Located at the tip of the Zamboanga Peninsula in the Mindanao Island group in the Philippines, the City of Zamboanga is a chartered city independent of the province of Zamboanga del Sur in terms of funding, administration, and so on. The early Malay settlers known as Subanons ("people of the river") named the place Jambangan or Tambangan ("land of flowers"), and the city is still known for its many species of flowers, especially orchids. The Samal and Badjao ethnic groups who came to the city in their vintas or native boats called it Samboangan, referring to the wood poles they used to dock their boats.

The Spanish established a small garrison on the site in 1596, but they failed to hold it in the face of repeated attacks by the Moros, various Muslim ethnic groups of Malay descent who had dominated the area from the 1400s. In 1636, the Spanish reestablished themselves in what is now known as Fort Pilar, which remained the center of Spanish rule in the southern Philippines for three hundred years. A testimony to this long Spanish presence is the use of Chavacano, the chief local dialect, which is based on Spanish.
When the Americans came in 1898, the city became the capital of Moro province, which encompassed all of Mindanao and Sulu Islands. Zamboanga City attained its cityhood status on 12 October 1936 under Commonwealth Act 9 and was formally inaugurated as the City of Zamboanga on 26 February 1937. The city became a headquarters for the Japanese during World War II but was retaken by U.S. troops in March 1945.
Today the city is a trade center and port for the southern Philippine products of copra, hemp, timber, and fish. It is also a center for Moro brass and bronze ware and a collection point for the many varieties of shells found locally. In terms of religious background, the population of Zamboanga City is 75 percent Christian and 25 percent Muslim. It is considered a Christian enclave in the heart of the Muslim region of the Philippines.

For almost three centuries, the Spaniards held the City of Zamboanga with Fort Pilar as the center of settlement. The presence of the Spaniards amidst many Filipino ethnic groups resulted in the development of a unique dialect – chavacano – a mixture of Spanish and the native dialects which is still the predominant medium of communication in the city today.

In addition to the main land territory of Zamboanga City, which encompasses 1,681 kilometers (645 square mile), there are (officially) 29 islands that are part of its principality, and all of them are now named. The most popular of these islands is the Great Santa Cruz Island, and most deservedly so. Its tantalizingly beautiful scenery encompasses the rare "pink sand" (a coloration effect of white sand mixed with red coral sand), crystal clear blue water, and the symphony of varied living corals, abundant colorful tropical sea life, and island vegetation. Zamboanga City is also a centre for Moro brassware and bronze ware, and a collecting point for numerous varieties of shells, which are exported or used locally for button manufacture and many other products and souvenirs. Fort Pilar with its world-renowned religious shrine of Our Lady of the Pillar, was built in the 17th century by the Spanish soldiers, along with their Jesuit counterparts, for the protection of Christian settlers against Moro (Muslim) pirates, and other marauding invaders from nearby Chinese and Dutch outposts. It now houses the Fort Pilar Museum, one the few national historic museum chain that houses cultural artefacts of the region, and a wealthy display of its surrounding rich marine and natural life.

Rio Hondo, Taluksangay, and Campo Muslim are nearby Muslim villages built on stilts over water. Indigenous peoples include the Tau Sugs, Samals, and Yakans. The colourful Bajau, or sea gypsies, ply the waters of the Basilan Straight for fish, coral, and shells; they live on board their multi-hued vintas (sailboats) and take temporary shelter in stilt-raised homes during storms.

Valderosa St. is just beside the City Hall, walking thru this street gives you a feeling like you're in a time warp. Old houses and palm trees still stands along the street, it gives you a glimpse of the past. This street will lead you to Bayot Hotel now known as Lantaka Hotel by the sea.

Antes yo ta estudia alli na WMSU, you precura mas fuerza con diaton Mayor que noay ayuda del grupo para primera projecto para poner un Radio-Zamboanga furo Chavacano. Amigo necicita kita Zamboangenio hace mas abierto el presencia para con todo no chavacanos querre visitar aqui en Zamboanga, en particular nos otros Tagalog que muy grande el impluwensia para matar el Chavacano en Filipinas egual ya queda en Cavite que el Chavacano Cavitenio no mas usar con nuevo generacion.

CÁDIZ. La Constitución de Cádiz de 1812 reconoció por primera vez derechos y libertades fundamentales a los habitantes de Filipinas, en el marco de la corona española. Casi dos siglos después, la Diputación y la Asociación de la Prensa de Cádiz (APC), en colaboración con la Junta de Andalucía y el Ministerio español de Exteriores, han unido esfuerzos para fortalecer uno de los pilares de aquellas relaciones: la lengua castellana. Esta acción de cooperación cultural se concreta en la creación de Radyo Manila, que ayer comenzó sus emisiones en español con aires festivos: al son del tema Chiclanera de Carlos Cano y con una conexión en directo con la localidad gaditana, donde Manuel Chaves inauguraba el monumento ideado por el artista Luis Quintero a la libertad de expresión.
Para el periodista Carlos Juan, comisionado por la APC para coordinar la puesta en marcha del proyecto, "Radyo Manila fortalecerá la imagen de España y del español en este país de más de 80 millones de habitantes donde el español fue, con el inglés y el tagalo, el idioma oficial hasta 1987". Carlos Juan subraya que todavía existe una potente comunidad de hispanohablantes filipinos, en torno a los dos millones de personas, cifra que incluye a los hablantes del dialecto chabacano, "la forma corrupta del castellano que se da en el área de Zambuanga".
Para este profesional de las ondas, la de ayer "fue una jornada histórica y emocionante. Hacía tiempo que no se escuchaba español en la radio filipina. Había habido experiencia en prensa y hasta los años 60 se publicaba el diario en español El Debate, pero nunca se dio en televisión ni en radio", declara a este diario en conversación telefónica desde Manila.
Aunque ha perdido el estatus oficial, el castellano vive un repunte en Filipinas, sobre todo en sectores universitarios. Son ellos quienes han recibido con mayor cariño el proyecto. "Radyo Manila ha tenido una acogida muy positiva entre los profesores de español de la Universidad de Filipinas y los docentes vinculados al Instituto Cervantes de Manila, que lo consideran una herramienta didáctica esencial", certifica.
La oferta en español de Radyo Manila consiste en un magacín cultural coordinado por la APC y que se titula Filipinas, ahora misma (Pilipinas, ora mismo). Se emite de lunes a viernes de siete a ocho de la tarde por onda media en la emisora pública Radio Ng Bayan (que en tagalo significa La Radio del Pueblo). Puede sintonizarse en cinco áreas urbanas: Manila, Iloilo, Zambuanga, Laoag y Naga. Consta de distintas secciones hilvanadas por música ligera, baladas y éxitos españoles de los 60 y 70. Con unos 7 minutos de duración, los contenidos están dedicados a la geografía filipina (un territorio repartido en más de 7.000 islas), la literatura, la historia (espacio que ayer se dedicó a la proclamación de la Constitución de Cádiz en el aniversario de La Pepa), la gastronomía y el cine. Una hora musical los sábados y por FM completa la oferta.
Además de Carlos Juan como coordinador del proyecto, trabaja en la emisora un responsable técnico y un equipo de coordinación de la BBS, así como quince estudiantes becados por año que encuentran aquí la posibilidad de formarse en el lenguaje de los medios de comunicación y el motivo para practicar un español fluido. "El castellano era obligatorio en la Universidad hasta hace 20 años y todas las personas con estudios superiores tienen nociones. Hoy nuestra lengua puede abrir muchas puertas a los jóvenes en el sector servicios y como vía de contacto con empresas deslocalizadas españolas o iberoamericanas que producen aquí", recuerda el periodista, que destaca el hecho de que el tagalo todavía tiene más de 20.000 voces españolas, como los días de la semana, pero que por la contaminación lingüística, sobre todo con el inglés, son difíciles de entender. Por eso, en Radyo Manila, ellos confían en la dicción lenta y reposada como gancho para que los filipinos no se desconecten del dial de su propia historia.

El chavacano es muy intersante. Para mi antes soy estaran en la Pais de Mexico. Mismo nosotros Mexicano deci que porque soy puedes y aprendir rapido del lengua espaniol compara con ellos Japoneses y chinos.
Ese el ventaje del Zamboangenio. Mismo el lengua Chavacano queda mas intersante con nosotros latinos americanos. Mismo en la universidades latino americano no enciniar los estudiantes que tenemos un pais lejos en la Pacifico que hablando y tambien escrito espaniol. Este el Filipinas particularmente Zamboanga, el solo ciudad del asia latino. VIVA!!! Muy mucho Filipinos particularmente nosotros como si llama :bash: NACIONALISTA quere matar el cultura influencia del espaniol como lengua CHAVACANO. :ohno: Triste!!!, puede eso hacer ejemplo el CAVITE. Donde el chavacano? Ya nada mas, el nuevo generacion ya mata el mismo lenguaje. Puede saber que el influencia del TAGALOG muy grabe!!! No respetar el Chavacano, ahora que modo preservar? Mismo en la escuella en Cavite no mas usar el lengua Chavacano. Nada mas totalmente perdido!! Pero el solo Ciudad del Zamboanga hace mas duro el preservacion del mismo Lenguaje. Ese tambien necicita mas grande responsabilida para re educar todos recidentes con la cultura lengua chavacano.VIVA!!

Ese amigo, muchas gracias. El problema aqui no hay suporta del Department of Foreign Affairs del Filipinas. Mira, yo mismo tememos experiencia del embajada de Filipinas en la Mexico. Creo que poco informacion el embajada para poner attencion y conocer mismo el departamento educacion del Mexico que el Filipinas es un pais tenemos gran influencia del Mexico (Nueva Espania) y no puedes olvidar.
Soy un Zamboanguenio, yo creo que mas mejor se al Embajador del Filipinas de Mexico que un Chavacano para mas intersante para promotir el Filipinas es un pais tenemos lugar como un Latino. Y tambien el lengua Chavacano mas que da un lenguaje del historica Filipina mas necicita preservar para del futuro.

Zamboanga City (April 19) -- Days are gone when bumpy roads, specially dilapidated wooden bridges are a headache to commuters and motorists.
The improvement of the competitive edge of the "super regions" like Mindanao was promised by President Gloria Macapagal Arroyo in her State of the Nation Address in 24 July 2006.
To spur economic and development activities in the area, her Administration embarked on various road and bridge construction projects to keep the promise.
DPWH bridged the gap to development
Zamboanga del Norte has a new Dicayo Bridge. This replaced the one-lane steel truss type bridge constructed in 1951. The bridge links the municipality of Sindangan and Dipolog City. Other new bridges are the Osukan, Labason, Sibalik and Kipit bridges.
Not to be outdone, farmers in the remote places of Zamboanga del Sur have the new Aurora-Monte Alegre Junction Road and the Monte Alegre Junction-Molave roads.
These roads link Zamboanga Peninsula (consisting the cities of Pagadian, Osamis, Ipil, Zamboanga, Dapitan, and Dipolog) to Iligan City and other parts of Mindanao.
Transport and delivery of farm goods are made easier for the residents especially to those in the agricultural sector.
The roll-on roll-off (RORO) port system
Acknowledging the role of the countryside in sustaining the nation's economic gains, the Arroyo administration sees it best to care for the super regions in Mindanao as well as enhance the competence of the North Luzon Agribusiness Quadrangle, the Metro Luzon Urban Beltway and Central Philippines.
In 2003, she introduced the RORO from Zamboanga del Norte through Negros, Panay and Mindoro to Batangas. This system has slashed travel time from Mindanao to Luzon from 36 hours to 24 hours, and freight cost by 30 percent, so crucial to food shipments.
More routes like the one from Cagayan de Oro through Camiguin, Bohol, Cebu and Masbate to Bicol, the Central Nautical Highway were developed latter.
Today, Mindanao agricultural products are sold in the Visayas and Luzon areas to augment the supply from Luzon farms. Farmers and consumers both benefit from the law of supply and demand.

