Zamboanga City's Civic Center

Zamboanga City needs to establish a vital design and implementation program for its badly needed Civic Center.

As the city grows bigger, its present state of abysmal master planning implementation will choke the historical landmark structure of City Hall with its citizen’s inherent squatter mentality, closing off any feasible plan, or chance, to establish a much needed Civic Center design.

We are strongly urging the City Mayor’s office, all city government officials and offices, to make a concerted effort to lay down a City Civic Center area along the present location of City Hall, within the additional properties bordering alongside Don Pablo Lorenzo Street, Valderosa Street, a new Villalobos Street extention from Valderosa Street cutting into the Warf area water, and back to Don Pablo Lorenzo Street (including the Don Pablo Lorenzo Street Extension in between).

Above is a vision design for how the city’s Civic Center should expand and lay out its streets, pedestrian-friendly walkways, and gathering areas. Here's hoping the city leaders still have time and capacity to make the right future for its citizens. Stop wasting people's money by giving them instead a reason to feel proud of their city and heritage, and rekindle civic pride with the implementation of this Civic Center design.

Master Plan of Zamboanga: Infrastracture

Roads:

The power of eminent domain is a very delicate issue when a city government is taking into consideration its options to expand its roadway system to meet the demands of a growing population. It sometimes is not necessary to use it if the city has implemented a future master plan of meeting these growth needs for 5 years, 10 years, and 20 years or more. The longer they wait to implement such master plan, the harder and more expensive it will be to fix the problems. Invariably, the city will be faced with the daunting task of either expanding on the current road design, starting fresh elsewhere and provide a more modern and sustainable roadwork for the current and expected growth, or simply improve on the old road system by either providing adequate sewer, paving, lighting and utilities, traffic, and/or pedestrian control without exercising its power of eminent domain. The "simply improving" is what the majority of city officials have decided to do, and it is and will continue to create havoc in the old city core of downtown. This decision will only lead to steady decline of a historic and beautiful downtown. However, it is still not too late for the next generation of leaders to fix this problem and implement a very strict and fixed solution to save downtown. Downtown needs to be permanently closed off from outside street traffic, making itself a modern-day Intramuros. Then, only a dedicated downtown mass-transport system that emits no pollutants ( or very low contents ) will be allowed to operate there, exclusive of emergency service vehicles and very restrictive delivery vehicles. We also suggest that the ancient-design Calesa ( a horse-drawn carriage, which is still a common mode of short-haul transport in Chinatown, Manila ) be brought back to the downtown scene to service short-haul needs, like they once were. This Zamboanga Calesa design should be based on the ancient Spanish design that can be witnessed at the Manila Intramuros carriage museum. The revitalization of this mode of ancient Zamboanga transport will help distinguish the city's rich Chavacano culture from the rest of the country, and can become a distinctive tourist attraction (similar to what can be experienced today in beautiful downtown St. Augustine, Florida - the oldest city in the U.S.A. - with its abundant historic Spanish-era remnants as unique tourist attractions.)

Afterwards, the city will then need to exercise its power of eminent domain and start buying land along a designated high-speed super highway route ( the existing national highway route ) starting at the border of the city and Zamboanga del Sur and looping towards the airport and up again towards the city border and Zamboanga del Norte, looking like a letter "J." This high-speed highway will definitely have no stop lights and will only offer exit and entry ways, and should be at least a 6-lane system with an extra lane on each side for emergency pullovers, and have a copious median to provide for trees and flowers planting for beautification, lighting, utilities, and signage requirements. Another similar highway will need to be built to cross the middle of the city from east-west, starting maybe from Sangali to San Ramon, to provide a much needed expansion into the central region of the city, and also the Ecozone. These super-highways will be the designated route for all containerized and truck cargo traffic in and out of the major seaports and the airports, keeping big trucks traffic away from the local streets and help in protecting them from damage due to heavy weight loads. It also keeps away the diesel pollution away from the local streets.

Main International Airport: ZIA

The future expansion of the Zamboanga International Airport and Cargo Terminal must be established in the city-owned big Island of Sacol. Sacol Island is the most logical choice for the future expansion of the city's international airport because of its location and isolation from the limited flatlands of the city proper. By locating and building the future airport in Sacol Island, the city will wisely and thankfully provide a blueprint for all future building expansion within the limited flatlands of Zamboanga City, allowing for desirable skyscrapers to be built and promoted without worries of whether the building's height will be in the flight path of a nearby flatlands airport, as is currently suggested for Mercedes. The current airport expansion plan will forever damage the expandability of Zamboanga's ideal and logical expansion by allowing airport traffic and management to dictate where and how future investors and developers will build and how high they can build. This current airport expansion site is nothing but a roadwork to future economic disaster for Zamboanga's increasingly limited flatland space! On the other hand, Sacol Island provides for the best location any airport can have with its enormous size and isolated sea water location. Incredibly, Sacol Island has its own water source that can service all the needs of the future ideal site for the city's international airport, and all the accompanying services a world-class airport provides such as: airport hotels and convention centers, cargo storage warehouses, office space for airport services, ground transportation infrastructure, parking garages for short or long term parking, aircraft maintenance and storage facilities, restaurants and concessions facilities, duty-free shopping for local and international goods, an airport business park, and possibly a separate runway dedicated to military aircraft traffic and its command post that is currently provided by Edward Andrews AFB.

The Sacol Island location can provide the military a great facility as it expands its role of safekeeping for the city's population and its role as economic and tourism gateway to western Mindanao, nearby Basilan Island, and beyond. The rugged mountains and sea access of Sacol Island can be used as valuable training grounds for the military or local law enforcement services, and their permanent presence there will give the city government a pro-active frontline defense against historical terrorist and illegal smuggling activities in and around the island. The country's President is even contemplating relocating the Philippine Marine Corps' Headquarters into Zamboanga City, along with its over 10,000 troops and their attachments. Sacol Island will provide the Philippine Marine Corps' Headquarters a perfect home, and it could be converted into their own "Hawaiian Island" paradise base with their own private white sand beach and hotel for family R&R vacations, similar to what the US military has in Fort DeRussy's Armed Forces Recreation Center, Waikiki Beach, Honolulu, Hawaii. Imagine the beautiful tropical island location of Sacol with its diversely rich marine life (instead of its current congested and polluted location in Manila), encased in the exotic splendor of Chavacano culture to help the city allure this prospective vision? It cannot be a better choice for the Philippine Marines to make Sacol Island its future Headquarters and also its new Corps Training Center, with an excellent amphibious training capacity, in addition to its rugged terrain features. It can help the Philippine government bring peace and business expansion into Zamboanga City, and expand its role as business center of south-western Philippines. The location of a new international airport in Sacol Island will help propel Zamboanga City into a future of proper growth and expansion, opening up the extremely profitable air commerce of that region that is currently underutilized but sufficiently accommodated with vessel traffic, which exceeded over 5 million passengers in 2002 - more than any city in the country! The city's new international airport in Sacol Island will firmly establish itself as the BIMP-EAGA gateway into the country.

A world-class bridge system will need to be constructed to link the island's international airport facility with the city mainland at its shortest distance span near barrio Taluksangay, providing further growth of interconnected business services at the entrance to the airport's bridge system . The design of this bridge could be made in a manner that can further define the city's character, making it a signature landmark attraction that can bring in additional tourism income similar to other bridge-defining cities.

A world-class golf-course could be built near the island airport, providing international appeal to tourists and business travelers. Hotel and beach resorts could be carefully and environmentally provided along the beautiful white-sand beaches of Sacol Island, and a wild-life preserve established to protect the island's delicate mangrove or marshland ecosystem. The natural beauty of Zamboanga lies within the extensive bodies of water surrounding it, and ideal fast water taxies can help ferry airport passengers and tourists quickly to downtown hotels/businesses or tourists sites and vice-versa, avoiding the congested city streets while shamelessly exposing travelers to the beautiful scenery of Zamboanga's environs from the water. With careful consideration, planning, design, and management, the future Zamboanga International Airport in Sacol Island can be one of the most beautiful and effective airport facility in the world.

Main International Seaport:

International Cruise Ship Terminal - The current main seaport downtown will need to expand its cruise ships handling capacity so that it can service and attract the much larger cruise ships, and contract to make it one of their major ports-of-call for the Asian sector. Recently, the T/S Maxim Gorkiy cruise ship made port in the city’s pantalan, and entertained a few hundred tourist, mostly Germans. It surely must have felt good for the Mayor to receive such rare foreign tourists (Note: In the 1970s, Zamboanga was frequented by many Germans and Italians). Well, in order to have guests over to your place, you must invite them first, and that task belongs to the City’s Tourism Office! Then, you must have the welcome mat laid out at your doorstep – the pantalan – and have proper tourist infrastructure and services in place to receive them, exclaiming welcome! Bienvenidos! Its location in the historic downtown area and near the beautiful surrounding islands will help strengthen its position even more. This expansion emphasis coincides with the plan to convert downtown into an Intramuros, preserving its unique history and turning it into a tourist oasis. Once this bigger cruise ship facility is in place, much-needed hotels will follow to help accommodate the increase in tourist traffic. It's local and international passenger traffic will increase tremendously, bringing along a high currency return in tourist traffic. In 1999, the city ranked number 2 in total passenger traffic ( 2.6 million ) amongst the top Philippine Ports, behind Manila's major North Harbor Port, and number 3 for the first six months of 2000. Combine that 1999 volume with its neighbor Basilan's number 11 ranking ( 1.04 million in 1999 ) and you get a staggering total of over 3.6 million passengers!

In 2002, the Port of Zamboanga, inclusive of all area ports and Basilan, was ranked #1 and registered an astounding 5.57 million passengers, surpassing #2 Batangas by 1.3 million passengers, and #5 Manila by over 1.59 million passengers! For a reported trouble spot like the Zamboanga region, this statistic is simply mind boggling!!! (COMPARISON: In 2000, the total volume of passenger traffic in the Port of Miami (Florida), the largest and most modern cruise ship terminal in the world, was 3.5 million passengers!) It is evident that ship travel is the main mode of transport between the islands of the Philippines. The Zamboanga City-Basilan corridor is definitely a force to recon with, and the city needs to realize this position and actively pursue partners and investors for the development of the new and bigger port passenger terminal. In spite of all the negative developments and reports around the city, the people still come. That is a testament to the allure and strength of the city's position as a major local and international embarkation and disembarkation point.

Secondary Seaports:

Major Secondary Seaports will need to be built to alleviate the congested, and ill-advised expansion of the main port downtown. These secondary seaports will need to be designed to accommodate major expansion of port facilities in the future, to the extent that they will eventually replace the downtown port facility as the major seaports for the city and the surrounding region. We recommend a major international containerized seaport be developed ( about 200-300 hectares reserved for 25-50 years growth ) in the Caldera Bay area near Recodo to handle the future growth of the Ecozone, and alleviate the congestion downtown. Another major seaport should be built in the Taguiti Bay area, near the island of Vitali to service the northern region, and then add one more major seaport in the Malasugat Bay area near Sangali for specialized traffic like the lucrative fishing and canning industry that is currently being cornered by the General Santos community and brokers from outside the city. The city should extend their tax-free zone to these secondary seaports and designate the areas where companies can build, taking into consideration proximity of established communities for supply of labor and transportation access. These additional seaports will help make the city a one-stop shop for major local and international traffic.

