Here's a website (http://www.census.gov.ph/data/specialevents/accommodations.htm#mghcc) that I found through Google which shows the rates of hotels as of August 2006. I think there are only minor changes on the rates if there are any.

But the local airlines will still have the exclusive right to serve domestic routes as the executive order coming from President Benigno Aquino III will prohibit cabotage, an airline’s right to carry passengers between two domestic points.

PAL Holdings Inc. fell the most in seven weeks, leading Philippine carriers lower, after Ochoa made his announcement.

PAL, which controls the nation’s biggest carrier, sank 7.2 percent to P4.50, set for the steepest loss since Nov. 12.

Cebu Air Inc., the country’s biggest budget carrier, declined 2.8 percent to P111, set for the sharpest decrease since Dec. 17.

Valenzuela City Rep. Rex Gatchalian on Monday filed House Bill 1601 espousing a “pocket open-skies policy to boost tourism, liberalize air traffic, and prevent business disruption when an airline’s operations are snagged by a labor dispute.

The bill is being supported by the House leadership led by Speaker Feliciano Belmonte Jr.

“Open skies will usher in more competition and that will change the dynamics of the business,” said Rico Gomez at Rizal Commercial Banking Corp.

“Greater competition will always be difficult for entrenched players.”

guys napancn ko lang na marsmi na plang spas n wellness centers around the city... Galing! I'm driving now pla. What's-uppin' lang mga constructuons n stuffs..since done na work ko.

Passed by the airport, checked last flight 2P 998 bound for manila, flew 10mins late as sched. Pero andami pa ring tao sa terminal. May delayed na flight guro.. Must be PAL? :)

I don't really see why people are so excited to have a Robinson's mall in ZC. I think I'd rather keep ZC a medium sized city with a small town feel with no big malls like SM or Robinson's.

Because big malls can help the city in many ways..

I agree. And besides Zamboanga City is continuously growing, it's not going to stay a medium-sized city. :)

"attract tourist" to our silingan maybe yes but from bigger cities like manila, cebu, davao tourista not realy they are more attracted to the history, beaches, tourist spot in our city and foreign tourist d siguro it will just give them much easier option where to shop since its nationwide known brand malls, kaysa un mga local malls natin na not realy familiar to them. but im sure pag andito mga tourist its our tourist spot that they would like to see =)

true infact some sales ladies @ star mall are from culianan to curuan pa shock lang ako na they do rent a room pa some kind like a boarding house ang reason nila malayo byahe at same lang ang bayad sa jeep and rental^^

And having a huge national mall operating in the city will wipe out all the bad perceptions that non-ZC people have about the city which will eventually attract enlightened people from across the country and the world. It can help improve the city's image and thus attract tourists. :colgate:

I don't like Zamboanga City to have the word "metro" before its name when it becomes a metropolis. I prefer it to be called simply Zamboanga.. without the word "city" and other decors. Without those attachments, the name sounds better, and gives a homier, non-technical feeling. :)

According to JeffPhilippines in Ozamiz Airport Thread, PAL will be leaving Zamboanga route to Airphilexpress.

Will they leave Zamboanga To Airphilexpress too?

Yes, but Airphil express will mounts 4 times daily Manila- Zamboanga routes
Zamboanga-Cebu daily Airbus A320

Current PAL flies from Manila- Zamboanga 20 times weekly plus Airphil express daily.

Do you have any idea sir as to when they are to going pull-out from Zam?

I have no idea the exact date, when they will happen, but this year.
Some PAL Airbus A320 units will join to APX Fleet.

When you say "if bad things will happen" it seems like you're half wishing that it will happen, though I know that you're not thinking that way, but it just seems like it. If you have no plans of seeing not-so-good things happening, just avoid mentioning them and just focus on the bright side of things. :)

but there are advantage of a city being known as metro..

if zamboanga alone.. would not be called metro. foreigners need to ask if the city is medium or grand or watever. some maybe just ignore thinking that it would just be another small town

but being known as metro just by its name can attract world class individuals. and some might be curious on the city status as metro..

MERTRO ZAM? THAT'S FAR FROM POSSIBILITY. Why? Metro comprises of several cities and towns for that matter. Like Metro Manila, comprises of Mandaluyong, Pasay, Pasig, Makati, Malabon, Valenzuale, San Juan, Taguig and so on... Metro Cebu comprises of Cebu, Lapu-Lapu, Mandaue, Talisay and so on.. And the fact that a town is duly elevated to a city status if and when income-generating power(100M?) and population (150T?) has complied the least for it to become a city at that.. With Zambo's nearby provs and the likes, matagal-tagal pa ito bago ma-achieve... Say 30 years? But being a city, independent for that matter, is still the most-preferred choice of everybody in the city per se.

True.. for now. But who knows, in the next few years, there may be a flashflood of investments rushing in to Zamboanga, and in no time, you'll just realize that you're already living a metropolitan life.

Maybe that's the Philippine definition of a metropolis. In other countries, a single city can be a metropolis. :)

I hope so! I think the investors should look into opening up new routes like China or Hongkong since there are lots of Chinese nationals in the city. Singapore, Malaysia, and Japan would be good routes to. :okay:

Personally, I think it brings nothing bad for the city, except when epidemics arise then we surely are the first ones to face these threats. One major "up" of an open skies airport is the opening up / showcasing of the city to the international market directly. :)

i would prefer to be an Autonomous City of Zamboanga...

having its own jurisdiction, et.al. without interfering from others i.e. the National Government.

ZAMBOANGA CITY, Philippines (Mindanao Examiner / Jan. 5, 2011) – Homegrown pop group Maldita has signed a five-year contract with music label Viva Records Corporation as the five-member band went into a massive promotion for its first album in Zamboanga City.

The 12-track album includes the band’s Chavacano hit song “Porque,” which has been also translated in Tagalog. Local councilor Gerky Valesco, who is strongly promoting the local dialect – Chavacano – and Zamboanga’s unique culture and arts, said the pop group’s tour in Manila was a success.

“This is really a good avenue to promote not only our unique dialect, but also our beautiful Zamboanga, the only Latin city in Asia,” Valesco, himself an artist and a music guru, said.

Chavacano is a Spanish-based creole language and has survived for more than 400 years, making it one of the oldest creole languages in the world.

