City gov't eyes dev't of more commercial districts

THE local government is eyeing more areas to be developed into commercial districts in Zamboanga City.

City Planning and Development Officer Melinda Cabato said they have identified 10 places in the city to be converted into commercial districts.

Cabato said the present commercial area in downtown would serve as the central commercial center of the city.

She added that the expansion of commercial places is aimed to attract more businessmen locally, as well as those from other places to pour in investments.

She said there will be also more job employment opportunities with more investments coming in.

Zamboanga City serves as the center for shopping by people from nearby provinces. The city has several big business establishments that are selling good quality products that could be found in some of the major malls in the metropolis.

Aside from that, business establishment owners from nearby provinces acquire their stocks through the local malls. (Bong Garcia)

On the matter re Third Congressional District: Fabian leans on ‘vox populi’

Congressman Erbie Fabian yesterday disclosed that he will abide by the decision of the people in connection with the creation of the third congressional district in Zamboanga City.

“If the people want me to file the bill in the House of Representatives and that they support the creation of the third district, then what can I do other than to follow what they ask,” Fabian stressed.
Fabian, who conducted another consultation at the Inland Resort in barangay Boalan, noted the overwhelming “Yes for 3rd district” mandate by the participants who were made to give their thoughts on the reply form with regards to the issue.
More than a thousand college students from different schools under the Commission on Higher Education, mothers and out of school youths under the Technical Education Skills and Development Authority (TESDA) who are Fabian’s scholars, attended the dialogue/consultation at the same time the annual Christmas party being tendered by the district 2 representative.
The participants were made to answer three questions on the prepared reply form to wit: 1. Are you in favor of the creation of the 3rd district of Zamboanga City 2. Are you in favor of the filing of the bill for the creation of the 3rd legislative district, when should this bill be filed and 3. How do you suggest the apportionment of the barangays?
Fabian invited past IBP president Atty. Giovanni Luistro who spoke on the advantages of having another district and Mayor Celso Lobregat who gave another opinion.
In his message, Luistro disclosed that at present the two representatives of Zamboanga City are bringing home at least P150 million in Countryside Development Funds which would mean many projects for the different barangays and an additional congressman would mean additional CDF and more projects and development.
However, Lobregat countered that only congressmen who are close to the administration are getting big CDF.
“Look at Congressman Guingona the cousin of Councilor Nonong Guingona who is an oppositionist, he has little of the CDF,” Lobregat remarked.
Luistro on the other hand, praised Fabian for his very good job in Congress and his better service to the people.
“El Congressman Fabian mucho buen cosa ya ase para del pueblo. Mucho proyecto y mucho beneficio. Na si tiene pa kita otro Congressman Fabian hinde ba mas mucho beneficio,” Luistro said in Chavacano.
“Just like now, Fabian has 1,000 scholars under TESDA and having another representative would double the number of scholars,” he continued.
Luistro stressed that the “ball is in the court of our two representatives” as he urged them to already file the bill in Congress before it is too late.
He said that the city which has 776,000 population is now entitled to three congressional districts.
Lobregat, on the other hand, countered that the Philippine Constitution states that there should only be 250 congressmen in the House of Representatives,
He said the Philippines’ population has already reached 88 million and under the principle of one congressman per 250,000 population would connote that there should be more than 350 representatives in Congress.
The mayor further said that Quezon City today has more than 2.6 million population and under the same principle should have at least ten representatives but has only three.
He said that the primary function of the legislative body is to make laws and not necessarily to go after the CDF.
Luistro tried to counter the mayor, however, Lobregat said he does not want to debate further on the issue as he excused himself saying he has other important matters to attend to. (Nonong Santiago)

Dalipe commends city dads on amusement tax cut



Vice Mayor Mannix Dalipe commended the city councilors for passing an ordinance lowering the amusement tax rates of the city.
Dalipe said he is happy that the ordinance was able to muster enough votes from the members of the city council despite the Executive Legislative Agenda (ELA) meeting called by Mayor Celso Lobregat last month seeking support to his proposed amendments to the amusement tax ordinance.

During the last council session held on Tuesday, majority of the city councilors decided to lower several tax rates in the amusement tax ordinance and approved the same on second and third reading.
Councilor Rudy Lim reminded the councilors that there was already an agreement between the councilors and the City Mayor relative to the proposed amendments on the amusement tax ordinance. However, the majority still decided to include the lowering of several tax rates.
Dalipe explained that several proposals for amendments presented to the council as per ELA meeting did not get the support of the majority of the councilors, thus further amendments were made including the lowering of the tax rates.
Dalipe said that what the councilors did will surely benefit the city. “With the lower amusement tax, more promoters of concerts and other entertainment shows will now be interested in staging their events in the city. This will surely help boost our tourism industry.” (PRESS RELEASE)

this is a good move in order to attract performers in the city..lower amusement tax means, increase in the number of amusements in the city..

by the way, according to the ordinance, the definition of amusement includes the concerts, cock derby, etc..

haha hey, yeah I'm enjoying it here...was at our farm in Cabaluay yesterday, went to town to check out the place ( Mindpro, gateway, Southway) not bad, I mean, improving though nothing much.

the christmas lights along EAB - sta maria road was pretty depressing though love the light in city hall.

already had party at my aunts place in pasonanca overlooking the city ( a house inside zamboanga plaza compound)

lantaka tomorrow night for late night coffee after dinner....exploring the city bit by bit haha

^^Ahh same sila dine-in store pero ung sa harap ng MPC Stand alone Store un di kc sya sa Mall not unlike sa Gateway nasa Loob kc sya ng isang Mall kaya unang dine in-mall store ng Mcdonald's ung nsa gateway...kkk:)
by the way ung sa harap ng MPC is a Franchised one while the Gateway McDonald's is a company owned.......try niyo may differences sila sa prices.....:lol:
