Malapad lang talaga ang Campus ng UEP kaya it can afford to have so much greenery in its surroundings.

Gaisano Grand Fiesta Mall Soon to Rise in Calbayog

Calbayog City - The contract of the Deed of Sale between the local government of Calbayog and Far East Noble House, Inc. (Gaisano) has been signed this morning at the Mayor’s Office, this city.
Represented by Mayor Ronaldo P. Aquino in behalf of the city and Genenieve Gaisano-Go for Gaisano Group of Companies, the total purchase price for the land which measures 6,700 square meters is Php67.9M and the building is Php5M.
Mayor Aquino clarified that stall holders of Public Market Phase 1 and 2 were only given until December as the construction of Gaisano Grand Fiesta Mall will start on the first day of January 2012 while the target opening will be on October 16 just in time for the celebration of “Adlaw san Calbayog”.
According to Ms. Genevieve Gaisano-Go, 80-85% of the manpower will be taken from the city.
The management will just conduct an information campaign for the hiring of employees between June and July next year.
Ms. Go revealed that since 2006, Gaisano Group of Companies has been planning to invest here.
Since there are five Gaisano groups, Gaisano Grand Fiesta Mall in Calbayog will be their 20th store.
so the official name is Gaisano Grand Fiesta Mall Calbayog

M/V Filipinas Iloilo ang sinakyan ko noon papuntang Calbayog during the fiesta.

I just went there yesterday because my parents were headed for cebu

I'm just wondering. Is it not included in the MOA between the City government of Calbayog and Gaisano that the city government will not allow another mall to be put up in the city in 5 years or so? Like in the case of Robinsons in Tacloban.

catarman agricultural school (CAS) -1918

then....

to Catarman National Agricultural School (CNAS) - 1951

then...

then...

University of Eastern Philippines (UEP) - 1964

then...

Eastern Philippines State University (EPSU) -as a total state University - 1970's

then and now...

University of eastern philippines (UEP) -as a state university- back to uep and present

that wasn't part of gaisano and calbayog's agreement, yung agreement nila is walang tax na babayarin ang gaisano for 3 years and instead of 12,000 per sq. meter ang babayarin nila para sa public market 10,000 per sq. meter lang, they also agreed that 85% of the working force of gaisano most come from calbayog

Yung M/V Calbayog my restaurant with an open deck sa likod, while yung sa Dinagat pgkapasok mo palang ang sikip na saka walang restaurant kaya kailangan mo pang magbaon ng sarili mong meal. wala naman, ang karibal ng UEP ay yung isang state u sa tacloban, yung EVSU or eastern visayas state u.

pero sa siyam na state colleges and universities sa eastern visayas sa basketball, volleybal lang may rivalry or particularly, sports

halos lahat naman kasi ang focus makapunta ng maynila para sa magandang trabaho, di nila iniintindi kong saan ka galing unless, taga DIWO or divine Word ka, pero dati pa yun nong DIWO pa ang premiere school sa region 8 or i say in Visayas, mas maganda pa kasi ang DIWO sa San carlos, USJ-R, UC, Univ. of St. la salle-bacolod, siliman U-dumaguete

Gaisano mall to rise in Samar (http://www.bworldonline.com/content.php?section=Property&title=Gaisano-mall-to-rise-in-Samar&id=39827)

TACLOBAN CITY -- The Cebu-based Gaisano Grand group of companies has acquired a state-owned lot in Calbayog City for its first shopping center in Samar.
Calbayog City Mayor Ronaldo S. Aquino said he and Gaisano Grand Vice-President Genevieve Ann G. Go signed last week the deed of sale for a 6,700-square-meter property.

“It’s now official. The new Gaisano shopping mall would be constructed at the lot formerly occupied by the city public market,” Mr. Aquino said in a telephone interview.

He said the city government stands to earn P67 million from the deal. The lot was sold to Gaisano Grand for P10,000 per square meter.

Gaisano Grand was further granted a three-year income tax holiday in return for its commitment to hire city residents, who will comprise 85% of its work force, Mr. Aquino added.

