Maria Clara Rafols Lorenzo Lobregat (1921-2004) was a Filipino politician from Zamboanga City, where she served as its first woman mayor and also a representative to the Philippine Congress.
Maria Clara or "Caling" was born on April 26, 1921 in Zamboanga City as the second child of the five children of Don Pablo Lorenzo who was a mayor of Zamboanga City, a representative to the first Philippine Assembly and a delegate to the Philippine Constitutional Convention and Luisa Rafols of Cebu City. Caling spent her growing up years in the cities of Zamboanga, Cebu and Manila. She was died on January 2, 2004.
Caling was present in Malacañang Palace on October 12, 1936 when President Manuel L. Quezon created and established the chartered city of Zamboanga through commonwealth.
Her son, Celso, became representative to the former lone district of Zamboanga City in 1998 and later a mayor in 2004 until the present.

zoroethgenre_003 November 21st, 2007, 12:43 AM THE Zamboanga Division Office of the Department of Education (Deped) will soon have its own building courtesy of the office of District I Congresswoman Beng Climaco.
In a meeting with public school principals and teachers earlier, Congresswoman Climaco pledged to allocate funds for the construction of a building intended for the Division of City Schools in Zamboanga.
The lawmaker informed the group about her priority programs for education including Vitamin A and deworming pills for the children as well as faculty development and student welfare enhancement.
She said the construction of the Division office building will be in close coordination with Mayor Celso Lobregat, as the City Government of Zamboanga will be in charge of providing the building site.
The Division Office is presently located at the grandstand at the Joaquin Enriquez Memorial Sports Complex. The narrow space and the increasing number of clients who transact business with the office daily cause inconvenience to both employees and clients.
Climaco has designated retired City Schools Superintendent Abdurahim Kenoh as her congressional consultant on education who will be tasked to ensure that the proposal will be implemented the soonest possible time.
Assistant Schools Division Superintendent Pedro Natividad, meanwhile, thanked the congresswoman for offering to finance the construction of the building citing its benefits to public education in the city.
Climaco said she will do her best to assist the education department in its thrust to improve the quality of education and to promote the welfare of teachers. (SEC)
zoroethgenre_003 November 21st, 2007, 12:45 AM EVERYTHING is set for the Alay Lakad, a walk for a cause, in Zamboanga City on Sunday, November 25.
The organizing committee headed by the Department of Social Welfare and Development (DSWD), in coordination with the City Government of Zamboanga and the host organizer Junior Chamber International-Philippines (Zamboanga chapter), has finalized plans for the activity, which will be held after a 12-year lull.
The walk will be a fund-raising drive for the City’s out of school youths. It is based on Presidential Proclamation 1267 issued by the late President Ferdinand Marcos.
Assistant City Administrator Elmeir Apolinario said different sectors—students, barangays, professionals, government and non-government organizations, business, private and civic groups are expected to participated in the walk.
The participants will be divided into four groups with different assembly points, time and walk routes. The national, regional and local offices will assemble at Pettit Barracks and will start walking at 5:45 a.m.; the members of the Armed Forces of the Philippines and civilian employees will assemble at the Western Mindanao Command gate in Upper Calarian and will start walking at 5:15 a.m.; the members of the police, Boy Scouts, Girl Scouts, religious, business, civic clubs and organizations will converge at the Sta. Maria Elementary School and will start walking at 5:30 a.m. while the private and public schools will converge at the Nunez extension and will start walking at 6 a.m.
All participants will meet at the Joaquin Enriquez Memorial Sports Complex in Baliwasan, where a short program will follow.
The participants are expected to share their resources for the benefit of the out of school youths. All donations, pledges or commitments of the participating groups will be published in local newspapers for transparency and accountability. The funds will be used for projects that will be identified by a committee.

