Before I hear this from his statements, I like to hear from SSC Zamboanga first regarding your opinion: Is the LGU really doing its part of historical and cultural heritage conservation? Thanks! :) MAYOR Celso Lobregat emphasized Tuesday that his administration is undertaking steps to protect and preserve heritage sites in recognition of Zamboanga City’s rich and colorful history and culture. Lobregat said the enactment of the city’s Tourism Ordinance is a concrete example of the present administration’s vigorous intention to conserve the legacy of Zamboanga. The tourism code for one identifies the area from City Hall to the Fort Pilar shrine as a heritage zone wherein all buildings or structures have to conform to certain architectural designs. Lobregat said most of the buildings such as the City Hall, the National Museum, and the Fort Pilar where constructed during the Spanish-American era. “Zamboanga City has a very rich history and it is full of culture. We recognize that, even in our mission and vision of the city, we want not only to serve but to celebrate history, culture, and heritage,” the mayor stressed. Lobregat is set to attend a mayor’s forum in Iloilo City this week where the preservation of heritage in Philippine towns and cities would be discussed. The activity is being initiated by the Heritage Conservation Society led by former beauty queen Gemma Cruz-Araneta. Zamboanga, Asia’s Latin City, has numerous heritage sites, one of which is City Hall, the seat of government which was constructed from 1905-1907. The Fort Pilar shrine is another example. The City Government, Lobregat said, is also supporting the project of the Heritage Conservation Society and the Department of Education to rehabilitate Gabaldon buildings, one of which is located in Zamboanga specifically at the West Central School. Lobregat has requested the Department of Education to provide a copy of the building plan in line with his commitment to reconstruct the Gabaldon building at the Central School. Maria Isabelle Climaco will file in the House of Representative a bill that will create another congressional district in Zamboanga. Climaco represents District I in Zamboanga while Rep. Erico Basilio Fabian, who represented the entire city last year, was elected to represent District II this year. The second congressional district was created in 2004 but lack of funds prevented the election of a representative for District I in 2004 and it was only this year that funds were made available for another congressional district. Climaco disclosed that she is waiting for the census results from the National Statistic Office (NSO ) for her to be able to present the bill in Congress. She said that there is a big possibility that a third district would be created because the latest surveys conducted in the year 2000 and data from the City Planning Office indicate that there were about 700,000 people in Zamboanga. Climaco said that the latest population figure could now be about 800,000 since the last survey conducted was in 2000. The NSO is expected to release the latest census conducted this year by January or February next year. The creation of District II under Republic Act 9269 was authored by former Rep. Mayor Celso L. GMA pushes new airport By Vito Barcelo PRESIDENT Gloria Macapagal Arroyo reiterated the government’s commitment to upgrade the Daniel Z. Romualdez Airport in Tacloban City into Eastern Visayas’ first alternate international airport to boost the region’s bid to become a viable tourism destination under Mrs. Arroyo’s super regions program. The President pledged to press the expansion of the Tacloban airport after she inspected over the weekend two vital roads that will link the provinces of Eastern and Northern Samar under the Samar circumferential road project. Aside from the Romualdez Airport, Mrs. Arroyo also vowed to pursue the repair of the US-built airstrip in Calicoan island in Eastern Samar. The modernization of the Romualdez Airport, worth P3.36 billion, has been repeatedly delayed because of the lack of a counterpart fund pledged by the Japan Bank of International Cooperation under the Selected Airports Development Project of the Department of Transportation and Communications. The P3.36 billion is part of the P11.713-billion yen loan agreement, which was signed by the government and the JBIC in May 2001 in Tokyo, Japan. But the counterpart funds for the airport, worth P600 million, were realigned to purchase search-and-rescue vessels for the DoTC. Victor Domingo, presidential assistant for Eastern Visayas, said the project’s target date was moved from September 2007 to 2009. Local officials have already established a relocation site for the families who were displaced by the project and it is now up to the DoTC to implement the project. The upgrading of the airport will convert its aviation standards and cope with the increasing air traffic demand of Tacloban and the whole of Eastern Visayas. It is considered the growth center of Eastern Visayas and one of the conduit airports in the country. The project involves the construction of a new two-level passenger terminal building complete with the amenities needed by the traveling public. Besides the passenger terminal building, a separate new and larger cargo terminal building is also being planned to cope with the demand. As a protection from the normal shore erosion, a reclamation work of approximately four hectares will be undertaken and an appropriate seawall will also be constructed. Intermediate landing system, precision approach lighting and other necessary new air navigational facilities and equipment will also be installed to certify the facility as one of the country’s secondary international airports. To date, the country has international airports at Manila, Subic, Clark and Cebu. The airports at Laoag City in Ilocos Sur, General Santos City, Zamboanga City and Davao City are considered alternate international airports, according to the Air Transportation Office. In the Eastern Visayas region, the ATO considers the Tacloban airport a ‘‘trunkline’’ airport with secondary airports at Catarman, Calbayog and Ormoc and ‘‘feeder’’ airports at Biliran, Borongan, Catbalogan, Guian, Hilongos and Maaasin. Mayor Celso Lobregat gladly accepted the request to host the activity November next year during the second conference held in Iloilo City last November 9. Eight Normal schools were then established in the Philippines by the Americans. One of them was the Zamboanga Normal School established in 1918. As a secondary school, the ZNS offered a general academic curriculum under the Department of Mindanao and Sulu primarily designed to cater to the needs of cultural minorities in the provinces of Cotabato, Davao, Lanao, Sulu, and Zamboanga. In June 1921, the secondary normal curriculum of the Zamboanga Normal School had to be phased out for lack of enrollees. It was re-opened the following year and eventually producing its first batch of graduates in 1926. Until the end of School Year 1939-40, the general secondary academic and normal curricula continued to be simultaneously offered. As a result of the opening of the Zamboanga City High School in SY 1940-41, the general secondary academic curriculum was discontinued. The general secondary academic curriculum, however, was offered in the college level. It was briefly disrupted with the outbreak of the Second World War. After the war, the school resumed operations enabling those who started first year in the two-year collegiate normal curriculum before the war to continue as sophomore students. In April, 1946 they were awarded the Elementary Teacher's Certificate (E.T.C.) The secondary normal curriculum was offered only during the summer term until 1952. Upon its conversion into the Zamboanga Normal College on June 17, 1961 by virtue of Republic Act (RA) No. 3272, the ZNC was placed under the direct supervision of the Bureau of Public Schools (BPS) until its autonomy in 1963. Gradually, it started to offer new programs new degree programs. The amendment of RA 3272 on June 26, 1969 by RA 5492 resulted in the conversion of the Zamboanga Normal School into the Zamboanga State College (ZSC). No. 1427 on June 10, 1978, marking the birth of the Western Mindanao State University. Fr. Manuel Sauras, S.J. was the first director. In 1916, the Escuela Catolica became the