If major malls are built somewhere east and/or west, then expect more traffic and I believe the city's infrastructure cannot come close to its pace. Hahaha, kalandrakas jud agi...Think of westerners going to mercedes (SM) and easterners going to Recodo (West). All passing through pueblo. OMG, think about it guys. Whereas if, westerners take the shuttle service to Baliwasan then take the tram to anywhere along the tract in like manner, the easterners take the shuttle to Sta Cruz, then take the tram to anywhere along the tract. There will no more PUV's within 2km radius of Pueblo Viejo only the tram ( a good looking locally built tram ). :bash::cheers::lol:

Actually, there's an upcoming by-pass road that will connect the east coast to the west coast without having to pass through the central business district. The road will directly connect Culianan to San Ramon. :)

Zamboanga City’s dream of having a bypass or circumferential road linking the east coast to the west coast will soon be realized.

This after District 2 Congressman Erbie A. Fabian yesterday disclosed that the national government has given the assurance that it will allocate necessary funds for the implementation of the proposed multi-million peso bypass road project.

Fabian disclosed that Congress is set to tackle the budget requirement for the road opening of the bypass road that is expected to be implemented early next year by the Department of Public Works and Highways (DPWH).

He expressed optimism that under the new administration of President Noynoy Aquino, the proposed bypass road will soon become a reality.

“When we meet for budget hearing in Congress, I will make sure that our proposed bypass road project will have enough budget allocation for its immediate implementation by next year,” Fabian told reporters in an interview.

He said that close allies in Senate have already assured him that they will help him acquire more budget appropriation for the said bypass road project.

Fabian said the proposed circumferencial road from Culianan to San Ramon will surely establish growth areas by boosting economic activities in the concerned barangays.

It will also facilitate the fast and easy transportation of agricultural produce.
This will also enhance progress and development and at the same time decongest traffic in city proper.

Fabian, District 1 Congresswoman Maria Isabelle Climaco-Salazar and Mayor Celso L. Lobregat are closely coordinating with each other in lobbying for more budget appropriation from the Aquino administration to ensure that the proposed bypass road project will be fully implemented by early next year.

Thousands of people converged at the scenic Paseo del Mar on New Year’s Eve for the spectacular fireworks show staged by the city government, kicking off the new year celebration in Asia’s Latin City.

Now on its second year, the fireworks display which was preceded by the countdown led by Mayor Celso Lobregat, was much grander and longer than the first staged last year. The spectacular fireworks show with huge chrysanthemum starbursts lit up the Paseo del Mar, now the most popular attraction in the city.

Revellers—both the locals and tourists, young and old, rich or poor, Christians and Muslims alike—queued the park as early as 5 p.m. to secure vantage positions. Most of the revellers came in groups—either as a family, a group of friends, couples or officemates to await the triumphant fireworks display. A live band accompanied them revellers as they went to taste the food offered for sale by the different stalls, enjoy the ambience or to enjoy each other’s company while waiting for show.

Mayor Lobregat initiated the holding of the New Year countdown 2010 to showcase Paseo del Mar, the newest park in the city then. A crowd drawer since the first day of its operation last July 10, 2009, the Paseo del Mar has been teeming with people of all ages, creed and race and social standing.

The fireworks display gave Zamboanguenos the opportunity to enjoy and marvel at the pyrotechnic extravaganza without the risk of being injured or getting hurt, as all they had to do was witness the show and not personally exploding their own firecrackers to usher in the New Year.

A collective cheer reverberated the Paseo as spectators applauded the 15-minute fireworks spectacle.

No less than Zamboanga Archbishop Romulo Valles and some members of the City Council, other city officials and members from the business groups joined in the revelry.

Mayor Lobregat thanked the different sectors that supported and contributed to the success of the grand fireworks display. These included the Los Contratistas, the Zamboanga Filipino-Chinese Chamber of Commerce and several other business groups.

He vowed that the pyrotechnics extravaganza will be grander and more spectacular next year.

House Deputy Speaker for Mindanao Rep. Beng Climaco-Salazar welcomes the New Year with a call for all constituents to work hard for 2011 in order to attain more progress and advancement not only in the first District but the entire city of Zamboanga.

This, as she reiterated her constant prayer for good health, happiness and harmony in all families in the city—which she said will serve as the foundation for the attainment of the city’s vision.

For her part, Cong. Climaco said she too will work harder in the new year to network with the national government and the local government unit as well as strengthen the barangay sector.

The lady solon has vowed to strengthen programs on security, health and education or the “SHE” program which she said are undertakings that respond to the priority needs of the community.

“With the mandate given to me, I intend to exert more efforts to network with the national government and the local government and to strengthen the barangays”, the lady solon vowed stressing that it is through good working relations when different government units can complement and supplement each other.

Since her first term in Congress in 2004, Cong. Climaco has focused on the SHE program that included the intensification of emergency response by distributing L-300 van and cell phone unit to each of the 37 barangays in District I; upgrading/ rehabilitation and construction of health facilities, school infrastructures and road projects and the assistance and support to the education sector among others.

In terms of security, Cong. Climaco’s program is to intensify emergency response through cell phone communication and L-300 vehicle mobilization while in health, she is bent to continue the Phase II project of the emergency ward as well as pursue the construction of the cancer center at the Zamboanga City Medical Center.

In terms of education, the lady solon seeks to strengthen and intensify scholarship programs for the 4-year degree and the vocational education. She also hopes to give more focus on community based training as well as help in early childhood education. She has committed to construct a multi-purpose covered court for the Western Mindanao State University to serve the elementary and collegiate levels.

Cong. Climaco stressed that her office serves to complement and supplement the services being rendered by the local government.

Other important issues such as the regional transfer and the airport construction are also in the congresswoman’s priority list this year. (Rham Joseph Cabasag)

Sad news for 2011. Robinsons backed out from opening a branch in Zamboanga. Lot owner (Ople’s) supposedly agreed selling the lot for 6M/Sqm but increased it to 8M/Sqm last minute.

Honestly I don't have...... ito lang ang ma share ko...... if RP really want to open a mall in that area...by hook or by crook matutuloy yan...they'll really find a way.....

If I may share... Robinsons Place Dumaguete...diba nag start siya in 2006 if I am not mistaken pero na open siya in 2009 na.....maraming mga obstacles..... ganun ang attitude nila......di naman siguro yan pababayan ng mga City Officials......just trust them and hwag magmadali.... okies?..

I read them all and came up with the same conclusion as you do, ZC's driving towards a Polycentric city. And what i have in mind - with heavier consideration is public transport systems resulting to the settlement pattern. Hence, economic activities pertaining to or involving unlimited/unrestricted patrons, must be situated in the main nucleus while in the satellite nuclei/townships, economic activities/avenues must posses a natural restriction to overlapping from other satellite townships. - To be specific, if a major mall like say, SM builds somewhere in the east coast, then those coming from the west coast will naturally come to the east to get to SM. The effect is, additional vehicular traffic since getting to that destination needs such. Then another major mall builds somewhere in the west coast. the same thing happens, hence vehicular traffic due to overlapping economic activities unnecessarily increases. It is therefore important to note that the townships/settlements must be built around work places/industries with a thorough localization to prevent (again) unnecessary travel/transport (public). In ZC's case, it is already happening, but consciousness/awareness of what's going on and what should be going on is necessary. Like, Ayala district is built around the Heavy Industrial Zone and all the rest (I initially counted 8 and Pueblo Viejo is 9th - as main.) according to their definition/restriction and all other economic drivers intended for the locality. There are other economic avenues which do not necessarily require mass public transport, so they are not restricted in any township. Ex. Car dealership, construction depot, etc. My conclusion is, let the main Nucleus grow/expand vertically so as not to totally consume every inch of space to give way for parks and grounds but should exclusively house the main economic drivers to prevent unnecessarily competition among the satellite townships in having major economic drivers like malls, etc. :cheers::cheers::cheers:

you're also right... there must be a Central Business District within the Poblacion (present city Proper) and as a whole this Poblacion area must maintain to be the center of businessess. and those districts outside Poblacion area will also be develop just to help in catering for the Poblacion area. example: there must be a district area that only deals with Agricultural goods or commodity; there is also district that only deals with industrial such as for Canning, Automobils, Technologies and Inventions and for Scientific Activities; there should also a distric that only deals with Garments (dressses, shirts, shoes, etc.). definitely our Aeropuerto Internacional should reli nid to transfer in Sacol Island. as what i know, the Poblacion area now are alredi comprises of the Old Pueblo, Pueblo to Upper Calaria, Pueblo to Pasonanca, Pueblo to Mampang and Pueblo to Mercedes. though our real Old Pueblo is only that erea of the Fortaleza del Pilar to Pettit Barrack, Ayuntamiento to UZ and Plaza Pershing... cosa kita debe hace con este? develop this into a Tourist Spot like the old days zamboanga was. of course there is also a need to tranfers our Gobierno Local that reallr suites and cater the entire City of Zamboanga, wherein accessiblity is always just meter way. jendeh como de tres o dos horas viaje. lastly, there is also a need to create a district wherein all Government Offices, Facilities and Amenities should be put in one area only. lastly, to note that, all these District or Pueblo will definitely have their respective facilities and amenities as well. Sad news for 2011. Robinsons backed out from opening a branch in Zamboanga. Lot owner (Ople’s) supposedly agreed selling the lot for 6M/Sqm but increased it to 8M/Sqm last minute.

The mayor also announced that Robinsons Mall, one of the biggest malls in Manila is scheduled to ground break in this city on April next year.

“I hope the seller and the buyer have already agreed to the price of the land near Jollibee at Gov. Camins,” Lobregat said.

Remember they will resume the construction of their 10-storey Shoppers' Mall in Downtown anytime soon. Gusto nila sila lang lagi ang hari sa retail business in the city. :ohno:

anyway..if that lot owner has no plan on selling, what's gonna happen to the other lot? it cant be they just leave it there.

Alam niyo ba na pag 6million pesos nga talaga yung benta per square meter eh aabot ng 60billion pesos ang isang hectare pa lang? Mukhang imposible naman ata yun! Ano yan, lote sa Time Square? Naaalala niyo ba sinabi ni Architect Zero na 800 million yung binayad ng Robinsons para sa lahat ng lote? Lote palang yun. Kung pare-pareho yung benta ng bawat lote eh aabot yun ng 20,000 per sqm KUNG 4 hectares ang nabili nila (kasi ito ang minimum size ng lot na nabili nila, maximum is 7 hectares or 11,500 per sqm). Kung 6 million nga talaga per sqm ang benta nung si Mr. or Mrs. Ople eh kaya na nung gawing siyang isa sa mga pinakamayaman na Filipino kasi makakamore than 1.2 billion US dollars na siya sa isang hectare palang, what more kung mas marami dun ang pag-aari niya?

