the mayor is just thinking the safety of the city and mindanao. since the presence of the americans, no more big time kidnappings and the abusayyaf is under control and on the run.i hope you can still remember in the late 90's . its a good thing for us the americans are here. i hope no problem with that.

i stand firm on my claim..it will just worsen the scenario..its not that im an anti American..but lets examine the possible repercussion it will generate..

Muslims which are the Majority in the extreme southwestern part of the archipelago do have an ideology that is contradictory to what is the Americans are embracing..thats why theirs a feud between American and Muslim..35% of Zamboanga's population are Muslims..and Zamboanga is so proximate to BaSulTa..its like we are adding fuel to a burning house.

And besides its not a guarantee that Americans will solve the security problem that we ARE FACING AS OF THIS POINT OF TIME..

Look at now..we have sizable American soldiers that is operating within the bounds of our soveriegnty..is the problem that is in existence, solved??

I just dont know why still there are so many people that are so in love with Americans...INDIRECT IMPERIALISM and NEO-COLONIALISM AT WORK....

Sadain lauds Celso for accomplishments, but...

District 1 Councilor Melchor Sadain has commended Mayor Celso Lobregat for a job well done in the past year with all accomplishments he articulated well in his State of the City Address (SOCA) last January 1.

The mayor delivered his SOCA during the maiden session of the City Council for this year.

Sadain is hopeful that Mayor Lobregat would surpass his past performance this year with more projects like the overdue construction and development of new public cemeteries, the sanitary landfill as required by law, the integrated bus terminal and the opening of more city roads that would benefit the city.

However, the councilor said that Lobregat’s SOCA would have been better and complete had he touched and elaborated on what he intend to do to improve the political relations of the city and the national government.

Sadain was referring to the city’s status which is obviously not in a very good term with President Gloria Arroyo.

Many regional offices here were ordered transferred by Arroyo to Pagadian City under an executive order.

“We have to admit the fact that there has been less and less national projects poured into the city by the national government as compared to other areas. The proposal to construct new Zamboanga airport has been there long time ago even before that of Iloilo and Bacolod,” Sadain said.

“But they have theirs completed with Zamboanga City left behind. As a matter of fact, what we have at present is gradually being taken away by other local government units to the detriment of our constituents,” he added.

With his presence in the Council, Sadain assured that he will support all the programs of Lobergat that would redound to the benefit of the city and will also remain constructively critical on his shortcomings, if any.

Meanwhile, Sadain said he favors Congresswoman Maria Isabelle Climaco’s decision in relinquishing her designation as caretaker congresswoman of Basilan after the death of the late Congressman Wahab Akbar.

Sadain considered the decision of Climaco as wise when she cut short and finally resigned as the immediate lawmaker of the province.

Sadain said that with Climaco’s resignation as the caretaker of Basilan, she can perform her duty full time as the congresswoman for District 1 of Zamboanga City.

The constituents of District 1 of Zamboanga City need Climaco’s 100% full time attention, he said.

According to Sadain, Climaco who is a neophyte in Congress, has a lot to learn especially the ins and outs of Congress as well as establishing proper connections with national agencies to bring in more benefits for the city, and these entail time and efforts.

“Unless the congressional protest against the late Cong. Wahab Akbar is resolved by the House of the Representative Electoral Tribunal or unless the losing congressional bet Jim Hataman would withdraw his protest, I believe there is no way for the holding of special congressional election for Basilan,” Sadain stressed. — Dan Toribio Jr.

Beng seeks retention of TFZ

Heeding the call of Mayor Celso Lobregat, District 1 Congresswoman Beng Climaco last weekend burned the lines to communicate with higher military authorities in Manila in a bid to seek the retention of Task Force Zamboanga.

Climaco was able to bring to the attention of Armed Forces Chief of Staff Gen. Hermogenes Esperon, Army Chief Gen. Alexander Yano and other authorities concerned about the apprehensions raised by Mayor Lobregat and the people of Zamboanga pertaining to the rumored deactivation of Task Force Zamboanga.

“They told us that there is no final plan but assured us that they will always take care of Zamboanga City,” the lady lawmaker said.

Mayor Lobregat in his state of the city address during the City Council maiden session last Thursday urged Congressional Representatives Climaco and Erbie Fabian to make representations with agencies concerned to stop the deactivation of Task Force Zamboanga, a very vital component in the maintenance of peace and order in the city.

The mayor likewise called on the City Council to approve a resolution urging the retention of the Task Force.

The chief executive said rumors are rife that the military plans to deactivate Task Force Zamboanga to give way to another set up. “Though these are mere rumors, we have to take steps to prevent this from happening”.

Citing a report by Task Force Zamboanga Chief Col. Darwin Guerra, Cong. Climaco said the task force serves as a hub of internal security network and monitors the existence of lawless characters in the city.

