Two storeys po kasi yun and as of now eh bakante siya.

The centerpiece events of athletics and swimming lead the day's full schedule, opening up the five-day hostilities that feature the nation's top collegiate athletes.
A total 14 gold medals – 12 individual and two relay events – are at stake in swimming, while track field will mostly have qualifying heats in majority of its events in the sportsfest that drew 3,000 athletes and officials from the country's 16 regions.
Zamboanga City previously played host to the Olympic-style collegiate sports event in 1993, 2005 and 2008.
Project director Elbert Atilano Sr. said he expects the tournament to go on without a hitch, despite only a three-month preparation to stage the games.
"We have staged this sportsfest thrice before so we are aware of the requirements in hosting an event of this magnitude," Atilano said.
National Capital Region (NCR) will not be competing in this year's staging of the PRISAA National Games, which was canceled last year to give way to the CHED National Games.
The death of former University of the East sports director Bren Perez, who was the 2010 NCR PRISAA president, also caused a leadership vacuum last year. Perez died of a heart attack in 2009.
"It was not because NCR was indifferent to the Games," said PRISAA national chairman Dr. Emmanuel Angeles."In fact, there were several Metro Manila schools that were very interested to join us here, but they were not organized. Hopefully, NCR will return in next year's edition of the PRISAA Games."
Big City's absence has left the other powerhouse contingents - like Western Visayas, Central Visayas and Southern Tagalog - to contest the overall crown. - JVP, GMA News
Diba kina Councilor Nuño yung Shell dun sa gitna ng old and new Guiwan highways?

buenos-Diaz April 10th, 2011, 12:38 PM The barter trade was Zamboangas icon long time ago and that of Pasonanca. Its about time for it to be revived in decent tourist friendly facility. It should be housed in a building with historical ambiance just like the old enclosed markets in Europe and North America. These markets are always a big draw to visitors. Call it a modern "bazaar" with all assorted products from nearby Malaysia, Indonesia, Brunei, Thailand and Singapore. No made in China please, we all have that.
^^actually products of Barter are not fake they are original, di tulad sa mga Chinese store na nagbebenta ng mga fakes product from China...barter goods are also come from China but mga original tulad ng mga tela, kumot and etc...madami ako nakikita now sa mga naglipanang Chinese stores na peke na pati yung mga kumot ewan bakit di hinuhuli ng mga LGU and National government etong mga to na nagbebebnta ng fake...sayang nga lang bumagsak yung Barter trading dito:ohno:isa rin reason kung bakit dahil mahigpit yung Lokal government and dahil din sa mga pekeng chinese goods...

