Tomorrow at 5 \o’clock in the afternoon will be the start of the biggest boxing bout to ever hit Zamboanga City. I’m referring to the 64-slambang rounds of boxing featuring the best boxers to have ever gathered under one roof. Oh yes, the main event is the flyweight championship bout for 12-round between champion Jojo Bardon and No. 2 contender Bert Gawat which is expected to be a thriller as both pugilists promised to knock each other out in the early rounds. The fight is preceded by two 10-round also featuring the best in the flyweight division, two six-round and five four-round. The promoter of the boxing extravaganza dubbed as “Golpe-Golpe na Zamboanga” is the Blue Stallion Promotions of Congressman Erbie A. Fabian in coordination with GAB, Zamboanga City. As I’ve said, you can still get your tickets now or you can buy it directly at the Zamboanga City Coliseum. Proceeds of the fight will go to the Philippine National Red Cross, Zamboanga City chapter.
Expected during the thrilla in Zamboanga City is no less than the President’s son, Congressman Mikey M. Arroyo, GAB chair Eric Buhain, Commissioner Alex Paglumotan, GAB rating chair Dr. Nasser Cruz, international referees Bruce McTavish and Ferdie Estrella, Rex “Wakee” Salud, Mayor Jojo Lopez and many others. Mayor Celso L. Lobregat is also expected to attend, bar topnotcher Vic R. Agrarian office distributes 2,000 hectares of land

A TOP official of the Department of Agrarian Reform (DAR) in the region announced that they are distributing some 2,000 hectares of land to farmer-beneficiaries before the end of this year.
DAR Regional Director Julita Ragandang said the 2,000 hectares of land ready for distribution to beneficiaries are situated in the provinces of Zamboanga del Norte, Zamboanga Del Sur, Zamboanga Sibugay and in Zamboanga City.
The land distribution under the government's Comprehensive Agrarian Reform Program (Carp) is expected to alleviate the plight of the farmer-beneficiaries and their families, as they will be working in land they can already call their own.
Ragandang said they have already distributed at least 218,000 hectares of land to more than 100,000 agrarian reform beneficiaries for the year in this part of the country.
Ragandang's office topped all other DAR offices in the country in terms of land distribution to Carp beneficiaries

Navy, traders donate relief goods for typhoon victims

THE Naval Forces Western Mindanao (Navforwem), in coordination with the Department of Social Welfare and Development (DSWD), shipped 90 bails of used clothing to the Philippine Navy headquarters in Manila.
The clothing will be its donation to the victims of Typhoon Reming, which recently hit the country.
Navforwem chief Commodore Geronimo Santiago said the pieces of used clothing are part of contraband goods that were seized by his command in anti-smuggling campaign in this part of the country.
Santiago said it is better to donate the confiscated used clothing to Typhoon Reming victims, who are in need of help, than to let these rot at the warehouse of Navforwem.
The used clothing was shipped on Tuesday aboard a Naval shipped to the Navy headquarters in Manila for its eventual turnover to the DSWD, which will distribute the items to the typhoon victims.
The DSWD is the lead agency in rendering relief assistance to the victims of the recent natural calamity that hit the country.
Thousands of people were displaced due to the recent onslaught of Typhoon Reming in the different parts of Luzon region.
Santiago said the local businessmen have also donated 59 sacks of rice, canned goods, and other foodstuffs for typhoon victims.
The donated foodstuffs by the local business community were shipped together with the used clothing to Manila.

Information officers attend communicators' confab
ALMOST 200 information and press relation officers from both the government and private institutions in Mindanao attended the 7th Mindanao Communicators' Congress and Workshop here from November 29 to December 1.
The activity was spearheaded by the Philippine Information Agency (PIA), Mindanao Economic Development Council (Medco) and Mindanao Communicators' Network Inc. (Mindacomnet).
In support to an administrative order from Malacañang, requiring government agencies and offices and local government units to participate in the activity, and believing that information is very vital in efforts to have peace and development in the region, Armm Regional Governor Datu Zaldy Uy Ampatuan directed all heads of departments and offices as well as LGUs in the Armm to send their respective information officers to participate in the congress.
Armm Bureau of Public Information executive director Samson Gogo headed the more than 20 members of the Armm delegation to the congress.
He said the congress served as venue for information officers from the six regions of Mindanao to share strategies on how plans and programs of their respective offices are implemented effectively especially in the delivery of services geared towards the realization of peace and development in the region.
The Armm delegation gained a prominent role in the Mindacomnet when three of its members were elected as members of the Board of Trustees, namely, Director Gogo, DOT-Armm Assistant Secretary Haron Felmin and NFA-Armm Information Officer Umisalam Sarip.
Gogo, who was also elected vice president of the Mindacomnet, said activities like this is important because "we can share with our partners in other regions the peace and development efforts being undertaken by the Armm regional government."
"The success of our delegation can be attributed to the all out support and guidance given to us by the Regional Governor, Hon. Datu Zaldy Uy Ampatuan. We must be thankful to him for his support to information program in Armm," Gogo said.
During the discussion on the topic about the peace process, Gogo emphasized the need for the Armm regional government to be actively involved and in public consultation with all the stakeholders. (Press release)

windlady December 10th, 2006, 12:36 AM Power sub-station construction for Zambo starts January

THE construction of a 100-megavolt ampere (MVA) power sub-station and upgrading of one of the two 69-kilo-volt (KV) transmission lines to 138-KV double circuit transmission line, aimed to supply sufficient electricity to Zamboanga City in the next five years, will start next month.
National Transmission Corporation (Transco) North Western Mindanao project manager Gualberto Geonzon said the P1 billion projects are expected to be completed end of next year, and to be operational by early 2008.
Geonzon said the projects, which were awarded last September to Asian Brown Brewbery (ABB), will be funded through a loan from a Japanese financial institution, known as the Miyazawa Fund.
He said they are going to “monitor and make some controls of the details of implementation” since it is a “turn key” project.
“They [contractor] have to make the design, supply the equipment and materials, then install and energize to be turned over to us,” he explained.
He said the contractor’s project manager has arrived on Thursday in this city and started gathering data for the design of the projects.
“They are now on the designing stage. They will be coming to the field [project site] in January,” he said.
The upgrading of the 69-KV transmission line might take some time since there is a need to build by-past lines so that there will be continuous power supply to the city, according to Geonzon.
The by-past lines are necessary to be able for the contractor to erect steel towers in upgrading the existing 69-KV transmission line, leading to the proposed 100-MVA Pitogo power sub-station from Sangali.
Once completed and energized, the 100-MVA Pitogo power sub-station could supply electricity to the western portion of this city where the canning factories are located, Geonzon said.
The Sangali power sub-station will supply electricity to the eastern part of the city including the commercial district.
Geonzon said the upgrading of the 69-KV transmission line and construction of the Pitogo power sub-station is necessary to cope with the increasing electricity demand of the city for the next five years.
He said the present capacity of the transmission line is 80-megawatt while the electricity usage of this city is 72-MW at its peak.
He said that Zamboanga City’s electricity usage for this month is higher that its peak demand, citing the massive use of Christmas lights by the consumers.
Once the three big malls that are under construction will be completed and start operating, the electricity usage of this city will go beyond 72-MW, according to Geonzon. :cheer: :cheer: :cheer: :cheer: :cheer:

Zamboanga City -- A total of 350 Training for Work Scholarship Program (TWSP) coupons for the Finishing Course for Call Center Agents (FCCCA) have been distributed by TESDA-9 in the region since July this year.
FCCCA is a 100-hour training program designed to develop knowledge, skills and attitudes of a Contact Center Representative in accordance with industry standards. It covers two core competencies-Communicate Effectively in a Customer Contact Center and Render Quality Customer Service. This training program is already available in nine educational institutions and training centers in the region-AMA, STI, E-World Learning Center, Unibersidad de Zamboanga (Zamboanga City and Ipil), Comtech Institute (Zamboanga City and Basilan), J-Jireh School, Colegio de Moderno Tecnico Y Informatico, Zamboanga Marine Training Center, and MEIN College.
All the graduates of this course are referred to call center companies for interview.
G-Com, a Davao-based call center company but will soon put up its own facility in Zamboanga City, has been interviewing all the graduates for possible employment.
The Training for Work Scholarship is a scholarship program of President Gloria Macapagal Arroyo where she allocated P500 million for 100,000 qualified scholars.
Other than FCCCA, the scholarship program is offered to jobseekers applying as animators, software developers and medical/legal transcriptionists who fell short of hiring standards. They are called "near hires," who for some reason did not qualify for the job because of lackj of competency and skills as required.
It will also be offered to job seekers in other industries with critical skills requirements like aviation, agriculture, medical tourism, health, metals and services.
On December 8, Training for Work Coupons will be distributed at the Convention Center of the Garden Orchid Hotel by no less than TESDA Secretary Augusto Boboy Syjuco as he leads the career caravan, a nationwide activity designed to promote Executive Order 358 or the Ladderized Education Program (LEP) and other TESDA projects. Local Executives all over the region, Zamboanga City councilors and barangay chairmen are also invited to grace the event. (PIA)

^^ MUCHO DINERO MEANS "MUCH MONEY" IF WE WERE BROT TO SPAIN WE WIL B ABLE TO UNDERSTAND AND CUD AS MUCH COMMUNICATE TO THEM BCOZ THOUGH CHAVACANO IS LIKE SOMWHAT VICE VERSA OF SPANISH BUT THE WORDS USED HAS THE SAME MEANING THOUGH IT DIFFER ONLY TENSES.

^^ ^^ I HOPE IT WILL NEVER HAPPEN TO ZAMBO, THOUGH THE CITY GOVERNMENT IS DOING EVERYTHING TO PRESERVE THE DIALECT, THE HEAVY INFLUX OF IMMIGRANTS FROM THE NEARBY CITIES AND PROVINCES WHO HAPPENS TO SPEAK THE VISAYAN DIALECT AND ALSO THE TAUSUG AND TAGALOGS AS WELL, THE FUTURE OF THE CHAVACANO DIALECT IS THREATENED....

though, like in zamboanga, there are also other thriving dialects there like the tausug, badjao, ang cebuano

THE Philippine Ports Authority (PPA) will strictly implement the "No Identification/Ticket, No Entry" policy starting on Friday, Dec. 15, in the port of Isabela City, the capital of Basilan province.
PPA information officer-designate Karen Rivero said the policy is part of the tightened general security measures being implemented in Isabela City to thwart any attempt to carry out attacks by lawless group, like the Abu Sayyaf.
Rivero said the policy is new, but necessary for Basileños whose island province has been target of terrorist acts.
She said the "No ID/ticket, No entry" policy was on a dry run last month to keep the riding public informed that it will be fully implemented by December 15.
She said the primary goal of the PPA is to ensure that the security of the port is not compromised.
The little Port of Isabela City is the highest income-generating terminal port compared to Pagadian, Margosatubig and Malangas in Zamboanga del Sur and Ipil, Zamboanga Sibugay, according to Rivero.
She said the Port of Isabela City grosses more than P4 million annually and counts in the highest number of ship calls and of passenger traffic among the small ports in the region.
She said that entry and exit points for cargo are now clearly delineated as two gates are presently fully utilized.
Before, cargo trucks and other vehicles had to maneuver their way through the only one gate, which also served as the exit point of arriving passengers.

Zambo to earn P4.2-M as dry market re-opens

THE City of Zamboanga stands to earn an estimated amount of P12 million, following the re-opening next week of a dry market, at the Sta. Cruz Commercial Complex, where the construction of the building to house the vendors that started in July, this year, has been completed.
The re-opening of the P12-million Bagsakan Center was announced by City Administrator Antonio Orendain Jr. on Thursday, when he said that the city government will earn as much as P4.2 million annually in terms of space rentals at P25 per day from the bagsakan center alone.

Vegetable and fruit vendors, as well as the buying public, will no longer be exposed to the elements while in the market to either sell or buy goods.

Orendain said they have raffled off last Tuesday afternoon, at least, 459 stalls at the Bagsakan Center to the occupants, including some farmers, who, in the past, make use of the space through makeshift stalls.
He said it includes 30 snack counters and barbecue stands to cater to stall occupants as well as the market-goers.
Each of the stalls are two-by-two and one-half meters wide where vegetable and fruit vendors can display and sell their goods.
“It is complete with corresponding alleys so that the buying public could crisscross from one place to the other,” Orendain said.

THE Department of Trade and Industry (DTI) provincial office has opened small and medium enterprises (SMEs) center at its office to help uplift the SME sector in this city.
DTI Provincial Chief Rolando Acuña said SME stakeholders can display their respective products for sale and promotion purposes since the center is open to the public.
The DTI provincial office, where the SME center is co-located, is situated along Veterans Avenue in Zambboanga City, which is accessible to public transport.
Acuña said products, like cultured pearls, canned goods, cleaning materials, among others, are already on display at the SME center.
“We encourage the dealers of the different products to visit the center for them to see and help our SMEs in marketing their goods,” Acunña said.
He said those who are interested in venturing into SME business may visit the center to obtain vital information about entrepreneurship free of charge.
He said they have been conducting management training for people involved in SME business.
The DTI will also help in product packaging, according to Acuña.

THE local government has inaugurated four new buildings worth P10.5 million in the main public market that would house ambulant vendors selling their goods along alleys and sidewalks, said Zamboanga City Administrator Antonio Orendain Jr.
At the same time, repair works on the Row-G building of the market was already completed. It cost the local government P5.2 million.
The four new buildings inaugurated on Friday, according to Orendain, would have a total of 331 stalls for vegetables and fruits products.
The stalls would be assigned to ambulant vendors who applied for space in the buildings through a raffle.
Aside from sanitation and cleanliness purposes, the local government would also earn from the vendors through stall rentals.
The newly refurbished Row-G building could accommodate 20 stalls. The occupants could sell basic commodities aside from vegetables and fruits. (Bong Garcia)

ZAMBOANGA CITY (Mindanao Examiner / 21 Dec) – The Malaysian Demak motorcycles continue to make names in the Philippines, a year after it opened its first manufacturing plant in Zamboanga City, west of Mindanao island.
And K Servico Trade Inc, a company involved in retailing and motorcycle sales in the Philippines, is expected to place its first order for Demak motorcycles soon, says a senior official of the Malaysian motorcycle manufacturer headquartered in Kuching, Sarawak.
Just recently, top K Servico officials led by Alfredo L. Llennes, its President and Chief Operating Officer, visited Demak's second motorcycle plant in the Philippines located in Metro Manila, the Malaysian news agency, Bernama, said Thursday.
Ma. Socorro F. Cipriano, marketing officer of Demak Motor Mfg. Phils Inc, briefed Llennes group on the latest range of motorcycle models.
Hu Ying, executive director of DNC Asiatic Holdings Sdn Bhd, the parent company of Demak Motor, told Bernama that the visitors discussed plans to promote Demak motorcycles in Luzon and the Metro Manila cities.
Luzon is the biggest island in the Philippines while Metro Manila is the metropolitan area that contains the city of Manila as well as 16 surrounding cities and municipalities, including Quezon City, the capital from 1948 to 1976.
K Servico Trade Inc. and its sister company, Emcor Inc., were established by Jesus V. Del Rosario in 1971 and 1957 respectively as a nationwide retail network selling motorcycles and home appliances.
Emcor operates 180 stores in the Visayas, Mindanao and Palawan islands and is already selling Demak motorcycles while K Servico Trade operates 102 stores in Metro Manila and in Luzon.
Demak opened its first factory at the Zamboanga City Special Economic Zone and Freeport Authority (ZamboEcozone) and since then had been cited many times by different Filipino business groups because of its quality motorbikes.

