AN ACT ESTABLISHING THE UNIVERSITY OF THE PHILIPPINES IN ZAMBOANGA,
APPROPRIATING FUNDS THEREFOR, AND FOR OTHER PURPOSES

Be it enacted by the Senate and House of Representatives of the
Philippines in Congress assembled:
SECTION ONE. This Act shall be known as the "University of the Philippines
in Zamboanga Act."
Sec. 2. The Board of Regents of the University of the Philippines is hereby
authorized to carry out the establishment of an autonomous campus of the
University of the Philippines in Zamboanga City , hereinafter referred to as UP
Zamboanga.
Sec. 3. The campus of UP-Zamboanga shall be located in Zamboanga City
to be specified by the City Government in an area not exceeding 400 hectares to
be set aside by a proclamation of the President of the Philippines. The campus
shall be utilized exclusively for educational purposes and for such other activities
related to research and training activities of UP Zamboanga.

Sec. 4. The Board of Regents of the University of the Philippines shall have
full authority to determine the instruction, research, extension programs, schedule
of preparatory work and initial operations, .organizational structure, qualifications
and number of academic and other personnel, enrollment and other matters related
to the administration and operation of UP Zamboanga; Provided, That the
academic program shall put on science, technology and agricultural education;
Provided, further, That the medical education program shall adopt a communityrelevant
step-ladder approach with the view of encouraging graduates to serve
Mindanao.
Sec. 5. The University of the Philippines in Zamboanga shall provide a
special scholarship program and other affirmative action programs to assist poor
but deserving Muslims and other members of cultural communities to qualify for
admission to the University.
No student shall be denied admission to UP Zarnboanga by reason of sex,
religion, cultural or community affiliation or ethnic origin.

Sec. 6. The University of the Philippines in Zamboanga shall network and
coordinate with other state universities and colleges (SUCs) in such areas which
shall contribute to the development of Mindanao.

Sec. 7. The Board of Regents of the University of the Philippines shall
submit a report to the President of the Philippines, Congress and the Commission
on Higher Education (CHED) on the actions that the University has taken pursuant
hereto within six (6) months from the effectivity of this Act.

Sec. 8. The amount of Fifty million pesos (PhP 50,000,000.00) is hereby
appropriated from the savings of the Office of the President as initial operating
expenses of UP Zamboanga. Thereafter, such additional amount as may be
necessary for the effective implementation of this Act shall be included in the
General Appropriations Act.
Sec. 9. If, for any reason, any part or provision of this Act shall be declared
as unconstitutional or invalid, such parts or provisions not affected thereby shall
remain in full force and effect.
Sec. I O . All laws, decrees, orders, proclamation, rules and regulations, or
parts thereof, which are inconsistent with any of this Act are hereby repealed,
amended, or modified accordingly.
Sec. 11. This Act shall take effect fifteen (15) days after its publication in two
(2) newspapers of general circulation.

wow..really? yes WMSU's College of Agriculture and College of Forestry and Environmental Studies are located in San Ramon, beside EcoZone..

there both State University..there's no such thing as National University..when we talk of state university, these are universities which receive direct subsidy from the state..

WMSU is also planning to relocate its city campus to San Ramon..this is to provide a university atmosphere to the students..they are implementing a 10-year development plan, at kasali dun ang pagrerelocate ng campus..

Despite kidnappings, Koreans still play golf in Zamboanga City

Despite the very real threat of being kidnapped, some Korean businessmen still prefer to play golf in Zamboanga City.

Kang Dong Gyu, Son Ha Heun, Kim Sang Bok and Song Seung Sub played golf in Zamboanga City Golf Course and Country Club for a week. “We admit at first there were many negative things we hear about Zamboanga City. But when we arrived we realized that the city is okay. We loved coming back here because of nature and cleanliness,” Kim said.