With a complement of 75 enlisted personnel, 5 officers and over 1, 000 Civilian Armed Forces Geographical Unit (CAFGU) members, Task Force Zamboanga serves as a quick reaction tactical army unit to the Western Mindanao Command.

Instead of deactivating, the congresswoman said, “it is important that we augment logistics to better support the Task Force’s operations”.

Though Zamboanga is peaceful, the existence of Task Force Zamboanga will continue to pay serious attention to all possible threats like insurgents, criminals and terrorists operating in the city, the lady solon quoted Guerra’s report.

Climaco vowed to continue making representations with the concerned authorities to ensure the retention of the task force. — Ryan Sta. Teresa

She feels like she's been massacred here. hahaha, she's so evil. haiz, how i wish i can kill her then the whole Philippines will celebrate to her death... haiz how funny. Even though she hates Zamboanga, the important is that she's doing her JOB as a PRESIDENT. dapat no delays.

ZAMBOANGA CITY, Philippines--Mayor Celso Lobregat is offering this city as a site for US military bases and wants more joint military exercises between the Armed Forces of the Philippines and US soldiers.

"You can have your bases here in Zamboanga City," Lobregat told US Senators Daniel Inouye of Hawaii and Theodore Stevens of Alaska and Ambassador Kristie Kenney on Friday.

The American officials were here Friday for the ceremonial turnover of 10 Internet-ready computers at the Zamboanga State College of Marine Sciences and Technology.

Lobregat said the city supported the American forces in the Philippines and regretted the dismantling of the US bases in Subic and Clark in 1991.

"We were the first to rally and support Balikatan (Shoulder-to-Shoulder exercises)," Lobregat said.

The mayor said the American government has been consistent in its effort to achieve peace in Mindanao by providing more development support. He cited the computer literacy programs that the US government has been providing Philippine schools, giving students the chance to explore technology.

Lobregat's information officer, Sheila Covarrubias, was quick to defend the mayor, saying he was "sharing those ideas in jest."

Still, many were not happy with what the mayor said.

Father Angel Calvo, president of the Peace Advocates Zamboanga, said there was no need for a US presence in the city.

"On the contrary, it can contribute to deepen the animosity against foreign intervention," Calvo said.

Edgar Araojo, political science professor at the Western Mindanao State University, said the city would remain as a backwater area for as long as the "Lobregats and some cohorts maintain [that] colonial, parochial and hypocritical position."

Zenaida Lawi, executive director of the Muslimah Resource Center (MURID), said the mayor should have consulted first the people of Zamboanga before making such an offer.

"Proper consultation with the populace is of prime importance," Lawi said.

"We should not forget the Senate's decision that removed the US base in Olongapo in 1991," Lawi added.

Mindanao Super Region projects
near completion, says Medco

ZAMBOANGA CITY—Undersecretary Virgilio Leyretana, Mindanao Economic Development Council (Medco) chairman, announced that the completion of infrastructure development projects under the Mindanao Super Region is underway.

Leyretana said various line agencies of the government are speeding up efforts to monitor and address major implementation bottlenecks in undertaking the infrastructure projects.

Leyretana said the recent report of the Department of Public Works and Highways indicated that 32 percent of several priority infrastructure projects under the Mindanao Super Region are nearing completion.

The first set of infrastructure project to be completed this year is the Dinagat Island Road Network project, which involves the improvement of a 15-km road in Surigao del Norte.

The road project, which began construction in October 2006, is 65.57-percent complete, according to Leyretana.

He said that the construction works for the three other major road projects such as the Zamboanga West Coast Road, Awang-Upi-Kalamansig-Lebak Road and Surigao-Davao Coastal Road are ongoing and will be seen completed next year as scheduled.

He said the improvement of the Zamboanga West Coast Road is currently 18.56-percent complete, way ahead of its schedule by 3 percent.

The project, which has a total length of 117.3 km, will connect the coastal municipalities of Sibuco, Sirawai, Siocon, Baliguian in Zamboanga del Norte and Gutalac, Zamboanga del Sur.

The P5.8-billion Surigao-Davao Coastal Road connecting the provinces of Surigao del Norte, Surigao del Sur and Davao Oriental is also 39.21-percent finished.

Leyretana, meanwhile, announced the 87.6-km Awang-Upi-Kalamansig-Lebak Road in Maguindanao and Sultan Kudarat will soon take off after bidding proposals for its improvement and rehabilitation were deliberated November last year.

Along with road construction, Super Region airport development projects such as the improvement of airport facilities and extension of runway for the Butuan, Cotabato, Dipolog, Ozamiz, Pagadian and Zamboanga airports are ongoing and expected to be completed this year.

Leyretana said the rehabilitation work for the Zamboanga International Airport, which includes the improvement of the existing terminal building and installation of a baggage conveyor system at the arrival area, will also kick off this month until May.

