By Emy Calagos
Palapag, Northern Samar – Despite the action taken by the government troops to promote the AFP’s Internal Peace and Security Plan (IPSP) “Bayanihan” designed to encourage peace and development to far flung and depressed communities, sixty fully-armed members of the New People’s Army (NPA) under Renato Ribay alyas Bata/Manoy/Rinay and the group of alyas Demet deliberately attacked the peaceful town of Lapinig, Northern Samar at 6:30 in the evening of January 20, 2012.
Initial report reaching this headquarters, the terrorists commandeered one dump truck owned by Yakal Construction at Sitio Takras, Poblacion del Sur, Lapinig proceeded towards the northern portion of the town and established roadblock, laid Improvised Explosive Devise (IED) landmines at the center of the road and hostage the passing innocent civilians and motorists and divested them of their belongings. While some of the CTs went inside the houses, pointed their guns to the occupants including women and children and forcibly took away their cellular phones and other valuable belongings.
The communist terrorists (CTs) proceeded to the house of Mayor Romualdo D. Menzon to abduct the latter. However, they were repulsed by Aurelio Jullata, the Mayor’s security detail who immediately and bravely engaged them killing one of the assaulting CTs but due to the latter’s evil intention, butchered the defending security. Sensing that the Mayor’s house is heavily defended by the other security details which were occupying vantage positions, the CTs forcibly entered the residence of Romeo Senobio Jr which is next to the Mayor’s house, looted his house and shot him in cold-blood, hitting him in the head and back. Likewise, they also entered the house of PO3 Rowena Opena, disarmed her, ransacked her house, and forcibly dragged her outside and mauled her in full view of her neighbors including children.
Other members of the attacking CTs went to the Lapinig Municipal Police Station (MPS) and announced through a megaphone for the Police inside to surrender. However, the police personnel were already at their defensive positions and refused to surrender. Sensing that they (the CTs) already lost the element of surprise and that the civilians were shouting at them, they hastily left the MPS and withdrew towards Barangay Imelda of same municipality bringing along with them their dead and wounded comrades on-board same dump truck and two motorcycles.
It can be recalled that the use of landmines is explicitly banned by the United Nations Conventions since most of its casualties were civilians but the terrorist New People’s Army (NPA) persistently and blatantly employs landmines thereby severely endangering the lives and limbs of civilians especially women and children alike.
As of press time, government troops were scouring the area in order to clear said municipality from CT remnants and landmines and to protect the people.

When I went to Borongan last Dec. 2011, I've seen at least 4 new commercial buildings and at least 3 more which are still under construction. Also, the Borongan Doctor's Hospital is expanding. They're constructing another building at the back which is I guess is 4 or 5 storeys tall. Aside from that, the construction of the provincial gymnasium at the Capitol Grounds which is said to have a capacity of 5,000 is already on-going. Regrets that I wasn't able to take photos of them. :(

Yong 400M na budget ng city is a major comeon for business.

I haven't heard any news about it. pero dumarami na ang mga home-grown na mga fast-food chains sa Borongan. I've also seen a lot of new commercial establishments sprouting everywhere. many of the houses around the downtown area have turned their ground floors into commercial establishments while other pre-existing businesses are now expanding. LBC now has 2 branches in Borongan.

Eagle Trans Asia Air is the 2nd Cebu-Based Air Carrier. The first is MidSea Express .
It's safe.. but There’s no such thing as in-flight service for this type of aircraft. Expect no food, no flight stewardess, not even a what-to-do-in-case-of-emergency video since there’s no TV onboard the plane. There was also NO briefing done by the staff before boarding the aircraft.

Air travel for Catarman-Tacloban, Catarman-Cebu routes available soon

CATARMAN, Northern Samar -- Air travel will soon be available for Catarman-Tacloban and Catarman-Cebu routes starting this February, Governor Paul Daza said last week shortly before the signing of a memorandum of agreement (MOA) between the transport carrier and its authorized sales agent here.

“We are happy to have finally convinced Eagle Trans Asia (ETA) Air to open this regional flight not being served by other airlines,” Daza said. “This will increase the accessibility of Northern Samar to tourists and investors.”

Can't get enough of Sinulog? Watch the winning performances.

Daza, who has always been keen in establishing a business-friendly environment out of Northern Samar and in boosting local tourism, initiated the negotiation for the opening of the transport service.

