ZAMBOANGA CITY — United Nations Children's Emergency Fund (UNICEF) country representative Vanessa Tobin has considered as magnificent breakthroughs Zamboanga City's gains in its advocacy against human trafficking.
"I am very impressed by what you have presented and to me the most impressive of all is the fact that you ventured on not just sex trafficking but also on labor trafficking," Tobin told Mayor Celso Lobregat after the latter presented facts and figures on the city's gains in its anti-human trafficking campaign during a meeting yesterday morning in City Hall with House Deputy Speaker and District 1 Representative Beng Climaco-Salazar.
"Zamboanga City is making the hypes especially in the conviction of human traffickers. This is really incredible, a great breakthrough. You are very courageous as well and I thank you for your very successful endeavors," Tobin said as she also vowed that UNICEF will be helping Zamboanga in its advocacy on human trafficking in persons.
She said UNICEF has already established an office in Mindanao, particularly in Cotabato City, and it will be intensifying is country programs on sanitation, education and protection of children against violence and abuses, among others. "We found out that Zamboanga City is leading in this campaign incredibly."
Early on, Lobregat reported that in 2005 he had an executive order creating the Inter-Agency Committee Against Trafficking (IACAT) in Persons in Zamboanga City. The committee was later expanded to include Violence Against Women and Children, thus called IACAT-VAWC.
Lobregat said Zamboanga has distinguished itself as the first city in the country to have convicted a human trafficker under Republic Act 9208, otherwise known as the Anti-Trafficking in Persons Act of 2003.
"This landmark decision in 2005 was followed by two more convictions in 2007 and 2008," Lobregat reported, adding that the fourth conviction came in August 2010 involving a syndicate where the accused was sent to life imprisonment and ordered to pay P2 million in fines.
On February 8, this year, he said the city got its 5th conviction, but the first for labor trafficking in the country, where the accused was sentenced to 20 years imprisonment with P1 million fines.
To date, the Philippines has recorded over 20 convictions on human trafficking cases, of which Zamboanga City accounts for five convictions.
"This is a testimony of our serious pursuit against traffickers in the country," the chief executive said even as he vowed that the city government will continue to initiate strategies to stamp out the menace.
"We will continue to partner and collaborate with other agencies to strengthen defenses against this despicable crime. We will only succeed in this undertaking if we join hands with all stakeholders and work together for a common goal," Lobregat concluded.-( (JPA /VL PIA9-Zambo City)

ZAMBOANGA CITY — City 1st District Representative Ma. Isabelle Climaco, thru a letter to Secretary Ging Deles of the Office of the Presidential Adviser on the Peace Process (OPAPP), is reminding the government's peace panel that any peace negotiations that will be entered into by and between the Moro Islamic liberation Front (MILF) and the Philippine Government should be within the rules and bounds of the Constitution.
Climaco, together with Zamboanga City Mayor Celso Lobregat and 2nd District Representative Erico Basilio Fabian, reiterated that the government and the MILF should respect the people's voice made clear during previous plebiscites conducted on the inclusion of the city to ARMM and the nullified Bangsamoro Juridical Entity, under the Memorandum of Agreement on Ancestral Domain (MOA-AD). Twice, the people voted against the inclusion of the city to both, with 95% of the populace showing their disapproval.
"They should respect the desire of the Zamboangue?os that we remain as one Zamboanga City", she emphasized.
Climaco, with some selected members of the Congress, earlier, met with Sec. Deles in Manila where she stressed her stand that the negotiation with the MILF should be within the parameters of the Constitution to avoid another MOA-AD conflict in 2008.
Climaco pointed that OPAPP should formally reply to the letter by furnishing them updates of the ongoing negotiation.
The issue cropped up again after two years when MILF Chief negotiator Mohagher Iqbal, in a radio interview last week, said that they are still pursuing to include some part of the city, specifically, the commercial areas, in the "Bangsamoro Sub-States" which is being tackled in the ongoing peace talks. Iqbal said they have not changed anything from their original proposal which was junked by the Supreme Court.
"There have been no changes at all. We were told to reframe our proposal and this is it", Iqbal was quoted saying.
In 2008, the city government spearheaded a protest against the inclusion of the city to the Bangsamoro Juridical Entity (BJE). The entire city was caught by surprise by what appeared to be a draft of the peace pact, giving some areas in the city to the MILF.
Other cities in Mindanao who were to be included in the BJE also held rallies, notably Cagayan de Oro and Cotabato City.
All chief executives of the affected cities unanimously said that there were no consultations held before peace talks started. (JPA /MVDC PIA9-Zambo City)

It just goes to show that the city government of zamboanga doesn't support Robinsons. They're not interested in real progress, just they're own progress.

