guys question lang i was just amaze regarding ur place...its so cool and unique...pano ba pumunta sa kabilang dako ng part ng calbayog kung may run way na naghahati dito?i mean bawal naman gamitin ng mga motorista ang daanan ng eroplano at tsaka dinaman pwede lagyan ng brigde..hehe..ty..

Mukhang pedicabs and trikes ang pinaka main na mode of transportation sa calbayog. Minsan lang ako nakakakita ng mga jeeps pag pumupunta ako dun.

Diba sa borongan wala nang pedicabs

Mahirap nang mawala ang PD Cab ngayon sa Calbayog, Catbalogan at Catarman kasi malaking voting block na sila pagdating sa election. So walang politico na nangangahas na magpropose na iabolish ang PD Cab as a means of transportation sa 3 urban centers na yan. Sa Catarman there are more or less 2,000 units operating in UEP, Catarman and Dalakit and it would easily translate into 4,000 votes during election. Yung UEP-Catarmn route nga may investor na noon ng 50 units of Multi-cab 10 years ago to replace tricycle pero nag threaten ang CATODA to withdraw support from the then incumbent Mayor kaya di natuloy yung investor. Buti na lang sa Borongan naagapan nila nung hindi pa gaanong dumadami ang PD cabs

Ha ha ha! qailord saan mo nakuha to? Hindi ito sa Catarman definitely. Nag isip ako nang matagal kung saan lugar maaari ito sa Northern Samar and I concluded this is the Municipality of Gamay. the 2 bridges are not far from each orther. Wheres yung sa 2nd Bridge ng Catarman ay medyo malayo. Sa Diversion road kasi yun at walang kabahayan sa tabi ng ilog. Yung dalawang campuses sa tabing dagat ay Gamay District Hospital sa kaliwa at Gamay National High School sa kanan. Accross the river on the first bridge is GALA Vocational School. Anyway thanks for posting the aerial view of my hometown.

Sabagay may tama ka. Una walang nagagawang pollution ang PD Cab. Mas maraming low-income bracket ang nakikinabang kasi mas mura at madali i maintain ang PD kesa Trike. Kailangan lang disiplina at masugid na pagbabantay ng traffic enforcers.

Dito seguro sa Catarman ang pinaka costly kasi P5 na ang singil kahit P3.00 lang ang approved. Pag pupunta ka ng Kapitolyo galing downtown dalawang sakayan. Una sakay ka PD cab papuntang Terminal P5.00, tapos Sasakay ka ng tricycle papuntang Dalakit P10.00 singil so mga P15 ang magiging gasto mo sa one way pa lang. Ganun din kung papunta ka ng UEP

Oo nga noh! Anong ginawa ng mga Sports Leaders and coaches nila? probably they did not do their homework. Traditionally in almost every sports meet, kung hindi man nag chachampion ang host team, at least naiimprove ang standing Katulad sa SEA Games. Dapat hindi kulelat maraming advantages ang host team isa na doon yung moral support ng spectators na mga kababayan. Northern Samar was champion in 2008 when it hosted. UEP did it also this year in the SCUAA.

^^ basta mga ganyang driver, matitigas talaga mga ulo niyan,... mahirap yan paalisin,... in the case of Tacloban,... mayroon paring mga pedicabs (perhaps not that much) pero not in the business centers or downtown area and also in the Highways nasa malayong area lang meron, Limited masyado route nila so at least nakokontrol yung traffic and thanks to the TOMECO kasi hinuhuli talaga nila yung mga lumalabag :okay: matitigas kasi yung mga ulo eh... what you can see in the downtown area are Trikes,... while jeeps, bus, multicabs and Taxis are everywhere... what you need in Calbayog is traffic plan and management also strict rules... para madisiplina yung mga yan.... nakakapag drive nga sila w/o license at yung ibang pedicab number gawa-gawa lang nila... that's why inaksyonan yan sa Tacloban...

^^ 30 unit's po, and they scatter all around kaya mukhang maliit lang... some of them are having "pakyawan" to different points of the Region specially from the airport,... you can see most Taxi's at the 1.airport , 2.RPT, 3.Downtown...

