I love ZAMBOAngA!!! :rock:

I think Davao and Zamboanga are truly the MODEL cities of Mindanao island. First, both cities hv distinct culture that is unique from others. Second, these are the only cities in the island dat have real international flights. Third, both cities have deep history, they both established identities, example: zambo=vintas, davao: mt. apo.

Fort Pilar Shrine is the oldest church structure in ZC even in the whole mindanao too, more than 373 Years na kasi itong structure since 1635...

then the Cathedral is the Most Modern Church Structure in the whole Mindanao the only one church that has a complete facilities such Elevator na di2 lng meron...:cheers:

excluding Fort Pilar..St.Ignatius of Loyola is the oldest church building in Zambo..built in 1911

there are a lot of building in Zamboanga that need to be declared as Historical Shrine by the National Historical Institute..

1. College of Education of Western mindanao State University (built 1918) - the first Normal School to be established in Mindanao..

2. San Ramon Penal Farm Administartion Building (built in 1918) - oldest correctional facility outside Manila..built in August 21, 1970

3. Zamboanga City Medical Center (built 1918)

Fabian tells folks to go out, enjoy fiesta events

Congressman Erbie A. Fabian has enjoined all residents to go out and witness the different activities being held in the city as parts of the two-week Zamboanga Hermosa Festival.

Fabian said the different activities lined up by the city government in coordination with the various private groups will surely bring fun and entertainment to the local populace including hundreds of balikabayans and overseas workers who are coming back to the city to enjoy the Fiesta Pilar with their families and friends.

“Festive mood is all over the city now. We enjoin well meaning residents to go out and appreciate the different colorful activities and events prepared by the city,” Fabian told reporters in an interview.

The congressman said that Zamboangueños should be proud of their glorious past and rich cultural heritage as all of these will be again portrayed in the different programs like Chavacano Song Festival, street dance presentation, regatta, among others.

He added that one way of looking back and honoring our past especially our cultural and religious tradition is to actively join and participate in the activities being held and or at least just grace and witness the presentation of the events and activities.

“Local folks should set aside time for their family to go out and witness the different colorful programs being held during the festivity as a show of deep appreciation of our identity and culture,” Fabian emphasized.

The congressman himself has sponsored two big events in connection with the festival — the Fabian Dart Tournament on Oct 10-11 at Rams Beer Garden and Restaurant and the MOBB concert which will feature Beatles songs at the Astoria Regency on Oct.11.

Meanwhile, Fabian reminded the Catholic faithfuls that amid all the fun and merry making during the two weeks of festivities is the true essence of the celebration which is to honor, venerate and pay homage to the city’s patroness saint — Nuestra Señora La Virgen del Pilar.

Songs, dances draw crowd at museum

Mayor Celso Lobregat announced yesterday that the cultural and entertainment extravaganza dubbed “Wow Zamboanga” now on its fourth night continues to draw a jubilant crowd at the National Museum’s courtyard at Fort Pilar.

The nightly presentation features songs and dances distinctive of Zamboanga City’s rich cultural heritage plus modern performances of the officials and select participants from each of the 98 barangays throughout this capital city of Western Mindanao.

This, as the Zamboanga Hermosa Festival 2008 heats up with the theme “Amistad Y Paz…Adelante Zamboanga” to culminate on October 12, feast of the miraculous Our Lady of the Pillar, renowned as the bastion of Christianity not only in this part of the country but also the world over.

Tonight’s participants will come from Cluster 8 barangays of Putik, Lunzuran, Guiwan, Tetuan, Tugbungan, Talon-Talon, Mampang, Arena Blanco, Sta. Catalina, Divisoria, Lumbangan, Lumayang, Boalan, Culianan, Zambowood and Kasanyangan.

Since Wow Zamboanga started Wednesday night, the following clustered barangays had already performed: Oct. 1-Pasonanca, Tumaga, Sta. Maria, Zone I, Zone II, Zone III, Zone IV, Mariki, Rio Hondo and Sta. Barbara, all in Cluster 4; Oct. 2, Campo Islam, Baliwasan, Canelar, Sto. Ko calls for support to US forces here

Former Vice Mayor Robert “Bong” Ko yesterday urged all city officials to throw their full support to the presence of US troops in the city as he stressed that the Zamboangueños particularly the military and police are benefiting much from the continued stay of the Balikatan forces.

Ko made this statement after the joint Legislative Oversight Committee on Visiting Forces Agreement (VFA) on Thursday said the United States neither established a military base here nor its troops participated in any combat operation carried out by the Philippine military against terror and rebel groups in Mindanao.

“City officials must be vocal with their support to the presence of US troops here more so should be the first ones to defend the stay of Balikatan forces since they (local officials) should have first reported that US did not establish a base or permanent military structure in the city,” Ko stressed.

The former vice mayor pointed out that if only the local officials have come up with their own investigation in the local level as to the question on whether the US has established base or any other permanent military structure here in the city and eventually make a comprehensive report on the matter, then there would no longer be a need for the Legislative Oversight Committee to come here.

“If only beforehand our city officials should have resolved the issue whether the said allegations on the establishment of base and the participation of US soldiers in active combat operations is true and then come up with their own findings then there will no longer be a need for national officials to come here and investigate,” Ko said.

He added that it seems that local officials “have forgotten to do their own homework” which resulted in the coming over here of a fact finding committee from the Senate and the Lower House.

The former vice mayor said that what surprised him is that the political officials of nearby provinces of ARMM like Basilan and Sulu have been very vocal with their full support to the presence of US troops in the region.

“We appreciate more our neighboring ARMM officials for making clear their stand on the presence of US troops by manifesting their full support compared to some of our local officials who can not ascertain whether they are pro or against the stay of Balikatan forces in the country,” Ko said.

Ko, who is now an active member of the local business community, has been very vocal with his full support to the presence of US troops under the VFA, and also credited the Americans for their big help in the training of soldiers and policemen in the city.

He said that US troops have been spending money in their stay here just to help our police and military in the global war against terror aside from their numerous humanitarian missions.

“They have been helping our authorities a lot. They are giving employment to many civilians who are skilled workers and they are also contributing to our local economy and it is just but proper that we appreciate their presence here,” Ko stressed.

The former city official also reiterated that if it were not for the vast resources of the US forces some top Abu Sayyaf commanders will have never been arrested by authorities.

“Let us remember that the reward system sponsored by the US government has led to the capture of several top ASG leaders in Southern Philppines,” Ko added. — Jemuel E. Mojica

21 agencies vie in Beng badmintion tournament

The 2008 Beng Climaco Inter-Government Badminton Tournament reels off today with 21 participating agencies at the LB Badminton Center along Veterans Avenue today, October 4.

The opening program will start at 8 a.m. with no less than District 1 Representative Beng Climaco gracing the occasion. It will be held Oct. 4, 5 and 11 from 8 a.m. onwards.

Now on its 5th year, the badminton tourney is Climaco’s pet project in view of her fancy for the sports.

Badminton is a racquet sport played by either two opposing players (singles) or two opposing pairs (doubles), who take positions on opposite halves of a rectangular court that is divided by a net.

Players score points by striking a shuttlecock with their racquet so that it passes over the net and lands in their opponents’ half of the court. A rally ends once the shuttlecock has struck the ground, and the shuttlecock may only be struck once by each side before it passes over the net.

Climaco initiated the inter-government badminton tournament in 2003 when she was still a member of the City Council and continued on when she was became the city’s vice mayor and now District I representative.

A total of 21 government agencies with a total of 128 registered players are participating in the two weekend tournament. Of the 21 agencies, 16 have been joining the event the past years while 5 are new participants.

The participants include the Philippine Ports Authority (PPA), Philippine Health Insurance (PHILHEALTH), Western Mindanao State University (WMSU), City Treasurer’s Office, Zamboanga City Water District (ZCWD), Philippine Navy (PN), Philippine Air Force (PAF), Bureau of Internal Revenue (BIR), Department of Justice (DOJ), Department of Health (DOH), City Accountant’s Office, Edwin Andrews Air Base (EAAB), Western Mindanao Command (WESTMINCOM), Commission on Audit (COA), Department of Interior and Local Government (DILG), Department of Public Works and Highways (DPWH), Commission on Higher Education (CHED), National Transmission Corporation (NTC), Government Service Insurance System (GSIS), City Veterinarian Office and the Technical Education and Skills Development Authority (TESDA). — Ryan Sta. No US bases in Zamboanga City - Biazon

MANILA, Philippines - There was no truth to reports that American soldiers have set up bases in Zamboanga City, Senator Rodolfo Biazon, was was in the area, said Thursday.

Biazon, co-chairman of Legislative Oversight Committee on the Visiting Forces Agreement (LoVFA), said an ocular inspection conducted by him and other LoVFA members on the facilities put up by US forces in Zamboanga showed that there was no US bases in the province.

LoVFA members were sent to the province to check on reports that US bases are being established in Mindanao and that American soldiers are participating in military operations.

