ZAMBOANGA CITY — Popular contemporary singer Erik Santos will have his first ever Zamboanga concert on May 8, 2011 at the Astoria Regency Convention Center.
The concert dubbed "This is the moment?with Erik Santos" along with comedienne Marissa Sanchez and stand up comedian Ogie Diaz is a benefit concert for the charity ward of the Zamboanga Puericulture Maternity Lying in Hospital.
Dr. Rodel Agbulos, president of the Puericulture board said after the expansion projects of the Puericulture Center, the institution will now focus on opening of more charity projects intended for the indigent residents of the community.
"Over the years, Puericulture has been expanding its services as well as facilities to cater to the growing needs and demands of the times. This is the reason why we have been doing a lot of things to put up new and better facilities of our hospital". Agbulos said.
Agbulos said he is glad that there are well-meaning individuals who are willing to extend help for humanitarian services such as the efforts of Erik Santos, Marissa Sanchez, and Ogie Diaz who are all willing to help the facility.

ZAMBOANGA CITY — Mayor Celso Lobregat yesterday commended the strong partnership of the local government unit and the national government in the implementation of projects specifically R.T. Lim Boulevard site development project inaugurated Wednesday afternoon coinciding with the 90th birthday of the late Mayor Maria Clara "Ma'am Caling" Lobregat.
Mayor said the R.T. Lim Boulevard project which included site development and beautification of the 200 linear meter area demonstrates the good relationship between the city government and the national government through the Office of House Deputy Speaker Beng Climaco.
The project's phase that included the pile driving, partial filling and shoreline protection costing P20 million was funded by the national government through the intervention of Cong. Climaco. After the initial work, the city government came in for the site development including expansion and beautification of the road and sidewalk amounting to P8.6 million.
Mayor Lobregat stressed that effective partnership between the national government and the city government could bring benefits to the constituents.
He said that the local government will continue to closely work together with national government agencies to ensure more projects and programs for the advantage of the people in the city's 98 barangays.
On the other hand, he said the R.T. Lim Boulevard site development project forms part of the city government's thrust to promote tourism and to preserve landmarks.
Plans are afoot to expand the project by 300 linear meters more connecting the refurbished 200 linear meters to the area fronting the Sangguniang Panlungsod building.
Since improving the city's fiscal management in 2007, the Lobregat administration has been undertaking a massive infrastructure program not only in the city proper but in the far flung areas with the ultimate goal of furthering progress and development in Zamboanga.
Mayor Lobregat has implemented 2,102 projects worth over P2.6 billion implemented in a 3-year period from 2008-2010 without having to borrow a single centavo from any financial institution.

ZAMBOANGA CITY, Apr. 26 (PIA) – Around 40 urban poor and community associations in the city will compete for the 2011 search for the “Most Eco-balanced” community.
The search, organized by the city government through the Housing and Land Management Division (HLMD) serves as a community-based solid waste management competition to encourage environment-friendly activity.
“The search is now on its third year but numerous innovations were presented to make it more meaningful and exciting,” HLMD chief Rodrigo Pagotaisidro said.
“The search was actually launched April 14 at the Mampang Resettlement Project Site. It was highlighted with the planting of more than a hundred fruit-bearing and forest trees,” Pagotaisidro informed.
“Announcement of winners and awarding of prizes is scheduled first week of December in time for the Urban Poor Solidarity Week celebration,” Pagotaisidtro added.
The criteria for the search, according to Pagotaisidro include: the presence of environmental organizations in the community; education or awareness among residents; establishment or existence of composting facilities; livelihood from the segregated waste materials; and beautification.
Prizes at stake include P20,000 cash for the grand winner; P15,000 and P10,000 for the second and third place, respectively. Two consolation prize winners will also receive P5, 000 each. (JPA/PIA9-Zambo City)

House Deputy Speaker Beng Climaco has lauded the city government for undertaking improvement and beautification projects such as the R.T. Lim Boulevard site development project inaugurated Tuesday coinciding with the 90th birth anniversary of the late Mayor Maria Clara Lobregat.
Cong. Climaco, who sourced P20 million of her priority development assistance fund (PDAF) for the initial piling work and seawall protection of the R.T. Lim Boulevard project said the project is a manifestation of the late Mrs. Lobregat’s exhortation “man juntu-juntu kita”.
In a message during the boulevard project inauguration, Cong. Climaco (represented by her Chief of Staff Michael Saavedra) said the project was accomplished “in partnership with Mayor Celso Lobregat and the city government and this is for the people of Zamboanga”.
“In behalf of Cong. Beng Climaco, we express our congratulations to the city government for undertaking this initiative”, Saavedra said.
After the initial work funded by the national government through Cong. Climaco’s initiative, the R.T. Lim Boulevard site development project covering 200 linear meters was pursued by Mayor Lobregat, who appropriated a total of P8.66 million for the completion of the first phase.
Mayor Lobregat envisions a second and third phase for the project which will mean the expansion of the site development project to at least 300-400 linear meters more. He hoped that the national government will once again come in to support the project.
Cong. Climaco has always vowed to work hard for the betterment of the constituents and the entire Zamboanga City by complementing the plans and programs of the administration of Mayor Celso Lobregat.
She too stressed that a strong partnership between the local government unit and the national government will benefit the people of Zamboanga.
Mayor Lobregat has likewise cited the LGU-national government partnership in the implementation of the R.T. Lim Boulevard project. He thanked Cong. Climaco for supporting the project, intended to be a recreational area for promenaders.

The Western Mindanao State University (WMSU) College of Education(CEd), through its Special Tertiary Education Program (STEP), is offering a new two-an-a-half year certificate course on Arts Management – Reverse Inclusion and Mainstreaming Education (AM-RIME), starting on the first semester of school year 2011-2012.
This was learned from Ms. Virginia Palmares, head of CEd’ss Special Education (SPED) Resource Center which is tasked to implement the course, in collaboration with the Office of Culture and the Arts (OCTA), under its Director Dr. Roberto B. Torres, Office of the President.
Meanwhile, Dr. Torres informed that AM-RIME is being implemented on the strength of WMSU Board of Regents Resolution No. 22, series of 2011 which confirmed Resolution No. 04, series of 2011 of the Academic Council, approving the then proposed AM-RIME program.
As a certificate course, AM-RIME includes a two-year program for the academic courses and one semester for on-the-job-training, according to Dr. Torres. It offers regular students (non-handicapped) the chance to learn side by side with the differently-abled, he added. Hopefully, the program will enhance the potentialities of the differently-abled with the support of the regular students, while at the same time, enriching the latter’s artistic capabilities. This also provides an alternative opportunity for students who do not qualify for the university admission, Dr. Torres revealed.
AM-RIME has the following major courses during the first year: Elements of Art; Art History; Fundamentals of Design and Aesthetic; and Forms of Art. On the second year, major courses will include: Technical Art Design (Scenography, Lighting and Sounds); Basic Acting; Basic Dance; Photography Fundamental; Visual Designs and Video Art Techniques; and Fundamentals of Art Management.
Admission requirements are: high school report card (Form 137), certificate of good moral character, birth certificate, college entrance test rating (including below 50 score), and interview with the applicant.
Enrollment is now going on. Interested students may call or see Ms. Virginia Palmares, PED Resource Center, WMSU campus, Normal Road, Baliwasan, this city.

To validate the results and findings of the peace-building programs in Mindanao as submitted by the Orient Management Consultants (OMC) to the Mindanao Development Authority (MinDA), a Stakeholder’s Forum is slated to be held on April 28-29 in one of the local hotels in Zamboanga City.
The evaluation would determine the contributions of the Government of the Philippines-United Nations (GOP-UN) ACT for Peace Programme covering five years of implementation from June 2005 to December 2010.
MinDA conducted a Programme Outcome Evaluation to assess the attainment of its overall peace-building goals and objectives and the Mindanao peace outcomes as a whole.
The OMC was commissioned by MinDA to carry out the said evaluation wherein surveys and interviews with selected national government agencies, local government units, donor agencies, civil society organizations and the program beneficiaries were conducted.
The result of the evaluation is now embodied in a draft report submitted by the OMC to MinDA.
Aside from validating the results and findings of OMC, the Stakeholders’ Validation Forum will also serve as a venue to generate further inputs from various stakeholders that would contextualize and put into proper perspective the interpretation of findings in the said report.
It can be recalled that in the Zamboanga Peninsula region, Eleven Islands, a cluster of islands in Zamboanga City was declared a “no man’s land” for 30 long years due to conflict between the Moro National Liberation Front and the Philippine government in the 1970s.
Through the peace-building and development initiatives of the ACT for Peace Programme, 200 families have returned to Eleven Islands since 2006. A multi-purpose peace center and a barangay health station are among the infrastructure projects now erected in the community.
With support from the governments of Australia, New Zealand, and Spain, ACT for Peace supports the peace and development advocates (PDA), most of whom were former MNLF combatants in doing voluntary work in community organizing, resource mobilization, and bridging peace and development communities with concerned government agencies and other donor agencies. Australia, through its international aid agency AusAID, has been the largest donor since 1997 to the GoP-UN MDP with contribution of about P1.3 billion (A$34.4 million) until 2010.

From Veterans Avenue kasi I saw the glass panels of the windows with specks of dried gray-to-black liquid that dripped from the top similar to those left after you spray or pour water on a dirty glass panel anywhere else so I guess that came from the cleaning that they've recently done to it. At first I thought the store caught fire or something but further assessment of the inside from where I was (along the sidewalk of Veterans Avenue) revealed that all the stuff inside were fine. Last Tuesday, I saw people doing paperworks with laptops propped open at the store's facade and earlier today, there was a group of people at the drive-thru area doing, I think, the same thing. Siguro Jollibee found the need to renovate that branch since it is situated in one of the city's main and busiest intersections so dapat it's updated and good looking.
I thought of asking the security guard why the store was closed but I didn't do it nalang because he might find it kinda strange why I would be so interested at eating at that branch when there are several other branches just near by. :lol:
Btw, have you got anything in mind what that 'something' that happened in the store could possibly be?

The Cathedral has been testing the bells at the u/c bell and clock tower since Monday and the clock is already set to the right time. :)
And YES, the bells are disturbingly audible from the Ateneo classrooms but I know we'll get used to it in no time. Back when the high school was still at the La Purisima Campus (and even now at the Kreutz Campus) there's this improvised bell that was -and still is being- rang every 12 noon for the Angelus, and a few more years back, at the time of the old Cathedral, I can vaguely remember hearing the Cathedral's bells ring quite loudly during Angelus hours, so I think this thing wouldn't really be a total shock to the Ateneo community - except perhaps for the newcomers. :)

Antonio Orendain, The City Administrator of Zamboanga, conformed to the courtesy call of the Bikers from Brunei, Indonesia, and Malaysia whose trip in Zamboanga was in coordination with Mindanao Development, at 2pm in the City Hall.
Along the orientation given by Orendain, he emphasized that Zamboanga is rich in Spanish-American heritage.
According to Douglas Primus, Sabah, Malaysia High Court Judge, there are around 16 bikers – Indnonesia (1), Malaysia (2), Brunei (3), Kuala Lumpur (3), and the rest came from Sabah and Sarawak. Primus, who had a 4-5 times visit in the Philippines, is hoping that Mindanao will become more peaceful with biker’s objective “Peaceful ride, Promoting Mindanao”. Furthermore, Primus said that he like the hospitality and great attitude being shown in Zamboanga City.
The starting point for the biking will be in Zamboanga City, Cotabato City and Davao City.
Meanwhile; Gerardo Reynaldo of Mindanao Development Authority, Davao base; said that their participation circles in the intentions of facilitating the activity, creating a better image in Mindanao, improving eco-tourism adventures and finally put an end on the thought among the outside people that Zamboanga embraces violence.

