Guys do you think theirs a possibility na ang SM, Robinsons and Gaisano will put up a branch here? All i know is that the new mall that will be opening this end of Feb nor first week of march the Shoppers' Center looks like an SM to me, the color, the interior outside the Mall, the store branch, all came from manila. The owner said their will be Burger King and new fast food chain and coffee shops.

I HOPE NATIONAL BOOK STORE will put up a branch here... BOB ONG book...lol

sa tabi ng CITI hardware, not literally na MetroBank, branch lang siya. Extended lang... Mga info lang pwde dun... hehehe

^^ tapos na ba yung asphalt laying sa guiwan going to maria clara lobregat highway? kasi the last time was the central business district then veterans avenue another business district, then the rest followed only the east coast area have no asphalt overlay. whats the progress on this project?:nuts:

The Biggest mall in Zamboanga is Mindpro Citimall, I am not sure kung ano ang measurement ng area nito but I will post some photos, Ikaw na lang mag husga:)

Mindpro Citimall is the first and largest shopping mall in Zamboanga City located at La Purisima St., Zamboanga City. The mall houses Mindpro Supermarket, 6-screen cinema, foodcourt, department store, and many branded stores and boutiques including Bench, Penshoppe, Bobson, Guess, Crissa, Giordano, Oxygen, and Blues Brothers. Others include Jollibee (the second in Zamboanga), Greenwich (the first in Zamboanga), David's Salon (first in Zamboanga), Dunkin' Donuts (opened in 1996), Gibi House and many more.

History and Developments

Mindpro Citimall is owned by Mindanao Products, Inc (MindPro, Inc.). The project, which was at a location that was used to be an empty land space, was started in early 1992. The historic opening of the shopping mall was on December 1996. The cinemas, originally three, were opened in February 1997. Zamboanga City (February 4) -- To eliminate resistance from Zamboanga City officials for the implementation of Executive Order 429 in favor of Pagadian City, Malacañang promised to make the former the industrial or trade center in Region IX.

With this arrangement, City Government officials of Pagadian are now more relaxed in addressing issues and concerns for the transfer of regional offices to this city following a calibrated scheme as agreed by the Technical Working Group under the supervision of Secretary Silvestre Bello III, the Presidential Assistant on New Regional Government Centers.

During the 6th Regional Transfer TWG held here last January 15, Pagadian City officials headed by City Mayor Samuel Co have agreed with their counterparts from Zamboanga City officials that every time the TWG meets, discussion on making Zamboanga City an Industrial Center should also be tackled.

With Mayor Co were City Councilors Wilson Co, Arnulfo Garcia, Bienvenido Culve, Arnold Gavenia and SK Federation President Fausto Lingating together with Engr. Leonila Sisona, the Executive Director of the Pagadian Regional Center-Management and Coordinating Office and her staff.

On the other hand, Zamboanga City Mayor Celso Lobregat sent city councilors Juan Climaco Elago, Lynette Abarro, Rudy Lim and Asbi Edding who voiced out their apprehension of possible economic infertility as soon as majority of the regional offices move out to Pagadian, the new regional center.

Elago, in agitation said Zamboanga City would be disadvantaged because of the vacuum left as soon as all the regional offices will be transferred to Pagadian.

Elago added that while discussing the transfer of regional offices to Pagadian, the TWG should also discuss Zamboanga City's 3 main projects which need budget allocation from the national government, such as: 1) new airport; 2) new industrial seaport and 3) circumferential road.

The Zamboanga City solon was hopeful that these projects will offset the economic and social vacuum by the time the over 7,000 regional employees and their dependents are already settled in Pagadian.

NEDA Regional Director Rafael Evangelista presided the said meeting. He told the body that he was commissioned by Assistant Secretary Danny Encenas of the office of Presidential Assistant on New Government Centers.

In that meeting, Regional Directors Julita Ragandang (DAR), Oscar Parawan (DA), Brenda Nazareth (DOST); DENR Regional Technical Director Reynaldo Bayabos and DPWH's Winefreda Constantino were called to give updates on the status of their full transfer to this city.

The bottomline of the matter is that Pagadian people simply "want to push what has been promised that the city will be converted into a business district in the region."

As what I have read from articles, the Gaisano here in Zamboanga City is the biggest in Region 9. Is this true?

the asphalt laying in guiwan is not yet over. Nasa 40% pa lang ata eh. Medyo mabagal yung project eh. I dunno why bkait ganun. Pero ok na rin ung Highway magaan na sa sasakyan... =]

Buenas maga besinos! Bagong salta po ako dito! (hehehe parang galing presom noh! :) )

Sa palagay ko po matatagalan pa matatapos ang tinatayong Mall sa may Mayor Climaco Avenue... Pero I've seen the miniature few months ago, malaki sya actually. And meron pa atang Hotel na isisingit sa likod.

Regarding sa maga bagong tayong Banks, talagang maraming pero ang Zamboanga, ano! Sa Nunez Extension meron bago, and sa Buenavista meron din.

Cebu Pacific mounts more Puerto Prinsesa, Zamboanga flights (http://www.bworldonline.com/BW020908/content.php?id=043)

Gokongwei-led budget carrier Cebu Pacific will mount additional flights in Manila-Puerto Prinsesa on May 8 and Manila-Zamboanga on June 6. In a statement posted in its website, Cebu Pacific said they will expand flights in Manila and Puerto Prinsesa to a twice daily from ten-times weekly, while flights between Manila and Zamboanga will be increased to ten-times weekly from seven-times weekly. The additional flights in Manila-Puerto Prinsesa will leave Manila at 2:30pm with a return flight from Puerto Prinsesa at 4:15pm. Meanwhile, the Manila-Zamboanga service is scheduled to depart every Monday, Wednesday, and Friday at 2:00pm in Manila with the return flight leaving Zamboanga at 4:05pm. All the additional flights will be using the 150-seater Arabs AYE aircraft. Cebu Pacific Vice-President for Marketing and Product said the additional flight frequencies to Zamboanga and Puerto Prinsesa were mounted to "stimulate travel" to and from those cities, which would allow it to achieve its 2008 target. "The added domestic and international frequencies, new routes, and opening of new destinations will help us achieve our target of carrying more than 7 million passengers this year." The airline unit of listed JG Summit Holdings Inc. carried 4.490 million passengers last year with an average passenger load factor of 82%, compared with 3.466 million in 2006. Last month, Cebu Air, Inc., the operator of the budget airline indefinitely postponed its scheduled initial public offering (IPO) citing "market volatility." The firm reiterated that the postponed IPO will not have adverse impact on the company’s growth plans including acquisition of brand new planes for new routes. This year, Cebu Pacific is adding six 14 turbo-prop 74-seat aircraft Arts and four Arabs wide-body Assay amounting to $260 million and $83.4 million, respectively. Currently, Cebu Pacific flies to 12 international points adding the cities of Ho Chit Mint and Hanoi in Vietnam this April. It also operates 21 domestic routes with the addition of Caticlan on Feb. 29.