Biazon, in a phone interview with GMANews.TV, said they visited a military camp in Malagutay, a pier in Calarian, and Edwin Andrews Airbase, all in Zamboanga City.

"All these facilities were helped put up by the US soldiers within the Armed Forces of the Philippines military bases with Filipino camp commanders and governed by the rules of the AFP," Biazon said.

In Malagutay, Biazon said they found out that seven US soldiers were housed in one of the barracks of the Philippine Army. The barracks put up by American soldiers were turned over to the AFP as early as 2002 and is now under a Filipino camp commander

In Calarian, the supposed pier reportedly constructed by US soldiers turned out to be just a small barge where two small boats, one owned by the Philippines, the other owned by the US, were docked.

"No such thing as pier there," Biazon said.

In Edwin Andrews Airbase, the reported US base there was a temporary structure.

"Puwede mo ngang buhatin, halos four feet lang (You can carry it, it is only four feet wide),” Biazon said.

On the other hand, the LoVFA is yet to have a finding on the alleged participation of US troops in military operations but they have preliminary findings.

"The only remaining unresolved issue is the reported participation of US soldiers in actual combat," Biazon said.

Campaign vs water meter thieves stepped up

THE Zamboanga City Water District (ZCWD) in coordination with the Zamboanga City Police Office (ZCPO) has stepped up its campaign against water meter theft in Zamboanga City.

The campaign is aimed to put to stop the modus operandi of unscrupulous people who are victimizing the ZCWD concessionaires by stealing water meters and selling it as scrap items.

Officials of the ZCWD and ZCPO have warned any individual, group or owners of junk shops to refrain from buying water meters as scrap items sold to them by people who are believed to be involved in stealing water meters.

They were advised to report to the ZCWD or ZCPO ones they encounter an individual or group of persons selling water meters.

The ZCWD and ZCPO officials warned that anyone who buys stolen water meters could be held liable for violating the anti-fencing law.

Policemen who are on patrol duty were ordered to be on the lookout of water meter thieves in their respective areas of jurisdiction especially at nighttime.

The ZCWD management has advised the water concessionaires to immediately report to its office once they would see people with no proper identification cards removing water meters in their locality for proper action.

Last Friday morning, 12 water concessionaires from San Jose-Cawa-Cawa village trooped to the ZCPO headquarters and filed formal complaints that their water meters were stolen.

Seven other ZCWD concessionaires from Cawit and Recodo villages have filed the same complaints last Monday.

The water concessionaires told the police they were surprised that there is no water coming out of their faucet when they woke up in the morning.

They found their water meters gone when they checked their respective pipe connections.

Water meters are vulnerable to be stolen since it is being installed outside the compound of the ZCWD concessionaires.

Several years ago, the water meters are installed inside the compound of the concessionaires but the ZCWD decided to transfer the gadgets outside for accessibility to meter readers.

Mercedes - Culianan - New Town Development




Brief Description

Mercedes, identified as a secondary growth center and host of the proposed New International Airport under the Master Development Plan, is located in the east coast of the city and about 12.75 kilometers or 20 minutes ride from the Central Business District (CBD). Its entire land area is generally flat with slope from zero to three percent (0-3%), more or less 1,288 hectares in area, 636 hectares of which form part of the greater area Balinsungay Irrigated Rice Fields, one of the rice granaries in the city. Likewise, although even in the old zoning ordinance of the city, Mercedes fell within the commercial and residential zones, variety of fruit trees, especially mangoes, coconuts and bananas, still abound the area. Even century trees still stand in Mercedes. Several poultry farms also exist in the area. Its coastal area covers with either fishponds or mangroves.

The barangay has a projected population of 8,064 for the year 2005. Majority of them or around 43% are still in the working age, around 37% are of school age, and around 13% are within the ages zero to five, while around 8% are elderly people. From these figures, around 58% of the population is therefore actually age dependent, which rather inflict a heavy burden on the working group employed in the government or private sectors, fisher folks, farmers, and carpenters.

Generally, the social infrastructure support/facilities and services in the area are already present in the barangay or the residents thereat can easily have access to these, being just adjacent to the national highway, except in the interior parts where no road traverses. Its present development pattern is that of a grid development with parallel and intersecting streets but with irregular rectangular blocks. Radial roads also fan out from Mercedes, providing access to its neighboring barangays, especially barangays Talabaan and Taluksangay, which have no direct access to the national highway.

Culianan is one of the barangays adjacent to Mercedes in the north and along the highway. It has a smaller land area of 869.7917 hectares and a projected population of 6,508 in year 2005 and with an almost similar present pattern of development. Because of the very much-improved national highway, the area of Culianan along the highway, however, suddenly boomed with commercial activities. In the formulation of the spatial development of this growth center, consider the developments that occurred in this area or what probable market forces drove this area to develop.

Proposed Spatial Development of Mercedes-Culianan

With congestion and other rising urban problems, the city’s development expansion is more towards the east coast. Mercedes, as the identified host for the new international airport in the east, is expected to develop and later spread out development to other adjacent areas. As it is, even with the newly concreted national highway only, the area along barangay Culianan, adjacent to Mercedes, as above-mentioned, suddenly boomed with commercial activities.

In anticipation of this development, the New Zoning Ordinance, classified 500 meters on both sides of the national highway that traverses through barangays Mercedes and Culianan, up to the rice fields, and further maintained the area from Calle Real to Calle Socorro towards the inner portion of Mercedes up to Calle Arcillas as Commercial Zones. This can extend downward south until the proposed site of the new international airport.

There are various existing institutional structures scattered all over Mercedes. However, the whole block at the eastern side of Calle Socorro towards the rice fields and between Calle Real down to the proposed airport site, will be the Institutional Zone, in as much as the New Barangay Hall, the Mercedes Central School, a chapel and an old cemetery are already located here. Further, many of the existing institutional structures located within the Commercial Zone are just on the opposite side of Calle Socorro and along Calle Real, which in most probability will maintain their locations thereat. These include the national high school, the catholic and evangelical churches, the health center and the Alliance cemetery. The old Barangay Hall and the Rural Water System Office also located adjacent to the Catholic Church may in the future be converted into some other service facilities for a park that may be centrally located in this still vast area of open space and where many old acacia trees still stand abundantly.

The upper block of this Institutional Zone at Calle Socorro, until Culianan up to the rice fields and excluding the Commercial Zone along the national highway, shall be a Residential Zone as well as the areas on both sides of the highway after the 500 meters commercial zone as delineated under the zoning ordinance. The Mulu-Muluan area will remain as a Residential Zone. However, existing government facilities and services thereat, especially health and sanitation, needs further improvement. The western part of Mercedes and the area of Zambowood, almost built up with residential subdivision projects, shall also maintain its Residential Zone classification except that portion of Zambowood which under the new zoning ordinance is classified as an Industrial Zone.

The plan of the city government to construct a modern bus terminal for buses plying in and out of the city may be located in this Growth Center, most probably between Asinan Road and the old national highway. However, the probable sites are still under negotiations. Ideally, for this terminal to maintain a smooth flow of traffic, it should be within a circumferential road with separate ingress and egress. Presently there is an existing road within this area, but this has to be widened and improved. Actually, the entire road network of the city will have to establish effective and efficient linkages with this growth area, especially considering that this will be the future international airport site. The Master Development Plan (MDP) of the city already proposed a
Bypass Road from Patalon to Culianan to link this growth area to the west.

The developments occurring in Culianan, on the other hand, did not just happen because of the expansion and concreting of the national highway. The expansion project of the national highway only provided a bigger capital for the landowners along that area and an opportunity to improve their respective place of business. Culianan is actually a crossroads of around six hinterland barangays that transport their agricultural products and other rural resources down here. A “Bagsakan Center”, with complete facilities, can be integrated in the proposed terminal in this growth area where they can directly bring their products and encourage them further, to increase production. Likewise, consider improving the road that leads to inner western part of Culianan and serves as the only access of these rural people to basic services and facilities, and the possibility of providing other vertical access. The vertical access is a very important alternative route, because in case of road blockage, a number of barangays dependent solely on this road will be affected and their agricultural produce will perish.

Maintain also all delineated irrigated rice fields and fishpond areas under the zoning ordinance and within this growth center.


Proposed Development Strategy

Although, Mercedes is already within the coverage of the urban land area classification, as described earlier, it was rather lagging behind especially in terms of commercial development. However, in recent years the urban sprawl is starting to catch up in this eastern part of the city, which somehow must be contained and controlled, in order to maximize to the best use of our land resources over time and space. Thus, the idea of developing a New Town in town emerged.

The concept of New Town, in this case, however, is not the traditional one. That is, an area developed solely as an isolated or satellite community meant to be as self-sufficient as any other city. Rather, in this case, this area will be an integral part of the large urban area or built up area, wherein new major developments will be primarily directed towards this area and the emerging urban spatial pattern is less difficult to regulate and control. Nevertheless, the entire idea is still to decongest the existing CBD and identify an area for expansion where provisions for housing, employment, shopping, education, and recreation and socio-cultural and other services normally associated with a town are possible.

