MATI, Davao Oriental -- The Supreme Court voting 7-8 on Tuesday reverses its earlier decision affirming the validity of the conversion of 16 municipalities into cities.
The High Court has finally came up with its decision with finality: the 16 cannot be cities, yet, said Mati Mayor Michelle Nakpil Rabat.
The League of Cities of the Philippines (LCP) has questioned the constitutionality of the laws declaring the 16 municipalities into cities.
The LCP questioned the cityhood laws of the 16 towns – Mati, Davao Oriental; Naga, Cebu; Bogo, Cebu; Carcar, Cebu; Baybay, Leyte; Catbalogan, Samar; Tandag, Surigao del Sur; Lamitan, Basilan; Borongan, Samar; Tayabas, Quezon; Tabuk, Kalinga; Bayugan, Agusan del Sur; Batac, Ilocos Norte; Guihulngan, Negros Oriental; Cabadbaran, Agusan del Norte; and El Salvador, Misamis Oriental.
Mati Mayor Michelle Nakpil Rabat admitted having received the information on the final Supreme Court (SC) decision. She expressed grief over the High Court decision but urged her constituents never to lose hope on their cityhood bid as she is hopeful that Mati would still become a city soon.
"We lost, we gave it our best. We fought for our city. It's a sad day for us Matinians. But we have to move on and I still believe that one day soon, we will regain our status as a city," Rabat said.
The legal battle for the cityhood claim was a rollercoaster ride for the League of 16.
On November 18, 2008, the Supreme Court, by a 6-5 vote, nullified the 16 cityhood laws for being violative of the Constitution, specifically its sec. 10, Art. X and the equal protection clause. On March 31, 2009, a divided High Court denied the motion for reconsideration.
On April 28, 2009, the Court, by a 6-6 vote, denied a second motion for reconsideration for being a prohibited pleading. Subsequently, the LGUs filed a motion on May 14, 2009 to amend the April 28, 2009 resolution.
The Court, per its June 2, 2009 resolution, declared the May 14, 2009 motion adverted to as expunged in light of the entry of judgment made on May 21, 2009. The LGUs subsequently filed a motion for reconsideration of the June 2, 2009 resolution.
Then on December 21,2009,, the Supreme Court, by a vote of 6-4, has reversed its November 18, 2008 decision and declared as constitutional the Cityhood Laws or Republic Acts converting 16 municipalities into cities.
The SC then stated that all 16 cityhood laws, enacted after the effectivity of RA 9009 increasing the income requirement for cityhood from PhP20 million to PhP100 million in sec. 450 of the Local Government Code (LGC), explicitly exempt respondent municipalities from the said increased income requirement. PARANAS, SAMAR -- The Protected Area Management Board overseeing the Samar Island Natural Park (SINP) has proposed a P400,000 budget to expand the eco trail and build a viewing deck that are envisioned to draw more visitors to the site.
Angelito B. Villanueva, chief of SINP’s eco-tourism section, said the existing 300-meter trail located 1,000 meters above sea level will be expanded by another 300 meters. The viewing deck, meanwhile, will be built at the peak of the highest mountain in Barangay Tenani of this town. This will provide a panoramic view of the 333,000 hectares of forests that comprise the park.
The park, declared a protected area in 2003, includes the 57,536-hectare Ulot Watershed area and Taft Forest Philippine Eagle Sanctuary, a natural habitat and major nesting area for the endangered Philippine Eagle. Ulot River is known as Samar’s longest with total length of 520 kilometers. Within the watershed is a center for plant diversity and endemism, with 885 flowering plant species of which 406 are endemic.
" It (tour) will be self-guided, with educational signs along the trail to make visitors appreciate biodiversity," Mr. Villanueva said.
Other tourist destinations in the park are the Sohoton Caves and Natural Bridge in Basey, Samar; Borongan-Llorente Closed Canopy Forest in Eastern Samar; Pinipisakan Falls in Las Navas, Northern Samar; Calbiga Caves in Calbiga, Samar; Amandaraga Falls in Lawaan, Eastern Samar; Mt. Huraw in San Jose de Buan, Samar; and Bangon Falls in Calbayog City, Samar. -- SQM

Actually, the decision of the Court is not yet final until its FINAL and EXECUTORY and there is an ENTRY OF JUDGMENT. However, the party who has the remedy to file a Motion for Reconsideration under the law (especially the aggrieved party), can avail of this remedy during a period of 15 days. If during a Motion for Reconsideration there were issues which the Court failed to consider which would warrant a reversal of their earlier decision, it is during this time that their decision is revisited and voted again. BUT, a Motion for reconsideration is only allowed once.
If you will trace the SCs Decision in this case, it has long become FINAL AND EXECUTORY that the 16 municipalities can not become cities.The entry of judgment was in May 2009. On November 2009 to the dismay of the LCP, the SC entertained the second MR and ruled that the 16 can become cities. This is in violation of the doctrine of FINALITY OF DECISIONS. This time Justice Nachura (from Catbalogan) who inhibited during the previous deliberations participated. This was subjected to an MR by the LCP, and thus, this Decision.
May be the SC realized that if they will allow the reversal of their decision many litigants will still file an MR even if their cases has already an entry of judgment. Baka yung mga lumang case ipa reopen...

TWO militant legislators have filed a resolution urging Congress to call for the return by the US government of the three bells of Balangiga and other artifacts taken from the province of Samar as war booty during the Philippine-American war “to correct a historical wrong.”
In filing House Resolution 236, Party-list Reps. Teodoro Casiño and Neri Colmenares of Bayan Muna said the Roman Catholic Church in the Philippines and the US support the idea of returning the bells “as there is no prize of war except freedom.”
The resolution said the Filipino people have continuously sought to reclaim and recover possession of the bells of Balangiga which were forcibly taken by the US military forces from the town of Balangiga in Samar during the occupation of the Philippines by the United States 109 years ago.
It said that the Filipinos regard the said bells not as tools or spoils of war that should be kept as war trophy but as historic and religious treasures made for the people of Samar that have become a significant part of Philippine heritage—not unlike how Americans regard their own Liberty Bell enshrined in Philadelphia.
“The sad history of the bells of Balangiga dates back to September 28, 1901 when rising hostilities between the local Filipino populace and American occupation forces led to a surprise attack on the garrison of Company “C” of the 9th US Infantry Regiment in the small coastal town of Balangiga in Eastern Samar which had been set up to pinpoint the nerve center of guerrilla activities,” it said.
“The bells of the Balangiga church were rung by the town’s chief of police at 6:30 a.m. to signal the ambush. The night before, rebels disguised as women smuggled weapons, mostly bolos, in small coffins which were carried to the church for an evening service. The attacking force, composed of around 500 men in seven different units, represented virtually all families of Balangiga, whose outlying villages then included the present towns of Lawaan and Giporlos, and of Quinapundan, a town served by the priest in Balangiga,” it added.
The resolution said that the popular uprising was mounted for purposes of self-defense and survival following several weeks of forced labor, imprisonment in overcrowded conditions, the seizure of food and the rape of a young native woman.
According to Bishop Leonardo Medroso of the Diocese of Borongan, to which the Parish of Balangiga belongs, the bells were the property of the Roman Catholic Church in Balangiga when they were taken by the American forces.
“The bells should hence be returned to the place where they belong and for the purpose for which they were cast and blessed. The use of a religious article, as the bells of Balangiga were allegedly used to sound an attack, does not by that very act fault the owner and deprive that owner of his property,” the resolution said.
It said that the Diocese of Cheyenne and the National Bishops Conference of America have also been joined by other Americans who likewise express support for the return of the bells as a gesture of goodwill and faith, as “religion transcends war and always pleads for peace and reconciliation” and because in war, there are no war trophies except freedom.”
Also, according to Casiño and Colmenares, various resolutions have been introduced in US state legislatures and the US Congress supporting the return of the bells, including the one filed on September 26, 2006 by US Congressmen Bob Filner, Dana Rohrabacher and Ed Case, who co-sponsored House Concurrent Resolution 481 urging the President of the United States to authorize the return of the church bells.
This resolution recognizes that the surprise attack on the US garrison at Balangiga must rightfully be viewed in the context of the Filipino struggle for independence from Spain and the United States, and it should be acknowledged that Americans may have employed no less surprising and unprovoked means to fight for their own independence from England during the Revolutionary War,” they said.
“Returning the Bells of Balangiga and other looted artifacts to the Filipino people would be a gesture of respect and goodwill on the part of the United States of America,” the legislators added.

May nadagdag kasi at may nagretire na SC justices during that period. So, you can not expect that the new justice will have the same opinion with that of the previous justice.

do you mean to say na kung iaaply ang bagong law ngayon only Tacloban and Ormoc would qualify for a city in the whole region?

Tig 200M plus ang internally generated income ng Tacloban at Ormoc, 57M+ ang Calbayog, 41M+ ang Catbalogan, 39M+ ang Maasin at 32M+ ang Catarman. AN ACT AMENDING SECTION 450 OF REPUBLIC ACT NO. 7160, OTHERWISE KNOWN AS THE LOCAL GOVERNMENT CODE OF 1991, BY INCREASING THE AVERAGE ANNUAL INCOME REQUIREMENT FOR A MUNICIPALITY OR CLUSTER OF BARANGAYS TO BE CONVERTED INTO A COMPONENT CITY.
Section 1. Sec. 450 of Republic Act No. 7160, otherwise known as the Local Government Code of 1991, is hereby amended to read as follows:
"Sec. 450. Requisites for Creation. — (a) A municipality or a cluster of barangays may be converted into a component city if it has a locally generated average annual income, as certified by the Department of Finance, of at least One hundred million pesos (P100,000,000.00) for the last two (2) consecutive years based on 2000 constant prices, and if it has either of the following requisites:
(i) a contiguous territory of at least one hundred (100) square kilometers, as certified by the Land Management Bureau; or
(ii) a population of not less than one hundred fifty thousand (150,000) inhabitants, as certified by the National Statistics Office.
The creation thereof shall not reduce the land area, population and income of the original unit or units at the time of said creation to less than the minimum requirements prescribed herein.
(b) The territorial jurisdiction of a newly-created city shall be properly identified by metes and bounds. The requirement on land area shall not apply where the city proposed to be created is composed of one (1) or more islands. The territory need not be contiguous if it comprises two (2) or more islands.
(c) The average annual income shall include the income accruing to the general fund, exclusive of special funds, transfers, and non-recurring income."
Sec. 2. Repealing Clause. — All laws, decrees, orders, rules and regulations, and other issuances or parts thereof, which are inconsistent with this Act, are hereby repealed or modified accordingly.
Sec. 3. Effectivity Clause. — This Act shall take effect on June 30, 2001 following its complete publication in at least two (2) national newspapers of general circulation.

Hopefully (fingers crossed) maging law nga yung bill na yan. but I doubt it, maraming kakampi ang mga taga LCP at sigurado lalabanan nila yang bill na yan.

That's true.... kung i-aaply ang bagong law regarding sa cityhood, only Tacloban and Ormoc Cities are qualified. As a matter of fact, more than half of the 118-member cities of LCP are not qualified to be cities kung ang bagong batas ang pagbabasehan.
And yes Calbayog is classified as a first-class city along with Tacloban and Ormoc kasi masyadong malaki ang IRA na nakukuha niya from the nat'l government, as a matter of fact, it has the biggest IRA share among the cities of E. Visayas because of it's size (land area). from what I know ang IRA shares kasi is computed based on 3 factors poplulation, land area (kasama ang mga bukid and idle lands) at yung tinatawag nilang equal sharing. Kaya umaabot ng ganun kalaki ang income ng Calbayog dahil sa IRA share niya,pero kung sa local income ang pagbabasehan hindi pa siya aabot ng 100M based on 2008 figures.

pero sana nga maging cities na talaga ang 3 capital towns within 10 years. so far for the past few years, malaki ang pinagbago ng Borongan, Catarman and Catbalogan. mas sumigla ang economic activities. kailangan lang siguro maging mas efficient ang local tax collection ng 3 towns na to para maabot ang 100M na income. tapos pag naabot na ang 100M na income, sunod na problema ai the population requirement. dito naman mahihirapan ang Borongan kasi kunti lang population namin at mababa ang rate ng pagtaas ng population dito. tinatamad gumaw ang mga tao dito.hehehe. joke! or could be because of out-migration.

Noted, ang income ng 1st class city ay excluded na nakukuha sa IRA.
Like Tacloban city and Ormoc City they're gaining on their income more than 500 million, take note, their said income were excluded from the IRA. When we say "Locally generating income", which means, they acquires it like from royalty taxes, business taxes, industrial income and the likes.

In line with the new administration's vision for a better Philippines, the organizers are constantly finding ways to promote Philippine tourism.
The 21st Philippine Travel Mart is the perfect venue for Filipinos to be aware of endless tourist attractions and destinations the country has to offer, Director Tiopes said.
To give guests a fun learning experience, there educational seminars are conducted for those who would like to know more about the travel industry. In addition, there will be a Tourism Quiz Bee which encourages friendly competition among its contestants as they find an engaging way to learn more about the Philippines.
A screening for the WOW Tour Guide contest is also scheduled to take place as part of the advocacy to groom destination guides around the Philippines.
The Philippines is also known for its unique and wonderful culture, thus to pay homage to this, by a Cultural Dance Competition was also scheduled. This is open to high school and college students who will perform traditional dances with a contemporary feel to it, allowing the audience to appreciate the fusion of the old and the modern.
Local fashion designers will showcase their talent by recreating the traditional baro't saya using untraditional and indigenous materials.
The most eye-catching booths at the PTM will be recognized at the event's Best Exhibit Display awards. (PIA 8)

Di naman siguro padi, di la kita maaram kun ano it ira plano. It ak pagkita well represented naman ang region, the Leyte island represented by Leyte Province and the Samar island is represented by Northern Samar Province. Siguro nga hindi lang nakahabol ang Calbayog City kay patrun naman ha ira buwas, tama ba ak? :lol:
Anyways, the next time they'll participate maybe all 6 provinces and 4 legitimates cities in the region will be represented. Siguro nga first time lang ata nag-join ang DOT-8 hini nga mga papreho na events. Let's be happy lang muna na at least somebody from our region are doing their homeworks satisfactorily. Let's appreciate their effort, may panahon guihap na maasenso kita nga tanan.

Noted, ang income ng 1st class city ay excluded na nakukuha sa IRA.
Like Tacloban city and Ormoc City they're gaining on their income more than 500 million, take note, their said income were excluded from the IRA. When we say "Locally generating income", which means, they acquires it like from royalty taxes, business taxes, industrial income and the likes.
when it comes to classifying cities in terms of income, IRA is included.

Sa palagay ko mga expansion yan sa taas for additional tables. Sabi ko nga papasok ako dyan kung tapos na sa taas. gusto ko doon kumain na nakaharap sa Sacred Heart Plaza. Isa lang naman kasi ang may ari ng building at ng francisee yung wealthy Santiago clan. Sa tingin ko nga yung building was originally designed for a 3-storey building kaya lang hindi pa tapos nag open na ang Mang Inasal.

Event shall include:

- Candidates: Carlos Celdran, NEDA people or Pagcor.
(Latter would be difficult to request but not impossible, I have client from Travellers, Inc from Genting Berhad, he may be interested, will propose if we are sure)
2. Progress updates of infra and realty updates across the country
- if this will push thru, 3min presentation will be ok from each region...
3. SSC Grand EB mixer/SSC Philippines Awarding or Raffle
- cocktails will be served

San Vicente municipality is a cluster of islands(Naranjo Islands)
situated in the Northwestern part of Samar Island... It is also a part of the Balicuatro Islands in Northern Samar together with Capul, San Antonio(Dalupiri), and Biri. Other Balicuatro towns in mainland Samar are Allen, San Isidro, Victoria and Lavezares.
It is the farthest municipality from the mainland Northern Samar. Dolphin-watching is also one of the attractions here.

Unspoiled white sand beach, newly discovered karst/caves, lush virgin forest with breathtaking waterfalls scattered all over Samar island, beautiful rocky mountain ranges and mystical rock formations. The island of Samar is really a best place to visit especially tourist are not yet flocking in here.

May isang isla jan na kulay pink ang beach at tinawag itong Pink Beach. Parehas ang quality ng sand sa Boracay except that the color is baby pink. Some people who visit their cant help but take an empty bottle of soft-drink and fill with the pink sand as a souvenir.

THE highlight of our—or any—trip to Guiuan was our visit (and subsequent overnight stay) on Calicoan Island, the “Sleeping Beauty of Eastern Samar.” And with good reason, as the island is blessed with long stretches of unspoiled white-sand beaches, crystal-clear blue waters, 20 isolated and romantic coves, six huge and unexplored saltwater lagoons, and nature trails inside tropical virgin forests (50 percent of the area). After paying an evening courtesy call to Vibina Jauacon at the town proper, my son Jandy and I made our way to the island via hired tricycle (P400), getting to the island, not by boat but via a short concrete causeway, then traversing a dirt and gravel road which runs the length of the island. Our home on the island was its best: the luxurious Surf Camp. This hideaway, reason enough to explore Calicoan, was developed by Cebu-based lawyer and pioneer developer Maning Go (who owns about 500 hectares of the island’s 1,600 hectares) and designed, with distinctive Asian-inspired lines (Thai, Balinese, Indonesian and Filipino), by Frenchman Nicolas Rambeau, owner and creator of the highly acclaimed high-end Pansukian Resort in Siargao (Surigao del Norte).
Here, we stayed in one of its seven well-appointed, spacious bungalows with its soaring rooflines, the beach just a few steps away. Each bungalow has a native feel, with its own deck and floor with alternating dark and light wood stripes. Modern amenities include air conditioning, compartmentalized bathroom with hot and cold shower, satellite TV, minibar and safety deposit box.
SULANGAN Beach—home of the Golden Cowrie
Come morning, after a hearty Filipino breakfast, we opted to burn calories by exploring the island on foot (for me still the best way), bringing along resort staffer Marcial Orocay as guide. From the resort, we cut across the 3-km width of the island, to the western side which faces the calm waters of Leyte Gulf, its 8-km long beach ideal for swimming, snorkeling, picnics and watching magnificent sunsets. The forest along the way is said to be home to mischievous monkeys, monitor lizards and colorful birds. Though we didn’t get to see any upclose, we did get to see a snake crossing our trail. Skirting the western coast, we visited Sulangan Beach, the habitat of the world-famous and rare Golden Cowrie (Conus gloriamaris) shell. These shells were being sold (at a whopping P1,500 per piece) at souvenir shops at nearby St. Anthony of Padua Church, also a notable pilgrimage site. With its schools of multicolored fish, Sulangan Beach is also an ideal site for scuba diving (other dive destinations include Pearl Island, Binabasalan Island and Baul Island). As with many of my explorations, I still missed out on many of the island’s isolated coves, limestone cliffs (tempting for rock climbers), alien abstract rock formations (great for camera buffs) and numerous, cathedral-like caves for spelunkers (the large Buro Cave is accessible during low tide) with stalactites along the seashore.
Tired, we made our way back to the resort and dipped our tired bodies at the resort’s inviting 300-sq-m saltwater infinity pool bordering the 3-km-long white ABCD Beach, the island’s prime surfing area. Verdant pandamus trees (locally called bariw) grow through the pool’s uniquely designed wooden deck, embracing it and providing cool shade, thus binding nature with design.
Here, we watched the surging, breathtaking surf (boasting perfectly shaped left or right reef breaks) as the island’s eastern side juts out to the rolling surf of the Pacific Ocean (its powerful swells tirelessly rolling in over the 10,000-meter Philippine Deep), making it a surfer’s paradise. The best surfing months, according to resort general manager Danilo Molina, are March, April and September to October, when southwesterly winds blow offshore, piling up incoming ocean swells and carving them into glassy shaped hollows. Surfboards are rented out for a small fee and beginner’s lessons can be provided, on request, by the resort staff. Surfers must wear booties as protection against the sharp rocks. Although the currents are strong here, the island offers opportunities for big game fishing along the “Tuna Highway,” the migratory route for tuna to Japan.
Also quite famished after such a long trek, we later indulged ourselves at the resort’s restaurant, which offers international and Filipino cuisine, including seafood such as freshly caught, fleshy, sweet and delicious lobster, prawns, scallops, abalone, crabs and fish. After a filling lunch, we packed up our gear, checked out, thanked the resort staff and hired a tricycle to bring us back to the bus station at Guiuan town proper for our trip back to Tacloban City. Along the way, we made a brief stopover at Calicoan Island Ocean Villas, another of Maning Go’s development projects. Go enlisted the multiawarded architectural firm of Francisco “Bobby” Mañosa to prepare the island’s master plan. He envisions a zoning development where visitors can make nature treks to large areas of the island without encountering any bar, souvenir shop or billboard, thus offering more natural attractions and leisure activities with less of the hustle of the better-known Boracay.
With continued but controlled growth, may it stay that way, making Calicoan truly a diamond in the rough.