^^ 30 unit's po, and they scatter all around kaya mukhang maliit lang... some of them are having "pakyawan" to different points of the Region specially from the airport,... you can see most Taxi's at the 1.airport , 2.RPT, 3.Downtown...

pwedeng pakyawin papuntang catbalogan/catarman.. once may nakita akong taxi dito sa calbayog.

It's SOUTHSTARDRUG. They will be opening a branch same as Mercury Drug-Magsaysay may grocery. It will be a three storey building. 3rd floor will be occupied by the Ayong Family the owner of the lot and the house that will be replaced by this building.

Aside from the advertisement in the Souvenir Program for Calbayog City Fiesta 2010, that says "SOON To OPEN MCDONALD'S Calbayog"" (located in the same page as that of the Rural bank of Gandara), as of this time there are no signs for its immediate opening.

I've been to Ormoc many times for business purpose and have stayed at Don Felipe Hotel, Sabin Beach Resort and the former Day's Hotel and I've also stayed in Calbayog for 3 years also for business. In my own observation, it seems that Ormoc has an edge on high-end tourist market(foreign tourists) than Calbayog.
just my big question and curiosity. . . is Calbayog really ready for high-end tourism?

The take off run needed for an airbus a319(at sea level) is 1,950 m (6,400 ft) and for an a320(at sea level) it needs 2,090 m (6,860 ft), while the current Catarman airport runway length is only 1,350m (4,429ft). which would mean that currently hindi pa pwede. same with calbayog airport which has a 1,650m (5,415ft) runway lenght.

Actually pud nang magland ang A319 and 320 sa Calbayog with that length kaya lang not on a fully loaded flight. However, the problem there would be profitability. Malulugi ang airline. So they would rather prefer using turbo props.

thats good news!:banana:: but how about taking off? plus the aircraft has an obstruction to clear at the other end of the runway kasi may maliit na bundok doon. another factor to be considered is the runway capacity(which i dont know yet:nuts:)

In a startling move, the Supreme Court has flip-flopped yet again on the issue of the cityhood of 16 municipalities, this time upholding the constitutionality of the laws that separately created the new cities.

Even Midas Marquez, the high court’s spokesperson and administrator, appeared nonplussed when he faced reporters Wednesday to explain the justices’ change of stance.

“This is really a very unusual case considering that this is the fourth decision of the court… This is also the third reversal [of the original ruling],” Marquez said.

“I have yet to hear of another case that has gone this way,” he said.

Marquez said the petition originally filed by the League of Cities of the Philippines (LCP) opposing the so-called cityhood laws could be considered “pro hac vice,” or applying only to a particular case or occasion and not to be used as precedent of future cases.

“Hopefully, this will be the end of this case. But then again, we foresee another motion for reconsideration being filed by the losing party in last Tuesday’s voting,” he said.

16 enabling laws

In a vote of 7-6 with two abstentions, the high court held that the 16 enabling laws passed by the House of Representatives did not violate any provision of the Constitution and Republic Act No. 9009 (the Local Government Code).

The municipalities allowed by the high court to be converted to cities were Baybay, Leyte; Naga, Bogo and Carcar in Cebu; Catbalogan and Borongan in Samar; Tandag, Surigao del Sur; Lamitan, Basilan; Tayabas, Quezon; Tabuk, Kalinga; Bayugan, Agusan del Sur; Batac, Ilocos Norte; and Mati, Davao Oriental.

The tribunal also declared constitutional the cityhood laws of Guihulngan, Negros Oriental; Cabadbaran, Agusan del Norte; and El Salvador, Misamis Oriental.

In its original petition, the LCP argued that the cityhood laws infringed on the stipulation of RA 9009 that a town or municipality applying to become a city should have minimum annual earnings of P100 million.

The LCP argued that the “wholesale conversion” of municipalities into cities would reduce the Internal Revenue Allotment of existing cities because there would be more of them sharing the same amount.

Ratified by both chambers of Congress, the cityhood laws lowered the minimum requirement to P20 million.