Ateneo de Zamboanga. In 1930, the American Jesuits took over from the Spanish Jesuits with Fr. Thomas Murray, S.J. as the first American director. Classes were also held in the Knights of Columbus (K of C) buildng, now the site City Theater. The first high school students graduated from Ateneo in 1932. In 1938, a library was built on the first floor of the K of C Building. A facade, an auditorium, and an annex were also built. John Shinn was appointed headmaster of the Grade School and Fr. Francis Clark, S.J. became the principal and dean of discipline of the High School. The school was closed during World War II. It was used by the Japanese as a public elementary school until it was shelled and bombed by the American forces on March 8 and 9 in 1945, prior to the liberation of the city. The high school reopened in 1947, with a nipa-sawali building on a new site outside the poblacion called Jardin de Chino along Camino Nuevo. It was providential that shortly before the outbreak of the World War II, Fr. Eusebio Salvador, S.J. had bought 18 adjoining lots in that section. In 1948, the school was officially recognized as a Jesuit school separate from the parish. The post liberation years were a period of rapid physical, curricular, and enrollment expansion for the school. A college was established in 1952 and the graduate school in 1976. In the 1980s Fr. Ernesto A. Carretero, SJ started the work to acquire for the Ateneo de Zamboanga a university status. The efforts were continued by when Fr. William H. Kreutz, SJ came as president in 1989. The years of hard work finally paid off when, on August 20, 2001, the Ateneo de Zamboanga was declared a university by the Commission on Higher Education. Moreover, the school was granted a Fully Autonomous status - one of only 30 higher education institutions in the country to be granted full deregulation and autonomy, and the only one in Western Mindanao. While part-time teachers are on the faculty, 90% of all courses are taught by full-time faculty members. All degree programs of the Ateneo are accredited by PAASCU. This accreditation is at Level III, the highest generally given. The performance of ADZU graduates in government licensure examinations has been consistently the best in the city and the region. In certain years, the Ateneo results are among the best in the nation. The ethnic origins and religious background of the students reflect the cultural diversity of the city and the region. These weave together in the Ateneo de Zamboanga University the rich cultural tapestry that is Western Mindanao. Students take courses in Christian theology, but Islamic religious studies are offered for Muslim students. High School School Site The School campus has a total land area of 8.3 hectares. It is located in Tumaga, Zamboanga City. High School Building This is a five-story concrete building with a roof deck. The ground floor houses the Administration Offices, School Clinic, Guidance Office, Director of Student Services Office, Audio Visual Room, the Chapel, the Ecumenical Room, and the Campus Ministry Office. The second floor houses the Library, two computer Laboratories, Faculty Workroom and some classrooms. The third floor houses the Audio Visual Room 2, Social Action and Formation Offices and some classrooms. The fourth floor houses 9 classrooms. The fifth floor houses the four science laboratories and some classrooms. The canteen and Technology and Livelihood Education Room are found at the basement. Grade School Ateneo de Zamboanga began as a parochial elementary school called Escuela Catolica in 1912, became a high school in 1930, and a college in 1952. It added a graduate school in 1976. It was started by Spanish Jesuit Fathers who were then in charge of the Immaculate Conception Cathedral, the Spanish church of Zamboanga City. Fr. Manuel Sauras ran the school while Fr. Miguel Sadera Mata was the pastor of the parish church. In 1916, permission from Manila was given to the school to use the name Ateneo de Zamboanga, although it was still attached to the parish. The American Jesuits took over the administration of the school from the Spanish Jesuits in 1930. Two years later, the school became a recognized high school, but by then, it already turned out its first batch of high school graduates. In 1946, the school became officially recognized as a Jesuit-run institution, under the jurisdiction of the Jesuit superiors and no longer attached to the parish. The grade school started accepting girls in 1984. In 1992, the first batch of girls completed their elementary education. To cater to the needs of the growing population, the grade school went through several phases of facility improvement. In 1994, the construction of the new building facing the Berchmans Hall began. This building houses the Grade School Library, Audio Visual Room. Science Laboratory, Computer Laboratories on the ground floor and six classrooms on the second floor. In 2000 the construction of the Kostka Hall was completed. This building houses eighteen (18) classrooms. In 1994, computer education was included in the curricular offerings of the grade school. This was first offered in Grade V & VI. Eventually, in 1997, the program was expanded and was offered to all grade school students. The grade school was first granted a three year accreditation by the Philippine Accrediting Association of Schools, Colleges and Universities (PAASCU) in 1995. It was awarded a five year reaccreditations by the same agency in 1999. In August 2001, the Ateneo de Zamboanga became University. In 2004, the Grade School was awarded a five year reaccreditations by PAASCU. The obvious response of the owners of the Manila-based Malacañang Palace is to disperse an attaché contingent to Zamboanga City in order to welcome the deportees back on behalf of the concerned national government. The Malacañang Attaché have been armed with welcome mats that are riddled with one-way screws and permanent glue for placement on the Zamboanga City pier’s entry gate, emblazoned with a beautifully-designed flag of The Philippines. Their message: Welcome back! Stay here! Don’t leave! Thus, the resultant response of the local city officials and residents is to meekly accept the beautiful gift from Malacañang, and add the new wave of deportees to their growing number of refugees from all over the depressed south-western region of The Philippines. It is also a given that they should bear the brunt, absorb the impact and loss of property or lives as a result of the increasing crime rate from the criminal elements of the deportees. Malacañang Palace would be ever-so grateful for this show of patriotism, helping divert any infection to other pristine Philippine cities. It is not enough that the local citizens were grateful hosts to the U.S. Special Forces, but now they will have to extend that hospitality to a national shame. The ugly-ducklings are soon-to-be part of the “City of Flowers.” The resulting contrast would surely be an un-welcomed décor for the orderly gardens of the Malacañang Palace - their gardens' signage read: “Not In Our Backyard!" It is a national crisis that has been dumped on the meek city government of Zamboanga City, with no resistance being displayed, possibly because the mighty military might of Malacañang is located just a few kilometers from city hall, ever-willing to do what’s best for their boss. However, has anyone ever analyzed what’s best for the Zamboangueños and the deportees? It is currently being presented by the Malacañang Palace that Zamboanga City will be the main immigration processing center for the deportees, even though the city has no official capacity in that matter (Manila is the official immigration processing center of The Philippines). If for a moment's consideration hunky dory is feasible, has the local city government already sealed a legal contract with Malacañang Palace on full reimbursement of all expenses it incurs as a result of this illegal dumping, and humane and proportional allocation arrangements for relocation of the deportees to other Philippine cities? Who will clean up the mess left behind when short-term memory expires? Do the citizens of Zamboanga City have a say in this matter? Do they care? This grave situation reflects a much deeper problem that the owners of Malacañang Palace have to resolve, and not just sweep under their brand