City gov't eyes dev't of more commercial districts

THE local government is eyeing more areas to be developed into commercial districts in Zamboanga City.



City Planning and Development Officer Melinda Cabato said they have identified 10 places in the city to be converted into commercial districts.

Cabato said the present commercial area in downtown would serve as the central commercial center of the city.

She added that the expansion of commercial places is aimed to attract more businessmen locally, as well as those from other places to pour in investments.

She said there will be also more job employment opportunities with more investments coming in.

Zamboanga City serves as the center for shopping by people from nearby provinces. The city has several big business establishments that are selling good quality products that could be found in some of the major malls in the metropolis.

Aside from that, business establishment owners from nearby provinces acquire their stocks through the local malls.

I think commercial districts are: Zonal Barangays( I,II, III, IV), Recodo, Guiwan, Sangali, Curuan, Vitali and Labuan..

City government to utilize towing truck soon

The city government can fully implement provisions of Ordinance 248 otherwise known as the Revised Traffic Code for Zamboanga City with the acquisition of a towing truck.

Mayor Celso Lobregat formally turned over (August 8) to the City Administrator's Office through Elmeir Apolinario one unit towing truck that will be used to transport vehicles to the impounding area due to parking violations or other offenses.

"With this towing truck, we can now implement section 12 of Article 7 and Section 7 of Article 12 of Ordinance 248," Mayor Lobregat said.

Section 12 of Article 7 talks about "towing and impounding of vehicles" and provides that "vehicles parked in no parking areas, abandoned in any public highway or street, and stranded or disabled in the roadway or sidewalk, which are causing obstruction to vehicular and pedestrian traffic, after notice by means that the Zamboanga City Traffic Management Operations or any of its authorized representative may be deemed sufficient, be towed to the premises of the Zamboanga City Police Office or to any other area designated as such.

Section 7 or Article 12 on the other hand specifies the towing charges and storage fee rates as follows: tow charge for light vehicles with engine displacement of 0-1600cc will be P800 and storage fee will be P50/day; tow charge for medium vehicles with engine displacement of 1601 to 2800cc will be P1000 with storage fee of P75/day while tow charge for heavy vehicles with engine displacement of 2601cc and above will be P1200 with storage fee of P100/day.

Lobregat has directed Apolinario to intensify information on the utilization of he tow vehicle from August 8 to 15 and aggressively implement the law starting next week.

He said the massive information drive is purposely to make the people aware of the new policy.

The tow truck is also called as a wrecker, a breakdown truck, a recovery truck or a breakdown lorry. It is used to transport disabled motor vehicles to anothr location, usually to a repair garage, or to recover vehicles which are no longer on a drivable surface or whose drivers or operators were found to be violating certain traffic rules and regulations such as parking on unauthorized areas, driving under the influence of liquor and other offenses.

its quite impractical to have those barangays because of their proximity to Guiwan-Putik Area, which is thriving commercial district..those barangays mentioned are just a kilometer or less away from the existing commercial districts..

Guiwan - San Ramon Road via Pasonanca is a good way to cut down the travel cost from West Coast to East Coast or vice versa..a preparation for the opening of city's entry points, the airport and the bus terminal..Since West Coast is the industrial area, it is the place where mostly goods originate, not to mention the EcoZone..they need to transport goods at the soonest possible time to this entry and exit points.That is why there is a must to create a circumferential road to ease traveling time and what not.