Zamboanga City (17 April) -- An investment group composed of five companies visited Zamboanga City recently for an exploratory mission to study the feasibilities of setting up business here.
The investment mission is composed of representatives from Tarly Investment Group, Sino Investment Inc., Advanced Technology Resources Inc., Leisure Exchange Inc., and JJ Mining Inc.
The group’s business interests are in hotel, leisure business, construction, mining, water and irrigation.
Jun Herrera, spokesperson of the investment group said investors are looking at opportunities here and are exploring the investment areas where they could invest.
Herrera specifically said Taiwanese investors are keen in the tourism business in Zamboanga City but the city needs a good workable marketing plan and excellent public relations (PR) man to make it in a globalize marketplace.
“Zamboanga City needs a good PR man to market the advantages of the city to the world” he said.
Herrera, a hotel operator in Baguio, said there are bright prospects in the tourism industry in the city after learning that hotel occupancy rate have remained high.
“We tried to book in a hotel and we found out that hotels were fully booked,” he said.
“We know that it could be seasonal but it is a sign that rooms from good hotels can no longer serve the influx of tourists,” he added.
Herrera explained Zamboanga City has become an attractive investment area because of the magnitude of growth in commercial, trading and other economic activities.
He said the city has enormous potentials particularly in areas like marine and mineral resources.
An added advantage is the presence of the Zamboanga City Economic and Freeport Authority (ZAMBOECOZONE), which grants tax incentives to investors who are gearing up their products for export markets, Herrera said.

Zamboanga City (April 20) -- After the pension increase in 2000, the Social Security System (SSS) was able to implement a 10 percent across-the-board pension increase last year due to a 5-year prudent fiscal management, SSS President and Chief Executive Officer Corazon de la Paz, said,
During the agency’s 50th Anniversary and 2nd Annual Convention of Executives, President Gloria Macapagal Arroyo cited the SSS’ impressive income due to its sound investment and efficient premium collection.
As part of the social payback to the Filipino people brought about by the country’s improved economy under the Arroyo administration, PGMA has ordered the SSS to increase the retirement benefits of its members by ten percent – less than a year after they received a similar increase last September.
SSS-IX strategize to conduct “coverage drive, coordination with professional associations and zoning by establishments to respond to the challenge of broadening the coverage of the institution,” Elizabeth Cabatingan, branch head and collection in-charge of SSS-IX, who in behalf of Regional Director and SSS Assistant Vice President for Mindanao, Atty. Rodrigo B Filoteo, said.
Cabatingan urge the high-income professionals to declare their real income when they pay their SSS contributions because higher contributions would allow them to enjoy higher benefits.
To guarantee membership, self-employed and voluntary members can choose to pay their premiums directly at the SSS office, which is open up to 5 p.m. during workdays aside from paying in accredited banks, Cabatingan, added.
Further, she informed that a memorandum of agreement (MOA) from the Department of Labor (DOLE) in cooperation with SSS, Philippine Health Insurance Corporation (PhilHealth), PAG-IBIG, security and janitorial services is underway to enforce monitoring and corrective measure to rectify under paid premiums.
Under the law, social security coverage is mandatory for self-employed professionals, and single proprietors.

A DOMESTIC airline will service the Zamboanga City-Sandakan, Malaysia route starting next month, a route which two airline companies used to serve but failed to sustain. In an announcement made by the Mindanao Economic Development Council (Medco), the Asian Spirit said it will start servicing the route by May 7 on a twice a week frequency in the first two weeks, but the frequency will be increased to three times a week by the third week of that month. South Phoenix Airways used to service the route between December 2004 and July 2005, while Mosphil Aero, another company, tried to revive it last year but failed to sustain it. The 1:40 minute flight is an alternative to the 14-hour fast vessel servicing the route. He also pointed out that his company is taking advantage of the declaration of the countries within the Brunei-Indonesia-Malaysia-Philippines-East Asean Growth Area to strengthen air linkages among themselves and between them and the rest of the world. Medco Chair Virgilio Leyretana said the new development is “another significant gains of President Arroyo's bold support for making Mindanao and Palawan as international gateways by laying down policies that strengthen the country's participation in the four-country cooperation." In a meeting in Puerto Princesa, Palawan this month, representatives of the four countries also extended the implementation of the fifth freedom traffic rights to all passenger and cargo services in the airports of Manado and Tarakan in Indonesia, State of Labuan and Miri in Malaysia as well as in Puerto Princesa and General Santos City in the Philippines. Last year, the four countries agreed to implement the fifth freedom traffic rights in the airports of Bandar Seri Begawan in Brunei Darussalam, Balikpapan and Pontianak in Indonesia, Kota Kinabalu and Kuching in Malaysia, as well as Davao and Zamboanga City in the Philippines. Under this agreement, an airline servicing any of the routes can land in another identified airport within the sub-region and pick up passengers or cargoes.

The battle of the bands will feature original chavacano song compositions of the local bands.
The musical activity hopes to promote development of Chavacano songs and encourage local bands to hone their talents and to help them soar to new heights of musical creativity.
Twenty original song entries in chavacano lyrics will be showcased by some 20 amateur bands participating in the competition.
The original composition can be created in any musical genre: pop, ballad, rock, disco, hip-hop or whatever that pleases the composer so long as it is not “hard, heavy metal song.”

Ese el bueno balita, yo mismo ta espera que esta programa si porsigue todos Zamboanguenio aqui si donde yo queda haci prioridad para recordar esta fiesta del musica. Filipino is our national language, so most people can understand it. It is not to destroy or ignore our cultural diversity. We are doing this with good intentions to ease and encourage interaction among more people. We dont want little groups talking amongst themselves while others are left out and therefore dont understand new developements, news, etc. Please cooperate and abide by these rules. If you still feel strongly against them then maybe SSC is not for you.

Si amigo, este lenguaje yo usara para del forum es en Chavacano. Para tu saber El Lengua chavacano es muy papular del mismo solo Zamboanga del Isla Mindanao. Antes tenemos tambien alli parte del Luzon como en Provincia del Cavite pero hoy nada mas mismo en sitio como se llama Ternate. El cavitenio no entersado para preservar el lengua chavacano, el nuevo generacion mas entersante usar el idioma Tagalog. Por eso yo hace precura promatar para preservar el Lengua Chavacano.
Si ustedes pienza que el mi Espaniol no correcto claro, porque este escribir en solo lengua chavacano. Gracias.

City assures budget for workers' salary hike
MAYOR Celso Lobregat has assured the over 2,000 Zamboanga City Government employees of sufficient budget to fund the compensation adjustments of state workers starting July 1, 2007.
Lobregat said funding for salary increases are included in the 2007 Executive Budget under the reserved funds category.

Like their counterparts at the national level, local government workers are entitled to a 10 percent salary or compensation increase effective next month based on Executive Order 611 issued by President Gloria Macapagal-Arroyo on March 14, 2007.
Lobregat said the inclusion of the reserved funds in the budget is purposely to finance any compensation adjustments to government personnel that may be authorized or mandated by the national government during the year.
President Arroyo has authorized the Department of Budget and Management (DBM) to implement the 10 percent increase in the basic monthly salaries of employees whose positions are covered by the Compensation and Position Classification System under Republic Act 6758.
City Budget Officer Virginia Gara confirmed that the funding for the increase is available but stressed that her office would have to wait for the implementing rules and regulations to be issued by the DBM.
The executive order emphasized that the basic salary of government employees has not been increased since July 2001 "notwithstanding periodic wage adjustments granted to the private sector and the continuous rise in the prices of basic commodities".
In the case of military and uniformed personnel, the subsistence allowance was last adjusted in 1998, while the hazard pay has remained at P120 per month since its initial grant in 1987, the order stated.
While state workers--both in the national and local level--are entitled to a 10 percent increase in salaries, military personnel of the Armed Forces of the Philippines and all uniformed personnel under the Department of Interior and Local Government, Philippine Coast Guard, National Mapping and Resources Information Authority are granted P30 per day increase in their subsistence allowance and P120 per month increase in their hazard pay effective July 1, 2007.
Also covered in the 10 percent salary increase, are civilian officials and employees of state universities and colleges, government owned and controlled corporations and government financial institutions covered by the Compensation and Position Classification System. (SE)

These disasters happen at this time of the year. But God has been good to us. We have had some rainfall in the past few weeks," Lobregat stressed.
The Regional Farm Family Forum, spearheaded by the Department of Agriculture Regional office is an annual activity aimed to give due recognition to Regional Agricultural Achievers and bringing together the rural based organizations throughout Zamboanga Peninsula to discuss their concerns that will bring about improvement in their economic condition.
Lobregat said the City Government of Zamboanga under his leadership has invested a sizeable amount of its budget to enhance agricultural productivity and eventually improve the economic condition of the farmers, fishermen and their families.
The city's efforts, he said, has not gone to naught, as the farmers and fishermen continue to reap the fruits of these programs.
Some 300 farmers, fishermen, rural improvement club members and other related organizations from all over the region are participating in the two-day event.

The seminar purposes to encourage experimentation and come up with an actual production of personalized designer perfumes.

We have mentioned a consideration. We are not driving any forumers out of this discussion. You can let some people understand by explaining to the forumers to check the other forums on language. Look at some Visayas or some in Luzon forum, they use their language too and I respond in their dialect too, we never complain. That's not violation, we want to prove that at least Zamboanga orgullo exist in the Philippines. Sorry for that. I do not see any violation. You can send messages to those Zamboanguenious.

My friend, we Zamboanguenious where so proud that this forum bring the ATTENTION OF LATIN AMERICAN FORUMERS IN THIS THREAD. Previously I got email from Bolivia, Peru, Mexico and even Los Angeles, California asking me about how nice that we have this forum in your Chavacano Dialect, they are so interested. In their history books, they admit that our language where never mentioned so they think Chavacano as the language of the pass Filipinos:ohno: . So is that how I make some peoples dissapointment because of the language I use? Most Zamboanguenious responding to me is in our language, we are proud of it. Thank you.

I am from mindanao, and ive got a few relatives in zambo and they can speak chavacano, i barely learnt it and now that i am out of the philippines this is the only chance that i get to read the language again. Although yes, language restrictions have to be applied, people here post news in english/tagalog.... and the discussions just have a mix of the chavacono here and there... I agree it is not discrimination, we want the masses to be able to understand.. but dont we want them to also feel what the place is like? But then again i am not defying language restrictions... im just trying to say that there has to be an equilibrieum... :D

i don't think these arguments are petty in itself. as it was said, these threads are home to each and everyone, so why the restrictions? do you think it's petty? we're not talking in our own dialects for some negative reasons, we have it here because we feel very comfortable with it, expresses our thinking and views more. these dialects and languages give it a distinct identity in every thread. if someone needs a clarification or translation, we give it, no more, no less.

