This was the gist of Mayor Celso Lobregat's State of the City Report (SCR), an over an hour inventory of the events and gains of the present administration, presented during the maiden session of the City Council Thursday, January 28.
Applauded 40 times, Lobregat’s SCR was received with a high rate of approval from the crowd that composed of barangay officials, business leaders, academicians, urban poor leaders, regional agency executives and other sectoral representatives.
“Mayor Lobregat’s accomplishments are unsurpassed showing clearly how capable and efficient he is as a leader. His rivals in the 2010 elections should be ashamed”, one barangay leader said.
A business leader said: “The mayor was talking with records to prove his worth. He is worthy of our continuous trust”.
One urban poor leader said: “Si oi kita na maga radio o le na maga periodico bien nuay gayot cosa ta hace si Mayor Lobregat, manada gane gale cosa ta hace si Mayor…” (How come, if we listen to the radio and read the newspapers, they say that Mayor Lobregat is not doing anything. The mayor’s report proves them wrong”).
Lobregat’s accounting highlighted his administrations sound fiscal management, his landmark accomplishment that enabled the implementation of the over P2 billion worth of infrastructure projects, continuous assistance and support to education, peace and order and health programs, hastening of social welfare services and that enabled the city to provide the benefits and privileges due the workers, the volunteers and peace keepers.
“Having laid the foundation in the first years of our administration, our beloved City is continuing to reap the fruits of our labor with over P2 billion worth of projects with unprecedented grants and increases in pro-poor services, assistance and benefits to our constituents, increases in salaries, benefits and other remunerations for all city hall employees, as well as increases in allowances and benefits for our barangay volunteers, teachers, policemen, firemen and jailguards”, Lobregat reported.
He stressed: “Ours is an administration of accomplishments and performance”, as he went on to enumerate one by one the achievements of the different departments under his leadership. “Ours is an administration that is tried and tested and definitely, it can be trusted”.
Lobregat took the opportunity to reply to issues which his detractors have blown out of proportion through misinformation with the ultimate goal of swinging support to their side.
“Let us be unfazed by the hate campaign being waged by our critics, let us be wary of wolves disguised as lambs who will take advantage of every opportunity to confuse our constituents thru misinformation to further their personal interests”, the mayor lashed out his critics, who have started employing all strategies and tactics including some members of the media to organize, strategize and spread out propaganda.

Lobregat cited the record breaking collections and record breaking budget of the city.
“Since the start of our term in 2004, the city government has sustained an increasing budget, reversed the trend of increasing Personnel Services (PS) and Maintenance Operating Expenses (MOOE) and increased Capital Outlay and Equipment--well within our goal to be able to accelerate the delivery of services and finance flagship projects”.
He continued: “In 2009, our annual budget increased to P1.708 billion. In 2010, we estimate another all time high budget of P1.907 billion”.
“When I was elected in 2004, the annual budget was P1.034 billion and in a matter of six (6) years as I end my second term the projected annual budget for 2010 is P1.907 billion or P873 million or 84 increase over the 2004 budget. This Ladies and Gentlemen, is no mean feat, something that has never been accomplished in any of the previous administrations. This is one of the main reasons why we have more than P2 billion worth of projects and still, have sizeable finances and resources ALL ALREADY APPROPRIATED FOR PROJECTS FOR THE FIRST YEARS OF THE NEXT TERM”, he said.
The implementation of infrastructure projects, the city’s support to peace and order and education, health and the huge funds intended for social welfare services are among the highlights of Lobregat’s state of the city report. (Sheila Covarrubias)

Many people were impressed with my SOCA, Mayor Celso Lobregat declared yesterday.
In a press conference at City Hall's conference room, Lobregat disclosed that after his one and a half hour State of the City Address, he received more than a hundred text messages from many sectors congratulating him for his accomplishments.
Some messages read they were impressed with the SOCA while others have also branded it as superb and outstanding, Lobregat pointed out.
The chief executive was reacting to a media query that many people were not impressed on the SOCA he delivered during the maiden session of the City Council and that it was too long and boring.
However, Lobregat emphatically stated that it was natural for the SOCA to be long as he was only explaining the very long and many accomplishments of his administration.
Na bien mucho accomplishments poreso largo tamen el SOCA. Hinde ba? Lobregat mused.
The mayor said he cannot please everybody especially those who are critical of his administration.