zoroethgenre_003 November 21st, 2007, 12:47 AM Singapore - The 4th Bimp-Eaga summit chaired by His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah saw the approval of a Memorandum of Understanding which looks to open up the Eaga skies for the regional airlines.
Eaga leaders who are in Singapore as part of the 13th Asean Summit approved the memorandum of understanding (MoU) yesterday, which will give fifth-freedom air traffic rights to selected airports in the sub region.
The agreement was approved with the intention of enhancing transportation and promotes linkages while stirring- up growth of tourism for the Eaga territories.
Royal Brunei Airways is expected to be one of the carriers who will be servicing selected airports once the agreement is set into place.
Pacific Pearl Airways will be one such airline flying into Brunei, with other destinations such as Subic and Davao also on the cards.
Indonesian airline Srivijaya shall be taking up flights from Zamboanga to Sandakan, while Air Asia will fly to Manado, Davao, and Indonesia.
Said Asian Development Bank President Haruhiko Kuroda, who welcomed the developments: "Promoting the seamless flow of trade and tourism across the sub-region's borders is a major step in economic integration. Accelerating this flow will bring significant economic benefits sooner to all Bimp-eaga countries."
For the 57.5 million peopleho make up the population of the Eaga countries, the agreement will provide the opportunity to travel in and around the sub-region with far more ease.
Previously someone living in Brunei Darussalam had to fly to Kuala Lumpur in West Malaysia in order to reach Kuching in Sarawak, East Malaysia. However, the route between the two has re-opened and the agreement will hopefully promote travel around the sub-region.
In opening remarks, His Majesty expressed satisfaction with the developments within Bimp-Eaga and in particular welcomed the recent signing of two MOUs to enhance sub-regional connectivity.
The monarch also welcomed endeavours such as the Heart of Borneo and the Sulu-Sulawesi-Marine-Eco Region, saying that they reflect Bimp-Eaga's contribution in addressing climate change.-- Courtesy of The Brunei Times
zoroethgenre_003 November 21st, 2007, 12:49 AM MAYOR Celso Lobregat has demanded a full disclosure of the provisions of the agreement on the ancestral domain issue, one of the components in the RP-MILF peace pact to be forged soon.
Lobregat urged the government panel negotiating with the Moro Islamic Liberation Front (MILF) to properly inform the public about the mechanisms or procedures that would be used to finally resolve the contentious ancestral domain issue.
"We have made our position clear; the residents don't want to be part of the Bangsamoro Juridical Entity or the Bangsamoro Homeland or the Autonomous Region in Muslim Mindanao (Armm)," the mayor declared, citing the results of the two plebiscites held years earlier on the proposed inclusion of Zamboanga in the Armm and later the city's inclusion in the expanded Armm.
Lobregat was alarmed anew after Presidential Adviser on the Peace Process Jesus Dureza recently announced he is looking at a possible resumption of formal talks with the MILF by early next year, which is to be highlighted by the signing of an agreement on the ancestral domain issue.
The government panel is now in Kuala Lumpur for the exploratory talks, the first since an impasse that stemmed from the ancestral domain issue since 2006.
Informal meetings on the territory issue had been held and it is hoped that the Kuala Lumpur meeting would be the last before the agreement on the ancestral domain will be firmed up.
"We should know the process in identifying areas that will be included in the ancestral domain," Lobregat said.
The mayor over the weekend has been trying to call Secretary Dureza to clarify things. He was able to get in touch with government panel chair General Rodolfo Garcia, who confirmed that some parts of Zamboanga Peninsula is included in the territory being sought by the MILF under the agreement.
Garcia, according to Lobregat, promised to come to Zamboanga to clarify the issue.
The mayor said authorities concerned on the matter should shed light on the issue and prevent bigger problems in the future.
Lobregat also conferred with Representatives Beng Climaco and Erbie Fabian to do their share in Congress by seeking an explanation from the government panel.
"We should be alert and very vigilant. The residents should also express their sentiments concerning the issue," the mayor stressed.
He expressed jubilation over the resumption of the peace talks with the MILF; however, he said the details of the agreement specifically on the territory issue should be disclosed.
Mayor Lobregat, a year ago, initiated protest moves when it was discovered that some barangays in Zamboanga City were to be included in the proposed Bangsamoro Juridical entity during the initial phase of the peace process.
Lobregat's moves forced the government panel to come down to the city to deny the reported inclusion of Zamboanga in the ancestral domain.
zoroethgenre_003 November 21st, 2007, 12:58 AM THE Philippines Marine Corps has inaugurated a newly constructed training center in Zamboanga City.
The project, known as the Marine Corps Training Center (MCTC) located in Barangay Cabatangan, was inaugurated last Friday.
Western Mindanao Command (Westmincom) deputy chief General Juancho Sabban said the training center was built to address the self-development concerns of soldiers deployed in Mindanao.
The training center will offer specialization courses that include Marine Basic Aidman Course, Field Artillery Basic Course, Weld Armor Maintenance Course, and Automotive Certified Driver Course.
Sabban said that the training center was built also as a tribute to the fallen soldiers who offered their lives to ensure the people's safety in the Westmincom area of responsibility.
He said the MCTC was constructed through the help of concerned agencies that appreciate the efforts exerted by military organizations in the fulfillment of their mandate. (Bong Garcia)
zoroethgenre_003 November 21st, 2007, 12:59 AM THE local government has allocated P2.6 million for the construction of a new building at the Zamboanga City Reformatory Center (ZCRC) along Dr. Varela Street.
Superintendent Victor Borres, ZCRC warden, said the construction of the new building would commence early next year.
The new building will solve the congestion problem at the detention center.
The detention facility is capable of accommodating only 500 inmates but contains 1,277 detainees at present.
Most the detainees are facing drug-related cases especially since the local police have intensified their anti-drug campaign.
Of the total number of detainees, 1,101 are males, 166 are females, and 33 are children in conflict with the law (CICL).
The children are separated from the adult inmates.

Its present jurisdiction takes in mainland Zamboanga City, with suffragans in Basilan (Prelature of Isabela, Basilan), Sulu Archipelago (Apostolic Vicariate of Jolo) and Zamboanga Sibugay (Prelature of Ipil). Established in 1910 as Mindanao's first diocese, Zamboanga is elevated into the second archdiocese in Mindanao in 1958. The archdiocese today covers a land area of 1,648 square kilometers and a population of 442,345 of which 81 per cent are Catholics. The area covers 26 parishes, served by 49 diocesan and 18 religious priests. There are also 51 religious sisters working in related activities in the archdiocese. Archbishop Romulo Geolina Valles is the archbishop of Zamboanga.

On April 10, 1910, Pope Pius X created the Diocese of Zamboanga and gave it jurisdiction over the whole island of Mindanao, including the adjacent islands of the Sulu Archipelago and the island of Cagayan de Sulu.
The Catholic faith first came to Zamboanga in 1635 with the arrival of the first missionaries, Father Melchor de Vera and Father Alejandro Lopez, both Jesuits. The Spanish authorities were always at war with the Muslims then. Their efforts to subdue the Muslims always resulted in reprisal raids in Zamboanga and the Visayan Islands. In Zamboanga, Fort Pilar, in honor of Our Lady of the Pillar, was constructed in 1636. Two Jesuits priests died as martyrs in their efforts to win the Muslims through diplomacy – Father Francisco Paliola and Father Alejanrdo Lopez.
On January 20, 1933, Pope Pius XI divided the Mindanao area into two – the whole southern portion, including the Sulu Archipelago, under the jurisdiction of Zamboanga, and the northern portion under the Diocese of Cagayan de Oro. In 1951, Cagayan de Oro was elevated to an archdiocese, the first in the island of Mindanao. And all episcopal jurisdictions in Mindanao and Sulu, including that of Zamboanga, became suffragans of this archdiocese.
The Diocese of Zamboanga was further divided when the Diocese of Davao was established and separated in 1949; the Prelature of Cotabato in 1950; the Prelature of Isabela, Basilan, in 1963, and finally the Prelature of Ipil in 1979.
Zamboanga was raised to an archdiocese on May 15, 1958 by Pope Pius XII. As an ecclesiastical province, the Archdiocese of Zamboanga now comprises the City of Zamboanga. As suffragans it has the Prelature of Ipil, in Zamboanga Sibugay, the Prelature of Isabela in Basilan, and the Apostolic Vicariate of Jolo. Its titular patroneses is Our Lady of the Pillar, and its secondary patron is St. Pius X, Pope.
The Second Plenary Council of the Philippines adopted the Community of Disciples as the prime model of the Church, with the special attribute of being a Church of the Poor. For the church in Zamboanga, the challenge is to incarnate in the archdiocese the vision of PCP II.
An Archdiocesan Pastoral Assembly was held early in 1995 to formalize preparations leading to Second Archdiocesan Pastoral Assembly of Zamboanga in 1996.
Among the Catholic institutions in the Archdiocese of Zamboanga are 2 colleges, 6 secondary schools, 6 elementary schools, and 8 kindergarten schools. Charitable and social institutions include a leprosarium, 5 free clinics, 1 orphanage and 1 child center.

The supermarket was opened on December 16, 2006 while the department store at the second level was launched on June 2007. The mall's parking area is situated at the basement, a first in Zamboanga City. Jollibee, Greenwich and Chowking (all from Jollibee Foods, Inc.) are located at the ground level.
Southway Square's location is the former site of a shopping arcade, Galleria Zamboanga, which was opened in 1994 and shut down on 2003.

Mindpro Citimall is the first and largest shopping mall in Zamboanga City, Philippines located at La Purisima St., Zamboanga City. History and Developments
Mindpro Citimall is owned by Mindanao Products, Inc (MindPro, Inc.). The project, which was at a location that was used to be an empty land space, was started in early 1992. The historic opening of the shopping mall was on December 1996. The cinemas, originally three, were opened in February 1997. Mindpro Citimall has been the site of regional entertainment events, trade fairs, and exhibits.

Yubenco Star Mall is a shopping complex in Zamboanga City located at Maria Clara L. Lobregat highway (MCLL), Putik, Zamboanga City (fronting the Zamboanga City Electric Cooperative Main Plant). Yubenco Star Mall consists of a 5-star restaurant-bar, a wet market, and the main mall. Equitable PCI Bank, Western Union and Jollibee are located outside the main mall but part of the complex.
Developments
The Yubenco Star Mall, originally planned as City Star Mall, was first constructed in 2002 at the former PLDT Branch Building. The mall is the first to be built in the fast-progressive east coast area of Barangays Guiwan and Putik, outside the city center. The mall was opened on December 10, 2005.
Yubenco Star Mall's location is reminiscent of the Tutuban Center Complex and Binondo District in Manila in terms of shopping location. Yubenco Star Mall offers products and services at a very low, pang-masa (for the masses) price. Yubenco Star Mall is owned by Yuscom Trading.

The Southway Square, situated at the heart of Zamboanga City along Gov. Lim Ave., is a five-storey shopping center houses a supermarket, an upscale department store and select stores and boutiques. The supermarket was opened on December 16, 2006 while the department store at the second level was launched on June 2007. The mall's parking area is situated at the basement, a first in Zamboanga City. Jollibee, Greenwich and Chowking (all from Jollibee Foods, Inc.) are located at the ground level.
Southway Square's location is the former site of a shopping arcade, Galleria Zamboanga, which was opened in 1994 and shut down on 2003.

as of now..its 100% complete..but then the city government opted not to open it..i dont know what's d reason behind the said decision..

zoroethgenre_003 November 23rd, 2007, 04:52 AM United States ambassador to the Philippines Kristie Kenney celebrated the American holiday of Thanksgiving in Zamboanga City on Thursday, ABS-CBN Regional Network Group reported.
Kenney led a Thanksgiving luncheon attended by around 400 guests from the Zamboanga local government, officers of Armed Forces' Western Mindanao Command, and members of media.
As part of American tradition, Kenney personally served the guests at the luncheon.
This year's celebration is the second Thanksgiving she celebrated in the city. Kenney said that she felt that as an adopted daughter of the city, she already is with her family back at the United States.
Meanwhile in a separate report, Kenney denied reports that the US military is building "secret bases" in the Philippines.
Kenney said that this is just a recycled issue that US officials have previously denied.
A study released by Focus on Global South had said that the US military is establishing "secret bases" in the Philippines.
The Bangkok-based research organization which monitors US policies and moves said that Philippines is one of the countries where the US is building "cooperative security locations".
The organization also said that it is not the presence of terrorist groups such as Abu Sayyaf Group that are the reason the US military deploys its forces to these locations but the deployment was intended to prevent the rise of China from becoming one of the most powerful forces in the world.
Kenny however said that the US does not view China as its enemy.
Kenney also said that US only deployed sufficient forces and equipment in the country and was in accordance with the Visiting Forces Agreement and upon approval of both Philippine and US governments.
zoroethgenre_003 November 23rd, 2007, 04:54 AM UNITED States Ambassador Kristie Kenney chose once again Zamboanga City out of the 118 cities in the country to spend Thanksgiving Day, America's most important celebration aimed to give thanks to God for things Americans are grateful for.
"I am an adopted daughter of Zamboanga and it feels like home in Zamboanga," Ambassador Kenney declared when asked why she decided to celebrate Thanksgiving Day in the city for the second straight year.
The American envoy was in the city Thursday to turn over a computer package to the Southern City Colleges under the Computer Literacy and Internet Connection (Clic) program of the Growth with Equity in Mindanao (GEM).
At noon, she invited American and Philippine military officials, including City Government officials led by Mayor Celso Lobregat, to the Officers' Club at the Western Mindanao Command for the Thanksgiving feast.
"It feels like home in Zamboanga," the ambassador reiterated. "People are very friendly and warm," she said, "and I can understand a little chabacano."
Last year, Kenney also spent Thanksgiving Day in Zamboanga after witnessing the signing of a co-management agreement for two watersheds between the City Government of Zamboanga and the Department of Environment and Natural Resources (DENR). She also invited Mayor Lobregat and American and Philippine military officials.
Kenney said Zamboanga City, Asia's Latin City, has endeared her because of its warm and friendly people and the diverse, rich and colorful heritage. She has expressed support to the "Asia's Latin City," citing the city's uniqueness in terms of the language spoken and the long and colorful history.
The envoy has also admired Lobregat's leadership skills, which she said is the invigorating factor for Zamboanga.
She also finds comfort with the young children and the poor.
Last July 15, the City Government of Zamboanga conferred on the Ambassador the title "Adopted Daughter of Zamboanga" or "Hija de Zamboanga," as a tribute to her significant contributions to the city and its people.
Thanksgiving Day is a national holiday in the US, commemorating the pilgrims' celebration of the harvest reaped by the Plymouth Colony in 1621, after a winter of great starvation and privation. Based on a presidential proclamation, Thanksgiving falls on the fourth Thursday of November.
The day is observed by church services and family reunions with the customary turkey dish to remind Americans of the wildfowl served at the pilgrims' celebration.

Kenney and her entourage flew from Manila despite bad weather and inaugurated the Clic project at SCC, the 28th school-beneficiary of the said program.
The Clic program has benefited more than 44,000 students.
Clic is funded by the United States Assistance for International Development (USAid) and implemented by the Growth with Equity in Mindanao (GEM).
Kenney said that through the Clic Program, students establish email accounts, communicate with other students throughout the world, and conduct research on various academic topics.
The teachers could also enhance the students' learning experiences by augmenting classroom lessons with additional materials obtained from the Internet.
Under the program, the school's Parents-Teachers and Community Association (PTCA) will assume responsibility for the maintenance of the computers and for the payment of monthly internet connection charges, once the 12-month subscription provided by GEM expires.
During the turnover ceremony, Kenney challenged the PTCA to raise more funds to be able to provide more computer units to SCC citing they are willing to donate more units to further enhance the Clic program at SCC.
Under the Clic program, the US through the USAid will donate computers to a particular school equal to the numbers bought by the PTCA of the learning institution.
Mayor Celso Lobregat meanwhile thanked the US government for its continuous support and help to the city.
"I have thanked the United States countless of times for pursuing its Growth with Equity in Mindanao program in Zamboanga," Mayor Lobregat said in his welcome message during the turnover ceremony. "Thank you again, USAid. I hope this gesture of goodwill doesn't stop coming."

