catar city May 7th, 2009, 04:01 PM At dito rin sa luma at bagong lighthouse ng Batag Island. The old lighthouse is already more than a century old. It has already served thousands of navigators from around the world. Now it just remain as a monument. It was already replaced by a more modern lighthouse of international standards as can be seen from this photo on top of Batag mountain.

Calbayog - Catarman road is only more or less 70 kms at ang Lope de Vega ay nasa gitna so more or less Lope to Calbayog is 30-35 kms away.

Suggestion has been forwarded to the Civil Aviation Authority of the Philippines (CAAP) to consider the temporary closure of Catarman Airport if the local government will not cooperate in enforcing an aviation rule prohibiting vehicles and people from using the runway for their various activities.
The proposal has been made by several aviation groups, saying that safety is always the paramount concern when it comes to airport operations.
It also came in the wake of the suspension of Cebu Pacific’s (CEB) four-times- weekly Manila-Catarman flight, after the air carrier had to abort several landings in the past owing to people and vehicles on the runway.
In an earlier incident, the landing of a Cebu Pacific ATR-72 turbo-prop plane at the airport in Legazpi City had to be aborted after a vehicle was found running around the runway.
Subsequent investigation showed that the son of the Legazpi airport manager was teaching his girlfriend to drive.
CAAP director general Ruben Ciron suspended the Legaspi airport chief.
Ciron said CAAP has sent five security personnel to Catarman to enforce the rule preventing residents from using the runway as playground, or crossing it willy-nilly aboard their cars, but to no avail.
A few years back, the then Air Transportation Office constructed a perimeter fence around the runway, but residents, whose houses sit cheek-by-jowl with the runway’s edge, have destroyed the infrastructure.
It was gathered that the residents were encouraged by the local government, which filed a petition for a temporary restraining order (TRO) to stop CAAP from enforcing the rule that forbids trespassing on the runway and its immediate environment.
A Catarman official said that since the TRO was filed, the runway has often been used by residents to congregate, treating it as a playground, a park and a lover’s lane, all rolled into one.
“At night, it becomes a convenient motel,” the Catarman official said, adding that the paved runway make for an ideal trysting place for lovers, because it is dark and has concrete pavement that makes parking easier.
Keeping the runway free of obstacles is an overriding concern of the CAAP, even if there are no longer regular scheduled flights in that airport.
In an incident some years ago, the pilot of a distressed light plane was forced to ditch in the sea after seeing people and vehicles on the Catarman airport’s runway. The pilot thought that the runway was a provincial road.
CAAP and CEB officials met on Tuesday to resolve the issue.
CEB officials asked Ciron to act decisively in enforcing security measure at the Catarman airport before a serious accident happens.
As a result, Ciron sent a team to Catarman to talk to local officials and convince the residents to avoid congregating on the runway, especially during daytime.
A short-term solution is the reconstruction of the perimeter fence, but funds for that project are not available.
Ciron said the long-term solution is to relocate the runway far from the town so that it would be inaccessible to those who wanted to use it for their personal pleasure.
Part of the runway abuts the Catarman National Park.
Although CEB suspended flights to Catarman, Philippine Airlines and Zest Air continue to fly there.

The head of Civil Aviation Authority (CAA) in Region 8 has confirmed reports that Cebu Pacific will temporarily cancel all flights to Cartarman in Northern Samar effective Saturday due to the "unsafe environment" at the airport.
CAA head Merla Negradas said that three runway incursions have been reported since the airport was re-opened.
"The runway had been assessed to be unsafe for airplanes. In addition, the runway had turned into a highway with vendors scattered all over the place and the public loitering the area," Negradas said.
The problem is still unresolved despite the request to the local government of Catarman to clear the area of obstacles.
“The Civil Aviation Authority is now coordinating with the local government units of Cataman on this matter,” Negradas said.
Meanwhile, Cebu Pacific flights from Manila will be diverted to Calbayog City in Western Samar. Passengers will have to take a two-hour bus ride to Catarman.

Nabunglayan rock formation. This rock is at the mouth of Gamay River. This fortress was heavily bomb by the Japanese forces durin world war II in the hope that they can land their sea craft at the town proper. Now the place is a favorite haven for picnickers.

Regarding the airport case... don't worry about it... the closure of the airport will not happen if the people and the municipal government of Catarman or the province of Northern Samar will cooperate on this matter to resolve the issue... We still have PAL Express and Zest Air... We still can fly! :D

Napuntahan ko na rin ang Naval noong mga 1990s pa wala pang malalaking commercial buildings noon na tulad ngayon. At mukhang matao na rin ang downtown area ngayon. Dalawa ang main street nila pero yung isa mahaba hanggang Capitol.
I was in Borongan in 2007 seminar namin sa Hotel Dona Vicenta sa likod ng Wessam Mall parang isang building lang sila dahil isa lang ang may ari malaki rin ang pinagbago mula nung napunta ako noong elementary pa lang. Taga roon kasi ang late father ko.

Not really. Malaki lang ng konti sa Camille Ann Store ng Catarman. Grocery sa ground floor at mga boutique sa second floor at may maliit na restaurant. May escalator papuntang second floor pero hindi operational nung nandon kami. yung thrid floor parang walang tenant. Wala din itong movie houses na inaakala ng iba.

Napansin ko na marami ang mga colleges dyan sa Catarman. Ilan yung campus ng UEP? At jan sa 6-storey building na yan lets say after 3 to 5 years dadami ang mga tindahan na magtatayo ng kanikanilang building sa Catarman hanggang maging dense ang downtown :D Sa ngayon na di pa marami ang buildings na Catarman dapat palaparin na yung mga daan para di magaya dito sa Downtown ng Tacloban na makikitid ang mga daan, matraffic tuloy :(

Pristine cave discovered in Samar

TACLOBAN CITY, Leyte—A pristine cave with an underground river has been discovered in Calbiga, an old town of Samar province, by a group of six Italian and three French spelunkers.
The cave, about six kilometers long, is at the upstream section of the Langun-Gobingob Caves, the largest cave system in the Philippines and reputedly the second largest in Asia, and the third largest karst formation (an area of limestone rock formation characterized by sinks, ravines, and underground streams) in the world.
Its many branches connect to a “long and beautiful underground river,” said Guido Rossi, 53, a veteran spelunker from Verona, Italy, and team leader of the Italian-French Expeditions “Samar 2009.”
The water may be coming from the Palaspas Sinosohotan Cave which sinks the Palaspas River, he said. It passes through the cave and flows into a river branch of the Langun-Gobingob through an unexplored sump, Rossi said.
Aside from its hydrological importance, the cave can also be tapped by residents for tourism “because it is not a very difficult cave,” Rossi said.
The team calls its find Ludi’s Bito-Camparina Lungib-Burabod cave system. From March 29 to April 26, it explored more than 13 kilometers of the Calbiga karst, including smaller caves. It left the country on April 28.
Other members of the team were Matteo Rivadossi, Claudio Castegnati, Massimo “Frizzi” Benini, Lillo Panizzon, Lorenzo Caratazza, Jean Paul Sounier, Tristan Godet, and Alain Jasmin.
Unexplored
The cave had been unexplored until its recent discovery, said Joni Bonifacio, an experienced spelunker and the only Filipino in the expedition.
The locals only went to the Bito Cave to fish, he said. They had not dared to explore the new cave because they had to swim to reach its entrance and that the area easily gets flooded, he added.
Last year, the Italian-French team visited Calbiga and, together with Bonifacio, explored several caves near the interior village of Buluan.
Calbiga is 48 kilometers south of the capital town of Catbalogan and 59 km northeast of Tacloban, the premier city of Eastern Visayas.
The Calbiga Caves have 12 caves covering 2,968 hectares. Three of the caves—Gobingob, Langun, and Bitong Mahangin—have unique rock formations and underground watercourses and springs.
The surface area of the cave network is a “mid-mountain” forest and freshwater ecosystems teeming with diverse floral and faunal species.
Rossi, who has visited the Philippines 15 times, had wanted to explore the Calbiga Caves in 1985 but this did not push through due to uncertain security conditions. His group instead went to Mountain Province in northern Luzon to explore the Sagada Caves.
In 1987, Rossi finally reached the caves in Calbiga as part of an Italian expedition to the Langun-Gobingob Caves. It was the first time that the caves were explored by speleologists (those who study caves), who were awed by its beauty.
The experts also found the habitat of a rare species of blind crabs and the seven-centimeter hypogean (underground) blindfish. Many bats have also made the caves their home.
In a published report, the Italian explorers said that Langun, the main cave, has a chamber that is 270 meters long and 160 m wide at its largest point, an area that could fit three football fields.
Gobingob has a huge hall with beautiful stalagmite, stalactite, and flow stone formations, while Bitong Mahangin has a single dry tunnel at the bottom where a lush forest is found.
Rossi has been exploring caves since he was 15 years old and has gone to almost every nook and cranny of the world. Last year, he went three times to China for cave exploration.
In 1989, Rossi wanted to revisit Calbiga, but this did not push through because of the presence of communist guerrillas. Instead, his group went to Palawan and explored the St. Paul’s Subterranean Park and River.
Rossi said the team had gone more than 15 km through the St. Paul’s Underground River in two years, aside from 8 km earlier explored by Australian speleologists.
Last year, Rossi said his team had explored the caves in Mt. Guintuble in San Rafael, Taft, Eastern Samar, and in Barangay (village) Buluan in Calbiga. “We were able to explore a total of 2.5 kilometers of caves.”
Why does he keep coming back, especially to Calbiga, to explore caves?
“The Calbiga karst is one of the most, or the most important, karst areas in the Philippines,” Rossi said.
He explained: “When I came here in 1987 (to explore) Langun-Gobingob Caves I knew that there should be much, much more caves (waiting to be discovered in Calbiga) … The place is still rich in natural resources; good environment.”
He said many caves were still unexplored in Calbiga and around it and in other parts of Samar Island.
“I would say I like very much Samar, that’s why I come here so many times,” he said. Moreover, he said, “Filipino people are so lovely, friendly.”
He thanked Calbiga Mayor Mechor Nacario and the residents for their hospitality, particularly Felixberto “Bebeth” Dacut, whom he described as a “friend and helper” who helped make his group’s undertaking a success.
Rossi said that after every exploration, he and his team gladly shared their information with the locals.
“The data we collected there (in Calbiga) are very useful for hydrological purposes, for tourism. It is for the Calbiga people to develop these kinds of things (caves),” he said.
Asked if he and his family would return to Calbiga next year, Rossi said: “We are (still) thinking … so many things to do, so many new caves to explore.”

Napansin ko na marami ang mga colleges dyan sa Catarman. Ilan yung campus ng UEP? At jan sa 6-storey building na yan lets say after 3 to 5 years dadami ang mga tindahan na magtatayo ng kanikanilang building sa Catarman hanggang maging dense ang downtown :D Sa ngayon na di pa marami ang buildings na Catarman dapat palaparin na yung mga daan para di magaya dito sa Downtown ng Tacloban na makikitid ang mga daan, matraffic tuloy :(
Wala pang magagarang hotel ang Catarman. Pensione Houses kasi ang trend dito. May GV Hotel dito pero we recommend Pink City, Sasa pensione at Bahay Pinoy. Some Other pension Houses: Waway's sa may Diversion road, Mejares Hotel, River View Hotel and Quattro Inn. Most of this Pension Houses ay may Hot and Cold and with TV sets. Kung gusto mo naman ng mura lang meron UEP Hostel, Farmer's Training Center (UEP) at DCC operated by nuns.
Ang UEP may 3 Caampuses dito sa N Samar province (Catarman, Laoang and Caatubig)at may extensions pa sa Samar and E. Samar provinces. Dito sa Catarman isa lang ang Campus medyo malapad nga lang ang area.

