In preparation for the grand fiesta celebration of Pasonanca on Sunday, May 18, the hands of Barangay Council of Pasonanca have been full with daily activities since May 9.

A nightly Fonda (Celebration) of different music, dance, live bands performance, and big production shows like the selection of Miss SK Pasonanca, back to back fun night of Vice-Mayor Mannix Dalipe with Councilor Mel Sadain, and the Mayor Celso Lobregat’s Night had been held at the Pasonanca Park.

Tonight, it will be Coca-Cola Night. But the highlight of the event is the Bisperas de Fiesta at Park 88 Restaurant on May 17 (tomorrow). Sponsored by Councilors Jimmy Cabato and Elong Natividad, it will bring the best entertainment showcase of Zamboanga City. Performance by top bands, singers, and dance groups, a fashion show, games, raffles of prizes, a grand firework, and more surprises will usher the pre-thanksgiving celebration of the barangay fiesta in this premier restaurant.

Under the supervision of their new restaurant manager, Peter Manantan, Park 88, by the way, is introducing the “Boracay Concept” inside the premise of the restaurant with a new twist. Like in the famous Boracay beach resort, a “talipapa” or seafood market was opened to give Park 88 customers a wide variety of fresh seafood to choose from and have it cooked the way they want it to be.

To complete a beachside “Boracay” ambiance, the restaurant grounds were covered with white sands to give a touch of the sea to the Park 88 patrons while they listen to live music performance at the same time enjoying their dinner from the bounty of Zamboanga seas

For big families or groups, Manantan said they have also different value-bilao varieties that come with free drinks starting at P200. One does not have to spend so much to enjoy quality time with family members and friends at Park 88 he added.

Congratulations to Pasonanca Barangay Captain Epigenio Julian Jr. and his Kagawads for coordinating successfully all these events. Bien alegre gayot na Pasonanca ara!

Pero Sayang din kasi hindi na utilize ang buong apron. But I'am hoping for Zamboanga to have an airport at the east coast. I read from an article that once the ZIA will be transferred the old airport will be sold, as far as I can remember it costs 5.++ bilyon...


the other source, ti says that the old aeropuerto will become the business center of the city, just like "makati pequeña" and the said aeropuerto will be relocate in Siacol island.. this island is really big enough to handle such opportunity... it is actually home to 4-barrios.. barrio de busay, landang gaum ans etcetera..

as of now kasii..the west coast is the most promising area in Zamboanga because of the location of the Zamboanga Ecozone, First Industrial Park etc..it caters more room for investments..unlike in the east coast..

IMO..the trend of development is heading to the west coast..that is why its more strategic to build malls and other infras in that part of the city..

its quite better for the city that both west and east cost should be develop... to have a balance in the distribution of quality life..to the ciudadanos!

He's right... We have no major mall yet here in Zamboanga. That's why Shoppers' Mall is the Filipino-Chinese investor Huylian Corporation's project to "protect" the city from major mall developers like SM, Robinsons.

Actually, this is pending. But it's illogical for that project to have a 9-storey mall! I know Shoppers'-owned stores are selling substandard good and have insufficient shopping environment... dirty, vulnerable to accidents, space constraints. Yan ba talaga ipinagmalaking contribution for Zamboanga? Siguradong pakonti-konti na lang magshop dun kasi wala nang quality ang Shoppers' stores na yan.

Celso commits support to ‘Banco Cooperativa’

Citing the cooperative movement’s great traditions of self-help, self-responsibility and solidarity, Mayor Celso Lobregat yesterday reaffirmed his commitment to support the creation of Banco Cooperativa de Zamboanga, a decade-old plan of local coops in the city.

“I commit my support to the establishment of the bank by reiterating our willingness to provide a piece of property where the bank will be constructed,” the mayor declared in a message during the induction of officers of the Banco Cooperativa de Zamboanga.

The new set of officers led by Amelita Lachica is all set to establish the bank. The group is in the process of complying all the requirements and is hopeful that the establishment would be finalized on or before the end of June this year.

As of yesterday, the group has finally completed the requirements set by the Bangko Sentral ng Pilipinas including the paid-up capital of P5 million for the creation of the cooperative bank.

“I reiterate my challenge for you to establish the bank. Let us move things faster and move things forward”, he told the newly-inducted officials composed of representatives from 15 primary cooperatives in the city.

Lobregat recalled that he started getting involved in the planned establishment of the Banco Cooperative de Zamboanga in 1998 when he was the city’s representative in the House of Congress.