Construction is expected to start in January next year. The mall is targeted to open in October 2012, the mayor said. Gaisano Grand has about 20 malls in the Visayas and Mindanao as of last year.

Mr. Aquino said its entry in Calbayog would boost the local economy and attract other investors. -- Reyan L. Arinto

Aquino Government unveils 5 year airport plans
Costing 60 Billion Pesos

October 7, 2011

Transportation Secretary Manuel A. Roxas II unveiled Thursday a five-year airport-infrastructure plan estimated to cost P60-billion ($1.6 billion US Dollars) design to rehabilitate, upgrade and modernize the country’s major airports nationwide.

Among the infrastructure plan is the completion of the P7.8 billion Laguindingan airport which is expected to open in 2013; followed by the 3.2 billion Daraga Airport to open in 2014 and the P8 billion Bohol airport to open in 2016.

Speaking before the Makati Business Club (MBC), The Secretary said that the Aquino government will put 12.4 billion pesos for Clark International Airport to transform it as premier gateway of the country together with the construction of 108 billion Naia-Clark Express Rail Link dubbed as the New North Rail Project (Northrail) to be funded by Japan International Cooperation Agency (JICA). The High-speed NorthRail spans 100-kilometer from Centennial Terminal 2 to Clark International Airport in Pampanga, with a total travel time of 45 minutes.

Also on the pipeline is the construction of a new passenger terminal 2 at Mactan Cebu International Airport with a budget of P10.15 billion and the P1 billion new passenger terminal to be constructed in Tacloban airport.

DOTC has also set aside P2.07 billion for the rehabilitation of Naia terminals 1, 2 and 3 set for completion in 2014. Roxas said plans are under way to decongest NAIA through the reduction of corporate and air taxi flights by 50 percent of the current number of sorties during peak hours, construction of a rapid-exit taxiway to reduce runway occupancy time, and the transfer of noncommercial flights to Sangley Point.

Airports earmarked for massive upgrades are Kalibo International Airport with P3 billion budget for new passenger terminal building and airside facilities upgrade, P4.2 billion for Puerto Princesa Airport development project, and various airport upgrades nationwide with an P8 billion price tag. They include the airports of Laoag, Catarman, Ormoc, San Vicente, San Jose, Masbate, Borongan, Maasin, Butuan, Dipolog, Ozamiz, Pagadian, Cotabato, Davao, Zamboanga and Tawi-Tawi.

Meanwhile, five (5) new airports are going to be build in Pangasinan, Catarman, Negros Oriental, Bukidnon, and Sultan Kudarat.

Yung iba US residents pa.

BIR-8 pessimistic to hit its tax collection goal this year

source: Leyte-Samar Daily Express

PALO, Leyte – Five out of six revenue district offices here in the region failed to hit the tax collection target for the first eight months of 2011 with a combined deficit of P354.12 million, a top tax official said in recent press briefing.

With this shortfall incurred from January to August 2011, the Bureau of Internal Revenue is pessimistic to hit the P4.3 billion 2011 goal.
Lawyer Diosdado Mendoza, BIR regional director for Eastern Visayas, said that during the period, their office was able to generate P2.52 billion or 12.28% lower than the P2.88 billion goal for the year.

Of the six revenue district offices in the region, only the field office in Borongan City noted an excess as of August with revenue of P209.16 million, 11.42% up than the target.

The Tacloban City revenue office, which covers northern Leyte area and Biliran province, noted the highest shortfall percentage with a collection P1.10 billion or 17.87% deficit.

Other BIR field offices that registered lower collection (with corresponding percentage shortfall) are Catarman, Northern Samar with P191.79 million (10.68%); Catbalogan City with P318.90 million (15.05%); Ormoc City with P483.25 million (5.41%); and Maasin City in with P219.40 million (11.23%).

“From January up to August, we incurred more than P300 million deficits. It might be a miracle to attain the target but we are trying our best to narrow down the deficit to a single digit figure,” Mendoza told reporters.

Arsenia Gente, chief of BIR collection division, said that during the consultative meetings conducted by BIR with the business community, they were able to find out reasons for slowdown in business activities.