Uulitin ko:

6 million pesos per sqm = 60 billion pesos per hectare <- kung ganyan nga talaga ang presyo eh dito palang magbaback-out na ang kahit na sino mang tao.

It is the huge lot along Gov. Camins right after the creek (the huge warehouse beside 3rd cup)..and a huge part near Nunez Ext.

But I don't think the Oples would ask the tenants of their properties to vacate if their party (Oples) and that of RLC haven't agreed on or settled the purchase yet. It would be very stupid for the Oples to do that if they haven't settled their minds yet.

Mayor Celso Lobregat lead hundreds of residents during the City’s grand fireworks display on midnight of December 31, 2010 at Paseo del Mar.

People from all walks of life, young and old went to see the colorful fireworks the City has prepared for them.

Lobregat said “mas muchu jente ahora ya mira conel diatun fireworks display.”

The City Government according to Lobregat has spent P150,000 for the fireworks display. The contractors and the Filipino Chinese Chamber of Commerce have also contributed for the purchase of the fireworks.

Before the fireworks display, a 60 second New Year’s Countdown was spearheaded by the Mayor.

The display was very colorful and lasted for more or less 15 minutes.

The event was officially started in 2009 by Lobregat which was also held in Paseo del Mar.

The Mayor said that next year, the fireworks display will be better and longer.

House Deputy Speaker for Mindanao Rep. Beng Climaco-Salazar welcomes the New Year with a call for all constituents to work hard for 2011 in order to attain more progress and advancement not only in the first District but the entire city of Zamboanga.

This, as she reiterated her constant prayer for good health, happiness and harmony in all families in the city—which she said will serve as the foundation for the attainment of the city’s vision.

For her part, Cong. Climaco said she too will work harder in the new year to network with the national government and the local government unit as well as strengthen the barangay sector.

The lady solon has vowed to strengthen programs on security, health and education or the “SHE” program which she said are undertakings that respond to the priority needs of the community.

“With the mandate given to me, I intend to exert more efforts to network with the national government and the local government and to strengthen the barangays”, the lady solon vowed stressing that it is through good working relations when different government units can complement and supplement each other.

Since her first term in Congress in 2004, Cong. Climaco has focused on the SHE program that included the intensification of emergency response by distributing L-300 van and cell phone unit to each of the 37 barangays in District I; upgrading/ rehabilitation and construction of health facilities, school infrastructures and road projects and the assistance and support to the education sector among others.

In terms of security, Cong. Climaco’s program is to intensify emergency response through cell phone communication and L-300 vehicle mobilization while in health, she is bent to continue the Phase II project of the emergency ward as well as pursue the construction of the cancer center at the Zamboanga City Medical Center.

In terms of education, the lady solon seeks to strengthen and intensify scholarship programs for the 4-year degree and the vocational education. She also hopes to give more focus on community based training as well as help in early childhood education. She has committed to construct a multi-purpose covered court for the Western Mindanao State University to serve the elementary and collegiate levels.

Cong. Climaco stressed that her office serves to complement and supplement the services being rendered by the local government.

Other important issues such as the regional transfer and the airport construction are also in the congresswoman’s priority list this year.

DOT to star-classify hotels in Zamboanga

ZAMBOANGA CITY, Jan. 3, 2010 (PNA) -- A top official of the Department of Tourism (DOT) announced that the DOT is restructuring the classification of hotels this year in the region.

DOT Regional Operations Officer Bernard Gregorio said the classification of hotels will be back to the star system as in the previous years.

The present classifications of the hotels are first class, deluxe, standard, economy and tourist inn.

Gregorio said starting this year, the hotels will be again classified as one-star, two-star, three-star, four-star and five-star.

He said they will be reclassifying the hotels as star-classified as in the previous years because the star system is known worldwide.

He added consultants from the DOT central office will study and set the guidelines and requirements for the hotels to be star-classified.

Gregorio said his office will start evaluating and classifying the hotels in March or once after they will receive a copy of the guidelines from the central office.

The hotels will be classified depending on the facilities, services and room sizes, Gregorio said.

He said the tourists usually look for facilities in a hotel like bathtub, hot and cold shower, television, gym, swimming pool, restaurants and others to include the security.

He said there are over 100 hotels to include pension houses that are operating in the different parts of the region. (PNA)

Zambo readies P52M for salary hike of city workers

ZAMBOANGA CITY, Jan. 3, 2010 (PNA) – The city government has set aside P52 million to pay for the salary increase of its over 2,000 employees effective middle of this month.

City Mayor Celso Lobregat said the salary increase effective January 15 for the city’s rank and file employees is part of the second of four-tranche salary increase that started last year.

The second tranche increase is based on the Salary Standardization law that first took effect January 2010.

Based on the guidelines set by the national government, salaries of government employees—both national and local agencies, will be increased in four tranches for implementation in four years at 25 percent per year.

Mayor Lobregat said that not all government units in the entire country have been able to comply with the salary standardization law because “the salary increase is dependent on the personnel services (PS) cap on the annual budget.”

“There are guidelines set and the grant of increase is subject to budget allocations and personnel services limitations”, the mayor said. “The PS should not go over 45% of the Internal Revenue Allotment (IRA)”.