Maldita is composed of Demz Espiñosa (vocalist), Whey Guevara (rhythm guitarist), RB Bandiola (lead guitarist), Jimi Tristan (base guitarist), and Mad Nubhan (drummer). (Mindanao Examiner)

Napansin ko lang, sa halos lahat ng magagandang balita na pinopost dito, puro tanong na pagdududa yung reply mo. Kung hindi, "weh?" at "'di nga?", ngayon naman ay "woh?" Those words seem to denote something else besides them being mere reactions. We must believe in and have confidence on the capabilities of our city first before we expect to see people from other places do the same thing. We must take the first step if we want others to follow.

Aimed to intensify the campaign to preserve, restore, promote and strengthen chabacano as the lingua franca of Zamboanga, Mayor Celso Lobregat has reminded all public schools, local and national offices and other agencies the mandatory singing of the 'Zamboanga Hermosa' song during the flag raising ceremonies after the oath of allegiance.

The order is contained in Executive Order cL-66-2005, issued Oct. 19, 2005 declaring as mandatory the signing of the Zamboanga Hermosa song as well as directs all chiefs of regional and national government offices, presidents of private and state colleges and universities, principals of private elementary and high schools, school division superintendent and the 98 barangay councils based in the city to implement the order in their respective area of responsibility.

In his message before city government employees during the flag raising ceremony Monday, Mayor Lobregat said the EO will be circularized anew to ensure its full and strict implementation.

Sangguniang Panlungsod Ordinance 109 series of 1990 and Resolution 817 state the city's vision and objective to preserve, restore, promote and strengthen the chabacano language.

Mayor Lobregat said it has been commonly observed in several programs in the city that chabacano songs are being played but rarely the Zamboanga Hermosa song which is distinct of Zambonga City.

Seeing the validity of the observation and recognizing the need for a chabacano hymn distinctive of the Zamboangueno heritage, the SP, according to Mayor Lobregat, approved resolution 817 calling upon all public school officials to require the signing of the Zamboanga Hermosa during flag raising ceremonies.

Also in compliance of City Ordinance 109 that requires the preservation, restoration and promotion of the chabacano language, the mayor deemed it necessary to include regional and national government agencies, private and state colleges and universities as well as the 98 barangay councils in the mandatory singing of the Zamboanga Hermosa.

Copies of the EO were furnished to the City Schools division superintendent, principals of public and private elementary and high schools, presidents of private and government colleges and universities, all chiefs of regional and national government offices and the 98 barangay councils in the city for their information, dissemination and compliance.

Aside from the mandatory signing of the Zamboanga Hermosa hymn, Mayor Lobregat also exert numerous other efforts to promote, preserve and restore the chabacano language. One of the latest move is the production of the chabacano handbook entitled "El Primer Alfabeto Chabacano" intended for Grade I and II pupils including Kinder I and II students.

Prof. Roberto Torres, a member of the Local Council for Culture and Arts and president of the Association of Creative and Performing Arts in Zamboanga (ACPAZ) is spearheading the production of the workbook which has been corrected and revised a number of times by various groups that include some members of the Sangguniang Panlungsod, academe (Department of Education) as well as LCCA.

Studies have shown that the chabacano language is what makes Zamboanga apart from the other cities in the entire country and Asia, as majority of the population speak, understand and converse in chabacano on an everyday basis.

I like this! :okay: We need to preserve Chavacano. It is the only one in Asia. It is very very unique and it sets Zamboanga City apart from any other city in the Philippines and in Asia. :)

The results of the consultations / surveys done by the regional offices to their workers favor the reinstatement of Zamboanga City as the regional center of ZamPen. Also, analysts say that geographically, financially, and in terms of security of the workers, Zamboanga City is the better choice. That's based on the current happenings. Representives of the Presidential Management Staff will be arriving here this month to conduct surveys here and in Pagadian to see which place is more ideal to be the regional seat.

AN EXECUTIVE ORDER (EO) further easing restrictions on foreign airlines in select international airports outside Metro Manila could be issued this week as part of efforts to enhance competition in the civil aviation industry, Malacañang said yesterday.

"There’s a draft already. We’re just finalizing a bit...some of the provisions," Executive Secretary Paquito N. Ochoa, Jr. told reporters after command turnover ceremonies at the Philippine Navy headquarters along Roxas Boulevard in the City of Manila.

"Lalabas din ’yun [the EO will be issued], probably before Friday."

President Benigno S. C. Aquino III, who was guest of honor in the same event, confirmed the forthcoming issuance.

"There’s a previous EO that allowed this ‘pocket open skies.’ Secondary gateways will be the focus [of the new EO]," he told reporters after the ceremonies.

Mr. Aquino, who first announced the "pocket open skies" policy in his speech at an infrastructure conference in mid-November last year, said the new EO will give teeth to EO 219 signed by former Pres. Fidel V. Ramos in January 1995 that set the framework for opening up the country’s civil aviation sector.
So-called secondary gateways are international airports outside the Ninoy Aquino International Airport (NAIA) in Pasay City that have Customs Immigration Quarantine Security (CIQS) facilities, such as those in Cebu, Davao, Zamboanga and Laoag (Ilocos Norte), Transportation Secretary Jose P. de Jesus said in a separate phone interview.

The Civil Aviation Authority of the Philippines lists 10 airports with CIQS facilities, namely: NAIA in Pasay City, Laoag International Airport (Ilocos Norte), Diosdado Macapagal International Airport (Clark Field, Pampanga), Puerto Princesa International Airport (Palawan), Subic Bay International Airport, Kalibo International Airport (Aklan), Mactan International Airport (Cebu), as well Davao, General Santos and Zamboanga international airports in Mindanao.

Asked how the new policy will be different from the existing setup, Tourism Secretary Alberto A. Lim said foreign carriers now fly to airports like NAIA, Clark, Davao and Cebu under bilateral agreements.

"With the new declaration, foreign carriers may increase the frequency of their flights even without [government-to-government] negotiations," said Mr. Lim in a separate phone interview.

Foreign airlines may apply for additional flights directly with the Civil Aeronautics Board (CAB), he added.

Mr. Lim said the new policy will also "send a signal to foreign and local carriers that the Philippines will allow more competition."

"They can plan to invest, to expand or increase [the frequency of flights]," he explained.