TACLOBAN CITY - Tourism stakeholders in Eastern Visayas have identified nine infrastructure projects costing a total of P845.42 million that are key to developing their industry.
Karina Rosa S. Tiopes, regional director of the Department of Tourism, told journalists here that the list will be endorsed to the central offices of the departments of Tourism, Transportation and Communication, and Public Works and Highways. "This was the output of workshops held last year by the regional tourism coordinating committee, GTZ (German international cooperation group Deutsche Gesellschaft fur Technische Zusammenarbeit), Department of Trade and Industry, local government units and the private sector," she said.
Of the nine projects, rehabilitation of the 37-kilometer road from Quinapondan to Guiuan in Eastern Samar has the highest cost at P740 million. The road leads to Calicoan Island, a surfing site.
The list also includes the P100-million concrete paving of the five-kilometer road to the jump-off point to Biri rock formation in Northern Samar; P2.27-million mini jetty ports for tours to Sohoton Cave and Natural Bridge in Basey, Samar; P800,000 for a visitor reception and rest center at Lake Danao, Ormoc City; a P450,000 rest area at Mainit Hot Spring in Caibiran, Biliran; a P300,000 viewing deck in the mangrove of Baybay, Leyte; and P160,000 for visitor reception centers for Sogod Bay dive tours in Southern Leyte. Mayor to fight for Borongan cityhood in Supreme Court
BORONGAN, Eastern Samar – Mayor Fe Abunda, Mayor of the municipality of Borongan, Eastern Samar decided to fight for the retention of its city hood after filing a motion of reconsideration at the Supreme Court with Vice Mayor Fidel Anacta.
The first thing that the mayor did when she arrived from Manila was to immediately called a meeting that was attended by all elected officials and heads in the municipality and asked each of them what is their decision. All the officials and heads had given their commitment to pursue the battle.
According to Mrs. Nida Dela Cruz, municipality local government operation officer,” all of us had committed to fight against being reverted as a municipality.
She also said that the mayor really has the potential of a good leadership and she is doing it by example because as early as 4 a.m. she will already rove around the town to inspect and monitor the cleanliness of the surroundings every barangay, monitor the taxes strictly, and other important concerns in town.
Following are some of the improvised projects that Mayor Abunda has done to Borongan, Eastern Samar: establishing the offices in the municipal hall, the beautification of the town plaza, and the newly painted arch which she can still remember from her childhood days the last time she saw that arch in a pleasant look.
As suggested by Mayor Abunda, to minimize the expenses of the municipality, the human resources were the employees and helpful Boronganon who heartily helped the projects.
Dela Cruz added that the mayor continues to take on giant steps to improve all matter in Borongan such as monitoring the income of the municipality daily, the task forces that were created by Mayor Abunda in Terminal Station to take in charge for the peace and organized operation assigned to Leonaldo Ador, operation officer in terminal station. While the City Administrator Jose Ivan Diane Agda was the head of the task force in finance.
Moreover, Mayor Fe Abunda will fly back to Manila hopefully this coming September 14 Tuesday together with the other 16 cities reverted to municipalities to fight for the motion of reconsideration of the municipalities involved. (IVY LOMBENDENCIO, LNU Intern)

Rev. Fr. Cesar D. Aculan, director of the Social Action Center (SAC) of the Diocese of Calbayog, said the amount is part of the $434-million compact program for the Philippines for fiscal year 2010-2014 as approved by the Millennium Challenge Corp. (MCC) Board of Directors last August 5, 2010 in the United States.
"The scope of the MCC funding is the reconstruction and major rehabilitation of 180-kilometer roads from Barangay Buray, Paranas, Samar to Taft, Eastern Samar. Minor rehabilitation of 40-kilometer roads will also be implemented," Fr. Aculan said, adding that the project will be implemented before the year ends.
Fr. Aculan said the amount will also be used to fund for the repair of 42 bridges and replacement of 17 bridges along the Buray-Taft road section.
"The Samar road activity aims to save travel time from Borongan, Eastern Samar to the Buray intersection. It will also lower vehicle operating costs," Fr. Aculan told Leyte Samar Daily Express.
Aside from the SNRDP, the compact grant will also fund the Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) with an estimated cost of $120 million and the Revenue Administration Reform Project (RARP) at $54.3 million. Program monitoring and oversight and monitoring and evaluation will cost $45.17 million.
"Eastern Visayas, particularly the provinces of Samar, Leyte and Biliran will also be included in the KALAHI-CIDSS project that would grant for livelihood activities and the construction, repair and improvement and upgrading of small-scale rural infrastructure sub-projects identified by the community," Fr. Aculan said.
He added that the project is similar to the World Bank-funded anti-poverty program and would be implemented over a four-year period, including one year of social preparation training for communities among 60 eligible municipalities in the region.
Meanwhile, Fr. Aculan hopes the compact projects would start its implementation after the composition of the MCA-Philippines would be finalized before yearend.
"The MCA Philippines will serve as the designated accountable entity or central point of contract for the projects to be financed under the countrys compact. It will also serve as the single point of contact on behalf of the Philippine government during the implementation of the program for MCC, other donors, contractors and consultants as well as the general citizenry," Fr. Aculan said.
It was learned that the Philippines has received threshold assistance of some $21 million since 2006. Having shown above-median performance in fighting corruption and on at least half of the indicators in three policy categories: ruling justly, investing in people and economic freedom, the Philippines was named eligible for compact assistance for poverty reduction and economic growth.

an Kalahi-CIDSS nagstart han iya implementation han project way back 2003 , with its pilot municipality ha Sulat, Eastern Samar as phase 1,,then Phase 2, with additional municipality ha Eastern Samar and Samar Province ..Phase 3 and 4 commencing all provinces of Eastern Visayas except Southern Leyte..
Kalahi-CIDSS II will probably start this year or maybe 1st quarter of next year and this will be a much bigger project than the previous one..

