DoH accredits Zamboanga City hospital to perform kidney transplant operation

LACSONJuly 20, 2011, 2:59pmZAMBOANGA CITY, Philippines – The Department of Health (DoH) has accredited the Western Mindanao Medical Center (WMMC) in this city to perform “Kidney Transplantation” after a group of medical experts conducted an inspection and evaluation of the hospital facilities and equipment recently.

Mary Kristhine M. Enriquez, a registered nurse and transplant coordinator of the WMMC, said the team that conducted the evaluation was composed of Dr. Raymond Majini, Dr. Josephine Valdez, Dr. Arwin Ronsayro, Fr. Manuel Perez, Alfonso Favis, and Alice Baquiran, all medical experts from the DoH and National Kidney Transplant Institute in Manila.

Enriquez said that when the WMCC starts accepting kidney transplantation, the residents of Mindanao who has kidney problem will be highly benefited.

Patients who need kidney transplant need not to go to Manila or Cebu to undergo surgery, and this will also minimize their hospitalization and transportation expenses, she said.

The idea of organ transplantation was first brought to the attention of the WMMC management by Dr. Michael Abutazil in collaboration with two other surgeons from Cagayan de Oro City – Dr. Jayson J. Sangkula and Dr. John N. Ahalajal.

In another development, a forum will be held at Astoria Hotel here on Friday, which carries the theme “Resuscitating the Deceased Organ Donation Program,” which will be held from 9 a.m. to 5 p.m.

The forum will be sponsored by the DoH-Philippine Organ Donation Program (DoH-PODP) and National Kidney Transplant Institute (NKTI) in coordination with the WMCC and REDCOP, Dr. Paterno Cabrera III, the WMMC president said.

Expected to share valuable information about the program are Dr. Antonio Paraiso, program manager for operation of the DoH-PODP

ZAMBOANGA CITY — The city government of Zamboanga has turned over P7.9 million school building to the Department of Education (DepEd) in this city.

Mayor Celso Lobregat motored Tuesday to Barangay Culianan, 13 kilometers east of this city, and turned over the three-storey nine-classroom which was constructed for the Culianan National High School.

Culianan National High School principal Dr. Lutchi Rimando received the school building project from Lobregat on behalf of DepEd.

Lobregat said the construction of the school building by the city government is aimed to help the DepEd resolve the classroom shortage and ultimately improve quality of education.

The turn over of the three-storey nine-classroom school building is the latest project the city government has undertaken for Culianan National High School.

A month ago, Lobregat, together with Department of the Interior and Local Government (DILG) Secretary Jesse Robredo, also turned over the rehabilitated two-storey six-classroom building at the Culianan National High School.

Rimando said Lobregat has also approved the repair of another two-storey six-classroom building, which is located beside the new school building, the construction of the drainage system inside the school campus and the repair of the school fence. (PNA)

most probably. Kasi SM will plan to construct their mall here in year 2013 pa, while Robinsons has no definite plans for Zamboanga yet.

i think yan na ung plano ng mga chinese dito sa zamboanga. E-delay lang muna ung mga Mall giants, para ma una sila mag put up ng mall nila. but dont think so na mapipigilan nila ang pag pasok ng mga Mall giants.

Two years from now, abaha ya se c lobregat. era c kien keda nuebo mayor(beng or erbie) hnde ya le tuta d celso. if you watch SP session, todo na admistration ta sigi ki sigi lang kosa abla el diila mayor maskin hnde ya tupaw. kosa ya gat se mga tuta councilors. era ase sila for the PROGRESS of our beloved Zamboang City.

Mayor Celso Lobregat Wednesday applauded the Zamboanga City State Polytechnic College (ZCSPC) for being true to its commitment in training the youth and shaping their future through education after 106 years.

“The past years have born witness to the college’s growth and transformations, triumphs and challenges”, Mayor Lobregat, who was the keynote speaker during ZCSPC’s 106th founding anniversary and 10th year as a state college July 20. “You have been confronted with various obstacles and I am impressed with how well you were able to overcome them one by one without losing sight of the school’s academic vision.”

Like the Polytechnic College, his administration, the mayor said remains committed to the efforts to improve the quality of public education in the city even if public education is the primary responsibility of the national government through the Department of Education for elementary and secondary levels and the Commission on Higher Education (CHED) for the tertiary level.

He said the problem on classroom and teacher shortage and even broken chairs and desks must be addressed locally “if we want our children to have a better chance at life”.

Education, he pointed out will empower people to break from the cycle of poverty and will encourage them to dream bigger dreams for themselves and their families.

Even now that he is on his second year of his third term as mayor, Lobregat said he remains concerned about the quality of education and the children’s access to it. “This is especially true in the case of the entire ZCSPC community, with whom I feel such a special kinship. Like that of a doting father, I am very protective of your well-being and proud of your every milestone.”

Mayor Lobregat is known as the father of the ZCSPC. During his first term in Congress from 1998-2001, he authored Republic Act 9142, amending RA 7474, elevating the status of the Zamboanga Polytechnic College to a state college, now known as the ZCSPC.

Dr. Nora Ponce, ZCSPC president expressed appreciation to Mayor Lobregat for his continuous support to the institution. In place of the old and dilapidated gymnasium at the Zamboanga City State Polytechnic College, the mayor has committed to construct a modern multi-purpose building costing over P20 million. Several other infrastructure projects have been implemented inside the campus.

On the other hand, Mayor Lobregat challenged the ZCSPC to remain competitive by producing quality graduates equipped with skills and knowledge required of the times. He said ZCSPC must update itself with the latest trends and developments and incorporate them into the curriculum. “This is a must if you want your graduates to be attractive to future employers.”

He likewise hoped that ZCSPC under the leadership of Dr. Ponce “will continue to work with my administration in our advocacy for quality education for all Zamboangueños”.

