I was able to see your original post so I'll respond to that. If your intention is really to inform the hotel management about their flaws, you could have directly and privately complained to them so that they could address your problem. Blabbering about it in public especially when there's a minute chance that any of the concerned people will actually hear you won't solve your problem, plus it will taint one of the city's tourist drawers and most certainly the city as a tourist hub.

Local fast-casual dining restaurant chain Gerry’s Grill will invest P36 million to P45 million more in the fourth quarter, aiming to hit the 47-branch mark within the year.
According to Prime Pacific Grill Inc. chief executive Gerry Apolinario, three more branches are scheduled to open October to December inLaoag City in Ilocos Norte; Nuvali in Sta. Rosa, Laguna; and Zamboanga City.
Each Gerry’s Grill branch requires an investment of between P12 million and P15 million, depending on the size and location.
In the third quarter, Gerry’s Grill opened three branches in various areas in the country: Greenbelt 3 in Makati City, Abreeza Mall in Davao City, and SM City in Pampanga. It will open its fourth branch this quarter at Robinsons Place in Cagayan de Oro, its third in Mindanao, within the month.
Apolinario said the Cagayan de Oro branch had been pipelined “for some time now.”
Gerry’s Grill plans to further expand outside of Metro Manila, particularly in places frequently visited by local and foreign tourists.
The restaurant chain currently has presence in major travel destinations such as Baguio, Bohol, Boracay, Cebu, Davao and Tacloban.
It has also spread its wings outside the country, with branches at the Rasa Pura Masters food court of the Marina Bay Sands in Singapore, Union City in San Francisco, and Cerritos in Los Angeles.—Abigail L. Ho

For 2011, ONB will be opening new branches in Pasong Tamo Extension in Makati City; a second branch in Butuan City; Esperanza in Sultan Kudarat; and Sangali, Zamboanga City which will cost P 31 million of the total branch expansion and renovation budget.
To establish permanence in progressive communities that it serves, the Bank is also investing in the relocation of existing branches from small rented, to a bigger and more spacious bank-owned sites in areas such as Cabadbaran, Agusan Del Norte, Surigao City and Libungan, South Cotabato. P14 million will be spent for this.
ONB also allotted about P 12 million for major branch renovations giving five of its branches in Bansalan, Don Carlos, Monkayo and Compostela a new and modernized look. Refurbishing resulted to more advanced-looking branches and bigger lobby space for expanding clientele.
Before the end of this year, ONB will be operating a total number of 85 branches and 140 PeraAgad ATMs all over Mindanao and Makati City.

Wednesday, September 14, 2011
PREPARATIONS are underway for the construction of a bypass road linking Zamboanga City's east coast to the west coast.
Department of Public Works and Highways (DPWH) district engineer Merham Acas said preparations include preliminary engineering, details engineering, acquisition of right-of-way and project implementation plans.
Have something to report? Tell us in text, photos or videos.
Acas said the bypass road will be from the village of Culianan, 13 kilometers east of the city, to the village of Patalon, 31 kilometers west of the city.
Acas said the opening of the bypass road will make travel easier for motorists and will decongest traffic within the seven-kilometer radius of the city.
Traveling from east to the west coast now requires motorists to traverse through Governor Ramos Avenue, three kilometer far from the city proper, from the village of Tumaga to the village of San Roque.
The other route is through Governor Camins Avenue, from the village of Tetuan in the east to Baliwasan village in the west.
Acas did not say, however, when the project will start as well as its duration. (Bong Garcia)

