IN THIS deeply multilingual region, Chabacano is Zamboanga City’s premier linguistic heritage. Chabacano is Philippine Creole Spanish, reputed to be the largest Spanish-based and fastest-growing Creole language in the world with at least 300,000 speakers in different parts of the Zamboanga Peninsula and its environs. The challenge of raising its use to the academic and professional level, including standardizing its orthography and thus strengthening written Chabacano, is one area that concerned groups, such as Consejo de Lenguaje Chabacano, are already seriously looking into.

In our research on psycholinguistics and second language acquisition involving Chabacano as learners’ first language (or L1) within a multilingual environment, Dr. Claribel C. Concepcion and I found that the difference in linguistic systems accounts for errors made by Chabacano-speaking children learning Filipino. We also noted that some of these children were prone to producing ungrammatical Tagalog constructions (like,Binasag ang bata ang bote.) because they were transferring their grammatical knowledge of Chabacano to Tagalog.

Dr. Concepcion, meanwhile, investigated the use of two languages by Chabacano-English and Filipino-English bilingual children. Results of our study show that both groups were able to map the meanings of novel verbs faster using their knowledge of the two languages as syntactic cues to deduce meanings.

We were able to discuss our findings in greater detail at the Education Stakeholders Forum on Mother Tongue-based Multilingual Education (MTBMLE) on Feb. 4, 2011 at the Carlos Dominguez Conference Hall at Ateneo de Zamboanga University La Purisima Campus in Zamboanga City. Held to commemorate International Mother Language Day on Feb. 21, this event was co-organized by ADZU, through the School of Liberal Arts and the 170+ Talaytayan MLE. The forum aimed to strengthen advocacy in support of multilingual education, to determine possibilities for further multilingual education mobilization in Region IX, and to inform the public about initiatives in L1 (first language) promotion, instruction and research in Western Mindanao.

Dr. Ricardo Ma. Duran Nolasco, associate professor in linguistics of the department of linguistics at UP Diliman, keynoted the forum. He provided current statistics on the state of literacy in the Philippines, citing information from national achievement tests and international surveys. Dianne E. Dekker of the Summer Institute of Linguistics (SIL) emphasized the need for MTBMLE, pointing out literacy gains among learners as revealed in research conducted in the Lubuagan community in Kalinga. Dekker is the multilingual education consultant for SIL Asia.

Zamboanga City Mayor Celso L. Lobregat, in a special message, declared solid support for MTBMLE. He cited the upcoming publication of the handbook, “El Primer Alfabeto de Chabacano,” a project of the city government in collaboration with the Department of Education and Dr. Roberto B. Torres of Western Mindanao State University. He also lauded the efforts of ADZU, through Fr. Antonio F. Moreno, SJ, university president, for publishing recently the “Chavacano de Zamboanga, Compendio y Diccionario” by Dr. Rolando A. Santos, professor emeritus at the California State University.

Other resource speakers included Bonna D. Duron from Save the Children in the Philippines and Melinda T. Awid from the Translators Association of the Philippines (TAP), who spoke on Early Childhood Education and MTBMLE, and Materials Development in the L1, respectively. Teaching materials in Subanen developed by TAP members based in Zamboanga del Norte and “big books” were prominently displayed at the hall. DepEd MTBMLE national coordinator, Dr. Rosalina J. Villaneza, also presented DepEd’s Blueprint for Teacher Training in MTBMLE.

Arlene Perla S. Ledesma, director of the ADZU Language Projects Office (LPO), also presented corpora projects jointly produced with Mc Neil Technologies. Among those completed is the Chabacano Language Corpus Project which now has digitized five million Chabacano words. Language documentation of this nature also covers Tausug, Yakan and Sama.

LPO is also developing reader projects on these languages, complete with vocabulary, grammatical and cultural information and intended for instructional use and research.

Rep. Maria Isabelle Climaco-Salazar, deputy speaker for Mindanao, capped the forum with a talk on “Policy Directions on Language, Culture and Education.” The talk put MTBMLE in perspective, as she discussed its role in national development goals. The talk also presented the status of House Bill 162, An Act Establishing a Multilingual Education and Literacy Program, vis-à-vis other related bills discussed in Congress.

Prof. Ched E. Arzadon from the UP College of Education synthesized the forum and provided a road map for the next steps in the MTBMLE mobilization in the region. A full-scale plan for teachers’ training and materials development in the L1 is currently being planned with ADZU faculty led by Dr. Concepcion, educators from WMSU, TAP members and the DepEd.

Local policy efforts supported by research and materials development activities by higher education institutions and advocacy by concerned groups and individuals provide the right combination to propel MTBMLE implementation here. Given enough time, strengthening our schoolchildren’s ability to speak, read and think critically through MTBMLE will surely aid efforts for peace and development in the region.

Thousands of Catholic faithful are expected to flock to Zamboanga’s so-called ‘holy hill’ to observe the weeklong season of Lent – a retreat from their daily chores and meditate in prayers in every stations of the cross erected in Pasonanca village.

The ‘holy week’ also serves as a get-together to many Christian families in Zamboanga, now popularly branded as Asia’s Latin City because of its unique language called Chavacano - a mixture of Spanish and several Filipino dialects which is distinct in the Philippines. Shops, which sell souvenir shirts with images of Jesus Christ or the Virgin Mary to cell phone cards, also sprout like wild mushrooms - in every corners of the hill located above Abong-Abong Park - taking advantage of the long holiday.

Dozens of Catholic churches to small chapels across Zamboanga also offer masses and hold processions where locals parade their statues of Christ, or the Virgin Mary, all in colorful costumes and sing hymns as they walk for hours around villages.

The observance of the Lent also is the holiest time for those who believe or practice witchcraft or black magic, and even voodoo which they believe give them and their talisman more powers. Zamboanga is a place where many locals believe in the supernatural and black magic and a long list of superstitious beliefs handed down from past generations.

The Lenten season, many natives believe, is the most important time to repent and ask forgiveness for their sins. The observance of the holy week in Zamboanga is more simple and sacred unlike in other parts of the country where Filipino penitents and devotees who are following in the footsteps of Christ go to extreme and are nailed to a cross,

Catholics here also abstain from eating meat on Ash Wednesday and Holy Friday, while some go on fasting the whole week in the believe that it would cleanse their spiritual body and bring them closer to god.

Locals sing passionately and perform plays depicting Christ’s death and resurrection in some villages which is a long-time Lenten tradition.

And Easter Sunday brings many families together in the pristine beaches and resorts in Zamboanga to celebrate the end of the Lenten week.

ZAMBOANGA CITY — Mayor Celso Lobregat has exhorted the Catholic faithful to engage in deep reflection and renewal during the Holy Week and to remain thankful for all the blessings and good things that happen every day.

"As we observe the Holy Week, let us remember, reflect and understand the true meaning of Christ's death and resurrection and its significance to our present situation," Lobregat said.

Lobregat said the Holy Week is a time to "give thanks for all the blessings and good things that happen in our life and most especially let us be renewed in this season of faith."

He stressed that the Holy Week is a time for prayer, rest and recollection and a time to meditate on and observe the passion, death and resurrection of the Lord Jesus Christ.

The mayor will participate in the different religious activities lined up for the Holy Week which started with Palm Sunday.

Zamboanga Archbishop Romulo Valles said Holy Week is the time to meditate "on our faith in the Lord who really loves us."

"He gave his son to show us the way," Valles added.

Jesuit priest Fr. Salvador Wee said Lent highlights self sacrifice through fasting and abstinence, alms giving and care for others, and these traditions must be carried out not only during the Lenten season but through everyday of our lives. (PNA)

Baka dun lang sa area kung saan ka pumunta. Sa Prime Square ka ba pumunta? Maraming matitino dun sa may Coffee Cat area. Halos puro Atenista nga andun. Marami rin foreigners. Yung sa may Metro Lifestyle, hindi pa ako nakapasok pero okay din ang ichura ng environment.

Pero Damosa yung pinakagusto ko. Maganda ang ambiance. :)

To cushion the impact of brownouts in Mindanao particularly Zamboanga City, Councilor Nonong Guingona yesterday pushed for the establishment of alternative power source in the city to solve the blackout problem.

Guingona hopes the proposal of setting up a coal-fired power plant inside the Zamboanga Economic Zone and Freeport (Ecozone) will be realized.

“I am in favor of putting up the coal plant provided it passes all the environmental clearances and is safe to the environment,” Guingona said.

Guingona, who is a member of the Ecozone board representing the City Council said, officials of Conal Holdings Corporation have already signed the contract for a one-year site inspection in the area.

He said the company is eyeing for a 60 hectare lot at the zone including part of the shoreline which it hopes to convert into a wharf for the delivery of coal and crude oil for the operation of its machines.

According to Guingona, the coal plant, if fully operational, will generate 100 megawatts of electricity.

“The beauty of the contract is that the company will supply all the 75 megawatts requirement of the city and the remaining power will be augmented to the grid for the other electric consumers in Mindanao,” Guingona said.

He said the company is now constructing a coal plant in Sarangani Province.

He hopes the proposal to set up also a coal plant in the city will gain support from city officials and the people as this will surely solve the power needs of the city.

The long awaited result about the very controversial issue on the future establishment of Coal-fired Power plant in the City will not take more than a year. This was announced by Councilor Nonong Guingona who also represents the Zamboanga Economics Zone and People Authority in the local council.


According to Guingona, they already signed a one year contract that would allow Conal Holdings, Inc.; the contracting party of the local government; to do cite inspection in the Eco Zone area, where the aforementioned project will be established. Guingona said this kind of project will benefit the entire City for greater supply of electric energy and that this would hopefully minimize if not stop the occurrence of rotational blackout in the City.

Meanwhile, the City Hall and City Mayor Celso L. Lobregat are not planning to hold back on the entire project as long as it passed the necessary process and environmental requirements. Lobregat added that the project would be a future solution to counterattack the possible energy crisis that would hit the City.

Furthermore, Lobregat said that the examination of the project was made fast due to the increasing problem of electricity in the City.

The City Council last week approved a resolution calling the Department of Public Works and Highways to construct a modern steel bridge in barangay Limaong.

Councilor Mel Sadain authored a resolution supporting Mayor Celso Lobregat’s request calling the DPWH to implement the multi-million peso bridge under the DPWH’s Bridge Program.

Lobregat the other week asked the august body to pass a resolution based from the request of the DPWH so the agency could act and implement the bridge program.

“I support the mayor’s letter calling the City Council to pass a resolution addressed to the DPWH so it could start to undertake the bridge in Limaong even without the city’s funding for the project,” Sadain said.

According to Sadain, the steel bridge will cost P70 million and the city government will not spend a single centavo if the DPWH will implement it under the bridge program of the concerned agency.

He said the government can still make use of its money in other laudable projects that would benefit the people.