Human resource development
Vice Mayor Beng Climaco, now Congresswoman for District 2 vigorously pursues the city’s program on Gender and Development (GAD) Focal Point.
As head of the GAD Focal Point, a group tasked to implement the GAD plan for promotion of gender equality, Climaco ensures the employees training of the Department of education teachers from Pagadian, Dipolog, Dapitan, Isabela, Zamboanga City and the provinces of Zamboanga del Norte, Sibugay and del Sur.
The training encourages the teachers to uphold their role-model image to the youths.
Beyond the Zamboanga shores is another institution, capability building support is also undertaken; and this is for the Brunei Darussalam, Indonesia, Malaysia, Philippines- East Asean Growth Area (BIMP-EAGA).
The German Technical Cooperation (GTC), another development partner of EAGA will be providing institutional strengthening and capability-building support institutions and will assist the implementation of cross boarder pilot projects in trade, investment and tourism.
Mindanao Economic Development Council (MEDCO) Chair, Usec Virgilio Leyretana said he noted the strengthened cooperation among Customs, Immigration, Quarantine and Security agencies in EAGA.
Meat export ‘hub’
Swine raisers in Mindanao, specially those nearby Lantapan, Bukidnon, are expected to feel some economic boost after the hog industry posted P126.5 billion in gross revenue last year, Secretary Arthur Yap says the Department of Agriculture (DA) is bent on stepping up programs to pump prime swine production and meat processing.
During the launching of Hyping Genetics at the Marco Polo in Davao, DA Secretary Arthur Yap said “we can look forward to the transformation of Mindanao into the ‘exporting hub’ with the establishment of these breeder farms and meat processing plants.”
Yap added that Hyping Genetics is a breeding facility based in Lantapan, Bukidnon but the economic activity brought by the facility will surely reverberate in the whole of Mindanao and nearby growth areas.
The Department of Agriculture is eyeing Mindanao to become an export hub for Philippine pork, processed meat products since it is the country’s top animal feed producer, and is free of food and mouth disease (FMD).
Infra-and transportation support
President Gloria Macapagal Arroyo’s commitment to accelerate infrastructure development in Mindanao to fast-tract the island’s development is very inspiring to note.
A product of the nautical highway project of the Arroyo administration is the new route of Ceres Bus Company plying the Zamboanga-Cubao route, which had its first trip on May 9.
Passengers, especially businessmen buying and selling goods from Mindanao to Manila and vice versa, now have the option of bringing their goods by land than sea, since the road project actually cuts the travel time to and from destination. This means lesser spoiled goods and higher margin of profit to farmer-businessmen.
Out of the 21 priority road and bridge projects the government is fast tracking for completion by 2010; two of these are allotted for Region IX.
The people will feel the benefits of improved agribusiness, tourism, economic and job development soon where the road project will traverse, according to Presidential Management Staff (PMS) Chief Cerge Remonde.
A call for country’s sake
To sustain the budding development in Mindanao, the call for country’s sake should not be ignored.
President Gloria Macapagal-Arroyo said that after the “vigorous elections” a week ago, it’s time that all political parties and leaders come together in a common pursuit of the people’s welfare and national well-being.
In a brief statement after she rang the bell to signal the start of the day’s trading at the Philippine Stock Exchange (PSE) in Makati City yesterday, the President said: “Philippine democracy has been renewed after a vigorous elections. Even as the results of the national elections have yet to be canvassed, the outcome of the local elections pushes our collective resolve to push forward a modern, booming society through pro-growth, pro-poor and pro-modern policies.”
“Now it’s time to come together to pursue a common path forward among all political parties and leaders,” the President added, as she noted the easing of the election fever. (PIA-ZC)

Zamboanga City - - It was a sweeping victory for Mayor Celso Lobregat and 14 of his party mates in the Laban ng Demokratikong Pilipino (LDP) in the recently concluded mid-term elections.
The City Board of Canvassers Wednesday night concluded and officially proclaimed the winners in the May 14 elections, exactly 10 days after it convened at the Sangguniang Panlungsod session hall for the canvassing of election returns from the 1, 846 precincts in the city.
Capturing a total of 110,867 votes, Lobregat will serve his second term as the city’s chief executive effective July 1. His closest rival, Crisanto de la Cruz obtained 75,928 votes or roughly 35, 000 votes less than Lobregat’s. Third in the race is Carmelita Cajucom with 2,960 votes and fourth is Sonny Sakilin with 902 votes.
Vice Mayor Beng Climaco harvested a total of 54,468 votes making her the first elected representative of the city’s first district. Her lone contender, Dr. Eldigario Gonzales hauled 30,518 of the votes from the city’s west coast.
Congressman Erbie Fabian obtained 60, 632 votes and will remain to be Zamboanga’s representative in the second district, which covers the 61 barangays in the East Coast. His closest rival Atty. Susan de los Reyes garnered 19,419 votes while third in the list is Enesando Francisco with 4,400 votes.
Councilor Manuel Dalipe Jr. cornered the vice mayoralty post with a total of 75,630 votes as compared to Councilor Mila Velasquez’ 50,970 votes. Ranking third is Tumaga barangay chairman Rodolfo Bayot with 39,794 votes, Atty. Vicente Solis is fourth with 14,265 votes and 4th in the list is Ismail Jaalam with 3,482 votes.
The Lobregat-led LDP wins the majority of the 16-Council seat. It is a total victory for the party in District II where all the 8 candidates clinched the most number of votes while the magic 8 seat in District I is a 4-3-1 distribution in favor of the LDP with three from the Nuevo Zamboanga Group-KAMPI and one independent.
Topping the council race in District I is former Councilor Charlie Mariano (independent) with 47,456 votes; second is Cesar Jimenez Jr. (LDP) with 44, 202 votes; third is former Councilor Jaime Cabato (NZ-KAMPI) with 43,304 votes and fourth is Melchor Sadain with 40, 827. Occupying the 5th slot is Lynet Marcos Abarro (LDP) with 39,101 votes; 6th is re-electionist Councilor Rudy Lim (LDP) with 38,267 votes, 7th is former City Hall Administrative Officer V Gerky Valesco (LDP) who got 34,701 votes and Luis Biel III (NZM-KAMPI) clinched to 8th slot with 33,808 votes.
Re-electionist Councilor Asbi Edding topped the Council race in District II with 56,496 votes; second is re-electionist Councilor Juan Climaco Elago II with 50,297 votes; third is re-electionist Councilor Cesar Iturralde with 46,723 votes and fourth is former Philippine Charity Sweepstakes Office (PCSO) Zamboanga area manager Lilia Nuno with 43,911 votes. Fifth in the list is re-electionist Councilor Roel Natividad with 42,389 votes; 6th is re-electionist Councilor Benjamin Guingona III with 40,195 votes; 7th is
Tugbungan barangay chair Eduardo Saavedra with 39,305 votes while re-electionist Reynerio Candido is 8th with 39,278 votes.
Former City Administrator Antonio Orendain Jr. (LDP) occupies the 9th slot in District I with a difference of only 182 votes as compared to the total votes hauled by Biel in District I. The other contenders in the first district and the votes hauled are: Ricardo Baban (NZM-KAMPI)-30,426; Vic Alvarez (LDP)- 29,404; Mario Roca (LDP)- 28,072; Bong Ko (Ind)- 27,517; Max Enriquez (Ind)- 25,595; Manuelito Luna (LDP)- 25,523; Venusto Anova (NZM-KAMPI)-19,903; Joaquin Dias (NZM-KAMPI)-16,608; Edris Lim (ind)-15,780; Giovanni Luistro (NZM-KAMPI)-14,454; Basilio Rusil (Ind)-8,908 and Abdurahman Tagayan (Ind)-3,990.
In District II Councilor Luis Climaco is the 9th placer with 37,144 votes or a difference of a mere 27 votes from the total votes hauled by Candido. The City Board of Canvassers was led by Rogel Bengua, city election for district I. His members included OIC City Schools Superintendent Ms. Vecina and Assistant City Prosecutor Bienvenido Orillo.
The election in Zamboanga was generally peaceful and orderly with a voting turn out of about 70 percent.

Council approves P312.5 M supplemental budget
THE City Council Tuesday afternoon unanimously approved the P312.5 million supplemental budget for 2007, as proposed by Mayor Celso Lobregat.
On motion of Councilor Benjamin Guingona III, chairperson of the Council committee on appropriations, the legislative body agreed to the provisions of the proposal, which was a result of consultations and meetings with all sectors concerned.

The legislative body, led by Vice Mayor Beng Climaco, held a special session Tuesday afternoon on request of Mayor Lobregat.
Based on the approved supplemental budget, the original amount of P7.950 million under non-office-Economic Development projects is reduced to P3.950 million leaving a saving of P4 million, Guingona said.
The amount, he stressed, will be transferred to the account under the office of the mayor as additional amount for motor vehicles.
On the other hand, the Council approved the reversion of P4.075 and considered the same amount as unappropriated balance, according to Guingona.
The P312.5 million supplemental budget is included in the general fund proper-P181.9 million and its special accounts that include main market- P277, 191.61; Sta. Cruz commercial complex- P178,839.21; slaughterhouse- P77,556.15; city coliseum- P200, 000 and 20 percent development fund - P129.8 million.
Guingona said the salient features of the supplemental budget include the salary increase of city officials and employees effective July 1, 2007; business permit registration plates; operational expenses of additional four new City Council members; acquisition of two new garbage trucks; house numbering project based on Ordinance 276 series of 2006; expenses for barangay election in October; survey of boundary of barangays pursuant to Ordinance 193, series of 1997 and implementation of development projects. The budget also includes appropriation for the increase in RATA of city officials.
The funding sources of the proposed budget will be taken from the year-end surplus of P294.4 million; reversion of the community development fund of Councilor Juan Climaco Elago II per certification attached in the amount of P3.9 million and reversion of current appropriations under Personnel Services which are lump sum appropriations of P14.2 million.

Best collection practice delivers 15% increase for BIR Zambo

Zamboanga City (21 June) -- While other revenue districts in the region fall short of target in revenue collection, District 93 in Zamboanga City exceeded its May 2007 target of Php109million by 15 percent.
District 93 continues to increase its tax base through relentless tax education campaign and tax mapping operation. Business establishments are visited by BIR personnel and are asked to show pertinent papers to prove their business’ legality of operation.
Establishments found wanting of the required papers are advised to secure what the law requires a business to legally operate.
The necessity to sustain economic growth as evident in the government’s hard-won advances in fiscal consolidation, economic growth and political stability, the government is aggressively pursuing fiscal reforms, improving revenue collection efficiency, and eliminating regulatory capture in the bureaucracy.
This led to the President’s signing into law Republic Act 9485 or the Anti-Red Tape Act of 2007, to clean up transactions in and with government, and impose stiff penalties on violators.
This new law requires government offices to adopt fixed deadlines for the completion of transactions and to regularly assess, and upgrade their frontline services.
What is good in Zamboanga BIR District 93 is the adoption of innovative and simplified measures to expedite transactions with BIR.
Two quarters ahead before the President signed the Anti-Red Tape Act of 2007; District 93 had been operating on an open door policy.
Catering to tax payers coming from far-flung Ipil, Tungawan and R.T. Lim of Zamboanga Sibugay province and Titay municipality of Zamboanga del Norte, Bert Bucoy, Revenue District Officer said, he had to attend immediately to them as they have to travel back home some 135 kms.
Taxpayers coming from these municipalities complained of extra financial burden, as they have to come to Zamboanga City two times or spend a day or two more in the City to finish their transaction with BIR.
Seeing this problem, Bucoy requested then BIR Commissioner Jose Mario Buñag to authorize him to facilitate the completion of the taxpayer’s transaction in his office, which resulted to the elimination of circuitous and torturous queue at payment desk of banks.
Bucoy considers this a “best practice in the country” as solely District 93 offers such service. (PIA 9) [top]

There's a downside to it. The streets are too narrow to accommodate the people and motorists who shop or transact business there. there are hardly any parking space, plus all the street noise, especially from those tricycles.
My preference is for the opposite, disperse development, so that residents can "breathe" and their eyes can "relax" a bit.