“Contributing to the slowdown is the entry of big companies registered outside Eastern Visayas like Robinsons Place and Gaisano Central Mall. These firms are not paying their income and business taxes locally, yet they take up large chunks of sales to the detriment of local small businesses,” Gente claimed.

Other economic factor is that big companies buy in bulk or volumes of merchandise at big discounts from Metro Manila, which they later re-sell at lower prices here compared to that of locally registered businesses.

“The presence of big businesses not registered within the region may ultimately cause the closing down of small local businesses and may concomitantly cause the gradual decline of the region’s tax collection,” Gente added.

Ganun pala yun. Pero generally, yung economic impact of hosting such malls would be more than enough to compensate for the negative effects.

I think hindi malulugi ang calbayog dahil yung Public Market area is a government owned lot and magbabayad pa ng yearly ang Gaisano, pero kawawa ang mga local businesses dito sa Calbayog baka matatalo sila ng mga papasok ng mga company :ohno:

^^ I believe hindi apektado ang host LGU dito dahil meron silang own set of LOCAL taxes and business permits which is different from the taxes that are being collected by the BIR. In the case of those national malls, bago sila mag-operate, nag-sesecure naman sila ng permits and licenses from the host lgu before they are allowed to operate.

Correct. . . the amounts collected by the BIR does not go directly to the LGU collecting it. It goes to the National Treasury and being appropriated by the National Govt through the General Appropriations Act. The LGUs in return receive their IRA whether their RDOs has collected more or less income taxes for as long as the LGU has the population and land area.

Dep-Ed Calbayog city redestricted, creates 3 new districts, central schools (http://samarsundaystar.com/dep-ed-calbayog-city-redestricted-creates-3-new-districts-central-schools/)
http://www.samarsundaystar.com/wp-content/uploads/2011/07/deped.jpg
Calbayog city – What used to be seven, Dep-Ed Calbayog city Division have now grown into a 10-districts Division after redistricted itself to create two new districts and central schools in Calbayog and one in Tinambacan under its area of responsibilities.