The pocket open skies policy is also part of the government’s strategy to hit the target of doubling tourist arrivals from three million at present to six million by the end of the Aquino administration in 2016, Mr. Lim said.

Still, Mr. de Jesus explained that the EO will prohibit cabotage, which means foreign carriers will not be allowed to "transfer passengers from one city to another city within the Philippines."

Messrs. de Jesus and Lim, members of the economic cluster that provided inputs to the new EO, said they have yet to see specifics of the final draft.
In a separate phone interview, Carmelo L. Arcilla, CAB executive director, noted that "existing policies are based on patchwork of policies, so the new EO will make it comprehensive."

Mr. Arcilla cited as example EOs 500 and 500-A issued by then president now Pampanga Rep. Gloria Macapagal-Arroyo (2nd district) which declared open skies in Clark and Subic, respectively.

anybody can be a tourist. not just those foreigners who wants to see our beach or other tourist spot..

like say a person take a vacation in zamboanga and found out there there was already a robinsons mall, with a word of mouth and curiosity. people would visit the city just to see and compare malls all over the region

anybody can be a tourist, it just depend on what interest that person

base na mi experiencia... most people from luzon who have gone to Ciudad de Zamboanga and those who're still planning to have visit... most of them are not looking for big malls but rather what Ciudad de Zamboanga can give that are so different from those of Manila.
they like to have an adventure on beaches, mountain climbing, waterfalls, enjoying their stay and also enjoying the cheaper comestibles alli na Ciudad... especialmente el pescao, agua fresca y sabroso para toma...

aside from that, most of them will ask about Parks and Playgrounds and what kind of architecture had influences zamboanga's building and structures.... lastly, what are the heritages of Zamboanga city... these!!!

El 20 de Abril de 1596, el capitan Esteban Rodriguez (de Figueroa, por orden del
Gobernador-General Francisco Sande, ya conduci' un expedicion para Tamparan, Lanao para controla' con el tres reyes de Mindanao: si Malaria, si Silongan, y si Buhisan. Este si Buhisan era el tata de Sultan Kudarat. Este axpedicion di Esteban Rodriguez Figueroa que ya volve' desde Tamparan era de camino ya para La Caldera (ahora Recodo), pasando por el rio Cagang-Cagang (ahora Rio Hondo), cuando estos maga Español ya descubri' un lugar que ta llama' ahora Zamboanga. Ancina cosa ya pasa: AI entrar na rio de Cagang-Cagang, maga Español ya mira algunos Lutao na baroto. Un Español ya pregunta' el nombre del lugar.
El Lutao no sabe habla Español, ya pensa' que el Español quiere sabe si cosa ele ta agarra. "Sambuan" ya contesta' el Lutao. Quierer decir el que ta usa para hace saguan o manda' corre con el baroto. Desde este palabra ya forma' el nombre Sambuangan. Pero el maga Eapañoles ya compone el palabra y ya hace' Zamboanga para mas facil pronuncia. Aqui tambien ya sale' el palabra na Zamboangueño saguan el que ta usa' para manda' navega'
con el vinta.
Zamteoanga ya queda' el nombre oficial cuando ya nombra' con el primer gobernador del lugar, si Bartolome Diaz de Barrera el 23 de Junio de 1635. Desde este punto ya forma' el pueblecito de Lutao y Subano con este nombre. Este pueblecito ya ancha' y finalmente, ya crea' con el presente ciudad que ta lleva' el mismo nombre Zamboanga.
Por 300 años el nombre Zamboanga ya inclui' con el entero Zamboanga del Norte, Zamboanga del Sur y hasta el isla de Basilan como parte integral de la ciudad de Zamboanga por razon political y militar. Aunque estos tres divisiones ya queda' separao pero Zamboanga del Norte y Zamboanga del Sur ya permanece' como parte del Zamboanga Peninsula.
Desde 1635, por 265 años bajo el gobierno Español, Zamboanga era el capital political y militar de Mindanao. Este periodo ya continua' hasta Mayo 18, 1899, cuando el maga Español ya entrega' el administracion con el gobierno revolucionario bajo con el Gen. Vicente S. Alvarez como el primer Presidente del Republica de Zamboanga hasta Noviembre 16, 1899, cuando maga Americano ya toma' posesion del nacion. pero este nueva nacion ya existe hast el año 1903 antes este ya inclui na Filipinas, el presente Republica de Las Filipinas.

El Incendio de 1879
En un tarde de 1878, a las 6:10, un grande incendio ya registra' que ya quema' mucho casa de negocio na Calle Madrid mira para el mar. Este quema ya ocurri' na un dia bien memorable cuando el entero Zamboanga ta celebra' el fiesta del patrona del ciudad, La Inmaculada Concepcion y mientras que el procesion ta pasa' na maga calle del pueblo. Maga gente que ta segui' na procesion ya empeza'corretia' para todo direccion pensando que era juramentao. El imagen ya queda' abandonado na plaza en frente del iglesia. El fuego ya origina' na un casa de Chino donde ta celebra' un ocasion.

El Juramentao
El maga campaña militar ya puede' apacigua con el actitud de rebelde del maga nativo pero estos no puede conforma' y siempre ta busca' manera para venga'. Un medio que estos ya puede' pensa' es el caso de juramentao. Este persona decidido muri'. Despues de atende' un ceremonia de rezo y recibi' el consentimiento, este juramentao preparado para sale' afuera. Su unico mision es para mata' todo lo que puede hasta que ele mismo hay sale' muerto. Para con ele, este clase de muerte enseguida ya dale con ele el premio del cielo.
Na Zamboanga siempre ta tene' caso de juramentao desde el principio hasta 1970. El 6 de Diciembre, 1890, maga gente na calle ya empeza' corre' para todo direccion al oir el anuncio de juramentao. Sin saber, este juramentao ya sale' na calle, bailando con su baruñg y ya hace apas con todo con aquellos na su pasada. Este ya puede tajia' cuatro personas na tiangue, dos ya muri dos dias despues. Pero este juramentao no hay puede' anda' lejos porque el maga soldao y maga civilian armao todo ya sale' y ya hace' encuentro hasta que con este ya puede' mata'.