The City Government of Zamboanga hosted the ‘1st MCLL Awards of Excellence,’ during the 90th Birth Anniversary of the late Mayor Maria Clara “Caling” L. Lobregat (MCLL) at the Jardin Maria Clara Lobregat in Pasonanca on Tuesday.
Mayor Celso Lobregat said this is a continuing program of the late mayor for the youth and deserving students who excel in different fields of education.
The selection committee in composed of Bank Executive Tessie Sebastian, Roberto Torres and councilor Rudy Lim.
A commemorative mass was held at the Holy Trinity Parish in Pasonanca followed by a colorful floral drop from a Huey helicopter piloted by Maj. Renato Lorenzo-Sanchez of the Philippine Air Force (PAF).
During the program proper, Mayor Celso Lobregat and Vice Mayor Cesar Iturralde awarded the top five ‘1st MCLL Awards of Excellence,’ to Adrian S. Uro of Ateneo de Zamboanga University (ADZU) taking up Bachelor of Science in Nursing (BSN); Arthur S. Batica of Souther City Colleges (SCC) taking up Bachelor of Science in Business Administration major in Human Resource Development; Emran M. Chua of Zamboanga State College of Marine Sciences and Technology (ZSCMST) taking up Bachelor of Science in Hotel and Restaurant Management; George F. Diesanta of AMA Computer University taking up Bachelor of Science in Business Administration and Sarah J. Taradji, a student of Western Mindanao State University (WMSU) taking up Bachelor of Science in Nursing (BSN).
In his message, Lobregat said the occasion is the vision of his late mother which include the rehabilitation of the pool, butterfly garden, aviary, Paseo del Mar, Plaza del Pilar and road expansion in R.T. Lim Boulevard for promenaders, and many others to come under his administration.
This is the 5th year that the City Government is hosting the late mayor’s Birth Anniversary every 26th day of April.

The Senior Citizens Federation of Zamboanga City has new three buildings put up by the city government for its field offices where they can hold their activities and extra curricular endeavors.
Councilor Benjamin “Nonong” Guingona, chairman of the City Council’s Committee on Elderly and Disadvantage Group, said the three new buildings are located at Pettit Baracks Complex, Vitali and Culianan. Other buildings soon to be constructed are in the barangays of Sta. Maria, Curuan and Ayala, all for senior citizens of District 1.
The seven field offices of the senior citizens are located at Zamboanga City Main, Divisoria, Culianan, Vitali, Sta. Maria, Ayala and Curuan.
Guingona said three field offices were created in District 2 because most of the barangays thereat are remote, mountainous and far from each other.
He said there is already a budget allocated by the city government for the construction of the Curuan field office but they are still looking for a lot where the building will be constructed.
Guingona expressed gratitude to Mayor Celso Lobregat for allocating the funds for the realization of the construction of the new buildings.
He said that Lobregat is very supportive to the needs of senior citizens of Zamboanga City.
Meanwhile, Guingona was the guest of honor yesterday afternoon in Barangay Sangali during the program of the “Talentadong Lolo at Lola”.
In his message to the senior citizens during the program, Guingona urged them to stay healthy, active and participate in any endeavor for the progress and development of the city. — Allen Abastillas

ZAMBOANGA CITY — Paseo del Mar will be the center of activities tomorrow, April 30, as over a hundred kite flying enthusiasts will outdo each other in the Kite Flying Competition-year 9 as part of the 2011 Summer Festival in Zamboanga.
A side event will be a performance at 8 am by the Silent Drill Squadron of the Philippine Air Force Officer Candidate School, Fernando Air Base in Lipa City.
The event will also be highlighted by fun games. A magician and a henna tattoo artist will also be present to provide fun and entertainment to the participants and the audience. Freebies are in store for lucky spectators.

The kite flying competition will commence at 9am and will have two categories: the Traditional/Flat Kite category and the Figure Kite category. The Traditional/flat kite is the 2D or two-faced kite that comes in any shape whereas the Figure Kite is the 3-D kite with a theme and comes in realistic shapes.

There will be three major awards for each category: 1st, 2nd, & 3rd Prize and four special awards are likewise in store for each category: Kite del Pueblo- Favorite of the Crowd award; Chikiting Kite-smallest flying kite award and the Jumbo Kite- Biggest flying kite award. Prizes for the three major winners will be P5, 000.00, P3, 000.00, and P2, 000.00, respectively. A trophy is given to each of the first prize winners. The winners for the special awards shall each receive a cash prize.

The board of judges for the competition will be a 3-man team for each category and whose decision is final. Criteria for judging are design- 30% (which includes artistry- 15%, uniqueness- 15%); ease of flight/take-off- 35% and gracefulness- 35% for a total of 100%.
Registration forms are available at the City Tourism Office, Sunken Garden at J.S. Alano Street. For details call the City Tourism Office at 992-3007. Deadline of registration of entries is today April 29, 2011.
As part of the contest rules, all kites must carry the City Government's Seal Sticker provided by the Organizer; the participant may choose any material he/she desires to use for his/her entry. It may be paper, cloth, or any similar light material such as wood, bamboo, etc, and metal connectors. Inexpensive material is encouraged.
A participant is entitled to register more than one (1) kite as entries to the competition; kites for each category will be made to fly in groups and the participants will be provided assistance by marshals during the launch; the kites for both categories shall be given a 5- minute launch period and a retry for failure to take-off; kites that fail to take-off the second time are disqualified; a kite that gets entangled may be flown again with clearance from the organizers and the winning kites will become the property of City Government of Zamboanga.

The Summer Festival is an annual activity initiated by the city government through the City Tourism Division under the Office of the City Mayor. ZAMBOANGA CITY — The 16th Basic Summer Camp dubbed as Learn to Play a Sports program will kick off Sunday, May 1st ensuring the youths a wholesome and worthwhile experience during the hot month.
City Sports Director Bernardito Patio said the program is open to all youths aged 5 to 15 (boys and girls) and will be a month long training on 26 sports disciplines for free.
The sports events include aikido/ arnis (8 years above); athletics (6 years-not more than 12); basketball (5 years above); baseball, body building (12 years and above; boxing (8 years above); chess (5 years and above); dance sport; fencing; football; gymnastics (5 years above); judo; karate-do (5 years above); lawn tennis; muay thai; pencak silat (7 years above); sepak takraw; softball; swimming (8 years above); table tennis (6 years above); taekwondo (4 years above); volleyball; weightlifting; wrestling (5 years above) and wushu (5 years above).
Now on its 16th year, the summer learn to play a sports program is part of the city government's sports development program and is one of the highlights of the 2011 Summer Festival. It has become a crucial component or part of the city's progress.
Mayor Celso Lobregat said a number of the city's athletes who have won medals in local and international sports competitions started from the Summer learn to play program.
The activity is being implemented by the city through the Maintenance of Sports Complex, Athletic Fields and playgrounds division under Patio.
Interested applicants may get registration forms at the City Sports Division located at the Baliwasan Grandstand or from any of the Sports Athletic Associations in the city. Registration is ongoing until the end of the month.
Last year, over 3, 000 young students and out of school youths participated in the program.

ZAMBOANGA CITY — Big bike riders from Malaysia, Indonesia and Brunei were all praises for Asia's Latin City upon arrival here Wednesday night, stressing that they found Mindanao, Zamboanga City in particular to be very peaceful contrary to what they have heard from the media.
Datu Douglas Primos of Sabah, who acted as head of the 16-man biking delegation, said the primary objective of their coming to the county on bikes was to bring the new riders from their Asian countries to Mindanao and show them that Mindanao is a safe place to ride to, is a new destination and is an exciting place.
"Cultures may be different but then there is a lot to learn when they ride to Mindanao. They can come with the message of peace and good tidings," said Datu Primos, who has come to Zamboanga City three times. His first visit was in 2005 and second three years later.
Asked whether or not he had certain fears before coming to this part of Southeast Asia, Primos declared, "Yes! People told me I was crazy to come to Zamboanga City, but when I arrived here and drove around, I was safe? they are actually crazy, not me."
Of the 16 bikers, 1 came from Brunei, 3 from Indonesia, and the rest from the different parts of Malaysia?2 from Sabah, 3 from Kuala Lumpur and 7 from Sarawak.
They left Sabah, Malaysia Monday and arrived here Wednesday night on board MV Danica Joy, an interisland vessel. The group then drove their luxury motorcycles around the city yesterday, visited the historic City Hall in the afternoon and paid a courtesy call on City Administrator Antonio Orendain Jr., officer-in-charge in the absence of Mayor Celso Lobregat, who left for Manila earlier.
Datu Primos said that except him and two others, all the rest of the group are first-timers in Zamboanga. "I invited them to come, taste and see for themselves what Zamboanga is all about. Hopefully, these 13 new bikers will invite their friends back home and tell them that Mindanao or Zamboanga City for that matter is a peaceful place."
"If we achieve that objective, then I think it's great," Primos said, as he expressed his gratitude to the city government through Orendain for the warm welcome accorded his group.
From Zamboanga, the Asian riders will drive to Cotabato then Davao City where they will attend the Bikers Club Federation conference. On May 2, they will proceed to Cagayan and stay two days before driving back to Zamboanga and stay for two days in time for the boat's trip back to Sabah, Malaysia.
Meanwhile, Gerrardo Reynaldo of the Mindanao Development Authority, which is coordinating the bikers, said the program of inviting riders from other parts of Southeast Asia aims to promote tourism opportunities in Zamboanga and others parts of Mindanao.

Districts 1 and 2 Representatives Isabelle Climaco and Erbie Fabian yesterday expressed similar reactions urging city officials and the people to stand united for the realization of the additional district in the city.
This, after the congressmen learned that Akbayan Party List Representatives Walden Bello and Atty. Kaka Bag-ao are open to the idea of filing a bill in Congress for the creation of a 3rd congressional district in Zamboanga City in the event the Zamboanga legislators will not file it despite strong clamor from the people.
In an interview over Buenas Dias Zamboanga anchored by Al Alhabshi, Climaco disclosed she welcomes the move of Akbayan as there is no law that prohibits them from doing so.
“But do you think it will be passed and approved by Congress when our officials are not inclined of supporting it?” Climaco asked.
Climaco declared that she did not have “a change of heart” since she earlier supported the creation of the third district, even filing the bill in Congress.
“Until now I still support the creation of another district but one of the prerequisites is for all of our officials and constituents to strongly clamor for its creation,” Climaco stressed.
At the same time, Fabian said there is supposed to be a united move from all sectors including the chief executive and the city council.
Asked what he thinks about Akbayan’s move, Fabian said it is alright if the party list officials want to help. “Bello and Bag-ao are my friends, we can talk about it here in the House (Congress).”
He also stated that he does not want to be pressured by anybody into doing something without first knowing the stand of the people.
Fabian said there is no problem in the filing of the bill in Congress for the creation of another district. He said the problem lies whether it is truly being supported by the majority.

ZAMBOANGA CITY — The city government through the City Tourism Division is now accepting entries for the Chabacano Rap competition slated on May 6 (Friday) at 6pm at the Paseo del Mar.
Apart from being part of the 2011 Summer Festival, the competition is also part of the city's initiatives to preserve and conserve the chabacano language.
Participants to the contest must be legal residents of the city, at least 18 years old, male or female, an individual or a group composed of 2-3 members only and have duly submitted the registration form before April 29 at the City Tourism Office.
Aside from the eligibility requirements, the contestants' responsibilities are the following: must utilize chabacano words in the entire lyrics of the contest piece; may utilize the use of their own choice of musical rhythm as their background music for the rap rendition; must provide the organizer a printed material of their lyrics upon submission of the entry form subject for approval of wordings and scrutiny for foul languages; must provide the organizer a copy of materials for background music saved as audio format placed in a compact disc (CD) and must limit their performance to a minimum time of 2 minutes and a maximum of 4 minutes.
Prizes at stake are P3,000 for the first place winner; P2,000 for the second place winner and P1,000 for the third place winner. Non-winning entries will be given consolation prizes of P500 each.
The competition will only have 10 official entries. If more than 10 contestants would register for the activity, the organizer shall conduct an elimination round prior to the contest proper at the City Tourism Office, Sunken Garden on May 3, 2011 (Tuesday) at 1pm.
The City Tourism Office will have the discretion to terminate the participation in the competition effective immediately if the contestant violates any of the terms and conditions of the contest guidelines and or submit an entry that contains objectionable materials.