The country’s unemployment rate fell to 7.3 percent in October from 7.4 percent a year ago despite shrinking work opportunities in the agriculture sector, the government reported yesterday.
Farm sector jobs fell by 7,000 to 12.16 million and employment in this sector accounted for 36.7 percent of the national total.
In real terms, the unemployed persons numbered 2.6 million in October with one in every three unemployed was at most a high school graduate, the National Statistics Office (NSO) said.
Employment, on the other hand, went up to 92.7 percent in October from 92.6 percent a year earlier due to a rise in the number of employed persons in the industry sector.
Employment in the industry sector rose by 12,000 to 4.895 million accounting for 14.75 percent of the total.
For October, the total labor force grew to 56 million from 54.80 million last year.
The National Capital Region (NCR) had the lowest employment rate among all the regions at 85.3 percent while the Zamboanga Peninsula had the highest at 97.2 percent closely followed by Cagayan Valley at 97.1 percent.
The increase in employment was attributed mainly to the growth in the service sector as almost half of the people working or 48.6 percent are employed in this sector. Total number of employees in the sector is at 16.1 million as of October, almost two percent augmentation from the 15.8 million October last year as employment in all services sub-sectors increased except in the sub-sector for other community, social and personal service activities which declined by 8,000.
Looking at occupation groups, service workers and shop and market sales workers posted the highest increase at 135,000 while the 32 percent who are classified as laborers and unskilled workers declined in number, from 10.61 million in October 2005 to 10.591 million in October 2006.
NSO data showed that the number of unpaid family workers went up four percent. It further noted that one in two employed persons was a wage or salary worker. Salary or wage workers are 16.8 million.
Classifying workers by the number of hours spent at the work place, full time workers, or those who work for 40 hours or more, went down 0.5 percent at 20.5 million in October 2006 compared to 20.6 million in October 2005
On the other hand, the part-time workers, or those who work for less than 40 hours, increased by 3.2 percent, from 11.8 million in October 2005 to 12.2 million in October this year.

THE Office of City Vice Mayor Beng Climaco has initiated the “Collect a Bottle, Help a Child” project in line with her desire to help street children have the opportunity to have a decent means of livelihood that is within the bounds of law and that is not hazardous.
The project, done in coordination with the Human Development and Empowerment Services (HDES), a non-government organization working for the welfare and protection of children, entails the collection of discarded plastic bottles/ containers, which will in turn be given to street children for their livelihood activity.
The bottles along with scrap iron and other junk items are being sold to junk shops by the children beneficiaries.
“Let us help children alleviate their plight and enjoy Christmas. Discarded bottles mean income, income mean food for Noche Buena for these children”, the vice mayor appealed.
Vice Mayor Climaco turned over to HDES, four sacks of bottles donated by the Women of Positive Energy Thursday. Street child Allan, one of the two beneficiaries of the bottles turned over by the vice mayor was so overwhelmed by the number of bottles.
With a big smile, Allan received the bottles and thanked the vice mayor for fulfilling her promise to help him bring home a decent meal for the family until Christmas Eve.
The vice mayor said she is studying ways on how to come up with a more specific procedure to ensure more beneficiaries of the program as well as to ensure massive participation from the public.
“My appeal to the public is let’s make the Christmas holiday joyful, share your bottles,” Climaco said.
Those who wish to share their bottles can call the vice mayor’s office at 992-2385 or bring the same to the HDES office at the Red Cross in Pettit Barracks.
The vice mayor has coordinated with the Department of Labor and Employment (Dole) to ensure that such a project does not violate existing law.
It is a reality she said that some of the street children, despite the various programs jointly undertaken by the government and NGOs, would rather stay on streets than go home and be with their families. “But hopefully, programs and activities like these ill encourage them so they can leave the streets and try to earn an income,” she added.
Meanwhile, the vice mayor extends her message of peace, unity, joy and love this Christmas. “May we all have a meaningful celebration of Christmas and may it be centered on the family and children who are very precious”. (SE)

ImageZamboanga City (PNA) – The City Council has tasked its Committees on Peace and Order, and Science and Technology to study the possibility of installing surveillance cameras worth millions of pesos within the city proper for security purposes. Councilor Juan Climaco Elago, II, said the Tele Cable Works has offered the local government multi-million pesos project when they visited last week its office in Manila. Elago said the proposal is for the installation of at least 50 surveillance cameras in strategic places of the city proper to be able for the local police to monitor the traffic flow as well as criminal elements in the streets. He said the 50 units of high technology surveillance cameras would cost the local government at least P15 million to realized the project. The surveillance cameras have the capability of recording events taking place in the streets which would help the local police in the crime solution efficiency, according to Elago. He said the Metro Manila Development Authority (MMDA) is using the same type of cameras in monitoring events in the streets Makati City, the country's financial capital, which was installed by Tele Cable Works.

ZAMBOANGA City Police Director Mario Yanga ordered the strict implementation of an executive order, designating Plaza Pershing as pyrotechnic and firecrackers' display zone during the New Year's Eve revelry.
Yanga said the designation of Plaza Pershing as pyrotechnic and firecrackers display zone by the local government is to provide a conducive place for residents, instead of going to crowded places, to explode firecrackers of different types safely.
Yanga said fire occurred, in most cases, in crowded residential areas where houses are made of light materials during New Year's Eve revelry, and the fire were usually caused by lighted pyrotechnic and firecrackers.
The executive order designating Plaza Pershing as Pyrotechnic and Firecrackers' zone was issued by Mayor Celso Lobregat. It is located around 100 meters away from City Hall.
Lobregat issued the EO on recommendations by the local police.
Meanwhile, the City Health Office issued an eight-point safety guidelines on the use of firecrackers and pyrotechnics devices.
These are the following:
* Do not hold firecrackers while lighting them;
* Use the lighted end of a stick instead;
* Do not light more than one device at a time;
* Do not pick up or relight firecrackers that fail to ignite;
* Do not use fireworks indoors;
* Do not use fireworks near flammable materials;
* Do not light and throw pyrotechnics in the direction of people, passing vehicles or combustible objects;
* Do not use firecrackers when under the influence of liquor or alcohol; and
* Do not light "kwitis," "trompillo" and similar others under electric wires.
ivanhenares December 31st, 2006, 01:08 PM Yes Zamboanga is nice. But it is fast transforming itself into another generic, nondescript Philippine city. When I was there, a new mall was being constructed on a lot across Plaza Pershing which I think had a really nice old building that was demolished to give to this newer one.
Sayang yung Plaza Pershing. The new buildings around it have no architectural harmony. Ang pangit pa ng colors, di bagay sa heritage plaza. An ordinance should be passed to regulate the architecture around these public plazas near the city hall.

Mayor Celso Lobregat yesterday confirmed that he has received a document from Bureau of Local Government Finance Regional Director Talib Tapsi that Pagadian City is now a second-class city.
The document was a Department of Finance Order Number 20-05 dated June 29,2005.
Formerly, Pagadian City was a first-class city. Its annual general average income since year 2003 is only P291.348 million. Pagadian can not maintain the annual general average income of P300 million or more as prescribed by Department on Finance to become a first-class city.
Dapitan City and Dipolog City are now 3rd class cities. Formerly, both were previously second-class cities.
Mayor Lobregat told newsmen that he will fight for the retention of Zamboanga City as the regional center because the city has many things to offer for future investment. The city earns P965.448 million annually which is triple and more than the required income of P300 mllion or more as required by the Department of Finance to become first class city.
Lobregat said the city’s target income for year 2007 is P 1.3 billion.

ZAMBOANGA City will not be outdone in terms of mall establishment, as four new malls are scheduled to open this year -- three of them are expected to be operational in the first quarter.
City Administrator Antonio Orendain Jr. brushed aside pronouncements from various quarters that the city has become like a "weeping boy" as other cities, like Davao, Cagayan and General Santos, are fast catching up with the accelerated development of Metro Cebu.
"The local businessmen here are used to the peace and order scenario. They believe they can survive whatever becomes of the city. Otherwise, they would have folded up long time ago. But look, they are spending millions of pesos to put up these malls," he told Sun.Star Zamboanga.
The construction of new malls are being undertaken by local Filipino-Chinese businessmen who have seen the ability of the economy to continue to grow despite the negative perception the city has been getting outside, he said.
He revealed that brothers Alex and Henry Ang, owners of Shoppers Plaza chain of stores, are among the Filipino-Chinese businessmen who are taking aggressive expansion in retail business in the city. Danny Lim, another retail stores owner, is also building another mall in the commercial district of the city.
"The increasing number of construction of new buildings is complemented with the increasing number of tenants that readily occupy them. This is the proof that business is still brisk," he added.
The inherent advantages of the city make it attractive to investments and will continue to spur growth, he claimed.
The city, he said, stands unchallenged as the commercial, trading and industrial center in Zamboanga Peninsula. The concentration of a growing number of manufacturers, fish processors, banks, educational institutions has made the city the nexus of growth centers, he said.
The city is host to several sardines canning factories, making the city as the sardines capital of the country. It is also a major producer and exporter of fisheries and aquatic resource products.
It is also considered as one of the largest cities in the country with an estimated population of 700,000 in 1998. It serves as the shopping capital for Zamboanga Peninsula, including the island provinces of Basilan, Sulu and Tawi-Tawi.
He noted that the frequency of buses continues to grow with an average of 125 buses traveling in and out of the city each day for the Rural Transit Bus Company alone. There are other small buses serving the passengers who are frequenting the city.
For the last eight years, he said, the city saw an increase in newly established businesses by 15 percent annually.
This can be attributed partly to the presence of fairly developed infrastructures, like power, roads, airport, seaport and partly to the corporate leadership shown by the incumbent Mayor Celso Lobregat, he said.

THE City Government is gearing up to become another major hub for Information and Communications Technology (ICT) firms as they look for expansion sites outside Metro Manila.
The City Council is pushing for the training of youths in ICT-related skills, like call center agent, animation and software development in a bigger scale in a bid to attract ICT firms.
"We would like the ICT companies to put up their facilities here as we strive to meet their requirements like manpower and fiber optic," Councilor Kim Elago told Sun.Star Zamboanga.
The City Government, he said, visited call centers in Metro Manila and invited them to set up their branches here.
"What we have learned in our visit is that many are eager to put up call center facilities here so long as the infrastructures, like fiber optic, and reliable power (source) are in place," he said.
The other prerequisite is that of manpower skills. Call center agents, for instance, require high proficiency in oral English, he said.
Henceforth, he sponsored a resolution in the City Council that will allocate funding coming from the Youth Summer Program to be used in giving out scholarship to out-of-school youths and newly graduates in enhancing their proficiency in English similar to Technological Education and Skills Development Authority (Tesda) Scholarship Coupon for Work Program.
The Youth Summer Program, which pays about P3,000 to students who render job during summer break, has an allocation amounting to several millions of pesos, a considerable amount that would benefits hundreds of job seekers, he said.
The funding would then be re-channeled to pay for training of beneficiaries in call center agent training, according to the councilor.
"We would like to show to ICT companies that we are responding to meet their manpower requirements as a precondition for putting their investments here. We would like to project that our city is investment-friendly to ICT companies," Elago said.
Beneficiaries to scholarships for call center agent training will be selected by prospective ICT companies like G-Com and People's Support, by way of a prequalification exam, he explained.
The opportunity to work in a call center is open to all who are, at least, second year college students, 18 years old and above, he said.
He said the best training center will be selected from among the existing training centers in the city.
The ICT is a growing industry in the Philippines as evidenced by the increasing number of ICT companies that have set up their facilities in the country, and are also aggressively seeking other cities, like Cebu, Davao, Cagayan de Oro, as sites for their expansion, he said.
"The advantage of this scheme is that we train the youth for sure employment," he said.
Training for other ICT-related skills, like animation and software development, will also be provided in the future, he said.

Animo January 5th, 2007, 08:21 AM TOWN Mayor Gil Rillera of Titay, Zamboanga Sibugay province announced that the construction of new school buildings in four high schools in his town will start this month in time for the opening of school year 2007-2008.
Rillera said they have appropriated the amount of P21 million for the construction of the four school buildings that would cost more than P5 million each.
He said the appropriation includes a 15 percent counterpart from the provincial government of Zamboanga Sibugay.
Of the four secondary schools Titay has, three are barangay high schools and they are located in the barangays of San Antonio, Palomoc and Malagandis, according to Rillera.
He said that the four school buildings would help accommodate the increasing number of secondary students in his town.
The town of Titay has a total of 30 barangays with more than 49,000 population. It is adjacent to the town of Ipil, the province's capital.
Rillera said that for this year, they have constructed school buildings for the different elementary schools in Titay municipality.
The mayor said that Titay residents are lucky because the town was chosen as one of the two beneficiaries of the Spanish government education program in Zamboanga Sibugay.
Spain, through the non-government organization Philippines Business for Social Progress (PBSP), is financing the construction of elementary school buildings in 11 of the 30 barangays in Titay, according to Rillera.
He said the construction of the first elementary school building has started following the groundbreaking ceremony last week in Barangay Kitabog.
The other beneficiary of the Spanish government education program is the town of Ipil, the capital of Zamboanga Sibugay.

MAYOR Celso Lobregat announced on Thursday that some P90 million worth of infrastructure projects are scheduled to be implemented by the local government before the election ban that is set to take effect in March, this year.
Lobregat said close to P50 million has been released by the City Budget Office and bidding of the same is slated anytime.
He said the projects to be undertaken are school buildings worth P25 million, concreting of roads, farm-to- market-roads, slope protection, drainage projects, and construction of barangay halls among others.
He said funding for the projects is included in the 2007 executive budget earlier declared as operational by the Department of Budget and Management.
"It's in the budget and we're trying to implement projects for the first quarter," the mayor said.
Last year, the local government undertook close to P200 million worth of projects.
These include the improvement of the waterfront market and the bagsakan center in Sta. Cruz, concreting of roads, farm-to-market-roads and multi-purpose buildings.
Lobregat underscored the need to implement the projects set out for the period for the interest and welfare of the residents of this city.
The projects to be implemented were recommended by the barangay sector and passed the scrutiny by the City Council and the City Development Council.
The election ban is 45 days before and after the elections on May 14, 2007.
During the period, bidding and awarding of projects are prohibited based on laws promulgated by the Commission on Elections (Comelec).