Crusifix September 18th, 2011, 04:18 PM At 100, ZGCC to host historical golf tourney
http://ts4.mm.bing.net/images/thumbnail.aspx?q=1076834740067&id=d5756288cf645a7f91f4c1822db21c1b
If Zamboanga Golf and Country Club (ZGCC) had been a person, it would be too old and weak already. But it’s not. In its 100th birthday, this Mindanao’s premier golf course is still very vibrant, dynamic, and as stunning as ever.
And to celebrate the centennial anniversary of its establishment, the officers and men of ZGCC will throw the grandest and biggest tournament in the history of golf in Zamboanga City, if not in the entire country.
“This tournament is in itself a historical event as we are holding it in time for the celebration of the centennial anniversary of the club,” said Mr. Leonardo Rey D. Vasquez, president of ZGCC.
Mr. Vasquez said that more than 200 golfers from different major golf clubs all over the country will converge in this City for a two-day historical sporting event, which will run from 17-18th of this month.
“We have participants from as far as the cities of Manila, Cebu, Iloilo, Dumaguete, Cagayan de Oro, Davao, Ozamis, and of course Zamboanga,” he revealed.
This golf tournament, according to one of the ZGCC directors Mr. Butch Blanco, is also “a very good avenue to promote tourism in Zamboanga City.”
“This is the right time to also showcase our beautiful City and what it can offer,” he added.
In less than a month before the City’s grandest festival “Fiesta Pilar,” this is the right time where visitors especially those from outside the City can roam around and tour historical and beautiful spots in the City such as the famous Fort Pilar Shrine, Pasonanca Park, the Yakan Village, Zamboanga Barter Trade Center and many more.
A data from the National Statistical Coordination Board (NSCB) revealed that Zamboanga golf course was founded on June 1910. A year after that, the club was formally organized with Major General John J. Pershing as its founding president.
Gen. Pershing was the concurrent governor general of then Moro Province. It was the period when the country was under the American occupation.
Though the construction of this beautiful sport facility was realized during war time, its symbolism revealed its opposite since this golf course has been a venue for fostering sportsmanship and culture of camaraderie among the golf enthusiasts. And that culture has remained and has been nurtured up to this time.
According to Mr. Blanco, aside from observing the 100th year of the club, the holding of this golf tournament dubbed as: “Celebrar Cien Años de Golf,” is to actually “foster camaraderie through sports.”
And to also build teamwork among the different clubs, he said that the format of the game will be “team play,” where team with highest points will be declared winner. The teams will be further identified by classes – A to C – according to the number of players, in accordance with the standard rules in playing golf.
As a grand sporting event, winners can also expect very attractive cash prizes. Mr. Blanco revealed that more than one million pesos are at stake in this tournament.
An 18-hole ZGCC, describes by GolPh as one of the best in Mindanao, is located in a 16-hectare lot in Calarian Village, about five kilometers from downtown Zamboanga. NSCB information describes the ZGCC’s course as having a “fine layout with winding fairways, dogleg situations, and good green planted to Tifton 228.”
It added that the bunkers of this majestic golf course have the unique pinkish sand from Sta. Cruz Island, a tourism destination famous for its powdery pink sand and beautiful corals.
In addition, golfers playing at ZGCC can enjoy the panoramic view of the beautiful Basilan Strait, which is simply breathtaking. GolfPh added that playing in its course is a “golfing paradise.”
Among the amenities of the club are its tee houses, very comfortable locker rooms and shower facilities, club restaurant serving delicious foods, and function rooms. The location of the course is surrounded by different beach resorts such as the beach park, La Vista del Mar and Arcillas Beach Resort.
The scenic ZGCC and Zamboanga Golf and Beach Park is maintained and operated by the Philippine Infrastructure Enterprise Zone Authority (TIEZA; formerly Philippine Tourism Authority).
The holding of “Celebrar Cien Años de Golf” is made possible by ZGCC, Pogi Boys of Davao City, TIEZA, City Government of Zamboanga, Department of Tourism, JMJ, DMCI, Universal Canning Corp., Budgetwise, Resort’s World Manila, Standard Insurance, Brent Hospital, Oishi, Philippine Airlines, Samsung, Cherry Mobile, Mr. Tony Calabria, Hon. Erico Basilan Fabian, , Landbank of the Philippines, and Development Bank of the Philippines.
This historical golf tournament is organized by ZGCC led by its officers: Mr. Vasquez (President), Mr. Henry Ratag (Vice President), Mr. Edward Balagapo (Secretary), Mr. Joenas Suaso (Treasurer), Mr. Joseph Dy (Auditor), and Board of Directors: Mr. Patrick Lee, Mr. Raymond Padayhag, Mr. Blanco, Mr. Romy Urian, and Mr. Noel Arquiza. Crusifix September 18th, 2011, 04:22 PM New BSP building inaugurated
http://ts2.mm.bing.net/images/thumbnail.aspx?q=1260965013701&id=2f135fed60ff2fae6f925ddf02dff181
Amid very tight security, the P300 million Bangko Sentral ng Pilipinas (BSP) building was blessed and inaugurated yesterday at Pettit Barracks adjacent to the famous Fort Pilar, this city.
The security measures taken by the Central Bank's security forces was so intense that even Mayor Celso Lobregat and Congressman Erbie Fabian were asked to enter the bank's compound without their escorts and vehicles.
Lobregat commented the city is not facing any threats from terrorists but it was normal procedure and he understands the action taken by the security men guarding the region's monetary facility.
BSP Governor Armando Tetangco Jr. disclosed that high ranking personnel of the Central Bank was in full force since all the members of the monetary board were present in the grand occasion.
Tetangco disclosed the sizable and growing numbers of banking institutions in Zamboanga City only shows the development in banking continues to grow in the city.
He said in 2010 there was an increase by 12 percent or P46.7 billion in depository by different banks in the city and Zamboanga Peninsula.
Lobregat asked the media to give the positive side of the city's development.
“The mis-perception of other people of our city's bad image will remain if we continue to announce the negative we will be stuck in the quagmire,” Lobregat pointed out. The chief executive disclosed the statistics is very positive for Zamboanga City because its growth rate is 3.5 percent compared to only 1.8 percent of Zamboanga Peninsula combined.
Ask to comment on the status of the disappearing coins not only in the city but in the country as a whole, Tetangco said most people do not use the coins in their daily transaction.
“The coins end up in drawers, piggy banks, in cars and in machines. That is why we are encouraging the people to help us re-circulate the coins,” Tetangco said.
The BSP governor said the Central Bank has minted at least 17 billion pieces of coins amounting to P18 billion which is the highest compared to other countries in the world.
The coin per capital, he said, is 200 per person while other countries it is only about 50 coins per person.
For this reason, Tetangco said, they created the “Tulong Barya para sa Eskwela” were people are asked to donate coins for the public elementary schools and in return the BSP re-circulates the coin.
“The Central Bank has donated at least 510 computer sets to public schools all over the country funded from the Tulong Barya program.