DAVAO CITY — Ten Mindanao seafood companies will be joining the Philippine delegation to the 2011 European Seafood Exposition to be held from May 3 to 5 in Brussels, Belgium.
Sec. Luwalhati Antonino, chairperson of the Mindanao Development Authority (MinDA), said the Mindanao delegation, which is composed of producers and exporters of fresh, processed and canned tuna, sardines and other seafood products, will be participating through the joint efforts of the Department of Agriculture (DA) and USAID's Growth with Equity In Mindanao (GEM) Program.
The participating firms include Ayala Seafoods Corporation, Bluefin Seafood Export,Inc., FAB Sea Resources Corporation, Jess Aquamarine Traders, JARLA Trading, MS Seafood Supplier, Nuevo Fresco, RDEX Food International Phils. Inc., Well Delight Network Corporation and JN Mercado Food Supply.
Antonino said participating companies were chosen based on their product quality, volume capacity, compliance with internationally-recognized Hazard Analysis Critical Control Point (HACCP), and European Union (EU) plant certification standards.
Some 1,600 companies from 76 countries are expected to join the Brussels show, the largest seafood trade event in the world.
Meanwhile, Antonino said the EU's food imports in 2009 totaled 369 billion dollars, with seafood imports valued at 38 billion dollars. More than 70 percent of its seafood is imported, with Iceland, Norway, China and Vietnam among its major suppliers.
She said the same Mindanao traders participated in the 29th International Boston Seafood Show last month. They are now reaching out to new markets in the European Union (EU).
"This is not just an opportunity to showcase Mindanao's best seafood products. Our participation in this exposition also sends a strong signal that we have the ability to seize business opportunities in an increasingly global economy," she said.
The Brussels seafood show will be attended by buyers representing supermarkets, wholesale importers, food retailers, agents and distributors, hotel and restaurant suppliers, and food service and catering organizations from all over the world, she added. (PNA)

ZAMBOANGA CITY — The city-government sponsored Battle of the Bands dubbed "El Encuentro de Chabacano Banda Musical- Añ0 6 held at the Paseo del Mar, April 27 was a huge success.
Forming part of the 2011 Summer Festival, the Battle of the Bands was participated by 10 groups mostly composed of young students.
The over 3-hour competition yielded the following results: 1st placer with a cash prize of P5,000 was Agua Dulce Band; second placer with P3,000 cash prize was Arts and Rhythms while Flexion Band landed third with a cash prize of P2,000.
Aside from garnering the first place, Agua Dulce Band also hauled all special prizes: best vocalist (Joarah Rico); best lead guitarist (Ryan Saavedra) and best drummer (Shinmar Sobrepeña.
Now on its 6th year, the Battle of the Bands was organized by the City government through the City Tourism Division under the Office of the Mayor and forms part of this year's fun-filled Summer Festival.
Criteria for judging were musicality- 60 percent, technique and accuracy- 30 percent and stage presence and audience impact- 10 percent.
Musicality referred to the overall sound quality of the group which includes technical instruments and vocal sounds as well as the content of the composed song, its significance to the city and the tune of the composition. Technique and accuracy referred to the difficulty of the piece selected and how the group rendered the song including timing and clarity of the material presented while stage presence and audience impact pertained to the overall appearance, performance, presentation and acceptance of the audience to the group.

Here's good news for job seekers including the fresh graduates!
In celebration of Labor Day, the city government's Public Employment Service Office (PESO) in coordination with the Department of Labor and Employment-Regional Office-9 will organize a job fair tomorrow, Sunday (May 1) where some 8,547 job vacancies will be opened.
The job fair will be held at the Western Mindanao State University (WMSU) gymnasium in Baliwasan starting at 8am.
PESO manager Francisco Barredo said of the total 8,547 job vacancies, 7, 291 will be for placements abroad while 1,256 slots will b for local placements.
Barredo said 31 international recruiting agencies and 24 local agencies will participate in the day long job fair.
"This is in line with the city's thrust to help our jobless constituents to get employment in accordance with their qualifications", the PESO manager said. "I hope our people will take advantage of this rare opportunity".
Since its establishment a few years back, the PESO has facilitated the employment of thousands of Zamboangueños who are now gainfully employed either abroad or locally.
Last April 11 to 13, the PESO also facilitated the hiring of technically-skilled workers for DM Consunji Group of Companies to be assigned in mining companies based in Luzon and Visayas. Hired were qualified engineers, geologists and heavy equipment operators.
On the same period, the MGM International Manpower also hired dietitians, engineers, nurses, hospital cleaners and food servers to work in the Middle East.

ZAMBOANGA CITY — The public will be treated to a one day spree of discounted goods as the Department of Labor and Employment IX, headed by Regional Director Ponciano M. Ligutom, thru the Regional Wage and Productivity Board (RTWPB), will be holding a "Diskwento Fair" on May 1, 2011, at the Plaza Del Pilar grounds to start the Labor Day celebration.
RTWPB IX Board Secretary Joel Ijirani said the activity is part and parcel of the yearly celebration of the Labor Day.
"We have been doing this every Labor Day. In fact, it's actually part of our yearly program to conduct Diskwento fairs for the public to take advantage of", Ijirani said.
He pointed that the Diskwento fair is one of the benefits that they are giving to the public.
"This is actually one of the non-wage benefits given to our workers", Ijirani pointed.
More than 20 firms and distributors will be participating this Sunday for the Diskwento Fair. Products range from canned rice, sardines, noodles, dressed chicken, coffee, milk, other food products, and also items for hygiene.
The activity will be the opening salvo of the Labor day celebration.
"This year's celebration will kick off with the diskwento fair which will start at 8:00 am and will close shop at 5:30 pm", Ijirani added.
According to Ijirani, buyers can buy a maximum of P1, 500.00 worth of goods. But before buying, they need to register and secure their buyer's voucher which will be provided by the RTWPB. The vouchers will serve as records of their purchase.
When asked about the P1, 500.00 price ceiling, Ijirani said "this is to prevent those who have higher purchasing power to buy discounted items and be resold by them at a higher cost". (MVC/PIA9-Zambo City)

ZAMBOANGA CITY — Zamboangueños will get the chance of witnessing a rare silent drill exhibition courtesy of the Silent Drill Squadron of the Philippine Air Force Officer Candidate School from Fernando Air base in Lipa City today, Saturday (April 30) at the Paseo del Mar at 8am.
The silent drill exhibition will be a side event in this year's kite flying competition which forms part of the 2011 Summer Festival organized by the city government through the City Tourism Division under the Office of the City Mayor.
City caretaker and Officer-in-charge Antonio Orendain Jr. invites the public to witness the rare exhibition and at the same time get acquainted with the capabilities of the Philippine Air Force (PAF). He said the city government is grateful to the Philippine Air Force for including Paseo del Mar as one of the venues of exhibition in Zamboanga.
The squadron is scheduled to perform at 8am before the start of the kite flying tilt. The members of the squadron are graduating next year and their exhibitions in various places form part of their graduation requirements.
Meanwhile, over a hundred kite flying enthusiasts will compete each other in the Kite Flying contest, which is now on its 9th year.
Paseo del Mar is expected to be a center of attraction today as kite flying event will also be highlighted by fun games. A magician and a henna tattoo artist will also be on hand to provide fun and entertainment to the participants and the audience. Freebies are in store for lucky spectators.
The kite flying competition will commence at 9am and will have two categories: the Traditional/Flat Kite category and the Figure Kite category. The Traditional/flat kite is the 2D or two-faced kite that comes in any shape whereas the Figure Kite is the 3-D kite with a theme and comes in realistic shapes.
There will be three major awards for each category: 1st, 2nd, & 3rd Prize and four special awards are likewise in store for each category: Kite del Pueblo- Favorite of the Crowd award; Chikiting Kite-smallest flying kite award and the Jumbo Kite- Biggest flying kite award. Prizes for the three major winners will be P5, 000.00, P3, 000.00, and P2, 000.00, respectively. A trophy is given to each of the first prize winners. The winners for the special awards shall each receive a cash prize.
The board of judges for the competition will be a 3-man team for each category and whose decision is final. Criteria for judging are design- 30% (which includes artistry- 15%, uniqueness- 15%); ease of flight/take-off- 35% and gracefulness- 35% for a total of 100%.

More than 20,000 job vacancies of different types await graduates and jobseekers when the job fair will formally open in three venues in Zamboanga Peninsula (ZamPen) Region.
The job fairs shall be conducted separately on May 1, 3 and 18-20, 2011 at the Western Mindanao State University gymnasium in Zamboanga City, Gaisano Capital Mall in Pagadian City, and in Dipolog City, respectively.
This will highlight the 2011 labor day celebration with a theme “Matuwid na Daan Tungo sa Kaunlaran Para sa Lahat."
DOLE-9 Regional Director Ponciano M. Ligutom said that 49 local employers based in the region, along with 26 licensed overseas recruitment agencies, will be participating in the job fairs which are the centerpiece events of the Labor Day festivities in the three-province and five-city region.
Pre-registration is currently undertaken at the DOLE Regional, Provincial and City Offices, Public Employment Service Offices (PESOs) and System Technology Institute (STI) College based in Zamboanga City.
On the other hand, a livelihood fair will also be conducted simultaneously with the job fair as scheduled on May 1 in Zamboanga City. Participating exhibitors are the rural workers organizations whose income-generating projects are funded by DOLE. The products will be displayed, promoted and sold at very reasonable prices. Part of the livelihood fair will be the turn-over of livelihood checks, starter kits and NEGO-Karts to the beneficiaries.
The DOLE-9 chief said that the labor day will be celebrated in the whole month May 2011 which includes other major activities such as the press conference, motorcade, showcase of success stories, skills demonstration, diskwento fair, free clinic, raffle bonanza, sport fest, variety shows namely the Concierto de los Obreros, Talenyado Night, and SPES Got D Talent, and the awarding of winners of the “Search for Outstanding Employers and Employees in the Private Sector.”

The Department of Environment and Natural Resources (DENR) Community Environment and Natural Resources Officer-West (CENRO-West) has assured the public that the proposed Coal Fired Power Plant to be established in the city will not harm the environment.
CENRO-West officer Tito Gadon said in an interview, “hinde se problema el coal fired power plant, moderno ya ahora manada ya mitigating measures y hinde se egual antes ta quema conel coal.”
He said, first class countries like America and Europe are already using Coal Fired Power Plant for their source of electricity. He explained that the plant will be the modern type and it will use coal coming from Indonesia.
The health and environmental issues is just one of the worries of the residents near the proposed site of the power plant inside the Zamboanga Economic Freeport Zone (Ecozone) located at Barangay San Ramon.
Gadon added that the DENR will give the necessary permits if requirements are met, “nohay se problema basta saka lang sila Environment Compliance Certificate (ECC) y man operate sila within the standards of the Environmental Law.”
Meanwhile, he also debunked statements of Zamboanag City Electric Cooperative (Zamcelco) Project Manager Jesus Castro that Conal Holdings Corporation, the company applying to put up a Coal Fired Power Plant, was not granted the ECC.
The proposed power plant in Zamboecozone will occupy 30 hectares according to Gadon.
He explained that as of this time, the said company is still conducting feasibility study to include survey, plant designs, and consultations. At this point according to Gadon, there is no ECC involved yet and there is still no application.
If all the necessary requirements are completed, Gadon said the ECC may be granted after 40 working days.
He explained that the ECC is being granted by the Environmental Management Bureau in Manila especially for Environmentally Critical Projects like the power plant. However, the DENR CENRO-West will participate during the public consultations.
According to Gadon, the Conal Holdings has already conducted information dissemination in the Barangays of Pamucutan, Talisayan and Ayala.

