern Samar is already completed.
In Leyte, Albuera-Burauen road is underway which will cut short the travel time from eastern part of Leyte, particularly Tacloban to the towns and cities in the western part of Leyte. EV is fortunate of having a new engineering marvel, which is the Agas-Agas bridge, which is one of its kind, outside Japan, according to Nierras.
Nierras said that the President ordered for the completion of the said projects on 2010 or if not attained, it should havee at least substantial completion.
There are many potentials in Eastern Visayas, Nierras admitted and she said that the completion of Guiuan airport will further boost the OTOP and eco-tourism products in Samar provinces, especially the Calicoan island. The presidential assistant said that PGMA was impressed by Sohoton cave during her recent visit which they claimed as “tourist-friendly cave.” “Naka-tsinelas lang kami inside the cave” said Nierras.
Nierras added that the government is now focusing on programs like education, environment, electrification, health and sanitation, water, employment generation, and other social services to improve the lives of those who are below the poverty threshold. She said that the poverty incidence in the region is 40%. (GERARD REYES)

Mars Uy October 29th, 2009, 08:57 AM Maasin City airport expansion starts (http://leytesamardaily.com)
10/29/09
MAASIN CITY -- The Department of Transportation and Communication (DOTC) has allocated P85 million funds through the initiative persuasion of Congressman Roger G. Mercado for the expansion of the Maasin City Airport, which has just started recently.
This was the disclosure in a recent interview with LSDE to DOTC Officer-in-Charge Danilo Boyser Quirong, 39 years old, married and a resident of Brgy. Panan-awan where the airport was located
He informed that the construction of the ramp area with a width of 60 meters and 108 in length is being carried out by Pacific Eagle Construction, the contractor.
He explained the size of the ramp area was designed for Fokker planes where it could position itself after it touched the landing field.
After the ramp area will be completed, he said, the next phase of work would either be the extension of 200 meters for the present existence runway of 1,000 meters or the clearing of apron in preparation for the construction of terminal building.
He said that the length of 1,200 meters with 30 meters width is the standard design for a runway intended for Fokker planes. He said the Fokker plane that is going to land at the airport has a total capacity of 60 passengers in one setting.
When all the three phases of constructions shall be completed, Quirong said further, the removal of obstruction like a hill near the approach area of the runway 34 shall be the next task.
He further explained that “runway 34” with accompanying numbers “16 North, 34 South” were the designated numbers assigned for the Maasin landing field. This is to differentiate it from other airports in the country for easy identification.
Temporarily Used by flying schools
The Maasin Airport is temporarily used by flying schools of Cebu , Dumaguete and Ormoc. This is as part of the flying schools’ designated place of destination for their pilot-students’ training stints, the DOTC-OIC also informed.
He disclosed that there were pilot students, not only from the three aforementioned cities but also from Bohol who have landed at the airport from time to time aboard two-seater training planes.
Furthermore, it is estimated that if the construction works are continual, the airport’s expansion completion would last for less than two years. (Quirico M. Gorpido,Jr.)

Guiuan was not considered then. But when it was found to be not economically viable humanap ulit ang government sa may Capital town sa Borongan.

Yap that's right.