The runway extension of the P306-million Butuan Airport Development Project is now 52.54-percent complete. This project started October last year and will be completed in May as scheduled.

Improvement of the airport’s air-navigation facilities, as well as other runway rehabilitation works, is currently at its mobilization stage.

Accomplishment of the P25-million asphalt overlay project for the Cotabato airport runway is also running at 11.5 percent. A taxiway project at the airport will also start soon.

Likewise, main civil works for the construction of Laguindingan Airport will start early this year.

Leyretana said the completion of power and transmission projects is also under way as shown by reports submitted by the Department of Energy (DOE).

Due for completion by 2009 are the Abaga-Kirahon and Maramag-Bunawan 230-kilovolt (KV) backbone transmission projects, which are currently working for the acquisition of the right of way for the tower sites and stringing section.

Leyretana said the DOE also reported that 91 percent, or 9,140 barangays in Mindanao have been energized.

To achieve full electrification in Mindanao by 2009, a total of 898 barangays are still to be provided with electricity, he added.

Two of the major port projects under the Mindanao, Super Region are also nearing completion.

Leyretana said the construction of backup area for the newly constructed wharf of the Cagayan de Oro Port is 85.15-percent complete, while port expansion for the Davao Port is 72.10-percent complete based on the report of the Philippine Ports Authority.

Leyretana urged the implementing agencies under the Mindanao Super Region Team to regularly check their timelines and ensure that implementation targets will be met.

ZAMBOANGA CITY — Elementary school pupil scribes from Pagadian City and Zamboanga City ruled the individual writing contests in English and Filipino, respectively, conducted by the Department of Education (DepEd) during the recent Regional Schools Press Conference (RSPC) here.

Education Region 9 Director Jesus L. Nieves said Pagadian’s Apple Grace Simon and Alyssa Marie Catalan placed first and second, respectively, in English news writing while their teammates Angelique Joy Virata and Christian Paulo Gomonit topped in editorial and sports writing, respectively.

Nieves announced through regional elementary education division chief Amelia Torralba that Zamboanga’s Regine Cabato came out champion in English feature writing while her citymate Athena Cortesa ruled in photojournalism.

Other first placers in the English category, Torralba said, are Dipolog City’s North Orillan in editorial cartooning and Zamboanga del Sur’s Vivian Leigh Duray in copyreading and headline writing.

In the Filipino category, Zamboanga’s Ariel Demarunsing, Camille Larraine Grizo and Clarence Dabasol topped, respectively, in sports writing, editorial cartooning, and photojournalism.

Other top winners in the same category are Zamboanga del Sur’s Rica Soliva who placed first in news writing, copyreading, and headline writing; Zamboanga Sibugay’s Mary Gillisa Ladringan, editorial writing, and Dipolog’s Steven Karl Dagpin, feature writing.

Torralba said the top pupil penpushers will represent Zamboanga Peninsula to the 2008 National Schools Press Conference.

nakakatakot na tlaga yang policies ni Lobregat huh..i cant believe it na nagawa nyang i-offer ang Zamboanga to foreign people..its just like putting Zamboanga at risk..


For me, dapat ang US base ay ilalagay sa Jolo, Sulu, hindi sa ZC. I thought Mayor Lobregat is with Duterte's and Emano's stand. Hmmm, yun lang pala naging malabo na ang isipan niya. :ohno:

its not even feasible to adopt those rules..

first, you cannot prevent those American Militiamens to roam around the city..it is a part of their job to patrol all over the city..

second, you cannot actually prevent the building of houses around the military base..and besides, Zamboanga is highly urbanized..kahit saan ka mgpunta marami tlaga houses...so saan ngaun itatayo ang military base if that is the case..

third, u cannot actually prevent people from having contacts with this white people...

Gunmen raided Zambo remote village

THE Task Force Zamboanga (TFZ) has deployed forces in a remote village, east of Zamboanga City, to avert further attacks from lawless elements.

Seven gunmen raided on Monday Sitio San Isidro in the mountainous village of Bungiao and robbed the residents of an estimated 50 grams of gold, farm animals, and other valuable items.

The residents are into gold panning aside from engaging in farming as their means of livelihood.

Colonel Darwin Guerra, chief of the TFZ, said the company-size of soldiers would be stationed in Bungiao to assist the policemen in the maintenance of security and law and order in the village.

Guerra also ordered his men to intensify intelligence operations aimed at locating the hideout of lawless elements.

Guerra said they have yet to determine whether the gunmen have ties to any group or just engaged in banditry for their personal gains.

The gunmen fled towards the forested area upon sensing the arrival of TFZ and Police Station 3 forces that rushed to San Isidro upon receipt of report concerning the incident.

The gunmen arrived in San Isidro around 7 a.m. and herded the residents in one place while ransacking the houses in the area.

