Mayor Celso Lobregat has formally requested officials from the Department of Energy (DOE) in Manila to come to Zamboanga City together with their counterparts from other other related agencies to personally tackle the power issue and its possible solutions.
In view of this, Mayor Lobregat said DOE Chief of Staff and Undersecretary Atty. Ina Magpale-Asirit has promised to come to the city sometime this month of May to meet with the power stakeholders and other sectors concerned to discuss about the power issue.
While the national government has conducted the Mindanao Power Summit in Davao City last April 13, Zamboanga City has a particular situation that is different from all the other areas in Mindanao.
“We have a particular situation in Zamboanga City, so we would want the DOE to come to Zamboanga to meet with all sectors concerned”, the chief executive said after talking with Usec. Asirit through telephone recently.
The meeting is set in addition to the mayor’s urgent request Energy Secretary Jose Rene Almendras to increase load allocation and dispatch of power to
Zamboanga City through ZAMCELCO citing provisions of Republic Act 7639 in the wake of the worsening power situation in Mindanao.

Thus disclosed Dapitan City Councilor Mercy Arquiza Fernandez adding she was born in this city, grew up here, studied, married and reared her children here, thus she wants to come back to help her constituents.
Several years back, Fernandez tried her luck in Zamboanga City politics when she run for councilor but did not make it. She was then recruited by former Congressman Romeo "Nonong" Jalosjos to run for the same position in Dapitan City and this time, she won.
Fernandez disclosed that she has just transferred her voter’s registration from Dapitan City to the Comelec office here in Zamboanga City in preparation for her upcoming congressional battle.
“Masquin quien ya mio contrario. Ya decidi ya man iyo baña aqui pwes nada ya lang. People are complaining and as a mother, I want to help because I know I can,” Fernandez said.
She pointed out that the Dapitanons gained from her services as an alderwoman because of so many resolutions and ordinances she authored during her term.
Aside from being a member of the august body, Fernandez is Region 9’s governor of the National Council of Women in the Philippines (NCWP). She was appointed by no less than NCWP national president Amelou Benitez Reyes to head the association because of her capabilities to serve the sector.
Asked if there are members of the opposition who are against her appointment by former Congressman Jalosjos to run for congressman in District 2, Fernandez said former vice mayor Mannix Dalipe, Councilors Jawo Jimenez and Mel Sadain who were present during the announcement even congratulated her.

City ZAMBOANGA CITY — After lagging behind in the
hosting of several chain of stores, the city of
Zamboanga will finally join the ranks of cities
with their own SM, Gaisano, Robinson and other
establishments in the country.
City Administrator Antonio Orendain Jr, said executives from the Robinsons Land Corp. looked
at Zamboanga as a viable and feasible investment
site, as they continued to explore possibilities of
investing in the city.
Orendain said officials from Robinsons Land
recently met with the City’s Investment Board, headed by Mayor Celso Lobregat, to discuss plans
for the putting up of a mall in the city after the
company had purchased a property at Nuñez
extension.
While the company wanted to purchase a bigger
property to ensure a bigger mall complex, Robinsons Land was only able to purchase half of
its planned area, as the price of the adjacent
property was excessively high.
A group of investors reportedly purchased an
adjoining property before Robinson could close
the deal on a similar lot – now fenced off from two corner roads.
Orendain said Thomas Lee O., the corporation’s
vice president for Complex Administration and
Property Management and another official had
emphasized that with the smaller area, the plan
was to put up a multi-storey building instead of a horizontal complex.
Initially, the corporation’s representatives were
apprehensive about aviation regulations
considering that the acquired property was
located near the airport.
However, Orendain said, the mayor had intervened and summoned Civil Aviation
Authority of the Philippines (CAAP) manager Celso
Bayabos to attend the meeting and explain about
the aviation regulations.
The CAAP official said that Robinsons Land could
very well establish a multi-storey building in its property in Nunez extention (at the back of the
Emcor), as it is over 150 meters away from the
airport.
Airport regulations prohibit high-rise buildings
within the 50-meter radius from the airport
runway. Orendain said that the city government
welcomed and encouraged big corporations,
particularly owners of huge chains of malls in the
country to invest in the country.
One of the factors that delay the opening of huge
malls here is the price of land or properties offered by the private owners.

Though the retirement option remains, Congressman Erbie Fabian yesterday said he will still conduct personal visits and consultations with his supporters, leaders including family members before making any final decision on whether or not to continue his political career and run in the upcoming 2013 elections.
In a press conference at his congressional office in Guiwan, Fabian pointed out that he will independently make his own final decision and will not just let anybody influence or dictate him on what to do.
Eversince, it is an implied fact that Fabian has nowhere to go but to run for the mayoralty post considering he is now on his last congressional term in District 2.
The congressman expressed his mutual desire to keep the triumvirate intact.
“The feeling is mutual. I am willing to sit down with Mayor Celso Lobregat and Congresswoman Isabelle Climaco Salazar and discuss political plans with regards to the forthcoming elections. Perhaps that will help me make my final decision whether to continue or just retire,” Fabian emphasized.
Fabian expressed surprise to the announcement made by former Zamboanga del Norte congressman Romeo Jalosjos that he is running for mayor in Zamboanga City.
According to Fabian, he and Jalosjos are partymates since they belong to the same Nacionalista Party and the announcement caught him off guard because Jalosjos did not consult him nor the leader of the party.
The District 2 representative said he will bring to the attention of the party Jalosjos's declaration to run for mayor in this city.
However, the congressman emphasized, in a democratic country such as the Philippines, anybody can run provided he is capable. “We cannot stop him from running,” Fabian pointed out.