PRISAA national chairman Emmanuel Angeles congratulates University San Carlos swimmer Lorendale Echavez after she won two gold medals and a silver in the swimming competitions of the PRISAA Collegiate National Games.
ZAMBOANGA CITY – Palarong Pambansa veteran Lorendale Echavez made waves in her debut in the Private Schools Athletic Association (PRISAA) National Games Sunday by snaring 2 gold medals to highlight hostilities at the Joaquin Enriquez Memorial Sports Complex (JEMSC) in Zamboanga.
The 17-year-old University of San Carlos biology freshman won the women’s 200-meter freestyle in 2 minutes and 15.31 seconds, sinking the 3-year-old record of 2:24.69 set also here by Chrizel Lagunday.
Echavez also won the 50m freestyle (27.67) later in the day.
Trying to complete a triple sweep of her events, she gamely tried her best but could only anchor the Central Visayas swimmers to second place in the 4x100 freestyle relay (4:41.84) behind Region 4-A (4:37.94), which dominated Day 1 of the swimming meet by capturing 9-of-16 finals at the JEMSC pool.
“I’m delighted because I did not expect to this well in my first PRISAA Games,” said the swimmer, who won a gold, silver and bronze medal during last year’s Palarong Pambansa.
Echavez was congratulated by PRISAA chairman Dr. Emmanuel Angeles for her feats.
“But what I really wanted was to win all golds,” said Echavez, who will also see action in the 800m free and 4x50m freestyle relay Monday.
While Echavez was putting up a spectacular individual show, the Calabarzon tankers, bannered by the De la Salle-Dasmarinas charges of ex-national standout Richard Luna, overwhelmed the opposition by going on a splurge of their own.
The Region 4-A gold medalists were:
· Rizal Jurado (men’s 100 freestyle)
· Jaevico Dalay (men’s 100 individual medley)
· Rabino Wilson (men’s 50 freestyle)
· Anna Puyo (women’s 400 individual medley)
· Andrea Fuentes (women’s 200 butterfly)
· Kimberly Briones (women’s 100 backstroke)
Region 4-A also won in the men’s 400 freestyle relay, women’s 200 medley relay, and women’s free relay.
Region 6 or Western Visayas also had a productive outing with four gold medals through Joseph Gloria in the men’s 100 meter breast; Ronel Duran in the 200 butterfly; Edsel Pasaporte in the 100 backstroke. Region 6 was also victorious in the 200 medley relay.
Central Visayas bagged its 3rd gold in the women’s 200 medley relay while Region 3’s Ciela dela Cruz topped the women’s 100 breast (1:27.24) and Region 5’s Lorie Orong the women’s 100 backstroke to round off the day’s swimming champions.
Incentives
Expect the Calabarzon bets to sustain their medal drive since PRISAA Region 4-A president Fe Medina disclosed that each gold medal won by the contingent is worth P1,000, silver P700 and gold P500 in incentives.
“This are our incentives for our athletes to do well in this meet. Our relay swimmers who won also get P1,000 apiece, so that’s total of P18,000 for the day,” Medina said.
Also getting the same reward is Region 4-A’s Jerome Oclaret, who bagged the men’s shot put gold with a heave of 11.7 meters.
Brokenshire Colleges athletic scholar Michael Constantino, who carried the colors of Region 11, took the men’s 1,500-meter crown in 4:05.04 while the distaff side was won by Jernylin Bornales of Western Visayas.
Central Visayas’ Ernesto Ybanez Jr. leaped 6.85 meters to annex the men’s long jump gold while Region 11’s Vento Rejuyo did the same in the women’s high jump by clearing 1.55

Btw, about sa BSP construction, klaro na yung mga rebars from the road. Sosyal yung mga poste ng gate nila. :D I saw two cranes sa site (gabi nun nung dumaan kami) at tsaka yung pile driver, they're not T-cranes though. May dalawang structures sa may roadside na papuntang second floor na. :)

Hindi man yan nilabas sa news so baka hindi totoo. Tsaka, kung totoo man, lagoon man yung nasa baba nun and the cable's not really so high above the water surface. :)
:okay:

windlady April 11th, 2011, 10:11 AM FEATURE: Rediscovering Baluno Eco Park
by Jocelyn P. Alvarez
Who would ever imagine that the city would have its own version of mini “Baguio City” where one has to wear jacket even if it’s high noon as the area is blessedly enveloped with “natural air-condition”, more so, it gets freezingly cold in the middle of the night till dawn.
At least thirty members and guests of the Zamboanga Adventure Tourism and Eco Recreation Society (ZATERS) were lucky to have experienced nature’s best at the “Baluno Ecological Research and Training Center (BERTC) located in barangay Baluno, upper Ayala with the summer adventure camp organized by ZATERS in partnership with the Department of Environment and Natural Resources (DENR) 9; Philippine Information Agency (PIA) 9; and private organization-SPELEO-Zamboanga and Mindanao Cable TV (MCTV), held April 9-10.
The activity, aimed to promote adventure tourism in the city, and to foster camaraderie between and among campers, not only gave participants the opportunity to commune with Mother Nature, but also to experience camping adventure atop a hill.
“I am overwhelmingly happy. I am in my 50’s but this is my first time to experience camping and I am enjoying it!” said one participant.
The participants were made to pitch their own camping tents where they slept on it during the night; they were also taught on knot tying and basic anchoring by Leo Alejo of DENR.
After pitching, Joel Baysa, Assistant Protected Area Superintendent-Pasonanca Natural Park- DENR gave a short briefing backgrounder of the ecological research center.
Basic jungle survival training like making fire thru nature’s help or thru the use of air, oxygen and heat (thru friction), without the use of matches or lighter was taught by Camping Master Manny Paster of SPELEO-Zamboanga in day one (1).
The camping was made more exciting with the challenging task of cooking without the use of “home” cooking utensils but with the use of bamboo trunk instead.
Participants felt their adrenalin rush with the actual rappelling in the jungle.
Campers made their night trek inside the vastly forested ecological center and were made to observe and listen to the “jungle orchestra” or the different sounds of animals/insects.
After the night trek, participants gathered for bonding and “getting to know you” stage with a touch of a team building game where participants played like children.
Day two was highlighted with almost two hours of day trek on the steep jungle terrain of the BERTC.
“Jungle trekking was hard but it was worth the thrill” said Joeff, one of the campers.
“Had so much fun! What an experience! Thank You ZATERS!.... The body aches are all worth it” commented Raul, one of the camper-participants as he proudly narrated his trekking experience.
The Baluno Ecological Research and Training Center (BERTC)
BERTC is located in Baluno, upper Ayala, about 24 km. northwest of Zamboanga City. It lies in an elevation of about 750 meters above sea level.
It has a total of 790 hectares that showcase varied scenario of vegetative cover, such as second growth dipterocarp forest, fast growing industrial tree plantations species, brushlands and cultivated uplands.
Mr. Baysa said BERTC has been in existence since 1975. BERTC was formerly a reforestation project of the DENR in Region 9. It was converted to a center is by virtue of DENR Memorandum Order No. 12 signed on July 31, 1991
“It was renovated 10 years ago with complete training facilities like 24-hour water supply, electricity, sport facilities and other training amenities,” Baysa said.
To date, although there is no electric connection, and dilapidated facilities are observed, it did not served as hindrance for campers to enjoy and appreciate nature to its truest sense.
ZATERS is a multi sectoral group working together to propel adventure and eco-tourism in the city. The group hopes, that thru tourism activities, people across the region, the country, would realize that Zamboanga has a lot to offer and is a safe place to come and visit. (NBE/JPA-PIA9 Zambo City)

Napauwi tuloy ako ng maaga dahil pina change ko na lang to DVO-ZAM on that same day na ki nancel nila ang DVO-CDO flight. I talked to some local chinese businessmen recently and they have also heard that its SM that is purchasing large tracts of land at higher than normal prices in the area. Looks like its becoming clearer now.
There is an interesting dichotomy in the views of local businessmen with regards to the impending arrival of large malls. Those engaged in sales and retail businesses feel threatened and oppose the construction of these malls while those in the services industry welcome them.

I dont' know if this is true. House Deputy Speaker and District I Representative Beng Climaco yesterday morning discussed possible project partnership between the government of South Korea and the city of Zamboanga on issues related to education, cultural exchanges, security, peace and energy.
Deputy Speaker Climaco during the meeting with Ambassador of the Republic of South Korea in the Philippines H. E. Hye Min Lee also tackled possible funding opportunities and partnerships for the new Zamboanga City International Airport.
The meeting was an offshoot of the recent visit of South Korean Parliamentary Speaker Park Hee-tae in Malacanang with President Benigno Aquino III where House Speaker Feliciano Belmonte, Jr. and Deputy Speaker Climaco cited as an effort to cement stronger parliamentary relations between the two nations and build cohesive cooperation in the Asian region.
In that reception, President Aquino invited Korean businessmen to invest in the Philippines through the government’s Private Public Partnership (PPP) program.
President Aquino together with Speaker Belmonte and Deputy Speaker Climaco discussed the PPP program and encouraged Korean businessmen to take advantage and participate in the PPP programs particularly for infrastructure.
“PPP is a flagship development program of the Aquino administration which is targeted to boost infrastructure development in the country through “partnerships” with the private sector”, Deputy Speaker Climaco said.
She stressed: “We have to take advantage with this opportunity to partner with our Korean friends. I fervently hope that through this, we can bring more projects and programs for the City of Zamboanga,” Climaco.