of welcome mats. Why were all the current/future deportees not sent to Manila, where they have the official, legal, and financial means to handle this national problem, or have them evenly distributed to other major cities around the country and set them up like they have in Zamboanga City, in order to distribute its national responsibility to its citizens? Historically, majority of the refugees fleeing from the economical and political terrorism from nearby provinces have ended up staying permanently in Zamboanga City, after the dust settled. A good percentage of the city’s population growth has been due to people seeking refuge in its usually peaceful environment. Although the City of Flowers has a long history of being able to absorb a myriad of peoples from everywhere, reflecting its leadership position as the melting pot center of south-western Mindanao, it is unfair for Malacañang Palace to dump this national crisis directly on Zamboanga City and its people. Balikatan is not over for these Balik Bayans! Madame, the property and blood loss from the increasing crime rate as a result of this illegal dumping rests solely on your shoulders! There is still time to do the right thing and divert the flow of these deportees to other cities around the country, and especially in your backyard. We all can vividly recall the essence of what the EDSA movement stood for. If a people is pushed too far by a single-minded political decision, they can respond in kind. Orendain II) In his book, a Jesuit scholar, Hilario A. Lim, makes the observation that although Manila had a much larger Spanish population than Zamboanga during the colonial period and was moreover the seat of government, religion, and culture, her “hispanidad” was dispersed over a wide area until it pettered out at the outskirts, whereas Zamboanga’s Spanish community was concentrated within a small territory, making of her “a happy Arcadia of language, manners and songs, a hothouse of the Spanish brand of Christianity. Fr. Lim may be biased for his beloved city, but he speaks the truth, for no other group of Filipinos can be said to have been more hispanized than the Zamboangueños with their picturesque Chabacano. For the chabacano is basically Spanish, a language of love, and Divine Providence could not have given Zamboangaueños a more suitable language in which to express their romantic soul. Following are samples of prose and verses by early Zamboangueño writers, showing their adeptness with the pen in baring their love and laughter-filled hearts, whether in the defiled vernacular or in the purity of the mother tongue, the latter as exemplified by the poems of Vicente M. These cultural groups, although classified under the general heading of the Muslim community, are distinct from one another in culture. They are generally divided into the Tausugs, Yakans, Badjaos, Samals, and the Subanens of Zamboanga del Norte and Zamboanga del Sur. The diversity in culture of these tribes needs more intensive and extensive cultural exchanges to further promote understanding, unity, and harmony. TAUSUG The Tausugs are Muslim natives of the Sulu Archipelago. They practice the tenets of Islam. They attend services in the mosque and say their prayers five times a day. Culturally speaking, the Tausugs can be distinguished from other groups of Filipinos. We can say that the Tausugs have adapted Western ways of dressing. This is because education and travel have greatly influenced their lives. Of course, it is observed that Tausugs greatly appreciate their native dress particularly the “sablay” of the women. As a matter of fact, the Tausug men and women have different attires for different occasions. The Tausug whether modern or traditional, put the greatest value on the reputation of the family. A Tausug will never commit an act of cowardice that might leave a blemish on the family’s name. it is the prime duty of every member of the family to perpetuate the good name of the house. A saying which best exemplifies this particular Tausug trait, goes this way, “You can never expect a Tausug to run from a good fight.” This is because they believe that running away from a fight is considered shameful. The artistry of the Tausugs can be seen in their dances, particularly in the graceful movements of the hands using the janggay. Bright and beautiful colors also characterize the Tausug’s love for music and arts. YAKANS Yakans are basically farmers originally from the interior of Basilan Province. Many are pagans and said to be partly Polynesian in origin. The skill and the art of hand weaving have been handed down from generation to generation. They can create a masterpiece of an exquisite and very colorful piece of cloth. Today, the city has its Yakan village that houses the Yakan weavers and loomers. These intricate designs depend on the moods of the weavers and it takes a week to weave a meter of its finish product, hence requires a high cost. Deeply religious, the Yakans are inclined to cling to traditional beliefs orally handled down by their ancestors. These norms of behavior govern their lives from conception to death, and even in the hereafter. At present the remnants of their pre-Islamic culture and the strong Muslim influence dominate their life, as seen in their customs and practices and the formulas used to befriend the spirits, to talk to the “Palay” and other things which they consider important to their existence. From olden days, many pure Yakans have preferred to use pure Yakan attire: turban, Yakan hat, belt, sash, shirts, and pants. BADJAO The Badjaos are called “Sea gypsies” because they move with the wind and the tide on their small houseboats called vintas. They live in boathouses or in bamboo stilt houses along the coast of the little islands of the peninsula. Even up to the present, many badjaos still live in boathouses. They use “saguan” to push their boats in the water. They are likewise excellent swimmers. Because of their great experience in diving, they can stay underwater longer than most casual swimmers. Some people have the impression that the Badjaos aimlessly wander from island to island. The Badjaos are primitive people, friendly and meek. They are among the world’s peace-loving people. They are also described as seafaring people and the first group of inhabitants in the island provinces of the region. The tribe’s main livelihood is fishing although many have gone into agar-agar (seaweed) farming,. Badjao women attend to their home and children. The Department of Social Welfare appropriated funds for their livelihood program and they are now engaged in colorful mat weaving which is now a favorite tourist spot. SAMAL One of the natives of Zamboanga Peninsula are the Samals or Sama. They live in houses built on bamboo stilts along the seashore and their main occupations are fishing and trading. The Sama are spread in many parts of Mindanao. In this part of the country, this indigenous group of people is best known for their skills in boat building, mat weaving, and pearl diving. When not in fishing, some are engaged in agriculture. Their principal crop is cassava. One group of this tribe is called Sama Bangingi who used to live in Taluksangay. “Taluk” in the samal language means violet, a favorite color of Samals, while “sangay” means a sandy place where birds flock. Rabana is the Samal’s favorite indigenous instrument, together with the kulintang and other gongs. THE SUBANEN TRIBE The original people of Zamboanga were the Subanen of Indonesian origin who came at about 2,000 to 6,000 years ago. They were coastal people who believe in the spirit of their ancestors and the forces of nature. When the Muslims arrived, they were pushed into the hinterlands and lived along the riverbanks. Thus, the name “Suba,” meaning people of the river. The Subanens who communicate through their Subano language prefer and wear colorful clothes and accessories. Black, red, and white are their favorite colors. The women often wear red earrings that match with beaded necklaces. Like other tribes, Subanens have their own entertainment or way of enjoying life. They like music. The Ginarang or Migboat, Basimba, Gatagan and Sirdel or Sumumigaling are some of their songs. These are sung with the accompaniment of their instruments like Gong, Kutapi, Sigitan, Lantoy, Kulaying and Tambubok. Subanens court through songs and