However, the end-result of this concept goes far beyond the spatial disposition only, since the modification of the physical character of the area must consider a variety of cultural, social, economic, and political objectives as well. Most of all, it being a component of a larger urban and even regional area, it will affect among others, transit facilities, water resources and our natural environment

Further, in creating new towns, the processes are significantly complex for this will require abundant financial and managerial resources, legislative and political support and many years in completion. It has a macro-approach to development yet must be more inclusive and specific as to location, character and size. Therefore, the costs and benefits, the scheduling or phasing of activities to implement such plan, the necessary managerial procedures and the manner in monitoring and implementing the plan must all be clearly established. The same shall be true in the process of developing Mercedes as a growth center and its particular role in the over-all development

Talisayan-Ayala-Recodo-Cawit Cluster - Industrial Town Development

Brief Description

The West Coast Heavy Industrial Site actually covers portions of four core barangays namely, Talisayan, Recodo and Cawit, with Ayala as the center among them, being the one with the most number of available services and facilities. Its land coverage is approximately 294 hectares and runs approximately seven kilometers of the national highway. That is about 13.35 kilometers from the city proper starting at Cawit up to Talisayan, which is about 20.00 kilometers. Of the four barangays, Recodo is the most populated at about 19,760, followed by Ayala at 13,487, then Talisayan at 5,991 and Cawit at 4,840, all as projected for the year 2005. In terms of land area, however, Recodo is the smallest at 183.8622 hectares with Talisayan as the largest at 1,541.6284 hectares. Ayala has 539.2876 hectares and Cawit has 375.1392 hectares.

The main industry in Cawit and Recodo is shipping yard and/or boat building and repair, while the major canning factories are located in Ayala and Talisayan. The main sources of income in the area are farming, fishing and employment in the canning factories and shipyard industry. There is a strong indication that coconut farming can boost the economic progress of the barangays as coconut products continue to maintain a huge level of demand in the international market. Factories for coco-based products like production of virgin coconut oil, cooking oil, soap and other products can be a profitable and productive business for local and foreign companies and enterprises.

This growth area also has access to communication and information with the presence of communication facilities like telephone provided by PLDT, telegraph, handheld radios, and cable television. The residents continue to enjoy the incessant supply of electricity by the ZAMCELCO sub-office, as well as regular water supply by the ZCWD office. Community health centers provide the basic health care needs and services. Education is not also a problem with strategically located primary, secondary and vocational/technical schools. Government offices are likewise visible in the area.
Among its landmarks, the Our Lady of Mount Carmel, founded in September 8, 1871 provides historical sites for Ayala. Existing resorts and beaches found in the area are tourism development potentials. The Dreamville supermarket, Country Homes Subdivision and construction of two (2) communication cell sites are proofs of its economic potential.


Proposed Spatial Development of Talisayan-Ayala-Recodo-Cawit Cluster


In the Master Development of the City and the New Zoning Ordinance, the Heavy Industrial Zone is in the west coast area and is approximately 294 hectares. This covers about seven (7) kilometers of the National Highway from Cawit to Talisayan and on its eastern side, five Hundred (500) meters from the center of the National Highway and the entire western side thereof. The spatial patterns of the rest of the areas of these barangays may be seen in the Zoning Map, as well as their delineations and classifications as Residential Zone, Agricultural Zone or Irrigated Rice fields. The possibility of reclaiming a portion of the coastal area for a small coastal park and a container yard, to facilitate mobility and decongest the city, is proposed in the Master Development Plan (MDP). Per Sangguniang Panlungsod Resolution, this may be from Sinunuc to Cawit, subject of course to the various studies needed, like EIS and its feasibility.

The focus of this paper therefore is just the entire Heavy Industrial Area, which actually had been classified as such even under the old Zoning Ordinance. This is because the city had envisioned this secondary growth area to be the center of industrial development. However, in spite of its potential as a booming economic growth area, the booming growth has never reached its peak. Careful identification and consideration on the factors for delaying said growth during the formulation of the Development Plan for this growth center therefore, is important and must be done at the initial stage of planning if possible, to avoid previous mistakes, if there are any. Further, even if the focus is more on the industrial area, the plan will still have to consider a wider area perspective.

Considering the ZAMBOECOZONE area as part of this growth area is also necessary, because of its location, which is just less than a kilometer away, to deflect competition and possible conflict. Conflict can also be on the various incentives offered by the ZAMBOECOZONE and in the Investment Code of the City to encourage investments in this area, as well as to protect our local investors. However, its development shall still be in accordance with its own development plan and with minimum government intervention.


Proposed Development Strategy


For this area to be able to perform its role as a secondary growth center and the site for heavy industrial activities and to support in the over-all development of the city, growth-with-equity policy approach to development must be taken. The integration of urban and rural development is an essential spatial dimension for equitable growth planning. To attain this, especially with limited resources, the city needs to build this area on existing spatial structures, organizational arrangements, behavioral patterns, economic and social institutions and culturally imbedded methods and practices thus, transforming them into more productive instruments of growth and change. This implies that, to become an Industrial Town, a complex set of linkages, like physical, economic, technological and social linkages, and even population movement, service delivery and political, administrative and organizational patterns, must play potentially important roles in the transformation.

On the other hand, people not planners or government agencies build towns or cities. The limited ability of planning authorities to enforce regulatory systems of development control, due to limited administrative capacity and political will and weakness of the legal system, as well as the fundamental concept of property we have in the country, all these call for the need to identify alternative ways of influencing the pattern of development.

Focus on infrastructure development is one possible alternative recommended; in this case, planners need to be involved in the entire budgeting process, in order to be able to influence the patterns of service delivery, construction of infrastructure facilities and operation and maintenance. Thus, planners must be able to have a complete perspective of the entire pattern of investment. However, fundamentally, the allocation of resources between competing claimants is something that is essentially political in nature. To counter balance this somehow, encourage a dominant role or participation of the different private sectors and truly sincere advocacy groups.
The setting up of a “Satellite Office” in the west coast, as proposed in the Master Development Plan (MDP), is also spatially advantageous if it will be located here. The strong presence of government in this area will manifest the serious intent of the government and a come-on to the private sector.

Likewise, as an Industrial Town, never take for granted the environmental aspect of development. Thus, developments herein shall fully conform to the accepted international environmental standards especially concerning industrial waste generation, waste handling, waste disposal and other pollution related concerns. The City adheres to the concept of sustainable development at all times. Hence, the establishment of a strong feedback mechanism for proper and effective monitoring and evaluation in every stage of implementation and operations is important.

Labuan –Neighborhood Development

Brief Description

Labuan is a coastal barangay 33 kilometers away from the city proper and one of the city’s biggest fish producers in the west because of its proximity to the Pilas Channel, one of the city’s three major fishing grounds. It is the second barangay to the border of Zamboanga del Norte next only to Limpapa. It has a total land area of 1,957.9553 hectares and a projected population of 8,482 in year 2005. Travel time from Labuan to the city proper is around 40 minutes.

Of its total land area, approximately 60% of Labuan is agricultural, 10% commercial and 30% residential area. Its major agricultural product is copra with 70% of its total production, while other crops including fruits, root crops, corn, coffee and vegetables account for the 30% of the total production. As a coastal barangay, it has large flat land areas. However, its steep slope areas abruptly rise up to 30% or 50%, a portion of which is within the ZAMBOECOZONE.

Basic social services are evident in the area. These include a hospital, health center, police sub-station, barangay hall, public market and elementary and secondary schools--all located near the highway. The city government installed a Level II water system project several years back in this barangay, however, its operation at present is not regular. Various religious entities, other civic groups and some NGOs existing in the area also contribute to the development of this area.

The barangay’s fishery sector, although thriving, remains in need of both financial and technical assistance from government to improve sustainable production. Every now and then, it still encounters the issue of illegal/dynamite fishing and poor fishing practices and equipment. Big commercial boats also invade the area of the municipal waters that greatly affect the catch of the local small fisher folks resulting to low income/poverty among them.

Because of the large and long distance areas of steep slopes in Barangay Limpapa and the northern part of Labuan as well as the areas in Zamboanga del Norte, it took the national government years to open a road to connect the city to the first adjacent municipality of Sibuco, in Zamboanga del Norte. In fact, to this date, this newly opened highway is not at all convenient for people to travel much more to transport goods. Thus, Labuan is also the landing point for many people who travel by sea, through small-scale water transportation, to buy their commercial goods and textile products and to access other town-based services and facilities. These people do not only come from neighboring barangays within the city, but also from nearby municipalities of Zamboanga del Norte.


Proposed Spatial Development of Labuan

The natural topography of Labuan forced developments thereat to follow the linear concept. Thus, developments in the area can be found on both sides of a single road, which is the highway. Still the same concept will have to be applied in developing this area as a tertiary growth center concentrating mostly in the provision of commercial goods and town-based services and facilities. The principal transport route will still be the highway but it can be of infinite length, depending upon its growth as an urban area. All services will be channeled along the highway, which will be its Commercial Zone. This commercial zone will be from the shore going towards east up to the highway and extending up to 200 meters from the eastern side of the highway. It will also start at Labuan River from the north going south which can extent down to Barangay Patalon if rapid development will occur. The local shops shall be located in this zone, if possible along the junctions.