borongan October 30th, 2009, 06:53 AM Yap that's right.
^^guiuan nala...amo it mas economically viable...
Actually kung papunta ka ng Borongan to Tacloban and vice-versa at kung dun ka dadaan sa South Samar Coastal Highway, di ka na dadaan ng Guiuan, sa Quinapondan town ang junction and it's one hour or more pa na biyahe para makarating ng Guiuan. Kaya if ever matuloy na ang commercial flights sa GUiuan, I doubt it kung may mga sasakay na mga taga-Borongan at northern towns ng E. Samar. Most probably ang magiging market lang niya is Guiuan itself and then towns of Salcedo, Mercedes and Quinapondan. Lalo na ngayon na may ginagawang daan sa Maydolong na tatagos sa gitna ng Samar Island diritso na ng Basey, Samar and it will cut travel time to and from Borongan-Tacloban at magiging mga 2 hours nlang ang travel. So kung matuloy man ang commercial flight sa Guiuan, I'm still hoping na magkarron ng flight sa Borongan and I'm pretty sure it is viable. And to think most of the big towns ng E. Samar are on the northern part, like Dolores, which is the third biggest town and Oras which is the fourth biggest. And Borongan is geographically located in the center of the province, so accessibe siya to most part of the province. The only problem lang nung Seair ang nag-operate was their pricing, masyadong unreasonable yung pricing considering na may iba pang options. Seair's ticket price was so high. Kaya kahit gusto mang tangkilikin at suportahan ng mga taga-Borongan and surrounding towns yung commercial flight sa Borongan, we could only do so much, kasi ang laki ng price difference ng ticket ng Seair kumpara sa PAL at CebPac. Kung magkakaroon lang sana ng flight either ang Cebu Pacific, Zest Air or PALEX sa Borongan, I'm pretty sure maraming sasakay at magiging sustainable at profitabe siya. Problme lang ng Guiuan is nasa dulo na siya so medyo limited yung market niya, yung mga towns kasi sa may South Samar Coastal Highway I'm pretty sure pipiliin nila sa Tacloban, and those towns na papuntang north ganun din mas pipiliin ang Tacoban kasi mas madali at mas convenient ang trave dun kasi may mga vans ng bumibiyahe to and from Borongan-Tacloban. Unlike sa Guiuan, walang regular na mga vans na masasakyan to and from Guiuan-Borongan, the only mode of transport is yung jeep, which is not so comfortable. But with the trend na dumarami ang toursits sa Guiuan, most likely magiging feasible din siya. :) So I'm hoping maging operational ang aming dalawang airport soon.... :)
borongan October 30th, 2009, 07:50 AM And just another thought, thinking that Seair is not a low-cost airline but more of a leisure airline targeting the upper class, hindi siya siguro basta basta magkakaroon ng flight without studying the market, and by that time na nagkaroon ng flight sa Borongan, Guiuan airport was also undergoing rehabilitation and to think that we're expecting na ang lilipad sa Guiuan are those in the upper-class at mga tourists,so kung talagang mas viable ang Guiuan, Seair could have opted to fly to Guiuan instead sa Borongan, pero dahil nakita nila na mas malaki ang market sa Borongan, they chose Borongan. And another thing is, looking at yung mga nearby towns ng Guiuan, kukunti ang population nila. Modesty aside, Borongan is not just the biggest town in the province being the capital, it also has the 2nd lowest poverty incidence among the 7 cities of E. Visayas, next only tro Tacloban which is not a surprise since it is the regional capital, well, that was before mga 2007 when Borongan, Catbalogan anf Bay-bay were still cities. hehehe. So given that, we could say that marami ang makaka-afford ng plane ticket na mga taga-Borongan, that is if the price is reasonable. Just a thought. :)