The celebration of the institution’s 106th Foundation anniversary and 10th anniversary as a state college kicked off last Saturday night and culminated Wednesday afternoon with Mayor Lobregat as guest of honor.

Other officials present during the celebration held at the Marcian Convention Center were Councilor Jaime Cabato, CHED Regional Director Dr. Emylou Yanga, former ZCSPC president Lionell Villavieja and other college officials, retirees, awardees and teachers and staff. — Sheila Covarrubias

Passed by the under-construction PS Bank Guiwan branch around mid-afternoon today and saw the roll-up doors, well, rolled up, revealing the construction activities within. Based on the status of what I saw, it would be safe to say that the bank will be open by August.

Anyway, Calda Pizza - Tetuan is now open. Also, National Bakery has recently opened its branch along Apolinario Loop in Guiwan - that's already their second branch in that barangay alone.

There's an under-construction three-storey building across from AdZU Gate 5. It's located directly beside Central Quality Appliance (I hope I got the name right).

And the two soon-to-open ORO shops along P. Brillantes Street are nearly complete. Well, the one that's located on the former site of United Pharmacy surely looks well ahead of the other one (construction wise) since it's much smaller and only needed a few renovations while the other had to be built from scratch and it's three storeys tall! And the four-storey, under-construction building along Camanchili Road is also about to get completed.

And just a correction of a previous post, Ateneo's Sauras Hall is actually five storeys high.

hello :) kamusta po , hope everyone's doing good in zamboanga

hihingi po ako ng konting advise regarding zamboanga city, i booked a trip in october and my original destination is actually in dapitan, but since i wasn't aware that there was a closer airport (dipolog), and knew that dapitan was in zamboanga, i booked the flight hehehe only to find out that its too far. but here is my dilemna, upon reading about zamboanga city, im just overwhelmed with info and would want to maximize my stay.

here is my very tight weekend trip sched friday-monday (manila-zam-dapitan/dipolog-dumaguete-cebu-manila)

yes i know, its quite a tall order, but its actually a spur of the moment plan as i wanted to complete the rizal@150 sites.

my flight to zamboanga city is at the morning (thank goodness for that) so i have now 2 options

1) take a bus immediately to dapitan/dipolog as i read that it will be an 8-9 hour travel
2) explore the city first before riding the night trip to dapitan (is there any?)

i'd really appreciate your help and advise guys

I would advice you to explore the city first before proceeding to Dapitan. You'll miss alot if you dont tour around Asia's Latin City. Afterwards you can take the 9 PM Flight (http://www.flickr.com/photos/62441366@N08/5705124197/) to Dipolog via Ceres Liner. Then you can proceed to Dapitan.

2years ya gale yo tambay doy..haha batch 2009 yo kaba ma man volunteer nema ya.. maka tamd tamen man volunteer olet 6mos without pay kabar food and allowance pa gastos ya tamen..
ya entra gale ta skwela para pwede trabaha di atun profession pati man earn gasta pa ta na review pati mga trainings pa..
kabar volunteer lng gale have.. kaba tamen man volunteer reliever lng na 1month mga 5 days lng ka se pwede trabaha kay bien manada gad tamen reliever ta pwede ka man earn mga 1k to 3k lng a month..

Thanks sa updates!

It's one of the ways I thought to break the proliferation of pessimistic views here, but somehow, I guess it isn't successful. Some are just too thick to be penetrated by good news such as those I posted and they just keep on ranting about the negativities of things. Gee. This is the reason why I, from time to time, think about leaving this page for quite a while until things are somehow a lot more positive.

It's one of the ways I thought to break the proliferation of pessimistic views here, but somehow, I guess it isn't successful. Some are just too thick to be penetrated by good news such as those I posted and they just keep on ranting about the negativities of things. Gee. This is the reason why I, from time to time, think about leaving this page for quite a while until things are somehow a lot more positive.

i will have to agree. if comments are all negative then that wont help but make zamboanga city down. we are all dismayed with the things that are going but we should also look on the positive side.

hindi naman sa walang nagbago sa city, "meron" pero hindi interesting sa ibang forumers. madali din kasi mag sawa.

jobs are not that easy to find in other cities too. kahit sa abroad pa.

any way I passby kanina sa may Divisoria may naka paskil sa Tarpo naman sa may lot kung saan yung IBT/Bus terminal about the IBT projects and may nakasaad pa na may environmental certificate na sila meaning ba nito tuloy na yung projects ng IBT this year and mag inauguration na ba sila to start of the construction?

I would advice you to explore the city first before proceeding to Dapitan. You'll miss alot if you dont tour around Asia's Latin City. Afterwards you can take the 9 PM Flight (http://www.flickr.com/photos/62441366@N08/5705124197/) to Dipolog via Ceres Liner. Then you can proceed to Dapitan.

The Western Mindanao Medical Center (WMMC) conducted yesterday an information drive on deceased organ donation held at Grand Astoria Hotel.

In an interview during a forum, WMMC Renal Transplantation Head Dr. Michael Abutazil said that what they are doing now is to disseminate information on patients and relatives who wanted to donate their organ.

Abutazil said the organs such as kidneys, pancreas, cornea, and liver can be donated by individuals who were declared by their attending physician as brain dead.

Medical practitioners attended the morning session where history of organ donation in the Philippines, donor eligibility criteria, and organ procurement process were discussed.

In the afternoon, nurses, relatives, patients, and hospital staff attended the forum where introduction to organ donation was discussed.

Abutazil revealed that in the city of Zamboanga alone, there are some 1,000 patients diagnosed with renal failure who needs kidney transplant.

WMMC is just waiting for the accreditation certificate coming from the Department of Health for the hospital to conduct their first kidney transplant in this city.

There are only five local nephrologists or doctors who specialize in the diseases of the kidney.