Because of good financial management, Lobregat said the city government has been able to lower its PS to below 40 percent, thus enabling the local government to implement the salary increase.

Another requirement for an LGU to be able to implement the salary hike is for the LGU to have the financial capability and resources to pay.

As mandated by the salary standardization law, the salary increase of government employees will be implemented in four tranches at 25 percent from 2010-2013.

Budget guidelines for local government units (LGUs) state that allocation for personnel services should not exceed 45 percent of the total budget.

Other than salary increases, the city government is also able to provide all privileges and benefits for the employees including the bonuses and cash gifts at a rate much, much higher than those granted by other LGUs. (PNA)

Sad news for 2011. Robinsons backed out from opening a branch in Zamboanga. Lot owner (Ople’s) supposedly agreed selling the lot for 6M/Sqm but increased it to 8M/Sqm last minute.

the owner of the said lot are not the "OPLE's". the Lot is owned by the "PEREZ's"

kaya nga hindi pa full ang saya ko about the Robinsons kasi hindi pa galing sa kanila ung news talaga. pero sige lang baka may Plan "B" sila. :)

Kung pare-pareho yung benta ng bawat lote eh aabot yun ng 20,000 per sqm KUNG 4 hectares ang nabili nila (kasi ito ang minimum size ng lot na nabili nila, maximum is 7 hectares or 11,500 per sqm). Kung 6 million nga talaga per sqm ang benta nung si Mr. or Mrs. Ople eh kaya na nung gawing siyang isa sa mga pinakamayaman na Filipino kasi makakamore than 1.2 billion US dollars na siya sa isang hectare palang, what more kung mas marami dun ang pag-aari niya?

Uulitin ko:

6 million pesos per sqm = 60 billion pesos per hectare <- kung ganyan nga talaga ang presyo eh dito palang magbaback-out na ang kahit na sino mang tao.

8 million pesos per sqm = 80 billion pesos per hectare <- ito pa kaya?!

PPA to establish more VTMS in 2011

MANILA, Jan. 2, 2010 (PNA) -– Philippine Ports Authority (PPA) general manager Juan M. Sta. Ana announced that his agency will construct five more vessel monitoring traffic systems (VTMS) this year as part of its efforts to reduce maritime accidents in the country’s territorial waters.

Sta. Ana said that the additional VTMS will be installed on the ports of Romblon, Davao, Iloilo, Zamboanga, and General Santos.

He added that this will greatly augment existing VTMS installations in the Port of Manila, Corregidor Island, and Batangas.

The setting up of VTMS Control Centers in the above-mentioned areas aims to enhance the vessel traffic service of waterways, ensure safety of navigation of vessels, safeguard the security of vessels, facilities, individuals, and their properties; protect the marine environment of surrounding waters and to provide users of the VTMS timely information and necessary assistance within the VTMS covered area.

Sta. Ana said that the establishment of the VTMS is in accordance with the International Convention on the Safety of Life at Sea (SOLAS) finalized in 1974.

The VTMS is the system commonly used by port operators to manage vessel traffic, monitor the port environment and as support to port and harbor resources. This can be compared with the air traffic control center (ATCC) for airports.

The PPA chief added that VTMS can also help in search and rescue of persons and vessels in distress and in the suppression of piracy and armed robbery at sea, and in other illegal activities at sea. (PNA)

I strongly believe na walang katotohanan yung 6 million or 8 million per sqm. Kung 6 million nga per sqm tas 800million yung binayad ng RLC para sa lote dun, 133.33sqms lang yung nabili nila.

I strongly believe na walang katotohanan yung 6 million or 8 million per sqm. Kung 6 million nga per sqm tas 800million yung binayad ng RLC para sa lote dun, 133.33sqms lang yung nabili nila.

Grabe naman yung lupa, isang squaremeter 8 million? A one squaremeter lot cost as much as a 4pcs 1 kilo gold bars, masmalaki pa nga yung mga carpet namin sa bahay kaysa 1 squaremeter :bash: :lol:

Yung pinakamahal na lupa sa ZC per squaremeter ay ang lot ng OK Department Store/Bazar, can't remember what actually was it, which is Php 100,000 pesos per sqm, more or less, (accoding to my MBA professor) :) Which is also used as a center-point for revaluing lots in the city...

^^I don't Believe on it kamahalan man kahit yung SM sa GenSan ni lease yun for 50 Millions if im correct and if im not correct me...heheheh taz eto 800 millions grabe na to subrang kamahalan im sure hindi ito ang price im sure mga 20,000/sqm lang yung bentahan nila dito or more than that not nman 6millions/sqm kalokohan na yan:lol::lol:...I still Believe someday you will see the mall will rise on that site

Actually, 800 million na yung tamang price according to Architect Zero. :colgate: Yung unbelievable talaga eh yung more or less 300 billion for the 4-5ha lot alone! Keber kel! :lol: Mga Php 10 billion lang nga daw ang isang raw 1ha lot sa may Empire State Building, Manhattan, NY, tas sa Camins 60-80 billion per hectare. Sila ya gayot. :lol:

^^tama ka pero mas okie din yung westcoast for that kasi ang daming tao din sa westcoast and beside mas okie pag nagbalance yung east and west...example Gaisano..may gaisano sa East amy Gaisano din sa West...para mas maganda and exciting...kasi pag jan sa may Eastcoast lahat nalalayuan na rin yung taga Westcoast people kaya bagsak sa downtown nlng...