Downsouth -- By Hernani De Leon
Bustling Zamboanga
ZAMBOANGA CITY -- Among Mindanao’s urban centers, this city’s business section has the looks, sound and smell reminiscent of Manila’s old commercial district. The heavy pedestrian traffic, crowded post-World War II four- to seven-storey buildings and the small shops resemble those in Sta. Cruz and Quiapo, or even old Ermita.
Hispanic influence remains in the physical features of locals, in vintage structures, in rebuilt parks as well as in the Chavacano dialect, a mix of Spanish and Filipino. Security has been a perennial perception of the place among would-be investors, but, in reality, Zamboanga is a peaceful place.
The high annual population growth rate of roughly 3.5%, padded significantly by migrants, is a testament that the city scores high in terms of livability and confidence compared to nearby provinces and regions.
Retail business has always been vibrant even as "barter trade" shops selling duty-free imported items are no longer as active as in the 1980s. There are still trader cooperatives that sell the usual items from Malaysia and Singapore, but the volume of trade has been reduced to a small fraction.
Previous reports of the business sector blocking big companies, including retail chains, from other regions planning to invest here no longer hold. Manila’s fastfood chains, absent five years ago, are all over with each having several outlets mostly in the downtown area.
New shopping malls have been built, aiming a competitive edge in case retail giants from Cebu and Manila develop their own enclaves in this city of a million consumers, the second largest in Mindanao, in the coming years.
The latest buzz is that JG Summit has bought a prime property and will be the first outside investor to have a share of Zamboanga’s retail market, including the entire Zamboanga Peninsula and the island-provinces of Basilan, Sulu and Tawi-Tawi.
...
Tourism in the city is doing well, likewise, with increasing frequency of airline flights from Manila, Cebu and Davao. The centuries-old sea transport link with Sabah is still active through regular ferry to Sandakan. Travel time is 13 hours, nearly similar to that of Davao to Pagadian City in Zamboanga del Sur via Cagayan de Oro by bus.
Although the biggest hotel near the airport built a 12-storey annex, there is an apparent lack of rooms for visitors who want to stay at the downtown area. Even on a weekday, anyone without a reservation will be turned down by close to a dozen small business hotels.
An option is to stay in a relatively expensive room but a bit far from downtown, assuming that a suite or a deluxe room is available. It is a minor problem, though, since the rates of a top-rate hotel here is still cheap compared to those in Davao and Cebu.
While taxicabs are unavailable, motorized tricycles are everywhere. This mode of transport, a reminder of Bangkok’s tuktuk, has a uniform rate of P30 for destinations within the city proper. Taxicab service was introduced here about a decade ago but it lost the competition to tricycles.
...
This year’s World Development Report (http://wdr2011.worldbank.org/), a publication of the World Bank released last month, covered extensively the subject of conflict and development, which applies to Mindanao. New perspectives based on lessons learned from experiences in various parts of the world are well covered in the report.
"No low-income fragile or conflict-affected country has yet achieved a single Millennium Development Goal," it said. Mindanao, as a sub-national conflict case, is specifically mentioned in a background report (http://wdr2011.worldbank.org/CDD) on community-driven development projects supported by the World Bank.
There is a minor glitch, though, since that draft report described the Abu Sayyaf as a "radical separatist Islamic group." Abu Sayyaf, of course, is just a band of criminals that thrive on kidnap-for-ransom operations. The group’s terrorist activities, such as bombings, should be attributed on Jemaah Islamiyah’s influence, not on political ideology.
The same background paper also mentioned Mindanao’s rido, or clan wars, that often erupt into full-blown conflict involving entire clans. The Social Welfare department’s Kalahi-CIDSS (Kapit Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services) program as an effective anti-poverty intervention even in conflict areas was also there. By and large, the brief discussions on the island’s issues and challenges generally reflect what is happening here.
The 2011 World Development Report is certainly a breakthrough work and is definitely a valuable tool and a must-read, especially for decision makers in both the government and private sectors.
Incidentally, feedback from Mindanao regions I visited these past two months on World Bank-funded initiatives, such as the Mindanao Rural Development Program, Kalahi-CIDSS and the conditional cash transfer program were generally positive.
The old notion that high impact on the beneficiary community could be achieved only in small-scale development projects has been shattered in large-scale programs. It all boils down to program design as well as efficient and effective implementation of community-based projects.

Guys, let's be patient. Remember, RLC's target date to open its mall & hotel in Zamboanga is anytime in 2013 pa. It's May 2011 pa lang ngayon.

I was informed recently that RLC was frustrated that 168 (apparently in cooperation with local businessmen) was able to wrest away a key piece of property along Camins. This drastically reduced the frontage in the consolidated properties.
I do not know, however, if there is real confirmation that they are putting off from building a mall. The only indicative information we have is a small caption from the Daily Zamboanga Times that may or may not be reliable.
RLC has already purchased many of the lots and in case they do back off, they still already hold good pieces of prime estate and may still reevaluate their stand years down the line. Regardless, it is a massive blow to local development if they have indeed curtailed their mall plans for now.

I've already run in this thread many times the importance of acquiring the right size and frontage of lots in order to maximize planning and guarantee the return of investment. Not that RLC will not build, but they will once they acquire all the parcels they need. 100 square meters means a lot in planning and that always translates to money in leasing. I think it was also mentioned here that the councilor did caution about the hitch in the lot acquisition. Take heart, once a thorn in every project is pricked, everything will go full blast all the way to make up for lost time.

the first day those warehouses were demolished last year... that was already a done deal for Robinsons... there are contracts in which the land owners can't back out... the RLC are intelligent enough in these matters...
and as for the writer of the news... i think he does'nt know what it takes to build a mall... its not easy.. its not the same as putting up a residential house... they have to finalize and make sure they're mall will gain back they're expenses...

Those lots were already purchased but RLC can still choose to forego construction of a mall if circumstances aren't deemed to be favorable.
Land banking is often done by large corporations that deal with real estate and it wouldn't be out of the ordinary for RLC to follow this practice. They at least have in their possession a large tract of prime estate that they can choose to develop when the time is right.
That being said, I am still hopeful that they have not withdrawn their current plans and that we'll see some tangible developments very soon.