For those who are interested to donate their organs Abutazil said they have to talk with their attending physician or go to accredited institution such as WMMC Renal Transplant Unit.

Philippines wins in math contest

The country’s top young mathematicians won again, this time bagging 1 gold, 1 silver, 12 bronze and several merit awards in the Indonesia International Mathematics Competition held in Bali from July 18 to 23.

Gene Go, Jr. of the Zamboanga Chong Hua High School won the country’s lone gold medal in the contest, which drew almost a thousand contestants from 27 countries. Errol John Suarez of Bicol University-Legaspi City won a silver medal.

Dr. Simon Chua, head of the Philippine delegation and president of the Mathematics Trainers Guild-Philippines, also said that Ma.Czarina Angela Lao of St. Jude Catholic School won a bronze while her team mates Daniel Young of Jubillee Christian Academy, Austin Edrich Chua of St. Jude Catholic School, and Kaye Janelle Yao of Grace Christian College in High School Team A all won merit awards.

On the other hand, Jason Joseph Fernandez of Philippine Science High School- Main Campus in Quezon City and Charles Kenneth Dee Lui of St. Jude Catholic School of High School Team B won a bronze medal each while their teammates Hans Bryan Geremy Ong of Grace Christian College of Quezon City and Aldreich Aldwin Aberilla Mayoralgo of Xavier School both won merit awards.

Karli Ang of Philippine Institute of Quezon City, Francis Concepcion of Philippine Cultural College, Lu Christian Ong of Grace Christian College, and Dielle Tan Tio of St. Stephen’s High School, of High School Team C, all won a bronze medal each.

In addition, Charles Emerson Ngo of Leyte Progressive High School and Ethan Riley Chan of Zamboanga Chong Hua High School of High School Team D won a bronze medal each while their teammates Mikel Jason Allas of Valenzuela City Science High School and Arthur Christian Cabatingan of Zamboanga City High School-Main won a Merit Medal each.
Raenell Ean Ngo of Chiang Kai Shek College who joined the ASEAN All-Girls Team won an individual bronze medal.

Also winning in the contest are Raymond Joseph Fadri of San Beda College-Alabang of Elementary Team D who won a bronze medal and Gabriel Angelo Estampador of San Beda College-Alabang, Albert Jason Olaya of Morning Star Montessori, who both won merit awards.

Philippines wins in math contest

MANILA, Philippines —



The country’s top young mathematicians won again, this time bagging 1 gold, 1 silver, 12 bronze and several merit awards in the Indonesia International Mathematics Competition held in Bali from July 18 to 23.

Gene Go, Jr. of the Zamboanga Chong Hua High School won the country’s lone gold medal in the contest, which drew almost a thousand contestants from 27 countries. Errol John Suarez of Bicol University-Legaspi City won a silver medal.

Dr. Simon Chua, head of the Philippine delegation and president of the Mathematics Trainers Guild-Philippines, also said that Ma.Czarina Angela Lao of St. Jude Catholic School won a bronze while her team mates Daniel Young of Jubillee Christian Academy, Austin Edrich Chua of St. Jude Catholic School, and Kaye Janelle Yao of Grace Christian College in High School Team A all won merit awards.

On the other hand, Jason Joseph Fernandez of Philippine Science High School- Main Campus in Quezon City and Charles Kenneth Dee Lui of St. Jude Catholic School of High School Team B won a bronze medal each while their teammates Hans Bryan Geremy Ong of Grace Christian College of Quezon City and Aldreich Aldwin Aberilla Mayoralgo of Xavier School both won merit awards.

Karli Ang of Philippine Institute of Quezon City, Francis Concepcion of Philippine Cultural College, Lu Christian Ong of Grace Christian College, and Dielle Tan Tio of St. Stephen’s High School, of High School Team C, all won a bronze medal each.

In addition, Charles Emerson Ngo of Leyte Progressive High School and Ethan Riley Chan of Zamboanga Chong Hua High School of High School Team D won a bronze medal each while their teammates Mikel Jason Allas of Valenzuela City Science High School and Arthur Christian Cabatingan of Zamboanga City High School-Main won a Merit Medal each.
Raenell Ean Ngo of Chiang Kai Shek College who joined the ASEAN All-Girls Team won an individual bronze medal.

Also winning in the contest are Raymond Joseph Fadri of San Beda College-Alabang of Elementary Team D who won a bronze medal and Gabriel Angelo Estampador of San Beda College-Alabang, Albert Jason Olaya of Morning Star Montessori, who both won merit awards.

In addition, John Aries Ceazar Hingan of San Beda College-Alabang of Team A won a bronze medal while his teammates Cary Albert Chan of St. Jude Catholic School, and Miguel Lorenzo Ildesa of Westbridge School of Iloilo both won Merit Awards.

Hans Markson Tan and Miko Johnson Co of St. Stephen’s High School and Jan Kendrick Ong of Chiang Kai Shek College, of Philippine Elementary Team B all won a Merit Award.

Anna Sofia Serrano of Philippine Science High School-Main Campus QC of Elementary Team C won a Merit Award.

Also part of the Philippine team are Mark Davidson Cua of Pangasinan Universal Institute, Luke Matthews Bernardo of Philadelphia High School, Josh Thomas Clement of West Visayas State University of Iloilo, and Christiana Marie Calderon of Falcon School

The City Health Office (CHO) wanted that the smoking ban at public places be strictly implemented, especially on public utility vehicles such as tricycle and jeepneys as Metro Manila is now fully implementing a smoking ban at public places.

In an interview, CHO Health Education Promotions Officer Eu-Fran Dagalea said it's been so long before that they want to implement the smoking ban and supposedly the authorities can already apprehend those smoking in public places.

