Government allots P415M for irrigation, agriculture projects in Samar
WEDNESDAY, 29 JUNE 2011 19:44 JENNIFER A. NG / REPORTER
THE government, through the Department of Agriculture (DA), allocated an initial P415 million for the repair and improvement of four irrigation systems, as well as agri-fishery projects in Samar province.

Agriculture Secretary Proceso J. Alcala said the bulk of the investments will go into the completion and repair of the four irrigation systems amounting to P380 million, while the balance of P35 million is earmarked for various agri-fishery projects.

Of the amount allocated by the National Irrigation Administration (NIA) for the four irrigation systems, P360 million was set aside for the completion of two irrigation projects in Catarman-Bobon and Bugko, Mondragon.

Also, the government will spend P15 million to restore the Macagtas irrigation system in Catarman and P5 million for the construction of 120 kilometers of irrigation canals of Catubig Dam in Northern Samar.

“With sustained investments, political and strong cooperation among all stakeholders, Samar should [be able to remove itself] from the list of the 10 poorest provinces in the country,” said Alcala in a statement.

When completed, NIA administrator Antonio Nangel said the four irrigation projects will be able to irrigate an additional 7,140 hectares that could be planted twice a year.

At a conservative yield of four tons per hectare per season and two crops a year, the 7,140 hectares would produce an additional 57,120 metric tons (MT) of palay or unmilled rice annually.

This projected harvest represents roughly 23 percent of the total palay harvest of the three Samar provinces (Northern, Eastern and Western) at 250,127 MT in 2010, the DA noted.

The P35 million was allocated for various agri-fishery projects. A total of P5.7 million was set aside for aquaculture and mariculture projects, P5.5 million for small water-impounding projects, and P2.8 million for coconut planting, replanting and fertilization.

*nano na man daw an nahimo sini...?? tsk, tsk..

Gullas proposes to connect Visayas islands with bridges
By Liv G. Campo (The Freeman) Updated March 27, 2012 12:00 AM Comments (1)

CEBU, Philippines - First district Rep. Eduardo Gullas yesterday announced that soon Central and Eastern Visayas will be interconnected with bridges.

“Hangyuon nato ang national government nga ang atong mga islahan masumpay og bridge. I already asked DPWH (Department of Public Works and Highways) Rogelio Singson nga buhatan og preliminary study,” Gullas said.

The veteran lawmaker said this project, which he pegged to cost P60 billion “more or less,” will connect Negros Oriental to Cebu, Cebu to Bohol, and Bohol to Leyte.”

Gullas, who used to be a vice chairman of the House Committee on Appropriation, is however aware that this budget is so huge that even all the budgets of all local government units in the entire Visayas and Mindanao area will not be enough to finance the project.

But he said if Luzon can get billion-peso projects like water dams among others, why can’t the Visayas and Mindanao have a P60-billion bridge?

“Kinahanglan hatagan og higayon ang mga taga Visayas ug Mindanao para sab makatagamtam ta sa atong gihatag nga buwis,” he said.

He however said President Aquino’s Public-Private Partnership may be the answer to this concern. Gullas said he already raised it to Aquino, who told him to continue the feasibility study and that he will see how he can fund the project.

He said he is set to get the signatures of the 20 Congressmen of the Eastern and Central Visayas.

Gullas’s term will end next year, but he said even if it does, he still wants to see this project implemented as he is bent on filing a bill on it in this Congress.

The veteran lawmaker said the project, once implemented, will usher socio-economic and tourism developments of these two regions.

...isn't it nice....??

P4.4M In Mining Fees Collected
By RESTITUTO A. CAYUBIT
March 29, 2012, 3:39am
CATARMAN, Northern Samar — Northern Samar province has collected P4.4 million in mining fees in 2011, the governor of this province reported.

Northern Samar Governor Paul Daza told reporters in an interview at his office here that the 4.4 million collection has helped to augment the income of the provincial government. He said the 2011 collection was 356 percent increase compared to the previous year’s P963,000 sourced from fines, renewal of permits, apprehensions and billings from mineral collectors and traders.