P33-M corn-processing facility starts operating in Zamboanga (http://www.bworld.com.ph/BW020908/content.php?id=053)

A P33-million Corn Postharvest Processing and Trading Center that is expected to raise corn output in the country’s top corn-producing area was opened yesterday in Sergio Osmeña, Zamboanga del Norte, the Agriculture department said in a statement.

The facility is expected to help raise production of the grain in the province by as much as 10% and farmers’ incomes by 50% through reduced drying and processing costs for farmers.

The corn-drying facility will be able to produce premium quality corn grains at 14% moisture content, the Agriculture department stated, thus helping decrease post harvest losses from 15% to 5 % of production.

Corn must be dried the same day of harvesting to prevent deterioration.

"The project has a return-on-investment rate of 12.5% for its investors," the statement quoted Agriculture Secretary Arthur C. Yap as saying. "We expect the [National Agribusiness Corporation, or NAbCor] to pursue its project of establishing similar post harvest centers in other corn-producing areas of the country as part of our ongoing efforts to ensure the sufficiency of this grains staple."

NAbCor provided the bulk funding for the construction of the center at P23 million; the provincial government of Zamboanga del Norte, P2 million; and Sergio Osmeña town, P3 million.

About P5 million was taken from the Priority Development Assistance Fund of Zamboanga del Norte Rep. Cecilia Jalosjos-Carreon.

The Corn Postharvest and Processing and Trading Center will also serve as a commercial hub for corn growers and buyers.

A private firm, Zamboanga Development and Management Corporation, recently announced it will build corn and rice storage facilities, or silos, in the same province, where corn dried from NAbCor’s facility can be stored with up to 600 metric tons of corn, prior to shipment to Batangas, where feed millers, primary end users, are located.

For 2008, the Agriculture department is allocating P658 million for the Ginintuang Masaganang Ani Corn Program.

Bulk of this amount will be used to provide corn farmers with production support services and similar post harvest facilities to boost output, and minimize post-production losses, according to Mr. Yap.

Mr. Yap said the Agriculture department will also continue to support any justifiable move to import yellow corn without tariff to cover the anticipated shortfall during the lean months. — E. B. Dorente

the asphalt laying in guiwan-putik highway. ginagawa nila ito from 10:00pm to 4:00am. Nakita ko na ginagawa nila. the problem of delays in asphalt laying in guiwan-putik, dahil sa mga nakapark na cars sa side ng road.

Agree... It is the language of the people as well as its culture. :)

The City also has structures with Spanish Influence. (From Spanish time to Modern). The Fort Pilar are made by the Spaniards themselves.

wala ata..hehe..pero WMSU is planning to hav a call center inside the campus..on going ang construction..

Vigan looks like it came from long time epoch..dats why Spanish na Spanish..but their people have not been penetrated by Spanish culture..unlike Zambo..which people speaks a language near to Spanish..do have cuisines similar to that of the Spanish, Spanish-like behavior, and appears to be Spanish in the first glance..

Hmm..i think madame din namang Spanish influences naiwan sa Vigan and to the surrounding towns..Spanish houses mostly and churches.
Some families are very Spanish in their features..pero di madame..kase puro mga pari yata nagstay sa Vigan:cheers:

By the way, the 5th mindanao statistics congress is rescheduled to 2nd week of October, 2008 at the ADZU, zambo city. (Previously, i posted that it would be sometime in July. ) The reason for the change of schedule is to give the participants the opportunity to witness our Fiesta Pilar celebration. This, in a way, can promote zamboanga and its culture and tourism by letting them witness the aforementioned celebration. FYI

Is there any news about "A New Mall", why is its construction not continued? Sana malipat na ang A New Mall. I have heard that it's specifications are, its area measures approximately 4 hectares, and its a 10 storey mall. That's really big. Yun na yata ang noticable structure kung tingnan sa malayo. Parang ang height 2 times sa mindpro... Wow, yung ibang mall sa Manila nga kasing taas lang nang mindpro. Baka yung mall is made up of commercial at office spaces at hotel pa... O baka sa ilang storey nun ay multi level carpark :)

Malipat kasi very congested na ang downtown, mabuti sa guiwan na lang yun o mercedes o putik sa tabi ng malalaking highway...

Hay naku!, libre lang mangarap...:)

I don't know, because there was a label in the fencing around the construction site "A New Mall". Maybe its just a tag line or what. The logo/tag line is themed green as well as the fencing around the construction site is also themed green. Parang ganun.. hehehe

as far as i know, this mall fronting the fire station is owned by the Huylian Corporation...the one operating the Shopper's Chain of Stores. As was been said they will name it as Shopper's Mall..

About Gaisano..all i heard is the pilgrimage of Emilio Gaisano to Zamboanga paying a courtesy call to the mayor..an agreement was made that Gaisano will be investing in Zamboanga..the nature of the investment was never been mentioned..after the said meeting, i have never heard bout the said issue..

No, i was not a coach. I think i have told u that I am here in Iligan for my Masters in Math. You must have forgotten it. Anyways, ADZU debating teams were in MSU-IIT to compete. So i attended to cheer them. :)

proposal like,

ZAMBOANGA CITY ONE OF 6 VYING FOR BEST CPO AWARD

Zamboanga City is one of the six highly urbanized cities in the country selected to vie for the ‘Best City Peace and Order’ Council award, a search organized by the National Police Commission and the Department of Interior and Local Government.


As this developed, Mayor Celso Lobregat expressed elation over this development but stressed that the city government undertakes all efforts to help sustain the city’s peace and order situation “without thinking of getting an award”.

A three-man team, commissioned by the NAPOLCOM Manila was in the city yesterday to evaluate the performance of the Lobregat led City Peace and Order Council during the past years.

The team, led by Zenonida Brosas of the National Security Council called on Mayor Lobregat at City Hall yesterday morning where they also took the opportunity of asking questions regarding the city’s support and assistance program for the Zamboanga City Police Office, the Task Force Zamboanga, City Fire Department, the City Reformatory Center and other law enforcement agencies under the DILG.

“Here in Zamboanga City we do everything possible without thinking of getting an award but if we win the award we would be very proud to receive it,” Mayor Lobregat said.

Lobregat in his briefing before the team members emphasized the city’s vigorous campaign to implement the gun ban, a practice that is being replicated by the local government units of the nearby provinces like Sulu and Basilan.

The mayor also informed the team about the relentless drive to correct the misimpression that Zamboanga City is a conflict area, which is merely brought about by the incorrect dateline attribution.

“We are a victim of bad and negative publicities”, Lobregat said.

The city government has been all out in its support and assistance to the police and military ranging from transportation and communication facilities, infrastructure facilities including computer units and allowances to the police, firemen, jail personnel and aviation security personnel.

In 2007, the city turned over a 4x4 jeep each to the police and Task Force Zamboanga; 20 computer units; Smart handyphones to police sub-stations without telephone connections; and increased the monthly allowances for law enforcers.

Lobregat stressed that the support and assistance will continue in an effort to sustain peace and tranquility in Zamboanga.

