Yups UEP is very much contiguous to Downtown Catarman, but UEP by itself is evolving into another commercial center just like Dalakit. If you may notice a big commercial building is being constructed by the University near the Carabao Landmark, so as SANVIC Supermart in Dalakit. There are both advantages and disadvantages in converting a town into a city. IMO the advantages takes more weight than the disadvantages. I still prefer Catarman being converted into a city. Kinumpyut na ng NEDA yan kung sa Laoang dadaan, maliit lang ang rate of return ng investment ng govt. kaya doon na aprobahan sa Simora maraming municipalities pa ang makikinabang at kahit yung karatig na probinsya ng Eastern Samar sa mas maliit na budget. Weaving entails patience and attention to detail. The weavers deftly intertwine every strand of grass, following established patterns to craft intricate designs. As the work is repetitive and tiresome, the weavers in all likelihood gather and interact to break the monotony. Indeed, I observe them in conversation as they go about their work, their fingers moving almost instinctively, not missing anything. I found them accommodating, good-naturedly entertaining all my questions. Banig may not have the same prestigious ring as T'nalak cloth or Pina. Of all its manifestations, Luluguyan falls is the most stirring. Through salary adjustment for government workers, the BIR was able to yield an additional P129. 77 million taxes for the first three months. Almost half of the total revenue or P480.17 million was collected by the Tacloban City office; P190.87 million by Ormoc City; P137.09 million by Catbalogan City;P87.70 million by Borongan City; P83.17 million by Catarman in Northern Samar, and P81.75 million by Maasin City. The Borongan office posted the highest percentage excess at 10.39%. All revenue district offices earned tax inflows more than its goal except the field office of Maasin City with a shortfall of 8% than the target. “With the good collection data in the first quarter, we are more optimistic to hit the P4.4 billion target set for Eastern Visayas,” Gente told Leyte Samar Daily Express. Also contributing to the higher revenues were increase in remittance from government infrastructure projects, more volume of sand and gravel extractions, and the additional collection from expanded withholding taxes. “Almost P37 million was generated by BIR from Government Money Payments since more budget was poured out for infrastructure projects unlike last year,” she said. The Department of Public Works and Highways (DPWH) in the region got an allocation of P3.78 billion this year on top of huge amounts to finance delayed projects. Mayor Maria Fe Abunda has many other priority projects like the protection and preservation of the environment, according to Jose Ivan Dayan Agda, city administrator. The mayor has hired forest enforcers to run after illegal loggers and is undertaking now a massive reforestation project, he said. “We learned that the DENR has a tree planting program but it lacks workforce. So, it hired us to do the planting of trees. We can get the seedlings from them for free, and we hired people to do the planting and caring of the growing trees as well as to guard the forest,” Agda said. Agda said that early this year, the mayor has released P6 million for the reforestation project in the city’s forest area. We hope we could someday get carbon credits for preserving our forest, he said. Mining is also prohibited in this city due to clamor of the people, Agda stressed. Borongan has a population of about 60,000 and a land area of 58,289 hectares, of which 12,619.57 has. (21.65%) is alienable and disposable while 45,669.43 has. (78.35%) is forest land. Aside from having a vast forest, Borongan is also one of the surfing destinations in Eastern Samar and has been one of the sites of an international race that traversed through its forests, river and seas. The city also has caves, rivers and waterfalls that can attract tourists. Actually, Borongan is an adventure destination. Agda also informed that the mayor immediately instituted reforms at city hall when she assumed office. Unlike in the past, we all now go to office on time and do our respective tasks well and responsibly, he added. “Inuna muna ni mayor ang housekeeping sa loob ng city government. At least ngayon malaki na ang ipinagbago,” he said. According to Agda, the city’s locally generated income has increased to P27 million after Mayor Abunda assumed office, and this was done without passing any new tax measures. “We just implement what is provided in our tax code,” he said. Agda said the city government is now implementing several projects, among them the drainage project and road opening project. Agda said the drainage project is being prioritized after Borongan experienced flooding for the first time in February last year. He added that road openings are necessary for the expansion of the city. The city administrator identified three investment areas in Borongan – a memorial park, the slaughterhouse and a vacant lot in the city that is near the river. “Many of our people are already burying their dead outside