Coun. Lilia Nuno guns for D2 Representative
District 2 Councilor Lilia Nuño has already confirmed her intention to run for Congress in the second district of Zamboanga City in the May 2013 election.
Nuño said in an interview, “It’s really the clamor of the women sector to let me run for Congress. I am prepared and I have made up my mind.”
Nuño worked for 38 years in the Philippine Charity Sweepstakes Office as Manager of PCSO Provincial District Office in Zamboanga before she became a City Councilor.
She said it is expected that more developments will come in for the second district since the Priority Development Assistance Fund of a congressman is bigger than those of the city councilors.
The lady councilor is also well known for her advocacy especially for health, women, and children.
However, according to Nuño, the Laban ng Demokratikong Pilipino (LDP) in this city headed by Mayor Celso Lobregat will still have to meet regarding the upcoming 2013 elections.
Earlier, Jomar Lobregat and Mercy Arquiza Fernandez declared their intention to run as the second district Representative.

Though the retirement option remains, Congressman Erbie Fabian yesterday said he will still conduct personal visits and consultations with his supporters, leaders including family members before making any final decision on whether or not to continue his political career and run in the upcoming 2013 elections.
In a press conference at his congressional office in Guiwan, Fabian pointed out that he will independently make his own final decision and will not just let anybody influence or dictate him on what to do.
Eversince, it is an implied fact that Fabian has nowhere to go but to run for the mayoralty post considering he is now on his last congressional term in District 2.
The congressman expressed his mutual desire to keep the triumvirate intact.
“The feeling is mutual. I am willing to sit down with Mayor Celso Lobregat and Congresswoman Isabelle Climaco Salazar and discuss political plans with regards to the forthcoming elections. Perhaps that will help me make my final decision whether to continue or just retire,” Fabian emphasized.

City Sports Director Bernardito Patino said the free clinic provides children aged 5-15 years old the opportunity tot practice and develop sports of their interest.
Thousands who earlier secured registration forms turned up at the grandstand for the first day of sports clinic. Registration continues until next week.
A total of 245 instructors have been tapped by the city government to train the youths during the month of May for free.
The events include aikdo/arnis, athletics, badminton, basketball, baseball, body building, boxing, chess, dancesport, fencing, football, gymnastics, judo, karate-do, lawn tennis, muay thai, pencak silat, sepak takraw, softball, swimming, table tennis, taekwondo, volleyball, weightlifting, wrestling and wushu.

Because of its latest achievement of strong and serious campaign against drug pushers, the Philippine Drug Enforcement Agency (PDEA-9) Regional office in Zamboanga City, under Regional Director Adzhar Albani has been commended by the PDEA Central Office and the Regional Peace and Order Council (RPOC) chaired by Mayor Celso Lobregat.
Its successful operation that resulted in the arrest of one of the alleged notorious drug leaders in Zamboanga City two weeks ago has also been recognized by the City Council which passed a resolution during its April 18, 2012 regular session, commending Albani and his men in PDEA-9.
Both national and local leaders have considered PDEA-9’s performance as sterling that only men with dedication and courage can do for the love of work with the aim of minimizing, if not total eradication, of illegal drugs in the region.
On a personal note, no less than Mayor Lobregat expressed appreciation on the bravery and courage that Albani and his men displayed in carrying the operation “which are truly worth emulating.”

He said the ILP Scheme will be institutionalized and will serve as a standby generating capacity for Zamboanga City and for ZAMCELCO to distribute to the residential areas that were greatly affected by the power curtailment of up to 8-10 hours daily.
“I also commend the nine (9) big loaders with embedded GenSets who will be getting out of the grid, to favor the residential consumers, with their combined total capacities; it will mean less curtailment for the residents of Zamboanga who are greatly suffering of the crippling power crisis in Mindanao.”...
...On April 28, 2012, ZAMCELCO and the ILP-TOU participating companies held a meeting at the Zamcelco Board Room to finalize the program, and have agreed to implement it on the first week of May this year. At present, nine (9) companies have enrolled with ZAMCELCO to participate in the scheme, but other companies like Coca Cola Bottlers Philippines and Ayala Seafoods also attended the said meeting and have agreed to enroll. Petron, Grand Astoria Hotel and Shoppers Plaza have also signified their intention to participate in this noble program as part of their corporate social responsibility to the general public of this city.