The city government launches the first ever Maria Clara Lobregat Awards for Excellence (MCLLAE), a search for the city’s top five (5) graduating tertiary students who reflect outstanding academic accomplishments, service and leadership skills.

The first ever MCLLAE will be one of the highlights in this year’s “Dia de Ma’am Caling” marking the late Mayor Maria Clara Lobregat’s 90th birthday on April 26 and will thus be an annual event.

Organized and initiated by the City Tourism Division under the Mayor’s Office, the MCLLAE is a nomination process and students cannot apply but must b nominated through their President or College dean.

The Search is intended to recognize achievement among graduating tertiary students while also developing other characteristics essential to citizens in a democracy. It is both an honor and a commitment.

The pre-requisite conditions for selection include two areas: academic—whereby the school president is requested to nominate one student only specifically one who has a cumulative grade point average of at least 85 percent or its equivalent and service and leadership—which is defined through the voluntary contributions made by a student to the school or community, done without compensation and with a positive, courteous and enthusiastic spirit.

Student leaders are those who are resourceful, good problem solvers, promoters of school activities, idea-contributors, dependable, and persons who exemplify positive attitudes about life. Leadership experiences can be drawn from school or community activities while working with or for others.

Nomination for and supporting documents should include the nominee’s recent photo, certificate of good moral character or recommendation from the school president/ guidance counselor or dean, certified true copy of unofficial transcript of records or class cards/ final grades and supporting
documents such as but not limited to certifications, recommendations to support awards, curricular and extra-curricular activities and civic involvements.

The selection committee is currently evaluating and assessing the nominations following the April 18 deadline of submission of nominations. Its choice is final and no appeals shall be entertained. The conferment of the Awards will be done during the celebration of Dia de Ma’am Caling on April 26.
Meanwhile, the Dia de Ma’am Caling activities on April 26 will kick off with a commemorative mass at 4pm at the Holy Trinity Parish in Pasonanca followed by the commemorative program and awarding ceremony of the 1st MCLLAE at 5pm at the Jardin Maria Clara Lobregat.

Other highlights during the day will be “Operation Tuli”, a free circumcision services for young boys from 8am to 5 pm at the City Health Office and the inauguration of the R.T. Lim Boulevard sidewalk expansion project at 3pm. — Sheila Covarrubias

Optical Media Board chair Ronald Rickets has highly praised Mayor Celso Lobregat for the all out support to the campaign against pirated DVDs including pornographic materials that resulted to the successful operation conducted by his agents in the city last March 18.

Rickets likewise lauded Councilor Percival Ramos who authored Resolution 70 requesting the OMB to conduct anti-piracy operations in the city which was forwarded by Mayor Lobregat to the board for proper action.

Through Councilor Ramos, Rickets in Manila last Monday presented Mayor Lobregat with a citation formally commending the chief executive for strongly supporting the OMB stressing that Zamboanga City government is one of the few local government units that show firm support and assistance to the OMB in the implementation of Republic Act 9239 otherwise known as the anti-piracy law.
Ramos together with Councilor Rey Candido paid a courtesy visit to Rickets in his OMB office in
Manila early this week to discuss plans for the destruction of the confiscated DVDs and pornographic materials seized by OMB and City Hall authorities in downtown stalls March 18.

Rickets, according to Ramos is set to personally come to Zamboanga sometime next month to join Mayor Lobregat in the public destruction of the seized materials and to spearhead other activities to inform the public about RA 9239.

The March 18 operation, it is recalled yielded over 400,000 pieces of pirated DVDs estimated to cost some P30 million. It was conducted by OMB personnel in cooperation with the local police and personnel from the City Administrator’s Office in business establishments downtown.
The OMB has declared the Zamboanga haul as the biggest ever in Mindanao.

Mayor Lobregat wrote Rickets on February 8, 2011 transmitting City Council Resolution 70 authored by Councilor Ramos for information and appropriate action. The resolution calls on the OMB, the police and other concerned agencies to operate against pornographic materials blatantly and rampantly displayed in some downtown stalls.

The OMB team headed by agent Joseph Arnaldo arrived in Zamboanga morning of March 18 and paid a courtesy visit on Mayor Lobregat in City Hall to inform about their purpose in coming over and to seek the city’s assistance in the conduct of the anti-piracy operation. Councilor Ramos was also present during the meeting in City Hall.

Lobregat, meanwhile, has expressed gratitude to the OMB especially the chairman for actively responding to the request.

The OMB, being a special body under the Office of the President is the sole group authorized to operate against pirated DVDs pursuant to the provisions of Republic Act 9239. — Sheila Covarrubias

The OMB team headed by agent Joseph Arnaldo arrived in Zamboanga morning of March 18 and paid a courtesy visit on Mayor Lobregat in City Hall to inform about their purpose in coming over and to seek the city’s assistance in the conduct of the anti-piracy operation. Councilor Ramos was also present during the meeting in City Hall.

Lobregat, meanwhile, has expressed gratitude to the OMB especially the chairman for actively responding to the request.

Baka dun lang sa area kung saan ka pumunta. Sa Prime Square ka ba pumunta? Maraming matitino dun sa may Coffee Cat area. Halos puro Atenista nga andun. Marami rin foreigners. Yung sa may Metro Lifestyle, hindi pa ako nakapasok pero okay din ang ichura ng environment.

Pero Damosa yung pinakagusto ko. Maganda ang ambiance. :)

Continuous occurrence of brownouts and blackouts in Zamboanga City is clearly compromising the way living of several residents from different respective Barangays in the City. However, ZAMCELCO Gen. Manager Reinerio Ramos, said that the public would only have to wait until April 24, 2011 to minimize and if possible completely end the rotational power-interruptions.


Ramos said that the energy-suspensions were due to the defect that happened in the Power Plant at the grid end. According to Ramos, the crack in the Power Plant constitutes to 185 megawatts.

Furthermore, Ramos said that the defect in the Power Plant will cause a sort of sectional black-out in the entire Mindanao.

Presently, Ramos said that they can’t do anything about the situation for it is the National Grid Corporation who has the control in the electricity distribution in the City, to whom they also follow orders.

City Engineer Luis Vicente Despalo said the improvement of the Plaza Pershing is the idea of Mayor Celso Lobregat.

City funds will be used according to Despalo to rehabilitate the Plaza Pershing and it is being handled by the RCBA Construction.

The development of the Plaza Pershing started last April 13 and it is expected to be finished before the Fiesta Pilar.

Despalo said, the drainage system will be fixed, site development will be made, the fountain located inside will be improved, and the surroundings will also be beautified.

Aside from this, the stage inside the Plaza Pershing will also be improved, additional benches will be placed and the gazebo will also be rehabilitated.

The Bagong Pag-asa will help 200 children on the island of Layag-Layag get to school.

For many children in the Philippines, yellow school buses are nothing but TV folklore. It is common for young students throughout the country to walk as many as five miles to school each day. But to the surprise of many Filipinos, some children had no other option but to swim to school.

Last year, when Manila resident Jay Jaboneta first learned that close to 200 elementary school students on the tiny island of Layag-Layag were swimming half a mile to get to school on the mainland, he was shocked. Compelled by the image of these children struggling for the opportunity to learn, Jay knew he had to find a way to help. So, on Oct. 30, 2010, he posted the story as his status on Facebook.

What happened next was beyond anything Jay had imagined. Close friend and marketing expert Josiah Go saw the status and was so touched that he immediately initiated a fundraising campaign for the kids in a status of his own.

“I learned swimming at age 35 and thought these kids may drown anytime,” Josiah said. “I didn’t think twice to raise funds.”

And so the Zamboanga Fund for Little Kids was born. Within one week, the campaign had raised 70,000 pisos ($1,618). With the help of a local humanitarian organization, Jay and Josiah decided that the best way to spend the money was to build a boat so the children could get to school safely each day.

Anton Lim, a contributor to the project, takes the boat for a test drive with some of the children that will use it to get to school.

Five months later, on March 27, the bright yellow boat was turned over to the Zamboanga community. The boat, named Bagong Pag-asa, or “New Hope,” gives children free rides to school during the week. Adults and seaweed farmers can also use the boat to take their products into town, but they are charged a small fee that supports boat maintenance.

The Zamboanga Fund for Little Kids began as a project to simply protect the safety of the island’s children. It has now become a full-fledged community resource.

“New media should not just be a website to communicate with the public, it should be something that can empower them,” Jay said.

Since the boat’s launch, the people behind the Zamboanga Fund for Little Kids have formed a Facebook Group to keep track of updates, press coverage and photos.

“The whole project is documented because of our updates on Facebook,” Jay said. “It's so easy to remember people who've helped and the activities we did and challenges we faced.”

The group is now dreaming up more ways to improve the lives of the kids in Zamboanga, but the project has already improved their education, safety and morale.

“I saw in the Zamboanga kids the potential to be someone one day,” Josiah said. “I live far enough [so that the kids] will have to pay forward this good fortune they experience.”

Yubenco Mall will be expanding in the coming months.

It would be nicer if Yubenco had cinemas. People from barangays near it will go to Yubenco instead of going to downtown. I think they should think of putting up cinemas if they'll expand in the coming months. Even just 2 cinemas will do as a start. :)

The City Council last week approved a resolution calling the Department of Public Works and Highways to construct a modern steel bridge in barangay Limaong.

Councilor Mel Sadain authored a resolution supporting Mayor Celso Lobregat’s request calling the DPWH to implement the multi-million peso bridge under the DPWH’s Bridge Program.

Lobregat the other week asked the august body to pass a resolution based from the request of the DPWH so the agency could act and implement the bridge program.

“I support the mayor’s letter calling the City Council to pass a resolution addressed to the DPWH so it could start to undertake the bridge in Limaong even without the city’s funding for the project,” Sadain said.

According to Sadain, the steel bridge will cost P70 million and the city government will not spend a single centavo if the DPWH will implement it under the bridge program of the concerned agency.

He said the government can still make use of its money in other laudable projects that would benefit the people.

The first one is in Vernell Farm and Mountain Park in Cacao that opened several years ago. The second is the one in Ecozone which opened a few months ago.

ZAMBOANGA CITY — The Zamboanga City Police Office (ZCPO) has deployed Thursday 300 policemen at the Mayor Cesar C. Climaco Freedom Park.

ZCPO director Senior Supt. Edwin de Ocampo said the policemen are tasked to ensure the security and protection of the thousands of Catholic faithful that will flock to the Climaco Freedom Park in Mount Abong-Abong, Pasonanca village for religious activities.

The Climaco Freedom Park draws thousands of people from all walks of life, particularly on Holy Thursday and Good Friday for the traditional vigil and Way of the Cross prayers.

De Ocampo said that aside from security and protection, the policemen are also tasked to ensure compliance on the two executive orders issued by Mayor Celso Lobregat.

Lobregat issued Executive Orders CL-398-2011 imposing a traffic rerouting scheme and CL-399-2011 banning the sale and drinking of liquor at the Climaco Freedom Park during the observance of the Holy Week.