Pero ako maghanap pa sila ng area dito...basta gsto ko parin yung kalawakan ng area sa may baliwasan alang sagabal sa kanilang hotel

IN OUR country's tradition, Christmas and New Year celebrations have always been a time for family gatherings. As such, I spent my recent Christmas holidays in Zamboanga City and it was the second time -- the first was in 1997-- I spent it with relatives.

Zamboanga City is among the most famous places in the Philippines. It used to be the Capital of the Moro Province, now the Mindanao Island.

Travelling is among the many things that I love most. And so, I exploited the opportunity of exploring the different must-see realms of the so-called "Asia's Latin and Hispanic City."

On my first night, I was drawn by the colorful lights of their City Hall, which was among the considered tourist spots of the city. Both tourists and local residents visit the place at night to take photos next to the enthralling Christmas lights artistically encapsulating the government office.

The following day, I was accompanied by some close relatives to a nearby island, called Sta. Cruz Island, which was about three to five nautical miles from the shore of the city proper. The said island is popular for its tantalizing white and pinkish sands coming from pulverized pieces of the rare orange-pipe corals near the island's coastal areas.

As I explored the island, I was lured to a small group of native islanders selling souvenir items - shells and other marine collectibles - not only because of the mesmerizing workmanship but also of its rock-bottom prices.

After the island adventure, I visited the Shrine of Fort Pilar, which was located near the coast of Zamboanga facing the Sta. Cruz Island. Legend has it that the Lady of Fort Pilar had supernatural control over the ocean and weather. Thus, with her protection, Zamboanga had never experienced flooding in history. However, correlating it to geography, Zamboanga is thought to be outside the typhoon belt that's why serious flooding has never occurred in the city.

If you're a fan of wafer chocolates, Malaysian and Singaporean products that are at reasonable prices, try visiting Zamboanga's Barter-Trade Shop. They sell not only clothes, textiles and Malaysian/Singaporean-made chocolates but also locally-made souvenir shirts and Islamic regalia at a very low price.

For next week's issue, I'll be sharing my visits to the National Museum, the Butterfly Garden and other must-see spots of Asia's Latin City. (paul_careline@live.com)

I hope they'll place it in front of Ateneo La Purisima or at Nunez Extension. Most of their customers are Ateneans.

bueno si ancina... entonces porseguido gat.. pero checquia anay yo este alla Architectural Department del OBO del Ciudad de Zamboanga. si jendeh yo tan mali, mas una pa el proceso del "Building Permit" ta saca lang el Business Permit si for Occupation ya... pero prior to Occupation, the owner still needs to get the "Occupation Permit" means informing the OBO that the building is ready to be occupy and also the building really meet Building Code of the Philippines, Fire Code of the Building, Sanitary Code of the Philippines.. lastly, before the OBO will give the Building Permit, the owner must first have the "Fire Pemit" from the Bureau on Fire Protection.

if incase no hay pa estos mana procesos.. entonces, no hay pa...pero jendeh tambien quiere decir nunca mas llega.... "Pasencia Es Virtud."

Bizmen flock City Hall
Tuesday, January 4. 2011

Businessmen started crowding City Hall yesterday either to secure or renew business license permits which will end January 20.

The number of people securing community tax certificates has also soared effective yesterday, first working day of the year.

Mayor Celso Lobregat said more facilities such as additional assessment tables and chairs have been set up at the ground floor and second floor of the City Hall building to accommodate more clients as well as to ensure comfort and convenience.

Office hours will also be extended until 8pm or even beyond during weekdays and from 8am to 5pm during weekends to accommodate more permit applicants.

The city government, it is recalled has started accepting applications for renewal of business permits for the year 2011 starting last October 1st.

Lobregat has also initiated the early inspection of establishments based on the Business Processing and Licensing System or BPLS, a program undertaken through the Transparent and Accountable Governance (TAG) project funded by the United States Assistance for International Development through the Asia Foundation.

The TAG has caused the city to undertake new innovations to improve law enforcement and revenue generation activities.

Mayor Lobrtegat has appealed to all businessmen operating in the city to process applications for renewal the earliest time possible to avoid the rush and the payment of penalties based on existing laws. Late filing would mean a 25 percent surcharge plus additional 2 percent for every month of delay.

The offices involved in the renewal process are the City Treasurer’s Office, City Licensing Division, the Tricycle Adjudication Board, the Computer Services Division, City Health Office and City Planning and Development Office among others.

License renewal applicants are advised to bring the original business permit of 2010 as basis for the renewal.
Application forms can be secured from the Permits and Licensing Division located at the ground floor of City Hall. January 20 is the deadline set under the law for the renewal of permits and payment of the business taxes. (Sheila Covarrubias)

Aimed to intensify the campaign to preserve, restore, promote and strengthen chabacano as the lingua franca of Zamboanga, Mayor Celso Lobregat has reminded all public schools, local and national offices and other agencies the mandatory singing of the 'Zamboanga Hermosa' song during the flag raising ceremonies after the oath of allegiance.

The order is contained in Executive Order cL-66-2005, issued Oct. 19, 2005 declaring as mandatory the signing of the Zamboanga Hermosa song as well as directs all chiefs of regional and national government offices, presidents of private and state colleges and universities, principals of private elementary and high schools, school division superintendent and the 98 barangay councils based in the city to implement the order in their respective area of responsibility.

