Business sector calls for cleansing of police ranks

The business sector in Zamboanga City has expressed support to OIC-City Police Director Sr. Supt. Mario Yanga’s move on transparency and cleansing of ranks in the police force in order to restore the faith, trust and confidence of the local residents.

While they commend the successful rescue of businessman Eliseo Hablo and the masterful handling of by Yanga and his men busting a kidnap gang, a business group has challenged local authorities to exert more efforts for there could be others out there who are hoodlums in police uniform.

Businessman Pedro Rufo “Pocholo” Soliven, information officer of the Zamboanga City Chamber of Commerce and Industry Foundation Incorporated, said that the involvement of a prominent personality of the city in the kidnap-for-ransom and the keeping of the hostage in a house who is a stone’s throw from the WesMinCom “leaves more questions than answers.”
To save the entire police force as an institution, Soliven suggested a no let-up cleansing of police ranks to rid it of scalawags.

“We have to support the good cops. As citizens, we have our own duties and responsibilities to be vigilant in helping our police force maintain its role and image as the protector, defender and peace keepers,” Soliven stressed.
He continued: “The perception and image of our Zamboanga’s Finest must be changed to regain back the trust and confidence of our city residents.”
The successful Hablo rescue and the capture of his kidnappers have sent a very strong message that the authorities are serious in stopping all the pernicious activities. — Jimmy Villaflores

Teodoro to grace Zambo Charter Day

DEFENSE Secretary Gilberto Teodoro will be the guest of honor in this year's 72nd Dia de Zamboanga celebration in Zamboanga City on Thursday.

The Dia de Zamboanga is observed every 26th of February, a celebration for the Charter anniversary of Zamboanga City.

Roseller Natividad, Zamboanga City's executive assistant, said Mayor Celso Lobregat flew to Manila to finalize Teodoro's confirmation as this year's founding anniversary guest of honor.

He said several activities have been lined up for this year's anniversary to include a civic-military parade.

This year's parade, Natividad said, will start from Mayor Cesar C. Climaco Avenue and will end at the Mayor Jaoquin F. Enriquez Jr. Memorial Sports Complex.

In previous years, the parade starting point was in Mayor Jaldon Street ending in an open stage along Don Pablo Lorenzo Street besides City Hall. (Bong Garcia)

Zamboangueño boxer KO's Thai opponent

RISING boxing star Anthony "Rocky" Marcial, a product of Golpe-Golpe na Barangay (Boxing at the village) program of second district Rep. Erico Basilio Fabian, has retained his crown when he knocked his Thai opponent in an encounter last Saturday in Cebu City.

Fabian said Marcial knocked down Vacharakit Senayan in the first round of their 12-round match as the Zamboangueño fighter unleashed jab straight and powerful upper cuts.

With Marcial's victory, he retained his World Boxing Organization (WBO) oriental super featherweight crown and improved his record to 12 wins, no loss, with 11 knockouts.

Senayan, who has been undefeated fighter, fell to 11 wins, 1 loss with 7 knockouts.

Fabian said Marcial will see action against Jovy Merca, the number 6 Philippine Boxing Federation lightweight contender in a boxing event on Feb. 13 at the Zamboanga City Coliseum.

The Feb. 13 event is sponsored by Fabian as part of his sports tourism program. (Bong Garcia)

Contractor set to file corruption case vs city officials this week

ARN Builders Cebu representative Crisologo Saavedra last Thursday disclosed that his company is set to file this week the graft and corruption case against Mayor Celso Lobregat and 24 other city officials with the Ombudsman’s Office.

In a radio interview over Radio Mindanao Network (RMN) on Thursday last week, Saavedra said that also included in the case are officials of Task Force IBT Pronto chaired by City Administrator Antonio Orendain Jr., IBT Technical Working Group chaired by Architect Manuel Lim who is the mayor’s IBT consultant and members of the Bids and Awards Committee chaired by City Veterinarian Dr. Mario Ariola.

Saavedra emphasized that the filing of the case stemmed from the disqualification of his construction company because of a technicality which he deemed defective and anomalous in the IBT bidding that was conducted by BAC.

He said that the legal counsel of ARN will file two cases against the said officials, 1) the BAC manipulated and conducted a defective bidding and 2) the premature opening of envelope No. 2 which was “allegedly” forced by the Mayor and Atty. Samuel Mariano.