Pwede matanggalan ng city hood ang isang lugar kung hindi sila nakafollow sa requirements just like the 16 cities that were reverted back to municipalities. Yes back to municipalities ang budget nila.
Indeed, mabilis ang development ng Calbayog at Catbalogan. I hope magspill ang development nila so that the whole Samar province will experience the same. :D

TACLOBAN CITY - Lechon (roasted pigs) in various costumes and decorations paraded in the first ever Lechon Festival of Panalaron, Hinunangan, Leyte, considered to be the first of its kind in the Eastern Visayas region.
At lest 33 lechon were paraded around town of Hinunangan, Leyte each of them representing the different family clans who are natives of Brgy. Panalaron.
Gaily wrapped in colorful costumes and decorated in many different themes, the lechons were carried in a carriage-like tricycles as they were paraded around town.
In an interview, Panalaron’s village chief Francis Cardona Sr. said the event is envisioned to flourish in the years to come and become one of the tourist attractions for this Southern Leyte town.
Religiously speaking, he said, the festival does not have a religious basis other than it usually takes centerstage during fiesta celebration in honor of the local patron saint.
Historically wise the lechon is one of Hinunangan’s delicacy, and even in other provinces in the Philippines and the region. According to a local myth, the roasted pig was served before the Spanish arrived hundreds of years ago and before the town was founded. The dish has then become a symbol of tradition to serve to visitors particularly during big celebrations.
It was also learned that lechon making has been one of the main livelihood of a number of residents of the barangay and the village itself formerly plays host to the local municipal abattoir.
As per a barangay ordinance initiated and approved by the barangay council, the Lechon Festival would be celebrated every 9th of May, the same date Panalaron is celebrating its Barangay Day.
“We are just happy that we were able to start this and hopefully next year the event would be even bigger,” Brgy. Chairman Cardona said.
He likewise said the support of the barangay residents have been overwhelming that the launching of the event was made possible.
Southern Leyte Provincial Tourism Officer Nedgar Garvez lauded the event, saying the province can now offer various options for local and foreign tourists alike who may wish to visit Southern Leyte.
“This kind of festival can be considered the first of its kind in the region. This would become an additional attraction in the tourism promotion efforts of the province,” Garvez said during the launching program.
After the parade was over and the launching program concluded, villagers lined up their tables and started their community celebration of drinking and feasting with the lechon as the main dish.
The Philippine Lechon is usually the highlight and the most popular dish of big events. It is usually served with a liver-based sauce. However, in some cases, it may be served Chinese style with steamed buns and a sweet plum sauce. Locally it is served with local root crops like “gabi” or sweet potato.
A typical Filipino method of roasting involves placing the pig on a spit and baking it on charcoals while wiping the skin with a brush made out of leaves drenched in water and the pig’s own fat. This makes the skin “pop” and eventually crunchy. (AHLETTE C. REYES)

An old ordinance passed by the Muncipality of Catarman in 1996 was implemented by the Provincial Government prohibiting anyone to use the Catarman Airport Runway as a park, playground, Jogging and leisure area etc.
Penalty - fine of up to P2,000.00 and imprisonment of up to 2 months. The place though is open to crossing pedestrian and vehicles from 4-5 am and from 4-9pm. Security forces are stationed inside the premises 24 hours. Cebu Pacific will allegedly resume its operation by June. At least may ginawa ang mga officials ng Provincial Government. Sguro nabasa nila yung mga comments ninyong lahat.:cheers::)

Tama! They should close the road na naintersect sa runway at i clear yung mga obstruction na malapit sa runway. Dapat sabihan ang mga tao na wag nilang sirain ang perimeter fence. Sayang kasi kung icloclose nila yung Catarman Airport since naearn din yan para sa probinsya.

you're right @pthfndr...matagal ko nang alam na province ang biliran..it happened on May 11,1992..bumoto pa nga ako sa plebiscite noon...there were so many campaigns to vote "no" for the plebiscite at that time but the people of biliran felt that the island was ready to be called a "province". I think its the 17th annual provincehood day of Biliran last May 11,2009 but sadly I didnt have time to witness it..I was asking if you have any pics for the celebration then might as well post it so that we can all see what were the activities...
malayo kasi ako kaya hindi na ako nakapunta...It will be so nice if we can see the activities on the annual provincehood...

The photo above is towards the upstreams which is south of The Bridge of the Diversion road while the photo below is downstreamwise north of the bridge and towards the mouth of the river. As you can see, Poblacion Catarman is partly hidden becasue of an islet at the middle of the river. I think we seldom see an island at the middle of a river. The island is growing in size and a delta is being formed at its leftside. But either side of the islet is navigable towards the poblacion.

I agree with pthfndr and mars uy that a river cruise at the catarman river could spur tourism in the area. The islet could be one of its feature as one of the stopovers and a cottage at its top may be built for the tourists. In addition, as you may observe from the map, there is a land-form at the mouth of the river which looks like an appendix. It is actually a sandbar which is about 1.5 km in length and about 150m width. The sandbar has two sides; the river and the sea. This could also be a good feature of the suggested river cruise. The problem is, no one sees the potential of the river both in the provincial and the municipal government.

May swimming pool ito sa loob pero hindi ako segurado kung olympic standard and size. Meron itong basketball court, tennis court vollyball court and Softball diamond sa labas ng space ng track oval at meron pa itong vacant areas. Pwde sana itong alternative sa Sports Complex ng Tacloban kung gagastuhan lang ng Provincial Govt. The good thing, the sports facilities of UEP can compliment with this sports complex due to its proximity.

Hindi seguro pwde dito ang runway kasi naka attach ito sa area ng Brgy Baybay. Maraming mga tao ang maapektohan o paalisin kung ganon. Sa ngayon ang Brgy Baybay ang isa sa may pinakamatao na suburb ng Catarman. Napapansin ko nga nag eencroach na ang mga tao papuntang san bar na yan kahit delikado tuwing bagyo o baha. Dapat e declare ng Provincial or Municipal Govt na gawin itong isang Provincial or Municipal Park para ma stop ang encroachment.

Ang nalalaman ko sa ating batas ang mga ganyan ay hindi pwde ang privado ang may magaari nito. This belongs to public domain kaya dapat ang municipal govt ang may control dito.

catar city May 14th, 2009, 02:19 AM Yung island at saka sandbar magkaiba yun. Yung sand bar karugtong ng area ng brgy Baybay na karugtong din ng Town Proper. Yung island naman nasa gitna ng ilog malapit sa harapan ng town proper at nasa pagitan ng dalawang tulay ng town proper at diversion road. Tsaka yung sand bar is pure sand na mahaba while the other one is a circular rocky island with a small delta in one of its side.

The Asian Development Bank (ADB) and the OPEC Fund for International Development have extended P10 billion in official development assistance (ODA) for basic rural infrastructure projects to the Department of Agrarian Reform.
OPEC is the Organization of Petroleum-Exporting Countries.
Agrarian Reform Secretary Nasser Pangandaman on Friday said that the P10 billion would go to farm-to-market roads and irrigation systems that are expected to be completed within five years in 152 agrarian-reform communities nationwide.
Pangandaman added that the five-year project, dubbed as the Second Agrarian Reform Communities Project, is the biggest since it nearly doubles the cost of the previous project.
The first phase of the project, worth P5.8 billion, was implemented for eight years, which ended in 2007.
Pangandaman said the new project, jointly initiated by the Agrarian Reform department and the Asian Development Bank, covers the provinces of Camarines Sur, Camarines Norte, Sorsogon, Romblon and Marinduque in Luzon; Eastern Samar, Western Samar, Northern Samar, Leyte and Negros Occidental in the Visayas; and Zamboanga-Sibugay, Zamboanga del Sur, Zamboanga del Norte, Maguindanao, Lanao del Sur, Basilan, Tawi-Tawi and Sulu in Mindanao.
He thanked the donors for making the Second Agrarian Reform Communities Project possible.
Pangandaman said that the continuing support provided by the ADB and other partners in the donor community “is a testament to the capability and credibility of the [department] to implement large-scale, multi-stakeholder development projects under the Comprehensive Agrarian Reform Program (CARP).”
He expressed hope that the foreign donors’ continued support to the agrarian reform program would help pave the way for the immediate passage of the agrarian reform extension law, which is being deliberated upon in Congress.
ADB representative Dr. Manoshi Mitra said that agrarian reform program was playing a vital role in “ending inequalities through land distribution as well as through the provision of support services to various agrarian reform communities.”

4-6 am at 4-12pm pwde tumawid ang mga sasakyan. Bubuksan daw ulit yung small opening para sa tao basta walang eroplano pero hanggang tawid na lang. Hindi na pwde pumunta kung saan saan, lagi kasi may nakabantay na mga pulis. Kaya hindi na rin magiging problema para sa mga estudyante lalo na yung mga taga EVCC at CNHS.

Hindi naman ceguro tama kung ang ilagay na statue ay yung babae na may takip sa mata kasi narepresent yan sa justice. magkaiba naman kasi ang law at justice. kaya nga may tinatawag na bar at bench yung bench sila ang nagaadminister ng justice represented by the judges mula sa MTC hangang Supreme Court ang tawag sa anila ay judge or justice. kaya ang simbolo nila ay yung justice statue. yung bar naman sila yung mga nagpapractice ng law public or private nagpoprosecute o nagdedefensa sa cliente. pero lahat sila sa bar man or sa bench ang tawag sa kanila lawyers. kay mas malawak siguro ang saklaw ng salitang law kesa sa justice. kaya nga tinatawg ang mga schools na college of law at hindi college of justice.

Tsaka yung Pare sa new Dalakit Mission Center (Parokya) na bumili ng lupa dyan sa property na yan para pagtayuan ng simbahan at nung magtanong doon sa may ari kung pwde pa madagdagan ang area ng simbahan sinabi ng mayari na hindi na pwede dahil nabili na ng Gaisano ang katabi. Sinabi ng pare yun doon sa kanyang sirmon sa Brgy Hall na ginawang temporary chapel ng Dalakit.

Sana gumanda na ang economy ng bansa para dumami pa lalo ang investors at maraming tao ang matulungan in terms of job opportunity. Ang Northern Samar kasi ay one of the leading producers ng abaca at copra sa Region VIII. Pero nung nagka world crisis. bumaba ng lampas kalahati ang prices ng copra at abaca sa buong probinsya. Ang ganitong mga factors (market situation) ay isa sa mga kinoconsider ng mga investors kung tutuloy sila o hindi.