dances. Their marriage custom is done through taltal. But aside from their court dance, they also have war and ritual dances that they perform during social gatherings and special occasions such as weddings, etc. The tribe’s political structure consists of a Timuay equivalent to the barangay captain that we have today. The Timuay tries cases involving crimes and moral turpitude. In case the Timuay cannot decide on the case or if the case involves heinous crimes, he does not give the final verdict. zoroethgenre_003 November 13th, 2007, 11:39 AM HISTORICAL SITES OF ZAMBOANGA CITY Fort Pilar Built in June 23, 1635, it is a silent witness to many battles fought by the Spaniards against the Moros. A witness to the heroic courage of Zamboangueños for their love of freedom. It is a home to legions of devotees who pay tribute to the miraculous Nuestra Señora La Virgen del Pilar. Plaza Pershing A ground for special events, this was originally called the Plaza de Don Juan Salcedo, Spain’s great conquistador. It was renamed Plaza Pershing in honor of Gen. John J. “Blackjack” Pershing who was loved and respected by the Zamboangueños for his achievements. City Hall The construction of this building started in 1905 and was completed in 1907 by the Federal Government of the United States of America. The building served to be the official residence of the US military Governor for Mindanao. Today, this serves as the City Hall of Zamboanga where the city mayor holds office. Petit Barracks Pettit Barracks was the headquarters and home of the Spanish soldiers until it was turned over to the American troops in 1899, the place was developed into a beautiful barracks, home of the American soldiers and it was named after Col. James S. Pettit of the 31st Infantry U.S. Volunteer Commanding Officer who became the Inspector General and in-charge of civil Affairs of Zamboanga. Pasonanca Park One of the country’s premier attractions is the Pasonanca Park, located at the outskirt of the city, about six kilometers from the city proper. It is referred to as the Little Baguio of the South. The park was developed in 1912, under Pershing’s administration with one swimming pool. Pasonanca is nestled about five hundred feet above sea level surrounded by rolling hills and verdant mountains. Two other pools were constructed under Mayor Climaco’s time. It likewise houses the famous tree house built in 1960, the butterfly sanctuary and the aviary which showcases different bird species including the Philippine Monkey Eating Eagle. Mayor Climaco Freedom Park A trip to Pasonanca Park is incomplete without visiting Mayor Cesar Climaco FREEDOM PARK formerly the Abong-Abong Park. Located on upper Pasonanca with a panoramic view of the city. It can be reached by jeepney on a 15 minute ride. Going up the hills one can see the fourteen Stations of the Cross. Today, it is the most popular site to spend the Lenten Season. Japanese Memorial Shrine There are two Japanese Memorial Shrines in the city. One is located in Pasonanca Park which is 7 kilometers from the city proper. Another is located in Malagutay which is 11 kilometers from the city proper. The shrines are made of marble that came from Japan with names engraved on it in Japanese character. Burgos St., Tetuan, Zamboanga City The Immaculate Conception Archdiocesan School was formerly known as the Immaculate Conception High School. The school was established in June, 1980 with Rev. Fr. Peter Garces as its Founder-Director. The school opened as a result of a felt need by the parents and the parishioners of Tetuan and the nearby barangays for a catholic education and formation for their children. For three years, and that is, from June 1980 to March 1983 the school operated on temporary permit granted by the Ministry of Education and Culture now Department of Education, Culture and Sports. It was in school year 1983-1984 when the school was finally granted a government recognition to operate a complete secondary education. Immaculate Conception Archdiocesan School was first located on P. Burgos now Fr. Ramon Barua, S.J. Street. The students were housed in the old convent, the building adjacent to the church. Aside from this building, the CFM building and the Cursillo House were used as temporary classrooms. In 1983, the Phase-I of the multi-million building was constructed in the property acquired by the school located on Crispin Atilano Street. The building had 10 classrooms, an office and a social hall at the very beginning. The high school students started occupying it in June, 1984. At present it has 9 classrooms, a computer room, a laboratory and lecture rooms for science and a speech laboratory room. School year 1984-1985, the elementary department was opened catering to grades I and II pupils. The old convent vacated by the high school department hosted the elementary pupils. In 1986 another building was built behind the three-story building. The same year the old basketball court was converted into a multi-purpose covered court. This was constructed for the extra-curricular activities of the students. A new elementary building was also constructed and completed. It lies, sprawling in a 1.5 hectare lot acquired by the school on M. Natividad Street. The building has nine rooms. Summer 1988 another building was constructed in the high school campus. This houses the chapel, the school library, two classrooms and the Home Economics room. School year 1990-1991 the school acquired also another lot on M. Natividad Street. June 1991 the kindergarten and nursery building was completed. October 1, 1993, the campus located on M. Natividad Street was completed. Dedicated to the education of the children and the youth of Zamboanga City and the surrounding provinces, today it offers three levels of learning: elementary, secondary and college. Pilar College was founded in 1894 as a Cartilla School by the Beaterio Sisters who evacuated from Tamontaca, Cotabato.One of the two sisters who started the Cartilla School in 1894 was M. Ma. Antera Cruz. The school was originally located in front of Plaza Pershing where the City Theatre now stands. The lot and the house belonged to the Lerenzo family of Zamboanga City. The Philippine Revolution of 1896 brought the Sisters back to Manila, where they were reunited with the RVM Sisters in the Beaterio Convent in Sta. Lucia, Intramuros, Manila. The educational ministry, started in Zamboanga, was disrupted during the years that followed. Those were years of waiting, of preparing the “seed of sowing”. In 1903, upon the request of the Rev. father Superior of the Jesuit Mission in Mindanao, the Sisters returned to Zamboanga to resume their work in the school and in the parish as catechists. Mother Severina Santos was the Superior of the RVM Community in Zamboanga. Her companions were M. Rafael Galvez, M. Jaojoco, and a Junior Sister, Justina Rais. The Cartilla School admitted both boys and girls. Classes included the following: Bible Study (Historia Sagrada), Christian Doctrine (Catecismo), Christian Manners (Urbanidad Cristiana), Spanish Grammar (Gramatica Espanola), Arithmetic (Arithmetica), Geography (Geographia), and Home Arts, Flower-making, and House-keeping (Labores for girls). From the Cartilla and advanced Spanish lessons, the Sisters gradually worked to open the Primary and Elementary Courses in 1914. Government Recognition for the Elementary Graduation was granted in 1918. From the first graduates were chosen teachers for the Primary and Intermediate Grades, Mother Josefa Regino, among them. She joined the RVM congregation in 1926. The Association of ‘Ex-Alumna” was organized in 1914 with Mother Pilar Fernanadez as Moderator. Miss Manuela Rodriguez was secretary for many years. Among the first members of the association were Mrs. Encarnacion Enriquez-Barrios, Mrs. Ramona Alvarez-Lledo of tetuan, Mrs. Aurelia Asuncion-Lledo, Mrs. Zoila Domingo-Enriquez, Josefina Silve Camins, Rosario Silva Solis and Mother Josefa Regino. These former students were very active in parish religious activities. At present the name, “Ex-Alumna”, has been changed to “Pilar College Alumnae Association”. In 1920, the school was transferred to the old “Hospital Senora del Pilar” in Cawa-Cawa Boulevard. The girls High School was opened, with Mother Candelaria Tarcela as the first Principal. The school was named “Pilar Institution”. The Government Recognition for the High School was granted in 1928 permit to open the Junior Normal College was given in 1940. The two-year College Secretarial Course opened in 1940.Classes were disrupted when World War II broke out 1941. The Sisters evacuated in two groups: one went to Tetuan, the other, to Tulungatung, both in Zamboanga City. Aside from the little donations they received, the Sisters supported themselves by planting rice and vegetable, weaving hats, making slippers, and baking cakes for sale. Their life of trust in the Divine Providence saw them safely through the war years. Immediately after liberation in 1945, the Sisters resumed classes for the elementary and High School levels in one floor building of sawali and nipa in La Purisima St, where Ateneo de Zamboanga is located at present, through the initiative of Mother Carmen Perez, the principal. For lack of classrooms, the school administration resorted to three shifts of classes: morning for the elementary department, afternoon for the High School, and evening for the College. In 1946, Pilar Institution graduated 35 high school students in the temporary school building in the present location. In 1948, Pilar Institution graduated 7 young ladies from the Junior Normal Course and 48 from the high School. On June 21 of the same year, Bishop Luis de Rosario, SJ, DD blessed and laid the cornerstone of a semi-concrete, two storey building facing the sea. In 1949 classes were transferred to this new building which stood at the old site of the Nuestra Senora del Pilar Hospiral. The new school building was blessed on September 24,1949. More building were constructed as enrolment increased. The wooden Elementary building was put up in 1951, followed by the Auditorium in 1957, and the Music building in 1959. The one-room Chapel was replaced by a beautiful two-wing concrete building, as envisioned by an RVM Architect, S. Ma. Mauricia Tapang. The Home Economics building and the Sisters' convent were designed by the same architect. They were finished and blessed in 1964. A semi-concrete one-storey Science building replaced the old laboratory in 1967. The completion of the façade facing the sea, the spacious campus surrounding the landmark of our Lady of the Pilar, the gardens and the sea breeze that refreshes the whole area make Pilar College an ideal place conductive to learning. Together with the expansion of the school buildings, academic, spiritual, and moral growth continued to be the thrust of the school. With improved facilities and the increase in college courses, the Pilar Institution assumed College status and was named “Pilar College”. It offers courses in Education, Liberal Arts, Home Arts, Home Economics and bachelor of Music. In 1947, Government recognition was given to the Education courses. From 1949 to 1971, Pilar College has been turning out college graduates yearly who were needed in both for the private and the public schools. However, due to the opening of nearby school, the Zamboanga Normal School, in particular, the administration of Pilar decided to gradually phase out the college courses in 1972. From this year on, Pilar College concentrated on elementary, High Schools and the College of Music Education. The lack of religious teachers in 1975 brought out the Religious training Program to prepared the teachers to handle Christian Living Classes. This was integrated into the bi-monthly, in service training program designed for teachers and non-teaching personnel. The increasing enrollment of the Elementary Department necessitated the construction of a bigger building. In 1977, the wooden building was replaced by a sprawling concrete one. Likewise, the Music Department was enlarged to house seven Yamaha organs in 1979. The opening of Yamaha Organ School attracted many students. Worth mentioning in the evolving history of Pilar College was the beautiful presentation of a 500-voice marian Concert, entitled “A tribute to Mary” during the Marian Year, commemorating the bimellineum (200th) birth anniversary of the Blessed Virgin Mary. It also marked the Diamond Jubillee of the Archdiocese of Zamboanga. In line with the thrust to upgrade the education, Pilar College undertook the process of accreditation of the High School. Self-survey started in 1981, leading to the preliminary PAASCU visit in 1984 and the subsequent formal visit. In 1987, the PAASCU (Philippines Accrediting Association of Schools, Colleges and Universities) gave the formal stamp of an accredited status to the High School Department. The series of consultations with the different stakeholders is an offshoot of the memorandum of understanding that Mayor Lobregat along with City Environment and Natural Resources Officer (OCENR) Rey Gonzales signed with the World Bank in Manila late last month. The PSA is an agency commissioned by the World Bank to undertake a study or project related to waste water treatment. “This is one of the interventions being made as a result of the city’s enrollment in the City Development Strategies (CDS),” Lobregat said. World Bank studies show that waste water or water pollution contributes to economic losses and poses health risks. Lobregat said development and increase in population necessitate that the city government look for strategies and solutions on how to meet the different challenges. The groups that met with the mayor and the PSA executives included the executive committee and the Technical Working Group of the PSA project; partners and City Council members and other stakeholders. These were the addition of the elementary unit in the school year 1978-1979 with Mrs. Visitacion Sanchez as principal and the opening of the night high school with Mrs. Juliet Mantilla as Teacher-in charge in the school year 1979-1980. the opening of the night class was intended to provide opportunities to the working boys and girls in the community who have their ambitions and dreams but could not realize them because of lack of programs to attend to them. though there were only two pioneer classes of the night high school, a lot was already accomplished when some of the night high school students took the National Validating Test for acceleration. Some of them were promoted from second year to fourth year high school and some even to college. It was also during his term that the Avellana Bldg. was constructed. In the last year of Fr. Mateos as director, the high school unit was supervised by new principal, Mrs. Emmelie Fernandez, the grade school unit still Mrs. Visitacion Sanchez and the night high school by Mrs. Virginia Lauron. From 1982-1994 with Fr. Jesus Vasquez as school director, Claret School of Zamboanga City saw the start of the construction of the school's perimeter fence with the help of the Parents-Teacher Association, a few hundred meters at a time until the whole campus was finally enclosed a few years later. The Claret Gym That took many years to finish due to scarcity of funds had its beginning also during Fr. Vasquez' time. New structures were also added, like the Vilaro Building and the extension of the Xifre Building, and towards the end of his term the beginning of what is now Clotet Building. Mayor Celso Lobregat Wednesday spearheaded the turnover and inauguration of the P2.4 million Western Mindanao Regional Service Center located at the Pasonanca Park as he vowed to pursue more projects and programs in support of the scouting movement in the city and the region. He hoped that the facility would help promote scouting in the city and "ignite the spirit of the boy scouts and their counterparts-the girl scouts." The building is located at Camp Jose T. Atilano inside the Pasonanca park premises. It is right in front of the world-famous tree house, one of the landmarks of the city. "The city (government) of Zamboanga has been and will always be supportive of the scouting movement," he declared. Present to accept the newly-constructed two storey building were BSP Secretary General J. Rizal Pangilinan, BSP Western Mindanao director Petronilo Pardillo, BSP Council chairman Vice Mayor Manuel Dalipe, BSP Zamboanga Executive Director Arhur Grino, Assistant Schools Superintendent Pedro Natividad, and members of the BSP Board of directors. The BSP secretary general accepted the building declaring that scouting in Western Mindanao has entered a new threshold. Then much reorganizing of the Region 