El Colera
Era durante el mes de Julio, 1891, cuando el enfermedad de colera ya ataca' na Zamboanga. Si ataque bien tragico. Na un dia mas de cien personas ta muri'. Aquellos quien ya muri': El alcalde del pueblo, un gobernadorcillo, el esposa del gobernador, el padre parroco de Mercedes. Con este padre ta ama mucho. Na Curuan ele ya construi' un sistema de irrigacion para na sementera, ya construi' iglesia na Boloñg, convento na Manicahan, casa de mision na Catumbal y na Cabaluay y por su iniciativa, ya abre' camino na
maga barrios.

so its basically spanish spelling for words of spanish origin and tagalog spelling for words of ilocano and tagalog origin. hough i noticed that jendeh is spelled using spanish spelling but it is of tagalog origin. Shouldn't it be standardized?

my question now is how do you spell words like comigo and jalo which in spanish is conmigo and dejalo respectively? Do you spell them as pronounced or use the original spanish word? Im guessing you should spell these words as they are pronounced otherwise we would need to spell vula as vola, cuji as coje but then people without any knowledge in spanish wouldn't probably recognize these words spelled this way.

MANILA, Philippines - Newly installed Civil Aviation Authority of the Philippines (Caap) head Ramon Gutierrez said pocket open- skies policy mandated by Malacañang would focus on the secondary routes, giving airlines the capability to offer better service in an open competition among carriers.

“I welcome this new development as the Caap expects better revenues for these routes,” he said.

Gutierrez was reacting to an announcement from Malacañang that President Aquino would soon issue an executive order granting a pocket open-skies policy on all secondary international airports in the country.

The President first formally announced his preference for a pocket open-skies policy at the public-private partnership (PPP) conference at the Marriott Hotel Manila on November 18, 2010. He promised to “put teeth” to EO 219 through its full implementation in international aviation.

Pocket open skies means that all international airports in the country, excluding the Ninoy Aquino International Airport (Naia), are expected to attract foreign-based airlines and low-cost carriers (LCC).

Industry records show that there are 47.4 million seats available to foreign and local carriers, but only 10.97 million seats, or 23%, are being utilized, a situation being touted as an “overcapacity.”

The new EO would center initially on “four international secondary hubs”

* Laoag International Airport in Laoag City

Yes! but the Chavacanista (Zamboangueño Linguist) who is Weekeejames who made it, wanted it to called "Zamboangueño Orthography" using Latin and Spanish for it's Writing System..

yes! we in the Wikipedia both in english and in Zamboangueño wanted every word to be standardized... and all these things were written with respective references. most non-zamboangueño linguist doesn't care about the spelling but most Chavacanista really care for the orthography. there was this person who even emphasized the word "kita" between "quita" kita means we.. while quita means to remove. also manok which came from austronesian should be written if it will be used in Zamobangueño as "Manoc". there is also another Chavacanista who even explain when will a letter "C" be pronounce as :"se" or "ke"... it is pronounce as "se" if it is followed by a vowel e,i, and pronounce as "ke" if it is followed by a vowel "a,o,u".

bdw, try to look na mana referencia que talla na mismo Wikipedia en Ingles.

since i was a kid i spelled as "Conmigo" and "dejalo (Deja+Lo)" i was tot by my abuela the right pronunciacion del cada letra na alfabeto Zamboangueño Jem por eso gaja... same thing with ff "Vola, Coge/Coje" los demas tambien como "Estranjero, Tajia, Agujero, Anijado, Anijada, etc. etc."

por eso gane Jem, we really try our best (especialmente el Autor del Wikipedia en Ingles y en Zamboangueño si Weekeejames), in some other way that our/their works would o could even contribute to all Zamboangueños and even to non-Zamboangueño hablantes to know the proper spelling/orthography, pronunciation...and also to know that the Chavacano language or to be specific, the Zamboangueño language has it's own system of writing, grammar and orthography which is then distinct from any other languages.

when i was in working, i was able to produce a dictionary but iv lost it and know where to be found or maybe it was accidentally deleted.

in my dictionary, i really explain, indicated that the word is a Sujeto(subject), Pronombre(pronounce), Verbo(verb), Adverbo(adverb), Nombre(noun).
example the ff:

Camina v. /ca/mi/na/ para camina -to walk.
Caminando adv. /ca/mi/nan/do/ na acto de camina -in the act/state of walking.
Caminada suj. /ca/mi/na/da/ el manera o modo de caminda - the way or mode of walking.

there was even an explaination i did of words which came from other language family that became part of Zamboangueño language vocabulary already pero ta cambia ya el ortografia.

Jem favor ya lang tu proba lee todos enlaces y referencias alla na wikipedia en Ingles y en Zamboangueño.

lastly, there are also several Chavacanista explain that the Zamboangueño language is distinct from the rest of the other 5-dialects of Chavacano. i, even myself had made conclusion of that too.

in my linguistic work i did before i even include the ff synonyms, homonyms, antonyms...and their proper usage..
example between "de aton" and "diaton". i also made a study on these two words which has the same in meaning and pronunciation pero tene este rule si cuando y donde ta usa... ejemplo: 1. del diaton Señor Jesucristo. 2. de aton Señor Jesucristo. pero amo gane, ya perde todo.. sayañg gane gayot...

Mayor Celso Lobregat has ordered the extension of work hours of offices involved in the business permit renewal to accommodate more clients effective Monday, January 3 to January 20, the deadline set for the renewal of permits.

Based on the mayor's order, work hours on weekdays from Mondays through Fridays are from 8 a.m.-12noon and from 1pm-8 p.m. and from 8a.m. to 12noon and 1-5 p.m. during Saturdays, Sundays and holidays. On January 19 and 20, office hours will be extended from 5pm to 10pm.

Businessmen have started crowding City Hall January 3, either to secure or renew business license permits, a process that will end January 20, based on the law.

Mayor Lobregat Monday instructed the setting up of more facilities such as additional assessment tables and chairs both at the ground floor and second floor of the City Hall building to accommodate more clients as well as to ensure comfort and convenience.

The city government started accepting applications for renewal of business permits for the year 2011, last October 1st.

The offices involved in the renewal process are the City Treasurer's Office, City Licensing Division, the Tricycle Adjudication Board, the Computer Services Division, City Health Office and City Planning and Development Office among others.