Mayor Celso Lobregat together with Councilors Rey Candido and Nonong Guingona and City Agriculturist Diosdado Palacat released on Sunday morning a 40-kilo green turtle back to the sea off Bolong, east of this city. The male marine turtle was fished out Saturday morning by a fisherman identified as Marlon Evangelista off Sacol Island who later turned it over to Bolong barangay chairman Antonio Evangelista and later to the city agriculturist’s office. Measuring 72 centimeters in length and 63 centimeters in width, the sea turtle was the 3rd released this year and the 22nd since “the release” started years back. It was tagged No. 6998. Lobregat said it was very fortunate that the marine turtle was rescued and did not fall into the hands of butchers. “That is why I am appealing to our fishermen to always turn over to the authorities concerned should they fish out turtles and other endangered sea mammals,” he said. Recalled, no less than United States Ambassador Kristie Kenney and Zamboanga City Archbishop Romulo Valles had once joined Mayor Lobregat in releasing a sea turtle, one after the other, last year.Sea turtles (Chelonia mydas) spend almost all their lives submerged but must breathe air for the oxygen needed to meet the demands of vigorous activity. With a single explosive exhalation and rapid inhalation, sea turtles can quickly replace the air in their lungs. The lungs are adapted to permit a rapid exchange of oxygen and to prevent gasses from being trapped during deep dives. The blood of sea turtles can deliver oxygen efficiently to body tissues even at the pressures encountered during diving. During routine activity green and loggerhead turtles dive for about 4 to 5 minutes and surface to breathe for 1 to 3 seconds.Sea turtles possess a salt excretory gland at the corner of the eye, in the nostrils, or in the tongue, depending upon the species; chelonian salt glands are oriented in the corner of the eyes in leatherback turtles. Due to the iso-osmotic makeup of jellyfish and other gelatinous prey upon which sea turtles subsist, sea turtle diets are high in salt concentrations and chelonian salt gland excretions are almost entirely composed of sodium chloride1500-1800 mosmoll-1 (Marshall and Cooper, 1988; Nicolson and Lutz, 1989; Reina and Cooper, 2000). Turtles can rest or sleep underwater for several hours at a time but submergence time is much shorter while diving for food or to escape predators. Breath-holding ability is affected by activity and stress, which is why turtles drown in shrimp trawls and other fishing gear within a relatively short time.

Nahimuot gud ko once nga naay gi-tow didto sa Cebu Doc area coz wala pa'y 5 minutes nga nilakaw ang driver, gi-hila gyud daun in less than 2 minutes. Unya bilinan lang og isa ka note sa wall nga iyang giparkingan. Perte gud dagan sa tag-iya aron lang ma-retrieve iya 'car'.

Mala-convention center-slash-theater ang concept. tpos different plays and theaters are played depicting the multi-cultural world of Zamboanga. (e.g. Spanish, Tausog, Badjao, Samal, Yakan and the likes...) :dance: :tiasd:

For me, Talisayan is a nice place to put up Zamboanga Cultue and the Arts Center. (Just right after the economic zone)... Mala-convention center-slash-theater ang concept. tpos different plays and theaters are played depicting the multi-cultural world of Zamboanga. (e.g. Spanish, Tausog, Badjao, Samal, Yakan and the likes...) :dance: :tiasd:

for me Sutterville is a good choice..it can serve peoplof San Roque, Upper and Lower Calarian, Campo Islam and some parts of Baliwasan

if airport is soon relocated, as in soon na soon quote and unquote, (DAPAT na! hehe), it should be converted into a commercial district... ung maraming strip of coffee shops and music lounges/bars... para dance :dance: dance :dance: lang tyo lahat sa zamboanga with the tourists/visitors... :applause:

City government to utilize towing truck soon

The city government can fully implement provisions of Ordinance 248 otherwise known as the Revised Traffic Code for Zamboanga City with the acquisition of a towing truck.

Mayor Celso Lobregat formally turned over (August 8) to the City Administrator's Office through Elmeir Apolinario one unit towing truck that will be used to transport vehicles to the impounding area due to parking violations or other offenses.

"With this towing truck, we can now implement section 12 of Article 7 and Section 7 of Article 12 of Ordinance 248," Mayor Lobregat said.

Section 12 of Article 7 talks about "towing and impounding of vehicles" and provides that "vehicles parked in no parking areas, abandoned in any public highway or street, and stranded or disabled in the roadway or sidewalk, which are causing obstruction to vehicular and pedestrian traffic, after notice by means that the Zamboanga City Traffic Management Operations or any of its authorized representative may be deemed sufficient, be towed to the premises of the Zamboanga City Police Office or to any other area designated as such.

