ZAMBOANGA CITY (MindaNews/19 March) – At least 4,000 athletes, coaches, and officials from the country’s 17 regions will converge in this city for the 38th Private Schools Athletes Association (PRISAA) National Games come April 8 to 14. It is the third time for Zamboanga City to host this annual sports competition -- the first time in 1993 and the second in 2005. According to the PRISAA national project director, Prof. Elbert Atilano, positive media reports about the city and the warm reception of Zamboangueños to visiting delegates have apparently encouraged more schools from Luzon and Visayas to join this year's competition.
"We are very pleased that our city has been chosen to host (the games) this year, particularly because the number of delegates has almost doubled compared to the last time Zamboanga hosted the national games," said Mayor Celso Lobregat.
Sixteen schools will be hosting the regional delegations, and with the increased number of participants, the mayor has requested the public school sector to provide additional billeting venues for student athletes.
The city government has allotted a budget of P2 million for operational expenses and the repair and improvement of some facilities of the competition's venue, the Joaquin Enriquez Jr. Memorial Sports Complex. Total operational cost of the PRISAA national games is between P11 and P12 million.
The sports complex will serve as the main venue for sports events such as basketball, baseball, sepak takraw, softball, football, volleyball, swimming, lawn tennis and athletics. Competitions on table tennis and chess will be held at Pilar College, and events on taekwondo, karatedo, judo, and badminton at the Ateneo de Zamboanga University. The dancesport competition and contests on vocal solo and search for Mutya ng PRISAA will be held at the Zamboanga City Summit Center.
"Zamboanga City athletes are preparing for this year's competition. We expect tougher competition, as the National Capital Region delegation will arrive in full force," Atilano said. He added that the city's athletes are confident they will excel in taekwondo, karatedo, swimming, and athletics.
Last year, the PRISAA National Games was hosted by Iloilo City with the Western Visayas region as the overall winner, followed by Northern Mindanao and Southern Tagalog.
PRISAA is an organization of private schools all over the country with a vision to serve as a venue for sports, academic, and cultural development of the Filipino youth. It developed several outstanding athletes who represented the country in international competitions, which include renowned sprinter Mona Soliman from Mindanao and shot put and discus throw athlete Josephine dela Viña from the Visayas. Shahana Edding Abdulwahid is the 2008 Centennial Student Regent of the University of the Philippines.
Following her selection by the general assembly of student councils of all units of the UP System from Luzon, Visayas and Mindanao and her appointment by the President Gloria Macapagal-Arroyo as Student Regent, she recently took her oath of office before the chairman of the UP Board of Regents in the presence of UP President Dr. Emerlinda R. Roman and former Supreme Court Justice and Regent Abraham Sarmiento.
As Student Regent, she will be representing the more or less 50,000 students of the University in the UP Board of Regents, the highest policy-making body of the University.
Ms. Abdulwahid is an honor graduate of Zamboanga Chong Hua High School. An active student leader, she was a two-time national champion in oratorical contests both in English and Filipino. She was the editor-in-chief of the school organ, D Plum and Corps commander of her batch. In recognition of this, on her graduation, she was conferred the character and leadership award including the President Gloria Macapagal-Arroyo Leadership award.
For her college education, she went to the University of the Philippines Diliman where she obtained her bachelors degree in Philosophy, cum laude. Presently she is taking her masteral degree in the UP Institute of Islamic Studies as a scholar of His Royal Highness Prince Salman of the Kingdom of Saudi Arabia.
As a student of UP, Ms. Abdulwahid has been actively involved in campus politics. In 2005, she was elected as College Representative of the College of Social Sciences and Philosophy (CSSP) to the UP University Student Council (USC) and was elected as the No. 1 University Councilor of the USC the next year. In 2007, she was overwhelmingly elected as UP University Student Council chairperson.
In brief, Ms. Abdulwahid has earned the distinction of being the first Muslim to have held the positions of chairperson of the UP University Student Council and UP Student Regent in the 100-year history of the University of the Philippines. Recently, she was recognized by the Center for Moderate Muslim, Inc (CMM) as one of the Ten Most Outstanding Muslim Youth (TOMY) of the Philippines.
As supporter of the advocacy for inter-religious and inter-racial cooperation to promote harmony and peace among people, she was cited as Collegiate Ambassador for Peace by the Universal Peace Foundation and World Collegiate Association for Research of Principles. In June 2006, she was a member of the Filipino student group who went to Melbourne and Sydney, Australia as exchange students of the Australian government. This coming March 28- April 19, she will join the Philippine delegation to visit the different universities in the USA under the Indiana Cultural Center Exchange Program.
The new UP Student Regent is the daughter of Court of Appeals Associate Justice Hakim S, Abdulwahid and Mrs. Naida Edding Abdulwahid of Zamboanga City. She is presently in this city as commencement speaker in the graduation exercises of her Alma Mater, the Zamboanga Chong Hua High School.

Court of Appeals Associate Justice
Justice HAKIM S. ABDULWAHID was appointed to the Court of Appeals (CA) on March 10, 2003 after having been unanimously nominated by the Judicial and Bar Council (JBC). He is a professorial lecturer of the Department of Shari'a and Islamic Jurisprudence, PHILJA and a Shari'a Bar Examiner.
Justice Abdulwahid obtained his degrees in Bachelor of Arts, major in Political Science (1967), and Bachelor of Laws (1971) from the University of the Philippines as a scholar of the then Commission on National Integration. He was admitted to the Philippine Bar in 1972.
Prior to his promotion as CA Associate Justice, he was for eleven (11) years Presiding Judge of the Regional Trial Court (RTC), Branch 12 of Zamboanga City, a regular court and concurrently a designated special court for corporate cases, and at the same time, Pairing Judge of RTC, Branch 13, a special court for drug cases. Earlier, because of lack of judges, the Supreme Court assigned him as Assisting Judge of RTC of Basilan Province and then, as Acting Presiding Judge of RTC of Bongao, Tawi-Tawi.
Before his appointment as RTC Judge in 1992, he was a law professor at the Western Mindanao State University (WMSU) College of Law. He served as Clerk of Court of the then Court of First Instance (CFI) of Zamboanga City, later Executive Labor Arbiter of the National Labor Relations Commission (NLRC), and then, Regional Director of the Department of Labor and Employment (DOLE), Region IX.
Justice Abdulwahid is a recipient of many awards for outstanding performance and exemplary services from various institutions and organizations which include the Integrated Bar of the Philippines (IBP) and the Philippine Judges Association (PJA).
The Justice is a life member (JCI Senator) of the Junior Chamber International and Joaquin "Jake" Gonzales Fellow of the Philippine Jaycee Senate Foundation. He remains an active member of the Zamboanga Jaycee Senate and the IBP-ZAMBASULTA. He was former Deputy Senior Vice President and Director for Region IX of the PJA.
Born in Talisay, Sibutu, Tawi-Tawi, on June 12, 1945, he is married to Naida Edding Abdulwahid of Zamboanga del Norte, with four daughters, namely, Zahra, Shahana, Entezar and Benazir.

LAS VEGAS, NV. — Because of the growing Zamboangueño population in Las Vegas, Nevada, the “Orgullo Zamboangueno de Las Vegas” was formed last Sunday with Congressman Erbie A. Fabian acting as inducting officer.
Thought of by a group of Zamboangueños from Los Angeles, California to foster friendship and close links among “chavacanos” residing in this fabulous city known the world over for its glittering hotel resorts and casinos, the organization elected Peter Dimaguila as interim president.
Also elected as vice president was Eleanor Basilio, a registered nurse. The other officers are: Chato Onrubia, secretary; Fedelis Saavedra, treasurer; Jun Saavedra, PRO; and Jayton Bucoy, Monching Basilio and Cris Onrubia, directors.
“It’s a significant date, considering that (Ferdinand) Magellan discovered the Philippines on March 15 (1621),” said Bucoy, who with his family decided to reside in this city out of Houston, Texas a year ago.
Acting as advisers of the organization are Titong San Juan (Los Angeles), Nits Viguera (Los Angeles), Chito Lopez (San Francisco), Mila Jaldon (San Pedro) and Ric Puno (Daly City).
Dimaguila said that the formal induction program will be held in the near future after a meeting with the bona-fide members of the organization. — BJ

Mayor Celso Lobregat has tasked all agencies concerned to ensure the orderly and peaceful observance of the Holy Week, as he ordered the prohibition of liquor and other intoxicating drinks at the Mayor Climaco Freedom Park in Upper Pasonanca, which is expected to be the center of convergence for catholic devotees.
Lobregat’s order is formalized in Executive Order 189-2008 specifying the prohibition on the “bringing, sale and drinking of liquor” at the park from March 19-21 during the observance of the Holy Week.
Lobregat stressed that the liquor ban and other appropriate measures at the Park would allow the Catholic faithful to commemorate the observance of the occasion with “reverential solemnity and respect”.
Policemen with the assistance of the barangay tanods and officials are directed to confiscate and immediately dispose the prohibited liquor and intoxicating drinks from violators, based on the executive order issued March 13.
On the other hand, Lobregat ordered the implementation of a temporary rerouting scheme on roads leading to the Climaco Freedom Park in Pasonanca for the duration of the Holy Week.
Executive Order 190-2008 is in anticipation of the monstrous traffic congestion that may arise on the way to the park specifically from March 19-21 when people would flock the area for their Lenten rituals.
Based on the order, the whole stretch from Pasonanca kilometer 6 to the Climaco Freedom Park via Carmen Valley is declared “entrance point” of all vehicles going to the park with Tumaga via sitio Luyahan (quarry area) as the exit point.; the road leading to the “Cruz mayor” in the park is declared as “no entry” to all vehicles; that the junction of Pasonanca-Abong-abong road and Pasonanca-Murok road is declared “no entry” to all vehicles coming from Tumaga; residents of Carmen Valley with car passes issued by the Pasonanca barangay chair may exit at the entrance of the Climaco Freedom Park at kilometer 6 and that pedestrians are encouraged to use the covered walk at km 7 leading to km 7 to avoid accidents.
The same order also declares “one way” the road from the junction leading to Pasonanca Elementary School and the road leading to Pasonanca Deep at Km 5 (Y intersection) to the entrance of the Climaco Freedom Park, km 6. As such, all vehicles coming from the city proper shall turn right at the said junction at km 5 on their way up to km 6 and exit to the road passing through Pasonanca Elementary School to km 5.
The temporary traffic rerouting scheme will take effect from 6 p.m. of March 19 to 6 p.m. of March 21.
Meanwhile, Lobregat has directed the local police to properly coordinate with the Task Force Zamboanga and the barangay councils of Pasonanca and the nearby barangays for the implementation of a comprehensive security plan.
The same directive is issued to the different sub-stations in the city to also ensure the orderly and peaceful observance of the Holy week in the barangays especially in places of worship.
The City Health Office in coordination with the Zamboanga City Medical Center, the local Red Cross and other health units will deploy nurses and doctors at the Climaco Freedom Park to provide first aid treatment to pilgrims who would encounter health problems while performing their Lenten rituals.
City health officer Rodel Agbulos said mobile clinics as well as ambulances will be on standby at the park during the Holy week.
Lobregat met with representatives from the police, military, health department, barangay officials from the areas concerned, radio clubs and other volunteer groups last weekend to finalize plans and arrangements for the observance.
As early as today, March 17, Holy Monday, Catholic devotees will start with their Lenten rituals.