Master Plan of Zamboanga: Zamboanga Freeport and EcoZone

Zamboanga Freeport ( Ecozone ) - we recommend that they do the following:

* Build a world-class golf course facility within the compounds of the Freeport Business Park. It will greatly enhance its ability to attract quality foreign companies to build there. The Japanese for one are known all over the world as lovers of golf, and would be attracted by this bonus amenity. It is known that many a business deals were consummated during golf games. The course layout will need to allow for buildings and offices to be built in and around it, making it an ideal place for companies to locate their businesses, and play a little round of golf for good measure. It is not enough for Freeport to just put up a tax-free zone on a map, and hope that companies will locate there without further enticements. Sure enough, there will be businesses who won't mind the bare-bones amenities, but the type of business they will attract will also be reflective of their efforts. This golf course is a very calculated business plan, and needs to be implemented. Additionally, Freeport can establish an annual international golf tournament with, say, the BIMP-EAGA nations and exhibit its world-class facility to attract more potential business to build there. It is not enough for Freeport to rely on its generous tax-free status. It must do more in order to attract more.
* They also need to improve their marketing strategy for this development. As it is, a prospective client will have to get on a plane and fly down there to see what their facility is like. As a businessman, who would want to spend that kind of money to fly down to a troubled place like that. All those negative news about the war and kidnappings will not help their mental image of the area. So, we suggest that Freeport's marketing people jump on a helicopter and take as many aerial photographs of the entire Ecozone, close-ups and panoramic shots also, showing the beauty of the mountain terrain, the surrounding views of the sea, rivers, lakes, the roadwork, facilities, and existing buildings, then make it available on their web site and brochures for prospective investors to see.
* Their architects, engineers, and graphics design people will also need to draw up a more detailed site plan MAP for the development and make them all available on the internet for previewing. This is how it's done in the international arena, and Freeport needs to implement this requirement in order to be effective and profitable. There is so much local talent there, but it needs to be focused and directed accordingly. They can even enlist the help of IAPAD to create a 3-D model of the zone.
* Build a major hotel and convention center that is capable of handling a few thousand guests and conventioneers.
* A modern fire department and emergency rescue services operating inside the zone.
* A mass-transit master plan to accommodate immediate and future expansion needs, banning all traffic-causing forms of local transport like the tricycles and pedicabs. Only "people-mover" buses should be allowed to operate within the zone, with designated bus stops that are equipped with covered waiting areas designed to keep passengers safe from the outside elements.
* As stated in our Secondary Seaport plan, we recommend a major International Containerized Seaport be developed ( about 200-300 hectares reserved for 25-50 years growth ) in the Caldera Bay area near Recodo to handle the future growth of the Ecozone, and alleviate the congestion downtown.

Master Plan of Zamboanga: Advertising and Tourism

The city needs to create and fund this very important department to act as a resource provider and advertiser for everything about the city. This office will be independent of the objectives of the Philippine Tourism Authority (PTA) located in this city. Its main goal is to provide all the necessary assistance needed to promote the city to the world in a methodical and highly customer-oriented fashion so as to attract more tourist traffic into the city. We urge the mayor to immediately hire a designated "Zamboanga City Tourism Officer" to head this department on a FULL-TIME basis. This individual will be tasked to create and maintain a database of all major local, national, and international travel and cruise line agencies for regular promotions of the city through the affordable internet medium or free media. One key investment this office should make is in a good quality digital camera. Why? To promote the city visually to any and all current and future entities that have a need for a steady supply of marketing photos. Currently, there are quite a few web sites that are dedicated to the promotion of the city ( us being one of them ) that are not getting any promotional assistance from the ZCTO. The mayor's office needs to re-think its position on how to help service these dedicated web sites. The city and its people are the main benefactors of these web sites, and the Tourism Officer should be responsible in assisting them in any fashion possible. Providing a constant stream of freshly taken digital photos of the city and its people, and additional promotional news of local developments will only help improve the attractiveness of the city to potential tourist traffic. As a chartered city, Zamboanga needs to take matters into its own hands and not rely on the PTA to do its tourist advertising job. This key city position is crucial to the expansion of the city's master plan.

Master Plan of Zamboanga: Ecological

Zamboanga City Zoo (ZCZ) - The old zoo site in Pasonanca Park and its very limited space and antiquated display needs to be relocated to a much larger area and facility. We recommend that it be situated in the Abung Abung highlands, overlooking the city and sea. Additionally, the city needs to designate this new zoo area a natural sanctuary/preserve for legal protection - about 100-200 hectares. The exhibits need to be increased tremendously to heighten local and world awareness of the unique and indigenous species of the islands, especially those that are endangered, and help bring in more tourist income and additional jobs.

Master Plan of Zamboanga: Physiological


Mountain Trekking - The city needs to solicit assistance and/or partnership from national mountain trekking companies on selecting local mountain regions suitable for transforming or improving into trek camp sites. By converting certain mountains into designated eco-tourism, the trees and forest within can be shielded from the disastrous effects of logging ( legal and illegal ). The income from these mountain trekking sites will more than offset the short term loss of legal logging revenues, and help bring more employment in an environmentally friendly business. The city's parks department and mountain rangers will be in charge of managing and maintaining these trek sites.

Master Plan of Zamboanga: Museums

Zamboanga City Museum of Flowers ( ZCMF ) - this museum will house all the local species of flowers and that of the Philippine Islands. The land for the main building and the garden area will need to be at least 10 hectares (25 acres). The objective of this institution will not only be to showcase, but also to cultivate and cross-breed local, indigenous, national, and rare varieties for sale and/or distribution to local landscaping beautification projects. Scientists and botanists will head a non-profit organization to be housed in a section of the museum for the pursuit of saving any endangered species, cultivating, education, research, and other functions deemed important. The city's nickname "The City of Flowers" will be an integral part of the museum's role in the community. The museum will sponsor a monthly house garden and barangay beautification competition wherein the winners will be awarded specially bred flowers from the museum to be planted and cared for at the winners' place, with placards announcing them as winners of the month. The museum will also initiate an annual showcase show of its facility to coincide with a designated special occasion ( maybe "The Jambangan Flower Festival" ) and do it on a month of its own during the dry season for tourist to see. The profits can be used to further its role in the community, and be self-sufficient.

Master Plan of Zamboanga: Museums

Zamboanga City Marine Aquarium ( ZCMA ) - this aquarium museum will hold the largest exhibit of Philippine indigenous marine species that is undoubtedly one of the richest in the world, where most of them come from the waters surrounding the city . It will need to be housed close to downtown for tourist traffic, by the Fort Pilar area, and next to the Basilan Straight for facility access to the open sea. Species of sea shells, corals, fish, plants, and other marine varieties will be collected and showcased here. It will be a one-of-a-kind facility in the world. This aquarium will also house marine scientists and other similar fields for the purpose of research, education, promotion, care, and preservation of the endangered species. For now, only divers and snorkelers are able to view the area's beautiful undersea world, and they sometimes run short of superlatives to describe their experience. With the completion of the aquarium, the world will converge upon it to experience the same superlatives in a more hospitable and beautifully designed environment.

Don Pablo teachers design unique seat plan

DON Pablo Lorenzo Memorial High School could easily be considered as Zamboanga's largest public school in terms of land area and second only in the number of school children.

Sitting on a 6.5-hectare property, it has 14 yellow school buildings, 108 rooms, an indoor gym, tennis and volleyball court, a large field, and security guards that ensure the safety of 7,250 high school students.

But the scale of the school and its tanned iron gates, proudly dwarfing all structures and houses around it, does not tell the whole story -- because in this school, only half of the students have chairs to sit on.

And that's not even entirely the bad news.

The school's principal, 61-year-old Norma Macrohon, said that of the estimated 3,700 chairs they possess, only a few are barely functional, held in place by a few nails and the strong knees of school children, who have to set their feet firmly on the ground every time they sit down to avoid breaking the fragile chairs.

"Some of the chairs have no armrest that's why students write on their lap," she said.

To be fair, she said, teachers have adopted a "first come first served" policy when it comes to distributing the chairs. Students who come in late have to sit on the floor or the window sill.

In fact, the risk of squatting on the floor has prompted several students to invent a simple devise they call the "shoe cloth," a piece of fabric bound by rubber with a hole in the middle that hugs the whole shoe.

"With the shoe cloth, they don't have to take their shoes off when entering the room while maintaining the cleanliness of the floors," the principal claimed.

Instead of high-tech cellphones, the simple cloth quickly became a rave, sweeping the whole school like a plague. Some of the girls even personalized their own shoe cloths: from a bright blush of yellow, pink, orange to stitched buttons and brooches.

But the shoe cloth is not about fashion, it's to protect their skirts and pants from being soiled by the dirty floors because, coming from poor families, most of the students only own one or two sets of uniforms.

Humble beginnings

The school's roots were ominous. The principal recounted that they first started the school, then known as Zamboanga City High School North, within the nearby Sta. Maria Elementary School, in a land not their own, on August 2, 1994, through Ordinance 154.

"We were squatters in that school, holding classes in their rooms," she said.

Two months later, on October 10, 1994, the new high school was inaugurated at its present location in Gov. Ramos Ave through the initiative of the late Congressman Maria Clara Lobregat, who became the most ardent supporter of the school.

The school was named after Lobregat's father, Don Pablo Lorenzo, who was also an acknowledged government leader during his time.

Macrohon said they started only with two school buildings and 20 classrooms but grew rapidly through the community development fund of the congresswoman.

But living on the assistance and support of Lobregat was not sufficient. The Local School Board, itself strapped for cash, could only allocate a budget for the school's light and water expenses as well as the salaries of some of its teachers.

As the population of the school expanded, the assistance diminished. With the death of Lobregat, the support they enjoyed stopped. Some of the chairs are as old as the school itself.

Virtual warzone

Bullies here won't beat you for your money or food. Macrohon cited several instances when students cried to teachers, complaining they were attacked for their chairs.

"The chairs were also damaged by the constant tugging between two students on who should earn the right to sit," she said.

Maebelyn Clarete, a 13-year-old high school student, is one of the more fortunate students in the school on account of his father being a carpenter. Her father built a chair for her a year ago when she was just a freshman. When she entered her second year, she also brought the chair with her.

Children lugging their own chairs are not a strange sight in the school, says math teacher Garry Sta. Ana. "They bring in the chairs made by their own parents to the school and either their younger siblings inherit the chair or they donate it to the school once they graduate," he said.

Students do not only contend with the lack of chairs but also the overcrowded rooms. The average ratio of teacher to student in the school is 1:80. The math teacher, alone, has over a hundred students in one class. He's now teaching eight classes.

"It's very difficult to sustain their interests with all the distractions so I emphasize that they are spending money to learn and I don't cut them some slack," said Sta. Ana, who is considered by most students as a "terror teacher."
"I teach the lesson, re-teach it, and reevaluate it all the time," he added.

Sta. Ana said he has a high drop-out rate, either because eager students could not retain the lessons or they lose interest altogether because of distractions. He said it's not surprising since the students are children of laborers, farmers, tricycle drivers and carpenters and they are expected to pitch in the household expenses.

Not enough

Because of the overcrowded classrooms and lack of chairs, beleaguered teachers have taken to sketching numbered squares on the floor. This serves as their seat plan.

English teacher Edwina Galo has a different method: she assigned a number to each of her student and at the beginning of her class asks the students to count off.
"Once there's a missing number, that means the student is absent," she said.

She said because of her load with around 80 warm bodies per class, she could not possibly remember all the names of the students.

"You tend to remember the intelligent ones and the naughty ones, the others, you forget," she said.

Last year, the Bahay ni Angelo King Foundation provided P300,000 assistance for the school's science laboratory. The grant involves the purchase of chemistry and physics equipment, the provision of cabinets, and the rehabilitation of the school's laboratory.

Also, the Familia Lorenzo Foundation, through the Philippine Business for Social Progress (PBSP), donated 428 plastic arm chairs distributed to seven classrooms in Don Pablo at a grant of P273,000 to cover the cost of chairs.

