"La Paz" or is it "Lapas" in the local dialect abounds in Capul and San Vicente and maybe in the other island towns of Western Samar and some parts of Eastern Samar . This was once an export of Northern Samar to Manila. A possible specialty seafood in Samar Island.

not many people probably are aware that there are beautiful beaches in Basey, Samar that are not popular but worth visiting.
If you are the type who avoid crowded beaach and wanna experience nature, then you should check out Basey,Samar, it's worth exploring. Only the locals and few adventurers know about this place. No resorts, cottages. Just sand, sea and the sun.

SC reverses Comelec decision on Samar mayor

The Supreme Court has allowed Quintin Salaguda to take back his position as mayor of Lavezares town in Northern Samar, reversing a Commission on Elections (Comelec) decision.

In an 18--page decision penned by Associate Justice Martin Villarama, Jr., the high court said the Comelec made a mistake in favoring Mr. Salaguda rival, Artemio Balag, while an electoral protest was ongoing.

Mr. Salaguda was proclaimed the winner of the May 2007 elections with 5,913 votes to Mr. Balag’s 5,278. Mr. Balag went on to questioned the results before the regional trial court. The trial court then invalidated 733 votes cast for Mr. Salaguda, saying that, among other reasons, that some ballots had been filled by only one person. After the recount, the trial court declared that Mr. Balag won by a margin of 71 votes.

The Comelec, in a ruling by a division, said that Mr. Balag won by 127 votes. It then ordered Mr. Salaguda’s ouster from office.
The high court noted that the poll body violated its own Resolution No. 8654, which requires the resolution of a motion for execution within 10 days after filing. Mr. Balag filed the motion for execution for the ouster of Mr. Salaguda on Aug. 13, 2009. The Comelec division then issued it on Sept. 4.

"After the lapse of the 10--day period, the only power [and duty] that a division has is to certify and elevate the case, together with all the records, to the Commission [en banc], for appropriate action. Hence, upon the lapse of the 10--day period or after Aug. 23, 2009, the second division no longer had jurisdiction to rule on respondent’s motion for execution," the high court said.

This is not the first time that the high court saw grave abuse of discretion on the part of the Comelec. It earlier ordered the reinstatement of Bulacan Governor Joselito Mendoza.

Sa dagat talaga ang crab sa mga magnrove nga lang ang habitat na may ma lambot na lupang dagat. Hindi naman yan nakatira sa mud na literal kaya masarap yan. Marami dito yan sa Norte.

Actually it was supposed to be the site of Gaisano kaya lang i think naunahan sila ng city government para maclose ang deal. Just dont know the reason but a portion of it was already bought by CITIHARDWARE.

Nope its not open sea Capul point is along San Berdandino Strait facing Bicol peninsula. There are times in a year na malakas ang current kaya nag ke create ng spectacular wave formations.

I love hearing mass in this kind of church especially if the choir is also good. Hope I get the chance to go there.

FYI they have a nice choir. In fact during the celebration the choir was accompanied by the CKC Orchestra. Grabe yung mass parang sa Vatican.:) Nweiz, during regular Sunday masses the best choir i think sings during the 10-11 am mass.

Siyempre naman. Mamamatay naman sa init ang mga tao sa loob kung wala.:) Hi tech ang aircon nyan. May tube sa taas. Check it sa pix sa bandang taas. Yung compound nyan may tennis and basketball court. Capacity ng center is 5000 kasama yung gitna.

Supposedly may concert pa sila nun sa ESNCHS gym dito sa Borongan, pero sabi ng ibang tao dito sa Borongan na nanood ng motorcade nila, medyo hindi naging maganda mode ni Kris nung makita yung tarpaulin ni Manny Villar na kapartido ng kapatid ni Boy Abunda na si Fe Abunda na tumatakbong Mayor dito.Kaya di na ata natuloy ang concert pati yung press con nila ang bilis bilis lang.Supposedly magtatagal sila dito dahil taga rito si Boy. Ang alam ko pagdating nila from Borongan Airport nagmotorcade sila papunta sa bahay nila Boy sa Bryg. Campesao at dun naglunch. walang ganong bago.kakauwi ko lang last week. the last time I was here was September of 2009 nung fiesta. So far, nakita ko lang may mister donuts na rin dito, yung pinka-main nila nasa Bay-bay 2, then may tatlo silang outlets/booths, isa nasa malapit sa simbahan, may isa din sa Uptown Mall, ata meron din at sila sa palengke. Then meron ng nadagdag na FM station.may 2 FM stations na dito.hehehe. yung una 104.1 Radyo Natin at yung bago Wave Fm 89.1. Tapos yun meron naring Chooks to-go dito, tama ba spelling ko?hehehe

may problema lang sa issue ng cityhood dito, and I guess ganun din sa 15 others. di pa kc binabalik yung IRA share ng city kaya maraming mga casuals sa city hall ang ilang buwan ng mga walang sweldo. di pa kc dinidesisyunan ng SC yung motion for recon ng LCP.