THE Zamboanga City Police (ZCPO) headed by Senior Superintendent Manuel Barcena has deployed more than 100 policemen at the Mayor Cesar C. Climaco Freedom Park to ensure the safety and security of the Catholic faithful in the area.
Thousands of Catholic faithful troop to the Freedom Park otherwise known as the Abong-Abong Park in Pasonanca village, north of this city, for the way of the cross since it is where the station of the cross in located.
Barcena's deputy, Superintendent Jonathan Perez said they have established checkpoints in all roads leading to the park to inspect the incoming vehicles and people into the park.
Perez said it is to ensure that no one is bringing bladed weapon and guns including intoxicating drinks into the park to ensure the solemn observance of the Lenten season.
Most of the people that gather at the freedom park on Holy Thursday usually stay overnight in the area and go home after the seven last words mass at 3 p.m. of Good Friday.
The policemen are backed by personnel from the military's Task Force Zamboanga (TFZ) headed by Colonel Darwin Guerra.
Perez said a one-way traffic is declared at the park to ensure the smooth flow of vehicles, both private and public utility jeepneys (PUJs).
Special permits were issued to 70 PUJs to help ferry passengers to the Freedom Park in addition to the PUJs that ply the downtown-Abong-Abong Park route.
Perez said policemen were also deployed to guard Churches in other areas of the city where religious activities are being held.

ZAMBOANGA CITY -- The City Health Office (CHO) has intensified its campaign against Pulmonary Tuberculosis (PTB) on five villages that have high incidence of PTB in this city.
CHO chief Rodel Agbulos said these are the villages of Campo Islam, Baliwasan, San Jose Gusu, San Roque, and Upper Calarian.
Of the five villages, CHO records showed that Campo Islam has the highest number of PTB incidence, with a total of 50 cases from January until March of this year.
Being on top of the list as far as number of incidence is concerned, CHO designated the village of Campo Islam as the pilot area in the anti-PTB campaign.
However, all of the PTB patients from the other four villages that are adjacent to the village of Campo Islam could avail of the free health services and necessary medicines offered at the Campo Islam Health Center.
Agbulos said the granting of free treatment and medicines by the CHO is aimed to make Zamboanga City a free PTB city.
When asked about the common victims of PTB, Agbulos disclosed that most of the individuals afflicted with the PTB disease are males whose age ranges from 49 to 60 years old.
"Those who are afflicted with such disease should undergo medication for a minimum of three and a maximum of six months to be healed," he said.

Lenten season generally peaceful: Official

A TOP police official has assessed the observance of the Lenten Season in Zamboanga City as generally peaceful.
Zamboanga City police director Manuel Barcena said no untoward incidents were reported on Holy Thursday and Good Friday.

Barcena has deployed more than 100 policemen at the Climaco Freedom Park, also known as Abong-Abong Park, where thousands of devotees flocked for the station of the cross.
Barcena's personnel were backed by troops from the military's Task Force Zamboanga (TFZ).
"So far (it was) peaceful," Barcena said through a text message Saturday.
The police also guarded the "Santo Intiero" procession held downtown in the afternoon of Good Friday.
Aside from the Immaculate Metropolitan Cathedral, similar processions were also held in some of the parishes in Zamboanga City.
In the downtown and other parts of the city, traffic flow was smooth despite several streets which were closed to give way for the procession.

Mayor Celso Lobregat last night bestowed on Philippine Military Academy (PMA) topnotcher Ensign Ariel G. Rallos the title “El Distinguido y Ejemplar Hijo de la Ciudad de Zamboanga” for his exemplary achievements in the country’s premiere leadership school.
Assisting the mayor during the conferment rite which was held over dinner tendered by the city government in honor of Ensign Rallos, were District I Congresswoman Beng Climacoa, members of the City Council and department heads.
The conferment of the title was based on Executive Order No. CL 192-2008 issued by Mayor Lobregat and a resolution unanimously approved by the City Council.
“The achievements of Ensign Rallos are very exemplary”, the mayor told media men when the Zamboangueno PMA topnotcher and his relatives paid him a courtesy visit at City Hall yesterday morning.
Despite the many trials in life, Rallos and his two siblings, specifically elder sister Hazel were able to finish studies with flying colors. “He and his sister have gone through many challenges in life but despite all the trials, he came out number, he is truly a very distinguished and very exemplary son of Zamboanga”, the proud mayor declared.
Rallos, who resides in Limon Drive, Canelar Tripplet topped the 220-cadet Baghawi (Bagong Halaw ng Lahi) class 2008 of the PMA. He is an orphan and has two siblings, Hazel, who also graduated from the naval education training command March 10 and Arnel, who is a second year college student taking up Computer Science.
The 25 year old Rallos graduated valedictorian at the Canelar Elementary School in 1995; salutatorian at the Zamboanga National High School-West and cum laude (BS Physics) at the Western Mindanao State University in 2003. Prior to joining the PMA in 2004, he taught for two semesters at the Math Department of the Ateneo de Zamboanga.
When asked to comment on the honor that will be bestowed on him by the city, Rallos expressed appreciation to the mayor and the city government for recognizing his feats.
“We will do our best as new members of the Armed Forces of the Philippines and hopefully what we went through in our lives will serve as inspiration to other youths of Zamboanga”, the topnotcher said. “As long as you strive hard and you have the will and determination, you can overcome whatever challenges”.
Rallos lost his father to leukemia at the age of 12 and his mother, also to leukemia at the age of 22.
The Zamboangueño received the Presidential Saber, PGMA Achievement Award for Excellence, Philippine Navy Sword, JUSMAG Award, Aguinaldo Saber, Academic Group Award, Mathematics Plaque, Natural Sciences Plaque and Department of Tactical Officers Plaque during the PMA graduation in Camp del Pilar in Baguio City last March 18 with President Arroyo as guest of honor .
During his courtesy call, Rallos was accompanied by his two siblings; second parents Rafauls and Sonia Imbing and Ma. Lourdes Que; Pastor Dennis Sienes, Lani Yee, Janet Salle, Monching Salle and Jane Sienes.

Preparations are underway for the staging of Congressman Erbie Fabian’s third biggest bicycle race in Zamboanga City dubbed “Tour de Fabian” slated on April 19, 2008.
Bong Casimiro, Fabian’s sports development coordinator, disclosed that over a hundred participants coming from different cities and provinces have signified their intention to join in the bicycle race competition.
Casimiro said the cyclists who want to participate are those coming from the cities of Cebu, Illigan, Isabela, Lamitan, Dapitan, General Santos, Davao, Zamboanga and the provinces of Sibugay, Zamboanga del Sur and Zamboanga del Norte.
According to Casimiro, the bike race will start in barangay Licomo which is approximately 95 kilometers away from the city proper and ending at the Enriquez Sports Complex in Baliwasan.
The congressional sports coordinator noted that in the past two bicycle races, participants include military officials, government employees, athletes, private employees and others.
Casimiro said that special prizes like the “King of the Road”, “Mountain King”, the youngest and the oldest participant, fastest racer and best in uniforms will receive cash prizes ranging from P3,000 to P5,000.
Interested bikers who want to join the tournament must secure an application form at the office of Congressman Fabian along Guiwan Highway, Casimiro stressed.

For the first time under the Lobregat administration, the City Council asserted its independence by disagreeing with Mayor Celso Lobregat on an ordinance it aproved granting local contractors a reduction in the payment of their gross sales tax.
After more than two hours of discussion with three recesses, the City Council
voted in favor of sending back to Mayor Celso Lobregat Ordinance No. 2008-147 which, according to lawyer-councilors, had lapsed into law even though it was vetoed by Lobregat citing technicality.
Mayor Lobregat had earlier vetoed the ordinance saying it was ultra vires or beyond the power of the city government to grant reduction in the payment of the contractors gross sales tax.
Ordinance No. 2008-147 was approved early this month and was sent to the Office of the City Mayor for proper action on March 14, 2008. Under the law, the chief executive has 10 days to approve or disapprove it.
In his five-page letter to the Council dated March 18, 2008, which was attached to the original copy of the ordinance, Mayor Lobregat expressed disapproval of the ordinance believing that it is ultra vires.
Ordinance No. 147 tends to reinstate in its original form a deleted portion of its amended Ordinance No. 92-008. The ordinance allows a contractor “should he undertake to furnish the materials and labor in the construction work, the cost of such materials and labor shall be deducted fro his Gross Receipts for the purpose of determining that taw due him.”
The Los Contratistas dela Ciudad de Zamboanga had earlier requested the Council to approve the ordinance.
The resolution, which was passed yesterday that calls for the sending back of the ordinance to the mayor, was sponsored by Councilor Jimmy Cabato and was supported by at least nine members like Councilors Juan Climaco Elago, Luis Biel, Asbi Edding, Cesar Jimenez Jr, Charlie Mariano, Melchor Sadain, Abdurahman Nuño, Lilia Nuño and Roel Natividad.
Six members voted against while one inhibited in the discussion and in the actual voting.
Cabato described the Council’s action as a way of“overriding” Lobregat’s power to veto ordinances.
“We failed to override it since we could not muster the required two third votes in the Council,” Cabato said.
Aside from the reason mentioned, some members of the Council expressed disgust over the tenor of the letter sent to them by Lobregat.
“We know that the mayor is not a lawyer…so we presumed that the letter was prepared by somebody else who lacks research and knowledge about legal matters,” Elago said.
Elago said Lobregat has not actually acted on the ordinance since the word “veto” or “Ddsapproved” was not written in the face of the original copy of the subject ordinance.
“The mayor has only expressed his disapproval on the ordinance in the letter attached,Elago observed.
For his part, Cabato defended their action saying that what was approved by them, referring to Ordinance No. 147, was in order and within the bounds of the law. — Jimmy Villaflores

Zamboanga City is set to join other cities in the country and the world in the observance of Earth Hour, a simple action of turning off the lights for one hour on Saturday, March 29 to deliver a powerful message about the need for action on global warming.
Mayor Celso Lobregat yesterday met with different sectors in the city to inform about the planned action which is organized by the Earth Day Network Philippines chaired by Elisea Gozun, former Environment Secretary.
The citywide power shut down will be simultaneously done with other cities globally from 8 to 9 p.m. on March 29.
“We are asking for public support”, the mayor said stressing that the activity is to highlight the effects of global warming which is one of the major threats worldwide.
Continued reliance on electricity sourced from coal-fired power stations is causing a dramatic increase in the Earth’s temperature, resulting in rising sea levels, an increase in drought and severe storms and massive changes to the environment.
“In fact here in Zamboanga City for the first time we experienced two storm surges last year and the effects were very devastating”, the mayor lamented.
He stressed that the city should actively participate in the activity and appealed for public support and understanding.
Present during the meeting were representatives from the government sector, the hospitals, education department, universities and colleges, business sector, media, Zamboanga City Electric Cooperative, National Transmission corporation and members of the city council — who all expressed support to the move.
Lobregat said the police, military and all other sectors will be properly informed about the plan so that they can make their own adjustments.
“this is a sacrifice that all of us have to make”, the mayor added.
Gozun in a letter to Mayor Lobregat invited Zamboanga to join the millions around the world in celebrating Earth Hour “to create awareness on climate change and symbolize that working together, the people of the world can make a difference in the fight against global warming”.