But of course, the donations are not nearly enough.

With each chair costing P600 or more, the school principal said that they could not afford to buy new ones. But she said the potential of the school is limitless given the proper facilities and equipment.

Already, Don Pablo jumped from number 25 on the National Achievement Test for fourth year students in Zamboanga City for the school year 2003-2004 to the top ten in just a year.
Fourth year students also got 81 percent correct response in English, which means they have mastered the language, during the same test.

She said Don Pablo first year students earned 3rd place in the math Olympiad at the Philippine-Turkish Tolerance High School held earlier this year and 8th placer in the Zamboanga Peninsular Science Competition last year.

"Imagine what we can do with enough chairs and equipment," she said.

Due to retire in three-years, Macrohon feels she's already too old to be managing a school. Because of old age, she now walks with a slight limp. But she's invested too much in the school to leave it behind idle.

"Before I retire, I want to see the ratio of chair per student leveled at 1:1," she said. "I just want to see each of the students having their own chairs. That's not asking too much, is it?"

WMSU Eyes Peace Education Curriculum

Zamboanga City - THE leading higher education State institution in this region is considering the integration of “peace education” in its curriculum.

Dr. Grace J. Rebollos, the new president of Western Mindanao State University (WMSU), said this is part of her agenda of governance, to promote a “culture of peace” and answer to the call of social development.

“We are considering three possible things to happen here, whether we will incorporate it in all subject areas or offer a new subject for this purpose or open a separate degree for this,” Dr. Rebollos said during the recently conducted Mindanao Educator’s Congress held last November 26-28 at the Garden Orchid Hotel here. She talked on the role of the non-government and civil society organizations in peace-building.

The WMSU chief executive challenged the teachers and educators to be involved in this common cause of building peace as they are “the most effective and most credible to implement it.”

In a press statement, Dr. Jesus L. Nieves, regional director of the host Zamboanga Peninsula, said the congress sought among others to “discuss prevailing challenges confronting peace and progress in the Muslim-Christian region.”

The congress, which is anchored on the theme: “Responsive Education: The Enduring Road to Peace and Progress in Mindanao,” also aimed to “increase awareness of the present status and situation of the basic education in this part of the country” and “generate appropriate policy recommendations for the road map of basic education in Mindanao.”

Other speakers include personalities from the security forces, renowned Mindanaon educators, Undersecretary Nabil Tan of the office of presidential adviser on the peace process (OPAPP), Undersecretary Virgilio Leyretana and Education Undersecretary for Muslim Affairs Manaros Boransing.

Dr. Rebollos, during her investiture rites held last December 5 at WMSU Gymnasium, reiterated her platforms of a university, which is not only towards academic excellence but with big concerns on social development and peace-building as she bannered her motto of the university: “La Universidad Para Na Servicio del Comunidad.”

Mayor Celso Lobregat is Mindanao's 'Richest Mayor'

ZAMBOANGA CITY --- A document from the Office of the Ombudsman furnished to LA Zamboanga Times revealed that Zamboanga City Mayor Celso Lobregat is this year’s richest mayor in Mindanao with a net worth of P 35.2 million. (His mother, former Mayor Maria Clara Lobregat was the richest mayor until her death last January 2004.)

Also in the top richest mayor list in Mindanao are Butuan City Mayor Democrito Plaza with a net worth of P8.5 million and Davao City Mayor Rodrigo Duterte who filed his net worth at P 7.02 million.

The other mayors who filed their SALN for yearend 2004 are Cagayan de Oro’s Vicente Emano (P6.4 M); General Santos’ Pedro Acharon (P6.2 M); Samal City’s Rogelio Antalan (P4.9 M); Bislig’s Alberto Tan (P4.1 M); Koronadal’s Fernando Miguel (P3.79 M): Panabo’s Rey Gavina (P3.7 M); Digos’ Arsenio Latasa (P2.12 M): Dapitan’s Dominador Jalosjos, Jr. (P1.8 M); Malaybalay’s Florencio Flores (P1.59 M); Tacurong’s Lino Montilla (1.57 M).

ZAMBOANGA CITY, Philippines -- A moderate earthquake with a 5.4 magnitude on the Richter scale rocked some parts of western and central Mindanao around 7:46 p.m. Wednesday, the Philippine Institute of Volcanology and Seismology (Phivolcs) here said.

Engineer Eduardo Lauron of the Phivolcs said the quake, the origin of which he did not specify, lasted for about eight seconds and was quite strong.

It had a depth of 34 kilometers and was traced 121.6 kilometers east of the city, he said.

It was felt at Intensity 3 here and was also felt in Ipil, Zamboanga del Sur and Cotabato.

In 1976, a magnitude 7 earthquake also rocked the same areas and caused a tsunami that killed more than 3,000 people.

It was considered one of the worst natural disasters to have hit the Philippines.

Engine trouble diverts Zamboanga-bound plane to Mactan

ZAMBOANGA CITY, Philippines -- More than a hundred passengers of a Cebu Pacific flight from Manila were stranded at the Mactan International Airport after the aircraft encountered engine trouble on its way to this city.

"We heard loud sounds like ‘tak-tak-tak.’ Then the pilots had the plane turn to Mactan," Basilan Bishop Martin Jumoad told the Philippine Daily Inquirer, parent company of INQUIRER.net, in a phone interview.

An employee of the airline confirmed that the aircraft encountered a "mild problem" on its way to the city, thus the "their flight was diverted to Mactan.”

Air Transportation Office (ATO) chief Celso Bayabos said Cebu Pacific A319 flight left Manila around 5:50 a.m. and was expected to arrive here at 7:25 a.m. "but until now, there is no official word from Cebu Pacific Airlines as to the real cause of the delay."

"There are also passengers stranded at the Zamboanga International Airport," Bayabos said.

A passenger named Hannan said some passengers had become restless as airport personnel ignored their concerns. "We want to go home. We are tired and hungry," he said

Jumoad also complained about how Mactan Airport personnel treated the stranded passengers.

"We are treated here like terrorists. SWAT [Special Weapons and Tactics] people in black uniform are guarding us and they are all fully armed," the prelate said.

One of the airline’s ground personnel allegedly even scolded one of the passengers, saying, "You should thank us because you managed to land safely here."

The passengers were served breakfast at around 9 a.m.

Quake jolts Zamboanga City

A tremor shook Zamboanga City Wednesday night, ABS-CBN Regional Network Group reported.

The magnitude 5.4 earthquake was recorded at 7:36 p.m. It was felt as far as Zamboanga del Norte, according to Brenda Nazareth, regional director of the Department of Science and Technology.

The epicenter was located at 121.60 degrees east, 107 kilometers north-30 west of Zamboanga City.

Intensity 3 was felt in Zamboanga City, Zamboanga Sibugay and Pagadian City. Intensity 2 was felt in Labason, Zambonga del norte.

No one was reported hurt and no property damage has been reported.

Nazareth said they are carefully monitoring for after shocks.

The Zamboanga earthquake followed Monday' tremor in Eastern Samar and areas nearby.

ABS-CBN Regional Network Group correspondent Sharon Evite reported that the 5.1 magnitude earthquake was recorded at 3:46 p.m.

Evite said that Can-avid town in Eastern Samar experienced Intensity 4 ground movement.

MAYOR Celso Lobregat and the Department of Trade and Industry (DTI) Monday turned over 10 computer units to the Zamboanga City High School-main under a program dubbed Personal Computer for Public Schools (PCPS) phase III.

Initiated by the DTI, the PCPS is a nationwide program and through a grant from the government of Japan. The ZCHS-main is one of the four school beneficiaries under the phase III program.

Lobregat cited the DTI for initiating the program and exhorted the ZCHS-main faculty and students to make proper use of the computer units for educational advancement.

“We thank the DTI for this project,” the mayor declared stressing that it will help boost the students’ performance and achievement.

He expressed elation that the DTI and other government and non-government organizations are coming in to support and assist different public schools in the city.

Aside from the ZCHS-Main, the other beneficiaries of the program are the Zamboanga City High School-West and the Ayala National High School. A month ago, the Don Pablo Lorenzo Memorial High School in Gov. Ramos also received their share of 10 computers, also under the phase III of the project.

DTI provincial manager Rolando Acuna said the turnover at the ZCHS-Main in Tetuan Monday was a revisit of the program, as the school already received 40 units under the Phase I and II, considering the number of student enrollees.

The computer units turned over also included printers and some networking equipment.

The PCPS project, according to Acuna was initiated by Sen. Mar Roxas a few years ago and that at least 12 public schools in the city has so far benefited from the program.

Other than the computers, the program also involves the training of personnel assigned to man the computer laboratory in each school-beneficiary.

Present during the turn over Monday were Councilors Nonong Guingona and Rudy Lim, Assistant City Schools Superintendent Norma Vecina, Math Supervisor Evelyn Villa and ZCHS-main officer-in-charge Mercia Bustamante. (Sheila E. Covarrubias)

MAYOR Celso Lobregat and Department of Trade and Industry (DTI) Provincial Director Rolando Acuña turned over Friday a computer package to education officials for use of the Ayala National High School.

The project was under the personal computer for public schools program phase III.

Ayala National School, a pilot school in the west coast, is the fourth recipient of the PCPS program initiated by the DTI through donations from the Japanese government.

A total of 10 computer units with complete accessories and Internet connections were turned over to the school administration led by Principal Dr. Ma. Pilar Gregorio.

The ceremony was also attended by Assistant City Schools Superintendent Norma Vecina and Math supervisor Evelyn Villa.

Lobregat and Acuña also turned over computer packages for the first three PCPS phase III beneficiaries-the Don Pablo Lorenzo Memorial High School, Zamboanga City High School-Main and the Zamboanga City High Schol-west, a few days before.

Lobregat thanked the DTI for the donation and for sharing in the effort to assist public schools in the city. He stressed that the city government is also undertaking initiatives to support the education sector through a similar computer program and school building program to name a few.

The PCPS is a nationwide program that started a few years ago.

With the 10 computer units turned over, Ayala National High School now has a total of 30 units. The first 20 was received during the second phase of the project.

Zamboanga City is a recipient of at least 230 computer units amounting to about P9 million since the start of the PCPS program. (Sheila E. Covarrubias)

yuh..because Zamboanga is used to be the capital of the Department of Mindano and Sulu..which was later named Moro Province..

Actually if we put it in perspective, Zamboanga was like the 4th important city in the Philippines. Manila, Cebu, Iloilo, and Zamboanga. I found a great book about the old Zamboanga and stories of its past and it's damn amazing. I am planning on having a new Zamboaga Hermosa thread in the Heritage section when I finish reading and scanning the book. It has vintage photos of the city and it's people who molded it.

Binay lauds Lobregat on ancestral domain stand

Makati City Mayor Jejomar Binay heaped praises on Mayor Celso Lobregat for his steadfast stand on the ancestral domain issue, one of the contentious topics in the proposed peace accord between the national government and the Moro Islamic Liberation Front (MILF).


“Please accept my warmest congratulations and support for firmly asking for the full disclosure of details of the agreement on ancestral domain undertaken by the national government and the Moro Islamic Liberation Front,” the Makati mayor said in a letter to Mayor Lobregat.

Lobregat recently demanded a full disclosure of the provisions of the agreement on the ancestral domain issue stressing that the public has the right to be properly information about the mechanisms or procedures that would be used to finally resolve the contentious ancestral domain issue.

Binay, in his letter, expressed belief that the people of Zamboanga ought to be informed of the details of the agreement, “after all, they will be the ones who will be greatly affected by the pact”.

