A nightly Fonda (Celebration) of different music, dance, live bands performance, and big production shows like the selection of Miss SK Pasonanca, back to back fun night of Vice-Mayor Mannix Dalipe with Councilor Mel Sadain, and the Mayor Celso Lobregat’s Night had been held at the Pasonanca Park. Tonight, it will be Coca-Cola Night. But the highlight of the event is the Bisperas de Fiesta at Park 88 Restaurant on May 17 (tomorrow). Sponsored by Councilors Jimmy Cabato and Elong Natividad, it will bring the best entertainment showcase of Zamboanga City. Performance by top bands, singers, and dance groups, a fashion show, games, raffles of prizes, a grand firework, and more surprises will usher the pre-thanksgiving celebration of the barangay fiesta in this premier restaurant. Under the supervision of their new restaurant manager, Peter Manantan, Park 88, by the way, is introducing the “Boracay Concept” inside the premise of the restaurant with a new twist. Like in the famous Boracay beach resort, a “talipapa” or seafood market was opened to give Park 88 customers a wide variety of fresh seafood to choose from and have it cooked the way they want it to be. To complete a beachside “Boracay” ambiance, the restaurant grounds were covered with white sands to give a touch of the sea to the Park 88 patrons while they listen to live music performance at the same time enjoying their dinner from the bounty of Zamboanga seas For big families or groups, Manantan said they have also different value-bilao varieties that come with free drinks starting at P200. One does not have to spend so much to enjoy quality time with family members and friends at Park 88 he added. But I'am hoping for Zamboanga to have an airport at the east coast. I read from an article that once the ZIA will be transferred the old airport will be sold, as far as I can remember it costs 5.++ bilyon... the other source, ti says that the old aeropuerto will become the business center of the city, just like "makati pequeña" and the said aeropuerto will be relocate in Siacol island.. this island is really big enough to handle such opportunity... it is actually home to 4-barrios.. barrio de busay, landang gaum ans etcetera.. Acer_Cyle May 17th, 2008, 10:57 AM as of now kasii..the west coast is the most promising area in Zamboanga because of the location of the Zamboanga Ecozone, First Industrial Park etc..it caters more room for investments..unlike in the east coast.. IMO..the trend of development is heading to the west coast..that is why its more strategic to build malls and other infras in that part of the city.. though aGREE but still partly disagree... neglecting east cost is a no no no idea.. its quite better for the city that both west and east cost should be develop... to have a balance in the distribution of quality life..to the ciudadanos! as for now, west cost appropriate for the international seaport and other industrial activities.. east cost appropriate for the integrated bus terminal, malls and the aeropuerto(w/c will be located in Siacol island), Class-A subdivisions... That's why Shoppers' Mall is the Filipino-Chinese investor Huylian Corporation's project to "protect" the city from major mall developers like SM, Robinsons. Actually, this is pending. But it's illogical for that project to have a 9-storey mall! I know Shoppers'-owned stores are selling substandard good and have insufficient shopping environment... dirty, vulnerable to accidents, space constraints. Yan ba talaga ipinagmalaking contribution for Zamboanga? Siguradong pakonti-konti na lang magshop dun kasi wala nang quality ang Shoppers' stores na yan. The new set of officers led by Amelita Lachica is all set to establish the bank. The group is in the process of complying all the requirements and is hopeful that the establishment would be finalized on or before the end of June this year. As of yesterday, the group has finally completed the requirements set by the Bangko Sentral ng Pilipinas including the paid-up capital of P5 million for the creation of the cooperative bank. “I reiterate my challenge for you to establish the bank. Let us move things faster and move things forward”, he told the newly-inducted officials composed of representatives from 15 primary cooperatives in the city. Lobregat recalled that he started getting involved in the planned establishment of the Banco Cooperative de Zamboanga in 1998 when he was the city’s representative in the House of Congress. The plan at that time, according to Lobregat, was beset with several obstacles that included the putting up of the capital; the Central Bank moratorium in the establishment of banks; the coop officials lost interest in pursuing the plan due to the delay and that several other cooperative banks were proposed to be established and sought for his endorsement. With Lobregat’s assistance, local cooperatives were able to secure the seed capital through the support of then President Joseph Estrada and were able to seek an exception from the Central Bank moratorium. “I am happy that this group is almost ready to establish the bank”, the mayor said in his message. He emphasized that once the group is through with the documentary requirements, the city government, through the City Assessor’s Office would work on the papers for the use of the government property for the proposed bank. Lobregat is eyeing the city’s property inside the Sta. Cruz Market complex as the possible site for the proposed coop bank. The development will include the establishment of a seawall to protect the boulevard from strong waves, Ms. Climaco added. Unfortunately, Zamboanga's growth rate dipped because of uncircumstances yet to be