Gov. Evardone, TV host Boy Abunda to upbeat tourism promotion & activity in Eastern Samar
By BRYAN M. AZURA
July 29, 2008
BORONGAN, Eastern Samar – Now that tourism potentials are within reach with Eastern Samar particularly this city as a definite flying destination of South East Asian Airlines (Seair) and Philippine Airlines (PAL) starting this year, what now? Can the province sustain the possible upsurge of the visiting local and foreign tourists?
These are primarily the questions that were tried to be answered in a meeting spearheaded by Gov. Ben P. Evardone and ABS-CBN’s celebrated host Boy Abunda in the Provincial Capitol, this city. The meeting was also attended by Regional Director Karen Tiopes of Department of Tourism, Bishop Cripin B. Varquez and some Provincial Heads.
“This meeting was spurred by the rapid developments in trying to attract commercial airlines to fly to Borongan directly,” Gov. Evardone opened up during the interaction. The governor has been tapping commercial air carriers to ply Manila-Borongan-Manila route and was first responded by Seair which will fly to the city as soon as the airport in Barangay Point Mary is ready for operation. PAL has also put Eastern Samar as one of the added domestic destination before the year ends.
“If these all will be in place,” Evardone said referring to the commercial flights to the province,” definitely tourists, both domestic and foreign, will flock.”
“Boy (Abunda) is willing to help in promoting tourism in the province,” the governor announced. Abunda is a native of the City of Borongan.
The TV host on his part said that the province really has much to offer to incoming tourists. “With Seair and PAL flying to Borongan, this is really our chance to shine,” Abunda said. Abunda added that for so many years Eastern Samar has been a backyard and a layback of Tacloban City and Leyte because of inaccessibility of potential tourist attractions in the province but with the entry of the two airlines, opportunity is definitely at the door of the province.
“We want to be a major player in the Visayas, if not in the country,” Abunda said obviously referring to tourism. “We cannot be a laidback and we cannot be inaccessible for the rest of our lives,” he commented. “How to be one cannot be done by the Church, by the Provincial Government or the DOT alone but by all,” he added.
With the coming of the two air players in the country to the province, “we have to be viable”, ABS-CBN’s Abunda said. Abunda added that the operation of airlines in the province is sustainable with the fact that a great number of PAL passengers in Tacloban are from Eastern Samar.
For a start, Gov. Evardone, Abunda and Tiopes agreed to make use of the currently developed attractions in the province. Among the tourist-ready destinations in the province are beaches and islands in the province.
For his part, Evardone already instructed Provincial Administrator Joseph Alan Limabauan to come up with floating cottages along the rivers of Sabang Suribao and Camada, southern barangays of the City of Borongan. Limbauan is also the designated Tourism Officer of the province.
Director Tiopes encouraged the local officials in the province to be tourist-friendly. “The local officials should campaign on educating the people to bear the basic courtesies when visitors come,” she urged. Most tourist-flocked cities and provinces are educating their people on how to be tourist-ready.
Provincial Planning and Development Officer Henry Afable meanwhile urged the governor and the rest who were in the meeting to come up with a Tourism Master Plan. “We need to systematize everything that had been said here,” Afable said. The TMP is initially scheduled on the early part of August which will be spearheaded by the DOT and the Tourism Development Council and which under the watch of Sangguniang Panlalawigan Member Editha Sepulveda.
Meanwhile, the Church is asking all the planners to consider the protection of the ecology in the tourism plan. “Please give regard to the environment in your plans,” Fr. Euly Belizar, Jr. voiced out in the meeting.
“I am proud to come from Borongan. I am very vocal about my birthplace and I know we have much to offer to the tourists,” Abunda declared. “I am very much willing to help” he said.
“Of course there will be problems and obstacles along the way, but surely we will overcome it,” Abunda said.
Governor Evardone said that developing Eastern Samar into a tourist hub is not an overnight task. “This will take years and even decades,” he said but there really is a need to develop the province.

2 airlines plan to fly to Guiuan
TACLOBAN CITY -The two leading airline companies in the country is looking at the possibility of flying to Guiuan, Eastern Samar in the bid to boost tourism in Calicoan Island, eyed as the country’s next surfing capital.
Presidential Assistant for Eastern Visayas Cynthia Nierras told Leyte Samar Daily Express that both Philippine Airlines and Cebu Pacific have been conducting a market study in Guiuan town but still there’s no confirmation.
“We have been coordinating with airline companies in providing profiles of Guiuan town and other necessary information,” Nierras added.
The official reported that the airport has been completed but not yet operational with the absence of commercial flights. Formal requests have been sent by many officials and groups to both PAL and CEB.
“The Civil Aviation Authority of the Philippines has already sent personnel to Guiuan Airport to supervise operation of the facility. This is in response to the demand of airline companies,” Nierras said.
Cebu Air Inc. Corporate Communications Manager Michelle Eve De Guzman said in a recent press briefing here that they are currently undertaking study to serve Manila-Guiuan or Cebu-Guiuan route.
The proposed route is being considered in CEB’s 2009 to 2014 expansion plan.
In the case of PAL, their Tacloban office is currently conducting an assessment in Guiuan to find out number of passengers and airport condition.
Nierras voice optimism that airline companies will respond positively to the requests considering that the town is not only a tourist haven but also hosts some historical sites.
She reported that the national government is committed to improve the road condition in Eastern Samar to compliment with local tourism industry.
Currently, there are no commercial planes flying to Eastern Samar. Early this year, SEAAIR launched the Manila-Borongan three times weekly flight but they stopped due to decreasing number of passengers. Borongan is the capital town of Eastern Samar, while Guiuan is the second biggest town.
The Guiuan Airport Development Project has a cost of P155 million, which include construction and concreting of apron and taxiway, rehabilitation of the passenger terminal building, construction of the perimeter fence, construction of access road, and asphalt overlay of runway.
Calicoan is one of the islands in Guiuan town. It boasts of miles of white sand beaches. The place has been identified as surfer’s paradise with its powerful swells rolling in from the Pacific over the 10,000 meters Philippine deep.
In the middle of the island are six lagoons ringed by forest, the largest being 30 hectares in size. At the cliffside margin of Calicoan’s forests are dozens of caves. On the northern tip of Calicoan are wetlands like the Everglades, teeming whitefish, shrimp, and crabs.
Late last year, the local government unit of Guiuan completed the P38 million water system project that would supply resort’s operational requirement.
The Calicoan Island Resort Development, a Philippine Corporation was established in the Guiuan town to engage in real estate development, project management and investment in the Island.

Hidden Paradise Revealed
THE infinity pool with ABCD Beach in the background
http://www.businessmirror.com.ph/images/stories/Daily_Images/2009/October/10012009/life-pic01.jpg
THE highlight of our—or any—trip to Guiuan was our visit (and subsequent overnight stay) on Calicoan Island, the “Sleeping Beauty of Eastern Samar.” And with good reason, as the island is blessed with long stretches of unspoiled white-sand beaches, crystal-clear blue waters, 20 isolated and romantic coves, six huge and unexplored saltwater lagoons, and nature trails inside tropical virgin forests (50 percent of the area). After paying an evening courtesy call to Vibina Jauacon at the town proper, my son Jandy and I made our way to the island via hired tricycle (P400), getting to the island, not by boat but via a short concrete causeway, then traversing a dirt and gravel road which runs the length of the island. Our home on the island was its best: the luxurious Surf Camp. This hideaway, reason enough to explore Calicoan, was developed by Cebu-based lawyer and pioneer developer Maning Go (who owns about 500 hectares of the island’s 1,600 hectares) and designed, with distinctive Asian-inspired lines (Thai, Balinese, Indonesian and Filipino), by Frenchman Nicolas Rambeau, owner and creator of the highly acclaimed high-end Pansukian Resort in Siargao (Surigao del Norte).
Here, we stayed in one of its seven well-appointed, spacious bungalows with its soaring rooflines, the beach just a few steps away. Each bungalow has a native feel, with its own deck and floor with alternating dark and light wood stripes. Modern amenities include air conditioning, compartmentalized bathroom with hot and cold shower, satellite TV, minibar and safety deposit box.
SULANGAN Beach—home of the Golden Cowrie
http://www.businessmirror.com.ph/images/stories/Daily_Images/2009/October/10012009/life-pic02.jpg
Come morning, after a hearty Filipino breakfast, we opted to burn calories by exploring the island on foot (for me still the best way), bringing along resort staffer Marcial Orocay as guide. From the resort, we cut across the 3-km width of the island, to the western side which faces the calm waters of Leyte Gulf, its 8-km long beach ideal for swimming, snorkeling, picnics and watching magnificent sunsets. The forest along the way is said to be home to mischievous monkeys, monitor lizards and colorful birds. Though we didn’t get to see any upclose, we did get to see a snake crossing our trail. Skirting the western coast, we visited Sulangan Beach, the habitat of the world-famous and rare Golden Cowrie (Conus gloriamaris) shell. These shells were being sold (at a whopping P1,500 per piece) at souvenir shops at nearby St. Anthony of Padua Church, also a notable pilgrimage site. With its schools of multicolored fish, Sulangan Beach is also an ideal site for scuba diving (other dive destinations include Pearl Island, Binabasalan Island and Baul Island). As with many of my explorations, I still missed out on many of the island’s isolated coves, limestone cliffs (tempting for rock climbers), alien abstract rock formations (great for camera buffs) and numerous, cathedral-like caves for spelunkers (the large Buro Cave is accessible during low tide) with stalactites along the seashore.
Tired, we made our way back to the resort and dipped our tired bodies at the resort’s inviting 300-sq-m saltwater infinity pool bordering the 3-km-long white ABCD Beach, the island’s prime surfing area. Verdant pandamus trees (locally called bariw) grow through the pool’s uniquely designed wooden deck, embracing it and providing cool shade, thus binding nature with design.
Here, we watched the surging, breathtaking surf (boasting perfectly shaped left or right reef breaks) as the island’s eastern side juts out to the rolling surf of the Pacific Ocean (its powerful swells tirelessly rolling in over the 10,000-meter Philippine Deep), making it a surfer’s paradise. The best surfing months, according to resort general manager Danilo Molina, are March, April and September to October, when southwesterly winds blow offshore, piling up incoming ocean swells and carving them into glassy shaped hollows. Surfboards are rented out for a small fee and beginner’s lessons can be provided, on request, by the resort staff. Surfers must wear booties as protection against the sharp rocks. Although the currents are strong here, the island offers opportunities for big game fishing along the “Tuna Highway,” the migratory route for tuna to Japan.
Also quite famished after such a long trek, we later indulged ourselves at the resort’s restaurant, which offers international and Filipino cuisine, including seafood such as freshly caught, fleshy, sweet and delicious lobster, prawns, scallops, abalone, crabs and fish. After a filling lunch, we packed up our gear, checked out, thanked the resort staff and hired a tricycle to bring us back to the bus station at Guiuan town proper for our trip back to Tacloban City. Along the way, we made a brief stopover at Calicoan Island Ocean Villas, another of Maning Go’s development projects. Go enlisted the multiawarded architectural firm of Francisco “Bobby” Mańosa to prepare the island’s master plan. He envisions a zoning development where visitors can make nature treks to large areas of the island without encountering any bar, souvenir shop or billboard, thus offering more natural attractions and leisure activities with less of the hustle of the better-known Boracay.
With continued but controlled growth, may it stay that way, making Calicoan truly a diamond in the rough.

Reminiscing in Guiuan
http://www.businessmirror.com.ph/images/stories/Daily_Images/2009/August/08202009/life-pic01.jpg
TALISAY Beach, one of the town’s many white-sand beaches.
MY son Jandy and I had just had our fill of fiestas, having just attended the star-studded and colorful Sangyaw Festival of Tacloban City. For a change of pace, we were yearning for some adventurous “rest and recreation,” this time opting to visit the progressive town of Guiuan in Eastern Samar, our first in the province. To get there, we left the city after lunch, onboard an air-conditioned Van-Van van at downtown. The trip took all of three hours (the opening, in the late 1990s, of the South Samar Coastal Road cut land travel time to Guiuan by about two hours), crossing the beautiful, S-shaped San Juanico Bridge (the country’s longest) into Samar, traveling along a coastal highway which runs past mountains, steep cliffs, distant rock islands and boat-filled bays, then making a right at a T-junction (the left goes to Borongan) to an occasionally potholed asphalt road all the way to Guiuan. We arrived there by 4 pm and were guests at the house of Vibina “Bebeng” Juaban.
The 175.49-sq-km Guiuan, located on a narrow peninsula that juts out of southernmost tip of Samar like a tail, is a town steep in Spanish- and American- (notably World War II) era history. At the entrance of Leyte Gulf is the quiet and pretty, 105-sq-km (the largest in the province) Homonhon Island where, on March 16, 1521, Portuguese explorer Ferdinand Magellan first made landfall in the Philippines. Cantilado, a deep stream believed to be Magellan’s landing site, is located 100 meters from the shore.

THE new airport terminal(above), THE Guiuan Airport Runway(below): The Enola Gay took off from here.
The Philippine Historical Committee has erected a marker on a rock bearing inscriptions thought to have been chiseled by Magellan’s party. The island is a two-hour boat ride from the town and from Loreto, Dinagat Island. About 16 km east of the island is the 5-sq-km Suluan Island, believed to be where the first Filipinos to make contact with Magellan came from. Guiuan was officially founded by Augustinian friars in 1585 and its name is said to have been derived either from the Waray words giwang (meaning “hole” or “cavity”) or gibing (meaning “broken,” “rugged” or “chipped off”).
The best way to explore this coastal town is by hired tricycle. Vestiges of Spanish-era history can be seen at the “fortress Baroque” Church of the Immaculate Conception, considered to be the finest in the Eastern Visayas. Started in the 1630s, it was rebuilt in stone in the early 18th century. From 1844 onward, Fr. Manuel Valverde and Pedro Monasterio renovated the church, covering the roof with tiles. In 1854 Franciscan friars added a transept and baptistery and built a massive belfry (which once served as a watchtower) on top of a seaside bastion of the fort.
The church’s façade has triple but slim engaged columns, arches and carvings at the pediment’s borders and three entrances with elaborately carved, hardwood doors. Inside are a single nave with a main altar and two side altars, a beautiful retablo from Franciscan times, a Rococo frontal with the Augustinian emblem and old santos. The church is enclosed within the partially preserved quadrilateral fort of cut stone, said to be the best and most regularly planned in all the Visayas. Today this church has been declared as a National Cultural Treasure (unique structures that possess outstanding artistic, historical and cultural values that are significant to the nation), one of 26 named as such by the National Museum in 2001.