Clustering of other community facilities will be considered at regular intervals along its course. In fact, the barangay can maintain many of these facilities, particularly health and education, already established along the way at certain intervals. However, to improve their ambiance, a community park shall be established, adjacent especially to the hospital or the school, with trees and recreational facilities. After the commercial zone, would be the Residential Zone towards the inner part of the area and up to the point where the slopes will permit. This may have a gridiron pattern to enable to design interior streets for easy access to the highway and commercial areas. A small botanical garden may be encouraged in the residential areas.

Beyond the residential zone will be Agricultural Zone, but mostly planted with perennial fruit trees. Appropriate intercropping practices may also be allowed. However, if anyone would wish to venture and put up a mountain resort or hunting facilities in this area, this may be allowed subject, however, to certain laws and environmental impact studies. The construction of farm to market roads shall likewise be properly considered.

The flat lands at the western side of the highway after Labuan River will be an Industrial Zone. This is where the market is located and where people from Sibuco and other parts of Zamboanga land or embark. Likewise, this is where the fisher folks dump their catch. However, life for people doing this daily routine here is very difficult since there is no existing wharf, even an improvised one, that can facilitate their movements and activities. Of course, an improvised one is not practical at all when facing the Sulu Sea. Thus, the residents here, especially the fisher folks and owners and operators of small boats for fishing and transportation, earnestly demand the construction of a strongly concreted mini wharf that can withstand the storms that visit the coastal areas.

This mini wharf will be a major contributory factor to the development of this growth center, since the marine resources and the utilization of the sea-lanes are also major sources of income in the area. The barangay can also have additional income by handling the stevedoring business. The sea-lanes are likewise vital in maintaining access to many people in Sibuco and some parts of Zamboanga del Norte and for them to help this growth area support the services and facilities needed for growth. The highway going north will also have a direct route to its market in the western side of the highway and this will be a wider one, to accommodate large vehicles.


Proposed Development Strategy

In the Labuan Barangay Development Plan, 2005-2008, the development of Barangay Labuan wants to focus on the following areas: income/livelihood and employment promotion; education and functional literacy; peace and order/public safety; health care and well being; food security and nutrition; water and environment protection, shelter/housing infrastructures and participation in governance. The barangay believes that the continuous support and cooperation of governmental and non-governmental organizations like PDC, UNNDP, BFAR-FARMC and SZOPAD, in their efforts to improve quality of life of the people and their economy, now being enjoyed by the barangay, can jump start its economic development in due time.

The Neighborhood Development Strategy proposed to develop this tertiary growth center, involves a process that relies heavily on community organization and participation by the residents, property owners and businessmen who service the area. Citizen participation gets greater emphasis in developing the area, because of the need to represent accurately the community interests and to provide a vehicle for organizing and strengthening the political force of the community. These various groups therefore can already participate in the initial planning or in preparing the Development Plan for this growth center.

The Neighborhood Development concept in this paper, however, is not exactly the same concept as applied in the foreign countries, wherein three or more neighborhood communities are being planned at one time, to sustain the entire area. However, a population threshold level is still a very crucial factor in the development of this area as a tertiary growth center, catering mostly town-based services and facilities. Thus, it must extend its “area of influence” within not only the adjacent barangays but also even the neighboring municipalities of Zamboanga del Norte, already with various settlement categories.

Invigorating the area, however, to encourage its full participation in the city’s development efforts and create a more just society is necessary. But because of limited resources, there is a need to carefully identify and translate projects into investment proposals. If possible, choose projects with the most beneficial impacts and with “multiplier effects”. On the other hand, the physical, social and economic characteristics of neighborhood unit are usually more homogenous than the entire city and definitely its proposed development are of smaller physical scale and less complex. Therefore, it can focus on one particular project, in this case, the mini wharf. There can be as many possible options or schemes for the Barangay to possibly fund this project after its feasibility study. Among others, these can be through the use of government Funds, Build Operate Transfer (BOT) scheme, Joint Venture or Donation scheme.

Non-government Organizations with better networks within the poor communities; may be more representative of the interests of the communities; and better motivated, may look for donors who find NGOs a useful way of targeting assistance to particular group such as the poor.

The focus on one project on the other hand, does not necessarily mean that there can be no simultaneous implementation of other projects when possible.

Sangali Medium Industrial Zone – Sea Port Industrial Town

Brief Description

Sangali is located in the east coast 25.34 kilometers away from the city proper with a land area of 1,274.3128 hectares. From the city proper, accessibility by land is not a problem with the newly concreted national highway that also traverses through it and serves as another stopping station for all public buses, coming in and out of the city. Its terrain is more or less 20% hilly, 20% coastal and 60% plain. It also has two major radial roads on the western side of the highway leading to barangays Bunguiao and Dulian and other remote sitios of barangays Manicahan and Lamisahan and even the proposed watershed areas of Manicahan and Bolong. However, there are still demands for more farm-to-market roads and its existing ones improved, to facilitate the transport of farm products and the sufficient provision of goods and services, especially in the remote areas.

In terms of health and sanitation facilities and services, at present these are very inadequate even in its neighboring barangays. Even access to potable water, it is only about 16% of the total populace who are fortunate. This accounts for the high mortality rate in the area, both for adults and infants. Education facilities are far better off because aside from the existence of two (2) public elementary schools, one (1) public high school and one (1) public vocational school, there are three (3) other private schools offering 2 year courses in manpower skills development and computer technology.

Its projected population for 2005 is around 16,205. However, it is fast increasing due to migration in search of better job opportunities from the canning factories located at the Sangali Fishing Port Complex and the existence of the Western Mindanao Power Corporation and National Power Corporation. Contributing to this wider job opportunities are the dried fish processing industries (Bularan) and four (4) shipyards located in the barangay. Fishing and fish drying are the main sources of income of the residents. Some are engaged in farming and some are engaged in trading and other business services typical in an urban area.


Proposed Spatial Development of Sangali:

With the existence of a modern fishing port in the area, the coastal areas of Sangali in the eastern side of the national highway have already proliferated with so many developments including residential structures that even necessitate urban renewal. Dominant, however, are industrial activities, therefore these areas will be maintained as the industrial zone of this growth center. The fishing port itself, which services firms with markets in both local and foreign, although equipped with modern facilities, can not actually equal the present demand. It has to expand to include additional facilities and at least a 50-hectare industrial estate, as proposed in the Master Development Plan (MDP), which will accommodate among others marine-based and agri-based processing industries.

The two existing radial roads, that now serve as the avenues for development towards the inner portions of the entire development area can be connected and transformed into a circumferential road at a certain point from barangay Bunguiao to the end of Siguinan Road to make it more efficient. This is because along this area it has slopes lower than 18%. The proposal then to put up a small Industrial Estate to cater to the medium industrial activities of the city and disperse manufacturing activities away from the Central Business District (CBD) may be located within the area of this circumferential road. Areas for park or recreational amenities and for the Institutional Zones may also be located here. The Park shall at the same time serve as buffer zone. In this Institutional Zone, the city has to give priority to the constructions of social infrastructures like hospitals, health centers, or schools. However, the maximum utilization of existing structures, as the present vocational-technical school building is not just an option but also a conscientious obligation, because of scarce and competing use of resources. This will address the health and educational needs even those in the neighboring areas and will have great socio-economic impact in the development of the area.

Further, the setting-up of a “Satellite Office” in the east coast, proposed in the MDP to function as “mini” city hall and to be located in Sangali, is of spatial advantage to construct in this area. This will not only speed up the delivery of services to the people but it can make them feel that government is closer to them. The opening of more radial roads from this circumferential road shall be necessary to help also accelerate development in the hinterlands. Under the Master Development Plan, the proposed Patalon-Culianan Bypass Road will also link Sangali with the ZAMBOECOZONE in the west and the proposed
Curuan-Sibuco Road, to the Zamboanga Provinces.

The residential areas shall be dominant from two to four kilometers towards the inner portion and the western side of the highway right after the 300 hundred meters commercial strip following the highway as its Commercial Zone. Of course, the maintenance of the existing irrigated rice fields as part of the food security demand for the city remains as a policy.


Proposed Development Strategy

Presently, Sangali is already a very busy coastal barangay with high in migration rate, indicative of fast development. It is highly dependent on the various marine resources abundant in the area. Backed up with the well established Fishing Port Complex, two big power corporations operating in the area, shipyards and fish drying activities, developing the area as a Sea Port Industrial Town is more rational. However, so as not to limit the development of this growth center to the fishing industry, and to have a trickling effect of its development to other neighboring and upland barangays that are dependent on agriculture, the city must take the initiative to determine and consider an area for establishing an industrial estate. Of course, to ascertain the viability of this proposal, the conduct of feasibility study is necessary. This does not necessarily negate the private sector, especially from the industrial group, to take initiative or enter into partnership. Nonetheless, this has to go hand in hand in providing, especially basic infrastructure support/facilities and enhancement of agricultural production to ensure sufficient agricultural raw materials supply.