The executive orders are intended to allow the Catholic faithful to observe the solemnity of the Holy Week, the last seven days of the 40-day season of lent commemorating the passion, death and resurrection of Jesus Christ.

Meanwhile, De Ocampo advised the residents, especially those who will be leaving for vacation to lock all doors, unplug all appliances to avoid fire from starting, and leave one light open inside the house.

De Ocampo advised those who will go to the Climaco Freedom Park not to flagrantly display or bring their valuables to avoid being victimized by pickpocket and snatchers. (PNA)

Mga 5+ years ago ata nagopen yung cable car sa Vernell. Yung sa Ecozone, recently lang and it was featured two weeks ago on MagTV. :)

I've got a feeling (WOOHOO!:D) na by the second half pa ng 2011 magbreak ground ang RLC. Q2 to Q3 of 2011 naman yung range na binigay ng chairman ng Camino Nuevo. Tsaka tingin ko (at sana tama ako), in five years' time, may fully operational SM Mall na tayo. Sana tulad ng sa SM Tianjin. :colgate:

Yes, I've never been there pa. Haha. I really want to have that semi-aerial view of the city from the Cruz Mayor! I don't want to go there during Holy Week kasi masyadong maraming tao ayoko din pag ordinary days kasi halos walang tao. :lol: So, when do you think is the right time to visit the place? Yung sakto sakto lang ba ang foot traffic - not too many, not too few. :colgate:

I think it's with an 'e'. Ganung kasi yung pagspell sa website ng Zamboanga City Government, but of course, they could be wrong. :colgate:

Yes, I've never been there pa. Haha. I really want to have that semi-aerial view of the city from the Cruz Mayor! I don't want to go there during Holy Week kasi masyadong maraming tao ayoko din pag ordinary days kasi halos walang tao. :lol: So, when do you think is the right time to visit the place? Yung sakto sakto lang ba ang foot traffic - not too many, not too few. :colgate:

I think it's with an 'e'. Ganung kasi yung pagspell sa website ng Zamboanga City Government, but of course, they could be wrong. :colgate:

If you're talking about Air Asia Philippines, 3rd or 4th quarter daw this year. Yung GF ng fren ko nakuha siya flight attendant. Sa ngayon orientation pa sila sa Manila but next month they will fly to Malaysia for training. They will stay there for 2-3 months. Ang sabi niya yung Manila-Malaysia (KL & KK) flights ay may stop-over sa Zamboanga para magbaba at magsakay ng mga pasahero.:)

The City Council last week approved a resolution calling the Department of Public Works and Highways to construct a modern steel bridge in barangay Limaong.

Councilor Mel Sadain authored a resolution supporting Mayor Celso Lobregat’s request calling the DPWH to implement the multi-million peso bridge under the DPWH’s Bridge Program.

Lobregat the other week asked the august body to pass a resolution based from the request of the DPWH so the agency could act and implement the bridge program.

“I support the mayor’s letter calling the City Council to pass a resolution addressed to the DPWH so it could start to undertake the bridge in Limaong even without the city’s funding for the project,” Sadain said.

According to Sadain, the steel bridge will cost P70 million and the city government will not spend a single centavo if the DPWH will implement it under the bridge program of the concerned agency.

He said the government can still make use of its money in other laudable projects that would benefit the people.

Sana matapos na ASAP ang renovation ng Climaco Park at installation ng cable cars and zip lines. :) Btw, did you know that the cable car/s that will open at the Climaco Park / Abong-Abong will be Zamboanga City's third already? The first one is in Vernell Farm and Mountain Park in Cacao that opened several years ago. The second is the one in Ecozone which opened a few months ago.

The Bagong Pag-asa will help 200 children on the island of Layag-Layag get to school.

For many children in the Philippines, yellow school buses are nothing but TV folklore. It is common for young students throughout the country to walk as many as five miles to school each day. But to the surprise of many Filipinos, some children had no other option but to swim to school.

Last year, when Manila resident Jay Jaboneta first learned that close to 200 elementary school students on the tiny island of Layag-Layag were swimming half a mile to get to school on the mainland, he was shocked. Compelled by the image of these children struggling for the opportunity to learn, Jay knew he had to find a way to help. So, on Oct. 30, 2010, he posted the story as his status on Facebook.

What happened next was beyond anything Jay had imagined. Close friend and marketing expert Josiah Go saw the status and was so touched that he immediately initiated a fundraising campaign for the kids in a status of his own.

“I learned swimming at age 35 and thought these kids may drown anytime,” Josiah said. “I didn’t think twice to raise funds.”

And so the Zamboanga Fund for Little Kids was born. Within one week, the campaign had raised 70,000 pisos ($1,618). With the help of a local humanitarian organization, Jay and Josiah decided that the best way to spend the money was to build a boat so the children could get to school safely each day.

Anton Lim, a contributor to the project, takes the boat for a test drive with some of the children that will use it to get to school.

Five months later, on March 27, the bright yellow boat was turned over to the Zamboanga community. The boat, named Bagong Pag-asa, or “New Hope,” gives children free rides to school during the week. Adults and seaweed farmers can also use the boat to take their products into town, but they are charged a small fee that supports boat maintenance.

The Zamboanga Fund for Little Kids began as a project to simply protect the safety of the island’s children. It has now become a full-fledged community resource.

“New media should not just be a website to communicate with the public, it should be something that can empower them,” Jay said.

Since the boat’s launch, the people behind the Zamboanga Fund for Little Kids have formed a Facebook Group to keep track of updates, press coverage and photos.

“The whole project is documented because of our updates on Facebook,” Jay said. “It's so easy to remember people who've helped and the activities we did and challenges we faced.”

The group is now dreaming up more ways to improve the lives of the kids in Zamboanga, but the project has already improved their education, safety and morale.

“I saw in the Zamboanga kids the potential to be someone one day,” Josiah said. “I live far enough [so that the kids] will have to pay forward this good fortune they experience.”

Mayor Celso Lobregat said the Mindanao-wide power curtailment that causes the two hour rotational brownout in the city daily heightens the need to put additional generation capacity in Zamboanga.

The daily brownout that the city has been experiencing since Monday is basically due to repair and maintenance work at the hydro electric plant in Bukidnon. He said the turbines are being repaired causing the reduction in the generation capacity, according to the mayor.

“But this heightens the need to put additional generation capacity that will be in place in the city of Zamboanga”, the mayor said.

At present, he said, two investors are eyeing Zamboanga City for alternate power supply—the Conal Holdings Corporation, which proposes the establishment of a coal power plant and the Infinity Philippines, a company that offers solar energy.

The Conal Holdings Corporation has recently signed a memorandum of agreement with the Zamboanga Economic Zone and Free Port Authority for a site survey inside the ecozone area in San Ramon. The site survey is set to last for about a year and if a site is finally found, the investor will have to comply with all the requirements such as the environmental clearance certificate, environmental impact assessment and several others.

When asked as to whether or not the city will endorse the project, the mayor said the city government will support the project for as long as it meets all the environmental requirements.

The city government in cooperation with the Zamboanga City Electric Cooperative (ZAMCELCO) and other stakeholders, has also initially discussed with Infinity Philippines for the possible establishment of solar panels also at the Ecozone area.

However, he said, the Infinity proposal will have to await the issuance of guidelines on the Renewable Energy law.

The mayor said the city government is looking at various alternatives and helping facilitate the different proponents but stressed that all requirements should be complied before a project can be officially endorsed by the city government.

Chances for the establishment of a hydropower plant including generating power through wind are nil, leaving the city with no other viable alternative energy sources but solar and coal. Nevertheless, he reiterated, all requirements should be met.

Meanwhile, ZAMCELCO has announced that the brownouts are expected to last until April 24* based on the schedule given by the National Grid Corporation of the Philippines (NGCP).

The load curtailment was implemented due to the scheduled total plant shutdown of Pulangi 4 Hydro Electric Plant for its annual preventive maintenance, according to Zamcelco.

However, Zamcelco manager Reinerio Ramos said the duration of the rotational brownout would depend on the daily power allocation to Zamcelco the reason the brownout would last to a minimum of one hour to a maximum of two hours for each of Zamcelco’s feeder lines. — Sheila Covarrubias

The Bureau of Customs Zamboanga City District Office has surpassed its revenue collection target for the first quarter of this year.

Customs District Collector Abubakar M. Hamad disclosed that the revenue collection for the first quarter of this year (January to March) amounted to P 9,430,575.31. The target collection was only P 8,800,000, registering a variance of P630,575.31 or equivalent to 7.17 percent increase.

Hamad expressed elation on the increase saying that even though the district has a minimal importation, he was able to achieve the increase.

Last week, Hamad paid a visit to the different canning factories in the city and met the officials of the factories.

Hamad was informed by the association of canning factories that their group is negotiating with a Norwegian cargo vessel to transport the materials for the necessities of the fish canning production so that they can have lesser expenses in importation of the materials and the tax that the canning group association paid will go directly to Zamboanga City instead of Manila Port.

Hamad and the officials of the canning factories expressed optimism that the plan will be put into reality so that Zamboanga city will be benefited especially on employment opportunities for the people.

Moreover, Hamad lauded Mayor Celso Lobregat for his efforts and hardwork in making the tourism industry in Zamboanga City alive and progressive. Some of the new tourist sites in Zamboanga City are the Paseo Del Mar and Plaza Rizal at Fort Pilar and the innovation at the famous Pasonanca park as well as the construction of the new building of the Bangko Sentral ng Pilipinas at Pettit Barracks. — Allen Abastillas

Ung Go hotel nila pwede na un maging high rise, hopefully by the time na mag construct sila, nililipat na ang Airport. :)

kung meron na sila ni render na design, meron na un Plans, pumunta na man din sila dito. check ko pa sa City engineers kung may ni pass na sila na plano. sigurado papahirapan din yan sila dun. wala pa sila nag soil testing kasi wala pa sila permit.

para sakin, Robinsons pati Ayala ung magaling mag design. sa SM box type usually.

ZAMBOANGA CITY — Mayor Celso Lobregat on Saturday spearheaded the conduct of an aerial reconnaissance of the city's coastal areas and watershed to check on the construction of illegal ports as well as intrusions in the forests.

Conducted through the courtesy of the Western Mindanao Command and the 530th Air Base Wing of the Philippine Air Force, the aerial reconnaissance is in line with the city government's steadfast commitment to support and assist the police and military in the maintenance of peace and security in Zamboanga.

Likewise, the aerial survey also gave Mayor Lobregat and his team of military and police and other city officials the opportunity to assess and evaluate existing natural tourist spots in the barangays as well as the Sta. Cruz Island—whose tourism aspect is set to be taken over by the city government in the coming months.