Arriola said that aside from him, all the other four BAC members, Atty. Samuel Mariano, Atty. Alexander Eric Elias, Engr. Rene dela Cruz and City Engr. Luis Vicente Despalo attended the conference.
The two local bidders who attended the pre-bid conference were 3VC-Vinhar (Joint Venture) and the Bendimill Construction.
The other participants included

RR Encabo.
According to Arriola, after the pre-bid conference, the prospective bidders will submit their respective papers and their bids will be evaluated.
Recall, the original bidding for the IBT was held about two years ago. However, after a loosing bidder, Dimson Construction of Manila, filed a case with the Ombudsman against several city officials including Mayor Celso Lobregat, the award given to the winning bidder was recalled by the city government. This prompted the winning bidder to also file a case against some city officials. Both cases are still pending resolution.
The modern Bus Terminal for Zamboanga City amounting to P179 Million will be located at Barangay Divisoria.

Sunday, 18 September 2011 16:59
The Zamboanga Golf and Country Club is celebrating its centennial (100 years) anniversary with a two-day golf tournament (September 17-18) being participated by some 200 golfers.
The theme of the celebration is “ Celebrar Cien Años de Golf”.
Zamboanga City Water District manager Chito Vasquez, president of the ZGCC, said the golf tournament is in connection with the 100-year anniversary of the golf course and country club which was officially established in year 1911 by Gen. John “Black Jack” Pershing.
Vasquez said the area was formerly a prison camp before it was converted into the golf course by the American founder and president. He said the players joining in the amateur competition come from as far as Manila, Cebu, Cagayan de Oro, Ilo-Ilo, Ozamis, Davao, Dipolog and ZamboangaCity.
Vasquez said two players who will make a Hole in One will be awarded with a special prize of P100,000 while the other will be awarded with a 32 inch Panasonic TV.
“But if there is nobody who will be lucky enough to make the hole in one, the Panasonic TV will be raffled during the awarding,” Vasquez said.
He said other prizes include trophies, cell phones, home theater, televisions and other valuable prizes.
Zamboangueño golfing competitors include Congressman Erbie A. Fabian, Danny Nuevo of TIEZA, contractors Eddie Catis, Faizal Hasiman, retired Air Force Col. Antonio
Yanga and others.
The golfers are divided into 48 teams with four players in each team.
Gen. Pershing was the military Governor of Mindanao from 1909 to 1914. The area where the golf course was established was formerly a prison camp of the American Regime. It was later was transferred to San Ramon which is now San Ramon Penal Colony. Gen. Pershing resided at the building which is now occupied by the Bank of the Philippine Islands along Valderosa Street.

chuck23 September 19th, 2011, 12:24 PM Celso urges preservation of school plazas to promote football in ZC (http://zamboangatimes.ph/top-news/2520-celso-urges-preservation-of-school-plazas-to-promote-football-in-zc.html)
Sunday, 18 September 2011 17:01
Mayor Celso Lobregat has called on teachers and school administrators to preserve and protect school plazas for the promotion of football and even other sports events that need wide playing fields.
The mayor said this, as he lauded the Zamboanga Football Association (ZAFA) for choosing the Sta. Maria Football field at the Sta. Maria Central School as the venue for the two-month sports event dubbed as ZAFA Cup 2011 that brings together over some 40 football teams from all over the city.
Besides, he said, contrary to malicious talks spread around by his critics, the huge plaza and not the grandstand fee is the reason why the ZAFA Cup 2011 is being held at the Sta. Maria Central instead of the Joaquin Enriquez Memorial Sports Complex.
“I am very happy that the ZAFA has chosen Sta. Maria Central School grounds as the venue for this competition because aside from having a football field, you have trees all around where parents can comfortably watch the games and it has always been traditionally here where soccer tournaments are being held”, the mayor said in his message during the opening of ZAFA cup 2001.
Held in partnership with the Sangguniang Kabataan under Councilor Joana Mas and the Zamboanga United Football League (ZUFL), the two month sports event has four categories: Under-13 boys, Under-14 girls, Under 17 boys, Ladies’ Open and Men’s Open and is intended to enhance football skills of the youth and ultimately promote football game in Zamboanga.
Mayor Lobregat said it is necessary for teachers, school administrators and the Department of Education in general to initiate measures to preserve and protect school plazas as it is where students can improve their talents in sports as well as can serve as venues for football competitions.
The mayor, who was an active football player during his elementary, secondary and college days, encouraged ZAFA, SK and the ZUFL to host football tournaments in other schools such as in Talisayan, San Ramon, Sinubong, Ayala and Culianan where there are existing huge plazas.
With an open football field, even people passing by have the tendency to get attracted to the games, he stressed.
Mayor Lobregat was member of the Philippine Football Squad during his younger days. He was inducted into the Ateneo Sports Hall of Fame in 2003. “As an athlete I know it is important for football to have playing fields not only one but several football fields and that is the only way we can promote soccer”
For her part, Councilor Joana Mas in her message said the SK Federation in Zamboanga is bent on initiating programs aimed to develop the youth and make them productive citizens in the future. She stressed that similar football events will be staged in other parts of the city.
Also present during the opening program held at the Sta. Maria covered court were Sta. Maria Central School Principal Luzbella de Leon, ZAFA President Erwin Bernardo, Sta. Maria barangay chairman Justo Lacandalo and other officials. --Sheila Covarrubias

"ZukiChirO" September 19th, 2011, 04:36 PM Celso urges preservation of school plazas to promote football in ZC (http://zamboangatimes.ph/top-news/2520-celso-urges-preservation-of-school-plazas-to-promote-football-in-zc.html)

GENERAL SANTOS CITY -- SM City General Santos, Mindanao's biggest mall is set to open in the first quarter of next year in this city, touted as the country's "tuna capital", targeting a huge retail market in one of the country’s fastest growing regions, the Soccsksargen area.
SM Prime Holdings, Inc. president Hans T. Sy, on Sunday said SM Gensan has a total floor area of 150,000 square meters, including the parking area, situated in a 17-hectare property they are leasing from one of the city’s pioneering families -- the Salazars.
"This our biggest in Mindanao," Sy told Sun.Star Davao.
Sy was in this city to grace the opening of newly widened 440 meter San Miguel street in Lagao, where one of the entrances of the mall is located. SM Prime Holdings spent P4 million for the project.
Also at the event are city officials, led by City Mayor Darlene Antonino, Representative Pedro Acharon and the Salazar matriarch Sufradia Las Marias Salazar.
The property where SM Gensan stands is covered by a 20-year lease contract entered by SM Prime Holdings and the Salazars.
"Everytime we invest in a place, we always see that we have the return of investment in 9-10 years, so the 10-year contract would be okay," Sy said.
Sy said total investment they have poured in for the construction of the Gensan mall, which is now 90 percent complete, is pegged at P2.5 billion, much higher than their investment for the construction of SM Lanang in Davao City, placed at P2 billion. SM Lanang is targeted to be completed in the last quarter of next year.
"This is our thrust. We want to intensify our presence in Mindanao," Sy said, but was quick to add SM has no plan of getting hold or monopolize the retail market on the island.
"We are here not to eat the pie, but we’re here to make the pie bigger," he said.
Sy said their next target in Mindanao, after the opening of SM Lanang next year, are the cities of Butuan and Zamboanga.
"These are the two areas we are looking at. The property we eye for the construction of these malls is now under negotiation," he said.

This is from a very reliable source. Some influential members of Zamboanga Chinese Chamber of Commerce had a dinner meeting with the mayor recently. They tried to convince the mayor to stop or delay the entry of mall developers in the city. When the mayor refused, they threatened to pull out all their businesses in the city. You know what the mayor replied? YOU CAN ALL GET OUT OF ZAMBOANGA! I WILL NOT STOP YOU! The businessmen were shocked. Perhaps, even they are wondering what ever happened to the "FRUITFUL" relationship they had with the mayor the past years. 12jairien14 September 20th, 2011, 09:15 AM SM to open Mindanao's biggest mall in GenSan
Tuesday, September 20, 2011
Business Mirror By Manuel T. Cayon / Reporter
GENERAL SANTOS CITY—The SM chain of shopping malls is opening its largest mall in Mindanao in General Santos City early next year, Hans T. Sy, president of SM Prime Holdings Inc., said on Monday.
Local businesses and mall owners who feel threatened by the P2.5-billion shopping center were assured by Sy that the SM mall would “enlarge the [local] pie and would not saturate the market.”
He said SM’s presence as a retailer would enlarge the retail sector in the city, citing its experience in Pampanga and Baguio, where SM “brought in the businesses from the nearby areas to the host city.”
“It’s not really a question of saturation; it’s about bringing excitement to local business,” he said.
As for fears of terrorist bombings that occasionally hit this southern city, Sy told reporters, “If we wait for the peace and order to be ensured, we would not be here now.”
Sy turned over to the city government an additional two lanes for San Miguel Street, which traverses the back portion of the mall, and spans 466 meters long. SM has also installed a P53-million drainage system, which would benefit a section of the city at the side of the SM mall in Lagao district, north of downtown GenSan.
The mall structure, now nearly finished, covers 150,000 square meters, bigger than the two SM malls in Davao City and the one in Cagayan de Oro City.
Sy said SM would also hire 8,000 personnel, which would help bring additional revenue for this city, which, Mayor Darleen Antonino-Custodio boasted, is the center of economic and financial activities in the region that includes Sarangani, South Cotabato, Sultan Kudarat and North Cotabato.
Sy also said the SM mall would be designed differently, compared with its first mall in Ecoland, Davao City and in Cagayan de Oro City.
Aside from anchor stores that are common in most SM malls, new stores would be invited to display their products in the new mall. “The common stores would consist of 20 percent of store renters; the new ones 80 percent,” he said.
“We would be bringing in the lifestyle of Manila here, with the same price and style,” he added.
SM is eyeing two more malls in Mindanao within the next three years, he said, citing Zamboanga City and Butuan City as the most likely locations.
He said the acquisition of the land was yet to be concluded in Butuan City.

maybe the land is also up for negotiations too in zambo....lets all be positive on this even if Hans Sy did not mention any status on their acquisition in Zambo
the word 'likely' will not be used if a sure conclusion has indeed been reached already with the land acquisition
I am sure they are at the table negotiating for a huge land deal ever there in Zambo ^^

buenos-Diaz September 20th, 2011, 10:35 AM I was able to see your original post so I'll respond to that.
^^well stern pinaabot na namin sa management yung problem about their service pero di po maiwasang parin yung mga tao nag complain aside from us...if you where there naku maimbyerna ka lang mga reaksyon ng managemnt and staff...any way nangyari na yun and I think nadala na kami sa service ng hotel na yun...and I think hindi naman yun makabawas ng mga tourista ang daming hotels dito sa zamboanga city hindi lng man yun...peace...:)

The property we eye for the construction of these malls is now under negotiation," he said.

marlowe_cano September 20th, 2011, 02:36 PM SM to open Mindanao's biggest mall in GenSan

Oh geez, huge billboards are eye sore indeed. I personally do not see cities with too much gigantic billboards attractive. I would rather prefer small yet well lighted billboards on waiting sheds and street corners.

Let me guess... If Gaisano Capital ang magmanage sa Zamboanga, it will be more of a 2-3 storey mall, pero i dunno kung may cinehan dyan... If Neopace will manage the Zamboanga mall, it requires bigger spaces...

habagatcentral1 September 20th, 2011, 06:16 PM The owners of the existing malls could have been more innovative with providing the Zamboangueños more options to shop, like how KCC did to Gensan and Marbel. As far as malls in Zamboanga is concerned, they are all cramped out in Pueblo with small GLA. They should've constructed larger malls outside Pueblo.
habagatcentral1 September 20th, 2011, 06:19 PM May I also add that Zamboanga City tourism should add culinary tourism beyond Curacha and Alavar Sauce. sternocleidomastoid September 20th, 2011, 11:40 PM ^^well stern pinaabot na namin sa management yung problem about their service pero di po maiwasang parin yung mga tao nag complain aside from us...if you where there naku maimbyerna ka lang mga reaksyon ng managemnt and staff...any way nangyari na yun and I think nadala na kami sa service ng hotel na yun...and I think hindi naman yun makabawas ng mga tourista ang daming hotels dito sa zamboanga city hindi lng man yun...peace...:)
But being one of the oldest hotels in the city, it doesn't only serve as a hotel, but as a tourist spot too.
Siguro chene ken ya ase :bash: kunel mayor poreso yan realized ya ele di suu mal trabaho y desicion.:)

I think this building will have its own elevator. I saw in the middle of the building what looked like an elevator shaft that was being constructed. The sky bridge will most likely be constructed in the second floor of this building as there still remains a huge square hole there facing the rest of the hospital buildings. They are currently smoothening out the walls and window holes, etc.
I notice, wala masyadong Huge Billboards along Zamboanga City's major Thoroughfares unlike other cities. Along Nunez, wala kahit ni isa. Sa MCLL Highway din wala.
MCLL Highway may have those gigantic billboards as it has plenty of spaces to accommodate them, but I think we must spare Nuñez Extension from those and just dedicate the entire stretch to big and beautiful buildings.

A FISHERIES bureau official has advised fishpond operators in Zamboanga City to secure fingerlings and fry from certified providers to ensure the young species are free from diseases.
Ahadulla Sajili, Bureau of Fisheries and Aquatic Resources (BFAR) regional director, inspected several fishponds in the village of Vitali, 73 kilometers east of the city, where there were reported infection of "white spot" virus that have caused the death of fishes and prawns.
Sajili said the sudden change of temperature combined by the low water volume contributed to the death of the fishes and prawns aside from the virus.
The City Agriculture Office and BFAR have observed that water volume of the fishpond is not suitable for the livability of the aquatic resources being cultured, Sajili said.
He said infection from white spot virus is common in some areas in Luzon where fishponds are overcrowded and with low water volume.
He suggested that the fishponds infected with the white spot virus to be disinfected, citing the virus is hereditary and the fingerlings and fry that were culture inherited it from their parents.
The infected fishponds must be cleared for two weeks or a month before it will be populated by fingerlings or fry from BFAR certified providers, he said.
The BFAR regional office has requested a team from its central office to train fishpond operators on the procedures and methodolgy of fishery business, Sajili said.

BY PETER TABINGO
Malaya Business Insights
June 10, 2011
THE Commission on Audit has questioned several investments made by the Zamboanga City Special Economic Zone Authority (ZCSEZA), including the construction of two 21-room lodging houses that have not earned a single penny since completion in June 2009, and a wastewater treatment facility that does not work.
In a report submitted on March 28 to ZCSEZA chairman and administrator Georgina P. Yu, COA said the ecozone’s various ventures amounting to P50.32 million are lying "idle, non-operational, incomplete, cannibalized or dilapidated."
Among these projects were Condotels 1 and 2 built at the total cost of P25.42 million, an artificial ocean (P2.83 million), a wastewater treatment and collection system (P15.13 million), presidential chateau (P2.46 million), five units of casitas or guest houses (P959,313.60), two elevated water tanks (P2.96 million), and ecosystems furniture (P560,753.31).
"Since its completion in June 2009, the property remained unoccupied or idle and was unable to generate income for the Authority to date. The property continues to depreciate without giving benefit to the Authority. There is a zero rate on return of the Authority’s investment and unable to match the continued expenses in maintenance and depreciation of the units which are even exposed to further deterioration, clearly showing wastage of government resources," the COA said on the Condotels.
Auditors cited the need for "proper planning and study" before putting up projects to determine if they are "financially viable" and to prevent wastage of government money.
The ZCSEZA management said a private firm, Royal Pacific Rim International Philippines (RPRIP), made an offer in March 26, 2009 to lease the condotels and develop them into a world-class tourism and recreation estate, and to operate a casino in the Zamboanga Freeport, which was approved by the board of directors of the Philippine Amusement and Gaming Corp (Pagcor) on Nov. 10, 2009.
However, it said, the contract of lease between Pagcor and RPRIP covering the terms and conditions that will govern the casino operations has not been signed yet.
Efforts are reportedly also being taken to market the condotels to locals as the management hopes to attract guests once it can start operations of the attached water park.
The COA said seven other projects comprising the water park facilities erected for P24,897,600.12 "remain idle and unable to generate income while they continue to deteriorate."
Because of these, auditors voiced concern that ZCSEZA is showing signs that it cannot meet its supposed objective of becoming a "self-reliant and self-sustaining agro-industrial, commercial and financial investment and free port with suitable retirement and residential areas."
"Considering the amount of investments by the Authority, no economic benefits were however derived from these facilities to date. The audit concern on the non-recovery of Authority’s investments is reiterated. The facilities continue to depreciate and are even exposed to further deterioration which clearly shows a waste of government funds. It appears that the Authority was not able to meet the set objectives of being economically-viable Freeport," COA said.

libris September 21st, 2011, 05:11 AM Zamboanga residents reject coal-fired plant
Home Updated September 12, 2011
Philippine Star
ZAMBOANGA CITY, Philippines -- Residents of barangay Talisayan are against the proposed establishment of a coal-fired power plant inside the Zamboanga Ecozone (Ecozone) by the San Ramon Power Incorporated (SRPI).
Barangay Captain of Talisayan Josephine Pareja said in an interview, “yung coal ay marumi. Pag sinunog yung coal may ash yun, saan ilalagay yun? itatambak ng itatambak dito sa amin?”
The barangay council of Talisayan earlier released a barangay resolution dated September 3 entitled a resolution expressing objection to SRPI’s intent to construct and operate a coal-fired power plant.
She explained that in Barangay Talisayan, there is no water source from Zamboanga City Water District. “Sariling kayod ang tubig namin dito. Pag nag pump ng tubig ang coal-fired power plant, ilang million gallon ng tubig ang kukunin nila sa lupa ng talisayan?”
Aside from this, the barangay captain is also worried of the ash that might be emitted by the plant including other toxic substances.
On the benefit of the construction of plant such as employment she said, “sabi nila upon operation only 180 employees from managerial down to the rank and file. Kung I compare mo sa sardines planta namin, 1,000 empleyado sa isang planta pa lang. If they want to compare the power plant to the plant of sardines, napakalayo.”
Pareja denied that the sardine factories near her barangay are using coal. “Ni isang planta wala kaming inaprove na coal. What was explained to us was they will use bunker oil, they will not use coal. Mega Sardines wants a resolution from the barangay and until now, we don’t give them the resolution because we don’t want them to use coal.”
The blackouts according to Pareja is only a threat, “yung blackout, yan ang threat nila, that’s the only threat they got, wala ng iba.”
She is suggesting the SRPI to go to renewable source of energy, “I have nothing against Conal, what I’m against is yung plano nila, yung coal, doon kami kontra. They can shift to other renewable source of energy, they can finance any project for energy. Pag sinabi coal ibang usapan na ito.”
Pareja also issued an appeal to the city government. “Sa city government I’m pleading please wag na ituloy itong coal fired plant sa Talisayan. Sa mga councilor, ang nariiring kong nag sasalita puro district two, my councilors sa District 1 sana protectionan nila kami tulungan at pakingan nila kami.”
The lady barangay captain pledged that she will do everything to stop the project of the SRPI saying, “we talk here about the adverse effects sa residente, protection ng residents ko. I will protect them hangang sa huling araw ko dito sa barangay. Whatever things we can do to stop this we will do it. Kung kailangang namin harangin yung daan haharangin ko yan. Kung kinakailangan, I'm not threatening anybody, but I will move mountain to stop this."
According to Pareja, there are 10,375 residents in her barangay including prisoners from the San Ramon Penal Farm. She assures that even the prisoners will oppose to the idea.
The host barangays of the SRPI includes Talisayan, Pamucutan, and Sinubung. The proposed power plant will be near the three barangays. Zamboanga Today