Homonhon and Suluan islands were also sites of the first landings by liberating US forces in 1944. Caliocan Island, a low coralline island in barangay Ngolos, 23 km from the town, was during World War II the site of the US Navy’s 3149 Base. The base’s original flagpole still stands. The late US President John F. Kennedy, a PT boat commander during the war, was also stationed here. After the war, Tubabao Island, a 20-minute boat ride from the town, was the temporary stopover of White Russian refugees who, after the Communists took over in 1949, escaped from China with the assistance of the International Refugee Organization.
The runway of the former US Navy airbase, located on the eastern edge of the town, was once one of the biggest US bases in the Pacific and was also used actively until the Korean War. Its 60-meter wide and 1.9-km-long runway was built, during the liberation by US Army engineering battalions in December 1944. Here, the B-26 Superfortress bomber Enola Gay, which dropped the atomic bomb on Hiroshima, Japan (August 6, 1945), was launched.

Disused for some time after its turnover to the Philippines, it is now undergoing a P142-million rehabilitation (its runway, now with an overlay of asphalt, is now 2.134 km long) and will be opened this October as a feeder airport for chartered or regular flights. Its opening would be heaven-sent, as it would make Guiuan easily accessible by plane (cutting its dependence on Tacloban City’s airport), thus supporting the commercial and tourism industry in the region, most especially Calicoan Island, an upcoming island-resort which boasts of miles of white-sand beaches, as well as powerful swells rolling in from the Pacific over the 10,000-meter Philippine Deep, making it a surfer’s paradise.
A P38-million water system that would supply the island-resorts’ operational requirement is also nearing completion. All these aim to promote Guiuan as the next ecotourism hub in the country, a place that offers visitors a lot when it comes to cultural and historical heritage sites, natural beauty plus the warmth and hospitality offered by its 38,694 Guiuananons.