"ZukiChirO" May 18th, 2011, 07:32 PM Robinsons Land buys prime lot in Zamboanga
ZAMBOANGA CITY -- Robinsons Land Corp. has confirmed it bought a prime property in the city earlier this year but denied local reports the company would be building a shopping mall on that site soon.
“We still don’t have any plan for Zamboanga City,” Roseann C. Villegas, Robinsons Land’s corporate public relations manager, told BusinessWorld in a telephone interview.
“I am not privy to the details, but yes, we bought a property in Zamboanga,” said Ms. Villegas adding that as per plans, the property firm’s newest malls would open in Calasiao, Pangasinan and Puerto Princesa City in Palawan.
Last month, Jaybee Robert V. Baginda, an official of the local Land Registration Authority, had said Robinsons Land bought a two-hectare property within the city’s downtown worth P100 million. This fueled speculations in the local business community, specifically those in retail, that a new Robinsons’ mall would be constructed soon.
This city, considered a trading and commercial hub of Western Mindanao, hosts five shopping centers.
City council member Melchor Rey K. Sadain had said a Robinsons’ mall in Zamboanga City would be a welcome development not only for the Zamboangueños but also for our neighboring island provinces.
Robinsons’ retail business has been active in Mindanao specifically in the cities of Davao, Cagayan de Oro and Gen. Santos.
Robinsons’ department store currently serves as anchor establishment in the newly opened Abreeza shopping mall in Davao City, the first Ayala Land venture in Mindanao.
The Gokongwei-led developer grew its net profit for the six-month period ending March by 13% from year-ago levels to P2.037 billion, according to earlier reports.
This is slower than the 17% growth recorded for the first quarter of its fiscal year.
The first-half growth was attributed to a double-digit rise in earnings from the malls, office, hotel and residential businesses.
Shopping malls reportedly accounted for P1.576 billion or the biggest share of the developer’s six-month net profit. This was a 12% improvement from figures recorded in the same period last year. -- Amilbahar S. Mawallil

"ZukiChirO" May 18th, 2011, 08:10 PM DPWH sets P200M for Zambo bypass road project — Fabian
Tuesday, 17 May 2011 17:51
The Department of Public Works and Highways (DPWH) is allocating P200 million to jump-start the construction of a bypass road in this southern port city.
District 2 Rep. Erbie A. Fabian said the funding allocation is for the implementation of the first phase of the 32-kilometer bypass road, which is now on the drawing table, and would be implemented next year.
Fabian said the bypass road will link Barangay Culianan, 13 kilometers east of this city, to Barangay Patalon, 31 kilometers west of this city, passing through the hinterlands.
Culianan is in Fabian’s district while Patalon falls under this city’s first congressional district.
Fabian said the opening of the bypass road is aimed to reduce traffic congestion within five-kilometer radius from the city proper.
It will minimize the volume of vehicles entering the five-kilometer distance in going to the west coast coming from east coast and vice versa, he said.
At present, Fabian noted the travelers from the west coast in going to the east coast will either have to pass through the city proper or through the Gov. Ramos Avenue, which is within the distance of three kilometers from the city proper.
The construction of the bypass road has the support of several of the Congressmen as well as Senate President Juan Ponce Enrile, he added.

Mawallil

This news article only confirms what almost everyone here in Zamboanga already knows. To put it simply, what this RLC representative is saying is that you can't buy a lot and build a mall right away. It takes time and lots of planning. This is a huge investment. Divisoria/Boalan may become the next commercial center in Zamboanga.:)
Chrisvenz May 19th, 2011, 03:40 AM ^^ this is true, maybe next year RLC will build a mall and a hotel. 2 hectare of land is not enough for a mall. The biggest Robinsons Mall in mindanao is the Robinsons GenSan. It sits on an 8 hectares in its 29.6 hectares for RLC housing project in gensan city.

The 8 hectare lot which Robinsons Place Gensan stands is separate from the almost 30 hectare property for ROBINSONS HOMES (the former is located in Barangay Lagao while the latter is in Brgy. Labangal - 10 kms apart via the National Highway)
Currently, ROB GenSan is the biggest in Mindanao, and I think probably it will be supplanted (as the biggest rob mall in Mindanao) by the planned ROB Place Butuan.
Anyway, CONGRATS ZAMBOANGA for this definite GOOD NEWS! :)

What is unique about Zamboanga is it has already malls with decent architecturally designed facades and interiors that I would say surpasses that of a Gaisano and can be at par already with an Sm or Robinsons. Tagbilaran also has two malls that are well designed yet not the big names. Surigao is building one right now but most forumers are not that impressed with the looks of Gaisano but just having the name itself makes them glad enough.

To think Gensan has a bigger economy and population vs Butuan.