Daza attributed the increase in collection to the increase in investors and mineral collection permits, improved and efficient collection system, and the policies and programs adopted and imposed by the provincial government, as well as the granting of permits to mineral collectors and traders.

He pointed out that Northern Samar is famous for its abundant supply of mineral products needed in construction and industries.

may mga pasamwak pa sira sa media nga an visayas mas dako an population san NCR or metro manila kay nano kay deri makapondo sin tulay?

an northern luzon ngani na mas mayaman pa saat nga visayas ngan mindanao na paubos ngan napabalunod san metro manila kay mao an sentro san negosyo ngan ngatanan, bisan power ngan port sector

so iaaccept ta nala iton? I thought our government are pushing for decentralization? are we just feeding our taxes to the capital? yes we are poor, because 'they' have chosen us to be poor. look at cebu: they are contributing big to the economy but they receive less that what they deserve. this may explain their rejection of the tagalog language.

Yup true but Caluwayan's property is limited to a confined space only, whereas Calicoans scoop is more than 50x than that of Caluwayan... But Caluwayans great anyway!

Playa de Catalina is a welcome respite for travelers seeking the comforts of nature. Located in the quiet town of Can-Avid, Eastern Samar, the resort treats its visitors to the peaceful surroundings only an untouched environment can provide. The resort faces the vast depths of the Pacific Ocean, with the Ulot River at the other end of the peninsula. You can enjoy this refreshing view as you walk on the 3.6 kilometer shoreline that faces the ocean. The Ulot River is Playa de Catalina’s calmer side, with a stream that leads into a lush view of the province’s vegetation. There’s also a mangrove that one can explore via a balsa

After enjoying Playa de Catalina’s amazing environment, you can check into any of the resort’s 12 air-conditioned rooms or the 19 fan rooms. One side of the resort offers guests a view of the ocean, while other a view of the river. The resort’s amenities are not limited to couples or small groups on vacation. A mini conference room is available for wedding receptions, team building seminars, and private meetings. The room can fit up to 60 persons, letting you and your company enjoy this top notch facility.

Guests can also enjoy the ocean horizon in any of the cabanas at the beach front; surfers and active beach goers can catch a wave by backpacking at the Surfer’s camp.

Your relaxing stay at Playa de Catalina is made possible through proper environmental conservation practices. The resort has carried on this important duty and has become a Responsible Travel Destination. This means that your stay at Playa will contribute to the conservation of Eastern Samar’s natural and cultural heritage.

ACTIVITIES

Playa de Catalina lets guests enjoy a number of aquatic activities.

Surfing and Skim boarding
The waves of the Pacific Ocean roll in and out of the shore, letting beginner and professional surfers try their hand at riding the water.

Swimming
Plunge into the cool depths of the Pacific. The water is perfect for refreshing yourself from the summer heat. Not-so-experienced swimmers can enjoy the ocean as well thanks to the

smooth sandy floor.

Snorkeling and diving
If you prefer to go a little deeper, snorkeling and diving can be arranged at the nearby islets. A boat can be chartered for you to visit the islets that are home to all kinds of marine life.

River boat tour
Those who prefer the calm of the river can wade towards the Ulot River mangroves or charter a boat that will take them upstream. The boat ride treats visitors to the greenery around Samar.

It's quite noting that Borongan's population exceeded the projection of NSCB. Borongan's population had already reached more than 64k last 2010 as opposed to NSCB's projected population of Borongan for the year 2012 which is only 62K plus. It could be a sign that more people are coming to Borongan for some reasons... But still Borongan is the least populated among the cities in the region.

Nag-decrease pala ang Pop. ng Leyte? Ngayon ko lang namalayan, na notice ko na masyadong maliit ang growth ng ibang mga urban centers, while ang iba naman rin, sobrang laki ang growth, Tacloban for example only gained 4,000+ in Pop. while Ormoc gained 14,000+ in Population, the population of the region itself droped from 3.9M to 3.8M...ano na ba ang nangyayari sa atin rehiyon?