According to Saavedra, the official minutes of the pre-bid conference for the construction of the IBT held on December 10, 2008 at the City Hall’s conference room at 10 a.m., clearly mentioned on Item No. 18 to wit: “Value Engineering Analysis of Design and Construction Methods is the additional requirements to be submitted/included in the second envelope”.

Earlier, Saavedra said that the two remaining contractors, Dimson of Manila and RCDG-Aquino should be the ones to be disqualified by BAC because they placed item No. 18 in the first envelope instead of the second.

“Why is it the BAC disqualified us instead of the two other contractors because it was clearly stated in the minutes that Item 18 be placed in envelope no. 2,” Saavedra stressed.

The ARN representative said he will also write the City Council to ask the for an investigation on the anomalous conduct of the bidding by BAC.

However, Vice Mayor Mannix Dalipe said the council is open to help only in aid of legislation but not necessarily to investigate because it is out of their jurisdiction.

Dalipe said if Saavedra wants justice then he may go ahead and file the case with the graft court.

Saavedra expressed that he is doing this for the people of Zamboanga who does not know what is truly happening in the city government. He added that if his case will prosper, the officials concerned may be suspended for six months and the perpetual disqualification of the concerned officials to hold any government office. RP hikes number of halal coordinators to promote industry
02/23/2009 | 05:17 PM

MANILA, Philippines - The Philippines recently enhanced capabilities and increased the numbers of its halal coordinators, or personnel tasked to ensure that food items comply with Islamic dietary requirements.

The move is part of the Department of Trade and Industry’s (DTI) efforts to promote the country’s halal industry, a sector that is worth $580 billion globally.

Recently, the trade department provided training for its regional and head office personnel in Zamboanga City, intended to equip them with knowledge and skills to handle halal coordination activities in their various offices.

A total of 33 participants from DTI’s offices in CARAGA, Region 4, Region 4-A, Region 6, Region 9, Region 10, Region 11, Region 12, National Capital Region, Cordillera Autonomous Region, the Bureau of Export Trade Promotion, the Philippine Trade Training Center, the Bureau of Product Standards, the Bureau of Domestic Trade, the Bureau of Micro, Small, Medium, Enterprise Development, and the Office of Legal Affairs attended the recently-held training.

Besides being assigned to act as point persons regarding the matter, halal coordinators include facilitating halal seminars in their areas, linking food companies with halal certifiers, and providing halal-related consultations.

The halal coordinator is also expected to understand the Philippine National Standard (PNS) 2067:2008, which provides general guidelines for the Philippine food industry on the preparation and handling of Halal food, including food supplements and serves as a fundamental requirement for food products and food trade in the Philippines.

This standard should be used together with acceptable food safety systems such as Hazard Analysis Critical Control Point (Haccp), and Good Manufacturing Practice.

Immediately after the PNS was introduced, the DTI launched a halal advocacy program.

Besides addressing the growing demand for information about halal, the advocacy program also aims to encourage investment in halal food production in the Philippines.

An estimated 212 million Muslim consumers are in Indonesia, followed by 158 million in Pakistan, 127 million in Bangladesh, 69 million in Egypt, 67 million in Iran, 66 million in Turkey, and 64 million in Nigeria.

Whats the updates sa IBT AND MZPA

ZAMBOANGA CITY, Philippines - Backed by a Supreme Court decision, the city government Wednesday demolished the Zamboanga Barter Goods Retailers Association, Inc. (ZAMBAGORA) building in downtown Zamboanga City.

City Administrator Elias Enriquez, who supervised the demolition, said some 288 stall owners cooperated with the demolition crew. The second phase of the demolition is set on Friday.

Enriquez said the Supreme Court affirmed with finality the orders issued by the Regional Trial Court favoring the city government’s plan to occupy the property. The demolition marked the end of a 10-year legal battle on the property which started way back during the time of the late Mayor Maria Clara Lobregat, the mother of the current mayor.

“There was no resistance from the occupants, everything went on smoothly,” Enriquez said.
He said the demolition will pave the way for the proposed construction of a multi-level parking building, one of the priority projects under the City Development Strategies.

In 1998, the city government wanted to take over the property for the construction of a fire station. However, due to court litigations initiated by the ZAMBAGORA, the city failed to beat the deadline set by the Bureau of Fire and Protection for the identification of the site.