In his message before city government employees during the flag raising ceremony Monday, Mayor Lobregat said the EO will be circularized anew to ensure its full and strict implementation.

Sangguniang Panlungsod Ordinance 109 series of 1990 and Resolution 817 state the city's vision and objective to preserve, restore, promote and strengthen the chabacano language.

Mayor Lobregat said it has been commonly observed in several programs in the city that chabacano songs are being played but rarely the Zamboanga Hermosa song which is distinct of Zambonga City.

Seeing the validity of the observation and recognizing the need for a chabacano hymn distinctive of the Zamboangueno heritage, the SP, according to Mayor Lobregat, approved resolution 817 calling upon all public school officials to require the signing of the Zamboanga Hermosa during flag raising ceremonies.

Also in compliance of City Ordinance 109 that requires the preservation, restoration and promotion of the chabacano language, the mayor deemed it necessary to include regional and national government agencies, private and state colleges and universities as well as the 98 barangay councils in the mandatory singing of the Zamboanga Hermosa.

Copies of the EO were furnished to the City Schools division superintendent, principals of public and private elementary and high schools, presidents of private and government colleges and universities, all chiefs of regional and national government offices and the 98 barangay councils in the city for their information, dissemination and compliance.

Aside from the mandatory signing of the Zamboanga Hermosa hymn, Mayor Lobregat also exert numerous other efforts to promote, preserve and restore the chabacano language. One of the latest move is the production of the chabacano handbook entitled "El Primer Alfabeto Chabacano" intended for Grade I and II pupils including Kinder I and II students.

Prof. Roberto Torres, a member of the Local Council for Culture and Arts and president of the Association of Creative and Performing Arts in Zamboanga (ACPAZ) is spearheading the production of the workbook which has been corrected and revised a number of times by various groups that include some members of the Sangguniang Panlungsod, academe (Department of Education) as well as LCCA.

Studies have shown that the chabacano language is what makes Zamboanga apart from the other cities in the entire country and Asia, as majority of the population speak, understand and converse in chabacano on an everyday basis.

AN EXECUTIVE ORDER (EO) further easing restrictions on foreign airlines in select international airports outside Metro Manila could be issued this week as part of efforts to enhance competition in the civil aviation industry, Malacañang said yesterday.

"There’s a draft already. We’re just finalizing a bit...some of the provisions," Executive Secretary Paquito N. Ochoa, Jr. told reporters after command turnover ceremonies at the Philippine Navy headquarters along Roxas Boulevard in the City of Manila.

"Lalabas din ’yun [the EO will be issued], probably before Friday."

President Benigno S. C. Aquino III, who was guest of honor in the same event, confirmed the forthcoming issuance.

"There’s a previous EO that allowed this ‘pocket open skies.’ Secondary gateways will be the focus [of the new EO]," he told reporters after the ceremonies.

Mr. Aquino, who first announced the "pocket open skies" policy in his speech at an infrastructure conference in mid-November last year, said the new EO will give teeth to EO 219 signed by former Pres. Fidel V. Ramos in January 1995 that set the framework for opening up the country’s civil aviation sector.
So-called secondary gateways are international airports outside the Ninoy Aquino International Airport (NAIA) in Pasay City that have Customs Immigration Quarantine Security (CIQS) facilities, such as those in Cebu, Davao, Zamboanga and Laoag (Ilocos Norte), Transportation Secretary Jose P. de Jesus said in a separate phone interview.

The Civil Aviation Authority of the Philippines lists 10 airports with CIQS facilities, namely: NAIA in Pasay City, Laoag International Airport (Ilocos Norte), Diosdado Macapagal International Airport (Clark Field, Pampanga), Puerto Princesa International Airport (Palawan), Subic Bay International Airport, Kalibo International Airport (Aklan), Mactan International Airport (Cebu), as well Davao, General Santos and Zamboanga international airports in Mindanao.

Asked how the new policy will be different from the existing setup, Tourism Secretary Alberto A. Lim said foreign carriers now fly to airports like NAIA, Clark, Davao and Cebu under bilateral agreements.

"With the new declaration, foreign carriers may increase the frequency of their flights even without [government-to-government] negotiations," said Mr. Lim in a separate phone interview.

Foreign airlines may apply for additional flights directly with the Civil Aeronautics Board (CAB), he added.

Mr. Lim said the new policy will also "send a signal to foreign and local carriers that the Philippines will allow more competition."

"They can plan to invest, to expand or increase [the frequency of flights]," he explained.

The pocket open skies policy is also part of the government’s strategy to hit the target of doubling tourist arrivals from three million at present to six million by the end of the Aquino administration in 2016, Mr. Lim said.

Still, Mr. de Jesus explained that the EO will prohibit cabotage, which means foreign carriers will not be allowed to "transfer passengers from one city to another city within the Philippines."

Messrs. de Jesus and Lim, members of the economic cluster that provided inputs to the new EO, said they have yet to see specifics of the final draft.
In a separate phone interview, Carmelo L. Arcilla, CAB executive director, noted that "existing policies are based on patchwork of policies, so the new EO will make it comprehensive."

Mr. Arcilla cited as example EOs 500 and 500-A issued by then president now Pampanga Rep. Gloria Macapagal-Arroyo (2nd district) which declared open skies in Clark and Subic, respectively.