Section 7 or Article 12 on the other hand specifies the towing charges and storage fee rates as follows: tow charge for light vehicles with engine displacement of 0-1600cc will be P800 and storage fee will be P50/day; tow charge for medium vehicles with engine displacement of 1601 to 2800cc will be P1000 with storage fee of P75/day while tow charge for heavy vehicles with engine displacement of 2601cc and above will be P1200 with storage fee of P100/day.

Lobregat has directed Apolinario to intensify information on the utilization of he tow vehicle from August 8 to 15 and aggressively implement the law starting next week.

He said the massive information drive is purposely to make the people aware of the new policy.

The tow truck is also called as a wrecker, a breakdown truck, a recovery truck or a breakdown lorry. It is used to transport disabled motor vehicles to anothr location, usually to a repair garage, or to recover vehicles which are no longer on a drivable surface or whose drivers or operators were found to be violating certain traffic rules and regulations such as parking on unauthorized areas, driving under the influence of liquor and other offenses.

i still remember ung binili ng mama ni celso na mga plants for the beautification ng zamboanga parang ala ngyari itatanim daw sa mga center island pero ala man parang still may anomalya pa rin un.....ay naku wat a waste.....

Economic empowerment pushed to achieve peace
ZAMBOANGA CITY — Mindanao’s business leaders are pushing investments in sustainable ventures, as their contribution to efforts to achieve peace and development, especially conflict-prone areas.

Leaders of the Mindanao Business Council (MinBC) said in separate interviews yesterday that entrepreneurs play a critical role in island-wide peace building.

MinBC is making rounds among Mindanao’s regions to gather inputs on how best to promote peace and development on the entire island, starting with the perennially troubled talks between the government and the Moro Islamic Liberation Front (MILF).

Ma. Lourdes A. Arcenas, adviser for sustainable development of MinBC, said one possible solution to a wide range of problems — from graft and corruption to banditry and insurgency — is to promote entrepreneurship that will economically empower especially depressed and conflict-affected communities.

"Empowering the community is the key and the business sector is one that creates opportunities for this. We are not going to give dole-outs, but the private sector needs to extend those opportunities," Ms. Arcenas said in an interview.

"If the basic needs are met, through sustainable responsible investment, then you can empower communities to confront criminality, corruption, and all kinds of social problems in Mindanao," she added.

At the same time, however, Ms. Arcenas admitted that Mindanao’s full development hinges on the conclusion of a peace pact between the government and the MILF.

She also lamented the poor state of education, especially in poverty-stricken areas like those of the Autonomous Region in Muslim Mindanao.

She said this has serious implications, since uneducated voters cannot be expected to choose wisely on matters that will affect their future, i.e., in a referendum on areas to be included in an expanded autonomous region.

"The average educational attainment in the autonomous Muslim region is Grade Four, so when you do a referendum or plebiscite in all of these areas, you know what will be outcome," she said.

In a separate interview, Ednar G. Dayanghirang, MinBC program manager for sustainable investments, said business leaders in Mindanao should base their investments on the principles of growth with equity, natural resources- and environment- sensitive, and people empowerment.

"Mindanao has been suffering from conflict, which some see as impossible to address," said Mr. Dayanghirang.

"But in a collective effort, the business sector on its own can make that change."

The consultation was held here last weekend, ending with a statement of support from members of the host Zamboanga Chamber of Commerce and Industry.

"The Zamboanga chamber is embarking on this undertaking because we believe it is essential to the development of the city and the region. Zamboanga City is being beaten black and blue by events which are not favorable to the business atmosphere," said chamber president James Cesar L. Makasiar.

"The business sector is willing to share whatever resources we have to put on the table so that we can have that peace, and this opportunity today is before us," he added.

"I hope it [peace and development] will be achieved in our lifetime, not in the generation that will come after us."

MinBC chairman Vicente T. Lao said one of the flaws in the previous negotiation was lack of transparency.