"It can already be implemented especially in public utility vehicles as the Land Transportation Franchising and Regulatory Board (LTFRB) has its Memorandum Circular 2009-036 with the subject 100% smoke free public utility vehicles and public land transportation terminals," he added.

According to Dagalea, the said policy aims to promote a healthful environment and to protect the public from second-hand smoke to which there is no safe level of exposure.

Aside from this, he said the policy orders the placing of no smoking signage in terminals and public utility vehicles.

For violating the Memorandum Circular, the penalties include: First offense, P500 for failure to post the no smoking sign; Second offense, P5,000 fine and suspension of the Certificate of Public Convenience; and Third Offense, a fine of P10,000 and the cancelation of the Certificate of Public Convenience.

Health experts warned that smoking and second-hand smoke can cause lung cancer, increase the risk of heart disease, it can also trigger asthma, and cause acute respiratory diseases.

Meanwhile, CHO welcomes the motion of Councilor Myra Paz Abubakar of a proposed ordinance which is scheduled for first reading entitled the comprehensive anti-smoking ordinance of Zamboanga City.

Abubakar's proposed ordinance aims to safeguard public health by minimizing the risk of exposure to second-hand smoke.

In the proposed ordinance, the persons who are liable are those caught in his or her possession a lighted cigarette and any persons who are caught smoking in prohibited areas.

The fines and penalties provide by the proposed ordinance are for the first offense a fine not less than P500 and one day community service, second offense, fine not less than P1,000 and two days community service.

For the third offense, a fine not less than P2,000 but not more than P3,000 or imprisonment of not less than one month but not more than three months or both fine and imprisonment.

In manila, a person smoking inside public transport, terminals, and other public places can be fined by the Metro Manila Development Authority MMDA who will implement the rule.

Violators will be fined P500 on first offense, while those who cannot afford to pay the fine are obliged to render an eight-hour community service

Dagalea adviced the smokers to smoke alone and not in public places. He reminded the public commuters or the passengers that “they have the right to tell the smokers.”

For the non-smokers, he said, "do not try and don’t start smoking and stay away from those people who are smoking."

He said that people starts smoking at a young age such as 14 years old and that the common reasons why they are smoking is because of curiosity, peer pressure, and social status.

In this city, according to Dagalea, around 20% of the population are considered smokers.

Based from the data of the National Statistics Office (NSO) IX, the result of the August 2007 population survey states that Zamboanga City has the population of 774,407.

The follows the Civil Service Commission (CSC) directive, ordering a total smoking ban in all government offices and the national law, which states that there shall be no smoking in public places.

For me, yes its widely used. it takes a while to get use to the chavacano dialect. but its easy as ABC to learn. ^^

The Department of Public Works and Highways 9 is pushing for the full implementation of 65 various infrastructure projects throughout the region costing P1.6 billion.

DPWH 9 Information Officer Ma. Carla Miñoza said there are major infrastructure projects fully implemented region-wide, and there are still for implementation.

“As of present, our office have already implemented 13 major infra projects in region 9 and in ARMM province of Tawi-Tawi, and there are still 26 other projects for full implementation. Others were already started, while some are still in pre-construction stage”, Miñoza said.

According to Miñoza, the biggest of all the projects is the proposed City By-Pass Road Project which will directly link the city’s east coast to west coast. She said the project endorsed by DPWH 9 is likely to be approved.

“The By-Pass Road Project has an initial budget of P340 million. This is likely to be approved. Our office endorsed the project for possible funding allocation for next year”, she explained.

Accordingly, the road will not just directly link the city’s east and west coasts but will also ease traffic congestion within the city proper.

DPWH guaranteed the public of fast tracking the implementation and completion of the major projects before the year ends.

“The men and women of the DPWH IX are seriously focused on implementing quality projects for the improvement of the lives of the general public. This is reflected through the 65 projects programmed for CY 2011 which highlights major road networks for the improvement of socio-economic development and peace and order situation throughout the region”, Miñoza said. On my part, ito lng talaga masasabi ko: There are 2 major things that ZC needs to get excellence before all that we hope for in all threads at SSC can happen. 1. Local Economy. 2. Internal Security. And everything subsequent and consequential to attain excellence on both. It looks simple but to tell you it has sent me far and wide (in online fora) from North America to Australia and around the globe to find answers. But finally, it sent me back to the challenge of a total and comprehensive waste management. So now I start picking up PET bottles, scrap GI sheets, styrofoam, etc to that effect. Puzzled? MAYOR Celso Lobregat said there is hope for Zamboanga City under President Benigno Simeon Aquino III’s administration even as he expects to see more good projects done in this city within his term.

Lobregat issued the statement shortly before Aquino delivered his State of the Nation Address (Sona) on Monday.

By saying there is hope, Lobregat was referring to the controversial transfer of regional offices from Zamboanga City to Pagadian City, the capital of Zamboanga del Sur province, which can be traced back to the administration of the President's mother, the late President Corazon Aquino.

“We are fortunate that within P-Noy’s first year in office, he has done for us was the issuance of moratorium on the regional transfer, which prevented the remaining regional offices from moving out,” Lobregat said.

“Zamboanga City can now hope, because during the previous administration it was hopeless in the sense that at that point in time most of the regional offices had already transferred to Pagadian.”

“It was some sort of a done deal. At least, during the first year of Pres. Aquino there is hope,” Lobregat said with the moratorium.

Lobregat, however, declined to rate Aquino’s first year in office, stressing that he, too, as local chief executive has gone through first, second and now on his third term. He said normally the first year in office is merely setting of the direction and establishing the foundation.

In the case of the present administration, Lobregat said Aquino was operating on a budget that was prepared and approved by his predecessor, former President Gloria Macpagal-Arroyo.

He believed that Aquino’s first year in office was setting the foundation of his administration, and that it reflects his campaign commitment “Kung Walang Corrupt, Walang Mahirap.”