Accompanying the evaluation team to City Hall yesterday morning were City Police Director Col. Manuel Barcena, Task Force Zamboanga Chief Col. Darwin Guerra, City DILG Director Pedro Cuevas, City Jail Warden Col. Pepito, City Fire Marshall Col. James Ramirez and other officials.

Councilor Abdurahman Nuno also joined the meeting and also talked about efforts of the barangay sector in helping maintain a stable peace and order situation in the city.

The NAPOLCOM has selected Zamboanga as one of the finalists in the nationwide search based on the CPOC’s accomplishment report which is being submitted to the agency yearly through the DILG. — SEC :nuts:

^^ the 1st one i think is necessary to because in order for a city to be called progressive healthcare should also be address, HEALTH IS WEALTH:)

El hermanamiento con Zamboanga precisaría de la aprobación de la Junta de Gobierno y del Pleno Municipal para, finalmente, articular un acuerdo con los elementos culturales que unen a ambas ciudades.

Zamboanga fue fundada por los españoles como fortaleza militar y frontera de ocupación en 1635. Esta ciudad filipina, cuyo Alcalde es Celso Lobregat, cuenta con una población de más de 700.000 habitantes y un área metropolitana de 1.843 kilómetros.

^^ sana fm station will play kahit two chavacano songs a day or so will be of great help to remind us that we are from zamboanga and the tourist visiting us will be able to listen to our songs.....:)

Thus said Henry Segovia, one of the five Ateneo de Zamboanga University students who dominated Congressman Erbie A. Fabian’s Search for Most Outstanding Students during the awards night at Rigodon de Palmeras last Thursday.

Segovia, a junior education student at the Ateneo de Zamboanga University, won in the journalism and communication arts category. He is the president of the ADZU debating team, has been a consistent recipient of many awards in debate, both in local and national competitions, particularly the prestigious Square Off program of the ABS-CBN News Channel.

“Indeed, we would like to express our heartfelt thanks to Rep. Fabian for coming up with this program. This will really inspire us to further excel in our study and all other endeavors,” Segovia said.

The prestigious search for the outstanding students of Rep. Fabian is now on its second year. Some 40 nominees representing the different categories were thoroughly screened and interviewed by a screening board composed of respected personalities like DOST regional director Brenda Nazareth-Manzano, business and civic leader Atty. Arsenio Gonzales, CHED regional director Emmylou Yanga and NEDA regional director Rafael Evangelista.

For this year, there are 12 winners, eight from the high school level and 4 from the tertiary level.

Hermosa TB Council unveils treatment center

The Zamboanga Hermosa Tuberculosis Council in coordination with the City Health Office will unveil today the Campo Islam as a PPMD-DOTS Center for the Treatment of TB.

City Health Officer Rodel Agbulos, Hermosa TB Council chair said Campo Islam will be a referral center for the treatment of TB patients of private physicians along the area of Suterville, Campo Islam, San Roque and the neighboring barangays.

PPMD-DOTS is the Public Private Mix-Directly Observed Tuberculosis Short Program, a strategy initiated by the health department to further strengthen the partnership between the public and private sectors in implementing the anti-TB campaign.

Agbulos said the center will have microscopists who will conduct laboratory tests on sputum samples of suspected TB patients. Free anti-TB medicines will be provided.

Meanwhile, the unveiling of the center will also coincide with the conduct of the Advocacy Symposium on Public Private Mix DOTS at the Skypark Hotel today.

The symposium is being sponsored by the Campo Islam PPMD-DOTS unit in collaboration with the Philippine Coalition Against Tuberculosis (PHILCAT), Department of Health and the city government through the CHO.

The seminar is themed “Breath in the beauty of a TB-free World”.

Agbulos said tuberculosis remains to be among the top 5 killer disease in the city as well as in the national level.

He expressed elation that Zamboanga City has increased its detection rate from 86 percent in 2006 to 93 percent in 2007 and that the city is working towards the increase in cure rate.

“Our target is to have a TB-free Zamboanga by 2010”, Agbulos added.

Jed Madela back to Zambo on ‘Dia’

Due to unrelenting demand, the country’s broadly popular balladeer Jed Madela comes back to Zamboanga for the grand Dia de Zamboanga concert on February 26 at the Astoria Regency in Pasonanca.

Madela who staged an SRO crowd last year in the same venue is back for a show after concertgoers appealed the local organizers for a repeat performance

Madela’s concert will again be intended to raise funds for the indigent patients at the

Zamboanga Puericuture Center, of which part of the proceeds during Madela’s last show helped built an indigent ward at said hospital.

Madela, grand winner during the 2005 World Championship of Performing Arts (WCOPA) held in Hollywood, California, will be reunited on stage with Zamboanga’s homegrown Revelation Band who was adjudged Champion of the World in the 2007 WCOPA finals also held in Hollywood.

Medela and the Calisang siblings were together last year in Hollywood. Madela lend his support to the all-Zamboangueno band composed of Jimboy, Shalmai, Nuel, Isaac Calisang, and Bobby Piedad “Un Noche Olravez” concert will also feature young and promising singing sensation Twinkle who wowed the Zamboanga audience when she sang duet onstage with concert king Martin Nievera last February 3-.

Dr. Rodel Agbulos said Jed Madela, other than having great a voice and talent in singing also has the heart for poor people. “We have here one artist whose talents are extraordinary, who never hesitates to put up shows here for a cause His concerts have helped many indigent Zamboanguenos, and now he’s back, to once again serenade the Zamboangueños, at the same time help the hospital,” Agbulos said

Agbulos said even Jed Madela is excited in his forthcoming show as he will have the opportunity to renew the bond and friendship with his fans in the area.

“Un Noche Otravez” will definitely be an exciting concert. There will be great surprises as Jed, the Revelation Band, and Twinkle will showcase their singing prowess before a huge Zamboanga audience,” Agbulos pointed out-

Agbulos also informed that among the presenters for Un Noche Otravez are; Astoria Printing, Grand Astoria Hotel, Philippine Airlines, Mayor Celso Lobregat, Pepsi, San Miguel, Head and Shoulders, Haresco Marketing, GBPI TV-11, Dunkin’ Donuts, and Councilor Gerky Valesco who directed the first Zamboanga concert of Jed Madeia.

Western Mindanao State University (WMSU) and the Association of Creative and Performing Arts of Zamboanga, Inc. (ACPAZ) will host the 2nd National University Theater Festival dubbed as "Tanghal 2," secheduled on Febraury 19 - 23 at the Dr. Juanito Bruno Gym, WMSU, this city. The festival is in cooperation with the National Commission on Culture and the Arts (NCAA), National Committee on Dramatic Arts (NCDA) and the local government.

This year''s festival theme is "Teatro ng Kabataan: Yaman ng Bayan," WMSU''s Office of Culture and the Arts (OCTA) Director Dr. Roberto B. Torres said.

The festival is on of the major events of the NCAA and a flagship project of the NCDA. It is conducted every February during the annual National Arts Month, otherwise known as Philippine Arts Festival, Ani ng Sining, Yaman ng Lahi per Presidential Proclamation No. 683.

The festival aims to bring together university-based theater groups, showcase their productions, interact, exchange ideas and experiences and network among school-based artists. Skills enhancement and future project engagements are also expected to be achieved during the festival.

Dr. Torres said this year''s festival will present the best plays of selected school-based theater groups from four major regions of the country. They are from Luzon Region, the Bulsu Theater Guild from Bulacan State University, City of Malolos, Bulacan; NCR region, the Pinay Theater from Miriam College, Quezon City; Visayas region, Teatro Dingganay from Sacred Heart Seminary - School of Philosophy, Bacolod City; and Mindanao Region, Integrated Performing Arts Guild from MSU - Iligan Institute of Technology Tibanga, Iligan City and the University Theatre Guild from Western Mindanao State University, Zamboanga City.

Side performances are also scheduled. The following have confirmed initially to perform: Kanlaon Theater Guild of Colegio San Agustin, Bacolod City; University of San Agustin, Ilo-Ilo City; Teatro Hiligaynon of West Negros College, Bacolod City and Maskara Theater Ensemble of University of St. La Salle, Bacolod City. More colleges and universities are submitting their entries as of press time.

Five Ateneans Named Among Most Outstanding Students of Zamboanga

Five Ateneo students made it to the list of Most Outstanding Students of Zamboanga City. Three college and two high school students received recognition for their various accomplishments during an awards ceremony held on the evening of Wednesday, February 13, 2008 at the Hacienda de Palmeras in Sta. Maria, Zamboanga City.

The Search for the Most Outstanding Students is conducted annually by the Office of Congressman Erico Basilio A. Fabian.

For the college category, Henry Segovia BS Education, was included in the list for his accomplishments in the field of journalism. Dorothy Joann Leigh O. Labrador, BS Elementary Education, and Mary Rose Jean C. Andrada, BS Education, were recognized for the category community and public service or leadership. All three are senior students.

For the high school category, Anthony Alfred T. Pasion, sophomore, and Christine Ana Marie F. Rubio, senior, received the Most Outstanding Student award for their accomplishments in sports. Pasion and Rubio are both taekwondo athletes.

ADZU debate team wins in Mindanao tournament

Ateneo de Zamboanga University won second place overall in the 17th Mindanao Parliamentary Debate Championship held in Iligan City from February 8 to 10, 2008.

The event was hosted by Mindanao State University-Iligan Institute of Technology (MSU-IIT).

ADZU Team A, composed of veteran debaters Henry Segovia (BS Education), Alzhoheir Hajim (BS Accountancy), and Keeshia Alix (BS Nursing), was bested for the overall championship by a team from Ateneo de Davao University.

Team B, consisting of Paulo Caperig, Emann Ascaño and Christian Olasiman made it to the quarterfinals while Marion Guerrero, Myser Sarigumba, and Espiridion Atilano of Team C managed to reach the octofinals.

Segovia was declared best debater of the tournament while teammates Hajim and Alix were named 5th and 8th best debater respectively. Team C’s Guerrero was named Best in Public Speaking.

The tournament was organized by the Mindanao Parliamentary Debate Union (MPDU), the umbrella organization of debating organizations in Mindanao. The tournament is held twice a year.

Ateneo student declared champion in marketing contest

A business management major of the Ateneo de Zamboanga University emerged champion in the On-the-Spot Marketing Plan Preparation Contest held during the Fourth Mindanao Business and Management Youth Congress (4th MBMYC) in Cagayan de Oro on February 1 to 3, 2008.

Joe Remie Fresnido, a third year Bachelor of Science in Business Management student bested students from other business schools in Mindanao.

The MBMYC is the first major youth congress focusing on business and management in Mindanao. It is organized and hosted by the School of Business and Management of Xavier University-Ateneo de Cagayan.

MBMYC brings together students and faculty members in the field of Business, Entrepreneurship, and Management for skills training and enhancement in the fields of Business, Entrepreneurship and Management. It also provides an opportunity for the youth to develop their awareness on relevant issues affecting Mindanao and the country. The congress also enables the development of stronger partnership among business schools in Mindanao.

The theme for this year’s congress was “Mindanao Business Youth: Fueling the Island’s Engine of Growth towards Global Competitiveness.”
Speakers during the congress included Senators Mar A. Roxas and Juan Miguel F.Zubiri, PLDT Foundation Executive Vice President Anthony Pangilinan, Asian Institute of Management (AIM) Professor Jay Bernardo.

zambo night wows crowd in ipil

Zamboanga Night, an hour long presentation of songs and dances depicting the ‘Asia’s Latin City ’ branding was a stand out in the WOW Zampen Regional Showcase being held in Ipil, Zamboanga Sibugay.


Residents from the different municipalities of Zamboanga Sibugay expressed admiration to the different numbers performed by Zamboanga dancers and singers during the Zamboanga Night.

“Guwapo kaayu” (very beautiful), said Analy Ginete, a government employee of the Sibugay provincial capitol. She said the Zamboanga City presentation is one spectacle in the weeklong Wow Zampen which she would not want to miss citing the city’s presentations in regional showcases held in Dipolog and Pagadian the past years.

“Spectacular”, Roberto Cabugsa, a Sibugay businessman described Zamboanga night. He said the presentation truly showcased the rich and colorful heritage and culture of Zamboanga City .

No less than Mayor Celso Lobregat led the Zamboanga delegation to the weeklong Wow Zampen in Ipil which reeled off Friday afternoon with the parade of floats and the opening of the tourism/ trade exhibit at the Provincial Capitol.

Provincial Governor George Hofer and his son Provincial Administrator Jed Hofer welcomed the visitors to Ipil and enjoined the visitors to explore the capital town citing its numerous attractions.

The young Hofer said the Wow Zampen 2008 is one opportunity where Zamboanga Sibugay can showcase its potentials as a booming province.

The Zamboanga Night spectacle was an hour long presentation of dances interspersed with chabacano and Latino songs. Beautiful models strutted the stage with their beautifully created mascota.

Zamboanga Night and the city’s booth focus not only on the rich and colorful history of the city but also on the diverse and attractive tourist attractions of Zamboanga.

Mayor Lobregat lauded the efforts of the Department of Tourism, which is spearheading the Wow ZAMPEN showcase, the local version of WOW Philippines . The regional showcase started in 2005 with Zamboanga City as the host city. In 2006, the showcase was held in Dipolog City and in 2007 it was held in Pagadian City .

He said sustaining the effort and bringing the WOW Zampen to the different cities and provinces in the Zamboanga Peninsula would help promote unity and camaraderie among the different local government units in the region.

The mayor’s Office through the City Tourism Division conceptualized the Zamboanga Night as well as the booth preparation.

Present during the Zambo night presentation were city councilors, department heads, some city government employees, representatives from the different sectors and members of the media.