THE internationally acclaimed Jollibee Food Corporation opened its seventh outlet on Monday in Zamboanga City.
The seventh outlet was opened along San Jose aimed at serving the people coming from this city's west coast.
Andrew Levi Chan and Edwin Abaya, managing director and operation manager of Jollibee San Jose outlet, respectively, said that they also offer drive thru services aside from dine in.
The first Jollibee outlet opened in 1995 in Gov. Camins Avenue. It was followed by the opening of the outlets at the Mindpro Citimall in La Purisima, Climaco Avenue branch, Plaza Pershing branch, Veterans Avenue, and in Yubengco Star Mall branch in Barangay Putik.
"This is an indication of progress and stability in the city," Mayor Celso Lobregat said.
He said the opening of new business establishments in the city showcases the business potentials of Zamboanga.
New business establishments mean more job opportunities for the people and more progress for Zamboanga.

Mayor Celso Lobregat yesterday rendered a full accounting of his 2006 accomplishments and outlined his visions for 2007 and beyond, as he pressed for unity and continuity, the most essential asset in attaining development, peace and progress in Zamboanga City.
Foremost in his list of accomplishments was the record breaking local tax collections that led to the realization of an enhanced delivery of basic services and the implementation of flagship projects. This feat reaped numerous applause and citations from different sectors not only locally, nationally but internationally.
“A feat and accomplishment, reality not fantasy. Realidad hinde fantacia”, Lobregat said in his state of the city address (SOCA) during the maiden session of the City Council yesterday morning. “All our efforts were directed towards the establishment of a society that everyone can be proud of. A one, united, undivided, peaceful and progressive city which is the ultimate goal of a growing city such as ours”.
Lobregat said his administration has dramatically increased the budgets from 2004-2007 and succeeded in reversing the trend of increasing public services and maintenance operating expenses and decreasing capital outlay and equipments. The 2006 budget of P1.175 billion was the highest ever in the history of Zamboanga posting a P102 million or 9.57 percent increase over the 2005 budget. Personal services went down to 36 percent from 38 percent, MOOE was reduced to 40 percent from 41 percent and capital outlay and equipment soared to 24 percent from 21 percent.
The city, he revealed, is also on its way in reducing its dependency on the internal revenue allotment by way of increased local collection.
Zamboanga City posted a 12.2 percent or P139.7 million increase in collections in 2006 compared to 2005. Compared to targets, actual collections of P1.285 billion exceeded the 2006 target of 1.163 billion by 122 million or 10.5 percent.
Lobregat attributed the increase in collection to the monetization of prior years unreleased IRA, increase in collection from business permits, medical and dental fees and interest income.
Part of the improvement of the collection of business taxes, Lobregat said, was also due to the assistance program from the League of Cities and Asia Foundation for business permit licensing service (BPLS) process.
Due to sound fiscal management, the city reaped laurels from the Commission on Audit last year when it was cited as the 11th out of the 117 cities in the country in terms of gross income, 14th in terms of expenses and 7th in terms of net income.
The city also was cited by the United Nations Development Program (UNDP) as one of the top 10 outstanding LGUs int eh country in line with the Millenium Development Goals specifically in the aspect of health and social programs.
In terms of infrastructure projects, the city government completed 327 projects with a total cost of P211.8 million during the year. 310 other projects worth P213.6 million are expected to be completed early this year. Also undergoing the bidding process are 147 projects worth P141.9 million and are set to be awarded early this year.
For 2007, Mayor Lobregat said almost P350 million has been appropriated for infrastructure projects in the annual budget, the first in the history of the city. With this, he said, a continuity of massive infrastructure projects all over the city is expected this year.
In the delivery of health services, a total of 41 medical and dental outreach programs were conducted in coordination with NGOs and other government agencies including the US Navy Hospital Ship-USS Navy. Four main health centers were accredited by the Philhealth for OPD, Maternity package and TB Dots. Ten barangays also benefited from the Early Childhood Care and development project. Philhealth beneficiaries soared to 5, 000 from the previous 3, 977. For this year, the delivery of health services tops the priority list of the Lobregat administration with a budget allocation of P103 million.
Lobregat said 2006 had a share of misfortunes, one the March conflagration in Camino Nuevo and the October rains which caused flooding and consequent damage to crops and properties. Social services were promptly delivered to alleviate the plight of the calamity victims.
The city during the past 12 months did not also falter in its social welfare program. These include trainings and orientations on the anti-trafficking and anti-violence against women and children as well as juvenile justice system laws, implementation of children and youth programs and employment and job generation through the conduct of job fairs.
Resettlement and housing of homeless residents particularly those victimized by calamities also was high on the priority of the city last year.
Education, though not a devolved function, has been the biggest beneficiary of the passage of the real property taxes ordinances and the campaign on local tax payments and collections. The Special Education Fund has increased to P70.4 million in 2006 as compared to the P48.4 million level the year before. For 2007, the allocation is P103.8 million. The education assistance is translated through the hiring of additional teachers, increase in allowances for teachers, construction of classrooms and school buildings, distribution of computers and educational materials to name a few.
The city also fared well in the implementation of sports programs, agriculture and fisheries, veterinary services, environmental and natural resources, public services and general services.
Revenues derived from the city administrative fines for 2006 reached P2.7 million. The city’s economic enterprises which fall under the management and control of the city administrator also contributed a net income of P12.6 million last year, an amount that is 48 percent higher than the 2005 level.
The upkeep of the markets also was a concern of the city government. Numerous and simultaneous infrastructure projects were initiated and completed in the main market costing P15.6 million, 3 infrastructure projects amounting to P4 million are also on going. These projects, Lobregat said were implemented to provide a “cleaner, more orderly and safer environment in the main public market and increase the net income”.
Tourist arrivals in the city posted a marked increase over the last four years and the city hosted four major festivals last year, hosted 42 conferences, seminars, concerts and sports events organized separately and respectively by the national government, non-government organizations, business groups and academe.
The mayor also cited in his 21 page SOCA, the support and assistance of the barangay sector, the police and other military units, the donations and assistance provided by the different organizations and agencies which he stressed, helped improve delivery of basic services to the people.
Lobregat exhorted the City Council led by Vice Mayor Beng Climaco to continue working with him in the fulfillment of the vision for the city. “As we end our first term and I can say with all candor and sincerity that we have remained united and focused in pursuing the contract of continuity”.
He likewise implored the city councilors and all other city officials to adhere the call of his late mother ‘man junto junto kita’ and to continue asking for the Lord’s blessings and pray to the revered Virgin of the Pillar to guide and protect Zamboanga City.

Indonesian businesspeople warmly welcomed the signing of two sub-regional agreements by four members of the Association of Southeast Asian Nations during the ASEAN Summit here Friday.
The first sub-regional pact creates an East ASEAN Growth Area covering Brunei, Indonesia's Kalimantan and North Sulawesi, East Malaysia and parts of the southern Philippines.
The second agreement is called the Indonesia-Malaysia-Thailand growth triangle (IMT-GT) and includes Indonesia's northern Sumatra and Riau, Malaysia's Johor and Penang states and southern Thailand.
"The two signings will clearly boost business activities within the region as the agreement will require the four countries to remove barriers to doing business in the area," the chairman of the Riau Chamber of Commerce, Arsyadjuliandi Rachman, told The Jakarta Post.
The Indonesia-Malaysia and Thailand triangle, which has a total population of 100 million people, is already heavily integrated, as shown by the intensive agricultural trade between Aceh and southern Thailand and the heavy flow of people and goods between Sumatra and Malaka, Johor and Pinang in Malaysia, he added.
A special regulation also promotes integration by allowing residents in all 10 provinces of Sumatra to go to the eight states in Malaysia and eight provinces in Thailand without paying exit taxes.
"Malaysia even considers Sumatra as its supplier of vegetables and fruits. We hope small- and middle-scale enterprises get the most benefits from this development. The triangle can be a training ground for embracing the bigger ASEAN free trade area that is soon to come,' Rachman said.
President Susilo Bambang Yudhoyono said he was glad to find out that governors and private sectors within the Growth Triangle had held a dialog in Selangor, Malaysia, last September.
"The mutual understanding as a result of such close contact will lead to concrete action that will promote the sub-region's economic dynamism," he said.
"And I look forward to the IMT-GT making full use of its natural strength. It has abundant natural resources, capacities and potentials that are yet to be tapped for the welfare of our peoples. The IMT-GT should be able to help accelerate the development of its member countries and help ensure equitable distribution of the benefits of national economic growth."
In a joint statement, Yudhoyono, Malaysian Prime Minister Abdullah Ahmad Badawi and Thai Prime Minister Surayud Chulanont acknowledged the importance of the IMT-GT as a sub-regional growth area and agreed to adopt the accompanying draft road map.
"The road map will guide the stakeholders in the implementation of doable, practical and sustainable strategies, programs and projects that will benefit the communities of the member countries," said the joint statement.
Bernardino M. Vega, chairman of the North Sulawesi Chamber of Commerce and Industry, believes the efforts of the four ASEAN governments to boost cooperation in the east ASEAN growth area will have positive impacts on development there.
"The expansion of air links will boost interaction and business among people in the sub-region. For instance, it will cost people much less to travel from one point in the area to another in a different country. If I want to go to Davao city from Manado then I don't have to go to Jakarta. It cuts distances a lot,' he told The Jakarta Post.
Cities like Bandar Seri Begawan in Brunei, Balikpapan and Pontianak in Indonesia, Kota Kinibalu and Kuching in Malaysia, and Davao city and Zamboanga city in the Philippines will eventually be linked by more frequent flights as airlines will face lower operational costs, Bernardino said.

ZAMBOANGA CITY (Nung Aljani / 13 Jan) - To maximize its peace campaign in the conflict-ridden island of Mindanao in the southern Philippines, the multi-donor Catholic Relief Services (CRS) and Peace Advocate Zamboanga (PAZ) tread into another milestone as the two groups launched its "peace album" Saturday in Zamboanga City.
Orson Sargado, CRS project officer, said the album contains 12 original songs of hip-hop and ethno-inspired compositions that call for tribal harmony and regional unity among the people in this part of the country.
"Guided by the principle that music plays an important role in connecting people, the CRS has conceptualized the idea of coming up with this peace album, which aims at relating the message of peace especially among the young people who are prone to the disturbances being brought by the decades of conflict in Mindanao," Sargado said.
All the songs on the album entitled “Voices for Peace: Echoes of Hope" were performed by different youth sectors – the Muslims, Christians and Indigenous groups – from various parts of Mindanao. They brought different experiences of their struggles and dreams for peace.
"I hope that with this album, I can contribute and able to relay our common call for peace especially to my fellow young Muslims in this part of the country," said Alfrazkhan Abdurajak, one of the composer.
Abdurajak, a native of Jolo island, said his song entitled "Para Bukas,Ngayon" (For Tomorrow, Today) was simply a wake up call and at the same time an "inspiration for the youths to rise up to the occasion and take their responsibility in a more harmonious approach."
Local song writer Chester Ross Cabaltera called on the youths to be responsible in all activities they do. “The reality that some young people are being self-centered to their principles, especially their religions,” he said.
Cabaltera said this prompted him and co-composer Darwin Wee to come up with their song "Punda" – a Filipino slang for fundamentalism. Punda, he said, is "a complete reflection of the growing threats of fundamentalism in Mindanao with the youths as prisoners totheir own belief systems. In this song, we also try to present some options for more harmonious treatment towards our relationship with others.”
Wee said: "Music in itself is a powerful language that speaks wisdom to the youth." The peace album ranges it music from the like of soft rock to an inspirational mellows, which made the relaying of its message easy for the audience, he said.
The CRS, Sargado said, believes that gathering young people and come up with a peace album will inspire more their spirit and add voices to the discussion of different peace initiatives.
"We hope that the peace album become a medium to which youth's voices in Mindanao as well as to generate support from all the people of the island to engage more in peace advocacy," he said.

At the same time, hauling truck loaded with concrete drainage pipes rolled into the two-hectare reclamation area of the defunct Construction Development Corporation of the Philippines (CDCP).
These were the scenes on Monday morning just after the groundbreaking ceremonies ended, signaling the start of the Paseo del Mar na Zamboanga construction.
Mayor Celso Lobregat said during the short program that the two-hectare Paseo del Mar na Zamboanga will serve as one of the city's recreation and leisure center once it is completed.
Aside from the locals, Lobregat said the place could also be a strolling site for visiting domestic and foreign tourists' since it is similar to that of the bay walk in Manila.
He said the park, the construction of which is worth P15,630,848.57, will have needed facilities for recreation and leisure.
Its construction, undertaken by a local contractor, is targeted for completion in 265 days or close to nine months, according to the mayor.
The Paseo del Mar na Zamboanga, located at the back of the shrine of Our Lady of the Pillar and fronting the local wharf, is the first major project for the year of the local government.
Lobregat said the place would be watched and protected from vandals, by the tourist police that will be activated by the Philippine National Police (PNP).
"That is where the tourist police can come in," Lobregat said, citing the police's activation in each city in the province of the tourist police office
The Paseo del Mar na Zamboanga was designed by the College of Architecture of the Western Mindanao State University.
Animo January 15th, 2007, 10:53 PM COUNCILOR Reynerio Candido, chairman of the City Council committee on agriculture, announced Monday that preparations are underway for the launching of Jardin na Barangay contest in Zamboanga City.
Candido said the Jardin na Barangay is the second part of the contest that started last year at the school level dubbed as the Jardin na Escuela.
He said the Jardin na Barangay will come in the form of communal garden with initial six selected barangays as among the contestants.
One barangay will be selected from each of the city's agricultural districts as participants, according to Candido.
"We are targeting the barangays with the highest incidence of malnutrition," he said.
He said the participating barangay who can inspire most if not all of the residents to come up with their own gardens at home will be declared as the winner in the contest.
He said the prizes will come in the form of infrastructure projects that would be constructed for the winning barangay, same with the school level.
Jardin na Mar will come after the end of the contest in the barangay level, according to Candido.
The Jardin na Mar will involved seaweed farmers and aimed at improving the industry in the city.
Animo January 15th, 2007, 10:55 PM VICE Mayor Beng Climaco reported the passage of 39 ordinances and 1,096 resolutions, stressing that the Zamboanga City Council accomplished its 2006 targets.
Of the total 39 ordinances approved, eight were revenue measures, 20 regulatory measures, and 11 appropriation measures, according to Climaco.
The vice mayor, as City Council presiding officer, said the enactment of the ordinances and approval of resolutions supported and supplemented the plans and programs of Mayor Celso Lobregat during the past 12 months.
She thanked City Secretary Zenaida Jayme and staff and the different divisions of the City Council, the City Library, and legislative staff for their efforts that helped the council attained its goals.
Climaco said the City Council will do all it can to accomplish the target it set out for the remaining months of its term.
The council in 2006 had a total of 43 sessions and 131 committee meetings last year.
Among the significant ordinances approved were the child welfare code, the amendment to the house numbering ordinance, amendment to the tricycle ordinance, law declaring June 25 of every year as Arbor Day na Ciudad de Zamboanga, law establishing cemeteries in the city, law authorizing the harvesting, gathering, selling and/or disposing of agricultural products in all city owned parcels of agricultural land.
Others include the law prohibiting smoking, use of mobile phones, running the engine, straddling on motorcycles while refueling and use of unsafe containers with petrol at any gasoline station in the city; law appropriating P1.3 billion for the 2007 annual budget; and the law providing the plantilla of personnel of the City Government for 2007.
Vice Mayor Climaco reiterated the need to codify and revise the ordinances to make these attuned to present times. (SE)