9 was made since, the latest of which is MC 75. Then came Sen. Angara's proposed Resolution 151 to stay the transfer to Pagadian City. This means that eventually, Pagadian would still be the regional center but not at the moment due to reasons stated in the said resolution. The word "STAY" means "CEASE" or "HOLD IN ABEYANCE". Further, it did not contest that Pagadian would become the regional center. It just merely stopped the transfer. Most of the best restaurants, hotels, night clubs, and karaoke-bars are in Canelar. There are lots of Jeepneys servicing the canelar route. As of 2007 the roads to Vitali is still terrible, full of potholes and road construction was halted from 2004 to 2007. Hopefully after the election of 2007 the construction of the roads will start again. Normally this 73 kilometer trip will only take an hour and a half, but currently it takes almost two hours. The road cutting through Vitali itself is not cemented yet. This is one of the reasons why the barangay of vitali wants to be a municipality and separate itself from Zamboanga city. It only has an area of 26.26 hectares with a population of nearly 20,000 people. The villagers of this barangay is not originated here, and the true residents of this barangay lived in Boulevard, that was a long time ago, few years, the people of boulevard transfered to this area, before it was known as Campo Islam, the residents of this barangay before were Samals of boulevard (fishermans living by the sea) then when they transfered here in this Area, they elected a barangay leader, it was President Marcos time, they elected Captain Marumin Sampang, a brave and kind police officer of the Area, so the people decided to chose him to be the Barangay captain when Campo Islam was not still build... the image of Campo Islam was a forestlike barangay, it has a swamp in the middle of the area.. and the approximate diameter was 40 meters in diameter... this swamp were useful for them, they use it for their daily living... when Barangay Marumin Sampang observed that the residents of this barangay were multiplying, he ask for a quick action from President Marcos to cover the swamp because it is also risky for the young ones, the government covered it with the old machineries, soils, and sea stones and donated a living needs for the residents, Then when the barangay was fully covered and more spaces where gained, the residents starts to proliferate in each area od the barangay, after a while, there were more friendly people, a peaceful barangay but there were still missing, when the wife of the Barangay Captain went to the pueblo to sell some meriendas, the customers loved her products and one day one of them asked for the place where she lives, she wondered what to say, but then she just said that, "it was a place where old machineries dump is".. the customer didnt get what she said, so she changed the topic because the barangay still doesnt have a name.. until she came back home and asked his husband the Barangay Captain, his husband answered, It is "Panamin" which means "For Reflection" and the people where starts calling it Panamin, until suddenly a Muslim Missionary came in the Barangay and lived here. He was suprised that the people of the barangay is hospitable, well mannered, Respectul and show the humiliation and of the friendly people... he was really impressed and proud to be part of the peaceful barangay... Until one day he proclaimed it to the Barangay Captain Marumin Sampang and showed his inspiration to the Barangay, he asked to change the name and baptized it as "Kampung Islam/Campo Islam" which means PEACEFUL FIELD/CAMP.. until it was declared by the Barangay Captain and the government approved it... Nowadays, the residents are being multiplied but the peacefulness and cheers of the residents are remaining still in the Area, the people are multi-talented and the residents are mixed-matched.... The national hwy passes through Guiwan giving it the exposure to most of the other barangays located on the N/E side of Zamboanga. People don't have to travel far to buy fish and produce. Guiwan boasts of a fully stocked fish market and produce market. You can shop for groceries at the big ShopMark shopping center. It rivals any shopping center downtown. The bus terminal to other points in Zamboanga del Sur is in guiwan. They even have a used car dealership. There are over 50 cars in stock at any given time. Transportation to the city is still by Jeepneys, taxi, and tri-cycle. As of 2002 four pesos will take you to town. The road to Ayala is well lit. Jeepneys are still the best transportation to Ayala. I think the best looking Jeepneys come from Ayala. They are fast, clean, well maintained, and very well decorated. Ayala is a fast growing community with it's own high school and police department. Rice is one of it's top agricultural production. Mar Fishing Co., the only integrated cannery-fishing firm in the country; there's mega fishing, Universal Fishing Co. and Permex Fishing company. Ayala borders the barrios of Recodo and talisayan. Ayala also has its own High School. The public National High School. Ayala has its own school district and 11 other barrios belong to the district. The grade school in Ayala has an enrollment of about 2200 students. Because of it's immediate proximity to the sea, Bolong supports a fishing industry. You can see one of the most beautiful sunrise from Bolong's sandy beach. Bolong Beach: If you like to jog or just simply walk in the early morning and see the sunrise, Bolong Beach is the place to be. It is a good 1.5 kilometers long. There are several huts with tables that are available for rent at 50 pesos per day. There are BBQ grills available so you may cook your own meal. You can also rent canoes from the nearby fishermen or late in the afternoon you can participate in the pulling of the wide net that covers about 800 square meters. This is fun because if the catch is plentiful you can get a little share. Bolong is about 33 kilometers from downtown Zamboanga city. If you do not have your transportation, you may rent a Jeepney. They are readily available for about 600 to 700 pesos per day. Tip: Stop by the barrio of Sangali to get your fresh fish. zoroethgenre_003 November 15th, 2007, 12:17 PM Barangay Bunguiao Bunguiao is the chief producer of bananas, coconuts, marang, mangoes, jackfruits and other fruits and vegetables which are sold in the city of Zamboanga. The barangay boasts of the largest number of buses plying back and forth from the city mostly to transport its produces and residents. These buses are very convenient to a large number of employees working in the various government and private offices in the city as well as the adjoining suburbs. Furthermore it is expedient to teachers & students who commutes daily to the different universities and colleges who prefers to live in their own homes rather than staying with relatives or boarding houses. The barangay of Bunguiao has its own public primary, elementary and high schools as well as daycares and pre-school/kindergarten for the very young. The site of the Bunguiao Elementary school which is located at the centre of the barangay was donated by the late Dona Valeria Ledesma Camins vda de Paulino as well as the site of the parish church which is about 500 meters from each other. Religious needs of the predominantly catholic community is provided by the Claretian Fathers headed by Father Emilio Pablo and parish priest Father Jojo. the Claretian community in Bunguiao has two novitiates: one for future priests and another for future nuns who hails from different provinces throughout the Philippines. In fact Father Jojo of Basilan City is a product of this novitiate. Curuan is a farming community but steadily modernizing its commercial center. Curuan has a large fishpond industry. Most of the fishponds are located by the estuary where most of the mangroves used to be. Curuan must learn to take care of its mangroves or it will lose a major part of its natural resources. People continually cut the mangrove trees to sell them as fence posts. This practice must stop. The curuan river provides irrigation to hundreds of hectares of ricefields to both curuan and quiniput areas. Curuan is the largest Barangay in Zamboanga City. It covers over 7,216 hectares or 72.16 square kilometers or 6 kilometers by 12 kilometers in