Maybe NGCP increased our load allocation because Lobregat requested the DOE to act on it because there is a law that states that during times of crisis the host cities of power plants should be allocated 25% of power from the plants.
at present, Zamboanga City is a host of a 100 MW diesel run power plant in Sangali, Zamboanga City.

Great Santa Cruz Island is famous for its pink corralline sand, the only beach of its kind in the Philippines.
On Great Santa Cruz Island, pulverized red coral washed up from the sea floor mixes with white sand to produce a pink-hued beach.
It’s a different version of perfection: the powdery beach competes with the blue and green shades of the sea. Some parts of the beach are lovely in their undeveloped state. There are signs of civilization -- souvenirs, nipa huts and restrooms.
Beach visits are limited to day trips, so you have to squeeze everything into a few hours: swim, sunbathe, snorkel, dive, even fish for your lunch. Just don’t mistake serenity for safety -- there’s a deep drop in the sea just meters from shore.

Armed guards: The island is just a boat ride away from the city proper, but getting there requires extra precautions, due to local threats.

The Region IX (Western Mindanao) delegation headed by the contingent from Zamboanga City finished 11th place, winning only 2 golds, 6 silvers and 11 bronzes in the week-long Private Schools Athletic Association (PRISAA) National Collegiate Games held in Cebu City.
The Zamboangueno gold medalists leading the delegation are David Yuson, Jr., of the Universidad De Zamboanga (UZ) who won a gold medal in the bantamweight division of Taekwondo, and Mark Jayson Silomenio also of the Universidad De Zamboanga.
In the overall medal standings, Region VII retained the championship crown as the host region bested other delegates in table tennis, basketball, lawn tennis, men’s beach volleyball, football, women’s volleyball and dance sport. They grabbed a total of 202 medals with 117 golds, 44 silvers and 41 bronze, to retain the title which they won last year in Zamboanga City.
Region VI (Western Visayas) grabbed the second place with 59 golds, 52 silvers and 54 bronze, followed by Region IV-A (Calabarzon) with a 49-41-43 medal tally. The 4th place went to Region XI (Davao) with 27-51-57; Region I, 6-6-15; Region XII, 5-25-30; Region III, 5-8-19; CAR, 3-17-16, Region II, 3-2-4 and Region V with 2-15-23 medal tally. Last place went to Region IX.
PRISAA National Chairman Dr. Emmanuel Angeles lauded the host region as organizer, the officialdom of Cebu provincial and city government and the technical expertise of PRISAA National Executive Director Elbert “Bong” Atilano.
“This is the best so far in the past 20 years as we are making PRISAA stand out as the country’s biggest and the best sports organization,” Angeles said.
Angeles will be visiting every region and will invite experts from the neighboring countries for a scientific training to have better representation in the ASEAN or even Olympic games.
“We’ll discover the best athletes, more financial support and provide better facilities in different regions,” Angeles added during the closing ceremonies.
“This is the product of discipline and hard work of the organizers,” said PRISAA National President Fr. Vicente Uy.
PRISAA National Executive Director Elbert Atilano, Sr., lauded the host city for their all-out support making the games a successful sporting event in the country.
“This is excellent sports competition as there are no complaints or protest against athletes or technical officials,” Atilano said during the presentation of awards to all regions.

Over a thousand job seekers join Labor Day job fair in Zambo
ZAMBOANGA CITY, May 2 (PIA) -- Over a thousand job seekers trooped to the Western Mindanao State University yesterday for the Labor Day Job Fair spearheaded by the Department of Labor and Employment (DOLE).
Data from DOLE-9 reveals there were 1,242 individuals who registered for the activity in Zamboanga City alone. These job hunters were also interviewed by participating recruitment agencies and local establishments here.
Ms. Sheryl Joaquin, Labor and Employment III of DOLE-9, said the figure carries the bulk of registrants in Zamboanga Peninsula.
“We also conducted the same activity in Pagadian City, but there is a lesser number of registrants there. All in all, we have 1,547 registrants in the region”, Ms. Joaquin said.
Out of the regional figure, there were 992 job seekers who qualified after the initial interview.
There were many applicants in Pagadian City who were hired on the spot (HOTS).
“We have 298 hired on the spot. Zamboanga City has 104 HOTS, the remaining came from Pagadian City,” Joaquin pointed.
DOLE-9 is elated to meet their HOTS target of 15% for this year’s job fair hitting 19%.
Ms. Jasmine Cinco, Information Officer of DOLE-9, said they are happy with active participation of recruitment agencies and local establishments in Zamboanga City.
“We have around 50 agencies who participated in the job fair. 30 of those are local and 20 overseas placement agencies,” Cinco said.
Cinco said there are 13,000-14,000 jobs available for region 9, with top jobs coming from the manufacturing sector, insurance and lending agencies, service crews, sales and marketing, and household service workers. There were also medical professionals needed like nurses and medical transcriptionists, most of these jobs are abroad.
“We have more than 13,000 jobs for abroad. The job destinations are Saudi Arabia, UAE, Qatar, Bahrain, Malaysia, Singapore, and Brunei,” Cinco added.
Aside from the job fair, DOLE-9 also conducted livelihood and diskwento fairs as part of the celebration.
The Technical Education Skills Development Authority (TESDA) handled the livelihood fair, giving free orientation and skills demonstration for those who want to venture in entrepreneurship.
The Diskwento fair, on the other hand, gave consumers a chance to buy basic commodities or products at discounted or lesser prices.
The activity was attended by Zamboanga City Representative Ma. Isabelle Climaco, Vice Mayor Cesar Iturralde, and private sector leaders like Engr. George Ledesma, President of the Industrial Group of Zamboanga, Inc. (IGZI), Regional Tripartite Board members Mr. Edgar Lim and Buboy Valerio, representing the employers/ private sector, and Mr. Jose Suan of the Trade Union Congress of the Philippines representing the labor sector. Because the plant in Sangali is connected to the Mindanao Grid. Their contract is with NGCP/PSALM not with ZAMCELCO.
AFAIK, the contract will expire in 2016. Just like with TMI, ZAMCELCO has to make a contract first to any private power plant before any energy supply will happen. This has to pass also with the ERC.
The same process will happen as soon as the coal-fired power plant in San Ramon will be operational in 2015.
And don't forget that the plant in SANGALI is a diesel run power plant. If ZAMCELCO will solely purchase its power from that plant the effect would be a BIG increase in ELECTRICITY RATES. REMEMBER its DIESEL FED PLANT!

THE 20-day work of the 1,670 high school students in Zamboanga City will start Thursday under the Summer Program for the Employment of Students (Spes).
City Social Welfare and Development officer Francisco Barredo said the students as Spes beneficiaries are considered government workers and are bound by the labor standards and ethics in government.

gangsta_jack May 3rd, 2012, 01:50 AM Because the plant in Sangali is connected to the Mindanao Grid. Their contract is with NGCP/PSALM not with ZAMCELCO.
AFAIK, the contract will expire in 2016. Just like with TMI, ZAMCELCO has to make a contract first to any private power plant before any energy supply will happen. This has to pass also with the ERC.
The same process will happen as soon as the coal-fired power plant in San Ramon will be operational in 2015.
And don't forget that the plant in SANGALI is a diesel run power plant. If ZAMCELCO will solely purchase its power from that plant the effect would be a BIG increase in ELECTRICITY RATES. REMEMBER its DIESEL FED PLANT!

The Department of Labor and Employment (DOLE IX) Regional office in Zamboanga City has revealed that 298 were hired on the spot during DOLE’s Labor Day Job Fair conducted last Tuesday at the Western Mindanao State University Gymnasium.
DOLE Information Officer for Region IX Jazmin Cinco said there were 1,547 who registered and were interviewed, 992 qualified, and 298 were hired on the spot.
The 992 qualified means that the applicants are qualified for the job but for further interview or waiting for further submission of documents.
The job fair was participated hundreds of job seekers and participated by 30 local agencies and 10 overseas agencies in this city, there are 1,000 jobs available for local while 12,000 for overseas.
The top five jobs needed for local and overseas are factory workers, branch managers, area managers, teachers, engineers, domestic helpers, cooks, drivers, service crews, and sales ladies.

mm17 May 3rd, 2012, 07:43 AM GENERAL SANTOS CITY—The SM chain of shopping malls is opening its largest mall in Mindanao in General Santos City early next year, Hans T. Sy, president of SM Prime Holdings Inc., said on Monday.
Local businesses and mall owners who feel threatened by the P2.5-billion shopping center were assured by Sy that the SM mall would “enlarge the [local] pie and would not saturate the market.”
He said SM’s presence as a retailer would enlarge the retail sector in the city, citing its experience in Pampanga and Baguio, where SM “brought in the businesses from the nearby areas to the host city.”
“It’s not really a question of saturation; it’s about bringing excitement to local business,” he said.
As for fears of terrorist bombings that occasionally hit this southern city, Sy told reporters, “If we wait for the peace and order to be ensured, we would not be here now.”
Sy turned over to the city government an additional two lanes for San Miguel Street, which traverses the back portion of the mall, and spans 466 meters long. SM has also installed a P53-million drainage system, which would benefit a section of the city at the side of the SM mall in Lagao district, north of downtown GenSan.
The mall structure, now nearly finished, covers 150,000 square meters, bigger than the two SM malls in Davao City and the one in Cagayan de Oro City.
Sy said SM would also hire 8,000 personnel, which would help bring additional revenue for this city, which, Mayor Darleen Antonino-Custodio boasted, is the center of economic and financial activities in the region that includes Sarangani, South Cotabato, Sultan Kudarat and North Cotabato.
Sy also said the SM mall would be designed differently, compared with its first mall in Ecoland, Davao City and in Cagayan de Oro City.
Aside from anchor stores that are common in most SM malls, new stores would be invited to display their products in the new mall. “The common stores would consist of 20 percent of store renters; the new ones 80 percent,” he said.
“We would be bringing in the lifestyle of Manila here, with the same price and style,” he added.
SM is eyeing two more malls in Mindanao within the next three years, he said, citing Zamboanga City and Butuan City as the most likely locations.
He said the acquisition of the land was yet to be concluded in Butuan City.

Zamboanga City is ready to implement P200-M bus terminal project
ZAMBOANGA CITY, Philippines (PNA) — The city government will finally implement this year its P200-million Integrated Bus Terminal (IBT) project approved for construction in 2008, that would service the hundreds of buses plying routes from this city to other key cities and provinces in Mindanao.
Two contractors have filed court and Ombudsman cases against the city government and its Bids and Awards Committee or BAC over alleged anomalies in the pre-selection of contractors and in the bidding processes done late last year.
Last December, the Regional Trial Court issued a Temporary Retraining Order against the implementation of the project.
City Mayor Celso Lobregat said the TRO against the city government has already lapsed without any decision made by the court.
The long delayed project was supposed to be constructed in a six-hectare land at Barangay Divisoria, seven kilometers from the city proper, purchased at a cost of P70 million over three years ago.
After the issuance of the order, City Mayor Celso L. Lobregat said he cannot risk implementing the project earlier announced to be implemented last year, because of court cases filed against him and the BAC.
Other than Zamboanga City, all the cities and major towns in the Zamboanga Peninsula, along the highways have their own government constructed bus and jeepney terminals that earn some money from vehicles loading and unloading passengers and cargoes in these facilities
A private entity is operating a bus terminal at barrio Guiwan some five kilometers from the city proper.
The city government wants to put up the multi-million facility in Divisoria to cash in on parking fees as well as fees from concessionaires who will rent stores in commercial centers to be constructed by the city government inside the facility.
That private terminal was destroyed by fire on Nov. 5, 2009. Buses are still using the burned out area for parking because the city government will not allow the reconstruction of the terminal after the fire.
The initial bidding for the project was held January 18, 2009 but after nine months, the project was brought to court by contending contractors on charges of alleged anomalies in the bidding process.
In the initial bidding, over the objections of local contractors, the city government qualified only five out-of-town contractors to participate in the bidding.
The mayor and the BAC excluded local contractors from the project on the ground that they (contractors) are not qualified to handle the big project as they are only rated to undertake project worth up to P50 million.
Eventually, three of the out of town contractors backed out of the bidding and only two, Dimson and RCDG, submitted bids.
In August 2009, the BAC announced the winner — RCDG.
The announcement by the city government that the project was awarded to RCDG prompted losing bidder Dimson Manila to question the qualification of RCDG to handle the project.
Because of this complaint, the city mayor recalled his earlier award of the project made to RCDG.
Thus, the two contractors, Dimson and RCDG have filed charges in the Ombudsman against 27 local officials and employees on the procedure and results of the bidding for the project.
RCDG wants to pursue the project with the award already granted it by the BAC and approved by the City Mayor. Dimsom is questioning the process adopted by the BAC is disqualifying their firm – at the last minute – and ensuring that the award goes to RCDG.
Aside from cases filed with the regional trial courts, the two contractors also filed cases against the mayor and the BAC with the Ombudsman.
Before the May 10 elections, City Mayor Celso Lobregat said that he will leave it to the Bids and Awards Committee to decide on the future of the IBT, whether to bid anew and go through the process of pre-qualifying contractors for the project and bid the project anew to contractors.
With these Ombudsman and court charges leveled at the city government, the city did not have any contractor to undertake the project last year.

2nd Zambo Duathlon set May 5
The fun and excitement in Zamboanga this summer continues as the City Government on Saturday, May 5, holds the 2nd Zamboanga Duathlon Challenge, an athletic event that consists of running and cycling legs.
Forming part of the 2012 Zamboanga Summer Festival, the duathlon challenge is composed of a 3-man team with the following age requirement for each team member—first team member must be in ages 29 years old and below; second member must be in ages 30 years old to 44 years old and the third member musts be 45 years old and above.
The race will be in two parts: cycling and running.
Winning teams will receive cash prizes and trophies. First prize is P12,000, the second prize is P9,000 while the third prize is P6,000. The 4th to 10th finishers will receive P1,500 each plus medallion for each finisher.
Registration for participants is now ongoing at the City Tourism Division located at the Paseo del Mar.
Each contestant must present a copy of their birth certificate and each team must assign a person who will be in charge in securing their respective bicycle when the team engages in the second part of the race which is running.
The route for cycling is as follows: Paseo del Mar-Veterans Avenue- MCLL-Barangay Pasobolong-Barangay Salaan-Sitio Tala-Lumbangan-Lunzuran (on single trail)-Luyahan-Abong-abong Freedom Park-Pasonanca (Butterfly Garden).
Route for the running race will be Pasonanca (Butterfly Garden)-Barnagay Sta. Maria-Gov. Camins-Veterans Abenue-Pettit Barracks and to the finish line in Paseo del Mar.
Meanwhile, other remaining activities for the Summer Festival are General Vicente S. Alvarez Essay Writing Contest on May 11 at 9am at the City Hall conference room; commemorative mass for 4th Dia de Gen. Vicente Alvarez on May 11 at 4pm at the Fort Pilar Shrine and commemorative program at 5pm at the Plaza Gen. Vicente Alvarez (corner Don Pablo Lorenzo and Zaragoza St.).
May 19 will be a big fun day at the Paseo del Mar for the so-called Fiesta Engrande na Paseo del Mar starting at 8am.
Summer Festival will culminate on May 26 with the 10th Festival de las Bellas y Flores which will start with the parade of sagalas and arco at 5pm from Ledesma St to Climaco Avenue to JS Alano St. to Valderoza St. and Paseo del Mar where the program will be held at 6pm.— Sheila Covarrubias

Mayor turns over 2nd batch of JAC pick-ups
Mayor Celso Lobregat has turned over the second batch of 4x4 pick-up type vehicles for the barangays yesterday morning at Barangay Vitali this city.
The four barangay recipients of the 4x4 vehicles included Tictapul, Tigbalabag, Licomo, and Vitali.
According to the Mayor, Barangays Boalan, Culianan, Mercedes, and Dulian-Upper Bungiao will be the next recipients of the said vehicles.
The 4x4 vehicle with the brand name JAC costs P997,500 while the multicabs which will be given to island barangays costs P290,000 along with the pumpboats that costs P150,000 each.
The new 4x4 vehicles are fully air-conditioned, with automatic windows, CD player, and other features.
Funding for the purchase of the transportation facilities was taken from the 2011 and 2012 budgets.
The Barangay Captains of Licomo, Eduardo Caloyloy, Vitali, Jose Alavar, Tigbalabag, Rolando Opendo Reyes, and Tictapul Anastacio P. Cabayacruz were present during the blessing and turnover ceremony.
Lobregat urged the barangay captains to take care of the vehicles and use it for projects in the Community, Environment, Livelihood, Security, and Order or CELSO.
Earlier, same 4x4 vehicles were given to barangays Taluksangay, Sibulao, Tolosa, Tagasilay, Mampang, Mangusu and Lansones.
Mayor Celso Lobregat said the 90 mainland barangays will receive 4x4 vehicles each while the eight island barangays will receive a multicab and a pumpboat each. He is targeting to finish the distribution by June this year.

ZAMBOANGA CITY, April 30 (PIA) -- The City’s museum or “El Museo de Zamboanga” located at the Jardin Maria Clara in Pasonanca was formally unveiled recently, reinforcing the present administration’s thrust to preserve its culture and history and in line with the City Development Strategy agenda for advancement.
Archbishop Romulo Valles officiated the blessing rites for the museum built in the amount of some P11 million. The facility includes numerous features to include the exhibit area, small screening area, lecture area, display area, and souvenir shop. A separate building is set up as technical working area.
The operation of the city museum is pursuant to Ordinance 378 principally authored by Councilors Rudy Lim and Rogelio Valesco Jr.
The city museum will house valuable artifacts, items, collections and memorabilia that have historical, social, and cultural significance of Zamboanga.
Based on the ordinance, "the museum is intended to enhance the interest of the people, specifically the young generation, for them to appreciate the past and diverse cultural personality of the Zamboanguenos and educate, enlighten and immerse them on how the city came to be by representing the old settings to the future.”
Specifically, the museum can provide residents, students, tourists and park goers with cultural enhancement facilities; provide the exhibit area, small screening area, lecture area, display area and souvenir shop; promote tourism, employment and economic activities; enhanced facilities, amenities and activities at the Jardin Maria Clara; established rules and regulations for the safe and peaceful use of the Museum and for the protection and preservation of properties, facilities and natural resources of the museum.

The fun and excitement in Zamboanga this summer continues as the City Government on Saturday, May 5, holds the 2nd Zamboanga Duathlon Challenge, an athletic event that consists of running and cycling legs.
Forming part of the 2012 Zamboanga Summer Festival, the duathlon challenge is composed of a 3-man team with the following age requirement for each team member—first team member must be in ages 29 years old and below; second member must be in ages 30 years old to 44 years old and the third member musts be 45 years old and above.
The race will be in two parts: cycling and running.
Winning teams will receive cash prizes and trophies. First prize is P12,000, the second prize is P9,000 while the third prize is P6,000. The 4th to 10th finishers will receive P1,500 each plus medallion for each finisher.
Registration for participants is now ongoing at the City Tourism Division located at the Paseo del Mar.