Peace and order, however, is also a great contributory factor to consider in the development of this area, because of its proximity to some nearby islands. Its solution may even need the strong intervention of the national government. A review of the present government policies affecting peace and order may be in order. The existing operations of the “Bantay Dagat” need more strengthening.

In the west coast, two areas are identified; a) Ayala – Talisayan – Cawit – Recodo Cluster Barangays, occasioned by the presence of the ECOZONE and b) Labuan, the most potentially possible to serve as a commercial center even for the southern municipalities of Zamboanga del Norte, being a progressive barangay nearest to the said province. In the east coast; these are; c) Mercedes, the proposed site for the new international airport, d) Sangali, because of the existing fishing port complex; e) Curuan, as the crossroad to Zamboanga del Norte, and f) Vitali, the frontier to Zamboanga Sibugay.

P3.8M Vitali school building unveiled; Mayor pours in P18.4M worth of other projects in barangay

Despite the rain showers, Mayor Celso Lobregat yesterday [September 16] motored to Vitali, 75 kilometers east of the city, to formally turn over a two-storey, si-classroom building to the Vitali National High School in pursuit of his continuing commitment to public education.


Costing P3.8 million, the school building forms part of the mayor's over P300 million appropriation for infrastructure support to elementary and secondary education in the city over the last four years.

Vitali National High School principal Teresa Miranda, with her 1,066 students and teaching staff, lauded the city government under Mayor Lobregat and the City Council for the assistance being poured in into the school.

The new school building will bring the number of classrooms in the Vitali National High School to 27 from the present 21 and will reduce the classroom-student ration 1:50.

"We are very thankful to Mayor Celso Lobregat and the City Council for all the support and assistance he is giving to the school. It will greatly benefit the students and the community," Ms. Miranda declared.

To express their gratitude, the students and teachers who attended the turn over ceremony bore placards and streamers, some of which read "Abante Mayor Lobregat, thank you for the school building"; "Adelante Mayor Lobregat, Abante VNHS!".

The turn over of the school building coincided with the school's 41st founding anniversary. The activity was also graced by OIC Assistant City Schools Superintendent Pedro Natividad, Councilors Rudy Lim, Eddie Saavedra, Lilia Nuño, Jawo Jimenez and Nonong Guingona and City Engineer Luis Despalo and other city officials.

Mayor Lobregat in his message said P4.5 million worth of other projects are also ongoing in Vitali barangay at present and that P17.7 million infrastructure projects to include the school building hae been completed.

"We are doing all these to help bring development and progress in the barangays," the mayor stressed.

He vowed that more projects will be implemented in the barangay as well as in the other barangays of the city in the days to come. (City Hall PIO)

City gives 25 bikes to police

Mayor Celso Lobregat yesterday [August 26] morning turned over 25 bicycle units to the local police to help enhance police mobility and patrol along the central district of Zamboanga City.

The bicycles are issued to the Bike Patrol Unit, a team of policemen assigned to make the rounds of the areas assigned to them using the pedal-driven and human-powered vehicles.

Mayor Lobregat said the turn over of the bicycles is part of his administration's all out support to the local police and intended for the security and peace and order of Zamboanga City.

Beefing up security is one of the main concerns of the police and military as well as the city government in view of the current peace and order situation.

Mayor Lobregat has expressed full confidence and trust on the local police and military's Task Force Zamboanga in the implementation of peace and security measures and stressed that the city government will continue to provide the needs of these agencies in order to ensure the well-being of the residents of the city.

The mayor turned over the bikes to the local police through City Police Director Col. Lurimer Detran during simple rites held in front of City Hall early yesterday morning.

Col. Detran expressed appreciation to the city government through Mayor Lobregat and the City Council for the continuous support and assistance to the local police. He said the local police will give its utmost to safeguard the city and its residents.

The donation of the bicycle units will help boost police mobility efforts particularly at this time when the red alert status is hoisted, the chief of police stressed.

Present during the turn over rite were Councilors Rey Candido, Nonong Guingona, Rudy Lim, Lynet Abarro and Eddie Saavedra; City Hall Chief Executive Assistant Roseller Natividad, members of the Bike Patrol Team and other city hall and police officials.

Just last Tuesday, Mayor Lobregat turned over to the police 30 units of handheld radios donated by the Zamboanga Chinese Chamber of Commerce and the Free and Accepted Masons of Zamboanga City.

The handheld radios were purposely to augment the communication facilities of the law enforcement agency. (City Hall PIO)

Sec. Cabral visits Zamboanga City

Zamboanga City (Oct. 2) -- Social Welfare Secretary Esperanza I. Cabral shared her time with sick children of the Zamboanga City Medical Center (ZCMC) Pediatric Ward yesterday, October 1, in time for the Children's month celebration this October.

Sec. Cabral listened to the "cry" of some of the parents of the sick children asking for medical assistance. She said she is taking note of the pleas she heard and said she will see what she can do to help.

Cabral admired the ZCMC pediatric ward for its clean environment "You have a big and clean environment in here" she told the staff of the pediatric ward.

The Secretary also distributed some goodies to all children of the pediatric ward.

The Pediatric Department is a 60-bed facility that could accommodate 120 patients at its fullest and is headed by Dr. Fortunato Cristobal.

Sec. Cabral was here as guest of honor for the blessing and turn-over of the Women's Crisis Center of the City Social Welfare and Development Office (CSWDO).

The Women's Crisis Center, located SDC compound, Pettit Barracks, is a temporary substitute care for women that provide direct interventions of gender-based violence, whose ages are from 28-59 years old who need protective service as well as other services that will promote healing and recovery.

Total funds utilized for the Women's Crisis Center is P10, 000, 000.00 of which P5,000,000 was used for the construction of the building and P5,000,000.00 for furniture & fixtures sourced out from the CDF of former vice-mayor Maria Isabelle "Beng" Climaco now Congresswoman, District I and from the Congressional Fund of then congressman now mayor Celso Lobregat.

The Women's Crisis Center started on March 2004 and was completed January 2007

The center has 60 bed capacity and offers social services, home life/group living services, educational services, health services, livelihood services, recreational & other cultural services, spiritual enrichment, community participation, legal services, counseling services, psychological test, self-enhancement skills development and social group work services.

The Secretary also motored to Barangay Sangali to visit "Project Hope" of the DSWD RO 9.

"Project Hope" is intended for Badjao families. It is a joint project of the DSWD and the New Zealand Agency for International Development (NZAID), in coordination with the local government of Zamboanga City.

The project aims to respond to the expressed needs of the Badjao families for a culturally sensitive Badjao community so that homelessness and mendicancy can be minimized.

The project shall also provide the Badjao families access to basic and social services and capability building program to uplift their self image to become self reliant.

"Project Hope" has 80 core shelter units, 12 communal toilets, one catwalk/footbridge & one multi purpose center.

The lady secretary also graced the inauguration and blessing of DSWD's newly constructed building of the Home for the Elderly in Brgy. Talon-Talon. (PIA Z.C.) [top]

Taluksangay Mosque

The Taluksangay Mosque was built by Hadji Abdullah Maas Nuno in 1885 in the Barangay Taluksangay in Zamboanga and is the oldest mosque in Western Mindanao.

Taluksangay was the first center of Islamic propagation in the Zamboanga Peninsula. Muslim religious missionaries from Arabia, India, Malaysia, Indonesia and Borneo have been flocking to this village. A representative of the Sultan of Turkey (Sheik-Al Islam) visited this place in later part of 1914. At the height of the MNLF (Moro National Liberation Front) military conflict in 1973, members of the Quadripartite Committee, Generals Fidel V. Ramos and Romeo Espino, visited Taluksangay village. Even at the height of trouble during the 70’s, tourists continued to arrived in this historical village.

The inhabitants of Taluksangay, from past to present are 100% Muslims. They are the descendants of the Sama Banguingui who were branded by history as pirates of Southeast Asia, but never conquered. [

DA: More farmers to benefit from fertilizer subsidy

CLOSE to 200,000 farmers in the region are expected to benefit from the fertilizer subsidy program of the National Government, which was implemented through the Department of Agriculture (DA).

DA Regional Director Oscar Parawan said the program will continue since the cost of fertilizers and other farm inputs remain high.

Parawan said the subsidy program is to help farmers deal with the effect of the high prices of farm inputs and to prevent them from borrowing money from usurers just to be able to continue farming.

The price of fertilizers has doubled to P1,900 per bag compared to the price last year.

Under the DA's fertilizer subsidy program, farmers will be given a coupon worth P250 as discount for a bag of fertilizer they would buy.

The discount coupon will be presented by the farmers when they buy fertilizers from accredited private agrivet supply outlets in their respective places in the region.

Owners of the accredited agrivet supply outlets can redeem the discount coupons from the DA and local government units following a thorough verification process.