libris September 21st, 2011, 05:14 AM Zambo City intensifies breastfeeding campaign
September 16, 2011, 3:21pm
Manila Bulletin
ZAMBOANGA CITY, Philippines (PIA) – To further drum beat and encourage the practice of breastfeeding in the various workplaces here, the City Council enacted Ordinance 377, known as breastfeeding ordinance.
Claudine Uniana of the City Information Office said the ordinance is geared at intensifying the practice of breastfeeding in the city.
Uniana explained that “the ordinance pushes for the establishment of a work environment that fulfills the basic physical, emotional, and psychological needs of mothers and infants, as well as protecting working mothers by providing safe and healthy working conditions, taking into account the maternal functions, facilities, and opportunities that will enable mothers to combine family obligations with work responsibilities.”
She further explained that “Ordinance No. 377 recognizes breast milk as the best source of nutrition for babies, and that breastfeeding promotes the development of emotional bonding between mother and child, bestows upon the newborn infant protection against infection, provides the mother natural contraception after delivery and protects mothers from closely spaced pregnancy.”
Uniana confirmed that the ordinance mandates all private enterprises, government agencies, including their subdivisions and instrumentalities, and Government Owned and Controlled Corporations (GOCCs) in the city to establish lactation stations where working mothers can breastfeed their babies during lactation breaks.
The ordinance clearly states that lactation stations must be equipped with “lavatory for hand-washing unless there is an easily accessible lavatory nearby, refrigeration or appropriate cooling facilities where to store the expressed breast milk, table, comfortable seats, electrical outlets, and other necessary items.
“Nursing mother employees will also be allowed to take break intervals in addition to regular time-off for meals to breastfeed or expressed milk after asking permission from her supervisor,” Uniana said.
Private establishments or government institutions caught violating the ordinance will be imposed a fine amounting to P1,000 for the first offense, for second offense, a fine of P2, 000 and non-extension of Sanitary Permit will be accorded to violators, and a fine of P3,000 and cancellation or revocation of business permits or license to operate for third offense.
Mount Vesuvius September 21st, 2011, 05:19 AM ADZU School of Medicine Research Database Utilization
The Ateneo de Zamboanga University School of Medicine possesses a rich bank of community-based researches done by each individual graduate since its first batch in 1998. Moreover, there has been a continuous contribution of researches done by the faculty under the Master in Public Health and Master in Health Professions Education programs of the Graduate School in conjunction with the ADZU-SOM. As such, the wide array of researches provides future students and rural-based practicing physicians a treasure-trove of evidence about community-based health problems. In late 2007, the Telehealth Office of the School of Medicine launched the ADZU-SOM Research Database, a web-based library of all the researches produced by graduates and faculty of the school. Reached from the ADZU-SOM website through the icon on health research database, the user is led to the search window of the database. The user can download full-text articles for free from this site with no added costs. The database was opened to the public in February 2008. From February 2008 to May 2009, there are a total of 289 theses in archive with 211 produced by the doctor of medicine graduates, 76 produced by the Master in Public Health program graduates, and 2 produced by the Master in Health Professions Education graduates. There are a total of 1,268 visits to the site with 37.6% of the visits referred by search engines and 36.2% of the visits by direct visit to the site. Of the 1,268 visits, 658 are considered as new visits. The utilization of the database was highest in May of 2009 and in November of 2008, the time where most level 4 students and Master in Public Health students prepare for their thesis proposal defense, respectively. With more students enrolling in the first year level, it is expected that the utilization of the database will increase. The School of Medicine faces more challenges as the utilization also may increase from the widespread availability of these researches in the world wide web.

Mount Vesuvius September 21st, 2011, 05:32 AM Celso urges preservation of school plazas to promote football in ZC (http://zamboangatimes.ph/top-news/2520-celso-urges-preservation-of-school-plazas-to-promote-football-in-zc.html)

Then what happens next when the Mayor replied that they can get out of Zamboanga?