License renewal applicants are advised to bring the original business permit of 2010 as basis for the renewal.

Mayor Lobregat has reiterated his appeal to all local businessmen to process applications for new permits or renewal the earliest time possible to avoid the rush and the payment of penalties based on existing laws. Late filing would mean a 25 percent surcharge plus additional 2 percent for every month of delay.

The mayor, it is recalled, has also initiated the early inspection of establishments based on the Business Processing and Licensing System or BPLS, a program undertaken through the Transparent and Accountable Governance (TAG) project funded by the United States Assistance for International Development through the Asia Foundation.

The TAG has caused the city to undertake new innovations to improve law enforcement and revenue generation activities.

NEWLY installed Civil Aviation Authority of the Philippines (Caap) head Ramon Gutierrez said pocket open- skies policy mandated by Malacañang would focus on the secondary routes, giving airlines the capability to offer better service in an open competition among carriers.

“I welcome this new development as the Caap expects better revenues for these routes,” he said.

Gutierrez was reacting to an announcement from Malacañang that President Aquino would soon issue an executive order granting a pocket open-skies policy on all secondary international airports in the country.

The President first formally announced his preference for a pocket open-skies policy at the public-private partnership (PPP) conference at the Marriott Hotel Manila on November 18, 2010. He promised to “put teeth” to EO 219 through its full implementation in international aviation.

Pocket open skies means that all international airports in the country, excluding the Ninoy Aquino International Airport (Naia), are expected to attract foreign-based airlines and low-cost carriers (LCC).

Industry records show that there are 47.4 million seats available to foreign and local carriers, but only 10.97 million seats, or 23 percent, are being utilized, a situation being touted as an “overcapacity.”

The new EO would center initially on “four international secondary hubs”—Mactan-Cebu International Airport (Mcia) in Lapu-Lapu City; Francisco Bangoy International Airport in Davao City; Laoag International Airport in Laoag City; and Zamboanga International Airport in Zamboanga City.

The Diosdado Macapagal International Airport (DMIA) in Clark had already been earlier declared a pocket open-skies gateway in 2006, when then President Gloria Arroyo issued Executive Orders 500 and 500-A.

There are three more international airports considered as “secondary hubs”—Bacolod-Silay City International Airport in Silay City; General Santos International Airport in General Santos City; and Subic Bay International Airport in Olongapo City.

1. Own Water Source -to be more develop so it can supply the entire City of Zamboanga;
2. Food Source -Enhance the Agriculture Industry;
3. Electricity Source -that can supply the entire Ciudad of Zamboanga and also including neighboring Towns;
4. Educational and Health Infrastructure;
5. Develop and/or enhance or improve the City's Intelligence against terrorism;
6. a City-State or an Autonomous City of Zamboanga;
7. Having it's own Garment Industries;
8. Having it's own laboratories for Science & Techonology;
9. and other businesses in the City, especially that deals with sustainability of the City;

The City Engineers Office has revealed that they are having problems in opening of new roads because most of the lot owners does not want to donate their respective lots to the City Government.

City Engineer Luis Vicente Despalo said “most of the lot owners does not want to donate their lots and these lots already has structures on it.”

Aside from these, most of the lot owners want the City Government to pay for their lots at a very high price.

The City Government is planning to open new roads from Nuñez to Governor Ramos, Governor Camins to Governor Ramos and Nuñez to Veterans Avenue.

Despalo appealed to lot owners to donate their lots saying everybody will benefit if their land will be cemented and used as new roads.

Despalo said the opening of new roads can help decongest the traffic in the city especially during week days.

Jimenez also expressed doubt whether Mr. Castro, a member of the I-CARE Partylist and scheduled to sit as congressman in the Lower House this year, could truly achieve something for Zamcelco for a period of 6 months as project supervisor considering he will have to take his position in Congress in June or July.

"We all know that the electric cooperatives supported this partlylist (I-CARE). So I hope there will be no conflict of interest in this issue," he stressed.

Asked who he thinks ccan help manage Zamcelco in the meantime, Jimenez said the multi-sectoral group can give to NEA the names whom they think are capable of managing the cooperative.

According to JeffPhilippines in Ozamiz Airport Thread, PAL will be leaving Zamboanga route to Airphilexpress.

This is not true. PAL will not leave its domestic operations. What PAL want is to get rid of Air Philippines. People will still fly for PAL because of its quality service. IMO having all low cost carrier flying in all domestic routes is not good. Aside from getting to the place you want to go, people still wants a comfortable seats and services. :cheers:

As much as possible, kelangang magtipid ng gobyerno para i-allot ang budget nito sa iba't ibang projects. Mauubos pera nila kung magfofocus sila sa isang project lang at hindi gumawa ng paraan para mapababa gastos nila.

Dipolog City Mayor Evelyn T. Uy, the new chairperson of the Regional Development Council-9 (RDC-9), has revealed her priorities for Zamboanga Peninsula during a consultation meeting with RDC members, various sectoral groups and stakeholders held at a hotel in Zamboanga City yesterday.

Mayor Uy said her plans and priorities for Zamboanga Peninsula include the implementation of infrastructure projects that will benefit the people like farm-to-market roads, bridges, irrigation systems, ports and airports; socio-economic program for farmers and fisherfolks, poverty alleviation, education, health assistance, tourism and energization.

Uy emphasized that there is a need to construct more roads in remote areas so that farmers can easily bring their produce to the market which in the end will uplift their socio-economic life, identify potential tourism sites for development and later develop it for tourism package and tap potential resources of the region that can be used for electricity generation.

On the other hand, Uy disclosed that the energy summit held in Dipolog on November last year was successful.

She revealed that Korean engineers are now conducting a study to tap the two rivers in Zamboanga City for hydro-electric plants. Other engineers are also studying the putting up of a solar system plant .

Uy said Zamboanga Peninsula is rich in coal which is another source for electricity generation.

Mayor Uy was a successful businesswoman before joining politics. Her husband is former Mayor Bert Uy.