"The issues were not ventilated to the general public on the scale that needs to be done. That is the reason why the Mindanao Business Council is providing this forum," he explained.

In October last year, the Supreme Court declared as unconstitutional a prospective territorial deal between the government and the MILF, after local officials and political leaders questioned the pact — which was to be a breakthrough in the long-troubled talks — for lacking transparency and consultations.

Mr. Lao said the chamber hopes to produce a declaration in May, which will be passed on to the peace panels of the government and the Moro rebels.

napa daan ako kagabi sa R.T. Lim boulevard ang prang wala namang nangyayari at pagbabago doon maliban sa isang truck na nakatiwangwang lng. nag ask ako sa mga vendor morethan a week naraw ata ang truck doon...tapos wla nang construction workers ang nag aayos doon..ano kaya ang nangyari~?

me too nagpassed by me kanina lng sa RT Lim so far dalawan na ung truck dun and may kinakarga na silang mga gamit pang construct sa area....ung isa truck for digging and ung isafor piling ng mga poles ata and may mga bakal na ginagamit for piling sa area....baka magsimula na rin sila para sa filing ng lupa sa rea na to....lets wait and see the action......sana kalabasan nito pang worldclass boulevard na to hehehe.....

me i rilly want to see there's opening of commercial roads and business districts sa may upper central part ng zamboanga... diyan sa may murok upper pasonanca, ung malapit sa pasonanca watershed, dyan sana ung bypass road from east to west...let's say divisoria/boalan boundary, passing through lunzuran to upper pasonanca, to cawit and to ayala...

ung pagkasabi kc sakin ng isang agent na pinupush tru pa ata ng landco ung project nilang mall dito sa Zamboanga and they are scouting for the area to build their mall....pero i ask kc sa kanya if tuloy daw ung project sabi niya nasa plan daw tlga ng Landco na mag built sila ng mall dito....and malay natin biglaan lng just like sa woodrige project nila diba bigla lng sumulpot parang kabute....im sure if magbuild sila ng Pacific mall dito major tenant nila ung Metro Gaisano....so hopefully makabuild na sila dito

lam mo Marlowe as far as i remember when i was in high school dat tym ung proposed na Galaxy Mall sa may Tetuan that was a big project and big investors from foreigner(malaysia) but they back out kc tinakot sila ng mga Chinese Chambers dito....actually approved na dat tym ni Mayor Agan kaso when late Caling came to sit as mayor as in nawala na ung galaxy onhold ung project kc di na pinayagan and di binigyan ng license to operate and to build..kaya sayang tlga ung project na yon....kung na build un may Worldclass na tayong mall and 1st foreign owned mall sa Pinas.....and i think kinakatakot ng mga Chinese business man dito ung pagiging major tenant ng Robinson department store and supermarket sa mall na un...ayun :ohno:

lam mo Marlowe as far as i remember when i was in high school dat tym ung proposed na Galaxy Mall sa may Tetuan that was a big project and big investors from foreigner(malaysia) but they back out kc tinakot sila ng mga Chinese Chambers dito....actually approved na dat tym ni Mayor Agan kaso when late Caling came to sit as mayor as in nawala na ung galaxy onhold ung project kc di na pinayagan and di binigyan ng license to operate and to build..kaya sayang tlga ung project na yon....kung na build un may Worldclass na tayong mall and 1st foreign owned mall sa Pinas.....and i think kinakatakot ng mga Chinese business man dito ung pagiging major tenant ng Robinson department store and supermarket sa mall na un...ayun :ohno:

Mr. Agan sit as a mayor of zamboanga city for 1 decade.. hindi ko sya naabutan hehehe:lol: pero i think may alam ako about his administration before kahit kaunti...

the Proposed Galaxy Mall was granted by the local government to invest here Zamboanga City at the year 1997. sabi nila yung construction daw sana mag around 4th quarter of that year or 1st quarter ng 1998. on that year din gumating ang "ASIAN FINANCIAL CRISIS"...i think isa na ito sa reason kung bakit hindi natuloy ung Galaxy mall before~ sayang:ohno:

yeah tama ka ate wind...ung isa sa kinakatakutan nila is baka mawala ung mga loyal customers nila...you know nman ung tga dito pag san ung bago dun sila....bat if may magandang strategy gagawin ung mga chinese businessman na to sa central business district na to di sila mawalan ng customers kso kung may sales sila puros luma na...kaya ang Zamboanga alang healthy competition sa business kc lagi isip nila sila hmmm......