In an interview, Dep-Ed Calbayog city Schools Division Supt. Ms. Edith Paculan said that the creation of the new districts and central schools is an answer to their long time request to the administrators of Dep-Ed Region 8 taking consideration of the growing number of schools and teachers in the Division of Calbayog city that apparently requires more supervisors to carry supervisory tasks in the field.
In Calbayog, the two new converted districts and central schools include Calbayog City SPED Center, as the central school for District II, and Trinidad Central Elementary School as the center of District V, and Malaga Central School as the new district central school of Tinambacan District III.
Prior to their conversions as the new central schools, Calbayog City SPED Center used to be under District I, Trinidad in District III and Malaga in Tinambacan District II.
With this development, Calbayog City Division is now being composed of 10 districts and central schools: five in Calbayog, three in Tinambacan and two in Oquendo, paculan said in the interview.
Due to the creation of the three new districts and central schools, the distribution of the schools to their respective central schools for the purpose of supervision is likewise changed and fixed.
Calbayog
District I, Calbayog Pilot Central School with Rawis, Cogon, Bagacay, Carayman and Naga Elementary Schools and Pinamorotan and Cagbanayacao primary schools clusters; District II, Calbayog city SPED Center with Obrero, Carmen, Dagum, Rizal 1 Elem. Schools and the two clusters of Guibaoyan-Cacaransan and Himalandrog-Villahermosa; District III, Calbayog East Central School with Nijaga, Guin-on, Tabawan, Migara Elem. Schools and Hamorawon-Alibaba and Patong-La Paz clusters; District IV, San Policarpo Central School with Capoocan, Matobato, Gadgaran Elem. Schools and the clustered groups of Tanval, Jimautan and Looc; and District V, Trinidad Central School with Anislag, Cagsalaosao, Acedillo Elementary Schools and the clustered schools under Lonoy, Kilikili, Mancol and Tigbi.
Tinambacan
District I, Tinambacan Central School with Malajog, Danao 1, Malopalo, Tomaligues and Bante Elem. Schools, and Amampacang and Mabini II clusters; District II, San Joaquin Central School with Baay, Binaliw, Manguinoo, Cagnipa, Bantian, Cag-olango and Marcatubig Elem. Schools; and District III, with Cagmanipis, Malayog, Pena, Tinaplacan, Bugtong Caglanipao Sur Elem. Schools and Cangomaod cluster of schools.
Oquendo
District I, Oquendo Central Elementary School with Pilar Elementary School, Cabatuan Elem. School, Mawacat Elem. School, Sigo Elem. School, Macatingog Integration School, Dawo Integrated School, and the clustered schools under Panlayahan, Begaho and Roxas II; and District II, Tarabucan Cenrtral Elementary School
with Mag-ubay Elem. School, Cabacungan Elem. School, Cagbayang Elem. School, and the clustered schools under Panoypoy, De Victoria and San Rufino, and Capacuhan and Caybago.
The redistricting which took effect last Monday (May 02) goes with the appointment of the new set of district supervisors/administrators. For Calbayog, the supervisors include Mr. Fidel Cano, District I; Ms. Godelia O. Verdijo, District II; Ms. Primitiva M. Jalayajay, District III; Ms. Adelma A. Rabuya, District IV; and Ms. Ma. Teresa S. Simon, District V.
For Tinambacan: Ms. Ma. Ruby B. Veraflor, District I; Mr. Reynaldo A. Serito, Tinambacan II; and Ms. Soledad L. Derman for District III.
For Oquendo District, the District Administrators are Mr. Jessie O. Abon for District I and Ms. Tomasa C. Antivo for District II.
The installations of the new districts were done simultaneously in its respective central schools last Tuesday (May 03) wiht Dep-Ed Regional Director Dr. Luisa Bautista Yu attending the program one after the other.
This writer had been able to witness the installation of Calbayog District 3 done in the Conference Room of the Calbayog city Division Building.
In her message Director Yu emphasized the importance of the role being played by teachers in the classroom in order to inspire the children to love the value of education which greatly influences the formation of their future.
She further encouraged all the teachers to be “passionate” in the discharge of thier duties being the countries’ leading employees shaping the future of its children.
Calbayog city Division is considered to be one of the biggest Dep-Ed divisions in Region 8 among three cities, it is composed of 1,333 teachers serving in 234 schools spread in 157 barangays of the city of Calbayog. (Ike Macasa)

Yes, I can understand that. But as I understand it, based on the article, is that a big chunk of the taxes from the operation of those malls will not go to the host LGU, but rather, I guess, I'm not sure though, will go to the LGU where the headquarters of those malls are physically located.

OO, ongoing pa rin yung construction (As far as I know). Most of the pictures were taken 2 months ago. The expansion of the airstrip costs 30 Million.

How about the passenger terminal @007_kim? I think masyadong maliit ang 30 million. When will be its target completion date?

yes, especially that it is just funded by the local government. originally, it was actually a plan of the City government. but you know what happened to our cityhood. now, the provincial government took the opportunity to make the project a reality (mag-rerecall gud) hahaha. pansin ko lang talaga na dahil sa recall, marami ang projects na pina/pinapa-gawa nila. MANILA, Philippines – Budget carrier Airphil Express canceled its flight to Northern Samar on Saturday morning allegedly due to a gas leak, radio dzMM reported.

Radio dzMM reported that Airphil Express flight 2P029 was still on the ground at Terminal 3 of the Ninoy Aquino International Airport when one of its passengers noticed a yellowish liquid leaking near the plane's tire.

The passenger reported it to a flight attendant who, in turn, notified the aircraft's pilot.

All 50 passengers were immediately ordered to disembark from the propeller-type aircraft and the plane's flight was subsequently canceled.

The management of Airphil Express has yet to issue a statement regarding the incident. -- report from Dexter Ganibe, dzMM

Coming in of investors compensates losses caused by IRA reduction, says Calbayog mayor (http://leytesamardaily.net/2011/10/coming-in-of-investors-compensates-losses-caused-by-ira-reduction-says-calbayog-mayor/)

CALBAYOG CITY- The coming in of new investors to this city would somehow compensate the losses it sustain due to the reduction of its share on the internal revenue allotment (IRA).