Former kidnap victim Italian priest Giancarlo Bossi is back in Zamboanga City, ABS-CBN Regional Network Group reported Tuesday.
Claretian priest Angel Calvo, the Italian missionary’s friend, confirmed that Bossi is in Zamboanga City and is now staying at the Pontifical Institute for Foreign Mission (PIME) office.
The report said that Bossi arrived in Zamboanga around 6 a.m. Tuesday.
Earlier, after 40 days in captivity, the Italian priest said he still wants to go back to his small parish in Payao municipality in Zamboanga Sibugay and see his "children."
“I have to go back to Payao and tell the people that I am still alive. My heart is still in Payao. As a father, they used to say the priest is the father, as a father I have to go back to my children," Bossi said in a news conference at Camp Cawa-Cawa in Zamboanga City several hours after his release.
Speaking in halting English and the local dialect, Bossi said he was treated well by his kidnappers despite moving constantly to evade military troops. He told ABS-CBN's Ces Drilon that he was fed rice and salt, sinigang, tuyo and daing (dried fish).
He said his kidnappers kept moving around Lanao province. He, however, said he was not sure if they were in Lanao del Norte or Lanao del Sur.
The Italian priest said he is not afraid of his kidnappers and will return to Payao town where he was kidnapped on June 10 last year.
"No, no [I'm not afraid]. If my superiors will allow me to go back to Payao, I will go back to Payao anytime," he told reporters.
The kidnapped priest was recovered by a joint team of police and military troopers around 9 p.m. in Karumatan municipality in Lanao del Norte. He was transported for almost six hours to the police headquarters in Camp Cawa-Cawa in Zamboanga City.

“JOURNEYING through life with passion and a pioneering spirit,” aptly describes the life philosophy of the 63rd Commencement Speaker of the Western Mindanao State University (WMSU). He will address a total of over 2,000 graduates of the institution on March 25 and 26 at the Juanito Bruno gymnasium, WMSU Campus, this city.
Harvey S. Keh, chosen as one of the awardees of the 21 Young Leaders of Asia by Asia Society in 2006, is a Bachelor of Science in Psychology graduate from the Ateneo de Manila (ADMU).
He is currently Director for Youth Leadership and Social Entrepreneurship at ADMU’s School of Government. He also teaches Theology and Development Studies at ADMU.
When he was yet 22 years old, Keh became the youngest grantee and project manager of Ford Foundation. He is likewise a Fellow of the Young Leaders Program, Asia Society, an international organization based in New York City that aims to strengthen relationships and deepen understanding among the peoples of Asia and the United States of America.
He is also a co-founder and executive director of AHON Foundation, a non-profit organization that seeks to help improve the skills of Filipino children by building public elementary schools libraries. To date, AHON has built nine elementary school libraries benefiting some 20,500 pupils.
The youthful commencement speaker also founded pathways to Higher Education Program – Philippines in 2002, of which he is currently the executive director. Pathways aims to help marginalized Filipino students gain access to and finish higher education. Pathway has more than 30 volunteer groups who do education reform activities such as tutorials and book drives nationwide.
Keh likewise sits as treasurer and the youngest board member of Synergeia Foundation, a coalition of institutions and individuals whose main aim is to uplift the state of basic education in the Philippines.

At 29, Keh has indeed done some so much at such a young age. He is an epitome of a passionate social entrepreneur who has afforded many poor students the chance to access quality basic and higher education.
In inviting Keh as guest speaker for this year’s graduation rites, WMSU recognizes Keh’s shining example of being a social entrepreneur – harnessing one’s talents and energies and making a meaningful difference in people’s lives.

On the 27th, the graduation rites will be for the graduates of the following colleges: Nursing, Engineering and Technology, Science and Mathematics, Social Work and Community Development, and the Institute of Asian and Islamic Studies.
In a related development, WMSU gave due appropriate honors to 46 graduating students during recognition rites held on March 24 at the WMSU Juanito Bruno gymnasium, this city.
Of the 46 academic excellence awardees, four are magna cum laude awardees coming from the following colleges: Nursing – 2; Liberal Arts/External Studies Units (ESU) – 1; and Science and Mathematics – 1. Forty-two cum laude awardees come from the following colleges: Nursing – 19; Science and Mathematics – 2; Home Economics – 2; Education – 15 (6 from ESU); Agriculture – 2; Forestry – 2; Liberal Arts – 1. Graduating students who have achieved outstanding performance and made a distinct contribution to the university in various fields of endeavor were likewise honored.
Finally, certificates of merit were awarded to 128 graduating academic scholars who are recipients of scholarship grants from various institutions and individuals such as the Commission on Higher Education, WMSU, AGAPE, Department of Science and Technology (DOST), Senator Francisco Pangilinan, Gerry Roxas Foundation, AKBAYAN, the Government Service Insurance System, Metrobank and the Department of Interior and Local Government, among others.
Dr. Rebollos distributed the medals and certificates to awardees assisted by Dr. Felicitas F. Falcatan, Vice President for Academic Affairs and Chair, Academic Awards by Prof. Milagros F. Yosores, Dean of Student Affairs and Chair, Non-Academic Awards. Medals and Certificates for the Red Youth Award was conferred by Victor A. Liozo, Jr., Administrator, Philippine National Red Cross, Zamboanga city.
Atty. Juan Climaco P. Elago II, a graduate of Bachelor of Science in Physics from this university and member of Zamboanga City’s legislative council, was guest speaker during the recognition rites. He lauded the genuine commitment of youth to be innovative and relentlessly work towards social transformation. He challenged the graduates to serve their own people before thinking of working abroad.
Elago likewise challenged the university administration to become more selfless, innovative, self-sacrificing and thus lead the way towards genuine social entrepreneurship.

Zamboanga City, March 14 – A number of the City’s barangay officials. Alternative Learning system (ALS) coordinators and barangay scholars from the east coast were the major participants during the one-day Barangay Management Information System (BMIS) seminar-workshop sponsored by the WMSU Graduate School Students’ Association (GSSA) and the Comprehensive Outreach Program for the Barangay held at the University Guidance Conference Room yesterday.
WMSU Vice President for Research, Extension and Development (RED) Dr. Rufina A. Cruz said the conduct of the BMIS seminar-workshop is timely and relevant because the establishment of an integrated information system will enable the leaders to plan and implement programs relevant to the needs of the people in the barangays. “The BMIS will allow us to see the current and real situations prevailing in the barangays,” Dr. Cruz stressed.
She lauded the efforts of the organizers the GSSA and the COPBA, a unit under the Office of the Vice President for RED for undertaking the said workshop. She said such an undertaking is in consonance with the WMSU philosophy “La Universidad na Buen Servicio del Communidad”.
Dr. Cruz pointed out that RED is anchored on the Six-Point Agenda of WMSU President Dr. Grace J. Rebollos foremost of which is to help the poor and the disadvantaged.
According to Cruz, the RED is engaged in various extension programs in the barangays.
She cited the WMSU Floating School in Mariki as one of its major extension program serving the Sama-Bajau learners in Mariki and Rio Hondo.
Dr. Cruz also revealed that the WMSU-RED in partnership with the UNDP-Act for Peace Programme will formally turn over 30 fishing boats, Barangay Health Station and Multi-Purpose Training Center to the City Government on March 31 this year at the Siromon Islands, this city.
Meanwhile WMSU Graduate School Dean Dr. Carmelita Felisilda who gave the opening remarks during the day-long workshop lauded the efforts of the GSSA and COPBA for conducting the workshop. She said that the undertaking is consistent with the motto of the University – “La Universidad na Buen Servicio del Communidad” – that is bringing WMSU to barangays in the service to our people.
City Vice Mayor Hon. Manuel “Mannix” Dalipe was the guest speaker during the seminar-workshop.
Dalipe stressed the need to establish a computerized database system in the barangays. “In this manner an integrated information system will be in place. Any information that we need can be easily accessed”, Vice Mayor Dalipe emphasized.

Anytime that you are traveling to unfamiliar territory, choosing where you are going to stay is always a tough decision. On my recent trip to Zamboanga, Tawi Tawi and Basilan, I was lucky as I had help! While traveling with Maej, she was on a work assignment, and she had also visited these places numerous times. Because of this, she knew where to stay, and her employer also had a list of hotels that they regularly used in these places. So, I left the choice up to her, and just followed suit.
In Zamboanga, we stayed at the Garden Orchid Hotel. The Garden Orchid is located on Gevernor Camins Avenue, very close to the Airport. The hotel is very nice, along the same lines as the Marco Polo Hotel in Davao City. Marco Polo is a 5 star Hotel, and having stayed in both, I feel they are on par with each other. I got a bit of a discounted rate, but I would expect to pay around $50 per night or so. I consider that pretty inexpensive, given the quality of the place.
The Garden Orchid has a beautiful lobby, which is fully equiped wiht WiFi in case you have a laptop or other WiFi enabled device like a cellphone, PDA, etc. I used the WiFi regularly while staying there and it is fast and reliable. Also, the staff at the lobby restaurant is quite pleasant, even if you just want to sit in the restaurant to use the WiFi. This is not always the case in other places. As I mentioned, there is a restaurant in the lobby with good food, and it’s also quite inexpensive as well. All in all, I would give the Garden Orchid Hotel in Zamboanga City a high rating! District 1 Congresswoman Beng Climaco Wednesday night awarded 2008 Philippine Military Academy Valedictorian Ariel Rallos with the “Medalla de Merito aki na Distrito I” in recognition of his commendable achievements in the PMA.
The medallion is awarded to public elementary and secondary schools students who exhibited skills in community service, honesty, integrity and leadership.
“Ensign Rallos deserves this merit as we in Zamboanga city in District I find inspiration from him”, the lady solon announced as awarded the medallion to Rallos Wednesday night during dinner tendered by the city government in honor of the PMA topnotcher.
Rallos, who hails from barangay Canelar, topped the PMA Baghawi Class 2008. Despite poverty and the absence of biological parents, who passed away one after the other due to leukemia years ago, Rallos excelled in academics starting even when he was in his primary and secondary years.
“We are very proud of Ensign Rallos, he bestowed honor to the city by being number one in the PMA”, the congresswoman said. “My sentiment goes to him, his sister Ensign Hazel and younger brother Arnel”.
Being orphans like the Rallos siblings, Climaco said, “they show God’s magnificence and providence in their success”.
“Continue to rely in God and continue to have the heart and helping hand, to his mistahs then and to the people in his assigned area soon”, the congresswoman said when asked for a message for Rallos.

