ZAMBOANGA City, in partnership with Department of Agriculture (DA), has purchased two farm tractors with implements worth P5.4 million to boost the city's agricultural production.
The two newly-purchased farm tractors and implements were turned over Tuesday by Mayor Celso Lobregat to City Agriculturists Diosdado Palacat in the village of Tumaga, four kilometers north of Zamboanga City.
Lobregat said the purchase of the farm tractors with implements was realized through partnership between the City Government and DA regional office under the Ginintuang Masaganang Ani (GMA) Corn Tractor Pool Program.
Lobregat has challenged Palacat and his field personnel to ensure the tractors are put to good use, effectively and efficiently, in accordance with the existing ordinance governing the use of the city agriculturist office equipment.
The rental fee of farm tractor is P550 per hectare under the existing city ordinance.
Lobregat said the city ordinance needs to be reviewed, citing the fee is dependent on fuel and the prices of fuel are erratic.
With the purchase of the two units of farm tractors, the City Government will now have a total of four farm tractors since there are already existing two units.
"I want a weekly report on how you are utilizing these farm tractors," Lobregat told Palacat and his field personnel in the city's six agricultural districts.
The six agricultural districts are Ayala, Culianan, Curuan, Manicahan, Tumaga, and Vitali.
"I don't want these tractors to be left idle in your office or in the shed," Lobregat said. (Bong Garcia)

Pizza Pedricos serves different flavors of pizza that suit the taste of Zamboangueños.
Now serving in Zamboanga are four flavors of pizza in a box for a very minimal cost.
They also serve flavors of “X-Tra Loaded” such as Cheez and Cheez, Sausage and Cheez, Ham and Cheez and Chorizo and Cheez.
For the whole family, Pizza Pedricos offers “Supreme Combo” flavors like Ham plus Pineapple and Cheez, Ham plus Sausage and Cheez, and Sausage plus Pepperoni and Cheez.
Late last year, Pizza Pedricos here under the management of the Villanueva couple started the operation of their first outlet located along San Jose Road.
It became the favorite hangout of pizza lovers specially students from the different prestigious learning institutions.
Sensing the need to expand their business, Mr. Villanueva has put up a so-called “counter-top”, a small space inside Southway Mall where Pizza Pedricos products are available.
The couple said that another store will be opened at the Paseo del Mar soon as well as branches in Ipil, Zamboanga Sibugay.
Allan Villanueva, son of the late Atty. Aquiles Villanueva, expressed gratitude to the Zamboanguenos who continuously patronizing their products, thus making Pizza Pedricos totally different from others.

The Zamboanga City Chamber of Commerce and Industry, Inc. (ZCCCII) headed by its President, Pocholo N. Soliven is taking the lead in protesting the alleged exorbitant transmission rates and ancillary services passed on by the Zamboanga City Electric Cooperative (ZAMCELCO) to its member-consumers.
Many member-consumers of ZAMCELCO were caught by surprise when their electric bill for the month of May is extremely higher as compared to their previous electric bills. It said that the local business community is the hardest hit as their electric bills was increased tremendously.
Soliven advices companies and business entities including the ordinary household to pay their power bills under protest and submit their own individual formal protest anent this issue.
Soliven said the excessive increase was caused by the collection of the Ancillary Service Cost by the National Grid Corporation of the Philippines (NGCP) which was approved by the Energy Regulatory Commission (ERC). He added that this cost was passed on to the consumers.
Soliven urged Zamcelco to exhaust all legal remedies to protect the interest of its member-consumers, and appeal to Zamcelco to follow the lead of other distribution utilities who did not pass on the excessive Ancillary Service Cost to its member consumers by filing petitions with their respective Regional Trial Courts (RTC).
Soliven added that the petition of the other distribution utilities is for NGCP �to cease and desist� from passing on the exorbitant charges on the premise that �it constitute a violation of contract on the part of NGCP, NPC and TRANSCO for failing to deliver the required ancillary services, thus NGCP have to contract THERMA MARINE (Aboitiz), a private company, for the undelivered ancillary services at 10 times higher than the original rate...�
Soliven also appealed to Zamcelco to exercise their right to petition ERC to review the provisional approval granted by them to NGCP to recover from customers the cost of their ancillary service procurement aggreement (ASPA) with THERMA MARINE and to make public the NGCP calculations of their Ancillary charges.

AN EARTHQUAKE shook Zamboanga City and nearby areas late Monday, an official of the Philippine Institute of Volcanology and Seismology (Philvocs) said.
Local Philvocs head Allan Labayog said preliminary data gathered by his office showed that the earthquake occurred exactly 6:18 p.m. Monday.
Labayog said the earthquake registered an intensity of three with a 5.9 magnitude.
Labayog said the epicenter of the earthquake is located at Celebes Sea with a grid coordinate of 6.95 degrees north and 123.97 degrees east with a depth of 10 kilometers.
"If we will look at the map, it is somewhere in the east coast of Zamboanga," Labayog said citing the epicenter is off-shore.
He said the earthquake was felt as far as Kidapawan area, where intensity two was registered.
Meanwhile, Labayog has allayed fears of tsunami occurrence citing Monday night's earthquake is way below magnitude seven.
He said a tsunami occurs if and when the quake's magnitude reaches seven and above. (Bong Garcia

Zamboanga City will host this year’s national assembly of the Philippine League of Secretaries to the Sangguniang, Inc. (PLEASES), a 3-day gathering of all national, regional and provincial chapter officers, with the theme “Disaster Resiliency Initiatives: the Call of the Times”.
Mayor Celso Lobregat is set to welcome the participants during the opening program this afternoon.
Slated from June 2-5, 2010 at a local hotel in Sucabon Street, the assembly is in line with the League’s thrust to continuously equip the members with quality trainings to strengthen their capabilities as secretaries to the Sanggunian as well as to keep them at par with current trends/ issues and innovations on disaster resiliency initiatives.
Specifically, the participants will include PLEASES national officers, regional and provincial chapter officers, secretaries and assistant secretaries and staff to the Sangguniang Panlalawigan, Sangguniang Panlungsod, Sangguniang Bayan and Sangguniang Barangay; members of City, Provincial, Municipal including barangay Councils and other interested LGU officials in the national assembly/joint national executive officers and national board of trustees conference and seminar or workshop of the PLEASES.
City Secretary Zenaida Jayme said the seminar workshop will focus mainly on climate change and disaster risk management.
Invited speakers include the National Disaster Coordinating Council, Climate Change Commission, Philippine Environmental Planners, Society of Filipino Activists, Inc.., PAG-ASA and PHILVOCS.
PLEASES National President is Margaret Farolan.
Disaster Resiliency Initiatives is the main focus of the seminar-workshop as the Philippines has been adjudged as the world’s 4th most accident prone-country based on studies conducted by the International Red Cross and Red Crescent Societies from 1992-2001.
According to records, 31,835 Filipinos were killed and 94,369,462 others were affected by natural disasters and calamities in a span of 20 years.

2 na at present, the main campus at La Purisima Street, and the new one which is the Fr. William Kreutz Campus (where the high school is currently operating), soon the Grade School. :)

The second campus is the one in Tumaga, the Fr. William H. Kreutz Campus. The third property can be found along MCLL Highway in Divisoria, just beside the IBT lot. The Kreutz Campus is 8.1 hectares and had its groundbreaking on July 31, 2005. It was utilized in the school year that followed (2006-2007). The third lot is planned to be the future home of the College of Medicine.

I've visited this place a few years back for our HS seniors' retreat and from that experience, I can confidently say that zoroethgenre_003 is right. This is the Harmony Village. I haven't heard about Euntes so I cannot really say that Euntes is different from Harmony Village or if Euntes is the new name of Harmony Village or anything about Euntes at all. :)

They seem to be preparing for the construction of a gasoline station. I saw a huge, and I mean HUGE, "tank" just beside the excavation site.

The band has won in the Zamboanga Brass Band competition three times—in 2001, 2002 and 2008—besting the bands of the Southern Military Command (Southcom) and Philippine Air Force that have traditionally dominated the contests.
The 50-member band is composed of 24 college, 20 high school and six grade school students, most of them scholars.
The Atenean value of excellence is instilled in each member. Everyone undergoes a two-year beginner’s training consisting of elementary and intermediate method books.
The student then joins the regular band that entitles him/her to a 50-percent discount in tuition fees. After going through the first and second advanced books the member qualifies for full scholarship.
Beginners are mostly Grades 4 and 5 pupils.

MANILA, Philippines - Music lovers will be treated to a night of easy listening to well-loved classics and current pop tunes as the Ateneo de Zamboanga University (ADZU) Concert Band stages “Stint,” a concert for a cause, on June 11, Friday at the Henry Lee Irwin Theater, Ateneo de Manila University, Loyola Heights, Quezon City.
Classics such as Soaring with John Williams (arranged by Robert W. Smith), Matt Conway’s Pursuit, James Swearingen’s Flight of Valor, Karl Jenkins’ Palladio, Young Blood Brass Band’s Brooklyn, and themes from movies such as Lord of the Rings (Howard Shore) and Pirates of the Caribbean : At World’s End (Hans Zimmer) are some performances to look forward to from Western Mindanao’s 50-member music gem.

Will it really be as big as it is shown in the rendering? I saw the space where it is being constructed and it wasn't that vast and even the convention center's under-construction structure isn't as massive as the rendering shows. I do hope they didn't shrink the actual plan.

Part of the just concluded 2010 Summer Festival activities was the 1st Chavacano Rap Contest. Organized by the City Tourism Office, it gave an opportunity for our youth to express themselves through rap singing but this time in our very own local language Chavacano. And for this I praise Zamboanga City Mayor Celso Lobregat for supporting and promoting our unique language through this kind of music. It was held last May 29, 2010 at the Paseo de Jardin in Pasonanca.
The judges composed of Franceska Mas, Mel Sebastian, and Ansley Que must have a hard time to select the winners as the contestants were very good. But the Verbal Thread had the honor to bring home the grand prize. They were followed by Deliquentes (2nd place) and Black Raph (3rd place).
Rap singing, in my research, is a rhythmic form of speech that the artist performs with or without musical backing. The musical accompaniment can be of any style although hip hop, house, reggae, soul and rock music tend to be favored. Usually, DJ’s and singers perform this to promote themselves but most successful rap artists record their tracks then distribute them through the underground and DJnetworks.
In the 70s a rap were the words a person used when trying to persuade people. This particularly applied to the persuasive efforts of a young man trying to obtain sexual favors from a female. Today rap means saying rhymes to the beat of music. It’s one of the four major elements within hip hop culture. And because the other elements which include deejaying, breakdancin and grafitti aren’t as widespread hip hop and rap have been used interchangeably over the years.
For me, whatever our young Zamboangueños preferred style of rapping, as long as it will keep them away from drugs, alcohol, and smoking (which are bad in the first place for their health and voice), let’s support this kind of activity.

its actually LEED technology. Its a given parameters set for a sustainable,efficient and green buildings..:) great! i think if this project will be realized its actually the countrys second,if im not mistaken. The building is very symmetrical..only the LEED certification entice me..

I reckon everything's got to do with wrong choice of location. Admit it or not, the site where Plaza Fair once operated is not business-friendly. Dimsum Diner and Netopia also opened their first branches near that place and they too shut down.

A SPORTS development official announced that a total of 3,740 children whose ages range from four to 15 have graduated from the 15th Basic Sports Summer Camp 2010 in this southern port city.
City Sports Development Officer Bernardito Patiño said the month-long Basic Sports Summer Camp held at the Joaquin F. Enriquez, Jr. Memorial Sports Complex ended last Saturday.
Patiño said they participated in the 26 sporting events free of charge under 206 coaches and trainers and under the auspices of the city government.
The sporting events and the number of participants are: Karate-Do, 453; lawn tennis, 58; Muay Thai, 205; Pencak Silat, 326; Sepak Takraw, 76; softball, 40; swimming, 345; table tennis, 73; taekwondo, 301; volleyball, 106; weightlifting, 106; wrestling, 158; wushu, 206; aikido and arnis, 60; athletics, 113; badminton, 106; basketball, 251; baseball, 50; body building, 40; boxing, 93; chess, 111; dancesport, 166; fencing, 6; football, 96; gymnastics, 96; and, judo, 69.
Mayor Celso Lobregat vowed to continue the City Government's "Learn-to-Play a Sport Program" as part of this city's summer festival, stressing that sports helps children develop good personality and camaraderie. (Bong Garcia)

The Bureau of Immigration under the Department of Justice has a fully functional Area Immigration Office (AIO) in the city situated at the newly constructed Dennis Enterprises building along Canelar Street.
In an interview with Area Director Perfecto R. Reyes, the establishment of the BI Area Immigration Offices (AIO) is in accordance to DOJ Memorandum Order No. 04 approved by then Secretary Raul Gonzales upon the recommendation of Immigration Commissioner dated May 4, 2009.
The Bureau of Immigration is principally responsible for the administration and enforcement of immigration, citizenship and alien admission and registration laws and the Bureau through the Immigration Commissioner exercises overall authority in matters within its jurisdiction, including those relating to its operation and enforcement of all laws and regulations pertaining thereto as embodied under Commonwealth Act No. 613, otherwise known as Philippine Immigration Act of 1940, as amended; Section 29, Chapter 6, Book IV of the Administrative Code of 1987 and Executive Order No. 292 series of 1987.
According to director Reyes, the BI�s move to establish AIO�s or Area Immigration Offices covering the 17 geopolitical subdivisions throughout the country is in line with the expansion of the Bureau�s decentralization program from within the framework of its existing organizational set-up as an urgent institutional measure to strengthen and improve performance and provide effective and efficient public service while at the same time encourage faithful compliance with immigrations laws, rules and regulations.
Further, the AIO Area Director revealed that considering there are foreigners staying in various provinces of the country, the existence of the Area Immigration Offices like the one here in Zamboanga will make it easier for them to transact official business as they will no longer bear the inconvenience of traveling to Manila to have their visas, permits and other immigration documents processed.
Director Reyes further said that AIO�s composition under Memorandum Order No. 4 has authorized him as Area Director to perform functions as control, supervision, monitoring and directing of intelligence, enforcement, law and investigation, alien registration, information technology as well as civil security programs, operations and activities of concerned personnel within his AOR and consistent with existing laws, rules and regulations and visions and missions of the Bureau.
Director Reyes is urging foreigners in Region IX and ARMM areas to feel free to visit him at his office should they have any problem regarding their immigration papers as he or any of his staff shall be ready to provide the needed assistance to them so they don�t have to go to Manila if they encounter problems with their immigration status provided it is not in violation of existing immigration laws.

Crusifix June 2nd, 2010, 11:46 PM THE local government has turned over P6.4 million worth of infrastructure projects to the City Division of Schools in this southern port city.
The infrastructure projects built at Cawit Elementary School composed of the following: a two-storey six-classroom building, P4,330,448.52; a two-storey two-classroom building, P1,965,161.99; and a 99-meter covered pathway, P187,000.
The village of Cawit is located 13 kilometers west of this city.
Mayor Celso Lobregat led the unveiling and turn-over ceremonies of the infrastructure projects held Tuesday afternoon which was attended by Cawit barangay and schools officials.
Lobregat said the projects form part of the more than P600 million budget for school buildings and other education-related projects that were implemented in practically all public elementary and secondary schools in this city since 2007.
Lobregat added that the city government under his stewardship has given education a top priority.
"That is why I always emphasize that our Brigada Eskwela is not just for one week or for one month, but every day of the year because we have been constructing school buildings, fences, stages, comfort rooms, drainage systems, etc. in all schools," he said.
Cawit Elementary School Principal Luvelia Bernardo expressed her profound gratitude to the mayor for the projects which will directly benefit the school's 1,310 pupils and 28 teachers, especially now that another school year is about to start.
Lobregat said that Cawit village has been a recipient of so many projects from the City Government.
Last year, Lobregat said the barangay received P8.9 million worth of infrastructure projects which included farm-to-market roads, irrigation structure, construction and rehabilitation of schools buildings and day care centers.
In 2008, the City Government poured P2.07 million worth of projects in Cawit, which included slope protection, road concreting at Cawit Vargas Neighborhood Homeowners' Association, Inc., improvement of Cawit-Baluno-Zambales road, and construction of Industrial Shop building at Cawit Elementary School

I do leisure visits to websites only when I'm at home. :)

Zamcelco castigated for ‘unnecessary’ expenses
Unnecessary expenses incurred by the Zamboanga City Electric Cooperative (Zamcelco have been questioned by no less than Presidential Assistant for Rural Electrification (PARE) Francisco Silva during the four-day convention of audit officers held at the People Development Authority Academy in Cebeco 3, Toledo City, Cebu last April 20-24, 2010.
In a letter dated April 29, 2010 addressed to Zamcelco General Manager Reinerio Ramos, Silva expressed deepest concern on the present operation of the cooperative after it incurred expenses what he describes as “unnecessary”. The letter was signed by Cynthia J. Abrenica, Financial Auditor, Eric R. Columbres, IAD-Contractual Employee and noted by Ma. Luisa G. Gaspar, NEA Internal Auditor.
A copy of the letter, attached with another document stating the expenses of Zamcelco, was furnished to DZT by a Zamcelco employee who claimed that he can no longer swallow theunnecessary transactions involving millions of pesos.
Silva, who was the main speaker during the convention attended by 130 participants coming from the different cooperatives nationwide, questioned why Zamcelco proceeded with the procurement of 10 Kia Sportage SUVs for department managers even if it was disapproved by the National Electrification Administration (NEA).
Based on the document, the 10 Kia Sportage SUVs , which were acquired by Zamcelco in two transactions through deferred payment scheme with creditors, cost P11, 081,853.
In the letter, Silva warned the critical situation Zamcelco will face if unnecessary expenses will continue like the untimely purchasing of lot for a substation and other equipment through financing, huge payments of overtime, payments for meals and procuring of items without proper public bidding.
The presidential assistant urged participants especially the internal auditors to be more specific in all the transactions and protect the interest and properties of the cooperative.
On the other hand, NEA Administrator Editha Bueno commented on the alleged overpricing of the KIA Sportage and the proposed installation of 20 modular gen-sets at Zamcelco.
“Wala na nga kayong pera, bakit hindi na lang hintayin mag ulan,” Bueno said as she clarified to the participants that an auditor must be firm with their decisions and never let anyone dictate especially officials who just come and go after their term of office.
“If your internal auditor signed the documents or contract for the modular gen-sets, patay kang bata,” Mrs. Bueno warned Zamcelco officials.
The NEA Administrator also discussed the issue on the rotational blackouts in Mindanao particularly in the area coverage of Zamcelco where the management planned to enter into an agreement with IN2 Company for the operation of modular gen-sets to supply power in Zamboanga City.
She further cautioned the leadership of Zamcelco on the intention of some interested private companies to buy the cooperative out.
The same letter shows that other officials like NEA Deputy Ed Piamonte and Deputy Edilberto Bassig have the same comment on Zamcelco technical people saying, “mga matigas ang ulo. Sayang ang Zamcelco.”
Lastly, Silva, who is known for his pro-employee stance (“mga kawani”), urged them to be united and stand together for the betterment of Zamcelco.
“Dapat pantay-pantay. Kung may abuso o harassment galing sa officials i-report kaagad sa akin,” Silva told the employees of the different electric cooperatives.

The Bureau of Internal Revenue Zamboanga City District Office under District Officer Roberto Bucoy has made a partial collection of P 434,136,537.20 from January to April 2010 with variance or excess of P 73,262,537.20 or equivalent to 20.30 percent.
Bucoy said the collection is just partial and the amount is expected to go up as they are still waiting for the banks reports.
Dipolog City ranks second in collection with P182,134,410.43, Pagadian City third with P126,837,086.16. Zamboanga Sibugay province fourth with P 72,026,044.04, Basilan fifth with P27,412,389.35, Sulu sixth with P 13,060,580.10 and Tawi-Tawi rank seventh with P12,004,820.20.
A partial total collection for the seven districts of BIR in the region amounts to P867,611,867.48 from January to April 2010.
For the month of April, BIR Zamboanga City under Bucoy ranks first in collection with P127,821,576.54. Second is Dipolog City with P 56,979,432.74, third is Pagadian City with P 36,886,954.19.
Bucoy is a national awardee for two consecutive and 2008) as revenue district officer.
The transfer of regional center to Pagadian City did not affect the revenue collection in Zamboanga City.

MANILA, Philippines—The New Year call turned into a pre-procurement conference.
On Jan. 5, 2007, President Gloria Macapagal-Arroyo promised to crush all armed threats to the country by 2010 by upgrading the military’s battlefield equipment with a budget of P10 billion.
Gen. Hermogenes Esperon Jr., then chief of staff of the Armed Forces of the Philippines, emerged from the conference and announced that acquisition contracts had been approved “in record time, in just one day.”
The shopping list included attack helicopters.
But the military still had to settle with hand-me-downs. In June 2007, the Philippine Air Force (PAF) got 10 Vietnam War-era UH-1H choppers, or Hueys, for the government’s counterinsurgency operations.
The Hueys were part of the military hardware promised by then US President George W. Bush during his visit to Manila in 2003.
In September 2007, the government opened bidding to acquire new helicopters. Asian Aerospace Corp., a local partner of Boeing Co.’s McDonnell Douglas, won the P1.2-billion ($29-million) supply contract with an offer to sell six MD530F attack helicopters.
But the losing bidder, Poland’s state-owned PZL-Swidnick S.A., protested the bidding procedures, saying the helicopters supplied by Asian Aerospace fell short of the 3,000-kilogram-payload technical requirement. (The US-made chopper has a payload of only 1,500 kg.)
In January 2008, the government halted the deal after an inquiry showed that the Asian Aerospace product indeed failed to meet the basic technical requirements.
In August 2009, four officials of the Department of National Defense and PAF faced graft charges over the botched deal.
According to the Ombudsman’s field investigation office, the respondents took part in covering up the winning bidder’s failure to comply with the minimum requirements specified in the bid documents.
In April, Muntinlupa Rep. Rufino Biazon alleged that Defense Secretary Norberto Gonzales was pushing for the purchase of 14 Cobra attack helicopters from Israel that were “almost 20 years old.”