Change of vote

The latest resolution of the high court was written by Associate Justice Lucas Bersamin, with Chief Justice Renato Corona and Associate Justices Presbitero Velasco Jr., Teresita Leonardo-De Castro, Roberto Abad, Jose Perez and Jose Mendoza concurring.

Those who dissented were Senior Associate Justices Antonio Carpio and Conchita Carpio-Morales, and Associate Justices Martin Villarama Jr., Ma. Lourdes Sereno, Arturo Brion and Diosdado Peralta.

Associate Justices Mariano del Castillo and Antonio Eduardo Nachura did not vote on the issue.

Mendoza had earlier supported the LCP’s contention that the cityhood laws were unconstitutional.

“I would like to think that [Mendoza’s change of vote] was based on the earlier dissent of Justice Bersamin. This is the first time that Justice Mendoza is changing his vote on a motion for reconsideration,” Marquez said.

Yes and no

In 2007, the 16 municipalities were converted to cities.

In its original ruling on the LCP petition issued on Nov. 18, 2008, the high court voted 6-5 declaring the cityhood laws unlawful.

On April 28, 2009, the high court upheld its November 2008 ruling with a split vote of 6-6, at the same time denying a second motion for reconsideration filed by the towns that lost their city status.

On Dec. 22, 2009, the high court decided that a deadlocked vote did not reflect the majority of its members and thus restored the validity of the cityhood laws that converted the 16 towns to cities.

kahit once a week or twice. ang iba nga nagrereklamo kasi fully booked na ang flights dito. ang iba sa ibang airport sumasakay kasi walang flights every Monday,wednesday & friday.June 10 pa babalik ang cebu pacific dito. siguro with their A319's already

^^ I think Catarman is at par or parang ka-level na ng Calbayog in terms of progress.. I think their LGU is currently focusing in laying down the foundations for a progressive city in the future. They are taking their time siguro para walang kumontra if they will apply na for cityhood.

Parehas hit Dasmarinas, Maiha na nga qualified na city pero they even wanted to remain as a municipailty because of some factors na favorable pagiging municipality.

^^There's no sea transportation(ship/ferryboat) in Catarman because of its location. It's too far away from Matnog, Sorsogon and its already near the Pacific Ocean where the sea current is too strong... In Northern Samar, only Allen and San Isidro have a scheduled ferry trip to/from Matnog.. There's also in San Jose but I think it's more on cargo vessels.

Not that I am biased, but i dont think so...factors to be considered are infrastructure,streets, drainage, urban planning and zoning, communication and entertainment facilities (number of telephone per person, TV stations, etc), water system, sea transport, medical facilities, manufacturing etc...in short SUSTAINABILITY and FORESIGHT.

It's unfortunate though that pictures are not the only bases for cityhood...but Catarman will be ripe for that in due time. Let's not be in a hurry unless we wanted them to pay higher taxes.(City taxes are higher than municipalities)

I think Catarman is way more developed than Calbayog. Tama ba ak?

Hindi nating masasabi na mas develope ang Catarman kesa Calbayog or vise versa parang magkalevel nga ayon kay marc. Both have its own compensating strong and weak points.
1.Calbayog have better paved roads in the city center precisely because it has a big IRA of around P600M which could be easily translated into infra projects and job generation as compared to Catarman's P90M. Not to mention the assistance from its congressman who is allied with the Mayor for a long time. Catarman has been neglected for almost 20 years by then elected congressmen in the first district being not allied with the elected mayors in the past. But now both the Mayor of Catarman and the Congressman being now allied are hand in hand in addressing this problem
2.Calbayog has 2 viable seaports because it is strategically located for all-samar passengers going for Cebu. Catarman's seaport is in its suburb town of San Jose but only utilized for cargoes because it is already impractical to rival the Calbayog seaports.
3.Catarman has more vibrant airport because its passengers came from one whole Northern Samar province while Calbayog could only have those from the northern part of Western Samar province (Northwest).
4.Catarman has more commercial banks also because its depositors are from the whole province.
5.Calbayog has more canteen/restaurants because it is located along the Maharlika highway and some of them are made as bus stop for the passengers.
6.Catarman's UEP is much bigger and more developed than Calbayog's NWSSU becasue it was established much earlier and have a bigger catchment area.
7.Catarman has more shops big and small than Calbayog because there are more or less 24 towns that come to do business while Calbayog has more or less 10 towns from the first dist of Samar province.
8. Calbayog has better urban planning/zoning because it became a city very early and when there were only few concrete buildings/establishments that may be affected in the process. Catarman though has wider Plazas and Parks.