45 min pa ini from the city proper pakadto Allen. That's located at Brgy.Bugtong, Calbayog City. Tapos you have to trek pa at least 30 min. Sa igbaw siton is another more beautiful falls, Tarangban falls. grabeh sobrang ganda rin nun. Nweiz, Bangon falls was already featured twice in Petron's calendar and PNOC as well. FYI.

Since ratification of this particular appeal takes time, we have to wait for the national government's response (considering that Guiuan is not the only concern of the government), thus, airline companies cannot hold flights in the municipality yet without the national government's approval.

Political rivalry in Samar creates terror among people

CALBAYOG CITY, Samar—In barangay San Jose in this city, local folk point to nipa walls, bamboo posts and even the village’s few paved roads, all riddled with bullet holes.

These holes have been here since midnight of February 20 when 200 armed men raided Happy Valley, the name used to refer to the villages in the northeastern edge of the city, on the fringes of Calbayog City’s forests.

Among those raided were barangays San Jose, Sinantan and Patong.

Witnesses said several of the raiders were wearing fatigues, some with name patches bearing the logo of the National Police’s Regional Mobile Group.

Witnesses also said the men put on bonnets to cover their faces when the villagers emerged from their huts. The armed men then began running around the village’s narrow alleys, firing their weapons indiscriminately into the air and into the houses, breaking down walls and forcing sleeping villagers to come out.

Amid the frenzy, villagers said, a man’s voice heard over a bullhorn shouted in the local dialect, Waray, “To all of those who are courageous, we are finally here. Come out so we can find out who is really tough. Let’s have a gun duel.”

Men, women, children and even infants were herded into the barangay’s dance hall. The villagers said the men were forced to strip naked and walk to the assembly area. Everyone was told to lie face down on the floor with hands on their heads.

In that raid, the armed men killed one Michael Terga, locally called “Michael Taga,” supposedly a leader of a band of goons with oustanding arrest warrants.

They also arrested more than two dozen militia members and confiscated several high-powered weapons.

The scene could have been borrowed from the 1970s and 1980s when Samar was a communist stronghold and the military was raiding villages in its fight against a growing insurgency. But it happened just a month before the start of the local election campaign period this year, and is part of what is supposed to be a police campaign against private armies.

Residents of San Jose said, however, the supposed members of the Calbayog police appeared without showing any warrants. Even worse, villagers believe the operation was nothing more than a violent political revenge by one group of politicians against another, supposedly in the name of peaceful elections.

For decades, Samar province has been in the grip of politicians and armed groups fighting for control over some of the country’s poorest people.

Although it is a city, two-thirds of Calbayog is forested and agricultural land. In this city 735 kilometers southeast of Manila, the villages of San Jose, Sinantan and Patong lie in the forested regions where residents depend mostly on the fruits of the land, planting vegetables and root crops, and earning better profits only if their copra harvests are abundant and market prices are high.

Life in these barangays is simple but not easy. The barangays do have electricity. In the case of San Jose, several households that are relatively well-off do own radios, some have karaoke machines, while others have television sets.

Police authorities say it is in places like these where private armies breed. In a peace forum here on April 24, the National Police Region 8 identified 21 areas in the province as election hot spots. Some 60 police officers based in Tacloban City have been deployed to Samar to man checkpoints and ensure peace and order in the area come May 10.

In the last three years, the National Police Region 8 command said, at least 39 politically related killings have occurred in Calbayog City and in the town of Gandara, all located in the First Congressional District of Samar. Supporters of the Nacionalista Party (NP) claimed that most of those who were murdered were party supporters.

From January to July 2009 alone, at least 35 shooting incidents have occurred in Calbayog City, leaving 28 people dead. Only seven cases have been resolved as the perpetrators were mostly unidentified or at large. This prompted the Diocese of Calbayog to issue in July last year a statement strongly condemning the series of killings.

The National Police Region 8 also confirmed that there were at least eight known private armies operating in the whole Samar province, and at least three have been dismantled.

The Independent Commission against Private Armies (Icapa), created by the Arroyo administration in the aftermath of the November 23 Ampatuan Massacre in Maguindanao province, has also confirmed the presence of private armies under the employ of politicians and families in Samar.