“I hope your call will be heard by our government and that they will be truthful on all information they will disclose to the public,” the Makati Mayor said.

Lobregat has stressed that the local residents have expressed their strong opposition to be part of the Bangsamoro Juridical Entity or the Bangsamoro Homeland neither the Autonomous Region in Muslim Mindanao (ARMM) based on the results of two plebiscites held years earlier.

The Zamboanga mayor sought for the full disclosure of the provisions after Secretary Jesus Dureza, Presidential Adviser on the Peace Process announced last November that he looking at a possible resumption of formal talks with the MILF early 2008 which will be highlighted by the signing of an agreement on the ancestral domain issue.

“We should know what is the process that they will follow in identifying areas that will be included in the ancestral domain,” Lobregat said.

Early on, there were suggestions from the MILF that some barangays in Zamboanga City be included in the so-called Bangsamoro Juridical Entity or homeland. — SEC

‘Golpe’ to storm Cabaluay today

Residents of Cabaluay and neighboring barangays are in for excitement, action and glory when the Golpe-Golpe na Barangay of Congressman Erbie A. Fabian will unfold this afternoon in that barangay.

Fabian said the action-packed and crowd drawer boxing presentation reels off at 1 p.m. with several bouts involving young and promising Zamboangueño boxers.

The boxing presentation is being held in Cabaluay as one of the series of activities leading to the celebration of the barangay fiesta.

Cabaluay is one of Fabian’s bailiwicks in District 2. His family in the mother side (Apolinario) hails from that barangay.

Fabian started the Golpe-Golpe na Barangay when he was the vice mayor. From then on, this boxing extravaganza became a hit as it is being staged from one barangay to the other.

Golpe-Golpe na Barangay has already produced fine and top boxers who had already won in national competitions. They include Felix Tañamor and Rolando Marcial.

Fabian conceived the Golpe-Golpe Barangay with the intention of reviving the boxing sport in Zamboanga City and provide a venue for young boxers to display their skills.

Another boxing presentation of Fabian is Golpe-Golpe na Zamboanga involving professional fights, the latest of which will be held on February 23 with an African pug against a local boxer as its main event.

Lobregat sees economic boom in Zambo this year

With the increase in revenue collection, infrastructure development, intensified business promotion and positive investors outlook, Mayor Celso Lobregat sees an economic boom in Asia’s Latin City this year.

Lobregat said many business establishments are opening up in Zamboanga bringing more revenues to the city and providing more job opportunities to the unemployed.

New commercial banks, fastfood joints, shopping malls, entertainment centers, canning factories, processing plants, real estate and other business enterprises have either opened up last year or about to open in the city this year.

“Investors confidence in the local government and doing business here is what we gained and continue to develop, it would help our city face a brighter economic status,” Lobregat stressed.

The mayor also encouraged the various commercial banks and commercial enterprises to establish also their branches outside the seven kilometer radius of the city to decongest the already crowded downtown area.

He said the gradual transfer of regional offices to Pagadian City has minor effect on the economic status of the city.

“The investors here believe in effective local governance which we have shown them the past years, that’s why, we are not surprised if they keep on coming and do business here,” Lobregat said.

Regional offices started transferring to Pagadian in compliance of an Executive Order issued by the president.

But Lobregat said the move of the national government would not affect the city government’s goal of pursuing more economic programs and provide more jobs to the Zamboangeños. — Bhong Simbajon

Continue aid to anti-HIV-AIDS drive, Beng asks US

District 1 Congresswoman Beng Climaco has asked the government of the United States to continuously support and assist Zamboanga in the drive against STD-HIV-AIDS and help the city attain its goal of being AIDS-free.

“I really ask for your continued support to the children of Zamboanga and Basilan”, the lady solon told US Ambassador Kristie Kenney in a conference related the city’s anti-HIV-AIDS campaign at the City Health Office conference room yesterday afternoon.

Climaco, who is concurrently congresswoman caretaker of Basilan, is a staunch advocate of children’s protection and welfare. She has personally met children as young as 10 years old who are victims of sex exploitation and abuse.

“It is a reality that some children as young as 10 years old are susceptible to sexually transmitted diseases and HIV”, the lady solon lamented.

The continuous assistance from international funding agencies such as the US government will ensure a brighter future for the children, she said.

Ambassador Kenney was invited by the Zamboanga City Multi-sectoral AIDS Council led by Mayor Celso Lobregat to a conference yesterday afternoon to discuss the state of the anti-HIV-AIDS campaign of the city.

A number of the anti-HIV-AIDS program jointly undertaken by the city and the Human Development and Empowerment Services, a non-government organization, is funded by the US government, through USAID, UNICEF and other funding institutions.

The city has made significant strides in the campaign as it was recognized as one of the best practices in the campaign to prevent and control the spread of the dreaded disease.

Celso, Zambo praised on war vs trafficking

American Ambassador Kristie Kenney heaped praises on Mayor Celso Lobregat, the local and national government agencies and non-government organizations for their commitment in the war against human trafficking, as she assured continuous support to the global campaign.

“Zamboanga City has led the way to a relentless campaign against human trafficking,” the ambassador declared in her keynote message during the inauguration and turn over of the Bahay Silungan sa Daungan, a halfway house for trafficked victims at the local port area.

The envoy cited the city’s commitment in fighting human trafficking and its strong collaboration with other government and non-government organizations that led to the first conviction under the Anti-Trafficking law of 2003.

“I would describe the Filipino government as very committed and I would describe the private sectors here as extremely committed to the campaign,” she stressed.

She said the country is making important strides in the war against the global menace as proof of its strong commitment for the welfare of the people.

According to the Ambassador, Zamboanga City, under the leadership of Mayor Lobregat and with the support and cooperation of the NGOs and other agencies, is determined to combat the trafficking in persons which preys on the most vulnerable sectors of the society—children and women.

“I commend the mayor and the city for facing this war up front to show that trafficking is not welcome and not permitted,” the envoy, who is an adopted daughter of Zamboanga said.

The ambassador together with Mayor Celso Lobregat, Southern Mindanao Port District Manager Abdussabor Sawadjaan and Visayan Forum Foundation, Inc. president Ma. Cecilia Flores-Oebanda unveiled the P2.7 million-halfway house constructed by the Philippine Ports Authority and to be managed by the VFF.

Mayor Celso Lobregat in his message acknowledged Judge Jesus Carbon Jr. of Branch 16, Regional Trial Court, for handing down the landmark decision on December 5, 2005.

“That conviction demonstrated our serious pursuit against traffickers in the country. And as we continue to initiate strategies to totally eradicate this menace, we will continue to coordinate and collaborate with other agencies—both government and non-government—to strengthen defenses against a crime that has no place in the 21st century,” the mayor declared.

The Visayan forum Foundation, a non-profit and non-governmental organization that has been frequently cited as one of the world’s best practices in combating trafficking in persons is assisting trafficked victims by managing halfway houses. Kenney calls for fight vs human trafficking

US Ambassador Kristie Kenney yesterday graced the blessing and inauguration of a halfway house (Bahay Silungan sa Daungan) for victims of human trafficking at the Zamboanga City port.

Kenney was assisted in the cutting of the ribbon by Ma. Cecilia Flores-Oebanda, executive director of the Visayan Forum Foundation Inc., Mayor Celso Lobregat and Abdussabor A. Sawadjaan Port District Manager-Southern Mindanao.

The construction of the building for the halfway house was funded by the US government through the United State International Assistance for Development (USAID).

”Trafficking of persons as all of you know is a global problem. It preys on our weakest citizens and people who do not know better. Let us never stop defending people who are victims of human trafficking and who cannot defend themselves against human traffickers. It is an extraordinary thing to see people caring human beings who are victims of human traffickers. I encourage the media to awake the people on what is human trafficking,” said Kenney in her message.

“Icommended Judge Jesus Carbon for convicting two human traffickers. I laud the prosecutor and law enforcers for gathering evidence and arrest human traffickers and put them in jail. It is a job well done,” Kenney added.

The Bahay Silungan was turned over to the Visayan Forum Foundation as its caretaker.

In her acceptance message, Oebanda expressed gratitude to the US government through Ambassador Kenney and Mr. Sawadjaan for the realization of the project.

“This key is a symbol of a great war against human traffickers. With the teamwork of the Inter-Agency Council Against Trafficking we will fight for the freedom of the victims. Zamboanga City is the backdoor and gateway hell of Brunei-Indonesia- Malaysia-Philippine- East Asian Growth Area in transshipment of human trafficking,” said Oebanda.

She also said that there were 18,000 victims of human trafficking on record and 43 cases were filed in court. She lauded Judge Carbon for convicting human traffickers in two cases prosecuted by Prosecutor Darlene Pajarito.

Among the members of the Inter-Agency Council Against Trafficking are the Philippine National Police, Criminal Investigation and Detection Group, Philippine Coast Guard, Maritime Police, National Transcrime Office, Department of Social Welfare and Development, Bureau of Immigration, National Bureau of Investigation, MARINA, Philippine Ports Authority, Local Government Unit and many others.

Sawadjaan said it is the 5th Bahay Silungan constructed in the country. The first was built at the Manila North Harbor. Others are in Sorsogon, Batangas City and Davao City. — Allen Abastillas

THE PHILIPPINE NATIONAL RED CROSS IN ZAMBOANGA

Zamboanga City Chapter Is one of tine pioneer chapters in the country it was established in June 17. 1946 known originally as Zamboanga Chapter. The original Zamboarga Chapter was comprised of the city of Zambonnga and the 3 provinces of Basilan. Zamboanga (Del Norte, and del Sur). Its first Chapter Administralor Miss .Josefina Enriquez has 4 staff namety: Miss Conchita Albretch Secretary caseworker,- Miss Tita Barrios- stenographer-typist, Miss Luigarda Lim- clerk-typist, and messenger- janitor. Tomas Cruz.

On September 16; 1946: the first Zamboanga Chapter Board of Directors was organised with the the following officers and memtbers: Atty. Jose A. Cabalo as Chairman; Gov. Felipe B. Azcuna. vice chairman; Aity. Rafael Climaco, secretary; and Jose Elayrda. treasurer, and members : Mrs. Josefina Atilano, Mrs. Encarnacion Barrios. Miguel Gaffud, Ladislao Palma, Mrs. Josefa de Vera, Carlos Dominguez. Emilio Escudero, Mrs. Lourdes M. Pena, Marcelo Mendoza, Sr. Jose Garcia and Engr. Leonardo Natividad.

During the time of Mrs Josefina Enriquez-Javier. Chapter Administrator and the support of the Board of Directors. They decided to open a sub-office in Dipolog on October 6. 1946
On June 11, 1947 Mrs Vicenta C.R. Mauricio took over as chapter Administrator. Atty Vicente Suarez was elected chairman of the Board on November 21, 1948, On October 14. 1950 Basilan- City sub-office was opened and on December 15, 1951. Zamboanga Chapter was changed to Zamboanga-Basiian Cities Chapter when Zgmboanga Red Cross became an independent Chapter.

The Chapter has its own chapter building constructed from oversubscription of fund campaign contribution also a Juniro Red Cross building built by the JRC memebers of the Zamboanaga School of Arts and Trades as their JRC projects. This building also served as the school for kindergarden pupils initially run by Women’s Club.

Building were constructed in the Red Cross lot which was awarded to the PNRC Zamboanga City Chapter after a very long struggle with the Bureau of Lands. Mrs. Mauricio was about to give up the process of acquiring the lots but was motivated by her staff especially Miss Lilia Fernandez to pursue the processes. The pending request at the National government was more or less 1,500sq. m. only, until finally, a presidential Proclamation no. 69 was issued declaring the entire block nearly 4,000 sq. meters in the name of Red Cross.