Gaisano is coming to town
It's official, Gaisano is set to build a mall in Calbayog. The City Mayor said this during a presscon earlier today. Negotiations are still ongoing though. On top of the things to do would be the completion of the Market and Bus Terminal Complex in Barangay Bagacay and the transfer of the present stall holders at the old Public market.

TACLOBAN CITY - The Department of Tourism regional office here has listed cultural, historical and heritage sites in Eastern Visayas that badly need funding support to preserve its value.
Tourism regional director Karina Rosa S. Tiopes expressed concern over deteriorating conditions of these sites, which have been not prioritized for maintenance and development.
"We were asked by our central office to come up with priority list of historical and heritage sites so that when there are financial assistance available, we can immediately present the list," Tiopes told Leyte Samar Daily Express.
The official said that the major requirements for the sites in the priority list are rehabilitation and physical improvement.
"The curiosity of visitors are there but their experience during the tour in these significant places is not pleasant," she added.
First in the list is the Sto. Shrine in this city, which houses priceless art objects mostly owned by the Marcos family. It was observed that the property has not been highly maintained after the take over by the Presidential Commission on Good Government.
The tourism regional chief explained that the physical conditions of 11 World War II engagement sites and Japanese memorial shrines located in different towns of Leyte are now worsening despite interests of Japanese to tour the place.
"There is also a need to train local guides who can tell the story of the bravery of soldiers and civilians who fought during the war," the proposal stated.
Another site is the Capul Church and Capul Lighthouse in Capul, Northern Samar. The island town was part of the route of the Acapulco Trade being the first entry point for ships plying the route where sailors could purchase food and precious water and repairs to their ships.
The towns church still houses Spanish cannon and fort, which serves as islanders place of refuge during the Moro raids.
"The lighthouse, which needs restoration, is significant in tourism because from there, one can get a breathtaking view of San Bernardino as well as wide panoramic, unsullied white beaches," the proposal explained.
The famous Balangiga Encounter Site in Balangiga, Eastern Samar also needs some improvement especially of their public park where the mural is located. In 1901, Filipino patriots of the town made a surprise attack on American soldiers.
Also in the list is the Malitbog Church , Escaño Ancestral Home, and Escaño Mausoleum in Malitbog, Southern Leyte . The Church, which is one of few remaining Spanish old stone churches in Region 8, showcases the architecture of 1900s.
The Escaño Ancestral Home in Malitbog was constructed in the late 19th century following the colonial type of structure. It used to house 300 clan members during special occasions.
Tourism stakeholders also listed the 17th century Basey Church in Basey, Samar . It was the venue of public gatherings and stage plays during the Japanese occupation. The Buscada Graveyard Chapel of the town was also built circa 17th century. It is the only existing Graveyard Church following the tradition of European churches.
"Developing the site is significant because it is the jump off point to other significant tourism sites in the town like the Sohoton and Rawis Caves ," Tiopes said.
The tourism official lamented that there has been no major development projects implemented in those sites because of its historical and cultural value, which can draw tourists. (Sarwell Q. Meniano)

CATBALOGAN, SAMAR -- A $214.44-million grant from the Millennium Challenge Account will be used to fund the Secondary National Roads Development Project in Samar, Fr. Cesar D. Aculan, a member of the MCA-Philippines Board of Trustees, told journalists here.
He said the amount is part of the $434-million compact program for the Philippines for fiscal year 2010-2014 approved by the US-based Millennium Challenge Corp. board of directors last month. The project involves reconstruction of 180 kilometers of roads from Barangay Buray, Paranas, Samar to Taft, Eastern Samar, rehabilitation of 40 kilometers of roads, as well as repair of 42 bridges and replacement of 17 bridges along the Buray-Taft road.

I think the target date of completion for the two projects is last quarter of this year. So probably. Gaisano will start construction on the first quarter of next year. According to my source the construction period for the mall will be approximately eight months.

Getting There

The surrounding waters are some of the most abundant in natural resources anywhere. Big gamefish such as tuna, marlin, swordfish and mahi-mahi are caught regularly in the waters between Calicoan and Sulu-an island. Large mangrove crabs can be found on the island’s northern tip. Lobsters are known to be caught off the waters of Ngolos Beach, right in front of the Ocean Villas!
In the calmer waters of the Leyte Gulf, sea cucumbers, sea grapes, and tropical reef fish abound. A pearl and giant clam farm is nearby.
History
In 1521, the Portuguese explorer Ferdinand Magellan first made landfall in nearby Homonhon island when he discovered the Philippines for Spain. The island’s strategic location and bountiful resources made it a major staging area for American forces during the second world war.
Close to 100,000 U.S servicement were assigned in Calicoan and its surrounding areas. In October 1944, hundreds of U.S and Japanese warships clashed off the shores of Calicoan in what became known as the Battle of Leyte Gulf, the largest naval engagement in world history.
Geography
The municipality of Guiuan is located at the southernmost tip of Samar Island. It is bounded on the north by the municipality of Mercedes, on the east by the Pacific Ocean, on the south by the Surigao Strait, on the west by the Leyte Gulf. Clustered around the municipality are numerous islands and islet, like Tibabao, Calicoan, Sulangan, Homonhon and Suluan.
Guiuan is 109 kilometers south of Borongan and 154 kilometers from Tacloban. It has a total land area of 175.49 square kilometers. It is composed of sixty (60) barangays and the only town in the province with the biggest number of island barangays.
Demography
Guiuan recorded a total population of 38,694 in 2000, the second largest population in Eastern Samar with the highest population density of 220 persons per sq. km. among the twenty-three (23) municipalities. Majority or 97.7% of the Guiuananons speak the “waray” dialect. Less than 3% speak Cebuano, Tagalog, Boholano. A large percentage though can converse in the English language.
Socio-economic Activities
Being a fishing community and the only municipality with the most number of island barangays, the town is rich in fishery and aquatic resources. It is considered by the fisheries authority as the best fishing belt in the region. The coastal waters offer almost all species of marine life: euchuema, abalone, ornamental fish, lobster and the Golden Cowry (known for its extraordinary golden sheen). They also offer delicacies, shell craft products as well as fresh processed marine products.
Existing land use indicated a predominance of agriculture use which covers 38.2% of the total land area. Most of the agricultural land are dominantly planted with coconut trees.
Other major crops include vegetables, root crops, palay, corn, banana, and other fruit trees, coffee and pineapple.
The municipality is likewise rich in miniral resources. It has an estimated mineral reserve of bauxite, nickel and titaferous magnitie of more that 26.7 million metric tons.
Facilities
Guiuan’s airport has a 2.8 km runway which could service light private planes, chartered cargo and military planes.
It also has a municipal and national seaport throughout the year.
Telephone companies operating in the municipalities include TELECOM, Globelines and Bayantel. Smart and Globe cellular phone companies are also operational.
In 2004, Eastern Samar Electric Cooperative (ESAMELCO) was able to energize Guiuan, Calicoan Island up to Sulangan covering 37 out of 60 barangays. Island barangays are served with electricity through generator sets either privately-owned or operated by the barangay council.
Adventure Spots
Calicoan Island boast of miles of white sand beaches. With powerful swells rolling in from the Pacific over the 10,000 meters Philippine Deep. Calicoan is a surfer’s paradise. The season for the best waves is generally from October to March.
In the middle of the island are six lagoons ringed by forest, the largest being 30 hectares in size. At the Cliffside margin of Calicoan’s forest are dozens of caves.
On the northern tip of Calicoan are wetlands like Everglades, teeming with fish, shrimps and crabs.
The rich diversity of the area is evident when one sees the exotic species being sold. The surrounding waters support several marine based industries such as fish, seaweeds and pearl farming.