Mayor Ronaldo Aquino said that the creation of the new cities in the country has resulted for old cities, to include Calbayog, suffer a lower IRA shares.

“We cannot do it anymore. The Department of the Interior and Local Government has already been mandated to accept the 16 new cities as declared by the Supreme Court,” Aquino said.

“(And) the Department of Budget and Management has already issued a final notice that we’ll have a reduced IRA share due to this,” he said, referring to the increased of new cities of the country.

Of the 16 new cities in the country, three are in the region, namely, Baybay in Leyte, Catbalogan in Samar and Borongan in Eastern Samar.

Calbayog has lost P115 million due to the decreased of its IRA share, the fund provided by the national government to local government units which serves as their main source of income.

Calbayog used to receive about P740 million as its annual IRA share which the city government uses to fund its various programs and projects.

Mayor Aquino admitted that the reduced IRA of Calbayog has a “tremendous effect” towards achieving the programs and projects he envisions for the people of the city.

“It has a big impact on the delivery of basic services like health, education…” the Calbayog city mayor said.

But with the decision of some major investors of the country to do business in Calbayog has somehow “lessen” the losses it incur due to a reduced IRA share.

“With their coming in, these will compensate whatever losses we’ll sustain due to the IRA share reduction as they will pay their real property taxes,” Aquino said.

Earlier, Aquino signed a deed of sale of a city-owned lot to the Gaisano as the giant shopping mall operator is to put up its branch in Calbayog.

Gaisano is to infuse P200 million fresh investment to Calbayog with its operation expected to generate income to the city government in terms of real property tax payment and at the same time, create thousands of employment.

Aside from Gaisano, another blue-chip investor, the Robinsons Mall, is also slated to open its branch in Calbayog, Aquino said.

Other big investors are expected to come in to Calbayog, the city mayor said.

And as part of its efforts to attract more investors, the city government has drawn up its own investment code which is expected to come into effect anytime next month.

“We will not impose any tax increase as this will send a bad signal to our investors instead we will provide them tax holiday. This will help us attract more investors for them to come to Calbayog,” Aquino said.

But the city mayor added that as part of the belt-tightening measures that he has instituted to lessen the city government’s expenses, he has decided to freeze on the hiring of new workers and by not renewing the services of casuals who were hired by the former administration.

He also said that he has directed to monitor the unnecessary consumption of water, light and gasoline at the city hall. Printing of materials needed by various departments of the city hall is also be centralized with the city general services office tasked to do the job

Robinsons Land purchases P2.85-b properties (http://www.manilastandardtoday.com/insideBusiness.htm?f=2011/october/18/business3.isx&d=2011/october/18)
by Jenniffer B. Austria

Robinsons Land Corp., the property unit of retail and airline tycoon John Gokongwei, has acquired P2.85 billion worth of new properties for future development.

Robinsons Land said in a filing with the Philippine Stock Exchange it used a portion of the proceeds from its recent P13-billion stock rights offering to purchase the properties.

The properties acquired for landbank are in Quezon City, Ortigas, Pasig, Malabon, Roxas City, Calbayog City in Samar, and Santiago in Isabela.

The company said it also spent P1.26 billion for the construction of residential projects, P422 million for office buildings and P1 billion for various shopping mall developments.

The company so far has spent P8.1 billion from the P13 billion in fresh capital raised during the stock rights offering.

Robinsons Land president Frederick Go earlier said that the company would spend P30 billion in capital expenditures from 2011 to 2012, mainly to acquire new properties and put up new shopping malls, hotels, office buildings and residential condominiums.

The company earmarked P11 billion for land acquisition for mixed-use development. He said Robinsons Land would acquire most of the properties in Metro Manila.

The property firm raised P13 billion from a stock rights offering in May by offering an additional 1.3 billion shares to existing stockholders.

Robinsons Land’s nine-month net income ending in June this year rose 18 percent to P3 billion from year-ago level. Combined real estate and hotel revenues climbed 17 percent to P9.26 billion against last year’s P8 billion.

