Yeah right..pati mga Pulitiko natin here sa ZC balimbing narin ewan ko lng kung pinapaikot lng sla ng ulo ng Admi. most of the Politician here in ZC are LDP or Laban ng Demokratikong Pilipino and it is belong to opposition slot but di2 sa Zambo lahat ng LDP ay vow to Administration...don't know why....Masyadong Balimbing:nuts::nuts::nuts:

DECLARING THE STA. ANA SITE MUSEUM IN MANILA, THE ROMAN CATHOLIC CHURCHES OF PAOAY AND BACARRA IN ILOCOS NORTE, THE SAN AGUSTIN CHURCH AND LITURGICAL OBJECTS THEREIN IN INTRAMUROS, MANILA, FORT PILAR IN ZAMBOANGA CITY, THE PETROGLYPHS OF THE ROCKSHELTER IN ANGONO, RIZAL, THE PETROGLYPHS OF ALAB, BONTOC, THE STONE AGRICULTURAL CALENDARS OF DAP-AY GUIDAY IN BESAO, BONTOC, THE MUMMY CAVES OF KABAYAN, BENGUET AND OF SAGADA AND ALAB, BONTOC, THE IFUGAO RICE TERRACES OF BANAUE AS NATIONAL CULTURAL TREASURES; AND THE BARASOAIN CHURCH IN MALOLOS, BULACAN, TIRAD PASS IN CERVANTES, ILOCOS SUR, THE MIAGAO CHURCH IN MIAGAO, ILOILO, THE SITE OF THE BATTLE OF MACTAN ISLAND, CEBU, THE SAN SEBASTIAN CHURCH IN QUIAPO, MANILA, AND THE CHURCH AND CONVENT OF SANTO NIÑO IN CEBU CITY AS NATIONAL SHRINES, MONUMENTS, AND/OR LANDMARKS, DEFINING THE IMPLEMENTING AGENCIES AND PROVIDING FUNDS THEREFOR:
WHEREAS, Pursuant to Article XV, Section 9, paragraph 2 of the Constitution of the Philippines “Filipino culture shall be preserved and developed for national identity”;
WHEREAS, Republic Act. No. 4846 declares that it is the policy of the state to preserve and protect the cultural properties of the nation;
WHEREAS, There is a necessity of preserving and utilizing the cultural properties of the nation for the furtherance of the people’s culture;
WHEREAS, The government recognizes the fact that the cultural properties of the country are necessary and indispensable for the correct understating of its history and culture;
WHEREAS, There are cultural properties which are especially of high value from the viewpoint of world culture and are considered as irreplaceable treasures of the country.
WHEREAS, The development and preservation of cultural properties are also necessary in the promotion of tourism;
NOW, THEREFORE, I, Ferdinand E. Marcos, President of the Philippines, by virtue of the powers vested in me by the Constitution as Commander-in-Chief of all the Armed Forces of the Philippines, and pursuant to Proclamation No. 1081 dated September 21, 1972 and General Order No. 1 dated September 22, 1972, do hereby decree, order and make as part of the law of the land, the following:
SEC. 1. The Sta. Ana Site Museum in Manila , the Roman Catholic Churches of Paoay and Bacarra in Ilocos Norte, the San Agustin Church and Liturgical objects therein in Intramuros, Manila, Fort Pilar in Zamboanga City, the Petroglyphs of the Rockshelter in Angono, Rizal, the Petroglyphs of Alab, Bontoc, the Stone Agricultural Calendars of Dap-ay Guiday in Besao, Bontoc, the Mummy Caves of Kabayan, Benguet and of Sagada and Alab, Bontoc, the Ifugao Rice Terraces of Banaue are hereby declared as National Cultural Treasures along the lines of Section 3 and 7 of R.A. 4846 defining cultural properties and treasures, and their preservation, restoration and/or reconstruction shall be under the supervision and control of the National Museum in collaboration with the Department of Tourism;
Sec. 2. The Barasoain Church in Malolos, Bulacan, Tirad Pass in Cervantes, Ilocos Sur, the Miagao Church in Miagao, Iloilo, the Site of the Battle of Mactan on Mactan Island in Cebu, the San Sebastian Church in Quiapo, Manila, and the Church and Convent of Santo Niño in Cebu City are hereby declared as National Shrines, Monuments and/or Landmarks in accordance with the provisions of R.A. 4368 and their preservation, restoration and/or reconstruction shall be under the supervision and control of the National Historical Commission in collaboration with the Department of Tourism;
Sec. 3. To carry out the intents of this decree the sum of P150,000.00 for the National Museum and P500,000.00 for the National Historical Commission are hereby authorized to be appropriated out of the funds of the National Treasury, not otherwise appropriated. Subsequent funds therefore shall be incorporated in the Annual Budget.
Sec. 4. The National Museum and the National Historical Commission are hereby vested with the right to declare other such historical and cultural sites as National Shrines, Monuments, and/or Landmarks, in accordance with the guidelines set forth in R.A. 4846 and the spirit of this Decree.
Sec. 5. The provisions of R.A. 4846 and R.A. 4368 and other laws which are inconsistent with this Decree are accordingly modified or repealed.
Sec. 6. This Decree shall take effect immediately.