This was the grim reaction the other day of Mayor Celso Lobregat to media queries asking the mayor why he was not inclined to put up CCTV cameras all over the city to help the police fight criminality.
In a press conference, Lobregat divulged all the shooting incidents have nothing to do whether there is a camera or not.
?Where were the shooting incidents occurred? In Tetuan, there was one in the interior of Talon Talon, there was another in Capisan and another at the boundary of Licomo. Do we have to put these cameras in Licomo, Capisan in the interior of Talon Talon?? Lobregat asked the media.
He said it would be absurd to put up a camera in Licomo where there are no people.
Asked why instead of CCTV cameras, he gave digital cameras to the police, Lobregat chattered ?debe gane el police man provide ese digital camera cunel police. Ara cay ya dale el govierno canila ta reclama ustedes??

Many people were impressed with my SOCA, Mayor Celso Lobregat declared yesterday.
In a press conference at City Hall's conference room, Lobregat disclosed that after his one and a half hour State of the City Address, he received more than a hundred text messages from many sectors congratulating him for his accomplishments.
Some messages read they were impressed with the SOCA while others have also branded it as superb and outstanding, Lobregat pointed out.
The chief executive was reacting to a media query that many people were not impressed on the SOCA he delivered during the maiden session of the City Council and that it was too long and boring.
However, Lobregat emphatically stated that it was natural for the SOCA to be long as he was only explaining the very long and many accomplishments of his administration.
Na bien mucho accomplishments poreso largo tamen el SOCA. Hinde ba? Lobregat mused.
The mayor said he cannot please everybody especially those who are critical of his administration.

^^Digital cam lang naman kaya ni Celso baka gsto niya macapture lagi sya pag pumunta sya ng City Police heheh...bat ayaw niya maglagay ng CCTV around the City proper hmmmmmppp im sure ayaw niya makita ung kalokohang ginagwa ng kanyang TRAFFIC ENFORCERS hahahaha.....Zamboanga City needs this para mas modern na ung mga facilities bat kaya ayaw niyang ipatupad to?di lang nman sya makikinabang lahat ng Zamboangueno makikinabang nito....

Even small towns in ZamPen have Global lights..I saw few in Siocon, Aurora and Molave. Pagadian City uses it too.

This was the reaction of District 2 Congressional aspirant Councilor Juan Climaco �Kim� Elago, in connection with Mayor Celso Lobregat�s statements that �surveillance cameras cannot solve the shooting incidents.�
Elago reiterated the call for the Mayor to immediately set up surveillance cameras in strategic points in Zamboanga City particularly City Hall.
�It�s very clear that surveillance cameras does not only serve as a deterrent to any form of criminality, but it also helps a lot in solving crimes,� Elago stressed.
He added that by setting up surveillance cameras �we will be able to see the plate number of vehicles, we will be able to see the faces of people and what they are doing in public places, and we will be able to witness crimes. The Mayor does not want surveillance cameras, this is what we get. Shooting anywhere, explosions here and there.�
Elago added that surveillance cameras can surely help the police fight criminality. �That is a fact that the Mayor does not want to believe. If these type of cameras are not effective as what the Mayor thinks, then why is it that all the first world countries in the US and Europe have surveillance cameras everywhere? I remember one internet shop having a CCTV cameras equipped with PC Monitor stationed in the shop's counter, simultaneously showing the scenes in three various places.. One attached above the ceiling where the stairway is, one from the netshops' hallway, and one inside the netshop itself... And here we are, a city that's a HUC, who has billions of pesos in the bank, cannot even install even a SINGLE CCTV Camera, that will, in one way or another, help deter crimes that is currently the main problem in the city.... :bash: :bash: :bash:

Elago added that surveillance cameras can surely help the police fight criminality. �That is a fact that the Mayor does not want to believe. If these type of cameras are not effective as what the Mayor thinks, then why is it that all the first world countries in the US and Europe have surveillance cameras everywhere? I would like the Mayor to answer that.�
Elago added that nobody told the Mayor that by putting up surveillance cameras, the city will automaticaly be free from crimes. �What we have been explaining to him is that the surveillance cameras can help deter crimes and can even help solve crimes. That�s very clear.�
The congressional aspirant said that he is still hopefull that the Mayor will implement the project. �He should not ignore a very laudable proposal just because the proposal came from the opposition and not from him or his political allies.� Elago said.

For the first time in the history of revenue collection, the Bureau of Internal Revenue (BIR) Region 15 has surpassed its target collection for the month of January this year, compared to last year with Zamboanga City topping the chart as the highest in tax collection among the seven revenue districts.
BIR Regional Director Atty. Rozil Lozares reported that BIR-15 has increased 30.62 percent on revenue collection from January 1 to 28, this year.
For January 2009, BIR only netted P158, 273, 828.92, as compared to last month’s P206, 744, 268.36 collection. The increase was P48, 470, 439.44.
The improved revenue collection is credited to the strong campaign which the seven revenue districts are intensifying in their areas of jurisdiction.
BIR stressed that they intend to continue the good revenue collection and with this development. Lozares is currently visiting all the revenue districts under his jurisdiction to check and ensure the good revenue collection.
Report disclosed that Zamboanga City bested six other districts with a total collection of 110, 549, 195.74 followed by Dipolog City with P37, 650, 284.11.
Ranking 3rd is Pagadian City which netted P28, 296,148.18, while 4th is Zamboanga Sibugay Province with P20, 482,579.73. Basilan Province collected P2, 689,615.19 and Tawi-Tawi Province P2, 682,057.64.
“We appeal to the people to diligently pay their taxes because in return it produces several projects wherein it is us who will be benefited,” Lozares said. – Noning R. Antonio

and im a fan of local shows sa cebu i love to watch mga binisaya shows
kahit un props makikita mo lang sa hardware^^ like one character using a heat absorber on his neck to act as an alien except for ABS and GMA local shows mga talent nila oks na oks usually kasi drama. while un sa isang station medyo maypagka fantasy-futuristic.
but now uso sa cebu ang mga stage play which makes the costumes more lovable^^:cheers:
uu nga pala napasama pa ako sa Independent Film Festival of one school sa cebu^^
d biro un taping kasi pa lipat lipat ng location^^:lol::lol::lol: in one day naka 5 location kame lols

in councilors, i evicted the oldies, who has done nothing but to sit, mouch worse, texting while some councilors were talking... kuhido na camera mga nonoy.... when their services on road were like kings and everyone should treat them like 'ambulances...' I, for one, was a victim.... :| mga abusao!!! de como late ya sila, pita ki pita lang sila.... poreseo abriiii caminooooo.......
the likes of agan, bustamante, sadain (still considered new to politics), we need new breeds...
atilano for sports.
elago, i believe will boost tourism potentials in the city and will be in support of local talents, and so with mr.valesco.
jimenez, the fighter, who wants projects all over the city be implemented the SOONEST possible time... unlike others, to sinta-sinta lang...
delos reyes, who will also be a fighter-potential, and in supports for womens' and children's program, and so with Ms.Pareja...
Bayot, for barangay sustainability.
Mariano, I guess, has vision for the city too...
with these, and so many other opinions, I believe, we still deserve to have political debates from these aspirants to see and judge who can better deliver services in the city....