Satti with Tamuh on Sambal Sauce
Ang satti ay maliit na version ng satay na sikat sa mga bansang Thailand, Malaysia at Indonesia. Sa halagang Php25.00, ang apat na stik ng satti ay inihahain kasama ng tamuh o puso [kanin sa dahon ng buko] at mainit na sambal sauce [tamis-anghang na curry sauce], kakaiba sa kilalang peanut sauce ng satay. Dagdag na satti [meron ding atay] ay nasa Php3.50 ang isang stik at ang mga paa, pecho, pakpak at pigue ay nasa Php25.00 kada piraso. Meron din mga native version nito na nasa Php10.00 lang, yung nga lang - matigas! Maagang nagbubukas ang mga sattihan dahil ito raw ay mabisang pampagising at pangtanggal ng hangover. Karamihan din sa madalas pumunta rito ay yung mga maaga sumasambang muslim. Nasulat din sa isang dyaryo noon na ito ay nagmula pa sa Indonesia na kung saan nilalako ito sa umaga na parang taho. Five groups of Negrense entrepreneurs will showcase their world-class furniture and furnishing products in an exhibit called "Matahum" to be launched by the Association of Negros Producers - Negros Showroom on June 30.

Animo June 29th, 2007, 07:12 PM DESPITE differences in opinions that led to tense situations and mixed emotions, the City Council batch 2004-2007 under the leadership of Vice Mayor Beng Climaco believes it stood the test of time with flying colors.
Vice Mayor Climaco and Councilors Luis Climaco, Elias Enriquez, Cesar Jimenez and Milabel Velasquez bid farewell and recalled their experiences during their stay in the Council during individual valedictory addresses during the Council's last session day Wednesday.
With all humility, Vice Mayor Climaco, who will assume as the representative of the city's first district in Congress starting noon of June 30, reported that the council under her reign approved a total of 110 ordinances, most of which are now being implemented.
Because of quality of laws passed and the satisfactory performance, the City Council was adjudged as the 2nd most outstanding Sangguniang Panlungsod nationwide in the highly urbanized category in a competition organized by the Department of Interior and Local Government jointly with the Philippine Councilor's League recently.
The City Council bested all others in the region.
In her address, the outgoing vice mayor reminisced the days when she started her political career as a councilor in 1998. "I thought I was too young to be in politics and I was the only female member of the council and I found it a challenge."
The guidance of her colleagues and the inspiration of her father, the late Jose Climaco, also a former Council presiding officer, helped her achieve great things.
"I stand in your presence with gratitude above all to God and to each and every one of you who helped shape my life and bring me where I am today."
Her stay in the council made her stronger as a person and as a politician. "Little by little I learned to say no and objected to bingo and negotiated contracts. Likewise as a member of the council I also learned to preserve dignity and integrity of the august body despite the different opinions of the members."
She thanked her fellow council members, the council staff, the media, the barangay officials and her personal staff for all the support and assistance all these years. She has one frustration though, that is to march down the aisle with her knight in shining armor. But she said it will be her homework in her stint in Congress.
Councilors Climaco, Enriquez, Jimenez and Velasquez likewise thanked the Council members as well as the Council staff, the media, the barangay councils and all those who have been with them all these years.
Climaco thanked the local residents for giving him the opportunity to serve in the council for 15 years. He might be out of the Council after his failed bid for reelection last May 14, but Climaco stressed that public service will still be a part of him as he will continue serving the people in his private capacity as a lawyer.
Climaco said he will also be involved in sports being an accredited professional boxing judge. He will also be active in bowling and Little League as well as softball where he is a national director.
"We hope that the incoming Council will continue the legacy of serving the people with honesty, integrity and sincerity," Climaco added.
Councilor Jimenez in his speech reported that he authored 15 ordinances and co-authored over 40 others during his 9-year stint in the Council. Worth mentioning in his list of ordinances is Ordinance 268 which prescribes guidelines, rules and regulations on resettlement and socialized housing projects and the creation of the Housing and Land Management Office.
He cited lessons learned during his stay in the Council and stressed that "things happen for a reason" and that with the elections over, elected officials should have the "desire to look beyond the political battlefield and to move beyond the bitterness and partisanship of the recent past."
"I shall be satisfied and contented of being remembered as one who chose principles over popularity and did what was right rather than what was suitable or desirable under the circumstances," Jimenez added.
For his part Councilor Enriquez, who is assuming as the city administrator effective noon of June 30, recalled the moments of happiness, sadness and victory in the City Council.
In line with the city's new branding as Asia's Latin City, Enriquez delivered his speech in Spanish that earned applause from the audience and his Council colleagues. He remembered the lengthy discussions as well as controversies on issues like the cockpit operation, the application of the Linktone Mining in Vitali and the Phidco, among others.
Councilor Velasquez, meanwhile, sent a written speech and was read before the Council by Councilor Asbi Edding. She thanked Vice Mayor Climaco for the guidance and the members of the council for efficiently helping her in her work and teaching her the hard rudiments of legislation.
Velasquez took note of the passage of the videoke ordinance that she authored and considered as her "last safeguard to promote tranquility, peace and quality time for studies of our children".
Velasquez, who is undergoing medication for leukemia since May 29, is finalizing the proposed ordinance on barangay blood council, which she hoped would be approved by the incoming council. The same proposal was presented for first reading by Edding during the Council session Wednesday.
In her prepared speech, the lady councilor who lost her bid for the vice mayoralty post last May 14, expressed some sentiments for so-called misinformation allegedly spread out by one of her political opponents prior to the elections last month.

P1.7-M mariculture project keeps BFAR-IX beneficiaries on high growth path

the Bureau of Fisheries and Aquatic Resources (BFAR-IX) brags of the fisheries sector contribution to the economic growth and stability the country now enjoys. BFAR-IX Regional Director Virgilio A. Alforque said, the fisheries sector is the biggest contributor in helping the Department of Agriculture achieve its goal of economically improving the lot of farmers.
About 20 seaweeds drier are located in the region, serving 20 fisherfolk cooperatives. Each one-fourth wide-drier with a built-in nursery amounts to some P328 thousand has served its purpose well in augmenting the economic sources of the fishermen. One of them, from Jose Dalman, Zamboanga del Norte even became a Gawad Saka awardee, says Abdulkadil Manick, Officer-In-Charge Chief, Admin and Finance Division of BFAR-IX.
Another project BFAR-IX is proud of is the Php1.7M mariculture projects in Tungawan, Zamboanga Sibugay and Margos sa Tubig in Zamboanga del Sur launched this March. Each municipality has 10 fish cages now holding pen fishes such as milkfish, grouper and siganid with stocks ranging from ten thousand for bangus, two thousand for grouper and one thousand for siganid. The first mariculture harvest this July or August is expected to generate over PhP P573 thousand. Mariculture aims to attract investors and to enhance the production of marine products in the locality, BFAR-IX Asst. Regional Director Estelita P. Pacardo explained.
The mariculture projects of BFAR is part of the 5-point program DA Secretary Arthur Yap said the Arroyo Administration has embarked to keep the agriculture sector on high growth path and spell a "greater profitability" for small farmers and fisherfolks. These covers higher public spending on 91) infrastructure, (2) technology and extension services, (3) postharvest and storage facilities, (4) expanding access to rural credit, and (5) opening up new markets here and abroad for local produce.

Pope Benedict XVI yesterday appointed Monsignor Julius Sullan Tonel as new bishop for the prelature of Ipil in Zamboanga del Sur.
Tonel’s appointment was officially published in the Vatican yesterday and announced here by outgoing Papal Nuncio Archbishop Fernando Filoni.
This is, indeed, welcome news for the faithful of Ipil since they have been without a bishop for more than a year already, Filoni said.
Ipil’s former bishop, Antonio Ledesma S. J., was transferred to the Archdiocese of Cagayan de Oro City in March, 2006.
Born in Davao City on Aug. 31, 1956, Tonel studied philosophy at Saint Francis Xavier Minor Seminary in Davao, and theology at the Central Seminary of the University of Santo Tomas, in Manila. Ordained to the priesthood on April 12, 1980 in Davao at the age of 23, Tonel earned his Licentiate in Liturgical Theology at the Saint Anselmo Pontifical Institute of Liturgy in Rome.
He also served as director of the Archdiocesan Family Apostolate in Davao, then as rector of the Archdiocesan Seminary, and president of the Commission for Basic Ecclesiastical Communities.
For five years, he was also the rector of the Regional Major Seminary and since 2002, he has been the vicar general of the archdiocese of Davao. No date has been set yet for Tonel’s ordination and installation as bishop of the Prelature of Ipil.

Zamboanga City - - French Ambassador Gerard Chesnel has expressed full agreement to the Asia’s Latin City branding of Zamboanga stressing that the Philippines is the only Asian country that is a member of the “Union Latina” or Latin Union, a group of countries from all over the globe that have one official language with Latin origin.
“You’re the only country (Philippines) which belongs to the Latin Union and now I see that Zamboanga City is the place in the Philippines where quasi-Latin language—chavacano is still spoken widely”, Ambassador Chesnel said in a press briefing held when he paid a courtesy visit to Mayor Celso Lobregat at City Hall yesterday.
He committed to look into the possibility of requesting the Latin Union to include chavacano, a Spanish derivative, as one of the official Latin languages.
The Union, based in France, is aimed to work for the preservation and promotion of languages that are known as derivatives of the Latin language. It covers countries which embraces Latin language as the official tongue such as Spanish, Portuguese, Italian, Romanian and soon, chavacano.
Member countries in the Union include European nations— France, Belgium, Switzerland, Italy, Spain, Portugal and Romania as well as Latin American countries and some African countries.
The French envoy emphasized that he favors the promotion of “diversity of life”, which is why he said, the French government focuses on preservation of marine life and encourages all kinds of cultural life not merely to promote French culture. “We don’t want the world to be reduced to one Anglo-Saxon culture, we want the world to be rich, diversified with many cultures as possible”.
It is on this perspective he said, that he is pleased to be in Zamboanga, “a city that has its own language that is quite remarkable and we thank you for preserving it”.
For his part, Mayor Lobregat said people can rightfully say that chavacano is basically a derivative from the Latin language considering that it is a derivative of Spanish, which in turn is a derivative of the Latin language.
The city government of Zamboanga has enrolled in the City Development Strategies (CDS) where Zamboanga’s language, chavacano was pointed out as its most unique feature, thus the Asia’s Latin City Branding.
Based on studies made, Zamboanga is the only city in the entire Asia where majority of the residents speak chavacano.

Animo July 7th, 2007, 06:53 PM SWIMMING champion Gillian Akiko Thompson was the guest of honor and speaker in the 28th induction and turn over ceremony of the Rotary Club-North held at a local hotel Saturday night.
Thompson along with officials from the Rotary Club of Seongnam Seonil, South Korea District 3600 called on Mayor Celso Lobregat at City Hall Saturday morning.
“It is an opportunity to be here in Zamboanga for the first time,” Thompson told the mayor during the courtesy visit. She expressed admiration the friendly and hospitable qualities of Zamboanguenos as well as the on going development of Zamboanga.
Contrary to negative reports portrayed by the media, Zamboanga is a beautiful and peaceful city, she stressed.
Meanwhile, Rotarians from South Korea led by President Sun-Bok Kim are also impressed by the rate of development in Zamboanga and attributed it to the city’s “hardworking mayor.”
Kim, through a translator expressed confidence that Zamboanga’s growth will soar further under the leadership of Mayor Lobregat.

DISTRICT I congresswoman Beng Climaco has made representations with French Ambassador Gerard Chesnel for a possible linkage between Zamboanga and the French government in the implementation of a water system project in the city.
Climaco is looking at the possibility of seeking French support in the construction of an impounding dam for Zamboanga to totally resolve the water problems besetting the city particularly during dry season.

Climaco had the opportunity of conferring with Ambassador Chesnel who visited the city recently to explore socio-economic ties.
During conversation, she brought out the issue concerning the construction of an impounding dam, a facility that will ensure sufficient and continuous water supply to local residents.
Climaco said the existing dam of the Zamboanga City Water District in Pasonanca is a French model, thus they are seeking the support and assistance of the French government for its improvement.
"The construction of impounding dams is a specialty of the French people and that is one of the areas that Ambassador Chesnel is interested to partner with us," the lady legislator said.
Last Friday, Climaco also conferred with engineer Alejo Alvarez, the assistant manager of the Zamboanga City Water District, to discuss the water firm's plans and relay results of her initial talks with the French representative.
The implementation of water system projects in District I is one of Climaco's priority agenda during her term in Congress. Malagutay is one area where an effective water system is badly needed.
Climaco vowed to pursue efforts to partner with the French government in the water system aspect.
Ambassador Chesnel called on Mayor Celso Lobregat at City Hall recently as part of the itinerary of his visit to Zamboanga City. Congresswoman Climaco and other city officials were also present to receive the ambassador and Defense Attaché Antoine Goursoala at City Hall.
Meanwhile, the congresswoman also expressed concern over the city's flooding and drainage problems.
She promised to also find ways and means to assist the city in the aspect of flood control and drainage programs. (SEC)

MAYOR Celso Lobregat looks forward to the emergence of a tourist and financial hub rolled into one in Pettit Barracks with expected construction of the Central Bank building and the soon to be completed Paseo del Mar at the former CDCP squatter's area.
Lobregat said the City Government and officials from the Central Bank or Bangko Sentral ng Pilipinas are finalizing a usufruct agreement that pertains to the subdivision of the bank's property in Pettit Barracks right in front of the proposed Paseo del Mar.
"We are in the midst of concluding a usufruct agreement between the Central Bank and the city government," Lobregat said in a message during the bank's 14th anniversary celebration at the Garden Orchid Hotel recently.
The Central Bank property in Pettit Barracks, it is recalled was acquired from the city government at a cost of P15 million in the mid '80s. Only half of the amount was transferred to the city government so far and the city since the time of the late Mayor Maria Clara Lobregat has been negotiating for a settlement of the deal.
The Central Bank property used to be the site of the Zamboanga City High School-main and right in front of it used to be the CDCP area, a squatters' abode. It was during the time of the late Mrs. Lobregat that the school moved to its new location in Tetuan and the CDCP area was cleared.
Based on the usufruct agreement, instead of paying the remaining P7.5 million, the Central Bank will allow the city's use of about over 7,000 square meters of the property for a period of 50 years.
"We hope that that piece of agreement will be signed soon and we hope that the Central Bank will start constructing the building sometime next year," Lobregat said in his message, as he congratulated the bank's management and staff for continuous and dedicated banking service to the people of Zamboanga.
Lobregat said he is pleased that the Central Bank construction project in the city will be done during his administration.
Meanwhile, the mayor said Zamboanga is fast becoming the financial center not only in Zamboanga Peninsula but entire Western Mindanao.
"Zamboanga is moving very fast forward", he declared. He said there is so much money circulating in Zamboanga as evidenced by the opening of more banking institutions in the city.
The city will be augmented soon with the expected opening of two more new banks. Just recently, the city witnessed the opening of Farmers' Bank and Postal Bank. (SEC)

The Department of Energy (DOE) is on the planning stage for the estabishment of an ethanol highway in the country, a ranking DOE official said.
Energy Secretary Raphael P.M. Lotilla said they are now coordinating with other government agencies to draw proposals from investors for the ethanol linkage.
Lotilla said among the areas being looked at as possible investment sites are in the Visayas and Mindanao.
Some of the specific areas being explored as potential ethanol corridors are San Carlos City, Negros Occidental-Tamlang Valley in Negros Oriental for Visayas and Zamboanga-Pagadian Road in Mindanao. These areas have also been identified as part of the country’s biofuels program.
Areas being considered to be part of the ethanol highways are those closest to the sources of ethanol feedstock such as sugar cane and jatropha.
President Arroyo has earlier directed energy officials to explore possible ethanol corridors to promote the use of alternative fuels.
The DOE said among the first two ethanol refineries would be put up by San Carlos Bioenergy in Negros Occidental and First Bukidnon in Mindanao.
The concept of the ethanol highway is similar to that of the Midwest Ethanol Corridor program of the US which covers routes I-55 in Illinois and I-70 in Missouri. These areas were established as a showcase for the availability of gasoline stations that offer E85 blend to flex-fuel vehicles.
E85 is a blend of 85 percent ethanol and 15 percent gasoline now offered in over 1,000 gas pumps in the US.
This concept was pioneered by major FFV manufacturer Ford Motor Co. in partnership with VeraSun Energy Corp., the second largest ethanol producer in the US.
The Philippine biofuels law mandates an initial five percent ethanol volume blend in gasoline products starting 2009. This ethanol blend level will then be increased to 10 percent after four years.
There are indications the government would eventually jack up the blend to 20 percent or higher. This is the level where incentives for investments are currently being studied by the DOE.
The DOE is also looking at relaxing the excise tax on vehicles run by alternative fuels.

Animo July 14th, 2007, 09:47 PM MAYOR Celso Lobregat on Friday administered the oath to 19 elementary and secondary school teachers hired by the Local School Board (LSB) in line with the City Government's continuing support and assistance to the Department of Education.
The 19 teachers complete the LSB quota of 55 teachers for this school year.
Of the total new mentors hired, 16 are assigned in the secondary level while three are in the elementary level. Their appointments took effect June 4, the first day of classes in public schools.
In his message after the oath-taking rite, Lobregat exhorted the teachers to earnestly pursue their mission of molding the youth and to comply with the civil servants' oath.
He also urged specifically the elementary school teachers to teach in the vernacular in line with the City Government's program to promote and preserve the chabacano dialect.
To assist the teachers in their chabacano propagation, Lobregat distributed Chavacano-English-Spanish dictionaries to the teachers.
The teachers hired are deployed to the Don Pablo Lorenzo National High School, Talon-talon National High School, Landang Gua Integrated School, Maria Clara Lobregat National High School, Balunoo National High School, Sinubong National High School, Pole Grande Elementary School, Tulungatung Elementary School and Recodo Elementary School.
The new teachers hired are experienced and have passed the requirements of the Department of Education. They were screened and selected by the City Selection Board.
As LSB teachers, they are considered as City Government employees and are entitled to all benefits and privileges due them. Their appointments are renewable every year.
Of the total 55 teachers maintained by the LSB for this year, 40 are high school mentors and 15 are elementary school teacchers. (Sheila E. Covarrubias)

Tourism Regional Director Ricardo San Juan said that Zamboanga City is very lucky during the first quarter of this year because two tourist luxury liners MV Albatros and MV Astor, both from Europe, dropped anchor here and brought many tourists.
San Juan disclosed that among the top activities for tourism this year are the WOW Philippines Regional Showcase in Pagadian City on September 17 to 27. In 2003, the showcase was held in Intramuros, Manila.
In Zamboanga City, it will be the weeklong Zamboanga Hermosa Fiesta Pilar celebration on October 12, and the Lantern and caroling contests on December. Last February, it was the Araw ng Zamboanga Sibugay and last June the Zamboanga Del Norte Hudyaka Festival in Dipolog City.

Zamboanga City (16 July) -- The economic hardship brought by lingering poverty in the countryside may have prevented some children from going to school, but not for these little ones.
One thousand one hundred (1,100) elementary school children in Zamboanga Sibugay and another thousand (1,000) high school students in Zamboanga City are now happily participating in their classes after they have availed the much-needed help from a Spanish-funded education assistance project. The assistance consisted of assorted school supplies, school bags, shoes, socks and rain gears as part of the aid package from AECI (Agencia Española de Cooperacion Internacional).
Dubbed Accesso a la Educacion Y Mejora dela Calidad Educativa en Colegios dela Peninsula de Zamboanga (Improving the Access and Quality of Education of Students on Zamboanga Peninsula), the project aims to assist children and youths gain access to quality education by providing opportunities to help them become competitive and productive citizens of this country.
The project is being implemented through the Fundacion Humanismo Y Democracia (H+D) in partnership with the Philippine Business for Social Progress (PBSP), PTCA (parents, teachers and community association) and local government units in the area. Zamboanga City (17 July) -- Because of her dedication and exemplary service to Zamboanga City and its constituents, American Ambassador Kristie Kenney gain the "amor" (love) not only of the city officials but also of the local folks of Zamboanga.
Based on City Council resolution 435 dated June 27, 2007, Ambassador Kenney was formally conferred the title Adopted daughter of Zamboanga or "Hija de Zamboanga" as a tribute to her significant contributions to the city and its people.
The conferment rite was held at the City Hall 10 am, Monday, July 16, led by City Mayor Celso Lobregat.
Ambassador Kenney's initiatives in implementing numerous USAID-Philippines funded projects for social and economic development and welfare of the constituents of Zamboanga led the city government in declaring her an "adopted daughter," the first ever for Zamboanga City.
Mayor Lobregat said "the city government recognizes the inestimable effort of the US government in bringing various developmental project through the initiative of Ambassador Kristie Kenney."
He stressed that the ambassador and her leadership "continuously gave the city assistance and support in several significant areas to include among others health, socio-economic development, education and peace and order".
Zamboanga City was Ambassador Kenney's first travel site outside of Metro Manila on April 24, 2006 where she spearheaded the signing of memorandum of agreement for the construction of bridge projects in barangays Sinunuc and Taguiti.
The first visit followed with several other tours to this part of the country to inaugurate US-funded projects, supervise the conduct outreach missions, launch joint US-Philippine military training exercises or grace other events that have impact on the lives of the local Zamboanga folks. Yes amigo... most part of Zamboanga del Sur, Zamboanga del Norte and Zamboanga Sibugay have a majority Bisaya speaking. Chavancano concentrated only in Zamboanga City but in the outskirts already invaded by BISAYA and TAUSUG. Yes it is sad for chavacano speakers but maybe that's the fate. The Cities of Dapitan, Dipolog, Pagadian are BISAYA dialect... the core is very strong.. Even the previous mayor of Zamboanga City which is Atty. AGAN. is a bisaya from Ozamis.. If you come to Zamboanga City and you cannot speak Chavacano.. then speak Bisaya... they can understand.

DOTC shelves Zambo airport transfer

THE Department of Transportation and Communications (DOTC) has decided to shelve its plan to transfer the Zamboanga International Airport (ZIA) from its present location to an area east of this city.
DOTC Assistant Secretary for Planning Elmer Soneja said they decided to shelve the project “due to funding constraints,” saying the loan application was turned down.

If the loan was approved, the construction of the new airport worth P2.96 billion would start this year or next year aimed to cope with the increasing number of passengers and volume of cargoes for the next 18 years.
Soneja said what will the National Government do now is to rehabilitate the existing facilities at ZIA for the convenience of the riding public.
Soneja said they have earmarked P100 million for 2008 to completely rehabilitate the existing facilities including the air navigation equipment.
On Friday, President Gloria Macapagal-Arroyo led the ground breaking ceremony of a P64-million asphalt overlay project for the runway of ZIA.
The DOTC earlier identified 109 hectares land that stretches from Barangay Talabaan to Barangay Taluksangay, where the new airport is to be relocated.
Local Air Transportation Manager Celso Bayabos said the government is set to earn at least P2.74 billion if the plan to transfer the airport has push through.
Bayabos said the old airport is set to be sold at P5.7 billion while the construction of a new one cost P2.96 billion.

Zambo gets 3 projects even if unmentioned in SONA, reports mayor
Zamboanga City (27 July) -- Mayor Celso Lobregat feels undaunted even if President Gloria Arroyo did not cite Zamboanga City in her state of the nation address (SONA) last Monday stressing that the national government has lined up three projects worth billions of pesos for Asia's Latin City.
One of these projects, the port expansion program is almost complete, he pointed out.
"We don't expect the president to mention each and every city, municipality and province in her SONA", the mayor said in the light of comments that Zamboanga City is not in the priority list of the national government citing the non-inclusion of the city in the list of cities mentioned by President Arroyo in her SONA before the joint House opening Monday.
The national government is not also taking Zamboanga for granted as what others think, as it is the site of the first out of town trip of the president after her SONA.
President Arroyo is arriving in Zamboanga City today to look into various concerns specifically peace and order and other development efforts. She met with Mayor Lobregat, Representatives Erbie Fabian and Beng Climaco and selected regional directors at the Edwin Andrews Air Base in Sta. Maria upon arrival and later proceed to the Western MIndanao Command for a command conference.
Contrary to criticism from various sectors, Zamboanga, according to Lobregat, is a recipient of three nationally-funded projects: the port expansion, airport improvement and relocation and the by-pass or circumferential road.
Costing over a billion pesos, the port expansion project is about to complete its second phase. Phase I involved the expansion of the wharf area and phases II and III will involve the construction of a ferry wharf and the passenger terminal.
The airport project, Lobregat said will involve the short and long term plans: the improvement of the present facilities as a short term plan and the relocation of the facility as a long term plan.
The Zamboanga by pass road or circumferential road that will link the east coast to the west coast through the Culianan-San Ramon area is another proposed project that will benefit the city.
Lobregat said the feasibility study for the project is on going and that its implementation would be sooner than expected.
Without saying, these three projects, will help pave the way for Philippines to what President said in her SONA, where "poverty marginalized and the marginalized raised to a robust middle class" and by 2010 the Philippines should be well on its way to achieving that." (CIO/PIA-ZC) [top]

PGMA lays time capsule for Zamboanga International Airport rehab

Zamboanga City (July 28 -- President Gloria Macapagal Arroyo yesterday morning laid the time capsule for the rehabilitation of the runway of the Zamboanga City International Airport (ZCIA) here.
President Arroyo, in camouflage vest, arrived here in the city 10:10 yesterday morning for a command conference at the Western Mindanao Command.
Before proceeding to her close-door private meeting with local officials, the President lead the ground breaking of the Zamboanga City International Airport rehabilitation project together with Zambo City Mayor Celso Lobregat, District I representative Maria Isabelle Climaco and District II representative Erico Basilio Fabian.
The ZCIA is currently undergoing another asphalt overlay for the runway covering 385.25m x 13.5m and is expected to be completed on September 2007.Project cost for this particular rehabilitation is Php 13M.
Airport rehab project which were already completed include asphalt overlay of runway covering 944.0m x 180.0m and runway rejuvenation covering 389.0m x 45.0m. worth Php 30M and Php12M respectively.
Another P12M is also allotted for the rehabilitation of the terminal building repair, comfort rooms, installation of baggage conveyor, drainage, and repair of ceilings which is expected to commence September or November this year.
"Although this is not a SONA project but this is a priority project of the administration" stressed DOTC Assistant Secretary Elmer Soneja who was also present during the ground breaking.
He assured that ZCIA will be improved continuously.
"In fact for year 2008 we have proposed more than P100M funding for the rehabilitation Zamboanga Int'l Airport alone. This will include the continuous overlay of the 1100meters that has not yet been overlaid that would amount to around 80M; terminal building will still continue to be rehabilitated to the tune of about Php10M, then the drainage system or the runway around Php20M, Soneja said. Animo July 31st, 2007, 02:27 AM Zamboanga City (July 25) -- Twenty seven (27) poor families from different barangays were selected as the latest beneficiaries of the city's Self Employment Assistance (SEA) loan program, a continuing program that seeks to alleviate the plight of the thousands of Zamboanguenos living below the poverty line.
City caretaker and Administrator Elias Enriquez led in the distribution of the loans during simple a simple program held at the City Hall conference room yesterday morning. The loan range from P3,000 to P5,000 each depending on the type of business venture a family hopes to engage in.
Of the total 27 beneficiaries, 11 are members of the Rural Improvement Club (RIC), who underwent livelihood training activities through the Gender and Development (GAD) program led by former Vice Mayor and now District I congresswoman Beng Climaco.
City Social Welfare and Development Officer Francisco Barredo, said funding allocated for the SEA program is a revolving fund that requires every borrower to pay the loan in a period of one year at zero interest.
A total of P102,000 was released yesterday. The loans will be used to help augment the capitalization for small business ventures such as buy and sell, bread making, garment making, palay production, food vending and several others.
Administrator Elias urged the beneficiaries to fully support the SEA program by religiously paying the amount they loaned as this will be used to help other equally deserving beneficiaries in the future.
Zamboanga City is not a direct beneficiary of PGMA's completed seven priority infra projects, but it benefits from the economic activities spurned in Mindanao as among the Super Regions being developed.
President Arroyo said in her SONA that the economic concept of the Super Regions program underscored the need "to invest in the natural advantages and natural resources of a section of our nation so that when harnessed together, the major economic regions are larger than the sum of its parts."
The government's investment in SEA loan program to alleviate the plight of the thousands of Zamboanguenos living below the poverty line, is also a testament of the President's blueprint of the Super Regions economic plan, or Phase 3 of the Medium-Term Public Investment Program. Mayor Celso Lobregat yesterday emphasized that his administration will concentrate on the priority projects identified in the City Development Strategies Program (CDS) and Master Development Plan (MDP) which underwent intense preparation and planning.
Lobregat said the priority projects of the city are products of a lot of studies involving different sectors and people, thus, could not just be disregarded.
“The city’s Master Development Plan formulated several years back was not done by only one person and when we revisited the plan through the CDS, we have had so many consultations with different sectors and communities”, the mayor stressed.
The intense preparation and planning led the city government to identify 10 priority projects which include the integrated bus terminal, development of resettlement and housing projects, development of public cemeteries, establishment of sanitary landfill, school building program to assist the Department of Education, construction of a parking mall and implementation of waste water and flood control programs.
“These are the priority programs of the city and will be our priority, so we will concentrate on that,” he stressed.
Mayor Lobregat shared his thoughts to the media yesterday in response to queries about the proposed Master Development Plan of Hans Pedersen that was presented to the City Council for consideration last week.
He said the city government has also lined up projects for funding and implementation by the national government, as these involve long years of planning and huge funding.
These projects, he said include the relocation of the airport, the improvement of the seaport and the implementation of the by-pass or circumferential road that will connect the east to the west coast. “These are the things that we will push for the consideration of the national government”. Zamboanga City - - French Ambassador Gerard Chesnel has expressed full agreement to the Asia’s Latin City branding of Zamboanga stressing that the Philippines is the only Asian country that is a member of the “Union Latina” or Latin Union, a group of countries from all over the globe that have one official language with Latin origin.
“You’re the only country (Philippines) which belongs to the Latin Union and now I see that Zamboanga City is the place in the Philippines where quasi-Latin language—chavacano is still spoken widely”, Ambassador Chesnel said in a press briefing held when he paid a courtesy visit to Mayor Celso Lobregat at City Hall yesterday.
He committed to look into the possibility of requesting the Latin Union to include chavacano, a Spanish derivative, as one of the official Latin languages.
The Union, based in France, is aimed to work for the preservation and promotion of languages that are known as derivatives of the Latin language. It covers countries which embraces Latin language as the official tongue such as Spanish, Portuguese, Italian, Romanian and soon, chavacano.
Member countries in the Union include European nations— France, Belgium, Switzerland, Italy, Spain, Portugal and Romania as well as Latin American countries and some African countries.
The French envoy emphasized that he favors the promotion of “diversity of life”, which is why he said, the French government focuses on preservation of marine life and encourages all kinds of cultural life not merely to promote French culture. “We don’t want the world to be reduced to one Anglo-Saxon culture, we want the world to be rich, diversified with many cultures as possible”.
It is on this perspective he said, that he is pleased to be in Zamboanga, “a city that has its own language that is quite remarkable and we thank you for preserving it”.
For his part, Mayor Lobregat said people can rightfully say that chavacano is basically a derivative from the Latin language considering that it is a derivative of Spanish, which in turn is a derivative of the Latin language.
The city government of Zamboanga has enrolled in the City Development Strategies (CDS) where Zamboanga’s language, chavacano was pointed out as its most unique feature, thus the Asia’s Latin City Branding.
Based on studies made, Zamboanga is the only city in the entire Asia where majority of the residents speak chavacano.
Ambassador Chesnel and Defense Attache Col. Antoine Goursoala arrived in the city yesterday to explore socio-economic possibilities in a bid to further improve Philippine-France ties.
Aside from the courtesy call on Mayor Lobregat, Ambassador Chesnel and his defense attaché were also briefed on the prevalent peace and order condition in Zamboanga and the entire region, had an on-site visit to the Ateneo de Zamboanga University, met with officials from the Commission on Higher Education regional office, and had a private dinner with city and military officials and representatives from the business sector.
Representatives Erbie Fabian and Beng Climaco, some members of the City Council and department heads joined Mayor Lobregat in welcoming the French Ambassador to City Hall. (City Hall PIO)