It is Depend on what destination your are came from..but nong sa Sta.Maria Pa Kami Nag stastay... mostly PAF planes ang nag a approach sa Left Runway dun banda sa JOllibee then sa San Roque banda ung mga PAL,CEBU Pac., SEAir, and etc..but when MOSTPHIL Aero is still on service they are using the left Side if they are going to approach ZIA...:cheers::cheers:

PROBLEM IN POLICE MOBILITY is promptly being addressed with the continuous support being given by the city government under Mayor Celso Lobregat to the local police.
Mayor Lobregat, assisted by members of the City Council and City Hall executives on Wednesday (Sept. 4) turned over another set of transportation facilities, this time, three multicab vehicles, to the Zamboanga City Police Office through Regional Police Director Gen. Jaime Caringal and City Police Director Col. Lurimer Detran.
The 3 brand new multi-cab vehicles, costing P246,000 each , were the latest donation package released by Mayor Lobregat to the local police this month. A week ago, the mayor turned over 25 bicycle units for the police bike patrol and an 18 horsepower engine pump boat for the use Police Sub-station 11 based in Sacol Island.
A week before that, Mayor Lobregat also turned over to the police, 30 units of hand held radios which were donated by the Zamboanga Chinese Chamber of Commerce and the Free and Accepted Masons of Zamboanga.
Mayor Lobregat said the funding for the multi-cab vehicles was taken from the 2008 budget and that the purchase of the transportation facilities is part of the plans and programs of the city under the peace and order and security menu.
“We are not giving these vehicles in response to what is happening now in the entire Mindanao but this is part of the continuing program of the city government to assist the police and Task Force Zamboanga”, the chief executive announced in a press conference that followed the turn over rite in front of City Hall.
Next week, he said, the city will also hand over to the military’s Task Force Zamboanga, transportation vehicles, still in line with the continuing support and assistance program.
The mayor is also closely coordinating with the offices of Cong. Beng Climaco of District I and Cong. Erbie Fabian of District II for the donation of similar transportation facilities to the police.
Cong. Climaco, according to Lobregat is set to turn over to the police through the city government several units of multi-cab vehicles and L-300 vans in line with the lady solon’s peace and security programs.
Gen. Caringal expressed appreciation to the city government through Mayor Lobreat and the City Council for continuously supporting the police through the donation of vehicles. “This will surely add to our capability in terms of mobility”.
On the part of the national government, Gen. Caringal said, the Regional Police Office has issued a new set of uniform to members of the police force, which would complement to the new vehicles and equipment donated by the city government.
“I’m sure this (the new uniform) will make them look good but more than the outward aspect, we also are concentrating on their decorum and activities so we will be sure that they will not be involved in any activities”, the Police Regional Director added. “We are really appreciative of this magnanimity of the mayor and the City Council”.

in my opinion, the entire mindanao island, is way way better than luzon and visayas, It's the image of mindanao that's slowing it's development.