Calicoan Island is envisioned to become the surfing capital and a top tourist destination in the Philippines. This island is situated in Guiuan, Eastern Samar, located at the southernmost tip of the third largest island (Samar) in the Philippines archipelago. It is where Calicoan Island lays, also known as the “Surfer’s Paradise”. With its rugged landscape, tropical forest, wonderful lagoons, breathtaking white beaches, crystal clear water, and magnificent sunlight, Calicoan is a must see for nature lover, adventurous travelers, deep-sea fisherman, and intrepid surfer.
Getting There
Calicoan island is readily accessible by land, sea and air. Chartered flights can land in Guiuan’s airport, a 5-minute drive from Calicoan. The nearby regional capital of Tacloban City is two to three hours away. Several buses and vans on regular schedules shuttle passengers to Guiuan via a scenic two-lane coastal highway which runs past mountains, steep cliff, distant rock islands and boat-filled bays. Tacloban City is regularly serviced by scheduled flights from Manila and Cebu. Alternatively, several bus companies have daily trips to Guiuan from Manila and soon with flights from Cebu and Manila. Travel time is approximately twenty-one hours through bus.
Location
Bounded by The Pacific Ocean on the east and Leyte Gulf on the west, this 1,600 hectare island is considered the Jewel of the Pacific coast. Miles of white sand beaches, dramatic coralline landscapes, cathedral caves, and powerful surfing waves characterize the Pacific side of Calicoan, while the Leyte Gulf side features calm and clear water ideal for swimming and watersports. There are 6 saltwater lagoons ringed by forest along the interior of Calicoan. Half of the island is covered by lush tropical forest containing exotic species of flora and fauna, such as rare birds, civet cats, and curious Macaque monkeys. The forest has been declared a protected area by the Department of Energy and Natural Resources.
http://img223.imageshack.us/img223/928/calicoan1.jpg
The surrounding waters are some of the most abundant in natural resources anywhere. Big gamefish such as tuna, marlin, swordfish and mahi-mahi are caught regularly in the waters between Calicoan and Sulu-an island. Large mangrove crabs can be found on the island’s northern tip. Lobsters are known to be caught off the waters of Ngolos Beach, right in front of the Ocean Villas! In the calmer waters of the Leyte Gulf, sea cucumbers, sea grapes, and tropical reef fish abound. A pearl and giant clam farm is nearby.
History
In 1521, the Portuguese explorer Ferdinand Magellan first made landfall in nearby Homonhon island when he discovered the Philippines for Spain. The island’s strategic location and bountiful resources made it a major staging area for American forces during the second world war.
Close to 100,000 U.S servicement were assigned in Calicoan and its surrounding areas. In October 1944, hundreds of U.S and Japanese warships clashed off the shores of Calicoan in what became known as the Battle of Leyte Gulf, the largest naval engagement in world history.
Geography
The municipality of Guiuan is located at the southernmost tip of Samar Island. It is bounded on the north by the municipality of Mercedes, on the east by the Pacific Ocean, on the south by the Surigao Strait, on the west by the Leyte Gulf. Clustered around the municipality are numerous islands and islet, like Tibabao, Calicoan, Sulangan, Homonhon and Suluan.
Guiuan is 109 kilometers south of Borongan and 154 kilometers from Tacloban City. It has a total land area of 175.49 square kilometers. It is composed of sixty (60) barangays and the only town in the province with the biggest number of island barangays.
Demography
Guiuan recorded a total population of 38,694 in 2000, the second largest population in Eastern Samar with the highest population density of 220 persons per sq. km. among the twenty-three (23) municipalities. Majority or 97.7% of the Guiuananons speak the “waray” dialect. Less than 3% speak Cebuano, Tagalog, Boholano. A large percentage though can converse in the English language.
Socio-economic Activities
Being a fishing community and the only municipality with the most number of island barangays, the town is rich in fishery and aquatic resources. It is considered by the fisheries authority as the best fishing belt in the region. The coastal waters offer almost all species of marine life: euchuema, abalone, ornamental fish, lobster and the Golden Cowry (known for its extraordinary golden sheen). They also offer delicacies, shell craft products as well as fresh processed marine products
Existing land use indicated a predominance of agriculture use which covers 38.2% of the total land area. Most of the agricultural land are dominantly planted with coconut trees.
Other major crops include vegetables, root crops, palay, corn, banana, and other fruit trees, coffee and pineapple.
The municipality is likewise rich in miniral resources. It has an estimated mineral reserve of bauxite, nickel and titaferous magnitie of more that 26.7 million metric tons.
Facilities
Guiuan’s airport has a 2.8 km runway which could service light private planes, chartered cargo, military planes and soon commercial planes. It also has a municipal and national seaport throughout the year. Telephone companies operating in the municipalities include TELECOM, Globelines and Bayantel. Smart and Globe cellular phone companies are also operational.
In 2004, Eastern Samar Electric Cooperative (ESAMELCO) was able to energize Guiuan, Calicoan Island up to Sulangan covering 37 out of 60 barangays. Island barangays are served with electricity through generator sets either privately-owned or operated by the barangay council.
Adventure Spots
Calicoan Island boast of miles of white sand beaches. With powerful swells rolling in from the Pacific over the 10,000 meters Philippine Deep. Calicoan is a surfer’s paradise. The season for the best waves is generally from October to March.
In the middle of the island are six lagoons ringed by forest, the largest being 30 hectares in size. At the Cliffside margin of Calicoan’s forest are dozens of caves.
On the northern tip of Calicoan are wetlands like Everglades, teeming with fish, shrimps and crabs.
The rich diversity of the area is evident when one sees the exotic species being sold. The surrounding waters support several marine based industries such as fish, seaweeds and pearl farming.