found out...kaya from 601,000 we only escalated to 774,000.. pero that is still a very high growth rate..we can like have 1 million population in the span of 10 years or less.. The parking laws involve City Ordinance 248 series of 2002 that pertains to parallel parking and the no parking on sidewalk which is contained in City Ordinance 197 series of 19578 as amended by Ordinance 240 series of 2002. City Administrator Elias Enriquez has deployed traffic aides and members of the City Hall Community Police Action Center (COMPAC) to different streets downtown to monitor violations. Notably very spic and span yesterday were Valderozza and Rizal Streets where the parallel parking was strictly enforced. Administrative fine for non compliance to the parallel parking provision includes P100 for the first offense, P150 for the second offense and P200 for the third offense. On the other hand, administrative fine for violation of the no parking on sidewalk provision is P300. Sections 1 of Ordinance 197 provides that “all sidewalks along public streets whether constructed by the government or by private parties shall be exclusively used for pedestrian traffic” while section 2 of the same law provides that “it shall be unlawful for any person, firm or entity to place a stall or table for business purposes or to deposit crates, boxes or other obstructions on private or government sidewalks mentioned in section 1”. Meanwhile, Assistant City Administrator Elmeir Apolinario announced that the city government will also strictly enforce the provisions of the anti-littering and anti-jaywalking laws starting June. Eighteen other city government employees—some promoted and others newly hired, also took their oath of office together with the newly employed mentors before Mayor Lobregat at the City Hall conference room. Of the 17 teachers, 10 will be assigned at the elementary level, while 7 will be deployed to secondary schools in the city. Lobregat said the hiring of the 17 teachers is in keeping with the city’s commitment to support and assist the education sector in the city. The LSB maintains a quota of 55 teachers every school year. Improvement in the quality of education is the primary objective of the city’s continuous support and assistance to public schools in the city. Lobregat said the calamities that affected other countries like Myanmar and China last week including the two incidences of storm surge that Zamboanga City experienced last year are all effects of climate change which is caused by global warming. He said local residents, as individuals, as a community and as a city should actively participate in the movement to lessen the impact of global warming, which refers to the increase in the temperature of the earth’s surface. Increasing global temperature causes rise in sea level increasing intensity of weather events and change the amount and pattern of precipitation. Other effects, according to studies are changes in agricultural yield, glacier retreats, species extinction and increases in the range of disease vectors. Lobregat said the city government is spearheading the conduct of a Summit on disaster preparedness for global warming and food security on May 27 to make the public aware of the causes and effects of global warming and how to reduce or lessen its impact. Federation of Land Transportation in Zamboanga (FELTRANZ) president Edwin Mingala criticized LTFRB officials for withdrawing its earlier petition for a possible increase of fare rate for jeepneys and buses nationwide. Mingala said he will propose to FELTRANZ members for a one-day rest to be called “maintenance day” rather than transport strike. “It seems that LTFRB officials are fooling us. They promised us of a possible fare rate increase but it turned out as a joke,” Mingala said. If the group finds the proposal viable, Mingala said, he is suggesting the strike on Sunday. Because of the continuing increase in fuel prices in the world market, the different transport groups in the country have asked for an additional one-peso increase in fare rate. In Zamboanga City, a minimum fare of P6.50 is being charged per passenger as a standard rate in the provinces. FELTRANZ, through the LTFRB regional office, had earlier submitted its request to the central office for the increase of fare rate from P6.50 to a standard rate of P8.00. The special committee had its organizational meeting at the House of Representatives the other day and Congressman Edelmiro Amante is the designated chairman. “I am very honored to be given the responsibility to be the senior vice chair of this special committee”, the lady solon declared stressing that Mindanao, specifically Zamboanga City plays a very important role in the BIMP-EAGA program. The special committee is a balance between the majority and the minority members of Congress. Also involved in the committee are Cong. Digs Dilangalen and Rufus Rodriguez, who are senior members of the House of Representatives. In her brief message during the meeting, Climaco brought out the problem of Filipino deportees who are sent home to the country from Malaysia via Zamboanga City. The Zamboanga solon urged the committee to look at the issue seriously and even invited the group to come over to the city to personally observe the situation whenever there are ferry arrivals from Sabah, Malaysia. Teresa zoroethgenre_003 May 21st, 2008, 07:15 AM City mulls demolition of illegal stalls at grandstand The city government is poised to demolish the 23 stalls at the Joaquin Enriquez Memorial Sports Complex specifically those set up fronting a university in Baliwasan. Mayor Celso Lobregat said City Administrator Elias Enriquez has