GENERAL VISION
“A globally competitive, culturally enriched garden city, by an empowered community with a free trade zone, balanced ecology and sustainable development
What is the hindering growth are the following:
· A slow break-out of spatial growth from the old urban core to new east and western nodes
· A hesitance to relocate major public facilities out of the urban core (e.g., the airport, the seaport, the regional offices, the city hall, and the public markets)
· An “investment image problem” perceived by the business community outside Zamboanga, e.g., those from Metro Manila and Metro Cebu, as a “peace and order problem”.
· Political unity between local leaders, and with national leadership, if achieved, could bring about the breaking of the many “logjam” that have delayed vital physical infrastructure projects.
· Low rates of taxes and low tax collection rate. The City needs to legislate higher taxes and pursue earnest collection efforts to raise its collection rate from very low levels to at least the national level of experience.
Goals and Objectives
Given the above potentials and constraints, the long-term direction of development consists of the following:
· To facilitate the spatial growth of the City outside its old urban core through massive road building;
· To recreate the historical attraction of Zamboanga City as a favored tourist destination;
· To strategically position Zamboanga City as an international gateway especially for international cruise shipping and a major transshipment point in the BIMP-EAGA.
· To produce agricultural raw materials for further food processing in the City and establish a manufacturing base;
· To build upon the City’s barter trade tradition and establish Zamboanga City as a national and international shopping and fashion center;
· To draw national and international investors to the City;
· To spatially integrate east and west coasts, and integrate geographically and economically Zamboanga City to the Zamboanga Peninsula and the other cities in Mindanao;
· To establish Zamboanga City as an ASEAN regional center, aside from its natural function as the regional center for Southwestern Philippines;
· To strengthen a cultural consensus among Christians and Muslim communities to enable them to work together;
· To preserve, conserve and sustain the natural environment of the City;
· To improve efficiency in the City Government operations, especially with regards to the generation and collection of local tax revenue.
Development Strategies
Training these goals into reality requires clear strategies, and given these strategies, concrete programs and projects judiciously identified, if implemented vigorously, will achieve the aims of development of Zamboanga.
Tourism
A large local and foreign market in tourism waits to be tapped by the City. Zamboanga has a rich historical heritage dating from pre-Hispanic times, a culture that spans centuries of richly mixed Muslim, Malay. Spanish, American and Chinese, and now modern Christian traditions. Its coasts boast of white and pink beaches from rich coral reefs. Its seas sparkle from the natural beauty of its sunrise and sunsets. Its hinterlands include rich forests with natural cave formations, rushing rivers of clear waters, cool climate in its higher altitudes, and interesting ethnic villages that still exhibit traditional craft and rites. The City used to be a “flower city” and can be easily restored to its garden ambience. The people, both Christians and Muslims are friendly and hospitable. They cook dishes, drawn from the sea that can vie favorably with other Philippine or foreign cuisine. Chavacano, a mixture of Spanish and Visayan dialects is spoken and written;
Traditional Samal, Tausog and other ethnic culture are very much alive. Visitor arrivals in annually and given favorable conditions, could easily reach five times that number by the end of the plan period (15 years).
A Shopping Mecca
Complementing tourism, the Master Plan proposes that Zamboanga City be transformed into a “shopping mecca” for the South, much like Singapore and Hong Kong are. The Study agrees with the planned conversion of the present airport into a new CBD. Here the barter trade, which is unique to Zamboanga City, and other commercial activities, could be made to flourish. For instance, this new CBD can be home to a “fashion center” that will be supported by designs that are both indigenous and borrowed. Zamboangueños, together with their ethnic cousins (e.g., Yakans) have evolved modern art forms from their unique dress styles that combine Muslim art with modern Christian forms.
Industrialization
The introduction of the RAIC and the ECOZONE herald the industrialization of Zamboanga City. This will be complemented by good access roads to the City’s hinterland and to its neighbors, Zamboanga del Sur and del Norte. Without good roads, raw materials and skilled labor will not the reach of the industrial estates. Similar undertakings, at a smaller scale, are proposed in the Master Plan for secondary and tertiary centers of Singali, Vitali and Curuan especially for marine agri-based processing.
Transfer of the Airport
The Master Plan recommends transferring the present airport, with its limited runway, to a more spacious site in nearby Mercedes. There, the wide, flat plain will allow the construction of an airport of international standards without interference from urban uses. Mercedes can also accommodate the transfer of a new civic center containing the city hall and support facilities, together with a CBD to serve the immediate sub-urban centers, and housing projects for the urban residents who have little alternatives in the old urban core. Such strategic investments will create an “urban satellite” that will decongest the old urban core, only 13 kilometers away. Admittedly,
Growth Centers
The present urban core will remain the “nerve center” of Zamboanga’s social, political, cultural and economic activities because of the existing synergy of business, tradition, and urban services. However, the master Plan recommends a planned “spatial breakout” to secondary and tertiary centers that will perform “urban satellite” functions to “leapfrog” the agricultural spaces, and mitigate the inevitable “ribbon development” that will cause the potential urban sprawl along the west and east coast highways. These are Vitali, Singali, Curuan and Mercedes at the East coast, and Talisayan/Ayala/Recodo/Cawit at the West Coast.
Cross-Cultural Unity
The ethnic communities of Zamboanga City belonging to Christians and Muslim groups need a cultural consensus. Much misunderstanding over the years has the potential becoming permanent gaps between two vigorous communities. Instead of being divided, their fusion will create a new synergy that the City needs to propel itself to the 21st century. Cultural, social and political bridges need to be built across the chasms of two cultural traditions – Muslim and Christian – that was born out of strife at the turn of the century, but should be completely healed as a new century is ushered. Along the line, the Master Plan recommends an acceleration of this process through two strategic initiatives.
One, a city university” with a curriculum built along the lines of cultural consensus. The
staff, instructors and students will demonstrate the new values of cooperative work, and fellows both Muslim and Christian academies, from Luzon, Visayas and Mindanao, and from foreign cooperating universities, will be invited to enrich the academic, research and extension programs.
Two, an urban redevelopment program for the Rio Hondo-Mariki and Recodo areas. The City could organize domestic and foreign support for an urban renewal plan based on Muslim community plans and architecture, and the generation of national and international support for the construction of key facilities, cultural and educational facilities, markets, housing and utilities.
Transport Investments
The transformation of the present seaport into a passenger-cruise port with passenger amenities at the back-up areas where the present public market is located. The Master Plan recommends the transfer of the cargo port operations to Singali. (PPA is now undertaking the feasibility study of this port project.)
The immediate construction of an East-West 4-lane rapid accesses highway to link the RAIC and the ECOZONE in the west coast to the east coast urban centers. This project will invigorate the development of the east coast urban centers, e.g., Mercedes, Singali, Curuan and Vitali. The diversion roads will by-pass the congested urban core at an alignment passing just below the ARMM zone at San Roque and north of Sta. Maria.
The transfer of the present airport to Mercedes where a facility of international standards can be constructed.
The construction of vital road components to link Zamboanga City to its neighboring provinces:
Labuan-Sibuco
Curuan-Sibuco
Zamboanga City-Pagadian
The construction of an elevated viaduct linking Cawa-Cawa Boulevard to the eastern side of the City.
The phased planning and implementation of a two-stage pedestrianization scheme of the old CBD that will also reroute vehicle access into an urban traffic management scheme consisting of one-way routes and parking areas for public and private vehicles. This is recommended to decongest the old city.
Studies on a railway system to link Zamboanga City with the Zamboanga Peninsula, up to Cagayan de Oro, with a spur to Iligan City, and thence to Butuan City and Surigao City, to link with the Pan Philippine Highway to Davao City and General Santos City.
Urban Development
The urban core must expand and develop along more spacious pattern that will not only give more space for circulation – both vehicular and pedestrian – but also allow cultural and historic sites to be delineated and developed into tourist attractions. More commercial spaces should grow outside of the old urban core, e.g., at the old airport. Among the urban design projects recommended by the Master Plan are:
The transfer of government offices located in the vicinity of Fort Pilar, i.e., the Pettit Barracks, to allow a clear view of Fort Pilar from the old CBD, the Pershing and Rizal Parks, and the City Hall, and the landscaping of streets and sidewalks to complement the pedestrianization scheme. This will create a unique environmental ambience to raise the quality of urban amenities in Zamboanga City, increase commercial activities, and create an attractive destination that will appeal to national and domestic tourism.
The creation of a civic center in Mercedes that will house the new city hall. A satellite CBD (e.g., complementing the larger, old CBD and the new CBD in the present airport will complement this). Catalytic investments will include: a) convention and hotel centers, b) the city university, c) a city medical research center, d) spaces for private terminal and parking facility, f) parade ground and theme parks, and g) socialized housing.
Conversion of the present airport area into a new CBD to create the “shopping mecca” for Zamboanga.
Studies on urban redevelopment of the Rio-Hondo Mariki Area, and of Recodo Area, to preserve the rich Muslim culture and tradition through community site renewal.
City Government initiatives to organize national and international support for the urban renewal programs for these areas with the support of the Organization of Islamic Countries, OPEC, SPCPD, and Middle Eastern bilateral assistance.
Zoning
The City must begin more disciplined use of its basic resource: land. While private property rights will prevail, a system of uses must be instituted where public welfare is given priority, and a system of coordinated urban uses will create better-managed urban zones. The whole effect is to create a city that is pleasant to live and work in, efficient in vehicle traffic circulation and served with efficient utilities systems, and beautiful to behold – by residents and visitors.
Order must reign instead of chaos. To achieve order in the City, the Master Plan proposes a new land use plan. Its implementation is contained in the zoning ordinance. It will be based on “performance standards” to fulfill the urban strategies of decongesting the old urban core and creating satellite centers to achieve spatial equity and social access to urban functions and services equally to all Zamboanga citizens.
Institutional Development
Finally, improvement in the City Government’s organizational structure and management systems, especially of revenue collections, will be critical to the good implementation of the Master plan. The key measures are:
The creation of a full time office and staff for the Zoning Administrator, the CENRO, the Investment Promotions Board, and the Housing Board;
The computerization of a real property records and tax maps of the City Budget and City Treasures Operations, linked with the City Accountant, the City Assessor, the City Engineer and the City Planning Office, with a main terminal at the City Mayor’s Office of Permits and Licenses.
The adoption of a revised local tax revenue code that will improve tax rates and increase city revenues;
The urban planning, organization and operation of the city district sub-city halls (combined with barangay government operations) at Ayala/San Ramon, Mercedes, Singali, Curuan and Vitali, complemented by district operations of key national offices at those centers (e.g., LTO, DAR, DA, DENR, etc.), and of the water district, telephones and ZAMCELCO.
The training and creation of special task forces on build-operate-transfer and similar private sector participation schemes in the city projects, for the long-term privatization of city services and projects.
The adoption of a city investment incentive code to attract investors into the city.
The creation of a full-time City Investment Promotion Office that will work closely with the chamber of commerce and industry to mount trade fairs and promote investments in Zamboanga City, in Metro Manila and abroad.

The Zamboanga City Vision and master Development Plan Brochure
The Zamboanga City Vision and master Development Plan is one of the most important documents that must be communicated to the public, particularly the private sector investors. The first task in the reduction of the thick volumes of master development plan document into a very brief and readable brochure or pamphlet, which will capture the very essence of the development plan. This task includes the design of a slogan and or symbol which will establish a positive image for the city and which will serve as a battle cry or rallying point for the city (e.g., ZCOM Zamboanga or something similar to President Ramos’ Philippines 2000). This material will consist of a few pages only and will include pictorials and illustrations such as the planned major infrastructures.
Zamboanga City Fact Sheet
The Zamboanga City Fact Sheet will be a dated brochure (for annual updating) which will include the following basic information which are normally sought by investors:
Ø Population, labor force and employment rate;
Ø Cost of basic services and utilities;
Ø Taxes, local and national, and incentives if any;
Ø Major exports and imports
Ø Investments priority areas
Ø Listing of major educational and research institutions
Ø Directory of major business establishments and associations

Folio of Project Investments Profiles and Pre-Feasibility Studies
Pre-feasibility studies will be conducted for priority projects in the Master Development Plan, which have been identified for promotion to the private sector through BOT, Securitization or directly owned investments. Zamboanga City Annual Development Report
The Zamboanga City Annual Development Report will be a short, summary report highlighting major accomplishments, progress achieved and other milestones in the Zamboanga City Master Development Plan. This report may include the following:
Ø Recap of City vision, goals and development targets;
Ø City Revenues Collection levels, improvements and accomplishments;
Ø Major infrastructure completed or % completion;
Ø Major programs launched;
Ø Launching of major projects or entry of major business establishments.
The Zamboanga City Development Report will develop an image of progress for Zamboanga and will be distributed and preferably advertised to generate interest and bandwagon effect to the public, particularly investors.
Trade Fairs and Missions
Ø Conduct at least one trade fair every year
Ø Initiate at least one trade mission every year
Ø Seek participation in at least one trade mission initiated by DTI and other National agencies
Develop competitive investments incentives packages for new projects, expansions or relocations.
The proposed Zamboanga City Investment Incentives code will be given priority in the Agenda of the Sangguniang Panglungsod. The proposed ordinance will be subject to careful study to ensure that the following concerns will be addressed
Ø The list of sectoral/industrial investment priority areas should include projects identified in the master Development Plan;
Ø The growth centers of Singali, Vitali and Curuan should likewise be treated as investment priority areas. Industries which been recommended for these areas should be given incentives only if they will locate their production and processing facilities in these areas.
Ø The investment priority areas and incentives should not prejudice existing establishments and businesses in the city but encouraged their growth and expansion;
Ø The Investments Incentives Board should package the investment priority areas and incentives as an annual investment Priorities Plan that should be subject to annual review, adjustments or revisions.
Ø Policies and procedures for the grant of incentives should be fair, simple, transparent and non-discretionary.
Ø Non-fiscal incentives such as facilitation service, subsidized training and scholarships for personnel (e.g. tourism personnel) information, marketing promotions subsidies and other assistance will be included;
Ø The composition, powers and functions of the proposed Zamboanga City Investment Incentives Board will be reviewed to make it more effective and decisive working Board.
Ø The creation of the Zamboanga City Investment Promotion Office which will also serve as the Secretariat of the Zamboanga City Investment Incentives Board will be included (See the following section).

A professional financial advisor will be commissioned to assist the City in the development of non-traditional sources of financing for projects in the master Development Plan such as bonds and other asset-backed securities. The professional fee for the services of the financial advisor will be based on success and actual volume of funds generated. The financial advisor will undertake the following:
Ø Evaluate projects recommended for financing through bonds and other non-traditional sources;
Ø Design and develop financing strategies and instruments including prospectus;
Ø Conduct road show, negotiate with prospective investors, underwriters or financial institutions;

GENERAL VISION
“A globally competitive, culturally enriched garden city, by an empowered community with a free trade zone, balanced ecology and sustainable development
What is the hindering growth are the following:
· A slow break-out of spatial growth from the old urban core to new east and western nodes
· A hesitance to relocate major public facilities out of the urban core (e.g., the airport, the seaport, the regional offices, the city hall, and the public markets)
· An “investment image problem” perceived by the business community outside Zamboanga, e.g., those from Metro Manila and Metro Cebu, as a “peace and order problem”.
· Political unity between local leaders, and with national leadership, if achieved, could bring about the breaking of the many “logjam” that have delayed vital physical infrastructure projects.
· Low rates of taxes and low tax collection rate. The City needs to legislate higher taxes and pursue earnest collection efforts to raise its collection rate from very low levels to at least the national level of experience.
Goals and Objectives
Given the above potentials and constraints, the long-term direction of development consists of the following:
· To facilitate the spatial growth of the City outside its old urban core through massive road building;
· To recreate the historical attraction of Zamboanga City as a favored tourist destination;
· To strategically position Zamboanga City as an international gateway especially for international cruise shipping and a major transshipment point in the BIMP-EAGA.
· To produce agricultural raw materials for further food processing in the City and establish a manufacturing base;
· To build upon the City’s barter trade tradition and establish Zamboanga City as a national and international shopping and fashion center;
· To draw national and international investors to the City;
· To spatially integrate east and west coasts, and integrate geographically and economically Zamboanga City to the Zamboanga Peninsula and the other cities in Mindanao;
· To establish Zamboanga City as an ASEAN regional center, aside from its natural function as the regional center for Southwestern Philippines;
· To strengthen a cultural consensus among Christians and Muslim communities to enable them to work together;
· To preserve, conserve and sustain the natural environment of the City;
· To improve efficiency in the City Government operations, especially with regards to the generation and collection of local tax revenue.
Development Strategies
Training these goals into reality requires clear strategies, and given these strategies, concrete programs and projects judiciously identified, if implemented vigorously, will achieve the aims of development of Zamboanga.
Tourism
A large local and foreign market in tourism waits to be tapped by the City. Zamboanga has a rich historical heritage dating from pre-Hispanic times, a culture that spans centuries of richly mixed Muslim, Malay. Spanish, American and Chinese, and now modern Christian traditions. Its coasts boast of white and pink beaches from rich coral reefs. Its seas sparkle from the natural beauty of its sunrise and sunsets. Its hinterlands include rich forests with natural cave formations, rushing rivers of clear waters, cool climate in its higher altitudes, and interesting ethnic villages that still exhibit traditional craft and rites. The City used to be a “flower city” and can be easily restored to its garden ambience. The people, both Christians and Muslims are friendly and hospitable. They cook dishes, drawn from the sea that can vie favorably with other Philippine or foreign cuisine. Chavacano, a mixture of Spanish and Visayan dialects is spoken and written;
Traditional Samal, Tausog and other ethnic culture are very much alive. Visitor arrivals in annually and given favorable conditions, could easily reach five times that number by the end of the plan period (15 years).
A Shopping Mecca
Complementing tourism, the Master Plan proposes that Zamboanga City be transformed into a “shopping mecca” for the South, much like Singapore and Hong Kong are. The Study agrees with the planned conversion of the present airport into a new CBD. Here the barter trade, which is unique to Zamboanga City, and other commercial activities, could be made to flourish. For instance, this new CBD can be home to a “fashion center” that will be supported by designs that are both indigenous and borrowed. Zamboangueños, together with their ethnic cousins (e.g., Yakans) have evolved modern art forms from their unique dress styles that combine Muslim art with modern Christian forms.
Industrialization
The introduction of the RAIC and the ECOZONE herald the industrialization of Zamboanga City. This will be complemented by good access roads to the City’s hinterland and to its neighbors, Zamboanga del Sur and del Norte. Without good roads, raw materials and skilled labor will not the reach of the industrial estates. Similar undertakings, at a smaller scale, are proposed in the Master Plan for secondary and tertiary centers of Singali, Vitali and Curuan especially for marine agri-based processing.
Transfer of the Airport
The Master Plan recommends transferring the present airport, with its limited runway, to a more spacious site in nearby Mercedes. There, the wide, flat plain will allow the construction of an airport of international standards without interference from urban uses. Mercedes can also accommodate the transfer of a new civic center containing the city hall and support facilities, together with a CBD to serve the immediate sub-urban centers, and housing projects for the urban residents who have little alternatives in the old urban core. Such strategic investments will create an “urban satellite” that will decongest the old urban core, only 13 kilometers away. Admittedly,
Growth Centers
The present urban core will remain the “nerve center” of Zamboanga’s social, political, cultural and economic activities because of the existing synergy of business, tradition, and urban services. However, the master Plan recommends a planned “spatial breakout” to secondary and tertiary centers that will perform “urban satellite” functions to “leapfrog” the agricultural spaces, and mitigate the inevitable “ribbon development” that will cause the potential urban sprawl along the west and east coast highways. These are Vitali, Singali, Curuan and Mercedes at the East coast, and Talisayan/Ayala/Recodo/Cawit at the West Coast.
Cross-Cultural Unity
The ethnic communities of Zamboanga City belonging to Christians and Muslim groups need a cultural consensus. Much misunderstanding over the years has the potential becoming permanent gaps between two vigorous communities. Instead of being divided, their fusion will create a new synergy that the City needs to propel itself to the 21st century. Cultural, social and political bridges need to be built across the chasms of two cultural traditions – Muslim and Christian – that was born out of strife at the turn of the century, but should be completely healed as a new century is ushered. Along the line, the Master Plan recommends an acceleration of this process through two strategic initiatives.
One, a city university” with a curriculum built along the lines of cultural consensus. The
staff, instructors and students will demonstrate the new values of cooperative work, and fellows both Muslim and Christian academies, from Luzon, Visayas and Mindanao, and from foreign cooperating universities, will be invited to enrich the academic, research and extension programs.
Two, an urban redevelopment program for the Rio Hondo-Mariki and Recodo areas. The City could organize domestic and foreign support for an urban renewal plan based on Muslim community plans and architecture, and the generation of national and international support for the construction of key facilities, cultural and educational facilities, markets, housing and utilities.
Transport Investments
The transformation of the present seaport into a passenger-cruise port with passenger amenities at the back-up areas where the present public market is located. The Master Plan recommends the transfer of the cargo port operations to Singali. (PPA is now undertaking the feasibility study of this port project.)
The immediate construction of an East-West 4-lane rapid accesses highway to link the RAIC and the ECOZONE in the west coast to the east coast urban centers. This project will invigorate the development of the east coast urban centers, e.g., Mercedes, Singali, Curuan and Vitali. The diversion roads will by-pass the congested urban core at an alignment passing just below the ARMM zone at San Roque and north of Sta. Maria.
The transfer of the present airport to Mercedes where a facility of international standards can be constructed.
The construction of vital road components to link Zamboanga City to its neighboring provinces:

Curuan-Sibuco
Zamboanga City-Pagadian
The construction of an elevated viaduct linking Cawa-Cawa Boulevard to the eastern side of the City.
The phased planning and implementation of a two-stage pedestrianization scheme of the old CBD that will also reroute vehicle access into an urban traffic management scheme consisting of one-way routes and parking areas for public and private vehicles. This is recommended to decongest the old city.
Studies on a railway system to link Zamboanga City with the Zamboanga Peninsula, up to Cagayan de Oro, with a spur to Iligan City, and thence to Butuan City and Surigao City, to link with the Pan Philippine Highway to Davao City and General Santos City.
Urban Development
The urban core must expand and develop along more spacious pattern that will not only give more space for circulation – both vehicular and pedestrian – but also allow cultural and historic sites to be delineated and developed into tourist attractions. More commercial spaces should grow outside of the old urban core, e.g., at the old airport. Among the urban design projects recommended by the Master Plan are:
The transfer of government offices located in the vicinity of Fort Pilar, i.e., the Pettit Barracks, to allow a clear view of Fort Pilar from the old CBD, the Pershing and Rizal Parks, and the City Hall, and the landscaping of streets and sidewalks to complement the pedestrianization scheme. This will create a unique environmental ambience to raise the quality of urban amenities in Zamboanga City, increase commercial activities, and create an attractive destination that will appeal to national and domestic tourism.
The creation of a civic center in Mercedes that will house the new city hall. A satellite CBD (e.g., complementing the larger, old CBD and the new CBD in the present airport will complement this). Catalytic investments will include: a) convention and hotel centers, b) the city university, c) a city medical research center, d) spaces for private terminal and parking facility, f) parade ground and theme parks, and g) socialized housing.
Conversion of the present airport area into a new CBD to create the “shopping mecca” for Zamboanga.

Investment Promotion Plan
a. Objectives
Ø To develop the awareness and interest of private sector investors, both local and foreign, passive and active, in the various investment opportunities in Zamboanga City, particularly those priority development projects where private sector participation is encouraged.
Ø To encouraged investments and participation in the City Development Projects and other Investments;
Ø To encourage start-up of new projects, expansions and relocations, particularly in the new growth centers identified in the Zamboanga City Master Development Plan;
Ø To provide support and assistance to private sector investors in information gathering, liaison with government offices, and other activities which will facilitate their entry and setting up of operations.
Ø To monitor entry and performance of investors in projects, particularly those, which are part of the Zamboanga City Master Development Plan.
b. Strategies
Develop and disseminate information materials
The following materials will be designed to communicate the vision and development directions and also to project a very positive image of optimism, bright prospects and progress of Zamboanga City. For better impact and quality production, professional copywriters, editors and illustrators will be commissioned.
The Zamboanga City Vision and master Development Plan Brochure
The Zamboanga City Vision and master Development Plan is one of the most important documents that must be communicated to the public, particularly the private sector investors. The first task in the reduction of the thick volumes of master development plan document into a very brief and readable brochure or pamphlet, which will capture the very essence of the development plan. This task includes the design of a slogan and or symbol which will establish a positive image for the city and which will serve as a battle cry or rallying point for the city (e.g., ZCOM Zamboanga or something similar to President Ramos’ Philippines 2000). This material will consist of a few pages only and will include pictorials and illustrations such as the planned major infrastructures.
Zamboanga City Fact Sheet
The Zamboanga City Fact Sheet will be a dated brochure (for annual updating) which will include the following basic information which are normally sought by investors:
Ø Population, labor force and employment rate;
Ø Cost of basic services and utilities;
Ø Taxes, local and national, and incentives if any;
Ø Major exports and imports
Ø Investments priority areas
Ø Listing of major educational and research institutions
Ø Directory of major business establishments and associations
Ø Directory of key city officials.
Folio of Project Investments Profiles and Pre-Feasibility Studies
Pre-feasibility studies will be conducted for priority projects in the Master Development Plan, which have been identified for promotion to the private sector through BOT, Securitization or directly owned investments. The pre-feasibility study will provide basic information for the preparation of Project Profile such as the following:
Ø Brief description of the project;
Ø Proposed location;
Ø Investment requirement;
Ø Other critical requirements (e.g. technology);
Ø Potential or target markets;
Ø Projected prices, revenues
Ø Estimated returns or yields;
Ø Prescribed procedures for set-up, if any (e.g. BOT)
Ø Contact persons, offices and addresses.
Zamboanga City Annual Development Report
The Zamboanga City Annual Development Report will be a short, summary report highlighting major accomplishments, progress achieved and other milestones in the Zamboanga City Master Development Plan. This report may include the following:
Ø Recap of City vision, goals and development targets;
Ø City Revenues Collection levels, improvements and accomplishments;
Ø Major infrastructure completed or % completion;
Ø Major programs launched;
Ø Launching of major projects or entry of major business establishments.
The Zamboanga City Development Report will develop an image of progress for Zamboanga and will be distributed and preferably advertised to generate interest and bandwagon effect to the public, particularly investors.
Trade Fairs and Missions
Ø Conduct at least one trade fair every year
Ø Initiate at least one trade mission every year
Ø Seek participation in at least one trade mission initiated by DTI and other National agencies
Develop competitive investments incentives packages for new projects, expansions or relocations.
The proposed Zamboanga City Investment Incentives code will be given priority in the Agenda of the Sangguniang Panglungsod. The proposed ordinance will be subject to careful study to ensure that the following concerns will be addressed
Ø The list of sectoral/industrial investment priority areas should include projects identified in the master Development Plan;
Ø The growth centers of Singali, Vitali and Curuan should likewise be treated as investment priority areas. Industries which been recommended for these areas should be given incentives only if they will locate their production and processing facilities in these areas.
Ø The investment priority areas and incentives should not prejudice existing establishments and businesses in the city but encouraged their growth and expansion;
Ø The Investments Incentives Board should package the investment priority areas and incentives as an annual investment Priorities Plan that should be subject to annual review, adjustments or revisions.
Ø Policies and procedures for the grant of incentives should be fair, simple, transparent and non-discretionary.
Ø Non-fiscal incentives such as facilitation service, subsidized training and scholarships for personnel (e.g. tourism personnel) information, marketing promotions subsidies and other assistance will be included;
Ø The composition, powers and functions of the proposed Zamboanga City Investment Incentives Board will be reviewed to make it more effective and decisive working Board.
Ø The creation of the Zamboanga City Investment Promotion Office which will also serve as the Secretariat of the Zamboanga City Investment Incentives Board will be included (See the following section).
Establish the Zamboanga City Investment Promotion Office
The proposed Zamboanga City Investment Incentives Code will be amended to include the creation of the Zamboanga City Investment Promotion Office which will have the following functions;

Assistance Center
One-Stop-Shop
Public Relations
Trade Missions and Trade Fairs
Monitoring
The Zamboanga City Investment Promotion Office will be a Department directly under the Office of the City Mayor and will be headed by a Department head that will preferably be recruited from the private sector.
Select and appoint a professional financial advisor for selected projects
A professional financial advisor will be commissioned to assist the City in the development of non-traditional sources of financing for projects in the master Development Plan such as bonds and other asset-backed securities. The professional fee for the services of the financial advisor will be based on success and actual volume of funds generated. The financial advisor will undertake the following:
Ø Evaluate projects recommended for financing through bonds and other non-traditional sources;
Ø Design and develop financing strategies and instruments including prospectus;
Ø Conduct road show, negotiate with prospective investors, underwriters or financial institutions;
Ø Assist the City in securing the necessary authorities from the Securities and Exchange Commission, Department of Finance, Central Bank, the Insurance Commission and other regulatory institutions.:dance::applause::applause::rock::rock::rock:

GENERAL VISION
“A globally competitive, culturally enriched garden city, by an empowered community with a free trade zone, balanced ecology and sustainable development
What is the hindering growth are the following:
· A slow break-out of spatial growth from the old urban core to new east and western nodes
· A hesitance to relocate major public facilities out of the urban core (e.g., the airport, the seaport, the regional offices, the city hall, and the public markets)
· An “investment image problem” perceived by the business community outside Zamboanga, e.g., those from Metro Manila and Metro Cebu, as a “peace and order problem”.
· Political unity between local leaders, and with national leadership, if achieved, could bring about the breaking of the many “logjam” that have delayed vital physical infrastructure projects.
· Low rates of taxes and low tax collection rate. The City needs to legislate higher taxes and pursue earnest collection efforts to raise its collection rate from very low levels to at least the national level of experience.
Goals and Objectives
Given the above potentials and constraints, the long-term direction of development consists of the following:
· To facilitate the spatial growth of the City outside its old urban core through massive road building;
· To recreate the historical attraction of Zamboanga City as a favored tourist destination;
· To strategically position Zamboanga City as an international gateway especially for international cruise shipping and a major transshipment point in the BIMP-EAGA.
· To produce agricultural raw materials for further food processing in the City and establish a manufacturing base;
· To build upon the City’s barter trade tradition and establish Zamboanga City as a national and international shopping and fashion center;
· To draw national and international investors to the City;
· To spatially integrate east and west coasts, and integrate geographically and economically Zamboanga City to the Zamboanga Peninsula and the other cities in Mindanao;
· To establish Zamboanga City as an ASEAN regional center, aside from its natural function as the regional center for Southwestern Philippines;
· To strengthen a cultural consensus among Christians and Muslim communities to enable them to work together;
· To preserve, conserve and sustain the natural environment of the City;
· To improve efficiency in the City Government operations, especially with regards to the generation and collection of local tax revenue.
Development Strategies
Training these goals into reality requires clear strategies, and given these strategies, concrete programs and projects judiciously identified, if implemented vigorously, will achieve the aims of development of Zamboanga.
Tourism
A large local and foreign market in tourism waits to be tapped by the City. Zamboanga has a rich historical heritage dating from pre-Hispanic times, a culture that spans centuries of richly mixed Muslim, Malay. Spanish, American and Chinese, and now modern Christian traditions. Its coasts boast of white and pink beaches from rich coral reefs. Its seas sparkle from the natural beauty of its sunrise and sunsets. Its hinterlands include rich forests with natural cave formations, rushing rivers of clear waters, cool climate in its higher altitudes, and interesting ethnic villages that still exhibit traditional craft and rites. The City used to be a “flower city” and can be easily restored to its garden ambience. The people, both Christians and Muslims are friendly and hospitable. They cook dishes, drawn from the sea that can vie favorably with other Philippine or foreign cuisine. Chavacano, a mixture of Spanish and Visayan dialects is spoken and written;
Traditional Samal, Tausog and other ethnic culture are very much alive. Visitor arrivals in annually and given favorable conditions, could easily reach five times that number by the end of the plan period (15 years).
A Shopping Mecca
Complementing tourism, the Master Plan proposes that Zamboanga City be transformed into a “shopping mecca” for the South, much like Singapore and Hong Kong are. The Study agrees with the planned conversion of the present airport into a new CBD. Here the barter trade, which is unique to Zamboanga City, and other commercial activities, could be made to flourish. For instance, this new CBD can be home to a “fashion center” that will be supported by designs that are both indigenous and borrowed. Zamboangueños, together with their ethnic cousins (e.g., Yakans) have evolved modern art forms from their unique dress styles that combine Muslim art with modern Christian forms.
Industrialization
The introduction of the RAIC and the ECOZONE herald the industrialization of Zamboanga City. This will be complemented by good access roads to the City’s hinterland and to its neighbors, Zamboanga del Sur and del Norte. Without good roads, raw materials and skilled labor will not the reach of the industrial estates. Similar undertakings, at a smaller scale, are proposed in the Master Plan for secondary and tertiary centers of Singali, Vitali and Curuan especially for marine agri-based processing.
Transfer of the Airport
The Master Plan recommends transferring the present airport, with its limited runway, to a more spacious site in nearby Mercedes. There, the wide, flat plain will allow the construction of an airport of international standards without interference from urban uses. Mercedes can also accommodate the transfer of a new civic center containing the city hall and support facilities, together with a CBD to serve the immediate sub-urban centers, and housing projects for the urban residents who have little alternatives in the old urban core. Such strategic investments will create an “urban satellite” that will decongest the old urban core, only 13 kilometers away. Admittedly,
Growth Centers
The present urban core will remain the “nerve center” of Zamboanga’s social, political, cultural and economic activities because of the existing synergy of business, tradition, and urban services. However, the master Plan recommends a planned “spatial breakout” to secondary and tertiary centers that will perform “urban satellite” functions to “leapfrog” the agricultural spaces, and mitigate the inevitable “ribbon development” that will cause the potential urban sprawl along the west and east coast highways. These are Vitali, Singali, Curuan and Mercedes at the East coast, and Talisayan/Ayala/Recodo/Cawit at the West Coast.
Cross-Cultural Unity
The ethnic communities of Zamboanga City belonging to Christians and Muslim groups need a cultural consensus. Much misunderstanding over the years has the potential becoming permanent gaps between two vigorous communities. Instead of being divided, their fusion will create a new synergy that the City needs to propel itself to the 21st century. Cultural, social and political bridges need to be built across the chasms of two cultural traditions – Muslim and Christian – that was born out of strife at the turn of the century, but should be completely healed as a new century is ushered. Along the line, the Master Plan recommends an acceleration of this process through two strategic initiatives.
One, a city university” with a curriculum built along the lines of cultural consensus. The
staff, instructors and students will demonstrate the new values of cooperative work, and fellows both Muslim and Christian academies, from Luzon, Visayas and Mindanao, and from foreign cooperating universities, will be invited to enrich the academic, research and extension programs.
Two, an urban redevelopment program for the Rio Hondo-Mariki and Recodo areas. The City could organize domestic and foreign support for an urban renewal plan based on Muslim community plans and architecture, and the generation of national and international support for the construction of key facilities, cultural and educational facilities, markets, housing and utilities.
Transport Investments
The transformation of the present seaport into a passenger-cruise port with passenger amenities at the back-up areas where the present public market is located. The Master Plan recommends the transfer of the cargo port operations to Singali. (PPA is now undertaking the feasibility study of this port project.)
The immediate construction of an East-West 4-lane rapid accesses highway to link the RAIC and the ECOZONE in the west coast to the east coast urban centers. This project will invigorate the development of the east coast urban centers, e.g., Mercedes, Singali, Curuan and Vitali. The diversion roads will by-pass the congested urban core at an alignment passing just below the ARMM zone at San Roque and north of Sta. Maria.
The transfer of the present airport to Mercedes where a facility of international standards can be constructed.
The construction of vital road components to link Zamboanga City to its neighboring provinces:
Labuan-Sibuco
Curuan-Sibuco
Zamboanga City-Pagadian
The construction of an elevated viaduct linking Cawa-Cawa Boulevard to the eastern side of the City.
The phased planning and implementation of a two-stage pedestrianization scheme of the old CBD that will also reroute vehicle access into an urban traffic management scheme consisting of one-way routes and parking areas for public and private vehicles. This is recommended to decongest the old city.
Studies on a railway system to link Zamboanga City with the Zamboanga Peninsula, up to Cagayan de Oro, with a spur to Iligan City, and thence to Butuan City and Surigao City, to link with the Pan Philippine Highway to Davao City and General Santos City.
Urban Development
The urban core must expand and develop along more spacious pattern that will not only give more space for circulation – both vehicular and pedestrian – but also allow cultural and historic sites to be delineated and developed into tourist attractions. More commercial spaces should grow outside of the old urban core, e.g., at the old airport. Among the urban design projects recommended by the Master Plan are:
The transfer of government offices located in the vicinity of Fort Pilar, i.e., the Pettit Barracks, to allow a clear view of Fort Pilar from the old CBD, the Pershing and Rizal Parks, and the City Hall, and the landscaping of streets and sidewalks to complement the pedestrianization scheme. This will create a unique environmental ambience to raise the quality of urban amenities in Zamboanga City, increase commercial activities, and create an attractive destination that will appeal to national and domestic tourism.
The creation of a civic center in Mercedes that will house the new city hall. A satellite CBD (e.g., complementing the larger, old CBD and the new CBD in the present airport will complement this). Catalytic investments will include: a) convention and hotel centers, b) the city university, c) a city medical research center, d) spaces for private terminal and parking facility, f) parade ground and theme parks, and g) socialized housing.
Conversion of the present airport area into a new CBD to create the “shopping mecca” for Zamboanga.
Studies on urban redevelopment of the Rio-Hondo Mariki Area, and of Recodo Area, to preserve the rich Muslim culture and tradition through community site renewal.
City Government initiatives to organize national and international support for the urban renewal programs for these areas with the support of the Organization of Islamic Countries, OPEC, SPCPD, and Middle Eastern bilateral assistance.
Zoning
The City must begin more disciplined use of its basic resource: land. While private property rights will prevail, a system of uses must be instituted where public welfare is given priority, and a system of coordinated urban uses will create better-managed urban zones. The whole effect is to create a city that is pleasant to live and work in, efficient in vehicle traffic circulation and served with efficient utilities systems, and beautiful to behold – by residents and visitors.
Order must reign instead of chaos. To achieve order in the City, the Master Plan proposes a new land use plan. Its implementation is contained in the zoning ordinance. It will be based on “performance standards” to fulfill the urban strategies of decongesting the old urban core and creating satellite centers to achieve spatial equity and social access to urban functions and services equally to all Zamboanga citizens.
Institutional Development
Finally, improvement in the City Government’s organizational structure and management systems, especially of revenue collections, will be critical to the good implementation of the Master plan. The key measures are:
The creation of a full time office and staff for the Zoning Administrator, the CENRO, the Investment Promotions Board, and the Housing Board;
The computerization of a real property records and tax maps of the City Budget and City Treasures Operations, linked with the City Accountant, the City Assessor, the City Engineer and the City Planning Office, with a main terminal at the City Mayor’s Office of Permits and Licenses.
The adoption of a revised local tax revenue code that will improve tax rates and increase city revenues;
The urban planning, organization and operation of the city district sub-city halls (combined with barangay government operations) at Ayala/San Ramon, Mercedes, Singali, Curuan and Vitali, complemented by district operations of key national offices at those centers (e.g., LTO, DAR, DA, DENR, etc.), and of the water district, telephones and ZAMCELCO.
The training and creation of special task forces on build-operate-transfer and similar private sector participation schemes in the city projects, for the long-term privatization of city services and projects.
The adoption of a city investment incentive code to attract investors into the city.
The creation of a full-time City Investment Promotion Office that will work closely with the chamber of commerce and industry to mount trade fairs and promote investments in Zamboanga City, in Metro Manila and abroad.

Ø Improving local tax collection efficiency and cost recovery from economic enterprises thereby increasing the contribution of local revenue sources from 23% in 1996 to between 45 and 60% by the end of the plan period.
Ø Updating of the schedule of fair market values of real properties every 3 years;
Ø Approval of the Revised City Tax Code Ordinance within 1 year.
Ø Increasing the local tax base through a policy of attraction of new business establishments and expansion of existing business establishments under an Investments Incentives Ordinance.
The projects listed in the said table are necessary development projects with direct or indirect economic benefits but which are non-revenue generating
Borrowings, Bonds
To raise at least P3.6 Billion over the next 15 years for projects listed in the Table found in page 28 through bond floatation and other forms of borrowing.
These projects have direct or indirect economic impact and cost recovery but cannot be privatized because either the financial return is not expected to be very attractive or the financial return is purposely set very low for social reasons.

a. Objectives
Ø To develop the awareness and interest of private sector investors, both local and foreign, passive and active, in the various investment opportunities in Zamboanga City, particularly those priority development projects where private sector participation is encouraged.
Ø To encouraged investments and participation in the City Development Projects and other Investments;
Ø To encourage start-up of new projects, expansions and relocations, particularly in the new growth centers identified in the Zamboanga City Master Development Plan;
Ø To provide support and assistance to private sector investors in information gathering, liaison with government offices, and other activities which will facilitate their entry and setting up of operations.
Ø To monitor entry and performance of investors in projects, particularly those, which are part of the Zamboanga City Master Development Plan.
b. Strategies
Develop and disseminate information materials
The following materials will be designed to communicate the vision and development directions and also to project a very positive image of optimism, bright prospects and progress of Zamboanga City. For better impact and quality production, professional copywriters, editors and illustrators will be commissioned.
The Zamboanga City Vision and master Development Plan Brochure
The Zamboanga City Vision and master Development Plan is one of the most important documents that must be communicated to the public, particularly the private sector investors. The first task in the reduction of the thick volumes of master development plan document into a very brief and readable brochure or pamphlet, which will capture the very essence of the development plan. This task includes the design of a slogan and or symbol which will establish a positive image for the city and which will serve as a battle cry or rallying point for the city (e.g., ZCOM Zamboanga or something similar to President Ramos’ Philippines 2000). This material will consist of a few pages only and will include pictorials and illustrations such as the planned major infrastructures.
Zamboanga City Fact Sheet
The Zamboanga City Fact Sheet will be a dated brochure (for annual updating) which will include the following basic information which are normally sought by investors:
Ø Population, labor force and employment rate;
Ø Cost of basic services and utilities;
Ø Taxes, local and national, and incentives if any;
Ø Major exports and imports
Ø Investments priority areas
Ø Listing of major educational and research institutions
Ø Directory of major business establishments and associations
Ø Directory of key city officials.
Folio of Project Investments Profiles and Pre-Feasibility Studies
Pre-feasibility studies will be conducted for priority projects in the Master Development Plan, which have been identified for promotion to the private sector through BOT, Securitization or directly owned investments. The pre-feasibility study will provide basic information for the preparation of Project Profile such as the following:
Ø Brief description of the project;
Ø Proposed location;
Ø Investment requirement;
Ø Other critical requirements (e.g. technology);
Ø Potential or target markets;
Ø Projected prices, revenues
Ø Estimated returns or yields;
Ø Prescribed procedures for set-up, if any (e.g. BOT)
Ø Contact persons, offices and addresses.
Zamboanga City Annual Development Report
The Zamboanga City Annual Development Report will be a short, summary report highlighting major accomplishments, progress achieved and other milestones in the Zamboanga City Master Development Plan. This report may include the following:
Ø Recap of City vision, goals and development targets;
Ø City Revenues Collection levels, improvements and accomplishments;
Ø Major infrastructure completed or % completion;
Ø Major programs launched;
Ø Launching of major projects or entry of major business establishments.
The Zamboanga City Development Report will develop an image of progress for Zamboanga and will be distributed and preferably advertised to generate interest and bandwagon effect to the public, particularly investors.
Trade Fairs and Missions
Ø Conduct at least one trade fair every year
Ø Initiate at least one trade mission every year
Ø Seek participation in at least one trade mission initiated by DTI and other National agencies
Develop competitive investments incentives packages for new projects, expansions or relocations.
The proposed Zamboanga City Investment Incentives code will be given priority in the Agenda of the Sangguniang Panglungsod. The proposed ordinance will be subject to careful study to ensure that the following concerns will be addressed
Ø The list of sectoral/industrial investment priority areas should include projects identified in the master Development Plan;
Ø The growth centers of Singali, Vitali and Curuan should likewise be treated as investment priority areas. Industries which been recommended for these areas should be given incentives only if they will locate their production and processing facilities in these areas.
Ø The investment priority areas and incentives should not prejudice existing establishments and businesses in the city but encouraged their growth and expansion;
Ø The Investments Incentives Board should package the investment priority areas and incentives as an annual investment Priorities Plan that should be subject to annual review, adjustments or revisions.
Ø Policies and procedures for the grant of incentives should be fair, simple, transparent and non-discretionary.
Ø Non-fiscal incentives such as facilitation service, subsidized training and scholarships for personnel (e.g. tourism personnel) information, marketing promotions subsidies and other assistance will be included;
Ø The composition, powers and functions of the proposed Zamboanga City Investment Incentives Board will be reviewed to make it more effective and decisive working Board.
Ø The creation of the Zamboanga City Investment Promotion Office which will also serve as the Secretariat of the Zamboanga City Investment Incentives Board will be included (See the following section).
Establish the Zamboanga City Investment Promotion Office
The proposed Zamboanga City Investment Incentives Code will be amended to include the creation of the Zamboanga City Investment Promotion Office which will have the following functions;

The Zamboanga City Investment Promotion Office will be a Department directly under the Office of the City Mayor and will be headed by a Department head that will preferably be recruited from the private sector.
Select and appoint a professional financial advisor for selected projects
A professional financial advisor will be commissioned to assist the City in the development of non-traditional sources of financing for projects in the master Development Plan such as bonds and other asset-backed securities. The professional fee for the services of the financial advisor will be based on success and actual volume of funds generated. The financial advisor will undertake the following:
Ø Evaluate projects recommended for financing through bonds and other non-traditional sources;
Ø Design and develop financing strategies and instruments including prospectus;
Ø Conduct road show, negotiate with prospective investors, underwriters or financial institutions;
Ø Assist the City in securing the necessary authorities from the Securities and Exchange Commission, Department of Finance, Central Bank, the Insurance Commission and other regulatory institutions.:dance::applause::applause::rock::rock::rock:

FIRST district Congresswoman Ma. Isabelle Climaco-Salazar, who was reelected for a second term in office, announced that education and health programs will among her top priorities.
Salazar at the same time vowed to pursue other equally important projects intended to help alleviate the plight of the marginalized sector in this city's west coast specifically the women, out-of-school youths, urban poor and other underprivileged groups.
Salazar's district covers 37 of the 98 villages located west of Zamboanga City.
Salazar, during her first term as congresswoman, satisfactorily done her task through the implementation of over P700 million worth of projects covering all aspects that includes health, education, peace and order, agriculture, youth and women empowerment, livelihood training activities and other programs.
Salazar said she will continue with the pending works and will give importance to education and health programs.
Salazar's accomplishments account to a total of P766.795 million worth of projects from 2007-2009 that include various projects intended to help ameliorate the condition of the residents of the 37 barangays under her district.
Among the significant projects of Salazar is the distribution of the 37 units of L-300 vans to all the barangays in her district, the P691.63 worth of infrastructure projects, P11.8 million for health care, P4.2 million worth of scholarships offered, P1.4 million for social welfare services and 54 bills authored and co-authored at the House of Representatives.

TOTAL of 527 elementary and secondary athletes received cash incentives Thursday from Mayor Celso Lobregat for reaping medals in the recently-concluded Zamboanga Peninsula Regional Athletic Association (ZPRAA) meet.
Lobregat said the cash incentive to athlete-medalists is part of this City Government’s sports development program aimed at encouraging the youth to engage in sports.
Under the program, a gold medal is equivalent to P1,000 cash, while silver and bronze medals are worth P700 and P500, respectively.
City Sports Officer Bernardito Patiño, who assisted Lobregat in the distribution of cash incentives to the outstanding athletes, said Zamboanga City has retained its overall championship title in the ZPRAA tournament held last March 14-18 in Dapitan City, Zamboanga del Norte.

DEJA”, an original composition written by Roland Villanueva Jr. and performed by Zero Band, is making waves in both radio and television via the first ever Musical Short Film rendition being shown over Sky Cable’s Community Channel 28 (Sonata Presentation).
Directed by Charlie Villanueva, head of Ancillary and Production Operations Division of Sky Cable Zamboanga System, Deja’s Musical Short Film is gearing towards local media domination in music and stands ready to step into a new wave of MTV production called “Musical Short Film.”
Any eyes isn’t trained on this kind of music presentation might be in the process of being redirected to this sudden peculiarity of musical drama about two individuals who are on the verge of breaking up a relationship, hence, the title – Deja -- a Chavano word that means “leave”.
Zero Band consists of Marion Estrada (Vocals), LL Dart Castillano (Bass), Camilo Tan (Guitar) and Robert Villanueva (Drums).
Edwin Bernardo, operations manager of Sky Cable, who is also the production manager of the Musical Short Film Deja, said he is fully supporting Charlie Villanueva, also director of photography of the said musical short film, on his digital filmography ventures.
“In fact, a short movie is on the drawing board and we intend to produce it this year,” Bernardo said.
Role performers of the musical film Deja are Maria Jid Morfe and Camilo Tan, both new-comers in the film industry and are without any experience and proper training in acting.

So, they resort to going to other places and, in fact, excel in the field they have chosen. This happens because there is no avenue where to exhibit their talents and their works here in Zamboanga,” Villanueva said.

A P300 million JAZAM (Japan-Zamboanga) International Medical Center, which will later be named as a City Hospital for Zamboanga, will soon be realized.
City Health Officer Dr. Rodel Agbulos said the JaZam Int’l Medical Center will be constructed as a grant through the Japan International Coordinating Agency (JAICA).
The medical facility will be a three to four story building with 120 bed capacity.
The City Hospital will occupy approximately 6,000 square meters of land.
Agbulos said a Japanese contractor will undertake the construction of the mentioned City Hospital.
At present, the City Government is scouting for an appropriate site where the City Hospital will be constructed.
According to Dr. Agbulos, he prefers that it will be built either at barangay Boalan or somewhere else in the East coast outside the city proper, all about 10 kilometers outside the city proper.
A site at Upper Calarian where the former Arcillas beach resort is located is also being considered.
The City Hospital when completed will be equipped with CT Scan, X-Ray and other modern hospital equipment.
In this connection, the Japanese proponent Mr. Yuji Ishida and party are expected to arrive next week.
Mr. Ishida will have a look into some proposed site for the said facility.
"Similar City Hospital has already been built in other parts of Mindanao like Davao and General Santos City," Dr. Agbulos added.
At present, Zamboanga has about half a dozen hospital; the Zamboanga City Medical Center (formerly Zamboanga General Hospital), the Zamboanga Doctors Hospital, the Western Mindanao Medical Center, the Brents Hospital, the Arturo Eustaquio Community Hospital, and the military’s Camp Navarro Hospital and that of the Edwin Andres Air Base of the Philippine Air Force.
A new hospital financed by medical practitioners in Zamboanga is also about half completed.
There are also specialized hospitals like the Zamboanga Childrens Hospital, the Puericulture Maternity Lying in Hospital and other big sized specialized clinics.

ZAMBOANGA CITY (Zamboanga Journal / 31 may) Zamboanga City deputy mayor Maria Isabelle Climaco on Sunday said she would propose the establishment of a children's park following a trip to Florida's Walt Disney World and Epcot Center and other parks in the United States.
Inspired by the parks, Climaco said it is now high time for Zamboanga City to have its own playground where children can also use to exercise."We hope to realize this for the children!," Climaco, a staunch advocate of children's welfare and protection, said.
At least two sites here --
the Pasonanca Park and the reclaimed CDCP Complex -- are being eyed for the children's playground.
Climaco said the proposed park will have monkey bars -- a child friendly slide and a house box -- where children can safely play. She said the slides in Florida parks are designed in such a way that a quarter of the facility is provided with a curvature to prevent a child from overshooting below. Cut tires are used as flooring to help prevent injuries.
"The park should be totally child-friendly," she told the Zamboanga Journal.
Climaco attended the Women Global Conference held in San Antonio, Texas and then toured the Walt Disney World for new ideas about Zamboanga's own children's park.

The Zamboanga City Chamber of Commerce and Industry, Inc. (ZCCCII) headed by its President, Pocholo N. Soliven is taking the lead in protesting the alleged exorbitant transmission rates and ancillary services passed on by the Zamboanga City Electric Cooperative (ZAMCELCO) to its member-consumers
Many member-consumers of ZAMCELCO were caught by surprise when their electric bill for the month of May is extremely higher as compared to their previous electric bills. It said that the local business community is the hardest hit as their electric bills was increased tremendously.
Soliven advices companies and business entities including the ordinary household to pay their power bills under protest and submit their own individual formal protest anent this issue.
Soliven said the excessive increase was caused by the collection of the Ancillary Service Cost by the National Grid Corporation of the Philippines (NGCP) which was approved by the Energy Regulatory Commission (ERC). He added that this cost was passed on to the consumers.
Soliven urged Zamcelco to exhaust all legal remedies to protect the interest of its member-consumers, and appeal to Zamcelco to follow the lead of other distribution utilities who did not pass on the excessive Ancillary Service Cost to its member consumers by filing petitions with their respective Regional Trial Courts (RTC).
Soliven added that the petition of the other distribution utilities is for NGCP �to cease and desist� from passing on the exorbitant charges on the premise that �it constitute a violation of contract on the part of NGCP, NPC and TRANSCO for failing to deliver the required ancillary services, thus NGCP have to contract THERMA MARINE (Aboitiz), a private company, for the undelivered ancillary services at 10 times higher than the original rate...�
Soliven also appealed to Zamcelco to exercise their right to petition ERC to review the provisional approval granted by them to NGCP to recover from customers the cost of their ancillary service procurement aggreement (ASPA) with THERMA MARINE and to make public the NGCP calculations of their Ancillary charges.

Mayor Celso Lobregat yesterday turned over another newly constructed classroom building, this time worth P7.4 million at Maasin Learning School in the west coast.
Implemented in 0ctober 2009, the two-storey building with eight classrooms features the new architectural design that the city government has adopted on all its school building projects.
Costing P7,475,623.89, the building brings to 27 the total number of classrooms that the Maasin Learning School now has for its 27 teachers and over 1,000 pupils expected to enroll this school year.
“This is just one of the many school building projects that we have implemented and turned over to the different schools in the city,” Lobregat said, as he urged the school principal, Edsel Francisco, the teachers and parents to take good care of the edifice for the good of their children.
At the same time, the chief executive has announced (for the first time since the election period) that appropriations have already been included in the city’s upcoming supplemental budget for a P200 increase in the monthly allowance of over 4,000 public school teachers in the city.
“If I wanted to win your votes in the last elections, I would have announced this during the campaign period. But I did not. I waited until the elections were over, and only now that I make this announcement,” Lobregat said, to the delight of the teachers.
With the increase, all public elementary and secondary school teachers in the city stand to receive P700 monthly allowance from the city government effective immediately after the supplemental budget shall have been approved by the City Council. “Hopefully by July or August this year,” he added.
Present during the inauguration rites were Councilor Rudy Lim, who chairs the council’s Committee on Education, councilor-elect Myra Paz Valderrosa-Abubakar, Asst. Schools Division Superintendent Norma Vecina, City Engineer Luis Vicente Despalo and staff, Maasin Chairman Misael Bernardo together with the barangay kagawads, and other guests.-
Last Tuesday, Lobregat also turned over to the Cawit Elementary School some P6.4 million worth of projects—a two-storey six-classroom building, two-storey two-classrom building and a 99-meter covered pathway.
Earlier on the same day, he also unveiled two road concreting projects amounting to P1.3 million inside the Edwin Andrews Air Base, during which he was also honored with a military parade-and-review.

Mayor Celso Lobregat has issued an executive order, directing the temporary closure of the road leading to Barangay Zambowood to pave way for the road concreting project.
The mayor’s Executive Order No. CL335-2010 dated May 31, 2010 takes effect today, June 4, from 7 am to 5 pm, Mondays to Sundays for the duration of the concreting of Boalan-Zambowood, Boalan and utilizing the road inside Camp Romeo Abendan as the alternative route to Zambowood.
In the order, all motor vehicles are directed to use the Camp Romeo Abendan road with Gate 2 at Maria Clara L. Lobregat Highway as their ingress point and to egress at Gate 2 in going to Zambowood but only from 7 am to 5 pm, Mondays to Sundays from June 4 until the project is completed. The same route shall likewise be used in going to the city proper.
Further, the executive order has advised the public conveyances and private vehicles to respect and abide by the camp’s rules and regulations when using the road inside the camp premises.
The road is open to the public from 5 pm to 7 am Mondays to Sundays but only one lane of the road can be used.
The City Engineer’s Office is advised to ensure that the project contractor shall provide all the necessary safety and warning devices on the project site for the guidance of all concerned, including directional signs inside the police camp.

Crusifix June 4th, 2010, 11:59 AM ^^speaking of big three malls na soon to be build here or proposal malls(hopefully they will build na para wala na haka haka pa) it also been news last week sa may chavacano news yan ung sinabi ng cousin ko na nakapanood niya...and I think may kamali din ata ung SM sa may CDO kc malau sya sa center ng business area kaya di masyadong matao ung area kahit weekend na and kung mag build sila dito im sure ksing laki lng ng SM CDO
its not a proposal anymore coz they are going to start to build their mall this year and early next year..hopefully shopper malls and pacific mall will aslo follow their construction this year so that they will not be behind from others giant mall that will build in the city...:lol::lol::lol:
about the issue that SM Prime is suffering now in CDO just because Limketkai is Doing well that they cannot compete..limketkai is big mall who got the same concept of ayala mall.. and limketkai has many store inside than SM CDO..for sure if im one of the many people who go shopping i rather choose the one who has all that i need than the one who doesnt have what i need..

it is One of the Advantages that they can make SM Mall Zamboanga bigger than other major city in mindanao..coz we dont have yet a big mall that can compete SM Prime if ever they will Make the mall twice as CDO OR DAVAO.. Mayor Celso Lobregat yesterday turned over another newly constructed classroom building, this time worth P7.4 million at Maasin Learning School in the west coast.
Implemented in 0ctober 2009, the two-storey building with eight classrooms features the new architectural design that the city government has adopted on all its school building projects.
Costing P7,475,623.89, the building brings to 27 the total number of classrooms that the Maasin Learning School now has for its 27 teachers and over 1,000 pupils expected to enroll this school year.
“This is just one of the many school building projects that we have implemented and turned over to the different schools in the city,” Lobregat said, as he urged the school principal, Edsel Francisco, the teachers and parents to take good care of the edifice for the good of their children.
At the same time, the chief executive has announced (for the first time since the election period) that appropriations have already been included in the city’s upcoming supplemental budget for a P200 increase in the monthly allowance of over 4,000 public school teachers in the city.
“If I wanted to win your votes in the last elections, I would have announced this during the campaign period. But I did not. I waited until the elections were over, and only now that I make this announcement,” Lobregat said, to the delight of the teachers.
With the increase, all public elementary and secondary school teachers in the city stand to receive P700 monthly allowance from the city government effective immediately after the supplemental budget shall have been approved by the City Council. “Hopefully by July or August this year,” he added.
Present during the inauguration rites were Councilor Rudy Lim, who chairs the council’s Committee on Education, councilor-elect Myra Paz Valderrosa-Abubakar, Asst. Schools Division Superintendent Norma Vecina, City Engineer Luis Vicente Despalo and staff, Maasin Chairman Misael Bernardo together with the barangay kagawads, and other guests.-
Last Tuesday, Lobregat also turned over to the Cawit Elementary School some P6.4 million worth of projects—a two-storey six-classroom building, two-storey two-classrom building and a 99-meter covered pathway.
Earlier on the same day, he also unveiled two road concreting projects amounting to P1.3 million inside the Edwin Andrews Air Base, during which he was also honored with a military parade-and-review.

A P300 million JAZAM (Japan-Zamboanga) International Medical Center, which will later be named as a City Hospital for Zamboanga, will soon be realized.
City Health Officer Dr. Rodel Agbulos said the JaZam Int’l Medical Center will be constructed as a grant through the Japan International Coordinating Agency (JAICA).
The medical facility will be a three to four story building with 120 bed capacity.
The City Hospital will occupy approximately 6,000 square meters of land.
Agbulos said a Japanese contractor will undertake the construction of the mentioned City Hospital.
At present, the City Government is scouting for an appropriate site where the City Hospital will be constructed.
According to Dr. Agbulos, he prefers that it will be built either at barangay Boalan or somewhere else in the East coast outside the city proper, all about 10 kilometers outside the city proper.
A site at Upper Calarian where the former Arcillas beach resort is located is also being considered.
The City Hospital when completed will be equipped with CT Scan, X-Ray and other modern hospital equipment.
In this connection, the Japanese proponent Mr. Yuji Ishida and party are expected to arrive next week.
Mr. Ishida will have a look into some proposed site for the said facility.
"Similar City Hospital has already been built in other parts of Mindanao like Davao and General Santos City," Dr. Agbulos added.
At present, Zamboanga has about half a dozen hospital; the Zamboanga City Medical Center (formerly Zamboanga General Hospital), the Zamboanga Doctors Hospital, the Western Mindanao Medical Center, the Brents Hospital, the Arturo Eustaquio Community Hospital, and the military’s Camp Navarro Hospital and that of the Edwin Andres Air Base of the Philippine Air Force.
A new hospital financed by medical practitioners in Zamboanga is also about half completed.
There are also specialized hospitals like the Zamboanga Childrens Hospital, the Puericulture Maternity Lying in Hospital and other big sized specialized clinics.
Nevertheless, patients are not lacking because hospitals in Zamboanga serve residents from Basilan, the Sulu Archipelago and other areas in the Zamboanga Peninsula Region.

Really? when it was informed here that Adidad will be moving to Southway, I was also really hoping that Sun Shop will open inside the mall... Yes there is a Sun office here, but it is not a Sun Shop yet... It's along Pilar Street, and it is just an authorized dealer, same as in Dipolog. But if Sun Cellular will finally open their Sun Shop branch in Southway, we deserve it... I myself is a Sun postpaid user. Along iwith my whole family. And I believe maraming Sun postpaid users dito sa city. including Psylock.. It's more convenient pag nasa mall na at Sun Shop talaga! Yipee! :banana: :dance:

shakey's has its own branch here before. 'twas in early 90's, it eventually closed. pizza hut and yellow cab, 'di pa nag open eversince.. greenwhich currently has three branches in the city. Camins, Mindpro Mall, and Southway Mall...

In probably the most impulsive lakwatsa trip ever, I went on a day trip to Zamboanga City. Flew on Cebu Pacfic leaving Manila at around 5:50am then return to Manila on the 4:30pm flight back. And to top it off… the trip did not include any plans as to where to go, what to do, what to see, etc. The only planning involved was my booking the flight two weeks earlier.
The inspiration for the trip was even more impulsive. I was just looking through the Philippine Airlines website when I decided to try out a few destinations. At the original date I was looking at, Manila-Zamboanga had pretty cheap rates. Needless to say, my delay by one day resulted in a 100% roundtrip rate increase! Hehe. Anyway so I found another date, found a travelling companion, then booked the flight on Cebu Pacific… hehe.
On this trip, I dragged along RD Cimafranca (aka Kaladkarin).

Zamboanga is not the southernest I have been in the Philippines. That would be General Santos City. But this would be the farthest I would fly for a personal day trip.
We had with us, just backpacks which contained extra shirts and out cameras. Talk about ultra-light travelling.

Landing in Zamboanga at around 7:40am, the airport has the most interesting architecture for a local airport.
From the airport we took a tricycle to the CIty. Meanwhile I was trying to get Google Maps to work on my phone. As I said, I had read up a little on Zamboanga, but when we got there, I had no idea what we were doing. We decided later on that the trip would be a walking tour of Zamboanga. Just see where our feet would take us. Remember, we only had a few hours, so the gratuitous trips to beaches was out.

First stop was Lantaka Hotel. It was here where had a little breakfast. Actually more like a snack because I already had breakfast at NAIA3.

I decided on a Mango crepe and fresh kalamansi juice.
From Lantaka we walked around and discovered a seaside park resembling the old Baywalk along Roxas Blvd. (of course before Mayor Lim closed it). The place is called Paso del Mar, just 5 min walk from Lantaka.

Even the lights look like they came from Roxas Blvd. The place looks like it was a evening place and at 8:00am the shops of course were all closed.

Next to Paseo del Mar was Fort Pilar. An old Spanish fort resembling a small Intramuros. It is now the National Museum. But, it was closed.

We walked a little further and discovered the Fort Pilar Shrine. At first glance it looked like a park until I realized that it was a huge outdoor church! Complete with an altar, blessed sacrament chapel, etc.

This was an interesting practice. You buy these skinny candles. Take them to this pit and light them. Then from the flames, you wave your hands over the flame that do the sign of the cross. I didn’t bother to figure out the significance of the the number of candles… number of sins perhaps? Dunno.

As we waked towards to town center we passed these interesting streets that didn’t seem to resemble other Philippine towns. What was interesting was, this was that the density of people was very light.

We passed by the main branch of BPI in Zamboanga. I later realized that the building is an original antique building which was one of the original Bank of the Philippine Islands since it was the Banco Espanol Filipino. Cool, and it has remained with BPI ever since.

We went around the resort. The nice thing about La Vista Del Mar is that there is this nice long beach with picnic tables abound. Perfect for families and groups which were “better prepared.” We of course ended up at the restaurant.

And btw, I heard that the vast empty lot between the Coke Plant and the Sta. Cruz intersection will be the future home of a US-funded hospital. They're just probably waiting for the airport to transfer somewhere along the east coast before construction commences. :cheers:

That's why I said that they're probably just waiting for the airport to transfer to Mercedes before they commence the hospital's construction. Uhmm. And I don't understand why you think it's impossible to build a hospital on that site just because it is privately owned. The government can just purchase the lot from the "private owner".

Despite being heavily indebted, the Zamboanga City Electric Cooperative Zamcelco purchased 10 brand new Kia Sportage for its department managers and engineering specialists.
Zamcelco management allegedly procured the Sports Utility Vehicles (SUV) without the approval from the National Electrification Administration (NEA), according to Presidential Assistant for Rural Electrification (PARE) Francisco Silva.
Reports said that the cooperative has already acquired at least 35 vehicles to include the sportage and pickups.
Zamcelco General Manager Reinerio Ramos who was invited to appear at the City Council last Wednesday regular session, disclosed the vehicles are assigned to the department heads so they can immediately go whenever meetings are called.
At the same time the vehicles are used to ferry visitors of Zamcelco that would take them to any point of destination.
Meanwhile, Ronnie Gregorio president of the board of directors of Zamcelco disclosed the cooperative was spending the amount of P5 to P6 million annually in the rentals of vehicles from different individuals.
Gregorio, in an interview over Radio Mindanao Network (RMN), said at least 26 vehicles, to include multicabs and pickups are being rented by the cooperative since the year 2008 to do menial works for the cooperative.

�What we are getting is the five liters a day gasoline allowance,� Gregorio said.
Gregorio also said that the purchase of the SUVs was approved by NEA.
Zamcelco at present has a standing debt of nearly one billion pesos.

The Zamboanga City Sports and Arts Association (ZCSAA) is sponsoring an open basketball tournament dubbed as Liga Ng Bayan from June 1 to 7, 2010, at the Golden Boys Gym along Nunez extension
The basketball tournament is expected to draw more crowds as national basketball figures like Mark Baroca and RP youth player RR Garcia � a Zamboangue�o, will play together with the Zamboangue�o players of Paradise Bakers and 3 Angels of the local basketball teams, respectively.
�They (Baroca and Garcia) might be here this Friday or Saturday as what the local teams said,� ZCSAA president and organizer Tony Ituralde said.
Ituralde said they are organizing such tournaments as there are talent scouts from manila looking for potential Zamboangue�o players.
�There are plenty of young players so it is high time for Zamboangue�o players to be known not only in local or regional levels but also in national competitions,� Ituralde said.
The Basilan Team won the 1st game on Tuesday against Farrah-J with a score of 88-85 while Paradise Bakers beats 3 Angels in the 2nd games, 92-85.
Today (June 04, 2010) Alfonso (Brandy) and Farrah � J will see action at 6:30 p.m., and 3 Angels will meet Basilan Showtime at 8:30 p.m.
On Saturday (June 05, 2010), the games will start at 6:45 p.m. between Paradise Bakers and Basilan Showtime, this will be followed by Alfonso versus 3 Angels at 8:30 in the evening.

First to be unveiled was a two-storey six-classroom building costing P413,000 at Limpapa Elementary School, and the other was a two-storey six-classroom building amounting to P1.8 million at the adjacent Limpapa National High School.
“For as long as I am the mayor of Zamboanga, Barangay Limpapa will always be a priority in our infrastructure programs,” Lobregat said.
Lobregat stressed that for the last three years, the City Government under his leadership has poured more than P18 million for projects in Limpapa.
The projects include shoreline protection, road concreting, school buildings, school fencing, comfort rooms and farm-to-market roads.
“We will be coming back here soon to inaugurate other projects,” Lobregat said, pointing to two other projects undergoing construction at Limpapa elementary and national high schools.

Before, during and after the recently concluded local election, one of the issues used to win votes for the administration candidates was about the regional transfer. Local administration leaders and politicians declared should they win again, they�ll exert all effort to bring back the regional offices from Pagadian to Zamboanga .
For the sake of truth and in order to put things in proper perspective, I humbly would like to shed light and share my views on what I know about the controversy on the Regional Government Center and how it came into being.
Mayor Celso Lobregat, congressional representatives Erico Basilio Fabian and Maria Isabelle Climaco, vice mayor Cesar Ituralde and the newly elected members of the City Council as well as the good people of Zamboanga need to be appraised of how then regional center in Zamboanga City was conceived during Marcos Martial Law regime that envisioned the decentralization of governmental powers by way of setting up of regional government in Western Mindanao for a better understanding of the issue.
During the so-called �Ang Bagong Lipunan� Martial Law administration, the Office of the Regional Commissioner was established by then President Ferdinand Marcos to hasten the integration of civilian and military authority including local government administration and supervision in regions IX and XII. This was the Marcos formula in recognition of the MNLF�s demand for complete autonomy as provided in the Tripoli Agreement brokered by then First Lady Imelda Marcos when she visited Libya to negotiate with Libyan strongman Col. Muamer Khadafy.
The late Admiral Romulo M. Espaldon was appointed Regional Commissioner for Region IX and Simeon Datumanong for Region XII. Admiral Espaldon who was credited for the successful surrender or return to the fold of the law of many well known MNLF Commanders was the most powerful Marcos military and civilian official in Mindanao at that time. He was also the SOUTHCOM Commander, military governor of Sulu, Basilan and Tawi-Tawi, later appointed as Ambassador to Saudi Arabia and Minister of Muslim Affairs.
Under then ORC Commissioner Admiral Espaldon, the concept of establishing the Regional Center making Zambonga City as the center for Region IX and Cotabato City for Region IX was ordered by Marcos. Then he signed Presidential Decree 1618 creating the two Regional Autonomous Governments of Regions IX and IX otherwise known as the Regional Executive Council or Lupong Tagapagpaganap Ng Pook to be headed by Chairman and Members of the Regional Executive Council and the Sangguniang Pampook or Regional Legislative Assembly to be headed by the Regional Speaker and Regional Assemblymen, all to be appointed by the President.
*Birth of LTP IX and IX
Marcos enjoying his vast power as Martial Law president appointed the regional officials mostly from the mainstream Moro National Liberation Front (MNLF) that fought the government for decades under Chairman Nur Misuari. The late Ulbert Ulama Tugung or popularly known as Bob Tugung who was then Executive Director of ORC IX was recommended by Admiral Espaldon and was appointed the First Chairman of Lupong Tagapagpaganap Ng Pook (LTP) by Marcos. Among other MNLF top commanders appointed to LTP were Sali Wali, Amilpasa Bandaying (now Executive Assistant of Mayor Lobregat), Hudan Abubakar, Antonio Cerilles, Gerry Salapuddin, Al Caluang, Soriano Eddun, Ladjapili Ottoayrani, Rasul Abdulla and Nur Hussein Ututalum who was appointed as Speaker of Sangguniang Pampook.
With strong representation and effort of Admiral Espaldon and LTP Chairman Bob Tugung, funds were provided by Malacanang for the construction of the buildings and infrastructure that would house the LTP and Sangguniang Pampook. Cabatangan was then pinpointed as the site of the regional government center edifices to be constructed. Funds were also provided to purchase private lands by ORC so the proposed regional center could be put to realization.
Commissioner Espaldon ordered all regional offices of national line agencies in Zamboanga to comply with the instruction of President Marcos to set aside funds for the construction of their regional office buildings in Cabatangan. Soon enough the LTP and SP buildings were completed and the regional government set-up in Autonomous Region IX had its roots with administrative and legislative functions being exercised by the LTP Chairman Bob Tugung and Speaker Nur Hussein Ututalum and their respective members.
Some regional offices complied constructing their buildings in Cabatangan like Commission On Audit, Civil Service Commission, Population Commission and few others. In effect, the envisioned Regional Government Center in Zamboanga had been put in place with Admiral Romulo Espaldon and LTP Chairman Bob Tugung working in tandem to pursue what should have been a comprehensive regional development and planning body for peace and development making Zamboanga as its capital and center of governmental operations.
In Cotabato city, Chairman Simeon Datumanong also did the same thing and established its offices of the Regional Executive Council and Regional Legislative Assembly at the now seat of the Autonomous Region in Muslim Mindanao (ARMM) known as the Shariff Kabungsuhan Government Complex.
*Lack of City Government Support
At the start of the ORC and LTP Autonomous Regional Government IX operation in Zamboanga City, little is known on record that the City government under various mayors had supported much less accepted the then proposed Regional Government Center proposal with the city as the seat of government. Neither was there any acknowledgment of acceptance of the city residents known as the Zamboanguenos to making the city as the regional center.
The realization then of Zamboanga to be the ultimate regional government center was politically being met strong opposition and skepticism, if not suspicion and mistrust by officials of the city government including some officials of the regional offices who were then entertaining the idea that under LTP or Autonomous Region IX the �MOROS� meaning the Marcos appointed MNLF leaders who have now assumed power as executive managers and legislative officers of LTP and Sangguniang Pampook would transform Zamboanga as a Muslim domain thereby easing out power from the duly elected officials of the city.
Until his assassination in Manila in 1984, Chairman Bob Tugung who was then reappointed LTP Chairman during the CORY People Power presidency after the fall of Marcos failed to muster support that would concretize the vision of making Kabatangan complex as the permanent seat of the regional government center in Zamboanga City. He was succeeded by his wife Elnorita Pamaran Tugung then later MNLF leader Sali Wali. But again due to the very strong opposition and mistrust among city officials and residents including the Church to the Marcos formula of making Zamboanga City as seat of Regional Government Center within the umbrella of Regional Autonomous Government IX structure under PD 1618, the establishment of the regional center in the city never came to fruition or realization.
*Who is to blame?
During the term of late Maria Clara Lobregat as congresswoman and mayor, it is on record that she never lifted a finger much less appreciated the idea of making Zamboanga as the permanent seat of the Regional Government Center. There is nothing on record that would show she ever favored the idea or was poised to support it. In fact, as mayor, she even wanted to buy the moribund Cabatangan property belonging to the ARMM just to get rid of the LTP and SP imprints that stirred a political tug of war between her and then Chairman Misuari then later Chairman Farouk Hussin who refused to sell the property to the city during the ERAP administration. Lobregat tried to use her influence on ERAP so the Oversight Committee under Malacanang would order and prevail on the ARMM governor and members of the Regional Legislative Assembly to sell Cabatangan to the City of Zamboanga. The ARMM officials stood their ground that under the law only the Regional Assembly has the authority to approve sale of any asset or property of the ARMM with a majority vote of its members on session. The ARMM also argued that they are not selling the property. Lobregat could not do anything and force ARMM to sell the property to the city government. She failed to acquire Cabatangan.
Congresswoman Maria Clara Lobregat also vehemently opposed the establishment of the Southern Philippines Council for Peace and Development (SPCPD) together with then congresswoman Daisy Fuentes and Antonino who were known as TRES MARIAS. The Church was also behind a campaign that would reject any form or semblance of Muslim rule in Zamboanga in support of then congresswoman Lobregat.
Except for then mayor Vit Agan who supported SPCPD under president Fidel Ramos administration, most of city of city elected officials who were then councilors at that time like congressman Erico Basilio Fabian and congresswoman Maria Isabelle Climaco, vice mayor Cesar Ituralde and many others were all one in support of then Mayor Lobregat to oppose ARMM, SPCPD and Cabatangan as seat of regional government center.
Then came the administration of mayor Celso Lobregat, the son who assumed power vacated by his late mother had the same official policy of continuing the opposition stand of her mother. There�s nobody from the LDP party controlled by the mayor that has come out publicly against the mayor on MOA-AD and the opposition to make Zamboanga become part of anything associated with the Autonomous Regional Government composition.
*Too late a move
So what is there for present leadership of Zamboanga to say they will work for the return of the regional offices back to the city from Pagadian? Do they have any moral authority to make the people of Zamboanga especially government employees and their families affected by the displacement believe that they have done something in support of preserving the regional center in Zamboanga from the very beginning?
What proof can they show the people that they were not influenced by prejudices, biases and selfish interest when they failed in the diligent exercise of sound judgment as good leaders to protect the regional center from being uprooted and transferred to Pagadian? There is just nothing for them to show in support of the retention or protection of the regional center in Zamboanga. If ever, they only did so as a matter for political expediency and grandstanding yet no sincerity to really make Zamboanga as regional government center.
The truth hurts in this case but the fact is they should stop pretending they ever wanted the regional center to be in Zamboanga. I will hasten to call them liars and pretenders if ever they insist they have done anything to stop the regional transfer as expected of them as political leaders. And now they think its easy to bring back the regional offices to Zamboanga simply one of them worked in support of elected president Noynoy Aquino, that�s wishful thinking and another big propaganda, if not, creating force hope for those badly affected by the regional transfer.
*Pagadian leaders outsmarted Zamboanga leaders
It is unimaginable if not very embarrassing for the Lobregat leadership to have been downgraded by the smart moves of the Cerilles� when president Gloria Macapagal Arroyo finally ordered the regional transfer to Pagadian. The president used practical politics to determine which leadership between the Lobregat and that of the Cerilles� carries weight in terms of the needed political support she could benefit from them. The answer was clearly in favor of the Cerilles� so she wasted no time to make her decision. Zamboanga del Sur has more votes than Zamboanga City. More so the city government of Zamboanga never have shown cooperation and support to her administration.
Very clearly the leadership of congressman Antonio Cerilles and governor Auring Cerilles can be considered as stronger, forceful and effective compared to the present leadership of the city because they made it possible to transfer the seat of the regional center from Zamboanga to Pagadian making the city and her leaders looked very amateurish in the art of political negotiation in successfully getting what they wanted for their province, city and people.

Robinsons naman announced plans for Butuan and Puerto Princesa pero how come walang mention ng Zamboanga (kung part ito ng plans nila)?