VOTERS of Zamboanga Sibugay province and Zamboanga City will be electing additional two members to the House of Representatives this coming May elections.
The Commission on Elections (Comelec), in an en banc session held last Thursday, promulgated a resolution fixing the number of congressional districts and allocation of House of Representatives seats for Zamboanga City and Zamboanga Sibugay.
From one each representative to the Halls of Congress, voters from Zamboanga City and Zamboanga Sibugay province will have to elect two members each to the House of Representatives on May 14.
The Comelec resolution stated that the number of congressmen for Zamboanga City and Zamboanga Subigay was increased to two each. In view of this development, voters from Zamboanga City will also have to elect a total of 16 councilors, eight in each congressional district.
However, the voters in Zamboanga Sibugay will only elect eight members to the Provincial Board since the province was downgraded from second to third class province.
The downgrading of the province was in line with a Department of Finance order dated July 20, 2006.
With the allocation of two more congressional districts, Zamboanga Peninsula region will soon have a total of nine representatives to the House of Representatives.
Aside from Zamboanga City and Zamboanga Sibugay, Zamboanga del Sur also has two congressmen while Zamboanga del Norte has three.
However, a staff from the Comelec regional office revealed that they have not yet received a copy of the resolution.

The Jardin Maria Clara Park walk in Pasonanca broke ground yesterday morning, marking the start of another flagship project of the Lobregat administration.
Mayor Celso L. Lobregat led city and Pasonanca barangay officials in laying the cornerstone for the P16.7 million-project within the famed Jardin Maria Clara along the Pasonanca highway.
The project comprises the construction of six concessions or business stalls, two comfort rooms and a parking lot and is expected to be completed within six to seven months.
Lobregat said the park walk project is part of his administration's effort to improve local tourist facilities for progress and development of Zamboanga City.
"This is another place where visitors can go to relax, spend a few hours and enjoy," the Mayor said in his brief message before laying the cornerstone for the project.
The cornerstone laying was also witnessed by Vice Mayor Beng G. Climaco, Councilors Cesar Jimenez, Benjamin Guingona III, Rudy Lim, Rey Candido, Mila Velasquez and Elias Enriquez, City Engineer Luis Despalo, local contractors and many others.
The project site covers a total area of 2,240 square meters within the Jardin Maria Clara, named after the late Mayor Maria Clara L. Lobregat. An estimated P7.2 million has been spent for the development of the garden so far.
The ALRAF construction firm of Engr. Faizal Hasiman has won the bid to undertake the project.
The Jardin Maria Clara Park Walk ground breaking rite yesterday was the second in a week's time to prove that the city government is bent on implementing infrastructure projects that will help improve the landscape of the city, promote tourism and consequently enhance development and progress.
Last Monday, Lobregat also led in the groundbreaking rite for the P15. 6 million "Paseo del Mar na Zamboanga" at the CDCP, a former squatter area.
The Paseo del Mar na Zamboanga is intended to be the local version of the renowned Baywalk at the Manila de Bay along Roxas Boulevard. It boasts of world class facilities and is expected to be another premiere tourist attraction in Zamboanga.
Other priority projects of the Lobregat administration are the proposed Integrated Bus Terminal, the development of resettlement areas, development of public cemeteries and the concreting of road linking Zamboanga City to Zamboanga del Norte and Zamboanga del Sur to cite a few. (City Hall PIO)

PREPARATIONS are underway for the arrival of a cruise ship carrying 800 foreign tourists to Zamboanga City.
Mayor Celso Lobregat on Wednesday said he is meeting with the tourism stakeholders to line up the needed activities in hosting the tourists.
Lobregat said he will also meet with top police and military officials to lay down the security plan that would be implemented upon the arrival of the tourists cruise ship.
He said the cruise ship, coming via Manila, is set to drop anchor at the local wharf sometime in February.
He said the arriving tourists will visit historical sites and other places during their stay here.
The mayor appealed for the support of everyone to encourage more cruise ships carrying tourists to drop anchor in the city.
The last time the city hosted two cruise ships that dropped anchor in the local wharf were in the 90's.

The local mining industry is showing signs of bullishness with the entry of foreign investors, an official of a local mining firm said.
Peter Yu, Cebu Ore Mining and Mineral Resources Corp. (COMMRC) director, said mining firms in Korea, China, India, Ukraine and a local mining operator have expressed intentions of inking a deal with COMMRC either for a direct mineral purchase, joint venture, royalty operating agreement or further financing of an existing project.
"The country is blessed with rich mineral reserves like iron, copper and gold. This is why, we are an attractive destination among highly industrialized nations in Asia," Yu told reporters.
He said when COMMRC started iron and gold explorations on a 15,390-hectare company-owned property in Zamboanga and in Sibugay province in Mindanao, inquiries from foreign and local investors started pouring in.
The exploration project covers four iron projects in the towns of Bayog, Buug, Sominot and Midsalip, Zamboanga.
He said COMMRC is waiting for the Department of Environment and Natural Resources' approval of its application for a mineral production sharing agreement for the Zamboanga project.
The exploration phase of the undertaking has been completed, he added.
During exploration activities, an estimated 1.1 million metric tons of iron ore was discovered said Edgar Hao, COMMRC director for technical services.
The quality of the ore consists of 64.4 to 69.29 percent iron; 0.012 to 0.035 percent phosphorous; 0.14 to 1.07 percent moisture; 1.2 to 3.9 percent silicon; 0.008 to 0.44 percent sulfur; and 0.59 to 0.89 percent aluminum.
Yu said that based on a 1.5-kilometer "continuous vein" survey by geologists, about 130 million metric tons of iron ore are yet to be uncovered.
The survey already covers 3.5 kilometers, he said.
Because of the large area, Yu said, negotiations between COMMRC and Falcon Ridge Resources and Management Corp., a mining company in Zamboanga, are in full swing, either for a possible partnership or royalty operating agreement for large-scale mining of high-grade iron and gold.
Yu said a South Korean investor also plans to pour about P50 million on the project, although negotiations are to be finalized on Feb. 8 yet.
Yu said an Indian investor, who has heard of the Zamboanga project, also plans to partner with COMMRC.
This, after an Indian company bared plans to set up a blast furnace plant in the Philippines, which will pre-process iron ore.
Yu said a Ukrainian billionaire is also expected to visit the mining site on Jan. 22.
"Inquiries from these investors are a sign that the Philippines is indeed rich in untapped mineral resources," Yu said.
China-based Share Blossoms Inc., in a joint venture with COMMRC, bared plans to mine copper and gold deposits in Minglanilla town, Talisay City and in Barangays Talamban, Mabini and Kalunasan in Cebu City.
Incorporated in 2003, COMMRC is engaged in resource development projects nationwide. (PNA)

Bogo and Danao have been eyed as potential sites for ethanol plants, this according to Biofuels Act principal Author Bukidnon Representative Juan Miguel F. Zubiri (comment: election time is near...heheheh!).
In his recent visit to Cebu, Zubiri revealed that the enactment of the Biofuels Act of 2006 into a law signed by President Gloria Macapagal Arroyo, has attracted interests from at least 20 local and foreign investors to build biofuel plants across the Philippines, including Cebu.
He said that 15 ethanol plants and five biodiesel plants are waiting to be built in the country, mostly in the provincial areas, that would cost more than P35 billion investments.
Building an ethanol plant, he said would require about P2 billion while a biodiesel plant would need around P1.2 billion.
Among the 15 ethanol plant proponents include Japanese Company Marububeni Philippines, Bronze Oak Philippines and Teves Group of Companies, he revealed.
There are about 20 biofuel plant project proposals waiting for approval in the Board of Investments (BOI).
Aside from northern Cebu towns Bogo and Danao, Zubiri mentioned Davao del Sur and other potential site for ethanol plants.
The five biodiesel plants, will be built in areas of Camarines Sur, Candelaria, Quezon;Vigan, Ilocos Sur; and two in the western part of Zamboanga, Zubiri said.
Enacted as a law early this month the Biofuels Act of 2006 calls for the mandatory blending of at least five percent of bio-ethanol by volume into all gasoline that will be sold as motor fuel within two years.
The law provides incentives to investors including a cap of one percent for 10 years on the taxes imposed on all types of inputs, machinery, equipment, and planting and breeding materials that are to be used in biofuel production, as certified by the Department of Agriculture. Biofuels are also not covered by the Value Added Tax (VAT).
The law also directs government financial institutions like the Development Bank of the Philippines (DBP) and the Land Bank of the Philippines to prioritize financing groups or individuals that seek to engage in biofuel production and feedstocks like sugarcane, coconut palm, jatropha, cassava, sweet sorghum, and corn.
This new law is seen to lessen the country's dependence on imported fuel and achieve energy dependence and more employment and bigger trade opportunities for farmers could also be expected.
A National Biofuels Board (NBB) will soon be formed to formulate implementing rules and regulations (IRR) and assess the impact of the use of bio-ethanol as well as the availability of the local supply of this fuel.
The Department of Environment and Natural Resources (DENR), Department of Science and Technology (DOST), Department of Labor and Employment (DOLE), and the Department of Agriculture (DA), will be the composition of members of the NBB.
NBB will then increase the mandated minimum blend by up to five percent every two years until it determines a higher limit. The octane rating of all gasohol, however, is to be maintained at a minimum of 87 percent.
Also, the law, penalizes violators with fines ranging from P50,000 to P100,000 per day of violation, confiscation of the gasoline supply that does not comply with the specifications provided and closure of distribution facilities for non-payment of fines and blatant disregard of DOE orders.
Within six months, DOE is expected to phase out the use of harmful gasoline additives and oxygenates which have been found to be hazardous to both health and environment.

ZAMBOANGA City continues to enjoy unpolluted and quality air level, according to an analysis conducted by the Department of Environment and Natural Resources (DENR).
Alan de Gala, regional head of the Environment and Management Bureau (EMB), an attached agency of the Department of Environment and Natural Resources (DENR), said analysis for Total Suspended Particulate (TSP) of the air samples collected from traffic prone areas during the fourth quarter of the year showed that it is "within the guideline value."
In a letter to Mayor Celso Lobregat, De Gala reported that the National Ambient Air Quality Standard for TSP in Zamboanga City is 230 microgram per cubic meter, way below the guideline value of 300 microgram per cubic meter.
Air samples were collected from three air quality monitoring stations established in the City, these are located at the Zamboanga City Medical Center, Dr. Evangelista Street, corners Veterans Avenue and Governor Lim Avenue (Station 1), barangays Sto. Nino and San Jose (Station 2) and at the Philippine International Development Incorporated (Phidco) Baliwasan seaside (Station 3).
The TSP concentration per station is as follows: Station 1-144 microgram per cubic meter, station 2-150 microgram per cubic meter, and station 3-113 microgram per cubic meter.
The samples were taken continuously for 24 hours, once every six days for each station.
The DENR periodically updates the analysis of the TSP concentration, according to de Gala.
As this developed, Lobregat said the City Government, through the City Pollution Control Office and the City Environment and Natural Resources Office (CENR), is doing its share by implementing the necessary measures to maintain good quality of air level in the city. (SE)

Zamboanga City — To attract more tourists and provide a healthy environment for residents, the city administration is transforming idle public lands into first-class parks, gardens, and recreational centers.

Groundbreaking ceremonies were held last week to start the development of a park walk outside the Jardin Maria Clara and a modern seafront park dubbed as Paseo del Marina Zamboanga, said Mayor Celso L. Lobregat.
Public parks and gardens — especially those designed in conformity with the local culture and heritage — are considered more attractive, and are the most sought-after places by dwellers and visitors compared with traditional tourism spots.
"We want to create an impression that Zamboanga City has suitable places providing amenities for outdoor recreation; and for preserving natural beauty spots, objects of geological, historical, archaeological or aesthetic importance; and conserving wild life," he told BusinessWorld.
Public parks and gardens, he said, will be a testament of Zamboanga’s history and culture. "Eventually, these parks will be passed on to our succeeding generations, and hopefully they will earn and help preserve the culture and history we [are] creating right now."
The local government has budgeted roughly P100 million for establishing new parks and enhancing existing ones, city engineer Luis L. Despalo said. The two parks being developed are expected to be completed not later than July this year.
To give recognition to these sites as irreplaceable treasures, the designs are Spanish-inspired with a little touch of modern art, said Domingo A. For instance, the Paseo del Mar reflects the cultural heritage of Old Zamboanga. The Paseo which has 2.5 hectares is located in a former slum area, said Sheila Covarrubias, city hall information officer. It was purchased by the city government for P10 million from the Construction Development Corp. of the Philippines (now the Philippine National Construction Corp.) during the time of the late mayor Maria Clara Lobregat.
"The over 300 families residing in the area were properly resettled at the barangay Mampang resettlement site," Ms. Covarrubias said. The sea-front park is just a stone’s throw away from Lantaka Hotel By-the-Sea and Fort Pilar Shrine built by the Spaniards. It is also near Pettit Barracks or what remained of the site between Fort Pilar and City Hall occupied by American forces at the start of their colonization campaign.
Mr. Abarro said the Paseo del Mar, which is the city’s version of Manila’s Bay Walk, is also under the so-called "Heritage Zone," which covers mainly the downtown part of the city. "With this, we conceptualize a seafront park that is not only consistent with the Spanish flavor of the area, but also a unique structure that will suite [today’s] tastes and lifestyles," said Manolo l. Tatel, who made the blueprint.
The bay walk will be a haven for joggers, bicycle riders, and individuals who want to talk a stroll with magnificent view of Basilan strait as background. The seafront park will also house at least four concessionaires which will provide food and services. Each concession stall is 40 square meters wide. The whole park will be lighted by several Spanish-inspired lamp posts.
The bay walk will be made up of grey and red bricks. Based on the original plan, the seafront park will have a floating galleon restaurant and a lighthouse. "This will create an environment of the Spanish colonization era," Mr. Tatel said. The local government has initially poured in P16 million for the development of the park.
In addition, the local government is also constructing a museum and park walk at the Jardin Maria Clara Park, located in Barangay Pasonanca’s cool environs. Planners said the P27-million project will further enhance the park.
The park now has a butterfly garden and a monument to the late mayor Maria Clara Lobregat. The area has been idle for quite sometime. It was refurbished in 2005, named as Jardin Maria Clara Park, in commemoration of the late mayor’s first death anniversary.
The planned park walk has a length of 150 meters, covered with bricks. Efren Jay A. Tangcalagan, assistant leader of the design team, said the museum will have an octagonal shape and will serve as the display center for the late mayor’s memorabilia as well as local artists’ works. The Jardin Maria Clara Park is located near the famous Pasonanca tree house and swimming pool, and the Pasonanca Natural Park, which still has 90% of its area intact with secondary and old-growth dipterocarp forest. — Darwin T. The Bureau of Internal and Revenue Zamboanga City District Office has surpassed its revenue collection target by P1,050,260.84.
The BIR District Office under Roberto S. Bucoy set a target of P 1,024,086,000 and managed to collect P 1, 025,136,260.84 billion.
Bucoy said his office exceeded the target collection because of the constant tax monitoring and tax mapping operations they have carried out.
Bucoy said his office will also continue monitoring government infrastructure projects for Zamboanga City and other parts of the region because they contribute revenues through withholding tax and value added tax.
Bureau of Internal Revenue Regional Director Perla A. Bala is scheduled to preside on January 29 a conference with all Revenue District Officers in the region to set their tax goal setting target for 2007.