In late April, members of the Armed Forces raided the home of Lakas-Kampi-CMD Rep. Reynaldo Uy of Samar in barangay Rawis and confiscated several unregistered firearms and a grenade. Uy denied staying in that house and condemned the raid done by the military.

Icapa members lamented, however, that despite the commission’s sincere intentions to dismantle private armies in Eastern Visayas before the May 2010 national elections, there was simply not enough time to do so, especially with the lack of cooperation from the political leaders of the region.

Control over Samar Island has passed from one group of politicians to another over the past four decades. Before the imposition of martial law in 1972, the Abrigo clan, headed by former congressman
Felipe Abrigo, ruled the whole island. In 1965 Abrigo proposed a law dividing the island into three provinces—Northern Samar, Eastern Samar and Western Samar, which would later be renamed as Samar—and would retain the island province’s original capital, Catbalogan, as the seat of the new province.

The ruling family in Samar province used to be that of former congressman Jose Roño, who was minister of local governments under former President Ferdinand Marcos. But new families have become the landmarks of politics in the last 20 years, foremost among them the Sarmientos, Tuazons, Tans and Uys now holding key elective posts in Calbayog City and in the two congressional districts of Samar province.

Milagros Tan, the incumbent governor, is running for representative of the Second Congressional District, while her daughter Sharee Ann Tan is running for governor to replace her mother.

In the First Congressional District, Calbayog Mayor Mel Senen Sarmiento is running for the House of Representatives against former congressman Rodolfo Tuazon. The incumbent congressman, Reynaldo Uy, has completed three terms and is running to regain the post he once held, that of mayor of Calbayog. A son of Uy is running for city councilor.

These four families are behind the current political rivalries in the province. The Tuazon and Tan clans belong to the NP while the Uys are allied with the Sarmientos and belong to the Liberal Party.

The people of barangay San Jose believe the raid on February 20 was not really part of a campaign against private armies, but part of the political rivalry between the Liberals and the Nacionalistas. Villagers in San Jose are known to be openly supporting the NP.

In fact, villagers said the 200 men claiming to be the raiding team supposedly sent from Calbayog were onboard five dump trucks used by the city for collecting garbage and another used by the city engineer’s office.

“Some of them [armed men] were actually goons,” one villager said. “People here recognized some of the men before they started putting bonnets to cover their faces. A number of them were men commissioned to do road repairs who are suspected to be members of a private army.”

Among those wounded was a 13-year-old boy who was sleeping inside his family’s hut during the raid. A bullet pierced his legs. Several other older boys were also forcibly taken out of their huts. Some were kicked and stepped on, while those who resisted or even spoke were hit with the butt of guns.

When some of the villagers mustered the courage to ask the reason for the raid, the armed men told them they had several arrest and search warrants for certain men. But when the villagers asked for copies of the warrants and for what crimes, the arresting officers did not present the documents and merely said in Waray, “No more questions. Just bring him to us and no one will have to die today.”

Ann Jalajajay, the mother of the 13-year-old injured boy and of four other children, begged the men to stop firing their guns, shouting, “Please! Please, stop shooting at our house. There are very small children sleeping. Please, have mercy and spare us.”

She added that her family was forced out of the hut and into the dance hall. “My eldest daughter was crying. I was holding on to my baby as the men fired their guns from underneath our floor. My daughter shrieked when she saw her brother was bleeding in the legs. Blood was all over the floor.”

The injured boy was ignored and left behind by the armed men as the rest of the household was dragged out into the hall. It took more than an hour for the armed men to leave and for a member of the barangay council to rush the injured boy to a hospital.

Jalajajay said her son was later taken in by a kind family in Calbayog when they could not afford to pay for the hospital bill, but added that her daughter is still in shock. “It’s been two months and she barely speaks. She remains traumatized from the incident,” she said.

Most of the villagers said that these men, supposedly police officers or members of the military, fired their guns into their homes, violently and forcibly removing residents from their huts. They also took whatever they could, including cash, mobile phones and even the meager food supplies that they had like rice and canned goods, the villagers said.

Four men were taken from San Jose, some were imprisoned in Calbayog, while another was reportedly jailed in Tacloban City. Some of the men taken from the three barangays were later released on bail or freed days after the incident without any charges filed.

One villager even claimed she had to give about P156,000 as bribe to get her husband released. The amount was all the money the couple had after years of selling their copra harvests, she said.