The plan at that time, according to Lobregat, was beset with several obstacles that included the putting up of the capital; the Central Bank moratorium in the establishment of banks; the coop officials lost interest in pursuing the plan due to the delay and that several other cooperative banks were proposed to be established and sought for his endorsement.

With Lobregat’s assistance, local cooperatives were able to secure the seed capital through the support of then President Joseph Estrada and were able to seek an exception from the Central Bank moratorium.

“I am happy that this group is almost ready to establish the bank”, the mayor said in his message. He emphasized that once the group is through with the documentary requirements, the city government, through the City Assessor’s Office would work on the papers for the use of the government property for the proposed bank.

Lobregat is eyeing the city’s property inside the Sta. Cruz Market complex as the possible site for the proposed coop bank.

The mayor has lauded the cooperative movement for its great traditions of self-help, self-responsibility, democracy, equality, equity, and solidarity. He said local cooperatives have built on these traditions and have become a major feature of the city’s economy.

Aside from Lachica, inducted into office yesterday were Edmund Que-Vice Chairman; Bernardita Chiong, Monina Palce, Dr. Arcadio Cavan Jr., Antonio Clarito, Lida Rose Baylon, Eleonor Santiago and Mary Aldith Jabagat-members; Alvin Alfonso- Board Secretary and Leonor Aizon-Treasurer.

City to host disaster, global warming gab

Zamboanga City under the leadership of Mayor Celso L. Lobregat is ready to host the Summit on Disaster Preparedness for Global Warming and Food Securities on May 27, 2008 to be held at the City Coliseum.

Mayor Lobregat’s Chief Executive Assistant Roseller Natividad disclosed that the topics that will be discussed during the summit are: Global warming and climate change, atmospheric changes due to global warming, global warming and its impact on agriculture, effects of global warming on coastal resources, health effects of global warming and climate change, global warming disaster management, integration of global warming and food security policies into the education curriculum, food security measures to address the effects of climate change, role of the local government units in reduction of wastes and what we can do to minimize global warming.

Maria Isabelle G. Climaco, the city’s first district representative to Congress, said her office has allocated P20 million to improve the century-old boulevard.

The facelift project will cover the kilometer-long seaside road and will extend its sidewalk from the area fronting the Evangelical School to the area fronting the City Council building, the statement said.

The implementation of the project will be a joint effort of the Department of Public Works and Highways and the city government of Zamboanga.

The development will include the establishment of a seawall to protect the boulevard from strong waves, Ms. Climaco added.

City engineer Luis Despalo said the city’s contribution would include the improvement of the sidewalk, which will be covered with concrete pavers and several other enhancements. Rest rooms, a parking area and security facilities will be part of the project. — Darwin T. Wee, BusinessWorld

because theres an article on www.zamboanga.com (http://www.zamboanga.com) steted that as of 2005, the total population of zamboanga city is 850,000 already, so how come it went down based on that report?gracias zoro, just asking:)

and Davao alone they already reaching nearly +/-2,000,000...inhabitans as of this mid-2007 to mid-2008. thats why davao has 3 or 4 congressional district.. or maybe 5.

i guess the 850,000 population published on the website you've stated is an estimation using the growth rate of Zamboanga City from 1995 - 2000. Unfortunately, Zamboanga's growth rate dipped because of uncircumstances yet to be found out...kaya from 601,000 we only escalated to 774,000..

pero that is still a very high growth rate..we can like have 1 million population in the span of 10 years or less..

ABAP calls officials to support local olympian boxer

Amateur Boxing Association of the Philippines (ABAP) local president Arsenio “Rawhide” Nuevo called on the local officials to support the lone Zamboangueño amateur boxer Harry Tañamor, who will represent the city and the country in the Beijing Olympics on August, this year.

This developed after the Sangguniang Panlungsod (city council) passed a resolution supporting the said events but there was no budget for the foreign trip of the lone representative of the Philippines amateur boxer Harry Tañamor who hails from Tugbungan, this city.

“If he (Tañamor) wins then there’s a possibility that Zamboanga City will become a sports capital instead of bringing numerous officials to Zaragoza, Spain, and spend millions of pesos,” Nuevo said.

He added that “let the Mayor go to Spain with a less number of city officials... let’s give moral and if possible financial support to our Zamboangueño Olympian representing the Philippines in the Beijing Olympics.”