Its but logical na sa Zamboanga ang next since isa ito sa Big 4 ng Mindanao :okay: Sa lahat ng city dito sa isla na wala pang Robinsons and SM Zamboanga ang may pinaka favorable na market para maka sustain ng Robinsons/SM :okay:
hakhaimo May 20th, 2011, 06:43 PM Why pala nagwait ng grownbreaking last april "daw"?
Any idea how many hectares of land they plan to acquire?
Zeegi May 21st, 2011, 03:55 AM I just wonder about this groundbreaking stuff and other announcement of RLC..
I mean..
If you were the representative of RLC..
Are you going to announce to the public that you bought 7-10 hectares already?
or are you gonna keep that information for a while
This is a competition in a business market..
everybody wants a piece of the action..
If I'm the representative..
I myself would not want the news to get out in the public
its bad for competition right?
well that's just me..
:)

Yeap, Zamboanga is the next.....malaki ang market sa Zamboanga City...at saka... diba kung pupunta ka ng JOLO, Sulu sa Zamboanga ka dadaan?.... this mean that people from that Island are coming to Zamboanga every now and then...and additional market yan...
Anyway, Like I said earlier, if meron mang city dito sa Mindanao na pinaka karapat dapat magka Next SM o Robinsons, Zamboanga na yun :okay:
Although, IMO mas maganda if SM ang mag open imbes na Robinsons..usually sa bigger markets ang SM while ang Robinsons, lately, nag concentrate sa smaller markets..mas maliit din ang mga mall ng Robinsons vs SM..ang Pinakamalaki ng Robinsons sa VisMin eh yung sa Iloilo na 75,000sqm then ang sa Bacolod na 48,000sqm..after nun less than 40,000+ sqm na lang mga mall nila..Compare mo sa SM na mas malaki..ang smallest SM City sa VisMin (SM CdeO) eh nasa 56,000sqm na and bigger than all VisMin Robinsons malls except for Rob Iloilo :okay:..and Kahit yung expansion lang ng SM Davao eh mas malaki pa sa Robinsons Malls..Pati sa Gensan, more than 2x ang laki ng SM nila compared sa Robinsons nila
chuck23 May 21st, 2011, 05:56 PM I feel disappointed too that the entry of Robinson's will be a bit delayed due to the purchase of part of the land they desired by another business entity. From what I heard the Camins property was supposed to be for the GO Hotel. However, look at it this way, the Robinsons Mall will still be happening... Still positive...

ok lets make this clear in business there's what we call competition and in order to compete pa unahan ang show tama d ba?
like sample
tv shows kung sino una nag palabas na kakaiba na show or good quality show or service pumapatok (but not all)
why not buy lot sa taas im sure d sila mahihirapan^^
but since sure ball gusto nila kaya sa downtown target nila.
psylock2 May 23rd, 2011, 02:43 AM Ooops, wise move by the "kontrabidas". I just hope our LGU will do something about this. They are there to help national investors to invest in the city not the other way around.

buenos-Diaz May 23rd, 2011, 12:19 PM Guys, let's be patient. Remember, RLC's target date to open its mall & hotel in Zamboanga is anytime in 2013 pa. It's May 2011 pa lang ngayon.

Polester May 23rd, 2011, 03:16 PM A bastardized and dying dialect'
This is the title of an qrticle printed, in the November 26, 2010 issue of Daily Zamboanga Times, written by Roslan Baha. Here, the writer expresses his concern, misgivings and, disappointment on the sad condition of Chabacano the way it is being spoken today. To think that Mr. Baha does not have his roots in Zamboanga, his parents being immigrants from the Visayas, yet his heart for Zamboanga and his undying love for the Chabacano language are beyond question.
He is one whom the true Zamboangueños can salute and be truely proud, of and for children of other immigrants to emulate. Because of the content and. relevance of the article, we sought his permission to translate it to Chabacano for the benefit of those who have limited, access to English. Here is the article:
A Bastardized and Dying Dialect - Un Dialecto Bastardo y Destinao Para Mori
(Translated by Hermenegildo P. Malcampo)

Zest Air targets 3 million passengers, P6-B sales
BUDGET CARRIER Zest Airways, Inc. (Zest Air) aims to fly three million passengers this year, a 144% increase from the number of passengers it carried last year.
ZEST AIRWAYS, Inc. plans to increase the number of passengers flown in a year by 144% in 2011, a ranking official yesterday said.
To achieve this, the firm said it is planning to buy more aircraft and add additional routes.
“This year, our target is [to carry] three million passengers. Last year we had 1.23 million passengers,” Alfredo M. Yao, president and chief executive officer, told reporters at a briefing yesterday.
“We are on track [on achieving this],” Mr. Yao said.
The airline will be adding four aircraft to its current fleet this year, Mr. Yao said. The four are to be delivered to the airline by the end of May, end of June, mid-August and in December.
Zest Air currently flies five Airbus A320s, which each seat a maximum of 180 passengers. It also operates one 144-seater Airbus A319, and four 60-seater Modern Ark 60s.
During the first quarter, the firm recorded a 30% increase in revenues, attributed to the additional airline that carried more passengers as opposed to year-ago levels, Reynaldo L. Rodriguez, senior vice-president for commercial and external affairs, told reporters at the sidelines of the briefing.
Last year, the airline only had three aircraft to its disposal during the first quarter.
The firm is targeting P6 billion in revenues this year, a 173% surge from the P2.2 billion it recorded in 2010, Mr. Rodriguez said.
“The growth will be driven by additional domestic and international routes amid the rising fuel costs,” Mr. Rodriguez said.
Eliseo M. Tabora, executive vice-president and chief operating officer, said during the same briefing that the firm has increased its domestic routes to 23 this year, from only 20 in the end of last year.
“Domestic routes... [now include] Cagayan De Oro, Zamboanga and General Santos,” Mr. Tabora said.
For international routes, Mr. Tabora said that the firm has planned to fly the Beijing to Kalibo route starting June 26 and the Cebu to Shanghai route starting July 2, bringing the total of the airline’s international routes to six.
Mr. Rodriguez added that the airline is crafting a refleeting program that will end in 2015.
“We are planning to add around two to three aircraft each year starting in 2012. If attained, we will have around 20 to 25 Airbus A320s by the end of 2015,” Mr. Rodriguez told reporters.
Mr. Rodriguez said that while some of the aircraft will be acquired, some will be leased from different sources.
“Regarding the funding, so far, it will be sourced internally for the aircraft that will be delivered this year, but for the whole program, we’re looking at borrowing from banks, local or foreign,” Mr. Rodriguez said.
In addition to its planned acquisitions and lease of aircraft, the firm is also planning to lease two Boeing 767 or 757s for its Bahrain and Middle East routes.
However, Mr. Rodriguez said the firm will wait for civil unrest to quiet down in the Middle East before pursuing the long-haul flights to both countries. -- KAM