LOCAL manufacturing firms in Zamboanga City can now import fuel directly from Brunei Darussalam, a trade specialist said.
Big fish processors and other manufacturing firms based in Zamboanga City can now directly import their fuel requirements from Brunei Darussalam, Milva Lumod, senior economic development specialist of the Mindanao Economic Development Council (Medco) announced in a forum held in Zamboanga City last Tuesday.
Lumod said YL Fishing, a fish processing firm based in this city, had directly purchased its fuel from a fuel exporter based in Brunei Darussalam twice already.
She said YL Fishing realized savings from the two purchases, amounting to half a million pesos.
The significant amount of savings was due to the cheaper price the fish manufacturer got from the exporter, she said.
This development, she said, is a significant boost to the manufacturers here in Zamboanga, as savings could be translated to increase in profits for the manufacturers.
She disclosed that the fish manufacturer had purchased fuel from Brunei-based importer about P6 lower than the prevailing price in the local market.
The manufacturers based here should, therefore, take advantage of this opportunity to directly import from the neighboring country of Brunei, she said.
"All the interest importer should do is to secure all the necessary permits from Marina and Bureau of Customs," she said.
The possibility of importing directly from Brunei is an offshoot of negotiations made under the Brunei Darussalam, Indonesia, Malaysia, Philippines (Bmp-Eaga) initiatives, she said.

nope, i'm caviteña (born in cavite city) born to zamboangueño parents. how ironic that i didn't learn the dialect considering it's all over me. :lol:
chavacano in Ternate is portuguese-based, whereas chavacano in ZC and CC is really spanish-based.

PUBLIC Employment Service Officer (Peso) Francisco Barredo announced that more than 4,000 people, including students, are to be employed during the first semester of the year in Zamboanga City.
Barredo said that at least 1,000 would be hired by four new shopping malls that are scheduled to commence operations before mid-2007 while 3,100 will be employed under the government's Special Program for Employment of Students (Spes).
Barredo said the owners of the four shopping malls have already coordinated with his office to facilitate the screening and referrals of applicants.
He said that his office has already started the screening of applicants who will work under Spes. Among those qualified are students belonging to indigent families and those who are out-of-school youths.
The local government has allocated the amount of P7 million for the payment of 60 percent of the salary of the students who will be employed under Spes, according to Barredo.
The remaining 40 percent of the salary will be paid by the Department of Labor and Employment (Dole).
Spes is an annual program of the government aimed at helping students earn for their enrollment and tuition fees.

Animo February 1st, 2007, 05:55 PM MAYOR Celso Lobregat has cited the continuous partnership between the Zamboanga City Government and the United Nations International Children Emergency Fund (Unicef), which contributed to growth and development involving the children sector.
Lobregat said this, as he accepted with gratitude part of the over P200,000 worth of items donated by the Unicef to the Social Development Center (SDC) in Sta. Barbara Wednesday morning.
The donations were coursed through the Human Development and Empowerment Services (HDES), a non-government organization, led by Malou Lim.
"Today I thank Unicef, as I have done several times in the past, for this donation. I hope that help and hope from Unicef will always be on the way," Lobregat declared. He personally handed over the donations to each of the 35 children housed at the SDC.
The donations included therapeutic materials like beddings, kitchen utensils, shoes, slippers, basketball rings, bags, raincoats, shirts, underwear and other items.
Aside from the SDC, the HDES, which is engaged in the implementation of the Unicef-funded anti-STD-HIV-Aids program for street and urban working children, also received a portion of the donation to Zamboanga City.
The mayor also lauded the HDES, the group principally responsible for bringing in the donations for the benefit and welfare of the city's street and urban working children.
The anti-STD-HIV-Aids campaign of the HDES is focused on 10 barangays where there is a proliferation of street and urban working children.
Also present during the turnover at the SDC Tuesday morning were Vice Mayor Beng Climaco, Councilor Rudy Lim, Social Welfare Regional Director Gerry Valbuena, City Health Officer Rodel Agbulos, City Social Welfare Officer Francisco Barredo, SDC head Caridad Villanueva and barangay officials from the 10 target barangays. Zamboanga City is vying for the healthy city award, a World Health Organization (WHO) international recognition that aims to promote the quality of life of the constituents.
The City Health Office (CHO) under the stewardship of Dr. Rodel Agbulos is in the forefront of undertaking initiatives under the advocacy: Zamboanga Hermosa which means “health enhances and reform for management of societal advancements”.
The WHO defines healthy city as a city that is “continually creating and improving those physical and social environments and expanding those community resources which will enable people to mutually support each other in performing all the functions of life and developing their maximum potentials.”
A healthy city is one that has a health advocacy, intersectoral collaboration, community participation, vision, development and political commitments.
CHO has planned the following approaches to attain the vision: healthy workplace, school, health facilities, eating place, market, parks, vehicle, street, prison, barangay and homes.

This is a nice wide street. I just hope that the city would shift (perhaps, gradually to prevent economic disruption) business establishments to areas with wide streets like these. The city center is very congested already, with commercial buildings in very narrow streets (and few parking areas).

Animo February 9th, 2007, 07:53 AM MAYOR Celso Lobregat said the city is now ready to welcome the 800 or so foreign tourists, mostly Germans, who would be arriving onboard the worldwide cruise ship MS Albatros Friday.
Local government officials hailed the arrival of foreign tourists as a resurgence of interest by foreign nationals in the city -- dubbed as "Asia's Latin City."
City Police Director Mario Yanga told reporters that security plan is in place to ensure the safety of the visiting tourists, aside from the security details that were prepared for three other big events to take place Friday.
The City Government is also spearheading the 1st Commemoration of the Dia De Roseler T. Lim, in honor of the late senator Roseller T. Lim, the first Zamboangueño senator.
Also, the start of the convention of regional Science High School in the city kicks off Friday.
In addition, Yanga said, the biggest high school in Zamboanga City will be inaugurated Friday.
He said about 200 policemen will be deployed an hour before the arrival of the cruise ship.
"We have to maximize utilization of our police forces designed to achieve maximum police visibility in time for the tourists' visit," he said.
He disclosed that the passengers of MS Albatros will be divided into groups. Some will be taking the tour packages prepared by travel firms while the others will be roaming around the city.
"We want them to feel safe because when they return home they will become our ambassadors of goodwill. They will be speaking good about our city," he said.
The city's police force numbering to a little more than 1,000 is adequate enough to provide security for the four big events that will take place Friday.
The police chief said he will be utilizing the traffic aides to augment the police force.
He admitted though that all the security preparations could not deter a determined terrorist to launch a terror attack to spoil the image of the city.
"We will do our best," he quipped.
Lobregat has earlier urged all sectors to help in getting a good impression, even asking the tri-mobile drivers to charge fares reasonably and to be courteous and polite to the tourists.
The mayor is also praying that everything will turn out well even as the city tries hard to negate the bad publicity that it has been getting from local and national media.
"We have to shake off this negative image, you have to help me on this," he told reporters during the weekly press conference.
The arrival of the cruise ship, which will be staying for 16 hours in the port of the city, was the result of the initiatives of the city tourism office to woo cruise ships to make Zamboanga City as one of their ports of call in Asia.
Another cruise ship is expected to arrive in the city in the coming months, he said.

Animo February 9th, 2007, 07:55 AM Zamboanga City (2 February) -- The Zamboanga City business council composed of businessman both from Sandakan, Malaysia and Zamboanga City is bent on strengthening trading and investments between the two cities. This was revealed by Mr. Manny Tan, President of the Zamboanga City-Sandakan Business Council.
He said the Council is compacting up plans to hold trade and investment mission to exploit the competitive advantages in trading and investments in the two fast growing cities in the BIMP-EAGA (Brunei Darussalam-Indonesia-Malaysia-Philippines East Asian Growth Area) sub region.
However, trading between the two cities suffered setbacks when the Aero-Mosphil, an airline which is a joint venture between Filipino and Russian investors, stopped plying the Zamboanga-Sandakan route, he said.
Tan said they are now negotiating with other airlines to ply the route.
Zamboanga City exports mango and copra to Sandakan while Sandakan exports rice, groceries, sugar, textile, garments, among others to Zamboanga City, said Tan.
Jonathan Miral of Mindanao Economic Development Council (MEDCo) earlier said the air linkage between the two cities is a priority of the MEDCo.
He said that airline companies such as Air Spirit or Air Philippines have been notified for possible resumption of the air linkage.
Milva Lunod, also of MEDCo also said Aero Mosphil has informed MEDCo that it will be resuming its Zamboanga-Sandakan route soonest after the airline has successfully negotiated for another cargo handling service provider in Sandakan to serve its cargo handling requirements.
Tan said Zamboangueños can expect more Malaysian businessmen arriving in the city to explore possible joint ventures with local businessmen when the air linkage is back to normal. (PIA

"It doesn't bother us. Terrorism is a worldwide problem," added Flateboe, a Norweigan.
M/s Albatros, which is carrying 480 tourists--mostly German nationals, Hollanders, and a Japanese couple--and 320 crew, including 142 Filipinos, arrived at the local port around 6 a.m. on Friday from Manila.
They are on a 156-day worldwide cruise that would end on May 15 in a Germany port.
Flateboe said they choose to drop anchor in this city since the port of Zamboanga is one of the famous Philippine ports in Europe, saying "a lot of people are familiar with it."
The port of Manila is the other famous Philippine port in Europe, according to Flateboe.
While in this city, some of the tourists visited the city's historical and cultural sites, like the Taluksangay mosque, Yakan weaving village, Pasonanca Park, and museum.
The local and regional tourism offices provided 10 luxury buses that ferried the tourists from one place to the other.

I would love to see a picture of the ship docking at the port. It's great for Zamboanga to slowly overcome the negative image of safety and security, and to bring in the tourists.

ZAMBOANGA CITY can be a cruise ship destination in the southern Philippines but needs a terminal of international standards to harness the tourism potentials of the city and its neighboring provinces in Zamboanga Peninsula, a top regional tourism official said Monday.
Zamboanga was considered a tourist destination as early as in the 1960's, owing to its distinct tourist attractions, according to Ricardo San Juan, regional director of the Department of Tourism (DOT) for Zamboanga Peninsula.
Based on the Tourism Master Plan of the tourism department, the consultants of the DOT had recommended in 1995 to the Philippine Ports Authority (PPA) in Manila that a passenger-cruise ship terminal for local and foreign tourists should be built in the port of Zamboanga, San Juan said.
The plan remained as just a plan up to now, he said.
He said the city has the potential to become the cruise ship destination in the southern Philippines because of its distinct advantages.
One of these distinct advantages is the unique blending of multi-ethnic groups such as the Samals, Yakans, Tausugs, Subanens, Visayans and Zamboanguenos, and the perfect mix of Christian and Muslim cultures.
The local ethnic groups are unique in their own right, while the blending of these various tribes attracted interest from foreign nationals, he said.
The people plus the main staples of tourism -- the beach resorts, the natural landscape, the indigenous crafts and other tourist attractions like diving sites -- have stirred the curiosity of world travelers. This explains why the city has the making of becoming a favorite stopover for worldwide or regional cruise ships.
He stressed the need for the city port of Zamboanga to have a cruise ship terminal of international standards for the city to sustain the momentum of attracting more cruise ships. The Cruise Ship Terminal project would cost more or less P100 million to construct, he said.
He noted that other tourist destinations, like Cebu and Bohol, have passenger-cruise ship terminals that they can be proud of since these terminals have air-conditioned passenger lounges and tourist shops.
"The success of the recent visit of m/s Albatross, which carried hundreds of foreign tourists, should serve as a wake-up call to the city government and city tourism office and the private sector (working together) to help push for the construction of the Cruise Ship Terminal," he said.
"It is high time for the local government and the private sector to work harder in putting up the necessary support facilities for tourism industry," he said.
He said a Manila-based tour operator successfully negotiated in making Zamboanga City a cruise ship destination, but came about as a result of intensive marketing campaign of the Team Europe of the DOT.
He explained that the DOT is divided into several teams, which market the Philippines' tourist destinations in various parts of the world. Team Europe handles the marketing for European countries.
M/s Albatross, the cruise ship that caters to European tourists especially German nationals, arrived in Zamboanga City last February 9 with more than 500 tourists on board.
The visit of m/s Albatross in the City of Zamboanga was considered a success, registering a zero incident of crime affecting its tourists.
The survey of the passengers in response to the four major tourist spots that the passengers visited showed a favorable rating, he said. The German tourists rated Sta. Cruz Island, Maasin Farmers' Village, Taluksangay and the city proper as "excellent" tourist spots, he said.
These German tourists will now spread the word that the city is a safe and an attractive tourist destination, he said.
"The recent successful visit (of m/s Albatross) is a proof that the private sector, the local government and the DOT can make the city a very successful destination for cruise ships," he said.
He admitted though that much work has to be done and that the local government and the private sector should work harder to sustain the gains from the resurgence of tourist arrivals in the city.
"I hope it should awaken both the city government and the private sector to be aggressive in marketing the city in future market mission, and not to neglect the seafaring tourists," he said.