CALICOAN ISLAND, Guiuan, Eastern Samar -- The holding of the 4th leg of the Philippine Surfing Championship Circuit has given a boost to the efforts of this island to promote itself as a surfing paradise.
Some 64 surfing enthusiasts from different parts of the country are vying for honors in surfing competition, which started on October 18 and will end on Saturday. The competition also brought in scores of local and foreign visitors.
The island, with its good waves and white-sand beaches, also served as the venue of last year's first surfing competition in Eastern Visayas, which was held through the initiative of the Philippine Surfing Federation (PSF).
"This is the second time that we are holding the competition here in Guiuan," said Zeny Pallugna, PSF secretary general and event organizer.
But Pallugna stressed that the ongoing event here is a locally organized one. The PSF just provided the technical staff and the judges and tabulators, and handled invitations to competitors.
Beyond helping the local government in staging the competition, the PSF is also promoting the island as a venue for international events.
The PSF, which is headed by Representative Prospero Pichay, has started talks with the Association of Surfing Professionals in Queensland, Australia regarding the possible holding of an international surfing competition in Calicoan Island, Pallugna said.
"I was tasked to take photos here (and) to make a report about Guiuan because we are recommending Guiuan to hold an international event in the near future," she added.
Calicoan is said to have two kinds of waves, the right-hander and the left-hander, meaning that surfers can move in to ride a wave either from the left or right side.
Joseph Olinduaso, the contest director, who has been surfing for 17 years now, said that the waves in Calicoan have their own character.
Even if the wave is already big, it is "still friendly to the surfers," he said. "They (surfers) can still make certain kinds of maneuvers that the judges are looking for in the competition," he added in Filipino.
According to Olindauso, the waves here are good for those who are already skilled surfers as well as for beginners, "unlike the waves of Siargao and Catanduanes that only those with a high level of skill could surf."
Among the contestants in the ongoing competition is Dodo Espejon, the winner of the 2005 surfing finals, who is poised to again show his skill in riding the waves.
The surfing competition in Calicoan Island last year lured a young boy into trying to ride the waves. Now, 13-year-old Dangie Lace, who hails from Sulangan, an islet next to Calicoan, is the first and only contestant from Guiuan.

Domingo says Calicoan island soon to become “Boracay in the Pacific”

TACLOBAN CITY – Presidential Assistant for eastern Visayas Victor Domingo said many businessmen have already expressed their interest in putting up investments in the island resort of Calicoan in Guiuan, Eastern Samar.
With the increasing number of potential investors, Domingo said Calicoan Island would soon become the “Boracay in the Pacific.”
“Tourists are coming in by the hundreds and thousands to Cebu, Bohol and Palawan. Some are leapfrogging to Ormoc City because of its golf course and many are coming to Calicoan Island because of surfing. Hopefully Calicoan will be the next Boracay in the Pacific,” Domingo told Leyte Samar Daily Express.
“Boracay people are coming to Calicoan and they like the place. I had a talk with them in Manila and they are interested in putting up resorts and hotels. These people are keen on offering their clients a three-in-one package where they can go to Palawan, Boracay and Calicoan. Calicoan is a sought-after island because of the Pacific waves ideal for surfing which Palawan and Boracay do no have,” Domingo said.
Domingo added that the local government of Guiuan is now readying things for the land financing and other improvements and development of the entire area.
Also, with the development of the Guiuan Airport, Domingo is hopeful that it will spur tourism activity in Calicoan Island.
“Unlike Boracay and some resorts in Palawan which are very far form the airport, Calicoan is only 20 minutes from the Guiuan Airport,” Domingo said.
It was learned that the national government has already earmarked some Php 25 million for the historic airport’s rehabilitation that will include the construction of a perimeter fence, terminal building and asphalt overlay of its 7, 000-feet runway.
Also, the Department of Budget and Management (DBM) has allotted Php 10 million for the initial rehabilitation of the airport, which used to be one of the major American airbases during World War II in the Pacific.
Next year, another Php 15 million will be shelled out by the national government for additional improvements of the airport.
Domingo, meanwhile, explained that the road development and installation of a water system in Calicoan Island would be shouldered by the local government unit in Guiuan.
In another development, the regional presidential assistant underscored the importance of continued tourism development in the region as a contributory factor to the national government’s visualization of a tourist haven Central Philippines super region.
“I’m sure that if they (tourists) discover the beautiful spots in Samar and Leyte hindi tayo matatalo. Sa dive spots we have undiscovered dive spots in the region which are hardly known to foreigners,” Domingo stressed.
Recently, the department of Tourism (DOT) has identified several dive spots in San Francisco, San Juan, Padre Burgos and Limasawa Island in Southern Leyte. Underwater terrains have also been identified in Marabut, Samar; Guiuan, Eastern Samar and Tabango and Tolosa in Leyte.
“People will ultimately get tired of Cebu, Bohol and other tourist destinations in Visayas. Somehow we can drum up our promotions of Eastern Visayas as an alternative tourist destination,” Domingo said.
Already, the local chief executives in Samar Island have grouped together to promote the island as one tourist destination using Calicoan as its entry point.
Calbayog City Mayor Mel Senen Sarmiento said the “one Samar, one island” is a tourism package that will package the entire island as one tourist destination.
Sarmiento added that the same strategy has been employed by Palawan, Bohol and Cebu where they package their islands as one tourist destination.