They will just emit lots of greenhouse gases lang kasi, pero if they promise to use the latest of the latest technologies to keep their emissions to a negligible level eh okay na rin. :colgate:

It's not FP that burnt, twas Flavourite. That we still have to find out, in short, id be an investigator in the coming days and ask the GUARD at FP main branch if they're going to just transfer from its present location or they are planing to put up their 2nd. :)

For the first time, MALDITA met yesterday the local press here to promote its first album featuring the mega-hit song "Porque" released under Viva Records Corporation.

"In our first album, we have two versions of Porque, the Tagalog version and the Chavacano version," said RB Bandiola, the lead guitarist of Maldita band.

"Now that we're going on a nationwide level, we came up with the 'chagalog' (incorporation of Chavacano and Tagalog) version of Porque," he added. "We hope the people will like all the versions."

The band is composed of Demz Espiñosa (lead vox), Whey Guevara (composer & rhythm guitarist), RB Bandiola (lead guitarist), Jimi Tristan (base guitarist), and Mad Nubhan (drummer).

The band's executive producer, Ms. Geraldine Therese Lim who owns WINNERS Inc., was also very glad to announce that MALDITA will have a lof of gigs and TV guestings in Manila and hopefully abroad.

Ms. Lim said her company has been fortunate enough to discover the talented inviduals (Demz, Whey, RB, Jimi & Mad).

"We have not regretted our decision to bring them to Manila. In fact, I can say that we are very proud because Viva Records Corporation has taken interest in the band and it promised to catapult these kids to stardom," said Ms. Lim.

"So we should be more hearing of the band in the next few months. In fact, very soon!" she exclaimed."So we are selling Zamboanga and we're selling Chavacano."

As of now, the band has been getting requests from people of Columbia, Mexico and Spain to translate the song into Spanish after they heard the song from Youtube.

Asked about what inspired him to write the mega-hit song Porque, the band's composer (Guevara) said: "I think it's just an imagination but related to the real situation."

For the female lead vocalist, Espiñosa said the kind of music they play is alternative pop rock. "We are proud that we're Zamboangueños and we reached this far. Having an album alone is already a great achievement for us."

Meanwhile, RB (the lead guitarist) and Mad (drummer) said they were both influenced by jazz fusion, rock, and inspired by the music of Eraserheads, Rivermaya, Rico Blanco, Sugarfree, and other alternative rock bands.

"Our music ís a mixture of all these influences and inspiration that jibe into one," Mad explained.

The album of MALDITA has officially been out since December 19, 2010 and even without the media publicity, the band already sold some 300 CDs in Zamboanga alone among friends.

It features the songs "Tulero", "Selosa", "Gayuma", "Sayo", "Ito Ya Lang Era", "Bahala Na", "Sana", "Bakit" (the Tagalog version of Porque), "Ayoko Na Sayo", "Crossroads" and "Porque" (chabacano version).

"Aside from Tagalog version, we have exciting 12 tracks where some of them are already potential movie sound track hit and a lot of people have taken noticed of it during the time when were recording in the studio," Ms. Lim further said.

MALDITA launched on December 30, 2010 its first ever album at BAR Code, one of the most popular live acoustic music bars in town located at Paseo del Mar.

Open skies set for Davao, Cebu, Zamboanga, Laoag

THE government will this week declare an open-skies policy in Davao, Cebu, Zamboanga and Laoag, exposing those secondary destinations to more competition from foreign airlines, Executive Secretary Paquito Ochoa said Tuesday.

But the local airlines will still have the exclusive right to serve domestic routes as the executive order coming from President Benigno Aquino III will prohibit cabotage, an airline’s right to carry passengers between two domestic points.

PAL Holdings Inc. fell the most in seven weeks, leading Philippine carriers lower, after Ochoa made his announcement.

PAL, which controls the nation’s biggest carrier, sank 7.2 percent to P4.50, set for the steepest loss since Nov. 12.

Cebu Air Inc., the country’s biggest budget carrier, declined 2.8 percent to P111, set for the sharpest decrease since Dec. 17.

Valenzuela City Rep. Rex Gatchalian on Monday filed House Bill 1601 espousing a “pocket open-skies policy to boost tourism, liberalize air traffic, and prevent business disruption when an airline’s operations are snagged by a labor dispute.

The bill is being supported by the House leadership led by Speaker Feliciano Belmonte Jr.

“Open skies will usher in more competition and that will change the dynamics of the business,” said Rico Gomez at Rizal Commercial Banking Corp.

“Greater competition will always be difficult for entrenched players.”

President Benigno Aquino said in August that the government might give foreign carriers more access because of a labor row at Philippine Airlines. With Christine F. Herrera, Bloomberg

Ohh. I hope the solar power plant would push through with their plan. :okay: Okay lang kahit hindi na ang Conal Coal Power Plant. They will just emit lots of greenhouse gases lang kasi, pero if they promise to use the latest of the latest technologies to keep their emissions to a negligible level eh okay na rin. :colgate:

For the first time, MALDITA met yesterday the local press here to promote its first album featuring the mega-hit song "Porque" released under Viva Records Corporation.

"In our first album, we have two versions of Porque, the Tagalog version and the Chavacano version," said RB Bandiola, the lead guitarist of Maldita band.

"Now that we're going on a nationwide level, we came up with the 'chagalog' (incorporation of Chavacano and Tagalog) version of Porque," he added. "We hope the people will like all the versions."