:okay: :okay: Two thumbs up for that! Btw, do they make their own construction materials or ship them in from a certain supplier from somewhere else or partner with any big local hardware to supply them with construction materials that they'll use in their projects? The question sounds kinda stupid but I just really don't know what the status quo of these other-city-based construction firms regarding the thing I was asking about.
I'm asking this because when I passed by Citi Hardware around ten this morning, there was this Chevrolet Suburban-like vehicle (which is usually used by visiting top officials or VIPs) parked near the entrance of the establishment with a handful of security escorts nearby. :)

Emmanuel Angeles. "In fact, there were several Metro Manila schools that were very interested to join us here, but they were not organized. Hopefully, NCR will return in next year's edition of the PRISAA Games."

Mayor Celso Lobregat yesterday urged the over 1,500 participants to the 15th Philippine League of Local Budget Officers national convention to explore Zamboanga City and discover its attractions and potentials, as warmly welcomed them during opening ceremonies with Budget Undersecretary Mario Relampagos as guest of honor.
At the same time, Mayor Lobregat named the local budget officers coming from various provinces, cities and municipalities in the country as Zamboanga’s ambassadors of goodwill and tourism.
“When you go back to your respective places, please help us spread the good news about Zamboanga. Zamboanga is peaceful, vibrant and beautiful”, the mayor said in his welcome message, made lively with a power point presentation on the city’s competitive advantages and the city’s rich and colorful history and culture.
He stressed that Zamboanguenos relish every opportunity to showcase Zamboanga to local and foreign visitors in the hope of correcting misperceptions about the city being a dangerous and war-torn city. “We have become a victim of bad, negative and inaccurate publicities resulting from wrong dateline attributions.”
Of the over 1,500 participants to the 3-day PHILLBO convention, over half are first timers in Zamboanga. Most of them are impressed to see the growth and development in Zamboanga and its true peace and order situation.
The PHILLBO, headed by City Budget Officer Virginia Gara as president is the organization of local budget officers fromvarious provinces, cities and municipalities in the country. The convention is intended to discuss current issues related to fiscal management at the local government level.
The three-day event will have 3 national officials as guests, one of which was Usec. Relampagos who graced the opening ceremony. Today it will be the turn of Government Service Insurance System (GSIS) chairman Daniel Lacson Jr while tomorrow, April 14 it will be graced by Local Government Secretary Jesse Robredo.
Aside from the local budget officers, the event is also being attended by various LGU officials and Department of Budget and Management (DBM) regional directors and their assistants.
Aside from the PHILLBO national convention, Zamboanga City is currently hosting the 2011 PRISAA National Games which brings in to Zamboanga almost 5,000 athletes, coaches, chaperones, officials and guests. — Sheila Covarrubias

I fervently hope that through this, we can bring more projects and programs for the City of Zamboanga,” Climaco.

i mean asa nga province na belong ang zamboanga city? is it still part of zamboanga sibugay? or zamboanga city, azmboanga ______
@Mrboy is right. For mailing purposes, we still use Zamboanga del Sur even though Zamboanga City, just like Davao City, is politically an independent city, and even if a few years ago, a new province (Zamboanga Sibugay) has sprouted (as a result of the division of the province of Zamboanga del Sur) right between Zamboanga del Sur and Zamboanga City. In a political map, Zamboanga City, as @Litigs said, is adjacent to Zamboanga del Norte and Zamboanga Sibugay BUT, again, neither of these two adjacent provinces is used in the mailing addresses of the people of Zamboanga City instead, again, we use Zamboanga del Sur. :)
..and nope, we're not headed by a governor, a vice governor, board members, and other provincial-level leaders.

Thursday, 14 April 2011 11:06
The City Health Office (CHO) has already vaccinated 49,580 children from nine months to eight years old in their on-going Ligtas Tigdas campaign which will end on May 4.
City Health Officer Dr. Rodel Agbulos said from April 4 to 8 alone, 49,580 children were already vaccinated.
The office is targeting to vaccinate a total of 174,000 children below 8 years old and they are now at 28.5%. Last year, the city was able to immunize 95% of children against measles.
However, he admitted that they are having problems in Barangays Sta. Maria and Baliwasan because the area is big and some of the residents are not cooperative.
Agbulos said, because of the problem, he already instructed the health workers to seek the help of the barangay and the entire community.
The Ligtas Tigdas campaign is being done to protect children from getting measles and its complications.
Health Center Workers in the city are on a door-to-door campaign to make sure that children are vaccinated against measles.
The measles outbreak in the National Capital Region, Zamboanga Del Norte and Zamboanga Sibugay prompted the Department of Health to have the campaign to prevent the spread of the disease.