Of the 27 huts in barangay San Jose, many are now vacant. A number of residents have fled their homes and moved to places like Tacloban or even Manila, where they believe the armed men who raided their homes would never be able to reach and hurt them again.

Residents fear retaliation from powerful politicians once the story of the raid comes out, but they know others need to hear about what happened there.

One resident said: “They claim that the killings have stopped but, in reality, the deaths are not being reported and these goons paid by politicians in power are terrorizing us. Our lives are in constant danger if we do not support these politicians and vote for them.”

Reacting to the VERA Files article on the San Jose raid, Chief Supt. Leonardo Espina, National Police spokesman, said:

“Incidents like the one reported by VERA Files in Calbayog City deserve to be thoroughly investigated.

“If at all it was a legitimate police operation, an investigation is in order to determine who must be held responsible for the lapses and nonobservance of proper procedures.

“It is unfortunate that the noble intention of the campaign against private armed groups will be put in question because of isolated incidents like this.”

MANILA, Philippines - The Small Power Utilities Group (SPUG) of state-owned National Power Corp. (Napocor) will build new power facilities to totally energize six barangays in Batag Island, Laoang, Northern Samar.

This undertaking forms part of Napocor’s off-grid electrification project under its SPUG operations.

“This is part of our mandate and responsibility. The provision of electric service is one of the vital ingredients in nation building,” Napocor vice president for SPUG Melburgo Chiu said.

“With almost all of our power generation capacities in the Luzon and Visayas grids having been privatized, Napocor will now concentrate in the electrification of far-flung islands and remote barangays under our SPUG mandate,” he added.

The project will specifically benefit the following barangays: Cabadiangan, Marubay, Candawid, Pangdan, Napotiocan and Tan-Awan.

The power facility is designed to house two diesel generating sets. The project, estimated to cost P5.7 million is expected to be finished by October 2010.

Laoang is in the north eastern tip of Northern Samar, 47 kilometers from the provincial capital of Catarman. It can be reached by land within 45 minutes to one hour on well-paved national road, or through a five-minute pump boat ride.

“We are looking forward to the implementation of this project. This is part of many planned over the next couple of years, as we in Napocor focus our efforts in the small island and off-grid operations,” Chiu said.

After privatizing most of its assets, Napocor, as mandated under the Electric Power Industry Reform Act of 2001, will be left with function to maintain all the SPUG operations.

Good News for Batag Island. The only place I know in Northern Samar where cabbage can be grown. With just a little support form local politicians and this expensive vegetable can be produced commercially.

Red tide in Samar worsens - BFAR

TACLOBAN CITY -- The Bureau of Fisheries and Aquatic Resources (BFAR) has heightened the alert level in the Matarinao Bay in Eastern Samar after laboratory tests showed that the toxicity level has gone up.

BFAR regional director Juan D. Albaladejo said the toxicity level rose to 4,000 cells per milliliter in April from 400 a month ago.

"This is alarming. The number is high that’s why we are strictly imposing the shellfish ban. Monitoring has been extended to nearby bays. We hired more people to monitor affected towns," he told BusinessWorld.

Matarinao, he noted, is near the BFAR station in Guiuan where abalone is raised for export.

The bureau has deployed personnel to monitor tide movement in the area. Other areas at risk are Leyte Gulf, Maqueda Bay, Samar Sea, Irong Irong Bay, Cancabato Bay, Ormoc Bay, and Carigara Bay. Red tide occurrences in these areas have been reported in the past.

The bureau has banned the harvest, sale, purchase and consumption of shellfish from Matarinao and in the coastal towns of Salcedo, Quinapondan, McArthur and Hernani.

"Eating contaminated shellfish could be fatal, especially for those who are very sensitive to the toxins," Mr. Albaladejo said. Shellfish catch from Matarinao are primarily distributed to Eastern Samar.

The capital city of Tacloban in Leyte and other areas source shellfish from Maqueda Bay, which is still free from red tide.

Mr. Albaladejo said the presence of toxins may be blamed on the heat and sudden rains in the afternoon, adding that the rains carry sediments from upland areas that could trigger a red tide.

Red tide is described as the discoloration of water caused by high algal biomass or concentration of algae. The discoloration may not necessarily be red and may also appear yellow, brown, green, blue or milky, depending on the organisms involved.

Someone I know got 2,000 from a mayoralty candidate. Then, right before he voted nilapitan siya ng kabilang partido offering him 3.5K on the condition that he will vote straight for that party. Kadamo gud san ira kwarta hehehe. I hope it translates to the number of projects they will do for their town, at wag naman sana mag-translate to the amount they'd put in their pockets while they are in power :ohno:
