CALBAYOG CITY – Newly-opened Ciriaco Hotel, the only de luxe hotel in Eastern Visayas, is on expansion mode hoping to make its facility alone as the city’s top tourist destination by next year.

This four-level newly-opened Ciriaco Hotel is seen to boost the tourism industry not only in Calbayog but the entire Samar province.

Ciriaco Tan, the hotel’s president and chief executive officer, said in a brief media interaction that they have already invested P50 million in their first venture for hospitality business.

“I can claim that we are the best hotel in Region 8. I built this hotel since I was encouraged by local government officials of Calbayog City to establish a facility that can transform lifestyle,” said Tan, who have been into motorcycle trade and cinema business in Samar.

The hotel’s expansion is concentrated on building a resort in a reclaimed adjacent lot along the city’s national highway in Barangay Bagacay. Amenities in the proposed resort include a gym, swimming pool, spa, and single pool.

“Our target is to open the resort by December this year in preparation for the next summer season,” said Rene Eufre, Ciriaco Hotel’s sales manager.

The four-storey hotel has 45 rooms categorized as de luxe, superior de luxe, and suite. Among the room amenities are LCD television, luggage rack, oversized work desk, in-room safe with charger, in-room electronic safe port.

Each room has laundry and pressing services, personalized wake up service, and landline phones for international and domestic calls.

The property built in a one hectare lot opened in November 2010 but went into full operation during the first quarter of 2011.
The hotel also houses two function rooms with a combined capacity of up to 400 participants and a restaurant that can accommodate 100 diners.

“Out of the 45 available rooms, only 30 are occupied during peak season. We need an aggressive tourism for Samar because there are lots of sites here that are not fully promoted.We can market this hotel and resort to travel agencies,” Eufre said.

Calbayog is known for towering and cascading waterfalls, caves, beaches and a hot spring, a marble park and forest ideal for mountaineering, trekking, housing caves underneath preserved for over a hundred years. Cathedral of Sts. Peter and Paul is the biggest church in the province of Samar – has lots of Spanish blended with modern touches in architecture.

The city is accessible from Manila with its daily plane and bus trip.

“What we need is the support of tourism office. When we opened the resort, our target is to make a tourist destination. We are confident that this will be marked as tourism site in Samar,” Eufre said.

Marami . . . but I suggest you go to freedom park for a night maraming activites dyan nightly since July. You can order from an array of food and drinks you want from the many kiosk established for the purpose. Dyan ginagawa yung mga pa contest nila gabi-gabi like Catarman Got Talent, Catarman Talentadong Pinoy, an other forthcoming activities like Rakrakan 2k11 featuring Siakol Band as guest performer, Miss Catarman, 2011, Bikini open male and female, Miss Gay Garboza, etc. Ceguro naman matutuwa ka o matatawa sa mga antics ng mga nagpeperform. . .:lol::lol::lol::lol::lol::lol: There is also a forthcoming concert at UEP Gymnasium and of course that traditional coronation of Most popular couple (money contest on vesper day). This years winner by the way threw in some P2,600,000.00 plus for the benefit of the church.

TACLOBAN CITY, Leyte, Aug. 16 (PIA) -- The Northwest Samar State University (NwSSU) announces the holding of the Chito S. Roño Scriptwriting Workshop which is scheduled on September 1-3, 2011 in Calbayog City, Harold Mercurio, workshop coordinator said.
The workshop aims to provide a working knowledge on the basics of scriptwriting and expose the participants to the fundamentals of film-making and directing.
Twenty (20) slots are available which is open to all Waray writers based in the Samar and Leyte provinces and will cover the development of story, plot, character, and an introduction to film and television writing.
Palanca award-winning poet and screenwriter Jerry B. Gracio, a native of Mondragon, Northern Samar, will act as the main workshop facilitator.
Noted Filipino director Chito S. Roño, a native of Calbayog, will provide for the free registration and workshop hand-outs, but participants coming from outside Calbayog will have to provide for their own lodging and food. Participants may be lodged at the NwSSU at discounted price.
Interested applicants may send an application letter addressed to Harold L. Mercurio, workshop coordinator, together with an accomplished application form on or before August 30, 2011.

CALBAYOG CITY – By a vote of 5-2, majority members of the Commission on Elections (COMELEC) en banc affirmed Minute Resolution No. 11-0038 (dated January 21, 2011) and issued a resolution on August 5, 2011 finding petition for recall sufficient against the incumbent Samar governor and vice-governor, respectively.

Due to loss of confidence to the provincial government, petitions were filed five (5) months after Governor Sharee Ann Tan- Delos Santos and Vice Governor Stephen James Tan assumed into office.

Denying the Joint Motion for Reconsideration filed by the movants, the Commission only recognizes Section 70(b) (1) and (2) as the only criteria in determining the sufficiency of the form of the subject recall petitions.

Under such law, it enumerates the formal requirements needed in a petition -- a written petition for recall duly signed by the representative of the petitioners before the election registrar or his representative, and the contents of the petition such as the names and addresses of the petitioners written in legible form and their signatures; the barangay, city or municipality, local legislative district and the province to which the petitioners belong; the name of the official sought to be recalled; and a brief narration of the reasons and justifications therefore.

The Commission also noted that a certification of Samar’s registered voting population from the National Statistics Office is no longer necessary considering that the number of supporting petitioners already satisfies, and in fact, exceeds the percentage requirement.

As of year 2000, Samar’s registered voting population has reached over 328 thousand which is above the voting population bracket.

It also revealed that more than 73 thousand voters have supported the petition to recall the present administration.

The Commission believes that “utmost liberality in the interpretation of the recall statutes must be appropriately applied where the will of the people is the supreme law”.

COMELEC Chair Sixto Brillantes, Jr., as well as Commissioners Rene V. Sarmiento, Armando C. Velasco, Christian Robert S. Lim, and Augusto C. Lagman resolved the petition in favor of sufficiency as petitioners shown that they have exercised earnest and diligent efforts to comply with the requirements of Resolution No. 7505 (pertinent data from the NSO and DILG), albeit the intricacies encountered which was beyond their control.

The petitions for recall were filed by Aurelio A. Bardaje and Elvisa Aranzado Lopez last December 10, 2010.

Section 3 of Resolution No. 7505 says that such petition may be filed anytime after the assumption to office of official sought to be recalled, provided that the recall election should be conducted not earlier than one (1) year from the date of the official’s assumption to office or one (1) year immediately preceding a regular local election.

Since the issuance of this resolution, Samar Governor Sharee Ann Tan- Delos Santos and Vice-Governor Stephen James Tan have not yet released any statement, though in the last press conference initiated by the provincial government, the siblings have expressed their confidence that they are prepared for a recall election.

Dati Globelines pinaputol ko kasi laging mahina ang signal. Ngayon Smartbro kaya lang minsan huminhina din signal kasi sobrang napakadami ang subscribers nila. Sabi sa agent ko more than 5,000 na ang subscribers nila sa Catarman area. Sa ofis namin Bayantel ang gamit malakas signal baka kukunti pa lang ang subscribers.

I cannot speak about the whole of Western Samar, but in Calbayog City alone there are two (2) Suncellular cellsites, one in the city proper, one in barangay Trinidad. For Globe in Calbayog alone parang five (5), city proper, ipao, sabang, pena, tinambacan sur. Smart no idea kung ilan talaga pero ang alam ko sa city proper dalawa at isa sa sabang.

CAPUL, NORTHERN SAMAR -- The provincial government and the regional office here of the Department of Tourism (DoT) are drawing up an incentive package for tourism projects in four Northern Samar towns.
Governor Paul R. Daza said here recently that the province aims to encourage investments to develop the tourism potentials of the towns of Biri, Allen, Catarman and Bobon. These towns were selected because of their natural attractions and proximity to the Catarman airport, he explained.

"I believe that the government should not be in the business of business but government should jump-start development. We’re trying to finalize what sort of packaging we would do, but the idea is to give incentives," Mr. Daza told journalists here after meeting with DoT officials at the sidelines of the unveiling of the historical marker at Capul Church.

He said that possible incentives include affordable property lease rates, tax exemption in the early phase of business and promotion assistance.

Mr. Daza also vowed government support by improving and adding infrastructure vital to this sector. "That’s the general principle that I’ve been toying with because Northern Samar has no well-developed tourism and no infrastructure for tourism."

DoT regional director Karina Rosa S. Tiopes said that besides helping the provincial government draw up an incentive package that can be offered to tourism site developers, her office will also draft development concepts for specific areas.

But I will also try to campaign for the tourist spots in the Pacific area, from Las Navas to Palapag, then to Mapanas and Gamay. Though they are not near the airport, I believe the potential tourist spots in these part of the province also deserve equal attention.

Ang daming fiesta-related activities ng Catarman kagaya ng mga concerts halos sabay-sabay mabuti na lang at may mga alternative venues for bigger crowds kagaya ng Freedom Park, Muncipal Auditorium U/C at ang UEP Gymnatorium. Sana matapos na rin yung sinimulan na mas malaking covered court sa Capitol para mas maraming alternative venues ang Catarman for bigger crowds. By the way Ryan Agoncillo will be coming for the grand finals of the Catarman Talentadong Pinoy at the Muncipal Auditorium. Asin will be having a concert at the Freedom Park, Siakol had a stint last week also at the Freedom Park. A group of 12 priests called Peter's Chord from the diocese of Palo is having a 2-day concert at the Gymnatorium starting last night. Maganda naman pala ang music nila, a mixture of pop and gospel nag enjoy ang mga tao.

PALO, Leyte – Coconut oil export in Eastern Visayas, the country’s second largest coconut-producing area, is down by 120 percent from January to July 2011 due to output slowdown and lower international market demand, an official of the Philippine Coconut Authority (PCA) regional office said Tuesday.

“From 190,720 metric tons (MT) of coco-based oil shipped abroad from January to July 2010, it went down to 86,958 MT during the same period this year,” said Benjamin Yu, PCA regional production and regulation officer.

Monthly data obtained by the PCA from the three direct coconut oil exporters based in Eastern Visayas showed that market demand significantly reduced between January to July. Only during the month of March that exporters noted an increase of volume of shipment.

“The regional export performance was affected with lesser nuts harvested by farmers due to usual production slowdown. Adding to the problem is the economic challenges faced by importing countries like United States and Europe,” Yu said.

Europe is the region’s major importer of coconut products with a market share of 21 percent, United States with 16 percent and Japan with 12 percent. Eastern Visayas also supplies coconut oil to Singapore, Malaysia, China, Indonesia, Taiwan, Vietnam, Turkey, and South Korea.

The region has three major oil exporters, namely the Tacloban Oil Mill in Tolosa; New Leyte Edible Oil Manufacturing Inc. in Tanauan, both in Leyte; and Samar Coco Products Manufacturing Corp. in Calbayog City.

The region has shipped a total of 305,012 MT of coconut oil abroad with a total value of US$231.06 million.

Yu explained that demand for Philippine coconut oil has weakened this year due to lower price offered by competitors of coconut-based product such as soybeans oil.

Monitoring of PCA this week revealed that trading price for soybeans oil is pegged at US$1,072.50 per MT, cheaper than coconut’s oil trading price of US$1,450 per MT.

According to Yu, the lesser demand for coconut oil has brought down mill gate trading price of copra in the region from P57 per kilogram in January to only P31 per kilogram this month.

The official believed the lower supply of copra available was affected by the slowdown in the production of coconuts due to dry spell that hit the country last year.

Yu said that the government is stepping up its effort to raise the production of coconut even if there’s lower demand in the international market.

“One strategy is to invest on salt fertilization program. This year alone, we will distribute 30,500 bags of salt fertilizers to farmers in the region,” he added.

The fertilization, according Uy, will maintain or raise the production level of coconut in Leyte and Samar areas despite the existence of many senile coconut trees in the region.

The region has an estimated 6,697,316 old trees. It has 71,709,605 trees with 58,110,815 bearing and 13,598,790 non-bearing. (Leyte Samar Daily Express)

By the way Ryan Agoncillo will be coming for the grand finals of the Catarman Talentadong Pinoy at the Muncipal Auditorium. Asin will be having a concert at the Freedom Park, Siakol had a stint last week also at the Freedom Park. A group of 12 priests called Peter's Chord from the diocese of Palo is having a 2-day concert at the Gymnatorium starting last night. Maganda naman pala ang music nila, a mixture of pop and gospel nag enjoy ang mga tao.

US economic woes can’t affect Samar road project

GUIUAN, Eastern Samar – Despite the economic woes being experienced by the United States at present, the multi-million dollar Samar rehabilitation road project will not be affected.

This was assured by Matt Bohn, country director of the Millennium Challenge Corp. (MCC), on Monday during an interview.
According to Bohn, the $214.4 million grant set aside by the US government for the road rehabilitation has already been obligated and released on May 25 of this year.
“Fortunately for the Philippines, the money is obligated and you already got it for five years. You can be assured that the project will continue,” Bohn said.

“We don’t have to go back with our congressmen every year for the budget. So once we get the money appropriated, we can obligate it and commit it to the country,” he added.

The funding of the project is being managed by the Millennium Challenge Account-Philippines (MCA-P) which was created by virtue of Executive Order No.749 chaired by Budget Secretary Butch Abad with Finance Sec. Cesar Purisima as co-chair.

Bohn together with the members of the MCA-P visited several towns covered under the project yesterday as part of their information dissemination about the project by talking with local officials, residents and various non-government organizations.

The Samar road rehabilitation project, whose civil work is expected to start middle of next year, is a five-year project. It is projected to be finish by 2016.

It covers 220 kilometers of road spanning 15 towns covering Samar and Eastern Samar towns. The project is expected to spur economic activities in two of the most depressed provinces in the country.

Bohn said while the money is a grant from his government, the US is expecting something in return.

“We expect that the money be handled transparently and efficiently; that this program achieve maximum benefit for the people and that the country will continue in a path of good policy and good governance,” he said.

The MCC official said that the US government is happy that the project is realized under the administration of President Aquino who has made it a policy to fight against corruption and promised to implement the policy of transparency.

“The timing works really well. His good leadership matches with what we want to accomplish,” he said.

For her part, Ma.Victoria Añonuevo, managing director and chief executive officer of the MCA-P, in the same media interview, said that she can assure the US government that the project will be “graft-free.”

“We will prove that we can do it transparently, honestly, with out graft and corruption,” she said.

Añonuevo said public meetings with officials and representatives from MCC, Department of Public Works and Highways (DPWH) and consultants Tetra Tech and Gauff Engenierre have been conducted in 15 municipalities where there are residents that would be affected by the Secondary National Roads Development Project (SNRDP).

Northern Samar offers undisturbed paradise islets

TACLOBAN CITY, Leyte—Northern Samar will soon be found on the tourism map.
The provincial government is developing four beautiful, undisturbed islands as premier tourist destinations—Biri, Capul, San Antonio and San Vicente, all along the San Bernardino Strait separating Samar and Luzon.
Its top priority will be Biri, which is famous for its awe-inspiring rock formations that have been carved by weathering, or the gradual crashing of the sea on the rocks.
“Biri is really the icon destination,” said Josette G. Doctor, provincial tourism officer. The place, including its natural seawater pools, has been a favorite among picnickers and photography enthusiasts, especially during summer when the weather is good.
“We also have good diving sites, potential surfing areas and white-sand beaches,” Doctor said. Coral reefs are now being mapped, and buoys or markers are being floated to identify the snorkeling and diving sites.
A circumferential road is being built to make the whole island-town accessible, especially to the diving and surfing areas.
Familiarization tour
Members of the Philippine Tour Operators Association (Philtoa) recently went to Biri on a familiarization tour and found the visit to be “really a very, very nice experience for everybody.”
Cesar Cruz, president of the Philtoa, described as a “rarity in the Philippines” the white-sand beach and diving area “just two meters from the community.”

Biri has eight barangays with a land area of 24.5 square kilometers. It can be reached in 45 minutes by motorboat from Lavezares town in the mainland.
Lavezares is 45 minutes by land travel from the capital town of Catarman, where flights to Manila are available.
Capul boasts of a 16th-century church and a century-old lighthouse. The church was not only a place of worship but also a refuge from Moro raids in the early days. Recently, it was declared a historical site by the National Historical Commission.

The lighthouse, which is 143 feet above sea level, warns ships that they are entering the narrow treacherous waters of the San Bernardino Strait. Its tower and pavilion were built by the Spaniards in 1896. These were completed only by US military engineers in the early 1900s.
During the Spanish time, Capul also became the last stop on Philippine soil of the departing galleons before the long trip to Acapulco in Mexico. Travelers often got their provisions in the island.
On a clear day, one can see Mt. Bulusan in Sorsogon and some islets in Masbate from the lighthouse.
Doctor says the dilapidated pavilion would be repaired, the mini park improved, and a building to accommodate tourists put up near the facility.
What is really unique about Capul is the local dialect called Inabaknon, which is similar to that of the Badjaos in the South, she says. People in the neighboring islands of San Antonio and San Vicente speak Cebuano while those in Biri speak Waray.

Capul residents have also preserved some old dances and songs. Doctor says the island was called Abak in honor of King Abak, who ruled the first settlers.
Capul also boasts of beautiful white beaches, snorkeling areas and diving sites. Composed of eight barangays, it is a fifth class municipality (annual income: P15 million-P25 million) and has a total land area of 35 sq km. It can be reached in 45 minutes by boat from Allen town, which is 48 km from the capital town of Catarman where flights to Manila are available.
San Antonio and San Vicente have great beaches, Doctor says. Five resorts are now operating in San Antonio, actually Dalupiri Island, which is ideal for scuba diving, snorkeling and fishing.
San Antonio, a Cebuano-speaking sixth class municipality (annual income: below P15 million), has a land area of 27 sq km and 10 barangays. It can be reached in 30 minutes by boat from Victoria town.

San Vicente, which is near Masbate Island, has six other islets with beautiful beaches. One of the islets has “pinkish” sand, Doctor says.
The island can be reached in two hours by boat from San Isidro town.
Doctor says the province will be offering island-hopping tours to the four paradise islands.

Eastern Samar constructs P22 M gymnasium

The long dream to have Gymnasium for Eastern Samar will soon be realized through the effort of Governor Conrado B. Nicart, Jr.
The gymnasium will be named Eastern Samar Multi-Purpose Gymnasium.

The ground breaking was done yesterday (August 18) led by Hon. Gov. Nicart, Jr. with the provincial heads and witnessed by the employees.

According to Engr. Alexander Docabo, Project Engineer of AL’s Construction, the size of the Gymnasium is 42.8 meters long and 30 meters wide with an estimated project cost of P22-M.

He further said that the physical features consist of three comfort rooms, two visitors lounge, two bleachers (left and right), one administrative office, one parking area and three opening doors entrance (left, center and right).

The Gymnasium which can accommodate 5,000 people is fully air-conditioned. :banana::banana:

In his message, during the ground breaking the Governor emphasized that this project will not benefit him. This will benefit the people of Eastern Samar and this will be a great help to the Eastern Samarenos whenever there is a big affair in the province.