Akbayan Party list representatives in Congress will file the bill needed to create another legislative district in Zamboanga City if the city’s two House Representatives — Erbie A. Fabian of District 2 and Beng Climaco of District 1 will not do it by August or September, Akbayan Secrtary General Neil Delena said in a press conference yesterday.
However, Delena said their two lawmakers — Atty. Kaka Ba-ao and Professor Walden Bello would talk first to Fabian and Climaco as a matter of courtesy.
“Of course, they (Bag-ao and Bello) will talk to Reps. Fabian and Climaco. This is our last resort in the event Representatives Fabian and Climaco will not file the necessary bill,” Delena said.
“Right now, we are hoping that the two representatives of our city will file the bill themselves,” said the Akbayan Sec. Gen.
Delena said Akbayan can muster the needed support of the lawmakers to get the bill going in the Lower House.
He cited the impeachment of Ombudsman Merciditas Gutierrez as one of the Akbayan’s maneuverings in Congress.
“Akbayan has many allies in Congress so I think, the bill (on third district) will progress in case” Delena said.
He said Akbayan is now in the process of holding consultations with the people in the city.
“The voice of the people is the most important thing to Akbayan,” Delena said.

ALCANTARA-LED Conal Holdings Corp. (CHC) expects to start operations of its planned 200-megawatt (MW) coal-fired power plant in Saranggani by mid-2014, Antonio Miguel Alcantara, the company financial analyst told reporters.
In an interview, the CHC official said they have entered into an engineering, procurement and construction (EPC) agreement with South Korean-owned Daelim Industrial Co. Ltd. Construction works are expected to begin in August or September this year.
Alcantara also revealed that they will borrow money to fund the project. “We plan to achieve financial closure by June or July. [As for] the funders, we are still trying to put up a consortium among local banks, but I believe the lead will be done via BDO [Unibank] . It’s all local and peso-denominated,” he added.
Aside from the power plant in Saranggani, Alcantara said his company is looking at putting up another facility in Zamboanga.
“We’re planning to put up a coal plant in Zamboanga which is targeted be operational toward the second half or latter months of 2016,” he said, adding that it is targeted to be commissioned a year after the Saranggani plant becomes operational to coincide with the expiration of the Western Mindanao Power Corp. contract with the National Power Corp. in December 2016.
Alcantara said his company has yet to decide on the capacity for the planned Zamboanga power plant. “For the Zamboanga plant, we are still starting the initial study. We haven’t determined yet who will develop the Zamboanga plant and that we may even have to tap a partner for the project.”
Alcantara said the Saranggani power plant, is being undertaken by CHC and E-Co of Thailand.
The output of both plants are likely to be sold to electric cooperatives in Mindanao and to the Mindanao grid.
Alcantara said they are also trying to bring their output to the market that is not served by large distribution utilities in Mindanao.
“Our target market will be central and western Mindanao. We feel the Eastern side of Mindanao has Davao Light and Power Co. which is the biggest distribution utility [in that area] and is being served by AboitizPower Corp. [This] way, we can actually share the market and not go head-to-head,” he said.
Alcantara said Mindanao’s biggest load centers are in Davao, General Santos, Zamboanga and Cagayan de Oro.
Energy Secretary Jose Rene Almendras stressed the need for power generation companies to build more baseload power plants.
Baseload plants are power production facilities used to meet some or all of a given region’s continuous energy demand, and produce energy at a constant rate, usually at a low cost relative to other production facilities available to the system. “We need baseload generation as soon as possible. There is really a need for these kinds of baseload power facilities,” Almendras said.
Aside from the AboitizPower Corp. Conal Holdings Corp., and San Miguel Corp. are interested in putting up new coal-fired power plants. AboitizPower, on the other hand, is in talks with STEAG for put up an additional 150-megawatt generating capacity in its Villanueva power plant complex in Misamis Oriental.

^^if im not mistaken my Coal power plant sa CDO and hindi naman ata nakakasira yung Coal power plant dun and it really helps big sa CDO and Miss Oriental alone...kung clean and hindi nakakasira ng health and kalikasan yung itatayo dito why not it will really help boast our economic here...

upon arrival 6ish this morning, had breakfast in an little, unassuming place near the airport that served steaming chicken arroz caldo, big(!!!) fresh lumpia, dinuguan, et alii. enjoyed the tasty arroz caldo and puto on the side. some of my local friends do not even know this place :-) heard about it from the former adzu prexy fr kreutz,sj who would eat at this little shack in during his days in zam. i want to come back to try their meals.
traveled from zam to kabasalan/ vv today and came to realize how big your (city) land area is. enjoyed the landscape going to sibugay, esp the one-hour drive into the rest of the city before crossing over to sibugay.
picture perfect: rolling hills, coconut groves, idle but naturally green lands, the sea disappearing on one side and reappearing on the other.
twas a long drive but surely relaxing.

Glad you enjoyed cruising by the countryside of Zamboanga Peninsula. :) I guess the place where you had your breakfast is Busy Bee along Camins. I've been there a couple of times for their Arroz Caldo. The store was once featured in a national newspaper's 'food column' with a cut-out copy of the paper framed and hang at their establishment's wall. It really is a very unpretentious place. No one, I guess, would expect to experience a sumptuous meal at such a humble place. It's like an old barrel filled with delectable wine. The store has a branch in Canelar (about a mile from their Camins store) which, in contrast to their first store, is modern and with much better facilities.

ZAMBOANGA CITY — The historical Plaza Pershing located right at the heart of the city undergoes rehabilitation and improvement in line with the city government's thrust to preserve historical landmarks.
Costing P6 million, the Plaza Pershing rehabilitation is backed by a Sangguniang Panlungsod resolution supporting by the move of the Local Council of Culture, Arts and History (LCCAH) headed by Mayor Celso Lobregat to have Plaza Pershing renovated the soonest possible time following the proposal from the Architectural division of the City Engineer's Office. The SP resolution was authored by Councilor Percival Ramos.
City Engineer Luis Despalo said the project is set to complete September or 6 months after it started rehabilitation March this year. He said the site development project includes pavers, walkway, fences, lights, drainage including the reconstruction/improvement of the stage and the construction of additional hanging gardens. The fountain will be replaced with the construction of a lighted and cascading fountain.
Councilor Ramos said the development of the landmark is purposely to preserve the site named after John Black Pershing, an American general who played a significant role in Zamboanga's history. "It (Plaza Pershing) is one of the most cherished historical landmarks of the city"
Councilor Ramos said the face lifting of Plaza Pershing is appropriate and will help boost the city's tourism. The proposed improvement of the historical site will give the residents –locals and out of towners, the alternate site to visit, he said.
The project, according to the young councilor will likewise serve as a reminder for the young generation about the colorful history of Zamboanga.
The LCCAH, through resolution CL-02 series of 2010 and sponsored by Prof. Ali Yacub last Nov. 13, recommended the immediate implementation of improvement/rehabilitation of Plaza pershing as presented by Architect Rodel Falcasantos to include the rehabilitation of the stage, fountains, site development and landscaping.
Oh, the ever picturesque plaza pershing.

“The majority of our overseas Filipino workers hail from the provinces and there is strong preference for house and lot in their hometown or province of origin which they intend to live-in with their families," Benjamarie Therese N. Serrano, president and chief executive of Vista Land, said in the statement.
"We intend to further cement our hold in this market with the country-wide expansion,” Ms. Serrano added.
Sixteen new areas were cited: Ilocos Sur, Ilocos Norte, La Union, Nueva Ecija, Bicol, Batangas, Quezon, Bataan, Pampanga, Davao, Butuan, Agusan del Sur and Zamboanga.
Shares in Vista Land, whose profits jumped by 31% to P3.013 billion last year, fell by one centavo to close at P3.15 each on Monday. --Neil Jerome C. Morales

ASIAN Terminals Inc., the country’s second-largest port operator, said it has extra cash that can be used to acquire a new port after the company disposed its grains terminal last year.
Eusebio Tanco, ATI president, told reporters that the company has around P1 billion to spend for a new port acquisition to further expand its presence in the country.
“Any opportunity that may appear in this line of business, we will look into it,” Tanco said at the sidelines of the company’s stockholders’ meeting on Thursday.
“We won’t divert into non-core business. We’re very focused on our core business. We will look at all of them,” Tanco said, referring to the ports that are being put up for privatization.
According to the Philippine Ports Authority, the state firm that manages most of public ports in the country, the government is keen on privatizing this year the operation of at least five major ports outside Manila. The ports include Davao, Cagayan de Oro, Surigao, Zamboanga and Iloilo.
“If these ports will be privatized of course we will look at it. If it’s interesting and if it’s good for the company and good for the long term, we’ll definitely take it,” executive vice president Ernst Schulze said.
Schulze, however, added that the government has yet to lay out its plan on how to carry out the privatization of these ports.
The said P1-billion funding for new acquisition is on top of the recently announced P1.9-billion capital expenditure budget, which will mainly go to the expansion of Manila South Harbor, ATI’s flagship port in the country.
Last year, the company sold its Mariveles Grain Terminal to La Filipina Uy Gongco Corp., for an undisclosed amount. According to some estimates, the said terminals were worth around P1.6 billion.
The terminal can accommodate vessels of up to 70,000 deadweight tons, discharge cargo at 10,000 metric tons per day, and store 180,000 metric tons of both soybean and grain cargoes at any given time.
ATI said in its report that its net income for 2010 hit P2.14 billion, or 84 percent higher than the previous year’s earnings of P1.16 billion.
It posted revenues in 2010 of P4.52 billion, or some 20-percent higher than the P3.77 billion it earned last year.
Earnings from the operation of its international containers and non-containers at the South Harbor were up by P533.3 million and P110.5 million, respectively, due to the growth in international trade at the Port of Manila. Also last year, the government allowed the company to increase its rates by 7 percent, effective January 1, 2010.
Revenues from its domestic terminal operations in Manila went up by P93.2 million due to higher container volumes, while cash flow from the Port of Batangas increased by P37.3 million due to higher volume of cargoes handled by the roll-on/roll-off vessels and also more passengers used sea transportation last year.
The company did not provide details of the actual volume of cargo and passengers handled last year.

The College of Law of the Ateneo de Zamboanga University and that of Xavier University-Ateneo de Cagayan will have the same dean. The COL in AdZU will be more like an extension of XU-COL.
I don't know if this is just done because the course is still in its introductory / initial phase and it isn't yet established unlike Xavier University's or the other Ateneos'
and that it is certainly predictable that people will be more interested in enrolling in law schools with well-established footholds in the world of law schools than in new and unproven ones.
Also, I think one of the reasons why XU-COL was chosen over AdDU-COL or any other Ateneo COLs is that the current president of AdZU is an alumnus of XU. Just my thought.