chuck23 September 21st, 2011, 01:47 PM ‘Asia’s Latin City’ tag suits global taste — NCCA official
Wednesday, 21 September 2011 16:51
The chairman of the National Committee on Museums of the National Commission for Culture and the Arts (NCCA) has expressed high regard to the city’s new branding “Asia’s Latin City” saying it aptly positions the city in the global market.
Dr. Antonio Montalvan II cited Zamboanga City under the leadership of Mayor Celso Lobregat in his September 19 column “Kris-Crossing Mindanao” entitled ‘Polska kay ganda’, as one of the only two cities in the Philippines that “understood the value of slogans in the world arena”.
“So far, only Cebu and Zamboanga have understood the value of slogans in the world arena. Many of our city slogans are run-of-the-mill types that offer “rural” attractions rather than project global appeal. That should be the first object of any image-overhauling move”, Montalvan, who is also a known Mindanao anthropologist and ethnohistorian said in his article.
Montalvan’s column devotes a great deal on the study of tourism slogans in the Asia Pacific Region, emphasizing that “Asia” is the key word. He cited the efforts of Malaysia which adopted the slogan “Malaysia truly Asia”, Hongkong which touts itself as “Asia’s World City”, Korea branded as “Soul of Asia” and several others which are paying off in as far as attracting global visitors.
“We need not look far”, the columnist said as there are also areas in the Philippines that have discarded their old sobriquets and are now known in the global tourism market.
Tourism, he said “is a game of perception that certainly includes a script employing much “folklorizing”, “ethnicizing”, “exoticizing”. He stressed further “in the game of global tourism, one has to satisfy the global taste for “other-ness” and project an image of exotic-ness. Anthropologists find that absurd. What place in the world has remain unperturbed, undisturbed by visitors? But that is the game.”
He continued: “One surprising player in that game is Zamboanga City. It suffers from the strife-torn image of southern Mindanao. Its proximity to Basilan is something it cannot avoid. Mayor Celso Lobregat often laments that being the civic center of the Zamboanga Peninsula and the vast Sulu archipelago, any news of war that takes place within the region is often datelined and filed in Zamboanga City, even if it did not happen there. That is certainly a problem in the game of perception. But against that tide, the mayor has stopped the use of its traditional slogan “City of Flowers”, which really did not excite much interest among global tourists. Today, Zamboanga City is “Asia’s Latin City”, thus positioning itself as another exotic destination for the traveller looking to Asia for an experience of that “other-ness”.
Montalvan affirmed that Philippine cities must do no less stressing that slogans like “the friendliest city”, “city of bloom, blossom and boom” or the “city of smiles” “simply tell us that we have yet to step into the global dimensions of the game.”
“We have yet to learn the ropes. Our slogans address only the local, not the global. We have yet to see that an expanding global inter-connectedness is opening up to new local meanings, self-images, representations best played in a competitive global arena”, the columnist said adding though that aside from the slogan there are other considerations that are equally critical.

He has written articles about Mindanao history and culture in academic journals and contributes a monthly column to the Philippine Daily Inquirer. — Sheila Covarrubias/City Hall PIO

Chrisvenz September 21st, 2011, 02:28 PM Zamboanga residents reject coal-fired plant
Funny! Seriously? Ashes? That would depend on the machine that the company will install and use. There are coal power plants in other parts of Mindanao that uses hi-tech machines so that it will not affect its environment. Plus, this will help the city in its energy crisis and high price. The government will not approved this if the proposed coal power plant will affect the environment, the people and the places.

Councilor Rogelio ‘Gerky’ Valesco is pushing for ecological legislative measures at the Sangguniang Panlungsod by authoring two resolutions that call for the protection of the tarsiers and its natural habitats in areas where tarsiers are found.
In yesterday’s regular session of the City Council, Valesco who visited La Paz over the weekend passed two resolutions — one that prohibits people to kill, hunt, and capture tarsiers for private keeping and the other for the Department of Environment and Natural Resources (DENR) as well as the stakeholders in the barangays to also protect the tarsiers and their natural habitats.
“Tarsiers are endangered species. We should feel fortunate that they exist in about seven barangays in our city. Not only in Bohol and Palawan, tarsiers are also in Zamboanga. And it is imperative that we should protect them and their natural habitats,” Valesco said.
Known as “chonggo mago”in Chabacano, the tarsiers can be found in La Paz, Pasonanca watershed, Baluno, Dulian, Lumayang, Tolosa and Upper Bunguiao, according to the Department of Environment and Natural Resources.
Last Saturday, Valesco was in La Paz and had a dialogue with the people and some barangay officials. Valesco was informed that the reason why the tarsiers have gone down from the mountains was due to the reported rampant tree cutting.
“Ta owi kita cay tiene gane maga quien ta corta palo arriba para hace carbon, poreso se maga chonggo mago ta abaha ya,” (we know of people cutting down trees in the upper portion of La Paz, this is why the tarsiers are coming down,” said La Paz Barangay Kagawad Gardie dela Serna.
“Last week two tarsiers were found at Purok 6. The said village is one of the populated areas in La Paz. They (tarsiers) sort of relocating themselves because of alleged tree cutting activities in the hinterlands,” Valesco said. One tarsier was released into the wild by Mayor Celso Lobregat and Valesco while the other one with wounds expired at the veterinarian’s clinic.
The Council unanimously approved Valesco’s resolutions and called for a review on the regulations and usage of chainsaws and powersaws in the forest of Zamboanga.
In previous years, Valesco also authored resolutions calling for the protection of caves, forest, rivers, and falls in the city for ecological and tourism purposes. — Marcialisa Lim