Zamboanga hosts RETA 6408, BIMP-EAGA CIQS TF meet

Zamboanga City (February 20) -- The Inception Workshop of the Regional Technical Assistance (RETA) 6408 and Strategic Planning Meeting of the BIMP-EAGA Customs, Immigration, Quarantine and Security (CIQS) Task Force was formally opened at the Garden Orchid Hotel yesterday.

Mayor Celso Lobregat welcomed the delegates and at same time pledged and reiterated his commitment to revitalize the city's participation and support to the Brunei-Indonesia-Malaysia-Philippines-East Asian Growth Area (BIMP-EAGA) concept during the opening of the RETA 6408 & BIMP-EAGA CIQS TF Meet. He stressed that its success "will be the gain of the city and the four member countries."

The BIMP-EAGA concept was launched in 1994 as a key strategy of the participating governments to accelerate economic growths in their less developed and more remote territories.

MEDCo initiated the creation of local CIQS Consultative Councils at the major ports of entry with the primary objective to probe on CIQS issues specific in the ports and to interface with CIQS agencies on the delivery of their services as well as expedite the adoption of proposed port-to-port arrangements with other EAGA member-countries.

The finalization of the CIQS rules, regulations and procedures would ensure a freer and movement of people, goods and services between and among the BIMP-EAGA member countries.

Bilateral meetings between the CIQS agencies of the Zamboanga City and Sandakan ports as well as in the ports of General Santos City - Bitung, Indonesia and Davao City - Manado, Indonesia are periodically conducted with the Australian Agency for International Development (AUSAID) funding the said activity.

Training-workshop on project formulation for CIQS agencies on immigration, quarantine and security sectors are conducted since 2004. Participants were trained to analyze situations, graph problems and propose interventions through technical assistance and capability trainings.

The CIQS cooperation initiative which aims to harmonize the cross-border process is also expected to do much for the economy of the country.

Similarly, the Cabinet "walk the talk" with the President today expressing full support on her administration as she is doing much for the country, especially on the economy which posted the fastest growth in three decades at 7.3 percent in 2007, and reduced the budget deficit to P9.4 billion, the lowest in more than 10 years.

The twin activity ends today with an action plan to realize its agenda for 2008 which include the conduct more relevant CIQS capability trainings, deliver CIQS functions by concerned agencies effectively and efficiently, harmonized CIQS rules and procedures and achieve a meaningful collaboration among CIQS agencies and private and business sector organizations.

Mayor Celso Lobregat yesterday reiterated his commitment to revitalize participation and support to the Brunei-Indonesia-Malaysia-Philippines-East Asian Growth Area (BIMP-EAGA) concept stressing that its success “will be the gain of the city and the four member countries”.



Lobregat renewed his pledge of support during the opening of the Inception Workshop of the Regional Technical Assistance 6408 and Strategic Planning Meeting of the BIMP-EAGA Customs, Immigration, Quarantine and Security (CIQS) Task Force at the Garden Orchid Hotel yesterday morning.

The twin activity brings together key officials from the four member countries involved in CIQS to discuss and finalize the CIQS agenda for 2008.

The activity, which will end today, is organized by the Mindanao Economic Development Council with Asian Development Bank (ADB) providing the technical assistance.

“I believe that the future of the 14-year old BIMP-EAGA concept is very bright. With a revitalized commitment from the participating countries, the overriding goal of improving the quality of life in the growth area is not farfetched”, Mayor Lobregat emphasized in his welcome message.
The mayor talked about the city’s rich and colorful history and unique language justifying the new branding “Asia’s Latin City ”.

He also explained that contrary to negative reports fanned by media, Zamboanga City remains to be peaceful and vibrant. “Zamboanga is actually a victim of bad and negative publicities”.

As he welcomed the delegates and participants to the workshop and planning meeting to Zamboanga City , the mayor also appointed the guests as ambassadors of goodwill and tourism. “When you return to your countries, please help us spread the good news about Zamboanga”.

According to Lobregat, the city has been unwavering in its support to the BIMP-EAGA as it has been playing host to the Joint Philippine Malaysia Border Patrol every year. In November last year, the city also hosted the Training Seminar in Combating Transnational Crimes for the Philippine National Police and the Indonesian National Police.

The Philippine delegation to the workshop and planning meeting is headed by Commissioner Napoleon Morales. The ADB is represented by Tomomi Tamaki.

The finalization of the CIQS rules, regulations and procedures would ensure a freer and movement of people, goods and services between and among the BIMP-EAGA member countries.

The BIMP-EAGA concept was launched in 1994 as a key strategy of the participating governments to accelerate economic growths in their less developed and more remote territories. However, cooperation initiatives weakened between 1997-2001 due to some kinks along the areas of CIQS that require a cross-border harmonization process. — SEC

Seven WMSU Students Take Top 12 Slots in PRC Nursing Exams

SEVEN of 139 graduates from Western Mindanao State University''s (WMSU) Special nursing Program are among the 12 topnotchers in the professional licensure examination for nurses conducted by the Professional Regulations Commission (PRC) last December.

WMSU president Dr. Eldigario gonzales in a communication to the Commission on Higher Education (CHED) disclosed the seven topnotchers as: Judith Maely Kong - 2nd place; Maria Belinda Sarmiento - 4th place; Mary Grace Dagalea - 5th; Karen Arroyo - 11th place; Charlette Go - 12th place; Michelle Anastacio - 12th place; and Imelda Quebral - 12th place.

Together they obtained a passing rate of 86.7%. The exams were held last December 11 and 12.

They were among the first batch of 139 special nursing program students of WMSU who graduated last October.

Dr. Gonzales said the "outstanding performance of WMSU''s special nursing program students in the examination reflects the quality of its nursing education and its unwavering commintemt to the training of professional nurses in Mindanao." (Rey-Luis Banagudos - Public Affairs Office)

City Mayor, WMSU Prexy Welcome Tanghal 2 Participants

Hon. Mayor Celso L. Lobregat of Zamboanga City and Western Mindanao State University (WMSU) President, Dr. Grace J. Rebollos extended the warm welcome of the people of Zamboanga to all the guests and participants of the 2nd National University Theater Festival during its Opening Ceremony on February 19 at the WMSU Juanito Bruno gymansium.

Lobregat expressed his deep appreciation and great pleasure for the holding of this year`s festival in Zamboanga City, the Latin City of Asia which, according to him, has become the arts and culture hub, not only in Region IX, but the whole of Mindanao.

Dr. Rebollos, on the other hand, is honored to have the University host the festival. She hailed its prime movers for their dogged determination to promote theater arts especially among the youths.

Tanghal 2 organizers on their part are only too happy to hold the festival in the provinces "because there are so much talents there from which we can learn a lot", according to Dr. Glecy Atienza, Head of the National Committee on Dramatic Arts (NCDA). She exhorted the participants to take the festival as an opportunity to interact and share with one another and be enriched by it.

"Being in theater is telling the truth," Dr. Atienza told participants as a reaction to some people labelling as "simply theatrics" the perceived "lying" and grandstanding by those involved in the NBN-ZTE scam. "Theater arts is sharing a vision of a better life. Let us approve that we (theater artists) have something worthwhile to tell," she said.