THE Escaño-owned Pryce Gases is now embarking on an ambitious project to build small liquefied petroleum gas-fired power plants in Mindanao as its contribution to efforts against a possible power crisis in the island.
Pryce Gases president Rafael Escaño said during the launch of the firm's LPG engine distributorship that three LPG power plants would initially be built in Mindanao.
He identified the areas for the three planned 10mw power plants as Balingasag in Misamis Oriental and two more in Zamboanga and Davao cities.
Aside from that, Escaño said the firm is perfecting its technology on infusing diesel fuel with LPG to run generators.
He said that during electricity outages, its sister firm Pryce Plaza Hotel started using a LPG-fueled generator with a diesel mix.
Escaño said at least 50 fishing boats in Zamboanga City are now run using an LPG and diesel mix.
He said Pryce Gases is now studying how to use this technology for ships and aircraft.
Performance-wise, LPG adds 30 percent torque and horsepower to a vehicle as compared to conventional diesel fuel, he said.
Escaño also said LPG tanks in cars and other vehicles are safe since they are made of ¼ inch carbon steel, making them susceptible from direct fire and cushioning them in case of a collision impact.
LPG is cheap at only P40 per liter as compared to conventional diesel fuel at P51.70 per liter.
Escaño said a LPG-powered vehicle could run a distance of 20,000 kilometers before requiring an engine oil change.

ZAMBOANGA CITY — The Department of Public Works and Highways (DPWH) has allocated a funding of P40 million in its 2011 budget for the expansion of the R.T. Lim Boulevard site development project which will cover the remaining 400 linear meters baywalk leading to the area fronting the City Council building.
Mayor Celso Lobregat disclosed this following a meeting with DPWH Secretary Rogelio Singson in Manila last week. Also present in the meeting were District Engineer Merham Acas and DPWH regional officials.
Mayor Lboregat has been following up the matter since last year and an initial meeting was held September 2010 also in Manila when the first phase of the project was ongoing construction. The mayor sought for additional funding from the national government for the phases II and III of the project.
Last April 26, the city government unveiled the first phase of the site development project as part of the activities commemorating Dia de Ma'am Caling which marked the 90th birthday of the late Mayor Maria Clara Lobregat. The first phase was a partnership of the national government and the local government.
The national government through the initiative of House Deputy Speaker Beng Climaco funded the initial cost of P20 million for the pile driving, partial filling and shoreline protection while the city government came in for the site development including expansion and beautification of the road and sidewalk amounting to P8.6 million.
In the second and third phases of the project, the national government will also fund the initial work similar to what it did in the first phase while the local government will shoulder the expenses for the site development and beautification.
"Secretary Singson has committed that this will be done because we said that our funds are available and are ready for use in the site development and beautification", the mayor said stressing that the city government cannot undertake site development if the national government will not initiate the initial work.
The national government is estimated to spend P40 million for the entire expansion project while the city government is set to shoulder the P20 million site development and beautification.
Mayor Lobregat said during the meeting last week, Sec. Singson has instructed Engr. Acas to prepare the plans and estimates for the R.T. Lim expansion project and to immediately submit the same to the DPWH.
Acas was expected to meet with Lobregat yesterday afternoon to show the plans and estimates prior to its submission to DPWH Manila.
The first phase of the R.T. Lim Boulevard site development project covering 200 linear meters is the newest destination of promenaders. The boulevard is one of the city's most cherished landmarks.

ZAMBOANGA CITY — The city tourism division under the Office of the City Mayor is now accepting applications for the Hip-Hop Dance 2011 set on May 13 at 6pm at the Paseo del Mar. The contest is another highlight in this year's Summer Festival.
The Competition is a first come first serve basis and only the first ten entries will be accepted to the competition.
Prizes for the competition will be P5,000 for the first place winner, P3,000 for the second place winner and P2,000 for the third placer. Non-winners will receive a consolation prize of P1,000 each.
All dance crew with 3- 8 members are entitled to join the contest. The dance crew can be composed of all male, all female or male and female members. Performance time is set at a minimum of three (3) minutes and maximum of five (5) minutes.
Performance exceeding the prescribed maximum allowed will be deducted one point per minute from each judges total score. Dance tracks must be saved on a compact disc in playable audio file.
Registration forms are available at the Tourism Division, Office of the City Mayor, Sunken Garden.
Criteria for judging include choreography- 30%, mastery and timing- 20%, originality- 30%, variety of hip hop dance style- 10% and showmanship- 10% for a total of 100 percent.
The order of performance will be determined by drawing of lots on May 12, 2011 at 2:00 pm at theTourism Division, Office of the City Mayor, Sunken Garden. CD's should be submitted on the same day.
The organizer will not be held in liable for any inquiry that may be sustained during the performance of their dance exhibitions and that no appeal or protest will be entertained, as the decision of the Board of Judges is final.

Mayor Celso Lobregat yesterday announced that a total of P150 million has been initially appropriated by the national government, thru the Department of Public Works and Highways (DPWH), for the road expansion at Baliwasan Seaside.
This ambitious project aims to decongest the flow of traffic in the west part of the city since the narrow road along San Jose could not be widened due to the presence of the hundreds of concrete houses and business establishments, which for sure, will cost the government to spend much in paying owners of properties situated along the road.
Lobregat said he already discussed with DPWH officials regarding the project that resulted to its positive response by committing P150 million for the purpose.
It would be an additional of 7-meter wide both sides of the existing road that will connect the road to Suterville, San Jose Gusu.
The busy road of San Jose is too narrow causing heavy traffic particularly during peak hours.
Lobregat believes that with the expansion of the road at Baliwasan Seaside, the city would solve great percentage of the traffic problem in the west.
Although there are structures found along the road at Baliwasan Seaside which will be affected in the road expansion project, such is just a minor problem compared to that of the number of establishments situated along San Jose road, Lobregat said.
The project will commence as soon as the funds would be made available and proper bidding procedure follows as mandated under the Philippine Procurement Act, Lobregat said. — Jimmy Villaflores

Local government officials have banned the selling of snacks and other foods along a boulevard in Zamboanga City’s beach front as part of a beautification and sanitation program.
Officials said vendors along the stretch of the R.T. Lim Boulevard were also violating at least three city ordinances and one of them is the anti-littering law. The boulevard was recently renovated with portion of the break wall expanded to a few meters.
The area is also a favorite of promenaders because of Zamboanga’s famous sunset and cool breeze. Locals also gather at the beach every weekend for picnic, but seawater around the boulevard is polluted.
Many promenaders welcomed the move to ban vendors in the area because of sanitation problem and also urged the local government to put up portable toilets and additional trash bins along the one-kilometer stretch, including a sign warning swimmers that the sea is polluted.

The Ateneo de Zamboanga University (ADZU) is set to open its Law School this coming 2011-2012 school year to serve those who want to take up law.
ADZU College of Law Administrative Assistant, Frances Cantillo said the office was already given the authority to operate by the Legal Education Board last April 29.
The new ADZU College of Law will be in consortium with the Xavier University in Cagayan de Oro City. The new law school will be called Xavier University College of Law-Zamboanga.
The consortium was made because the Commission on Higher Education (CHED) has issued a memorandum stating that no law school shall open for the next three years.
Cantillo said, the Ateneo offered law because, “we want to have a pool of lawyers educated in the Jesuit system here in Western Mindanao.”
Atty. Rosendo Castillo Jr., was already appointed by ADZU President, Fr. Antonio Moreno to be the Associate Dean of the College of Law.
The curriculum of the law school will include general law, political law, criminal law, civil law, and sharia law.
For interested applicants, registration is on going and the law school qualifying test is scheduled on May 6, 7, 14, and 21. The opening of classes is scheduled on June 20.
The Ateneo College of Law will occupy the new building at the back of the Brebeuf Gym., ADZU, LA Purisima Campus.

At the photo showing a doorway that leads to the first level of the cafeteria and at the photo of the second level of the cafeteria, one is actually supposed to see the tiles that have already been installed on those floors. I also saw several workers installing bricks and tiles at the third and fourth levels. They've also begun installing glasses at the windows. :)

MANILA — Listed property developer Vista Land & Lifescapes Inc. on Wednesday announced it will issue dollar notes to raise capital amid its planned expansion.
"The board of directors approved the issuance of US$ 100 million notes. The guaranteed notes will have an interest of 8.25 percent due in 2015," Ricardo B. Tan Jr., senior vice-president for Finance, said in a disclosure to the Philippine Stock Exchange.
The Board further authorized the implementation of all necessary corporate and other actions to proceed with the offering and issuance of the aforementioned Notes, and authorized and empowered Management to decide on the final issue size, he added.
Vista Land has expansion projects in Bicol, Batangas, Quezon, Bataan, Pampanga, Davao, Butuan, Ilocos Sur and Ilocos Norte, La Union, Nueva Ecija, Agusan del Sur and Zamboanga to cater to overseas Filipino workers who plans to invest in their hometown. (PNA)

ZAMBOANGA CITY — Congressman Juan Ponce Enrile Jr. of the first district of the Province of Cagayan has vowed to help promote Zamboanga City as a tourist and investment destination stressing that the city is a beautiful place and has a lot to offer.
"I certainly will tell my constituents and provincemates in Cagayan that they should come and visit Zamboanga Peninsula especially Zamboanga City. Zamboanga is such a beautiful place and it has a lot to offer", the solon and son of Senator Juan Ponce Enrile.
Fondly called Jackie, Cong. Enrile was in Zamboanga City yesterday to consult with farmers and fisherfolks concerning his proposed bill on food alleviation. He paid a courtesy visit on Mayor Celso Lobregat in City Hall at 9 am before proceeding to the consultation venue.
"Zamboanga City has always been safe for me", the solon said admitting that he has frequented the city when he was younger especially when his family was operating a factory here. "I told the mayor (Lobregat) that the misperception about Zamboanga City and Zamboanga Peninsula is not true".
The Cagayan Province congressman expressed belief that tourism should be pushed in the city as the region given the numerous potentials and assets.
When asked to compare Zamboanga City then and now, the congressman without batting an eyelash said the city is "built up" now and expressed surprise over the development that has occurred in the city in the last few years.
"It is actually built up now and I am surprised at the amount of development that has occurred here in 20 years. I am happy it is a beautiful place that has a lot to offer, you have a great airport, a great port and good roads and a vibrant economy", the Cagayan Province solon emphasized in an interview with City Hall reporters.
During the courtesy call in City Hall, the mayor and the visiting congressman discussed various issues concerning the 15th Congress and issues affecting the city and other parts of the country.
Cong. Enrile is chairman of the House committee on Ways and Means and Agriculture among others. He is set to file on Monday a bill that deals on the issue of food security, which he hopes to influence policy directions in as far as agriculture is concerned.
From Zamboanga City, the congressman and party proceeded to Ipil and Pagadian, Dipolog and Dapitan before flying back to Manila the day after tomorrow.

ZAMBOANGA CITY — Mayor Celso Lobregat will meet this morning the 1,492 students hired by the city government for summer jobs under the Special Program for the Employment of Students (SPES) in coordination with the Department of Labor and Employment (DOLE).
Lobregat will address the summer job workers mostly college students composing the second batch of the program at the City Coliseum in Tetuan. They will work for 20 days from May 4 to 31.
The students will be assigned to cleanliness and beautification activities in the barangays, street sweeping, maintenance of parks and gardens, janitorial services, carpentry, clerical works and other related activities or office assignments.
Under the program, which is mandated by the national government through Republic Act 7363, summer job students will receive a daily salary of P172.72 each or P3,454 for 20 days.
Of the total amount, 60% or P103.63 will be paid by the city government, while DOLE will pay for the remaining 40% equivalent to P1,381.40.
City Social Welfare and Development Officer Francisco Barredo said Mayor Lobregat had allocated P9 million for this year's SPES with a total of 3,186 students hired for the purpose.
The first batch of 1,550 mostly high school students started last April 12 until May 11.
Barredo said the program aims to instill among the students the value of work at the same time helps them earn money to pursue their education in the coming school year.
"The city has been able to assist thousands of indigent students to finish their studies through the SPES program. These students are now gainfully employed in various fields," Barredo added.