ADZU and UZ are private institutions which can self-create a mechanism on how to improve their ratings in the Board. This is where pre-board is coming in, that they won't allow any student to take the board without passing the pre-board examinations.
In WMSU, in as much of their efforts to improve the ratings, we cannot do that, because it will be a deprivation of the right of every student to take the culmination of their profession. Pre-Boards go against the principles which public institutions sworn to abide to.

^^woow Loyal tlga si ZORO sa WMSU...any way WMSU ay may pangalan na and establish na as one of the best Institution sa PINAS lalo na ung NURSING nila and education right Zoro? but ang naging pangit sa WMSU admin ung pinabayaan ng mga admin ung pangangailangan ng students nila like School buses, computers, rooms/buildings and etc. but if you base sa performance ng school and pagtuturo magaling yung WMSU pero ang pangit lang mayabang tlaga ung mga Nursing students ng WMSU and super high pride same as the education students....and one thing nagpapababa sa rating nito sa board exam ay ung subrang daming students taking up nursing and sana alisin na ng admin ung corporate kung tutuusin lugi pa yung Corporate nursing students kasi ung binabayad nila di nman nila nagagamit

yes number but ratio and fractioning acording to my sister, which she had the opportunity to have her ojt in PRC they were categoricaly different but in fractioning and ratio is still desame not unles they will be under one category so that will base on the highes score =)
syempre dami to be consider
like there are nusing student were not even thier first choice kaya basta pasar ok na which will take effect sa ratings
meron din mga hapy go lucky attitude maka isang basa lang ok na^^
what im trying to say is that the school will be chalenge to put deserving nurses pag nasa 4year na sila

there will be
1st year 28 section
tapos tagak mga dili sure sa ilang ge kuha na korso so
2nd year there will be around 20 sections na lang
abot 3rd year 14 sections na lang nia e tagak na sad kana dili ma reach ang quality sa deartment since 3rd year will be the start of the real battle
inig fourth year mahimu na lang 10sections^^:lol:

ADZU and UZ are private institutions which can self-create a mechanism on how to improve their ratings in the Board. This is where pre-board is coming in, that they won't allow any student to take the board without passing the pre-board examinations.
In WMSU, in as much of their efforts to improve the ratings, we cannot do that, because it will be a deprivation of the right of every student to take the culmination of their profession. Pre-Boards go against the principles which public institutions sworn to abide to.
ewan ko lang kuya zoro but in cebu apil jud ang Cebu Normal University sa pag compare sa mga passing rate and they were always maintaining it =)

and im a fan of local shows sa cebu i love to watch mga binisaya shows
kahit un props makikita mo lang sa hardware^^ like one character using a heat absorber on his neck to act as an alien except for ABS and GMA local shows mga talent nila oks na oks usually kasi drama. while un sa isang station medyo maypagka fantasy-futuristic.
but now uso sa cebu ang mga stage play which makes the costumes more lovable^^:cheers:
uu nga pala napasama pa ako sa Independent Film Festival of one school sa cebu^^
d biro un taping kasi pa lipat lipat ng location^^:lol::lol::lol: in one day naka 5 location kame lols
but na enjoy naman see new places^^
and a documentary for WMSU mascom student^^
walang talent fee ha baka isipin nio sideline ko yan hahaha just to get experience lols
well, its not a reason kahit student pa lang sila. they should exercise their creativeness and talents. Kung ganun lang naman reason mo, then walang mangyayari sa talents nila. ang nakikita ko lang is lots of humiliation. :)

Cebu all mascom ako lang un medical^^:lol: and sabi nga ng local veteran anchors ng ABS and GMA "you cannot expect a good performance in your first ojt but make sure you will improve it" =) i also have the chance to observe the mascom student of Cebu Institute of Technology doing a News Report sa observation ko i found out na not all have the talent^^ maybe they dont belong or its not in thier linya^^:lol:

^^Yap like ateneo laki na gain na nila sa Nursing lang same as Brent College taz ung UZ and the Pilar taz ung STI may school bus na kaso lng puros 2nd hand buses na ung binibili nila para tipid din:lol::lol::lol:not like UZ brand new buses ang binibili sulit sa mga allied students...but only WMSU nursing doesnt uses its buses mga opisyal lng daw un pwde:lol::lol::lol:

^^^ ala pa nman as of now..but we dont know if may malaking events na mag held dito... but this Grandstand nag held na dito ung Palarong Pambansa, PRISAA Games and etc concert venue din to and mga rally din ng mga organization....hope Davao should have one ang yaman nga ng Davao....I remember nga din ung sinabi ng PRISAA Davao Committee na gsto nila i held din sa Davao ung PRISAA Games kaso alang sport Complex....im sure sa susunod mag ka sport complex na yung Davao

Actually, Once upon a time there was such plan but the location is infested with informal settlers. There were court hearings regarding the case and our local government ended up losing the land dispute, well from what I heard and from what I can remember.
The budget for the sports complex was diverted for our traffic signalization instead which I think is still awesome by the way... you win some you lose some.
Anyway, bid kayo ng Palaro... I am into sports kasi (coach) and Palaro really is my yearly goal.. free lakwatsa and sports is GREAT!

burn the informal setlers^^ like what they were doing in manila^^ joke anyways ya samok kau na mga informal setlers but what can we say they are still human being who has the right to live equal likes us
sana gumawa un local goverment ng new relocation site like here sa zambo in order to get the LGL they will relocate the informal setlers to get the land.:cheers:

Mayor Celso Lobregat bared yesterday Zamboanga City’s strong objection to the passage of House Bill 4963 which seeks to make the city as the provisional seat of the proposed Autonomous Region in Southwestern Mindanao as clearly spelled out in Sec. 3, Article 2 of the said statute.
“In view of the negative repercussions of this House Bill to the City of Zamboanga and in the light of the fact that the House of Representatives shall be adjourning its session, we are immediately and respectfully submitting our initial comment to the foregoing House Bill before Congress adjourns,” Mayor Lobregat said in his letter faxed Wednesday night to Speaker Prospero C. Nograles through Congresswoman Beng Climaco-Salazar of District 1.
Lobregat informed the academe, business and community leaders together with members of the local media that last Feb. 2, Congresswoman Climaco furnished him a copy of HB4963, “An Act Amending RA 6734 titled “An Act Providing for an Organic Act for the Autonomous Region in Muslim Mindanao (ARMM) as amended by RA 9054, providing for the creation of the Autonomous Region in Southwestern Mindanao and the Autonomous Region in Central Mindanao.” Bill was introduced by Congressman Nur Jaafar of Tawi-Tawi.
The chief executive specifically cited Sec. 3, Article 2 of the said bill which states “Until the seat of the Regional Government is transferred as provided (above), the provisional seat of the Autonomous Region in Southwestern Mindanao shall be in Zamboanga City and the Autonomous Region in Central Mindanao shall be in Cotabato City. The Regional Assembly elected after the plebiscite shall within its term identify the site of the permanent seat of the regional government.”
The bill further provides that the plebiscite, pursuant to the said act, shall be held simultaneously with the May 2010 local and national elections and that the first regional elections for the elective officials of the Autonomous Regions shall be held on the second Monday of August 2011.
Further, Lobregat deplored Sec. 1(2) of the bill in which the City of Zamboanga is included as among the enumerated areas in the Southwestern Mindanao Region wherein a plebiscite shall be held to determine its inclusion to the proposed autonomous region in Southwestern Mindanao.
It shall be conducted at each and every barangay in the provinces of Sulu, Basilan, Tawi-Tawi, Zamboanga del Sur, Zamboanga del Norte, Zamboanga Sibugay and the cities of Isabela, Pagadian, Dipolog, Dapitan and Zamboanga in Southwestern Mindanao; and each and every barangay in the provinces of Maguindanao, Lanao del Sur, Lanao del Norte, Sultan Kudarat, North Cotabato, South Cotabato, Saranggani and the cities of Cotabato,Marawi, Iligan, Kidapawan, General Santos, Koronadal and Tacurong in Central Mindanao. “This is worst than the memorandum of agreement on ancestral domain (MOA-AD).”
“This is clearly unacceptable. It should be stressed that the city and its 98 barangays had unequivocally made known its firm and steadfast position that it should not be included in the ARMM, Bangsamoro Juridical Entity or any similar nomenclature for that matter,” Lobregat stressed, as he recalled that in the 1989 plebiscite 90,152 or 94.5% of the city’s population voted “NO” to the proposition that the city be included in the ARMM. In the 2001 plebiscite for the inclusion in the expanded ARMM, an overwhelming 112,735 or 95.1% of the population voted against it compared to only 5,894 or 4.9% who favored the same.
According to the mayor, the proposed bill creating the autonomous regions in Southwestern and Central Mindanao is not in consonance with the appurtenant provisions of the Constitution and the Local Government Code in so far as the creation and conversion of the local government units. “The fundamental law provides that no province, city, municipality or barangay may be created, divided, merged, abolished or its boundary substantially altered except in accordance with the criteria established by the Local Government Code and subject to the approval by majority of the votes cast in a plebiscite in the political units directly affected.”
As this developed, those who attended yesterday’s meeting in City Hall approved a resolution adopting the mayor’s strong stand against the passage of HB4963 as moved by Councilor Eddie Rodriguez and seconded by Atty. Arsenio Gonzales and Maasin Barangay Chairman Doglo Bernardo. The City Council is also expected to make similar stand during its regular session next week