ZAMBOANGA CITY — Elementary school pupil scribes from Pagadian City and Zamboanga City ruled the individual writing contests in English and Filipino, respectively, conducted by the Department of Education (DepEd) during the recent Regional Schools Press Conference (RSPC) here.

Education Region 9 Director Jesus L. Nieves said Pagadian’s Apple Grace Simon and Alyssa Marie Catalan placed first and second, respectively, in English news writing while their teammates Angelique Joy Virata and Christian Paulo Gomonit topped in editorial and sports writing, respectively.

Nieves announced through regional elementary education division chief Amelia Torralba that Zamboanga’s Regine Cabato came out champion in English feature writing while her citymate Athena Cortesa ruled in photojournalism.

Other first placers in the English category, Torralba said, are Dipolog City’s North Orillan in editorial cartooning and Zamboanga del Sur’s Vivian Leigh Duray in copyreading and headline writing.

In the Filipino category, Zamboanga’s Ariel Demarunsing, Camille Larraine Grizo and Clarence Dabasol topped, respectively, in sports writing, editorial cartooning, and photojournalism.

Other top winners in the same category are Zamboanga del Sur’s Rica Soliva who placed first in news writing, copyreading, and headline writing; Zamboanga Sibugay’s Mary Gillisa Ladringan, editorial writing, and Dipolog’s Steven Karl Dagpin, feature writing.

Torralba said the top pupil penpushers will represent Zamboanga Peninsula to the 2008 National Schools Press Conference.

IMO: Pagadian as of now is not yet ready to bear the responsibility of being a regional center..

its very visible, that Pagadian still lacks infrastractures to cater the needs of the whole of region 9..since if a certain place is designate d as a regional center, definitely, all the enterprises of the region will revolve around the said city..

Zamboanga still is the suited place to be titled as the regional center,..

IMO, there's no reason for the Americans to gain foothold in our country..we are not facing threat from any of the outside forces..minor and internals lang naman ang kinakaharap natin..petty cases, in a manner of speaking...as what i have said, animosity will just be generated out of this issue..

Lobregat clarifies stand on US bases

ZAMBOANGA CITY -- Mayor Celso Lobregat denied saying he welcomed the establishment of US bases in this city, saying it would violate the Philippine charter.

"I never said that. It was never stated," Lobregat said as he called for a special conference at the City Hall.

Lobregat clarified that he might have been wrongly interpreted while relating to two US senators – Daniel Inouye (Hawaii) and Ted Stevens (Alaska) who recently visited the city - about the long friendship the city and the US government had established.

The US military is currently holding stations at Camp Don Basilio Navarro inside the headquarters of the Western Mindanao (Westmincom) here, Sulu and parts of Central Mindanao where the American forces are assisting and providing technical assistance to the local military forces in the fight against terrorism. For contingency purposes, the main functions of Subic Space Center is duplicated at the Zamboanga Space Center, albeit on a smaller scale. Redundancy equipment covering baseband, radio frequency and antennas are incorporated in the Zamboanga Space Center. It is also equipped with an uninterruptible power supply system and a generator to ensure continuous power supply.

Our Zamboanga Space Center is manned by a satellite engineer who keeps the facility ready for any contingency action. Periodically, engineers from Subic Space Center visit for any upgrades.

MAYOR'S SOCA: "So much has been done, so much more needs to be done with unity and continuity"

MAYOR CELSO LOBREGAT on Thursday, January 17, announced his administration’s robust financial status and exceptional infrastructure accomplishments but declared that much more needs to be done this year to attain a more developed, peaceful and progressive Zamboanga.

“With our election, the people believe in our program of government and have given us a renewed mandate to pursue our contract of unity and continuity”, the mayor told the members of the City Council in his one hour SOCA delivered during the maiden session of the august body yesterday morning. “Let us do so with dispatch, with a renewed passion and vigor that will drive us to serve our people with integrity and sincerity”.

Lobregat bannered the city’s P1.3 billion budget for 2007, which he said, was the highest ever in the history of Zamboanga. The amount was P127 million or 10.8 percent higher than the 2006 budget.

“But we expect an even bigger and a record breaking budget for 2008-P1.65 billion, an increase of P350 million or 20 percent over the 2007 budget goal”, he said citing his consistent thrust to enhance delivery of basic services, finance flagship projects and to become more competitive.

The city’s sound fiscal management has been cited by the Commission on Audit as 10th in terms of gross income, 15th in expenses and 6th in terms of net income.

Of the P1.6 billion expected budget in 2008, P1.4 billion will come from revenue collections with P189 million from additional 2007 Internal Revenue Allotment and reversions.

Personnel services will be down to 30 percent from 35 percnet in 2007; maintenance and other operating expenses will be down to 34 percent from39 percent while capital outlay and equipment will be up to 36 percent from 27 percent in 2007.

The city’s IRA dependency in 2008 will be maintained at below 70 percent.