The funding for the purpose was also reverted by the national government for other purposes due to the delay in the identification of the lot. Erniquez is confident that the proposed project of the city government would push through this time in view of the support and cooperation of the ZAMBAGORA building occupants. (Sheila Covarrubias)

Stores to be checked of biz permits (http://www.zambotimes.com/index.php?/archives/12623-Stores-to-be-checked-of-biz-permits.html)

Business establishments operating without business permits beware! This after the Office of the City Administrator yesterday disclosed that it will be conducting inspection on the different establishments operating in the city to ensure that they are all operating legally with the required license and business permit.

City Administrator Antonio Orendain Jr., said that establishments which will be found out to be operating without business pennits will be recommended for immediate closure.

He disclosed that his office has received reliable reports that a considerable number ol business establishments such as eateries and sari-sari stores especially in the barangays have been operating without the necessary permits from the city. While others deliberately did not renew their business permits from the city for this year.

"We have to go after these business establishments which are operating without license and permits. It is unfair for them to operate business without first complying with . the necessary permits," Orendain stressed

The city administrator also added that it is also grossly unfair for those business establishments which religiously pay their taxes and permits if the city government just allow the operation of other establishments which do not have the needed permits and license from the city.

Orendain said the crackdown against illegal business establishments will be started soon by his office in coordination with the City Treasurer's Office and City Permit and Licensing Office

He added that they will also coordinate with the barangay government during the conduct of actual inspection Qmj^fmmmiw

Earlier, Orendain had already appealed Jo owners and/or operators of business establishments to really secure the necessary permit from the city He added that they should also religiously comply with the yearly renewal of (heir license and business permits.

Zambo, Trece Martires ink sister-city pact (http://www.sunstar.com.ph/zamboanga/zambo-trece-martires-ink-sister-city-pact)
Wednesday, February 25, 2009

WITH the aim of strengthening linkages in governance, culture, and economy, the cities of Trece Martires and Zamboanga decided to forge a sisterhood agreement Wednesday.

Trece Martires Mayor Melencio Sagun and Zamboanga Mayor Celso Lobregat signed Wednesday a memorandum of agreement (MOA), by authority of their respective councils and with vice mayors of both cities--Alvin Mojica and Mannix Dalipe--attesting, and members of their City Councils and their other officials witnessing the ceremonies at Zamboanga City Hall.

Zamboanga City becomes Trece Martires's 37th sister-city. The others include those from the countries of New Jersey, USA, Taiwan, Thailand, Japan, and Korea.

"Revival of cultural ties, economic gains, and linkages on local governance are all embodied in the MOA, even as we look forward to having cross-city activities, like sports," Mayor Sagun said.

Sagun said apart from looking at Zamboanguenos as brothers of his constituents, he expressed optimism that his city will learn a lot from Zamboanga, which is a highly urbanized city.

Sagun said they chose to tie up with the southern Philippine city because "it is very famous." "We have heard a lot about Zamboanga City since our childhood," he added.

"In a sisterhood, there is the big sister and the little sister. In our case, Zamboanga plays the role of big sister, looking after little sister, Trece Martires. With the signing of the MOA, we anticipate that Trece Martires officials become ambassadors of goodwill for Zamboanga City. We look upon them to tell their constituents about how peaceful we are here and tell others about how rich our culture here in this part of the country," Mayor Lobregat said.

“This is to facilitate exchange of ideas, best practices and innovations of local governance between and among sister-cities,” said Vice Mayor Mojica, who initiates Trece Martires's sister-city ties in the country and abroad.

The City of Trece Martires is the provincial capital (and a component city) of Cavite, about 45 kilometers from Metro Manila, 25 kilometers away from Cavite City, and 23 kilometers from Tagaytay City.

While Zamboanga is considered one of the country's oldest cities having been established in 1635, Trece Martites is a young city established in 1954 under Republic Act 981 signed by then president Ramon Magsaysay.

Before its declaration as a city, Trece Martires used to be a remote barrio of Tanza called Quintana, which was a friar land of Santa Cruz de Malabon Estate. Families from Indang, Amadeo, General Trias, Tanza and Batangas settled in the area in the early 19th century.

Forming part of the Trece Martires delegation, aside from Mayor De Sagun and Vice Mayor Mojica, are City Councilors Alexander C. Lubigan, Romeo A. De Sagun, Remigio G. Dilag, Arvin F. Bago, Noel A. Panganiban, Josefo B. Lubigan, Francisco P. Cunanan Jr., Nicanor L. Comia, Ruperto C. Garcia, Melandres G. De Sagun, ABC president, and Melandro G. De Sagun, president of the Sangguniang Kabataan Federation. The group also includes 10 chairmen of the city's 13 barangays.