The band is composed of Demz Espiñosa (lead vox), Whey Guevara (composer & rhythm guitarist), RB Bandiola (lead guitarist), Jimi Tristan (base guitarist), and Mad Nubhan (drummer).

The band's executive producer, Ms. Geraldine Therese Lim who owns WINNERS Inc., was also very glad to announce that MALDITA will have a lof of gigs and TV guestings in Manila and hopefully abroad.

Ms. Lim said her company has been fortunate enough to discover the talented inviduals (Demz, Whey, RB, Jimi & Mad).

"We have not regretted our decision to bring them to Manila. In fact, I can say that we are very proud because Viva Records Corporation has taken interest in the band and it promised to catapult these kids to stardom," said Ms. Lim.

"So we should be more hearing of the band in the next few months. In fact, very soon!" she exclaimed."So we are selling Zamboanga and we're selling Chavacano."

As of now, the band has been getting requests from people of Columbia, Mexico and Spain to translate the song into Spanish after they heard the song from Youtube.

Asked about what inspired him to write the mega-hit song Porque, the band's composer (Guevara) said: "I think it's just an imagination but related to the real situation."

For the female lead vocalist, Espiñosa said the kind of music they play is alternative pop rock. "We are proud that we're Zamboangueños and we reached this far. Having an album alone is already a great achievement for us."

Meanwhile, RB (the lead guitarist) and Mad (drummer) said they were both influenced by jazz fusion, rock, and inspired by the music of Eraserheads, Rivermaya, Rico Blanco, Sugarfree, and other alternative rock bands.

"Our music ís a mixture of all these influences and inspiration that jibe into one," Mad explained.

The album of MALDITA has officially been out since December 19, 2010 and even without the media publicity, the band already sold some 300 CDs in Zamboanga alone among friends.

It features the songs "Tulero", "Selosa", "Gayuma", "Sayo", "Ito Ya Lang Era", "Bahala Na", "Sana", "Bakit" (the Tagalog version of Porque), "Ayoko Na Sayo", "Crossroads" and "Porque" (chabacano version).

"Aside from Tagalog version, we have exciting 12 tracks where some of them are already potential movie sound track hit and a lot of people have taken noticed of it during the time when were recording in the studio," Ms. Lim further said.

MALDITA launched on December 30, 2010 its first ever album at BAR Code, one of the most popular live acoustic music bars in town located at Paseo del Mar.

The Association of Regional Directors of Region 9 suggested the municipality of Ipil to be the regional center instead of Zamboanga and Pagadian so that the decision would be neutral and that the "feud" between the LGUs of ZC and PC would come to end BUT the problem with having Ipil as the regional center is the facilities of the municipality. I think Ipil lacks lots of high quality facilities to host the regional offices. So it's most likely still going to be a tag-of-war between ZC and PC.

The results of the consultations / surveys done by the regional offices to their workers favor the reinstatement of Zamboanga City as the regional center of ZamPen. Also, analysts say that geographically, financially, and in terms of security of the workers, Zamboanga City is the better choice. That's based on the current happenings. Representives of the Presidential Management Staff will be arriving here this month to conduct surveys here and in Pagadian to see which place is more ideal to be the regional seat.

Philippine Ports Authority (PPA) general manager Juan M. Sta. Ana announced that his agency will construct five more vessel monitoring traffic systems (VTMS) this year as part of its efforts to reduce maritime accidents in the country’s territorial waters.

Sta. Ana said that the additional VTMS will be installed on the ports of Romblon, Davao, Iloilo, Zamboanga, and General Santos.

He added that this will greatly augment existing VTMS installations in the Port of Manila, Corregidor Island, and Batangas.

The setting up of VTMS Control Centers in the above-mentioned areas aims to enhance the vessel traffic service of waterways, ensure safety of navigation of vessels, safeguard the security of vessels, facilities, individuals, and their properties; protect the marine environment of surrounding waters and to provide users of the VTMS timely information and necessary assistance within the VTMS covered area.

Sta. Ana said that the establishment of the VTMS is in accordance with the International Convention on the Safety of Life at Sea (SOLAS) finalized in 1974.

The VTMS is the system commonly used by port operators to manage vessel traffic, monitor the port environment and as support to port and harbor resources. This can be compared with the air traffic control center (ATCC) for airports.

The PPA chief added that VTMS can also help in search and rescue of persons and vessels in distress and in the suppression of piracy and armed robbery at sea, and in other illegal activities at sea. (PNA)

The Department of Public Works and Highways District Office is now conducting a lay-out preparation for the implementation of various projects of District 2 Congressman Erbie A. Fabian.

District Engineer Merham Acas disclosed that preparation involves preliminary engineering lay-outs, detail engineering and pre-construction activities for all the projects' implementation.

The completion target for the regular projects, Acas said, will be the end of February. Among the regular projects that will benefit the people are roads, bridges, rehabilitation, reblocking of roads, asphalt overlay and preventive maintenance.

Acas revealed that the new congressional projects are assistance and support for the medical center, universities, multi-purpose and school buildings, drainage, farm to market roads and others.

He said that his office will coordinate with the different barangay officials and concerned agencies where the projects will be implemented.

Acas also advised the people dwelling on riverbanks to remove those structures that are obstructing rivers and causing flasfloods

He advised not to throw garbage on drainage systems and canals. -- Allen Abastillas