PRESIDENT Benigno Aquino III and key Philippine-Eaga officials will head off for Jakarta, Indonesia on May 6 to push for the Philippine-Eaga initiative in the 7th Brunei Darussalam-Indonesia-Malaysia-Philippines East Asean Growth Area (BIMP-Eaga) Summit.
The 7th BIMP-EAaga Summit will be held on May 8 as part of the 18th Association of Southeast Asian Nations (Asean) Summit related meetings being held from May 4-8 at the Jakarta Convention Centre in Jakarta, Indonesia.
President Aquino will meet his Eaga counterparts, Sultan Haji Hassanal Bolkiah of Brunei, President Susilo Bambang Yudyohono of Indonesia, and Prime Minister Najib Tun Razak of Malaysia.
This year's Eaga Summit will highlight issues about improving interconnectivity within the sub-region in line with the Master Plan on Asean Connectivity.
In the meeting, the Philippines will push for further connectivity in the sub-region through the establishment of roll-on, roll off (Roro) transportation system.
The development of Roro terminal system has been identified as a key strategy to expand more trade and reduce the cost of inter-island transportation across the subregion.
At present, there are already six potential Roro routes identified for BIMP-Eaga, particularly connecting Mindanao and its neighboring areas in the subregion.
These are the Zamboanga-Sandakan (Sabah), Zamboanga-Kota Kinabalu (Sabah), Zamboanga-Muara (Brunei), Glan, Sarangani-Tahuna or Bitung (Indonesia), Brooke's Point (Palawan)-Kudat (Sabah), and Gensan-Muara (Brunei) routes.
The Eaga leaders are also expected to provide key directives on fast-tracking the implementation of priority infrastructure projects in the subregion, particularly in the areas of transport, energy, trade facilitation and information communication technology (ICT).
The meeting is also expected to come up with key directives on ensuring food security, promoting eco-tourism, developing strategies for conservation and sustainable management of Eaga's natural resource and biodiversity.
Strengthening the BIMP-Eaga Business Council will also be discussed in recognition of the private sector's critical role in accelerating the growth of the subregion.
"President Aquino takes cognizance of BIMP-Eaga as a key strategy towards a more integrated economy that generates business opportunities for growth," Antonino said.
She said this year's summit will be an opportunity for the four member countries to take stock of what has been achieved so far and pursue more strategic and concrete programs and projects that would ensure the attainment of development goals and targets set forth in the Eaga roadmap.

The BIMP-Eaga Leaders Summit is a gathering of the sub-region's four Heads of State to renew commitment and further deepen cooperation among the member countries in various areas.
It is also a venue for Eaga leaders to discuss and exchange views on various sub-regional issues of mutual concern.
Created in 1994, BIMP-Eaga is a four-country grouping collectively pursuing sub-regional economic growth. With an estimated 50 million people spread out across 1.5 million square kilometers of land in four countries, the BIMP-Eaga is Asia's largest sub-regional cooperation.
After suffering a backlash from the 1997 financial crisis,

MANILA, Philippines - Solar developers in the country have urged the government to increase the solar installation target of 100 megawatts (MW) over the next three years.
The Philippine Solar Power Alliance (PSPA) said “the industry is puzzled by the business-as-usual approach of the National Renewable Energy Board (NREB) and urges government to project 235-MW solar capacity amidst rising fuel cost and power crisis in Mindanao.”
Based on Department of Energy (DOE) records, 44 projects with an aggregate capacity of 420 MW applied for service contracts with the agency as of April this year.
PSPA chairman Ramon Abaya, who is also president of Cagayan Electric Power and Light Co. (Cepalco), said a large number of these projects will be located in the provinces of Davao, Zamboanga, Misamis and the city of Cagayan de Oro. Abaya reminded the government on the urgency of addressing the six-hour brownouts currently being experienced in Mindanao due to inadequate capacity of existing power plants.
“Undoubtedly, these projects can provide the much-needed relief in Mindanao because solar power plants can be deployed within six months,” he said.
“The supply gap in Mindanao is real and it needs to be resolved fast. Solar energy offers immediate relief in mitigating productivity losses, economic slowdown, and quality of life degradation brought by brownouts. Sadly, solar power is ignored and its promise not fully appreciated by policymakers,” he added.
“Coal plants will take three years to build. Industries, commercial establishments and households in Mindanao need not wait and suffer any longer when solar electricity can be available now.”
The NREB emphasizes the impact of solar electricity to consumers, and cautions developers on the high feed-in rate.
“Yet, as argued by PSPA, the NREB conveniently omits the increases borne by households and business due to an oil price hike,” Abaya said.
A comparative study conducted by PSPA on the generation cost in Mindanao clearly shows how renewable energy serves as buffer to rising bunker fuel prices.
“If not for hydroelectric power, as well as solar, consumers would have paid an increase of as much as P1.84/kwh in 2004, P0.98 in 2009, and P0.57 in 2010 primarily due to rising prices of bunker fuel,” said PSPA president Tetchi Capellan.
By mixing fossil fuel with renewables, “the generation cost in Mindanao dropped... utility companies are able to reduce electricity prices as blending power allowed companies to charge less,” she added.

Thus how Canadian priest Fr. Arthur Winikoff described the Chabacano radio drama that he is reviving in Zamboanga City in an effort to preserve Chabacano or the so-called broken Spanish language that evolved over 300 years ago during the occupation of Spaniards in this southern part of the Philippines.
Winikoff, founder and director of the St Francis House --an orphanage established in Zamboanga City by the Our Blessed Mother of Victory Mission Foundation Inc., said he has produced series of Chabacano radio drama with the help of local radio drama artists as his contribution to preserve Chabacano, which some people think is fast becoming extinct.
He said the Chabacano radio drama can be heard over DXKZ 91.5 FM every Saturday from 7 to 9 pm during the public affairs program "El Isyu Ahora." The production of Chabacano radio dramas stopped in Zamboanga City over a decade ago when local radio stations started to play Bisayan radio dramas mostly coming from Cebu City.
Winikoff said his intention to revive Chabacano radio drama has three major reasons: first- to preserve Chabacano language; 2nd - to teach radio listeners about the lives of good people and enhance their faith to God as contents of the radio drama are all about lives of Catholic saints; and thirdly, to give entertainment to the radio audience.
Asked how much he spent for the production of the radio drama, Winikoff said "a substantial amount but what is more important are the intentions."
The 62-year-old Canadian priest first arrived in Zamboanga City sometime in 1987 to establish the St Francis House orphanage where he placed and took care of the rounded up streetchildren. Bong Bue

Four of the six bodybuilders from Zamboanga City who represented the country in the 2011 5th Asia Pacific International Bodybuilding and Figure Championship held in Boracay Beach, bagged titles.
SPO4 Lito Mabalot, team coach said that Ricky Francisco won 4th place in the Novice Category, Roger Atilano, 4th place in the Master Category, Jonard Pielago, 5th place in the Medium Category and Ramsey Hamja, 5th place in the Short Category.
The Philippine team competed with six foreign countries in Boracay Beach last April 28 to May 1.
Mabalot said that from the nine other countries who were supposed to join the competition, only six showed up. They were Malaysia, India, Pakistan, New Zealand, U.S.A. and U.A.E.
He said that the Philippine team exerted efforts to compete with the other foreign countries and emerged with positive results.

Mabalot and Kit Mortera, head of delegation, are responsible for giving all-out support to the local body builders as they guided them to attain success in bodybuilding sport.
At present, Mabalot said that there are a lot of young Zamboangueños who are undergoing trainings in the different gyms in the city and many of them have potentials to become champion.

The Nuevo Zamboanga College (NZC) is set to offer the course of Bachelor of Science in Criminology this coming school year 2011-2012.
The office was given the necessary permit by the Commission on Higher Education (CHED) to offer the course last January.
The dean for the new College of Criminology is Joner Villaluz. The professors will include some of the City's top cops like Sta. Maria Police Station Commander, Police Chief Inspector Felix Martinez Jr., and Zamboanga City Police Office, Chief Investigation Section, P/Sr. Insp. Joel Tutuh. Atty. Carl Rubio and Atty. Michael Dela Cruz will also be instructors in the said course.
The curriculum of the school will include general law, investigation, intelligence and others.
NZC Founder and President, Monsi Dela Cruz said, “we want to teach these students not only police work but also prepare them for life.”
He added that what is also very important is “jobs after graduation”, and the school will also help the students find the right job after graduation.
For interested applicants, registration is on going. The requirements include the applicant's high school report card, transcript of records for transferees, certificate of good moral character, three pieces 2x2 pictures, photocopy of birth certificate and drug test.
The opening of classes will be on June 20

AFAIK, charges might be lower than non-renewable source of energy. For example, there is a need to buy coal in other countries for the use of the coal-fired power plant. another one is the diesel run power plants which as we all know the prices of fuel products keeps on increasing and these products are limited.
On the other hand, renewable sources of energy like what is it called "renewable" is cheaper and not limited in specific cases. As what I have learned from the news is that electricity in mindanao is not as expensive compared from Luzon and Visayas. Because Mindanao's power supply contributor is from our Hydro power plants.
Going to Solar, building Solar panels costs at a high price and that there are other factors to consider like climate of the place. But if we will try to look into it, what we only need is sunlight which is always THERE and FREE.
The problem in building solar power plants is that the high-cost construction of it.

In the case of Zamboanga, I remember there were 2 proposals, one is for a Coal-fired power plant (Conal Holdings) and Solar power plant (I forgot the name of the company). If you ask me, there is no problem with coal as long they will be able to pass all necessary requirements. But definitely Solar is better as it is renewable and safe to the environment.

Thus how Canadian priest Fr. Arthur Winikoff described the Chabacano radio drama that he is reviving in Zamboanga City in an effort to preserve Chabacano or the so-called broken Spanish language that evolved over 300 years ago during the occupation of Spaniards in this southern part of the Philippines.
Winikoff, founder and director of the St Francis House --an orphanage established in Zamboanga City by the Our Blessed Mother of Victory Mission Foundation Inc., said he has produced series of Chabacano radio drama with the help of local radio drama artists as his contribution to preserve Chabacano, which some people think is fast becoming extinct.
He said the Chabacano radio drama can be heard over DXKZ 91.5 FM every Saturday from 7 to 9 pm during the public affairs program "El Isyu Ahora." The production of Chabacano radio dramas stopped in Zamboanga City over a decade ago when local radio stations started to play Bisayan radio dramas mostly coming from Cebu City.
Winikoff said his intention to revive Chabacano radio drama has three major reasons: first- to preserve Chabacano language; 2nd - to teach radio listeners about the lives of good people and enhance their faith to God as contents of the radio drama are all about lives of Catholic saints; and thirdly, to give entertainment to the radio audience.
Asked how much he spent for the production of the radio drama, Winikoff said "a substantial amount but what is more important are the intentions."
The 62-year-old Canadian priest first arrived in Zamboanga City sometime in 1987 to establish the St Francis House orphanage where he placed and took care of the rounded up streetchildren. Bong Bue

And it was so amusing while I did the census enumeration a few years back in remote (purely) Muslim barrios in my hometown listening over the radio and how they enjoyed the drama series. And it served its purpose. Now if we do the same with the Chavacano language, for sure the purpose will be well served sooner or later.