dimension. It is also a school district seat. It manages over 19 other barangays. New commercial buildings are being built. Divisoria has a National High School and its own Police precinct. Temperature can go down close to 65 degrees Fahrenheit. Bring your jacket. To get to La Paz from the main highway, you go through the barrio of Ayala. La Paz was once a forested area. Now pretty much logged-over, the barangay is now more revered as a vacation place. History: Much of the origin of Limpapa was settled by Subanos. The Subanos were chased away from the shoreline towns by the early Christian settlers and also by Datu Bantilan of Sulu. At that time, Limpapa was a safe haven for the Subanos. There is a cave in Limpapa where some old inscription on the walls are still present. The Subanos did a lot of "kaignin" (cut and burn) style of farming. So they wandered around pretty much. In 2003 a deep well close to the hanging bridge was established and now the people of lunzuran has abundant water. At that time, the place was called "Lama-Lama" by the natives because here lived a Datu named Lama who was the head of the barangay (barrio in Spanish). Upon seeing this place, the Spaniards noticed that it resembled the Spanish town of Tetuan in northern Morocco, where the Moors and Andalusian refugees lived, so they called this barangay Tetuan. The barangay officers are all active and participate in all the barangay community activities. Tumaga initiates its own garbage collection so as not to pile up the garbage on the sides of the streets. Tumaga is one of the cleanest barangays in Zamboanga city. One of the best designed sub-divisions is located in Tumaga. It is the Aurora Village. The roads are over 8 meters wide with sidewalks. Some of the sub-divisions in Zamboanga are so poorly planned that if there is fire, the fire department won't be able to drive in with their fire-trucks because the roads are so narrow. Tumaga is surrounded by the following barangays: Sta. Maria is to the West, Pasonanca is to the North/West, Luyahan is to the North, Lunzuran is to the North/East, Putik is to the East, Guiwan is to the South/East and Tetuan to the South. Tumaga is known for it's beautiful river. The tumaga river used to be a source of livelihood, fun, adventure, and romance. The fishermen from presa-mayor to Tumaga Por-Centro used to cast their nets to catch fish and shrimp in abundance. At night they would go out with their hook and line and try to catch eel. The lavanderas would do their work for most of the more affluent people from the city. And of course this is where chis-mis flourished. Children would swim and play catch in the crystal clear water of the river. Every June 24th, which is John the baptist's holiday, the river would be full of people celebrating. Food, mangoes, corn and all sorts of fruits would be abundant. This is also a place where the young adults would meet in pretense to help the family fetch water, firewood, or help with the laundry. The present: Tumaga River - This great river originates high up in the mountain region of Batorampon Point, the highest mountain in the City of Zamboanga at 1,335 meters or 4,380 feet. The river flows southwards towards the downtown area and empties its now polluted waters into the Tictabon Channel, from the river mouth located in the barangay of Tugbungan. The many barangays that border this river, including its namesake Tumaga, use it as a dumping ground for just about anything. When the floodwaters rise, the mighty river empties to most of the towns causing flooding and extensive damage. Its once storied past is being destroyed by uncontrolled abuse from the very people it was meant to benefit. Parel (1st place winner, feature writing competition organized by the Zamboanga Journalist Group and the Fundacion Climaco, Inc., November 11, 2006 at the City Health Office conference room in observance of the 22nd death anniversary of the late Mayor Cesar Cortes Climaco on November 14, 2006) I am fifteen years old right now and it has been about 22 yeas since former Mayor Cesar Climaco’s death, in retrospect it was an assassination. Fifteen years seem like such a young age, I haven’t felt a lot of emotions yet, haven’t known a lot of people but I do realize one thing right now and that is how I envy the fifteen year olds back during Cesar Climaco’s time. I imagine the pride they took in themselves knowing that they had a freedom fighter, peace maker and a just mayor serving them. What a big difference to politicians of today. I cannot say that I knew Mayor Climaco, nor can I say that I have tasted the fruits of his efforts. I cannot say that because I was born years too late to have the privilege of singing along with a lot of other people: “ay si Cesar, ay si Cesar, ay si Cesar Climaco..”. I was born years too late to see him around the city making sure everybody had equal rights. I was born years too late to weep when Zamboanga lost their most loved mayor. All I have now are the stories of my elders, the books in the library, old and faded newspaper articles that give me proof of the legacy he has left behind, of his humble service to fellow men, of his love for Zamboanga and the Zamboangueños that he would not tolerate corruption. For all of that he was killed. Legacies are not made overnight and legends come once in a blue moon. A blue moon must have been shining the night news spread that Cesar Climaco became Zamboanga’s mayor for he turned out to be one of the best. He was well loved by everybody especially by the children. With his gray hair, and ever endearing smile, Mayor Climaco looked like everybody’s lovable grandfather. Sometimes I wonder if this was also due to the fact he gave the kids of Zamboanga candies whenever he passed by. But this isn’t all there is about Mayor Climaco for deep in his heart he did greater things. Hidden beneath those twinkling eyes lived the courageous soul of a freedom fighter. His being mayor of Zamboanga coincided with Marcos’ presidency that only prolonged because of Martial Law. This was something Mayor Climaco could not stomach. He fought fiercely for a corruption free society. He knew the risks involved when you are being too vocal and too active against the government but he put the well being of the Zamboangueño’s first. When I asked around for people to tell me what the mayor was like; the answers came back the same. They all said that he was a very honorable man, he gave up a lot for the people of Zamboanga. He was always there for them through various acts of service but he never complained or asked for any compensation of any form. He did not tolerate corrupt officials, activities and even corrupt Zamboangueños. He put a stop to a lot of illegal activities or at least voiced out about it being unjust and unfair. For being a freedom fighter, a peacemaker, a spreader of love, an optimistic mayor praying for hope and a better society, Mayor Climaco will always be well loved and respected. His presence among the people of Zamboanga while in his light blue motorbike will always be missed. Climaco. In fact, when he died on November 14, 1984, I was not born yet. Until I turned 10, on one occasion, my, mother told me that Ñor Cesar—a man who had long, grey, curly hair and the first elective mayor of Zamboanga City —was no ordinary man. Recently, while I was reading an article about him, one thing interested me. “A reporter met Cesar at a meeting, the reporter told him that the Crisology Warlord Faction had placed the reporter a murder contract. Climaco laughed and said: Why worry? Do you want to live forever?” What interested me was that he believed that, “if a man was to die, then he must die”. My interest on the man grew. Cesar Cortes Climaco was a native of Zamboanga. A person who, in his own mind and determination, stopped the gunfires and was able to unite battling Filipinos after the declaration of Martial Law last September 1972. He is a leader for most of us and a hero for all of us. He was one of the leaders who served the country with faith and courage. He was loved by both Muslims and Christians alike. He was loved by everyone. Ñor Cesar started out as a janitor while studying Law at the University of the Philippines . His parents are Gregorio and Isabel Climaco. His family was greatly inclined to politics, the reason for running mayor of the city of Zamboanga . Because