Senator Edgardo Angara, Laban ng Demokratikong Pilipino (LDP) national chairman, yesterday declared that the unity ticket will respect the equity of the incumbent in the local elections including Zamboanga City.
“Isa sa pinakaunang ehemplo ng respect for the equity of the incumbent is Zamboanga where the mayor is Celso Lobregat, the vice mayor is Beng Climaco and 8 of the 10 (elected) councilors ay LDP lahat,” Sen. Angara said over nationwide radio, DZRH in an interview with Joe Taruc’s Damdaming Bayan program yesterday morning.
Angara said these after attending a meeting of the unity ticket’s arbitration committee, where he is a part of, Monday night. The committee is composed of heads of the different parties that coalesced with President Gloria Arroyo’s Lakas-Kampi party recently.
Angara said present during the meeting were President Arroyo, KAMPI National President Ronaldo Puno and Lakas national head Cong. Luis Villafuerte.
“So ang susundin naming ay ang equity of the incumbent, so ang mananaig dito in the case of Zamboanga ay ang mga taga LDP,” the senator reiterated during the interview.
He emphasized that all political parties that have allied with the president in the unity ticket are involved in the decision making.
When he announced his entry into the unity ticket last weekend, Angara stressed that he did not switch political parties but joining the group for a common purpose, which is for the welfare of the majority of the people.
Meanwhile, Mayor Lobregat said he is humbled and gratified by the thought that all political parties at the national level are aware that the local administration under his leadership is doing well in serving the public.
He said the LDP specifically in Zamboanga did not ask for the unity ticket initiative as the party remains very united and strong.

Zamboanga City - - Bureau of Internal Revenue (BIR) Deputy Commissioner (Depcom) Lilia Guillermo has expressed high regard to the administration of Mayor Celso Lobregat for his good and effective leadership that resulted to a record-breaking collection in 2005-2006.
Two other visiting BIR officials from Luzon and Visayas also expressed awe and admiration to the booming economy of Zamboanga including its scenic spots and hospitable people.
I was awed and captivated by the beauty of the place and the people themselves, Agnes Zafe, OIC head of the Revenue District Center-Visayas declared.
Depcom Guillermo, Zafe and Aida Sombronio, OIC-Assistant Commissioner, Taxpayer Assistance Service, were in the city yesterday to spearhead the launching of the electronic services (e-service) lounge at the BIR Regional office in Pettit Barracks yesterday morning.
Guillermo in her message said she is impressed by the many changes that have taken in Zamboanga since her last visit here some 16 years ago.
Many things have changed, she said stressing that it can be attributed to the will and determination of local leaders to bring about progress and development for Zamboanga.
During his short speech, Mayor Lobregat cited the strong partnership between the local government unit and the BIR that contributed to the significant increase in the collection of taxes.
While the local Revenue District Office under Roberto Bucoy has surpassed its goal for 2006, the city government also had a record breaking collection in the same year, according to the mayor.
Meanwhile Zafe said she is amazed by the many potentials of the city that could match other highly urbanized cities in the country.
“Hindi ko sukat akalain na my first time (visit) would be a memorable one. I hope I could come back”, Zafe said in her short message during the program.
Sombronio for her part expressed appreciation to the very warm welcome reception accorded to them by the Zamboangueno BIR personnel upon arrival at the airport. She said the hospitality of the Zamboanguenos is remarkable that she hopes to return here in the future.
The BIR’s e-services lounge is a public place equipped with internet capability to access the bureau’s e-services on line similar to the ambience of an internet cafe. It provides the taxpayers the convenience of accessing the BIR’s e-services such as e-FPs, eTIN, e-accreditation, eSales etc. with assistance providers by able BIR personnel.
Also present during the launching that coincided with the blessing of the renovated BIR building were BIR Regional Director Perla Bala, Assistant director Nasser Tanggor, Revenue District Officer Roberto Bucoy and other RDOs from all over Zamboanga Peninsula, Sulu and Tawi-tawi.

THE Western Mindanao State University (WMSU), with a financial assistance from the Australian government, is launching Tuesday a floating school in Zamboanga City's coastal area.
The floating school, the first of its kind in the country, will cater to the educational needs of indigenous people, initially targeting the Muslim tribe of Samal, staying in the coastal areas of the city.
The project was realized through a P1.3 million financial grant by the Australian Agency for International Development (Ausaid). WMSU provided a P1.4 million counterpart.
Australian Ambassador Tony Helly, who recently inspected the boat construction, said the financial grant is part of Australia's $70 million six-year development aid program for other countries.
In the case of the Philippines, 60 percent or more than $40 million of the development aid program goes to Mindanao, according to Helly.
WMSU director for barangay outreach program, Prof. Carmen Ramos, who conceptualized the project, said the Australian government provided the funds to build the boat while the WMSU counterpart will be for its operations including payment of salaries of its crew and teachers.
The boat, a twin-hull catamaran type vessel, has open-air classrooms and programmed to be comfortable to the students it will cater.
Ramos said the initial target number of students is 40 at 20 per class--adults and children.
The elders will undergo adult literacy program and livelihood skills and their children will be taught basic education. Both courses are free of charge.
Ramos said Samal residents of Barangay Mariki and Taluksangay are identified as the initial batches of students. Another batch is being organized in Barangay Sinunuc.
She said the students need not spent a single centavo in going to their respective classes since the boat will anchor at the shoreline of the barangays where they stay.
"The program is aimed to bring education services to the most deprived population of the city," Ramos said.
WMSU President Eldigario Gonzales said the students, especially the adults, will be given a P50 daily stipend to encourage them in completing their studies.
"They have to earn also. Otherwise, they will not attend classes and instead go out fishing, which is their main source of livelihood," Gonzales said.
He said they will adopt a teaching system that was implemented to foreign students who enrolled at WMSU and has proven to be effective.
He said what they did before to students, some of whom are from China, was to make them listen by using headphones to a voice tape containing lessons.
"From there, they started analyzing the words and learn. That's the easy way to teach them," Gonzales said citing one of the Chinese students has already completed English doctorate in London.
Ramos said they also intend to utilize the boat to render health missions during Saturdays and Sundays aside from rendering education services.

Today marks another milestone for Zamboanga City Special Economic Zone and Freeport Authority as it celebrates its 12th Anniversary.
Ecozone has lined-up various activities that would bring a festive mood in the 1st Industrial Park to formpart of day-long celebration.
Events will start with a motorcade to start in downtown going to Ecozone in San Ramon. It will be followed by a short opening program and a thanksgiving mass.
Various streetdancing numbers will be presented by participating schools in the west coast.
The highlight of th celebration is the inauguration of various infrastructure projects implemented under the administration of Ecozone Chairman Georgina P. Yu.
Together with the local officials headed by Mayor Celso Lobregat, Ecozone will inaugurate and bless at least 12 of its completed projects within the 1st and 2nd Industrial Park like the Staff House and Nature Park, Multipurpose Building, 7 Investors Houses, Water Production Well, Waste Water Treatment Plant, Gazebo Pavillon with Swimming Pool, 5 MVA Power Sub-Station, 69KV Transmission Lines, Electric distribution Lines, 3 Standard Manufacturing Building, Seafront Road Network, and Perimeter Fences.
After the inauguration of the projects, invitational ball games and other fun games will follow. An Anniversary Concert will follow at 6:00 p.m. at the Ecozone Quadrangle.

Malacañang has declared Monday, February 26 as a special (non-working) day in Zamboanga City in celebration of the city’s 70th Charter Day Anniversary.
The declaration, formalized through Presidential Proclamation 1241 and signed by Executive Secretary Eduardo Ermita, was based on request from Mayor Celso Lobregat in a letter sent last week.
Lobregat said the holiday declaration would allow local residents to fittingly celebrate the Dia de Zamboanga which will be marked by a series of activities initiated by the city government and some non-government organizations.
He convened the Dia de Zamboanga organizing committee to finalize preparations for the grand celebration including security matters and logistics.
Proclamation 1241 states that “it is but fitting and proper that the people of Zamboanga City be given full opportunity to celebrate the occasion with appropriate ceremonies”, thus, the declaration of a non-working holiday.
The document, copy of which was obtained by the Mayor’s Office yesterday afternoon was co-signed by Joaquin Lagonera, Senior Deputy Executive Secretary.
A well-attended civic military parade followed by the commemorative program will highlight the celebration on Monday. Newly-installed Zamboanga Archbishop Romulo Valles will be the keynote speaker and guest of honor during the program.
The celebration for the Dia de Zamboanga reeled off February 9 with the arrival here of a foreign cruise ship, M/S Albatros that ferried almost 500 European tourists.
Other highlights of the celebration include the Local Achievers’ Night with Aurora Governor Bella Angara-Castillo as guest of honor on February 24, at the National Museum Courtyard; Inter-school cheer dance competition back to back with the Zamboanga City Dance Academy: the Showdown (hip hop competition); competicion del selyo de Zamboanga and Asia’s Latin City Logo Competition.

Starting June this year, changes will take place at the Zamboanga International Airport (ZIA) as it goes under the control of the Manila International Airport Authority (MIAA).
Sun-star Zamboanga (www.sunstar.com.ph) reported Sunday that the changes will be in line with Executive Order 341, placing ZIA operation and control under MIAA.
Celso Bayabos, manager of the local Air Transportation Office (ATO), said changes in the operation and control of the ZIA will start in June this year.
Bayabos added that his function, assuming he will be retained, will be focused on the technical operation of the local airport.
He said the changes will likely include an increase in the collection of fees like terminal fees, rental of spaces for office or snack counters, and the landing, takeoff and parking fees of planes.
He said with the forthcoming changes, there would be improvement in the facilities and services of the airport but admitted no one among the personnel, including him, knows who would be affected once EO 341 is implemented.
ZIA caters to travelers, including businessmen, who are going to and from the other key cities like Cebu and Manila and coming to and from the other parts of the region.
Earlier, Bayabos said the Autonomous Region in Muslim Mindanao (ARMM)-Department of Transportation and Communications has taken over the operation and control of three airports in Mindanao.
These are the airports in Sulu, Tawi-Tawi and Cotabato.
Meanwhile, Zamboanga City police director Sr. Supt. Manuel Barcena said he will ask local government officials to give more supplies to the local police force.
Barcena said he has noted that some of the police stations under his command lack communication and other necessary equipment.
Barcena’s command covers 11 police stations, including one located in an island-barangay in Zamboanga City.
He said the communication equipment will be the priority on his request since it is important for direction and coordination especially in times of emergencies.
He added some police stations do not have adequate office equipment.
On the other hand, Barcena reiterated to all his officers and personnel to comply with the basic rules and regulations while rendering duty in their respective places.
“They should be always presentable to the public so that the people will trust the PNP. This is one of the basic regulations which many of us seem to forget," he said.-GMANews.TV

DAVAO CITY (Feb 23/MindaNews) – Zamboanga City will host the National Private School Athletic Association (PRISAA) Championship next year, bringing the games back to Western Mindanao after four years.
Western Mindanao PRISAA “accepted” the 2007 national games hosting after Davao Region PRISAA begged off, according to Davao Region PRISAA Athletic Manager Engr. Joaquin Sarabia.
“Many have wanted it to be held here in Davao but we don’t have a sports complex, “Sarabia said”.
Zamboanga City will host the national games of private schools for the third time. It hosted the games in 1993 and 2004. Lanao del Norte in Northern Mindanao was also among those considered to host the national games but many delegations expressed security concerns.
Lanao Del Norte has one of the best sports complex in the country equipped with world-class sports facilities. It has hosted the first Mindanao Frendship Games and Palarong Pambansa.
Games on tap in the PRISAA games include baseball, basketball, volleyball, swimming and track and field. Some 5, 000 athletes, coaches and officials from 17 regions across the country are expected to attend the annual sports event. :dj: :dance: :dance:

The city government of Zamboanga is once again preparing for the arrival of another European cruise ship in the city on March 5, 2007.
Mayor Celso Lobregat convened yesterday afternoon city government officials and other cooperating agencies to draw up plans and necessary preparations for the arrival of MV Astor with some 400 tourists from various European countries aboard.
Lobregat said that MV Astor will make a call on Zamboanga port following the successful visit of MS Albatros with 500 German tourists aboard who enjoyed the hospitality of the people of Asia’s Latin City last February 9.
From Europe, MV Astor sailed to Sulawesi, Indonesia then proceeded to the Philippines. Its two port calls will be Zamboanga City and Manila.
The European tourists will be visiting some tourists attractions in the city like the historic Fort Pilar Shrine and Museum, Maasin Christian village, Taluksangay Mosque, Sta. Cruz island.
Lobregat said that this series of tourist arrivals in the city is a sign of welcome and good appreciation from the international community which begins to acknowledge and appreciate the beauty of Asia’s Latin City.
Lobregat continues to appeal to the media to fully support the efforts of the city government in painting a good image of the city.

The world acclaimed Acrobatic Troupe of the National Taiwan College of Performing Arts will perform in Zamboanga City Saturday night as part of the 2007 Lunar New year Taiwanese Goodwill Mission.
The Zamboanga Filipino Chinese Chamber of Commerce Inc. and the Zamboanga Chong Hua High School Board of Trustees, in cooperation with Mayor Celso Lobregat, are organizing the rare event to give local constituents the chance to enjoy and be entertained by the world-class performance of the famed troupe.
The show starts at 7 p.m. Saturday at the City Coliseum at the Zamboanga City High School-Main campus in Tetuan.
Troupe Director Maysing Huang Yang, who is also the Overseas Compatriot Affairs commissioner, leads the Zamboanga goodwill mission.
In a courtesy call on Mayor Celso Lobregat late Friday afternoon, Yang hoped that local residents and other people in all societies would appreciate and accept the performance of the Acrobatic Troupe. She said the troupe was organized to promote greater skills in the folk arts.
The troupe tours different countries every year. The Philippines has been in its list of performance sites for the last three years. This year, Cebu and Zamboanga are the only areas chosen by the troupe to perform. Its performance tonight at the City Coliseum is the second in Zamboanga since last year.
The Acrobatic Troupe was organized on July 1, 1990 by the Fu-hsing Academy to promote folk arts. The first troupe leader was world famous acrobatics master, Lee Tang-Hua and later taken over by Dr. Cheng Rom-Shing. At present it is guided by Yueh-ying Liang.
The troupe is composed of 40 regular acrobats who have performed all around Taiwan, Europe, North America, Central America and Southeast Asia. Aside from entertaining the overseas compatriots, the troupe's performances have established strong friendship and caused cultural interchanges in these regions.
The two-hour performance will include the flag dance and martial arts show where the acrobats jump, hop and somersault over the flag with ease in the powerful drumming tempo; the melody on the hands where people can see balls and rings dancing on the acrobat's hands; the rocking board where the acrobats keep great balance and perform a series of stunts while standing on a rocking board; the Up to the Sky where one will see great balancing skill and heroic postures just like an eagle on the steep cliff; the happy life where funny skills of egg-beating will make every one laugh; and the Rain...heavy rains, a performance where raindrops play a romantic melody and fall into lovers' hearts under banana trees.