Thursday, 14 April 2011 11:08
The Zamboanga City Police Office was placed on full alert since Monday to counter any criminal activity by lawless groups operating in the Zamboanga Peninsula Region during the "Semana Santa" activity.
“Oplan Lakbay Provincia” was launched by the local police office as a pro-active measure against any possible terrorist harassment like bomb attacks, usually being perpetrated by the group.
City police director Sr. Supt. Edwin de Ocampo told Zamboanga Today that strict security measures is now enforced at the Guiwan Bus Terminal to avoid any untoward harm to the riding public.
De Ocampo said Explosive and Ordnance Disposal (EOD) unit and the k9 Bomb Sniffing Dog team are constantly checking public places for suspicious and unclaimed baggages especially in terminal areas.
Uniformed and civilian police operatives are also detailed on populated areas like malls, bazaars, parks and churches.
De Ocampo remains optimistic that the local police can sustain the city’s tranquility through the help and cooperation of the local populace.
He, however clarified, that they did not receive any intelligence report on any bomb threat or attacks.
De Ocampo said he also ordered the continuous conduct of random checkpoints in the different police stations and to strictly conduct the "oplan kap-kap bakal" at the different nightspots in their area.

A HEALTH official is eyeing to construct a P600-million eight-storey building to house all the departments of a government-run hospital in Zamboanga City through Public-Private Partnership (PPP).
The PPP is a key focus of the present administration's socioeconomic agenda, which aims to achieve the high and sustained economic growth needed to generate jobs.
Zamboanga City Medical Center (ZCMC) chief Dr. Romeo Ong said the construction of "Central Block Building" at the ZCMC compound is aimed to better serve the public.
He said the eight-storey building will house the surgery, pediatrics, orthopedics, diagnostic and the eye, ear, nose and throat departments.
However, Ong revealed that two floors of the eight-storey building will be rented out to generate additional income for the hospital.
He said three old buildings of the ZCMC will be demolished to pave the way for the construction of the Central Block Building. Ona, he added, promised to help finance the project. (Bong Garcia)

Holcim sees rosy prospects for products in next quarter
Written by: Fusilero , Kristianne

http://www.mindanaotimes.net/?p=18941
Holcim Philippines Inc. projects an 3-5 percent increase in demand of cement products next quarter as the national government expects to start its infrastructure projects in Mindanao.
William C. Sumalinog, regional head of Holcim Philippines Inc.-Mindanao, said there would be a great demand once the Department of Public Works and Highways (DPWH) will release the funds needed for the implementation of the infrastructure projects for the island.
He explained that about a quarter of the P86 billion budget of the DPWH will be allocated for road rehabilitation and other infrastructure projects in Mindanao. He added that the demand would also grow due to the rise of housing projects within the island,
“We are very much hopeful on the next quarter of the year. Once the government funds will be released, the demand will pick up unlike on the first quarter of the year when there was a low demand of cement,” he said.
He said the number of bags in the first quarter of the year declined against the same period last year when the cement firm had an average volume of two million bags of cement per month. He added that the demand on the first quarter of the year was only less than 6 million bags.
The main market of the cement firm in Mindanao are Davao City, Cagayan de Oro City, Butuan City, Zamboanga City and General Santos City. Out of four cement plants of the company in the country, two of it are based in Mindanao particularly in Lugait, Misamis Oriental and Barrio Ilang, Davao City.
Its Davao City plant generates two million tons of cement per year as its rated capacity.
With the low of demand on the first quarter, Joseph A. Bernal, vice president and plant manager of Holcim Philippines Inc.-Davao Plant, said the cement firm exported its excess supply with about 15,000 bags of cement to Malaysia to prevent the plant from shutting down.
“But normally, we shut it down every year. This year, we planned to shut down the plant in October for 15 days,” he said.
He said they also export their cement products in other Asian countries, South Africa and Indian Ocean.
Meanwhile, the cement firm accepts anew nominations for its third “galing Mason Award.” The award is part of the corporate social responsibility program of the firm to honor Filipino masons who show great skill and pride in their work.
The roadshow regarding on the search for outstanding mason was conducted at Marco Polo Davao Hotel yesterday with the presence of officials from the cement firm and different government agencies. The winner will be proclaimed in October where the most outstanding mason will get P150,000.::