^^theres just too much pollution in manila, name it and thyve got it. Mindanao cities are far better to live in than manila, tinalo nga ng Davao ang mga philippine cities na ksing laki nya. :cheers:

Hindi Namn tinalo...Lamang Lng sila....but yes interms of looking at their Land area Davao is the Biggest City in the Philippines and one in Asia as well...sunod lang niya ang Puerto princesa and Zamboanga too.

dalawang approach meron ang ZIA, it depends on the winds and weather of our city. Usually Cebu Pacific's flight uses the San.Roque approach especially when its dawn.

Officials from the National Historical Institute led by Executive Director Ludovico Badoy were in the city recently to assist the city government in finalizing plans for several cultural preservation projects specifically the proposed Plaza Pilar and the re-setting of the founding day for Zamboanga.
The visit of the NHI officials was based on request from Mayor Celso Lobregat who has included in his priority thrust the preservation of the city’s rich and colorful history and culture.
Badoy and party met with the Lobregat-led Council on the History and Culture Wednesday afternoon to tackle the proposed Plaza Pilar, a complex in front of the National Museum and Fort Pilar.
“We asked the NHI to assist us in giving comments to the proposed Plaza Pilar,” Mayor Lobregat said. The proposal is intended to be a multi-complex where beautifully designed stalls that will display for sale locally made products and foodstuffs with parking lot for people visiting the Fort Pilar shrine, museum and the Paseo del Mar, will be constructed.
The proposed ordinance resetting the date of the city’s foundation day was also discussed with the NHI officials. Zamboanga City traces its founding anniversary (February 26) on the day when the city’s first appointed officials were sworn into office.
“They (NHI) officials gave us some documents and so the appropriate committee in the City Council will study the matter,” Mayor Lobregat said.
While in Zamboanga City, the mayor also asked Badoy and his party to look into other historical sites here such as the century-old social hall of the Western Mindanao State University and the 90-year old Zamboanga City Medical Center.
Lobregat said the city is very much concerned with the preservation and conservation of its culture and heritage, as it forms part of the city’s development strategies under the CDS program.
The city government is currently undertaking the restoration of the Gabaldon (formerly Barley School) building at the Zamboanga East Central School following the plans and design prepared by the National Conservation Society and the Department of Education. The city has allocated some P7 million for the purpose. (Sheila Covarrubias)

Mayor Celso Lobregat yesterday morning sworn in Councilor Cesar Iturralde as a director of the Zamboanga City Special Economic Zone and Freeport Authority, representing the local legislative body.
Councilor Iturralde’s appointment to the Ecozone’s Board of Directors took effect yesterday and was favorably endorsed to the chief executive by the Sangguniang Panlungsod through a resolution, replacing the late Councilor Asbi Edding.
“I thank Mayor Lobregat and members of the City Council for this opportunity. I hope I can be effective in helping the Ecozone achieve its goals and objectives for which it was established,” Iturralde said after taking his oath of office before the mayor. “And I promise to give my level best on this regard.”
Iturralde, who chairs the Committee on Trade and Industry, is now serving his term in the City Council, having served the august body for the last seven years.
Councilors Kim Elago, Nonong Guingona and Eddie Saavedra stood witness to Iturralde’s oath taking at City Hall conference room shortly after the weekly flag raising ceremony. (Vic Larato)