Meanwhile, Luis Jamili, president and CEO of ETA Air, said the newly opened route will have its maiden flight on February 8, 2012 and every Monday, Wednesday, Friday and Saturday thereafter.

Jamili was present during the MOA signing being the signatory for ETA Air, with Sammy Co, the general manager of SCJ Travel and Tours, and Jun Malobago, SCJ’s vice president for operations and marketing, the airline’s partner-general sales agent for its new service in Northern Samar.

Jamili assured the public that ETA Air’s 29-seater Jetstream aircraft, which will ply the Catarman-Tacloban and Catarman-Cebu routes, are new and has ample legroom for all types of passengers, with its executive class accommodation turned into commercial planes to serve economy fares.

The aircraft will depart from Cebu for Catarman every Monday, Wednesday, Friday and Saturday at 8 a.m. and estimated to arrive at 8:35 a.m. It will fly again for Tacloban (from Catarman) at 9 a.m. It will leave from Tacloban for Catarman at 9:40 a.m., and from Catarman fly back to Cebu at 10:20 a.m.

Depending on the market, it may later on cater Tuesdays of the week or even open on a daily basis, Jamili and Co said.

Meantime, ETA Air may accommodate chartered flights for group travel or pre-arranged tours outside its regular schedule.

For its maiden flight, the airline is offering its service at a promotional rate of P699 for the Catarman-Tacloban route (one-way) and P1,699 for Catarman-Cebu or vice versa.

Promo fares will also be available once they become fully operational, Jamili said.

Daza is optimistic that this new development in transportation will not only bring in tourists to Northern Samar but will also spur investments and other business activities by making the province accessible to its regional center, Tacloban and to the Philippines’ biggest transit point in the south, Cebu.

^^There should have a flight attendant/s... they will be using a 29-seater Jetstream turboprop.:cheers::cheers:

MidSea Express and Sky Pasada are only using 19-seater aircrafts

^^Yups. SEAIR is also using a 19-seater LET410 aircraft to Caticlan and there's Flight attendant.

I think CAAP will not give them a permission for a commercial flight if they don't follow the standards. Lalo na ngayon na we are still in FAA Category 2.

Based on the same record, the region was visited by 151,173 tourists of which 138,693 of them were local tourists and 11,268 were foreigners.

Among the foreign tourists, the Americans led the pack at 3,566 followed by Australians, 1,012 and the Japanese, 972. The rest were Mexicans, Germans, Norwegians, Koreans, among others.

Palompon, for example, is doing their best to boost its tourist attractions.

In fact, it’s Kalanggaman Island, which is noted for its white sand and pristine seawater, was among the most visited tourist destinations in the region last year, Lumbre said.

The said island off the Palompon town center was visited by 6,348 tourists.

Other tourist attractions that draw tourists last year included the Divinubo Eco Tour Park in Borongan City; Zipline in Sogod, Southern Leyte; National Shrine in Limasawa, Southern Leyte; Sohoton Cave in Basey, Samar and Bontoc Cave in Hindang, Leyte.

ETA airlines does not exist, ETA airways does but there is no Mr Jamili connected with it, you can call and check with the Civil Aviation Board, under the Department of Transportation and Communications...also check Mr Luis Jamili if he's the same guy wanted by Pasay City Court for getting money from 19 Indian student pilots for payment of supposed to be BOEING aircraft rating. ETA Airlines/Jamili also tried to do same modus operandi this time getting cash bonds from travel agents in Cebu province in order for the agents to sell airline ticket. Their office in Cebu did not exist, although a source said they tried to get a counter/office at Mactan Cebu International airport but ETA never operated.

Call Mactan Cebu International Airport if they have an office, because ETA does not have one. Whatever happens don't try to give out money for something he promised, he tried that before and he was successful.

Construction, repair of 62 bridges part of $214 MCC Samar road project

By Philippine Information Agency (PIA 8)
January 24, 2012

TACLOBAN CITY – The construction and rehabilitation of 62 bridges in Samar and Eastern Samar are part of the Secondary National Roads Development Project (SNRDP) under the Philippine Compact with Millennium Challenge Corporation (MCC).

Engr. Rene Galapon of the Department of Public Works and Highways Regional Office 8, who is the Project Engineer, informed that of the 62 bridges, 17 are for total replacement, 42 are for rehabilitation and repair and three are for completion as they are now ongoing.