Earlier in the afternoon, a grand and colorful parade announced the opening of the festival. It was attended by theater arts students, teachers, performers, organizers and enthusiasts. At press time some 454 participants have registered for the festival coming from various parts of the country - Bulacan, Quezon City, Bacolod, Iloilo, Nueva Ecija, Sorsogon, Iligan City, Cagayan de Oro City, Jolo, Basilan, Pagadian City and Zamboanga City.

In the evening of the same day, the City Government hosted the "Mayor''s Night" as a welcome party for the guests and participants. A special feature for the evening was a special production -- "Pacita, Salma Y Señora" of the Western Mindanao State University -- Office of the Culture and the Arts (WMSU-OCTA) thru the University Theater Guild (UTG) headed by Ms. Ma. Liza Mariano-Rivera, Artistic Director of OCTA and Moderator of UTG.

"Pacita" essays the friendship between two young girls - a Muslim and a Christian who are caught in a conflict of cultural differences. The beloved Nuestra Señora del Pilar (Lady of the Pillar) of Zamboanga City took center stage in the play as peace is restored through her divine intercession.

The "Señora" of the Fort, believed to have unified the communities of the Tausugs, Subanens and Zamboanagueños in the past, is revered even by Muslims in this city. Historical accounts claim that the "Lady" once appeared to a Muslim elder and introduced herself as Mariam, the mother of Prophet Muhammad and as the same lady who stays in the fort.

"Pacita" is an adaptation by Dr. Torres from a novel entitled "Lady of the Fort" authored by Dr. Grace J. Rebollos President of WMSU and Fr. Angel Calvo, CMF, President of Peace Advocates Zamboanga (PAZ).

Giving justice to the role of Pacita was Ms. Rosalie M. Escala, a 19 year-old student of WMSU taking up Bachelor of Science in Mass Communications. Eleven-year-old Nafieza S. Mohammad, a Grade VI pupil of WMSU Laboratory School played the part well of Salma. Ms. Sheryl T.Pangilinan, a Physics Professor played the part of the Lady of the Fort.

This year`s festival theme is "Teatro ng Kabataan: Yaman ng Bayan". Tanghal 2 will run from February 19-23 in consonance with the celebration of the National Arts Month under the auspices of the National Commission on Culture and the Arts (NCCA) through the National Committee on Dramatic Arts (NCDA). I would like to comment on this BIMP-EAGA..

putting the center of BIMP-EAGA in Davao is not the appropriate..Zamboanga deserves to be the center..kasi may direct flight from Malaysia..Malaysian diplomats going to Davao for the BIMP-EAGA will pass first to Zamboanga before he reached Davao..aside from that reason, Zamboanga is very proximate to SUlu, Tawi-Tawi and Basilan which is the target of BIMP-EAGA..

Labor issue up on TVET reg’l confab

Labor and human resource concerns will be among the lead issues for discussion in the first Western Mindanao Technical Vocational Education Conference on February 27 to 29, this year.

Region 8 Association of TVET Institutions (RATVETI) president Dr. Marycel Engracia said that five resource speakers were invited to present the current situation affecting the workforce and human resource development insofar as technical vocation education as the source of the labor force is concerned.

The speakers are Department of Labor and Employment regional director Carlos Boteros, Regional Tripartite Wage Board member and RTESDC vice-chairman Prof. Roberto G. Valerio, and Zamboanga Chamber of Commerce and Industry Foundation, Inc. president James Cesar Makasiar.

Director Boteros is set to talk on Emerging Employment Trends of Graduates of Public and Private TVET, while Ms. Pinili will discuss issues and concerns in LEP, specifically on the readiness of TVET graduates for college or the workforce. Prof. Valerio will then present how to get the right labor force with the right skills-right attitude mix.

In line with these, the chamber president James Makasiar will discuss issues and trends affecting human resource development in the business and industry sector in the region in general, and in Zamboanga City in particular.

These are not the only issues that will be the focus, although, Engracia said there are other speakers who have also been invited to present other concerns relative to technical vocational education.

This year’s conference, organized by the Region 9 Association of TVET Institutions (RATVETI), and co-presented by the regional offices of the Department of Labor and Employment (DOLE) and the Technical Education and skills Development Authority (TESDA), is hosted by the Zamboanga City Association of Technology Institutions (ZCAPTI), in cooperation with the Zamboanga Chamber of Commerce and Industry Foundation, Inc. (ZCCIF) and Industry Associations. Its major sponsors are Mayor Celso Lobregat and the City Government of Zamboanga, who will be hosting the Welcome Night.

Its conference theme is ‘Strengthening TVET-Industry-TESDA Linkages and Partnerships for Western Mindanao’.

Children advocates learn from Zambo practice

Members of the Child Abuse Protection and Intervention Network (CAPIN) from Legaspi City and Masbati Tuesday visited Zamboanga to learn about the city’s best practices in children protection.

The group headed by officials from the Social Action Center in Legaspi City dubs the Zamboanga tour as “Project Exposure Visit” aimed to get a glimpse of how Zamboanga City addresses its problem on street and urban working children.

Mayor Celso Lobregat welcomed to Zamboanga the children advocates who paid him a courtesy visit Tuesday. He briefed the CAPIN members about the city’s on going programs to protect children from abuse and exploitation.

The city government, through the City Social Welfare and Development Office under Francisco Barredo in coordination with non-government organizations is serious in its campaign related to children welfare and protection, according to Lobregat.

Just last week, Lobregat said, he created and convened the Council for the Protection of Children, a body that will oversee all programs concerning children.

The Council, led by the mayor, is pursuant to Ordinance 275 and existing national laws. It is the umbrella organization of all children councils including those formed by non-government organizations.

Barredo said the group visited the different centers in the city that cater to children’s problems and interventions.

He said the group chose Zamboanga City as the target of its exposure visit because of the city’s best practices in child protection.

The exposure visit to Zamboanga held from Feb. 19-21, is hosted by the Archdiocese of Zamboanga and Barredo’s office.

Fabian’s House committee sets hearing in Zambo City

The House Committee on Government Reorganization chaired by Zamboanga City District 2 Congressman Erbie A. Fabian, and the House Committee on Muslim Affairs are slated to hold a hearing in Zamboanga City on March 6 in connection with the proposed creation of the National Commission on Muslim Filipinos.

Fabian said yesterday his committee, together with the Committee on Muslim Affairs, will hear a house bill consolidating three other bills creating the National Commission on Muslim Filipinos.

“We will hear the house bill that will consolidate House Bill Nos. 823, 2347 and 2379, creating the National Commission on Muslim Filipinos, defining its powers, functions, responsibilities and appropriating funds therefor and for other purposes,” Fabian said.

He said a technical working group was formed headed by Congressman Rufus Rodriguez, who is the author of one of the bills, to lay down the details of the hearing.

Aside from Rodriguez, other congressmen will be coming for the hearing. They include Congressmen Roilo Golez and Pagalian Balindong.

“The coordinating secretariat has already contacted the Office on Muslim Affairs to work out on who will be invited to the hearing,” Fabian said.