Tañamor rose from the ranks after winning three (3) international boxing bouts and qualified for the Beijing Olympics this coming August, this year. (Monch Follosco)

The Archdiocese of Zamboanga will celebrate the Golden Jubilee of its elevation into an Archdiocese on May 19, 2008. Highlighting the milestone event is a Eucharistic Celebration to be held at the Metropolitan Cathedral of the Immaculate Conception, Msgr. David Alonzo, head of the jubilee publicity committee, revealed.

Other activities lined up include a motorcade around the city at 9 AM to be participated by the different parishes and schools of the archdiocese, the display of the Archdiocese’s memorabilia at the Metropolitan Cathedral’s conference hall, and the launching of the jubilee’s official website and newsletter. After the motorcade and ribbon-cutting, a press conference will be held at the rectory hall of the cathedral at 10am, Msgr. Alonzo said.

The objectives of the celebration are centered on “3Rs”, which are the Reflection of History, Renewal of the Local Church, and the Ritualization of Celebration.

With the theme, “Remembering the past with gratitude, living the present in communion, facing the future with renewed spirit,” the three-year celebration will focus on revisiting the past and acknowledging the efforts of lay partners, the renewal of the local church by assessing the present situation and to celebrate its history through songs, dances, signs and symbols.

In recalling events in the history of the local church, the diocese sprang from the Diocese of Nueva Caceres. In April 10, 1910 Pius X canonically erected the local Catholic community into a diocese. In 1958, it was promoted into an archdiocese. (Press Release)

ADZU Contributed 3 golds, 3 silvers and 4 bronzes in the PRISAA National Games 2008

ADZU athletes grabbed 3 gold, 3 silvers and 4 bronze in the recently concluded PRISAA National Games held from April 8 – 14, 2008, in this City. Region IX placed 4th runner-up in the over all medal tally of the said event with 11 gold medals, 3 silver medals and 24 bronze medals.

Rolando Navarro Jr. and Alvin Munio of ADZU contributed two gold medals in the basketball men’s event. One More gold medal came from Judo courtesy of Ivy Marion Hernando (+78kg). The other medalist from Judo were Armando Santiago Alfaro (+100kg), Grace Margielet Piorque (+78kg), and Romagen Rempojo (-45kg), Silver Medal; Jeff Anthony Mendoza (-81kg), Carlo Carollo (-55), Jose Nicolus Andico (-55kg), Jennifer Estrellado (-45kg), Bronze Medal.

i agree..because some institutions are making estimates using the growth rate that was generated using the figures of the previous census and the current one..and that growth rate are not fix..it varies from time to time..

example..based on 2000 and 2007 census..Zamboanga has a growth rate of 2.20%..if that is so..7 years from now zamboanga will have a population of 944,776...please check my calculations..

pero lets concede to the idea din na may mga lapses din ang census..may mga household din na hindi naiinumarate dahil sa layo ng mga bahay..like for example in mountanous areas..sinong enumerator ba naman ang aakyat sa bundok para makakuha ng data..

Ecotourism project proposal passes pre-evaluation screening

THE business proposal of the Dulian Farmers Multipurpose Cooperative of Barangay Dulian, Upper Bunguiao, Zamboanga City, confirmed the "Waterfalls Ecotourism Project" has passed the pre-evaluation screening.

Proponents of the project said the proposed site, which is intended for Grassroots Entrepreneurs for Ecotourism (Greet), would soon be visited for evaluation.

A letter from Daniel G. Corpuz, executive director of the Philippine Convention and Visitors Corporation (PCVC), states that after the on-site visit, the proposal will be subjected to final valuation by the Evaluation and Judging Committee, prior to the final approval by Tourism Secretary Joseph "Ace" Durano.

City Councilor Rogelio L. Valesco, chairman of the Committee on Tourism, Culture and Arts and Foreign Relations, endorsed the proposal to Secretary Durano.

In the accompanying letter, Valesco said, "I believe any favorable support to the said application can very well spell interest and enthusiasm for the people of Mindanao, particularly in Zamboanga City, to nurture the natural treasures found in profusion in the area."

Valesco said the approval would eventually help promote Zamboanga City as a worthy destination to visit or live. :cheers:

Man mistook wife as alien, stabs her

A HEAVILY intoxicated 40-year-old man attacked his wife with a hunting knife hitting her once at the back after he mistook her wife as an alien inside their house in the province of Zamboanga del Norte, the police reported Monday.

The Zamboanga del Norte Police Office (ZNPO) reported that the incident took place around 4:30 p.m. Thursday in the village of Sta. Isabel, Dipolog City, the capital of Zamboanga del Norte province.