It does look like Robinsons plans was being sabotage by 168. Not only have they lost one prime frontage, they already have no corner exposure. If you look at the facades of Dumaguete, Laoag and GenSan, it will be extremely difficult to implement their prototypes. How come the city didn't see 168 coming and and at least influence the situation in favor of Robinsons if they are really bent on putting a big name here. Perhaps that's why the councilor was being cautious about the land purchase of Robinsons.

Robinsons should really file cases against the lot owner. they can even file a case like damage to property for delaying robinsons plans for zamboanga city to finish by 2013.
the conclusion may even be worst for the lot owner. the perez camp will loose thier lot and will have to pay for RLC's delay. as long as there is a written contract & signed.

ritche May 25th, 2011, 08:50 AM Robinsons Land buys prime lot in Zamboanga
This fueled speculations in the local business community, specifically those in retail, that a new Robinsons’ mall would be constructed soon.

mrboy May 25th, 2011, 09:29 AM Robinsons should really file cases against the lot owner. they can even file a case like damage to property for delaying robinsons plans for zamboanga city to finish by 2013.
the conclusion may even be worst for the lot owner. the perez camp will loose thier lot and will have to pay for RLC's delay. as long as there is a written contract & signed.
Do they have a strong case against the lot owner, sir? I hope there is a written contract.
Any updates sir?

chuck23 May 25th, 2011, 03:51 PM A bastardized and dying dialect'
This is the title of an qrticle printed, in the November 26, 2010 issue of Daily Zamboanga Times, written by Roslan Baha. Here, the writer expresses his concern, misgivings and, disappointment on the sad condition of Chabacano the way it is being spoken today. To think that Mr. Baha does not have his roots in Zamboanga, his parents being immigrants from the Visayas, yet his heart for Zamboanga and his undying love for the Chabacano language are beyond question.
A dying dialect? I bet to disagree. Its now famous nationwide through music. A lot of people from other places outside Zamboanga City wants to learn the dialect because they are very much inlove with it. Chavacano is spreading! :okay:

Mayor Celso Lobregat leads in the unveiling of the R.T. Lim Boulevard site development project phase I, April 26 coinciding with the Dia de Ma'am Caling commemorating the 90th birth anniversary of the late Mayor Maria Clara Lobregat. JOEY BAUTISTA
Traffic congestion in roads leading to the west coast will be greatly reduced with the proposed expansion of the Baliwasan seaside road project which is expected to commence soon.
This, as Public Works Secretary Rogelio Singson has assured Mayor Celso Lobregat the inclusion of the P150 million funding for the said project in the 2011 budget of the Department of Public works and Highways (DPWH).
Mayor Lobregat together with DPWH-9 officials and District Engineer Merham Acas met with Sec. Singson in Manila last week to discuss numerous nationally-funded projects to be implemented in Zamboanga City such as the Baliwasan seaside road expansion, the R.T. Lim Boulevard expansion including the Limaong bridge.
Since last year, the mayor has been pressing the national government to allocate funds for the implementation of national projects in the city such as the Baliwasan seaside road extension, the expansion of the R.T. Lim Boulevard site development project and the Limaong bridge project.
Engr. Acas was expected to submitted to DPWH-Manila the plans and estimates of the Baliwasan road expansion project last week.
On the other hand, the DPWH has allocated a funding of P40 million in its 2011 budget for the expansion of the R.T. Lim Boulevard site development project which will cover the remaining 400 linear meters baywalk leading to the area fronting the City Council building.
Sec. Singson has informed the mayor about the allocation during the same meeting in Manila last week.
Last April 26, the city government unveiled the first phase of the site development project as part of the activities commemorating Dia de Ma’am Caling which marked the 90th birthday of the late Mayor Maria Clara Lobregat. The first phase was a partnership of the national government and the local government.
The national government through the initiative of House Deputy Speaker Beng Climaco funded the initial cost of P20 million for the pile driving, partial filling and shoreline protection while the city government came in for the site development including expansion and beautification of the road and sidewalk amounting to P8.6 million.
In the second and third phases of the project, the national government will also fund the initial work similar to what it did in the first phase while the local government will shoulder the expenses for the site development and beautification.
The city government is expected to spend some P20 million for the site development in the two phases, Mayor Lobregat added. (Sheila Covarrubias)

Mayor Celso Lobregat is expected to unveil any time soon over P40 million worth of various infrastructure projects in the east coast as most of the projects are now either completed or almost completed.
This, after Mayor Lobregat recently swooped down on the deep valleys of barangays Cabaluay, Culianan and Manicahan in the east coast and inspected the status of these projects undertaken by the different construction firms.