Yung income kayang kaya ng abutin kaso balak daw ng conress na taasan din ang requirement from 100M to 200M. Alam nyo may unequitable distribution of resources ng bansa natin. Halimbawa. Ang Negros Ociidental may 11 cities. Lahat ng iyan tumatanggap ng hindi bababa ng 300M IRA allocation. Samantala ang Northern Samar walang city ang Catarman tumatangap lang ng 77M IRA allocation a year. Kung tutuusin sa 11 na cities ng Neg Occ konti lang naman ang qualified dyan. Masigasig lang ang mga politico sa kanila. Nung mga late 1990s marami ang nakalusot na maging cities nung 25M pa lang ang income req katulad ng Sipalay, Talisay, Victorias, New Escalante, New Sagay, Himamaylan at Kabankalan. Tanjay at Bayawan naman sa Neg Or. All in all Neg Island has 16 cities as compared to only 4 sa dalawang isla ng E. Visayas. kaya di nkapagtataka na higit na mas maunlad ang Negros kesa atin. Pero kung sa economic potential hindi naman tayo lalayo sa kanila. Yung mga dati pa ngang cities nila katulad ng Bais, San Carlos, La Carlota Bago at Canlaon mukhang hindi naman tunay na cities.

Samantala ang Northern Samar walang city ang Catarman tumatangap lang ng 77M IRA allocation a year. Kung tutuusin sa 11 na cities ng Neg Occ konti lang naman ang qualified dyan. Masigasig lang ang mga politico sa kanila. Nung mga late 1990s marami ang nakalusot na maging cities nung 25M pa lang ang income req katulad ng Sipalay, Talisay, Victorias, New Escalante, New Sagay, Himamaylan at Kabankalan. Tanjay at Bayawan naman sa Neg Or. All in all Neg Island has 16 cities as compared to only 4 sa dalawang isla ng E. Visayas. kaya di nkapagtataka na higit na mas maunlad ang Negros kesa atin. Pero kung sa economic potential hindi naman tayo lalayo sa kanila. Yung mga dati pa ngang cities nila katulad ng Bais, San Carlos, La Carlota Bago at Canlaon mukhang hindi naman tunay na cities.

Health Secretary Dr. Francisco Duque III Thursday night confirmed the first case of Influenza A(H1N1) infection in the country—in a 10-year-old Filipino girl who arrived from the United States with her parents on May 18.
“The DoH confirms today the first case of AH1N1 in the Philippines. She is a female traveler who arrived in the country on May 18 from the United States, whose throat specimen tested positive based on results from the Research Institute for Tropical Medicine (RITM),” Duque said.
Duque, who is in Geneva, Switzerland, attending a World Health Organization (WHO) meeting, held a video conference with reporters at the WHO regional office in Manila to break the news Thursday night.
“I talked with the president and from the tone of her voice she was very concerned. In fact, she gave me the go signal to conduct this press conference,” Duque added.
Dr. Eric Tayag of the Department of Health’s National Epidemiology Center said the girl, who was not identified, had also been to Canada.
The girl, he said, developed a fever, cough and sore throat on May 19, the day after arriving, and was brought to the RITM in Muntinlupa City where the diagnosis was confirmed Thursday.
Despite the index case, Duque said: “There is no community outbreak in the country, measures are being done to prevent transmission, including quarantine of immediate household of the first case. The first case is something we have been preparing for as a result of public and private sectors’ effective surveillance system.”
Health Undersecretary Mario Villaverde said the test results came Thursday afternoon from RITM and the patient was immediately given antiviral Oseltamivir.
The first case no longer had fever and cough but still has sore throat, said Villaverde.
Tayag said specimens from the index case will be sent to a WHO collaborating center in Melbourne as routine procedure for all specimens that will test positive for the novel AH1N1.
“The child developed the symptoms a day after arrival, so this is also a call for vigilance on the part of the public that people in the country and incoming travelers from abroad, especially from infected areas, submit themselves to quarantine screening and continuous monitoring of health, especially body temperature for 10 days, and to report to the DoH any flu-like symptoms,” said Villaverde.
Villaverde reiterated that the public should observe proper hygiene, strengthen resistance and do social distancing—avoid going to crowded areas if the need is not urgent.
Since there is only a single confirmed case, Villaverde said, there is no need to postpone the opening of schools in June.
Up till then the country had been flu-free despite the disease afflicting citizens of nearby countries like Malaysia, South Korea, Taiwan, Hong Kong and Japan.
In Geneva, a month after the world was alerted to a potential influenza pandemic, doubts fostered by the mild symptoms of the new swine flu virus have prompted the WHO to think twice about sounding the maximum alarm despite the spread of infection in 41 countries.
The WHO on Thursday raised its tally of swine flu cases around the world to 11,034 and 85 deaths. Most of the 791 new cases have been reported in Canada, Mexico and the United States.
Mexico confirmed three more deaths linked to the A(H1N1) virus, while the United States confirmed two additional deaths since Wednesday’s tally.
‘Imminent pandemic’
At least 38 other countries in the Americas, Asia and Europe have reported cases since the outbreak in Mexico, but the world remains at flu alert level five, signaling an “imminent pandemic.”
WHO Director General Margaret Chan is hesitant about declaring a fully fledged pandemic by moving to Phase 6, even though travelers have carried the virus to other continents.
The maximum alert level would indicate sustained community transmission in a second region outside the Americas.
On Thursday, Japanese Prime Minister Taro Aso reiterated his appeal for calm as the number of swine flu infections in his country soared to 292, including the first two cases in Tokyo, the world’s largest urban area.
Antoine Flahaut, an epidemiologist and head of the School of Public Health (EHESP), said that the technical elements were in place to move into the pandemic phase.
“But the WHO senses that recommendations which go with that are not adapted to the situation,” Flahaut explained, pointing to air travel restrictions or advice to wear surgical masks.
“Invoking phase six would be disproportionate with the current situation,” he added.
The doubts have grown because of the relatively mild symptoms of swine flu, which experts acknowledge is no worse than seasonal influenza for now.
Many of the deaths have occurred among those who were suffering from other ailments, a common pattern for ordinary strains of flu.
When the WHO’s annual assembly opened on Monday, British Health Secretary Alan Johnson voiced doubts about phase six that had been growing behind the scenes after countries rushed to contain new cases of swine flu.
More time needed
“I think you, as you and others have said, need more time, we need more time to study this,” Johnson told Chan, prompting nods of approval from other health officials afterward, including China, Japan and New Zealand.
“She (Chan) has taken that on board,” WHO spokesperson Thomas Abraham said late Thursday, underlining that most of the cases in Japan were largely confined to students or their close entourage.
Chan acknowledged earlier this week that the WHO’s pandemic response plan, introduced three years ago, was largely designed around the more deadly and virulent, but less transmissible, H5N1 bird flu virus.
“This scale was based on geographical distribution, but the public belief is that pandemic means seriousness,” said Sylvie Briand, acting director of the WHO’s Global Influenza Program.
But the WHO is also looking ahead at the potential progress of the new virus, and fears of its impact in poor countries, where millions of people are already weakened by chronic illness.
“Whatever the member states might say, we are in phase five,” Abraham pointed out.

In studies released by the New England Journal of Medicine, scientists pointed out the similarities between the new A(H1N1) virus and ones behind pandemics that marked the 20th century.
Those pandemics in 1918-1919—which killed an estimated 50 million people—in 1957-1963 and 1968-1970 started off as mild but went through waves that became more lethal at their peak, often the second season, and had different impacts in different regions.
The viruses also affected young people—a feature underlined by the WHO in the current outbreak—and were highly transmissible, according to researchers from the US National Institutes of Health and George Washington University.

PALO, LEYTE — The National Food Authority (NFA) plans to build more warehouses in Eastern Visayas to raise rice inventory level and encourage more farmers to sell their produce to the government.
There are 18 state-run warehouses in the region, with a capacity for 920,000 bags. With the expansion, the regional stock level is expected to increase by 140,000 bags.
Benjamin Marta, NFA regional manager, said the NFA main office has approved the construction of additional warehouses in Borongan, Eastern Samar; Catbalogan, Samar; Maasin City in Southern Leyte; and Guiuan, Eastern Samar.
"We prioritized the construction of warehouses in areas without regular shipments due to the unfavorable weather condition. That’s why we need more space for storage," Mr. Marta said in an interview.

LAOANG, Northern Samar — Almost 90 percent of the barangays in the second district of Northern Samar are now energized, said Rep. Emil L. Ong (Kampi, 2nd district, Northern Samar).
He said that this year, he has released P7 million out of his Priority Development Fund (PDAF) to the Northern Samar Electric Cooperative, Inc. based in the capital town of Catarman for the purchase of electrical poles and wires for the interior barangays of his district.
Ong said the district has 310 barangays and he wants them all energized before his term ends. "I want all my barangays energized before my term ends. In fact I released to the Norsamelco my PDAF of P7 million for the purchase of poles and wires for the barangays," he said.
The lawmaker said he is happy that the people now enjoy the benefits of having access to electricity and can now venture in various livelihood activities that require electric power.

PALO, LEYTE — The National Food Authority (NFA) plans to build more warehouses in Eastern Visayas to raise rice inventory level and encourage more farmers to sell their produce to the government.
There are 18 state-run warehouses in the region, with a capacity for 920,000 bags. With the expansion, the regional stock level is expected to increase by 140,000 bags.
Benjamin Marta, NFA regional manager, said the NFA main office has approved the construction of additional warehouses in Borongan, Eastern Samar; Catbalogan, Samar; Maasin City in Southern Leyte; and Guiuan, Eastern Samar.
"We prioritized the construction of warehouses in areas without regular shipments due to the unfavorable weather condition. That’s why we need more space for storage," Mr. Marta said in an interview.