“I think it is the thrust of this government to fight corruption that is why you have now so many investigations and revelations against the past administration, which also strengthens the divide between the present and past administrations,” he said.

Lobregat was hopeful on the return of the regional center, construction of a bypass road from east to west coasts, initial activities on the airport transfer, widening of the Baliwasan Seaside road and continuing expansion of R.T. Lim Boulevard, among others. (Bong Garcia)

Cannery workers protest new BFAR rule

ZAMBOANGA CITY, Philippines - Around 300 workers of the different cannery and fishing companies in Zamboanga City held a rally on Monday in front of the office of the Bureau of Fisheries and Aquatic Resources (BFAR) in Roseller Lim Boulevard.

Joel Bradi, a production worker of a sardines company, said that the full implementation of the Fisheries Administrative Order No. 233 will cause massive lay-off of workers since businesses will no longer afford to pay additional export costs.

Maria Melinda Macahis, who has been working more than 2 decades in the industry, said she is worried about the future of her children if their company decides to lay off workers.

She said the production of sardines in Zamboanga will be affected if the law is implemented.

However, BFAR officials in Zamboanga City denied that there is already an order to implement the measure.

Pedling Munap of the BFAR's Fisheries Resources and Management Division (FRND) said there are ongoing dialogues between the agency, labor groups, and businessmen to determine a "win-win" solution.

Munap said the drafting of the law was made based on a thorough consultation of sectoral representatives.

He also said that the protest was reported to the BFAR's central office for further study of the law pending its implementation.

The BFAR-FAO 233 is pursuant to Republic Act 9147 or the Wildlife Resources Conservation and Protection Act of 2004, wherein exporters are mandated to pay a levy of 3% export value on all economically important products that include sardines, seaweed, and other marine species.

P 31.6 M worth of Agri projects underway for Zambo City

ZAMBOANGA CITY, July 26 (PIA) -- The Department of Agriculture (DA) in partnership with the city government of Zamboanga are now evaluating Rural Infrastructure projects for the two congressional districts estimated at thirty-one million six hundred thousand pesos (P31,600,000.00) from 2011 to 2016 under the ZIADP special project.
Construction is expected to start anytime within this quarter. Raul Ramon “Poch” Bucoy, Agriculture Program Coordinator (APCO) for Zamboanga City and newly appointed Zamboanga Integrated Agricultural Development (ZIADP) Coordinator for Region 9 said some of the targeted projects are about to start its construction the earliest possible time as the evaluation have been approved and with corresponding amount.
For the First District under Congresswoman Ma. Isabelle Climaco - Salazar, the projects are farm-to-market roads, rehabilitation of Irrigation System and rehabilitation of the different seaweed stilt dryers all located in the different barangays in the west coast of the city.
For the Second District under Congressman Erbie A. Fabian, projects are concreting of roads in barangays Mercedes, Sangali and Cabaluay.
Bucoy said the evaluation team is composed of engineers and officials from the Local Government Unit, national agencies and representatives from non government organization (NGO).
He said the involvement of the NGOs is one of the mandated requirements by the present administration to be included in the evaluation, recommendation and approval of any government projects all over the country.
Bucoy disclosed that more agricultural-related projects are in the pipeline for implementation in Zamboanga City. The infrastructure projects have significant benefits to the rural economy as it links production areas to markets and stimulate economic activities in the communities.
It will enhance the agricultural and fishery productivity and increase the income of the farmers and fisherfolk. All projects are always properly coordinated with the LGU. (JPA/GCC/DA9/ PIA9 -Pagadian City)

“We are fortunate that within P-Noy’s first year in office, he has done for us was the issuance of moratorium on the regional transfer, which prevented the remaining regional offices from moving out,” Lobregat said.

“Zamboanga City can now hope, because during the previous administration it was hopeless in the sense that at that point in time most of the regional offices had already transferred to Pagadian.”

“It was some sort of a done deal. At least, during the first year of Pres. Aquino there is hope,” Lobregat said with the moratorium.

Lobregat, however, declined to rate Aquino’s first year in office, stressing that he, too, as local chief executive has gone through first, second and now on his third term. He said normally the first year in office is merely setting of the direction and establishing the foundation.

In the case of the present administration, Lobregat said Aquino was operating on a budget that was prepared and approved by his predecessor, former President Gloria Macpagal-Arroyo.

He believed that Aquino’s first year in office was setting the foundation of his administration, and that it reflects his campaign commitment “Kung Walang Corrupt, Walang Mahirap.”

“I think it is the thrust of this government to fight corruption that is why you have now so many investigations and revelations against the past administration, which also strengthens the divide between the present and past administrations,” he said.

Lobregat was hopeful on the return of the regional center, construction of a bypass road from east to west coasts, initial activities on the airport transfer, widening of the Baliwasan Seaside road and continuing expansion of R.T. Lim Boulevard, among others. (Bong Garcia)

Coal power ok as long as it follows environmental standards - Zambo City Mayor

ZAMBOANGA CITY, July 27 (PIA) - – “As long as the power generating plant passes all the environmental standards set by the DENR, we are for the setting up of a power generating plant here in Zamboanga”, Mayor Celso Lobregat said after addressing power issues in the city.
A proposal in putting up a coal-fired power plant was presented to the mayor by San Ramon Power Incorporated (SRPI) as an alternative solution to the power shortages experienced by the city last year and the first quarter of this year due to the low water level of Pulangi river and Lanao lake, the main sources of hydropower in Mindanao, caused by el Niño.
The city government has since looked for alternative power source as power interruptions in the city lasted for 8 hours a day last year, which, Lobregat said, greatly affected the city’s economy and the whole populace.
The mayor explained, “It seems coal is the viable alternative”, citing the city’s lack of geothermal and hydroelectric power sources. He added that Zamboanga is outside the wind pattern to generate wind power.
Lobregat revealed that the proposed coal-fired power plant can generate 100 megawatts, enough to supply the power demand in the city. The cost of the power plant is between P12-P13 billion, which, if approved will be constructed inside the Zamboanga City Economic and Free Port Authority property in Barangay San Ramon, west of the city.
Lobregat also pointed that aside from addressing power woes in the city, the proposed power plant will also generate jobs for the locals here.
San Ramon Power Incorporated said they will need 800 to 1,000 workers for the full operation of the power plant. (JPA/MVC/PIA-Zambo City)

Climaco, Fabian give reactions to Aquino's SONA

The two Congressional Representatives of Zamboanga City have given their respective reactions on the second State of the Nation Address (SONA) of President Benigno Aquino III last Monday afternoon at the House of Representatives in Manila.