From 1952 to November 13. 1553, Atty. Jose Atilano headed the Board as Chairman and Dr. Pedro Rodriguez in toe year 1954.

Zamboanga City Chapter has a Blood Center complete with laboratory equipment for blood processing. The chapter contributed to the wed being of the patients needing blood both in public arid private hospitals.

Zamboanga City Chapter open library and recreation for out-of-school and school youths as past of the Red Cross Youth program.

Books, recreation materials and a stereo were donated to the Red Cross by same civic spirited persons sad some Americans of ARC at Clark Air Basa.

On the other hand, calamities have stricken some areas in Mindanao, which propted the staff and volunteers of Zamboanga City Chapter to help the other chapters affected. They brought some materials for the victims of Lanao earthquake, Cotabato Fire, Jolo fire, Basilan Fire, Malangas fire and Pagadian fire.

Upon the retirement of Mrs. Mauricio in 1973, her Asst. Chapter Administrator, Mrs. Lilia Fernandez took over as the Officer in charge and eventually, as Chapter Adminstrator in November 24, 1974.

During Us. Ms. Lilia Fernandez leadership,she uplifted the second category of Zamboanga City Chapter to first class chapter by consistently over subscribing the annual goal. She was awarded the Community Service and Leadership under the Annual Outstanding Performance Award of the City Government of Zamaboanga City in collaboration with the University of Mindanao, Davao City.

She organized the Community Leadership Conference Zamboanga City a nationwide gathering of volunteers of the Red Cross and was appreciated for its successful conduct. It was also during the time of Miss Fernandez where Mr. Ruben Angeles was elected as the First President of the National Red Cross Youth Council. Mr. Angeles has bee very active in the promotion of the RCY Program in the entire country.

The dynamism of the Red Cross Youth and other volunteers made the chapter worked and was considered as their topmost priorty. The 100% RCY program implementation has led Zamboanga City Chapter Adminstrator to be one reciptient in the entire PNRC to receive a price to travel to Japan and hongkong or South Korea and Hong Kong for 9 days. In November 23, 1879, a new building known as the Red Cross Youth training Center was inaugurated. This was made possible through the help of COGOFED headed by their Nations! President Mrs. Maria Clara Lobregat purposely for leadership development among the youth. The RCY Training Center amounted to P 535,000 from COCOFED and another P 77,500 for the basketball court, chairs and tables, lighting and ventilation, sound system, beautification and fenching form various individuals and corporation.

Medical missions and community services were conducted in various barangays of Zamboanaga City together with the student nurses and health volunteers. Mass Blood letting also continued and the vocational courses for the out-of-school-youth and literacy programs.

Judge Candido San Luis became the Chairman of the Board after Dr. Rodriguez and
was followed by the former Chapter Administrator, Mrs. Vicenta C.R. Mauricio as
Chairperson of the Board with Mrs. Mila J. Nuevo who succeeded Miss Fernandez as
Chapter Administrator from 1983-1988.

During the transition period the former Chapter Administrator who happens to be a member of the board Ms. Lilia Fernandez haldeled the offices for 2-3 months awaiting for OIC due to some administrative concerns that needs immediate solutions.

When Mrs. Mauricio died, the Women's Club decided to pull out from the Red Cross compound. Later, Mr. Gil M. Rodriguez was elected the Chairman of the Board and Mr. Antonio L. Lim was assigned by the National Headquarters as Officer in Charge in the year 1988.

It was during the active leadership of Mr. Victor A. Loizo Jr. the 5tfl Chapter Adminstrator in 1989 in tandem with Atty.- Virginia Ramos- Chapter Chairperson, where Zamboanga City Chapter was known for its major accomplishment.

In 1998. The chapter signed a Memorandum of Understanding between the local Branch of Malaysian Red Crescent Society. Sandakan Branch as "Sister Chapter" in Sandakan, Sabah Malaysia.

When the Women’s Cub pulled out from the Red Cross compound, the chapter Administrator with the support of the board decided to continue the operation of the school since people are accustomed to come to Red Cross. The birth of the Red Cross Youth Academy started and was considered as the first in the Philippines and the Asia Pacific. It all started as a school for the kinder garden and elementary pupils and now for high school student.

It is good to note that 50% of the schoolchildren populations are Christian and 50% are Moslems, together in an environment of peace. At a very young age, these children are immersed with the ideals Red cross apart from their formal education and become the volunteers of the chapter.

Two school buildings were donated by Filipino Chinese Chamber of Commerce & Industry, Inc. one for the kinder and elementary pupils and the new one worth Php. 370,000.00 consist of 3 classrooms intended for the high school students.

The Chapter was adjudged Chapter of the Year for Category – 1pm from 1995-1996 because of its outstanding performance in fund campaign and service delivery. Furthermore, the chapter was over all the champion (regional level) in BLS and First Aid Olympics.

More assets were acquired like the 2 units of ambulances from PCSO and 1 Trauma Van from the city government worth 3.5 million pesos and considered as the only chapter with trauma van like Rescue 911 in the USA.

With the available rescue equipments and facilities given to their chapter, the organization of Red Cross Emergency Response Team started with 35 strong, active and dedicated volunteers. They serve 24 hours daily on shifting schedules.

The Zamboanga City Chapter was again blessed by more donations when the chapter was a recipient of 1 Chapter Building for the blood bank and chapter headquaters worth Php. 2.1 million and the Red Youth Hostel- a 2 storey building worth Php 8 millions both from the city government.


The idea of putting up a red cross youth hostel was conceived when the members of the Board and staff went to Malaysia. They were housed in a 2 storey square building with dormitory and offices which inspired them most. Eventually, the city government of Zamboanga City Chapter.

Eventually, the chapter was a recipient of Blood Center equipments from PCSO and JICA such as the rolator, Serofuge Machine, Spectrophotometer, Refrigerator, Sphygmomanometer, Plasma Extractor, Blood Scale, Stethoscope & 2 condura Air Conditioners. Additional equipments such as Aphaeresis Machine, Plasma Freezer and IMX Machine were also given.


The Chapter has a complete office and blood bank facilities and equipments Zamboanga City Chapter is also equipped with the following training and rescue equipments to respond to any emergencies such with the following training and rescue equipmentsto respond to any emergencies such as 2 Besta ambulances, 1 Trauma Van, 1 land cruiser, 1 Hilux Pick up, 1 muticab rappelling equipment, radio facilities (8 units handheld, radio base & SSB), 7 units of computers with printers, karaoke, cassette, 2 television sets and beta player, overhead projector and screen, white board and black board, laptop computer, multi-media and digital camera.

Because of Mr. Liozo’s exemplary performance demonstrated in the field as Area Coordinator and Chapter Administrator, he was included in the short lists of would be Secretary General of the Philippines National Red Cross and MS. Joseline Fernandez took over charge of Zamboanga City Chapter. He was appointed Regional Officer in charge for Mindanao starting March 2004 untill November 16, 2004.

His stint as Regional OIC was highlighted by series of Mindanao wide service delivery and fund camapaign activities. Among his accomplishments were as follows: the organization of the Mindanao League of Chairmen, 1st Staff Conference and Olympics,1st Mindanao First Aid Competition, Ahon sa Kahirapan Raffle 2004, Quest for Miss Red Cross Mindanao.

Finally, in November 17, 2004 majority of the Board of Governors voted for Mr. Victor A. Liozo Jr. as Secretary General of the PNRC. Ms. Joseline Fernandez is presently handling the chapter as officer in charge until such time that the Board of Directors will choose the Chapter Administrator.

Research Consortium Launches Mindanao Devt. Guidebook in WMSU

THE book "Checkpoints and Chokepoints - Learning from Peace and Development Paradigms and Practices in Mindanao," published by the Mindanao Studies Consortium Foundation, Inc. (MSCFI), was launched at the Western Mindanao State University (WMSU) last Thursday, December 13.

The book is a useful tool in analyzing how development projects are being planned and implemented in Mindanao, said WMSU President Dr. Grace Rebollos. Its contents are various studies prepared by members of the consortium and presented during the 1st Mindanao Studies Consortium held in Davao City last February, Fr. Albert Alejo of Ateneo de Davao University, who wrote the foreword, said during the launch.

Dr. Rebollos received a free copy of the book from consortium chairman Ricardo de Ungria, who said it was the group's gift to her as new president of WMSU.

Dr. Rebollos said the book will help development planners and implementers including non-government organizations as well academic researchers learn how to better undertake community-building projects. by scrutinizing the process in developmental work as the book does, Dr. Rebollos said, past mistakes will be avoided and improvements introduced in future efforts.

WMSU, a member of the research group, hosted the MSCFI regular meeting on Thursday.

In the meeting, the consortium also adopted a resolution supporting a Congressional bill that seeks to provide a permanent agency status to the Mindanao Economic Development Organization (Medco). The consortium noted that Medco has existed by virtue of only a presidential proclamation since 1992, though it has proven to be instrumental in pursuing developmental programs in southern Philippines.

The group also adopted a "position paper (that stresses) the urgency of the need to address the deteriorating quality of graduate school education and to help upgrade it" through some recommended steps. These include the adoption of stricter mechanisms to guide the creation of programs that effectively address community problems and issues and for a better training of professors, among others.

The group also proposed amendments to the Indigenous People's Rights Ac (IPRA) to plug loopholes in the process of involving ethnic communities in the implementation of projects in their ancestral domains. The group further moved for a deeper and more comprehensive study through a "joint needs analysis" of the mining industries in Mindanao to ensure that mineral explorations will benefit local communities and conserve the environment. WMSU Stude Bags Two Golds in Aussie Taekwondo Tilts

A STUDENT of Western Mindanao State University (WMSU) reap two gold, a silver and two bronze medals in two recent taekwondo tournaments in Australia.

The student, Nolene Hyn De Los Reyes, won a gold in the poomsae competition of the Australian Open Taekwondo Championship held in Adelaide last September 20-30, said his coach Dennis Aquino in a post-travel report he made to WMSU President Dr. Grace Rebollos. In the same contest, De Los Reyes also bagged a bronze in the sparring flyweight division.

In a second tournament, the South Australia Inter-State Taekwondo Championship held last November 24, De Los Reyes also won a gold medal in the tag team open weight level, a silver in the sparring flyweight, and a bronze medal in the spring open weight competition, WMSU coach Aquino said.

During the same trip to Australia, Aquino also served as a resource person in sports injury recovery seminars held in South Australia.

Yakan Cloth, Now A Pride of Zamboanga

ZAMBOANGA CITY (Darwin Wee) It all started as a hobby until her enthusiasm in weaving abaca and pineapple fibers drove her to convert it into business.

"There is joy whenever I come up with unique and intricate, colorful designs of Yakan cloth, and it is also a very profitable business too," the 40-year old Angie Pichay Ilul said.
Yakan weaving in Zamboanga is also a major tourist attraction, she said.

Although Ms. Ilul is a native of Ilocos province, she was deeply motivated by the colorful and rich Yakan culture and heritage, and tradition, aside from her husband being a true-blooded Yakan man.
"The Yakan tradition is deep and weaving Yakan is just as deep as our belief in its culture and heritage. Yakan weaving is an art and each intricate design I make comes from the heart," she said.
She started her business in 1989 after working for two years in Saudi Arabia. And from her savings of about P200,000, she bought two back-strap looms, the traditional floor machine used for weaving.

In a couple of years, she added 16 more back-strap looms and an upright loom, which is used in modern weaving, in which the weaver sits on a chair.

Ms. Ilul’s shop, located at the Yakan village in Upper Calarian, about 7 km west of Zamboanga, is one of few that sell genuine Yakan cloth.