History lineage

Zamboanga, on the other hand, is one of the first chartered cities and sixth largest in the country. It is also one of several cities in the Philippines that are independent of any province.

The word Zamboanga is an evolution of the original Subanon word – Bahasa Sug jambangan, which means garden.

Philippine Commonwealth Act 39 of 1936 signed by then president Manuel L. Quezon on October 12, 1936 in Malacañang created and established Zamboanga as a chartered city.

It has been known variously as "El Orgullo de Mindanao" (The Pride of Mindanao), "City of Flowers," and affectionately called by Zamboangueños as "Zamboanga Hermosa" (Chavacano/Spanish for "Beautiful Zamboanga).

Today, Zamboanga is being branded for tourism purposes as "Asia's Latin City," a clear reference to Zamboanga's identification with the Hispanic cultures of "Latin America" or USA's "Latino" subculture. The city was formerly a part of the Commonwealth Era Moro Province of Mindanao. Its ancient inhabitants were vassals of the Sultanate of Sulu and North Borneo.

Zamboanga City is one of the oldest cities in the country and is the most Hispanic. It is also one of the largest cities in the world in terms of area, with over 1,480 square kilometers, including its 28 surrounding islands. Its recorded population in 2007 was 774,407.

The cities Zamboanga and Trece Martires may differ to a certain degree in topography and demography, economy, and traditions. But one thing both cities have in common is their history, having been colonized by Spaniards.

In fact, Trece Martires is named after Cavite's 13 martyrs who were executed by Spanish soldiers at the height of the Philippine Revolt against Spain in the late 19th century.

The presence of Spanish culture is evident, too, in Zamboanga City. One proof of this is the shrine of the Lady of the Pillar built by the Spanish army. People of both cities speak and understand Chabacano, a creole of the Spanish language.

Zamboanga has so far forged sister-city agreements with Zaragozza in Spain, Dipolog, Dagupan, and Sorsogon. (Cheng Ordonez with a report from the City Information Office)

Philex now more a gold than a copper miner
02/25/2009 | 04:44 PM

MANILA, Philippines - Philex Mining Corp., the Philippines’ largest mining company, is now more of a gold producer than a copper miner as the precious metal hits $1,000 per ounce.

With gold prices reaching historic levels and copper costs falling to record lows – owing to “declining demand in the US and European housing and automobile industries," values of the company’s concentrate shipments have recently reversed.

“The company’s latest shipments now indicate that gold accounts for 72 percent of the concentrates’ value while copper accounts for only 28 percent," Philex said in a statement.

Gold values in Philex’s concentrate shipments have consistently outstripped copper values since the last quarter of last year, the company said.

“This trend is expected to remain as the world recession continues to hit the entire developed world and has begun to spill over into the developing world," the company said.

Besides being considered as a safe investment haven, gold is also considered as inflation-proof, a commodity whose prices rise as the dollar falls. The precious metal “has been testing new price highs while copper, which is very dependent on housing and automobile markets have seen prices decline by more than half since its highs in 2008," the company said.

“Thus, Philex is a good “natural hedge" against base metal prices because gold prices are expected to stay up during this financial turmoil and as the financial turmoil subsides, gold prices are expected to soften while copper prices will firm up as the world recovers from recession," the company added, citing Dr. Walter W. Brown, the company’s chairman and chief executive officer.

Currently, the company is drilling and developing only gold properties and copper deposits with gold values (in dollars per ton of ore) higher than the dollar value of the copper in the ore. These gold/copper projects take at least three years to develop.

The company’s board recently declared a stock dividend of 25 percent to be presented for shareholders’ approval at the special meeting to be held on April 21, 2009.

Shares of Philex fell P0.30 to P5.10 during Wednesday’s trading at the Philippine Stock Exchange (PSE).

As of December last year, the company’s top stockholders include Brown, the Roman Catholic Archbishop of Manila and Zamboanga, the Social Security System (SSS), and its former administrator Corazon S. de la Paz.

As of December last year, the company’s top stockholders include Brown, the Roman Catholic Archbishop of Manila and Zamboanga, the Social Security System (SSS), and its former administrator Corazon S. de la Paz.