Luckily, the ZNPO reported that the victim named Josephine Son, 43, survived the attack since the husband-suspect, Leonardo, did not fatally hit her.

The Son's neighbors rushed Josephine to the Zamboanga del Norte Integrated Provincial Hospital where she is confined for medical treatment.

Investigation disclosed that Leonardo was under the influence of liquor and without any provocation stabbed his wife at the back with a hunting knife.

Responding policemen led by SPO1 Zotico Calago arrested the suspect and recovered from him a 14-inch hunting knife that was allegedly used in the commission of the crime.

"The suspect alleged that he mistook his wife to be an alien inside their house," the ZNPO stated in its report.

Leonardo is detained at Dipolog City Police Station while appropriate charges are being prepared for filing in court, the ZNPO reported. (Lordhan C. Cruz/BPG)

Man mistook wife as alien, stabs her

A HEAVILY intoxicated 40-year-old man attacked his wife with a hunting knife hitting her once at the back after he mistook her wife as an alien inside their house in the province of Zamboanga del Norte, the police reported Monday.

The Zamboanga del Norte Police Office (ZNPO) reported that the incident took place around 4:30 p.m. Thursday in the village of Sta. Isabel, Dipolog City, the capital of Zamboanga del Norte province.

assuming again that they are guilty of the charge..but then Bloomingdales name was patented under US Patent Office..therefore if there are violations made under the jurisdiction of the Philippines, i would not be valid..because the Intellectual Property Law of US only applies in US and never in the Philippines..Bloomingdales management cannot sue the Filipino businessman who used Bloomingdales as a name..because the law of America is null and void in other countries..that is if we let the principle of international law decide on this..

City starts crackdown on parking law violators

The city government through the City Administrator’s Office launched a crackdown against violators of parking laws starting yesterday after several weeks of information campaign.

The parking laws involve City Ordinance 248 series of 2002 that pertains to parallel parking and the no parking on sidewalk which is contained in City Ordinance 197 series of 19578 as amended by Ordinance 240 series of 2002.

City Administrator Elias Enriquez has deployed traffic aides and members of the City Hall Community Police Action Center (COMPAC) to different streets downtown to monitor violations.

Notably very spic and span yesterday were Valderozza and Rizal Streets where the parallel parking was strictly enforced.

Administrative fine for non compliance to the parallel parking provision includes P100 for the first offense, P150 for the second offense and P200 for the third offense.

On the other hand, administrative fine for violation of the no parking on sidewalk provision is P300.

Sections 1 of Ordinance 197 provides that “all sidewalks along public streets whether constructed by the government or by private parties shall be exclusively used for pedestrian traffic” while section 2 of the same law provides that “it shall be unlawful for any person, firm or entity to place a stall or table for business purposes or to deposit crates, boxes or other obstructions on private or government sidewalks mentioned in section 1”.

Meanwhile, Assistant City Administrator Elmeir Apolinario announced that the city government will also strictly enforce the provisions of the anti-littering and anti-jaywalking laws starting June.

At present, a massive information education campaign on the provisions of the anti-littering and anti-jaywalking ordinances is ongoing.

Apolinario said administrative fines will be imposed on all violators as soon as strict enforcement of the laws will start next month. — Sheila Covarrubias

Ex-PBA player joins ‘Amores’

Former PBA sensational player Peter Naron was scheduled to arrive in this city from Manila last night, ready and very eager to play for the city’s pride “Zamboanga Amores” basketball team in the Liga Pilipinas.

Zamboanga Amores’ team coordinator Junie Navarro disclosed that Naron, who was formerly one of the leading players of Shell, will be one of the most reliable and formidable forward players of the city’s team to the national basketball league.

“We’re very glad and proud to have a great player like Naron to be with us in the team. We believe that he will be a great asset to the team,” Navarro emphasized.

He added that fellow team mates are also excited to play with Naron since they themselves know the talents and versatility of the former PBA player.

“His presence will surely further inspire each and every member of the team to perform his utmost best,” Navarro stressed.

Naron was not able to attend the launching and presentation of the Zamboanga Amores last week due to the inclement weather.

The team is currently on continuous practice, harnessing their skills and prowess in the court.

Zamboanga Amores is composed mostly of the Zamboanga City team that bagged the championship in the recent National PRISAA held in this city.

The team is in high spirits and is optimistic to capture the championship in this year’s Liga Pilipinas.

Zamboanga Amores, whose name is derived from Rep. Erbie A. Lobregat swears in 17 LSB teachers

Mayor Celso Lobregat the other day swore in 17 elementary and secondary teachers hired by the city government through the Local School Board (LSB) and challenged them to help in the effort to improve quality of education.

Eighteen other city government employees—some promoted and others newly hired, also took their oath of office together with the newly employed mentors before Mayor Lobregat at the City Hall conference room.

Of the 17 teachers, 10 will be assigned at the elementary level, while 7 will be deployed to secondary schools in the city.

Lobregat said the hiring of the 17 teachers is in keeping with the city’s commitment to support and assist the education sector in the city. The LSB maintains a quota of 55 teachers every school year.

Improvement in the quality of education is the primary objective of the city’s continuous support and assistance to public schools in the city. Proper and quality education would help eradicate poverty and promote peace and security.

Lobregat has emphasized that although it is the primary responsibility of the national government to fund the public schools system, his administration remains firm in its resolve to support and assist public schools in the city.

Some of the newly-hired teachers will be assigned to the Landang Gua integrated school which was operated starting last year.

Meanwhile, mayor also urged the teachers including the 18 other city government workers inducted into office, to remain committed to the Juramiento de un Empleado de Govierno or employee’s oath of office.

He said city government employees should serve the public with all sincerity, honesty and integrity.

Some of the 18 employees swore into office are assigned with the City Planning Office, some with the City Health Office while the others are assigned with the City Treasurer’s Office.

Canoy draws Demicillo

ZAMBOANGA CITY — WBO Oriental featherweight champion Eric Canoy of the Blue Stallion Promotions picked himself up from a knockdown, took the fight to Philip Jun Demicillo before two head clashes stopped their non-title fight Friday evening here.

Both fighters came out firing from the opening bell, but Canoy found himself at the receiving end of a big right midway through the round that sent him on the seats of his pants.

The local fighter, however, immediately peeled himself from the canvas and applied pressure on Demicillo to somehow put the latter on the defensive.

Celso: ‘Let’s help lessen impact of global warming’

Mayor Celso Lobregat has challenged local residents to join the worldwide movement to reduce the impact of global warming, which has become the world’s greatest threat at present.

Lobregat said the calamities that affected other countries like Myanmar and China last week including the two incidences of storm surge that Zamboanga City experienced last year are all effects of climate change which is caused by global warming.

He said local residents, as individuals, as a community and as a city should actively participate in the movement to lessen the impact of global warming, which refers to the increase in the temperature of the earth’s surface.

Increasing global temperature causes rise in sea level increasing intensity of weather events and change the amount and pattern of precipitation. Other effects, according to studies are changes in agricultural yield, glacier retreats, species extinction and increases in the range of disease vectors.

Lobregat said the city government is spearheading the conduct of a Summit on disaster preparedness for global warming and food security on May 27 to make the public aware of the causes and effects of global warming and how to reduce or lessen its impact.

The summit, set to be held at the City Coliseum in Tetuan, will be participated by representatives from the different sectors of the city and will have national officials from concerned agencies like Department of Science and Technology, Department of Agriculture, Department of Education and the Department of National Defense among others as speakers.

“We encourage full participation of all the sectors concerned because everybody is feeling the effects of global warming now”, the mayor said. “We should do our share to mitigate its impact”.

Among the contributors to global warming is carbon dioxide which is emitted in engine fumes from vehicles and factories; reliance on electricity supplied by coal-fired power plants and several others.

Last March 29, it is recalled, the city government also spearheaded the Earth Hour, a 60-minute blackout, in support of the global campaign to lessen the impact global warming. — Sheila Covarrubias

PAL Express to bring in trade, investment traffic

Projected to bring in more trade and investments in Cebu, PAL Express, the low-fares brand of Philippine Airlines, yesterday launched its Cebu-hub flights at the Mactan Cebu International Airport with six flights to five southern points.

PAL president Jaime J. Bautista said “today marks another milestone for Philippine Airlines as we now fulfill the promise we’ve made to the MCIAA board when we presented our plans and programs for Cebu.”

Bautista said the launching of the PAL Express Cebu-hub flights is their way of responding to the requests of several PAL clients to fly these destinations, which he said will bring back PAL’s standard in service and safety.

Cebu hub operations yesterday commenced with flights to General Santos, Caticlan (Boracay), Tacloban, Butuan, and Bacolod.

By basing PAL Express here in Mactan, Philippine Airlines once more reinforces its conviction that Cebu is its most important hub in southern Philippines and its gateway to new destinations in the country and overseas,” said Bautista.