DIPOLOG CITY — Even as basketball for boys both in the elementary are still playing as of press time, the Zamboanga City delegation has proven again its dominance in the field of sports in the entire Zamboanga Peninsula as it won most of the individual and group events in the Regional Athletic Meet in this city.
Zamboanga City won the golds in swimming, both in the secondary and elementary boys and girls, athletics boys and girls, both in the secondary and elementary level, taekwondo boys and girls, secondary and elementary, elementary soccer football, children baseball, chess boys and girls, secondary, arnis, gymnastics RSG and gymnanastic WAG and boxing mostly coming from Golpe-Golpe na Barangay program of Congressman Erbie A. Fabian.
There were other games won by Zamboanga City either gold or silver,however, the secretariat was still busy tabulating the points and not by medal count as in the past. But definitely, according to Emma Sebastian, delegation’s athletic manager, Zamboanga City will retain the championship title, both in the elementary and secondary.
Meanwhile, the next ZPRAA will be hosted by Dumalinao in Zamboanga del Sur. headed by Mayor Ace Cerilles. His father, Congressman Antonio Cerilles, and mother, Gov. Aurora Cerilles, have pledged full support for the success of the 2009 ZPRAA games.
Dumalinao is the first town after Pagadian City going to Zamboanga City and is considered as an agricultural area.
Meantime, the athletes that will comprise the Zamboanga Penisula Athletic delegation will return to Dipolog City on April 6 for the training in time for their departure to Puerto Princesa,Palawan, according to Regional Sports supervisor Eugene Penales.
The delegation will participate in this year’s Palarong Pambansa on a meager P3 million budget. However, Penales said other local government units like Zamboanga City are expected to help financially.

Health Undersecretary David Lozada Jr. yesterday cited Mayor Celso Lobregat for implementing a no-nonsense health program for Zamboanga City .
“We laud Mayor Lobregat for putting priority on health programs”, Usec. Lozada said in his message during the opening program of the DOH-Field Implementation and Coordination Office (FICO) Visayas Mindanao Zonal Meeting Thursday morning.
The health executive said the same seriousness in the implementation of programs to ensure health quality life for Zamboanguenos has been noted in the late Mayor Maria Clara Lobregat, the mother of Mayor Lobregat.
“Kaya yong mga health officials from Manila and other parts of the country including our national officials alam nila kung sino ang lalapitan nila dito sa Zamboanga. Malaking tulong talaga sila sa mga health projects” (That is why national health officials know whom to approach when they are in Zamboanga. They are really a big help to our health projects”), Lozada stressed.
The health official cited the numerous successes obtained by the city government in the implementation of health programs such as the Galing Pook Award conferred by the United Nation Development Program (UNDP) for best practices in LGU-private sector partnership in the anti-HIV-AIDS campaign.
In his welcome message, Mayor Lobregat said health programs are top priority of the city in line with its agenda of “Nuestro deseo un ciudad sin enfermedad”.
For 2008, the city government allocated some P116.7 million for health programs.
Lobregat stressed that it is the policy of the city government to provide all the necessary health facilities—in the barangays and in the city proper area to address the health needs of the constituents.
Meanwhile, Usec Lozada said the health department is bent on implementing a properly coordinated health program in all regions.
The two-day zonal conference which reeled off Thursday at a local hotel in Valderozza Street is aimed to find new initiatives on how to best improve public health.
“I hope that the two-day conference will be productive”, the health official told the participants which include regional health regional directors, Population Commission regional directors, Nutrition Council regional chairmen and executives from the Philippine Health Insurance Corporation from Visayas and Mindanao.

It began as a question on how to best inspire people to take action on climate change. The solution: Ask them to turn off their lights for one whole hour.
The Earth Hour initiative began on March 31, 2007 where 2.2 million people and 2100 businesses in Sydney, Australia, including iconic buildings like the Harbour Bridge and Opera House, turned off their lights for one hour and enjoyed an hour of darkness.
This year, Earth Hour 2008 extends its invitation to people beyond the borders of Sydney, with the key objective of engaging as many households, communities and businesses to turn their lights out for one hour on March 29, 2008 from 8pm– 9pm.
Over 20 countries, including the Philippines, have signed on for this activity, which will be held simultaneously throughout the globe. The aim of the campaign is to express that individual action on a mass scale can help change our planet for the better
In Zambonga City, Task Force Siembrada, together with WWF, the conservation foundation, invites and encourages the city to voluntarily turn off their lights on the said date, for one hour.
“Just like tree planting, the concept of the Earth Hour is for people to voluntarily, in their homes or offices on their own initiative, choose to turn off their lights as a symbol of their participation against global warming. We do not need to forcibly enforce a total city blackout,” says Jerico Jan Bustamante, Secretary General of the Task Force Siembrada, the environmental caucus of the City, to correct a misconception that Earth Hour entails the complete power shutdown of the city, or every household for that matter. “That is the message we want to get through. We start with simple things, like developing the habit of turning off our lights in the long run. Then, perhaps we can turn to bigger things.”
More than just a symbolic crusade, turning of our lights for one whole hour also reduces the city’s energy consumption. Last year, the massive collective effort in Sydney reduced the city’s power consumption by 10.2% for one hour. According to the Earth Hour website, if the greenhouse reduction achieved in the Sydney CBD during Earth Hour was sustained for a year, it would be equivalent to taking 48,616 cars off the road for a year.
Global warming is a global environmental crisis. In reducing greenhouse gases from the atmosphere, Task Force Siembrada, aside from participating in Earth Hour this March 29, also enjoins the city to start the habit of planting and caring for 10 trees in their lifetime. Trees, with the photosynthesis cycle, naturally absorb carbon dioxide from the atmosphere, thus reducing a greenhouse gas from the atmosphere.

The 64 days of operation of the Task Force Zamboanga Special Advocacy Livelihood/Literacy and Advancement for Muslim (SALA’AM) at Kasanyangan, this city ended successfully.
Last March 25, the operation’s closing ceremonies were conducted with medical and dental outreach activities.
Col. Darwin Guerra, TFZ commander, headed the conduct of the activities with Dr. Rodelin Agbulos, City Health Officer, as the guest speaker.
Among who joined the MEDCAP were: City Health Office Medical and Dental personnel, barangay health workers, Dr. Lynn Montejar of Dental Detachment Station, 1st Infantry (TABAK) Division, Philippine Army, Avelina Soliven, nurse from the 9th Forward Service Support Unit of the Army Support Command and the CMO Team of TFZ led by the Civil Military Operations Officer, Cpt. Abdurasad Sirajan, who orchestrated the activity. The security assistance was extended by soldiers of the 15th Division Reconnaissance Compnay under 2Lt. Casilla to ensure the safety of the groups as well as the more than 300 beneficiaries.
The activity was in conjunction with the government’s program for peace and development. The AFP is being supported by the city government through the City Health Office led by Dr. Agbulos and the barangay government under the leadership of Tungkoh Hanafi.
There were 309 patients who benefited from the activity.
The SALA’AM operators and TFZ personnel expressed gratitude to the LGUs for their support.

Mayor Celso Lobregat has expressed disappointment over a travel advisory issued by the Australian Embassy tagging Zamboanga City as a high terrorist threat area, and called the same as grossly unfair.
“The threat of terrorism is worldwide and not only limited to the Philippines”, the mayor said stressing that even the United States of America, the superpower nation, has not been spared by terrorist attacks when the World Trade Center was bombed on September 11, 2001 killing thousands of people.
He declared: “Even the US was a victim of terrorism but did any country tag the US as a high risk threat area?”.
The Australian government posted on its website Wednesday a travel advisory prohibiting its nationals from visitng Mindanao including mainland Mindanao, the Zamboanga Peninsula and the Sulu Archipelago due to alleged “high threat of terroriosm including kidnapping and related counter-terrorism operations.
Mayor Lobregat, who has been in the forefront of promoting Zamboanga and the Mindanao area as a peaceful and safe area, said the issuance of the travel advisory is very unfortunate and comes at a time when the government is in the verge of an intensified promotional campaign to lure tourists and investors into this part of the country.
He said the government that issues such an advisory “gives the terrorists a moral victory without firing a single shot or without placing a single bomb”.
The threat advisory scares and terrorizes people into not going to a certain area, he said. He hoped that the same would not affect current promotional programs of the city government.
Nevertheless, Mayor Lobregat said the advisory is not new, as many parts of Mindanao have been listed as “banned” areas by various foreign governments in the past. “But still people go to these areas because the reality on the ground is very different from what is stated in the advisories”.
The said advisory has cautioned Australian citizens currently in the Zamboanga Peninsula to exercise vigilance or consider leaving if they are in these areas. — SEC

Mayor Celso Lobregat will grace the blessing of the New Zonta Ayudahan Center, the Ayudahan Parents Association Office and Daycare Center in Canelar today.
The ceremony will start at 3 p.m. with the ribbon cutting to be made by Mayor Lobregat. He will be assisted by Atty. Linda Lim and Dr. Lydia Ramirez.
Rev. Fr. Max Rodriguez, CMF, Claret Parish priest, will officiate the blessing in the presence of visitors and officers of the Zonta International Club of Zamboanga City led by president Mrs. Mary Usman and former president Dr. Araceli Tan.
After the blessing, a doxology will be rendered by the Canelar Children and Youth Performing Arts.
Ms. Aubrey Joy Atilano will lead the national Anthem. It will be followed by the welcome remarks of Zonta Club President Mrs. Usman. A dance number will be rendered by the CCYA.
Mayor Lobregat will deliver the inspirational message then another number will be rendered by the CCYA.
Mrs. Pilar Bersamin, president of the Canelar Ayudahan Parents Association (CAPA), will deliver the words of gratitude.
Dr. Bernadette Santiago, the incoming president, will make the closing remarks.