CATARMAN, Northern Samar — Far-flung barangays in Catarman, Northern Samar are set to benefit from the government project “PAMANA” or Payapa at Masaganang Pamayanan (Peaceful and Resilient Communities) as road projects are set to be implemented in the municipality this year, the Office of the Presidential Adviser on the Peace Process (OPAPP) Thursday revealed.

OPAPP said the infrastructure projects include the construction of the 50-meter Brgy. San Antonio Bridge in Cagpanit-an, and concreting of a 3.1-kilometer section of the road stretch from Brgy. San Antonio, Mondragon to Brgy. Sulong, Silvino Lobos.

These road constructions will provide passageways to hard-to-access areas, especially in Silvino Lobos which locals dubbed as “Little Baguio.”

Prior to road construction, OPAPP said the town can only be reached through a motorboat followed by an uphill climb. The place is also known for its cool climate, vegetable crops and lush rainforest.

Just recently, Secretary Teresita Quintos Deles led the formal turnover of a check to Northern Samar held at the Office of the Presidential Adviser on the Peace Process (OPAPP) headquarters in Pasig City.

The check amounting to R156 million was received by Congressman Raul Daza, Deputy Speaker of the House of Representatives, on behalf of Northern Samar Governor Paul Daza.

Also present during the turnover were OPAPP Assistant Secretary and PAMANA Program Manager Howard Cafugauan, PAMANA Luzon-Visayas Area Manager Paul Escober and Provincial Revenue Collection Officer Aida T. Chan.

Yups! but take the case of neighboring Sulat town, ang laki ng nabawas almost 4,000 ang nabawas within a 3-year period. quite amazing hindi kapanipaniwala. Nag karooon ba ng mass out-migration sa bayan na yan? Take the case of Las Navas an interior town of Northern Samar almost 4,000 ang nadagdag mas malaki pa ang increase sa Catarman.

Very nice resort and breath-taking views, kaya lang parang grayish ang sand dyan. Sana man lang naging golden brown ang sand to compliment the spectacular views.

Guiuan mayor says opening of flights to Cebu boosts local tourism industry
By: REY GERILLA GRADO (LSDE) April 03, 2012

TACLOBAN CITY – Mayor Annaliza Kwan said that the presence of Midsea Express Company boosts the tourism industry of Guiuan, Eastern Samar as well as to the local economy..

Mayor Kwan, who is grateful of the opening of the flight of Midsea Express from Guiuan to Cebu City, said there is an increase on the number of tourists that have visited their place, either foreign nationals or local visitors.

She added that the management of the said airline company expressed their thanks to those who patronize their service.

“The management told us that they are always fully booked, especially this Holy Week,” Mayor Kwan said.

She added that the number of tourist arrivals could be higher if there is a Guiuan-Manila flight.

Kwan explained that a feasibility study shows that more number of people went to Manila rather than to Cebu.

Dealing with this matter, she would set time to talk with several airline companies to open their flights either to Cebu or Manila.

She said that the realization of this matter would be beneficial and could give convenience to travelers for they need not to go to Cebu or Tacloban if they plan to go to Manila.

The Midsea Express could accommodate 19 passengers which as twice a week flight Guiuan-Cebu schedules.

Catbalogan City Division to have soft launching
The Department of Education - Catbalogan City Division will be having its soft launching on April 16, 2012 to mark its resumption of office three years after it closed its doors as a result of the cityhood crisis.

Expected to grace the ceremony are regional and provincial-level education officials including Dep. Ed. Regional Director Luisa Bautista-Yulo, Assistant Regional Director Alberto T. Escobarte, Samar Schools Division Superintendent Thelma C. Quitalig and Officer-in-Charge (OIC) - Assistant Schools Division Superintendent Edita S. De Veyra.

De Veyra is also the incoming City Schools Division Superintendent. She will be holding this post in an OIC capacity pending her official appointment from the regional office. Also gracing the said event are city officials led by City Mayor Coefredo T. Uy and City Vice Mayor Art Sherwin Gabon and City Budget Officer and School Board Secretary Adelaida Lamadrid.

Activities prepared by Dep. Ed. Samar included highlights such as a motorcade, ribbon cutting, mass-cum-blessing and the unveiling of the official seal of the Catbalogan City Division prior to the program, where the aforementioned Dep. Ed and city officials are expected to give their inspirational messages.