Mayor Celso Lobregat inspects ongoing city-funded projects such as this P15M Lumbayao-Zambowood bridge, as preparations for the formal turn over and inauguration of the same are underway. Accompanying the mayor in his inspection sortie are City Hall executive assistant Amilpasa Bandaying and project engineers. JOEY BAUTISTA
The projects include concreting of 873-linear meter road at Calle Cariaga in Mercedes amounting to P3,013,470.5, slope protection at Cabaluay river costing P1,481.304.99, another slope protection at Sitio Islamia, Cabaluay worth P497,198.40, and slope protection at Cabaluay river amounting to P1,498,375.61.
The chief executive also inspected the concreting of Cabaluay-Gapuh road amounting to P1,683,000.00, farm-to-market road (Palayan Circumferential) worth P1,416,785.46, another farm-to-market road also at Palayan costing P981,048.35.
Also completed is the concreting of Asinan-Corote road in Manicahan amounting to P999,658.55, and the slope protection at Manicahan river costing the city government P993,440.11. It is 91.60 linear meters long.
Mayor Lobregat also inspected three bridge projects totaling P17.98 million, the biggest of which is in Mercedes where a P15.6 million bridge connecting Sitio Lumbaya and Barangay Zambowood was already completed, except the approaches amounting to P311,738.60 which are still underway.
The mayor has also instructed the city project engineer to immediately prepare and submit to him the plans and estimates for the construction of slope protection in the said project site.
The two other bridges made of steel and up for inauguration anytime soon were constructed in Sitio Corote amounting to P1,095.905.53 and in Sitio Poso worth P999,925.26, both in Manicahan.
Four more steel bridges are currently under construction in different locations in Barangay Tugbungan, which Lobregat and some councilors also inspected the past days.
Joining the mayor in his project inspection sorties were Executive Assistant Amilpasa “Caloy” Bandaying and some city engineers assigned to supervise the projects. - (Vic Larato)

Jalosjos proposes fair distribution of regional offices
Former Zamboanga del Norte Congressman and one of the founders of the Western Peninsula has proposed what may seem to be a win-win solution to the question of where the regional center should be located.
In an interview over Radio Mindanao Network (RMN), Jalosjos said that the choice of the regional center in this part of the country should not be limited to only Zamboanga City and Pagadian City. Jalosjos said that other cities and provinces in the region also want to become the regional center.
Jalosjos explained that in the present set up, the province of Misamis Occidental (MisOc), who will be part of the Western Peninsula group, belongs to Region 10. He said MisOc is having a hard time transacting business with their regional center which is Cagayan because they still have to cross region 12, Lanao. He added that it is geographically advantageous for MisOc to join region 9.
Jalosjos said the Western Peninsula will help MisOc join region 9 and be the fourth province of the region. Region 9 lost three provinces with the formation of the Autonomous Region in Muslim Mindanao (ARMM), these are Jolo, Tawi Tawi and Basilan. He said the Western Peninsula will ask Manila to give at least one province back to region 9, and this will be Misamis Occidental.
He added that with the entry of MisOc in region 9, Zamboanga City will no longer be the center of the region. Thus he said, there is a need to revisit the geographical composition of the region and identify which area is the center.
Jalosjos said the Western Peninsula, in the spirit of equal distribution of opportunities, will propose to fairly distribute the regional offices to the different cities and provinces in the region. He said this set up will give the other areas in region 9, a fair and equal opportunity to benefit from the regional offices.
“We would like to request that there should be equitable distribution of opportunities. Meaning, of all the national offices in one region, we would like them to be distributed. For example, 3 or 4 regional offices position in Sibugay, perhaps another 3 or 4 in Zamboanga del Sur, 4 or 5 in Zamboanga City, and Zamboanga del Norte will also have its share.” Jalosjos explained.
He furthered, “This will give other areas in the region a chance to also grow because of the interchange of commerce, the interchange of our constituency, because they have to visit the regional centers in the other parts of the region wherever it is located.”
Jalosjos said he hopes those involved in this issue, including the employees of the regional offices will understand that they also have to give the other areas in the region a chance to grow economically by positioning some regional offices in their area.
“For so long now, we in Dipolog, Dapitan, people in Pagadian, Sibugay and other areas outside Zamboanga City, have been traveling to Zamboanga just to transact business with the regional offices there. We have to spend for fare, hotel and food. It’s about time that you also travel to visit us and your other neighbors.” Jalosjos appealed.
Meanwhile, Mayor Celso Lobregat already made a very strong statement during interviews with the media and in his State of the City Address (SOCA) that he will accept nothing less than the transfer of all the different regional offices back to Zamboanga City.
The Western Peninsula is a new bloc formed by the leaders of the provinces of Zamboanga del Sur, Zamboanga Sibugay, Zamboanga del Norte, and Misamis Occidental, including the other cities and municipalities all over region 9, except Zamboanga City.
The main purpose of the group is to have a united front in seeking from the national government economic opportunities, improvement of peace and order, and advancement in tourism for all its member provinces, cities and municipalities.
Among the top political leaders in region 9 who will form part of the Western Peninsula include Zamboanga del Norte Governor Rolando Yebes, Zamboanga Sibugay Governor Rommel Jalosjos, Zamboanga del Sur Governor Antonio Cerilles, Misamis Occidental Governor Herminia Ramiro, Congressmen Seth Jalosjos and Cesar Jalosjos of the 1st and 3rd Districts of Zamboanga del Norte respectively; Aurora Cerilles of the 2nd District of Zamboanga del Sur; and Jonathan Cabilao and Romeo Jalosjos Jr. of the 1st and 2nd Districts of Zamboanga Sibugay respectively.
Cosa ustedes puede decir con este amenazo? Ase ba nosotros bahala na situacion?
This (Jalosjos' proposal) may be unconstitutional, and chances are, LaBella is being sought by the Western Peninsula to let ARMM Regional Offices to have the City as Regional Capital... The scenario may be similar to what happened in Cotabato City.

mbell_791983 May 28th, 2011, 01:49 PM Latest news:
Butuan's plans for Robinsons' Mall is now revealed, days after the Balanghay Festival. This is after all the controversy that affects the mall developers to almost cancel the plan because of the land issue.
However:
No plans to build Robinsons' Mall in Zamboanga as a representative said that no plans to rise a retail branch within this year. RLC may build only a Go! Hotel, since the economic climate is stronger because of the locally owned retail business...
Something fishy about the economic status:
C3 in Pagadian may have "high end" shops, aside from Robinsons-owned retail shops (supermarket, department store, hardware) and banking... There may be talks that if the Western Peninsula bloc succeeded in their plans to put Pagadian as its permanent regional center, Robinsons' Mall and SM Mall may likely to rise few kilometers from the city proper. On the other hand, Zamboanga remains at the hands of the local businessmen who are against the entry of national mall developers, despite the national real estate builders expressed their interest to invest in Zamboanga (eg, Filinvest, Landco, Golden Haven, Camella Homes). I think they will be having the right time for the big mall developers to build malls to cater the needs of the Zamboanguenos and neighboring cities.
Since the transfer to Pagadian, Zamboanga's quality of life is much lessen. Golden Bell has a branch last standing, converting into a mini-mall of substandard goods and supplies. Piracy is much more rampant in the city proper. While Pagadian enjoys the healthy benefits of quality shopping and living, much likely to prosper.
Pagadian may become the "Next Gensan" of the so-called "Western Peninsula" region and the newest center in Mindanao. Zamboanga, on the other hand, will be much or less the only major city in the Philippines whose businesses are managed by local businessmen. Worse, it will be the "Binondo of the South" or the "Tiangge Capital" of the south despite having more economic potentials.

This is just your stupid opinion and your obsession in Pagadian. You are so engrossed with those retail giants coming in and base them on the progressiveness of a city. If they don't want to enter into Zamboanga City's huge middle and upper class markets then that's there problem. "Kung ayaw nila eh di wag!" we're tired of chasing them. Now It's time they chase us. TO ROBINSONS, SM, GAISANO: Nasa huli ang pagisisi.. :wallbash::pet:
no! it's a serious matter...
mbell_791983 May 28th, 2011, 02:13 PM Return of Regional Center appears ‘impossible’ - Beng PDF Print E-mail
Friday, 27 May 2011 13:30
District 1 Congresswoman Isabelle Climaco the other day said the fight of returning the regional offices from Pagadian City to Zamboanga City could be an "impossible cause."
In an interview over RMN, Climaco said no matter how hard city officials will fight for the regional offices to be back in this city, in the end, it is President Noynoy Aquino who will have to make the final decision.
Climaco said she has spent sleepless nights thinking about her next move even begging the president to listen to the call of the beleaguered employees.
“But what is important is we have shown to Malacanang that we are united in our struggle to get back the regional offices,” Climaco emphasized.
Climaco said the fight is still there, however, she does not want to give false hope to the people especially the concerned employees who are now in Pagadian City.
Recall, the late former president Corazon Aquino, mother of P-Noy was the one who issued an Executive Order calling for the transfer of the regional offices to Pagadian City.
P-Noy, who ran for president in the May 10 elections, lost in Zamboanga City.
Whether the president will support the struggle of city officials and the regional office employees in their fight to return the regional offices to this city still remains to be seen.

Let them have that title they want. The title "Regional Center" is only Domestic unlike the title "Asia's Latin City" it's INTERNATIONAL. It has the distinction of being the ONLY one in Asia that makes Zamboanga, WORLD CLASS.

if it is proved to be international, why are there few investments? By the way, is Robinsons having plans to include our city to their map of projects by next year?