d lang naman transportasyon ang pagbabasehan. of course i would not wonder if catarman has more flights than calbayog because catarman airport caters the whole or at least the most area of northern samar because its too far for them na magtatravel pa sila to tacloban para doon sumakay, unike in calbayog madaming pasahero ang pinipiling sumakay sa tacloban because its got bigger planes and more flights which would offer cheaper fares. but as for me regarding with the transportation aspect of both places, i'd say na mas convenient parin sa calbayog because its got more options. from buses i would say walang problema kasi dinadaanan ang calbayog ng mga bus lines that travels from luzon to mindanao(vise-versa) unlike in catarman, another is there are two shipping lines(palacio lines and cokaliong) that are serving calbayog-cebu route (which is also cheaper than airfares), and soon pal will also be serving cebu-calbayog route.

^^ well said.. as a matter of fact, Calbayog receives the biggest IRA share among the cities in the region and Calbayog is the oldest if not 2nd oldest city in the region.

^^ being the provincial capital doesn't necessarily mean you have all the resources you could get from the provincial government. The provincial government have other priority projects as well. If being the provincial capital is an advantage, then Catbalogan should have overtaken Calbayog in terms of development,, right??

Yea. its 20%EDF is distributed to the 24 Municipalities including the barangays. The Governors elected during the past were not also allied with the Mayors so Catarman was getting lesser aid in the past.

One notable mention, a bridge connecting Rawis to Laoang is about to be started daw, with funding from Koreans, and contrary to popular belief, Rep. Ong said it is his dream to have a bridge between those places, and if ever it will happen daw, he will retire in politics. Another notable info, is about Gamay mayor Mr.Capoquian. In case you don't know, he was overwhelmingly elected by the populace even if he is an openly gay man. kudos to such enlightened populace.:cheers:

Congratulations Catbalogan, Borongan and Baybay! Sana magawan ng paraan ni Cong Raul Daza na maging city na rin ang Catarman. What is he in power for? He is Deputy Speaker, the Grand old man of the Liberal Party, and Liberal Party, though not the ruling party, is the ruling power in Philippine politics today. At sana di na rin mag oppose yung mga politicians from Calbayog this time.

actually, Gov. Paul Daza, when he was a congressman, filed in 2009, a bill in the House for the creation of Catarman City. Sadly, nakabinbin pa rin sa House Local Gov't. committee ang bill na yan. Paul Daza also filed an earlier bill for the creation of Catarman City, several years ago, pero di naman na-meet ng Catarman ang population requirement, so kasama dun ang Bobon, and Mondragon, unfortunately, di pumayag ang both towns, esp. ang Mondragon ata. Yung nakabinbin na bill, wala ng incorporation of Bobon and Mondragon, it is only Catarman as it is now. Hopefully, Rep. Raul Daza, in i guess his last term, hahaha, (matanda na masyado), will make this happen. It's about time.

Good news for Laoang if it would happen. So what will happen to the proposed Semora bridge in Palapag-Catubig which is another option and in which Cong Emil Ong was reportedly blocking in favor of the Laoang bridge? I will fully support either of the two wil push through as long as it will connect the towns in the pacific region.

In case you don't know yet, another newly elected Mayor from Palapag is not only openly gay but nearly a transvestite also handily won in the elections. His name is Florencio Batulat alias Fawa. I was amaze at seeing his posters of a face of a woman but with a name of a man he he.

DTI proposes industrial estate in Eastern Samar for local firms

MANILA, Philippines—The Department of Trade and Industry is considering putting up an industrial estate in Eastern Samar to ensure that economic development trickles down even to the poorest of provinces.

Trade Undersecretary Cristino Panlilio said the economic zone would cater to local enterprises, providing them with incentives to encourage them to locate there.