The Calicoan Island Resort Development, a Philippine Corporation was established in the Guiuan town to engage in real estate development, project management and investment in the Island.
gOOd newz...:)

16 'cities' request IRA share as cities
By Liv G. Campo (The Freeman) Updated November 02, 2009 12:00 AM
CEBU, Philippines - The 16 cities, whose status have been questioned by the League of Cities of the Philippines (LCP) are now asking the Department of Budget and Management (DBM) to return to them their Internal Revenue Allotment (IRA).
This came after the Supreme Court directed the LCP to respond to the motion for reconsideration and pleading of the 16 cities.
Naga, Cebu Mayor Valdemar Chiong, whose city is one of the 16, said that they can’t just sit down and wait for the next step, as the High Tribunal order to the League of Cities of the Philippines (LCP) is “very clear” that the they are still officially cities, hence, they still deserve their IRA as cities back.
It was on the second quarter of this year when the DBM started slashing down the share of the 16 cities from the national income despite that there is no final decision by the Supreme Court yet.
The SC in a decision dated November 18, 2008 has declared unconstitutional the laws creating the 16 cities as they did not meet the income requirement to become such.
The said ruling however is not final and executory as the aggrieved parties were allowed to file a motion for reconsideration.
The Supreme Court en banc in a resolution last September 29, has asked the LCP “to comment” on the motion and pleading within 10 days of the receipt of the notice.
Chiong said before the 10 days had expired, the LCP had asked a 10-day extension.
Their response has already been submitted but is yet to be reviewed.
Meanwhile, DBM has also asked the SC regarding the status of the 16 cities.
In an earlier interview, SC spokesman Jose Midas Marquez said that the city status of the 16 local government units remains on “status quo” while the court has still not made its November 18, 2008 decision final and executory.
He even asked that the aggrieved party to raise their issue on the reduced IRA to the court for appropriate action.
Naga, Cebu started receiving the slashed IRA since May, wherein its remaining 20 percent IRA for that month was never released.
The IRA is released monthly in two tranches — 80 percent for the second week of the month, and the 20 percent on the following week.
Naga’s monthly share is P18 million, but only 80 percent was released in May. The same also followed for the succeeding months.
Meanwhile, DBM’s query was supposed to be tackled by the SC en banc last Tuesday, but was postponed due to a lack of quorum.
The other local governments, who status as cities are being questioned are Bogo, Cebu; Carcar, Cebu; Baybay, Leyte; Catbalogan, Samar; Tandag, Surigao del Sur; Lamitan, Basilan; Borongan, Samar; Tayabas, Quezon; Tabuk, Kalinga; Bayugan, Agusan del Sur; Batac, Ilocos Norte; Mati, Davao Oriental, Guihulngan, Negros Oriental; Cabadbaran, Agusan del Norte; and El Salvador, Misamis Oriental.

Allen-Calbayog road rehab set
By JACK C. GADAINGAN
October 13, 2009, 5:03pm
TACLOBAN CITY — Motorists and travelers from Luzon to Mindanao and southern parts of Eastern Visayas along the Maharlika Highway will soon have a smoother ride to Calbayog City in Samar from their ferry landing in Allen, Northern Samar.
This will happen as soon as the R2.2 billion repair and rehabilitation of the road stretching from Allen to Calbayog City will commence. Of the amount, R1 billion had already been released for the project.
The rehabilitation project focused on this remaining dilapidated portion of the Maharlika Highway in Region 8 is divided as Contract Package I, which is the road from Allen to Malaga, and Contract Package II involving the road from Malaga to Calbayog City.
Angelito M. Twano, Department of Public Works and Highways (DPWH) Regional Director here said all pre-construction activities have been completed and they are now getting ready so that all the contractors who entered and won in the bidding for project package implementation can secure the project budget funds and start working.
He said President Gloria Arroyo had already issued instructions to complete the projects on or before December 30 this year.
The Allen-Calbayog Road is one of the projects in the Eastern Visayas region mentioned in Mrs. Arroyo’s State of-the-Nation Address (SONA).
The major work on the packages consists of crack and seat of existing damaged concrete roads, applying cement treated base (CTB) with Portland Stabilize Road Mix Base, then asphalt overlaying and painting of roads’ centerline with reflectorized pavement markings.

Guys, now I know why Eastern Visayas remains underdog in terms of promotions compare to the other regions. Whoever did it, there must be a very good explanation and he/she must have consulted the forumers concern before making an action. I feel sorry to whoever did these, its not my lost neither its not our lost. Kaswapang mo bai!

Insulto.