Accompanying the mayor during the Saturday activity were City Police OIC Director Col. Edwin de Ocampo, Task Force Zamboanga Commander Col. Buenaventura Pascual and Councilors Percival Ramos, Myra Paz Abubakar and Rey Candido, City Tourism Officer Sarita Hernandez and staff from the Public Information Division.

Mayor Lobregat it is recalled has created a task force to conduct an impartial and actual inventory of all illegal port facilities following reports on the proliferation of the unauthorized construction of piers and finger wharves in the coastal areas.

The creation of the group dubbed Task Force Pantalan was formalized through Executive Order 383-2011 issued by Mayor Lobregat on January 17, 2011 outlining the duties and functions of the task force.

The mayor has emphasized that the city's wide, long and porous border contributes to security concerns.

On the other hand, the city's watershed, which is one of the only 3 intact watersheds all over the country, should be constantly conserved and preserved. Any form of intrusion or illegal activities in the area should be checked and stopped immediately, the authorities stress.

Meanwhile, the aerial reconnaissance will also help boost the city government's plan to diversify tourism benefits to the barangays by developing potential tourist attractions such as waterfalls and caves.

Mayor Lobregat has convened stakeholders to seek ways on how to go about the move as he personally observed the presence of natural scenic spots, resources, customs and unique cultural traditions in various barangays that can very well help in the promotion of rural or community-based tourism.

These natural tourist spots include the waterfalls in Merloquet in Sibulao, waterfalls in Busay, San Roque, Nancy Falls in La Paz and several others.

ZAMBOANGA CITY — The search for the most ecologically balanced community is now on.

Organized by the city government through the Housing and Land Management Division (HLMD), the search is open to the 40 participating urban poor and community associations in the city and serves as a community-based solid waste management competition intended to encourage environment friendly activities.

The search was officially launched April 14 at the Mampang Resettlement Project site with City was highlighted by a tree planting activity where more than a hundred fruit-bearing and forest trees were planted.

HLMD chief Rodrigo Pagotaisidro said the search is now on its third year but numerous innovations were presented to make it more meaningful and exciting this year.

In 2009 and 2010, the competition was dubbed "The Search for Model Urban Poor and Homeowners' Association Community" with focus on waste segregation and management. This year the contest's scope was extended with the additional criteria on tree planting and other activities that are ecologically advantageous.

The criteria of the search would include the presence of Environmental Organizations in the community, education or awareness among residents, establishment or existence of composting facilities, livelihood from the segregated waste materials and beautification.

Last year, the Gawad Kalinga Tulungatung Resettlement Project bested the grand prize.

Prizes include P20,000 cash for the first place winner, P15,000 cash prize for the second place winner and P10,000 for the third placer. Two consolation prize winners will also take home P5,000 each.

The announcement of winners and awarding of prizes is scheduled on first week of December coinciding with the Urban Poor Solidarity Week celebration.

ZAMBOANGA CITY — The historical Plaza Pershing located right at the heart of the city undergoes rehabilitation and improvement in line with the city government's thrust to preserve historical landmarks.

Costing P6 million, the Plaza Pershing rehabilitation is backed by a Sangguniang Panlungsod resolution supporting by the move of the Local Council of Culture, Arts and History (LCCAH) headed by Mayor Celso Lobregat to have Plaza Pershing renovated the soonest possible time following the proposal from the Architectural division of the City Engineer's Office. The SP resolution was authored by Councilor Percival Ramos.

City Engineer Luis Despalo said the project is set to complete September or 6 months after it started rehabilitation March this year. He said the site development project includes pavers, walkway, fences, lights, drainage including the reconstruction/improvement of the stage and the construction of additional hanging gardens. The fountain will be replaced with the construction of a lighted and cascading fountain.

Councilor Ramos said the development of the landmark is purposely to preserve the site named after John Black Pershing, an American general who played a significant role in Zamboanga's history. "It (Plaza Pershing) is one of the most cherished historical landmarks of the city"

Councilor Ramos said the face lifting of Plaza Pershing is appropriate and will help boost the city's tourism. The proposed improvement of the historical site will give the residents –locals and out of towners, the alternate site to visit, he said.

The project, according to the young councilor will likewise serve as a reminder for the young generation about the colorful history of Zamboanga.

The LCCAH, through resolution CL-02 series of 2010 and sponsored by Prof. Ali Yacub last Nov. 13, recommended the immediate implementation of improvement/rehabilitation of Plaza pershing as presented by Architect Rodel Falcasantos to include the rehabilitation of the stage, fountains, site development and landscaping.

The said fountain, is this the Multi Millions(Dancing Fountains) fountain that they were planning to install? As far I can remember, I think there were plans of installing such fountains in Paseo Del Mar, Pasonanca and Plaza Pershing.

ZAMBOANGA CITY — Mayor Celso Lobregat will inaugurate this afternoon the city government's improvement projects worth P8.6million on R.T. Lim Boulevard, this city.

The inauguration program slated at 3 p.m. today is among the activities lined up for this year's Dia di Ma'am Caling in celebration of the late Mayor Maria Clara L. Lobregat's birthday today. She would have turned 90 years old today.

The improvements on the boulevard started with the extension or piling project amounting to P20 million through the initiative of Deputy House Speaker and District 1 Congresswoman Beng Climaco-Salazar.

The site development was taken cared of by the city totaling P8,666,828.36. It included site development worth P864,938.38, another site development of P7 million and installation of lighting facilities amounting to P801,889.98, most of which were undertaken by administration through the City Engineer's Office.

Meanwhile, Mayor Lobregat met yesterday with some members of the City Council in a bid to maintain the cleanliness of the boulevard, it being one of the city's tourist attraction and a promenade site.

It was noted that the proliferation of vendors and litterbugs at night has caused the unsanitary condition of the boulevard where garbage litter everywhere. Suggestions are being considered either to ban the vendors or regulate their presence on the boulevard to keep it spick and span.

There have also been series of council resolutions and the sanitary ordinance that prohibit vending of any kinds on the boulevard.

After the inauguration program, Mayor Lobregat along with other city officials and employees will proceed to Pasonanca Church for a mass in honor of Ma'am Caling's 90th birthday.

At 5 p.m. today, the First Maria Clara Lobregat Awards with be handed out to deserving recipients in fitting rites at Jardin Maria Clara.

Other activities in line with Dia de Ma'am Caling are the Operation Tuli or free circumcision to young boys from 8am to 5pm at the City Health Office in Pettit Barracks and Philhealth card distribution at 9am at the City Coliseum. The Dia de Ma'am Caling kicks off the 2011 Summer Festival, an annual activity sponsored by the city government through the City Tourism Office that seeks to involve the community and provide wholesome entertainment to local residents as well as visitors during summer.

ZAMBOANGA CITY — Zamboangueños will commemorate today the 90th birth anniversary of the late Maria Clara "Ma'am Caling" Lobregat, the first and only woman mayor that Zamboanga City ever had.

The birthday celebration, dubbed "Dia de Ma'am Caling", marks the start of this year's Summer Festival, an annual activity sponsored by the city government through the City Tourism Office that seeks to involve the community and provide wholesome entertainment to local residents as well as visitors during summer.

This year's Dia de Mam Caling is the 5th since the ordinance declaring April 26 of every year as Mrs. Lobregat's day, was enacted into law.

Mayor Celso Lobregat, the late mayor's eldest son and successor, will lead all the activities lined up to mark Ma'am Caling's birthday.

Today's activities will commence with the

OPERATION TULI or free circumcision for young boys at the City Health Office in Pettit Barracks from 8am to 5pm;

DISTRIBUTION OF PHILHEALTH INSURANCE CARDS (renewed cards) to indigent families from different barangays at the City Coliseum at 9am; and

the INAUGURATION OF THE RT LIM BOULEVARD SIDEWALK EXPANSION PROJECT at 3pm.


At 4pm today there will be a MASS IN HONOR OF THE LATE MAYOR MA'AM CALING at the Holy Trinity Parish in Pasonanca and

at 5pm will be the COMMEMORATIVE PROGRAM AND AWARDING RITE FOR THE MARIA CLARA L. LOBREGAT AWARDS OF EXCELLECE (MCLLAE) at the Jardin Maria Clara in Pasonanca.

Mrs. Lobregat was born on April 26, 1921. She succumbed to cardiac arrest at a Manila Hospital last January 2, 2004 while she was serving her second term as mayor of the city. Her eldest son, Celso succeeded her following a landslide victory in the May 2004, 2007 and 2010 elections.

Meanwhile, other activities during the Summer Festival will be the

KITE FLYING COMPETITION YEAR 9 slated on April 30 at the Paseo del Mar at 9am;

SUMMER LEARN TO PLAY, a month long free sports clinic that will start on May 1;

ZAMBOANGA DUATHLON (BIKE AND TREK) CHALLENGE 2011 from Paseo del Mar-Veterans Avenue-MCLL highway-to Mercedes area and back on May 1 at 7am;

DIA DE VICENTE ALVAREZ ESSAY WRITING COMPETITION at 9am on May 13;

HIP-HOP DANCE COMPETITION YEAR 2 at the Paseo del Mar on May 13 at 6pm;

3RD DIA DE GENERAL VICENTE ALVAREZ COMMEMORATIVE PROGRAM on May 18; and

FESTIVAL DE LAS BELLAS Y FLORES YEAR 9 at 3pm on May 28.

Private groups and non-government organizations have also lined up activities during summer and form part of the city's Summer Fest 2011.

The said fountain, is this the Multi Millions(Dancing Fountains) fountain that they were planning to install? As far I can remember, I think there were plans of installing such fountains in Paseo Del Mar, Pasonanca and Plaza Pershing.

Btw, dumaan ako kanina sa Mercury Drug - Veterans 2 branch, klaro sa loob kasi nakaroll-up yung metal door tas nakita ko na nakaayos na ang lahat ng mga stuff sa loob. 7am-10pm daily yung business hours nila. Siguro hinihintay lang nila matapos ang Mercury sa Sta. Maria para (halos) sabay magbukas. :)

ZAMBOANGA CITY — Mayor Celso Lobregat will inaugurate this afternoon the city government's improvement projects worth P8.6million on R.T. Lim Boulevard, this city.

The inauguration program slated at 3 p.m. today is among the activities lined up for this year's Dia di Ma'am Caling in celebration of the late Mayor Maria Clara L. Lobregat's birthday today. She would have turned 90 years old today.

The improvements on the boulevard started with the extension or piling project amounting to P20 million through the initiative of Deputy House Speaker and District 1 Congresswoman Beng Climaco-Salazar.

The site development was taken cared of by the city totaling P8,666,828.36. It included site development worth P864,938.38, another site development of P7 million and installation of lighting facilities amounting to P801,889.98, most of which were undertaken by administration through the City Engineer's Office.

Meanwhile, Mayor Lobregat met yesterday with some members of the City Council in a bid to maintain the cleanliness of the boulevard, it being one of the city's tourist attraction and a promenade site.