Parawan's office covers the provinces of Zamboanga Sibugay, Zamboanga del Norte and Zamboanga del Sur and the cities of Dapitan, Dipolog, Isabela, Pagadian and Zamboanga. (Bong Garcia)

City gives 25 bikes to police

Mayor Celso Lobregat yesterday [August 26] morning turned over 25 bicycle units to the local police to help enhance police mobility and patrol along the central district of Zamboanga City.

The bicycles are issued to the Bike Patrol Unit, a team of policemen assigned to make the rounds of the areas assigned to them using the pedal-driven and human-powered vehicles.

Mayor Lobregat said the turn over of the bicycles is part of his administration's all out support to the local police and intended for the security and peace and order of Zamboanga City.

Beefing up security is one of the main concerns of the police and military as well as the city government in view of the current peace and order situation.

Mayor Lobregat has expressed full confidence and trust on the local police and military's Task Force Zamboanga in the implementation of peace and security measures and stressed that the city government will continue to provide the needs of these agencies in order to ensure the well-being of the residents of the city.

The mayor turned over the bikes to the local police through City Police Director Col. Lurimer Detran during simple rites held in front of City Hall early yesterday morning.

Col. Detran expressed appreciation to the city government through Mayor Lobregat and the City Council for the continuous support and assistance to the local police. He said the local police will give its utmost to safeguard the city and its residents.

The donation of the bicycle units will help boost police mobility efforts particularly at this time when the red alert status is hoisted, the chief of police stressed.

Present during the turn over rite were Councilors Rey Candido, Nonong Guingona, Rudy Lim, Lynet Abarro and Eddie Saavedra; City Hall Chief Executive Assistant Roseller Natividad, members of the Bike Patrol Team and other city hall and police officials.

Just last Tuesday, Mayor Lobregat turned over to the police 30 units of handheld radios donated by the Zamboanga Chinese Chamber of Commerce and the Free and Accepted Masons of Zamboanga City.

The handheld radios were purposely to augment the communication facilities of the law enforcement agency. (City Hall PIO)

Malaybalay projecting higher real property tax collections

MALAYBALAY — The Malaybalay city government is projecting higher collection of property taxes through an Integrated Revenue Generation System (IRGS), which aims at increasing transparency in computing taxes and freeing it from human discretion.

"The city is expanding its collection but it did not increase tax rates," said Eileen O. Gamo, human resource and audit consultant of Malaybalay, said.

From a collection of P13 million in real property tax in 2006, the city reported a P17.1 million collection last year. The city is projecting to collect P100 million in the next two to three years when local reforms take full effect.

The IRGS required local officials to ensure faster and transparent transactions to benefit the taxpayers.

Recently, Mayor Florencio T. Flores, Jr. transferred the issuance of tax declarations on properties from the provincial assessor’s office to the city assessor’s office, cutting processing time significantly.

Bar-coded tax declarations have been introduced and property tax histories can now be accessed thru IRGS in about five minutes instead of the usual one hour.

The IRGS started in 2006 with the restructuring of the entire local government administrative system in the city. Ms. Gamo said Mr. Flores had fully understood the need for restructuring in the city government.

This includes changing the management style from being "leader-centered" to "organization-centered," said Ms. Gamo.

Management is now process-driven, she said, and this has been implemented in the all units, from upper to mid-level managers and supervisors down to utility workers.

"The city assures that the right people is in the right position, all the employees were trained and even janitors now have the standard operating procedures in cleaning their assigned facilities," said Ms. Gamo.

Aside from the IRGS, the local government has also harnessed a Geographical Information System, the Malaybalay Integrated Survey System, and department-based information systems to ensure efficient revenue generation as well as transparency and accountability in local governance.

She said the cities of Davao and Zamboanga, two of the largest cities in Mindanao, are also looking at the possibility of replicating the systems currently applied by Malaybalay. - BusinessWorld

Landco Pacific Corp., the leisure development unit of Metro Pacific Investments Corp., is spending P3.5 billion this year for the development of new and existing projects in line with its bid to become a leading player in the real estate industry in the next five years.

Landco president and CEO Alfred Xerez-Burgos said the company remains confident about the real estate industry’s prospects despite the slowdown in the US economy.

He said sales remained strong in the first quarter and that there has been no disruption in the payments of its clients.

Among new projects in the offing are Playa Laiya (a masterplanned tourism estate on a 129-hectare property in San Juan, Batangas), Playa Azalea (a leisure tourism project in Samal Island, Davao), WoodGrove Park (a 4-hectare high-end residential community in San Fernando, Pampanga), Hacienda Escudero Agritainment Park (in Villa Escudero, Laguna), Woodridge Garden Village (an upscale residential village on a 44-hectare lot in Zamboanga), the Courtyard in Cabanatuan City, and a 200-room hotel in Calatagan, Batangas.

Lined up on a seven-kilometer stretch of white sand, Playa Laiya is touted to become the largest beach community and the hub of beach tourism and commercial development in the Southeastern Luzon area.

Plaza Azalea, on the other hand, is a joint venture between Landco and the Floirendo family. It will offer mid-sized, mid-priced lots ranging between 200 and 400 square meters.

Landco Pacific Corp. which touts itself as a specialist in leisure investments, is rebranding itself as a developer of second homes for wealthy individuals.

Other ongoing projects of the company include residential condo Tribeca Private Residences, the redevelopment of Hacienda Escudero and Amara en Terrazas.

Landco posted a net profit of P261.2 million on the back of a 191-percent jump in revenues to P2.08 billion, a reversal of the P12.9-million loss incurred a year earlier.

The strong performance was attributed to brisk sales of residential projects—the Ponderosa Leisure Farms, Amara en Terrazas, Playa Calatagan, Leisure Farms, Terrazas de Punta Fuego and Montelago.

Xerez-Burgos disclosed that the construction of Playa Calatagan, the country’s first leisure tourism estate situated around a beach community, is ahead of schedule with major components of the 92-hectare project set for completion this year.

Playa Calatagan Resort and Hotel features seven swimming pools, garden and pool cabanas, a beachside restaurant and food court area and a welcome pavilion that houses an information center, admissions area and temporary lounging spaces.

The initial development phase of the hotel (which comprises 67-68 rooms) is expected to be completed this year.

ZAMBOANGA CITY — Mayor Celso L. Lobregat is seeking the assistance of American government for the implementation of more infrastructure projects in Zamboanga City such as the improvement of local airport, a facility which is also being utilized by the US forces.


Lobregat said this as he expressed anew his support to the joint military exercises between the Philippines and US forces based on the Visiting Forces Agreement (VFA), citing the benefits that Philippine police and military are obtaining from the accord.

Lobregat last Thursday joined the sub-committee of the Legislative Oversight on the VFA (LOVFA) Committee headed by Sen. Rodolfo Biazon and Rep. Antonio Cuenco during an on-site inspection of US facilities located inside military camps in the city.

The LOVFA sub-committee’s visit to the city was prompted by allegations from some sectors that the US military forces are allowed to take part in offensive and combat operations and are involved in espionage.

The on-sight inspection of US facilities at the Edwin Andrews Air Base in Sta. Maria, Camp Arturo Enrile in Malagutary and at Naval Forces Western Mindanao camp and Western Mindanao Command headquarters in Calarian was followed by a briefing at Wesmincom headquarters.

at the last part ng show they are talking about the future of ZIA, sabi ni Bayabos their plan sana is to transfer the Airport Terminal doon sa Airbase malapit sa Don pablo High school Campus, but the sanguniang panglusod reject it, on the other one about the transferring of the ZIA sa Talabaan area sabi ni bayabos malayong mangyari ito if until now nakaupo parin sa PGMA we still need to wait until 2010, even they have the sketch project ready nadaw ang lahat..aproval nalang at fund...bayabos said..the terminal has a 6 bridge to serve many flights domestic and international if ever matuloy iyon and my own terminal din ung Cargo...how nice...

eSkwela soon to open in Zamboanga City



Out-of-School Youth and adults (OSYAs) in Zamboanga City can now earn a high school diploma through the eSkwela.

A project dedicated to providing ICT-enhanced educational opportunities for Filipino out-of-school youth and adults, eSkwela aims to help reduce the local digital divide and enhance the capacity of OSYAs to be successful participants in the global, knowledge-based economy.

The project is implemented by the Commission on Information and Communications Technology (CICT), in partnership with the Department of Education (DepEd), to help address the problem of high dropout rates at the secondary school level.

Among the benefits of eSkwela compared to the traditional school is the blended type of learner-centered instruction where students will have an hour of computer-aided learning via interactive e-learning modules and an additional hour of teacher-led instruction as based on the current needs of learners.

The local eSkwela will be opened on September 24, 2008 and will be housed at the Community eCenter (CeC) of the NCC-Field Operations Office in Tumaga, Zamboanga City. The effort was made possible thru the partnership of the National Computer Center-Field Operations Office (NCC-FOO) and the regional division of DepEd - Alternative Learning System. Director Tess Camba of NCC-FOO, who championed the setting up of eSkwela in the city said that eventually more CeCs in the country will be eSkwela centers as well.