These carenderia's at Nunez Extension is now demolished. These establishments is just part of the lots being bought by a group of businessmen to make way for a mall. Others say its SM.
Alejandra's is also being negotiated with their lot.

I think it's not SM, but a Gaisano group.

Local Government Secretary Jesse Robredo has extolled the city government under the leadership of Mayor Celso Lobregat for its massive infrastructure program which he described to be not just mere physical facilities but structures that are of good quality and truly beneficial to the people.
Secretary Robredo said this as he joined Mayor Celso Lobregat and other city officials in inaugurating 3 projects all worth over P4 million in barangays Manicahan and Culianan.
“We are really impressed with how the city government under Mayor Lobregat has managed to put these projects in place”, the DILG top official said during the inauguration and turnover of the P1.96 million wellness center in Manicahan and the P1.065 million center for elderly and the P1.073 million rehabilitated 2-storey 6 classroom building at the Culianan National High School—all in barangay Culianan.
In Culianan, Sec. Robredo also inspected the two buildings for Children in Conflict with the Law (CICL), the barangay hall, the on going 3-storey 9 classroom building at the Culianan National High School and the community police action center (COMPAC) which are all funded by the city government.
What is significant about the projects implemented by the city government, Secretary Robredo stressed, is the fact that the buildings are built not only for the sake of building them but making sure that they come out as quality structures and within the standards set.
On the other hand, the DILG top official said the facilities initiated and funded by the city government will be of no use if the end users will not take the responsibility of taking care of the projects. “Pakay ng mga proyektong ito and magkaroon ng maayos na serbisyo and so it is important that the people who will manage the building will not just accept the facility but also the responsibility to take proper care and to make good use of these structures”.
For his part, Mayor Lobregat thanked Sec. Robredo for honoring the people of Manicahan and Culianan with his presence during the inauguration of the projects.
He said Secretary Robredo, who has been mayor of Naga City for 19 years prior to his appointment in the Aquino Cabinet, is a multi-awarded and reform oriented government official who transformed Naga City into what it is today.
Mayor Lobregat said he is steadfast in his resolve to accomplish what he has set out to do in a bid to bring about continuous development and growth in Zamboanga.
Since 2007, after laying the foundation in the first 3 years of his term, Mayor Lobregat has implemented over 2,000 projects amounting to over P2.6 billion.
He said more projects will be implemented and inaugurated in the days and weeks to come—all intended to help improve the delivery of basic services to the people of Zamboanga.
Present during the inaugurations in Manicahan and Culianan yesterday were Vice Mayor Cesar Iturralde, members of the City Council, Archbishop Romulo Valles, DILG regional and city officials headed by Director Paisal Abutazil and city director Mohammad Taha Arakama, City Health officer Rodel Agbulos, representatives from different sectors, barangay officials, senior citizens and other groups. — Sheila Covarrubias