ZAMBOANGA CITY (MindaNews/29 March) – Zamboanga City will experience an hour of total power black out tonight in response to the worldwide call to turn off lights from 8 to 9 p.m.
“Zamboanga City will join the worldwide observance of Earth Hour,” said Mayor Celso L. Lobregat in a statement released on Friday.
“There is still time to remedy the situation if we act now. Let us support the call of the Earth Day Network Philippines (EDNP) for the city to join Earth Hour and help save Mother Earth,” the statement added. EDNP is the lead organization spearheading the campaign in the country.
The statement also informed the city’s residents that the local power provider Zamboanga City Electric Cooperative (ZAMCELCO) will implement a maximum of one hour brownout.
According to ZAMCELCO officer-in-charge Edgardo F. Ancheta, the power cooperative will totally shut down all its 18 feeders for 15 minutes during the event.
"After 15 minutes total blackout, we will gradually open the 18 feeders with a gap of five minutes each in between," he said.
He said the electric cooperative will be able to save 50,000 kilowatt-hours on the duration of the event from its current 90,000 household consumers and 700 commercial and industrial establishments.
With this city-wide brownout, residents are expected to be home early.
“We will just stay at home. We cannot also roam around longer because of this brownout,” student Joshua Pierra told MindaNews.
Local worker Aldrin Abdurahim said he will also do his part by being at home early and make sure all the lights are off until 9 p.m.
“We have to also be responsible even in this very simple initiative,” he said.
“I will keep my phone fully charged so at least I can play my music,” added Christine Faith Casipe.
According to its website, Earth Hour uses this simple action of turning off the lights to deliver a powerful message about the need for action on global warming and climate change.
Lobregat said due to climate change, this city has also experienced for the very first time “two storm surges which had devastating effects on our environment and our people.”
It can be recalled that on November last year, more than 400 houses from 14 coastal villages here were totally damaged by strong storm surges that hit the city. More than 3,000 residents were affected. (Nung Aljani / MindaNews)

Airport to get new facilities
AN OFFICIAL of the Air Transportation Office (ATO) announced that a Singaporean firm is set to install a new baggage conveyor at the Zamboanga International Airport (ZIA).
ATO Manager Celso Bayabos said the new conveyor is scheduled to arrive on the second week of April.

He said the delay in the arrival of the new conveyor is due to the processing of the papers that usually takes time.
Bayabos did not say the cost of the new conveyor.
He said the new one will replace the old baggage conveyor at the airport.
Meanwhile, Philippine Center for Aviation Security (Pcas) chief Ibar Padao disclosed the official of the Japan International Cooperation Agency (Jica) is arriving on Tuesday to inspect the security facilities of the airport.

BJMP to launch 'I-dial kay Dial' project
THE Bureau of Jail Management and Penology (BJMP) is launching a project that will strengthen its linkage with the community.
"I-dial kay Dial" is aimed to improve the jail services in the country and increase public awareness on how the bureau works for the benefit of the people.
The I-dial kay Dial project to be launched on April 1 is the initiative of the newly installed BJMP officer-in-charge Chief Superintendent Rosendo Dial, according to BJMP regional information officer Belsie Agustin.
Dial was installed as the BJMP OIC after Director Armando Llamasares retired from the service last March 5.
Agustin said the new BJMP chief has provided two cellular phone numbers where the public could text complaints of abuses, maltreatment, exploitation, extortion, negligence and other anomalies committed by BJMP personnel.
The numbers are: 0917-464-15-38 for Globe and 0928-330-97-99 for Smart.
All complaints and reports will be treated with confidentiality, according to Agustin.
Suggestions for the improvement of BJMP service will also be treated accordingly, he said.
He said Dial has warned BJMP personnel especially those involved in dubious transaction to refrain from doing such acts so that they will not lose their job.
Dial encouraged the public especially those who are visiting the jails not to hesitate in sending their complaints against erring and unscrupulous BJMP personnel, said Agustin.

Mayor Celso Lobregat yesterday morning formally turned over to the Department of Education (DEPED) the P1.3 million covered court for use of the Regional Science High School in San Roque in line with his commitment to continuously assist and support the education sector.
As this developed, Division of City Schools Superintendent Dolores Alcantara and Regional Science High School (RSHS) principal Melanie Minez expressed all out gratitude to Mayor Lobregat and the city government for the investment in education.
Alcantara cited the city government as the local government unit in Western Mindanao that allocates the biggest amount for construction of classrooms, comfort rooms, covered sheds and other school facilities including the payment of teachers’ salaries and allowances and distribution of computers and other equipment.
Mayor Lobregat said the city government is investing much in education to better prepare the youths and students for the future.
But as he turned over the multi-purpose covered shed, Lobregat promised to expand the floor area of the structure based on the request of the RSHS principal. He said the creek that divides the RSHS school buildings from the covered court will also be installed with riprap structures to protect the covered shed from floods.
He also announced that the city government is also set to construct a stage and comfort room facilities at the RSHS with funds coming from countryside development funds of the City Council.
In his message during the turn over ceremonies, Lobregat revealed that so many others public elementary and secondary schools located both in the east and west coasts of the city are recipients of the city’s benevolence.
While the DEPED is responsible for the upgrading of school facilities and resolving the perennial lack of teachers and classrooms, the city government is coming in to assist to ensure that the students get the quality of education that they deserve, the mayor said.
“If we wait for the DEPED it will take some time before all these projects can be implemented”, he said.
Meanwhile, Alcantara said the city’s allocation for the education sector at P198 million this year is equivalent to the entire revenue collection of other LGUs in the region specifically Dippolog City where she was assigned before coming to Zamboanga City .
Minez for her part promised to make proper use of the covered shed and said that the facility would serve as a multi-purpose building where different activities of the school could be held.

Councilor Benjamin “Nonong” Guingona yesterday called on the Philippine Ports Authority (PPA) to immediately address the sad state of the Passenger Terminal Shed (PTS) buildings 1 and 2 at the local wharf.
Guingona said he learned that many boat passengers using the two facilities are complaining against PPA officials for their inability to properly maintain the two terminal buildings properly.
The councilor said that the complaints range from no proper ventilation, foul smell and water flowing on the flooring of the comfort rooms making it slippery, dilapidated pavement particularly outside PTS 2, unclean surroundings and clogged drainage system.
Guingona said the comfort room problem make people urinate outside the terminal building particularly at the back of the PTS 1.
He said the passengers complain on the exorbitant collection of the terminal fee which is not commensurate to the services and comfortability they get at the facilities being managed by the PPA.
The councilor favors the privatization of the terminal facilities so that good services and better amenities will benefit the passengers.
He said several passengers from Jolo, Sulu, Basilan, Cebu and Manila have also favored the privatization of the facilities.
He said the wharf just like the airport, is the show window of the city where visitors and tourists use the pier as entry point.
However, Guingona said the national government has appropriated P300 million for the expansion of the wharf that would include the terminal buildings which could give international standards to the said facilities if completed.

The Zamboanga State Polytechnic College has finally approved the request of the city government to allocate a portion of its property in Baliwasan for the use of the Division of City Schools.
Mayor Celso Lobregat, who sought the donation, said the property, located beside a state owned radio station in Baliwasan Chico will be the site of the Division Office which will be constructed through allocation from the Priority Development Assistance Fund (PDAF) of District I Congresswoman Beng Climaco.
Cong. Climaco has allocated P4 million for the project in line with her advocacy on education. She said the project will provide the comfort and convenience for teachers who transact business in the Division Office.
The Division Office has been utilizing one of the rooms at the grandstand at the Enriquez Sports Complex also in Baliwasan. However, the limited space is not sufficient to accommodate the increasing number of public elementary and high school teachers as well as DO staff and officials.
Lobregat said the project will be a joint undertaking of the office of Cong. Climaco and the city government and forms part of the city’s continuous commitment to support and assist the education sector.
He said the approval of the city’s request was done by the ZSPC Board of Trustees during its meeting recently.
Lobregat is known as the father of the ZSPC as he authored the law renaming the former Zamboanga Polytechnic College into the Zamboanga State Polytechnic College during his first term in the House of Representatives from 1998-2001.

The municipality of Vincenzo Sagun in Zamboanga Del Sur is one of the nominees for Best Municipal Peace and Order Council in the region.
National Police Commission Regional Director Joseph D. Gonzalo disclosed yesterday that the Vincenzo Sagun Municipal Peace and Order Council passed all requirements for the competition based on the evaluation and validation of activities and performance conducted on March 26-27 by NAPOLCOM together with officials of the National Peace and Order Council and two members of the Federation of Non-Government Organizations.
In another development, Gonzalo said that NAPOLCOM will conduct anytime a seminar for chosen barangays and police stations in the region dubbed as “Barangay at Pulisya Tungo sa Kapayapaan”. Its purpose is to help and extend legal assistance to policemen who are facing legal problems.
Both barangay officials and policemen assigned in the chosen barangays will be lectured on the power and function of barangay officials in the maintenance of peace and order in coordination with the police. The lectures include matters on barangay intelligence network, investigation and crime detection, rights of person arrested and custodial investigation, barangay justice system and anti-insurgency program.
NAPOLCOM will identify five municipalities in each province in the region and five barangays will be chosen from each of the five municipalities for the seminar based on their peace and order situation.
The seminar is intended for the chief of police, police community relation, barangay chairman, the kagawad in charge of peace and order and one barangay tanod. After the seminar, NAPOLCOM will launch the program.
On the other hand, NAPOLCOM is now accepting applicants for the Second Police Executive Service Examination( PESE ). The examinaition has two phases — Phase 1 is the written examination to be conducted on May 25,2008 in Metro Manila, Cebu City and Davao City. Phase 2 — the panel interview for those who passed the written examination.
Qualifications are rank of Police Superintendent, appointment status must be permanent, a degree holder, Police Officer 1st Class, Career Service Professional, RA 1080. RA 6506, Publice Safety Officer Advance Course or Public Safety Officers Executive Course.