In addition to the provision of space requirements, NCC-FOO will also provide computer units, electricity and Internet connectivity, while DepEd will ensure the availability of mobile teachers and instructional managers as well as the selection of learner recipients.

Seventeen (17) teachers are currently undergoing a two-day training on Open Office. Thirty (30) out-of-school youth will also undergo a two-day training on basic computer usage and applications prior to their actual classes using the eSkwela modules.

Zamboanga is a beautiful place, one of the best in the Philippines actually, though it cannot compete with other metro cities when it comes to shopping and high rise bldgs. but surely Zamboanga is definitely gifted by nature.... but if i were a part of the government I won't allow zamboanga to have a high rise building, neither a modern one.... I'd want it to be a place like Venice,Italy... or madrid,spain yung tipong puno ng old structures pero pagkapasok mo modern na modern. ehehe.. tapos wala ung mga flying wires... a clean city like singapore, and a city na magiimplement ng each and every law.... from the
simplest to the heaviest.... un lang. haha

Mayor: Wow Sardinas 2008, a ‘test of Zamboangueño unity’

Zamboangueños will once again demonstrate unity and strength on Saturday, October 11, as thousands will converge at the R.T. Lim Boulevard for the Wow Sardinas 2008, a sardine-eating event that is expected to be one of the highlights of this year’s Zamboanga Hermosa Festival.

Aiming to record the longest eating-sardine event, Wow Sardinas 2008 is the second of its kind in Zamboanga, known as the sardines capital of the Philippines.

Mayor Celso Lobregat has invited all sectors in the city to actively participate in the Wow Sardinas event as well as other activities lined up for the Hermosa Festival which showcases the unique and proud culture of the Zamboanguenos.

“Let us be together in this activity and strengthen unity,” the mayor, who will spearhead the sardines eating event on Saturday at 5:30 p.m., said.

City Tourism Officer Sarita Hernandez, who overseeing preparations for the big event cited the support and assistance of 12 local companies, which she said, will contribute to the success of the 2nd Sardine-eating activity.

These companies are the Universal Canning Inc. (producer of Family Sardines); Mega Sardines Corporation (producer of Mega Sardines); Permex Producer and Exporter Corporation (producer of Paradiso sardines); Columbus Seafoods Corporation (555 Sardines) and Atlantic Foods Corporation (Mikko sardines); Monde Nissin which will provide the Skyflakes crackers; Philippine Spring Water Resources Inc. which will supply the Nature’s Spring bottled water; plywood companies M n S Company Inc., Sunrise Plywood Corporation and Mega Plywood Corporation which will provide the materials for the construction of tables; the Zamboanga City State Polytechnic College which will take care of the labor for the construction of tables and the ABS-CBN which will provide the sound system.

As of yesterday, a total of 15,670 people, representing the different sectors of the city, have registered to participate in the sardines eating activity.

Hernandez said the participants will include the barangays, non-government organizations, government offices/agencies, schools and utility companies.

She said the gathering will strengthen unity among the people as well as promote the economic activities of the city.

This annual event is spearheaded by the city government of Zamboanga through the office of the city mayor—city tourism division in coordination with the Department of Trade and Industry Provincial Office under Engr. Celso: Zambo is not part of any province

Mayor Celso Lobregat yesterday reiterated his long standing request with National Statistical Coordination Board (NSCB) to separate the statistical data of Zamboanga City from those of the province of Zamboanga del Sur, stressing that Zamboanga City is not part of any province in Mindanao.

“Zamboanga is a highly urbanized city and as such it is not part of Zamboanga del Sur nor of any province in Mindanao,” Mayor Lobregat said at the opening of the 5th Mindanao Statistics Congress yesterday morning at the Carlos Dominguez Hall of the Ateneo de Zamboanga University.

Lobregat said that categorizing Zamboanga City as part of Zamboanga del Sur’s statistical data, as it is happening now, is illogical considering that Zamboanga City is geographically farther from Zamboanga del Sur than it is to Zamboanga Sibugay Province.

The chief executive cited the case of Isabela City which is part of the island province of Basilan under the Autonomous Region in Muslim (ARMM), yet the statistical data of Isabela City are segregated from those of Basilan and ARMM.

“How come Zamboanga City is lumped with Zamboanga del Sur?” Lobregat asked in a statement. “That is why I am asking again the NSCB to separate Zamboanga City from Zamboanga del Sur,” he added with reference to Regional Director Arthur Valerio.

In most government and private documents, Zamboanga City’s provincial address is Zamboanga del Sur.

Meanwhile, Lobregat underscored the importance of statistics and statistical data in policy formulation, planning and decision-making in both the local government and the private sector.

He said the two-day event is a step towards promoting, enhancing and instilling a region-wide awareness and appreciation of the importance of statistics, while at the same time ensuring the support of the public at large in improving and enhancing the quality and standard of statistics in Mindanao.

Statistics, according to the mayor, offers a wide range of information necessary for the success of government and private’s plans and programs of action such as but not limited to the delivery of basic services and formulation of policies.

“We need the numbers from the fields for all our undertakings to succeed and beneficial to the people,” Lobregat said as he thanked the congress organizers, namely; the Regional Statistics Coordination Committee, the Philippine Statistical Associatio- Zamboanga City Chapter, NDEA and ADZU for hosting the event in time for the Zamboanga Hermosa Festival. Council OKs Paseo del Mar ordinance Councilor Valesco authors legislative landmark

The City Council on its regular session yesterday approved on second, third and final reading Ordinance 2008-28 establishing the Paseo del Mar and defining the guidelines, regulations, operations and proving penalties for violators.

The landmark legislation was authored by neophyte District 1 Councilor Gerky Valesco who chairs the Tourism Committee in the City Council.

Valesco said if fully completed, the Paseo del Mar formerly the CDCP Complex, will have a sea walk, concessionaire stalls, tourist information center, Police Action Center (PAC), mini wharf which will serve as jump-off point for Sta. Cruz Island or other islands plus other amenities.

The councilor pointed out that the ordinance stipulates the creation of a committee chaired by Mayor Celso Lobregat that will formulate policies and regulations relative to the said ordinance.

According to Valesco, the committee is tasked to screen applicants for concession, utilization and for other purposes of the Paseo ground.

“I am very happy that the vision of Maam Caling, the direction and the plan of Mayor Celso Lobregat in seeing to it the CDCP Complex will be turned into a modern tourism destination has been realized with the enactment of the ordinance,” Valesco emphasized.

The passage of the ordinance came about after series of consultations and public hearings were conducted with various stakeholders, Valesco added. (Nonong Santiago)

15,000 Zamboanguenos to participate in sardines-eating event

ZAMBOANGA CITY, Philippines — More than 15,000 residents are expected to join a sardines-eating event here today, Saturday, a move to boost this city’s image as sardines capital of the country.

Dubbed as "Wow Sardinas 2008," it is the improved version of the previous year’s "Wow Sardinas... De anton este" (WOW sardines...it’s ours).

The event aims to break the record for the largest number of people eating sardines simultaneously.

It will be held at the scenic Roseller T. Lim Blvd., also known as Cawa-Cawa Blvd., organizers said. City tourism officer Sarita Hernandez said five of the 10 local manufacturers of canned sardines in the city would provide fish for the kilometric-long table.

Last year, about 12,000 people participated in the event consuming an estimated 12,000 cans of sardines.

The participating firms are Permex Producers and Exporters Corp. (Paradiso brand sardines), Ayala Seafoods Corp. (Mega), Universal Canning Inc. (Family), Atlantic Foods Corp. (Mico), Columbus Seafood Corp. (555).

Monde M.Y. San Corp. and its flagship brand Skyflakes will supply soda crackers along with bottled water from the Philippine Nature Spring Water Resources, Inc. Kelly V. Bernardo, producers of a local lifestyle TV program here who initiated the same event last year, said the eating will start at around 5:30 p.m.

The city’s canning and fishing industries contribute more than P3 billion annually to the local economy.

These industries also provide over 30,000 direct jobs and produce the most accessible source of animal protein for the nation’s low-income families.

Canned sardines manufactures in this city controls roughly 85% of the domestic market. Councilor Rogelio L. Japanese loses cash, cell phone to thieves in Zambo City

ZAMBOANGA CITY, Philippines – A Japanese national on Wednesday complained to Philippine police that he lost his wallet and a cellular phone to thieves in Zamboanga City, officials said.

Toshio Nikishita, 37, told police that he lost about P 8,000 in cash and the phone. He said two men bumped him from behind, but ignored them only to discover later that his wallet and phone were gone from his pockets.

Nikishita said the incident occurred around 12.30 p.m. near the City Hall. He said he was a frequent visitor and had been coming to Zamboanga the past three years. He did not say where he lives in Japan, but Nikishita was apparently disgusted over the incident.

The annual conduct of bilateral exercises kicked off with the sailing of Philippine Navy and Malaysian ships en route to this city while the Malaysian delegation arrived here via a C-130 plane at the Philippine Air Force’s Edwin Andrews Air Base.