Deputy Speaker for Mindanao, and Zamboanga City District 1 Congresswoman Maria Isabelle Climaco said the SONA highlighted the city’s contribution when it comes to human trafficking, the passage of RA 10151 employment of night worker, RA 10152 mandatory immunization of children, roadmap of the administration on good governance and Autonomous Region in Muslim Mindanao (ARMM) anti-corruption measures.

But the Deputy Speaker for Mindanao stressed that with the government’s effort, “we need to do our share.”

District 2 Congressman Erbie Fabian has this to say about the President, “he is sincere but still has a lot of room for improvement. He is not superman, let us give him enough time.”

While Climaco did not want to rate the president, Congressman Fabian gave the president a passing rating.

The president during his second SONA gave emphasis on the continued fight against corruption in the Philippines, accomplishments such as drop in hunger incidence in the country, increase in the credit rating of the Philippines, and the modernization of the police and the military.

It was the second SONA of President Aquino after former President, now Pampanga Representative, Gloria Macapagal Arroyo formally turned over the presidency to Aquino last June 30, 2010.

Both City Representatives attended the president’s SONA.

Headlights drive

ZAMBOANGA CITY (PNA) – The Zamboanga City Police Office (ZCPO) has launched a campaign against people driving vehicles at night time with no or not using headlights. ZCPO director Senior Supt. Edwin de Ocampo said they initiated the campaign after several accidents occurred due to non-usage of headlights.

De Ocampo said he ordered the conduct of mobile checkpoints to ensure that all vehicles traveling at night are with headlights. He said it has been observed that several drivers put off the headlights of their vehicle and rely on the streetlights in traveling at night time.

Food processing

ZAMBOANGA CITY (PNA) – At least 40 people, including housewives, senior citizens, and youths, from a village here learned cooking skills from a week-long training conducted by the Food Processors Association of Zamboanga (FPAZ). FPAZ president Edsel Mari Acuña said the training on food processing was conducted over the weekend and the participants are from Barangay Zambowood.

Acuña said the participants were trained on the proper way to prepare Rellenong Bangus, Spanish-style sardines, and other food preparations. The training is part of the community outreach program of FPAZ aimed at teaching housewives and other individuals to process food and earn a living.

The Sardine capital of the country got a boost from no less than the most important diplomat of the world, His Excellency HARRY THOMAS, the American Ambassador to the Philippines.

Accompanied by some officers from the Philippine Chamber of Commerce and Industry, Growth Equity for Mindanao (GEM) and his personal staff, the American diplomat paid an official visit to Ayala Seafood Corporation, the manufacturers of MEGA Sardines.

A tour of the facilities was provided the distinguished visitor by Mr. MICHAEL KELLY TIU LIM, the vice president of Ayala Seafood Corporation which included the presentation of a spread of the company’s canned delights, for an opportunity of taste to the special guests.

The prestige of the visit was cordially appreciated by the company’s management.

A highlight of the afternoon’s visit was a power point presentation of the company’s profile by an Executive of GEM Mr. STANLEY SWERDLOFF, a fishery –industries technocrat who have earned for himself adequate knowledge and information on the aquatic habits of fish, in different stages of its life span, habits, spawning and fish schools. The presentation was an indepth study of the fishes, the fishery industry and the canning industry an to the ultimate product which is the fish in cans or the now popular MEGA Sardines.

The Department of Public Works and Highways 9 is pushing for the full implementation of 65 various infrastructure projects throughout the region costing P1.6 billion.

DPWH 9 Information Officer Ma. Carla Miñoza said there are major infrastructure projects fully implemented region-wide, and there are still for implementation.

“As of present, our office have already implemented 13 major infra projects in region 9 and in ARMM province of Tawi-Tawi, and there are still 26 other projects for full implementation. Others were already started, while some are still in pre-construction stage”, Miñoza said.

According to Miñoza, the biggest of all the projects is the proposed City By-Pass Road Project which will directly link the city’s east coast to west coast. She said the project endorsed by DPWH 9 is likely to be approved.

“The By-Pass Road Project has an initial budget of P340 million. This is likely to be approved. Our office endorsed the project for possible funding allocation for next year”, she explained.

Accordingly, the road will not just directly link the city’s east and west coasts but will also ease traffic congestion within the city proper.

DPWH guaranteed the public of fast tracking the implementation and completion of the major projects before the year ends.

“The men and women of the DPWH IX are seriously focused on implementing quality projects for the improvement of the lives of the general public. This is reflected through the 65 projects programmed for CY 2011 which highlights major road networks for the improvement of socio-economic development and peace and order situation throughout the region”, Miñoza said. I agree. However, I hope that when in the city council he should exercise more decision making based on what he really think is best for the city and own conscience. Unlike the other members of the majority who are obviously always dependent of the Mayor's decisions.

Wow just got a document that showed that the Archbishop of Zamboanga owns 1,116,147 shares in the PHILEX Mining.... no wonder he was so silent on the issue of "no mining" in our watershed. At P20.45 per share since May 2011 that makes the Archbishop of Zamboanga the owner of at least 23 million pesos in shares in the mining company..... wonder where he got the money.