Health Secretary Dr. Francisco Duque III Thursday night confirmed the first case of Influenza A(H1N1) infection in the country—in a 10-year-old Filipino girl who arrived from the United States with her parents on May 18.
“The DoH confirms today the first case of AH1N1 in the Philippines. She is a female traveler who arrived in the country on May 18 from the United States, whose throat specimen tested positive based on results from the Research Institute for Tropical Medicine (RITM),” Duque said.
Duque, who is in Geneva, Switzerland, attending a World Health Organization (WHO) meeting, held a video conference with reporters at the WHO regional office in Manila to break the news Thursday night.
“I talked with the president and from the tone of her voice she was very concerned. In fact, she gave me the go signal to conduct this press conference,” Duque added.
Dr. Eric Tayag of the Department of Health’s National Epidemiology Center said the girl, who was not identified, had also been to Canada.
The girl, he said, developed a fever, cough and sore throat on May 19, the day after arriving, and was brought to the RITM in Muntinlupa City where the diagnosis was confirmed Thursday.
Despite the index case, Duque said: “There is no community outbreak in the country, measures are being done to prevent transmission, including quarantine of immediate household of the first case. The first case is something we have been preparing for as a result of public and private sectors’ effective surveillance system.”
Health Undersecretary Mario Villaverde said the test results came Thursday afternoon from RITM and the patient was immediately given antiviral Oseltamivir.
The first case no longer had fever and cough but still has sore throat, said Villaverde.
Tayag said specimens from the index case will be sent to a WHO collaborating center in Melbourne as routine procedure for all specimens that will test positive for the novel AH1N1.
“The child developed the symptoms a day after arrival, so this is also a call for vigilance on the part of the public that people in the country and incoming travelers from abroad, especially from infected areas, submit themselves to quarantine screening and continuous monitoring of health, especially body temperature for 10 days, and to report to the DoH any flu-like symptoms,” said Villaverde.
Villaverde reiterated that the public should observe proper hygiene, strengthen resistance and do social distancing—avoid going to crowded areas if the need is not urgent.
Since there is only a single confirmed case, Villaverde said, there is no need to postpone the opening of schools in June.
Up till then the country had been flu-free despite the disease afflicting citizens of nearby countries like Malaysia, South Korea, Taiwan, Hong Kong and Japan.
In Geneva, a month after the world was alerted to a potential influenza pandemic, doubts fostered by the mild symptoms of the new swine flu virus have prompted the WHO to think twice about sounding the maximum alarm despite the spread of infection in 41 countries.
The WHO on Thursday raised its tally of swine flu cases around the world to 11,034 and 85 deaths. Most of the 791 new cases have been reported in Canada, Mexico and the United States.
Mexico confirmed three more deaths linked to the A(H1N1) virus, while the United States confirmed two additional deaths since Wednesday’s tally.
‘Imminent pandemic’
At least 38 other countries in the Americas, Asia and Europe have reported cases since the outbreak in Mexico, but the world remains at flu alert level five, signaling an “imminent pandemic.”
WHO Director General Margaret Chan is hesitant about declaring a fully fledged pandemic by moving to Phase 6, even though travelers have carried the virus to other continents.
The maximum alert level would indicate sustained community transmission in a second region outside the Americas.
On Thursday, Japanese Prime Minister Taro Aso reiterated his appeal for calm as the number of swine flu infections in his country soared to 292, including the first two cases in Tokyo, the world’s largest urban area.
Antoine Flahaut, an epidemiologist and head of the School of Public Health (EHESP), said that the technical elements were in place to move into the pandemic phase.
“But the WHO senses that recommendations which go with that are not adapted to the situation,” Flahaut explained, pointing to air travel restrictions or advice to wear surgical masks.
“Invoking phase six would be disproportionate with the current situation,” he added.
The doubts have grown because of the relatively mild symptoms of swine flu, which experts acknowledge is no worse than seasonal influenza for now.
Many of the deaths have occurred among those who were suffering from other ailments, a common pattern for ordinary strains of flu.
When the WHO’s annual assembly opened on Monday, British Health Secretary Alan Johnson voiced doubts about phase six that had been growing behind the scenes after countries rushed to contain new cases of swine flu.
More time needed
“I think you, as you and others have said, need more time, we need more time to study this,” Johnson told Chan, prompting nods of approval from other health officials afterward, including China, Japan and New Zealand.
“She (Chan) has taken that on board,” WHO spokesperson Thomas Abraham said late Thursday, underlining that most of the cases in Japan were largely confined to students or their close entourage.
Chan acknowledged earlier this week that the WHO’s pandemic response plan, introduced three years ago, was largely designed around the more deadly and virulent, but less transmissible, H5N1 bird flu virus.
“This scale was based on geographical distribution, but the public belief is that pandemic means seriousness,” said Sylvie Briand, acting director of the WHO’s Global Influenza Program.
But the WHO is also looking ahead at the potential progress of the new virus, and fears of its impact in poor countries, where millions of people are already weakened by chronic illness.
“Whatever the member states might say, we are in phase five,” Abraham pointed out.
Similar to 20th century
In studies released by the New England Journal of Medicine, scientists pointed out the similarities between the new A(H1N1) virus and ones behind pandemics that marked the 20th century.
Those pandemics in 1918-1919—which killed an estimated 50 million people—in 1957-1963 and 1968-1970 started off as mild but went through waves that became more lethal at their peak, often the second season, and had different impacts in different regions.
The viruses also affected young people—a feature underlined by the WHO in the current outbreak—and were highly transmissible, according to researchers from the US National Institutes of Health and George Washington University.

Gusto nila noon yung building na katapat ng Jollibee pero hindi nila kinaya ang monthly rental na P35,000.00 kaya naunahan sila ng Yven Yven. Baka mauna pa sa kanila ang Mr Donut ang balita ko nag recruit na ng crew at dalawa kaagad ang outlet na ioopen isa sa downtown at isa sa UEP. Pero hindi ko pa alam kung saan ang exact location nila.