THE series of free hands-on Agri-business and Organic Farming Trainings for the members of the Rural Improvement Club (RIC) in Zamboanga City kicked off Thursday.
The conduct of the trainings, which would end on September 21 this year, is sponsored by the City Government through the City Agriculture Office, the Gender and Development (GAD) and City Human Resource Management Office.
City Agriculturist Diosdado Palacat said the two-day training that started on Thursday is on meat processing, which is being conducted at the Holy Rosary Training Center in the village of Pasobolong.
Palacat said another two-day meat processing training is scheduled to be held from May 10 to 11 at the Victoria Agricultural Field Office.
It will be followed by a two-day fish processing and preservation training to be held on May 24 to 25 at the Vitali Vocational School, Palacat said.

Also, the fences at the almost-complete Joan's Pharmacy in Guiwan, beside Dennis Hardware, has already been removed last Wednesday. The huge branch is now visible from the highway.
And as part of its recent spate of renovations and constructions, ADZU is improving the appearance of its walls running along Nuñez Street. Demolition of the two building (2-storey and 3-storey dormitories) is ongoing. The Sacred Heart Chapel's reconstruction is on its finishing stage. The facade has already been painted and windows are already installed. I think the interior has also already been painted.

1. Restore peace and order by decreasing residents to policemen ratio to an ideal level and introduce a comprehensive long term peace and order plan for the city to address present and future peace and order concerns.
2. Create required additional number of congressional districts for faster development.
3. Construct a new government center where the different components are either housed in the same building or in separate buildings but contiguous to each other.
4. Offer incentives to entice the holding companies to establish and operate several SM, Robinsons, Gaisano, and other national malls in the city.
5. Establish new roads ensuring wide streets designed to eliminate traffic congestion. Support this project with flyovers, loops and circumferential and by-pass roads where applicable, and establish an appropriate mass transit system.
6. Expand the seaport.
7. Construct and operate a modern Integrated Bus Terminal that is at par or even better than those in other developed cities.

He's got vision, guys, big plans for the city. It's something that most of our past and present elected officials didn't and don't have. I don't know but I think I might consider giving him my vote in 2013. I'd rather risk on something new than stick to those already proven to be faulty (he may have been not that effective in del Norte but we didn't try his skills here yet, so yeah, it's still going to be something new and not proven since we're talking about two different places here). And yeah, we all know that he's been convicted once but as my high school morality teacher said "In this country as well as everywhere else, it seems, when it comes to politics, it has become, unfortunately, a choice of the lesser evil."

Yes, I do understand that his family governs the second poorest province in the country and I do consider that in making my decision and that is also the reason why I used words that don't have finality in them such as "might". In the coming elections, I think I will only consider voting for Beng or Jalosjos, if Beng won't run, then my vote will most likely go to Jalosjos. If the options will be Jalosjos and Erbie, for God's sake I'd go for Jalosjos. These are just my thoughts. I might have an opinion that clashes with everyone else's, but rest assured that I too am thinking of the future of the city in coming up with these. The elections is still a year away, things and my thoughts can still change.

Yes, I do understand that his family governs the second poorest province in the country and I do consider that in making my decision and that is also the reason why I used words that don't have finality in them such as "might". In the coming elections, I think I will only consider voting for Beng or Jalosjos, if Beng won't run, then my vote will most likely go to Jalosjos. If the options will be Jalosjos and Erbie, for God's sake I'd go for Jalosjos. These are just my thoughts. I might have an opinion that clashes with everyone else's, but rest assured that I too am thinking of the future of the city in coming up with these. The elections is still a year away, things and my thoughts can still change.

That's the only thing certain in politics, its uncertainty. Not to defend him or anything, but I don't think he can completely solve the poverty of the people just as other Philippine government officials can't. Go to Davao, one of the biggest and richest cities in the Philippines, and you can still find people living in slums, even Makati and Cebu have them. We can't also say that he's done nothing to help alleviate the condition of the poorest of the poor in his province, we've got no proof to prove such. And besides, Zamboanga del Norte hasn't always been one of the poorest provinces in the country. In the late 1990s, when Jalosjos was still in office, ZaNorte isn't among the 10 poorest in the country. I can't give an answer to your last question as I haven't had the chance to speak to him personally, but maybe, JUST MAYBE, he thought things aren't getting any better so the city may need some intervention? There are endless possibilities as to why he only considered running now and there's the possibility that we may never know what it exactly is.

I don't know but I think I might consider giving him my vote in 2013. I'd rather risk on something new than stick to those already proven to be faulty (he may have been not that effective in del Norte but we didn't try his skills here yet, so yeah, it's still going to be something new and not proven since we're talking about two different places here). And yeah, we all know that he's been convicted once but as my high school morality teacher said "In this country as well as everywhere else, it seems, when it comes to politics, it has become, unfortunately, a choice of the lesser evil."