Dubbed as the 1st Cong. Erbie A. Fabian “ZAMBOLYMPICS”, this sports spectacle will participated by several schools, barangays and local organizations. They will compete in Athletics, Arnis, Badminton, Basketball, Boxing, Chess, Football, Judo, Lawn Tennis, Little League Baseball, Sepak Takraw, Softball, Swimming, Table Tennis, Volleyball, Dance Sport and Taekwondo.
This sports event will be open to all interested athletes and sports enthusiasts. A team must represent a school, barangay, private and government offices, commercial establishments or any recognized organizations. No team representing an individual will be accepted.
Fabian said this summer sportsfest is part of his program in promoting sports, develop local athletes and try to make Zamboanga City a “sports city.”

Mayor Celso Lobregat remains firm in his stand against Ordinance 2008-147 and insists that his veto is in effect.
“It’s a dead ordinance, it is not a law”, the mayor declared in an interview with newsmen at City Hall. He said he will return the same document to the City Council as soon as it reaches his office.
The City Council, by a majority vote last Thursday approved to return the ordinance to Mayor Lobregat saying that the mayor’s veto is marred with technicalities. The same body pronounced that the ordinance is deemed in effect as the mayor failed to stamp his veto powers within the 10-day prescribed period.
Contrary to the Council’s assertion, Mayor Lobregat said his veto letter to the City Council is sufficient proof that he rejects the ordinance which grants local contractors’ request to deduct labor and materials from gross sales that will serve as the basis for computation in the payment of the gross sales tax.
He stressed that nowhere in the Local Government Code or any law for that matter provides that he has to stamp the word ‘VETO’ and affix his signature in every page of the said ordinance to make the veto legal and binding.
Meanwhile, Lobregat said people are wondering why the majority in the City Council are favoring the contractors instead of the interest of the majority of the residents of the city.
“If there is any position that should be taken, as public officials we should take the decision of the city and not of a particular group”, he emphasized.
He said the councilors, specifically those belonging to the Laban ng Demokratikong Pilipino (LDP) party are well aware of the thrust of the present administration on increasing local revenues and decreasing IRA (Internal Revenue Allotment) dependence.
He said the recent conversion of municipalities into cities has aggravated the problem as it would mean potential loss in income of existing cities. “There are several ordinances that they (councilors) want to propose that are expenditure ordinances so where are the revenue ordinances?”
Lobregat reiterated that Ordinance 2008-147 is ultra vires or beyond the power of the city government. He said the local government code as well as issuances from the Department of Finance indicates that the gross sales particularly for contractors refer to the total contract price paid by the city government to a certain contractor for a particular project.
He also emphasized that he vetoed the ordinance within the prescribed 10-day period. The mayor received the ordinance on March 14 and the veto letter along with the ordinance was sent and received by the City Council on March 18.
According to Lobregat the provision in the existing revenue ordinance that disallows the deduction of cost of labor and materials was approved by the City Council. “Besides, I am just defending the City Council, when they should be the ones to defend that body, because the law was passed by them (councilors).”

District 1 Representative Beng Climaco has vowed to look into the request of the business sector to reduce the cost of shipment of products out of Zamboanga.
The Zamboanga Chamber of Commerce and Industry Foundation, Inc. led by President James Makasiar in a recent meeting appealed for Climaco’s support to the reduction request saying that the cost have tripled over the last few years.
Climaco promised to exert efforts to bring the Chamber’s request to the proper government agency and committee in the House of Representatives. She asked the group to prepare a position paper on the need to ease the burden of shipment of products.
“We will also look into the Cargo Shipping Law and find out if there is a need for its amendment”, the lady solon said.
On the other hand, the congresswoman is seriously considering the idea of creating an advisory group for District I with members coming from the ZCCIFI. The group will act as Climaco’s advisers when it comes to legislations or programs and projects related to business in District I.
Climaco addressed the business sector during the Chamber’s first quarterly general membership meeting where she was invited as the guest speaker.
Other issues discussed during the meeting included the call of the business sector for the city to speed up the business permit procedure and the Zamboanga Economic Zone and Freeport Authority.
Climaco said she would relay to Mayor Celso Lobregat and the department heads all issues brought up by the Chamber concerning the city. She said there is a need for the Chamber to dialogue with the city concerning the business permit procedure.
The congresswoman also encouraged the business sector to help the Ecozone Authority in all its plans and programs. “The ecozone is the fruit of the hard work of the late Ma’am Caling (Lobregat) and so let us support the chairperson to do her best to succeed”. — Ryan Sta. Teresa

"Extremist elements may be planning to kidnap Americans or other foreigners at hotels or other public places in the Zamboanga City area," it said in an e-mail.
US Embassy spokeswoman Rebecca Thompson said she was unaware of specific details of the threat.
A Philippine security official said authorities received intelligence last month that the Abu Sayyaf -- a small but violent al-Qaeda-linked group -- planned to kidnap wealthy Filipino Chinese traders, not Americans, in the south to raise money for operations.
The official spoke on condition of anonymity because he was not authorized to talk to reporters.
Zamboanga Mayor Celso Lobregat said police told him there was no kidnapping plot specifically directed at Americans in Zamboanga, about 860 kilometers (530 miles) south of Manila.
"This is really very disappointing," Lobregat told The Associated Press by telephone. "Zamboanga is a very peaceful city."
US counterterrorism troops have been based in recent years in Zamboanga and on nearby Jolo island, where they provide training to Filipino troops battling the Abu Sayyaf and Indonesian militants.
Abu Sayyaf guerrillas have been blamed for bombings, kidnappings and beheadings, but their attacks have considerably eased in recent years.
US-backed offensives against the militants, arrests and surrenders have reduced the Abu Sayyaf's strength to about 300 armed fighters from more than 1,000 in 2000, according to the military.

For maximum participation and representation, the Overseas Workers Welfare OW Administration-RWO 9 facilitates and assists organized OFWs and their families or OFW Family Cirlcles (OFCs) in their preparation for the upcoming election of 2008-2010 federation officers in Region 9.
“In line with the instructions of the Hon. Marianito D. Roque, now DOLE Acting Secretary and concurrent OWWA Administrator, OWWA RWO 9’s first line of strategic action is to unite and strengthen 392 OFW organizations and its 7,840 active members regionwide under one federation, said new Regional Director Hassan T. Jumdain who is barely two months in the region and formerly the head of OWWA-Caraga.
“This is also in preparation for the OFC Leaders Congress to be held in Manila within the year and the celebration of “Araw ng Pasasalamat” on June 7, 2008 where we expect to mobilize 8,000 OFWs and their families in Region 9 to join the “One Nation, One March” parade which will be celebrated nationnwide, “ Director Jumdain explained.

With the major concentration of OFCs in Zamboanga City, seven major positions in the Federation shall be open to Zamboanga City-based OFC leaders only. The positions are as follows: 1) Regional President 2) Regional Vice President 3) Secretary General, 4) Deputy Secretary 5)Treasurer 6) Auditor and 7) City Coordinator.
There shall be three Provincial Vice presidents to be elected from the three provinces namely Zamboanga del Sur, Zamboanga del Norte and Zamboanga Sibugay.
Nomination of candidates and/or filing of candidacy are open to officers/members of OFW Family Circles who must be either an OFW or qualified dependent.
Final candidates for the Zamboanga City-based positions will be selected based on the number of nominations received and submitted by OFC leaders. Aspirants shall be ranked accordingly and the first three shall be selected as contenders to the position they are nominated.

Mayor Celso Lobregat yesterday urged graduates from the Maria Clara Lobregat High School in Divisoria to follow their highest aspirations and be inspired by the story of Ariel Rallos, a Zamboangueño orphan who topped the 2008 Philippine Military Academy class despite enormous challenges.
“Zamboangueños are essentially good—and through determination, perseverance, integrity and industry—Zamboanga City can expect more and more Ariel Rallos to rise in the years to come,” Mayor Lobregat said in his commencement speech. “And who knows one or two of them would come from this group of graduates today.”
Lobregat proudly cites Rallos’ humble beginnings which did not hinder the PMA topnotcher from pursuing his dreams to become a military man. “The challenges and adversities that Ariel and his siblings went through were enormous but despite all these, Ariel graduated from the PMA as the topnotcher in his class last March 18.”
Because of his highly commendable achievement, Rallos of Limon Drive, Canelar, was conferred by the city with the title ‘Distinguido y Ejemplar Hijo de la Ciudad de Zamboanga.’ “His accomplishments are extraordinary because he obtained these feats despite poverty and the absence of his biological parents”, the mayor emphasized.
Lobregat stressed that the completion of the secondary education is only one of the most essential phases in the graduates’ journey to the future. He challenged them to nurture and develop it, stressing that education does not end in commencement exercises.
“As you go out into the real world, always remember to strive hard for excellence, be responsible, be a role model and make sacrifices as may be necessary,” he told the MCLLNHS graduates batch 2008.
He emphasized that education is the top priority of his administration as the city allocated a total of P198 million for the education sector for this year.
The city, he said, constructs school buildings, covered sheds, comfort rooms and other school facilities, hire teachers, and distribute computers and other equipment to better the quality of education.
“We are doing our best efforts to set the stage for the young Zamboanguenos”, he revealed. After the graduation ceremony, he said, the graduates should “face the future with confidence founded on the solid preparation from the Maria Clara Lobregat National High School and dedicate yourselves to more hard work and with greater diligence and perseverance.”

The School of Allied Medicine (SAM) of Universidad de Zamboanga set the record high as its BS Nursing pioneering batch garnered 89% passing rate in the recent Nursing Licensure Examination given last December 2007.
SAM Dean, Dr. Norma E. Simborio broke the news to TGG as soon as they received the printed result from the Philippine Regulation Commission with UZ's passing rate of 89%.
Such rate surpasses the rest of the other local colleges and universities in the city who marked 54%, 53%, 43% and 42% respectively. The same holds true in the entire Region IX.
Based on the statistics gathered, UZ even surpassed other notable national colleges and universities such as De La Salle University- Dasmariñas with 83%, Far Eastern University – Manila with 83%, Philippine Women's University – Manila with 52%, San Beda College with 71% and University of Santo Tomas with 85%.
Simborio disclosed that such feat marked UZ's excellence in the academic arena, yet being the pioneering batch, the School of Allied Medicine-Nursing Department is bent on improving some more its instruction, facilities among other teaching techniques and strategies to fulfill their ultimate goal of 100% passing rate.

Plaza Fair will be opened at Midtown Plaza Mall, not Shoppers' Center. Are the restaurants mentioned here only located at Shoppers' Center? How about McDonald's? Pizza Hut? Is that tarpuilin billboard of the mall's design only a display to lure shoppers in Zamboanga? I really want to see the new in Zamboanga? I hope there will be another mall. And Shoppers' Center should not be confused with the pending Shoppers' Mall in Climaco Avenue.