Dr. Emmanuel Santiaguel, national president of the League of Cooperative Development Officers of the Philippines (LCDOP), said the group is all out in its support to Mayor Celso Lobregat’s campaign to promote Zamboanga as a unique city with a unique language and diverse culture.
“Rest assured that we in the LCDOP will tell our countrymen and the whole world that Zamboanga City is a peaceful city,” Santiaguel announced during the welcome dinner and fellowship night tendered by the City Government in honor of the participants to the 3rd National Tripartite Conference for Cooperative Development being held in the city from November 21-23.
The LCDOP president said his group has decided to assist the city in its promotional campaign because Zamboanga is a class A city.
Close to a thousand cooperative leaders representing the LGU Cooperative Development Officers, the Cooperative sector and the Cooperative Development Authority (CDA) are attending the three-day conference at the Garden Orchid Hotel aimed to discuss issues and concerns affecting the cooperative movement in the country.
Santiaguel also expressed gratitude to the city government for hosting the three-day conference as well as tendering the welcome dinner and fellowship during the first day of the activity.
Aside from savoring delicacies, the conference participants also witnessed the beauty and richness of Zamboanga’s culture through the cultural presentation during the City Government-sponsored welcome dinner.

Mayor Celso Lobregat will administer the oath of office of the 784 barangay officials and 98 SK chairmen in fitting rites to be held at the City Coliseum in Tetuan on Saturday morning.
Of the total 784 barangay officials, 98 are chairmen while the 686 are councilmen or kagawads.
Only the city’s 98 newly elected SK chairmen will be inducted into office along with the barangay officials. The 686 SK councilmen or kagawads will be sworn into office by the chairman of their respective barangays.

THE Department of Foreign Affairs (DFA), through the Zamboanga Regional Consular Office (ZRCO), will pilot-test starting on Monday the issuance of the tamper-proof Machine Readable Passports (MRPs).
ZRCO officer-in-charge Tita Rebollos however said the MRP passports will be first issued to senior citizens and those renewing their passports.
Rebollos said the new passport, which is colored maroon, will replace the manually-read green passport. Full implementation in the issuance of MRP starts in December.
She said the MRPs have security features designed to make them difficult to tamper. With this new technology, the Philippine passport will be at par with international standards.
She said the applicants are required to personally apply at ZRCO located at Veterans Avenue for signing and fingerprinting under the MRP system.
The signature, thumbprints, and photographs of the applicant will then be stored in the passport database.
Rebollos said the new system also involves verification by the applicant regarding the correctness of the data encoded in his or her application form, since MRPs with incorrect entries resulting from the applicant’s negligence will not be refunded or replace for free.
The new maroon passports will cost the same as the green passports – P500, which can be claimed after 25 working days and P750, which can be claimed after 15 working days.
Rebollos said the processing time is increase due to the fact that a number of steps needed for the completion of MRPs take place in Manila.
She advised the applicants to apply for passport way ahead of their scheduled date of travel abroad to avoid inconvenience.

The Zamboanga City Medical Center (ZCMC) was first established by the City’s Civil Government in 1918. Known before as Zamboanga General Hospital, the original structure included two Pavilions and the services limited to health education and medical treatment for contagious diseases. Thirteen years later a number of pavilions were constructed including the X-Ray and Laboratory Departments. The obstetrical Department at the same time, was already recognized as a Special Unit.
The operations of the hospital were disrupted when Japanese Imperial Forces occupied Zamboanga City in 1942. It was then that the hospital was converted into a military headquarters and its health services transferred to another mission hospital –The Brent Hospital- which provided medical and health services to civilian and military personnel.
Normal operations resumed after the end of World War II in 1945. The hospital was in ruin and the prospect of rehabilitation was dim as there were other immediate priorities. It was only through the coordinated efforts of the community and the local government that made possible the reconstruction of the hospital’s facilities, subsequently restoring the provision of medical services.
It was in 1962 when the hospital was designated as a Training Center for Region VII, afterwhich it was named Zamboanga Regional and Training Hospital afterwhich it was designated as the Zamboanga Regional Hospital.
LEGAL MANDATE
Pursuant to Republic Act 7272 dated March 24, 1992, this hospital which was formerly known as Zamboanga Regional Hospital, a 200-bed capacity hospital, was converted into a Medical Center and was authorized to operate as a 250-bed capacity. Through this mandate, Zamboanga City Medical Center became the principal hospital facility of Zamboanga Peninsula. ZCMC is under the jurisdiction of the Department of Health (DOH) which is the authorized body to organize the management and administration of the hospital.
LOCATION
ZCMC is located in a 3.75 hectare lot in Dr. D. Evangelista St., Sta. Catalina Road, Zamboanga City. It serves as a referral hospital for the residents of 98 barangays with a total population of 723,611 and an annual growth rate of 2.55%. In addition, the hospital facilities provide health care to the residents of other nearby towns and provinces such as Sulu, Tawi-Tawi, Zamboanga del Norte and Zamboanga Sibugay.
GEOGRAPHICAL SCOPE/CATCHMENT AREA:
The bulk of patients attended by the ZCMC come from within the 150 kilometer-radius, comprising of 98 barangays, which presently has a total population of 723,611. there are also patients coming from other parts of Region IX like Zamboanga del Norte, Zambonga Sibugay, Sulu, Basilan and Tawi-Tawi.
One can reach Zamboanga City either by land, air or by sea, except for Basilan where the only means is by sea, while in Sulu and Tawi-Tawi, one can travel to and from Zamboanga city either by air or by sea.
The accessibility of ZCMC to the catchment areas in terms of distance, time travel and availability of public transportation contributes to the increased demand for its services.