Over 100 participants will brave the 25-kilometer biking and 6-kilometer running challenge today, as they battle it out for the 2nd Zamboanga Duathlon Challenge title.
Some 120 participants, making up a total of 40 teams, had officially registered to take the challenge which will begin at Paseo del Mar at 8:00 AM.
Each 3-member team, will first take the 25-kilometer biking race starting off at Paseo del Mar going to Barangay Pasobolong, passing thru Veterans Avenue and Mari Clara Lobregat High Way. From Pasobolong, the competition’s trail will lead them to Barangay Salaan then to Sitio Tala, Lumbangan, Lunzuran,
Luyahan to Abong-Abong and finally to the Jardin Maria Clara Lobregat (Butterfly Garden).
From the butterfly garden, the teams will change to a running mode going back to Paseo del Mar, passing thru Barangay Pasonanca, Sta. Maria, Governor Camins Avenue to Veterans Avenue. From Veterans Avenue they will take Pettit Barracks Street from the Land Transportation Office passing beside the Department of Budget and Management and Bureau of Internal Revenue buildings.
Each team must reach the finish line together to secure a win. All the teams are expected to collect all the tokens or ribbons from the appointed station of retrieval. Teams with incomplete tokens and members will be disqualified.

Fabian not chosen to run for Mayor
The triumvirate consisting of Mayor Celso Lobregat, District I Congresswoman Beng Climaco and Dstrict II Congressman Erbie Fabian came to an end during a meeting of the group’s top officials last Friday at La Vista del Mar in Calarian, this city, a very reliable source revealed.
According to the report, Fabian was officially informed that the present administration led by Mayor Lobregat will not choose him to run for Mayor in the coming 2013 elections. Instead, the leaders of the group are pushing Climaco to run for the post and at the same time give way to Mayor Lobregat who is allegedly eyeing Climaco’s position.
Climaco did not immediately give an answer saying she will still have to consult her family on the matter.
According to the source, Fabian was told that based on consultations and surveys done by their group, it was clear that Climaco is the stronger candidate for Mayor in the coming polls.
The source added that Jomar Lobregat, the brother of the Mayor, will be accommodated to run as Congressman in District II.
Fabian was allegedly not happy with the decision and that he is still considering to run for mayor despite earlier pronouncements that he will choose to retire from politics if Climaco will run for mayor.
Recall, Fabian said that he values their friendship and will not allow politics to destroy it. He even told reporters that he is seriously considering retiring from politics. Fabian not chosen to run for Mayor
The triumvirate consisting of Mayor Celso Lobregat, District I Congresswoman Beng Climaco and Dstrict II Congressman Erbie Fabian came to an end during a meeting of the group’s top officials last Friday at La Vista del Mar in Calarian, this city, a very reliable source revealed.
According to the report, Fabian was officially informed that the present administration led by Mayor Lobregat will not choose him to run for Mayor in the coming 2013 elections. Instead, the leaders of the group are pushing Climaco to run for the post and at the same time give way to Mayor Lobregat who is allegedly eyeing Climaco’s position.
Climaco did not immediately give an answer saying she will still have to consult her family on the matter.
According to the source, Fabian was told that based on consultations and surveys done by their group, it was clear that Climaco is the stronger candidate for Mayor in the coming polls.
The source added that Jomar Lobregat, the brother of the Mayor, will be accommodated to run as Congressman in District II.
Fabian was allegedly not happy with the decision and that he is still considering to run for mayor despite earlier pronouncements that he will choose to retire from politics if Climaco will run for mayor.
Recall, Fabian said that he values their friendship and will not allow politics to destroy it. He even told reporters that he is seriously considering retiring from politics. ADZU! LOL, kidding. I think it's UZ. ADZU's campus is pretty old and not so well-planned (based on the different looking buildings that don't really show any resemblance with each other) and I've noticed that the university is not fond of spending much on improving itself physically (the concrete structures and all) unless it deems the move very necessary. And it maximizes the use of old stuff as long as they're still functioning properly and good enough to keep up with the times. (Frugal or just kuripot? :nuts:) But recently though, I've noted significant changes in the campus as ADZU discards it old possessions in waves to make room for newer and more modern ones, from things as small as lab equipment to those as large as buildings. There have been lots of projects to improve the campus aesthetically too.

ISO certified el UZ poreso bonito el facilities. El ADZU karo lang el tuition pero buluk el facilities, el maga chairs gane na classroom akel de palo pa. El UZ, todo ya plastic armchairs ta usa. Nombre lang del escuela el habul del maga ta entra na Ateneo. :colgate:

^^ Uz naman ganda ng facilities nila, sila rin ang kauna-unahang Hi-tech yung mga facilities like yung entrance gate nila mala MRT station ang dating tas fully aircondition pa...ang pangit lang yung MAin City Campus building hopefully baguhin na nila yung Building and make it modern with escalators and elevators para mas lamang na talaga yung UZ...take note UZ mas modern mga buses nila

^^tama ka dapat nga ni modern structure na nila yung dating ng old city campus and sana ibahin na rin ang entrance and exit way, mas okie if gawin nila mga multi storeys building with glass facade ang building ng UZ city campus, as of now hindi maganda yung building and kakatakot din kung may emergency/sakuna mangyari hirap pa makalabas yung mga students...
