The new BSP building worth P2.7 million was formally turned over by Mayor Celso L. Lobregat to the BSP officials led by J. Rizal Pangilinan, BSP secretary general; Noli Paradillo, BSP regional director, and Vice Mayor Dalipe, BSP council chairman. “We’re very glad that finally the BSP here in the city has a new building that will house the regional office. This would serve as a big help to the BSP movement here in the city,” Dalipe emphasized. He added that with the new BSP regional office building here it will permanently make Zamboanga City as the regional center of the BSP. Dalipe added that the new building will also further inspire the BSP officials here to be more active and dynamic in the scouting movement not only here in the city but in the entire region as well. The BSP here in the city is a well-organized group and has been very active in scouting activities by getting actively involved in regional, national and even internal jamborees. It also receives strong support and cooperation from the different public and private elementary and secondary schools in the city. The BSP primordial objective is to provide and equip young students with the necessary qualities like leadership, initiative, resourcefulness, and camaraderie. Mojica psylock2 November 16th, 2007, 02:23 PM Friday, November 16, 2007 Zambo is accurately Asia’s Latin City: NCCA commissioner AN OFFICIAL of the National Commission for Culture and the Arts (NCCA) has expressed support to the Asia’s Latin City branding of Zamboanga, saying it is “very accurate because distinctiveness comes from uniqueness.” Professor Felipe de Leon, NCCA commissioner for the Arts said the chabacano language, spoken by a majority of the Zamboanguenos, makes the city different, distinct, and a place like no other. This distinct quality, he said, could be used as basis for promoting Zamboanga as an exceptional and unique city. “In the first place, the Philippines is the only Latin Asian country in the world and of all Latin Asian places in the country what’s most Latin is chabacano, the language in Zamboanga.” Chabacano is the only language in the country that has a very strong resemblance to Spanish, which traces its roots to Latin, the NCCA official said. Zamboanga, he said is the center of Hispanic and Latin influence and that the chabacano language makes Zamboanga an exceptional city. He commended Mayor Celso Lobregat for pushing the Asia’s Latin City branding and at the same time urged the chief executive to solidify and strengthen the campaign to promote Zamboanga not only as a city that is rich in culture and history but as a city of arts. De Leon, who doubles as a professor of Humanities at the University of the Philippines stressed that while there are packets of Portuguese or Latin influence in other countries in the world, the Philippines has acquired most of the imprints. “Our country has very strong Latin influence, not just Spanish as we were governed by Spain through Mexico from 1565-1869, so we were not directly governed by Spain but by the Vice Roy of Mexico.” He explained that Mexican influence is a Latin influence because Latin means culture of the Romans that was very alive in Europe in ancient times. However, the Roman culture died after sometime but the same is alive in Spanish culture, Mexican culture, Portuguese or French or Romania. De Leon was in the city to spearhead the conduct of a seminar workshop for teachers and children in conflict with the law, an activity organized by the NCCA and the United Nations International Children Emergency Fund. The World Youth Chess Championships Web site (http://wycc2007.tsf.org.tr/) also lists eight other Filipino youth chess champions who will represent the country in the said competition. zoroethgenre_003 November 17th, 2007, 03:56 AM MOA for P5.2-M electrification project forged THE Department of Energy (DOE) and the Zamboanga City Electric Cooperative (Zamcelco) Friday forged a memorandum of agreement (MOA) paving the way for the electrification of 10 sitios in the city’s east coast. Mayor Celso Lobregat was a signatory-witness in the MOA signing ceremony held at the DOE Central Office in Manila in view of the provisions of the Local Government Code or Republic Act 7160. Lobregat has expressed elation that people from far flung areas of the city will soon benefit from the missionary electrification project. The code mandates the local government units to “have an equitable share in the proceeds derived from the utilization and development of the national wealth within their respective areas.” Based on the MOA, the DOE through Secretary Angelo Reyes authorizes the Zamcelco the implementation of the missionary electrification project involving the installation of distribution lines in ten sitios in Zamboanga City. The proposed project