Zamboanga City hall officials expressed their appreciation to the four Korean members of Rotary Club of Zamboanga City North for keeping positive their impression of the city.

The city government said that help from private organizations such as the Rotary Club is appreciated especially at this time when tourist arrivals, particularly in Mindanao, are suffering because of recent incidents of kidnapping.

Philippine Tourism Authority General Mark Lapid in his visit to the city had admitted the tourism industry is suffering from problems such as the peace and order condition of Mindanao.

The Department of Tourism had noticed the influx of Koreans in Zamboanga City in 2007 after records indicated that from an average of 697 in 2006, it rose to 4,001 in 2007.

People are now speculating if rumors are true that District 2 Congressman Erbie Fabian is indeed going to run for the mayoralty post in the coming 2010 elections.
This after Fabian has appropriated P15 million for the implementation of different projects in District 1.

Department of Public Works and Highways (DPWH) District Engineer Merham Acas disclosed that Fabian’s projects include the construction of a four-classroom building in Labuan amounting to P5.5 million, a multipurpose covered court inside the Edwin Andrews Air Base (EAAB) worth P3 million, the implementation of the Commission on Higher Education (CHED) building in the amount of P1 million and the rehabilitation of the Psychiatric Ward at the Zamboanga City Medical Center costing P5.5 million.
Acas said that all these projects are up for implementation within this year.
Fabian laughed off rumors that he is running against incumbent Mayor Celso Lobregat saying that these projects have long been delayed due to red tape in the national government.
“These projects have been funded by my PDAF since 2007 when I was still the city’s lone representative in the House of Congress. This have long been delayed because of red tape, I had to threaten them that I will deliver a privilege speech if they will not release the funds for the immediate implementation of these projects. Of course I will not run against my partner, the mayor. I will still run for the same position,” Fabian countered.
According to Fabian, when he was still the lone representative, he appropriated millions of pesos for the implementation of many projects in District 1 to include farm to market roads, bridges, water system, drainage system, multipurpose hall and others. (Nonong Santiago)

Because if you happen to review the local history, Chavacano is new language which sprung out from a mixture of languages like Bisaya, Tausug, Hiligaynon and Español which was brought to the city because of the construction of Fort Pilar..

Don't act as you claim that Zamboanga is for Chavacanos alone..Because folowing your justification on the basis of which comes first..I thing we can righfully claim that Subanons and Bajaos are the owner of Zamboanga..not Chavacanos..

all state universities are created trough charter..if the law specifically provides for that automatically you will be university..then you will..in the case of UP, the system is a university already therefore if a new branch sprouts, its already a university..

Actually, Mayor Duterte is likewise not known for being an economist-type of leader. He is not the type who approaches businessmen and convinces them to invest in the city. What he prioritizes are peace and order, cleanliness, and delivery of basic infrastructure such as Rescue 911 and the traffic signalization system with cctv cameras. But due to the presence of these basic services, the businessmen themselves are investing in big-ticket projects without Mayor Duterte having to flex a muscle just to lure these investors to come in. Come to think of it, magaling yung tactic na ginawa nya. :)

Just some inspiring stories about him:

- During his school years in the seminary, he was always the center of ridicule because he has no decent shoes to wear during classes.. He just improvises his footwear by using tsinelas and wrapping it with rubber. Nevertheless, he was able to graduated Magna Cum Laude from University of Sto. Tomas
- During the elections, he declined the offer (about Php2 million) given to him by some Chinese businessmen to use for campaign reitirating his stance not to buy peoples' votes.:)
- He spearheaded many church projects in Zamboanga through his initiatives despite criticisms from clergymen (I think I don't need to expound on this one) hehe...

Additional P2.5-B earmarked for Zamboanga west coast road project

Dipolog City (19 March) -- An additional funding of P 2.5 billion has been allotted to the Zamboanga west coast road project in the 3rd congressional district of Zamboanga del Norte.