About 30 Yakan families are settled in the village after migrating Zamboanga City from Basilan province in 1970.
For the past decades, the Yakan village has been visited by Filipino and foreign tourists. Aside from Yakan cloth, the village also boasts of genuine brasswares and antiques and traditional swords used by Muslims in earlier times, and also wood carvings, pottery, ceramics and shell trinkets.
She said the Yakans are considered among the finest weavers in the country, which use fibers from pineapple and abaca to weave the cloth. They also use herbal extracts from leaves, roots and tree barks to dye the fibers and produced colorful combinations and intricate designs famous around the world.

"The Yakan weave is so fine that it takes a week or so to finish a meter of cloth and a simple square design takes at least two days to finish. Depending on the style and designs, the weaver must have tons of patience in dealing with the hundreds of strands of thread hanging in the looms."
"This is the reason why Yakan cloth commands a high price. It is because of the weaver's craftsmanship," Ms. Ilul said.
Hand-weaving skills are handed down from generation to generation, she said, noting that the Yakans can create a masterpiece of an exquisite and very colorful piece of cloth.

She said weaving has not only become part of the Yakan’s culture and heritage, but a source of pride, and livelihood too.
Ms. Ilul explained that most of the patterns they used were inspired by their surroundings such as fish, leaves and rainbows.
She said there are at least eight designs in the traditional Yakan-weaving styles and the famous and sought-after designs are the "kenna-kenna," patterned after a fish and "dawen-dawen," also pattered after the leaf of a vine.
A pattern that resembles the human eyes, called the "pene mata-mata" and the
the "kabang buddi," which has a diamond-shaped design, are also in demand in the market.
She said the "seputangan," which means good luck and prosperity, is the most difficult to weave because of its intricate design, and is usually worn by women around their waist, or as a head cloth. The "palipattang" is patterned after the colors of the rainbow, while the "bunga-sama," is designed like the appearance of the python.
Almost every Yakan fabric can be described as unique since the finished materials are not exactly identical. Differences may be seen in the pattern or in the design or in the distribution of colors, she said.

She said some of Yakan weavers have been influenced by Filipino artists and American Peace Corps volunteers, who brought about changes in the art and style of weaving. Many have since resorted to the convenience of chemical dyes.
She said she is also weaving table cloth, placemats, purses, sling bags, wallets, pillow case, carpets, and even cellular phone pouches, and even wall decors.
"We cater to the needs of our customers," she said.
To date, Ms. Ilul has at least 19 weavers and is planning to expand her trade. At present, Yakan cloth sells for about P200 per meter.
To upgrade the skills of the Yakan weavers, the Department of Science and Technology (DOST) launched a program to help them design more intricate patterns.
"We really appreciate the government for helping us upgrade our skills through the DOST program for the development of the graphic and structure design," she said.
Ms. Ilul said she attends trade fairs and other weavers expo at least 7 times a year to further promote the Yakan cloth abroad. Now, more foreign firms, mostly from the hotel industry and interior designers, are buying Yakan weaves, she said.
She also currently supplies hand-woven products to various novelty and souvenirs shops in Manila, Cebu, Davao and Gen. Santos City.

because of the huge influx of Bisaya..the people of Zamboanga opted to speak Tagalog..kaya in the CBD marami na ang ngtatagalog..pero if u are in te Barangays..dun..ang lalim ng Chavacanos nila..

THE HISTORY OF TETUAN

This barangay was a river delta when the Spaniards arrived here. At that time, the place was called "Lama-Lama" by the natives because here lived a Datu named Lama who was the head of the barangay (barrio in Spanish).

Upon seeing this place, the Spaniards noticed that it resembled the Spanish town of Tetuan in northern Morocco, where the Moors and Andalusian refugees lived, so they called this barangay Tetuan.

The Spaniards made Saint Ignatius of Loyola their Patron Saint. The army captain who was noted for his sterling character and courage.

THE HISTORY OF THE ST. IGNATIUS LOYOLA PARISH CHURCH IN TETUAN

At the outset let it be understood that by Church is meant not only for physical structure, but also or more substantially, the community of worshippers within the geographical boundaries of the St. Ignatius Parish. The Parish used to include other barangays like Talon-Talon, Mampang, Tugbungan, Guiwan, Putik, Lumbangan, Lunzuran, Lumayang, and Divisoria. With the creation of new parishes of Talon-Talon, Tugbungan, Putik, Guiwan, St. Ignatius is now only the entire barangay of Tetuan wihich is still the biggest of 98 barangays in the City of Zamboanga and with a population of more than 25,000 – bigger than some municipalities in the neighboring provinces of Zamboanga de Sur and Zamboanga del Norte.

Records shows that at the start, there was a small chapel constructed on a lot. Owned by Don Balbino Natividad, a permanent resident of Tetuan. (The Natividad is one of the biggest clans in the Parish spread throughout the city up to the hinterlands and reputed to be large property owners. Members held various positions in the government and parishes. At least one became a Jesuit priest). In January of 1863, apparently having reached the required number of Catholic would be parishioners and with the availability of the would-be parish priest, the St. Ignatius of Loyola Parish was created with a Jesuit, Rev. Fr. Ramon Barua, SJ as its first Parish Priest. Recently, the street fronting the Church grounds, stretching from the diocesan seminary along Don Alfaro Street to Don Toribio Street was renamed Fr. Ramon Barua, SJ Street, in, lieu of Padre Jose Burgos, a Filipino priest and patriot who might have never served in Mindanao in his entire priesthood. It was a legislative act with which Padre Burgos himself might not find fault since his fellow priest although a Jesuit and a Spaniard, was serving well the Filipino faithful even during those turbulent revolutionary days in the country.

A bigger lot was acquired later and a bigger Church was built and this is the same site where the longest and widest renovated St. Ignatius of Loyola Parish Church is about to be completed. The new Immaculate Conception Cathedral may be the tallest Church in the country, but it is not as spacious as the new Tetuan Parish Church. It suits well the parish, being the biggest barangay in this highly urbanized City of Zamboanga.

The name St. Ignatius of Loyola it is very significant not only because the faithful followers of the soldier-saint were ministering to the needs of the Church in Mindanao at the time, but also because for the next 90 years – from 1863-1953 – only Jesuits served as Parish Priest in this parish.

There is no truth to the rumor that Jesuit-trained or Atenean Tetuanos would someday petition the Archbishop to appoint only Jesuit or Jesuit-trained as their parish priest to keep the Ignatian fervor burning. It is significant to note though that prominent Tetuanos continue to send their sons and daughters to the Jesuit Ateneo de Zamboanga – their very own Alma Mater. Understandably, there is always a Jesuit available for mass in the Parish even on Sundays or on days when the diocesan priests are on retreat.

BARANGAY ABONG-ABONG

Political History of Zamboanga

The Voyage of Exploration by the Portuguese explorer, Fernando de Magallanes (Ferdinand Magellan) under the flag of Spain sailed out of Seville, Spain on August 10, 1519. With a total of 237 men and 5 ships: Trinidad, its flag ship, San Antonio, Santiago, Conception and Victoria the Magellan Expedition almost took two years to complete its voyage bound to the Spice Islands. On March 6, 1521, they first sighted land, the Ladron Island in the Marianas Islands

On March 28, 1521 the Expedition reached Mazzawa or Massana (Limasawa) in Leyte. Here the Spaniards celebrated the First Mass in the Philippines. Magellan's devoted Sumatran slave, Enrique de Molucca, was able to understand the Malay dialect of the natives, and for the first time, Magellan knew that he had reached his goal-and circumnavigated the world and discovered the Philippines.

On April 7, 1521 Magellan and his three remaining galleons: the Trinidad, the Victoria, and the Concepcion entered Zugbu (Cebu). The Spanish Era in the Philippines began on that day, Zugbu's Rajah Humabon was baptized as Christians along with his wife and 400 of their followers. 40 years later, on April 28, 1565, the expedition of Don Miguel Lopez de Legazpi and Fray Andres de Urdaneta arrived in Zubu and marked the Christianization and colonialization of the Philippines by the Spaniards.

It was not until 1593 when the Spaniards made their first appearance in Jambangan with a small Catholic mission established at La Caldera, now known as Recodo. After that there were several missions sent by the Spanish Governor General but it was easily wiped out by the Sultan of Sulu army.

One of the mission was headed by Padre Juan Batista Vilancio and was abducted by the Sultan's Army and taken to Jolo. After years of capitivity he was able to escape to Manila. Don Juan Cerezo de Salamanca, Governor-General of the Philippines, received reports relative to the Sultan's Army power concentrated about the site of the present city of Zamboanga.

After intensive preparation on April 6, 1635 an expeditionary force under the command of Captain Juan de Chaves landed at Zamboanga . There de Chaves founded the town of Bagumbayan, which was the first name by the Spaniards for Zamboanga, and from this station he soon reduced the towns of Caldera and Balvagan.

After Captain de Chaves' force of 300 well armed Spaniards and 1000 Visayans had cleared the peninsula temporarily of hostile Muslims, the construction of one of the finest forts in the East was put into execution. On June 23, 1635, the foundations of the grand fortress of “Real Fuerza de San Jose,” was laid by Father Melchor de Vera, a Jesuit priest-engineer of the Spanish army.

The erection of this fortress was accompanied by serious interruptions in the way of Sultan's Army attacks. With only a portion of the massive walls in place, the Spaniards awoke one morning to meet the attack of 5,000 men army of the Sultanate of Sulu, who entered Rio Hondo and hurled themselves upon the fortification.

Upon the completion of the fortress, Zamboanga was fortified and protected. The fortress was attacked, besides the Sultan of Sulu but also by the Portuguese, the French and the Dutch, The fort was demolished in 1663 and rebuilt in 1719 by the military engineer Juan de Ciscara. it was renamed “Real Fuerza de Nuestra Señora del Pilar de Zaragosa.”

In order to strengthen the Spanish position in Zamboanga and the neighboring regions, three companies of Zamboanga volunteers were organized in 1832. These natives together with the Spanish troopers defended the town and the province from the sporadic attack by the Moros. (The Spaniards call the Sultan of Sulu army as Moros, a spanish of Moors. The word Moor was derived from the word Morocco a country of darker skinned people thus the word Moro - a darker skinned people. A lighter skin variety the Spaniards called as Indio or Indian and the very dark as negro))

Half of the peninsula was made into a corregimiento (district) de Zamboanga with its boundary reaches as far as Sindangan while half of the peninsula belong to the District of Misamis. In 1837, the government was changed to a gobierno militar. And Zamboanga was the capital of Mindanao throughout the Spanish regime, except the period between 1872 and 1875, when the government was at Cottabato. (now Cotabato)

When the American forces came in December 1899, they established a civil government in Zamboanga and also on the island of Basilan and on July 1, 1901, together with Basilan inaugurated the Municipality of Zamboanga under Public Act No. 135.

In 1903, during the Philippine Revolution, General Vicente Alvarez led the revolutionary forces in Zamboanga . And created part of Zamboanga peninsula as one of the seven districts into which Mindanao and Sulu were divided,. The district was called Provincia Mora and the Municipality of Zamboanga as the capital of Department of M indanao and Sulu,

On September 15,1911, the governing body of the Provincia Mora, the legislative council passed Act. No.272 converting the Municipality of Zamboanga into a city with a commissioned form of government. The ceremony was held on January 1, 1912 with the appointment of American Christopher F. Bader as the first City Mayor. With the island of Basilan as part of Zamboanga thus made the City of Zamboanga the biggest city in the world in area. Two years later he was succeeded by Victoriano Tarrosas the first Filipino Zamboangueño Mayor of the city when Bader resigned.