Wow just got a document that showed that the Archbishop of Zamboanga owns 1,116,147 shares in the PHILEX Mining.... no wonder he was so silent on the issue of "no mining" in our watershed. At P20.45 per share since May 2011 that makes the Archbishop of Zamboanga the owner of at least 23 million pesos in shares in the mining company..... wonder where he got the money.

But in this case, one should wonder why would they invest into mining?

IMO, I don't see anything bad in investing in other companies as long as it will not be contrary to their own beliefs or policies. The bishop should explain why put money into PHILEX?

Headlights drive

ZAMBOANGA CITY (PNA) – The Zamboanga City Police Office (ZCPO) has launched a campaign against people driving vehicles at night time with no or not using headlights. ZCPO director Senior Supt. Edwin de Ocampo said they initiated the campaign after several accidents occurred due to non-usage of headlights.

De Ocampo said he ordered the conduct of mobile checkpoints to ensure that all vehicles traveling at night are with headlights. He said it has been observed that several drivers put off the headlights of their vehicle and rely on the streetlights in traveling at night time.

Mayor Celso Lobregat yesterday was conferred the National Sandugo Award for Outstanding Local Government Executives, a yearly undertaking of the Department of Health in cooperation with the Philippine Blood Coordinating Council and the Philippine Red Cross in Manila.

This is the 6th straight year for Mayor Lobregat to receive the national award, elevating him to the Hall of Fame for the 4th time.
Local Government Secretary Jesse Robredo was the guest of honor during the awarding rites held yesterday afternoon at the Diamond Hotel at the Roxas Boulevard in
Manila.

Now on its 13th year, the National Sandugo Award is an initiative of the DOH for local government executives who have shown support and commitment to the National Voluntary Blood Services Program (NVBSP).

Ever since he started his term as mayor, Lobregat has been very supportive of the plans and programs of the Philippine Red Cross (PRC). This assistance comes in the form of trainings and resources to ensure the smooth operation of the local blood bank. The mayor is a national governor of the PRC.

Joining Mayor Lobregat in Manila during the awarding ceremony were Zamboanga City Red Cross Administrator Vic Liozo Jr. and officials from the DOH-Field Office 9.
Liozo expressed pride that Mayor Lobregat is recognized and honored for the 6th straight year stressing that the chief executive is one active leader who knows the value of blood donation. “He is the reason why we have a very active blood program in our city”.

The National Sandugo Award for Local Government Executives is bestowed on a provincial governor, city mayor, municipal mayor or barangay captain who gave outstanding support, commitment and active involvement in the promotion of voluntary blood donation towards the achievement of the vision of Republic Act 7719 otherwise known as the “National Blood Services Act of 1994”.

Specific criteria to the awards include personal involvement and commitment in the NVBSP, provision of resources in the promotion of voluntary blood donation, being instrumental for the high percentage of voluntary blood donation in his jurisdiction which includes blood collected by government and private hospital, PNRC blood center, local health services and NGOs and exemplary administrative actions in support of NVBSP such as issuances within the last 5 years.

The awards is in line with the advocacy for voluntary blood donation which was enhanced by the enactment of RA 7719 which mobilized national agencies and private organizations to promote voluntary blood donation and collect the lifesaving fluid. — Sheila Covarrubias

City official eyes sale of Chabacano books and other Zambo products to promote tourism

ZAMBOANGA CITY, July 28 (PIA) -- First District City Councilor Rodolfo R. Lim authored City Ordinance No.2011-30 proposing for the sale of Chabacano books and other publications, seedlings and agricultural products, souvenir items and other products produced, developed, created, or owned by the city government of Zamboanga.
In his privilege speech during the city council’s 24th regular session, Councilor Lim showed some examples of Chabacano books that he said can be sold to promote the city. The books include the Chabacano Dictionary and the El Primer Alphabeto de Chabacano.
Lim said that his proposal is not aimed to make money but for the preservation and promotion of the city and the Chabacano Language.
“We’re not making profit out of it. We are not into business, we are into accessibility,” he said.

P1.8 trillion GAA early approval to help gov’t implement priority projects

ZAMBOANGA CITY, July 28 (PIA) -- House Deputy Speaker for Mindanao Ma. Isabelle Climaco hopes that Congress will approve the P1.8 trillion 2012 budget as soon as possible as it will help the government implement priority projects for next year.
Climaco said that President Benigno Aquino III could approve the budget before the year ends. This means that the government will have more time to plan for program implementation next year.
Climaco cited last year’s early approval and enactment of the national budget that paved way for prioritizing of programs, projects and allocation of budget where the national government deemed necessary.
The 2012 national budget is 10.4 percent higher than this year’s P1.65 trillion.
President Aquino, in his State of the Nation Address last Monday said that the proposed general appropriations for next year is now ready and is for the approval of the Congress. The national budget maybe approved before November, even earlier than last year. (JPA/MVC/PIA9-Zambo City)

Anti-human trafficking heroes given recognition today at Palace

MANILA, Philippines - The dedicated movers and shakers behind the country’s removal from the US State Department’s Global Human Trafficking watch-list index will be given recognition today at Rizal Hall in Malacañang by President Aquino.

In his recent State of the Nation Address (SONA), the President made special mention of the significant gains of the country’s anti-human trafficking teams that erased the possibility of the country losing $780 million in non – humanitarian and non-trade related loans from the United States.

He also cited the very substantial increase in the number of convictions of human traffickers compared to the dismal performance of the anti-trafficking teams of the past government.

“And here is another example of positive change in law enforcement. The Anti-Trafficking in Persons Act was signed in 2003. Unfortunately, because the government did not properly implement it, only 29 individuals were convicted in a period of seven years. In just one year, we have surpassed that number by successfully convicting 31 human traffickers,” Aquino said.