Mayor Celso Lobregat yesterday led city government officials in the inauguration of three different infrastructure projects amounting to more than P12 million in Barangay Curuan, east of this city.
At the same time, Mayor Lobregat announced that several more infrastructure projects worth P25.3 million are now under construction in Barangay Curuan and are expected for completion before the year ends.
Lobregat first inaugurated and turned over to the barangay of Curuan the newly constructed Curuan-Lunday road project measuring 1.6 kilometers long, 15 meters wide and 8 inches thick. The project was undertaken by RDG construction firm at P7.7 million.
During the said inauguration, Lobregat directed the City Engineer’s Office to immediately prepare and submit to him the plans and programs for the construction of a slope protection also in Curuan-Lunday area.
This is to prevent loss of life and property,Lobregat said of his order to City Engineer Vicente Despalo for the immediate construction of a slope protection in the area.
Shortly, Lobregat together with other city officials then proceeded to Curuan Poblacion proper where he again inaugurated a 200-meter access road project costing P1 million. The access road leads to the barangay’s newly constructed gymnasium with a total cost now reaching P17.2 million.
While there, Lobregat also unveiled the Curuan gymnasium at P2.9 million. This brings to P17.2 million the total cost of the said gym since its construction during the late Mayor Maria Clara Lobregat’s administration.
The gym stands inside the Curuan Elementary School complex.
Hence, Mayor Lobregat entered into a memorandum of agreement with the school principal, Isabelito Javier, and Curuan barangay chairman Carmelito Manalo for them to oversee and take charge of the use, maintenance and operation of the gym.
Joining Mayor Lobregat in Curuan inauguration activities were Councilors Rudy Lim, Rey Candido, Benjamin Guingona, Eddie Saavedra, Lilia Nuno, and Kim Elago.
Lobregat said most of the infrastructure projects implemented under his administration are now either under construction of completed.
You can see several infrastructure projects either under construction or completed in practically all barangays throughout the city, Lobregat said, stressing that such is the result of a sound and positive fiscal management contrary to claims by his critics.
More project inaugurations in the days to come, Lobregat said, citing that in Curuan alone construction of more access roads, bridges, irrigation and farm-to-market roads are ongoing. (Vic Larato)

The Zamboanga International Airport’s (ZIA) misery will soon be over.
Congressman Erbie Fabian yesterday announced that the local airport will get a total of P133 million funds from the 2009 National Budget for the improvement of its facilities such as the dilapidated runway, building, comfort rooms and other amenities.
In a long distance call from Manila, Fabian said that the national budget for next year is still under deliberations, however he said, he is fighting so hard to get the airport’s funding approved.
The congressman disclosed that under the budget, if approved, the Department of Transportations and Communications (DOTC) will appropriate P128 million while the Department of Public Works and Highways (DPWH) will allocate an additional P5 million for the improvement of the airport.
“This amount is not included in the other funds of P110 million as promised by her Excellency President Gloria Macapagal Arroyo during her State of the Nation Address (SONA),” Fabian pointed out.
Fabian, who is the chairperson of the powerful Committee on Government Re-Organizations, is one of the major authors in the creation of the Civil Aviation Authority (CAA).
The CAA is the new agency that took over the defunct Air Transportation Office (ATO), according to Fabian who also sat as one of the members in the oversight committee during the CAA crafting.
The District 2 representative also praised Mayor Celso Lobregat and Congresswoman Isabelle Climaco for their efforts in pushing for the budget appropriations for the expansion and advancement of the local airport.
According to Fabian, he will push for the approval of the budget which will truly help develop the airport into one of the most modern in the country.
No less than ZIA Manager Celso Bayabos has reported the sorry-state of the airport particularly the runway which, he said, is full of craters.