Mayor Celso Lobregat has formally created and constituted the members of the Zamboanga City Investment Incentive Board (ZCIB) pursuant to the provisions of amended City Ordinance 259.
The creation of the board is formalized in Executive Order CL 187-2008 issued on February 19 this year. Lobregat chairs the board while the vice mayor is the vice chairman.
Lobregat said the creation of the Investment Board is mandated under section 4, chapter 3 of Ordinance 259 entitled ‘An ordinance enacting the Zamboanga City Investment Incentive Code of 2003 and for other purposes as approved by the city of Zamboanga.’
The mayor said the creation of the investment board is in line with the policy of the city “to span the growth and development of various industries and support services through sound economic plans, laws and ordinances purposely to attain economic growth and stability of the city.”
The members of the board include the president or duly elected representative of the Zamboanga Chamber of Commerce and Industry Foundation, Inc.; the chair of the City Council Committee on Trade and Industry; representative from the Department of Trade and Industry- city office; representative from the National Economic Development Authority regional office 9; the president or duly elected representative of the Industrial Group of Zamboanga City Inc.; representative of the Zamboanga City Filipino-Chinese Chamber of Commerce and Industry, Inc.; the chairman or duly elected representative from the City Agriculture and Fishery Council; and representatives from the Strategic and Dominant Industry sectors such as the hotel and restaurants, wholesalers’ group and Southern Philippines Deep Sea Fishing.
The term of the three representatives from the strategic and dominant sectors shall be co-terminus with the term of the election of the city government officials, based on Lobregat’s administrative order.
The investment board is primarily to establish policies for a favorable and stable business climate which will encourage and support private sector investments and the generation of economic activities consistent with the Zamboanga City Master Development Plan.
The board is vested with the following powers—promulgate government implementing rules and regulations in the implementation of the intent and provisions of the Code; to commission economic and technical researches or studies to identify priority investment areas and/ or activities to be promoted; adopt a short and medium term investment promotion program; secure additional funding and other resources to supplement the budgetary support provided by the city for the operation of the secretariat in the implementation of the code; enter into agreement with other government agencies and private organizations for simplifying the systems, procedures and requirement of investments and business operation and promotions in Zamboanga; deliberate and approve applications for incentives that deemed compliant with the rules and regulations of the Code and to perform such other functions as may be deemed necessary for the successful implementation of the Code.
The board is expected to meet once every quarter or as may be necessary on such a day and time as it may fix. (Sheila Covarrubias)

Thousands of Zamboangueños paid their last respects to Councilor Asbi Edding, an institution in Zamboanga politics, who passed away midnight of April 2 due to cardiac arrest. He was 59.
Mayor Celso Lobregat, who expressed grief over the loss of Edding, ordered all government agencies in the city to fly the Philippine flag at half mast as a tribute to the late Councilor.
Edding succumbed to severe brain hemorrhage 12:20 a.m. of April 2 at the hospital due to a stroke four hours earlier. He was interred following the Muslim tradition at the Sheik Makhdum Memorial Park in Zambowood few minutes before 1 p.m. amidst a 21-gun salute.
Lobregat in his eulogy extolled Edding for his enormous contributions to Zamboanga not only as a legislator but also as a professor and a practicing lawyer.
“We have lost a great leader, an esteemed legislator, a luminary in Zamboanga politics, an “abogado de campanilla” in the truest sense of the word, a man of wisdom and a dedicated father to his 6 children and loving husband to Nimfa”.
“MY LOVE FOR YOU” is gone,” the mayor in his opening statement declared.
He narrated his last moments together with Edding, specifically during his birthday last March 20 when the councilor joined him in his visits to the orphanages and Home for the Elderly to distribute foodstuffs and relief goods; during dinner tendered by the city in honor of Nigerian officials last weekend and a personal call he received from the councilor the other day informing him about his daughter’s success in the bar exams.
Edding, he said, devoted 25 years of his life to public service starting off as an elected member of the City Council from 1980 to 1998; resting for one full term of three years from July 1998 to June 30 2001 and returning to the Council on July 1, 2001 until his death April 2 “with more vigor and dynamism”.
“In the City Council, Councilor Edding sponsored a total of 265 ordinances, most notable of which were the numerous laws creating high schools in the different barangays of the city; ordinances creating flea markets and barangay slaughterhouses”, the mayor revealed.
Edding was known for his favorite song “My love for You” which he dedicated to his wife Nimfa during campaign sorties. “Who would ever forget his campaign strategy during elections when he would call Nimfa to the stage and relate their love story and end it with the song “My Love For You,” Lobregat said, his voice cracking.
Lobregat was at Edding’s bedside since past 8 p.m. until the councilor breathed his last four hours later. “Councilor Edding is home with his Creator. Like Councilors Villares and Velasquez—he is resting in peace with the Lord. While we grieve for his loss, let us be comforted by the fact that he is with safe in God’s hands now”.
Councilor Villares passed away January 11 this year while Councilor Velasquez passed away two weeks after.
Meanwhile, thousands of people—coming from all sectors of the community and representing the 98 barangays of the accompanied the late Edding to his final resting place in Zambowood. They all expressed grief and devastation at the untimely demise of the councilor.
In her response, Edding’s widow, Nimfa, expressed appreciation to Mayor Lobregat’s support—moral, spiritual and otherwise, before, during and after the darkest hour in their life. She said the family is overwhelmed by the volume of people who paid their last respects to her husband.
Edding is survived by his wife Nimfa and 6 children— Moammar, Al-Jihan, Jihan-El, Umma Omar, Rasnim y Sheik Abu Ammar.
From the mosque at the Nuno’s compound in Guiwan, Edding’s remains were ferried aboard an open truck and given a “sentimental journey” to places where he used to be when he was alive: the Hall of Justice, City Hall and the City Council, before he was finally laid to rest.

I hope there will be another mall. And Shoppers' Center should not be confused with the pending Shoppers' Mall in Climaco Avenue.

Thirteen out of 45 stalls were caught selling NFA rice at commercial price during a surprise visit by a monitoring group of DTI Zamboanga City and the city government enforcement team last Friday.
DTI Provincial Director Rolando Acuña said that NFA rice is sold, for instance as Malangas Rice Super White at P24 a kilo
Acuña said this is in violation of RA 7394 otherwise known as the Deceptive, Unfair and Unconscionable Sales Acts and Practices/Labeling & Fair Packaging.
He revealed that some rice outlets were caught selling without price tag which is in violation of RA 71 otherwise known as the Price Tag Law.
Acuña said this drive is in consonance with the order or instruction of Undersecretary Zenaida Maglaya of the Consumer Welfare Trade Regulation Group of the Department of Trade and Industry to all DTI provincial offices to monitor the availability of the staple food in the local market as well as to verify the alleged adulteration of commercial rice perpetrated by unscrupulous businessmen.
Acuña further said that he will turn over the case to the National Food Authority for proper investigation.

The Bureau of Fire Protection (BFP) Regional Office-9 and Zamboanga City Fire Station jointly culminated the observance of Fire Prevention Month on March 31, 2008 with a simple program at the BFP9/ZCFS premises highlighting the giving of awards to the winners of this year on-the-spot poster making contest and Fire Olympics 2008 held last March 14 and 29 respectively.
Supt Dominador F. Zabala Jr, asst regional director for Operations of BFP9, described the observance of Fire Prevention Month (the whole month of March) as generally successful in Region 9.
For the period of the observance, all fire station regionwide vigorously conducted fire safety inspection and prevention activities such as fire exit drills to include giving briefing/instructions and intensifying information/education campaign in schools and various establishments in this city on how to prevent fires, Zabala said.
Zabala said the various activities were specially directed by the BFP NHQ through Regional Director Sr. Supt Jacinto P Gil, who also directed similar activities to all fire stations in Region 9.
Meantime, Zabala added that only four minor fire incidents were reported for the month of March compared to 13 in 2007 and 11 in 2006 during the same month. Damaged to property was placed at P 65,000 more or less compared to P 6.7 million in 2007 and P53 million in 2006. No casualties were reported for this year fire prevention month.
He said that effective fire prevention techniques and campaigns could greatly reduce incidents of fire, which could destroy property and even lives.
Even if fire prevention month is over, all fire stations in the region will continue to conduct periodic inspection on establishments and will make fire safety and prevention a year round concern.
The BFP9 also expressed its deepest gratitude to the tmedia, all LGUs and all those who helped them for their invaluable assistance and support in the various activities conducted during fire month.
Fire prevention is a day-to-day basis and everybody concern, extending beyond the observance of fire month, Zabala said.

Philippine Coast Guard Zamboanga City Station Commander Abdulahid B. Utulam explained that the situation is strangely the opposite.
Supposedly Holy Week is the start of summer season which is a peak for passengers because Zamboanga City port is one of the busiest and major ports in the country. Passengers passing through the port come from Manila, Cebu City, Iloilo City, Dumaguete City, General Santos City, Cotabato City, Davao City, Basilan, Sulu and Tawi-Tawi.
Utulam cannot explained why there is a little reduction in the number of passengers comin in and out of Zamboanga City port.
Boat fare today is very affordable compared to many years ago, and the prevalent peace and order in the city is stable, which should have been two factors that will bring an increase in the number of passengers going in and out of the port.
In another development, a Philippine Coast Guard Dental Team from Cebu City conducted a free dental mission last March 23 to 30 at the Zamboanga City Station. The mission benefitted some 200 people. — Allen Abastillas

Six colleges and one high school, all member-schools of the Private Schools Athletic Association (PRISAA), as well6 state-owned schools will host the over 4000 delegates from 16 regions all over the Philippines, as they come to Asia’s Latin City to participate in the 2008 PRISAA National Games.
According to PRISAA National Project Director Elbert “Bong” Atilano, PRISAA has sought the support of Zamboanga West Central School, Zamboanga East Central School, Don Pablo Lorenzo Memorial High School, Baliwasan Central School, and the Zamboanga State College of Marine Sciences and Technology.
PRISAA member-schools that will also host the visiting delegations are Ateneo de Zamboanga University,Universidad de Zamboanga,Southern City Colleges, Mein College, Brent Colleges, Pilar College, and Claret High School.
Atilano said that delegates are already starting to arrive, to see the Joaquin Enriquez Memorial Sports Complex, which is the venue of most of the games.
This is not the first time that Zamboanga is hosting the PRISAA national Games, as it played host in 1993 and 2005.