In terms of collection, Lobregat said, the city collected P1.3 billion in 2007 reflecting an increase of P108 million or 8.45 percent. The increase was attributed to IRA, business tax, fines and penalties, income from market, service income and others.

For 2008, target revenue collection is P1.4 billion, an increase of P218 million or 17.5 percent over the 2007 target of P1.24 billion.

Of the P1.46 billion revenue target, P1.015 billion or 69 percent is expected to come from IRA and P448 million or 31 percent from local revenues.

“A record breaking budget cannot be achieved without a record breaking collection”, he revealed.

To prove his administration’s exceptional performance, the mayor cited the numerous achievements and awards reaped during the year. These include the “Seal of Frontline service Excellence Award” conferred by the Civil Service Commission on the City Assessor’s Office; the Up to date e-NGAS generated financial statement award conferred by Commission on Audit; the Most outstanding HRMO Regional Award bestowed by the Civil Service Commission on the City Human Resource Management Officer; the Region’s Most Outstanding Personnel Administrator Award, the second award for the mayor, also conferred by the CSC and several other citations.

“Indeed so much has been done and so much more can be done”, Lobregat declared. “So much more can be done with unity and continuity”.

The mayor’s SOCA, interrupted by at least 40 applauses, also included a full accounting of the accomplishments of the different departments under the city government such as in infrastructure, social services, health, tourism, sports, civil registrar, environment, city administrator’s office, agriculture and fisheries and others.

The mayor also highly praised the City Council for the swift approval of numerous requested measures during the year, such as the 2008 budget, the incentive and investment code and the immediate declaration of state of calamity on areas struck by the storm surge last Nov. 27.

“The praiseworthy feats of this council show that 2007 was indeed a remarkable year for the Sangguniang Panlungsod”, he stressed.

The mayor also sounded the appeal for barangay officials—newly elected and re-elected last October 29, to support his administration in all its plans and programs for the betterment of the constituents in the barangays.

He also enumerated the many assistance given by the city to the police and military, education and barangays and other sectors. (City Hall PIO)

MAYOR CELSO LOBREGAT has highly praised the Tzu Chi Foundation, a non-government organization engaged in humanitarian missions, for paving the way for the operation of the Great Love Eye Center, a modern and complete eye care facility that will cater to the underserved sector in Zamboanga and other parts of Mindanao.

“Tzu Chi Foundation evokes compassion, duty, service and love. It is the essence of selfless humanity”, Mayor Lobregat declared during the inauguration of the P33 million eye center located inside the Zamboanga City Medical Center compound January 18.

The operation of the eye center, he stressed, will play an essential role in the enhancement of ophthalmology practice in this part of the country.

The eye center dubbed as “Tzu Chi Great Love Eye Center” was constructed by the Tzu Chi Foundation-Zamboanga Liaison Office under Dr. Anton Mari Lim. Its operation will be in collaboration with the ZCMC department of ophthalmology. The ZCMC will also equip the center with a P24 million worth of state of the art sight saving equipment obtained through a loan from the Spanish government through the assistance of the late Mayor Maria Clara Lobregat.

Lobregat said the Tzu Chi Foundation is worthy of praise in view of its vigorous resolve to help alleviate the plight of the underprivileged in Zamboanga City and the neighboring provinces and cities.

The mayor also issued an executive order declaring August 26 of every year as Tzu Chi Day in Zamboanga.

“In behalf of the city government of Zamboanga and its people, I express my sincere gratitude to the Tzu Chi Foundation---to the volunteers from the headquarters in Taiwan, the Philippine Branch Office and most especially to the volunteers from the Zamboanga liaison office”, the mayor concluded.

Indeed! This project has been already envisioned and supported by Mayor Duterte, Emano, Lobregat, and Cruz. But because of the extravagance and ignorance of the Luzon and foreign medias alike about this 2nd largest Philippine island, and due to our few warfreak military generals just to lavishly enrich themselves, I believe that this already planned big project will be implemented once there will be peace between the Muslim rebels and with the national government thru serious peace talk and genuine action.

Mega Sardines to increase export volume by 30 percent

Canned sardines producer Mega Fishing Corp. plans to venture into new markets and increase its export volume by at least 30 percent this year to help offset the impact of the strong peso, its official said on Friday.

"We have to open new markets or we will suffer losses. We signed supply contracts in the past when the peso was 48 to the dollar and now it has settled at about 41," Mega president William Lim said at the sidelines of an investment summit in the Clark economic zone in Pampanga.

"We were just able to cope by increasing our prices," he added.

Despite this, Lim noted that the company ended 2007 with a 50-percent increase in export volume and less dependence on trade partner US.

Lim said Mega targets to tap other markets like Indonesia, other parts of Africa and Russia this year.

The company currently ships its canned fish products, under the brand Mega Sardines, to 22 countries in Asia, Europe, Africa, Middle East and US.