The Department of Mindanao and Sulu replaced the Provincia Mora in 1914, to Zamboanga Province , the city stature was abolished and it was reverted to its original status of municipality administered by a municipal president and several councilors. It remained as the capital of the Department of Mindanao and Sulu, with a civil government under an American civil governor, from 1913 up to 1920.

After the Department of Mindanao and Sulu was abolished in 1920, the region was placed under the jurisdiction of the Department of Interior, through the Bureau of Non-Christian Tribes, and made the capital of the Zamboanga Province

On September 23, 1936, Commonwealth Act No. 39 converted the municipality of Zamboanga into a chartered city. It was inaugurated on February 26, 1937 with Nicasio Valderroza as the first city mayor.

In 1948 the island of Basilan was taken out of the City of Zamboanga to become a chartered city ( Basilan was later made into a province in 1973) by virtue of Republic Act No. 288 , and City of Zamboanga lost the status of being the biggest city in area in the world.

Zamboanga City remained the capital of the the province of Zamboanga. In 1942 during the Second World War, Acting Governor Felipe B. Azcuna transferred the seat of the provincial government from Zamboanga to Dipolog. Thus making Dipolog the capital-in-fact of the Zamboanga Province and later to the Municipality of Molave.

On June 5, 1952, a bill fathered by Roseller Lim became the republic act 711. It created the Province of Zamboanga del Sur with Pagadian as its capital and Province of Zamboanga del Norte and with Dipolog as the capital town. Thus relieving the City of Zamboanga as the capital of the province and allowed to govern on its own just like its a separate province,
The City of Zamboanga does not belong to either Zamboanga del Sur or Zamboanga del Norte.

A long way from a settlement to a metropolis and a barter center to a major trading hub of southern Philippines and southeast asia. In November 22, 1983, the City of Zamboanga was declared a highly urbanized city in the Philippines in accordance with the provision of the Local Government Code of 1983.

Canoy of the Blue Stallion Stable left for Manila last Saturday for a month-long rigid training in preparation for his bout against Rajabu Maoja of Tanzania, Africa, in the World Boxing Organization's (WBO) featherweight division.

Blue Stallion Stable owner Second District Congressman Erico Basilio Fabian said Canoy was accompanied by his coach Orly Tacuyan.

It was Tacuyan who has helped sharpened Canoy's punching skills and footwork that help sent to the canvass his Thailander opponent Rungsak Khakum in their Dec. 1 fight in this city's coliseum.

Fabian said the Canoy-Maoja bout will be the main event in the scheduled Feb. 23 fight, the second title boxing bout to be held here.

Fabian has high hopes that Canoy will win the fight against Maoja.

The holding of international boxing bouts here is part of Fabian's program of promoting Zamboanga City as a sports tourism capital in the Western Mindanao region, if not for entire Mindanao.

Last Friday, 26 local boxers saw action in the Golpe-Golpe Na Barangay (Boxing in the Barangay) sponsored by Fabian and held in Barangay Cabaluay, east of this city.

Rep. Fabian inaugurates school workshop bldg.

Congressman Erbie A. Fabian inaugurated yesterday a multi-purpose workshop building that was constructed from his congressional fund at the Talon-Talon National High School

The project, initiated by Rep. Fabian, was implemented by the Department of Public Works and Highways under Assistant Regional Director Engr. Merham Acas, who is concurrently District Engineer.

Engr. Acas said the building is worth P1,627,000. Construction began last September 4 and it was completed on October 24,2007.

“We have to join hands together to secure and nurture the future of the students. Someday they will become like leaders or teachers or a congressman. Education is a vital thing for the betterment of the general populace most especially the students,” said Fabian in his message during the blessing and inauguration.

Fabian said there will be another coming project for the different schools in District 2 for the development and upliftment of education in partnership with the local government unit and the Department of Education.

As a major part of his education agenda, Fabian will be staging for the second time the search for outstanding students in this city with the awards night scheduled on February 13.

Five high school and five college students will be awarded by Fabian. They will each receive P10,000 and trophy.

Schools Supt. Dolores Alcantara, who represented DepEd Regional Director Jesus Nieves during the inauguration of the workshop building, thanked Fabian for his concern and full support to the education program in Zamboanga City.

Beng leads talks on Spain exposition

District 1 Congresswoman Beng Climaco yesterday spearheaded talks with officials from Spain for the possible inclusion of Zamboanga City in the 2008 Zaragozza Exposition set for middle of this year.

The meeting, held in Manila , is an offshoot of the congresswoman’s visit to Spain last December where she submitted documents pertaining to the city’s request for a sisterhood agreement with Zaragozza citing the shared history and culture of the two cities.

The woman legislator was the author of the resolution when she was still a member of the City Council in 1998. The resolution was co-authored by then Councilor and now Vice Mayor Manuel Dalipe Jr., and former Councilors Cesar Jimenez and Elias Enriquez.

The city delegation was composed of Spain Honorary Consul Ditos Lobregat, City Tourism Officer Sarita Hernandez, Councilor Gerky Valesco and City Planning, Development Office representative Conrad Sontillano and Department of Tourism Regional officials led by Director Ric San Juan.

“Our visit to Spain resulted to the selection of Zamboanga City as part of the Zaragozza Expo 2008,” she said.

Climaco said the sisterhood agreement between the cities of Zaragozza and Zamboanga for the love of La Virgen del Pilar which is the unifying factor for the residents.

The meeting was aimed to explore the possibilities on how the city could actively participate in the forthcoming Zaragozza Exposition and how the sisterhood agreement could be finalized and forged. — Ryan Sta. Teresa

‘Doglo’ aims to light up Maasin at night

The Zamcelco Ayala substation on Thursday installed a street light at the entrance of Seabreeze Subdivision in Sitio Caragasan, Barangay Maasin.

The installation of the street light is a project of Maasin barangay chairman Misael “Doglo” Suarez Bernardo as an effort to ensure peace and order in the barangay.

Bernardo said the installation of the streetlight is one of three light poles he has requested from Zamcelco.

The barangay chairman said the Zamcelco Ayala substation promised to complete his request of three light poles upon the availability of materials.

Installing streetlights in all parts of Maasin is one of Bernardo’s projects since he was a barangay kagawad.

Bernardo said that he has recenrly received a report that there was an unsuccessful attempt of sexual harassment on a young female resident while she was passing in a dimly lit part of the said place.

He said that crimes are commited in places where there are no lights that is why he is exerting efforts to install streetlights in the entire barangay.

“I am doing my best to eliminate dark areas in my barangay. My constituents will be comfortable and will enjoy their sleep in the night with their surroundings lighted,” Bernardo said.

Bernardo said that lighting his barangay is not only for the good of the residents but also for visitors and other people who pass the highway in Maasin.

Residents expressed gratitude to Bernardo for his numerous projects that include the street lights.

“My deepest thanks to the Zamcelco management for supporting our needs and programs. Thanks also to the three kagawads Medallo, Menelia and Ignacio for their support, Abante Massin y Sitio Caragasan,” Bernardo said. — Dan Toribio Jr.

Celso orders flags at half mast as tribute to Villares

Mayor Celso Lobregat led the city officialdom in paying tribute to Councilor Roberto Villares, who was laid to rest yesterday, and ordered the hoisting of flags in all city and national offices including schools and police stations at half mast in recognition of the late legislator’s contributions to Zamboanga.

“We have lost a great leader, a passionate educator, a renowned legislator and a dedicated husband and father”, the mayor said in his eulogy during necrological services in honor of the late councilor at the St. Ignatius de Loyola Church in Tetuan.

The late Villares, he said, is a “very special person who dedicated his life to education and public service”.

Popularly known as “Zamboanga White” and “Mr. Clean”, the late Villares devoted 38 years of his life to education starting off as a classroom teacher in 1948, head of the Social Studies Department in 1959, assistant principal in 1962 and eventually as principal in 1964, which he held until his retirement in the government service in 1986.

“As an educator, Councilor Villares helped make the dream of thousands of Zamboangueno parent to send their children to school, come true. For him, every student—regardless of age, creed, race or economic status, has the right to education”, Lobregat stressed.

The mayor in his eulogy also cited the numerous ordinances, considered landmark legislation, authored by the late Villares. These ordinances include the law preserving, restoring and promoting the chabacano dialect, history and culture of the city; two laws establishing the Vitali and Ayala Vocational Technical Schools ; 9 measures establishing high schools in the barangays and the law establishing the office of the Senior Citizens.

He expressed gratitude to the Villares family for allowing the late councilor to be of service to the city of Zamboanga .

The necrological service was attended by city officials and employees, relatives and friends of the late Villares. Congressman Erbie Fabian, Vice Mayor Manuel Dalipe, Zamboanga City High School Main principal Eloisa Ruste and the late councilor’s niece also gave their eulogies.

Villares was laid to rest at the Forest Lake yesterday afternoon, almost a week after he passed away January 8. — SEC

US to send more troops for Feb exercises--envoy

ZAMBOANGA CITY, Philippines -- The US government has been pouring in money, troops and expertise to Mindanao through the Balikatan Exercise "to make people's lives better," US Ambassador Kristie Kenney has said.

"Balikatan is something we do together with the AFP [Armed Forces of the Philippines] and I love to see projects that benefit people and make their lives better," she said.

"We are not here permanently. We are here to assist as we are needed," Kenney, who was here Friday, said.

Kenney said the US government was set to send more troops later this month for the February exercises.

She, however, would not say how many American troops were expected to arrive.

But the US Ambassador also confirmed the expected arrival of US servicemen on humanitarian mission in other areas of Mindanao.

"We got projects all throughout Mindanao. There will be some in Basilan, some in Central Mindanao and some in Sulu Archipelago and as usual, we are trying to reach out as many people as possible," she said.

ZAMBOANGA CITY — The Air Transportation Office in this city is calling for allocation of more funds from the budget of the Department of Transportation and Communication (DoTC) to help hasten the rehabilitation of the Zamboanga International Airport.

Potholes dangerous to aircraft currently dot Zamboanga airport’s runway. — Jonathan L. Cellona Celso U. Bayabos, manager of the Zamboanga Air Transportation Office, said projects worth P90 million for the rehabilitation of the airport have yet to start.

He said his office is waiting for a response from Transportation Secretary Leandro R. Mendoza on his request for more funds.

Mr. Bayabos noted that DoTC has completed the P30-million first phase for the asphalt overlay of the runway.

But he said this is not part of the P90-million worth of projects whose groundbreaking ceremony President Gloria M. Arroyo attended last year.

He said passengers are also complaining of poor service and facilities, especially the rest rooms in the terminal building.

The P90-million worth of projects include P77 million worth of asphalt overlay of the runway and the P12-million rehabilitation of the terminal building. This second component covers the renovation of rest rooms, ceilings, installation of baggage conveyors and drainage systems, Elmer A. Soneja, DoTC assistant secretary for planning said in an earlier interview.

Mr. Soneja said that the projects were targeted for completion by the end of 2007.

The Zamboanga airport has a 2.8 kilometers by 45-meter runway whose western end is marked by potholes caused by floodwaters from an underground creek that crosses the runway, said air transport officials.

In 2006, an aircraft of Cebu Pacific burst a tire while landing, forcing the airport’s management to close the runway for a day. Potholes, with depths ranging from 7.62 to 10.16 centimeters, caused the accident, a probe had concluded. — Darwin T. Wee

Celso sounds alarm on planned TFZ abolition

Mayor Celso Lobregat yesterday reiterated his concern over the plan to abolish the Task Force Zamboanga (TFZ) and that he asked the City Council and other sectors to strongly oppose such move.