He further asks again the strong support of the provincial heads and employees of the province for the “tuwid na daan” which is the efficient and transparent governance.

“Let us unite for the good and development of Eastern Samar,” said Gov. Nicart.

Meanwhile, according to Mr. Vener Dulfo, Provincial Accountant, the said project will have an additional fund of P10-M by December. He said that the next Eastern Samar Government Employees Sports Association (ESGESA) meet will be held in the new gymnasium.

First in Borongan. Hopefully this won't be the last. Sana maging part na siya ng activities during fiesta every year. Our lechon is one of the things that we Boronganons are proud of. Like what Kris Aquino said on air on one of her TV programs, the lechon from Borongan is the best-tasting lechon that she have ever tasted. :cheers::)

‘Lechon parade’ to highlight Borongan fiesta

BORONGAN CITY — As the Borongan fiesta nears, several activities have been lined up by Task Force Turismo with the local government unit led by Mayor Fe Abunda.

On September 6, 2011, Eastern Samareños will witness the first ever “lechon parade” starting at the Borongan City Transport Terminal and on to the usual parade grounds in downtown Borongan.

The parade is open to all contestants whether legitimate lechon suppliers or not, according to the contest mechanics aired over radyo gn Bayan–DYES.

The lechon entry must weigh 10 kilos and the entry must be mounted in a top-down tricycle (the mode of vehicle around downtown Borongan).

Criteria include taste 50%; texture of meat and skin 20%; eveness of color 10%; and presentation and innovation 20%.
The lechon entry must also have a side dish, according to Cora Basada, City Information Officer.

This is the first ever “lechon parade” that Boronganons will experience according to a lechon maker known only as “Poya”.

During the launching of Silid Pangarap in Eugenio Abunda Elementary School in Campesao, Borongan on August 5, 2011, famous TV celebrity Boy Abunda expressed that “Borongan produces the best tasting lechon.”

Boronganons believe that it is Boy Abunda who is sponsoring the contest as he too is the sister of the reigning Borongan Mayor Maria Fe R. Abunda.

The only winner will get P10,000 and each non-winner will get consolation prizes of P5,000.

MRIC to be established in 15 municipalities

GUIUAN, EASTERN SAMAR – A Municipal Resettlement Implementation Committee (MRIC) is set to establish in 15 municipalities that would benefit the Samar Road Rehabilitation project of the Millennium Challenge Corporation (MCC).

MCC country director Matthew Bohn said in an interview that all the 15 municipalities where the Secondary National Roads Development Project (SNRDP) of MCC would pass through, Municipal Resettlement Implementation Committee (MRIC) will be put up.
And based on a press statement released by MCC, the establishment of MRIC would involve project affected persons (PAPs).

The MRIC organization would be composed of municipal mayors or representatives, district engineering office representative, barangay chair of each affected barangay, two representatives of PAPs (one male and one female) in each affected barangay, and a representative of non- government organizations (NGOs) operating within the municipality.

The MRIC would perform different functions such as validate the list of PAPs and the affected assets within the municipality; assist in the conduct of public information and consultations; assist in the delivery of compensation and entitlement to PAPs; receive complaints and grievances of PAPs and other stakeholders and act on them as provided in the policy framework; maintain record of all public meetings, grievances and action taken; and assist in the enforcement of laws/ordinances regarding encroachment into the project resettlement corridor of impact (RCoI) which is coordinated with concerned government agencies.

Bohn explained that the implementation of Samar road rehabilitation project would be beneficial to all covered municipalities in terms of transportation cost, commerce and tourism industry, and employment. This project would also prove that MCC and MCA can accomplish it transparently.