THAT A top-class resort exists at all in the town of Guiuan at the southern tip of Eastern Samar causes many a raised eyebrow.
Guiuan, after all, is not exactly at the top of the list of favorite destinations of business and leisure travelers. The distinction still belongs to such cities as Baguio in the north, Cebu in the Visayas and Davao in Mindanao.
Lawyer Manuel Go of Cebu, however, firmly believes that it will only be a matter of time before the secrets of this quiet, laid back second class municipality are revealed and it gets its fair share of visitors.
This explains why he and some partners decided to invest in the multi-million The Surf Camp on Guian’s Calicoan Island, which is bounded on the east by the Pacific Ocean and Leyte Gulf on the west.

Among the first visitors of The Surf Camp are honeymooners from Korea who are only too happy to take either the commercial flight to Tacloban and then the two-hour shuttle service to Calicoan or The Surf Camp’s private plane from Cebu to the Guiuan airport, which once saw the landing of bombers during World War II.
These days, The Surf camp is hosting more company outings and reeling in an increasing number of corporate travelers yearning for a break from their routine.
It is this anticipation of more travelers going to the Surf Camp and Guiuan that prompted Smart Communications Inc. to invest in the upgrade of the telecommunications system in the area so that visitors would still be able to stay in touch with their office or families through their mobile phone or laptops.

Interested schools that would like to participate in the 2011 National Search for Sustainable and Eco-friendly Schools may start submitting their school’s documentation of its eco-friendly program, according to the Department of Environment and Natural Resources (DENR).
According to DENR Secretary Ramon J.P. Paje, the eco-friendly schools program launched last 2009 generated positive responses from the schools and this paved the way for the next wave of the competition in 2011.
“We intended to have the awarding of the search next year instead of this year to allow schools more time to prepare and to enhance their existing eco-friendly programs. We are hoping to encourage more schools to participate and take part in heightening environmental awareness among our youth,” Paje said.
The nationwide contest dubbed, “2011 National Search for Sustainable and Eco-Friendly Schools,” is a direct response to Republic Act No. 9512 also known as the Environmental Awareness and Education Act of 2008. It is also the Philippine initiative in support to the ASEAN Environmental Education Action Plan (2008-2012).
The contest was also organized to highlight achievement of schools that are committed in implementing various environmental programs. Open to all elementary, high school and tertiary school levels, both public and private, the activity aims to encourage schools and academic institutions to become more actively involved in environmental issues at a practical and local level. It also aims to develop skills and understanding among students, faculty and school administrators to initiate active responses and increase community awareness and involvement on environmental concerns.
Last year, a total of nine schools were declared as national champs for the 2009 National Search for Sustainable and Eco-Friendly Schools. These are the following: (Elementary Category) First prize - Peñablanca East Central School, Aggugaddan-Malibabag, Peñablanca, Cagayan; Second prize - North Central Elementary School, Bonuan Gueset, Dagupan City, Pangasinan; and Third prize - Badas Elementary School, Badas, Placer, Surigao del Norte.
For the high school category, the winners are: First place - La Castellana National High School, La Castellana, Negros Occidental; Second place - Camarines Sur National High School, Naga City, Camarines Sur; and Third place- Daniel R. Aguinaldo National High School, Matina, Davao City.
For the college category, the winners are: First place – Palawan State University, Puerto Princesa City, Palawan; Second place – Visayas State University, Baybay, Leyte; and Third place – Catanduanes State Colleges, Virac, Catanduanes.
The national search is a joint activity of the DENR through the Environmental Management Bureau (EMB), the Department of Education (DepEd), Commission on Higher Education (CHED) and Smart Communications.
Smart Communications joins the activity as part of its own environment advocacy for schools. “We are happy to partner again with the DENR and other agencies for this nationwide search. This activity will encourage schools to promote environmental consciousness among the youth,” said Ramon Isberto, Smart Public Affairs Head.
Participating schools must submit entries in three (3) hard copies to respective DepEd Division Offices for elementary and high school categories, and to EMB Regional Offices for the higher education category. The minimum requirement for judging will be the hard copies. Entries can likewise be submitted online in JPEG format with a resolution of 300 dots per inch (dpi), a minimum size of 1536 x 2048 pixels, and a maximum file size of 1MB. Entries may be emailed to ecofriendlyschools@gmail.com. The top entry per category for every region will be forwarded to the EMB Central Office for national judging.
For elementary and high school categories, entries should be submitted directly to their respective DepEd Division Offices. On the other hand, for the college category, entries should be submitted to the nearest EMB Regional Office. The deadline for the submission of entries is on April 29, 2011.
School entries should revolve around the theme "Sustainable and Eco-friendly Initiatives.” Participating schools should include a brief description of the Project.
Entries will be rated according to the following: Environment-related Aspects of the School’s Policy (20 pts); Environment-friendly School Operations and Presence of Environmental Programs (30 pts); Environment-related Features of the School Curriculum (30 pts); Presence of Vibrant Eco Organizations in Campus (10 pts); and Presence of Partners and Linkages in Environment Programs/Projects (10 pts). Only one entry per school will be accepted.
For the national level, prizes include, College, High School and Elementary: P50,000 - 1st Prize; P40,000 - 2nd Prize; P30,000 - 3rd Prize and plaques of recognition. For the regional level, a certificate of recognition and a prize of in cheque of P10,000 will be given to regional winners for each category.
All winning entries for each of the three categories, together with selected entries will be displayed during the national awarding ceremonies in November 2011, coinciding with the National Environmental Awareness Month celebration.