A multi-million peso “virtual nursing laboratory” is scheduled to be operational in the Western Mindanao State University (WMSU) by the start of the next school year to provide high-tech, critical patient care training to its over 3,000 nursing students.
WMSU President Dr. Eldigario Gonzales recently signed the contract for the setting up of the completely computerized human-simulation laboratory in the nursing school building located in the university campus. He said the facility is so far the first of its kind to be established in the Philippines. A contractor based in Saudi Arabia will set up the laboratory, which will occupy the equivalent of three classrooms’ space and will look exactly like a hospital laboratory. Computerized mannequins that will respond as real human beings would do ministrations by nurses or doctors will act as virtual patients for the nursing students. The mannequins, Dr. Gonzales explained, will also display symptoms of specific diseases or other trauma or degenerative conditions as programmed by the simulation system. They will have heart beats that may be tweaked to simulate arrhythmia, for example, and the students will learn how to administer the condition through hands-on nursing procedures. One virtual procedure involves the delivery of a baby in a “full body basic maternity simulation”.
This will tremendously boost the quality of our instructions, that will attain globally-prescribed skills standards of the profession, College of Nursing Dean Dr. Gloria Florendo said. The nursing skills benchmarked in the center’s softwares fully conform to international ratings, she added. In addition, the apparatuses are as state-of-the-art as those used today in modern hospitals. WMSU, she added, will obtain internationally-accredited certification for nursing students’ RLE obtained from this center, Dr. Florendo said.
A variety of medical conditions are programmable and will allow for hands-on training for the students, similar to how pilots or astronauts learn simulated flying, without the risks of handling actual patients, or dangerous flying conditions in the case of the pilots. Students’ individual progress will be monitored by the softwares and each must hurdle skills competency rating systems. The virtual laboratory, Dr. Gonzales said, will teach them to think on their feet as the mannequins respond to learners’ applied skills..
Instructors and technicians of the contractor are scheduled to start coming to WMSU in April and finish their work by June, in time for the start of next school year’s classes. Aside from the mannequins, the laboratory will have computers, medical equipment, audio-visual instructional gadgets, and operating room paraphernalia.
The contractor will also continuously train WMSU nursing faculty members how to operate the laboratory.
Dr. Gonzales said WMSU is not paying any start up cost for the project but will amortize it over a period of seven years. The amortization will come from the usual laboratory fees paid by nursing students as part of their matriculation. This laboratory fee is now paid to hospitals where nursing students are sent for their required laboratory experience (RLE).
He said the patient safety center, which will operate round the clock, will also be made available to nursing students of other schools in the city. Aside from WMSU, there are also nursing students enrolled in Ateneo de Zamboanga University, Brent School, Universidad de Zamboanga community hospital, and Pilar College. He noted that with the large number of students in the region, local hospitals are hard pressed to accommodate them for their RLE stints, wherein each student is expected to log 2,000 hours in actual patient care. Students in the city are now assigned even to farflung hospitals in the region. The virtual laboratory, he said, will help relieve this logjam.
However, students will still be sent to hospitals for actual learning experiences of some aspects in the management of patients especially in operating room settings, he said. But the virtual lab will substantially reduce the usual 2,000 hours of RLE now done in hospitals, he said. ENDEARED by the beauty of Zamboanga and its people, Ambassador Hsin Shing Wu of Taiwan, Republic of China (ROC) has assured continuous assistance to Zamboanga City in a bid to make the place more vibrant and vigorous.
"I am pleased to come back to Zamboanga City. I feel that the city under the leadership of Mayor Celso Lobregat and his set of officials is becoming more dynamic," the envoy said during the opening program for the spectacular acrobatic show dubbed "Taiwan Touch Your Heart" at the City Coliseum in Tetuan Friday night.
As this developed, Mayor Lobregat thanked the government of Taiwan for bringing in its famed Acrobatic Troupe for the third year now as well as for the numerous motorcycles, fire trucks and other assistance to the city the past years.
"Indeed, Taiwan has touched the hearts of the Zamboangueños," Lobregat declared in his welcome message during the program. The 38 motorcycles as well as the two fire trucks donated by Taiwan through Hon. Wu late last year are very useful in the peace and order campaign and in the fire-fighting effort, he said.
The Taiwanese ambassador expressed optimism that Zamboanga City would reach greater heights under the Lobregat administration. And to help in the effort, the Taiwan government, he said, would bring in more resources such as motorcycles, fire trucks and anything that can be of help to Zamboanga.
"Even though Zamboanga City is located in Southern Philippines, this Asia's Latin City is the most beautiful and fantastic place," Hon. Wu declared adding: "therefore even though Zamboanga City is so far from Taiwan, we will never forget the city and its people."
The Taiwanese envoy along with Deputy Minister Yang Maysing Huang spearheaded the 2007 Lunar Year Taiwanese Goodwill mission to Zamboanga.
The Acrobatic Troupe, for the third year now, wowed the Zamboangueño audience composed of city officials, school children, and people from all walks of life with their world-class performance.
The show opened with the Lion Dance aimed to bring good luck back to back with the God dance and ribbon dance aimed to deliver good fortune.

SPAIN is extending a total of P100 million worth of assistance for various projects in Zamboanga City and Basilan province.
The projects are aimed at improving the living conditions of the people.
Three non-government organizations (NGOs), a university research group, and a Spain-based NGO have formed a consortium called the Zamboanga Basilan Integrated Development Alliance (Zabida) to formulate and implement the development projects.
The three NGOs are Nagdidilaab Foundation, Peace Advocates for Zamboanga (PAZ) and Katilingban Para sa Kalambuan. They will be working with Western Mindanao State University (WMSU) Research, Extension and Development (RED) and Manos Unidas, a Catholic-NGO based in Spain.
The participating parties signed an agreement Tuesday, at the Office of WMSU President Eldigario Gonzales, to formalize the consortium.
The Spanish Government, through Cooperacion Española, will provide the funding for the projects, Carmen Valdez, a Spanish national and representative of Manos Unidas, said.
Manos Unidas is represented by Jose Luis Palomo, Goril Meisingset and Carmen Valdez.
Valdez said the development assistance package has five components: (1) Good governance, through empowerment of the communities; (2) Improvement of human living condition by providing health services and drinking water; (3) Improvement of economic well-being by providing entrepreneurial training and credit for micro-enterprises; (4) Environment protection; and (5) Peace and security.
Fr. Angel Calvo, head of PAZ said Zabida will be involved in organizing the community at the grassroots level. The villagers and local government officials will be given training in capacity building.
"In fighting corruption, we will work to popularize the issue of corruption and we will be engaging the various sectors -- business, the academe, civic organization -- so that we will be able to denounce graft and corrupt practices at all levels of the government," he said.
The livelihood component consists of expanding the credit facilities to farmers, fishers and women in Basilan whereas in Zamboanga City, credit will be made accessible to flower vendors, tricycle drivers, and other marginalized sectors of the community.
The consortium is charging 1.5 percent interest per month to loans it would give out.

AN INTERNATIONAL information technology (IT) firm and a local non-government organization (NGO) have started construction of housing units in a government-owned resettlement site.
The move, an offshoot of a pact between the two groups and the City Government, is aimed at uplifting the lives of the poorest of the poor in Zamboanga City.
The construction started last Thursday.
Trend Micro Incorporated chaired by Steve Chang and Gawad Kalinga (GK) Zamboanga chapter headed by Deo Maranga agreed to jointly build 108 houses at the City-owned Tulungatung Resettlement site in the west coast.
Trend Micro Incorporated is a global leader in network anti-virus and Internet content security software and services while GK is an NGO composed of members from Couple for Christ, a religious organization.
Dubbed as Trend Micro GK Village, the Tulungatung resettlement area will include a multi-purpose hall, a health center, and a Sibol School with playground that is inspired by the GK advocacy of "building decent homes and a clean environment" intended to address the health, education, and livelihood needs of the poor.
The beneficiaries of the housing units will serve as the labor force in the construction of houses that would later become their own shelter.

Muchas gracias, Ánimo. I knew the information until 2000 but I didn't know it was more and less a million already, i'm so happy :) but I can't understand why there aren't census every year. Adiós y una pregunta más (and one question else): Are the five dialects intelligible to each other?.

Claro que si hay diferencia... the Northern versions (Cavite and Ternate) have a much more influence from the Tagalog language and the Southern versions (Cotabato, Davao and Zamboanga) have a Cebuano language influence. Both I believe are intelligible because they are based in Spanish and also have a little Portuguese influence too.

Before summer started, there was a proposal to start a Wikipedia for Chavacano. My vote was in conditional support; the condition was that the type of Chavacano had to be specified (in this case, Zamboangueño). It passed sometime thereafter. One of the reasons why I had conditional support was that the three varieties of Chavacano are different from each other. And to illustrate this, I showed the pronouns in each of the three main living Chabacano varieties, Zamboangueño, Caviteño, and Ternateño. A chart of which is below (and now in the Chavacano article on Wikipedia):

In more polite speaking, the Spanish pronouns are used; tu, usted, nosotros, vosotros, ustedes, and ellos. Since nosotros is used, the inclusive/exclusive distinction is loss.

Caviteño and Ternateño seem to the more Spanish-based innovations than Zamboangueño does. Vo seems to come from Spanish vos, which is an old way of saying "you" that survives in some South American (especially Argentina) and Central American dialects of Spanish.

As far as Caviteño nisos, busos, and ilos are concerned, I'm somewhat puzzled. I could be wrong, but they appear to be from nosotros, vosotros, and ellos but I'm not sure where the -os ending came from. It's most likely to mark the plural.

i always thought that it was from Portuguese "ele = he/she", since the Portuguese was the 1st who settled in Asia~ also not all Spanish soldiers are from Spain~ there were some hired Portuguese soldiers(like Magellan)~ & there was a time when the king of Spain & Portugal was one~
btw about the Ternate thing, i have read some articles about it stating that it was more like a Portuguese creole than Spanish~

A peace dividend in Mindanao
“WELCOME to Asia's Latin City”, proclaims a giant poster at Zamboanga's airport, beside a smiling picture of the mayor, Celso Lobregat. This does not refer to the port city's reputation for Colombian-style lawlessness, but to its Spanish-derived dialect.
Locals claim Zamboanga has been unfairly tarred by its proximity to the Sulu archipelago, stronghold of Abu Sayyaf, the al-Qaeda-linked separatist group with a nasty sideline in abductions and banditry. Business has not been helped by the fact that foreign tourists and Christian missionaries have been among the victims of violence. These days, though, Zamboanga is enjoying a modest peace dividend, thanks to an American-supported military campaign against Abu Sayyaf.
This operation began on the island of Basilan in 2002, and has since moved to Jolo, where Philippine troops claim to have killed or captured as many as 200 militants since August. The 450 or so American soldiers keep a low profile. They were nowhere to be seen last month when a European cruise ship carrying elderly German tourists docked in Zamboanga, the first such vessel to visit since 1998.
In 2005, the Zamboanga peninsula was the fastest growing region in the Philippines, with GDP growth of 7.2%. There are no more recent data, but Mr Lobregat points to more good news such as two new outlets of Jollibee, a Philippine fast-food chain. Teresita Sebastian, regional manager of the Philippine National Bank, says bank deposits are climbing, though loan growth is still modest. Three new shopping malls are going up in the city centre.
Such prosperity is less apparent on Basilan, a 30-minute ferry ride away. Local businessmen fret about crime, despite a fall in kidnappings and bombings since the expulsion of Abu Sayyaf in 2002. Tensions are rising ahead of local elections in May. Politicians are accused of beefing up their private armies, a standard and troubling feature of Philippine elections. Last year the mayor of Isabela, the island's capital, was shot dead outside his office by an allegedly deranged Muslim gunman. Two prominent political clans, one Muslim, the other Christian, are vying to replace him. Plainly, the region's troubles run deeper than just those in Abu Sayyaf.

ZAMBOANGA CITY — The Western Mindanao State University is set to inaugurate today its award-winning floating school for the indigenous Badjaos (sea gypsies) living in the coasts of Zamboanga City.
Dr. Eldigario Gonzales, WMSU president, will lead the WMSU officials in the inauguration of the floating school, Tampat Ilmuh Ma-Dilaut, at 9 a.m. at the Cawa-Cawa Boulevard.
Gonzales, also president of the Philippine Association of State Universities and Colleges (PASUC), has invited to the inauguration ceremony the different presidents and their athletic delegates who are participating in the 2nd PASUC National Sports Olympics in Zamboanga City.
The WMSU’s floating school won in 2005 the World Bank’s Bagong Paraan project contest and obtained an initial funding of P1.4 million. The rest of the funding requirement came from the Australian Agency for International Development (AUSAID).
Gonzales said the floating school will address the education problem of the city’s sea gypsies in their own culture and environment until such time they will be ready for integration with the normal educational system of the Department of Education.
He said WMSU faculty and staff will be assigned to manage the basic educational requirement of the Badjaos. Badjao parents and their children will board the floating school for their sessions of classes.
The Badjao parents will be given allowances under the program so they will focus on their studies and not be bothered to earn their living even while attending to their studies.
"We thought of this idea as this is part of WMSU’s extension program following the theme La Universidad Para La Comunidad," Gonzales said.
"This is the first of its kind not only in the Philippines but in the entire world. It must be WMSU’s pride and Zamboanga City’s as well."
The floating school is placed under WMSU’s COPBA and WMSU’s Extension Services Department headed by Prof. Carmen Ramos and Prof. Lucio Somblingo, respectively. (PNA)

THE mayoralty race in Zamboanga City turned into a three-cornered fight after a lady educator decided to throw her hat into the political arena for the second time.
Communications and Technologies (Comtech) Institute administrator Cleofe Carmelita Cajucom filed last Thursday her certificate of candidacy (COC) for mayor, running as an independent candidate, ahead of the standard bearers for two major political camps.
The first time Cajucom ran for mayor was in the 2001 elections. The different women's groups in this city endorsed her.
Second to file his candidacy for mayor together with his party members is former priest Crisanto Dela Cruz of Kabalikat ng Mamayang Pilipino (Kampi).
Following Dela Cruz was incumbent Mayor Celso Lobregat and his party mates who filed their candidacies as Lakas-Christian and Muslim Democrats (Lakas-CMD) despite belonging to the Laban ng Demokratikong Pilipino (LDP).
For the vice mayoralty race, it is a five-cornered fight among Bar topnotcher Vic Solis, Kampi; Councilor Milabel Velasquez, Lakas-CMD; Councilor Jose Manuel Dalipe II, Nationalists People's Coalition (NPC); Tumaga barangay chief Rodolfo Bayot, independent; and businessman Ismael Mustapha Jaalam, independent.
It is a one-on-one fight in this city's first congressional district between Western Mindanao State University president Eldigario Gonzales of Kampi and Vice Mayor Ma. Isabelle Climaco of Lakas-CMD.
A three-cornered fight emerged in this city's second congressional district when former soldier Samuel Francisco Inesando filed his COC as independent candidate.
The other two candidates for the second congressional district are former vice mayor Susan Delos Reyes, Kampi, and incumbent Congressman Erico Basilio Fabian, Lakas-CMD.
Aside from the complete slates of Kampi and Lakas-CMD, seven other politicians filed their COCs, including two as independent candidates, according to District I election officer Roy Cuevas.
Running for council seat representing the NPC in the first district are former vice mayor Roberto Ko, former city councilors Maximo Enriquez Jr. and Charlie Mariano, and former Zone II barangay captain Basilio Rusil, and Tetuan barangay councilwoman Susan Cabato for the second district.
Those who filed COCs as independent candidates are Councilor Luis Climaco, second district, and businessman Abdurahman Tagayan, first district.
Lobregat said they carried the Lakas-CMD banner despite being an LDP since they are the official candidates of Malacañang's Team Unity in this city, following the equity of the incumbent rule.
Lobregat said all of the political parties that comprise Team Unity have signed an agreement declaring his group as the official candidates in the local level.
For the first time, the electorates in this city will be electing congressmen and councilors by districts, following the recent division of this city into two congressional districts.
Each of the congressional districts will have eight seats in the City Council.