recommended the demolition of the stalls as the establishments are either not covered by a Council ordinance or are flagrantly violating local laws. Enriquez’ office has conducted an inventory of the stalls over a month ago and discovered that out of the 23 stalls established, only 10 are covered with ordinances duly approved by the City Council. However, though covered by city ordinances, the 10 stalls are not complying with provisions of the law specifically the prohibition on the setting up of mezzanine floors or additional compartments. During a meeting with Enriquez recently, stall operators have agreed to pay additional rental fees for the additional compartments or the mezzanine floors that they set up. The agreement accordingly was formalize in the form of contracts which were consequently submitted to the City Council for approval. The august body however, did not act on the same. In an interview, Lobregat said he will await the formal recommendation of the city administrator and act on it. Enriquez, who was present in the same interview, said notices of demolition will be issued to the stall operators first before the actual demolition proceedings can take place. — Sheila Covarrubias zoroethgenre_003 May 21st, 2008, 07:18 AM Elago dennounces Rebollos suspension “Unfair, Illegal and unreasonable!” This was the remark made by Councilor Kim Elago in reaction to the reported suspension orders issued by the Board of Regents against the incumbent university president Dr. Grace Rebollos. “It is unfair since the complainant was one of the members of the Board, the university faculty president Jerry Hamja, and the Board was the one who investigated the complaint, and thereafter, the Board was the one who issued the order of suspension. The Board of Regents acted as the complainant, investigator, prosecutor and Judge rolled into one. A clear violation of due process,” Elago said in a press statement. More importantly, Elago said, Rebollos was not allowed to listen or participate in the deliberations of the Board and “she was ordered to go out of the room, on the pretext of inhibiting herself.” “Very clearly, except for a few, the majority members of the Board of Regent had ganged-up on the university president,” Elago said. Second, he said, the proceedings were illegal and the fruits of an illegal process are likewise illegally-concluded. “Thirdly, the members of the Board, particularly the faculty, student and alumni representatives have no blanket authority to vote on such issues. These representatives are duty bound to consult their constituents before they vote. They cannot use their own personal prerogatives as a basis to vote because they have none. Their authority is based on their representation of the studentry, faculty, and alumni, respectively,” Elago said. “Now tell me did the students, faculty, and alumni representatives informed their members of the pending case against the university president, was there any meeting, was there any consultation or vote? If none—then they—the faculty, studentry and alumni representatives- have no basis to vote. In fact they have betrayed the trust and confidence reposed upon them by their constituents—by engaging in a clearly partisan politicking of the university presidency.” In fact, the councilor said, there are very strong reports that the faculty, alumni, and studentry are moving for the impeachment and ouster of their respective representatives. Fourthly, Elago continued, the preventive suspension of the university president is unreasonable considering the maximum period of 90 days was imposed. Worst, the Board imposed a preventive suspension based only on a complaint which until now has not yet been resolved as to its veracity and legality. Presently, Dr. Yanga of CHED is the officer-in-charge. “But even so, she cannot exercise full powers, since the university presidency position is not vacant. At a time when we are opening our school year 2008-2009, the act of the Board had laid down very serious precedence, which will forever politicize and divide the university. Instead of moving forward, the faculty and administration will be embroiled in a continuing strife of power struggle,” Elago warned. The councilor called for the immediate recall and revocation of the 90-day preventive suspension of Rebollos by the Board of Regents in order to avert a destructive internal power struggle in the university. “Reports show that most faculty members believe that this move is a pretext to open the door for a new president. The Board of Regent should refer the complaint of Mr. Jerry Hamja to either the Ombudsman or the Civil Service Commission, and should wait for the findings and decision of the case. A preventive suspension order is not proper in this case,” Elago said, “since the issue does not deal with information and facts that the respondent may be able to hide or destroy. In fact it is counter-productive, since what if the charges filed against the university president is untrue, what are the liability of the Board of Regents? Tama nga! Parang ginawang Binondo na lang ang Zamboanga. Samantala, mga lunsod na katulad ng GenSan, Butuan, tsaka mas malala (for Zamboanguenos) Pagadian di lang aasenso uunlad talaga pati quality of products doon talaga ku-contribute sa economy ng mga lungsod doon... as in sing-unlad ng Makati, Cebu... According sa GenSan thread, meron daw plano ang SM na maglalagay ng Hypermart. Ang Hypermart usually fineature sa mga mall na kung tawagin ay SM Supercenters. Ang Supercenter may kaibahan sa City Mall dahil wala silang department store, ang mga clothes, appliances, andun lahat sa Hypermart aside from grocery. Parang Makro ata. |