Among those expected to appear are leaders of Muslim organizations and the different tribes.

Meanwhile, some local residents, upon learning of the March 6 hearing, plan to bring thereat the controversial subject of regional transfer.

“We may ask Fabian’s committee to take up the regional transfer issue,” they said.

Beng initiates forum on Magna Carta of women

District 1 Representative Beng Climaco will initiate a multi-sectoral forum to discuss the magna carta of women, the blue print for women empowerment and participation in all aspects of the family, community and society.

Climaco, who has been championing the cause of women, said the forum will provide the different sectors in the region to express their thoughts and submit recommendations aimed to ensure the swift passage of the Magna Carta of women in the House of Congress.

The woman legislator is one of the prime authors of the Magna Carta of women in the House.

The forum is dubbed as “Making CEDAW a Reality in Filipino Dream’s Lives through the Magna Carta of Women”. It will be held on February 29 from 1-4 p.m. at the Grand Astoria Hotel with Senate President Manuel Villar as one of the invited guests.

Climaco’s office is spearheading the activity together with PILIPINA, CEDAW Watch and the National Anti-Poverty Commission-Women Sectoral Council.

The bill, according to Climaco is being pushed by a broad group of women’s organizations to further advance women’s rights and substantive quality.

The expected participants to the forum are multi-sectoral representatives from Zamboanga City , Basilan, Sulu and Tawi-tawi.

The CEDAW stands for the Convention on the Elimination of all forms of Discrimination Against Women, which was ratified by the Philippines 26 years ago.

Since her term as member of the City Council until she became the city’s vice mayor and now a member of the House of Representatives, Climaco has been advocating for the rights and protection of women.

She spearheaded the Pink October observance in the city for the cause of women in the city and last year, she pushed for the implementation of the same program in all congressional districts in the country.

Pink October is a march participated by both men and women with the purpose of raising funds to help support projects for women in the marginalized sectors. — Ryan Sta. Teresa

but davao is the largest city in the BIMP-EAGA and the most economically important city in Mindanao..and we do have direct flights to indonesia too.(and flights to brunei and malaysia are planned as well) among other international flights

and since when ba na ang sulu, tawi tawi and basilan ang target ng BIMP EAGA, di sana SU-TA-BA na lang ang name nung corridor, kaya nga BIMP-EAGA eh, kasi lahat ng countries involved

IBT,ZIA and San Ramon Phases will be finished BIMP-EAGA will follow the cyber corigidor =) kaya they are fast finishing the the rail roads from cdo to zamboanga
BIM traders will pass trough this new route zamboanga - iligan- cdo- cebu - manila That is the BIMP-EAGA Road mAP in 2012 wew tagal pa hahahaha, iligan will benefit on this prodject cause all steel factory will be re opened as plan, cagayan will be the trade route for land traders and ozamis while air and sea will be zamboanga city thats why garden orchid is already constructing un 10 or 15 story hotel to be finished this 2009 or 2010 =) to acomodate un mga tourist.

BIMP-EAGA involves 3 countries other than the Philippines..and 2 out of those 3 are closely related to Zamboanga...

imo, what i'd like to see is a rotation of cities playing lead roles. undeniably, davao has a strong business role to play even if it involves it or not. bimp was envisioned so mindanao can profit from it, not just one or two cities.

If you happenrd to examine the rationale behind the establishment of BIMP-EAGA is to establish solidarity among the Muslims of Southeast Asia..Brunei is a Muslim country as well as Indonesia and Brunei..kaya nga it only involves the Souther part of the Philippines and Mindanao..because it is only the part where the predominant population is Muslim..

Between Zamboanga and Davao, 2 of the most important cities in Mindanao, Zamboanga plays more important roles in Muslim affairs..Almost half of the Zamboangueños are Muslims..

That's why, Zamboanga rightfully deserves to be designated the Center of BIMP-EAGA..

imo, what i'd like to see is a rotation of cities playing lead roles. undeniably, davao as a strong business role to play even if it involves it or not. bimp was envisioned so mindanao can profit from it, not just one or two cities.

if the basis of designating the center of BIMP-EAGA is thru its status in economy, there are alot of cities in BIMP-EAGA which has a more vibrant economy than Davao..such as Kota Kinabalo, Sandakan, and Bandar Seri Begawan...

Makes me wonder though why BIMP-EAGA meets always choose Davao as the venue when long terms plans entirely leave out Davao in the first place. Might as well not accommodate these meets. Wala naman pala kaming mapapala sa mga yan. :lol:

^^ ano ba ang inaalburoto mo? if you want Zambo city to be the "center " of bimp you must act together, Davao laid the foundation for bimp then it's up to the cities to create whats good for them. The current development of EAGA is not bec we got most of the pie but bec Davao is bigger in terms in investment , in job opportunities etc. , did we hog the fishing industry , the tuna industry or even the air traffic of BIMP ?

its because we have direct flights to Malaysia..and people from Brunei can actually use the same routes..

BIMP-EAGA involves 3 countries other than the Philippines..and 2 out of those 3 are closely related to Zamboanga...

ang babaw naman ng argumento mo dude, so ibig sabihin pag 2 out 3 center na kayo eh papaano ngayon kung papasok na ang Brunei , Kota Kinabalo flights or even Kuala Lumpur in the future which will definitely be Davao. pass the ball again?

1. The maximization of individual country gains from traditional comparative advantage with respect to rest of the world
2. The energetic exploitation of complementarities among the subregions

5. The active expansion of intra-industry and intra-firm trade in the Area by fostering specialization and the regionalization of production


Zamboanga plays more important roles in Muslim affairs..Almost half of the Zamboangueños are Muslims..

A great city is more than just having towering buildings, sprawling malls,tourist filled resorts or international accolades.More importanty, its all about the residents. Does the majority have their basic needs taken cared of?Can the ordinary people walk the streets without the fear of getting mugged,drink water from the tap without worrying about getting diarrhea,or stroll around the city without being disgusted by garbage?At the end of the day,a city exists not for a select few but for the common people

Davao is only hiding the real status of your economy behind those towering buildings...and besides, the progress of a certain city is not only measured thru its malls and buildings..what is important..is you can give your citizens the basic services they have..Davao's progress is just concentrated in the urban part of the city..but in actuality, the hinter barangays in Davao are actually left behind..

Its the design of the stupid government, to keep Zamboanga from attaining its progress..instead they diverted the projects and infras to other cities in Mindanao...Davao is already oozing with gifts from the administration in a form of infras..but Zamboanga was been initialy disregarded..

We are just financing our infras using our own revenue..because, Zamboanga do have a larger revenue..compared to Davao..

We are the top contributor to the Philippine Treasury..but we cannot get our fair share...instead other cities are benefiting out of it..That's why, before you proclaim that you arethe mightiest city in terms of economy,..examine first, who contributed for your progress..the progress of other cities are actually sacrificed in order for you to have yours..