The 7th BIMP-EAaga Summit will be held on May 8 as part of the 18th Association of Southeast Asian Nations (Asean) Summit related meetings being held from May 4-8 at the Jakarta Convention Centre in Jakarta, Indonesia.
President Aquino will meet his Eaga counterparts, Sultan Haji Hassanal Bolkiah of Brunei, President Susilo Bambang Yudyohono of Indonesia, and Prime Minister Najib Tun Razak of Malaysia.
This year's Eaga Summit will highlight issues about improving interconnectivity within the sub-region in line with the Master Plan on Asean Connectivity.
In the meeting, the Philippines will push for further connectivity in the sub-region through the establishment of roll-on, roll off (Roro) transportation system.
The development of Roro terminal system has been identified as a key strategy to expand more trade and reduce the cost of inter-island transportation across the subregion.
At present, there are already six potential Roro routes identified for BIMP-Eaga, particularly connecting Mindanao and its neighboring areas in the subregion.
These are the Zamboanga-Sandakan (Sabah), Zamboanga-Kota Kinabalu (Sabah), Zamboanga-Muara (Brunei), Glan, Sarangani-Tahuna or Bitung (Indonesia), Brooke's Point (Palawan)-Kudat (Sabah), and Gensan-Muara (Brunei) routes.
The Eaga leaders are also expected to provide key directives on fast-tracking the implementation of priority infrastructure projects in the subregion, particularly in the areas of transport, energy, trade facilitation and information communication technology (ICT).
The meeting is also expected to come up with key directives on ensuring food security, promoting eco-tourism, developing strategies for conservation and sustainable management of Eaga's natural resource and biodiversity.
Strengthening the BIMP-Eaga Business Council will also be discussed in recognition of the private sector's critical role in accelerating the growth of the subregion.

Yes, I agree but I guess a solar/lpg-coal tandem (or trio) would be much better. You see, it takes four years to build a coal-fired power plant that is as big as the one that Conal Holdings envisions for the city while it takes only six months to construct a solar power plant. While waiting for the coal power plant to finish, Infinity's solar power plant can at least help augment the city's power supply to avoid -or at least lessen the effects of- power deficiencies. Plus, the availability of several power plants will make the city prepared for future increases in power demand.

ZAMBOANGA CITY — The Department of Public Works and Highways (DPWH) has allocated a funding of P40 million in its 2011 budget for the expansion of the R.T. Lim Boulevard site development project which will cover the remaining 400 linear meters baywalk leading to the area fronting the City Council building.
Mayor Celso Lobregat disclosed this following a meeting with DPWH Secretary Rogelio Singson in Manila last week. Also present in the meeting were District Engineer Merham Acas and DPWH regional officials.
Mayor Lboregat has been following up the matter since last year and an initial meeting was held September 2010 also in Manila when the first phase of the project was ongoing construction. The mayor sought for additional funding from the national government for the phases II and III of the project.
Last April 26, the city government unveiled the first phase of the site development project as part of the activities commemorating Dia de Ma'am Caling which marked the 90th birthday of the late Mayor Maria Clara Lobregat. The first phase was a partnership of the national government and the local government.
The national government through the initiative of House Deputy Speaker Beng Climaco funded the initial cost of P20 million for the pile driving, partial filling and shoreline protection while the city government came in for the site development including expansion and beautification of the road and sidewalk amounting to P8.6 million.
In the second and third phases of the project, the national government will also fund the initial work similar to what it did in the first phase while the local government will shoulder the expenses for the site development and beautification.
"Secretary Singson has committed that this will be done because we said that our funds are available and are ready for use in the site development and beautification", the mayor said stressing that the city government cannot undertake site development if the national government will not initiate the initial work.
The national government is estimated to spend P40 million for the entire expansion project while the city government is set to shoulder the P20 million site development and beautification.
Mayor Lobregat said during the meeting last week, Sec. Singson has instructed Engr. Acas to prepare the plans and estimates for the R.T. Lim expansion project and to immediately submit the same to the DPWH.
Acas was expected to meet with Lobregat yesterday afternoon to show the plans and estimates prior to its submission to DPWH Manila.
The first phase of the R.T. Lim Boulevard site development project covering 200 linear meters is the newest destination of promenaders. The boulevard is one of the city's most cherished landmarks.

Mayor Celso Lobregat yesterday announced that a total of P150 million has been initially appropriated by the national government, thru the Department of Public Works and Highways (DPWH), for the road expansion at Baliwasan Seaside.
This ambitious project aims to decongest the flow of traffic in the west part of the city since the narrow road along San Jose could not be widened due to the presence of the hundreds of concrete houses and business establishments, which for sure, will cost the government to spend much in paying owners of properties situated along the road.
Lobregat said he already discussed with DPWH officials regarding the project that resulted to its positive response by committing P150 million for the purpose.
It would be an additional of 7-meter wide both sides of the existing road that will connect the road to Suterville, San Jose Gusu.
The busy road of San Jose is too narrow causing heavy traffic particularly during peak hours.
Lobregat believes that with the expansion of the road at Baliwasan Seaside, the city would solve great percentage of the traffic problem in the west.
Although there are structures found along the road at Baliwasan Seaside which will be affected in the road expansion project, such is just a minor problem compared to that of the number of establishments situated along San Jose road, Lobregat said.
The project will commence as soon as the funds would be made available and proper bidding procedure follows as mandated under the Philippine Procurement Act, Lobregat said. — Jimmy Villaflores

I think the road Expansion will cover the remaining 1.4 km stretch of R.T. Lim Boulevard. It'll be 4 lanes(I think) now because the current road is just 2 lanes.

The Philippine Ports Authority (PPA) is set to be privatized next year as per government policy of privatization of ports in the Philippines.
PPA Manager Leonilo Miole said, “we are scheduled for privatization next year, that is the policy.”
The privatization of the Zamboanga City Port according to Miole will make the port more efficient and will improve the business environment in the city.
After privatization, Miole said, “the government will still own the port. Sila lang ang mag operate.” referring to the investor.
The port operations will be handled by the investors while the collection of port charges will be handled by the PPA.
According to Miole, there are already ports in the Philippines which were privatized like the North Harbor and South Harbor and other ports are also set to be privatized include the Davao Port, Batangas Port, and General Santos port.
Interested investors should submit their project proposal either at PPA in Zamboanga or directly in PPA Manila Office.
According to Miole, there will still be processes like the series of meetings with the proposed investors and the bidding process before the privatization can be realized.

ZAMBOANGA CITY — They call themselves the "Thunder Rider" and they have been traveling to at least six cities in Mindanao on their big motorcycles in search for possible business partners while having adventure and promoting camaraderie. Yesterday morning, they had their "stop" here in Asia's Latin City, Zamboanga.
Twenty (20) foreign bikers who are mostly businessmen from Malaysia were here yesterday with hopes to gain and establish contacts for business opportunities. They paid a courtesy call to City Mayor Celso Lobregat for a short business chat and a tour around the city proper
Thunder Rider team leader Kamarul Bahrin said "since our last visit here in 2007, we have observed that the city has improved specifically the road networks linking Zamboanga City to Pagadian City."
These bikers have toured six cities in Mindanao that include Davao, Cotabato, Butuan, Bukidnon, Pagadian and here in Zamboanga City.
According to Gerardo Reynaldo, Presidential Staff Officer, Mindanao Development Authority (MinDA) who have been assisting the group in its Mindanao biking escapades, Thunder Rider have already established business contacts in these cities for future business ventures in these areas
Bahrin further narrated their experience of the "rocketing high" prices of gasoline and food in places where they have visited. "But money is nothing compared to the adventure and friendship we gained during our travel" he emphasized.
The bikers arrived in the city on board a boat from Malaysia where they also "carry" on board with them their big bikes.
The bikers made their last stop here before finally heading back to Malaysia yesterday afternoon via the city's local wharf. (JPA/ PIA9- Zambo City)

Its all systems go for the Erik Santos 'This is the Moment' concert on May 8 at the Astoria Regency.
Matu Ilagan, concert organizer said that tickets are running low because of demands and reservations for dinner seats at the Regency.
"This is actually a benefit show, with top balladeer Erik Santos sharing the stage with wildly livewire comedians like Marissa Sanchez and Ogie Diaz ready to wow the Zamboanga crowd". Ilagan said.
Mattu Ilagan emphasized that part of the proceeds of the show will go the charity wards and chairty programs of the Zamboanga Puericulture Maternal Lying in Hospital.
"There is a growing need for medical help, thats why we (Puericulture) is responding to such needs. And we can raise humble amount of money so that we can further widen the charity ward of our facility partucularly the mothers and babies". Ilagan said.
This is the moment tickets are available at the Puericulture center and at all Ceciles Pharmacy outlets.

Those photos were taken during the week-long celebration of 74th Dia de Zamboanga last February. The information on the link / source says that the photos were uploaded last February 28. The security personnel (members of Task Force Zamboanga) are usually stationed in strategic points in the city every time there is a big event held here (street dances, major parades, etc).

Councilor Gerky Valesco yesterday said the new airport slated to be built and implemented in Talabaan-Mercedes area will further heighten and advance the economic gains of Zamboanga City.
Valesco articulated his observation saying the city proper is becoming more congested everyday and that new growth centers are deemed to intensify the economic success made by the present administration.
“The proposed project to put up a more wider and modern airport in the east coast initiated by Congresswoman Beng Climaco will definitely make Zamboanga City truly the center of the Western Mindanao. The proposal (of a new airport) is very timely as the national government has recognized the benefits of the so-called ‘open skies’ policy”. Valesco said.
The mediaman turned legislator said the present airport site can be converted into a financial district and business center, where investments for malls and high rise structures can accentuate the city’s best prospects.
“A Makati-like setting can rise up in the present location where the airport is situated. Over the years, not much of the high structures can be put up because of the air path for planes and choppers. But with the new airport in the east coast, investors will unquestionably consider enhancing their businesses here”. Valesco said.
Valesco said he is happy that the airport at a new location will compliment the proposed Integrated Bus Terminal envisioned by Mayor Celso Lobregat and the circumferential road to be undertaken by Cong. Erbie Fabian.

CEBU CITY, Cebu, Philippines — A bridge connecting Zamboanga to Siadan Island in Malaysia has been included in a long-term plan considered by the Association of Southeast Asian Nations Business Advisory Council (ASEAN-BAC).
This big-ticket project is intended at forging stronger trade relations between the Philippines and the rest of Southeast Asia.
Jay Yuvallos, a member of the ASEAN-BAC representing small-and-medium entrepreneurs (SMEs), said this will be one of the projects prioritized by the Council, with the infrastructure connectivity providing a RoRo (Roll-On-Roll-Off) facility from the Philippines to Malaysia.
“Geographically, the Philippines is separated from the rest of the ASEAN countries,” pointed out Yuvallos. “Zamboanga and Sipadan are close in proximity so we can start from there."
According to Yuvallos, other Philippine representatives in the Council, including Philippine Long Distance Telephone Company (PLDT) Chairman Manuel Pangilinan and Teresita Sy-Coson, daughter of business mogul Henry Sy, are already in talks with regards future realization of said plan.
“We are seriously pushing through with this ASEAN integration program to boost trade relations with our neighbors,” Yuvallos stressed, pointing out that “the ASEAN is a huge market in itself, with a 600 million-strong population and gross domestic product of about USD$1.4 trillion.”
Yuvallos likewise advised exporters to now aggressively tap the ASEAN as a market for Philippine-made products.
Although comprised of other nations considered as competitors, the ASEAN market will soon become a single market with one production base by 2015, Yuvallos said.
The ASEAN-BAC has recently been formalized in order to fast-track the transformation of ASEAN into a single economic community, attracting the rest of the world to take advantage of the region’s over 600-million market base.