THE Zamboanga City Hall, a showplace of history, is 100 years old on November 27.
Mayor Celso Lobregat will lead city officials in welcoming guests and visitors to the City Hall during the two-day celebration on November 27 and 28.
Themed “Cien Años de Servicio,” the centennial anniversary celebration will kick off with the simultaneous tolling of church bells and the blowing of boat horns at 8 a.m. Street dance performances will commence at the same time in front of the City Hall.
Lobregat has invited Senate President Manuel Villar to be the guest of honor and speaker during the commemorative program at 6 p.m. on Tuesday at the City Hall lobby. A fireworks display will cap Tuesday’s celebration.
A Thanksgiving Mass at the City Hall lobby at 8:15 a.m. will be attended by all City Government officials and employees.
This will be followed with an educational tour for high school and elementary students from different public and private schools till 4 p.m.
By 4:30 p.m., there will be a photo exhibit, drum and lyre and street dance performance with recessional by the Western Mindanao State University (WMSU) Orchestra.
On Wednesday, Tourism Secretary Ace Durano will be the city’s guest in a dinner at the City Hall lobby at 7 p.m.
Lobregat said the centennial anniversary of the City Hall building provides Zamboanguenos the opportunity to celebrate the city’s treasured past and rich and diverse history.
“We have to realize that this City Hall is a heritage site admired by many people from all over the world,” he stressed.
The City Hall, originally named as the Provincial Capitol Building, was constructed by the government of the United States from 1905-1907.
The building was constructed for the Moro Province, one of the three special forms of government established from 1900-1921 in Southern Philippines. Funded by the US Federal Government, the building was occupied by American governors and local provincial governors from 1907 until 1940 when the Provincial Government of Zamboanga was transferred to Dipolog.
Zamboanga was declared a charted city on February 26, 1937, and the Provincial Capitol building was converted to what it is known today as the City Hall of Zamboanga.

A GRAND musical peace concert is scheduled on November 27 at 5 p.m. at the open ground of the Western Mindanao State University, as part of the pre-celebration of the Mindanao Week of Peace.
City's top musical performers and various emerging musical artists will converge in an evening event to unite the tune of peace, according to its program director artist Rameer A. Tawasil.
"This is a free peace concert that aims to promote the arts as an instrument for unity and peace and ultimately to encourage public in peace-building," he said.
The peace concert is on its 2nd year. It features the voices and sounds of ethnic musical groups in the region.
The festival will serve as an opportunity for local artists and community groups to come together to share a night of inspiration and celebration, Tawasil said.
The Week of Peace will be observed in Mindanao from November 29 to December 5. Now on its 10th year, this year’s theme is ""Building Bridges of Peace With Our Peace Officers."
The weeklong peace celebration was conceptualized at the height of hostilities and Abu Sayyaf troubles in the southwestern part of Mindanao.
This was eventually adopted by the influential religious group, the Bishop-Ulama group, making the celebration not only for Zamboanga city but the rest of Mindanao.
The Week of Peace is the biggest peace festival in the country observed annually through Presidential Proclamation No. 207 issued by then President Joseph Estrada in 1999. "I like Asia’s Latin City," Secretary Durano said during the culminating program for the City Hall centennial anniversary last Wednesday night at the City Hall lobby.
He agreed with Mayor Celso Lobregat’s idea that while there are other cities or provinces that can claim strong Hispanic heritage, it is only in Zamboanga City where this Hispanic heritage is lived by its people, which is the true essence of heritage.
"It is not just about relics, landmarks but it’s about how people live and clearly with that as basis, Zamboanga is truly the only Latin City," the former Congressman from Cebu declared.
Because of Mayor Lobregat’s leadership, Durano said Zamboanga is clean, takes culture, arts and history very seriously and a city which has landmarks that remind the people of the political history of the country.
For the centennial City Hall of Zamboanga, Durano said, it is the only historic City Hall in the country which makes one visualize the country’s political history. The Fort Pilar reminds the people of the 300 years of Spanish rule while the City Hall building reminds people of the American rule.

After a long absence, boxing in Zamboanga is making a huge comeback when more than 15,000 people came in droves to the Zamboanga City Coliseum last night to witness local featherweight prospect Eric Canoy and highly rated flyweight Draian Francisco fashioned out knockout victories against their Thai opponents.
The event, dubbed as 'Golpe-Golpe Na Zamboanga', was promoted by Sammy Gello-ani's SGG Promotions in cooperation with Zamboanga congressman Erbie Fabian.
"The event was highly successful," an elated Gello-ani told PhilBoxing.com. "The response of the people of Zamboanga was tremendous. We have to close the gates of the coliseum because its capacity of 12,000 had been filled and it was standing room only." Entrance was free to the public.
What is more impressive, according to Gello-ani, was the organizers of the event had only a little more than two weeks to promote the event. Gello-ani and Cong. Fabian inked the show during 45th WBC Convention in Manila on Nov. 11.
"We have big plans for Zamboanga," Gello-ani said. "This just shows that boxing is alive and kicking in the Philippines."
Meanwhile local boy Eric Canoy wowed the crowd by knocking out Sairung Raja Gym of Thailand in the 4th round. In the main event, hot prospect Draian Francisco stopped Pradabsri Siwagon, also of Thailand, in the first round.

ZAMBOANGA CITY (MindaNews/ 01 December) – Traditional leaders of the Subanon tribe in Zamboanga Peninsula issued a statement Friday reiterating their appeal to concerned government agencies “to respect their legitimate claims of ancestral domain in this region.”
In an assembly Friday at the Ateneo de Zamboanga University here, 35 of these tribal leaders also slammed what they called government “discrimination” against the rights of Subanons in the peninsula.
The tribal conference dubbed “Glumpuk Nog Kobogolalanan Sog Pigsungan Nog Nawan (Assembly of Tribal Traditional Leaders of Zamboanga Peninsula) is part of the roundup of activities for the Mindanao Week of Peace, which started on November 29 and ends on December 5.
“We, in particular, urge the City Government of Zamboanga and the Zamboanga Special Economic Zone and Freeport Authority (Ecozone) to recognize and respect the ancestral domain claim of the Subanon people,” the statement read, referring to the Subanon’s pending petition against the “encroachment” of Ecozone in their ancestral lands in the mountainous villages of Labuan, Patalon and Limpapa in the westernmost part of the city.
Early this month, Subanons from the three villages staged protest actions before government centers here.
At least nine hectares of the 15-hectare Ecozone belongs to the Subanon, said Timuay Noval Lambo, tribal chieftain of the Subanon Council of the Seven Rivers in Zamboanga Peninsula.
The tribal leaders represented the more than 1-million Subanon population covered by the Council and the confederacy of Subanon communities called Pinagsulubukan Bansa Subanon, which covered this region and the province of Misamis Occidental.
“Subanons have a definite native title but to which the local government and Ecozone have interposed their opposition,” said the statement signed by 35 tribal and community leaders who attended the gathering.
But Ecozone general manager and administrator Georgina P. Yu denied the claim, adding Ecozone’s right to the land is supported by Presidential Proclamation 1099 signed by then President Joseph Estrada.
In the same fight for ancestral domain title, the Subanon people also reiterated their strong objections to the inclusion of Zamboanga Peninsula in the Bangsamoro homeland being proposed by the Moro Islamic Liberation Front’s (MILF), one of the major talking points in the ongoing peace negotiations between the government and the separatist group.
“Respect the ethnic and historical rights of the Subanons on all lands in Zamboanga Peninsula and to, therefore, exclude our (Subanons) communities from inclusion as ancestral lands to be placed under or included in the Bangsamoro Juridical Entity as contemplated in the propose peace agreement,” added the statement.
The Subanons also exhorted government agencies and the National Commission on Indigenous Peoples (NCIP) to facilitate and hasten the approval of their pending and future applications for Certificates of Ancestral Domain Titles (CADT).
“Respect the prerogatives and rights of Subanon communities who are occupying lands already covered by CADT,” they said, particularly referring to the exploitation of natural resources by mining companies operating in the region.