Vice Mayor Mannix Dalipe hopes that the promise made earlier by President Gloria Macapagal Arroyo during her State of the Nation Address (SONA) to improve the Zamboanga International Airport is forthcoming.
Dalipe yesterday called on the national government to appropriate more funds to further improve the runway and other facilities of the Zamboanga International Airport (ZIA).
Dalipe who arrived last Monday from his out-of-town trip, noticed the bumps when the plane he was flying on touched down the runway and taxied towards the tarmac.
He said he even over-heard one of the passengers as saying “Ito pala ang airport ng Zamboanga, ang daming lubak-lubak.”
No less than airport manager Celso Bayabos has decried for several times the sorry-state of the landing field in one of his television interviews.
Bayabos said that the Department of Transportation and Communications (DOTC) has already appropriated more than P400,000 to cover the holes at the runway, but this amount is still lacking.
“I have, for so many times, asked the national office to appropriate funds for the improvement of the runway. At that time there were only holes but now it has gone from holes to big craters already,” Bayabos lamented.
He said pilots of the Philippine Air Lines, Cebu Pacific, Air Philippines have long been complaining about the sad-state of the runway.
“In one of the plane’s touched down, an item fell on the forehead of one of the passengers. The worst thing was that the passenger was an American,” Bayabos added.

Mayor Celso Lobregat yesterday announced he will be meeting anytime soon with the officials and traffic law enforcers of the Land Transportation Office regional office 9 in a bid to slow down if not delay the implementation of the rules and regulations for the use and operation of motorcycles on highways.
“I will sit down with LTO and we will find out ways and means on how to mitigate the effects of such policy on motorcycle operators and drivers,” Mayor Lobregat said during a news conference yesterday morning, adding that he himself has seen several motorcycles plying the streets with more than two people on board.
Lobregat said the impending implementation of the motorcycle rules will definitely cause some difficulties on the part of the users but he added “this is a national law or policy and as such we cannot seek exemption from the rules neither can we stop its implementation.”
“I cannot commit the LTO will change its policies, but probably we can talk and find out solutions to the problems that may arise,” Lobregat further said.
To recall, the LTO has announced that it was set to implement this month Administrative Order N0. AHS-2008-015, prescribing the rules and regulations for the use of motorcycles on highways, pursuant to Executive Order 292 or the Administrative Code of 1987 and the United Nations Vienna Convention for Road Traffic of 1968, to which the Philippines is a signatory.
Section 6 of the administrative order states that only one back rider shall be allowed on a motorcycle or scooter who must be provided with a seat and footrest.
“The motorcycle or scooter shall not carry cargo other than the saddle bags or luggage carriers specifically designed and approved by the Department of Trade and Industry (DTI).”
The order further states that is the duty of the driver and rider to ensure that they both wear standard helmets; the motorcycle or scooter also needs headlight, tail light, signal light, brake light, side mirror and horn.
“Highways” shall mean every public thoroughfare, public boulevard, driveway, avenue, park, alley, callejon, but shall not include roadway, upon grounds owned by private persons, colleges, universities or other similar institutions, the OA said.
Fines shall be imposed as follow: P1,500 for failure of wearing a helmet; P1,000 for carrying more passengers; P1,000 for defective accessories; P2,000 for modifying any part o the original designs of a motorcycle without LTO’s approval; P1,000 for wearing flip flops, sandals or slippers or being bare footed while operating a motorcycle or scooter on a road or highway. Director Caringal’s hectic schedule next week includes his brief report to the National Law Enforcement Coordinating Committee during its 133rd Regular Meeting that will coincide with the 26th anniversary of NALLEC on September 17. Caringal is the regional chairman of NALLEC. The meeting will be presided by National Chairman Philippine National Police Director General Avelino I. Razon.
The guest of honor and speaker will be Ms. Luli Arroyo, Policy Officer, Coral Triangle Initiative World Wildlife Funds for Nature Philippines. Other top officials who will attend are Police Director Silverio D. Alarcio Jr., Cebu Gov. Gwen F. Garcia and many others.