Caluwayan Beach Resort to expand next year
MARABUT, Samar - The Caluwayan Palm Island Beach Resort in this town will expand its facility next year to attract more gatherings in the area, the propertys manager said.
Zenaida P. Consimino, manager of the family-run business, claimed that the ambience of the resort is perfect for meetings but it is hampered by the absence of facilities such as function hall with apartments for seminars and conferences.
"This place has drawn many visitors especially during weekend after we built a pool. Foreigners like this place because of serenity while locals came to experience recreation," claimed Consimino, a native of Caluwayan village.
She added that conference hall will initially require about P3 million. "We have to put a lot (of investment) and build a name." The family is also considering setting up water bungalows.
The resort was opened in 2005 and it has been a venue of various special occasions. The three-hectare property offers possibilities for island hopping, rock climbing, other aqua-sports activities and sightseeing.
"The idea of setting up a resort started when our friends love to visit in our place because its very relaxing," she added.
The rock formations visible along Marabut shores has driven investors to buy properties in the area and set up a resort but only the property owned by the Consiminos is accredited by the Department of Tourisms so far.
The resort is called "palm island" because it is flanked with rivers dotted with coconut trees.
Among the amenities in Caluwayan are bistro bar lounge, grill house, beach cottage, boat rental, shower house, and infinity pool. To accommodate the guests overnight, the resort has two open cottages and four beach villas. Room rates varies from P1,000 to P4,000.
The property surrounded by a breathtaking view of towering rock islands and islets with secluded coves and coral gardens.
Consimino said that the place is ideal for scuba diving, snorkeling, sea kayaking, sailing, and swimming.
For an entrance fee of only P20, one can enjoy sun-bathing or simply lazing on the beach enjoying the view of the beautiful seascape.
The resort can be reached by car - 45 minutes drive from Tacloban City, passing through the famous San Juanico Bridge that connects Leyte and Samar; and the ancient town Basey, which is famous for its unique cave and mats.
The resort can also be reached directly by boat from Tacloban City port area.
Tourism industry in Marabut town boomed about 10 years ago after an international hard sports competition and expedition was held in the town. Since then, the municipality continued to welcome tourists from different parts of the country and around the world. (Sarwell Q. Meniano)

The German Embassy in Manila recently granted the natural resources-endowed municipality of Calbiga in Samar Island funds for ecotourism promotion and as a source of livelihood for locals.
In a statement, the German Embassy said the P500,000 fund granted Calbiga is part of its Ecotourism Site Enhancement Project aimed to particularly improve a trail that would make the route to Lulugayan Falls in barangay Literon more accessible.
Although hundreds of waterfalls cascade down the 14-kilometer rapids from the source at Lake Kalidongan down to Calbiga River, the most majestic and panoramic of these is Lulugayan Falls.
Approximately fifty meters wide, Lulugayan Falls has been dubbed by tourists as a mini-Niagara.
Representatives of Calbiga municipality, led by Mayor Melchor Nacario, visited the German Embassy in Manila for the contract signing.
Ralph Timmermann, Deputy Head of Mission of the German Embassy, released the grant to Nacario.
"Small-scale projects are local initiatives funded by the German Embassy and implemented through non-profit entities. Through quick and direct assistance, the projects aim to directly improve the quality of life of the poorest sectors of society," Timmermann said.
Calbiga is truly one of Samar Island and the countrys richest areas in terms of natural resources. Other than the majestic Lulugayan Falls, one may also find there the caves of Langun-Gobingob.
Found in Bgy. Panayuran, the caves are the largest cave system in the Philippines. Seven kilometers long and with an area of 900 square kilometers, the Langun- Gobingob caves is also reputedly the second largest cave system in the Asian region and is the third largest karst formation in the world. Karst is a type of landscape formed by soluble rocks, including limestone and dolomite, dissolved over the centuries.
There, too, in Bgy. Literon is Kalidongan lake, a crater-like body of water nearly 100 meters in diameter lined with clean white limestone, with clear, fresh water flowing down the rapids and on to Calbiga River and Maqueda Bay.
Calbiga River is the towns lifeline, serving as source of water and transport byway to Calbigas 17 barangays. Maqueda Bay and mangrove forests, meanwhile, are the most copious spawning grounds in EasternVisayas for aquamarine resources, including crustaceans and is a pillar of Samar Islands economy.
Meanwhile, another huge caves system in Calbiga town is Kanyawa Caves in Brgy. Caamlongan explored recently by French and Italian spelunkers. Kanyawa is comprised of fifteen galleries of distinctive features and underground rivers, with numerous stalactites and stalagmites.

DoT pushes restoration of historical sites in EV
TACLOBAN CITY - The Department of Tourism regional office here has listed cultural, historical and heritage sites in Eastern Visayas that badly need funding support to preserve its value.
Tourism regional director Karina Rosa S. Tiopes expressed concern over deteriorating conditions of these sites, which have been not prioritized for maintenance and development.
"We were asked by our central office to come up with priority list of historical and heritage sites so that when there are financial assistance available, we can immediately present the list," Tiopes told Leyte Samar Daily Express.
The official said that the major requirements for the sites in the priority list are rehabilitation and physical improvement.
"The curiosity of visitors are there but their experience during the tour in these significant places is not pleasant," she added.
First in the list is the Sto. Shrine in this city, which houses priceless art objects mostly owned by the Marcos family. It was observed that the property has not been highly maintained after the take over by the Presidential Commission on Good Government.
The tourism regional chief explained that the physical conditions of 11 World War II engagement sites and Japanese memorial shrines located in different towns of Leyte are now worsening despite interests of Japanese to tour the place.
"There is also a need to train local guides who can tell the story of the bravery of soldiers and civilians who fought during the war," the proposal stated.
Another site is the Capul Church and Capul Lighthouse in Capul, Northern Samar. The island town was part of the route of the Acapulco Trade being the first entry point for ships plying the route where sailors could purchase food and precious water and repairs to their ships.
The towns church still houses Spanish cannon and fort, which serves as islanders place of refuge during the Moro raids.
"The lighthouse, which needs restoration, is significant in tourism because from there, one can get a breathtaking view of San Bernardino as well as wide panoramic, unsullied white beaches," the proposal explained.
The famous Balangiga Encounter Site in Balangiga, Eastern Samar also needs some improvement especially of their public park where the mural is located. In 1901, Filipino patriots of the town made a surprise attack on American soldiers.
Also in the list is the Malitbog Church , Escaño Ancestral Home, and Escaño Mausoleum in Malitbog, Southern Leyte . The Church, which is one of few remaining Spanish old stone churches in Region 8, showcases the architecture of 1900s.
The Escaño Ancestral Home in Malitbog was constructed in the late 19th century following the colonial type of structure. It used to house 300 clan members during special occasions.
Tourism stakeholders also listed the 17th century Basey Church in Basey, Samar . It was the venue of public gatherings and stage plays during the Japanese occupation. The Buscada Graveyard Chapel of the town was also built circa 17th century. It is the only existing Graveyard Church following the tradition of European churches.
"Developing the site is significant because it is the jump off point to other significant tourism sites in the town like the Sohoton and Rawis Caves ," Tiopes said.
The tourism official lamented that there has been no major development projects implemented in those sites because of its historical and cultural value, which can draw tourists. (Sarwell Q. Meniano)