Under package A of the project, 28 bridges are involved. These include 12 bridges that are up for minor rehabilitation, three (3) bridges which are due for super structural replacement, six (6) will undergo sub-structural repair, pier retrofit and pier replacement and seven (7) bridges are due for total replacement.

Package B includes 34 bridges, 16 of which will undergo minor rehabilitation, four (4) are due for pier retrofit, and 14 are due for total replacement.

The SNRDP involves not only the construction and rehabilitation of a 220-kilometer of existing roads and bridges covering two provinces in Samar Island but also involves road widening, drainage installation and other road safety improvements, Engr. Galapon said.

The SNRDP begins at the junction of Pan Philippine Highway and Buray (Wright) in Western Samar and passing along mountainous terrain to Taft, Engr. Galapon further said.

From Taft, it continues southward along the coastline of Eastern Samar ending in Guiuan, passing through a total of 15 municipalities. The roads project is expected to accrue economic benefits by lowering vehicle operating costs, and saving the time of people living near the roads thus enabling them to have greater access to commercial activities as well as to their basic needs, Engr. Galapon added.

The project recognizes DPWH standard right-of-way limit, the DPWH engineer said.

However, in an attempt to minimize disruption to the inhabitants and users along the road, the right-of-way shall be limited to the construction limits, which is estimated at this time to have a width spanning the existing road width plus approximately 2-3 meters on each side of the existing pavement.

if this will be true, our highway will have 4 lanes of world-class standard. nice :)

------------------------------------------------
if this will be true, our highway will have 4 lanes of world-class standard. nice :)

Aside from Palanit Bridge,5 other bridges along Calbayog-Allen will also be repaired (Caglanipao,Cagnipa,Jibatang,Labuyao and Kinawan Bridges).
All Vehicles bound for Allen should take the Calbayog - Lope - Catarman Road.

Authorities from the municipal government were not allowed to get near the place to take pictures.

I had experienced this once. And it made me sad. I was told I had to ask permission muna from some friends up there. E palagay ko di sila friends kasi kung friends sila they would have let me take a picture of some beautiful scenes in the area :) Well, I just don't like to mention here kung saang area yun hehehe. But the thing is, sana wala na insurgency para naman safe na to visit some places and take pictures.

Safe ba dun?" And to be honest, I can't tell them wholeheartedly that "Yes naman, safe sa amin" because just recently nasa news na naman yung mga encounters at raids.

I agree, Catar. Ganyan yan pag malaki ang lindol mga intensity 7 and up maraming aftershock.

New flights seen to boost tourism in Northern Samar

Monday, February 6, 2012

CATARMAN -- Northern Samar Governor Paul Daza said the introduction of Cebu-Catarman and Catarman-Tacloban flights will be a big boost to the local government's effort to make the province a tourist destination.

Eagle Trans Asia Airways Corp. (ETA Air) is set to launch on February 22 a four times weekly flights that will link Catarman to the regional capital and to the more developed areas in the Visayas.

Have something to report? Tell us in text, photos or videos.

Air travel between Catarman and Cebu and vice versa is only 35 minutes, Daza said. Currently, travelers from Catarman have to go to Tacloban or Manila to get to Cebu via air travel.

Daza said the 20-minute air travel from Catarman to Tacloban is also a welcome development for tourism and business. Land travel between Catarman and Tacloban takes five hours.

The governor said he personally invited ETA Air in the province as part of his thrust to make Northern Samar a business-friendly destination.

"They're done with the feasibility and they like what they saw. We encourage them to start and we will extend all our support to make it easier for them to do business," Daza said.

Part of the province's support is the improvements of Catarman airport to provide office space for ETA Air and intensify promotion of icon destinations in the towns of Biri, San Antonio, Capul, Bobon, and Catarman.

"In our Provincial Development Council meeting, we asked the travel agents in the airlines to do packages to make their operational more successful," Daza said.

For its maiden flight, the airline is offering its service at a promotional rate of P699 for the Catarman-Tacloban route (one-way) and P1,699 for Catarman-Cebu or vice versa, said Luis Jamili, president and CEO of ETA Air earlier said.

The airline added that they will operate in the route every Monday, Wednesday, Friday and Saturday.

ETA Air claimed that their British Aerospace Jetstream 41, which will ply the new routes, are brand new and has ample legroom for all types of passengers. The executive class accommodation will be converted into commercial planes to serve economy fares with its two-by-one arrangement.