“Zamboanga City holds the distinction of being the first to have convicted human traffickers in 2005. But the fight (against human trafficking) does not stop there.”
Thus Mayor Celso Lobregat said in his message during the launching yesterday of Stop Trafficking and Exploitation of People through Unlimited Potential (step-Up) program at Centro Pastoral, this city.
With the country’s economic difficulties, Mayor Lobregat lamented, many of the underprivileged are easily tricked by false promises of a better life and high-paying jobs abroad by illegal recruiters. “The oppressed would grab at any opportunity to find the elusive good fortune elsewhere. More often than not, this leads to traumatic consequences.”
Lobregat said the “step-Up” program, initiated jointly by the Visayan Forum Foundation, Inc., Archdiocese of Zamboanga and Microsoft Unlimited Potential, will truly complement the city government’s plans and programs aimed at keeping people from falling prey to the evils of human trafficking.
Lobregat said the city government and multi-sectoral groups had conducted several campaigns to thwart the illegal trade against persons, especially the women and children.
According to him, all efforts at educating people would go to waste unless “we provide them with opportunities.” And “step-Up” program is geared towards this end— providing its beneficiaries with an opportunity for better lives.
“Seize this opportunity and help yourselves,” Lobregat told the “step-Up” program beneficiaries. “There is not shortcut to a better life, but with hard work and perseverance your future will look good.”
Lobregat also called on the people of this city to help in this fight, saying the city government and the private sector cannot do everything. “We need as much help in whatever form, as we can get.”

ZAMBOANGA CITY, Philippines — The price of canned sardines, considered a basic food item among Filipinos since it provides inexpensive protein, rose by at least P1 per can in the first week of September in this city from the previous month, the regional office of the Department of Trade and Industry (DTI) said.
However, this does not cover yet another P1/can price increase recently announced by manufacturers which is to take effect later this month.
Rolando G. Acuña, the provincial director of the Trade department, said that his office’s monitoring from August to the first week of September showed average retail price of a can of sardines now ranges from P11.25-P11.75, compared to P10.00-P10.50 last month.
He said the price adjustment is still within the suggested retail price of P13.20/can.
Earlier, the nine canneries here, which supply roughly 80% of the domestic market of canned sardines, informed the Trade department that they will "uniformly" raise their prices at P1/can starting September.
The manufacturers said the adjusted price is the result of high operating cost, including the P5 per kilogram increase in the price of raw sardines.
Seven out of nine canneries in this city had earlier agreed on new fresh fish prices set by the Southern Philippines Deep Sea Fishing Association.
In a separate interview, a sardines fisher and processor here said that, for others, the new price of the commodity will take effect from late September to the first week of October, since they were still disposing their old stock.
William Tiu Lim, president of Mega Fishing Corp., said the new price of their products will increase to P12.50 from the current retail price of P11.75.
"Our assumption is that the P1/can adjustment will take effect roughly three weeks after the shipment of the new stocks," Mr. Lim said in an interview.
But he said it depends on the sales of their clients at retail outlets.
"If our old products were sold already and new orders are coming, then the new price of our products will be felt as soon as it gets to the shelves of the stores."
Local manufactures here have been complaining of high operating cost for months now.
Edgar B. Lim, manager of Permex, which exports tuna and sardines, said that, aside from fish, "tomato paste price has already increased from $500 to $600 per ton last year to $1,500 to $1,700 per ton."

The City Council yesterday suspended the conferment to Armed Forces of the Philippines Chief of Staff Gen. Alexander Yano as “Adopted son of Zamboanga City.”
This, after some members of the august body questioned Yano’s role in the infamous Cabatangan siege in the year 1990.
Councilor Charlie Mariano said Yano who was then Task Force Zamboanga commander failed to deliver his best when the rebels of the Moro National Liberation Front led by (now deceased) commander Julhambri Misuari took advantage of the situation.
Councilor Eddie Rodriguez filed the resolution upon the request of Mayor Celso Lobregat urging the City Council to pass the resolution making Yano as adopted son of the city.
Because of Mariano’s opposition, the august body deferred the approval of the resolution to next week’s regular session.
“I do not oppose Yano’s conferment as adopted son but I just would like to question the role he played in that siege. I would like to know why the Philippine Air Force bomber planes spent several rounds of ammunitions, mortar shells and bombs without even hitting the target,” Mariano stressed.
He said if these questions would be answered then he will fully support the resolution in next Thursday’s session. (Nonong Santiago)