The Catbalogan City Division was first opened in 2008 in accordance with the provisions of Republic 9391, which stated the conversion of Catbalogan from a municipality into a component city. The said act mandated the creation of a separate division for the new city. Despite the notable initiatives it had undertaken, shortage of funds brought about by the cityhood crisis resulted to its closure a year later.

Yep, I took the pictures just the other day. I don't know kung nakita mo na rin yung bagong building sa likod ng LC Pizza, it's also a 3-storey bldg. Arcade ang nasa ground floor at yung 2nd floor for rent ang nakalagay.

MANILA, Philippines — Some P1.6 billion worth of infrastructure projects that are expected to boost the tourism industry in Eastern Visayas, have been identified for approval and funding by the national government. Once approved and funded, they can be completed within one year.

The proposal has already passed the infrastructure committee of the Regional Development Council (RDC), which is set to endorse these projects identified in the National Tourism Development Plan, drafted by the Department of Tourism (DOT) and a consultancy firm.

Director Rolando M. Asis said the Department of Public Works and Highways (DPWH) in partnership with the DOT will implement the projects.

He said their realization will be good for the tourism industry in Region 8 which has numerous tourism destinations that are inaccessible or hard to reach due to lack of support infrastructure facilities. This package will make the major tourism sites listed in the plan viable destinations, Asis said.

Forty-two projects region-wide are listed for funding next year, and many of them are roads leading to tourist destinations and to airports. Likewise upgrading of existing roads, and construction of flood control systems near tourist spots are among the projects listed.

Among the projects in Leyte are the construction/upgrading of Baras-Manlurip-Tacloban Air Port, Sab-a Basin Circumferential Road, Mahagnao Lake and Natural Park in Burauen, Buga Buga Hills in Villava town, Mt. Kanhuraw in Tabango, Lake Danao in Ormoc, Matag-ob-Palompon Road, Abuyog Silago Road, and Lintaon Peak in Baybay City.

In Southern Leyte are Camp Danao Tree Park in Maasin City, Limasawa Circumferential Road in historic Limasawa town, Cambaro Cave in Macrohon, Canopy Walk in Silago, Crater Lake in San Juan, Rizal Matin-ao Road in Maasin.

In Eastern Samar project were identified in the villages of Ngolos and Sulangan in Guiuan town, Divinubo Island in Borongan City, Borongan-Llorente Close Canopy Forest Area in Maydolong, and Borongan Airport access road;

In Northern Samar the projects are the concrete paving of Catarman Airport Road, Macagtas Eco-Park in Catarman, Biri Rock Island Circumferential Road, Balite-Happy Valley Road in San Isidro, and tourism sites in Las Navas town.

In Samar, Sohoton Cave in Basey town and Cabiga Cave in Calbiga town are listed for construction of access roads.

Samar infra project deal up for bidding
By: Amy R. Remo
Philippine Daily Inquirer
11:38 pm | Wednesday, April 18th, 2012

Millennium Challenge Account-Philippines (MCA-P) is set to bid out in June a contract for the rehabilitation of a 64.6-kilometer road section in Samar under the $214.4-million Secondary National Roads Development Project.
In a statement, MCA-P said the contract would cover the rehabilitation of the road from the San Julian/Sulat municipal boundary to Balangkayan/Llorente municipal boundary in Eastern Samar. The project will be funded by the US-backed Millennium Challenge Corp.
The contract duration is 1,095 days with the project expected to start on August 15.
A pre-bid conference will be held on May 9, while deadline for bid submission is June 15.
MCA-P said the 64.6-km rehab project would be one of the four projects to be undertaken under the $214-million SNRDP, a 224-kilometer road project.
The other three contracts will cover the 16.3-km road project from Buray Junction to Barangay (village) Tinani in the municipality of Paranas; a 63.8-km road project from Barangay Tinani to San Julian/Sulat Municipal boundary; and the 79.5-km project from Balangkayan/Llorente municipal boundary to Guiuan, all in Samar.