ARCHBISHOP Romulo Valles is leading the ceremonies on Thursday that will kick off a three-year jubilee celebration to mark the golden anniversary of the Zamboanga Archdiocese's elevation from a diocese in 1958 as well as the issuance of a papal bull in 1910 that established the first diocese of Mindanao in Zamboanga City.
This as the more than half a million Catholic faithful will mark their archdiocese's 98th founding anniversary on Thursday with a mass at the Our Lady of the Pillar Shrine.
Representatives from the archdiocese's 23 parishes led by their respective parish priests will attend the mass scheduled for 5:30 p.m. of the same day.
Valles said the commemoration anniversary is a good occasion for the people to reflect on their Christian faith, "its centrality in our lives and how it has shaped us into who we are as Zamboangueños."
Before the mass, there will be a program that would start at 4 p.m. with a musical performance by the Ateneo de Zamboanga University band.
During the program, the jubilee logo, theme song, and slogan will be launched and the history and pastoral declaration of the jubilee will be read as well. (BPG)

CAGAYAN DE ORO CITY — Shopping mall operator SM Prime Holdings will fill up its shopping complex here with shops for the upscale market.
But Danilo B. Chavez, assistant vice-president for Visayas and Mindanao operations, said the company still has no plans to expand SM City Cagayan de Oro, unlike Limketkai shopping complex, its top competitor here.
Instead, he said, the company will encourage "upmarket" shops from Metro Manila to cater to the A and B consumers. "We will fill up this mall with upscale locators that are unique to this city," said Mr. Chavez.
There are a number of food establishments considering opening shops here, he said. "People will go to this mall because you won’t find the tenants located here anywhere but only in SM City," Mr. Chavez said.
Although the mall wants the A and B market, all else will follow. "We are still 30% unique in terms of our locators. We are aiming to be 60% unique in the next few months," said Bienvenido Paul C. Ferrer III, SM City mall manager.
A marketing study conducted in November, he said, found out consumers want unique and upscale stores, shops and food establishments. "The bulk of our shoppers here are women," added Mr. Ferrer. "We also have to cater to that market," he said.
This city’s uptown Lumbia area where SM City is located hosts a number of posh subdivisions and golf clubs. Homeowners have at least one member of the family working overseas. Some expatriates also live there.
Mr. Ferrer said one challenge is to bring in 40,000 people everyday. "For now, we are bringing in 18,000 to 25, 000 people per day," said Mr. Ferrer.

Zamboanga City (8 April) -- Nearly four thousand delegates from different regions arrived yesterday and a thousand more are arriving today for the opening ceremonies of the 2008 National Private Schools Athletic Association (PRISAA) Games today at the Joaquin Enriquez Memorial Sports Complex.
Philippine Sports Commission Chairman Hon. William Ramirez leads the distinguished visitors to Asia's Latin City for the national sports competition of private-owned colleges and universities.
The games officially begins today and is set to end on the 14th, with all delegates welcomed by Mayor Celso Lobregat, himself a sports athlete from one PRISAA's member-school, the Ateneo de Manila University. The Mayor will be accompanied by some members of the City Council.
Arriving today with Commissioner Ramirez are the members of the PRISAA Board of Trustees headed by Dr. Emmanuel Angeles, the national chairman.
Today's opening ceremonies will also have Zamboanga's Congressional Representatives; Ma. Isabella Climaco of District 1 and Erico Fabian Basilio of District 2 as guests. Both are sportsmen themselves.
Out of the 4,041 who are expected as part of the official delegations, 3,323 are college students athletes, 354 are delegation officials, 325 are technical officials and 40 are members of the PRISAA national board.

Uhh... No it is not me who took and edited those pictures, it was Ronald C. Rivera's. A person whom I met at www.flickr.com. But I myself is interested in digital photography and photo editing, just like you, but I am not a photographer. I am still a college student, which course is not related in arts, hehehe. :lol:

The Zamboanga City Chapter of the Guardian Brotherhood Inc.(GBI), the first and the original Guardian Brotherhood organization in the Philippines, will host its 5th National Convention at Cecile’s Pension House in Tumaga Porcentro, Zamboanga City on April 25 to 27, 2008, with its theme: “GBI Mainstream, Moving Forward to Lofty Goals”.
Hundreds of delegates and participants from the different regional, provincial and city chapters nationwide are expected to converge in Zamboanga City for this event.
The guest speaker will be Undersecretary Joselito H. Ruiz of the Department of Interior and Local Government. The convention committee has prepared a series of activities. Registration of delegates will kick-off the convention at Cecile’s Pension House on April 25, 2008 at 5:00 p.m.. It will be followed by a fellowship program in the evening. The Basic Membership Training Course will start at 8:00 a.m. on the 2nd day. The 3rd day activities will start with a holy Eucharist Mass to be followed by the opening ceremonies that will start at 8: a.m. This 3-day affair will be highlighted with business meeting, technical and plenary sessions. There will be investiture ceremonies of newly promoted founders and national founders. The minimal registration fee of P1, 500 covers 2-day hotel accommodations, meals, snacks and other incidental expenses during the convention.
The Guardians Brotherhood Inc. is a non-governmental, non-stock and partisan organization with the main purpose to institutionalize and inculcate the spirit of brotherhood and camaraderie among its members with the end view of achieving a sustainable development for the communities. The GBI upholds the values of Brotherhood, Justice, Peace, Discipline, Services and Equality. The GBI was formed and founded on April 1976 by 11 PC soldiers who called themselves as Anitos Diablo Squad. One of its original founders, Capt Gil K. Taojo is presently the national head of GBI as Prime Minister. He is calling on and urging all GBI officers and members to attend this important affair.

Many cyclists are seen practising along the Lobregat Highway in the east coast preparing for the much-awaited Tour de Fabian slated on April 19, 2008.
People living in villages in the east coast as well as motorists using the highway enjoy the sight of cyclists honing their skills with their sleek mountain bikes and colorful gears raring to compete for the bike race which is now on the its year.
Bong Casimiro, Fabian’s sports development coordinator, disclosed that over a hundred participants coming from different cities and provinces have signified their intention to join in the bicycle race. Many of them have already registered.
Casimiro said the cyclists who want to participate are those coming from the cities of Cebu, Illigan, Isabela, Lamitan, Dapitan, General Santos, Davao, Zamboanga and the provinces of Sibugay, Zamboanga del Sur and Zamboanga del Norte.
According to Casimiro, the bike race will start in barangay Licomo which is approximately 95 kilometers away from the city proper. It will end at the Enriquez Sports Complex in Baliwasan.
The congressional office sports coordinator noted that in the past two bicycle races, participants include military officials, government employees, athletes, private employees and others.
Casimiro said that special prizes like the “King of the Road”, “Mountain King”, the youngest and the oldest participant, fastest racer and best in uniforms will receive cash prizes ranging from P3,000 to P5,000.
Interested bikers who want to join the tournament must secure an application form at the office of Congressman Fabian along Guiwan Highway, Casimiro stressed.
Congressman Fabian has called on cyclists to participate in the race.

Radio Mindanao Network (RMN), the country’s largest and leading broadcasting network with more than 50 years of vibrant and reliable service to the public through news and information is conducting a one-day refresher and upgraded seminar on responsible broadcasting.
Dubbed “Broadcasting in the ever-changing times”, RMN Area Manager Rey Bayona Bayoging said the seminar is intended to advance the professional capabilities of the regular staff, talents, and newsteam of the network so as to cater to the relevant expectations and responses of the listening public.
The seminar will take place at the posh Grand Astoria Hotel today, April 9, 2008.
Bayoging said “this seminar is actually to equip your RMN friends with innovative, yet relevant schemes to further our good turn to the people who over the years has been loyal and has been dependent on the kind of service that RMN offers”.
Bayoging informed that it is actually RMN’s vision to provide RMN talents and staff with the needed elements of professionalism and responsibility to effectively contribute to community-building efforts through radio.
Meanwhile, Officer In Charge Station Manager Joel Toledo Sanson said among the top caliber resource speakers invited to share their insights and expertise on the broadcasting field are veteran broadcaster Eddie Rodriguez, Prof, Sandra Jamiro of Ateneo de Zamboanga University, KBP official Atty. Vie Soils, former director of the Philippine Information Agency (PIA) Ric Villanueva, and former broadcaster now dean of college of graduate at the Western Mindanao State University, Prof. Ofelio “Al” Mendoza.
Sanson said the speakers have been carefully selected based on their exertions, contribution, and achievements in the development of the local broadcasting industry.
“We took cognizant too, of the speakers’ reputation as they are considered established professionals in the phalanx of broadcasters Zamboanga ever had,” Sanson said.
Sanson said there will be considerable degree to also enhance the information on environment, social concerns, peace initiatives, and developmental approaches between the government and the community.

The City Health Office (CHO) yesterday afternoon fumigated the different schools which will serve as the quarters of the delegates from the other regions participating in the weeklong 2008 Private Schools Athletics Association (PRISAA) National Games.
The fumigation is also part of the city’s intensive campaign on the control and prevention of dengue.
PRISAA formally opened yesterday and is scheduled to culminate on April 14 at the Enriquez Sports Complex.
More than 4, 000 delegates from the different regions arrived yesterday. Most of them will be housed in the designated schools.
In an emergency meeting yesterday at the conference room of CHO, City Health Officer Rodel Agbulos directed a medical team to make sure that the delegates are safe from diseases such as dengue.
Agbulos also instructed the personnel in-charge of the Water Quality Management to look into the potable water that are being supplied to the delegates.
The host schools are Ateneo de Zamboanga University, University of Zamboanga, Southern City Colleges, Brent Colleges, Inc., MEIN College, Inc., Pilar College, Claret High School, Zamboanga West Central School, Zamboanga East Central School, Don Pablo Memorial High School, Zamboanga City Polytechnic College and Zamboanga West National High School.
“We are very much concerned on the health of the athletes. We don’t want them to go home with negative impression against the city,” Agbulos said.
Agbulos also instructed his medical team to frequently visit the 13 quarters in order to attend to the medical needs of the athletes. — Jimmy Villaflores

The Task Force Zamboanga, in collaboration with the city government, celebrated Araw ng Kagitingan at the monument of the Unknown Soldier located in Pasonanca Park last Monday at 9 a.m.
The park is the location of one of the famous battles of brave Filipino soldiers against Japanese forces during the World War II.
The activity was highlighted by the camaraderie spirit of Pasonanca Barangay Chairman Efigenio Julian and kagawads.
Task Force Zamboanga Commander Col. Darwin Guerra, together with his staff officers and one platoon of TFZ troopers stayed in front of the monument and conducted the ceremony in commemoration of the Araw ng Kagitingan.
Guerra andJulian delivered messages regarding the heroic performance of our forefathers against the Japanese Imperial Army.
The barangay officials also cited the untiring effort of TFZ under the able leadership of Col. Guerra in maintaining peace in Zamboanga.
The ceremony ended about 10:30 o’clock.