MANILA — Malacañang has lauded the creation of an inter-agency task force to monitor and combat human trafficking crimes in the Zamboanga Peninsula and expressed hope that such a mechanism can be replicated in other regions in the country.
Executive Secretary Paquito N. Ochoa Jr. said on Friday the establishment of the Zamboanga Sea-Based Anti-Trafficking Task Force (ZSBATTF) provides a major boost in the government’s fight against the illegal trade of human beings and will help efforts to remove the Philippines from the United States watch list on human trafficking.
“The creation of inter-agency task force and establishment of anti-human trafficking units had been proven to be successful in reducing human trafficking in other countries.
We hope that it will do the same thing for us and the setting up of ZSBATTF is a good start,” the Executive Secretary said.
Ochoa issued the statement after receiving the report of retired Police Director Felizardo M. Serapio, executive director of the Philippine Center on Transnational Crime (PCTC), informing the Office of the President that member-agencies of the ZSBATTF have formalized their partnership in the drive against human trafficking with the signing of a memorandum of agreement (MOA) last March 21.
The signing of the agreement was held at the Philippine Ports Authority-Visayan Forum Halfway House, Port Area, Zamboanga City, with United States Ambassador to the Philippines Harry K. Thomas as keynote speaker.
In the report, Serapio said the presence of Thomas “demonstrates the commitment of the U.S. Government in the fight against trafficking in persons.”
“We have to show our commitment in getting rid of human trafficking, practically and sustainably. Human trafficking is a menace that deprives people of their rights and fundamental freedoms,” the Executive Secretary said.
Last year, the U.S. placed the Philippines in the Tier 2 watch list, precariously close to falling to the Tier 3 category which lumps countries that fail to meet the minimum standards of the Trafficking Victims Protection Act of the U.S.
The Philippines has been classified a Tier 2 watch list country since 2007, the second straight year the country has been in this category. The primary duty of ZSBATTF is to conduct intelligence, surveillance and monitoring activities of trafficking operations within the Zamboanga International Port and Zamboanga International Airport. It is tasked to undertake a unified, coordinated and synchronized interception, arrest and investigation of suspected traffickers in persons as well as rescue of trafficking victims at the two ports.
In its first major rescue operation following its creation, the ZSBATTF had prevented 82 women, believed to be victims of human trafficking, from boarding a Malaysia-bound chartered aircraft at the airport in Zamboanga, considered a transit point in the south.
ZSBATTF is composed of representatives from the PCTC, Department of Justice, Philippine Ports Authority, Philippine Coast Guard, Bureau of Immigration, Department of Social Welfare and Development, Office of the Zamboanga City Social Welfare and Development, Department of Foreign Affairs, Overseas Workers Welfare Administration, Philippine Overseas Employment Administration, Department of Labor and Employment, National Intelligence Coordinating Agency, Philippine National Police-Maritime Group, Philippine Navy, National Bureau of Investigation, PNP-Women and Children Protection Desk, Criminal Investigation Detection Group, Civil Aviation Authority of the Philippines, PNP Aviation Security Group, Bureau of Customs and Bureau of Quarantine, and the non-government organization Visayan Forum Foundation Inc. The City Administrator’s Office is now preparing to apprehend "colorum" tricycles or those operating without the necessary franchise.
Assistant City Administrator Elmeir Apolinario said, “chene ya ese instruction para cuji ta buska kame lugar para storage.” (There is already instruction to apprehend them, we are just looking for a place as impounding area)
Colorum tricycles which are apprehended for operating without franchise will be fined P2,000. The tricycle will be towed to the impounding area and will stay there until the tricycle owner complies with all the necessary requirements in securing a franchise.
Apolinario said the crackdown against colorum tricycles will start anytime. He added that Mayor Celso Lobregat already gave order to apprehend said tricycles last week.
He said 40 traffic enforcers will conduct the operations together with the Zamboanga City Police Office.
Ordinance 185, known as “An Ordinance prescribing the operation of Tricycles and Granting Franchise for the Operation Thereof within the Territorial Jurisdiction of the City of Zamboanga” provides that violation of the conditions set in the law is a ground to cancel the franchise granted to the owner besides the administrative penalties also provided for in the said law.
Section 1 of the ordinance states that upon filing of the application of certificate of public convenience to operate motorized tricycle, the applicant must submit the following documents: certificate of registration and official receipt of payment of the registration fees for the current year; proof of financial capacity to operate; insurance policy covering third party liability; proof of payment of local and national taxes; professional driver’s license of the driver; police clearance of the operator and the driver; inspection report on road worthiness of the tricycle; pollution clearance issued by the pollution officer; health certificate and barangay clearance. The tricycle franchise renewal fees is only P350 per year.
The city has already stopped granting new franchises since 2002.
The agency tasked to supervise and oversee the operation of tricycles in the city is the Tricycle Ajudication Board (TAB) in coordination with the City Treasurer Office (CTO), the police, traffic enforcement team and the Land Transportation Office (LTO).
Mayor Celso Lobregat earlier called on concerned authorities to implement a no-nonsense campaign against unauthorized or colorum tricycles.
The ultimatum set by the City Treasurer’s Office (CTO) for the payment of fees for the renewal of tricycle franchises has already lapsed last May 2.
More than 4,000 out of the total 7,144 tricycle franchise holders have renewed their franchises and paid the corresponding fees.

The Conal Holdings Corporation has revealed that they are continuing their on-going feasibility study on the proposed site for the Coal-Fired Power Plant inside the Zamboanga Economic Freeport Zone (Ecozone) in Barangay San Ramon.
Conal Holdings Corporation, Vice President for Business Development Joseph Nocos said that the Conal Holdings Corporation continues its feasibility study and the Environment Impact Assessment in the area which already started last April 2 and is expected to finish after three to four months.
Nocos said “this will ensure that we are building the plant in the right place.” The studies being conducted on the site are topographic studies, hydro-graphic studies, geotechnical studies and they are also checking the depth of the sea to build a seaport near the site to receive the coal shipment.
He also added that the site in Zamboanga Ecozone is a good site for the power plant.
On the Environment Compliance Certificate (ECC), he said, “I estimate that we should be in the position to file perhaps by middle or end of June or July.”
Nocos said that the latest state of the art Coal-Fired Power Plant will cost P12 Billion and the funding will come from Conal and their partners who want to invest in the project.
The power plant will use clean coal technology and the coal will be imported from Kalimantan, Indonesia.

The Conal Holdings is targeting to start building the plant by August next year and it is expected to finish after 32 to 36 months.
He said, “provided that the feasibility study is positive and we are issued the necessary permits, I believe that the project will push through.”
Their office is also conducting an intensive information campaign especially on those living near the proposed plant to disseminate correct information on the project.
The group already went to Barangay Talisayan and Pamucutan to conduct information campaign and Conal Holdings will also conduct a city-wide information campaign.
Nocos added that the Conal Holdings is willing to talk to those opposed to the project so all things can be explained to them.
The health and environmental issues are just some of the worries of the residents residing near the proposed site of the power plant.
Nocos said coal is a better power alternative since it is more abundant than oil. Coal is also four times cheaper than oil and it is made from organic materials.
Coal-Fired Power Plants are also being used in first class countries like United States, Europe, and Japan.

CEBU CITY, Cebu, Philippines — A bridge connecting Zamboanga to Siadan Island in Malaysia has been included in a long-term plan considered by the Association of Southeast Asian Nations Business Advisory Council (ASEAN-BAC).
This big-ticket project is intended at forging stronger trade relations between the Philippines and the rest of Southeast Asia.
Jay Yuvallos, a member of the ASEAN-BAC representing small-and-medium entrepreneurs (SMEs), said this will be one of the projects prioritized by the Council, with the infrastructure connectivity providing a RoRo (Roll-On-Roll-Off) facility from the Philippines to Malaysia.
“Geographically, the Philippines is separated from the rest of the ASEAN countries,” pointed out Yuvallos. “Zamboanga and Sipadan are close in proximity so we can start from there."
According to Yuvallos, other Philippine representatives in the Council, including Philippine Long Distance Telephone Company (PLDT) Chairman Manuel Pangilinan and Teresita Sy-Coson, daughter of business mogul Henry Sy, are already in talks with regards future realization of said plan.
“We are seriously pushing through with this ASEAN integration program to boost trade relations with our neighbors,” Yuvallos stressed, pointing out that “the ASEAN is a huge market in itself, with a 600 million-strong population and gross domestic product of about USD$1.4 trillion.”
Yuvallos likewise advised exporters to now aggressively tap the ASEAN as a market for Philippine-made products.
Although comprised of other nations considered as competitors, the ASEAN market will soon become a single market with one production base by 2015, Yuvallos said.
The ASEAN-BAC has recently been formalized in order to fast-track the transformation of ASEAN into a single economic community, attracting the rest of the world to take advantage of the region’s over 600-million market base.

Councilor Gerky Valesco yesterday said the new airport slated to be built and implemented in Talabaan-Mercedes area will further heighten and advance the economic gains of Zamboanga City.
Valesco articulated his observation saying the city proper is becoming more congested everyday and that new growth centers are deemed to intensify the economic success made by the present administration.
“The proposed project to put up a more wider and modern airport in the east coast initiated by Congresswoman Beng Climaco will definitely make Zamboanga City truly the center of the Western Mindanao. The proposal (of a new airport) is very timely as the national government has recognized the benefits of the so-called ‘open skies’ policy”. Valesco said.
The mediaman turned legislator said the present airport site can be converted into a financial district and business center, where investments for malls and high rise structures can accentuate the city’s best prospects.
“A Makati-like setting can rise up in the present location where the airport is situated. Over the years, not much of the high structures can be put up because of the air path for planes and choppers. But with the new airport in the east coast, investors will unquestionably consider enhancing their businesses here”. Valesco said.
Valesco said he is happy that the airport at a new location will compliment the proposed Integrated Bus Terminal envisioned by Mayor Celso Lobregat and the circumferential road to be undertaken by Cong. Erbie Fabian.

Dapat na talaga ilipat ang Airport ng Zamboanga sa Mercedes-Talabaan as soon as possible. The National Government should look into this. Kailangan natin ang support from the NG and even P-Noy.

Paseo del Mar teemed with people last night as the city government unfolded the first ever Chabacano Rap competition in line with the 2011 Summer Festival.
Six groups vied for the title with P3, 000 prize for the first placer; P2, 000 for the second placer andP1, 000 for the third place winner. Non-winning entries received consolation prizes of P500 each.
Mayor Celso Lobregat led in the awarding of the winners.
Apart from being part of the 2011 Summer Festival, the competition is also part of the city’s initiatives to preserve and conserve the chabacano language.
The contestants included MAD X of Sta. Catalina with the composition “Este Mi Vida”; Illegal Jokers of Maasin with the composition “Hinde Iyo Igual Conele”; La Herencia Tragica of Tumaga with the composition “Bandera”; Verbal Thread of Tumaga with the composition “Paz y Orden”; H.L. CLANN of Cabatangan with the composition “Aqui na Di Mio Vida”; Tropang Piqueru of Labuan with the composition “Ca-me de Zamboanga”; Estillo of Talon-talon with the composition “Sistema” and Pamilya Durable of Tetuan with the composition “Ariba Zamboanga”.
The criteria for judging included composition- 35%; musicality that includes harmony, tune and beat- 40% and performance and interpretation- 25% or a total of 100 %.
The contestants must utilize chabacano words in the entire lyrics of the contest piece and must limit their performance to a minimum time of 2 minutes and a maximum of 4 minutes. — Sheila Covarrubias

The City Administrator’s Office is now preparing to apprehend "colorum" tricycles or those operating without the necessary franchise.
More than 4,000 out of the total 7,144 tricycle franchise holders have renewed their franchises and paid the corresponding fees.

The Conal Holdings Corporation has revealed that they are continuing their on-going feasibility study on the proposed site for the Coal-Fired Power Plant inside the Zamboanga Economic Freeport Zone (Ecozone) in Barangay San Ramon.
Nocos said “this will ensure that we are building the plant in the right place.” The studies being conducted on the site are topographic studies, hydro-graphic studies, geotechnical studies and they are also checking the depth of the sea to build a seaport near the site to receive the coal shipment.
He also added that the site in Zamboanga Ecozone is a good site for the power plant.
On the Environment Compliance Certificate (ECC), he said, “I estimate that we should be in the position to file perhaps by middle or end of June or July.”
The power plant will use clean coal technology and the coal will be imported from Kalimantan, Indonesia.

I wonder what happened to the proposed green and blue city bus network? I am really in favor of it. Imagine it's fare is only Php 10. plus the buses are air-conditioned. May mga images pa ng tourist attractions ng Zambo sa sides ng bus. Sayang! They should revive it.