It was noted that the proliferation of vendors and litterbugs at night has caused the unsanitary condition of the boulevard where garbage litter everywhere. Suggestions are being considered either to ban the vendors or regulate their presence on the boulevard to keep it spick and span.

There have also been series of council resolutions and the sanitary ordinance that prohibit vending of any kinds on the boulevard.

After the inauguration program, Mayor Lobregat along with other city officials and employees will proceed to Pasonanca Church for a mass in honor of Ma'am Caling's 90th birthday.

At 5 p.m. today, the First Maria Clara Lobregat Awards with be handed out to deserving recipients in fitting rites at Jardin Maria Clara.

Other activities in line with Dia de Ma'am Caling are the Operation Tuli or free circumcision to young boys from 8am to 5pm at the City Health Office in Pettit Barracks and Philhealth card distribution at 9am at the City Coliseum. The Dia de Ma'am Caling kicks off the 2011 Summer Festival, an annual activity sponsored by the city government through the City Tourism Office that seeks to involve the community and provide wholesome entertainment to local residents as well as visitors during summer.

Prima MERCY took me, MARK and PASCUAL on a tour of GLORIA, it took the living daylight out of us as we sat on comfortable chairs, and enjoy the sights of NONONGLAND, a fairyland of a fountain that spew lights with the colors of rainbow, well lighted food court, rides that took one to the realm of galactic fantasy, singing trees and walls that send lights out running in untrammeled fashion.

I was mesmerized until I heard some voice talking in Chavacano when I looked over I saw some students from Pilar College on the seventh heaven of their dreams. Then I realized GLORIA is never far fro home.

We capped our tour with a walk back in time at the Rizal Park, a stroll on the well lighted boulevard and a late snack of pizza as sea breezes caressed our faces.

Passed a proposed ordinance which underwent its' 1st reading yesterday during the city council session. This is to officially make every June 23 of each year as "DIA DE FUNDACION DE CHAVACANO". ZAMBOANGA CITY — Popular contemporary singer Erik Santos will have his first ever Zamboanga concert on May 8, 2011 at the Astoria Regency Convention Center.

The concert dubbed "This is the moment?with Erik Santos" along with comedienne Marissa Sanchez and stand up comedian Ogie Diaz is a benefit concert for the charity ward of the Zamboanga Puericulture Maternity Lying in Hospital.

Dr. Rodel Agbulos, president of the Puericulture board said after the expansion projects of the Puericulture Center, the institution will now focus on opening of more charity projects intended for the indigent residents of the community.

"Over the years, Puericulture has been expanding its services as well as facilities to cater to the growing needs and demands of the times. This is the reason why we have been doing a lot of things to put up new and better facilities of our hospital". Agbulos said.

Agbulos said he is glad that there are well-meaning individuals who are willing to extend help for humanitarian services such as the efforts of Erik Santos, Marissa Sanchez, and Ogie Diaz who are all willing to help the facility.

Lim Boulevard site development project inaugurated Wednesday afternoon coinciding with the 90th birthday of the late Mayor Maria Clara "Ma'am Caling" Lobregat.

Mayor said the R.T. Lim Boulevard project which included site development and beautification of the 200 linear meter area demonstrates the good relationship between the city government and the national government through the Office of House Deputy Speaker Beng Climaco.

The project's phase that included the pile driving, partial filling and shoreline protection costing P20 million was funded by the national government through the intervention of Cong. Climaco. After the initial work, the city government came in for the site development including expansion and beautification of the road and sidewalk amounting to P8.6 million.

Mayor Lobregat stressed that effective partnership between the national government and the city government could bring benefits to the constituents.

He said that the local government will continue to closely work together with national government agencies to ensure more projects and programs for the advantage of the people in the city's 98 barangays.

On the other hand, he said the R.T. Lim Boulevard site development project forms part of the city government's thrust to promote tourism and to preserve landmarks.

Plans are afoot to expand the project by 300 linear meters more connecting the refurbished 200 linear meters to the area fronting the Sangguniang Panlungsod building.

Since improving the city's fiscal management in 2007, the Lobregat administration has been undertaking a massive infrastructure program not only in the city proper but in the far flung areas with the ultimate goal of furthering progress and development in Zamboanga.

Mayor Lobregat has implemented 2,102 projects worth over P2.6 billion implemented in a 3-year period from 2008-2010 without having to borrow a single centavo from any financial institution.

Zambo’s search for most eco-balanced community tilt now on

ZAMBOANGA CITY, Apr. 26 (PIA) – Around 40 urban poor and community associations in the city will compete for the 2011 search for the “Most Eco-balanced” community.
The search, organized by the city government through the Housing and Land Management Division (HLMD) serves as a community-based solid waste management competition to encourage environment-friendly activity.
“The search is now on its third year but numerous innovations were presented to make it more meaningful and exciting,” HLMD chief Rodrigo Pagotaisidro said.
“The search was actually launched April 14 at the Mampang Resettlement Project Site. It was highlighted with the planting of more than a hundred fruit-bearing and forest trees,” Pagotaisidro informed.
“Announcement of winners and awarding of prizes is scheduled first week of December in time for the Urban Poor Solidarity Week celebration,” Pagotaisidtro added.
The criteria for the search, according to Pagotaisidro include: the presence of environmental organizations in the community; education or awareness among residents; establishment or existence of composting facilities; livelihood from the segregated waste materials; and beautification.
Prizes at stake include P20,000 cash for the grand winner; P15,000 and P10,000 for the second and third place, respectively. Two consolation prize winners will also receive P5, 000 each. (JPA/PIA9-Zambo City)

ZAMBOANGA CITY — Popular contemporary singer Erik Santos will have his first ever Zamboanga concert on May 8, 2011 at the Astoria Regency Convention Center.

The concert dubbed "This is the moment?with Erik Santos" along with comedienne Marissa Sanchez and stand up comedian Ogie Diaz is a benefit concert for the charity ward of the Zamboanga Puericulture Maternity Lying in Hospital.

Dr. Rodel Agbulos, president of the Puericulture board said after the expansion projects of the Puericulture Center, the institution will now focus on opening of more charity projects intended for the indigent residents of the community.

"Over the years, Puericulture has been expanding its services as well as facilities to cater to the growing needs and demands of the times. This is the reason why we have been doing a lot of things to put up new and better facilities of our hospital". Agbulos said.

Agbulos said he is glad that there are well-meaning individuals who are willing to extend help for humanitarian services such as the efforts of Erik Santos, Marissa Sanchez, and Ogie Diaz who are all willing to help the facility.

House Deputy Speaker Beng Climaco has lauded the city government for undertaking improvement and beautification projects such as the R.T. Lim Boulevard site development project inaugurated Tuesday coinciding with the 90th birth anniversary of the late Mayor Maria Clara Lobregat.

Cong. Climaco, who sourced P20 million of her priority development assistance fund (PDAF) for the initial piling work and seawall protection of the R.T. Lim Boulevard project said the project is a manifestation of the late Mrs. Lobregat’s exhortation “man juntu-juntu kita”.

In a message during the boulevard project inauguration, Cong. Climaco (represented by her Chief of Staff Michael Saavedra) said the project was accomplished “in partnership with Mayor Celso Lobregat and the city government and this is for the people of Zamboanga”.

“In behalf of Cong. Beng Climaco, we express our congratulations to the city government for undertaking this initiative”, Saavedra said.

After the initial work funded by the national government through Cong. Climaco’s initiative, the R.T. Lim Boulevard site development project covering 200 linear meters was pursued by Mayor Lobregat, who appropriated a total of P8.66 million for the completion of the first phase.

Mayor Lobregat envisions a second and third phase for the project which will mean the expansion of the site development project to at least 300-400 linear meters more. He hoped that the national government will once again come in to support the project.

Cong. Climaco has always vowed to work hard for the betterment of the constituents and the entire Zamboanga City by complementing the plans and programs of the administration of Mayor Celso Lobregat.

She too stressed that a strong partnership between the local government unit and the national government will benefit the people of Zamboanga.

Mayor Lobregat has likewise cited the LGU-national government partnership in the implementation of the R.T. Lim Boulevard project. He thanked Cong. Climaco for supporting the project, intended to be a recreational area for promenaders.

The Western Mindanao State University (WMSU) College of Education(CEd), through its Special Tertiary Education Program (STEP), is offering a new two-an-a-half year certificate course on Arts Management – Reverse Inclusion and Mainstreaming Education (AM-RIME), starting on the first semester of school year 2011-2012.

This was learned from Ms. Virginia Palmares, head of CEd’ss Special Education (SPED) Resource Center which is tasked to implement the course, in collaboration with the Office of Culture and the Arts (OCTA), under its Director Dr. Roberto B. Torres, Office of the President.

Meanwhile, Dr. Torres informed that AM-RIME is being implemented on the strength of WMSU Board of Regents Resolution No. 22, series of 2011 which confirmed Resolution No. 04, series of 2011 of the Academic Council, approving the then proposed AM-RIME program.

As a certificate course, AM-RIME includes a two-year program for the academic courses and one semester for on-the-job-training, according to Dr. Torres. It offers regular students (non-handicapped) the chance to learn side by side with the differently-abled, he added. Hopefully, the program will enhance the potentialities of the differently-abled with the support of the regular students, while at the same time, enriching the latter’s artistic capabilities. This also provides an alternative opportunity for students who do not qualify for the university admission, Dr. Torres revealed.

AM-RIME has the following major courses during the first year: Elements of Art; Art History; Fundamentals of Design and Aesthetic; and Forms of Art. On the second year, major courses will include: Technical Art Design (Scenography, Lighting and Sounds); Basic Acting; Basic Dance; Photography Fundamental; Visual Designs and Video Art Techniques; and Fundamentals of Art Management.

Admission requirements are: high school report card (Form 137), certificate of good moral character, birth certificate, college entrance test rating (including below 50 score), and interview with the applicant.

Enrollment is now going on. Interested students may call or see Ms. Virginia Palmares, PED Resource Center, WMSU campus, Normal Road, Baliwasan, this city.

To validate the results and findings of the peace-building programs in Mindanao as submitted by the Orient Management Consultants (OMC) to the Mindanao Development Authority (MinDA), a Stakeholder’s Forum is slated to be held on April 28-29 in one of the local hotels in Zamboanga City.

The evaluation would determine the contributions of the Government of the Philippines-United Nations (GOP-UN) ACT for Peace Programme covering five years of implementation from June 2005 to December 2010.

MinDA conducted a Programme Outcome Evaluation to assess the attainment of its overall peace-building goals and objectives and the Mindanao peace outcomes as a whole.

The OMC was commissioned by MinDA to carry out the said evaluation wherein surveys and interviews with selected national government agencies, local government units, donor agencies, civil society organizations and the program beneficiaries were conducted.

The result of the evaluation is now embodied in a draft report submitted by the OMC to MinDA.