ZDH iyo duty endenantes... Y el 'tsismis' ta circula na ospital hay tiene plano (again, plano pa lang) que abri escuela de nursing el Zamboanga Doctors Hospital... Again, plano pa lang.... Y el queda dean del nursing, ay pirata estaba na Ateneo de Zambo. University y el recientamente Chief Nurse/Supervisor del Operating Room del aquel Ospital si Ms. Tandoc... Buen C.I. se ele.... ;)

ZAMBOANGA CITY-What used to be a warehouse of junks and decaying buildings at the Mercedes National High School (MNHS) campus in this city’s east coast now look brand new after the city government spent P3 million for the rehabilitation of its three buildings.
Mayor Celso Lobregat, fresh from his State of the City Report (SCR) in the City Council last week, led the inauguration Wednesday of the newly rehabilitated buildings with a total of 14 classrooms and more than enough space to accommodate the growing student population of MNHS.
“This is our first project inauguration since I delivered my annual report to the City Council last Thursday and this is part of the so many great and relevant things that our administration has been doing for the city, especially for the public education sector,” Lobregat said, stressing that the rehabilitation of the three buildings proved that “we spent money prudently.”
“Many people thought the buildings were better if demolished, but our policy is to save, repair, restore and rehab old buildings whenever we can and they came as good as new,” he added.
Lobregat said that for the last three years the city government under his stewardsip had implemented more than P50 million worth of infrastructure projects in Mercedes, which include the ongoing construction of the Mercedes-Lumbayao bridge amounting to P15 million.
MNHS principal Manuel Rebollos expressed his deepest gratitude to Lobregat for the newly rehabilitated classroom buildings and for the two additional teacher-items; one by the national and another by the Local School Board.
Mercedes barangay chairman Neofito Casimiro thanked Lobregat for the more than P50 million infrastructure projects the city government has implemented in his barangay. (pna)

Externally, sa creation ng ARMM, yung mga provinces na na - include incidentally are among the poorest provinces in the country aside from the fact these are the provinces dominated by muslims... Now what are the powers "DEVOLVED" to the ARMM Government? Very Minimal... Just imagine pinakamalaking revenue na generate ng ARMM is only 11 million in 2004 and 80 % of that is for the salaries of regional government employees... what remains is 20% and agoy gikurakot pa jud.....
Wa pajud tarong PEACE and order sa Area mao wala nagasulod mga investments....