^^i still remember sa news ng TV Patrol Chavacano dat tym na binenta na ng malayasian investors ung area sa mga Australian investors pero i dont know wat happen to that until now....naging tiwang wang nlng ung place...sayang na sayang ung place..i deal pa nman ung place.....and did u heard din ung gsto mag invest ung Uniwide mall kaso di rin natuloy dahil din sa Asian financial Crisis kung san nataman ng husto ung Uniwide until nathey declare bankrupt na...hmmmm sayang tlga....they are eyeing for Zamboanga but the Chinese controls the business here...and sana ung next maging mayor dito may changes and di makinig sa mga chinese chambers kung anu man plano nila.....head of the City nga pero nadidiktahan :)

hmmmm i think its true as what councilor charlie mariano said kung wala talagang anomaly lobregat wont even think twice to anounce the winner kasi d totoo un mga aligation ng isang contractor but if he cant anounce it then posible may conting anomaly talaga ng yari paet talaga tong lobregat na to^^:lol:

LOBREGAT years has come to an end.. from 1995-when Ma'am Caling still became the lone congresswoman of ZC, and now we're nearing 2010... It's enough that the Lobregats leading the city. If I wer with Celso and siblings, they should concentrate on their businesses, such that of La Vista del Mar and Restaurant. The last time I visited the place, it was pitiful to see the place left unmaintained and under-rehabilitated due to the Storm Surge that struck our city two years ago... Alya ya lang sila concentra. Enough na ung 15 years of them ruling our city... Kung gaya lng sila ng mga Jalosjos at Yebes na dynamic and brilliant, y not? Pero seeing our city stagnant in terms developments and progress for years and years with no immediate action being undertaken, it's now a high time to change our present administration to leaders who has the will to help change our city by not easily manipulated and monopolized by local biz who only consider their own personal agenda, by scaring the big companies to invest in our city, much worse, blocking the international investors, like that of the Galaxy Mall and Koresco Hotel. The present administration should come to an end... Sobra ya... Basta ya...

In 2010, there are still remaining 25 years or so, for our city to celebrate its centennial celebration as a chartered city, that is independent from its adjacent provinces, let us put in our minds that these remaining 25years should be a timeframe for us to transform our city the way it should be.. Overtaking other major cities in terms of developments... Centralizing in tourism, trade, industrial and commercial industries... Sky-rising buildings, with a green architecture that is stressed as its focal point. That our city is already decongested, traffic-free, by not concentrating the only present part of the city for business district, but maximizing its potentialities from discovering new horizons and frontier... Exploring the whole corners of the land for progress, plus the smaller islands surrounding the mainland city are rendered with full support, care and much attention, as these nearby islands are viable areas for tourism and job-generating industries...

Therefore, in 2010, 25 years of time left for progress, in celebrating our centennial celebration as a cityhood, choose for the RIGHT LEADER that can TRANSFORM to the state it should be... A city that is vibrant, competitive, dynamic, strong, yet peaceful, diverse and internationally-favored.

bravo.... cebu is totally a prime destination for investors and tourists in the country... well, maraming pang dapat ayusin ang city natin to achieve something like these... though it seems impossible... we continue to pray for our beloved city... :)

like un sinabi ng isang veteran councilor na un mga baguhan tahimik lang^^ parinig rinig lang muna well isa lang ma sasabi ko un na tahimik nila na time is a waste of time na un just imagine 3months after the election tahimik parin^^