Aside from validating the results and findings of OMC, the Stakeholders’ Validation Forum will also serve as a venue to generate further inputs from various stakeholders that would contextualize and put into proper perspective the interpretation of findings in the said report.

It can be recalled that in the Zamboanga Peninsula region, Eleven Islands, a cluster of islands in Zamboanga City was declared a “no man’s land” for 30 long years due to conflict between the Moro National Liberation Front and the Philippine government in the 1970s.

Through the peace-building and development initiatives of the ACT for Peace Programme, 200 families have returned to Eleven Islands since 2006. A multi-purpose peace center and a barangay health station are among the infrastructure projects now erected in the community.

With support from the governments of Australia, New Zealand, and Spain, ACT for Peace supports the peace and development advocates (PDA), most of whom were former MNLF combatants in doing voluntary work in community organizing, resource mobilization, and bridging peace and development communities with concerned government agencies and other donor agencies. Australia, through its international aid agency AusAID, has been the largest donor since 1997 to the GoP-UN MDP with contribution of about P1.3 billion (A$34.4 million) until 2010.

From Veterans Avenue kasi I saw the glass panels of the windows with specks of dried gray-to-black liquid that dripped from the top similar to those left after you spray or pour water on a dirty glass panel anywhere else so I guess that came from the cleaning that they've recently done to it. At first I thought the store caught fire or something but further assessment of the inside from where I was (along the sidewalk of Veterans Avenue) revealed that all the stuff inside were fine. Last Tuesday, I saw people doing paperworks with laptops propped open at the store's facade and earlier today, there was a group of people at the drive-thru area doing, I think, the same thing. Siguro Jollibee found the need to renovate that branch since it is situated in one of the city's main and busiest intersections so dapat it's updated and good looking.

I thought of asking the security guard why the store was closed but I didn't do it nalang because he might find it kinda strange why I would be so interested at eating at that branch when there are several other branches just near by. :lol:

Btw, have you got anything in mind what that 'something' that happened in the store could possibly be?

The Cathedral has been testing the bells at the u/c bell and clock tower since Monday and the clock is already set to the right time. :)

And YES, the bells are disturbingly audible from the Ateneo classrooms but I know we'll get used to it in no time. Back when the high school was still at the La Purisima Campus (and even now at the Kreutz Campus) there's this improvised bell that was -and still is being- rang every 12 noon for the Angelus, and a few more years back, at the time of the old Cathedral, I can vaguely remember hearing the Cathedral's bells ring quite loudly during Angelus hours, so I think this thing wouldn't really be a total shock to the Ateneo community - except perhaps for the newcomers. :)

Antonio Orendain, The City Administrator of Zamboanga, conformed to the courtesy call of the Bikers from Brunei, Indonesia, and Malaysia whose trip in Zamboanga was in coordination with Mindanao Development, at 2pm in the City Hall.

Along the orientation given by Orendain, he emphasized that Zamboanga is rich in Spanish-American heritage.

According to Douglas Primus, Sabah, Malaysia High Court Judge, there are around 16 bikers – Indnonesia (1), Malaysia (2), Brunei (3), Kuala Lumpur (3), and the rest came from Sabah and Sarawak. Primus, who had a 4-5 times visit in the Philippines, is hoping that Mindanao will become more peaceful with biker’s objective “Peaceful ride, Promoting Mindanao”. Furthermore, Primus said that he like the hospitality and great attitude being shown in Zamboanga City.

The starting point for the biking will be in Zamboanga City, Cotabato City and Davao City.

Meanwhile; Gerardo Reynaldo of Mindanao Development Authority, Davao base; said that their participation circles in the intentions of facilitating the activity, creating a better image in Mindanao, improving eco-tourism adventures and finally put an end on the thought among the outside people that Zamboanga embraces violence.

The City Government of Zamboanga hosted the ‘1st MCLL Awards of Excellence,’ during the 90th Birth Anniversary of the late Mayor Maria Clara “Caling” L. Lobregat (MCLL) at the Jardin Maria Clara Lobregat in Pasonanca on Tuesday.

Mayor Celso Lobregat said this is a continuing program of the late mayor for the youth and deserving students who excel in different fields of education.

The selection committee in composed of Bank Executive Tessie Sebastian, Roberto Torres and councilor Rudy Lim.

A commemorative mass was held at the Holy Trinity Parish in Pasonanca followed by a colorful floral drop from a Huey helicopter piloted by Maj. Renato Lorenzo-Sanchez of the Philippine Air Force (PAF).

During the program proper, Mayor Celso Lobregat and Vice Mayor Cesar Iturralde awarded the top five ‘1st MCLL Awards of Excellence,’ to Adrian S. Uro of Ateneo de Zamboanga University (ADZU) taking up Bachelor of Science in Nursing (BSN); Arthur S. Batica of Souther City Colleges (SCC) taking up Bachelor of Science in Business Administration major in Human Resource Development; Emran M. Chua of Zamboanga State College of Marine Sciences and Technology (ZSCMST) taking up Bachelor of Science in Hotel and Restaurant Management; George F. Diesanta of AMA Computer University taking up Bachelor of Science in Business Administration and Sarah J. Taradji, a student of Western Mindanao State University (WMSU) taking up Bachelor of Science in Nursing (BSN).

In his message, Lobregat said the occasion is the vision of his late mother which include the rehabilitation of the pool, butterfly garden, aviary, Paseo del Mar, Plaza del Pilar and road expansion in R.T. Lim Boulevard for promenaders, and many others to come under his administration.

This is the 5th year that the City Government is hosting the late mayor’s Birth Anniversary every 26th day of April.

The Senior Citizens Federation of Zamboanga City has new three buildings put up by the city government for its field offices where they can hold their activities and extra curricular endeavors.

Councilor Benjamin “Nonong” Guingona, chairman of the City Council’s Committee on Elderly and Disadvantage Group, said the three new buildings are located at Pettit Baracks Complex, Vitali and Culianan. Other buildings soon to be constructed are in the barangays of Sta. Maria, Curuan and Ayala, all for senior citizens of District 1.

The seven field offices of the senior citizens are located at Zamboanga City Main, Divisoria, Culianan, Vitali, Sta. Maria, Ayala and Curuan.

Guingona said three field offices were created in District 2 because most of the barangays thereat are remote, mountainous and far from each other.

He said there is already a budget allocated by the city government for the construction of the Curuan field office but they are still looking for a lot where the building will be constructed.

Guingona expressed gratitude to Mayor Celso Lobregat for allocating the funds for the realization of the construction of the new buildings.

He said that Lobregat is very supportive to the needs of senior citizens of Zamboanga City.
Meanwhile, Guingona was the guest of honor yesterday afternoon in Barangay Sangali during the program of the “Talentadong Lolo at Lola”.

In his message to the senior citizens during the program, Guingona urged them to stay healthy, active and participate in any endeavor for the progress and development of the city. — Allen Abastillas

Gracias for the info, @Marlowe and @Robinhood! :cheers: Siguro ang buong resto na yung irenovate nila. So siguro yung nakita kong black specks sa upper portion ng mga glass panels ng kanilang windows ay soot na nabasa ng sprinklers / water at saka natuyo.

ZAMBOANGA CITY — Paseo del Mar will be the center of activities tomorrow, April 30, as over a hundred kite flying enthusiasts will outdo each other in the Kite Flying Competition-year 9 as part of the 2011 Summer Festival in Zamboanga.

A side event will be a performance at 8 am by the Silent Drill Squadron of the Philippine Air Force Officer Candidate School, Fernando Air Base in Lipa City.
The event will also be highlighted by fun games. A magician and a henna tattoo artist will also be present to provide fun and entertainment to the participants and the audience. Freebies are in store for lucky spectators.

The kite flying competition will commence at 9am and will have two categories: the Traditional/Flat Kite category and the Figure Kite category. The Traditional/flat kite is the 2D or two-faced kite that comes in any shape whereas the Figure Kite is the 3-D kite with a theme and comes in realistic shapes.

There will be three major awards for each category: 1st, 2nd, & 3rd Prize and four special awards are likewise in store for each category: Kite del Pueblo- Favorite of the Crowd award; Chikiting Kite-smallest flying kite award and the Jumbo Kite- Biggest flying kite award. Prizes for the three major winners will be P5, 000.00, P3, 000.00, and P2, 000.00, respectively. A trophy is given to each of the first prize winners. The winners for the special awards shall each receive a cash prize.

The board of judges for the competition will be a 3-man team for each category and whose decision is final. Criteria for judging are design- 30% (which includes artistry- 15%, uniqueness- 15%); ease of flight/take-off- 35% and gracefulness- 35% for a total of 100%.

Registration forms are available at the City Tourism Office, Sunken Garden at J.S. Alano Street. For details call the City Tourism Office at 992-3007. Deadline of registration of entries is today April 29, 2011.

As part of the contest rules, all kites must carry the City Government's Seal Sticker provided by the Organizer; the participant may choose any material he/she desires to use for his/her entry. It may be paper, cloth, or any similar light material such as wood, bamboo, etc, and metal connectors. Inexpensive material is encouraged.

A participant is entitled to register more than one (1) kite as entries to the competition; kites for each category will be made to fly in groups and the participants will be provided assistance by marshals during the launch; the kites for both categories shall be given a 5- minute launch period and a retry for failure to take-off; kites that fail to take-off the second time are disqualified; a kite that gets entangled may be flown again with clearance from the organizers and the winning kites will become the property of City Government of Zamboanga.

ZAMBOANGA CITY — The 16th Basic Summer Camp dubbed as Learn to Play a Sports program will kick off Sunday, May 1st ensuring the youths a wholesome and worthwhile experience during the hot month.

City Sports Director Bernardito Patio said the program is open to all youths aged 5 to 15 (boys and girls) and will be a month long training on 26 sports disciplines for free.

The sports events include aikido/ arnis (8 years above); athletics (6 years-not more than 12); basketball (5 years above); baseball, body building (12 years and above; boxing (8 years above); chess (5 years and above); dance sport; fencing; football; gymnastics (5 years above); judo; karate-do (5 years above); lawn tennis; muay thai; pencak silat (7 years above); sepak takraw; softball; swimming (8 years above); table tennis (6 years above); taekwondo (4 years above); volleyball; weightlifting; wrestling (5 years above) and wushu (5 years above).

Now on its 16th year, the summer learn to play a sports program is part of the city government's sports development program and is one of the highlights of the 2011 Summer Festival. It has become a crucial component or part of the city's progress.

Mayor Celso Lobregat said a number of the city's athletes who have won medals in local and international sports competitions started from the Summer learn to play program.

The activity is being implemented by the city through the Maintenance of Sports Complex, Athletic Fields and playgrounds division under Patio.

Interested applicants may get registration forms at the City Sports Division located at the Baliwasan Grandstand or from any of the Sports Athletic Associations in the city. Registration is ongoing until the end of the month.