He added that PAL Express is meant to enhance the existing operations of PAL and Air Philippines in catering to the growing traveling market.

Tourism undersecretary Phineas Alburo, who graced the inaugural ceremony, said the “Department of Tourism is very much happy for this development and we strongly commend PAL because for a very long time we have felt this need.”

Meanwhile, from Manila, a second PAL Express destination – Busuanga in northern Palawan, was also introduced yesterday, following the inaugural service to Caticlan last May 5.

Yesterday’s flights between Cebu and General Santos, Tacloban and Bacolod were all operated using the airline’s newly acquired 76-seater Bombardier Q400 turbo-propeller aircraft.

Projected to bring in more trade and investments in Cebu, PAL Express, the low-fares brand of Philippine Airlines, yesterday launched its Cebu-hub flights at the Mactan Cebu International Airport with six flights to five southern points.

PAL president Jaime J. Bautista said “today marks another milestone for Philippine Airlines as we now fulfill the promise we’ve made to the MCIAA board when we presented our plans and programs for Cebu.”

Bautista said the launching of the PAL Express Cebu-hub flights is their way of responding to the requests of several PAL clients to fly these destinations, which he said will bring back PAL’s standard in service and safety.

Cebu hub operations yesterday commenced with flights to General Santos, Caticlan (Boracay), Tacloban, Butuan, and Bacolod.

By basing PAL Express here in Mactan, Philippine Airlines once more reinforces its conviction that Cebu is its most important hub in southern Philippines and its gateway to new destinations in the country and overseas,” said Bautista.

He added that PAL Express is meant to enhance the existing operations of PAL and Air Philippines in catering to the growing traveling market.

Tourism undersecretary Phineas Alburo, who graced the inaugural ceremony, said the “Department of Tourism is very much happy for this development and we strongly commend PAL because for a very long time we have felt this need.”

Meanwhile, from Manila, a second PAL Express destination – Busuanga in northern Palawan, was also introduced yesterday, following the inaugural service to Caticlan last May 5.

Yesterday’s flights between Cebu and General Santos, Tacloban and Bacolod were all operated using the airline’s newly acquired 76-seater Bombardier Q400 turbo-propeller aircraft.

Local transport group plans one-day strike

After learning that the petition for the supposed fare rate increase was withdrawn by officials of the Land Transportation Franchise Regulatory Board (LTFRB) central office, a local transport group in the city has threatened to go on a one-day strike.

Federation of Land Transportation in Zamboanga (FELTRANZ) president Edwin Mingala criticized LTFRB officials for withdrawing its earlier petition for a possible increase of fare rate for jeepneys and buses nationwide.

Mingala said he will propose to FELTRANZ members for a one-day rest to be called “maintenance day” rather than transport strike.

“It seems that LTFRB officials are fooling us. They promised us of a possible fare rate increase but it turned out as a joke,” Mingala said.

If the group finds the proposal viable, Mingala said, he is suggesting the strike on Sunday.

Because of the continuing increase in fuel prices in the world market, the different transport groups in the country have asked for an additional one-peso increase in fare rate.

In Zamboanga City, a minimum fare of P6.50 is being charged per passenger as a standard rate in the provinces.

FELTRANZ, through the LTFRB regional office, had earlier submitted its request to the central office for the increase of fare rate from P6.50 to a standard rate of P8.00.

Beng named vice chair of House special body

District 1 Representative Beng Climaco has been appointed senior vice chairperson of the Special Committee on the East Asean Growth Area (EAGA), a key strategy to address social and economic development of less developed and more remote territories of Brunei, Indonesia, Malaysia and the Philippines.

The special committee had its organizational meeting at the House of Representatives the other day and Congressman Edelmiro Amante is the designated chairman.

“I am very honored to be given the responsibility to be the senior vice chair of this special committee”, the lady solon declared stressing that Mindanao, specifically Zamboanga City plays a very important role in the BIMP-EAGA program.

The special committee is a balance between the majority and the minority members of Congress. Also involved in the committee are Cong. Digs Dilangalen and Rufus Rodriguez, who are senior members of the House of Representatives.

In her brief message during the meeting, Climaco brought out the problem of Filipino deportees who are sent home to the country from Malaysia via Zamboanga City.

The Zamboanga solon urged the committee to look at the issue seriously and even invited the group to come over to the city to personally observe the situation whenever there are ferry arrivals from Sabah, Malaysia.