Zamboanga City Assistant City Prosecutor Darlene Pajarito, earlier named as a global hero against human trafficking by the United States, will also receive a presidential citation for having the most number of successfully prosecuted and convicted human trafficking offenders.

Likewise to be recognized for their tireless efforts and unflinching dedication to the anti-human trafficking advocacy are; End Child Prostitution and Trafficking (ECPAT) – Philippines, Coalition Against Trafficking in Women – Asia Pacific (CATW-AP), International Justice Mission (IJM), Visayan Forum Foundation, Inc. (VFFI), former Bureau of Immigration officer-in-charge Ronaldo P. Ledesma, BI legal head Arvin Cesar G. Santos, BI intelligence head Maria Antonette B. Mangrobang, Ninoy Aquino International Airport general manager Jose Angelo A. Honrado, National Inter-Agency Task Force Against Trafficking (NIATFAT), Regional Anti-Human Trafficking Task Force (RAHTTF-7) of Cebu City, Sea Based Anti-Trafficking Task Force (SBATTF) of Zamboanga City, Anti-Human Trafficking Division of the National Bureau of Immigration (NBI-AHTRAD), Dante B. Bonoan NBI –AHTRAD chief, Court Administrator Midas Marquez and Chief Justice Renato Corona of the Supreme Court (SC).

Justice Undersecretary Jose Vicente Salazar, head of the Inter-Agency Council Against Trafficking in Persons (IACAT) said the success of the government in the anti-trafficking campaign must also be credited to the public private partnerships forged out of a genuine concern for the country and its citizens.

“To the rest of the nameless warriors in the fight against the evils of human trafficking, we salute you for your unwavering crusade to eradicate human trafficking even without recognition,” Salazar said.

Thousands apprehended for traffic violations

About 3,000 erring motorists were apprehended and issued citation tickets for violation of Land Transportation Office (LTO) regulations from the month of January to July 2011.

Zamboanga City Police Office (ZCPO) director Sr. Superintendent Edwin De Ocampo announced that a total of 2,918 violators of different traffic rules were issued citation tickets in violation of City Ordinance number 248 and temporary operators permits (TOP) for R.A. 4136.
Records showed that for violation on loading in prohibited zones, there were 1,162 driver’s license confiscated; Not wearing of helmet - 1,557; modified muffler - 70; No headlight-58; illegal display of registered plate number - 45; No plate, No travel - 24 and overcharging of passenger’s fare - 2.
De Ocampo ordered for a steeper campaign especially for vehicles operating only during nighttime without headlight and motorized tricycles with expired franchise.

According to the local police chief, there will be constant operations by the personnel of the traffic section to lessen the operation of about 4,000 colorum tricycles.

“I am much concerned on the vehicles operating during the night without headlight because it is very dangerous not only on the part of the drivers but also for the pedestrians,” De Ocampo said.

The city police director lamented that despite the apprehensions and warnings given to the motorists, they still continue committing the same offenses.

He appealed to all motorists to abide by the rules and regulations of the LTO to avoid accidents and problems.

The Department of Public Works and Highways 9 is pushing for the full implementation of 65 various infrastructure projects throughout the region costing P1.6 billion.

DPWH 9 Information Officer Ma. Carla Miñoza said there are major infrastructure projects fully implemented region-wide, and there are still for implementation.

“As of present, our office have already implemented 13 major infra projects in region 9 and in ARMM province of Tawi-Tawi, and there are still 26 other projects for full implementation. Others were already started, while some are still in pre-construction stage”, Miñoza said.

According to Miñoza, the biggest of all the projects is the proposed City By-Pass Road Project which will directly link the city’s east coast to west coast. She said the project endorsed by DPWH 9 is likely to be approved.

“The By-Pass Road Project has an initial budget of P340 million. This is likely to be approved. Our office endorsed the project for possible funding allocation for next year”, she explained.

Accordingly, the road will not just directly link the city’s east and west coasts but will also ease traffic congestion within the city proper.

DPWH guaranteed the public of fast tracking the implementation and completion of the major projects before the year ends.

“The men and women of the DPWH IX are seriously focused on implementing quality projects for the improvement of the lives of the general public. This is reflected through the 65 projects programmed for CY 2011 which highlights major road networks for the improvement of socio-economic development and peace and order situation throughout the region”, Miñoza said. I think the issue there is how the zone is being marketed to an international investor that will have confidence on its return. Normally, they get incentives such as lower tax, lower power rates, and guaranteed safety and security for its operations. In return, such industry will employ hundreds of local workers which of course translates to additional purchasing power to boost the economy. Once a big one is established, the rest will simply follow. And yes you are right, it needs a charismatic administrator to pave the way; the local executives should be aggressive as well. Zamboanga have all the technical manpower courtesy of the universities, so labor is not a problem. This ecozone could have been a magnet to the local professionals; instead, most of them have probably settled in Cebu, Manila or abroad.

The City Council on Wednesday’s regular session approved a resolution authorizing Mayor Celso Lobregat to take appropriate court action against Hadji Kadra Masijul for violation of the sanitary code.

Councilor Rey Candido, author of the resolution, disclosed that Kadra who owns the building along Veterans Avenue has continuously operated several stalls despite the closure order last year.

He said Kadra has violated P.D. 886, otherwise known as the Sanitation Code of the Philippines, the national building code and electrical code of the Philippines as well as the City Ordinance 500-2011 or the sanitation code.

The alderman of District 2 said the building has already been recommended for closure by the City Engineer Office, Bureau of Fire and Protection Office and the City health Office.

“Despite repeated closure Kadra has continuously operated the establishment with impunity,” Candido emphasized. "It is now up to the mayor to file the necessary charges in court against Kadra."