Last year, over 3, 000 young students and out of school youths participated in the program.

ZAMBOANGA CITY — Big bike riders from Malaysia, Indonesia and Brunei were all praises for Asia's Latin City upon arrival here Wednesday night, stressing that they found Mindanao, Zamboanga City in particular to be very peaceful contrary to what they have heard from the media.

Datu Douglas Primos of Sabah, who acted as head of the 16-man biking delegation, said the primary objective of their coming to the county on bikes was to bring the new riders from their Asian countries to Mindanao and show them that Mindanao is a safe place to ride to, is a new destination and is an exciting place.

"Cultures may be different but then there is a lot to learn when they ride to Mindanao. They can come with the message of peace and good tidings," said Datu Primos, who has come to Zamboanga City three times. His first visit was in 2005 and second three years later.

Asked whether or not he had certain fears before coming to this part of Southeast Asia, Primos declared, "Yes! People told me I was crazy to come to Zamboanga City, but when I arrived here and drove around, I was safe? they are actually crazy, not me."

Of the 16 bikers, 1 came from Brunei, 3 from Indonesia, and the rest from the different parts of Malaysia?2 from Sabah, 3 from Kuala Lumpur and 7 from Sarawak.

They left Sabah, Malaysia Monday and arrived here Wednesday night on board MV Danica Joy, an interisland vessel. The group then drove their luxury motorcycles around the city yesterday, visited the historic City Hall in the afternoon and paid a courtesy call on City Administrator Antonio Orendain Jr., officer-in-charge in the absence of Mayor Celso Lobregat, who left for Manila earlier.

Datu Primos said that except him and two others, all the rest of the group are first-timers in Zamboanga. "I invited them to come, taste and see for themselves what Zamboanga is all about. Hopefully, these 13 new bikers will invite their friends back home and tell them that Mindanao or Zamboanga City for that matter is a peaceful place."

"If we achieve that objective, then I think it's great," Primos said, as he expressed his gratitude to the city government through Orendain for the warm welcome accorded his group.

From Zamboanga, the Asian riders will drive to Cotabato then Davao City where they will attend the Bikers Club Federation conference. On May 2, they will proceed to Cagayan and stay two days before driving back to Zamboanga and stay for two days in time for the boat's trip back to Sabah, Malaysia.

Meanwhile, Gerrardo Reynaldo of the Mindanao Development Authority, which is coordinating the bikers, said the program of inviting riders from other parts of Southeast Asia aims to promote tourism opportunities in Zamboanga and others parts of Mindanao.

Districts 1 and 2 Representatives Isabelle Climaco and Erbie Fabian yesterday expressed similar reactions urging city officials and the people to stand united for the realization of the additional district in the city.

This, after the congressmen learned that Akbayan Party List Representatives Walden Bello and Atty. Kaka Bag-ao are open to the idea of filing a bill in Congress for the creation of a 3rd congressional district in Zamboanga City in the event the Zamboanga legislators will not file it despite strong clamor from the people.

In an interview over Buenas Dias Zamboanga anchored by Al Alhabshi, Climaco disclosed she welcomes the move of Akbayan as there is no law that prohibits them from doing so.

“But do you think it will be passed and approved by Congress when our officials are not inclined of supporting it?” Climaco asked.

Climaco declared that she did not have “a change of heart” since she earlier supported the creation of the third district, even filing the bill in Congress.

“Until now I still support the creation of another district but one of the prerequisites is for all of our officials and constituents to strongly clamor for its creation,” Climaco stressed.

At the same time, Fabian said there is supposed to be a united move from all sectors including the chief executive and the city council.

Asked what he thinks about Akbayan’s move, Fabian said it is alright if the party list officials want to help. “Bello and Bag-ao are my friends, we can talk about it here in the House (Congress).”

He also stated that he does not want to be pressured by anybody into doing something without first knowing the stand of the people.

Fabian said there is no problem in the filing of the bill in Congress for the creation of another district. He said the problem lies whether it is truly being supported by the majority.

ZAMBOANGA CITY — The city government through the City Tourism Division is now accepting entries for the Chabacano Rap competition slated on May 6 (Friday) at 6pm at the Paseo del Mar.

Apart from being part of the 2011 Summer Festival, the competition is also part of the city's initiatives to preserve and conserve the chabacano language.

Participants to the contest must be legal residents of the city, at least 18 years old, male or female, an individual or a group composed of 2-3 members only and have duly submitted the registration form before April 29 at the City Tourism Office.

Aside from the eligibility requirements, the contestants' responsibilities are the following: must utilize chabacano words in the entire lyrics of the contest piece; may utilize the use of their own choice of musical rhythm as their background music for the rap rendition; must provide the organizer a printed material of their lyrics upon submission of the entry form subject for approval of wordings and scrutiny for foul languages; must provide the organizer a copy of materials for background music saved as audio format placed in a compact disc (CD) and must limit their performance to a minimum time of 2 minutes and a maximum of 4 minutes.

Prizes at stake are P3,000 for the first place winner; P2,000 for the second place winner and P1,000 for the third place winner. Non-winning entries will be given consolation prizes of P500 each.

The competition will only have 10 official entries. If more than 10 contestants would register for the activity, the organizer shall conduct an elimination round prior to the contest proper at the City Tourism Office, Sunken Garden on May 3, 2011 (Tuesday) at 1pm.

The City Tourism Office will have the discretion to terminate the participation in the competition effective immediately if the contestant violates any of the terms and conditions of the contest guidelines and or submit an entry that contains objectionable materials.

DAVAO CITY — Ten Mindanao seafood companies will be joining the Philippine delegation to the 2011 European Seafood Exposition to be held from May 3 to 5 in Brussels, Belgium.

Sec. Luwalhati Antonino, chairperson of the Mindanao Development Authority (MinDA), said the Mindanao delegation, which is composed of producers and exporters of fresh, processed and canned tuna, sardines and other seafood products, will be participating through the joint efforts of the Department of Agriculture (DA) and USAID's Growth with Equity In Mindanao (GEM) Program.

The participating firms include Ayala Seafoods Corporation, Bluefin Seafood Export,Inc., FAB Sea Resources Corporation, Jess Aquamarine Traders, JARLA Trading, MS Seafood Supplier, Nuevo Fresco, RDEX Food International Phils. Inc., Well Delight Network Corporation and JN Mercado Food Supply.

Antonino said participating companies were chosen based on their product quality, volume capacity, compliance with internationally-recognized Hazard Analysis Critical Control Point (HACCP), and European Union (EU) plant certification standards.

Some 1,600 companies from 76 countries are expected to join the Brussels show, the largest seafood trade event in the world.

Meanwhile, Antonino said the EU's food imports in 2009 totaled 369 billion dollars, with seafood imports valued at 38 billion dollars. More than 70 percent of its seafood is imported, with Iceland, Norway, China and Vietnam among its major suppliers.

She said the same Mindanao traders participated in the 29th International Boston Seafood Show last month. They are now reaching out to new markets in the European Union (EU).

"This is not just an opportunity to showcase Mindanao's best seafood products. Our participation in this exposition also sends a strong signal that we have the ability to seize business opportunities in an increasingly global economy," she said.

The Brussels seafood show will be attended by buyers representing supermarkets, wholesale importers, food retailers, agents and distributors, hotel and restaurant suppliers, and food service and catering organizations from all over the world, she added. (PNA)

ZAMBOANGA CITY — The city-government sponsored Battle of the Bands dubbed "El Encuentro de Chabacano Banda Musical- Añ0 6 held at the Paseo del Mar, April 27 was a huge success.

Forming part of the 2011 Summer Festival, the Battle of the Bands was participated by 10 groups mostly composed of young students.

The over 3-hour competition yielded the following results: 1st placer with a cash prize of P5,000 was Agua Dulce Band; second placer with P3,000 cash prize was Arts and Rhythms while Flexion Band landed third with a cash prize of P2,000.

Aside from garnering the first place, Agua Dulce Band also hauled all special prizes: best vocalist (Joarah Rico); best lead guitarist (Ryan Saavedra) and best drummer (Shinmar Sobrepeña.

Now on its 6th year, the Battle of the Bands was organized by the City government through the City Tourism Division under the Office of the Mayor and forms part of this year's fun-filled Summer Festival.

Criteria for judging were musicality- 60 percent, technique and accuracy- 30 percent and stage presence and audience impact- 10 percent.

Musicality referred to the overall sound quality of the group which includes technical instruments and vocal sounds as well as the content of the composed song, its significance to the city and the tune of the composition. Technique and accuracy referred to the difficulty of the piece selected and how the group rendered the song including timing and clarity of the material presented while stage presence and audience impact pertained to the overall appearance, performance, presentation and acceptance of the audience to the group.

Here's good news for job seekers including the fresh graduates!
In celebration of Labor Day, the city government's Public Employment Service Office (PESO) in coordination with the Department of Labor and Employment-Regional Office-9 will organize a job fair tomorrow, Sunday (May 1) where some 8,547 job vacancies will be opened.

The job fair will be held at the Western Mindanao State University (WMSU) gymnasium in Baliwasan starting at 8am.

PESO manager Francisco Barredo said of the total 8,547 job vacancies, 7, 291 will be for placements abroad while 1,256 slots will b for local placements.
Barredo said 31 international recruiting agencies and 24 local agencies will participate in the day long job fair.

"This is in line with the city's thrust to help our jobless constituents to get employment in accordance with their qualifications", the PESO manager said. "I hope our people will take advantage of this rare opportunity".

Since its establishment a few years back, the PESO has facilitated the employment of thousands of Zamboangueños who are now gainfully employed either abroad or locally.

Last April 11 to 13, the PESO also facilitated the hiring of technically-skilled workers for DM Consunji Group of Companies to be assigned in mining companies based in Luzon and Visayas. Hired were qualified engineers, geologists and heavy equipment operators.

On the same period, the MGM International Manpower also hired dietitians, engineers, nurses, hospital cleaners and food servers to work in the Middle East.

ZAMBOANGA CITY — The public will be treated to a one day spree of discounted goods as the Department of Labor and Employment IX, headed by Regional Director Ponciano M. Ligutom, thru the Regional Wage and Productivity Board (RTWPB), will be holding a "Diskwento Fair" on May 1, 2011, at the Plaza Del Pilar grounds to start the Labor Day celebration.

RTWPB IX Board Secretary Joel Ijirani said the activity is part and parcel of the yearly celebration of the Labor Day.

"We have been doing this every Labor Day. In fact, it's actually part of our yearly program to conduct Diskwento fairs for the public to take advantage of", Ijirani said.

He pointed that the Diskwento fair is one of the benefits that they are giving to the public.

"This is actually one of the non-wage benefits given to our workers", Ijirani pointed.

More than 20 firms and distributors will be participating this Sunday for the Diskwento Fair. Products range from canned rice, sardines, noodles, dressed chicken, coffee, milk, other food products, and also items for hygiene.