Some of the issues discussed during the meeting were Information and communication technology to address the problem of cyber crimes, global information to world market, advocacy to fight against graft and corruption, agriculture and food security. -- Allen Abastillas

actually there's two positive by giving a right of way

1. your lot value will increase (lalo na pag mataas un vehicle count dumadaan)
2. you can already use your lot as a commercial since accessible na to people (note ok mag donate pag wala maayos na right of way un lupa and ang malaki un lupa ng mga owner pag maliliit na wag na lang^^)

MAYOR Celso Lobregat has ordered the City Engineer, Luis Despalo, to lead the cleanup operations on all waterways in a bid to prevent flash floods in any part of Zamboanga City.

Mayor Lobregat said the City Government is willing to go to court to demolish private structures that obstruct the natural flow of water for the general welfare of the residents, in particular to help resolve flooding woes in low-lying areas.


Lobregat emphasized these as he reconvened the Task Force Contra Avenida to look into the causes of and possible solutions to the flooding that occurred in Barangay Putik early dawn Monday, as well as in other low-lying areas including in the villages of Sangali, Tugbungan, Sta. Catalina, Kasanyangan and other areas.

At past 1 a.m. Monday, the mayor received reports about the flash flood in Putik following continuous downpour Sunday night.

He proceeded at once to the affected area and observed that the flood was caused by obstructions in the waterways.

Records from the City Social Welfare and Development Office, under Francisco Barredo, showed that over a hundred families in Putik have been affected when river water swelled early Monday dawn.

Barredo's office provided the necessary assistance, specifically the emergency food assistance, to the affected families.

Last week, a flash flood also hit Sangali in the east coast also due to obstructed waterways.

Lobregat observed that most of the waterways and slope protection on riverbanks in the city are heavily clogged with garbage and other refuse materials, preventing the water from flowing freely.

He also attributed these obstructions to the fact that there are residences on or near the waterways and slope protections.

On the basis of his observations, Lobregat directed Despalo to coordinate closely with the village officials concerned and the Department of Public Works and Highways (DPWH) for the dredging operations on all waterways and slope protection projects in all villages, particularly in the Tumaga River.

He also requested the DPWH to strictly implement the three-meter easement on riverbanks within which no houses or other structures should be constructed even if they are on private properties, particularly in areas where there are ripraping projects.

At the same time, Lobregat bared plans to complete all ongoing ripraping projects and to riprap all other riverbanks to prevent flash floods in the future.

Despalo's office was given one week to submit a report on the status of all waterways and ripraping projects in the villages.

It can be recalled that as early as July 2007, Lobregat issued Executive Order CL-141-2007 creating Task Force Contra Avenida to address the city's perennial flash flood problems.

In his executive order, Lobregat said the City Government is mandated to call all concerned departments under its umbrella, village officials, government-owned and -controlled corporations, non-government organizations and concerned national line agencies to study, develop and formulate a comprehensive flood-control plan to address the problem on flooding.

Since its creation, the Task Force has initiated various flood-control projects that helped ease flooding in previously flood-prone areas such as in the villages of Sta. Catalina, San Roque and San Jose Gusu. (Bong Garcia)

ZAMBOANGA CITY, Jan. 3 (PIA) – It’s a “buena mano” to 2011 for the Land Transportation Office (LTO)Zamboanga City as the office is set to host a two-day summit on Regional Traffic Enforcement Road Safety (RTERS)this month.

The summit which is the first in a row will tackle issues and measures to solve traffic problems in the city and region. Topics such as Traffic Code; new issuances of LTO that are revisions on the various penalties and other traffic laws, will be thoroughly discussed.

The Summit will also include education training for traffic enforcers and policemen and assistance to disabled persons and senior citizens to traffic road safety.

LTO Regional Director Aminola P. Abaton said LTO is working on making region 9 as pilot region in road safety advocacy.

An estimated 500 participants coming from the various transport groups and local government traffic enforcement units all over the region is expected to attend. Law enforcement groups from the LTO, Highway Patrol Group 9 are also expected to be in attendance as well as representatives from the non-government organizations, academe, youth sector and civic groups. ZAMBOANGA CITY, Jan. 3 (PIA)-- Delegates from this city bagged the most coveted title as the over-all champion in the recently concluded Private schools Athletic Association Regional (PRISAA) Games 2010 held in Pagadian City, Zamboanga Del Sur on December 17 to 19.

PRISAA Regional Executive Director (RED) Elbert Atilano, Sr. proudly said Zamboangueños have the capability in sports and athletic events.

The senior PRISAA RED revealed, most of the Zamboanga delegation will represent Region IX in the PRISAA National Games set on February 20 to 26, next year in Cebu City.

The Zamboanga Team brought home from the PRISAA meet 89 gold medals, 49 silver and 27 bronze.

Most of the medals won by the astringent Zamboanga Team came from swimming, athletics, karate-do, taekwondo, badminton, chess and volleyball.
The basketball-women category got the championship award.

Meanwhile Pagadian City was ranked as second in the team over-all standing fallowed by Dipolog City. (PIA9/JP Alvarez)

uno pa problema alli na Ciudad de aton, por el mana establecemiento ta precura ocupa con el "Sidewalk" pero jendeh convieno.. porque? Sidewalk is for public use and own by the goverment, and that is intended for Public Pedestrain, for People passway as define in our National Building Code of the Philippines.

querer decir, mas tiene derechos el mana gente usa con el Sidewalk para pasa... si tiene man obstruccion na sidewlak acabar ta pasa tu pero tormento y despues ya llama tu el atencion del gente concierne ademas ele pa mismo el ya sale rabiao..no vosotros atrasa siendo que vosotros pa el tiene mas grande derechos para reclama o usa el Sidewalk. cualquier edificios o estructuras de gobierno, debe kita con ese cuida o protege cay por causa esos de aton tambien. estaba esos todo na de aton mana impuesto que ta paga kita na gobierno, e.g. Parques, Pasillos, Calzadas, etc. etc.

example:

1. tiene ta usa modular method, et.al.

1. Using of Precast over all CHB Layering.
2. Using of Aluminum Cladding over all wall-painted.

if Precast and Cladding System el Construction, probably within a year acabao.