The over 200 beneficiaries of the Beng Climaco Scholarship Program will receive their checks representing allowances for the first semester.
Representative Climaco of District I will personally distribute the checks scholars in coordination with officials from the Commission on Higher Education (CHED) during a program to be held at the Western Mindanao State University Social Hall at 10 this morning.
Of the total 235 scholars, 15 will receive scholarship certificates from the Technical Education Skills Development Authority (TESDA).
Climaco said the scholarship program is part of her education programs in her legislative agenda. The scholarship program is being implemented through the CHED regional office.
The scholars are college students from WMSU, Zamboanga State Polytechnic College, Zamboanga State College Marine Sciences and Technology and TESDA.
Climaco will be assisted by WMSU president Dr. Grace Rebollos, ZSPC president Lionell Villavieja, the officer in charge of the ZSCMS and TESDA regional director Zeus Ampuyas.
The student scholars last July underwent a whole day orientation seminar organized by the Congressional office, CHED and TESDA to inform the beneficiaries about the requirements and other qualifications.
A student has to belong to the indigent sector and must maintain the average grade of 80 percent.

An Improvised Explosive Device (IED) with a mechanical alarm clock as triggering device was recovered by Task Force Zamboanga and the Zamboanga City Police Office yesterday morning at the vacant lot in front of the legislative council building along R. T. Lim Boulevard, here in Zamboanga City.
Chief of the City Police Explosive and Ordnance Disposal Unit SPO4 Reynaldo Resuento said the IED was placed inside a black backpack and probably left behind by an unidentified suspect.
Resuento added that when the IED was examined they found out that the bomb was formed in a 4-liter orange gallon containing a mixture of ammonium nitrate and fuel oil that all weighed about 3 kilos, a mechanical clock, 2 pieces of 9volt and 1 piece of AA Eveready batteries, electrical wire, an improvised squib made of Christmas light bulb and improvised cloth’s clamp as a booby trap switch.
The recovered IED was brought to the Bomb Squad headquarters for proper disposition.
Investigation conducted that an unidentified male teenager was seen opening the black backpack and upon finding its contents to be a bomb, he immediately left the item behind and fled towards the fishing boat.
Police are still conducting an investigation to identify the teenager and to establish the motive behind it.
Authorities denied the possibility that the said IED was intended to bomb the Sangguniang Panlungsod building however, they are still looking onto possibilities. (Eugene A. Lasprilla)

Malacañang has ordered on Tuesday an investigation into a military air assault last Monday on suspected Moro Islamic Liberation Front (MILF) positions in Mindanao that reportedly killed six civilians.
Press Secretary Jesus Dureza, in a radio interview, said they want to see if the attack stemmed from an “extreme need” that forced the military to ignore operational guidelines.
“Sa specific incident na ‘yan, tignan muna natin, paimbestigahan natin. Kailangan tingnan muna natin. But the fact remains may mga civilians na tinamaan. Kailangan imbestigahan yan kasi may operational guidelines na binaba. Because of Ramadan, walang use of artillery and bomb (In that incident, we have to take a look at that. The fact remains that there were civilians killed. There were operational guidelines not to use bombs and artillery during Ramadan),” he said.
Dureza said the only time the military is allowed to use such heavy weapons is “at extreme need.” Otherwise, he said “ordinary rules of engagement” that does not use bombs should apply.
Reports said at least six civilians were killed during an air strike by the military in Datu Piang town in Maguindanao province.
Dureza, citing initial information from the military, said MILF forces aboard 10 pump boats fired on a military plane passing overhead, which forced the military to fire back.
He however said an investigation is necessary. “There’s still a lot of investigation that should be done. But definitely there are rules of engagement that have to be followed by the ground troops.”
Meanwhile, damages brought by the armed clashes between government forces and MILF rebels in Mindanao has climbed further to almost P121.5 million, based on the latest report from the National Disaster Coordinating Council (NDCC).
The NDCC said the figure includes P38.53-million damage to infrastructure and P82.95 million in agriculture.
Of the damage to infrastructure, almost P20 million accounted for private properties and P17.4 million for school properties.
The livestock and farming sectors also lost more than P31 million and P45 million, respectively.
Lanao del Norte suffered the biggest damage, totaling to P64.64 million, while damages in North Cotabato were placed at P35.64 million, and in the Autonomous Region in Muslim Mindanao (ARMM) at P21.2 million.?
The NDCC said Libungan town in North Cotabato has already been declared under a state of calamity. Earlier, Maguindanao province has been placed under a similar state of calamity.?
The government has extended around P60 million worth of assistance to affected residents in Mindanao in the form of sacks of rice, canned goods, blankets, clothes, and medicines, among others. (PIA).

Zamboanga City (11 September) -- Zamboanga International Airport (ZIA) will soon have its major "face lift" as soon as additional funds for its rehabilitation is approved.
Second District Congressman Erbie Fabian in an interview with a local paper is positive in giving his assurance that sufficient funds for the ZIA rehabilitation has been allocated.
Fabian said that the General Appropriations Act (GAA) now under deliberation at the lower House includes a total appropriation of P133 million from the 2009 National Budget for the airport rehab.
The amount will cover the improvement of the ZIA facilities such as the dilapidated runway, building, comfort rooms & other amenities.
Of the total P133 million, P128 million will be for the repair & asphalting of the ZIA runway which will be appropriated from the funds of the Department of Transportation and Communication (DOTC) and the remaining P5 million will be allotted for the repair of roads, comfort rooms which will be taken from the funds of the Department of Public Works & Highways.
Fabian stressed that the two appropriations were the result of the representations made by him, Mayor Celso Lobregat and 1st District Congresswoman Isabelle "Beng" Climaco.
"There was some kind of pressure put up by the city officials for the DOTC & DPWH to allocate funds for the full repair of the runway & other airport facilities" Fabian said.
Fabian pointed out "this amount is not included in the other funds of P110million as promised by Her Excellency Gloria Macapagal Arroyo during her SONA."
Fabian, who is the chair person of the powerful Committee on Government Re-Organizations, is one of the major authors in the creation of the Civil Aviation Authority (CAA) which was recently signed into law by President Arroyo.

Zamboanga City (12 September) -- its early Christmas gift for our senior citizens. The Department of Social Welfare and Development has finalized a list of 26, 268 accredited senior citizens who will be granted a one-time cash subsidy of P500 before the year ends.
The grant is part of a program dubbed "katas ng VAT-Tulong Para kay Lolo at lola."
Though it is not too huge an amount but is a humble effort of the national government to recognize and honor grandmothers and grandfathers as most of them are now weak and jobless.
DSWD Regional Chief for Technical Assistance Division Aida Magracia, said the subsidy is part of giving senior citizens recognition now that they are older and are not physically fit to work.
Magracia said they have submitted a partial list of 28, 268 senior citizen-beneficiaries from the cities of Zamboanga, Dipolog and Dapitan and from the provinces of Zamboanga Sibugay, Zamboanga del Norte and Zamboanga del Sur.
Magracia explained to qualify for the subsidy, he or she must be 70 years old and above and is not covered by the GSIS or SSS benefits and with no regular income.
The funds will come from DSWD Central Office (Manila) and will be distributed through the Office of the Senior Citizens Affairs (OSCA).
Senior citizens may personally claim their subsidy at the OSCA by presenting their valid senior citizens ID or they may also send their authorized representatives.
The DSWD will coordinate with OSCA and the LGU for the smooth flow of the project.

^^when i was there in zambo I drove from zambo to dipolog it took me 6 hours to get there.