of his outstanding leadership and performance, he was appointed by President Diosdado Macapagal as Customs Commissioner, Presidential Assistant for Community Development and many more. This began the political career of Mayor Climaco. Ñor Cesar was a man who proved to be a man of a few thousand words. He’s always full of brilliant ideas and was an active civic leader. But instead of being arrogant, he wore simple clothes, he was playful to kids and ready to lend a helping hand to those who need or doesn’t need him. Every Zamboangueño turned out to him for help. For Zamboangueños, he is a man to be remembered, a man to be honored. He was loved and respected by all. Climaco’s legacy of service was quite outstanding. He made projects, and all were successful. He was always there for every incident: fire, flood, accidents and many more. He was indeed, a great leader. Mayor Climaco was also successful in giving us a corruption free society. He scolded those people who do not do their jobs very well, especially those who are members of the military and police forces. He was just. He was fair. He helped those who are innocent, imposed laws against corruption. He was an ideal person, an ideal mayor, an ideal hero. Until the time came when everyone was in complete confusion, the declaration of Martial Law by President Marcos. He was against him. He was willing to fight for freedom in order to let everyone unite. November 14, 1984, Climaco was shot by a still unidentified gunman. He wasn’t supposed to be there, but because of his determination to bring peace back, he risked his life for the sake of his fellow citizens. He was loyal to those who are trustworthy. Let us remember this day, the day when a man who wished for peace and nothing but peace, died, when All Zamboangueños mourned. Let us be like him: who believed in God, believed in justice, believed in peace and believed in all the good memories he left on his beloved city. Looking back, Ñor Cesar, I believe, was right to say that nobody lives forever. The city’s loss is history’s gain” (E. Rene Fernandez) A man of public service, indeed he was. Cesar Cortes Climaco has been known for his great accomplishments for his motherland and for his countrymen. As how he has been known, he was a “crusader of freedom, justice and integrity and practiced serving people without any regard to fanfare or material rewards’. Born from a simple family, he started as a young dreamer and learner in Normal School (now known as Western Mindanao State University ). Even as a child, he already dedicated himself to service of mankind, and pursued his once lofty dreams at the University of the Philippines . Before becoming a legitimate lawyer, he was married to his ever-loved childhood sweetheart Julia Floreta. After becoming who he was and having six children, they migrated to the States of Illinois in 1968 leaving only one child who preferred to stay in Manila with his friends. They lived there happily and peacefully, but when former President Ferdinand Marcos declared Martial Law, he went back to the Philippines to pursue his life as well as to continue a legacy for freedom and democracy. Amidst all the chaos and troubles that was currently taking place, he went back to Zamboanga with his family. He served his people untiringly and with full-pledged dedication. He was elected as mayor on January 30, 1980 with 80, 000 votes cast leaving his other friends at 40, 000 and 20, 000. “Service to humanity is all what is life for!”, he proudly exclaimed and so he affirmed it not only in words but also in deeds. A man of public service, indeed he was. While in his seat as mayor, he served his people by fighting graft and corruption and by fighting for democracy against the dictatorship of President Marcos. Actually, they have been friends, and their love-hate relationship has been the reason for a stronger duel between the two. Their rivalry was also compared to that of Aquino-Marcos. As an opposing leader form the Liberal Party, he kept contradicting Marcos’ rulings. He insulted Marcos through his letters and through media stuff and lambasted about 68 AFP generals and the governing military officer in Southcom, after the assassination of Ninoy Aquino, for the unrighteous dictatorship. Even as the mayor, he was always and remained among the people. He was not like the other leaders who would wan their huge mansions to be built, and to always let the people see how far are they from them. He always remained among the Zamboanguenos and he was Zamboanga himself. He loved his 40 cc Honda motorcycle to be always with him, and he has never wished for any body guards. He strode through markets and the plaza with only his most of-service possession, his Honda. Moreover, he never go along rides without his caskettes of candies that would be thrown on air for young children, which he considered as his friends. They call him “grandpa” or “Mayor Lolo”, with all admiration, love and respect. He is but considered as the “best mayor” in town. Still, he fought for freedom and democracy. He taught people to fight as well. Fight against oppression, injustice, superiority and ugliness of the Philippine Parliament. He also fought against “cha-cha” which was also quoted in an article “ballroom dancing is divine, but cha-cha is evil”. Above all these things, he never had no supporters. He always had all the people of Zamboanga with him and behind him. Above all these things…he remained so good, faithful and dedicated, that’s why the love of the Zamboanguenos for him is unquestionably perpetual! He has been a tough leader with undoubtfully great and amazing character. Physically, he is unbelievably strong. As what is written in his office desk “I am not a dirty old man. I am just a sexy senior citizen”. These words reflect his capability of still pursuing what he started….to pursue his service to humanity. An even in his death, amidst the on going fire near La Merced where he was assassinated by a crazy gunman, he showed courage and contentment that all through his life, he was committed to himself to service. And even his wife, Julpha said in pride “my husband died because he was such a great man of Zamboanga! And he dedicated his life to all his people”. Julpha and Cory have one thing in common, they were both widowed wives of slain opposition leaders who have always been so great to their people, a memory that would last forever…..”the man from La Mancha was insane because he saw the world as it should be and not as it was…Zamboanga was fortunate that once, a man like Cesar Cortes Climaco strode upon its earth. Curuan is a farming community but steadily modernizing its commercial center. Curuan has a large fishpond industry. Most of the fishponds are located by the estuary where most of the mangroves used to be. Curuan must learn to take care of its mangroves or it will lose a major part of its natural resources. People continually cut the mangrove trees to sell them as fence posts. This practice must stop. The curuan river provides irrigation to hundreds of hectares of ricefields to both curuan and quiniput areas. Curuan is the largest Barangay in Zamboanga City. It covers over 7,216 hectares or 72.16 square kilometers or 6 kilometers by 12 kilometers in dimension. It is also a school district seat. It manages over 19 other barangays. The elementary school of Curuan itself has an enrollment of about 1200 students. Climaco said she would be willing to author the bill in the House of Representatives and pursue its approval even if it takes years like what happened to Republic Act 9269, the law that created the 2nd district for Zamboanga. It took three terms for former Congressman and now Mayor Celso Lobregat to secure the approval and consequently enactment of RA 9269. “If this will push through, we hope to seek the assistance of President Arroyo,” she said. When asked how the division would be, Climaco said the same will depend on the population in such a way that the different barangays will have equal sharing. “But foremost we need to study, consult the framers and researchers in Congress to facilitate this particular bill that we hope to pass within our term,” she stressed. The National Statistics Office (NSO) has emphasized that the city would be entitled to a third district if the population, based on its recent census, would reach the 750,000 mark.