B. depende tambien na tecnologia and availablity of materials, y quilaya de mucho el manpower pone na construccion.


actually, tiene se kita ta llama "Time Schedule o Time Frame" y ese depende ya con el Arquitecto Principal. and lastly, si quilaya de bueno el un contratista usa con el CPM or known as Critical Path Method.

y por ultimo, ese si menos el politica dentro na construccion...
este base lang tambien na mi experiencia... uso tambien el politica dentro na Industria de Construccio....

el Arquitecto Principal ta para como el Owner's Representative y ele tambien Protector que ta protege el interes de su cliente, y ele tambien checquia si el cosa ya pasa na "SITE", ya cumpli ba el si cosa na plano... ele tambien ta acaba checquia el mana Billing del cada Contratista si el de ellos trabajo ba es consistente el si cosa na plano. una vez no hay cumpli, el Arquitecto Principal hay jendeh firma el Billing siendo que este debe pasa na Arquitecto Principal (o su departamento) antes que dale na Dueno/Cliente.

uso tambien el ta llama kita "Under the table, ta enamora gayot, ta dale libre tomada, libre coche, libre accommodation, libre come na restaurant"... en este manera, una vez al llega el dia BILLING... tormento ya el un Arquitecto Principal o el Supervising Architect, Inspector habla "no" con este concierne contratista.

Four policemen including two junior officers were wounded when they were attacked by a cassowary that escaped from this city's aviary, officials disclosed.

Chief Insp. Felixberto Martinez, Police Station 7 chief, said the policemen were attacked Tuesday morning when the cassowary crossed the training field of the Philippine National Police Regional Training School (PNP-RTS) in Barangay Pasonanca, seven kilometers north of this city.

The victims, two of whom were identified as Insp. Crisanto Yabo and Insp. Nicanor Bautista, are undergoing schooling at the PNP-RTS.

Martinez said the four policemen, who were attacked one after the other, suffered injuries and were no match to the bird.

The cassowary is a very large flightless bird native to the tropical forests of New Guinea and nearby islands and northeastern Australia.

The cassowary is the third tallest and second heaviest living bird, smaller only than the Ostrich and Emu.

The cassowary escaped from the city government's aviary which is located few hundred meters away from the PNP-RTS.

Martinez said the cassowary wandered in the woods near the PNP-RTS when it escaped from the aviary.

Engr. Rene dela Cruz, head of the City General Service Office (CGSO) and in-charge of the aviary, disclosed that the cassowary already made several escapes the latest of which was last Tuesday.

Dela Cruz disclosed that the bird seems to be angry with people in uniform and "we are still wondering why."

The bird feeds mainly on fruits, though all species are truly omnivorous and will take a range of other plant food including shoots, grass seeds, and fungi in addition to invertebrates and small vertebrates.

Cassowaries are very shy but capable of inflicting serious injuries to dogs and even children when disturbed. (PNA)

Sad news for 2011. Robinsons backed out from opening a branch in Zamboanga. Lot owner (Ople’s) supposedly agreed selling the lot for 6M/Sqm but increased it to 8M/Sqm last minute.

True. I'm so sick of people blaming the local Chinese business community (or even the ENTIRE local Chinese community) and the LGU for the absence of national malls in the city. I think that it's such a shallow and petty explanation for such a complex situation.

i've read the daily zamboanga times jan.9 issue and c3 mall in pagadian, whose picture appeared on front page, is mistakenly identified as Robinsons' Mall. The caption also stated that there will be a Robinsons' Mall in Zambo by 2-3 years time.

hello! i suggest that the roof/shape of robinsons' zamboanga will be that of a grand piano since robinsons is into unusual shapes used in most malls (esp. robinsons manila)

Maraming nagkakamali na Robinsons Mall yung C3 Mall. Mga kaibigan ko nga na sumama sa PRISAA Regional Meet 2010 sa Pagadian, sabi pa nila: "pumunta kame sa Robinsons nila (Pagadian)", thinking na Robinsons mall ang building kung nasaan ang Robinsons Supermarket.

ZAMBOANGA CITY (PNA) – City Mayor Celso Lobregat has reminded all public schools, local and national offices, and other agencies to sing the “Zamboanga Hermosa” song during the flag-raising ceremonies after the oath of allegiance as part of a campaign to preserve, restore, promote, and strengthen Chavacano as the lingua franca of Zamboanga.

The order is contained in Executive Order (EO) CL-66-2005, issued Oct. 19, 2005 declaring as mandatory the singing of the Zamboanga Hermosa as well as directing all chiefs of regional and national government offices, presidents of private and state colleges and universities, principals of private elementary and high schools, school division superintendents, and the 98 Barangay Councils based in the city to implement the order in their respective area of responsibility.

Lobregat said the EO will be circularized anew to ensure its full and strict implementation.

Sangguniang Panlungsod (SP) Ordinance 109, Series of 1990, and Resolution 817 state the city’s vision and objective to preserve, restore, promote, and strengthen the Chavacano language.

Also in compliance with City Ordinance 109 that requires the preservation, restoration and promotion of the Chavacano language, the mayor deemed it necessary to include regional and national government agencies, private and state colleges and universities as well as the 98 Barangay Councils in the mandatory singing of the Zamboanga Hermosa.

Aside from the mandatory singing of the Zamboanga Hermosa hymn, Lobregat also exerted numerous other efforts to promote, preserve, and restore the Chavacano language.

One of the latest moves is the production of the Chavacano handbook titled “El Primer Alfabeto Chavacano” intended for Grades 1 and 2 pupils, including Kindergarten 1 and 2 pupils.

Professor Roberto Torres, a member of the Local Council for Culture and Arts and president of the Association of Creative and Performing Arts in Zamboanga (ACPAZ), is spearheading the production of the workbook which has been corrected and revised a number of times by various groups that include some members of the Sangguniang Panlungsod, and the academe like the Department of Education.

ZAMBOANGA CITY*—Mayor Celso Lobregat has created a committee to assess and evaluate ecotourism potentials of identified barangays in this city and to formulate its development program.

The committee was created after Lobregat recently met with the tourism stakeholders to seek ways on how to diversify tourism benefits to the barangays by developing potential tourist attractions such as waterfalls and caves.

The committee, chaired by Lobregat, is composed of city tourism officer Sarita Hernandez as the executive officer.

The members are representatives from the city council, Office of the City Environment and Natural Resources, City Planning and Development Office, City General Service Office (CGSO), City Engineer’s Office, the Department of Tourism (DOT), the Department of Environment and Natural Resources, Philippine Information Agency, barangay officials and private groups.