The aircraft will depart from Cebu for Catarman every 8 a.m. and estimated to arrive at 8:35 a.m., and then leave for Tacloban at 9 a.m. From Tacloban, it will leave for Catarman at 9:40 a.m., and from Catarman fly back to Cebu at 10:20 a.m

Gaisano Mall to rise in Catarman (http://leytesamardaily.net/2012/02/gaisano-mall-to-rise-in-catarman/)

CATARMAN, Northern Samar –The Gaisano Grand Group is acquiring a four-hectare property here as it eyes to open a mall in this province, the second Gaisano Mall scheduled for construction in Samar Island.

Catarman Mayor Rolando Carpio, Jr. said that the decision to open a mall owned by Benito Sy Gaisano in their town is final and they are now assisting the company in lot acquisition.

“They’re the one who offered the proposal to build a mall. Within this month, they will be sending me a proposal for moratorium. That is to give signal to investors that their business is protected,” Carpio said.

The proposed site is located in a vacant and residential lot in Brgy. Macagtas, close to the town’s bus terminal.

“There are some property owners who are resisting to sell their lot to Gaisano but we are optimistic that this will be settled soon. Out of the 11 households settling in the front area of the proposed mall, we’re able to convince nine of them to relocate,” Carpio said.

Earlier, Gaisano has purchased a property in Calbayog City, the first site acquired by the company in Samar Island. Gonkongwei-owned Robinson Malls also expressed their interest to open a mall in the same city, just one hour drive from this town.

Both malls have not yet started their actual construction activities, according to Carpio.

The mayor said that they have to impose moratorium so that they won’t have the same situation in Calbayog City where both Gaisano and Robinsons are set to operate in the same location.

“We have to implement a moratorium because the market is not that big like Cebu and Manila. If two malls will open in a span of just a short period, they might end up closing down the business,” he pointed out.

In Eastern Visayas, Gaisano Group of Companies is currently operating malls in Tacloban City and Ormoc City, both in Leyte, and Maasin City in Southern Leyte.

Catarman, a first class municipality with 55 barangays, is the capital and largest town in terms of both land area and population in the province of Northern Samar. The town has a population of 81,067, making it the most populous municipality, more than the cities of Borongan and Maasin

Air travel for Catarman-Tacloban, Catarman-Cebu routes available soon (http://www.sunstar.com.ph/tacloban/local-news/2012/01/25/air-travel-catarman-tacloban-catarman-cebu-routes-available-soon-2025#.TyaQwoqc50A.facebook)
Wednesday, January 25, 2012

CATARMAN, Northern Samar -- Air travel will soon be available for Catarman-Tacloban and Catarman-Cebu routes starting this February, Governor Paul Daza said last week shortly before the signing of a memorandum of agreement (MOA) between the transport carrier and its authorized sales agent here.

“We are happy to have finally convinced Eagle Trans Asia (ETA) Air to open this regional flight not being served by other airlines,” Daza said. “This will increase the accessibility of Northern Samar to tourists and investors.”

Have something to report? Tell us in text, photos or videos.

So much ado about it, sana Robinson's na lang. Kaso may moratorium naman na sinasabi ang Mayor na bawal magtayo ng another mall within several years after Gaisano. IMO, its a lame excuse, much like Meralco's system loss ek ek. Dapat business is business, matira ang matibay, plus competition is actually beneficial to the consumer.

No mayor should impose a moratorium on business. It is the businesses themselves that will gauge the readiness of the market.

Tulad dito sa Ormoc, hindi natuloy ang Robinson's Hypermart at Prince dahil masa-saturate ang market because of the existence of two Gaisanos, other smaller shopping centers and stores selling Chinese products.

Yes Allen may be the second busiest in terms of economic activity because of the two seaports but still Laoang is the second LGU in terms of population and income and even local income collection as you had posted here before.

because of location... yung Allen kasi located sa western side of N. Samar at malapit lang sa Catarman, while Lao-ang remains as the largest urban center in the eastern part of N. Samar at malayo pa sa Catarman, yung problema nga lang dahil mahirap mapunthan dahil wala pang bridge...

Together with the supposed airstrip project, these multimillion projects are the crazy brainchild of the former Congressman form this place. He was 9 years Congressman and 9 years Governor, but still, the circumferential road of the island is still in a sorry state. Sana ang pera na ginasto sa airstrip at sa Roro port na yan ay ginamit na lang doon sa concreting of the circumferential road. makakatulong sana ito para maabot yong other would-be tourist destination within the island.