TACLOBAN CITY — The Civil Aviation Authority of the Philippines (CAAP) is considering the relocation of Catarman Airport out of residential area in the bid to raise safety level even after Cebu Pacific’s announcement to resume serving the route on June 2.
CAAP acting area manager for Eastern Visayas Sergio Sumergido said that there’s no final proposal to relocate the airport site but he said that this is the best way to prevent incursions of people and vehicles within the 1,350 meter runway.
“We have no idea to relocate the facility but we are thinking of looking for another place. There’s no more room for improvement or expansion because it is very close to a residential area and some key structure of the town,” Sumergido said in a phone interview with Leyte Samar Daily Express.
CAAP foresees that this will be a long-term solution that the runway would be inaccessible to those who wanted to use it for their convenience. Part of the runway abuts the Catarman National Park.
Residents that live close to the airport found convenience in passing through the runway on their way to the town proper. Then Air Transportation Office forbids residents from passing the area.
It can be recalled that starting May 9, Cebu Pacific (CEB) suspended its Manila-Catarman flight due to safety issues that was not addressed by government agencies despite repeated request of the airline company.
This week, the budget carrier CEB announced that it would resume its four-times weekly Manila-Catarman flights starting June 2 after airport and local authorities stepped security measures. The date is earlier than the planned resumption, which is on June 16, the airline’s website revealed.
“The runway has been cleared of vehicles and people 24/7. This is our green light to fly again to Catarman and bring back CEB’s affordable fares that other airlines must again try to match,” Candice Iyog, CEB vice president for marketing and distribution, said in a statement.
Iyog said airport safety had been improved after additional security personnel were deployed on the runway and the perimeter fence put up is ongoing.
Sumergido added that apart from employing more security personnel, some policemen and army were deployed to the airport to ensure that there will be no more incursions.
Responding to the appeal of the public, CAAP allows to open the barangay road crossing the runway from 4:30 a.m. to 6:00 a.m., and from 5:00 p.m. to 10:00 p.m.
“From 6:00 a.m. to 5:00 p.m., we don’t allow any disturbances,” Sumergido added.
The last aircraft that leaves the Catarman Airport is at 10:45 a.m. owned by CEB. From that time and onwards, no passenger plane lands on the airport.
Apart from CEB, other major airline companies also serve the route. PAL (Philippine Airlines) Express flies to Northern Samar ’s capital daily. Zest Airways, on the other hand flies to the town every Monday, Wednesday, Friday, and Saturday.
Local authorities told CEB officials that they were committed to beef up the facility’s safety by removing encroaching residential structures.
CEB early this month suspended its Manila-Catarman service despite its full loads after several runway intrusions by both people and vehicles during flights.
“Safety remains to be a priority for CEB and we will not compromise this over revenues or loads.” Iyog added. The airline claimed that after they temporarily suspended its operations in Catarman, other airlines operating this route started charging as much as P5,000 per way.
Cebu Pacific started its ATR72 service to Catarman last February 14 with scheduled flights every Tuesday, Thursday, Saturday and Sunday. Catarman is a second class municipality and a capital town of Northern Samar province. (Sarwell Q. Meniano)

Dati nag Offer ang Pambujan pero I think thats not economically feasible kasi sa bandang second Dist. na yan. Maraming passangers ang pupunta na lang ng Calbayog considering the distance from Catarman and other municipalities to Pambujan. Dapat nasa first district lang ang airport.
By the way Catarman is already a first class municipality according to the latest reclassificaton of the BLGF of the Department of Finance. Laoang is second class.

I am not sure though, kung nakasama sya sa na upgrade ang classification this year. Pero nung last year 5th class pa ang Allen. It is because very small ang land area and population ng Allen which is one of determinants in the classification of LGUs. Mas malaki pa nga ang area ng Victoria na dating barrio lang ng Allen

Sana nga matapos na yan bago matapos ang term ni PGMA. It would surely translate into an improvemed economy and quality of life in the area. Apat na bayan ang nasa pacific- Palapag, Gamay, Mapanas and Lapinig. It would also facilitate a more shorter route to Manila for some Eastern Samar municipalities like Arteche, San Policarpio, Jipapad, Oras, Dolores and Can-Avid

My flight used to be via Catarman but unfortunately, because of CEB's suspension to fly there, we were rerouted to Calbayog.
But anyway, Calbayog Airport is more beautiful than Catarman's. :)

I took these photos yesterday before our departure going back to Manila. :D

But most of them are from Northern Samar at occupied lahat ng seats ng plane.. may mga kakilala akong nakasabay ko na taga-Allen and Lavezares,N.Samar at yung dating Governor at Congressman sa Northern Samar na si Harlin Abayon.

Wala pang update kasi sabi ng Palexpress agent and cebpac kulang daw aircraft nila. They are still awaiting for the arrival of new aircrafts. Pero tuloy daw yun. Na-notice mo sa pictures na yung signage ng cebu pacific sa kabila manila at the back is cebu? Please check your pix while boarding. Nweis, ask ko lang why do you prefer to pass by Catarman rather than Calbayog when your nearer to Calbayog?

With regard to your question, yes in the first place I most prefer to pass by Catarman than Calbayog because of travel time and better roads from our place. It takes only 1 hour and 10 minutes to go to Catarman while 2 hours to Calbayog.. at marami pa ring sira na highway papuntang Calbayog although much better sya ngayon than last year.
Kung titingnan natin sa mapa, mas malapit ang Victoria sa Calbayog. Baka dahil sa sobrang laki ng land area ng Calbayog maraming barangay ang nadadaanan after ng San Isidro.
carl_vilches21 May 27th, 2009, 03:22 PM FYI. This is not the new RFM (but located across RFM), this building is intended for the CALBAYOG CHRISTIAN FAITH ACADEMY. The building is now 95% complete just in time for the opening of this school year.

Pero kahit ganyan, it is a progressive town and a center of commerce in Balicuatro area, just next to Catarman in terms of commerce in whole Northern Samar I think.

Mula ng malink ang Catubig Valley sa provincial road papuntang Catarman humina ang negosy ng Laoang. Naging mas busy naman ang Catarman. Kaya parang ayaw ni Cong Ong na malink ang 4 municipalities sa Pacific area sa Provincial road network via Simora bridge sa may Catubig. Kasi nga lalong hihina ang negosyo ng Laoang at magiging isolated na ang island municipality. Kaya ang balita ko hinaharang niya ang construction ng Simura bridge. Gusto niya doon dadaan ang road sa Laoaang island kaya lang dalawang tulay ang kakailanganin Pangpang, Palapag na nasa mainland papuntang Calomotan sa Laoang island at saka from Laoang proper na nasa Laoang island to Rawis na nasa mainland naman. Kaya lang mas malaki ang gagastosin sa dalawang tulay walang budget siguro ang Malacanang para diyan. Samantala ang Simora bridge na bidding na pero hindi pa nasisimulan hanggang ngayon.