To note, the SNRDP would cover a total of 220 kilometers road network from 15 towns that would pass along the Wright-Taft-Borongan-Guiuan. (REY GERILLA GRADO)

Eastern Samar constructs P22 M gymnasium

The long dream to have Gymnasium for Eastern Samar will soon be realized through the effort of Governor Conrado B. Nicart, Jr.
The gymnasium will be named Eastern Samar Multi-Purpose Gymnasium.

The ground breaking was done yesterday (August 18) led by Hon. Gov. Nicart, Jr. with the provincial heads and witnessed by the employees.

According to Engr. Alexander Docabo, Project Engineer of AL’s Construction, the size of the Gymnasium is 42.8 meters long and 30 meters wide with an estimated project cost of P22-M.

He further said that the physical features consist of three comfort rooms, two visitors lounge, two bleachers (left and right), one administrative office, one parking area and three opening doors entrance (left, center and right).

The Gymnasium which can accommodate 5,000 people is fully air-conditioned. :banana::banana:

In his message, during the ground breaking the Governor emphasized that this project will not benefit him. This will benefit the people of Eastern Samar and this will be a great help to the Eastern Samarenos whenever there is a big affair in the province.

He further asks again the strong support of the provincial heads and employees of the province for the “tuwid na daan” which is the efficient and transparent governance.

“Let us unite for the good and development of Eastern Samar,” said Gov. Nicart.

Meanwhile, according to Mr. Vener Dulfo, Provincial Accountant, the said project will have an additional fund of P10-M by December. He said that the next Eastern Samar Government Employees Sports Association (ESGESA) meet will be held in the new gymnasium.

TACLOBAN CITY-The Department of Public Works and Highways (DPWH) has released an additional P370 million to upgrade the P3.2 billion Samar circumferential road connecting the provinces of Eastern Samar and Northern Samar.

“The project will cover upgrading from gravel to paved and flood control structures along major river basins and principal rivers,” said DPWH regional director Rolando Asis in an interview.
The fund will improve the road condition of 130.45-kilometer road connecting Laoang, and Lapinig in Northern Samar; Arteche and San Policarpo in Eastern Samar.

“With additional budget, some portions of the newly-opened road will be concreted. The work will start by October this year. However, the whole road network is still not completely passable since we need to build two more bridges,” Asis said.

The DPWH regional office here is still making a funding proposal for the construction of the three bridges by next year.

The whole road network traverses the towns of Laoang, Palapag, Mapanas, Gamay, and Lapinig in Northern Samar; Arteche and San Policarpo in Eastern Samar. Some areas within the road network have no access to more progressive areas in both provinces.

“The whole Samar Circumferential road section was broken down to 23 projects in order to expedite early completion,” Asis told Leyte Samar Daily Express.

According to him, for 2011 road projects, it is substantially completed and what remains for completion is a bridge along Lapinig and Arteche area.

“For 2012 and onwards the targeted length to be paved is 55 kilometers of gravel roads and several bridges to be rehabilitated or replaced,” Asis added.

The project includes widening, concrete paving of existing gravel road, construction of drainage canals, replacement and construction of 20 permanent bridges.

Of the 130.45-kilometer road length, 31.27 kilometers were implemented as paved roads, 1,494 meters were permanent bridges, and 97.23 kilometers were gravel road.

A DPWH report disclosed that out of the P3.2 billion funding requirement, only P570 million has been released as of early this year due to budget constraints.

“The completion of this project will mean easier and faster travel. The existing gravel road surface can be protected and prevented from aggravation which may be caused by heavy rains in the area,” Asis added.

The DPWH official claimed that the project will support agro-industrial areas in Samar Island by increasing the productivity in remote areas, reduce trading cost, and increased demand for services.

Because of its former grade as gravel road, the Samar Circumferential Road is hardly passable during summer days and impassable during the rainy season. The project is one of the commitments of the present administration during previous State of the Nation Address. (Sarwell Q. Meniano)

Two things na nakikita kong hindrances sa tourism industry ng Northern Samar ay yung unstable na kuryente saka ang fear para sa security. Unless these two issues are addressed, hinding-hindi magiging maganda ang development ng tourism industry in the whole province.