The Griffin sank in 1761, built in England and ballasted with pig iron from Maryland in the United States, the Griffin transported tea and porcelain from China until it sank off the Philippines in the Sultanate of Jolo. The history of this vessel offers a typical example of the bustling nature of international trade of this period.
Of the three biggest islands of the Philippine archipelago, the Mindanao island has been noted to have retained its distinct cultural traits and characteristics, despite the 400 years of Spanish colonization in most parts of the country.
In social and cultural terms, the region is the homeland of the Christian Zamboangueños, the Moslem Tausugs, and the Moslem Samalan. However, the Moslem Samal, in particular spill into adjoining Zamboanga del Norte and Zamboanga del Sur Provinces, where the majority of the Subanuns also lived.
The indigenous ethnic groups in the area have for centuries maintained their identities, although there has been a flow of people across ethnic boundaries.
The construction of Port Pilar in 1635 by the Spaniards gave rise to the town of Zamboanga and the Zamboangueños as an ethnic group emerged. Extensive historical records and documentation on the Southern Zamboanga peninsula and the Sulu Archipelago exists, mostly chronicled by Spanish ecclesiastics and military administrators. During the 18th century and 19th centuries, the region was visited by English and French explorers, naturalist, officials and travelers, and their account which have not been found in the Spanish sources, provided valuable correction to the Spanish data.
Due to Zamboanga's unique situation, several anthropological research studies have been undertaken on the ethnic communities in the region including land archeological sites. Underwater excavation was started only in the early 1980's and so far, the most comprehensive one was the project undertaken by the National Museum in 1985 in cooperation with the French company, the World Wide First Limited. This collaborative project yielded are-at wealth of important data and thousand pieces of artifacts.
'This exhibition, therefore, presents an overview of the NM and WWF, research activities, the methods employed in the underwater retrieval of significant artifacts from the discovered 18th century Griffin.

Zamboanga City (5 December) -- "Pascua na Zamboanga 2007", a two-week festival aimed to spread Christmas cheers and spirit, kicked off Monday with a lantern parade with no less than Mayor Celso Lobregat leading the activity.
Organized by the city government of Zamboanga, the Pascua na Zamboanga is a yearly undertaking purposely to share the joys of Christmas, a Christian festival marking the birth of Jesus Christ on December 25.
The lantern parade, which started 5 p.m., was participated in by city government officials and employees and was routed start from Mayor Climaco Avenue (fronting the Fire Department) to Plaza Pershing, where a program followed.
Highlight of the event was the "hanging of the greens" which officially marked the start of the Christmas season in Zamboanga. A Christmas chorale competition participated by the different offices of the city government was also held during the program.
Only chavacano or Spanish Christmas songs were considered as official entries to the chorale competition which have the following criteria: tonal quality (blending and timing) 30 percent; dynamics (interpretation and choreography) 20 percent; harmony (balance) 20 percent; musicality (rhythm and tempo) 20 percent and over-all impact 10 percent.
Other events during the festivity will be the Christmas carol presentations every afternoon by barangays and the Sta. Claus look alike competition among others.
The century old City Hall is a sight to behold at night with the colorful glittering lights draped around it. The lights were formally switched on by Mayor Lobregat and Senate President Manuel Villar during the first day of the City Hall centennial anniversary celebration last November 27.
A giant Christmas tree stands at the Plaza Pershing attracting people young and old. The Rizal Park fronting the City Hall is also well lighted and adorned with all forms of Christmas trimmings. (CIO/PIA ZC)

Lobregat has permitted the local Red Cross under Administrator Victor Liozo Jr. to adopt the Christmas tree for its fund raising campaign for the purchase of a refrigerated centrifuge, an equipment that is very vital in the operation of the blood bank.
The refrigerated centrifuge costs US$3, 000 or roughly P135, 000 each.
Every star light draped on the Christmas tree is labeled with the name of a donor. Mayor Lobregat donated P10, 000.
The switch on ceremony was also participated by Vice Mayor Manuel Dalipe Jr. and members of the City Council, city department heads, and City Government employees.
“We thank Mayor Lobregat for permitting the use of the city-owned giant Christmas tree for a fund raising campaign for a very important undertaking,” Liozo said during the program prior to the switch on ceremony.
Liozo added that other local government unit in the country has supported the Red Cross in such a manner -- allowing the use of the city-owned giant Christmas tree for the campaign.
Liozo said the fund drive will continue until December 25 or until such time that the needed US$3, 000 is collected.
Mayor Lobregat, meanwhile, said the Christmas Tree of Life will be another landmark for public viewing during the yuletide season.
The 2007 Pascua na Zamboanga will be a two-week festival that includes landmark competitions, Sta. Claus look alike contests and many more.
The festival kicked off with a parade of City Government officials and employees from the Mayor Jaldon Street to the Plaza Pershing last December 3.