The activity will be the opening salvo of the Labor day celebration.

"This year's celebration will kick off with the diskwento fair which will start at 8:00 am and will close shop at 5:30 pm", Ijirani added.

According to Ijirani, buyers can buy a maximum of P1, 500.00 worth of goods. But before buying, they need to register and secure their buyer's voucher which will be provided by the RTWPB. The vouchers will serve as records of their purchase.

When asked about the P1, 500.00 price ceiling, Ijirani said "this is to prevent those who have higher purchasing power to buy discounted items and be resold by them at a higher cost". (MVC/PIA9-Zambo City)

ZAMBOANGA CITY — Zamboangueños will get the chance of witnessing a rare silent drill exhibition courtesy of the Silent Drill Squadron of the Philippine Air Force Officer Candidate School from Fernando Air base in Lipa City today, Saturday (April 30) at the Paseo del Mar at 8am.

The silent drill exhibition will be a side event in this year's kite flying competition which forms part of the 2011 Summer Festival organized by the city government through the City Tourism Division under the Office of the City Mayor.

City caretaker and Officer-in-charge Antonio Orendain Jr. invites the public to witness the rare exhibition and at the same time get acquainted with the capabilities of the Philippine Air Force (PAF). He said the city government is grateful to the Philippine Air Force for including Paseo del Mar as one of the venues of exhibition in Zamboanga.

The squadron is scheduled to perform at 8am before the start of the kite flying tilt. The members of the squadron are graduating next year and their exhibitions in various places form part of their graduation requirements.

Prizes for the three major winners will be P5, 000.00, P3, 000.00, and P2, 000.00, respectively. A trophy is given to each of the first prize winners. The winners for the special awards shall each receive a cash prize.

The board of judges for the competition will be a 3-man team for each category and whose decision is final. Criteria for judging are design- 30% (which includes artistry- 15%, uniqueness- 15%); ease of flight/take-off- 35% and gracefulness- 35% for a total of 100%.

nuay se porsigi. yan interviewed ayer kun councilor rey candido na tv patrol chav., abla pa le sayang daw c porsigi se mini hydro kay 1mw capacity lng le pwede dale. zamboanga need 70-80 mw c peek hours. since 2006 daw chene ya study c kosa best alternative power for zambo and it came out COAL lng pwede aki . c solar daw bien expensive.

ah sayang naman, pero sabagay kung mag patayu man ng power plant, ung malaki na ung power na maka energize sa buong city.

More than 20,000 job vacancies of different types await graduates and jobseekers when the job fair will formally open in three venues in Zamboanga Peninsula (ZamPen) Region.

The job fairs shall be conducted separately on May 1, 3 and 18-20, 2011 at the Western Mindanao State University gymnasium in Zamboanga City, Gaisano Capital Mall in Pagadian City, and in Dipolog City, respectively.

This will highlight the 2011 labor day celebration with a theme “Matuwid na Daan Tungo sa Kaunlaran Para sa Lahat."

DOLE-9 Regional Director Ponciano M. Ligutom said that 49 local employers based in the region, along with 26 licensed overseas recruitment agencies, will be participating in the job fairs which are the centerpiece events of the Labor Day festivities in the three-province and five-city region.

Pre-registration is currently undertaken at the DOLE Regional, Provincial and City Offices, Public Employment Service Offices (PESOs) and System Technology Institute (STI) College based in Zamboanga City.

On the other hand, a livelihood fair will also be conducted simultaneously with the job fair as scheduled on May 1 in Zamboanga City. Participating exhibitors are the rural workers organizations whose income-generating projects are funded by DOLE. The products will be displayed, promoted and sold at very reasonable prices. Part of the livelihood fair will be the turn-over of livelihood checks, starter kits and NEGO-Karts to the beneficiaries.

The DOLE-9 chief said that the labor day will be celebrated in the whole month May 2011 which includes other major activities such as the press conference, motorcade, showcase of success stories, skills demonstration, diskwento fair, free clinic, raffle bonanza, sport fest, variety shows namely the Concierto de los Obreros, Talenyado Night, and SPES Got D Talent, and the awarding of winners of the “Search for Outstanding Employers and Employees in the Private Sector.”

The conduct of this significant event is in partnership with the private and public sectors in ZamPen Region. (lco, mjc and jocinco dole9)

The Department of Environment and Natural Resources (DENR) Community Environment and Natural Resources Officer-West (CENRO-West) has assured the public that the proposed Coal Fired Power Plant to be established in the city will not harm the environment.

CENRO-West officer Tito Gadon said in an interview, “hinde se problema el coal fired power plant, moderno ya ahora manada ya mitigating measures y hinde se egual antes ta quema conel coal.”

He said, first class countries like America and Europe are already using Coal Fired Power Plant for their source of electricity. He explained that the plant will be the modern type and it will use coal coming from Indonesia.

The health and environmental issues is just one of the worries of the residents near the proposed site of the power plant inside the Zamboanga Economic Freeport Zone (Ecozone) located at Barangay San Ramon.

Gadon added that the DENR will give the necessary permits if requirements are met, “nohay se problema basta saka lang sila Environment Compliance Certificate (ECC) y man operate sila within the standards of the Environmental Law.”

Meanwhile, he also debunked statements of Zamboanag City Electric Cooperative (Zamcelco) Project Manager Jesus Castro that Conal Holdings Corporation, the company applying to put up a Coal Fired Power Plant, was not granted the ECC.

The proposed power plant in Zamboecozone will occupy 30 hectares according to Gadon.

He explained that as of this time, the said company is still conducting feasibility study to include survey, plant designs, and consultations. At this point according to Gadon, there is no ECC involved yet and there is still no application.

If all the necessary requirements are completed, Gadon said the ECC may be granted after 40 working days.

He explained that the ECC is being granted by the Environmental Management Bureau in Manila especially for Environmentally Critical Projects like the power plant. However, the DENR CENRO-West will participate during the public consultations.

According to Gadon, the Conal Holdings has already conducted information dissemination in the Barangays of Pamucutan, Talisayan and Ayala.

Akbayan Party list representatives in Congress will file the bill needed to create another legislative district in Zamboanga City if the city’s two House Representatives — Erbie A. Fabian of District 2 and Beng Climaco of District 1 will not do it by August or September, Akbayan Secrtary General Neil Delena said in a press conference yesterday.

However, Delena said their two lawmakers — Atty. Kaka Ba-ao and Professor Walden Bello would talk first to Fabian and Climaco as a matter of courtesy.

“Of course, they (Bag-ao and Bello) will talk to Reps. Fabian and Climaco. This is our last resort in the event Representatives Fabian and Climaco will not file the necessary bill,” Delena said.

“Right now, we are hoping that the two representatives of our city will file the bill themselves,” said the Akbayan Sec. Gen.

Delena said Akbayan can muster the needed support of the lawmakers to get the bill going in the Lower House.

He cited the impeachment of Ombudsman Merciditas Gutierrez as one of the Akbayan’s maneuverings in Congress.

“Akbayan has many allies in Congress so I think, the bill (on third district) will progress in case” Delena said.

He said Akbayan is now in the process of holding consultations with the people in the city.

“The voice of the people is the most important thing to Akbayan,” Delena said.

ngek, ma-bankrupt ang zamboanga niyan and baka nga kulang pa!! not saying that I'm for coal fired power plant but if there's an investor who would offer Zamboanga an alternative power which is renewable energy then why not? :)

ALCANTARA-LED Conal Holdings Corp. (CHC) expects to start operations of its planned 200-megawatt (MW) coal-fired power plant in Saranggani by mid-2014, Antonio Miguel Alcantara, the company financial analyst told reporters. 

In an interview, the CHC official said they have entered into an engineering, procurement and construction (EPC) agreement with South Korean-owned Daelim Industrial Co. Ltd. Construction works are expected to begin in August or September this year. 

Alcantara also revealed that they will borrow money to fund the project. “We plan to achieve financial closure by June or July. [As for] the funders, we are still trying to put up a consortium among local banks, but I believe the lead will be done via BDO [Unibank] . It’s all local and peso-denominated,” he added.

Aside from the power plant in Saranggani, Alcantara said his company is looking at putting up another facility in Zamboanga.

“We’re planning to put up a coal plant in Zamboanga which is targeted be operational toward the second half or latter months of 2016,” he said, adding that it is targeted to be commissioned a year after the Saranggani plant becomes operational to coincide with the expiration of the Western Mindanao Power Corp. contract with the National Power Corp. in December 2016.

Alcantara said his company has yet to decide on the capacity for the planned Zamboanga power plant. “For the Zamboanga plant, we are still starting the initial study. We haven’t determined yet who will develop the Zamboanga plant and that we may even have to tap a partner for the project.”

Alcantara said the Saranggani power plant, is being undertaken by CHC and E-Co of Thailand. 

The output of both plants are likely to be sold to electric cooperatives in Mindanao and to the Mindanao grid. 

Alcantara said they are also trying to bring their output to the market that is not served by large distribution utilities in Mindanao. 

“Our target market will be central and western Mindanao. We feel the Eastern side of Mindanao has Davao Light and Power Co. which is the biggest distribution utility [in that area] and is being served by AboitizPower Corp. [This] way, we can actually share the market and not go head-to-head,” he said.

Alcantara said Mindanao’s biggest load centers are in Davao, General Santos, Zamboanga and Cagayan de Oro. 

Energy Secretary Jose Rene Almendras stressed the need for power generation companies to build more baseload power plants.

Baseload plants are power production facilities used to meet some or all of a given region’s continuous energy demand, and produce energy at a constant rate, usually at a low cost relative to other production facilities available to the system. “We need baseload generation as soon as possible. There is really a need for these kinds of baseload power facilities,” Almendras said. 

Aside from the AboitizPower Corp. Conal Holdings Corp., and San Miguel Corp. are interested in putting up new coal-fired power plants. AboitizPower, on the other hand, is in talks with STEAG for put up an additional 150-megawatt generating capacity in its Villanueva power plant complex in Misamis Oriental.

^^if im not mistaken my Coal power plant sa CDO and hindi naman ata nakakasira yung Coal power plant dun and it really helps big sa CDO and Miss Oriental alone...kung clean and hindi nakakasira ng health and kalikasan yung itatayo dito why not it will really help boast our economic here...

^^yap yan na yung RLC facing Nunez extention hindi lng kami makalapit tlga sa loob tlga pero mabuti na lng hindi kami na sita ng mga Guards and taga bantay dun sa area kanina...malaki laki rin pala yung lots pag nasa loob ka ang laki na niya mukhang yung lote lng ng dating bodegas kasama na yung sa harap ng nunez extention yung mga kabahayan dun di parin na dedemolished na ka cordoned na yung area dun...pero try ko if makapunta ako ulti dun na maitanung sa mga guards about the lots ng RLC....