MARATHON hearings on the 2008 budget commenced Monday with the end view of finalizing the proposal for submission to the City Council in due time.
Mayor Celso Lobregat presided over the hearing together with his finance committee, concentrating on the requirements for maintenance and other operating expenses (MOOE) of the different national high schools located in the city.
Public schools, though they are under the Department of Education (DepEd), get assistance from the City Government.
“But it is hoped that the national high schools get most of their MOOE and even capital outlay from the DepEd,” Lobregat said.
The City Government, he stressed, has the Special Education Fund (SEF), which is utilized to assist some DepEd programs specifically hiring of Local School Board teachers, participation in division, regional and national meets, and other school building project.
“We assist the national high schools in terms of MOOE and the school building project because we consider education as part of our priority projects”, the mayor declared.
On Tuesday, the technical budget hearing will continue and focus of discussion will be the proposed budgets of the Vocational technical Schools, some city departments, the Regional Trial Court (RTC) and Municipal Trial Court (MTC) branches, Shari’a District Court and Office of the City Prosecutor.
The venue of the hearing is the City Hall conference room.
On Wednesday, the budget hearing will focus on the proposals of various city offices, office of the City Secretary, the City Council, the City Health office and the locally subsidized hospitals and the office of the city administrator that includes the four economic enterprises.
The Thursday budget hearing will involve the Office of the city mayor and the different divisions under it and the infrastructure projects.
The proposed budgets for the different barangays will also be heard in the coming weeks.
The 2008 executive budget is expected to be slightly higher than the 2007 level which consists of some P1.3 billion.

Thus said Mayor Celso Lobregat during a consultation meeting on Vision and Strategy Formulation at the Garden Orchid Hotel yesterday.
Lobregat stressed that he is taking one step ahead in pushing further sustainable and long-term development for Zamboanga City.
The consultation meeting was participated by representatives from the different government agencies, non-government organizations and the business sector.
Lobregat bared his long-term economic and development programs, which would bring benefits to the city and its constituents with the technical assistance from the Cities Alliance Grant that formulates the City Development Strategies in the Philippines.
The mayor said that Zamboanga City being one and united has a lot of incentives and privileges in nurturing its progress towards the next millennium. Some of the advantages pointed out by the mayor during the whole-day meeting are that Zamboanga City is one of the oldest cities in Mindanao, the 3rd largest city in the country, the 6th largest city in terms of population, being the only city which speaks Chavacano, a Spanish influenced language, the only city with an intact watershed within the city, the only city with an Ecozone and Freeport at the same time, the sardines capital of the Philippines, the commercial, industrial, banking, educational, convention and sports center and the de facto government center in Region 9.
"Moving forward for a better and progressive Zamboanga is not through management style alone, but includes maximizing local revenue sources and collection in the city to generate more income and employ more advanced development," Lobregat said.
He explained that in the year 2000, local revenues reached only P208,239,500, but in 2006 up to the present after imposing stricter and more serious tax collection, it has increased to P326,392,000 and could reach P408,570,000 by year 2007. The other income of Zamboanga City comes from the subsidy of the national government through the Internal Revenue Allotment (IRA) which only reaches P836,740,926 this year.
Meanwhile, CDS Special Project Head Ms. Elisea Gozun said that Zamboanga city is in the right track in pursuing development through an enhanced and improved master development plan focusing on its economic growth and potentials for a progressive and globally competitive city in the South.
Gozun said that being a highly urbanized city, it is not impossible for Zamboanga city to take one step ahead not in comparison with the other progressive cities in Mindanao, but nixing an edge in global competition in which we are capable.
She said the city only have to consider some concerns and adopt more serious and focused strategies on Migration Control Policy, Educational Policy (Cohorts Survival), Potable Water Sustainability, Sanitary Policy, and Solid Waste Management.
Gozun said the assessment outputs derived from the one-day CDS conference will be taken seriously by the CDS Team and will be the guide strategies of the city towards progress.

CAGAYAN DE ORO CITY – Zamboanga City leaned on the strong performance of its tankers as it snatched the overall championship from General Santos City at the close of the Mindanao Qualifying leg of the second Philippine Olympic Festival at the Don Gregorio Pelaez Complex here Sunday.
Zamboanga wound up with 94 gold, 50 silver and 36 bronze medals to edge General Santos, which led on the penultimate day, for the overall crown in the week-long meet staged to discover talents who could be tapped, trained and developed to become members of the national pool.
Tanker Leonard Ventura, 16, took the spotlight by winning 13 gold medals on victories in the 50-meter, 100m, 200m, 400m and 1500m freestyle, 100m and 200m backstroke, 100m and 200m breast, 100m and 200m butterfly and 200m and 400m individual medley in his age bracket.
While Ventura emerged the most prolific, Lawin Dacera of General Santos City, proved to be most impressive.
Dacera, a 13-year-old younger brother of national team member Nikita, recorded impressive clocking in five of the six events he ruled, including the 200m, 400m and 1500m free and 200m and 400m IM where he garnered a triple A grade while getting a double A grade in 100m back.
Based on Philippine Amateur Swimming Associaton standards, a triple A is the highest rating for a tanker while double A is the second highest in the event participated in by a record 205 tankers, or more than double of the turnout in the first leg in Vigan, Ilocos Sur early this year.
But despite his spectacular showing, Dacera, who failed to win a medal in last summer’s Palarong Pambansa in Koronadal City, South Cotabato, was far from being satisfied.
"I could do better," said Dacera.
In football, Davao City took the two gold medals staked as it beat Bukidnon in the finals at the Army’s 4th Infantry Camp.
The Davao booters downed Bukidnon, 2-0, in the under-15 division before the former trounced the latter again, 3-1, later to clinch the under-17 gold.

The local government has scheduled the inauguration of Php 31 million worth of projects in October in time for the celebration of the feast of Our Lady of the Pillar.
To be inaugurated and opened to the public are the Paseo del Mar and the Pasonanca Path Walk worth Php 15 million and Php 16 million, respectively.
The Paseo del Mar is similar to the Manila Bay Walk that is being constructed along the shore at the former Construction Development Corporation of the Philippines (CDCP) property located at the back of Fort Pilar Shrine.
The Pasonanca Path Walk is located at the Pasonanca Park near the treatment plant of the Zamboanga City Water District (ZCWD).
Once completed, both projects will serve as a leisure park for residents and visitors alike.
The constructions of the two projects started in February and are among the three major undertakings of the administration of Mayor Celso Lobregat.
The third major project of the Lobregat administration is the construction of an Integrated Bus Terminal (IBT) to accommodate provincial buses plying in this city coming from as far as Cagayan de Oro City. (PNA)

THE Zamboanga City sports delegation bagged the over-all championship title in the 2nd Philippine Olympic Festival-Mindanao qualifying games besting 20 other local government teams from all over the island.
As this developed, Mayor Celso Lobregat has directed City Sports Director Bernardito Patino to make arrangements for the grant of incentives to the medal winners, as he congratulated the athletes for bringing pride and honor to Zamboanga.
The 145-man delegation from Zamboanga hauled a total of 181 medals, 98 of which are gold, 50 silver and 33 bronze.
The 2nd Philippine Olympic Festival-Mindanao, which is the qualifying round for the Youth Summer Olympics in Florida, United States of America, was held from August 13-19, 2007, in Cagayan de Oro City.
“We commend the athletes for a job well done,” Lobregat announced. “We are very proud of our athletes.” The delegation is expected to pay a courtesy visit on the mayor anytime next week at City Hall.
Patino, who led the Zamboanga delegation, said the city government spent almost P800, 000 for the athletes’ travel and participation in the Cagayan competition.
He said gold medal winners in the Mindanao qualifying games will participate in the National Competition slated on November 12-19, 2007, at the Rizal Memorial in Manila, where the participants to the Youth Summer Olympics in Florida will be selected.
The Zamboanga delegation garnered the most number of medals in the following events: aquatics, arnis, athletics, chess, judo, karate-do, muay-thai, table tennis, taekwondo and wrestling.
Patino stressed that most of the members of the Zamboanga delegation were products of the City Government’s Summer Learn-to-Play program.
Sports development and promotion is one of the major thrusts of the administration of Mayor Lobregat since he started his first term in 2004.

Animo August 28th, 2007, 03:22 AM Zamboanga City (27 August) -- Members of the Permanent Select Committee on Intelligence of the US Congress pledged to recommend the expansion of assistance and support to the Philippines stressing that it is for everyone's interest.
"We are here to look for ways to make our relationship stronger and hopefully make things more beneficial to our countries", delegation head and Texas Congressman Silvestre Reyes, in an interaction with media during a courtesy call on Mayor Celso Lobregat at City Hall yesterday morning.
The US Congressional delegation did a day long visit to Zamboanga as a fact finding tour in a bid to strengthen partnership between the Philippines and America. The group composed of Rep. Dutch Ruppersberger of the 2nd District of Maryland, Rep. Heather Wilson of the 1st District of Mexico, Rep. Rodney Frelinghuysen of the 11th district of New Jersey and Rep. Greg Meeks of the 6th District of New York.
Also with the group that called on Mayor Lobregat were Charge d' Affaires Paul Jones, Political Counselor Tom Gibbons, Chief of Office of Regional Affairs Chris Wood, Joint Special Operations Task Force-Philippines Chief Col. Dave Maxwell, Public Affairs Counselor Lee McClenny and Assistant Regional Security Officer Phil Sims.
Rep. Reyes, who speaks fluent Spanish, said the relationship between Philippines and America "goes much more than a hundred years" and that, efforts to strengthen the ties should be done for the benefit of both countries.
He brushed aside reports that the American government is set to cut short its assistance to the Philippines stressing that continuous assistance is an important part of the global effort needed to make in terms of protecting American allies.
"We think it's everyone's best interest and we're proud of the work that is being done here", Reyes said.
Mayor Lobregat welcomed the American legislators to Zamboanga City and thanked the American government for all the support and assistance given to the Philippine military and police. "We welcome any and all help that can be given to our AFP and PNP".As far as the local government is concerned, Lobregat said Zamboanga City was the first city to come to America's rescue when the Philippine voted to remove the US bases in Olongapo as well when the Joint US and Philippine Military exercises were launched.
The then City Council, he said, approved a resolution calling for the retention of the US bases and even offered to have the bases transferred to Zamboanga if and when Luzon is bent on ridding the bases in their area.
The city government, also, then under the late Mayor Maria Clara Lobregat, was the first local government unit to express support to the conduct of the joint military exercises, according to Lobregat.
Rep. Ruppersberger acknowledged how important RP-US relations is saying "there is not a better ally and we have good responsibility to the Philippines not only now but in our history, we've been together in war and in what we're doing now".
Rep.Frelinghuysen said he has a number of Filipino constituents in New Jersey, who he said "have a reputation for hard work, loyalty and patrioritism".
The American congressmen also expressed admiration to Zamboanga City crediting the development and progress to Mayor Lobregat.
With Mayor Lobregat in welcoming the visitors to City Hall yesterday were Representatives Erbie Fabian and Beng Climaco, Vice Mayor Manix Dalipe and members of the City Council, City Administrator Elias Enriquez and other city officials.

i was hoping if there's anyone who can post photos of the Baliwasan and Calarian areas? my dad grew up in Baliwasan Chico and i've only been there once, hindi ko na maalala kung ano itsura niya.:( he used to teach at Trade before he entered the navy. my mom naman is originally from Zamboanga Sibugay but went to ADZU for college (we still have her yearbook!). my folks from both sides of the family are still there in ZC.
i also want to see Lower Calarian, kasi nung nagbakasyon kami noon diyan dun kami sa quarters ng tatay ko sa Southcom tumira. i remember going to La Vista with my cousins by just walking along the beach, from the base towards La Vista.