Climaco vowed to exert all efforts to help pursue the programs of the EAGA special committee by using her experiences and knowledge of the sub-regions involved in the growth area. As a teacher in the early 1990’s, Climaco had the opportunity be a part of a group that visited Malaysia and Brunei where they studied about coastal resources, trade and tourism, security and other issues.

City mulls demolition of illegal stalls at grandstand

The city government is poised to demolish the 23 stalls at the Joaquin Enriquez Memorial Sports Complex specifically those set up fronting a university in Baliwasan.

Mayor Celso Lobregat said City Administrator Elias Enriquez has recommended the demolition of the stalls as the establishments are either not covered by a Council ordinance or are flagrantly violating local laws.

Enriquez’ office has conducted an inventory of the stalls over a month ago and discovered that out of the 23 stalls established, only 10 are covered with ordinances duly approved by the City Council.

However, though covered by city ordinances, the 10 stalls are not complying with provisions of the law specifically the prohibition on the setting up of mezzanine floors or additional compartments.

During a meeting with Enriquez recently, stall operators have agreed to pay additional rental fees for the additional compartments or the mezzanine floors that they set up.

The agreement accordingly was formalize in the form of contracts which were consequently submitted to the City Council for approval. The august body however, did not act on the same.

In an interview, Lobregat said he will await the formal recommendation of the city administrator and act on it.

Enriquez, who was present in the same interview, said notices of demolition will be issued to the stall operators first before the actual demolition proceedings can take place. — Sheila Covarrubias

Elago dennounces Rebollos suspension

“Unfair, Illegal and unreasonable!”

This was the remark made by Councilor Kim Elago in reaction to the reported suspension orders issued by the Board of Regents against the incumbent university president Dr. Grace Rebollos.

“It is unfair since the complainant was one of the members of the Board, the university faculty president Jerry Hamja, and the Board was the one who investigated the complaint, and thereafter, the Board was the one who issued the order of suspension. The Board of Regents acted as the complainant, investigator, prosecutor and Judge rolled into one. A clear violation of due process,” Elago said in a press statement.

More importantly, Elago said, Rebollos was not allowed to listen or participate in the deliberations of the Board and “she was ordered to go out of the room, on the pretext of inhibiting herself.”

“Very clearly, except for a few, the majority members of the Board of Regent had ganged-up on the university president,” Elago said.

Second, he said, the proceedings were illegal and the fruits of an illegal process are likewise illegally-concluded.

“Thirdly, the members of the Board, particularly the faculty, student and alumni representatives have no blanket authority to vote on such issues. These representatives are duty bound to consult their constituents before they vote. They cannot use their own personal prerogatives as a basis to vote because they have none. Their authority is based on their representation of the studentry, faculty, and alumni, respectively,” Elago said. “Now tell me did the students, faculty, and alumni representatives informed their members of the pending case against the university president, was there any meeting, was there any consultation or vote? If none—then they—the faculty, studentry and alumni representatives- have no basis to vote. In fact they have betrayed the trust and confidence reposed upon them by their constituents—by engaging in a clearly partisan politicking of the university presidency.”

In fact, the councilor said, there are very strong reports that the faculty, alumni, and studentry are moving for the impeachment and ouster of their respective representatives.

Fourthly, Elago continued, the preventive suspension of the university president is unreasonable considering the maximum period of 90 days was imposed. Worst, the Board imposed a preventive suspension based only on a complaint which until now has not yet been resolved as to its veracity and legality.

Presently, Dr. Yanga of CHED is the officer-in-charge. “But even so, she cannot exercise full powers, since the university presidency position is not vacant. At a time when we are opening our school year 2008-2009, the act of the Board had laid down very serious precedence, which will forever politicize and divide the university. Instead of moving forward, the faculty and administration will be embroiled in a continuing strife of power struggle,” Elago warned.

The councilor called for the immediate recall and revocation of the 90-day preventive suspension of Rebollos by the Board of Regents in order to avert a destructive internal power struggle in the university.

“Reports show that most faculty members believe that this move is a pretext to open the door for a new president. The Board of Regent should refer the complaint of Mr. Jerry Hamja to either the Ombudsman or the Civil Service Commission, and should wait for the findings and decision of the case. A preventive suspension order is not proper in this case,” Elago said, “since the issue does not deal with information and facts that the respondent may be able to hide or destroy. In fact it is counter-productive, since what if the charges filed against the university president is untrue, what are the liability of the Board of Regents? Are they. willing to also go to the process of being disciplined for a premature suspension? Again this will create disorder, confusion and trouble. A bad scenario for an academic institution who prides itself to be the center of excellence in Wester Mindanao.”