Zamboanga del Norte's 3rd district representative Cesar G. Jalosjos disclosed that the amount would be used to expedite the construction of the west coast road project which seeks to improve the road network in Sibuco-Sirawai-Siocon and Baliguian area or the triple S-B.

The Zamboanga west coast road, which is one of the Mindanao super region projects, is set to be completed by 2010. Once completed the municipalities of Sibuco and Sirawai will no longer be isolated from the other towns of Zamboanga del Norte. As of now Sibuco can only be reached by boat.

Local leaders consider this road project a welcome development for the province as it will certainly result in increased economic activities in the area. Farm and marine products from these towns can be brought to bigger markets to the benefit of farmers and fisher folks.

Cong. Jalosjos said he will ask another P 2 billion next year to have this road paved.

^^this is a good project so zambo will not only expand to the east but the west as well tapos i heard they will be putting a road connecting the east and west coast somewhere in culianan to complete the circumferential road project of zambo.:)

^^i just passby kanina sa area ng GOH parang until 11 stories lng kc ung sa middle and ung mga both side ng building ung bakal na ginagamit nila close na ung sa itaas parang stop na sila sa 10 to 11 stories lng susundin nila ata ung sa plano mga 11 stories lng...so meaning until eleven stories lng sya not more than pa pero let see and wait....and super laki ng building na to grabe.......

pipz... let's continue to hope and pray for the city na lng... The city has still a great number of potentials for development... maybe it's not yet the time for zamboanga to bloom at a blink... It's true, the other parts in the region are progressing and we're wondering how about our city, is it left behind? I don't think so... the city is continuously developing and the fact that the people of zamboanga are very competitive, it cannot be denied that the city is prosperous in general... we just have to be patient na lng... :)

Mariano says IBT may turn into “white elephant”

Councilor Charlie Mariano yesterday called on Mayor Celso Lobregat to consider the possible effects of a Supreme Court ruling that Local Government Units (LGU) cannot impose or compel bus operators to use the multimillion peso government-run Integrated Bus Terminal (IBT).

Mariano pointed out that if the high court’s ruling is applicable to Zamboanga City, then the IBT might one day be a white elephant.
The councilor gave an example to the Supreme Court’s ruling which favored the Laguna Central Bus Company when it opted not to use the government’s bus terminal facilities in that province.
Mariano also urged the government’s legal minds to study carefully the implications of the high tribunal’s decision if it is also applicable in this city and make sure that the local government can compel the different bus operators to use the proposed IBT in Divisoria.
“If this is all true, then the city government can only rely on persuasion to convince the bus owners to use the modern IBT,” Mariano stressed.
Meanwhile, Mariano disclosed that the awarding of the IBT project to the winning bidder have already reached point that the people cannot anymore wait “because they have waited too long.”
The councilor said that if the Bids and Awards Committee (BAC) committed no lapses in the procedural requirements from the inception to the awarding of the project, then by all means Lobregat should already implement the project.
“Let no selfish motives or interest delay the implementation of the state of the art IBT. I fully support the mayor and he should waste no time in going on his way to undertake the project that the people of Zamboanga have expected a long time ago,” Mariano stressed.
“If the mayor is sure that what he is doing is technically required by law, then why worry?” Mariano emphasized.
“If he cannot decide and a definitive decision cannot be reached, better declare a failure of the bidding process and start once again. That is the only way to erase all doubts and tell the whole world that there is nothing wrong in the bidding,” Mariano said.

I miss my vacation in my uncle and ante in Guiwan. Once lang kasi ako nakapunta don at di ko pa natour ang city kasi ayaw ng parents ko noon. Baka magpabili daw ako ng laruan kaya ayon no mall na napuntahan dyan. hehe... it was the time na wala pang malaking mall sa city namin wayback 1998.

Actually he's not a good architect, isa sya sa mga pinaka striktong architect sa zam city, try being in his company as an assistant architect and you'll see what i mean.