Western Mindanao Command (Westmincom) chief Lt. General Nelson Allaga plays host to the foreign soldiers.

The RP-Malaysia bilateral exercises is an annual undertaking of two participating countries aimed to equip their respective military forces especially on naval capability and corresponding aerial support exercises relative to border patrol proceedings.

The event accounts for the patrol activities on sea, monitoring and apprehension of lawless elements therein and other violations according to border patrol regulations between the Philippines and Malaysia.

Allaga hosted a welcome dinner for the Malaysian forces, Thursday while the city government led by Mayor Celso Lobregat hosted another dinner and Fellowship night Friday.

The border patrol meeting proper is scheduled today with the arrival honors, delivery of respective messages among the heads of the Malaysian delegation and the Filipino counterpart and sharing of updates on the undertaking from both countries.

ZAMBOANGA CITY, Philippines — More than 15,000 residents are expected to join a sardines-eating event here today, Saturday, a move to boost this city’s image as sardines capital of the country.

Dubbed as "Wow Sardinas 2008," it is the improved version of the previous year’s "Wow Sardinas... De anton este" (WOW sardines...it’s ours).

The event aims to break the record for the largest number of people eating sardines simultaneously.

It will be held at the scenic Roseller T. Lim Blvd., also known as Cawa-Cawa Blvd., organizers said. City tourism officer Sarita Hernandez said five of the 10 local manufacturers of canned sardines in the city would provide fish for the kilometric-long table.

Last year, about 12,000 people participated in the event consuming an estimated 12,000 cans of sardines.

The participating firms are Permex Producers and Exporters Corp. (Paradiso brand sardines), Ayala Seafoods Corp. (Mega), Universal Canning Inc. (Family), Atlantic Foods Corp. (Mico), Columbus Seafood Corp. (555).

Monde M.Y. San Corp. and its flagship brand Skyflakes will supply soda crackers along with bottled water from the Philippine Nature Spring Water Resources, Inc. Kelly V. Bernardo, producers of a local lifestyle TV program here who initiated the same event last year, said the eating will start at around 5:30 p.m.

The city’s canning and fishing industries contribute more than P3 billion annually to the local economy.

These industries also provide over 30,000 direct jobs and produce the most accessible source of animal protein for the nation’s low-income families.

Canned sardines manufactures in this city controls roughly 85% of the domestic market. Councilor Rogelio L. City gov't awaits Central Bank construction

MAYOR CELSO LOBREGAT looks forward to the emergence of a tourist and financial hub rolled into one in Pettit Barracks with the expected construction of the Central Bank building and the soon to be completed Paseo del Mar at the former CDCP squatter’s area.

Lobregat said the city government and officials from the Central Bank or Bangko Sentral ng Pilipinas are finalizing a usufruct agreement that pertains to the subdivision of the bank’s property in Pettit Barracks right in front of the proposed Paseo del Mar.

“We are in the midst of concluding a usufruct agreement between the Central Bank and the city government”, Lobregat said in a message during the bank’s 14th anniversary celebration at the Garden Orchid Hotel recently.

The Central Bank property in Pettit Barracks, it is recalled was acquired from the city government at a cost of P15 million in the mid ‘80s. Only half of the amount was transferred to the city government so far and the city since the time of the late Mayor Maria Clara Lobregat has been negotiating for a settlement of the deal.

The Central Bank property used to be the site of the Zamboanga City High School-main and right in front of it used to be the CDCP area, a squatters’ abode. It was during the time of the late Mrs. Lobregat that the school moved to its new location in Tetuan and the CDCP area was cleared.

Based on the usufruct agreement, instead of paying the remaining P7.5 million, the Central Bank will allow the city’s use of about over 7,000 square meters of the property for a period of 50 years.

“We hope that that piece of agreement will be signed soon and we hope that the Central Bank will start constructing the building sometime next year”, Lobregat said in his message, as he congratulated the bank’s management and staff for continuous and dedicated banking service to the people of Zamboanga.

Lobregat said he is pleased that the Central Bank construction project in the city will be done during his administration.

Meanwhile, the mayor said Zamboanga is fast becoming the financial center not only in Zamboanga Peninsula but entire Western Mindanao.

“Zamboanga is moving very fast forward”, he declared. He said there is so much money circulating in Zamboanga as evidenced by the opening of more banking institutions in the city.

The almost 40 bank branches operating in the city will be augmented soon with the expected opening of two banks more. Just recently, the city witnessed the opening of Farmers’ Bank and Postal Bank. (City Hall PIO)

was here last year. a wonderful experience. the best lobster dish i've tasted. we went to a fishing expedition (sardines) and spent 3 days and 2 nights in the open seas between basilan and zamboanga. around 200 fishing boats converge in an area chasing fish. the horizon of lit boats looks like a city at night. the crew caught fresh curacha and served it with alavar sauce. yummy!

the city is also growing fast :)

Japanese loses cash, cell phone to thieves in Zambo City

ZAMBOANGA CITY, Philippines – A Japanese national on Wednesday complained to Philippine police that he lost his wallet and a cellular phone to thieves in Zamboanga City, officials said.

Toshio Nikishita, 37, told police that he lost about P 8,000 in cash and the phone. He said two men bumped him from behind, but ignored them only to discover later that his wallet and phone were gone from his pockets.

Nikishita said the incident occurred around 12.30 p.m. near the City Hall. He said he was a frequent visitor and had been coming to Zamboanga the past three years. He did not say where he lives in Japan, but Nikishita was apparently disgusted over the incident.

Pickpockets and thieves have victimized many people in Zamboanga City, mostly shoppers and students, and in some cases stabbed those who tried to fight off the criminals. - Al Jacinto, GMANews.TV

nag punta pla ako kanina sa office ng SEAir and nagtanong ako daily flights na pla sila papuntang Tawi-tawi and jolo and once a day to cotabato...tapos diba iisa na ngayon ang my ari ng SEAir and Asian Spirit "Zest Airways"...sabi pa ng teller wala nadaw flight ang Asian Spirit sa Zamboanga pero Temporary lang daw iyon so there is possible mag reresume sila pero di alam kung kailan...

Great! No Doubt Zamboanga is on the roll.... Sana sabay sabay ang pag-unlad ng mga cities sa Mindanao. I think its the best way to elliminate violence in our island.... an image of peace and progress....

My auntie akung nakatira jan sa Zamboanga, I think she is teaching at MSU.... she always brag about Zamboanga whenever she visits us in Davao. She even invited me for a vacation pero I still don't have time and money for that.... maybe soon..... kung tapos na yang mga projects jan.... specially sa ongoing construction 11-storey hotel para jan ako magcheck-in.

i think so far sa zambo., mga hotel(s) lang nakaka exceed sa 10 storey.

yupyup. SkyPark Hotel 11 storey building. considered to be the tallest building in Zamboanga City.

Great! No Doubt Zamboanga is on the roll.... Sana sabay sabay ang pag-unlad ng mga cities sa Mindanao. I think its the best way to elliminate violence in our island.... an image of peace and progress....

My auntie akung nakatira jan sa Zamboanga, I think she is teaching at MSU.... she always brag about Zamboanga whenever she visits us in Davao. She even invited me for a vacation pero I still don't have time and money for that.... maybe soon..... kung tapos na yang mga projects jan.... specially sa ongoing construction 11-storey hotel para jan ako magcheck-in.

uu nga, sana sabay sabay ang pag-unlad ng mga cities sa Mindanao...

Starting on October 15, 20008 Southeast Asian Airlines (SEAir) will start their Daily flights from Zamboanga to Tawi-tawi and Jolo using L-410 plane.

kahapon kolang nakuha yang info nung pumunta me sa airport terminal nag punta ako sa ticketing office nila kala mo kung bibili ng ticket..hehehe...then doon ko napansin ung contruction sa likod ng Garden Orchid kala ko new building ng Saint. Joseph school sabi ng taxi driver extension ng Hotel yan...huhuhu

wow good thing i found this thread about zamboanga. i'll be assigned there next year for 6 months. do you guys know of any apartment/hotel where i could stay? and also, do you know of any reputable travel agencies where i could make my travel arrangements? i hate buying my tickets at airline companies because it would take hours before i would be served, it would be easier and so much faster at travel agencies.

if you're here na sa Zamboanga, you can make an arrangement at the Department of Tourism here in Zamboanga. Or you can visit some Travel Agency at Lantaka Hotel.

1. how can we get to pink beach? how much would it cost for the boat?
2. What are the other tourist spots in Zambo city?
3. How can we get to Dipolog city? [is it by bus or boat?]
4. If by bus, whats the bus line and what time is their last trip? If by boat, what time it will leave from zambo? whats the name of the ferry?
5. Is it safe to travel at night from zambo to dipolog by bus?how long it would take?
6. How much is the fare? if you can give me their contact number much better. =D

I would recommend Garden Orchid Hotel, since malapit ito sa airport, or if you'd want to be closer sa Central Business District. Lantaka Hotel/Skypark.