Share price of Robinsons Land on Monday gained P0.14 to close at P12.14.

Calbayog City at 63 (http://leytesamardaily.net/2011/10/%E2%80%98adlaw-san-calbayog%E2%80%99-today/)
By virtue of City Ordinance No. 2011-28-054, every October 16 was declared as “Adlaw san Calbayog”. Calbayog became Eastern Visayas’ first city on October 16, 1948 by virtue of Republic Act No. 328, sponsored by then Senate President Jose Avelino and Congressman Agripino Escareal and was signed into law by President Elpidio Quirino.

Adlaw san Calbayog 2011 marks the 63rd Founding Anniversary of Calbayog City. This is the first time that the anniversary celebration will be referred to as such. For the past so many years, Calbayognons simply referred to it as Charter Day.

Calbayog City is presently headed by Mayor Ronaldo Aquino. He assumed the post after Mayor Reynaldo Uy was felled by an assassin on May 1 of this year.

Mayor Aquino made it among his priorities to put the city’s finances in order.

Mayor Aquino has continued a good number of programs initiated by his predecessor. He has made it a point to be in consultation with the various stakeholders of the city with regard to the implementation of LGU programs. Noteworthy among other programs of the LGU is the recently-launched mussel program. He has also vowed to further strengthen the Bantay-Dagat program so as to curb illegal fishing in the Calbayog fishing ground. The River Patrol is in place as an initial step to revive the Calbayog River. Soon to take off is the Feeding or Nutrition program for the under-nourished children of Calbayog. Initially, it will utilize vitamin-infused fish balls and other food stuff taken from the over-supply of sardines (tamban) in the locality. With the City Hospital project temporarily shelved, a Mobile Clinic which is an air-conditioned bus, configured to contain an x-ray machine, ECG, a dental chair and a consultation area will be used to visit the various carline barangays of Calbayog on a regular basis.

Adding more reason for Calbaygonons to celebrate this year is the entry of various investors. Robert Go who owns the Prince chain of malls in Cebu and Leyte will build Prince Mall off a property at Christ the King College. Another investor is Robinson’s Land which will build a mall at the RFM area along Magsaysay Boulevard Extension. And Far East Noble House, Inc. which recently signed a contract with the LGU thus paving the way for the construction of the first mall in Calbayog City.

Calbayog’s annual cityhood is marked with week-long activities prepared by various LGU offices namely the City Mayor’s Office, the City Agriculture Office, the 3-D CUPPS Program and the City Arts and Culture Office. These activities included the Agro Fair at the Julio Cardinal Rosales Plaza, the Photography Workshop with Nelson Petilla, the Libreng Haircut provided by the SOS-LGU Calbayog Haircutters Association; and the annual PD Cab Drivers’ Day.

There were also nightly performances at the Nijaga Park. These included the repeat performance of the musical-play St. Francis: Mirror of Life; and the LAKUB Performance which showcased the songs and dance of Calbayog. For tonight, there will be a Free Concert cum Disko sa Nijaga with the Roochies Band and some local bands. Also part of the activities is the announcement of the winners in the Susbaranan Award 2011 an annual competition under the auspices of the Office of the City Mayor that aims to promote the good practices of the various barangays of Calbayog.

We congratulate the Officials and Residents of Calbayog City, led by their Mayor Ronaldo Aquino, on the occasion of their 63rd Cityhood Day. We wish them all the best and success in all their endeavors.

I don't know. I haven't been to Maulong yet.

But if you are referring to the reclamation area of the City Government for its relocation (as well as the site for EVRSHS's new campus and proposed city hospital), it has not materialized as of yet. It was shelved prior to the suspension of Catbalogan's cityhood. Well, next year our IRA will be back to its original figure as a city. We just have to wait and see.

yung Samar talaga ay hilly areas kaya mahirap mag-expand ang Catbalogan, Calbayog on the other hand is very flat same with Northern Samar, kung geography at language ang pagbabasihan, mas similar ang Calbayog sa Northern Samar kesa sa Samar