the official cemetery, which is already congested. And our slaughterhouse is already in bad shape,” Agda said. According to Agda, another problem is that Borongan lacks resources and is very far from Tacloban City, the regional center of commerce and industry, and Cebu City, the premier city of the Visayas. Abunda, a first-termer mayor and the city’s former vice mayor, said she is waiting for investors to come to her city. She admits, however, that investors shy away from Borongan and the main reasons are unstable power supply and the bad roads. The road will soon be rehabilitated but our electricity remains a big problem, Abunda said. She disclosed that some businesses based in Tacloban have shown interest to open branches in Borongan, but the poor power supply in Borongan made them change their minds, the mayor bewailed. But the mayor said she is optimistic the tourism industry in Borongan would prosper. She promised to continue developing Baybay Boulevard, saying she already ordered portable toilets and trash cans for the boulevard. In that area, young people do several activities like surfing and playing football, taekwando and volleyball. Another plan of the mayor is to develop the tiny island of Monbon, which is near the city’s marine sanctuary. She said she wants cottages built there for people to relax and enjoy the sea or even hold meetings or seminars. The islet is near Ando Island, which also has crystal clear waters and white beaches. She said that last year they have started their Parada ng Lechon (parade of roasted pig), which aims to attract tourist to come and share with Borongan’s lechon, which she said is one of the best in the country. The city also boasts of local delicacies such as takurog chicharon and salukara. Abunda disclosed that the Borongan Airport is now undergoing rehabilitation, with funding coming from the Civil Aviation Authority of the Philippines (CAAP). She said her younger brother, TV host Boy Abunda, solicited the amount from CAAP. She added that the congressional office of Rep. Ben Evardone is also providing some amount for the airport project. Hopefully, after the completion of the airport project, flights between Manila and Borongan will resume and many visitors will come here, she said. The mayor also thanked the senators who shared their funds with Borongan for the implementation of various projects like the renovation and beautification of the city hall; the rehabilitation of the Borongan public market; the construction of a schoolbuilding and covered court. She disclosed that Agriculture Sec. Proceso Alcala also released P10 million for small water impounding projects in two barangays of the city. The Department of Budget and Management released P15 million for the Borongan seawall project, she added. She said Borongan is still a very young city, but she vowed that as its mayor she will do everything for the development of Borongan. In an en banc session on April 12, 2011, the Supreme Court affirmed with finality the cityhood status of Borongan and the 15 other new cities. Another big investor who is looking for a possible site in Borongan is Robinsons. Aside from those mentioned above, a lot of other investors are looking at Borongan for their expansion. I guess the only question now is when? And regarding the MDG road expansion, those who will be affected by the road widening are now being paid by the MDG. Representatives of the MDG from the US who are overseeing the implementation of the project had been staying at the Hotel Dona Vicenta for quite some time now. The road will be widened by 10 meters on both sides from the center. CAYUBIT June 4, 2012, 10:34pm CATARMAN, Northern Samar — The Pantawid Pamilyang Pilipino Program (4Ps) implemented by the Department of Social Welfare and Development (DSWD) is helping the economy of Northern Samar substantially, according to Northern Samar Governor Paul Daza. Daza told reporters in an interview at his office here that "4Ps is one of the major factors that is improving socioeconomic conditions in the province." He said that since the government’s poverty-alleviation program was implemented in 2008, millions (of pesos) have been poured into the economy of the province. "The money released to 4Ps beneficiaries is new capital injected into the local economy," Daza said. The Northern Samar governor said the money intended for 4Ps is spent in the community by the recipients to purchase their necessities especially that of their children in school. "The money is spent and re-spent, and circulates and trickles down even to the smallest vendors, creating a multiplier effect," he said. "The more new money for the beneficiaries entering the local economy the greater the economic benefit." DSWD-8 regional director Leticia Diokno said that 4Ps’ family beneficiaries who have children with 0-14 years of age is entitled to R500.00 per month for health and three children enrolled in school are entitled to R300.00 per child per month for 10 months for their education. Diokno disclosed that in 2008, the number of beneficiaries in Northern Samar was 17,612 households and amount released that year came to R27.221 million.