IN THIS deeply multilingual region, Chabacano is Zamboanga City’s premier linguistic heritage. Chabacano is Philippine Creole Spanish, reputed to be the largest Spanish-based and fastest-growing Creole language in the world with at least 300,000 speakers in different parts of the Zamboanga Peninsula and its environs. The challenge of raising its use to the academic and professional level, including standardizing its orthography and thus strengthening written Chabacano, is one area that concerned groups, such as Consejo de Lenguaje Chabacano, are already seriously looking into.
In our research on psycholinguistics and second language acquisition involving Chabacano as learners’ first language (or L1) within a multilingual environment, Dr. Claribel C. Concepcion and I found that the difference in linguistic systems accounts for errors made by Chabacano-speaking children learning Filipino. We also noted that some of these children were prone to producing ungrammatical Tagalog constructions (like,Binasag ang bata ang bote.) because they were transferring their grammatical knowledge of Chabacano to Tagalog.
Dr. Concepcion, meanwhile, investigated the use of two languages by Chabacano-English and Filipino-English bilingual children. Results of our study show that both groups were able to map the meanings of novel verbs faster using their knowledge of the two languages as syntactic cues to deduce meanings.
We were able to discuss our findings in greater detail at the Education Stakeholders Forum on Mother Tongue-based Multilingual Education (MTBMLE) on Feb. 4, 2011 at the Carlos Dominguez Conference Hall at Ateneo de Zamboanga University La Purisima Campus in Zamboanga City. Held to commemorate International Mother Language Day on Feb. 21, this event was co-organized by ADZU, through the School of Liberal Arts and the 170+ Talaytayan MLE. The forum aimed to strengthen advocacy in support of multilingual education, to determine possibilities for further multilingual education mobilization in Region IX, and to inform the public about initiatives in L1 (first language) promotion, instruction and research in Western Mindanao.
Dr. Ricardo Ma. Duran Nolasco, associate professor in linguistics of the department of linguistics at UP Diliman, keynoted the forum. He provided current statistics on the state of literacy in the Philippines, citing information from national achievement tests and international surveys. Dianne E. Dekker of the Summer Institute of Linguistics (SIL) emphasized the need for MTBMLE, pointing out literacy gains among learners as revealed in research conducted in the Lubuagan community in Kalinga. Dekker is the multilingual education consultant for SIL Asia.
Zamboanga City Mayor Celso L. Lobregat, in a special message, declared solid support for MTBMLE. He cited the upcoming publication of the handbook, “El Primer Alfabeto de Chabacano,” a project of the city government in collaboration with the Department of Education and Dr. Roberto B. Torres of Western Mindanao State University. He also lauded the efforts of ADZU, through Fr. Antonio F. Moreno, SJ, university president, for publishing recently the “Chavacano de Zamboanga, Compendio y Diccionario” by Dr. Rolando A. Santos, professor emeritus at the California State University.
Other resource speakers included Bonna D. Duron from Save the Children in the Philippines and Melinda T. Awid from the Translators Association of the Philippines (TAP), who spoke on Early Childhood Education and MTBMLE, and Materials Development in the L1, respectively. Teaching materials in Subanen developed by TAP members based in Zamboanga del Norte and “big books” were prominently displayed at the hall. DepEd MTBMLE national coordinator, Dr. Rosalina J. Villaneza, also presented DepEd’s Blueprint for Teacher Training in MTBMLE.
Arlene Perla S. Ledesma, director of the ADZU Language Projects Office (LPO), also presented corpora projects jointly produced with Mc Neil Technologies. Among those completed is the Chabacano Language Corpus Project which now has digitized five million Chabacano words. Language documentation of this nature also covers Tausug, Yakan and Sama.
LPO is also developing reader projects on these languages, complete with vocabulary, grammatical and cultural information and intended for instructional use and research.
Rep. Maria Isabelle Climaco-Salazar, deputy speaker for Mindanao, capped the forum with a talk on “Policy Directions on Language, Culture and Education.” The talk put MTBMLE in perspective, as she discussed its role in national development goals. The talk also presented the status of House Bill 162, An Act Establishing a Multilingual Education and Literacy Program, vis-à-vis other related bills discussed in Congress.
Prof. Ched E. Arzadon from the UP College of Education synthesized the forum and provided a road map for the next steps in the MTBMLE mobilization in the region. A full-scale plan for teachers’ training and materials development in the L1 is currently being planned with ADZU faculty led by Dr. Concepcion, educators from WMSU, TAP members and the DepEd.
Local policy efforts supported by research and materials development activities by higher education institutions and advocacy by concerned groups and individuals provide the right combination to propel MTBMLE implementation here. Given enough time, strengthening our schoolchildren’s ability to speak, read and think critically through MTBMLE will surely aid efforts for peace and development in the region.