Lobregat’s concern was heard by some non-government organizations like the Chambers of Commerce and Industry and by no less than Western Mindanao Command Chief Lt. General Nelson Allega during yesterday’s State of the City Address (SOCA).

Lobregat’s SOCA was delivered yesterday during the City Council’s maiden session which was attended by all city department heads, high ranking officials of both the PNP and the military and leaders of different civic organizations in the city.

Lobregat asked Allaga to also make a strong representation with officials of AFP in order to prevent any move to dissolve theTFZ which is now being headed by decorated army officer Col. Darwin Z. Guerra.

“I asked members of the City Council and the different NGOs of the city to come up with a resolution for the retention of the TFZ,” Lobregat said.

When the TFZ abolition issue cropped up late last year, Vice-Mayor Mannix Dalipe immediately asked members of the City Council to pass a resolution expressing strong opposition to the proposed move.

As part of his SOCA, Lobregat acknowledged the commendable efforts of TFZ and that of the PNP “for keeping our city safe, sound and secure.”

In a joint effort by the PNP and TFZ in the sustainability of the gun ban policy, 19 assorted firearms were confiscated and 14 violators were charged in court so far.

2 opposition councilors commend Lobregat

Opposition councilors commended Mayor Celso Lobregat on his accomplishments and the city’s vision and mission for the coming years that were spelled out in his State of the City Address (SOCA) delivered during the City Council’s maiden session yesterday.

“Lobregat’s SOCA is indeed commendable and his visions for the city should be supported not only by the council but also by the Zamboangueños as a whole,” said District 1 Councilor Jaime U. Cabato.

Cabato was elated when Lobregat reported the tremendous increase of revenues of the city and the efforts to drastically reduce funds for the Personal Services and MOOE, which he considered as frugal management finances which means-more money but lesser expenses.

In his SOCA, Lobregat said the 2008 budget would not only be considered as record breaking in terms of amount but also in terms of expense classification.

In the annual budget, funds intended for the Personal Services was reduce by 30% compared to 35% of 2007.

Funds for MOOE was also reduced from 39% to 34% this year but more money has been appropriated for infrastructure projects.

In terms of expense classification and in terms of services, for the first time in the budget history of the city, Lobregat reported that budget for social services will be the highest at 37% up from 29% last year.

The General Services Office (GSO) has also been increased at 31% and Economic Services at 32%.

This year, the city’s budget is P1.652 billion, which is 20% bigger than last year’s.

“We have to give due commendation where commendation is due,” Councilor Cabato said.

Another opposition councilor from District 1 Melchor Rey Sadain also commended Lobregat on his programs for the City Police Office, Zamboanga City Reformatory Center and the Bureau of Fire and Protection.

Lobregat has committed to construct four more new detention cells at City Jail.

He vowed to repair and restore the Central Fire Station and committed to purchase another brand new fire truck.

For the PNP, Lobregat promised to make a major repair in the present building and the construction of new police headquarters in Sinunuc and in Ayala. — Jimmy Villaflores

Mannix reports accomplishments

Vice Mayor Mannix Dalipe yesterday outlined the various accomplishments of the City Council for the past year which include the passage of important legislations particularly on revenues, regulatory and appropriations as he also expressed gratitude to the members of the legislative body for their support and cooperation.

Dalipe disclosed that for the year 2007, the Council passed five revenue ordinances, 19 regulatory ordinances and five appropriation ordinances.

The vice mayor said the passage of these important legislations can be attributed to the commitment and hardwork of each and every member of the body.

“We had a total of 45 sessions and 109 committee meetings and really make extensive research and consultations and public hearings to ensure the viability of our ordinances and resolutions,” Dalipe said.

The revenue ordinances include the giving of franchise to new flea markets in Lumbangan, Ayala and Mampang. Also an ordinance prescribing the operation of habal-habal motorcycles for hire in the barangays and another ordinance on the fisheries.

Dalipe said another important regulatory ordinance passed by the Council was the ordinance on the operation of videoke and karaoke bars and an ordinance regulating the operation of internet cafes and computer centers.

“I want to commend the members of the Council for their support and commitment to work hard for the common good of the people. I am confident that by this year we can perform and achieve more especially in the aspect legislative measures that would really help bring more development to the entire city,” Dalipe emphasized.

The vice mayor said the Council will also be supportive of the programs of Mayor Celso Lobregat especially those projects that are necessary and beneficial to the city and the people.

“All programs and projects of the city that are deemed important and necessary will have the full support of the august body,” Dalipe assured.

However, the vice mayor emphasized that whenever it is necessary especially on controversial issues, the Council will also exercise its right and duty to criticize and fiscalize. — Jemuel E. Mojica

Fabian turns over computerlab to Manicahan school

Faculty members and students of the Manicahan National High School (MNHS) have a reason to be happy this year.

Congressman Erbie A. Fabian has made true his commitment of establishing a modern computer laboratory in the school in his concern of further uplifting the computer and information technology (IT) of students in public secondary schools.

MNHS principal Dr. Ronilo Martinez said the computer laboratory, turned over by Fabian to the school yesterday, consists of 15 brand new desktop computers complete with peripherals.

Martinez said they are indeed lucky and grateful to Fabian who made their school one of the recipients of his computer and information technology program.

“The giving of this new computer laboratory is a gesture of love from Congressman Fabian. This facility will really help our students and even faculty in the field of computer and information technology,” Dr. Martinez told reporters during the formal turnover ceremony.

During the short turnover rite, Fabian asked the faculty and students to maximize the use of the computer laboratory as he also expressed optimism that the students in due time will soon be at par with their counterparts in private schools as far as the computer and information and IT is concerned.

“My parents came from the education sector and ever since education is close to my heart. Besides, as your public official I must see to it that we all must be instrumental in helping provide our youth with quality education especially those who are in public schools,” Fabian emphasized.

The congressman also announced that he will also be providing the school with a covered court late this year.

Fabian said the MNHS should have a covered court where they can comfortably hold big activities like symposia and graduation and commencement exercises.

Meanwhile, Dr. Dolores Alcantara, Division of City School Superintendent, expressed gratitude to Fabian for his commitment in providing logistical and infrastructure support to public schools here in the city.

“We’re lucky here in Zamboanga City that our congressman is committed in providing much needed support to public elementary and secondary schools. Even the schools in the far-flung areas are recipient of the many programs of Congressman Fabian,” Dr. Alcantara stressed.— Jemuel E. Mojica

City allocates P100M for schoolbuildings

Some P100 million were allocated by the city government for the construction of more public school buildings for elementary and secondary schools in the city this year.

City Engineer Luis Despalo disclosed that more than 10 public schools are recipients of new schoolbuildings which are due for construction this year.

“We will be constructing two-storey, six classroom buildings and two-storey, eight classroom buildings in at least 10 schools both in the east and west coast of the city,” Engr. Despalo told reporters in an interview.

Despalo said the infrastructure projects, which are intended to help the public education sector, is a priority program of the administration of Mayor Celso L. Lobregat.

He said that there are already many schoolbudilings that were erected in the city that were funded by the city government since public schools can not rely much from the national government in terms of infrastructure support.

In fact, most of the new school buildings built in national high schools and elementary schools especially in the barangays were constructed by the city government.

Lobregat’s administration has been consistent in providing needed support to public schools particularly in terms of infrastructure and the hiring of locally paid teachers. — Jemuel E. Mojica

Port expansion almost finished

The ongoing expansion at the Zamboanga City port is expected to be completed before the end of this year.

Philippine Ports Authority Zamboanga City Manager Leonilo E. Miole said that the port expansion project has been programmed to complete in the first quarter of 2009, but because the construction was very fast, completion is expected early.

Once finished, the port can accommodate more vessels, both local or foreign.

In another development, Miole also said his office is still waiting for funding from the PPA central office for the improvement of the two passenger terminals — One for passengers going to Basilan, Sulu and Tawi-Tawi, and another for passengers going to Cotabato City, General Santos City, Davao City, Manila, Cebu and Iloilo. — Allen Abastillas

Climaco elected ZAMBA president

The Zamboanga City Bowlers Association or ZAMBA has elected its new set of officers during a general meeting held last Sunday, January 6, 2008 at the Adela’s Bowling Center on Gov. Camins Road, this city.

Former Councilor Atty. Luis Climaco was elected president. He succeeds Engr. Alejo Rojas Jr., who was nonetheless voted upon to serve as vice-president of the city’s premier group of keglers.

Also elected were Anna Labad – secretary; Abs Punto – treasurer; Rosalina “Baby” Nuval – auditor; PIO – Ller Enriquez; and Sonita “Nitz” Rivera – business manager; Engr. Jeffrey Filoteo, Estanislao “Junie” Ascaño and Jaime Stevens – tournament coordinators.

Board of Directors elected were Romeo “Bong” Tan, Diosdado “Boy” Palacat, Lino Dagupan, Rolly Maharibain, Glora Jaylo, Janice Han and Manuel Co.

During the maiden meeting last Saturday at same venue, Climaco presided as the association’s new prexy and outlined his plans and programs he envisions to implement during his watch. Foremost of which are (1) registration of the association with the Securities and Exchange Commission or SEC (2) encourage more bowlers to join tournaments as well as attract young and old alike to play the game (3) holding of monthly tournaments and the selection of Bowler of the Month (4) individual classification of players from class A to C (5) tourneys on mixed double and mixed trio (6) holding of inter-office, inter-barangay and inter-school tourneys and (7) the hosting of the National Invitational in 2009.

The new set of officers will be formally inducted in to office on January 26, 2008 at Jeers Resort in Boalan. — LE

ZAMBOANGA CITY, Philippines--Mayor Celso Lobregat is offering this city as a site for US military bases and wants more joint military exercises between the Armed Forces of the Philippines and US soldiers.

"You can have your bases here in Zamboanga City," Lobregat told US Senators Daniel Inouye of Hawaii and Theodore Stevens of Alaska and Ambassador Kristie Kenney on Friday.

The American officials were here Friday for the ceremonial turnover of 10 Internet-ready computers at the Zamboanga State College of Marine Sciences and Technology.

Lobregat said the city supported the American forces in the Philippines and regretted the dismantling of the US bases in Subic and Clark in 1991.

"We were the first to rally and support Balikatan (Shoulder-to-Shoulder exercises)," Lobregat said.

The mayor said the American government has been consistent in its effort to achieve peace in Mindanao by providing more development support. He cited the computer literacy programs that the US government has been providing Philippine schools, giving students the chance to explore technology.

Lobregat's information officer, Sheila Covarrubias, was quick to defend the mayor, saying he was "sharing those ideas in jest."

Still, many were not happy with what the mayor said.

Father Angel Calvo, president of the Peace Advocates Zamboanga, said there was no need for a US presence in the city.

"On the contrary, it can contribute to deepen the animosity against foreign intervention," Calvo said.

Edgar Araojo, political science professor at the Western Mindanao State University, said the city would remain as a backwater area for as long as the "Lobregats and some cohorts maintain [that] colonial, parochial and hypocritical position."

Zenaida Lawi, executive director of the Muslimah Resource Center (MURID), said the mayor should have consulted first the people of Zamboanga before making such an offer.

"Proper consultation with the populace is of prime importance," Lawi said.

"We should not forget the Senate's decision that removed the US base in Olongapo in 1991," Lawi added.

i think the mayor is going insane..before he have to announced it publicly,in suggest he read first books concerning to laws..

its not feasible in the very first place..it requires the repealling of the law enacted by congress in 1992 abolishing this US bases in the Philippines..

Assuming it will work, what will happen to Zamboanga?

It will basicaly turned into a prostitution country..prostitutes from the different corners of the archipelago will flock to zamboanga in search for a better fortune.

During wars, Zamboanga is prone to attacks..