Lobregat said the duties of the committee include the participation in an orientation by the DOT based on the module for community-based tourism/ecotourism; assessment and evaluation of ecotourism potentials of identified barangays using an acceptable criteria matrix as a tool prepared and adopted by the committee in selecting priority sites for development and formulation; and recommendation for approval by the mayor of the site-specific ecotourism development program for the priority sites.

As the need arises, the committee may create and constitute a technical working group to conduct further ecological studies and/or environmental assessment on the impact of tourism aspects and introduce developments to the community and environmental resources.

Lobregat initiated the meeting following observations on the presence of natural scenic spots, resources, customs and unique cultural traditions in various barangays that can very well help in the promotion of rural of community-based tourism.

These so-called tourist potentials include the Merloquet waterfalls in barangay Sibulao, Udjung waterfalls in barangay Dulian-Upper Bunguiao, and the caves in the barangays of Salaan and Manicahan—all in the east coast—and the Busay waterfalls in barangay San Roque and the Nancy waterfalls in Barangay La Paz—all in the west coast.

Lobregat, three councilors, some city government personnel and barangay officials recently trekked to the rugged and steep terrain of barangay Dulian-Upper Bunguiao and discovered a waterfall that plunges down a narrow dropoff into a natural pool where one can go for a refreshing swim.

Lobregat said the waterfall is only one of the numerous hidden potentials in the rural areas which can provide a strong foundation to promote ecotourism or adventure tourism.

These natural resources can bring tourism benefits to the barangays and help create employment if developed and promoted properly, Lobregat stressed.

ZAMBOANGA CITY*—Mayor Celso Lobregat has created a committee to assess and evaluate ecotourism potentials of identified barangays in this city and to formulate its development program.

The committee was created after Lobregat recently met with the tourism stakeholders to seek ways on how to diversify tourism benefits to the barangays by developing potential tourist attractions such as waterfalls and caves.

The committee, chaired by Lobregat, is composed of city tourism officer Sarita Hernandez as the executive officer.

The members are representatives from the city council, Office of the City Environment and Natural Resources, City Planning and Development Office, City General Service Office (CGSO), City Engineer’s Office, the Department of Tourism (DOT), the Department of Environment and Natural Resources, Philippine Information Agency, barangay officials and private groups.

Lobregat said the duties of the committee include the participation in an orientation by the DOT based on the module for community-based tourism/ecotourism; assessment and evaluation of ecotourism potentials of identified barangays using an acceptable criteria matrix as a tool prepared and adopted by the committee in selecting priority sites for development and formulation; and recommendation for approval by the mayor of the site-specific ecotourism development program for the priority sites.

As the need arises, the committee may create and constitute a technical working group to conduct further ecological studies and/or environmental assessment on the impact of tourism aspects and introduce developments to the community and environmental resources.

Lobregat initiated the meeting following observations on the presence of natural scenic spots, resources, customs and unique cultural traditions in various barangays that can very well help in the promotion of rural of community-based tourism.

These so-called tourist potentials include the Merloquet waterfalls in barangay Sibulao, Udjung waterfalls in barangay Dulian-Upper Bunguiao, and the caves in the barangays of Salaan and Manicahan—all in the east coast—and the Busay waterfalls in barangay San Roque and the Nancy waterfalls in Barangay La Paz—all in the west coast.

Lobregat, three councilors, some city government personnel and barangay officials recently trekked to the rugged and steep terrain of barangay Dulian-Upper Bunguiao and discovered a waterfall that plunges down a narrow dropoff into a natural pool where one can go for a refreshing swim.

Lobregat said the waterfall is only one of the numerous hidden potentials in the rural areas which can provide a strong foundation to promote ecotourism or adventure tourism.

These natural resources can bring tourism benefits to the barangays and help create employment if developed and promoted properly, Lobregat stressed.

ese el quierre pa sil anda, Merloquet Falls. But due to limited time, nuemas ya kame puede anda alla. Taluksangay Mosque, Ayuda Badjao na Sinunuc (coz their subject is about culture), Metropolitan Cathedral, Holy Hill, Pasonanca Park, Sta.Cruz Island, Plaza Pilar, Paseo del Mar, Skypark, ese el maga lugar que ya lleva con illa. Y el especial de ciudad: MIGRATORY BIRDS. Bien amazed gayod sila! :banana::banana::banana:

Cay before el de illa flight, yan tomahan kame hasta 2:30am na BARCODE, anda Sta.Cruz ala-Siete, Bolbe alas-onse, manda con illa kome aqui casa alas-dose, ya man verify na de aton aeropuerto si cosa hora gad de illa flight (asegun, ON-TIME), ya anda para Taluksangay Mosque ala-una y medya, acabar na Barter de Canelar alas 3 del tarde, para man check-in ya era alas tres y medya, ya abla ya lng cay ya mobe el hora del llegada del eroplano 8:55pm, y sale el eroplano 9:20pm. :bash: por eso kondo ya acaba sila man check-in y pagar con el Terminal Fee, ya manda anay yo con illa durmi aqui casa alas-cuatro y medya, ahora, nuevo lang gayod sila ya desperta! :cheers:

actually, we met at Paseo. pinipicturan nila kami (officemates), part daw ng project nila, featuring nightlife in Zamboanga. Marami, about Zamboanga ung fineature nila. Culture, tourist spots and stuffs like that... :) Amazed sila sa hospitalityng mga Zamboangueno. They'vev also been in City Hall before we met. Thry met with the Mayor.

4 lang sila. Project is to feature Zamboanga in a coffee table-type book! Tatlong groups sila, ung isa Luzon, ung isa Visayas (Bacolod City), Mindanao (Zamboanga City), as respective group's personal choices. Ung sa Mindanao group, pinili nila ang ZC dahil daw sa pinakacolorful history and culture ang city natin above others. Lumalaki ang tenga ko tuloy! :lol::lol:

Hindi b old news na to? I didn't mention anything cause I thought this was already discussed here.

Anyhow, hindi lang daw iyan. Sure na Aristocrat yan kaya lang me problema ata sila sa city hall since wala silang parking. Yun ang sabi saakin ng isang city official at ng kaibigan ko since boss ng tatay nya yung mayari ng lote katabi ng building. :)

room rate varies from 900-1500p for a minimum if 2pax-inclusive room.. MArcian Business Hotel for one - 950p. :)