Yeah, under maintenance pa. I decided to do the coding of the website myself. Pero di ko matututukan. Will try to see if I can do a short cut.

Hehehe Sorry catar but that woman is not me. I don't wear dark colors pag ganun kainit ang sikat ng araw hehehe. I was wearing a white shirt that day.

Anyway, on Aug. 27th, I chanced upon these bikers on my way to Allen. Apparently, there was a bike race. I just didn't know kung hanggang saan. I saw them even in Victoria and San Isidro. Then mga 2pm, kasabay ko rin sila halos pabalik ng Catarman.

Biri Island to be developed as tourist destination

CAPUL, Northern Samar -- Site assessment will be done in Biri Island in Northern Samar to identify specific areas ideal for surfing, diving, and mangrove tour, adding to the unique rock formations as its tourism assets.

Northern Samar Governor Paul Daza said they are now in the process of mapping out the area to add more tourism activities in the island, a home to the rock formations recently proclaimed as the country's seventh geological wonders.

"It was declared as one of the geological wonders because it is unique. The rock formation rising 100 meters above sea level were formed through the movement of tectonic plates and earthquakes underwater five million years ago," Daza said.

The governor said Biri is the only tourism sites in Northern Samar that has been drawing a lot of visitors.

The Provincial Government, however, has no available figures showing the number of tourists in Biri.

The 2,462-hectare island town surrounded with white beaches and mangrove areas is often visited by local and foreign tourists.

Ma. Josette Doctor, provincial tourism officer, said they will open Biri, the province's icon destination, by next year for some tourism activities other than rock formations viewing.

"Though the area is not yet known as surfing destination, some foreigners have been going there to surf. I don't know that until I saw them going there frequently," Doctor said.

"We asked some experts to assist us in coral mapping. We have to find out which site is the best for diving because it is a protected area. There might be areas with no diving activities," she added.

From the town center, the rock formation is only a few minutes' drive.

The tourism office has trained single motorcycle (habal-habal) drivers in uniforms to be the tour guides.

"Habal-habal drivers were accredited by our office. They know how to deal with tourists. The barangay people were tapped to regulate activities in rock formation area," Doctor said.

In a recent interview with Cesar Cruz, president of the Philippine Tour Operators Association Inc., he said habal-habal ride complements the awesome rock formations.

"In our tour there, we have discovered potential tourism activities in Biri like swimming and diving. Beautiful coral reefs are visible just few meters away from the community. The coral reef is well preserved and that's a rarity in the Philippines," Cruz said.

Biri is accessible through a 45-minute to one hour boat ride from Lavezares, Northern Samar. The jump-off point can be reached through a 45-minute drive from Catarman, the provincial capital. There are regular passenger plane trips from Manila to Catarman. From Tacloban City, Lavezares is accessible through regular bus trips.

Biri is one of Northern Samar's Balicuatro Islands known for beautiful destinations. Other islands are San Antonio, Capul, and San Vicente. (Leyte Samar Daily Express)

Hehehe Sorry catar but that woman is not me. I don't wear dark colors pag ganun kainit ang sikat ng araw hehehe. I was wearing a white shirt that day.

Anyway, on Aug. 27th, I chanced upon these bikers on my way to Allen. Apparently, there was a bike race. I just didn't know kung hanggang saan. I saw them even in Victoria and San Isidro. Then mga 2pm, kasabay ko rin sila halos pabalik ng Catarman.

It’s official, by that I mean the LGU has received a communication from Robinson’s Land Corporation (RLC) and that it is “contemplating the development of a first-class shopping center in Calbayog.” Consistent with the RLC mission to provide the public with an excellent shopping experience, the proposed project will feature a full-service mall that will include the various Robinson’s retail store, popular shops and restaurants, and several entertainment facilities.