A Zamboanga-based fish canning company bagged the “Top Seller for food Sector” national award in the recently concluded National Trade Fair (NTF) on March 14-18, 2007 at the SM Megamall in Manila, organized by the Center for International Trade Expositions and Missions (CITEM) of the Department of Trade and Industry (DTI). Said award catapulted Region 9’s total sales to the top, making it as NTF2007 Top Selling Region.
NTF 2007 had for its theme “A Celebration of Filipino Lifestyle”, and was closely coordinated with the DTI’s Regional Operations Group, which was responsible for gathering participant-manufactures from various provinces all over the country to the said national product showcase. The NTF 2007 saw a total of one hundred ninety-eight (198) participants, with four (4) coming from Region IX of which three (3) were Zamboanga-based. The region’s exhibitors were Mega Fishing Corporation, Revil Crafts & Fashion Accessories, YY Sea International, Inc., all based in Zamboanga City, and ADS Bamboo Crafts the lone participant from Dipolog City.
Zamboanga City’s very own, YY Sea International, Inc., maker of the Sabroso brand sardines won the “Top Seller” (Food Sector) in the year’s NTF, which eventually made Region IX as the Top Selling region with a total sales of Php49,105,500.82. Mega Fishing Corporation on the other hand, has been consistently making its mark in the global market. At present, it is already catering to a total of thirty (30) foreign markets from US, Canada, Europe, Middle East Countries, Africa and other Asian countries. Lastly, Revil Crafts & Fashion Accessories made a very good showing as reflected by the NTF cash sales report on top of its on-going negotiations with potential buyers.
With all these taking place, the local DTI is more bent in ushering the local small and medium entrepreneurs to new and larger income opportunities, encourage them to utilize, develop, hone and upgrade their skills and talents thereby empowering them to help create jobs in the communities. THE City Council of Zamboanga City landed second place in the recently concluded 2006 Local Legislative Award of the Department of Interior and Local Government (DILG).
It bested other contenders in the Highly Urbanized City (HUC) category nationwide.
The Local Legislative Award is an annual award being initiated by the DILG in coordination with the Philippine Councilors' League (PCL) that bestows honors on legislative bodies based on their accomplishments during the period of one year.
In the regional level, the City Council-Zamboanga City ranked first in the HUC category.
Vice Mayor Beng Climaco acknowledged the contribution of the city councilors who steadfastly made the city legislative body's achievements worthy and deserving of the award.
"We offer the award to the people of Zamboanga as they have served as our inspiration in every legislative initiative, we, lawmakers put forward," she said.
She said: "It is indeed a great honor for Zamboanga City to be chosen as the Second Best local legislative body besting other outstanding legislative bodies throughout the country."
Climaco led the City Council in bringing honor to the city by passing 109 ordinances and over 2,000 resolutions since the start of its term on July 1, 2004.
She said these ordinances and legislative measures were based on carefully researched initiatives originating from genuine concern to uplift the well-being of the people of Zamboanga and addressing as well as the needs of various sectors.
Among the important legislations crafted by the City Council were the Zoning Law, the Children's Welfare Code, the law creating the multi-sectoral AIDS Council, the ordinance establishing public cemeteries in the different districts of Zamboanga, the Executive Budget for 2005, 2006 and 2007, the City government Plantilla Ordinance and many others.
"We will continue with our work despite of our campaign and this award gives honor and pride to the city. We thank the DILG and the PCL for recognizing our efforts. It is however the people who are the best judge of our work," she said.
Councilor Rudy Lim received the award during the awarding ceremony held in Cebu City.
Cebu City got the First Place while Zamboanga city placed second. Other awardees were: Naga, third place; Baguio, fourth; General Santos, sixth; Mandaluyong, seventh; Lucena, eight; Dagupan, ninth; Davao, tenth; Butuan, eleventh; and Iligan, twelfth.

Summer time in Zamboanga this year is expected to be more awesome and exhilarating, as the city government offers exciting and fun-filled events.
The summer festival kicks of with the ZAMP EN Kite-flying competition at the Joaquin Enriquez Memorial Sports Complex at 7 am. on April 14. It will be a colorful display of flat and figure kites made by kite enthusiasts from all over the Zamboanga Peninsula. Participants and the audience alike will have the chance to take home summer freebies.

BIR-Zamboanga City again added another "feather on its cap" as it easily over shot its 1st quarter collection target for this year.
In an interview with Revenue District Officer Roberto Bucoy, data showed his office collected P92, 471, 331. 29 for January this year, P 16.5 M higher or 22% increase from January 2006; February 2007 collections reached a total of P76, 158, 760. 20 compared to the P63, 775, 305. 25 collections for February last year, or an increase of 19%, while March collection hit P79, 751, 050. 59, P10.7 M more than last year, or a 16% increase.
RDO Bucoy expressed optimism that they can surpass their target set by the Department of Budget and Management for this year. As a testament to this, Mr. Bucoy revealed that his office has already collected a whopping P16, 079, 530. 38 for the first two days of April.
RDO Bucoy credited this huge success to the tax-paying public for paying their right taxes and to the massive tax collection campaign of BIR to further boost tax collection in the city as the level of compliance of the tax payers has increased.
"We owe this to the tax-paying public for paying their right taxes. We can proudly say that our tax collection campaign is a great success as can be gleaned in our collections", Bucoy said.
He thanked the people of Zamboanga for religiously paying their taxes which helped BIR collect over a billion worth of taxes last year. He also appealed to the people to continue paying their proper taxes.
In line with this success, Revenue District Officer Roberto Bucoy was awarded as one of the 15 Most Outstanding Revenue District Officers in the Philippines by the Rotary Club of Makati last March 30, 2007 at Manila Hotel.
RDO Bucoy proudly announced this is the first time a Zamboangueno was given the distinction for overshooting tax collections in the district level for three consecutive years, the recent was the breaching of the Billion Peso mark in tax collection last year. He also stressed that Region 9 has also overshot its target collection last year, one of the only eight regions which met or surpassed its target collections.
Mr. Bucoy expressed his gratitude to the tax payers in the city for helping him achieve this success. He urged them to continue to pay proper taxes to help the government and the city of Zamboanga. (PIA) [top]

AS EMBEDDED in the city's development strategies, Sangali will be developed as a seaport industrial town that will serve as the secondary political, economic, and socio-cultural center of Zamboanga City.
City Mayor Celso L. Lobregat reiterated the commitment of the City Government to serve the constituents of east coast barangays with the establishment last year of a city hall extension office in Sangali.
Taking his campaign to Sangali and adjacent barangays with his "Team Unity" candidates for vice mayor and councilors in the company of re-electionist Congressman Erico Basilio A. Fabian, Lobregat said other barangays in the east coast will get their share of development with the introduction of modern farm implements to make these areas agriculturally productive.
He told the people of Sangali who came in droves that the city shall produce agricultural raw materials for food processing.
"It is our aim to increase our production of coconut, banana, seaweeds and mango to enhance farmers-fishermen organizations with the ample support of modern facilities," Lobregat stressed.

well, they can understand indeed but it takes secs to analyze the spanish lang into a chavacano...
although i dont know chavacano much but there is a lot to learn in the spanish language specially in the sentence structure...its quite hard...although some words in chavacano represent the spanish words...i say chavacano is like a messed up spanish language and its not a branch of the spanish language but a creole...

El chabacano es una lengua criolla de Filipinas y parte de Sabah derivada del español .
Se habla en las provincias de Zamboanga, Zamboanga del Norte, Zamboanga Sibugay, Zamboanga del Sur, Basilán, Cavite, Cotabato, Davao y Tawi-Tawi en Filipinas; y se ha extendido por la inmigración de filipinos hasta Semporna en Sabah, Malasia.
Es hablado por 607,200 personas según el censo demográfico de 2000 en Filipinas, y por unos 12,000 en Sabah.
El chabacano es un habla popular básicamente española pero con notables alteraciones fonéticas, morfológicas, sintácticas y léxicas, con influencia de lenguas como el tagalo y el bisayo. Sinembargo El chabacano y Espanol hay algunas palabras diferentes. Por ejemplo... a un chabacanohablante la palabra seguro significa como quizas en castelano.. Y "seguro" en castellano significa "sure"...

anyways, is it so hard to learn chavacano??? i really want to learn your dialect... cool...

ZAMBOANGA CITY – Philippine Airlines (PAL) deployed its latest single-aisle aircraft, the Airbus A319, on the trunkline route between Manila and this southern city, the business hub in Western Mindanao.
PAL president Jaime Bautista, who joined the maiden flight Monday, said the flag carrier upgraded its operation to international standards with the introduction of the Mabuhay (Business) Class service.
Bautista and other top PAL executives arrived at the Zamboanga International Airport at 5 p.m. Monday, signaling the start of the flag carrier’s newest Business Class service.
Top city officials led by Mayor Celso Lobregat welcomed the PAL executives.
"This is our newest (addition) to the PAL fleet which features eight Business Class seats with individual in-seat entertainment system. It represents the new colors of PAL," Bautista said.
He said the Airbus A319 was deployed to provide passengers with the best service and to differentiate PAL service from the competitors’.
The PAL now operates two of the same aircraft type and would be taking delivery of an additional Airbus A319 next month.
The A319, delivered to PAL late last year, is part of the carrier’s comprehensive fleet modernization program that would see the acquisition of up to 20 brand-new A319s and their sister aircraft, the A320, over six years.
Bautista said they are expecting a load factor of over 80 percent in this southern port city with the growing number of passengers.
Lobregat said PAL’s introduction of its Business Class only shows that the city is increasingly being recognized as the region’s business capital.

Diversos estudios aseguran que los sonidos, el vocabulario, la indumentaria, las letras y la actitud de este estilo se basan en el bandolerismo y la delincuencia; estas acusaciones serían aún más graves que las de seximo. Este es el motivo de que en España numerosas emisoras de radio se nieguen a fomentar este fenómeno.

Lobregat personally made the request to PAL President and Chief Operating Officer Jaime Bautista, who along with other PAL top executives touched visited the city Tuesday to launch the Mabuhay (Business) Class service via the Airbus A319.
Lobregat said the flag carrier can well support Zamboanga's new branding by using Chavacano spiels in greeting the passengers aboard before landing and take off. The playing of Chavacano songs aboard the plane is also welcome.
It is a standard procedure of airline companies including the PAL to greet their passengers before landing and take off using the English or Filipino (Tagalong) languages.
The city government under the Lobregat leadership has recently launched the Asia's Latin City branding as a result of the City Development Strategies (CDS) project. The new tag cites the city's unique chavacano dialect, which is a Spanish derivative. Zamboanga is the only city in the country and entire Asia where majority of the residents speak Chavacano.
Lobregat together with Vice Mayor Beng Climaco welcomed Bautista and party at the airport. The PAL executives were ferried to Zamboanga by PAL A319 marking the start of the flag carrier's new bi-class service to the city.

Hola amigo, este el bueno plano. Yo tambien ta piensa porque no hay radio FM alli na sa Zamboanga que el musica todo en Chavanco o en Latino. El sugestion para tambien nosotros chavacanos para preservar el cultura latino del asia. Antes yo ta estudia alli na WMSU, you precura mas fuerza con diaton Mayor que noay ayuda del grupo para primera projecto para poner un Radio-Zamboanga furo Chavacano. Amigo necicita kita Zamboangenio hace mas abierto el presencia para con todo no chavacanos querre visitar aqui en Zamboanga, en particular nos otros Tagalog que muy grande el impluwensia para matar el Chavacano en Filipinas egual ya queda en Cavite que el Chavacano Cavitenio no mas usar con nuevo generacion.

Ese!!!!! wow yo espera mas mucho tiempo para saber si esta futuro de Zamboanga queda realidad. Antes el grupo de amon tiene tambien plano o projection egual con el FVR vision 2000 pero hasta hoy nuay realidad. el problema el politica. ESE necicita cambia, nuay mucho investor ese tambien necicita poner atencion. Sabe ustedes el Zamboanga el centro del comercia del western mindanao pero el publicidad muy malo, porque mismo el prenza o media el culpa. Mas querre sila man brodcast el negativo compara con el positivo. Por eso kita Zamboangenio hace un realidad controlar este media que tiene malo piensamiento con de aton ciudad. Necicita marcar este periodico que pirme Zamboanga el centro del balita maskin el lugar donde el centro del gulo apuera.
Pareng suporta el necicita del todo Zamboanguenio para el image hace mas limpio.

Este... ahora na radio el ta-toca lng sila maga cancion de GHOST13.. el nuevo cancion di ila que ya puede eu oi na radio FM es aquel cancion que se llama "cuero"... puede ser que sila el sikat ahora.. hinde pa tanto bien exposed maga raperos na radio porque dol falta supporta na musica local el radio aqui...