We are not that known yet. That's why you being a Zamboangueno, you have the obligation to promote our city to the rest of the world. Let them show the uniqueness and exotic flavors of Zamboanga. :)
That i don't know. But expect something to happen at the Robinsons site next year. Maybe you'll be surprised.
paso May 28th, 2011, 02:49 PM Latest news:
"standard indicators of the quality of life include not only wealth and employment, but also the built environment, physical and mental health, education, recreation and leisure time, and social belonging"
....and Zamboanga offers more than those mentioned indicators. What the heck is wrong with you? why all the pessimism? Are you even following the recent developments in the city? there are a LOT!!! Mbell, honestly I really don't get the hype about these national malls. Zamboanga showed an overwhelming economic performance just last year without these malls and I very much proud of Zamboanga for that.

molestedtwineggs May 29th, 2011, 07:17 AM dont worry zambo city.. i love you..este... pagadian will not surpass ZC for its tragic location este strategic location...
remember this... cebu has mactan, davao has samal, cdo attached is camiguin, surigao with siargao group of islands... while ZC has sta cruz although small lang, but it could spur economic growth... plus basilan, sulo, and tawi-tawi.. in the future. .. that makes ZC and important hub... Pagadian is isolated in Zambo Pinensula... dapat sa Ipil na lang para fair for all Zamboangenuos...Senioritas and Doritos.. este senioritos...
ZC is bigger than Gensan but your leaders should work hard... Gensan is the youngest city in Mindanao yet you see a lot of developments there...

ok, i'm sorry if that's the case...
So how's the Shoppers' Mall? Huwag namang:
*lalagpas ang presyo beyond the suggested retail price
*puro substandard or pirated ang goods
If Shoppers' Mall wants to be high-end mall then:
*it should also have cinemas para magbigay enjoyment ang mga taga Zamboanga
*dapat may mga National Bookstore, etc. to cater the needs of Zamboanguenos especially students since Zamboanga has more educational institutions
*dapat malawak yung lupa kinukuha nila, example sa Tetuan pwede

psylock2 May 29th, 2011, 04:14 PM dont worry zambo city.. i love you..este... pagadian will not surpass ZC for its tragic location este strategic location...
remember this... cebu has mactan, davao has samal, cdo attached is camiguin, surigao with siargao group of islands... while ZC has sta cruz although small lang, but it could spur economic growth... plus basilan, sulo, and tawi-tawi.. in the future. .. that makes ZC and important hub...
:lol::lol::lol: tragic location surely it is with all the bomb shells, rebels, terrorist around us, exit point for human trafficking, ARMM, regional centers, etc
yet were one of the busiest sea port
yet were competitive in national economy
yet our airports is keep on booming
yet our local business keeps on opening several branches
yet our development is already away from 7km
yet several subdivision are ongoing develop
yet several local supermarket are competing for the future influx of national malls
yet our eco-tourism is booming
yet were part of the billionaire city even with out this national malls =)
that is what we call a tragic location^^
actually we don't need to wait for the future thats the reason why we have zamboanga - malaysia sea route and chartered flights from malaysia to zamboanga because of basilan, jolo sulu and tawitawi =) in short it's it's already happening^^

wow nice read... you really understand what i mean by tragic location and strategic location..
i was in Zambo last 2004, when chowking and holticulture was bombed, inside an internet cafe near fire station at climaco... around 6pm, before that my officemate wanted to have dinner in chowking and we decided to return back to the astoria hotel first, hopefully we changed the plan, rather eat ihaw-ihaw na panga along mayor climaco...
napansin nyo kahit sa zambo, maraming instances of bombing but their city is really thriving... having a lot banks signifies economy, you have international sea port and airport... the only latin city makes you unique...
how much more if bandits and insurgencies in nearby areas eliminated... ?
psylock2 May 29th, 2011, 09:08 PM i think it will be part of the city image, ika nga if a tourist survive in zamboanga common comments would be.
"been to zamboanga and I SURVIVE"
^^^^ its like you been to IRAQ, Philippine version^^
sad to say as this cities (ipil, dipolog, dapitan, pagadian, basilan cities, sulu tawi tawi and zamboanga) progress the space for terrorist is getting smaller and smaller, sooner or later they them self have no longer where to hide ^^
and become an URBAN TERRORIST, ^^which will be more difficult for them to hide, if SADAM and OSAMA BIN LADEN was able to pin point by the american nothing is impossible ^^
pamparon May 29th, 2011, 10:09 PM Plans, program of works for of Zambo Sur Medical Center expansion underway
by Claro A. Lanipa
PAGADIAN CITY — Zamboanga del Sur Provincial Engineer Antonio Laurenciana, Jr. disclosed this week that the planning division has already completed the preparation of the plans and program of works for the improvement of the existing Zamboanga Del Sur Medical Center utilizing the P25 million allocation from the Department of Health (DOH).
Engr. Laurenciana said the construction of the one-story charity ward building with 36 bed capacity has also been prepared.
He added, they will also start the construction of phase 2 of the Medical Arts Center after they have finished phase 1 which is the first floor of the building.
"This will be followed for the completion of the third floor of the Private Rooms in the OPD building that will be used as a coffee shop at the same time function room or for any other purpose at the medical center." Engr. Laurenciana explained.
The P25 million project will be submitted to the DOH for perusal and approval, Laurenciana said.
Meanwhile, Laurenciana shared, they have also completed the plans and program of works for the construction of a swimming pool at the Megayon Sports Complex inside the Provincial Government Center at barangay Dao, this city.
The construction of the oval field and soccer field are on going, and eventually will be finished before the end of the year, Laurenciana said.
It can be recalled, on February this year, Provincial Governor Antonio Cerilles, in his speech during the closing ceremonies of the Provincial Meet held in Dumalinao this province, expressed his desire to host the 2012 Regional Meet in Pagadian City. (JPA/RLG/PGO-PPB/CAL PIA Zambo Sur)

airwolf May 30th, 2011, 04:05 AM Return of Regional Center appears ‘impossible’ - Beng PDF Print E-mail