De las Peñas was pitted against Champ Dalipe, younger brother of Councilor Dalipe and Vice Mayor Manuel Dalipe Jr. De las Penas garnered 56 votes while Dalipe collected 33 votes.
De las Penas is the grandson of City Hall Executive Assistant Felizardo de las Penas.
The election of SK Federation officials for Zamboanga capped the three-day seminar orientation on leadership, moral values as well as functions of SK chiefs, the role of the SK federation organization and the local government code including training on the local government code, accounting and budgeting procedures.
The activity last December 3 to 6, was organized by the DILG-City office under Pedro Cuevas and the National Youth Commission (NYC) regional office.

zoroethgenre_003 December 8th, 2007, 02:27 AM ZAMBOANGA City recorded a 97 percent achievement in the "Knockout Tigdas" (KOT) campaign, making it the top achiever in Region 9.
City Health Officer Rodel Agbulos said Zamboanga City overshot even the target of the Department of Health (DOH) of 95 percent.
The Knockout Tigdas was an anti-measles drive conducted from October 15-November 30 nationwide.
"We're very happy to note that our KOT performance record was awarded as first in Region 9", Dr. Agbulos announced Thursday.
The City Health Office under Agbulos has targeted 80,000 children aged 9 to 46 months old as beneficiaries of the one and a half month long anti-measles campaign.
Agbulos commended and thanked all health workers who exerted all efforts to attain a high percentage accomplishment. "I congratulate the health staff specifically the health workers who did the house to house campaign, they really did their best".
Aside from anti-measles vaccines, the beneficiaries also received vitamin A supplementation and de-worming pills.
The campaign, held nationwide, was purposely to eradicate measles, a disease caused by a virus, spread through respiration and is highly contagious. (Sheila E. Covarrubias)

zoroethgenre_003 December 8th, 2007, 02:31 AM MAYOR Celso Lobregat was re-elected governor of the Philippine National Red Cross (PNRC) Thursday retaining his title as the only mayor-governor of the foremost humanitarian organization in the country.
Lobregat placed second out of the 22 candidates who vied for the nine positions for membership in the Board of Governors with a four year term starting 2007 to 2011. He garnered 281 votes or 82 percent of the total 342 votes cast. He obtained a difference of only one point with the number one slot occupied by Lourdes Casas Quezon who garnered 282 votes.
Lobregat was first elected to the Board of Governors in December 2003 during a national convention when then mayor Maria Clara Lobregat received the Gold Humanitarian Award, the highest award given to any Red Cross volunteer. A few days later, Mrs. Lobregat passed away.
For the first time in the history of the PNRC, the election for the Board of Governors utilized the computerized balloting and counting system.
A total of 356 delegates coming from the 95 chapters of the PNRC from all over the country registered for the convention and 342 participated in the balloting. Zamboanga, brought in 10 voting delegates.
Other elected governors were Leonida Ortiz with 254 votes; former Justice Leonor Luciano with 249 votes; Dakila Cua with 216 votes; Pangasinan Congressman Victor Agbayani with 205 votes; Lourdes Loyola with 198 votes; Quezon City Vice Mayor Herbert Bautista with 187 votes; and Ramon Locsin of Iloilo with 166 votes.
The Zamboanga City Red Cross Board of Directors led by Lawyer Virginia Ramos came in full force. The other delegates are Nelida Atilano, Councilor Rey Candido, Nonoy Alvarez, Engineer Juanita Bucoy, Ruben Angeles, Dr. Myrna Angeles, Revenue District Officer Roberto Bucoy, Lawyer Romeo Covarrubias and Evangeline Covarrubias. Alternate delegates were Luis Alvarez Sr. and Rose Diu.
The election highlighted the opening of PNRC’s 27th Biennial National Convention held at the Subic Convention Center in Olongapo City from December 6 to 8 and keynoted by His Excellency Alistair MacDonald, head of the delegation of the European Commission to the Philippines. PNRC chairman Sen. Richard Gordon also graced the affair.
A total of 25 candidates initially signified intention to run for the nine governor-positions but three withdrew at the last minute.
The biennial convention themed “Always First, Always ready, Always There,” sought to review accomplishments and map out plans for PNRC.
The three-day convention also discussed pressing social, health and humanitarian issues including PNRC’s various programs in promoting community health, safety, disaster preparedness, youth development, volunteerism and blood donation.
Also discussed was the Red Cross 143, the organization’s most important project in recent years. The Red Cross 143 project aims to involve 43 volunteers in each barangay in the entire country to serve their respective communities. A simulation of Red Cross 143 in action was showcased during the convention.

Fawzie Dagani received a trophy and a cash prize of P5, 000.00. He will represent Western Mindanao during the national finals on December 4, 2007 in Manila.
Another Ateneo student, Leonel Lozada, was second runner up and went home with a trophy and a cash prize of P2, 000.00.
The PSQ is open to all college freshmen. Other participants in the competition were students from various schools in the city, in Zamboanga del Norte, Zamboanga del Sur, and Zamboanga Sibugay.
The competition was organized by the National Statistics Office in collaboration with the Philippine Statistical Association.

Debating against Henry Segovia and Al Zhoheir Hajim of the Ateneo de Zamboanga University were Charisse Borromeo and Sharmila Parmanand of the Ateneo de Manila University on the motion: This house will ban media coverage to terrorist groups.
Opening the government’s case and arguments, Sharmila Parmanand debated as Prime Minister in the Umpire Debate Format. Providing a clash against government, Al Zhoeheir Hajim presented a counter proposal as Leader of Opposition. Further strengthening the government’s side, Charisse Borromeo as Deputy Prime Minister rebutted on the Leader of Opposition’s speech. Henry Segovia then presented his arguments on the matter as Deputy Leader of the Opposition.
At the end of the day, the Championship Round was won by the Government side because of adequate measures on the issue, with concise logic and clear arguments. Al Zhoheir Hajim once again won Texter’s Choice Award with cash prize, and the Best Speaker Award was given to Sharmila Parmanand. Henry Segovia ranked fifth in the final roster of Best Speakers of the tournament’s duration, being the only debater from Mindanao to be recognized in line with debaters from ADMU, DLSU and UPD, in which Charisse Borromeo and Sharmila Parmanand ranked first and second respectively.
The winning team will be representing the Philippines in the World’s Debate Championship to be held in Bangkok, Thailand in December.