Instead of having exporters as locators, such as in various ecozones scattered all over the country, he said that locators at the proposed industrial estate would be engaged in various forms of processing activities targeting the domestic market.

“But we have to come up with really attractive incentives to entice locators to set up operations in the industrial estate,” he said.

The first step to achieving this goal, he said, would be to rehabilitate and upgrade the Guiuan Airport, an old runway constructed by the Americans during World War II.

There had been an earlier proposal during the previous Arroyo administration to rehabilitate and modernize the airport, but the plan got shelved.

A road around the coast of Eastern Samar would likewise have to be constructed, he added

For this, funds could be sourced from donations geared toward enabling the country to achieve its millennium development goals.

The planned Eastern Samar industrial estate was actually among many that the DTI hoped to set up in the poorer provinces in the country, Panlilio said.

In an earlier interview, Trade Secretary Gregory Domingo said the DTI was considering the establishment of ecozones for domestic enterprises nationwide to spur economic activity in areas with otherwise sluggish economies.

While these would be similar to ecozones under the jurisdiction of the Philippine Economic Zone Authority, locators in domestic ecozones would be given less incentives.

“For exporters, if we don’t give them incentives, they won’t locate here. But domestic enterprises, they will still be here, so we’ll be giving them less incentives,” he said earlier.

One of the perks of being located inside a domestic ecozone, he said, is freedom from local government regulations.

Philippine Chamber of Commerce and Industry president Francis Chua said one of the business sector’s biggest concerns was the non-alignment of some local government regulations with national laws.

The establishment of domestic ecozones would be one way of addressing this problem, Domingo said. However, the plan was still subject to the concurrence of the Department of Finance due to its tax implications.
The DTI would be fine-tuning its proposal for the establishment of domestic ecozones over the next three to four months, he said.

There was public info written on a piece of paper and pasted on the wall. But before I could have taken pic of the info somebody has taken it because of on going painting. I grab the crumpled sheet and copied the content as follows:

Yes Montenegro shipping. if you notice my post labeled San Antonio, the Ferry Boat that was passing by was that of Montenegro plying the Matnog - San Isidro route.

In case you don't know yet, another newly elected Mayor from Palapag is not only openly gay but nearly a transvestite also handily won in the elections. His name is Florencio Batulat alias Fawa. I was amaze at seeing his posters of a face of a woman but with a name of a man he he.

oh yeah, forgot about it. I have a friend who works in DSWD Palapag and she told me about him.

Daig pa ang sa Ormoc?

Ang alam ko kasi 3 trips daily lang ang Supercat sa Ormoc at isang barko sa gabi. Sa Balwharteco a minimum of 5 trips yata kasi madaling araw pa lang may umaalis na. pag peak season nga halos every 2 hours may umaalis. Ang passengers sa Ormoc are from Leyte and Samar lang ang sa Allen naman from Samar Leyte, at Mindanao. And besides hindi lang tao ang dumadaan sa Allen port, it includes buses cargoe trucks, cars, vans etc. that's what makes it more busier. Kaya nga ang daming business establishments ang nabubuhay sa loob ng Balwharteco compound.

kaya nga sinabi ko na may isang barko na umaalis sa gabi maliban sa Supercat baka sa Roble yun o sa Cabu Ferries di ko alam ngayon kung dalawa ang bumibyahe araw2. At kung meron man cargo tucks at ibang sasakyan hindi naman ceguro kasing dami dun sa dumadaan sa Allen.

^^You may also include another seaport in Dap-Dap, Allen which is being served by Maharlika(Philtranco) ferry boats...Currently there are 2 seaports/piers in Allen. It will become 3 piers soon once SANVIC completed their own. They will pullout all Santa Clara ferries from Balwharteco to transfer to their own pier. I Think there are more than 10 trips daily in Allen(in general). We can also include motorboat trips to Capul, San Vicente and some to San Antonio. However, most trips to San Antonio are from Victoria.

^^yes they are all island municipalities.. San Antonio and San Vicente(cluster of islands) people are Cebuano-speaking. While Capul which is in between of the 2 municipalities has Ibaknon-speaking people..But most of them can also speak Waray Norte Samarnon.