Mannix asks local police to enforce gun ban strictly

Vice Mayor Mannix Dalipe yesterday asked the police and the military to strictly implement the firearms ban in the entire city following the series of shooting incidents for the past several weeks.

Dalipe said strict enforcement of the gun ban is necessary to deter the commission of crimes such as shootings, holdups and robberies.

“We have an existing firearms ban in the city. What the local police and Task Force Zamboanga should do is to strictly implement it,” Dalipe stressed.

Dalipe said the full implementation of the gun ban will deter criminals and other lawless groups from carrying out their nefarious activities especially in the city proper.

The vice mayor hinted that crime statistics normally go up during economic crisis.

Newly-designated City Police Office Officer-in-Charge Sr. Supt. Lulimer Detran has vowed to solve the series of crime incidents like shootings in the city.

Detran said maximum police visibility has been in place in public areas and commercial districts.

Checkpoints and mobile patrols have also been increased especially during night time.

Meanwhile, Dalipe also appealed to the local residents to extend full cooperation to the military in the various security steps being implemented by authorities.

“Civilian cooperation is also paramount if we want that our authorities will be effective in their security measures and investigation,” Dalipe emphasized. — Jemuel E. Mojica

A NEW mall opens in Zamboanga City.


Shopper's Center -- The Gateway, opens it doors to the public Wednesday here at Gov. Lim Avenue.

The opening was graced by city officials led by Mayor Celso L. Lobregat.

Archbishop of Zamboanga Romulo G. Valles officiated the blessing and soft opening of the five-storey building, where representatives from different sectors were also invited to have a glimpse of the newest mall of Zamboanga City.

Store manager Karen Lu I. Umacob said it took them almost three years to construct the building.

The building is composed of five floors. The ground floor is occupied by the supermarket, which has walkalators, the first in Zamboanga City. Fast-food chains, stalls, shops, and other type of stores are located in the 2nd floor. Also found there is the Men's section.

On the third floor sits the Women's section. The fourth floor is not yet open for business. Umacob said it is reserved for the Children's and Home Sections, along with other related products.

Umacob said the grad opening is set next week.:)

Zambo filmmakers clinch Cinemalaya top 10 list


TWO short films from a local director and his group of amateur filmmakers are finalists for the Cinemalaya Independent Film Festival 2008 Short feature category.

The short films "Angan-Angan" (Dreams) and "Trails of Water," both directed by Sheron Dayoc, were the only films chosen throughout Mindanao.

"Angan-Angan" centers on a mute nine-year-old girl named Satra, whose determination to secure a good education reverberates clearly amid the strictness of her Yakan culture, while "Trails of Water" is an experimental film about a young boy's emotion as seen through his make-believe story.

The group of amateur filmmakers are 3rd and 4th year students from the Ateneo de Zamboanga Mass Communication Department, namely, Paul Jamiro, Zurich Chan, Edoard Dioquino and Dexter Dela Peña.

The annual Cinemalaya festival and competition selects 10 entries to be finalists for the Best Short feature and provides financial grants for the production of 10 full-length feature films to compete for the Best Full-length Film Award.

Cinemalaya, now in its fourth year, is a project by the Cinemalaya Foundation, Cultural Center of the Philippines, Film Development Council of the Philippines, University of the Philippines Film Institute, and Econolink Investments Inc. (Paul Marquez/CO)

Tama nga! Parang ginawang Binondo na lang ang Zamboanga. Samantala, mga lunsod na katulad ng GenSan, Butuan, tsaka mas malala (for Zamboanguenos) Pagadian di lang aasenso uunlad talaga pati quality of products doon talaga ku-contribute sa economy ng mga lungsod doon... as in sing-unlad ng Makati, Cebu...

The Filipino-Chinese businessmen who want to block *SM, Gaisano, Robinsons, or any other major mall developer from entry to Zamboanga for investments in which you said that there are many economic potentials here?

Shoppers' Center? Parang bitin ata to, ah! I can't explain eh.

On the other hand, GenSan is in fact nagmamadali daw sa pagbubuild yung SM and Robinsons. According sa GenSan thread, meron daw plano ang SM na maglalagay ng Hypermart. Ang Hypermart usually fineature sa mga mall na kung tawagin ay SM Supercenters. Ang Supercenter may kaibahan sa City Mall dahil wala silang department store, ang mga clothes, appliances, andun lahat sa Hypermart aside from grocery. Parang Makro ata.