The Western Mindanao State University proudly announces the establishment of an integrated Graduate School. By virtue of Special Order No. 000471 issued by the new University President Dr. Grace J. Rebollos on October 15, 2007, the Graduate School “shall serve as the central coordinating office for all graduate offerings/programs of the various colleges.
As part of its mandate, the Graduate School is tasked to centralize the scheduling of course offerings, to issue certificates of service for graduate faculty, to approve make-up class arrangements and related documents, to schedule thesis/dissertation proposal presentation and oral defense of completed work, to assign thesis/dissertation advisers and examiners, to organize and proper qualifying exams, to prepare a graduate research agenda, and to develop and implement such programs as may be necessary for advanced higher education.
At the helm of the Graduate School is the newly designated Dean Dr. Carmelita M. Felisilda carries a vast professional experience and competence to her present position.
To assist the Dan in the administration of the different graduate programs, a graduate program chairperson has been designated for every college with graduate level offerings. The chairpersons are Prof. Vera Marie A. Ansaldo for the College of Nursing; Prof. Noemi s. Enriquez for the College of Home Economics, Nutrition and Dietetics; Engr. Muhammadnur B. Muhammad for the College of Engineering and Technology; Dr. Sulayman T. Amilasan for the College of Liberal Arts; Prof. Elmer M. Labad for the College of Physical Education, Recreation and Sports; Dr. Araceli a. Lim for the College of Science and Mathematics; Dr. Chester B. Coronel for the college of Social Work and Community Development; Prof. Effrendy M. Estipona for the College of Criminology; and Dr. Evelina H. Coronel for the Collge of Education.
Assisting at the Graudate School office are the office clerk Miss Rita A. Domingo and a CED faculty Mr. Carlo T. Nabo who is assigned to assist on technical matters.
The Graduate School office is now housed at Room 17 of the College of Education Main Building. Each graduate program chairperson has a separate office in his/her respective college to administer the graduate offerings.
Enrolling graduate students are advised to proceed first to the chariperson’s office located at the college here the graudate program of their choice is offered. After which they shall proceed to the office of the Dean of Graduate School for the final approval of their enrolment/registration forms.

zoroethgenre_003 December 8th, 2007, 06:35 AM Mascota de Zamboanga: Pride of Zamboangue Heritage
The “Mascota” is a distinct traditional and popular Zamboangueño costume traced to be in our society as early as 1800, and believed to be of Spanish origin. Mascota comes from two Spanish words, “mas” – a descriptive superlative word which means “more than” and “cota” or “cola”, the original word which means tailed-skirt. Literally, it refers to a long skirt with longer extended tail. The evolution of the tail is raced during the early 1900 circa when women needed to be fashionable. The tail of the raffled-Spanish skirt influenced the “mascota skirt.” AT present the trendy skirt has its tail extended even longer.
The mascota of early Zamboangueño according to Prof. Josefina Lledo, a noted Zamboangueña historian started as a 2-piece dress called “bestida de la casa” for the housedress and “Traje de la Alta sociedad” for their formal wear. The design patterns of the mascota since its popularity notably in the 1870 circa (from the files of Dr. Hermenegildo Malcampo) displayed a strong Spanish influence. Although the dress was not as elaborate as the present, the basic parts revealed of Spanish origin, like “corcho”, “candongga”, “chambray”, “enaguas”, “renggue”, “sobre falda” and “saya de cola”. It was described to be in subdued color or earth-tone colors like brown, beige, black or navy blue because at that time women were convervative, hence, they were not allowed wearing loud, bright or very attractive colors. The blouse was either white or beige made of either cotton or poplin. “Corcho” or step-in for footwear; gold or silver “payneta” and hairpins for the headwear and either “argollas” (tambourine – dangling designed earrings); scapular, veil and “manton” (wide scarf) added the sets of accessories they used.
The mascota continued to be a common dress among prominent and older Zamboangueña at the turn of the century. The original two-piece cut pattern remained as Spanish influenced and it continued to pass on from generation to the next. The prominent accent of the mascota was the use of stiff-fabric “candongga” for the neckerchief or “panuelo” tailored from a fishnet, “sucsuc” or cañamaso” material. Over skirt called “sobre falda” improved the mascota towards early 1900. Another distinct pattern was the use of “enaguas” (half slip_ that was made of white cotton lace. This was a fashion statement among women. The lace material and its intricate colladoed embroidery determines the class level of the wearer. The cola (tailed skirt) continued throughout the decade called “saya de cola”. The long tail was used to show the gracefulness of the wearer as it glides on the floor when she walks. However, most of the time, the tip of the cola is folded up to the waist allowing a portion of the enaguas to be exposed to reveal the wearer’s social status. The bell-cut sleeves which are fully decorated with trimmings and appliqués complete mascota ensemble. The materials used include local woven fabrics from the Yakans and other cultural groups. Others used materials like silk, organza, taffeta and velvet. The colors aside from the traditional black, brown and blue, now, are into influences of flowers and vinta sails of the city. The footwear was either low heeled step-in or with high heels.
Throughout the century the mascota remained a two-peace formal wear basically composed of the following: a) chambra, a top blouse with candongga made of suc suc or cañamaso material; b) a skirt fashioned into tube-cut from waist to the lower hip with a full biased bottom attached at the lower hip for the flowing or “serpentine” effect; c) an overskirt or “sobre falda” fully decorated with embroidery and beadwork; and d) prominent and visible underskirt or “enaguas”, a status symbol among women which can be determined on the kind of lace used as half-slip. This design displays greatly a Hispanic influence. In addition, the enaguas has been improved to 3-4 layers of tulle materials as petticoat. The neckline is dip-sabrina or neckline cut with wide butterfly sleeves. The sleeves also fully decorated are not flat to the armhole but rather folded outward called the “parola”.
The candongga also fully decorated is a triangular piece of cloth that measures about 50” x 24” x 36”. It is folded into accordion effect with about two to three pleats and carefully placed around the shoulder. The pointed portion of the wide triangle is set at the middle of the back with the two ends separately folded forward to the dip center in front. The two ends or pinned together with the use of broach or fashion pins.
At present, the mascota is no longer preferred as daily dress. However, its popularity remains among prominent families, professionals, business sectors and the academe. Both young and older women prefer to use this costume in conferences, conventions, festivals, and other formal social gatherings. The city government as well continue to preserve this heritage by holding “Mascota Design Competitions” every October of each year. Local beauty and schools’ competitions use this dress as one of the categories to choose Zamboanga’s beauty title holders.
In summary, the “Mascota de Zamboanga” is indeed one heritage that local folks should be proud of. The city legislative body should even pass a resolution to declare mascota as the official Zamboangueño costume, because it talks about our rich heritage. The following parts complete the present Mascota de Zamboanga: a) “chambray”, the fine upper blouse with a “corpiño” or half-chimese; b) a skirt tapered at hipline but with biased-cut towards its floor-length and with extended very long tail at the back called cola; c) “candongga”; d) “parola” or the wide butterfly sleeves always complemented or the same with the candongga; e) “sobre falda” or over skirt which is either contrast or complementing with the color of the skirt and body, and f) the “enaguas” a must as the under skirt. Finally, only when the wearer puts on the prescribed design pattern can be considered wearing the Mascota de Zamboanga, as such she is said to be “prendida” meaning she is glamorous and well-dressed.