Lim said the company is set to spend about P100 million to expand production capacity of its canning plant in Zamboanga province.

Lim explained that Mega has been enjoying good local sales and is expected to sustain growth overseas, thanks to the popularity of sardines worldwide.

^^ mahal waway, the tricy drivers in zambo are very abusive in collecting fare, they do not follow the fare matrix set for a particular place.... kaya ako m for the abolishment of this form of transportation in zambo if posible totally eradicate them:ohno:

^^ yup gaya ng gen san they can go anywhere, i dont know how to calculate pro if your in zambo you will really fill that what they charge is way off the charts........ very abusive. i am for the further progress of the city and this tricy's makes it difficult in a way for the city to go further in terms of tourism is concern. i hope the mayor will be firm in his stand to get rid of this abusive tricy's in this city even if it means he will lose a lot of votes come this election.....:bash:

flora ledesma is an awful dentist. if you are here in the states and planning to let (flora ledesma) do your dental work in zamboanga when you visit the city, dont do it. its cheap but you will pay more because you will have to get it worked again here in the states.

yup according kc sa ginawang interview tricy d2 sa zambo compared to all tricy in the phils we hire the tricy like taxi cuz other tricy parang jeep pinupono lahat ng slots at un capacity ng zambo city tricy is only for 4 person kaya like mag tricy ka from down town to divisoria at 7am to 8pm ang mababayad natin is 50 pesos but lampas ng 8pm or 9 pm aabot sa 70 pesos hahaha kaya pag na tapos na ang lahat ng phase sa zambo ecozone expect a taxi age for zamboanga ^^

Region 9 workers get COLA increase

THE Regional Tripartite Wages and Productivity Board (RTWPB) of the Department of Labor and Employment (Dole) issued an order increasing by P10 the cost of living allowance (Cola) of workers in the region.

RTWPB Order Number 14 was signed by members of the RTWPB in December last year and took effect on Saturday.

The RTWPB came out with the decision following a series of consultations in key areas - Zamboanga City, Ipil, Dipolog, Pagadian and Isabela - of the region.

However, the RTWPB stressed that the daily minimum wage remains at P215 daily.

The RTWPB is composed of officials from the Department of Trade and Industry (DTI), Dole, National Economic and Development Authority (Neda), and two representatives each from the employers and workers sectors.

Jose Suan, one of the workers' representatives to the RTWPB, is happy over the development saying it is a big help to the workers. (Bong Garcia)

I love the nightlife in Zamboanga

Weekday nights here can be a little boring
with very little to do. Some nights, I hang out with friends until about 2 a.m.---then I call it a night. However, it is on Friday and Saturday nights that one can find some real action.
I usually go to the Ground Zero Disco at the Garden Orchid
Hotel near the Zamboanga International Airport. For me, this is
the place to be on weekends. Hundreds of teenagers, Muslims
and Christians alike, jam the basement of the three-star hotel to
dance to the beat of the latest Top 40 disco music.
The crowd is mostly young and so the are DJ crew led by Danny
Chiong. Even the manager, Ding Dong Yeo, is in his early 30s; the
disco owner, Benjamin Go Jr., is in his 20s.
The entrance fee is P100 per person. The remaining half of the
ticket stub, which the door guard gives back to you, is good for a
bottle of cold beer (P25). Attire requirements are definitely liberal:
T-shirts are allowed as well as denims and sneakers. But strictly
no slippers or shorts.
For those who have never visited Ground Zero, be advised that
the place gets a little crowded after 11 p.m.---although it is supposed
to accomodate a few hundred people. So if you have a party of four
or more and plan to spend the night where the city's Generation-Xers
hang out, it is advisable to call and make reservations ahead of time.
Ice-cold beer is priced moderately at P25 per bottle (imported ones
cost a little more), while appetizers cost anywhere from P40 to P150.
My favorite drink is Gordon's Gin, which comes in a 375-milliliter bottle
and is priced at P60. For appetizers I highly recommend their sizzling
salpicao (P77).
By midnight, the crowd becomes a little wild and restless as the music
gets louder and intense and bodies on the dance floor start sweating.
My favorite spot is at the end of the bar facing the dance floor. I prefer to
stand because I get a better view of everyone on the floor that way.
Oftentimes, I get mesmerized just watching the crowd dance. This is also
the spot where the speakers sound best---as far as I'm concerned.
Ground Zero is the place to be in Zamboanga City on Fridays and
Saturdays. This is where one can forget the pressures of school, loosen
up and dance all night.
This is the place to meet old friends and make new ones which, if you're lucky enough, could include future Zamboanguena ramp models and beauty queens. This is also where one can watch the kids of the not-so-rich-and- famous having some of the best times of their lives.
At Ground Zero one will not hear talks of war, politics or religion. The
only thing that matters in there is that everyone is having a good time.
If you've been to Ground Zero, you know what I mean.

So Much Ado About US Bases Statement - Zambo Mayor

ZAMBOANGA CITY, Philippines - Local Mayor Celso Lobregat expressed surprise over negative reactions articulated by various sectors concerning his supposed statement on the US Bases, which he said is a non-issue, government media said.

"This is so much ado about nothing", Mayor Lobregat declared referring to statements issued by various sectors hitting him for allegedly offering Zamboanga as the site for US bases.

The issue, he said, stemmed from his message during the turnover of computer units at the Zamboanga State College of Marine Sciences and Technology (ZSCMST) in Rio Hondo this city where American Ambassador Kristie Kenney and US Senators Daniel Inouye of Hawaii and Ted Stevens of Alaska were the guest of honors.

"I was relating a footnote in history", he said. "I was misquoted and I was taken out of context".

Mayor Lobregat explained that in his speech, he merely related about the long standing relationship between the city government of Zamboanga and the US.
I said when the Philippine Senate voted not to ratify the Bases Extension Agreement, the people of Zamboanga at that time (17 years ago) were saying that if people in Luzon don't want the bases in Luzon, the US could have the bases here (in the city) but the Constitution does not allow it".

Also, at the height of the controversy of the Southern Philippines Council for Peace and Development (SPCPD) in 1996, the Zamboanga City Council asked the Regional Development Council in Western Mindanao to "study, assess, evaluate and recommend the possibility of making Zamboanga or any part of Western Mindanao as site for the US bases".

"This is so much ado about nothing because I did not offer Zamboanga City as a site for any bases, first of all the constitution does not allow it and this is a non-issue," the mayor reiterated.

The Philippine Daily Inquirer, a daily newspaper of national circulation and its website www.inquirer.net including the tabloid Bandera on Tuesday published a news item stating that the mayor has offered Zamboanga as the site for US bases triggering negative reactions from numerous sectors.

In a meeting with members of the City Council at the City hall Conference room Wednesday afternoon, the mayor replayed the video of his message delivered during the affair at the ZSCMST to prove his point. Nowhere in the video did the mayor say that he is offering Zamboanga as the site of the US bases. (Philippine Information Agency)

KOREAN BIZ EXEC POSITIVE IN ZAMBOECOZONE


Promoting the various investment opportunities in Asia's Latin City to the dynamic Korean market, officials of the Zamboanga City Special Economic zone Authority and Freeport (ZamboEcoZone) led by Chairman and Administrator Georgina Yu recently arrived after a successful business mission to the Republic of South Korea in coordination with the Philippine Embassy in South Korea headed by Ambassador Susan Castrence..



The high turn out of Korean business executives from various business
interests as well as the positive reception on the diversified priority
projects of the ZamboEcoZone contributed to numerous economic
commitments reached for possible capital infusion by Korean companies
to cater to Korean businessmen, tourists, students and other target
markets.



During the conduct of a briefing presentation and open forum, the
Korean executives were particularly impressed with the ongoing
world-class infrastructure developments that Chairman and Administrator
Yu has implemented in line with realizing the Mar y Monte del
Zamboanga, envisioned to be one of the biggest and complete retirement
complex in Asia with health and wellness center.



Moreover, the Korean businessmen lauded the doable projects that
Chairman Yu has instituted to make the ZamboEcoZone a viable area for
investment and tourism.



Korean business executives interred that the ZamboEcoZone business
mission was very timely as it gave Korean companies first-hand
information and opportunity to assess ZamboEcoZone as a prime

The high turn-out of top-level executives of the said companies is

C&Group is looking at a 330-hectare property as a site for its
shipyard project with at least 4 dry and floating docks and another
150-hectares for staff housing and administration with access to water
and connection for air travel. The ZamboEcoZone with its 2nd Industrial
Site is a primary site considered for this project which will employ
thousands of workers from Zamboanga City. The ZamboEcoZone was
endorsed by the Board of Investments to the C&G Group.



The said business mission also drew the interest of Korean financial
institutions and investment advisory groups as represented by Alex
Yoocheol Choi, Manager, Ernst & Young; Joong-Been Yim, Director,
Audit & Assurance, Samil PricewaterhouseCoopers; and Jong-Sung Kim,
General Manager, Itaewon Hana Bank. Their presence gave their
respective companies the opportunity to assess the ZamboEcoZone as an
investment destination and properly advise their interested clients on
the business climate in the zone.



The influx of Koreans in the Philippines to study the English language
will eventually find their way to others parts of the country
particularly in Zamboanga City as Koreans are continually looking for
areas to put up language centers and schools for this purpose.



This trend was reinforced during the business mission with the presence
of In Hee Lee, Director, Seocho Chamber of Commerce & Industry;
Mike Song, Unimedia Tec Co., Ltd.; and Chang-Soo Kim, Marketing
Research; Philippine Korea Cultural House; all representing Korean
companies bent on setting up English language centers for Koreans in
areas outside of Luzon.



ZamboEcoZone delegation also informed language centers representatives
that the zone has shortlisted this type of economic activity as one of
its priority projects that will bring in the critical mass considering
the high English language competency of the educational institutions in
Zamboanga.



In line with Chairman and Administrator Yu's vision to develop the zone
as a tourist destination, the delegation also established working
relationship with ******* Basco-Ebron, Tourism Director and Attache of
the Philippine Embassy. The delegation also met with various
representatives of Korean travel agencies that organize tours for
Koreans in the Philippines one of which is Chang-Hak Ryu of the BaBa
Travel Co., Ltd.



The delegation apprised travel agencies' representatives of the
world-class tourism infrastructure being constructed in the zone and
its availability to Korean tourist within the year. The delegation
suggested to these groups that package tours can be organized for
Korean tourists and make ZamboEcoZone a part of their itinerary when
visiting the country.



The mission was also extensively covered by different news and wire
agencies in South Korea. Among the media outfits representatives were
Min Byung-Il, Editorial Director, The Seoul Times; Min Byung-il, Korea
Rep., Emirates News Agency; Harrison Yu, General Manager; Gene Hyun,
Manager; Sung Kwon Kim, Manager, all of the Broadcasting Industry
Promotion Team, Korean Broadcasting Institute.



The mission generated positive media mileage for Zamboanga City and the
ZamboEcozone from Korean tri-media outfits which resulted in numerous
news articles being published as well as posted in online Korean new
websites.



Due to the strategic location of the ZamboEcoZone in terms of
aqua-marine culture, fisheries and agriculture, these sectors were also
represented by Tae-Woong Kim, Jang Jin Fishery Co., Ltd.; Ik-Soo Kim,
WinPeck, a company looking to develop a Jathropa plantation; Tae-Soo
Lim, President, Rodem Korea, abalone importing company; and Sung-Wook

During the briefing presentation, Min-Chul Jang, Director, BMCO R&E
Corp., a Korean company and a registered enterprise of the
ZamboEcoZone, gave a positive and rosy outlook of the business
opportunities in the zone to Korean business executives present during
the presentation.



The ZamboEcoZone business mission was held at the 4th floor of the
Philippine Embassy in South Korea. Philippine Embassy officials also
present during the briefing presentation and open forum were: Abraham
R. Estavillo, Minister and Consul General; Juan E. Dayang, Jr., Second
Secretary & Consul and Head, Public Diplomacy Unit; and Delmer R.
Cruz, Labor Attache.



Meinrad B. Yanga, Deputy Administrator for Planning and Operations;
Norjamin G. delos Reyes, Department Manager for Planning and Michael
Angelo M. Carbon, Department Manager for Operations with Chairman and
Administrator Yu composed the ZamboEcoZone delegation.



ZamboEcoZone is currently following up on the various commitments and
leads made with the Korean business executives. Moreover, the
Authority is fast-tracking the implementation of its world-class
infrastructure development projects as well as other preparations that
would enhance the zone as an investment and tourist destination that
will serve as a window to showcase the ZamboEcoZone in time for the
Korean business delegation that is expected to visit the zone early

Western Mindanao State University is the overall Champion with 81 golds..followed by Bukidnon State University, the host school with 50 gold medals..then University of Southern Mindanao is placing 3rd..

yes grabe..from Malkaybalay City in Bukidnon to Cagayan de Oro id 2 1/2 hrs..from CDO to Zamboanga is 14 hours..16.5 hrs all in all..

Lobregat sees economic boom in Zambo this year

With the increase in revenue collection, infrastructure development, intensified business promotion and positive investors outlook, Mayor Celso Lobregat sees an economic boom in Asia’s Latin City this year.


Lobregat said many business establishments are opening up in Zamboanga bringing more revenues to the city and providing more job opportunities to the unemployed.

New commercial banks, fastfood joints, shopping malls, entertainment centers, canning factories, processing plants, real estate and other business enterprises have either opened up last year or about to open in the city this year.

“Investors confidence in the local government and doing business here is what we gained and continue to develop, it would help our city face a brighter economic status,” Lobregat stressed.

The mayor also encouraged the various commercial banks and commercial enterprises to establish also their branches outside the seven kilometer radius of the city to decongest the already crowded downtown area.

He said the gradual transfer of regional offices to Pagadian City has minor effect on the economic status of the city.

“The investors here believe in effective local governance which we have shown them the past years, that’s why, we are not surprised if they keep on coming and do business here,” Lobregat said.

Regional offices started transferring to Pagadian in compliance of an Executive Order issued by the president.

But Lobregat said the move of the national government would not affect the city government’s goal of pursuing more economic programs and provide more jobs to the Zamboangeños. — Bhong Simbajon