sites include sitio Berano (Mariki) in Bungiao; sitio Sapamanok in Curuan; sitio Bagacay in Curuan; Zone VII, riverside interior in Victoria; sitio Lanote in Tolosa; Victoria side, Zone III in Victoria; Torres, Zone III in Victoria; sitio Calibutu in Lamisahan; sitio Bonggal in Latuan and sitio Victoria-Poso in Manicahan. The implementation of the project is provided in Republic Act 9136 otherwise known as the Electric Power Industry Reform Act pf 2001 that grants financial benefits to the host communities of the energy generation facility and the energy resources. The 10 sitios have been identified as beneficiaries of the electrification fund accruing from commercial operation of the Western Mindanao Power Corporation (WMPC), an independent power producer based in Sangali in the east coast. The DOE is the agency that administers the thrust accounts established for the electrification fund accruing from the commercial operation of energy generation facilities and energy resource development projects. The project will be undertaken by the Zamcelco on the basis of a notice to proceed issued by the DOE on October 25, 2007. I don't want to say more, but we already know the real cause too aside of ZC has been deprived somehow of national budget from the main capital. Tesda-Armm's LSI will offer free English Language Training for job-ready workers through the President Gloria Macapagal Arroyo-Training for Work Scholarship Project (PGMA-TWSP). The LSI is being established to meet the current and emerging demand in the labor market for workplace language proficiency. The Language Skills Institute in Zamboanga City will mostly cater to the training needs of Armm constituents from Basilan, Sulu, and Tawi-Tawi. Soon, a second LSI will be opened at Tesda-Armm's Regional Manpower Development Center in Sultan Kudarat, Shariff Kabunsuan, to attend to the training demands of the other areas in the Region. The amount is small—66,500 Ibs. But the story of how it was prepared, by Mateo Ruiz, 40-year-old chief clerk at Goodyear Rubber Plantations Co.'s 2,500-acre Pathfinder plantation at Kabasalan, on Zamboanga, was one to make businessmen beam. In 1943, Colonel Wendell W. Fertig, U.S. guerrilla leader in the Philippines, sent for Ruiz. His instructions, direct from General MacArthur: start production of rubber at Pathfinder. Mateo Ruiz had never been more than a paper-shuffler at Pathfinder, knew almost nothing about the technical side of rubber-growing, curing and production. But an order was an order. He went to work on Dec. 8, 1943, well within hailing distance of roving bands of Japanese troops. By the time U.S. troops arrived on Zamboanga last March, beaming Mateo Ruiz had his first shipment baled and ready. In a long, businesslike letter that reached Goodyear last week, Ruiz told what he had accomplished, and how. Coconut Oil. Because most of the machinery at Pathfinder had been wrecked by the Japs, the guerrillas scoured the island until they found a dilapidated 30-h.p. Fairbanks Morse marine motor. Ruiz and helpers took the motor, hooked it to an electric generator. Then they had a power plant — if they could find some motor fuel. They could not — until they tried coconut oil. It worked. Wrote Ruiz: "We were handicapped by a lack of tools, emery, grease, packing, nuts & bolts. We did not have an ax with which to chop wood for our smokehouse. I had to order the demolition of a few houses to get nails and lumber used-on new construction. Plenty of lumber was also needed for coffins." Jap Interruption. Eventually Ruiz had Pathfinder running smoothly, and was producing five to seven tons of rubber a month. But not before more trouble. In April 1944, the guerrillas and Japs fought a lively skirmish within sound of the plant. Next a Jap seaplane bombed and machine-gunned the nearby town of Kabasalan. When a rumor spread that the Japs were planning to attack Pathfinder, everybody took to the hills. With them they carried their priceless marine motor, and their stock of cured rubber. Later, when it was safe to start opera tions again, the guerrillas were too busy with other matters to send any money. The unpaid Filipinos stopped work. By last January, the plant was working again, and there was money for the payroll. To make up for lost production, Ruiz worked the plantation on a seven-day week, kept going even when the Kabasalan River went on a rampage, flooded the plantation, ripped out bridges, and filled the smokehouse with muddy water. Mateo Ruiz's word to Goodyear last week was that Jie expects production to soar, now that Zamboanga has been retaken by MacArthur's troops. It would help considerably, he said, if Goodyear would send him an outboard motor: it was needed to replace the rotted sail on the small boat used to collect food and coconut oil on Sibuguey Bay.