Zamboanga City, now branded as Asia’s Latin City steps high gear on preparations for the 2007 Philippine Travel Mart to be held at the SM Megamall from September 7-9.
Organized by the Philippine Tour Operators (PHILTOA), Department of Tourism (DOT) and the Philippine Convention and Visitors Corporation (PCVC), the 3-day event will feature tourism destinations in the country.
The city government under the leadership of Mayor Celso Lobregat, along with other cities and provinces in Zamboanga Peninsula will showcase its tourism and trade potentials through the destination and product exhibits with assistance from the DOT regional office and Department of Trade and Industry (DTI) city office.
The event will formally open 3 p.m. on Friday, Sept. 7 but Zamboanga City will host a luncheon briefing dubbed “Hola Zamboanga…Asia’s Latin City” 12 noon of the same day at the conference room B, level 5, building B of the SM Megamall in Mandaluyong City.
Some 100 foreign and local buyers of tour packages are set to attend the said briefing with Mayor Celso Lobregat spearheading the tourism blitz focusing on Zamboanga City’s rich cultural heritage and diverse and ever-growing set of tourist attractions. Manila-based Cathy Santillan, a Zamboangueña broadcaster, will be the moderator.

ZAMBOANGA CITY, Philippines -– Close to 50 skeletal remains believed to be at least 100 years old have been dug up since May from an excavation site inside the Zamboanga State College of Marine Sciences and Technology (ZSCMST) here.
Professor Florinda Garcia said the skulls and skeletal parts are of varied sizes.
Based on initial observations, she said the skeletal remains are probably of American and Filipino soldiers, but she added they would still need experts to analyze and identify the remains.
Last May, ZSCMST started a P20-Million marine aquarium project that prompted the digging inside the school.
"Since then, we kept on discovering more skulls and bones. Some were with complete frames, while others just [partial] bones," Ric Murillo, the project engineer, said.
Murillo also noted that the bones were quite porous and powdery, indicating that these may have been buried about a hundred years or more.
"There are big skulls and medium skulls. We believe the big skulls are of the foreigners because the skeletal frames were also large," he said.
Garcia told the Philippine Daily Inquirer that the excavation is just a few meters away from the Fort Pilar shrine, leading him to surmise that the bones may be of Spanish soldiers.
"If you check our old maps, Fort Pilar used to be a military garrison of the Spaniards and beside it was a marshy, mangrove area," she said.
But Garcia said with the absence of detailed records, there was no way to recount history "or what really transpired during the Spanish era or even the Japanese era, so we can also presume that remains may belong to Spaniards."
Garcia said some of the bones had worn out leather belts that "indicate some were soldiers."
The fort which was built in 1635 was attacked by the Dutch in 1646 after Spanish troops abandoned it to concentrate in Manila and provide support to their troops fighting Chinese pirates led then by Kui Seng or Co Seng.
In 1669, Jesuit priests reconstructed the fort, but pirates tried to destroy it.
It was again rebuilt by Juan Sicarra in 1719, and renamed "Real Fuerza de Nuestra Señora del Pilar de Zaragosa" when one of the guards saw an apparition of Senora La Virgen del Pilar (Virgin Mary).
Garcia said they were planning to give a proper burial for the skeletal remains, "but we want to find out any plans from the local government."

A SPANISH journalist who is in Zamboanga City to promote a radio program expressed admiration at the Asia's Latin City branding and promised to help promote Zamboanga through a media campaign in her country.
Begoña Lucena, a popular TV newscaster in Spain, said Zamboanga is the best city that has similarities with her country. "Chabacano is very alive here and the culture and so many other things are very similar to Spanish and very Latin," she said.
"It is the best brand that the mayor can choose. I'm sure it is going to be very successful," she said revealed in a press conference during her courtesy call on Mayor Celso Lobregat at City Hall Thursday morning.
The new branding, she said, makes Zamboanga City unique from the other cities in Asia.
And to help promote the Asia's Latin City branding, Lucena promised to dedicate one week of the radio program Filipinas Ahora Mismo to Zamboanga City in October in time for the Zamboanga Hermosa Festival.
The program, heard over the state owned radio station in Zamboanga, Laoag, Manila, Naga and Ilo-ilo and other parts of the world through the internet, will feature Zamboanga City--its culture, arts, music, literature, food and everything that is Zamboanga.
Lucena said she can muster a big audience for the program and expressed optimism that it can help promote Zamboanga as a peaceful and beautiful city that is worth visiting.
The Asia's Latin City branding features the uniqueness of Zamboanga being the only city in the Philippines and entire Asia where majority of the population speaks chabacano, a Spanish derivative language.
Lucena is in the city along with Chaco Molina, executive director of Fundacion Santiago. Accompanying them to City Hall was Honorary Consul to Spain Ditos Lobregat.

THE Asociacion de la Prensa de Cadiz of Spain is launching Friday a one-hour radio program that would feature different segments ranging from history to sports and others.
The "Filipinas Ahora Mismo" program, which would run from 7 p.m. until 8 p.m. from Monday to Friday, will be handled by popular Spanish Television newscaster Begoña Lucena.
With its launching on Friday, Filipinas Ahora Mismo can be heard in this city over dxMR-Radyo ng Bayan and its sister stations in Laoag, Manila, Naga and Iloilo as well as anywhere in the world through the internet via www.prensacadiz.org.
Lucena said Filipinas Ahora Mismo is the only cultural magazine on Filipino culture produced by Filipinos for Filipinos and broadcasted in Spanish over Philippine airwaves.
Filipinas Ahora Mismo is an upbeat radio program with regular segments on movies, literature, Phil-Hispanic History, geography, cuisine, health, women issues, Spanish language, sports, trivia and folk wisdom sprinkled with the bust current and timeless music in Spanish.
It is a joint undertaking of the Asociacion de la Prensa de Cadiz of Spain and the Bureau of Broadcast Service of the Philippines, with the support and participation of the Junta de Andalucia, the Agencia Española de Cooperacion Internacional, the Diputacion de Cadiz, the Instituto Cervantes and Fundacion Santiago.
It is a collaborative effort designed to foster better understanding between the people of the Philippines and Spain, promote the use of the Spanish language particularly among media practitioners and students of Mass Communication in the Philippines, develop training opportunities for budding and established Filipino media professionals, and upgrade the broadcast capabilities of its partners in the Philippines.
Filipinas Ahora Mismo executive director Chacko Molina said the program will be offering 30 scholarships from 2007-2009 for Filipino broadcast media practitioners and students of mass communication and Spanish.

THE City Government has rolled out a red carpet welcome for participants to the BIMP-Eaga 7th Small and Medium Enterprises Development (SMED) Cluster meeting as he described the activity to be another opportunity for Zamboanga to showcase its potentials as a business and tourism hub.
The holding of the four-day activity here, according to Lobregat, comes at a time when Zamboanga City is experiencing an "economic boom with the systematic rise of small and medium scale industry."
"Zamboanga, Asia's Latin City, is proud to play host to this event," Mayor Lobregat declared in his welcome message during the opening of the cluster meeting at the Garden Orchid Hotel Tuesday morning.
The Brunei-Indonesia-Malaysia-Philippines, East Asean Growth Area (BIMP-Eaga) 7th SMED Cluster Meeting is participated in by delegates from the BIMP region and is focused on the provision of "quick wins and benefits for the small and medium enterprises (SMEs)."
Lobregat said the enhancement of small and medium enterprises is a positive approach to sustainable development as SMEs contribute a great deal to the gross domestic product, create employment and livelihood opportunities, and earn foreign currency through small-scale exports.
He cited recent studies, which showed that SMEs contribute 40-60 percent of the total output or value added to the national economy. "However, because of the strong peso against the US dollar, SMEs have been greatly affected that the national government is now preparing a program to cushion the impact of a strong peso," he said.
The mayor hoped that the BIMP-Eaga 7th SMED cluster meeting will be able to address some of the concerns of the SMEs with the end result of making the SMEs stronger, more progressive and sustainable.
The delegations attending the cluster meeting come from Brunei, which is headed by Effandi Bin Haji Salleh, Indonesia delegation led by Martono Djohari, Malaysian delegation led by Irene Joibi, and Philippine delegation by Nazrullah Manzur.
Present during the opening program Tuesday were Jacques Ferreira, principal Regional Cooperation Specialist of the Asian Development Bank; Mary Jean Roxas, Project Manager of the German Technical Cooperation and Susana Chew.
Lobregat also tendered a welcome dinner for the delegates and other guests Tuesday night and showcased the city's rich and colorful heritage through a cultural presentation. (Sheila E. Covarrubias)

The grand Zamboanga Hermosa Festival, in line with the feast of Nuestra Señora La Virgen del Pilar on October 12 will be the focus of the hourly presentation that started September 23.

Animo September 26th, 2007, 11:22 PM MAYOR Celso Lobregat Wednesday branded critics of “Asia’s Latin City” tag as a bunch of sour grapes and advised them to “eat your hear out” as they indulge in their spiting-spree.
“Maga imbidioso” (They are envious”), Lobregat said in chavacano referring to Asia’s Latin City critics, in his message during the turnover of the P1-million worth of Home Economics and Science Laboratory building to the Labuan National High School Wednesday morning.
Lobregat said the new branding sprang out of the fact that Zamboanga City is the only city in the Philippines and entire Asia where majority of the residents speak chavacano, a Spanish derivative language that traces its roots to Latin.
He said the new tag underwent a series of consultations that resulted to the passage of resolutions of support by the Zamboanga Press Club, the city’s Liga ng mga Barangay, the City Council, and other sectoral groups.
The mayor also cited other proofs to show that Asia’s Latin City is aptly Zamboanga City.
A noted college professor, Hermenegildo Malcampo of the Western Mindanao State University came up with a study and discovered that at least 1, 400 chavacano words are derived from the Latin language, he said.
Zamboanga City took most of the imprints of the Spanish legacy during its three-century rule in the country.
October 12, which is the feast day of the Nuestra Senora la Virgen del Pilar, the city’s patron saint, also happens to be the national day of Spain, according to Lobregat.
Added to this, he said, many barangays such as Sta. Maria, Sta. Barbara, San Roque and Sta. Catalina and a host of others, bear historical names derived during the Spanish period.
“So this is history, you can’t erase this from the books,” Lobregat emphasized.
The mayor decided to include in his turnover message the rationale for the city’s new branding, as Labuan National High School teachers used the chavacano language in their program spiels in support of the city’s campaign to promote chavacano and boost the Asia’s Latin City branding.

Righto on Jude, Latin here refers to countries whose language is Latin based and so Zambo counts as a Latin city.