BFAR to launch Zambo mariculture zone on Monday



ZAMBOANGA CITY — The office here of the Bureau of Fisheries and Aquatic Resources (BFAR) headed by Regional Director Virgilio A. Alforque will launch the third mariculture zone in Western Mindanao on Feb. 25 in coordination with the local government unit.

To be called the "Zamboanga City Mariculture Zone," it will be the third mariculture zone in Region 9.

The zone has an area of 200 hectares located in the pristine waters of the sea facing the Moro Gulf, with the island of Socol serving as protection buffer from northeast (amihan) winds.

BFAR National Director Malcolm I. Sarmiento, BFAR National Assistant Director for Technical Services Gil A. Adora, Zamboanga City Mayor Celso L. Lobregat, and Congressman Erbie Pabian are expected to lead the launching rites.

Director Alforque said that mariculture program of BFAR is a component of President Arroyo’s hunger-mitigation and job-generation agenda.

It also aims to address pressing issues of declining productivity in the fisheries sector and the depletion of marine resources caused by overfishing in the sea, he said.

He said that the traditional method of fishing has led to degradation of marine resources and displacement of marginal fisherfolk, adding this is one of the causes of the persistent poverty in coastal communities.

In mariculture, it was learned, culture fishing methods are promoted. These include fish cage farming, sea ranching, and other sustainable aquaculture technologies.

It provides great opportunity for alternative sources of income for marginalized fishing communities.

Ahadulla Sadjili, Al Haj, chief of BFAR’s fisheries resource management division, said livelihood activities identified for the newly declared mariculture zone are sea ranching of sea horse, sea urchin, sea cucumber, scallop, abalone, tropical aquarium fish, and coral management.

Other livelihood activities are crab culture, seaweeds farming, aqua-silviculture, and farming of other cultivable fishery products, he said. (JCG)

Spanish envoy to grace 71st Dia de Zamboanga

Spanish Ambassador to the Philippines Luis Arias Romero will keynote the 71st Dia de Zamboanga celebration on February 26, marking the city’s charter anniversary.

Themed “Unido Espuerzo para continua el camino de progreso..Adelante Zamboanga”, the city’s charter anniversary celebration activities commenced February 3 and will culminate on February 29.

Mayor Celso Lobregat has requested Malacañang to proclaim February 26 as a non-working holiday in Zamboanga City to allow local residents to fittingly celebrate the occasion.

Lobregat said the Dia celebration is a significant milestone in the history of Zamboanga, as it marked the day when Zamboanga gained its autonomy as a distinct and separate local government unit.

The city government through the City Tourism Division has prepared a series of activities in celebration of the Dia de Zamboanga. These include cheer dance competition on February 22 at 1 p.m. at the City Coliseum in Tetuan; Achievers’ Award on February 25 at the Astoria Regency at 7 p.m.; grand parade and competiticion de selyo de Zamboanga, February 26 from Canelar to City Hall at 1 p.m. and the commemorative program on February 26 at 3 p.m.

Other organizations have scheduled activities also to mark the Dia de Zamboanga celebration and these include the 2nd National University Theater Festival from Feb. 19-23 at the Western Mindanao State University; MMK Regional story gathering (Feb. 22-24), 10 a.m. to 7 p.m. at the Southway Square; 2nd Zamboanga Open Dance Sport Championship (Feb. 22, 4 p.m. at the UZ Institute of Human Kinetics in Tetuan); 11th Celso Lobregat Cup Dart tournament (Feb. 22-23, 6 p.m. at the Ram’s Beer Garden, Gov. The conversion of Zamboanga into a city is based on Commonwealth Act No. 139 otherwise known as the charter of the city of Zamboanga , approved on October 12, 1936 by President Manuel L. Quezon. The city was inaugurated as a charter on February 26, 1937 with the Honorable Nicasio Valderozza as the first appointed mayor and five others as members of the City Council.

The celebration of the Dia de Zamboanga every February 26 is provided in Resolution 669, approved on October 15, 1986 and signed by then OIC Mayor, the late Julio Cesar F. Climaco.

Under the resolution, the late Climaco declared Feb. 26, 1987 as the 50th anniversary of the formal inauguration of the city of Zamboanga as a Chartered City and proclaimed February 26th of every year as the Dia de la Ciudad de Zamboanga. — SEC

Malacañang has declared Tuesday, February 26, a non-working holiday in Zamboanga City to allow residents to fittingly celebrate the Dia de la Ciudad de Zamboanga.

The declaration is based on a request from Mayor Celso Lobregat through a letter sent last week.

The Office of the President, through Executive Secretary Eduardo Ermita issued proclamation No. 1465 last February 19 formalizing the declaration.

February 26, 2008 marks the 71st Charter Day anniversary of the city of Zamboanga, a very significant occasion for the local residents.

“It is but fitting and proper that the people of Zamboanga City be given full opportunity to celebrate the occasion with appropriate ceremonies,” Sec. Ermita said in the proclamation.

The city government has lined up series of activities in line with the celebration of the Charter Anniversary. Non-government organizations have also scheduled activities during the month as part of the Charter Day anniversary. The activities kicked off February 3.

The highlights of the celebration will be the Achiever Awards on February 25 where Zamboanguenos who gave honor and pride the city in various fields of endeavors will be recognized and the grand parade, seal competition and the commemorative program on February 26.

Spanish Ambassador Luis Arias Romero will be the guest of honor during the Dia de Zamboanga program.

SP refers ‘new brgy’ issue to brgy affairs committee

The Sangguniang Panlungsod yesterday voted to refer to the Council’s Committee on Barangay Affairs under Councilor Abdurahman Nuño the issue whether to conduct a plebiscite or not for the creation of the new barangay Talon Talon Loop in Zamboanga City.

Vice Mayor Mannix Dalipe disclosed that about 17 years ago, the City Council passed and approved an ordinance creating some new barangays like Camino Nuevo, Zambowood, Kasanyangan and one of the barangay which was supposed to be created was Talon Talon Loop. However, the creation of Talon Talon Loop into a barangay was not

effected because no plebiscite was conducted among the residents in the area, Dalipe stressed.

According to Dalipe, the issue has rendered debates on the floor among all the aldermen present whether Ordinance 115 series of 1991 is still in effect.

The vice mayor said that some questions were also asked if a plebiscite could still be conducted for the populace in the concerned areas to ratify if they are still in favor of creating a separate barangay called Talon Talon Loop.

Councilor Eddie Saavedra disclosed that this particular issue had already been raised when he was still the barangay chairman of Tugbungan.

He said that the clamor of the majority of the residents in the area is not to divide.

Saavedra said that it is untimely to create a new barangay as this would open the floodgates for other communities to apply for the creation of new barangays.

The councilor suggested that it is better to stop creating new barangays as this would only cause problem in the Internal Revenue Allotment of the different barangays.

Dalipe said that it is now up to the other government agencies like the Commission on Elections to decide whether Talon Talon Loop meets the 5,000-resident requirement and others.

Councilor Asbi Edding questioned the other members of the august body why they want to stop the creation of new barangays. He said IRA should not be the question, it should be public service to the people. (Nonong Santiago)
